001Check, check, check, check. 1 2 2 2 2 2 1 2 2 1 2 Check, check. >> Testing. My >> My At the end. Oh, that's the Bose easy one. Yeah, that one. Turn it down. You want me to turn it? >> Bring here. All right. 6:00 in the coffee. This time we will have the administer of administration of the oath of office to the newly elected board members. I do solemnly swear that I will support the Constitution. That I will support the Constitution >> of the United States of the United States and the Constitution and the Constitution of the state of New York of the state of New York and that I will faithfully discharge and that I will faithfully discharge the duties of the office the duties of the office board of education

002member of board of education member according to the best of my ability. According to the best of my ability. Thanks. So, just a point of explanation, um uh Mrs. Sinicki was the the highest vote-getter in the board election last evening. As such, she immediately assumes the duties that were vacated when when Mr. Silver resigned his seat a number of months ago. Um that's why um the oath of office was given this evening, and then Mrs. Carpenter was the the the second uh leading vote-getter. Her oath of office will be uh um will be given at the reorg meeting in July or thereabouts. Okay. Thank you. Next, we have the Team Smile presentation, Mrs. Carter. I was the cause of your echo. Good evening, Board of Education. I am so excited to introduce two of our

003staff members to tell you a little bit about the Team Smile that we participated the entire Eden district did for the first time, and they're going to tell you all about it. I'm going to tell you personally, it was probably one of the most rewarding things I've done in my 35 years in education. So, I'm so excited to share it with you. Um extremely exciting event for our students. It was a pre-K through 12 um adventure, and they're going to tell you all about it. So, I have Allison Gardner here with me. She is the social worker at GLP, and Antoinette Backert, who is the pre-K through five um psychologist for our schools, and they don't have an opportunity to shine as often as they deserve. So, they're a little nervous, but um instead of

004me presenting Team Smile to you, they're going to because this was part of their brainchild, and they really need to take a lot of credit for this along with so many other things they do for our schools. So, they're going to tell you all about Team Smile and what it did for our district and our students. Good luck. It's good. Okay. So, Team Smile came about because I was hoping to bring the UB Dental Van to our elementary school. Um and then we found out that that is no longer available in this deep into the Southtowns, and they called me in probably February, and they offered this event to us. Um so, it allowed us to bring 28 students pre-K to 12th grade with us on buses to the Bills Field House Stadium. The Team

005Smile event was coordinated through UB University Buffalo Dental School and the Team Smile program. It provided free dental care and oral hygiene and education for children in a fun supportive environment. There was dancing, face painting, um interactive events for the kids. There was a lot of um education with interactive stuffed animals and big toothbrushes for them. Um we rode on an Eden school bus from school to the Bills Field House. They received free dental screenings, x-rays. Um some students had extractions, and um then just had cleanings um by licensed dental professionals. We learned about oral hygiene and health, and then like I said, the kids enjoyed fun activities as this was all all the other kids were engaging in um oral health. So, for this event, the staff were very well trained from Team Smiles.

006They asked to bring an array of students, especially students with special education needs, which was really great since a lot of those students do struggle um to go to dentists or even sit in the chair just due to sensory issues and overall um social and behavioral needs that they do have. Um that's also a concern of a lot of parents. So, when we offered the program to the parents, they did have concerns about that, but we were also very supportive. We did go and support them. They used an array of techniques, weighted lap pads, um sensory tools. They did modeling. They had a uh toy that they were able to use all of the tools on, so the kids were able to explore the tools as well. Um they let them really kind of touch

007and explore which was nice which is not something you typically could do at a dentist's office when you go. They were able to see other students getting their dental work done. They had really everything set up. So they had oral exams. We got kids who had their teeth actually extracted there. They were getting x-rays done. Yes. It was anything that the parent consented to they were able to get within that short amount of time which is really great. Perfect. For free. Yes. They identified the highest level of need so they kind of triage what student needed and based on that highest level of need that is how they decided what that student received while we were there. It was really great too because the staff members took their time. It wasn't a rush either. We

008were there for the amount of time that we needed to be there per student not as like a time slot. They did give time slots but and our our students were really great. Like we were done within the correct amount of time that we needed to be done. But they [clears throat] there was no rushing. They were very patient with all the students. We did have a couple students that had a couple of issues just because some of the procedures that were consented to were kind of scary for them which it would be for anybody. But the staff really like they would lead them to it then if they needed to take a step back they were able to do that as well. They were very patient too with a lot of our students who

009have like oral motor functioning issues too. So even getting the x-rays done was really beneficial to them because they had different tools and tricks in order to help them that way. They did validate all their feeding feelings too while they were there which is something that I think we take for granted sometimes cuz it's so routine to a lot of us that we just know that we're going to go to the dentist where this specific population does struggle and they really took that into account. And then the students also were able to go with their friends which is really beneficial too because then on top of seeing a bunch of other students from different schools getting their dental work done they had the support of their staff members that is that normally support them through

010like tough times and then um, other students in their class to support them as well. So, in addition to helping the students overcome barriers, we also help parents. So, we called each and every individual parent um, to offer this opportunity to them, and some of them were extremely ecstatic because of barriers related to transportation, getting them to the dentist, or a lack of dental insurance or coverage, um, any financial insecurity, and then access to specialized dental professionals who are well versed in the social emotional behavioral needs of our students. So, like I said, um, I don't think we've touched on this yet, but the UB School of Dental Dental is the first school in the entire nation that has hired an occupational therapist on board, um, and she actually was the one that Lauren and

011I coordinated with, and actually came and interviewed us last week regarding our experience at the event. Um, so that's a huge accomplishment for them because she understands the wide array of needs and the importance of um, working through all of these barriers for the students and the parents in the UB School of Dental. And one of the things she talked about when she came to interview us was this team approach that they really they traveled the country with team smile, and they offer it in a variety of states, and it's because of the team approach. They have OTs, they have PTs, they had special education teachers, they have their uh, an array of dentists who volunteer their time, dental hygienists, and it really is a team approach. So, we had students who were really struggling,

012and they sometimes had anywhere from four to eight different professionals with them, and some were reading them stories, some were using the models, some were using the weighted lap pads, some just waited it out with the children, and they had a variety of skill sets that you don't see when you just go to the dentist and doesn't understand why a child just can't even sit in the chair because of anxiety. It was just an incredible team approach for these children. I I wanted to hire all of them, actually. I know you would love that, but I really would take them all to my school. They were amazing. They were amazing human beings. And we really did leave with everybody getting at least one thing done. So, they worked so hard and diligently with each student

013um to try to accomplish everything that was on the list. Although, not everything could be accomplished just because of the students' capabilities at that time. Um a lot of it was. So, uh a big thing that we had parents saying was that um they have not even really had like an oral exam in general, like a full oral exam. Or um x-rays were an issue before and a lot of that was done. And we had nice little packets to send home so that they could take the information to their dentist. So, they did get a full workup too at the end. So, these are some of the pictures that we have from the event. So, you can actually see the students. And they're all ages from all three of our buildings. And they were everything

014from flossing to mouthwash to getting their x-rays. They're all very excited because Billy Buffalo was there and they all met a Bills player, too. So, at the end of all of that in the midst of some of the things, um they got to meet really admirable people for some of our young kids. Yes. You know, some of them will never be in the field house. They were in the field house. They were throwing footballs across the field house. They were running around. They got their face paint. It was It was great. They had lunch in there. Yes, our cafeteria did a really great job too of packing lunches for us um because there was a specific guidelines to what we had to bring for them. Nothing sticky, no juice, a lot of limited options for

015us. And they did a really great job of putting something nutritional together that we were able to bring with us that was able to last like the whole time we were there. They need to take more credit than they take. Well, they're they're going to get it right now. So, listen, thank all three of you cuz you're you deserve some credit, Lauren, as well. Cheryl, thank you for for um from for poking me and having this presentation. Is that I knew it was great because my phone was blowing up all day long and it was Lauren, you got to see this. You're not going to believe this. They're extracting teeth. And I said, "Whoa! What are we doing?" Well, I had learned about it at a shared decision-making thing and I was like, "Wow." And

016then Lauren and Kelly came into an executive session and and explained more about after it happened and I was like, I still I thought about it a lot and that's when I, you know, said, "They've got to be here." And I know Put on the the spot, you know, weren't expecting to come, but I just think people need to know how wonderful this was. Yeah, abso- absolutely. So, thank you all all three of you. Incredible program. I loved everything you shared about it. I love that there's people out there in different professions that have your skill sets and our teacher skill sets to work with our neediest kids. It warms my heart to know that that there's other places that they can go other than this great district um to be to be treated and

017worked with in in the manner that meets their needs. I didn't know that existed, to be honest with you. And that that's wonderful. Kudos to to you, B, for for for making sure that happens and and and hiring the right people in that place. And thank you both for the efforts you you put in and and for the credit that you spread around. So, much appreciation. Thank you. Do they have this for adults? Because I still, when I go to the dentist, I'm this far off the chair the whole time. So. At this point, during the meeting, the members of the Board of Education may request to have any items removed from the consent agenda and consider considered separately. Do we have any requests? No requests? That upon the recommendation of the superintendent, consent items

018be approved. Second. Any discussion? All in favor? I. I. Any opposed? Any abstained? Motion carried. At this point in time, it's the approximate position in time that the board has designated to receive statements from individuals and groups. The board will review all statements then respond appropriately at a future meeting. All persons in attendance are required to sign the attendance sheet and designate the representation status. For example, a parent, teacher, bus driver, Chamber of Commerce, etc. Don't all rush to the microphone at once, okay? All right. Next, we have new business, resignations. That upon the recommendation of the superintendent, the resignation of hall monitor Thomas Birmingham be accepted effective at the end of the business day on May 22nd, 2026. >> Second. Any discussion? Yeah, I just want to share with the board. I I I

019briefly met with Tom yesterday as a as our paths crossed and I and I told him it was absolutely the kindest, most heartfelt letter of resignation I've ever ever read and he said to me, you know, he he is in my heart and always will be and it's time for him to move on and and take care of some personal things. So, he's been a great asset to our district and I just want to share that with you that he he leaves with a with a heart full of of Raider love, if you will, and it was a really nice conversation. Any other discussion? All in favor? I. Any opposed? Any abstained? Motion carried. That upon the recommendation of the superintendent, the resignation of registered nurse Darlene Smith be accepted effective at the end of

020the business day on June 29th, 2026. Second. Any discussion? [clears throat] All in favor? I. >> I. Any opposed? Any abstained? Motion carried. That upon the recommendation of the superintendent, the resignation of cafeteria monitor Don Ovitt be accepted effective at the end of the business day on May 5th May 6th, sorry, 2026. Second. Any discussion? All in favor? Aye. >> Aye. Any opposed? Any abstained? Motion carried. Then upon the recommendation of the superintendent, the resignation of bus driver Angelina Maguire Christ be accepted effective at the end of the business day on May 14th, 2026. Second. Any discussion? All in favor? Aye. >> Aye. Any opposed? Any abstained? Motion carried. Next we have new business appointments. One second, Ms. Carpenter, okay. I'm going to jump in here. I'm going to ask you for a lot of

021leeway tonight. >> That's okay. Anyone oppose that? No. >> Okay, good. I'm going to move on. So, this is the this is the point of meeting when we're going to when when up for recommendation are number of really incredible educators and and this is their tenure appointment meeting. Um this is also our our tenure celebration where we recognize any any teacher or administrator who's received tenure this year. Uh tenure is an absolute professional accomplishment. Those of you being recommended this evening um should be quite proud of the work that you've done in the growth that you you've uh you've had over the last several years and some of you the the many years before you even joined Eden. By far my favorite meeting. Partially because the budget passed last night. I'll talk about that in

022a minute. Um it but it's to celebrate you and and because you it's not given it it's not a given it's earned. So, be proud of it um and and I'm I'm proud of each of you. What's really fun for me is I the longer I'm here is it and that I had a hand in and bringing all all of you to the district at some point. Um the way this is going to go, we are going to um um Cheryl's going to read uh read the recommendation. Um there'll be a point where um, Mr. Sutfin asks us if there are any discussion just as we just did with the last couple items and then the candidates will be presented individually by Mrs. LaRosa, Mrs. Carter and and by me. And once that presentation is

023done, the then the board will ask to uh to um vote on uh granting tenure. So, presenters, make sure you do a really good job so the board's job is easy. Um, that was a joke. We already We already know that these candidates have done a fantastic job. Thank you. >> [snorts] >> Uh, first up that upon the recommendation of the superintendent, after successfully completing her probationary period, Amy Mascal be granted tenure as a physical education teacher effective August 31st, 2026. Second. Hello, I am so excited to be here um to present Amy Miscelli for her tenure. I'm going to tell you a little bit about her. Come on up. >> [laughter] >> Um Amy's been with us for 6 years. Her first 2 years were part-time and she's been with us 4 years full-time.

024Um, I don't have enough time to say all of the wonderful things that Amy has done, so I'm just going to share a few highlights. Um, Amy has been an exceptional physical physical education um teacher at Eden Elementary School. Um, obviously covering the fundamentals of physical education, but beyond that, she infuses fun, motivation, grit, and personalization into all of her lessons. Um, she teaches the whole child. She's addressing SEL, emotional um situations with students, getting along, perseverance, winning and losing. So, yes, they're learning great physical education fundamentals, but it goes way beyond that. Um, she designs her lessons to include all students and ensure that all students feel successful. Um Amy's very active in our building and beyond. She co-leads field day, um one of our signature events, also the Turkey Trot, um and has

025started a a spin-off through our character education program. Um she brought in the Golden Sneaker Award, which is then spun off into um all the other special areas, our cafeteria, our bus awards. So, thank you for doing that. She is an excellent collaborator. She partners with PTA and administration to host school-wide events, including our participation in the Buffalo Bills Community Day, which was a huge undertaking, a visit from the Buffalo Bandits, and she's even taught specific dances to the students for them to use at the PTA um Snowball. So, she is just all over all of our events. Um beyond what she accomplished at EE, she coaches varsity field hockey and lacrosse, and she was awarded ECIC 2023 Coach of the Year. So, it is my pleasure to recommend Amy for tenure. Any other discussion?

026A little bit. Um everyone that's being presented to you tonight tonight is an absolute rockstar. I I don't have many bad days, but if I do and and Amy's teaching in in in the gym, I go and just watch because you have those those children on point having so much fun. So much fun. And the only the only time I I think that's even surpassed is when I watch you coach. Your your energy is infectious. You You resurrected a a dying field hockey program, not not because of a lack of effort internally, but because of who you are and what what you bring bring to to our district. Your your little field hockey program with the little ones, whatever you call that, I'm sorry I don't have a better description, is is a game-changer. And

027and I know you're doing the same thing with lacrosse. So, really really proud of you. Really proud of how much of a leader you are. We've had to have a couple of tough conversations in the last year or so. You handled everything so well and so professionally and and we moved on and and I'm very proud of you for that and I'm glad we're on the same team. Any other discussion? All right, all in favor. Aye. Aye. Any opposed? Any abstained? Congratulations. And I apologize for mispronouncing your name. I will never do that again, I promise. Next up. That upon the recommendation of the superintendent after successfully completing his probationary period Michael Kubera be granted tenure as a physical education teacher, aka Coach K. Second. Any discussion? I can't look tall next to him, but

028if you don't have a chance to know Michael Kubera, he not only teaches pre-K then he comes up here and teaches at the high school. So, those are the differences and he also has dressed up as our giant penguin. So, I am pleased to recommend Michael Kubera for tenure. Mike has been with the district for 3 years as a physical education teacher serving both GLP and Eden Middle School High School. During his time with the district, he has demonstrated dedication to students, professionalism, and a strong commitment to supporting the overall school community. Mike brings a wealth of diverse experiences from his work in city schools, which has allowed him to effectively connect with and support Eden's diverse student population across multiple age levels and varying student needs. These experiences provide him with a unique perspective

029and he approaches each situation and interaction with confidence, calmness, and positivity. His ability to build relationships with students while maintaining a supportive and structured environment has been a tremendous asset to our schools. In addition to his teaching responsibilities, Mike is actively involved in our athletic programs and serves as a coach for a variety of teams at Eden. His willingness to dedicate additional time and energy to students outside the classroom further demonstrates his commitment to their growth and success. Mike is a valued member of our school community and is my pleasure to recommend him for a tenure appointment. Any other discussion? Just a little. So, thank you, Lauren. And And Mike, I have to be honest with you. When I offered you the job, however many years ago, I I wasn't sure you were going to

030accept it. Um you stepped away from from a position in a district to to to come here. And And it's a personal sacrifice. And you know what I'm talking about. Um and I I And I'll also be honest with you. I wasn't sure how it was going to work. Cuz I kept saying to the team, "Are you sure this man's going to be okay teaching in our primary building? He's like 7'9". Cuz to Lauren and I, everyone that's over 6' is 7'9. Um And And you've actually you've absolutely knocked it out of the park. And I And And I know you probably hear this a lot. But when I showed up on Halloween and you were dressed as that penguin and the kids were all around you, I like, "This guy is definitely a keeper".

031So brave to to to to come in in in that costume. And it was fantastic. And And you continue to do things like that. So, I asked you to get involved outside of the classroom and you have. And I want you to know how much I appreciate that you came here and that you're yourself and you're comfortable and you you really enjoy the work even with our youngest students and our older students as well. Not everyone can do that. So, thank you. Any other discussions? >> Yeah. My little great nephew goes to uh the pre-K and he always talks about Coach K. So, on the way in here tonight, I was like, "I think Are you Coach K?" And he goes, "Yes." And just by my nephew, Carmen's, description about how tall he was, and

032that he did dress up like a penguin at Halloween, and that um last week he promised the kids they were going to be doing the ropes, and the floor is hot lava. So, when Carmen comes to my house, my whole living room is the floor is hot lava. So, you appealed to his he loves it. So, I hear a lot of great stuff about you, Coach K. Any other discussion? All right. All in favor? Aye. Any opposed? Any abstained? Congratulations. Next up. That upon the recommendation of the superintendent, after successfully completing his probationary period, William McDonald be granted tenure as an administrator. No. Oh, I'm sorry. Jeez. Okay. We're leaving it. Yeah, sorry, Bill. You didn't need to be here. >> [laughter] >> I've I've been on the board for 9 years. I really have

033been. I just That upon the recommendation of the superintendent, after successfully completing her probationary period, Angela Corrales be granted tenure as an elementary education teacher, effective August 31st, 2026. Second. Any discussion? I am pleased to recommend Angela Corrales for tenure. Angela has been with the district for 4 years as a grade one teacher at GLP. Prior to joining GLP, she completed her student teaching experience in Eden, and also served in a long-term teaching assignment there. Throughout her time in our district, Angela has consistently demonstrated professionalism, dedication, and a deep commitment to student success. Angela has a keen ability to differentiate instruction in order to meet the needs of diverse learners. She skillfully incorporates songs, chants, manipulatives, and hands-on learning experiences to engage her students and support academic growth. In addition to her instructional strengths, Angela

034brings an incredible amount of patience, empathy, and kindness to our classroom each and every day, creating a supportive and nurturing environment where young students feel valued and encouraged. Beyond the classroom, Angela has actively contributed to our school's community through her involvement on numerous committees and events, including fall reading night, STEAM night, and field day. She is also currently piloting piloting a new reading program to assist the district in determining the future direction of curriculum development, demonstrating both initiative and leadership. Angela is also a valued member of our school community and it's my pleasure to recommend her for her tenure appointment tonight. Do you have any questions? You you know there is. So, I Angela, first off, you student taught here and then you were you were hired by this district. That's not an always an

035easy thing to do. I guess student teaching is about making mistakes and learning and growing and and you have somewhat of an exacting principal standing behind you. So, so when the recommendation came through that you that you were the candidate, I remember looking at Lauren saying, "Are you sure? Are you Are you sure?" And she has what she has what it takes. She has what it needs. And she was And Lauren, you were absolutely right. You you've done a a fantastic job. You were such a positive person. And and I know that about you and I'm going to tell you something and I'm going to repeat this in a second. What one of the things that I appreciate is little things mean a lot. Um my opening days are very personal. They always are. There's

036always a story involved. There's a story always an adage. And if I had a good summer, there there there's some some fishing pictures cuz that's just what I've done forever. When you sent me that picture of that massive muskie that you caught and and told me that I think it was your father-in-law that was holding it. Yeah. Because you didn't want to touch the fish. I I I still have it. Okay. I've actually showed Mr. Salfen cuz he is a He's not quite professional, but he wants to be a professional muskie fish fisherman. And it meant so much to me that you shared that your moment with me. And And if that's how you are with your students, you're going to have a fantastic career. So, thank you. Any other discussion? All right. All in

037favor. Aye. Aye. Any opposed? Any abstain? Congratulations. I appreciate I appreciate the kind words. Sure, hold on 1 second for me, okay? I told you I was really going to be loose tonight. So, as long as we have Lauren here. And remember I said earlier we recognize anyone that's received tenure this year. Okay, you've seen people that are being appointed for tenure. We may see one other person be appointed for tenure in a minute. I'm not really sure cuz he's not paying attention. But Andrea Garrison was was appointed for tenure earlier in in the year. And at the time I said we're going to celebrate you at tenure celebration night. So, I'm going to I If Lauren, if you will, would you mind presenting Andrea and all the great things she's done? Yes, we have

038already recommended you for tenure, but we will do this again. Okay. Andrea has been with the district for 3 years as a grade 1 teacher at GLP. Prior to joining our district, she gained a variety of valuable teaching experiences in another district working with students in grades K through 3 as well as in reading support roles. These experiences have helped her shape into a well-rounded and highly effective educator. Andrea's diverse background allows her to support Eden students in creative and innovative ways. She consistently incorporates hand-on hands-on activities and engaging lessons that encourage curiosity, collaboration, and active participation among her students. Her classroom reflects positive and supportive learning environments where students are encouraged to explore and grow academically and socially. In addition to her classroom responsibilities, Andrea is always willing to contribute to the greater school

039community. She regularly serves on teams and volunteers for school events including math game night, makerspace, field day, and coming up with amazing activities assisting with the senior graduation walk. So, if you got to look at the very cool video where the pre-K students walked in and the seniors walked out last year, that was her great idea. Her willingness to support school initiatives and collaborate with colleagues demonstrates her commitment to both students and the Eden district. Andrea is a dedicated and valued member of our school community and it is my pleasure to recommend her for her tenure appointment. So, don't go anywhere yet. So, we already approved Andrea back on February 19th meeting, so we don't have to go through all that formal process. You're You're 3 years into your tenure. Congratulations. >> Thank you. Did

040you just effectively shut my microphone off? You didn't ask if I had anything to add. Sorry. That's okay. It's a new It's a new process. It's a new process we created about an hour ago, so I don't understand why So, anyway, Andrea, you know, I've said I've I've likely said some nice things about you when when when you did receive tenure. I This This is a little hard for me to to articulate, which I know is unusual, but as a superintendent, when you get to know people in your district, there's people that you pay attention to and there's people you never have to worry about. I love that group, and you lead that group. Um and you've been that way since since you got here. This is This is more than a job and more

041than a career for you and that and that's the way you act every day and I and I really appreciate that about you. The involvement that you have in GLP is fantastic. I did not know that that was your idea to do that video that blew up everywhere cuz it was so cool. So thank you and yeah, we should do that again and do it every year because it because it was just such a neat event. And I'm also going to there's a little foreshadowing here a minute ago. I'm going to thank you as well for for the fishing pictures you share with me but I have to tell you you intimidate me. Okay, I go on charters and people tell me what to do. You go do the real thing yourself as did Angela.

042So pretty neat and and I remember this was probably two years ago. Think you were in a kayak the picture you sent. I still have that as well and you and you told me a little bit about about the fishing trip and like I I can't hold this woman's fishing pole. She she knows what she's doing. I just kind of guess a little bit. So thank you for that personal moment as well and congratulations. Next, that upon the recommendation of the superintendent after successfully completing his probationary period, William McDonough be granted tenure as an administrator effective September 6th, 2026. Second. Any discussion? I'm all right. I'm going to ask you to join me at the podium, Mr. McDonough. I'm pleased to recommend William McDonough for tenure in his role as secondary principal. Throughout his tenure,

043Mr. McDonough has consistently demonstrated deep commitment for fostering strong meaningful relationships with students, families, and staff. His approachable demeanor and visible presence in the school community have helped cultivate a climate of trust, respect, and open communication with key elements in supporting both student success and staff collaboration. Come right up here. Mr. McDonough's strength as an instructional leader is evident in his clear understanding of effective teaching and learning practices. He actively supports staff in refining instructional strategies, using data informed decision-making, and maintaining high expectations for all learners. His leadership reflects a balance of support, accountability, ensuring that both students and staff are positioned to meet established goals. In addition, Mr. McDonough Mr. McDonough demonstrates strong professional acumen in examining complex issues from multiple perspectives. He approaches challenges thoughtfully and analytically, ensuring that decisions are well-informed and

044consider the needs of all stakeholders. He's willing to make difficult recommendations when necessary, always with a focus on what is best for students. Importantly, he balances his decisive decisiveness with a commitment to maintaining a broad and inclusive range of student programming, ensuring that diverse interests, needs, and pathways remain available to the student body. Mr. McDonough's leadership has had a positive and lasting impact on our school community. His relational approach, combined with his instructional expertise, sound judgment, and commitment to student success makes him highly deserving of tenure. I offer him my my full support in this recommendation. That is the letter that um I authored to the board on your behalf. Shared with them months ago. So, that's the professional recommendation. On the personal side, William. And And as a point of explanation, a small district,

045people in my position, get pretty tight with their team. We lean on each other a lot um for both professional and personal reasons. And I have a level of closeness that not many of my colleagues have. It doesn't mean I don't get angry with them every once in a while. And Bill and I have known each other a long time, but he will also tell you I have told him do the job or I will fire you. For me, I right. Um and thank goodness he does the job. But on a personal level you have grown so much as a leader. The last 2 years in particular. And when you said to me, I thought it would come quicker. I said, well, I did too. And then I thought about all the things that went

046on in your in your learning curve if you will. Those things that you had to overcome, coming to a new district, coming to a to a new building, the building being restructured in terms of the leadership uh that that I thought we needed. And the relationships that you've developed with the people here and how well you know your team and how much they they appreciate you. Um I know it's been hard. You know, you make the joke about tenure for tenure. And you know, there's a few people in this room who know what it's about. Um so saying I'm proud of you is it's not enough. But you know me well enough that you know what's behind it. When when we went through the hiring process um sure we knew each other. I said, here's

047an opening. Apply. You'll get a first round interview. Beyond that, it's all on you. And I stepped away. And and you were successful on your merits because of who you are. And when I met with the board to debate the final two candidates, cuz they saw both candidates it was a lengthy discussion. We talked a lot about what Bill had to offer versus what the other candidate had to offer. We need and and and it was Marlene Grunder who said, "Bill's who we need now." And you were right. You were who we needed then, you're who we need today, and you're who we need for the next 15 years. >> [laughter] >> Because of the maturity in your leadership and your and your level-headedness, there's some difficult things. So, if they vote yes, congratulations. Mic

048my now. Mic. Okay. Any other discussion? Yeah, just real quick, I promise. Um, I've known Bill forever. Um, he actually coached my nieces and nephews who are all grown and have their own kids now that are starting out. Uh, we were coached against each other when he coached at Springville and I coached in East Aurora. Uh, he came in at a very difficult time in the club program in this town and kept things afloat. Um, and I got to work alongside him during a very difficult time. Um, he is just a stand-up guy all the way around and I kind of unprofessionally as a board member when he walked into the interview, I'm like, "Bill!" And I give him this big hug and I get all these like terrible stares. Like, "You can't do that

049as a board member, Cheryl." I'm like, "But it's Bill." So, anyway, um, Marlene said it best, you were exactly who we needed now and uh you're a great guy, Bill. Congratulations. Any other discussion? All in favor? I. I. I. Any Any Any abstained? Congratulations. I have certificates waiting in the back. Any opposed? Any abstained? Motion carried. That upon the recommendation of the superintendent, all teacher aids be appointed as an extracurricular teacher aid substitute for the 2026-2027 school year. Second. Any discussion? >> Just a point of explanation. So, we often have uh students um want to join activities through the year and and sometimes those young people need need the assistance of an aid. And when that happens and we're between meetings, um there's a bit of a scramble that goes on as Mrs. Maxim finds someone to to to support the the the young person. Um and this is just a a cleaner way of approving our aids. So, when when these circumstances

056arise, we can we can move forward with their employment in that extra position immediately. It's It's really a just a slight change in the in the business of the board. Um and as rather than having multiple approvals throughout the year. That upon the recommendation of Hang on. Hang on. Hold. Any other discussion? All right. All in favor? I. >> I. Any opposed? Any discussion? All in favor? I. >> I. Any opposed? Any abstained? Motion carried. That upon the recommendation of the superintendent, the resolution approving unanimous joint agreement capital project be adopted as follows. Whereas the Erie 2 Chautauqua-Cattaraugus Board of Cooperative Educational Services BOCES has approved a unanimous joint agreement in connection with a capital project and whereas participation in said agreement requires approval by each component school district Board of Education. Now therefore be it resolved that the Board of Education of the Eden Central School District hereby approves the unanimous joint agreement as part of the capital project as recommended by the district superintendent and be it further

059resolved that the Board of Education authorizes the superintendent of schools to execute the unanimous joint agreement and any related documents necessary to effectuate the purposes of this resolution. Second. Any discussion? Just a reminder to the board um a little while back we had a presentation from uh from our partners at Erie 2 BOCES. The this um recommendation is to support a future capital project, which is really an infrastructure project uh on their campuses. We send between 30 and 40% of our students to Erie BOCES facilities during during the school year. In order for BOCES to um have a capital project, all the component districts must be unanimous in supporting it and there's 27 districts in in Erie 2. Um the in full disclosure, this will have a financial uh um well, could have a financial

060impact on not not this upcoming year's uh budget, but the following year. Uh we do have a couple of different options to to uh to to fund that though. I just want to make sure you you remember that and you're aware of it. I fully support the project. To be quite frankly, I was very vocal with with within the superintendent group um getting them to scale back their original ask um which I understand I understand why they wanted to do that work but looking at the financial ramifications for all districts, uh they decided to to spread that out over time. The work in the in this project absolutely needs to be done. Has every district voted? Or Um I I don't know that. I know I I only know what districts have reported back that

061they voted in favor of it. If you're asking if I know if anyone voted no, I don't know that. >> Okay. Any other discussion? All in favor? I. I. Any opposed? Any abstained? Motion carried. That the Eaton Central School District Board of Education, upon the recommendation of the superintendent, hereby approves the capital outlay outlay contract and essential contracts through ASI Signage Innovations. Second. Any discussion? Just briefly, you've already approved a contract with ASI to to move forward with the capital outlay project which if you recall renumbering all of our classrooms with new signage that's much more professional than what we currently have. The this addition is actually a cost saver. Um it's the same work being done but but utilizing a vendor that's working through uh through ASI um at a much more affordable rate.

062Any other discussion? All in favor? I. I. Any opposed? Any abstained? Motion carried. That upon the recommendation of the superintendent, the data C privacy agreements negotiated by the new student data process privacy consortium, the SDPC, be approved. Second. Any discussion? But upon the recommendation of the superintendent, bus 229, a 2019 Thomas bus with a 16-student passenger capacity, VIN number that be declared excessed and disposed of as the district deems appropriate. Second. Any discussion? All in favor? Aye. Aye. Any opposed? Any abstained? Motion carried. The next we have the student report by Addie 80 Addie Addie Faults. Good evening, members of the Board of Education, administration, faculty, staff, students, and community members. My name is Adelaide Faults, and I'm here this evening as a representative

063of the Eden Middle and High School Student Council to share some recent highlights and upcoming events taking place throughout our school community. Earlier this month, Eden Middle and High School celebrated Teacher and Staff Appreciation Week from May 4th through May 8th. Throughout the week, student council organized activities and appreciation events to recognize the dedication and hard work of our teachers and staff members. Activities included school-wide rock, paper, rock, paper, scissors competitions but between teachers on the 4th, the delivery of student-painted pots with flowers on the 5th, thankfulness cards handed out in home rooms for students to fill out and give to their teachers on the 6th, the delivery of snacks and drinks to teachers on the 7th, um and table a table for appreciation notes for teachers outside of the office on the 8th. The

064first weekend in May, members of the high school band traveled to Washington, D.C. for a memorable and educational trip. Students had the opportunity to experience many of our nation's historic landmarks, museums, and memorials, while also building friendships and representing Eden with pride and professionalism. This past weekend, our junior prom took place and everything was a wonderful success. A great deal of time and effort went into planning this event and we thank all the advisors, volunteers, and staff members who helped create such a memorable event for our students. Yesterday evening, our district art show took place in the foyer and showcased the incredible creativity and talent of our students across all grade levels. Thank you to our art department and all participating students for sharing their outstanding work in the community. Looking ahead, the high school

065band will be performing during the Memorial Day ceremony this coming Monday at Evergreen Cemetery as we honor and remember the men and women who have served our country. Next Thursday, the high school band and orchestra will present their annual their annual senior recognition concert. This special event celebrates the accomplishments and dedication of our graduating senior musicians and recognizes the impact that they have made on our music program throughout their years at Eden. Additional recent and upcoming events include the senior trip to Six Flags Darien Lake on May 18th. The annual powderpuff football game between the juniors and senior girls taking place this Friday, May 22nd. The beginning of the senior high school student council elections from this week into next week. The seventh grade trip to the Buffalo Bisons kid kids day game on May

06628th. The seventh and eighth grade band orchestra trip to Darien Lake for the Six Flags Festival of Music competition on May 29th. And an outdoor movie night for grades 6th through 8th featuring the film The Sandlot on on Friday, May 29th. We would like to extend a very special thank you to Ms. Doctor who puts up in an immeasurable amount of effort to ensure that our student body constantly has a fun and constantly has fun educational activities that bring the entire school together into a tight-knit community. As we move closer to the end of the school year, there continues to be so many positive experiences, performances, activities, and opportunities taking place throughout our district. Thank you for your continued support of all of our students, staff, and programs, and thank you for your time this

067evening. Very well. Very good presentation. Next, we have the business report. So, no new business for me. I just want to say congratulations to all of those that received tenure tonight. What a wonderful accomplishment. Um I also want to thank everyone that was involved in this uh budget development process. We started this back in December. Um it was not an easy budget development. Um so, thank you to all involved, the Board of Education, Mr. Sortisio, um all of the building and department-level administrators. Um we spent a lot of time talking through all the individual items that make up uh the overall budget that was approved last night. So, thank you all. Next, we have the Superintendent's report. Uh again, congratulations to all all the folks that were recognized for having earned tenure either before today

068or or today. Obviously, this is this is my favorite event. I'll say that every year. Um cuz it's it's just fantastic. But, when we talk about the budget, there's a few things that that we need to discuss. First off, um you know, I I I've shared a lot openly. I've I've been pretty open-hearted here tonight. I will tell you 2 nights ago, I went to bed wondering if I was going to have going to have to find $420,000 the next day. Um and I was generally concerned about the budget because I'm concerned about our community. Um we all live in the same economy. We understand what's going on. We see the price of gas and whatever else is is affecting people. And we asked um for 2 years in a row for for the community

069to support uh a tax cap compliant to the cap, if you will, budget increase. Um and I think we did a a a pretty darn good job starting in November justifying uh where our fund funds needed to be. And that's because of the expertise of of Frankie May. Um you did an excellent job from start to finish. You're a great communicator. Um the presentations to the faculty were well received. Uh your your slideshows and your and your budget newsletter with the with the help of uh Michaela Eddy were were outstanding. And I'd be remiss if I didn't if I didn't also thank Amanda Paczynski for because this was only her second uh second shot at at running a a budget vote and um it can be it can be tricky. There's a lot of details

070that you don't always know until you've experienced them. So, you two have been absolutely fantastic partners. To the board, I so appreciate the thoughtful conversations and and the direction and and and the development of the budget. And to the administrators and to the teachers and the sup- support staff, thank you as well. Um we we you know, the goal of every district district is to develop a budget that's going to support their students and this budget does. We had to make some changes. We did. And um and you know, while they're going to take some adjustment, it did allow us to continue to do a lot of great things and a lot of unique things um for for our district. Um I will say I'm I mean, we high-fived right in front of her, but

071there was nobody in that room but you and I yesterday and we were surrounded by people and we high-fived when we saw the results. Um the the the passing rate uh yesterday was the highest it's been in over a decade. I have in front of me the passing rate for the last 10 years and it was the closest other passing rate was about 7% less and that was 4 years ago, 3 years ago. So to have 70 72% positive pass rate in our district is really incredible. We usually hover in the in the low 60s, okay? So I appreciate the the community members that that came out to vote. Um, I will say that um it was difficult because we didn't have any information from the state. Um, we got it today. The entire state

072voted yesterday, we got it today. And our and our friends and and and thank you Jean for being here representing representing Senator Senator Galvin and his office. Senator Galvin is an outstanding um um advocate for education. He's a great partner, a very common sense approach um to what what would work and what won't work and I'm going to I'm going to share a little bit about that and and part of it because of of his advocacy. Um our our foundation aid, which is our biggest biggest chunk of aid or biggest uh pot pot of aid, if you will, um we were due to get 1%. Now we're going to get 2%, okay? I'm going to with that's great. It doesn't change our budget, it doesn't change our budget plan um at at this point, um

073but it's nice to know that we're getting a little bit more foundation aid that than we originally uh were going to and that's because of the advocacy of Senator Galvin and people like-minded uh like him. Um, there's a couple other things that we talked today um that and and this is not a surprise cuz Governor Hochul um was adamant about it and I and I think she was she was spot on and that's about the funding for universal pre-K. Um, and this is not new news. It's it's that the the old news is going to happen and uh our aid per pupil will, instead of being about $5,700 per pre-K student, will be $10,000. Um, and that by the year 2028-2029, there needs to be a uh pre-K spot for any 4-year-old in our district

074who wants one. Right? You may have heard that that was coming that uh you know, she want she wants a pre-K seat for every every 4-year-old. Well, we're one of the districts that led the way um when the grant came out a couple years ago and and Lauren Lauren did the did almost all the work. 98% 98%. [clears throat] Um, and we were the first of 11 districts to get that grant and that that helped us transition to full-day pre-K because we know how important early childhood education is here. And you know, I'd like to think that maybe the Edens of the world that really went out of their way to do these things sparked the governor to make a great decision on behalf of the state. Um, also interestingly, the bill delays for 5

075years each of the deadlines for school districts to begin purchasing only zero-emission buses and to use only zero-emission buses. So, uh the original date was that starting on in July of '27, we would have to start buying zero-emission buses. That pushes out pushes things out until July 1st of 2032. Um, so we can continue purchasing diesel buses. Thank goodness the voters have approved our capital reserve for bus purchases today. That's going to be very useful in the next 5-plus years. And then uh the transition to full use of ZEVs moves from July of 2035 to July of 2040. A very common-sense approach to what remains a very tricky, problematic, I'm going to stop there um uh edict from from the government. Um, there'll be more information that comes out about the about the budget and

076the other bills that that are uh um associated with it other than the funding. Uh and uh I'll share that information as I can. Before I forget uh forget uh thank you to Rachel Braun and Lisa De Castro for the incredible art show adding adding the elementary level artwork really really kicked that up a notch. It was a great show and now it's just simply fantastic. I thank both of them for their efforts. Miles, thank you for Memorial Day and and and making sure that's organized and I don't have to worry about that. Really appreciate it. And and and and your students what's that? The tech department for the tech show. For the motorcycles. Do you want to say that? Cuz you didn't say it either. >> [laughter] >> And I you know obviously Steve

077Jones and his crew for the for having just one of the best programs ever. I mean we did a podcast on it for gosh sakes and and and having the chopper club have those bikes out and ready ready to show off. So Um That's the entirety of my report. I I have a I have a full heart based on our celebration today and based on the incredible report we support we received for the budget. So any questions for me? I do have a quick question. When when we're talking about an increase in funding per pupil for pre-K students from 5700 to 10 grand per student. I mean I know there's probably no specifics but I'm not complaining. But I'm just curious like is there specifics that that money is supposed to go towards other than

078staffing? Do they have like I guess are there strings attached to that increased funding? I guess is what I'm asking. Do we know? I definitely want you to take that. We don't know yet. Okay. We currently have two different UPK budgets. We have the general UPK and then we have the expansion grant. Currently the expansion grant is 10,000 per pupil. Okay. And we pretty much put that towards salaries, supplies, contractual so when you see the ads to advertise for UPK that kind of thing. We because we it's not enough to fund some fun things Um, we're hoping that with $10,000 per people for everyone in UPK, that maybe we can build in some additional funding mechanisms. And our uh UPK enrollment is full for next year. Any other questions for me? Okay, my the last

079my last comment is no one is allowed to leave when this meeting ends because we're having a reception after and there's already food I see that's being put out. And if you leave then we take all that food and eat it and we don't want that to happen. So, please stay. Okay? Next we have the board report round table. And I just want to thank the community, the district. We were definitely I did see the high five between Frankie and Jeff yesterday. Um, and the the expression on the faces about how much it passed by was just very heartwarming. Thank you for people who have trusted in me to do another term. And congratulations to the tenure people. And today I got invited to the ribbon cutting ceremony at the GLP for the tricycle thing

080and that was absolutely adorable. That was just so to see these little four-year-olds what, there were 20 tricycles hauling around the circle to the sidewalk and back. I mean, just all out. And it was great and it was something that I know started to develop uh during one of the shared decision-making teams and people at the GLP just took the lead on it and got it accomplished and they also got the helmets donated, I believe. Um, so it's just great and one of the key things that the one woman had talked about in giving the little presentation was teaching the kids independence and you know, it's it's not easy for a four-year-old to get on a bike especially with like 19 other kids, you know, crowding around, but there were even a couple kids that

081snuck a second lap around. They were They were hauling. So, uh again, GLP, great job. Good job. Just a congratulations to all the 10-year recipients. Welcome and not welcome, but congratulations and thank you. Um congratulations to our newest board member. Welcome. And we all look forward to working with you and thank you, Mr. Kiffner, for the trip to DC. Um and all of those who uh chaperoned. My daughter went. She had an amazing time, but it seemed daunting to me to be the chaperone of a lot of high school kids. Seems like herding kittens to me, but she had a great time. So, thank you for that. And uh Uh how many more days do we have of school? 22? No. Oh. You guys are better. I think 22 left. Uh similar accolades to whatever

082else is set up here. Um So, you know, we passed one budget and we got to start working on another one. And I just want to kind of give the board a heads-up that the next couple meetings um we've got some more decisions to make. So, through our thought exchange, uh we determined what we needed to do on our next capital project. So, this summer, well, the elementary's already seeing work being done. High school's going to start seeing work being done this summer. Guess what we're doing? We're planning for our 2029 project already. So, put this [clears throat] kind of in a little bit of perspective here. So, we took the thought exchange and we dumped all that information into a spreadsheet and we got $19 million to spend. And there's $54 million worth of

083projects that need to be done for 2029. So, just to kind of give you a little bit of what we're going to have to start thinking about. The next project after 2029 is 2034. So, we need to really make sure that this next project we take a look at, we get really what critically needs to get done before our the next project after that. So, just be prepared. Um, I think uh Campus and Young and Wright will be in next meeting or our July meeting. But, but basically, I think by August 1st, we have to have something into the state for a December vote. So, um and this this project that we're looking at for $19 million would be no tax impact to the district. There may be some sub proposals that would be tax

084impact. So, What do you mean by sub proposition two >> two Prop three I don't want to disclose those information, but it's >> [clears throat] >> it's it was top of the thought exchange and it's a lot of money that do we do it or not? So, I'm just going to leave it at that. Congratulations to the new hires. Congratulations to the 10 years, and congratulations to Kayla and Cheryl for three years of additional service. Thank you. >> [laughter] >> My pleasure. Uh any other discussion from the board? All right. What we got next, Cheryl? The next Board of Education meeting is June 15th, 2026 at 6:00 p.m. in the middle school high school library. And there is no executive session tonight. So, I am proud to announce, so we can eat cake, is that

085upon the recommendation of the superintendent, the Board of Education meeting be adjourned at 7:12 p.m. Second. >> Thank you.
