[Music] well thank you so as always submissions for public comment can be emailed to voe comments at hose.org so tonight uh stacy matthews official and i will be presenting you with an overview of our american rescue clinic and to start this office so the american rescue plan is a federal uh stimulus opportunity for the district we've got a lot in just over five million uh it is the time period is over the next three years so beginning july first and continuing on through september 30th of 2024 this will be accounted for in the federal fund as other grants there's an application process there are certain requirements there is an moe requirement which we suspect is going to be for people spending to make sure that everything is equitable between all of our buildings there's also
minimum spending requirements and that's uh for each year as well as for certain um categories and we'll talk about that a lot more as we get into the presentation it's also subject to an annual single audit from our external auditors and sustainability is also a requirement so as we were meeting on the with the various stakeholders sustainability was always key with one-time purchases or temporary purchases being a first priority and then anything that might we might have to sustain after these funds are no longer available there would be an roi process and so you'll see them highlighted in red as we continue to conversation there's also a requirement for the plan to be posted to the website which is already um july 1st we already had that happen with the opportunity for public comment and
we'll talk about the timeline and which stakeholders we met with throughout the process so these minimum spending criteria uh we have esser so that's three million we have learning loss uh 1.3 summer and after school programs just over a hundred thousand um so esser that category is similar to the cares funding and the carissa funding so it's pretty broad and basically anything you really need to continue on operations for the most part would be covered under that category learning loss there was a minimum of 20 from the federal aspect and then there's an additional almost 500 000 from the c there's our additional funding from the state so learning loss is going to be significant um as we through the copic pandemic and then we started our summer programs actually um this year and after
school we'll have the opportunity for some tutoring and one-on-one with students after school so it would be a nice opportunity for our children the maintenance of effort basically it's less than three thousand dollars per student and here we have the allocations per building um this is based off of our june 1st enrollment i don't know yet what we'll have to use the application just came out today if i was at the dentist so we assumed june 1st of this month these numbers might change so these are our best estimates as for building so to talk a little bit about the timeline so beginning back in april we developed a template we then met with building administrators leadership teams and teacher leaders throughout may and june to review needs plan submissions we met in june also
with new leadership team from all three unions we did our initial notice posted to the district website and then on the 12th we did have a committee meeting um with with administrators uh union members and uh both mrs kerry and mr jackson we're on the committee so tonight we are presenting the plan to you we um can then update the plan for application as stacy mentioned this afternoon i saw an email i went on to the portal so the application is posted on on portal and we'll be um we'll be uh updating the plan uh working on the fs10s and then and then submitting it does require uh also sign off as well so when we met with the teams we looked at four different areas and as you see each of the school's plans
you'll see them divided into these areas so assessing and accelerating student learning meeting students social emotional needs technology connectivity and access and then and then health and safety and you'll see some common things throughout throughout the building stacey already talked about summer programming and before or after school enrichment and uh that might include some some small group uh enrichment as well we're going to look at student needs when they start in june and then look at each of the buildings and come up with a plan that works for the buildings um ais and i'll be happy to share the enrollment data with you on friday but there's a bubble in fourth grade uh so the plan uh is to has a fourth grade teacher included that is a short term because that teacher will go
from fourth to fifth and uh and so that would be two years uh ais teacher again uh temporary throughout the plan to be able to really um meet students needs and front row um from uh you know from our period of virtual learning and from you know absences etc throughout the throughout the pandemic so i'm ready and you might have heard both middle school and harmony hell talk about irene previously so i ready is a diagnostic tool in both math and reading and it can also be used to monitor progress and to look at where students needs are so this is in all three of our elementary schools plan uh the the elementary principles are are meeting on this on on friday with a representative to really look at how that would work work best
and uh the reason that it's in red is because we're looking for a return on investment process for this so each year even though we have the three years of funding we'll do an roi and then we'll look at it as potentially continuing into the budget process in our building here so that's what stacy mentioned when she said there's certain things also uh pd um throughout you'll see some dell displays target charging lockers for chromebooks bottle filling stations we had a few this year but definitely something else that is needed and furniture um so at abram lansing in terms of meeting students social emotional needs uh throughout the planning process the request uh and the discussion uh surrounded an intervention specialist so how is that different from an ais teacher uh so the intervention specialist
would work with uh teachers throughout the building helping them to target the needs of students both academically and behaviorally you know help them to come up with plans provide some additional support and again that would be a short term upon uh economy term feel free to stop me after a slide and ask questions or at the end so harmony hill you'll see in terms of technology and health and safety uh very similar with the addition of some ventilation improvements at harmony hill um stacy do you want to speak to that there's some classrooms um in harmony hill on the first level um that don't have windows they're smaller um smaller group uh instruction areas so looking i think the ventilation in those spaces there's three or four so in terms of assessing and accelerating student
learning at harmony there's a large cohort in both fifth grade and kindergarten so fifth uh fifth grade that would be a one year um right now at harmony there's also a class size bubble in second grade so that will be second would be third fourth and fifth so this request for kindergarten teacher would go three years uh k one and two and then it would be back to only meeting meeting the one the one teacher because of that same thing ais teacher for for short term needs and as we mentioned already at harmony in terms of meeting students social emotional needs the discussion centered around behavioral support for the two behavior support classrooms um some years back there was an additional teacher assistant to meet to meet needs um this this request uh uh has
come up in the past and so uh we have talked about it uh for this plan and that's why that says uh roi there too requiring that for the for the future and and again this varies based on the the intensity of needs of the students in the behavioral support class any questions behind you uh van spike uh again an additional ais teacher short term van skyk has not had a mathematics ais feature and um you know we feel that's that's important to make sure the mask needs uh are addressed up front um same in terms of ventilation improvements and stacy can you address how those clients advance skype so um ac we have some classrooms that are special needs classrooms and we need some improvements with their air conditioning and the quality of the
temperature in this room and then in terms of supplemental materials all of our elementary classrooms uh follow a second step social emotional curriculum but this would make sure that all of our students in all of our classrooms including our self-contained classrooms have access to these materials so in terms of uh kaho's cajo's middle school if you look across the bottom of quadrants that is uh that's the same for assessing and accelerating student learning um a few of a few things teacher mentors check in connect so um this uh could go into both areas and also meeting students social emotional needs um this would provide students during the day the opportunity to check and connect with with teachers with classroom teachers and then a dean of students that is for uh would require a return on
investment and as you might recall there were uh there were some additional administrative support in the past and that was shifted and so the request was for that additional support and then finally at the high school uh in terms of the top the assessing and accelerating student learning learning um a dean of students career readiness coordinator and although this says 1.0 at the high school we would really look at this coordination across k-12 the at the high school level really working to provide job shadowing mentoring experiences but also connecting with the teachers in the content areas to really look for opportunities that can be presented for you know for career career coordination looking at the middle and elementary working again with with the teachers on embedding uh career readiness in the in the curriculum um
you know opportunities to discuss uh the whys of the instruction and the skills needed in various areas and also to help us with our individual student plans and pathways across the continuum there has been um requests for a number of years for pe teacher leader k-12 this is a this is a big big department and with an emphasis on uh lifetime uh fitness and wellness um this would involve an roi as well to see if this is something that could continue um but in the short term to really look at opportunities in our curriculum uh there is a unified gazette class that is being offered uh for the first time next year and then also looking at different wellness opportunities in terms of meeting students social emotional needs as you might recall through the through
the budget process we uh did eliminate a social worker at the high school so the requests to see if this could be accommodated through the plan and then in terms of health and safety some wellness program initiatives that all students can participate in as well as staff in terms of some strength and conditioning looking at the equipment in some of the various rooms such as the weight room and allowing all the opportunity to use that and some some materials and supplies can i just say that you think i died in my disclaimer yes is dean of students 1.0 supposed to be on high school as well uh it is so is that in addition to the current point for demon students so it is but you might might notice that it's not in red in
terms of return on investment whereas the one that the middle school is which means that we know that we have a need with engaging students and student attendance in ninth grade academy in a whole variety of other areas um you know as we move from the every other day model and back to back to school but this would be considered a temporary uh throughout the plan addition and that's why it's not listed as a requiring return on investment so be across one years two years three years i believe it was all three years um and i preemptively apologize mark um the career readiness coordinator does that seem like we're ready to jump directly into that versus like a counselor leader to slowly ramp things up and then get to the point right turn some great
ideas i'm just concerned that as we're working on other priorities the first couple years that may not be ready to necessarily jump right in given our other needs not that it's not an awesome thing but aren't there state requirements in the k-12 guidance plan requirements so so currently yes there are requirements that we provide a career career and counseling services at the at the elementary um in terms of and embedded in the curriculum and and also having you know the opportunity for students to to learn more about that so that is uh that is a uh a mandate that we have not been uh been meeting so um so looking at this and i understand there's a lot on there and there's planning and a number of priorities in terms of in terms of this
though there's also a requirement in getting in the middle school on to the high school that students have um you know individual plans it's a question on our uh on the on the bench report every year and that's something we really also need to strengthen and do so it's something that we need to happen and i think uh and that's why we're presenting this now we've had a lot of conversations with the teams of the administration and i think that's something that you know we will look across but we could successfully uh and then we had a discussion with stacy and i uh today so um you do see of some different areas on here luckily the application did come out today because first we were i'm going to say but we don't know when
the application is uh it did come out today due by august 31st uh uh budget wise these are not things that we can all immediately go out and host for as soon as we get approval we have to do a staggered approach to posting um looking at um when we are receiving the different funds from the different brands and as part of our plan we felt that anything that was an additional section um that would be something that we would post first because that's where the students are the very first day of school in front of the teachers and then we would be doing a standard approach uh as we started getting the course of funding and the approval so that's part of the discussion too from uh from a monetary perspective so what we've
been told is once the applications are approved we'll receive 20 um as you know the curse of funding we applied for that last month we haven't heard anything yet so we've started the suburb programming um so we just want to be aware of cash flow and make sure that we're managing um all these additional expenses accordingly so things like furniture and charging stations we won't be looking to purchase until the very end of that school year and we'll just look to prioritize the positions based off of our needs i did hear the school getting an email that their plant their crystal plan was being reviewed though so that's a good one and not not to be negative but we should all be mindful of the follow-up data we receive that follow our graduates and the
students that chose a uh a two-year degree or the percentage that completed after two years and the students that showed the four-year degree they completed after four years and it didn't it didn't go beyond that but we were we were all and we should have been all shaken uh by the dismal results so we we need we need it's not something that after the plate it is the plate how are our kids how are our kids making out and i think maybe part of this could be and i think we might want to look at it as per education as opposed to career readiness record kids aren't going to work across the stage ready to move a job but we want them to have a purpose and plan and i think that we also need
to be talking about career education but also follow-up i recently heard uh talk of what gets measured and we don't look we don't look at how our kids do after they leave here and it's it's it's kind of stunning that you know and the time that it was done for us it was it was not good it was not good so i you know i know you've heard me say this before but we desperately we desperately need this so um i mean this is a lot there there's a lot on these slides you know like mark said this is kind of like you know hitting the jackpot here for you know more event priorities and the things that we've discussed and you know things that we were hopeful for um but this is a three-year
plan so you know i feel like it would make a lot more sense for us to be able to look at this at a length of what does year one look like what does year two what we're great and i know that there are some things that will shift and depending upon other funding mechanisms priorities may change um i know that we were looking at you know some of the personal fundings for like some things that are priorities now um and being that this is three years um i see you know that you have identified some areas as a return of investment but um is you know do we know if there's carry-over are we allowed to carry over is it you know you submit for the three years all at once and then you
know like our smart schools basically we have submit one big plan and then you know amended if needed yeah so my understanding is and i haven't seen that application yet but my understanding is that it's going to be all three years at once and then you will just just like smart schools then we'll have the opportunity to okay um so we do we prioritize the allocations for each year we identified year one year two year three um did we prioritize now and do we set the limits of what we're requesting in our plan for year one year two year three we have the ability to be flexible about setting those limits yeah there is there are certain requirements as far as you would how much you're spending each year as well though so yes we
have flexibility but within the requirements that are set out in the application okay in two areas um uh requirements each year and requirements in terms of those categories that stacy discussed earlier school summer school before and after programs learning laws so we have to meet certain thresholds and those each year yeah we're kind of juggling with the three so it's the each year there's requirements there's the category requirements and then there's the per pupil by building requirements so you would constantly have to juggle those three areas and i don't i mean a lot of this is people and people provide variables within a projection um you know we can hire somebody at step one or somebody at step five or you know knowing that these positions are whether they be one year two year three
year position um still there's variables within there so i guess my questions about being able to have a lot of carryover is it are you just putting a projection in for hiring you know a social worker at a certain step and then you know the carryover it's not a user lose type of scenario it just carries to the next year so that in three years your whole or the money has to be spent by september 30th okay so that's the drop-down date we'll call it um yes you would be able to if you didn't spend everything that you had planned on spending here one my understanding is either year two or year three um but that will happen because we're not going to be able to hire everyone september one or whatever my case might
be so that will happen also there's assumptions for health insurance so that was going to be my question yeah does this include oh yeah payroll taxes yeah everything is yes and we assumed family home which not everybody will take any help but we kind of had to assume the worst case scenario so that we didn't have any local impacts for the local budget so i think that you know for us especially coming off of the year that we had last year and a half that we've had you know a lot of these supports are going to be really useful for our buildings but you know i am nervous that it's not sustainable and then we you know take it back away you know we're always the bad guy you know i think that we just
need to be really clear in our communication that there's limits to you know what we can use this funding for but also what the timeline looks like um i think that there that to rick and mark's point the career readiness coordinator piece if that is going to you know be an umbrella of you know having some responsibility within elementary and middle and high you know maybe it's because it's under the high school uh slide right now it may be a little confusing and maybe that's where that person is housed but if we can play out some of these um descriptions even of what what we mean by that it's so one of the other one that i didn't hear was the social emotional counselor um what was that social emotional learning counselor at the middle
school um so um and again we are we are refining these these then lead to you know job descriptions etc which definitely we you know we will share and we have we have some initial drafts so the social emotional learning coordinator uh would be somebody at the middle school who again can work with with teachers on classroom social emotional intervention plans uh tier one who can work with students when um you know when they are having difficulty it's uh so if i'm ranting the request team in the form of uh you know intervention specialists this is more focusing you know purely on the social uh emotional side uh but somebody who also can be on call when students really really need some additional support and we have heard that we've had a number of students
who um you know coming coming back to a five day a week and some from from virtual it's going to be an adjustment so it can also help in all the classrooms in terms of coming up with plans for um you know some coordination and then really looking at uh infusing um our social emotional learning throughout the program i was gonna say is it curriculum based at all it's curriculum and instructional based and um and then just last question how how do you plan on uh looking at return of investment on i ready is that um you know how are you planning on using it and how are you planning on weighing the return on investment so we have a need when do you plan on yeah anyway so all three elementary schools are so
the middle school has already started and so has harmony hail at the end of the end of the school year but all three elementary principals are leaving uh um on friday with um with uh without ready to ask those very questions first you know to learn more about it um to look at uh how does the assessment work and then to to form the answers to those questions that you're you're asking right now so that's part of the planning process i mean from looking at both middle school and harmony we do have some insight into you know administering the assessments for students looking based on those assessments it shows areas of need and then adjusting so here's this group of students the this instructional skill has this group of students need this instructional stuff but
that's part of the meeting together with the um with the principles to develop that plan in terms of return on investment it's to look at you know is it is it working you know not only are we getting the data are we able to i just wanted to make sure we had to utilize that data to uh you know to inform instruction to promote student growth so we did an roi throughout the whole budget process um but in terms of of this to um backed by data so how many students did it impact what were we able to do you know how were we able and that will be assessed annually um yes it will be part of the budget process as part of the budget process even though it's not a local expenditure we're
completing and assuming that we're going to do the roi process again for this upcoming year um we would include it as part of the budget process even because if it's going to be in the budget eventually it's important for us to have a pulse on it in the appreciating years so that's the budget answer and the instructional answer though is so the common assessment will be given three three times a year and then that data will be being used in some cases it will be used to process monitor certain groups of students so uh from a curricular instruction site that would be fun you know ongoing and not waiting to the end of the year to see so we're only using it for benchmarking because it does we don't know okay at fridays yeah at
friday's meeting so um so i know that the middle school is currently utilizing it uh both ways and um i know that harmony started using it as a benchmark and so that's what tomorrow friday's meeting is to really help us understand the full potential that we can harness from it and then from there um you said that was your last question there's one there's one more i know i know you know it's not obviously an fte position how it's going to be like a coaching position how's that work do they have identified students is it based on the number of students they have so um the middle school is in the planning stages i can say it will be done during students quiet studies um when you know so during the day mentors will be
matched students we had some initial conversations at one of our meetings so we'll be further uh discussing this is with scott matt in middle school too to uh to to have further discussions on how you know how this will work so that teachers can sign up have those opportunities and then what's the best way to target the client study is the area so that it's the students are probably there is this something that you're like is this going to be a potential one first year type of scenario you're one two three two two there's a lot of work that is involved with having to negotiate with the union and i just was wondering where where there was on time yeah well i'm just saying stacy can share we wanted to share this overall plan and
then adjust accordingly based on that it's a very detailed question and then share the spreadsheets that break it down into each of the years so we do have that but we wanted to uh to present this and see what shifts i appreciate the equity the visual equity i like that um like i said i think there are a couple pieces that are confusing if they're going to be district one reach then it should be it should be displayed as a district level reach where you know we're going to have involvement in elementary through things that spread across the district so i think it's really important that we remember when we're looking at you know individual items and asking questions about down the road federal government didn't wake up one day and say goes through he
needs an infusion of money like they realize that these are needs that are going to need to have immediate attention and that's you know we have we're going to have social emotional deficits and learning laws and that's why we got this infusion so i love the questions though that you were asking questions just about um the maintenance of effort and the fiscal cliff things and those are you know those those precautions are built into right the application and people are thinking about that but i think it's really important to know that this is what that money is intended for not to balance out all of the stuff that we need some of it does balance yeah um so for the rois i guess my ass would be that we make preemptive goals in the short
term so that we're actually collecting data against something so when we go to review it we have something to compare it against rather than trying to figure out after the fact how good was it or not um especially i know like the dean of students are absolutely going to be utilized but i'd like to know that we're planning for what we're going to utilize it for and then we actually meet some of those goals versus just the daily stuff that pops up um and then i guess the other thing that i saw as sort of not there but i think is a huge deal for this coming year is you know what are our plans for avoiding staff teacher and administrator burnout because just you know nationally i've seen that you know more and more
and i absolutely think it's an issue locally as well yes so staff staff wellness is very important so one small area under health and safety it is to provide you know uh the use of the equipment and some strength and conditioning uh you know activities for steps so that's that's one for that the health and wellness um we have uh a reopening committee meeting uh in august the uh the first week of august that's that that's going to be a discussion under the opening committee as well you know some of the things that we have um uh preliminary discussions and again wanted to have further discussions with the committee are um you know not only a caretaker so it's better as a staff survey what are some of the things that we can you know
that we can provide uh internally you know it's been depending on what the year was like it's it's been a while since we've been able to just informally gather with that in our conversations some some small things like that and so but i think the survey didn't see staff with us would help you do see professional development uh throughout this too and i think that's that's important too giving uh staff professional involvement to meet some of these needs any other questions okay does anybody have any uh board discussion for agenda items i do i do need to point out one uh one thing so originally on the agenda it said this is for future brother pathways program through the grant that the original agenda said uh 2.5 coordinators it's actually two coordinators this is a
stipend through the future ready it's just as a portion we're now up to 100 students in the future ready program and what we learned last year is coordinating a hundred students with the different you know the different agencies and work sites and you're purely required to position so the grant has a measure to reflect that this year and that item is up it's in the original it's synergy it was two five um um dana delgenia social worker and abram lansing and dan varsity [Music] any other discussion of agenda items any community discussion of agenda items until thank you i'm eric hell i'm the director of special programs for couples and i was going to say that about dana we're very excited to be here because she interned with evelyn smith last year so evelyn has
poured all that retiring knowledge into dana so she can probably channel evelyn in the more difficult times so that would be great um i also wanted to say thank you mr jackson for bringing up that piece about what are we going to do about taking care of our staff and i've been doing some research on it as well and i think it would be great if all of us could be thinking about not just um having zumba classes and you know get togethers which was all are very nice and um i the research that i've read has said that in order for teachers to get past this burnout feeling and and to be ready to be back to work it's um really about do they have the strategies to deal with the situations that they're
going to go into so i think again as i use that as much as we can kind of follow the professional development on how do we respond to students when we see them in that those horrible situations is going to help all of us here the most thank you okay so um all business was just we enabled our committee discussion until we are called board um so i just wanted to open that up and just have a conversation about committees for this school year and see where that audit committee um for the 2021 school year so the audit committee formally um have mr nolan uh myself and mrs dion uh three members are required there's the budget committee formerly mr knowledge mr jackson and uh mrs kerry district safety committee formerly mr pascal myself and
mr andley policy committee formerly myself mr jackson and mrs carey technology committee committee formerly mr pascal mrs dionne or i'm sorry myself and mr nolan wellness committee formerly mr preschool and this is dion and mr annely so we could start with audit any interest in members of the board for audit committee three members are required i will volunteer thank you i'll say thank you thank you you will be just so happy [Music] budget committee formerly mr nolan mr jackson this is terry i like spreadsheets you did a great job any other interest in budget so fun so fun i'm glad together yeah they were exhausted district safety committee wait so what would your pass go and this is hillary mr handling there's two one but that's fine that's okay unless you want to volunteer uh
all right i'll stay on that one policy committee i'd like to give up my seat on that you would i would what'd you do are you supposed to be a member of the committee where like that's where your strength is committee no community i will volunteer for policy committee we need at least one more is uh technology committee i will stay on that committee yeah and district wellness committee i'll stand there so the one um so the one committee that we had discussed and essentially i don't know if you wanted to talk about if we would like to establish a board level committee for um that was it diversity and inclusion diversity equity and inclusion we will be having a committee this year at the district level and wanted to discuss the potential of having
that be the aboard the board we have not we have not met we have not started you know we'll be talking about uh the charge of the community but looking at practices to make sure that we're creating opportunities for all students to succeed to eliminate barriers ensuring equal access opportunities so that's the focus of that that committee um so i uh absolutely are we in agreement that we should be establishing committee board level okay and um mr snyder mr anthony myself okay so that's our committee discussion um our committees will be on the next agenda for us to be able to improve um can i get a motion for the board of education to adopt phone resolutions for the july 20 21 2021 business agenda uh six a through n seven a through you you
and nine a we'll make a motion this is carrie yes mr pascal yes mr jackson yes this is dionne yes mr annaleigh yes mrs snyder yes mrs giller yes are there any comments from any other board of education members and any other items that are not related to the agenda so we i had met with miss o'shea and we had discussed a potential uh meeting about um doing uh talking about her evaluation tool um and i just wanted to bring it up to the board make sure that you guys were aware that we were in discussions about this and if you were okay with me moving ahead um we literally had a conversation um so we really have not come to any type of a consensus on what tool we will be using um i
did indicate that we were not very pleased with the previous tool that we had used and it wasn't very informative and didn't give a lot of dialogue feedback so we may be looking elsewhere i know that we have looked at other tools prior um and so with your permission i'd like to continue those conversations we'd like to come up with something so that um we have expectation in place and that there's no confusion as to you know where we are and what we think um in the end because january will come very quickly for a midfielder evaluation so yeah and it's and i would i would look for something again that gives us more discretion and not a can this is this is how you evaluate a superintendent not an academic exercise but alcoholism that
we generate and measurable let's uh absolutely i mean it doesn't do anything to check the box because you know what does it mean that you're an effective communicator well let's spell that out so i think it makes more sense for us to do something that works for everyone and i think that the feedback that has been given so far on some of the other the instrument that we had used prior and the one that uh media had shared out um i think at least we have a framework to work off of and then um just congratulations to our newly appointed folks here in the audience [Applause] i'd also just like to i missed the last meeting um and i just wanted to thank my fellow board members for collecting me to this position and i
would work hard and try to limit my comments any other comments from board members any other items comments from community members so dates for our next meeting august 11th uh and august 25th right here at 6pm um at this time we'll go uh i'll look for a motion to go into executive session i'll make the question this is carrie yes mr pascal your sister jackson mrs dion yes mr annaleigh yes mrs snyder yes this is killer and that was uh to discuss matters leading to an appointment employment promotion demotion discipline suspension dismissal or removal of a particular person or corporation and yes thank you very much
