call the meeting to order please join me for the pledge of allegiance aliance to the flag of the United States of America and to the Republic for which it stands one nation under God IND ible with libery to Justice first item on the agend on the agenda is item 1.03 approval or revision of the agenda um we would like to move item 2.02 the fav Elementary School uh report to item 2.01 just flip-flopping those two does anyone else have any other revisions is there a motion to approve the revised agenda Rebecca and Chrissy any further discussion all those in favor please indicate I I and no one's opposed or abstaining all right so we'll move on to item 2.01 the faville elementary school building report good evening we are so grateful for this opportunity to

highlight our Elementary music program tonight my colleagues Mrs Brook and Mrs sermo will give you a little insight into our District's amazing program we're we're also grateful to have 12 fourth graders fourth grade students here with us over here to help demonstrate techniques and I believe there's some active participation on your part um and of course they're going to entertain us many of you do attend our opening staff day for every school year a tradition is for our high school students to perform for the entire staff I could not think of a better way for us to start fresh and be prepared for the upcoming school year as I reflected on this practice this school year and also planned how to showcase our school I immediately thought of our music program what you witness on

opening day would not be possible without the energy and commitment of our elementary teachers watching them teach their lessons as well as as conduct their concerts fills me with such joy and admiration their energy truly is contagious and I'm so pleased to introduce them Mrs Brooks and Mrs sermo Miss om AR is not here tonight but she is part of our elementary program and she is actually working up at the high school for their musical so it is all does come together so I'm introducing Mrs Brooks who's going to start this is for you later thank you for having us tonight um before we start it might be helpful to know why eileene asked Amy Hannah and I to present um when we were getting ready to come back to the school year eileene and

I were chatting about a class I had taken over the summer and I was very excited and um about what I had learned about that this last summer and I was sharing her a lot of the information when she knew that Fel had to present um a special area for you she approached us and asked if we would share some of this information with you so the music teachers at the elementary buildings in FM are FOC focused on teaching our students to be musically literate you are a literate person you can read a story and hear the characters speak inside your head when you do that you are Audia we also audiate in music audiation for a musician has two parts it's the feeling the pulse of the beat as if it were your own

heartbeat the melodic part if you sit and think you can hear a melody in your head but when a musician looks at the notation and they can hear the melody in their head they are Audia just as you audiate with a book ultimately we hope that the musicians will use these audiation skills as they are performing when our students audiate while they are performing I should have skipped the slide sorry guys those are our children there's our audiation um they will be able to maintain a steady beat they will play more in tune The rhythms will be more accurate they will know when they are playing or singing the music correctly ultimately this leads to a more musical experience for the both the performer and the audience the first formal audiation in my classroom is

with rhythm cards we are going to lead you through the sequence of C calls and responses that lead to audiation our students are going to stand amongst you and please join them if you feel comfortable kiddos go ahead and move so every other so there should be someone over here by Mrs wheeler and Mrs hey and Mrs ferola great okay ba body sh t t to t t t sh sh sh sh t t t they know the sound and they see the symbol now the next part is I asked them to audiate so they're going to hear I will point to each beat and you will think that in your head here we go one two ready go A8 now one two ready go excellent you just Audi thanks kiddos go back to your

spots get your instruments what you just experienced is based on the research done in the developmental of the ORF Suzuki and Music Learning theories at FM we have chosen to steep our elementary vocal and string curricula in these methods these methods work well together as their foundations all focus on the development of students oral skills which is audiation the or here we go the orph schw workk method of music education was developed by Carl ORF and gunold kman in the 1920s this method recognizes music as an integral part of who we are as people it also recognizes that children learn best through play the ORF method celebrates the creativity children have naturally when they play and it integrates that creativity into the development of musical skills these skills will grow naturally with guided instruction the

Suzuki method was developed by Dr shinichi Suzuki in the mid 20th century as a way to teach children to play the violin since then it has developed into a method for teaching many instruments Dr Suzuki's Philosophy for teaching children to play the violin was that since children learn to speak their native tongue before they learn to read they should learn to play the violin before reading music notation the end result is a method that starts the children by focusing on posture and learning songs by ear rather than by reading notes the fourth grade string program in FM is directly based on the Suzuki method music learning theory is an explanation of how children can be most successful when learning music Edwin e Gordon started this research in the mid 1950s he was the primary researcher

and developer of this method This research is still being conducted today always searching for Best Practices his theory focuses on the development of students tonal and rhythmic audiation skills these three methods or Suzuki and Music Learning Theory Embrace what we know about learning a language and recognize that we are most successful when we take the same approach to learning music infants and toddlers are surrounded by language long before they can are able to form a sentence children have a great deal of exposure before they enter the Babel phase we know Babel or experimentation leads to intentional letter phonation and to words by the time children are toddlers they are often communicating beautifully all of this without being able to read music is just another language a student's musical development progresses exactly the same way if

we want well-rounded musicians children need to be immersed in a variety of musical experiences okay kiddos stand children should experience multiple meters duple triple mixed uneven and changing the kiddos are going to sing not all but a short snippet of God Bless America which is in duple duple is two right so one two one two here you go [Music] and the brahm's lullabi is in [Music] triple I want to live in America from Westside Story was written in 68 but it is a feeling of duple versus Triple I want to be in America okay by me in America everything's free in America for us M Fe in America dippy dooo which I wrote um has changing meter it's a children's song and it's how the Kos come into FAL into the music classroom and it's

duple versus Triple it's changing me meter so here we go [Music] ready children should experience multiple modes pick up your instruments the two most common modes in modern western music are major and minor here is Major on hot cross [Music] buns [Music] and then there's Miner which is burnt buns [Music] we know that music contributes to the the quality of life we also know that music is one of the things that makes us human and makes every society unique the Arts are a reflection of the society from which they come music also brings amazing benefits to the table because so much of what we do is based in play movement and creativity our lessons regularly provide crossbody and vestibular movements these two types of movements are critical when we talk about brain development musicality and

reading crossbody movement crossing the midline helps develop neural Pathways in the brain when I was a young parent the pediatrician encouraged me to provide tummy time I knew because of FM's professional development that infants needed tummy time watching a parent or sibling or pet walk across the the room was the first lesson in tracking that a child received and it's a lesson that our children desperately need when we hand them a book or anything to read reaching for a toy during tummy T during tummy time provided that crossbody movement that re researchers say is so critically important crossing the midline strengthens the neural connection between the left and the right hem hemispheres in your brain that is known as bilateral integration because of this research we all also know that crossing the midline influences everything

from gross and fine motor skills to higher level academic skills such as reading vestibular movement is the ability to tell where your head is in space while moving it is also helpful sorry it also helps develop beekeeping skills moving to the beat through dance and choreography is the most effective way to help children Feel the beat and eventually keep the beat independent through research we have learned that there is a direct correlation between children who struggle to keep the beat and children who struggle with reading when we work on music literacy we are naturally reinforcing all literacy skills it is critical that musical exposure occurs in the early years because we know from Gordon's research that the child's musical aptitude caps around the age of nine that is not to say that one's skills are

capped at the age of nine just their aptitude the faithful manliest school district is focused on the science of reading and we and refining the pr practices to support that endeavor we are focused on the best practices for music instruction it is fascinating to think about the correlations and how the two programs complement one another I don't know how to start that video this the video that's like a short little thing is of the kindergarten and it's an example of the VES movement oh hello sorry soprano okay one two here we [Music] go switch [Music] all right one 2 3 go go we are going to close our program tonight with a series of twinkles um thank you for having us this evening we hope you enjoyed this presentation and learned a little something [Music]

too 1 2 here [Music] go [Music] ready [Music] play [Music] n la [Music] n [Music] n [Applause] if any parents would like to take some pictures of the kids up here please feel free to to come on up for e spe e much appreciation to fville elementary school thank you very much thank you Eileen um thank you very much to our teachers who came tonight and our students so we'll move on to item 2.02 which is the Wellwood agents of change class hello everyone thanks for having us and thanks for all you do I'm Jenny Lesley I teach the Wellwood um agents of change class at the eth grade elective you know the audience might not um and I'm just here to introduce uh these wonderful humans Emory and Sadie and their support Squad from

our class class um and we'll be going to tules afterwards um they are uh pretty nervous um the Agents of change practices tasks that eighth graders don't usually do so this was an effort to do one of those things and I'll present Emory and [Applause] stie hi thank you for allowing us to speak today I'm Emory Jas and I'm stie mat we are eighth grade Wellwood students in a class called agents of change in this class we consider the needs of our community and plan a project to address one of those needs we are here today to propose to the faville manliest board of education to consider offering American Sign Language also known as ASL as one of its World languages my first interest in ASL happened when I went to Disney World at breakfast

one morning I saw a little girl and her mother speaking sign language to each other and I thought oh my gosh that's so cool I didn't think much more about it other than thinking that it was interesting when we were think when we were deciding topics for agents of change I thought about ASL again and eventually I began to think about bringing it to FM at first we realized that we didn't know much about ASL other than being interested in it as we started to research we wondered why we never came across a de student at our time at FM we did a lot of research and spoke to many guest speakers which are listed on the slide during one class some of those professionals listed visited our school this meeting was amazing we met

Marcus Welsh an educator who works with deaf and hard of hearing students he is also a member of the deaf community at first it was difficult to ask questions because I didn't want to offend anyone or say the wrong thing but Marcus was very interested in helping us understand we learned that it is more appropriate to use the term heart of hearing instead of hearing a pared and that we should capitalize the terms de and heart of hearing these small behaviors become important when we consider identity and Community we also learned that the deaf Community is very proud and highly diverse it differs as much as any other community in terms of communication preferences and attitudes especially towards using sign language the use of Technology including hearing aids FM devices and cular implants and the

complex relationship between deaf parents and hearing children or deaf children in hearing parents after meeting with these Specialists we were even more motivated to have FM offer ASL to students here are our reasons reason one the students want it we surveyed 281 of our current fifth and sixth graders interest about taking ASL if off offered 47% of the fifth and sixth graders reported that they would choose ASL as their first choice a few students who reported no added that they would choose it as their second choice additionally an eager sixth grader at Wellwood started a sign language Club because of her interest in addition there has been a club at the high school since 2018 when a senior who was hard of hearing wanted to ways awareness to add ASO course to the curriculum reason

two New York State expects that schools provide a welcoming and affirming environment to all students B manly's diversity equity and inclusion initiatives are looking into ways to achieve this learning ASL not only teaches us a language but it deepens our understanding of the deaf community and makes our school feel even more welcoming than it already is reason three faith and manliest Prides itself on many accomplishments however diversity of students and staff could be improved Marcus Welsh a a member of the de Community who works at sve high school taught us so many incredible things that we never would have known if we hadn't met with him for example did you know that the Huddle was created when a quarterback of a de football team didn't want other players to see him using ASL to explain

the plays to teammates the tight Circle formation helped Shield the plays from the other team reason for about 3.6% % of the US population considers themselves deaf or have serious difficulty hearing additionally here in central New York Rochester Institute of Technology is home to the National Technical Institute for the deaf and Rochester is home to the largest per capita de population in the world because of its proximity to faal manliness it is more likely that people will encounter members of the deaf community in their professional and social lives another reason why we think American Sign Language should be offered at FM is because it would offer more opportunities for students with IEPs and 504s to meet the World Language requirement when studying other languages that FM offers like French German Latin and Spanish students are

assessed on Reading Writing listening and speaking for various students students are exempt from taking a World Language requirement because of their IEPs or 504 pland American sign language is unique in that it is not a written language students with the dyslexia a learning disorder that involves difficulty reading due to problems identifying speech sounds and learning how to decode them may be able to complete the World Language requirement by taking ASL our final reason is that having ASL as a skill can lead to many interesting and meaningful careers and education in an unlimited Variety in interpreting and translating in conclusion for all the reasons just stated we respectfully request ASL to be taught in our school district this is not a request to replace any other language with ASL vaa mes is a thriving School District

with many opportunities for students all languages are important because people believe they are we believe American Sign Language deserves its own place thank [Applause] you they ran away from questions but if you had any I could pull them back I have one what grade do you think students should start learning siging which do you think we should do it in elementary or middle or we were thinking middle school so just fif starting in fifth grade M okay any other questions from the board just a comment these are really compelling arguments so I think the board should you know I think the district should really think about this and I I think you laid out your arguments in a really uh evidence-based way so congrats thank you thank you very [Applause] much okay moving on in

the agenda item three point 01 is there a motion that it be resolved the Board of Education of the fav Manley Central School District makes the following appointments as presented is there a motion thank you Kelly and a second from Daryl any discussion all those in favor please indicate I I and no one's opposed or abstaining next item 3.02 approval of a donation is there a motion that it be resolved of the Board of Education of the favor manle Central School District approves of the donation of a Toby device to be used by the special education department is there a motion Chrissy and a second from Sarah any discussion all those in favor please indicate I I no one's opposed or abstaining next uh 3.03 policy in first reading is there a motion that it

be resolved at the board of education of the favorable manly Central School District hereby wave second reading excuse me of policy 813.010 there a motion thank you darl a second from Cindy any discussion all those in favor please indicate I I and no one's opposed or abstaining um did you have a report I know it's on the agenda but you might not have known that did you have a report for tonight okay we can we can do that right now then sorry I should asked at the beginning but it's a very short report so um just an update actually last last week the dance Marathon MC's had their kickoff assembly and immediately the day after um the winter semiformal was held and so the consecutive events really kind of hyped up the school spirit and

a lot of people are attending both events um for senior class uh handball fundraising event was really popular and the senior class has already begun meeting with parents to begin planning the after ball after party and one other thing is recently there has been some talk about about like some complaints about vandalism and destruction of property in the school bathrooms that's all thank you very much okay moving on to item 4.01 discussion of board vice president position the board asked for time to discuss the board vice president's position sucession planning I guess so here we are it's on the agenda so just to catch me up maybe um so from what I understand there was nominations for filling the vice president role that was vacated by sher's passing and just till the end of this

term is that correct okay so I guess I I would just open it up to you know so what um as a board I guess what do we think would be a beneficial um skill set or kind of role that we would want or obviously we have have a defined rule for VP um but remaining tasks for the for this year are there certain items Marissa that you need that you're you know you need help with um other than you know every month or every meeting we have to do agenda planning and that kind of thing but um when we're thinking about how we want to bring in different individuals into the leadership roles of the board um I guess I I would think what what is it that we um really think we need

as a board to help the district be as effective as possible so um my email to the board in December was a request and it was a request as Kelly said to fill the position until the end of the school year and and I was thinking in terms of what we have to do we have superintendent evaluation process we have the usual things of agenda planning we have um um the possibility of the um recreational SL poool project with um the town we have facil a number of things that we've discussed at board meetings and the smoothest transition to me seemed to be to have someone um in who has had that prior experience um fill that role that's why I asked the board um if the board would allow for Daryl to do that

um since we had worked together before and in terms of the skill set and experiences she's well versed and all of that um wasn't my intention ever to direct anything that's why I was very careful in the wording of my email now granted was a very emotional time so perhaps my email did not come across the way I would but um I was quite surprised with the conversation that we had at the last meeting a little blindsided um very difficult meeting I wasn't expecting um there to have been it seems prior discussion and folks coming to the table with having had some conversations um the last communications that I had was that we were going to discuss it as a board um I was trying to honor Sherry's um as much as I can with

also keeping in mind the work of the board in the district and I don't think those two things are I think those two things are in line and um so that's what the direction I went and um why I proceeded as I did so we have a number of different things that we need to get through this year we just had a great discussion about communication I think um on a personal note um the board president vice president relationship is really you do a lot together and um darl is someone that I have a um very good working relationship with very good personal relationship with and a lot of trust in um I think as a board um one of the things that we're I would like us to work on um is to our

communication in terms of trust with each other and being uh more clear with one another about our intentions and what our expectations are and those things moving forward and and one of the things I always valued about Sherry was that balance between the two of us because I was still am the more emotional one and she was the calm and steady one and it worked out really well between the two of us in that way because just and how we would look at things and I think that you uh you need that balance between two people you need that trust between two people in the role so I don't know if that's answered your question or not but that's my long lengthy answer to it can I make a suggestion based on our policy um

we can have more than one Vice President we can have a first vice president and a second vice president and since there are two people um maybe we consider that I mean darl has the expertise and can come into the role having done presidency before and Sarah's obviously interested and it might be a good way to Shadow if it's something thing that Sarah might consider doing for the following year so just a suggestion to maybe move things forward a bit Yeah I think that's a good idea I don't I don't think there's I think fostering if there's interest I mean Sarah is expressing genuine interest in a leadership role and and that doesn't not to the exclusion of anyone else but I think that there would be no harm there and if she does need

more time to develop and learn those skills I think it could be a win win win um but I think we need to have common um we need to you know be on the all be on the same page about that and then going forward I think just maybe having a board retreat your other space to talk about the future you know future leadership who else is interested to you know I think sometimes we fall short as a board in terms of talking about leadership and there just things are presented at meetings which it should all be you know public conversation but at the same time we can do some strategic planning as a board um that's not necessarily at a meeting so I think Where I Stood at the last meeting was just feeling

like I wanted the process to be um open in terms of everybody having an opportunity to to be to show interest in that position as well and it had nothing to do with the you know who felted the role um so I would support that and I have no problem with having the second vice president um I do think it would have been better if we had had those conversations before so people were aware everyone was on the same page before the meeting um that there was interest and that we were all very transparent about that um in terms of like Preparing People for board leadership that's something that Sarah's asked me about and I've been very candid in I was very candid in ask answering her question and giving to um my advice as

to how to build um up to that point but I think it would be helpful to have again further training so if everyone has in agreement to that second vice president position is that okay with everyone can I just say one more thing I I was a vice president in my second year so I don't think that Sarah has lack I I I don't think anyone that's coming in with a few years experience can't be in a leadership role I think I could still be effective in that role so it's again it's not to it's just to say that I don't there may be more training to be had but I still think um that certainly not AE a presidency necessarily but I think there are opportunities to take a leadership role with a a

year under your belt so what I'm saying is when she asked me about it I was very clear as to hear the things that you do not discouraging any way but explaining here's and I became vice president in my second year on the board as well so definitely wasn't discouraging it was just simply saying that I I gave that advice when asked um so am I everyone's in agreement so they I'm just I just want to make sure everyone's in agreement that we would move forward with that second vice president position well so since we didn't really just for full transparency I mean the reason I didn't send an email to everyone to say that I was interested is because it wasn't really we hadn't had that conversation to ask if anybody was interested um

and you know this is not like my lifelong goal to to do this if I think um that I would make a an opportunity to offer a different perspective and I think I work well with both Mera and Daryl um but you know certainly if Marissa if you feel like you have a better trusting relationship with Daryl and you think you can get things done in a different way and you're not in favor of this you know we can it's it's fine I just um wanted to make sure that everyone on the board knew that you know this was something that you know I'm happy to bring whatever I can to help the district be even better um and so it's it's not uh a slate on anybody um and I didn't mean to have

an intention of trying to surprise anyone it was really just I got asked if I would be interested and I said yes um which I had talk to you about that I may have interest in the future so um just so that it's full transparency as to I didn't intend to do anything behind anybody's back or you know not foul a protocol that we've had um but I do think I offer a different perspective and I think that can be valuable for the board as a whole and the district but you know certainly whatever works best for everybody here so we as a board we come to an agreement as to how to move forward and then we all work towards that goal so I would never put myself in a position unless I felt

very you know voting against something um and my one voice would be the no to something that's not how it works we are a board where we are governed by the wishes of the majority and then all of us work together to make that happen um again in this process you know we we talk about transparency I just want to make sure we're actually doing that and that we're all on the same page as what that means um because when we say we're going to have a conversation at a board meeting then that's what we should be doing and not having individual conversations um so moving forward I if this is the will the board would like to do this I'm fine with this it's happened before um I think it was when I first

came on the board there were two vice presidents um and then and two I think your first year Dr Ty 2015 there were two vice presidents Eden and um Dr kusada so it's not unprecedent it's happened before um so if we want to move forward in that direction I think we need to just put that on the agenda for the next board meeting to vote and have that happen now what I'm understanding is that the interest is from darl and from Sarah just so there aren any last minute surprises um if people think about it and they are interested in one of those positions then please let everyone know before the meeting so that we're all aware of that but my understanding right now is that there are two people who would be arrested and

there's a first and a second of that waying policy so that would be darl with the first and Sarah with the second and we can vote to do that at the next meeting because I believe the process we agreed to was discussion and then vote unless people would like to change that and do it this evening you hear from people that haven't spoken yet and then we could possibly vote tonight I don't know why we need to hold it up I know you were interested in having that leadership as soon as possible right I'm just remembering what we at the last meeting there was a a strong um push for the discussion separate from the vote I'm fine doing it either way but I was just going back to what the board said at the

last meeting so I'm fine with amending the agenda this evening to do that but I'm just going back to what we said at the last meeting who haven't we heard yeah we're looking I I think you bring up a really interesting point and we're looking at just a temporary uh appointment um through the end of this year and we always do the reorganizational meeting again in the summer so we will have I mean the board will change I mean one two three people I don't know how that will be um but we're looking at something to get us across the finish line so no I think I'm fine with that I think it's it's a chance for the board to expand in succession planning um because there are some that have served in these roles

in the past um but we've got to think about it going forward so I'm I'm fine with that it gets us where we need to get to uh from now to navigate from now until June so it's good I'm in agreement I think it's a logical Next Step um to get us through the next few months so then is there a motion make sure I do this right uh to amend the agenda to add I believe it would be item 4.02 um which would be I believe we have to we already have the positions created then so it's just a motion to appoint darl wheeler first vice president and Sarah Fitzpatrick second vice president believe is that correct Fitzgerald I'm sorry Fitzgerald um is that correct how I did that okay so so is there

a motion um Kelly and a second from Jason any further discussion all those in favor and Nate I I and no one's opposed or abstaining so do we have the ability to administer oath tonight or do we need to wait until February or can they come in and do it I don't know if you have those nice little things that Sarah usually has because people can come by the office and do it or which okay I can come by the office okay all right thank you very much all right moving on to item five the consent agenda is there a motion that be resolved the Board of Education of the favorable manly Central School District approve the following personal actions as recommended by the superintendent is there a motion Jason and a second from Daryl

all those in favor please indicate I I and no one's opposed or obain and last but not least is there a motion to adjourn Jason and um Cindy any discussion all those in favor indicate I I and no one's opposed or obain all right we will adjourn and our next meeting is the you got here just perfect timing perfect I think the 11th is it February February February 12th okay all right thank you meetings a journ
