003six years she has served as chair of the board facilities committee and the board's ad hoc Dei committee as well as serving on the board's audit finance committee Community Relations Committee to see the End Community Relations Committee on behalf of a grateful Community we want to thank you for your service to the board Kelly [Applause] and there are some people here who really know how much you've sacrificed so of course you can all right I know there's a lot of business going on and I will make this as quick as possible without crying uh thank you Marissa for helping me coordinate the surprise and for giving me the opportunity to see say a few words I promise to keep it brief at the risk of stating the obvious I and the folks in the back
004are here to thank Kelly for her service as a board member on the Fayetteville Manlius school board for the past six years before getting too specific though I wanted to express my gratitude and appreciation for the entire board and for the administration for better and sometimes worse I have a unique insight into how hard you all work how much time and energy you dedicate to this endeavor and how committed you are to the welfare and success of our district its faculty and staff and most importantly the students for that I wanted to thank all of you all right as for Kelly It Seems Like Only Yesterday she flow to the notion of running for the board our children were little and Kelly was full of piss and vinegar to do things that were good simply
005put she wanted to be a participant and not a spectator and knowing Kelly to participate meant she would require the very best of herself having only a vague sense of the demands of the school board I wasn't too thrilled at the idea of Kelly running however I quickly realized that Kelly had set her sights on a path a path that spoke to her passion for our community its institution and our children a path to play to her strengths of kindness and empathy and patience and curiosity path that was so very impressive and so inspiring that we all in our family had no choice but to get on board to be honest our children got on board my support comes with a heavy side of whining complaining and a lot of eye rolling not surprisingly the
006community turned out to support Kelly too many of whom are here tonight and as near as I can tell none of them ever complained or whined or rolled their eyes we are so grateful for them so here we are Kell bear in mind we have a graduating senior so I got a lot of [ __ ] going on right now I'm doing my best to keep it tight just bear with with me [Applause] no no no no no no no no no no [Applause] so here we are Kell six years later and not a run-of-the-mill six years either if such a thing even exists rather the past six years has been full of monumental life-altering events both here at home and across the world through it all Kelly has participated she has participated by staying true to
007her path and using her strength to support the success and well-being of the entire district and by extension all of us lest anyone be concerned I too stay true to my path and continue to whine and complain however however despite my occasional eye rolling I could not be more impressed inspired by Kelly's death of commitment to and passion for participating it is for these reasons that we all want to participate too but in a very small Way by telling Kelly how grateful we are for her and her work and personally how proud I am of you thank you [Applause] well I think that's husband of the Year sorry gentlemen so next we're going to be recognizing some members of our staff our bus Mechanics Work tirelessly to ensure the safety of our students while they

011learned so much from her on how to do that as many of you know this is my first year in this position with this group of people in the center so what I would say is the students follow her lead I follow her lead the idea of trying to be an open welcoming community and a place that tries to support everything we do at FM for all the students in the high school [Applause] um now I feel like I have to say something too but um anyone who's ever worked with Jay McKay knows that he's been a teacher for over a decade whether or not he's actually been a member of our Union or in that position or not so this is just a formality that he's one of us now but we're really excited

018you wish to say anything nope okay I mean the one thing I can add is that the request to the board the language was amended in terms of to better operationally Define weapon you'll recall that was part of the discussion last year in terms of projectiles so that language has been included in the code of conduct thank you for your suggestion thank you very much is there a motion to close the hearing for the code of conduct thank you Cindy and a second from Jason any discussion I was in favor please in the kid I I and no one's opposed or abstaining next on the agenda item 2.01 the president's report just have a few items um the July 4th um town of Manlius parade is coming up if anyone is interested in participating and
019especially if you have a Corvette that we can put the signs on the side of please let me know um so that we could participate in the parade this year it's always a lot of fun it's the bigger of the two parades and if anyone's wants to come please let me know board officers if anyone's interested in a board leadership position please email the board and let us know Sherry and I are comfortable here but you know just please let us know we'll still consider all those um we do need to think about a summer Retreat we usually have one as a board of education so we'll talk about that perhaps get some dates out that might work for everyone I know it's really hard over the summer to Corral everyone together but it's also
020proven to be pretty helpful for all of us I do want to recognize that it is pride month oops sorry go ahead do we have a topic for the retreat um that would be something we would discuss usually we it's centered around some of the goals the district goals or some particular item that the board wants to work on um so next I did want to recognize it being pride month and recognition of our staff and our students um we appreciate you the diversity of our district is very important to us so we are very happy to recognize pride month and offer our support to all of our families who are in the lgbtqia community next we do need to have another board meeting I'm sorry a short 15-minute board meeting if possible on this
021coming Wednesday just for the purpose of approving a interim principle at Mott road because as we know we are we are losing one to Liverpool we wish her the best that we wish John of the best of luck in her new role in Liberal at Liverpool but we need to do we do need to appoint an interim principle for Mott road so we have the Dei meeting on Wednesday at 6 30. um so we're thinking if we could get a quorum at 6 15 then we could take care of that so I think Daryl Sarah and myself three in the fourth so if we had one more person even who was able to come Rebecca probably yeah Rebecca will be there but just one more just so I can I like to have an extra
022person Cindy okay perfect and Sherry yep I counted Sherry all right so that's the only thing that'll be on the agenda is the appointment of that interim um principle for my road okay and that was all I have for that for my report so I'm sorry go ahead so I have a question we'll move on to the superintendent's report item 2.02 Dr Tice thank you president Mims uh superintendent's report is listed in your backup information in board docs we'll begin with item one Capital project update the capital Improvement project at FM high school but we'll be ramping up for the summer Prime contractors are strategically placing their job trailers on the site near Oak Tree Circle and we'll be soon installing perimeter safety fencing in advance to the start of the project initiatives for the
023first summer include asbestos abatement and house two the relocation of an existing gas line where the new stem classroom Edition will be built and the installation of the modular classroom Suite that will be serving as swing space throughout the entire project which will be located on the outdoor basketball courts under Dei committee our 40-member district di committee will hold their fourth and final meeting of the school year later this week as mentioned before the committee will begin to delve into the New York State Department's culturally responsive sustaining education framework before beginning to articulate some strengths and opportunities for growth for the school district our facilitators have endeavored to lay a foundation over the course of the last two meetings and I know the committee is eager to begin to roll up their sleeves and work
024on this most important initiative we met with the facilitators and it will be more dialogue this time under school safety audits true security and clps the School Safety and Security audit firms that were awarded the rfps by the Board of Ed Board of Ed recently completed their respective field work on our different campuses in late May early June as such they're planning to share their reports with the Board of Education during one of the regularly scheduled meetings in August Tri-State Consortium visit I'm pleased to report that the school district successfully hosted our first Tri-State Consortium visit on our instructional Technology Program which was held during the month of May following the visit we took receipt of the draft report that we will be sharing with the district curriculum Council our administrative team in the instructional
025technology department in the future a formal Board of Education presentation will be made when the final report becomes available a big thank you to our administrators and faculty and staff who helped to organize the visit hiring of school personnel with the passage of the school budget the spring hiring season is underway for instructional staff support staff and administration we're endeavoring to complete the searches in a timely fashion but as you heard we may need to have to hire temporary employees to cover some interim assignments nevertheless we will meet over the summer months as you know in periodic intervals in order to appoint any hires in advance to the start of the new school year under Hall of Distinction I'm pleased to report the school district honored two graduates recently with their induction into our FM
026Hall of Distinction Mr Douglas Bowser president of Nintendo America Incorporated and Dr Margaret martinosi a professor of computer science at Princeton University and the assistant director of computer and information science and engineering for the National Science Foundation were recognized for their accomplishments since leaving their alma mater the evening included the unveiling of the plaques and the house one lobby at the high school followed by a reception hosted by our food service department which also provided the honorees with an opportunity to provide some brief remarks the evening culminated with Dr Kilmer's introduction of them at the high school Awards assembly in front of a large audience and last but not least the district's retirement reception the school district in partnership with the Fayetteville Manlius Teachers Association recently hosted a reception to recognize and honor our retirees
027from The Faculty support staff and administration the afternoon was a well-deserved celebration of their dedicated service to the school system and their enduring commitment to the children of the community the afternoon was replete with humorous anecdotes stories and Reflections upon their long and distinguished careers at FM last but not least I'd be remiss if I didn't thank Dr Mary Coughlin once again who is with us this evening for all of our efforts on behalf of the children children while serving her alma mater with distinction and Grace thank you Mary for a job well done [Applause] that concludes my first report president Nims thank you very much Dr Tice and on behalf of the board thank you very much Dr Coughlin we wish you a wonderful retirement although I'm sure you're going to be very busy
028doing something very soon but please come back and visit and we really are appreciative of all the years of service that you've given to our district thank you so much any um questions for Dr Tyson his first report great we'll move on to 2.03 his Mental Health Services report thank you president Mims under the mental health and social emotional learning report the backup information is located in board docs for you on either beginning with item one the administration of the anonymous School climate and culture survey I'm pleased to report that the school district completed its administration of the anonymous School culture and climate survey to students in grades 5 through 12. research marketing strategies from Baldwinsville New York is presently analyzing the results and writing a report for the district for most of the questions
029RMS will be able to compare the results to National Norms as well under bimass Administration the school district is completed the first round of the bimass mental health screener and all of the buildings is Promised in our mental health supports brochure from the beginning of the school year even though our first mental health mental health task force meeting was a casualty of their recent atmospheric events and the wildfires we are in the process of rescheduling the meeting around the respective schedules of our two facilitators speaking of the mental health task force Dr James McDougall who was the creator of bimass and has worked with the Skaneateles Central school district has agreed to be a resource for our mental health task force as we venture into looking at longitudinal data from the by mass screener and
030the school climate and culture survey over a number of years item three meeting with Onondaga County officials I'd like to thank Ms Amy Evans our assistant superintendent for special services and Ms Heidi green our director of counseling services for meeting with Onondaga County officials to secure both tier one promise Zone student engagement Specialists and tier 3 arise clinicians as part of the County Services arise will staff the three clinics one each at Eagle Hill Wellwood and the high school these supports will join our existing six Family School Liaisons the County's current tier 2 ACCESS helpline Services which we participate in as well as our other mental health supports as you are aware we will be expanding our partnership with contact community services from one mental health educator to employ two Student Assistance Program counselors one
031for the high school and one to be shared between the middle schools in order to establish the drop-in Mental Health clinics which were requested by the students and last but not least the governor's Summit on Mental Health I'm pleased to announce that our mental health educator Mr William DeSantis has been invited to participate in this Thursday's inaugural youth mental health Summit to be held at the Javits Center in New York City our partner contact Community Services is defraying Mr DeSantis travel expenses occurred while attending The Summit in New York City that ends my mental health report thank you very much Dr Tice questions for Dr Tice on his Mental Health Report Cindy I know I've asked this before but I don't know if we've made any advancement in this when are we going to address
032School climate and culture survey with our staff we keep asking more and more and more of them they shoulder more and more responsibility I would like to see attention paid to our staff who does a lot of the heavy lifting agreed and as the board know I committed us to multiple years with RMS we didn't want to face plants so the first is with the students and that will allow us to expand our options next year to not only the students once again to look at longitudinal data but also to the staff and to parents as well so we are working in partnership with RMS to be able to expand that good question Craig so in the note here with Onondaga County so will the clinics and I know that there's a ramp up and
033a staffing that needs to happen but when do we anticipate they'll be online will they be available the first week of school in September or will it be sometime in the fall can you give any insight into that uh presently I believe and I'm looking at Amy I think the promise Zone specialist will be in September and arise is trying to mobilize as soon as possible at first we thought it was going to Mid B mid-year but we think there may be an opportunity to start sooner we are going to have to identify the rooms in all three of the buildings which will have to be vetted by a rise but we're hoping to have clinicians keep in mind that the tier 3 supports clinicians will have a caseload they will not be able to
034help a student in crisis that's why we moved to the family school Liaisons originally a while back and families will be billed for those services so basically the placement of that clinic I think everybody was thinking it to be a cure-all really saves the student the travel time downtown or to an alternate site so we're hoping to get that started sooner I haven't heard any difference most Evans good question and I'll turn to Ms Wade um I'm delighted that we're offering the Onondaga County supports but if you were ever questioning in terms of what we have established with the family school Liaisons we do have an opening right now and at last count how many applicants for that position 33 applicants which just goes to show you when they're coming in from a lot of
035the different agencies because they do appreciate our model here so that is eager to have a talented and deep pool from which to select Dr Chase is there going to be an option for those clinics to exist over the summer months for students or will students have to go to an alternative location if they're using them uh in the future I believe that they're relocated for the summer but this is our first year with the program so we certainly can find out more it will not be for this first summer though okay okay and um I know we've talked about this before but are we working on communication pieces for the students with regards to all of these clinics and services to be deployed sometime over the summer so they know come in September what
036to expect and yes uh as you are aware our community relations committee talked about that and we're in the process of not only updating the information that will be available electronically to the students that I know Dr Kilmer worked on in terms of schoology but also another brochures under construction as well that will go out the adults so there is that cross-pollination so listed at the fingertips of the students but also the adults trusted adults are aware of it I think we had talked about also maybe wanting to talk to some students to see what the best way for them to access that data was I know we haven't done that so far at least in community relations but maybe that's something we could add on to the planned agenda for that certainly and the
037word is getting out we had an alumni reach out to Dr Kilmer and myself and we responded today uh so word of this school climate and culture survey has already reached the undergraduate level and they want to be able to use it in their internship this summer so I think certainly some of the graduates who have had the opportunity to speak at the podium I think are aware of what's going on but yeah we can have those discussions internally as well any additional questions for Dr Tyson the Mental Health Report okay we'll move on to committee and representative updates see audit Finance Daryl just briefly we did meet tonight with our mark shirelli from and also Caroline havasad I shouldn't forget her from Grossman say no more our external accountants and they're planning the coming
038years audit and we met with Jim buffum from efpr Rochester and he discussed our internal audit and all's well he had nothing but compliments for our assistant superintendent for business and our district office as always they've done an excellent job thank you Daryl community relations Sarah the only thing to add is that we're going to be meeting again sometime over the summer once the climate survey results are in so that we can figure out how we want to present it to the board and potential next steps for that so thank you Dan anything for facilities there's always a lot for facilities I was not at our last facilities committee meeting however I know Daryl was and Cynthia I think you were so if either of you could share on that it was a dress rehearsal
039we didn't take minutes if I recall correct so because we didn't have quorum but we do in your absence we decided to go ahead with the high school project so thank you for not pausing the project simply because of my absence of the meeting we knew you would want it that way I I will say um word has started to spread in more detail among the students about about it I know that most of the high school students will never see the finished project while they're they are um but are really excited about some of the fundamental foundational changes that that it's going to bring to learning spaces so again great thanks to the community for continuing to support these projects and the needs that we have in our buildings and tackle the community support
040thank you to the facilities committee and Dr Kilmer and everybody I know we're trying to proceed ahead uh with the house to abatement still trying to use as much of house one as possible to give us one last summer whether it's theater or whatever there but eventually as that project unfolds over as you know the multiple years we will lose that option so summer theater will have to shift but I appreciate everybody's effort to try to keep some semblance of normalcy for one last summer here before things all get torn apart thank you I guess I was just thinking are we planning to do any updates on our website or something along the way along the time frame of the high school project just to keep the community aware of all the things that are
041happening and yeah and that's the plan I believe our new public relations person reached out and we're setting up a meeting there's so she'll transition from the former School District star school district Sarah was at next week and I think so as you know we've been a little short staffed and lumping along but we will make the best of it any additional questions okay next uh policy committee cherry we had our two two meetings this past month and making progress on the 2000s which will be coming up to approve soon um and I did want to remind you again that the uh nisbah oh whoops am I my next report I'm moving moving on to legislative liaison I wanted to remind you that the nisbah all right the proposed resolutions for the nisbo government relations
042staff those are due by July 14th we submitted two last year which is more than we usually do but if we have anything we would like to advocate for with the state um just let me know we can come up with a resolution the one that I do want to check in on is the how many years ago it was that we submitted a voting location resolution that might be expiring so we may have to renew that but I will check in with them on that thank you any questions for Sherry I I think that's something we need to be pretty specific about circulating and compiling because we've certainly identified things that we need to be advocating for you know this not the least of which is this electric busing mandate for which we don't
043have funding for it's yet another gift of the state of unfunded mandates but it's massively expensive and we don't have the funding for it yes that was one of our two from last year so that has to come back and okay on a consistent basis but I think we should have a discussion about what some of the other things that have come up through the year that we really should be pushing forward through that could be an agenda item for next board meeting which is July 10th is that correct July we're we're about to hopefully confirm that as our reorg date okay so it would give us you know a couple days to get that submitted so we can put that as an agenda item if there are already any resolutions regarding the tax exemptions
044the state funding those are the state taking care of those instead of the school districts you mean the for Veterans for veterans those were the two we submitted last year and they were are they still Oh you mean whether the state has any no are they still they're still good for this year there's two years right I think it's actually four or five years before the expire all right so both the bus those were the two we submitted last year was the busing and the veterans tax exemption so those should be good for a number of years and I will have to look into how many it is okay thank you and not left but definitely not least Victoria your final report for us lots of people here hello so we've had a pretty busy
045month we had prom and ball prom was May 20th at drumlins and then ball was last Saturday at the on Center and then as everyone here I'm sure knows because most of your teachers um tomorrow's last day of high school thank goodness and the senior not in a bad way not in a bad way just long year and the senior videos and everything and then on Wednesday we have the graduation practice at the on Center and then the elementary walkthroughs which is really exciting and then following that is the senior lunch back at the high school and then the last thing we have for the year is graduation on Friday at OCC and that's all I've got you know you've done a lot so we really appreciate it thank you very much and again good
046luck to you I didn't mean the last day of school thing in a bad way I'm just like saying that one more time we understand so that's we definitely Victoria I also saw you were featured in Syracuse parent as a scholar did you know that yeah I may have thought they were gonna change the wording my answers a little bit so the grammar wasn't 100 but next on the agenda item 2.05 the Special Services report assistant superintendent Evans good evening thank you for the opportunity to share some exciting updates with you and to share some ideas that we're going to be implementing next year Victoria I just want to say as adults we're just as excited it's okay we might be counting down the minutes so let's see if I can get this right so
047I just want to start out by sharing my most exciting day of the year this was May 18th the Special Olympics I want to thank our FM team we had 40 students participate at the CNS athletic field and thank our phys Ed teachers our related service providers special education teachers and teaching assistants for training our students for weeks and weeks for their individual events that day it is by far I say it every year my favorite day of the year it was wonderful Sun was shining and everybody had a great time I'm pretty sure I was the only one in bed at 7 30 though they all have their more than I do but it was a great day so thank you so I'm just going to take you through some highlights as of this
048month our total District enrollment was is 4153 we have 462 school age students with disabilities which is about 11.1 percent of our population so I showed you this chart last year and it looks a little small up here and I did share that we were climbing climbing climbing and our IEP speech OT initial referrals to CSC and the transfer students that's just a pretty steady number that we have been receiving through the years and it's similar in other districts and as people Who oversee special education we had said we're going to start to see a dip and we were correct we're starting to gradually see that dip in numbers um we're not sure if it's the After covid Decline or that we're starting to be able to declassify students after not being hybrid or remote
049it's very gradual but we are starting to see that and if you have questions feel free to ask during the presentation while the slide is up it's fine so here's some changes that I did talk about last year and I'm very proud to share about the work that our staff and students have done this year we did add the co-teaching classrooms in kindergarten this year we had 90-minute blocks for students we had a gen ed teacher working with a special education teacher for approximately 90 minutes with co-planning working with our students so we're about an average of six students with IEPs no more than six students I should say in the class was wonderful they did an amazing job I'm going to share with you some pictures for next school year we are going to
050add that as needed and first and second grade and our time will increase depending on the needs of the students anywhere from 90 minutes to three hours throughout the entire school day so with that we have been gradually or maybe not as gradually increasing the average IEP minutes two years ago every IEP at the elementary school had 30 minutes on it of special education teacher service as of next school year because we are finishing those annual review meetings the average across Elementary School is 126 minutes on the IEP so we're very excited to be able to offer that as you know the research shows if we can offer intensive services to our youngest kids that's where we can start to see the the most growth in our students hey Amy yes have the teachers had
051feedback about that if they found that it's been really taking some of the load off of them or seeing a lot of progress in the students it's been a lot of work for the teachers and they have been wonderful about it but the feedback has been that it is what the students need they need the greater supports so they've been very patient and they have been wonderful about doing the extra work we have also um had lots of options lots of discussions about what do kids need and looking at the kids coming into programs and projecting so special education always has to be a year ahead of ourselves so in about January we start the annual review process for the kids coming the next year so we don't get much time to catch our breath
052so we have been looking at our preschool students and maybe students who aren't in our upk program and who's coming to us in planning programming for them and we kind of had that aha moment about equal versus equity and we as I like to say build it for the students who are coming so it doesn't mean that we have to have the same program at every school but who's coming into your the home elementary school and what do they need so we've talked about it's okay to have different programs it's okay to have different amount of time on an IEP it depends on what the students need when they're coming in so as I've said probably many times as I've stood in front of you or to the teachers build don't fit the child to
053the program build the child build the program for the child so that's what we have been doing as we've moved throughout this school year we have increased special class options based on that theory for the kids who are coming into our programming and we have allowed students the option to attend their home school if they are in a specialized program in a certain school and they've been there certainly we would not ask them to leave if that's where they have formed relationships and then comfortable but as we build that Continuum we are allowing all kids to attend their home school and middle school we added this year based on need co-teaching it's social studies for fifth and sixth grade as needed it was specific to Wellwood this year we previously have only had it in
054math and Ela when I talked about special class options our Wellwood special class built a life skills class it was wonderful the teachers and related service providers put a lot of time into building this class that was geared around cooking skills job opportunities enrichment opportunities for their personal life and you can see they're spent Halloween time it doesn't look like the healthiest of meals but they had a great time and they've just done an amazing job great feedback from parents on the skills that the kids are exhibiting at home it's been really great and at the high school we were able to hire two teachers who are duly certified and special education and multiple subject areas so they can actually award credit to students in those areas so the students and those that 15 to
0551 Special class program are working towards Regents diplomas earning those credits sitting for the Regents exams along with working on their Career Development and occupational studies certificate or we call it the cdos lots of initials in this presentation so don't hesitate to ask and we'll also be expanding job site opportunities we'll be doing some of that work ourselves instead of Contracting out to BOCES and trying to get some more local opportunities for kids in the community so that they can stay in those jobs after they leave us Dr Kilmer was great this year we will be offering consultant teaching options at the high school for the first time in many many years next year and what that means is our students will have a special education teacher and one of their content courses so that
056special education service can be delivered right in their core course instead of as a pull out option and cpsc are those not the cutest pictures ever so Mrs Corbin's done an excellent job working with our cpsc committee this year we currently have 119 preschoolers with IEPs it's a pretty significant increase from this time last year when we had 88 preschool IEPs we did expect it we talked about having upk right here in District and you know that would allow us to have eyes on kids and be able to identify kids sooner um we also thought with the end of the pandemic there would be more eyes on kids so that's a good problem to have the pattern and it's the same pattern we've been seeing with our school age students just a little bit behind
057Mrs Corbin has been diligent about Locating Services for our students which is a big problem within our County there's typically pages and pages of kids on waiting lists we do still have kids on waiting lists but she's done an amazing job um we are working with the state and County presently to look at Contracting with them so that we can hire our own providers to deliver the services to our kids it's a lengthy process but something we have been working to do and working with Mr Corbin to look at funding for that and then hopefully eventually open our own special class for preschoolers right here in District or in combination with our upk programming and that brings us to Section 504 so we may have seen a decline in IEPs but this is where we're
058seeing the uptick in plans so we currently have 222 current 504s and 200 last year and a huge increase in referrals to the 504 committee so neighboring districts are seeing the exact same pattern it's twofold we are seeing referrals from Physicians when kids are diagnosed with a medical condition we're getting letters right from the physician saying this child may require a 504 plan and parents are bringing them directly to us as they should and then that's a recommendation we need to take a look at or kids who are not eligible for IEPs there's a request for a 504 plan so lots of work Section 504 does not fall under special education so it does fall under general education so it falls in this gray area and we're not quite sure at the school what to
059do with it so we are working on plans for that and then because we needed one more plan to write the Board of Regents passed in January new homebound regulations and I know we talked about this a little at the policy committee to pass a new policy for this previously in New York state MD had to write a note to put a child on homebound instruction to put them out of school in January the Board of Regents said the new regulation that it just needed to be any provider that can diagnose a child within New York state so that opened the door for quite a few more um letters to put a child on homebound instruction we I stood here last year and said we have a large number of students so now I'm going
060to tell you there's a much larger number of students and homebound with that new regulation came a requirement that a parent has to sign consent for our medical director or the medical directors District designee to talk to that provider if necessary so that consent has to come in and a diagnosis from the provider there's some specifics that the state requires so we did develop some forms so that we're getting consistencies from the provider and we're not having the parent go back and forth so forms were developed we then have to take those forms send them to our medical director for approval and then within five days if it's approved we have to find a tutor for the child if it is not approved the parent has the right to come to you and appeal that
061process and during that appeal process we do have to provide a tutor for the child um then if when it's approved we have to write a plan for the child while they're on that homebound instruction period in the policy that you've approved we did say it was a six week period at a time the medical director felt strongly that we wanted the children to be seeing their provider every six weeks for an update and then we can reapprove that plan if necessary so then July 1st in a couple weeks The Tutor Time increases So currently it is two hours a day or ten hours a week for 7 through 12th graders and it is an hour a day or five hours a week for elementary students on July 1st it will increase to 15 hours
062a week for secondary students is that right yes and it will go up to 10 hours a week for elementary students so we have been thinking about this a lot because we already are exhausting our tutor system so what does that mean for FM um I've been working with Dr Tyson the do team and Dr Kilmer the majority of our students are high school students so we have a plan to have almost a satellite classroom on the site of the high school where our students if appropriate can be with like a lead homebound teacher who can coordinate some of those assignments it would still be a very small group of students they can come in at different portions of the day to spread out when they are there they can access those mental health supports
063on the high school campus if necessary and appropriate and it can also become a transition classroom so when kids are ready to go back into school they can go to a few classes in the high school building and they can still have the support of that homebound tutor if necessary and appropriate so we're looking at different ways to use that tutoring system so that we can support kids and their mental health needs as they learn and grow throughout the system and along with that this summer I'll be working with our administrators and some a lot of our teachers to create and spearhead a project around the multi-tiered system of supports you may have heard a lot about this New York state is moving towards this and there's currently 13 project schools in New York state
064that are already using this model and there's many more that just aren't sponsored as a project School in New York state it what it is it's really an umbrella it's a framework for Behavioral and academic instruction and it's grounded in the belief that all students can and will learn with the right supports so it it's under that umbrella where we put response to intervention academic intervention services and PBIS all under there so we'll be creating a plan that's all-encompassing has everything under there it scripts everything out and supports teachers in delivering those interventions for students with timelines parent notifications different interventions that are at their fingertips and then how we would deliver them NY mtss it's evidence-based it's data driven it relies on individual student progress to inform our decisions and basically and ensures that
065student will the student will learn based on their individual needs and I won't read this to you it's in your in your board docs but this is really the breakdown of mtss So in theory 80 of students will learn in their classroom with those tier one supports and then on average 10 to 15 percent of students will need another nudge maybe three days a week for 20 to 30 minutes and in small groups some additional supports and on average one to five percent of students will need those intensive tier three supports daily for 30 plus minutes a day to learn those specific skills that they need in the classroom and to end my presentation I just want to share this wonderful story about our agents one of our agents that change classes at Wellwood we've
066spent a lot of time this year at our meetings and in our classrooms and at our do meetings talking about Dei diversity equity and inclusion and this wonderful group of five students emailed me out of the blue one night and said we have to do this project and we've been speaking about the Special Olympics and we want to do something really great to include our kids and do a better job of celebrating them so so they decided to sell the shirts they did a fundraiser that you see every all the kids wearing here and they sold them I don't know if anyone saw the ad they sold them within the community and to all the schools across the district and asked everybody to wear them on May 18th they line the halls of Wellwood they
067were outside when the buses arrived to transport our athletes they cheered they danced they yelled and they made the kids just feel wonderful and I know all of our schools did something to celebrate the athletes but I was just so impressed by the inclusive nature of these kids and the maturity that they would seek me out and ask to do something that was so wonderful to make our kids feel so great so I just wanted to celebrate that it does come to life in our classrooms and I just want to say I've asked our special services team to take quite a few risks this year you've seen them on the presentation there was a lot of new in one year and they did it and they did a great job I want to leave you
068to sum up the work of these students our entire special services team I want to leave you with a quote from my favorite movie character and I don't laugh it's Disney's Cinderella have courage and be kind where there is kindness there is goodness and where there is goodness there is magic so thank you to everyone the special services team our our teachers our Tas our students thank you for creating the magic and making a wonderful year for our kids thanks [Applause] our outstanding report Amy so glad to have you here thanks um the program that you mentioned with the county where we might be able to hire our own staff members um how was how long has that process take typically the which one where we could hire people where they would we could apply
069so that we could provide the service to ourselves oh okay um so Melissa and I have been she's been spearheading it the application to the county is lengthy and can take many many months it'll take us just a little while to complete it it takes many months for approval from the county so if we were to start it now we probably wouldn't be up and running for until probably the following school year okay thank you yes well it'll slow things down that surprisingly is quicker any other questions for Amy 119 as of today oh okay so the preschoolers with an IEP is 119 but it's it's fluid it changes every day so that's of today the pre they can be from anywhere in the district they may not be in a program um but do
070you want but our four-year-olds in upk as of today is one yes it's three and four-year-olds I should have said that any other questions Amy I guess um just a quick um if you and Melissa could give a quick update where are we in terms of I know if we have kids on the upk wait list where are we on that I know we weren't able to find any additional classrooms but how many kids Melissa can share we've just had some recent movement oh thanks so as of today we still have 45 students on a wait list I think we made it to the 12th student because we did have some families decline the Aftercare at shining stars ends at 4 30 so that's hard for some families so we did have several families who
071who gave up their spot so you're welcome thank you very much we appreciate it thank you next on the agenda item 3.01 public comment we do have two people for public comment this evening first Katie luxinger it's Katie here okay and then Mary patrouillas foreign president of the Fayetteville my only Teachers Association I'm so glad so many of our members were here this evening to see our students colleagues and community members being recognized by the board for their outstanding achievements we really do have an amazing School community well I'm so glad to have been here to witness these important recognitions the reason I'm at the microphone is to represent our nearly 400 fmta members including teachers counselors nurses occupational therapists physical therapists School home Liaisons speech pathologists and social workers a lot of my siblings

078in an amount not took fee twenty thousand dollars their emotion thank you Sarah second from Daryl any discussion all those in favor indicate I I and no one's opposed or abstaining item 4.11 policy and first reading is there a motion there to be resolved at the Board of Education hereby wave second reading and approves policy won 10.2 in first reading and resends policy 110.0 as recommended by legal counsel Sarah motion thank you Cindy in a second from Kelly discussion yeah Marissa I had sent you a note about a slight tweet oh yeah you want to make sure we added assistant superintendent or designee in case the assistant superintendent wasn't there right so that where was that at on page three section six second paragraph at the end okay yes that's a good catch thank you
079for that change gets made I wanted Mrs Wade to speak to what that means okay thank you great question and I'm looking at adding that designee if we could be clear to indicate who that person's title is that way in my absence they you know an employee would know who to go to and we would also want to ensure that that person is trained on the Title IX and sexual harassment annually so that we would both be trained but I do like the idea of adding a second person and So Lisa who do you propose that be well I was thinking Tracy Noble a Personnel administrator would be a great backup but we'll talk to Dr Tyson and see if that's appropriate would we put her in there by her title or by her I
080heard yeah okay so what's her specific title Personnel administrator administrator okay so that will be changed to assistant superintendent for special services or in our absence Personnel administrator right in the case that Tracy Noble now says oh that's you know beyond what I think my job entails I don't I I'm not putting any words in your mouth but I'm just saying we're making a policy without having so in that event we would just we could bring it back and edit it next time or do we want to why don't we just pause it if so that way we won't be adding it and then having to take it off just just to check to make sure so why don't we table it until the reorg meeting just to make sure I mean do we need
081we need somebody to be the second designee right so yes so I think it will be her I'm just saying we have it officially I mean we could put it in first reading this is you know first reading and then okay second reading it so we'll change it so that we're not going to waive second reading but we're going to approve it in first reading with the change to add the assistant superintendent for special services or the Personnel director yes that works well thank you Dan did you have a question I saw your light come on yeah I just I just had to one is I I think sort of loot because we're doing this but I wasn't clear on why this was coming as a waving second reading and it seems not to have
082been urgent because now we're not waving second reading so and we've had this in several consecutive meetings now where it is so I didn't know what the I think uh our decision was that it just we didn't make any FM changes it came directly from legal counsel so it's something that needed to put us in into compliance but as we did last time when we found something we had to change we were able to you know take that extra month I just think it's a matter of process we have the process of first and second whether regardless of the source that it comes from unless there's a defined urgency as to why it needs to be changed so I just that's it so now our policy is outdated and if the law was updated in
083April so this would be bringing us into compliance right now we are not so that that is in compliance right and the second was was just I I feel like we're sliding with some of these policies and the direction that we were trying to avoid where we had said that we were going to stop adopting policies that contain statement of law so that when the law changed that brings us out of compliance um so that wherever we could we would be avoiding just restatements of law as well as things like purpose and goals as opposed to just the policies so we had been moving in this transition towards short concise statements of policy some of the policies that we've seen recently this one included goes well beyond that so I just you know I think
084that you know as a board we had agreed that that was the direction we were going to be moving into I'd like to see us continue that way versus some of them were going to that but some were not and just making sure we have consistency as we go through this process that has absolutely been a struggle at our policy meetings we receive these policies and we discuss exactly what you said we wanted to have fewer words we didn't want to stay state law you know each time we get one of these we struggle with that especially when they come from nisbah because we chose nisbah as a policy provider that could make fewer words and now we're finding that they are restating Law And they're they're very wordy um but then as we go
085through them we find that um I guess it's more of a we need to get this policy done and these are the words that you know we will We compare it to our current policy and we know that the new words are the ones that are legally supposed to be used so you know they've come recommended and they follow current laws so that's why we have gone to choosing then this book recommended policies but you are absolutely on the same wavelength that the policy committee is and we're open to suggestions I'm just looking as example of the entire first page is just purpose and goals it's not it's not a policy statement and so I mean those are the things that we had talked about pulling out and not including in these and there's a
086few other subsections within this one so I just I would just ask that we try to refocus back in that of of the sections that are statements of policy leave but the ones that are commentary that we don't really need those in a policy statement I think that's a fair point I will say with this particular and I'm not on the policy committee but with this particular policy and this particular change in the law it is such a dramatic change with specific examples of what sexual harassment is and is not that I think this is a policy that does Veer more towards needing more of the law within the policy and so I think that would probably be why nisba created a lengthier policy than they normally would so I would support that in this
087situation and every policy and subject matter is different but I will say that when I've seen employee manuals employee handbooks updated around this law they have been much lengthier in order to incorporate the language and all the pieces to to this pretty massive change and you're correct as you know Ms Wade shared this had been vetted by Council and we've been given this Mike from Council okay so I want to go I want to go back to the motion because we've changed it a bit and asked for a motion to approve the policy and first reading and recent nope we're gonna and send a second reading yes Fair motion to do that thank you Daryl and a second from Cindy although any further discussion I just want to go back to Dan's first point about
088the process that in the future if something comes from legal counsel and we are currently not in compliance I just want the the advice from the board about whether we should go directly to Second reading or whether we or you know wave second reading just do it in one reading or whether we should allow for two months so that people can make changes I think if we in my opinion if we have something back from legal counsel that puts us in compliance we should get in compliance as soon as possible we have our general way that we want to approach it but if we're out of compliance I think we should try to do that as quickly as possible allowing that we may have to have it in second reading there's got to be some
089flexibility here's kind of one of those things that's not going to be it's our preference to have first and second reading but there will be times we won't we won't do that so I think there's needs to be some flexibility there Jason did you have something well I think that's fine I think it's just also right as a district that we can talk to the law firm and just tell them when you send us the policies over understanding this is the way we want our policy structured right so when they send it to us if it came without that first page it would be better suited to match what we're trying to do with our policies so I do just need to ask so we we are comfortable with waiting another month to get this
090policy in compliance just for the addition of the error so actually I believe we did say we would still waive second reading we're just adding the title to it okay is that did I misunderstand or we're still waving second reading we were not waving okay but I just I just want to come back to the PowerPoint for a second so two things one is there's a Sherry's question it's obviously a very Case by cases now as long as we adhere to the goal is to do a first and second unless there's a compliance issue that has an urgency attached to it then obviously in those situations we need to act differently just I think some clarity in the agenda of knowing that would be very helpful but just the other is just from clarification from
091Sarah that this isn't policy this was the New York State model policy that Council provided so you know what the move to nisbah was to for these shorter direct policies this did not originate with nesbut just for clarity for everybody because it didn't look like a nisba policy to me either it jumped out quite differently so um just to make sure everybody's on the same page right now I'm just curious is this language anyplace else in our policies because I think it's important to have it and I don't have any objections to this first page I know it's lengthy but as Rebecca pointed out it's really important and you know Timely yeah I mean I think if this is coming from legal counsel that's fine um what was I just gonna say um so I
092guess can we because this we are out of compliance I mean can we just you know accept or wave second reading assuming the changes will be made that we talk about and we've done that before because I added to Sarah's point I'm just I'm concerned waiting another month and knowingly being out of compliance for a couple of things that need to be added and we could approve it as it was written with the assistant superintendent for special services and then add the designee at the reorgan meeting when we appoint that person we could do that and wave second reading at that time just just more to pick because we do have communication from them is not that it's out of compliance it's that there are updates that need to be made that the model policy
093was recently updated that makes it different from our regulation so I I haven't read that unless their their advice has been explicitly different than that but I didn't read that as an out of compliance not functional not proper it's just we need to update it and do course so unless there's been a communication different from what we were provided the law changed in April you said right so are the our current policy does not reflect the law that was passed in April so that means we're out of compliance yeah but I guess Marissa right Playing devil's advocate so we've been out of compliance since April right like why didn't we get this policy back in April right I mean so I guess to Dan's point right I guess another April 11th what was the board
094meeting after April 11th we also had to have a policy meeting in that as well yeah I guess I can check the calendar and see when the last meeting was um but it was updated by New York State on April 11th I don't know off the top of my head when our so yeah it looks like April 11th we had a policy committee meeting that day I can't remember what day we discussed this but the next board meeting was on the 17th and then when did we I don't know what we meant for Pop I think we tried to get this as quickly as possible I think the policy's been meeting every two weeks I think that's the the standard like did you do your due diligence to get this moving as quickly as possible
095but I get your point you know the law was passed on April 11th so perhaps we should have had like a special board you know something I guess what I'm saying right so I guess what I'm saying is to have it go to Second reading and come back and do it in July I think is fine if we were really in quote unquote big trouble we would have had a special meeting on April 12th to approve it right if we were really if we really needed to I I don't wouldn't quite phrase it that way but what I will do is ask for emotion I'll do two to approve it in first reading waving second with the language as presented so that is the assistant superintendent um for special services for personnel I'm sorry change
096your job sorry okay so I'm going to ask for a motion to prove it as it's presented right now which is in first reading rescinding second you can just because I want to like just see because we can go around but I want to like it and I can second well thank you very much okay so any any further discussion not if we could dude can we can we can we do one slate to from twist there's a meeting you said on Wednesday that's the special meeting and we're trying to add only one agenda item as you pointed out we sometimes we have to keep it okay so sometimes we have a special meeting that we have 14 agenda items sometimes we have the ones that are supposed to be I'm just merely saying there
097is one it could be a past in first reading go speak with Tracy adopted in second reading on Wednesday it's 48 hours from now what does everyone think we'd like to do that on Wednesday do it Wednesday works fantastic but I won't be there a vote to approve it as presented resending second so there's a motion in a second all those in favor please indicate I this is I was trying to explain to Rebecca what was on Wednesday at 6 30. Wednesday Rebecca so on Wednesday we have a quick 15-minute meeting she's catch up okay so right now we are voting to approve it as presented waving second reading okay all right thank you and then we'll bring it back with the additional language that we need to add additional language at the Rio yes
098and tell Tracy we appreciate her thank you okay great discussion um okay let me see where I am for development all right so I covered board leadership positions the invisible convention is in Buffalo this year registration opens August 8th so let Sarah know by July 6th if you want to attend and of course we'll make sure a new board member knows about that um working agenda items so I think these are items that would be good for what Dan mentioned to our discussion about whether or not we want to have any additional resolutions Etc um so I do one for the real estate development one perhaps yeah that's the one that we have not yet submitted anything on the school calendar Senate Bill s 151 uh Senate bill fs151 has been in committee since January
099of 20. two I think um and it's a it I check in on it occasionally it's not making any movement or anything but the wording of that bill is that it's they would recommend you know that schools make their own decisions about which holidays are taken off so it doesn't put the onus on the State anymore it puts it on us so I think we're going to have to rely on ourself to come up with a school calendar decision rather than on that bill so I think that the working agenda item should stay as school calendar but we don't need the word Senate Bill s151 anymore is the board's son my uh Thursday letter that uh the legislature is looking at a Asian Lunar New Year that would not impact the upcoming calendar but would
100mandate it for 2025. and then some of you may have seen an eclipse that that Diwali was recognized by New York city so I think you're right this is going to be an ongoing conversation and perhaps will be a good topic for a retreat this summer well we did have a retreat where we focused on it so I think we continuing it yeah no I mean I think just regrouping on where we landed there and getting everyone else up to speed that wasn't at the retreat and just trying to build off of that because we I believe we left off with looking at making a more secular calendar because we're not going to be able to accommodate all religions and so we want to make sure we're looking at non I would say non-biased but
101data related to student enrollment when we're making these decisions that seems to be the fairest way to do that as opposed to looking at specific religious holidays since we can't accommodate all of the latest holidays after the retreat I did contact nisbah about uh putting me in contact with any other districts who may have struggled with the same issue and they did not have anyone step up to help us out so I bet they're all struggling thank you very much uh potential considerations for future meetings excuse me we've talked a bit more about um restorative justice of someday we want to actually get movement on here um we've got school to start time Bill security update and see what you're planning for upk is things that we are looking for or we'll have discussions about
102and I think perhaps at any kind of retreat that we do this summer we I think would be good to look at our calendar and really in our meetings and think about where we might want to have discussion and maybe put together some timelines as far as like decision making in regards to these issues so that we can move them along and and ask for reports and have those planned out a little bit more specifically in this upcoming school year so I mean security updates that's happening so it seems like that could go off the list because isn't that already scheduled for a report out yeah we'll be bringing their reports back in August they'll be presenting yep but what about restorative justice is that where do we think I mean when are we going
103to talk about where that could fit can we talk about it now you in the calendar in the upcoming calendar see I don't know like what were cabinet is on that if there's been like what work they've done and is there are we at the point where we could look at having board discussions about those things that's I think maybe prioritize yeah we're not ready at our level yet but I mean we've had that those conversations as part of our Dei book study and training on that so we're not ready to report out okay so maybe looking at the upcoming year as far as like what we would like to accomplish regarding restorative justice and then you can see what the next steps are for cabinet as far as moving that issue forward they think
104the the not frustration but the concern has been that we want to actually see some concrete things happening towards restorative justice so if that that's what's where we are right now how can we get to the next step which I I guess would be deciding whether or not we want to that's the final step deciding whether or not we want to do that in our district but what would the next step be now that you've started some discussion about it well just as an example and I think I've shared it with the board before our internal conversations along with the BOCES Representatives it has to start at the younger levels you have to bring them up through elementary middle and then High it isn't something you just lob on at the end so it's going
105to require some planning and training and going forward that way so it's still early I mean we don't have anything to report out so what you just said though is going to require it sounds like you're saying starting at the younger levels Elementary and so figuring out how that might look so is that then the next step with working with the elementary principals and teachers to look at restorative justice I'm asking I just I'm not trying to tell you okay Rebecca I think you're about to say something no I'm not even looking to say let's put it on an agenda I'm just I'd love to just put into action some of these administrative content pieces that we sort of just gloss over every month so it's something we have talked about a little bit as
106a board over the years and I think um maybe just periodic updates if you can and to include into the Thursday letter or you know your superintendent's report at meetings as the conversations progress and then I think as a board I mean we've never really done any shared learning on this topic so we've talked about it in a very abstract term so I don't know if it's a presentation or you know in the context of our work around Dei if that could be a piece of what we learn a little bit for board development I think I think there are some consensus that we'd just like to dig a little deeper into that but I completely get and understand that there's a process happening that your administrative team that has to have you know happen
107organically from the ground up and totally agree I I the the only thing I would um suggest is that I know we've had it on here I think given our foresight but we're not behind I don't want you looking at your watches and say oh my gosh it's been on our agenda we haven't addressed it I mean as you know the Community Schools piece is being pushed out a couple of us went to the Community Schools conference up at Syracuse University so this is all part of that discussion where schools now we can pick and choose what we want to participate in but eventually you know it's seen as the One-Stop shopping to be able to bring a lot of these Services which includes restorative justice circles and things like that so yes it's been
108on our agenda for a while but let's not panic those conversations are now happening at the BOCES at the conference level that just occurred a month and a half ago something that's part of the conversation going forward we have signed up correct Mr Corbin for the community schools co-ser because we'll be able to run things like cyros sbos chromosome Specialists through that to get both seasoned the following year so we're in it it isn't that we're ignoring it but I just want it to grow organically without yeah just those updates of what you learn you know interesting things or conversations happening in the community or it's great to hear you're trying to be evasive steps to move it forward it's just I don't want people looking at their watch worrying that we're behind schedule here
109I think a step that Rebecca just brought up is to educate the board a bit more whether it's you know some reading or a present presentation not about what FM is doing but about what restorative justice is um I think that could be a step we as a board can look at we don't need um you know to tie the whole District into this step but maybe even our summer Retreat we can discuss what is a board we want to do in terms of learning about restorative justice I just want to just tie a loop on one of these items that's on working agenda items when we're talking about future meeting agendas which is the tax exemptions I know it's parked under working agenda but we made promises to the veterans that were here and
110representatives from our senior citizens and Emergency Services providers that we were going to loop back to that the end of this spring when the county finished with their numbers well we're at the end of this spring so I think we need to make a commitment about what meeting are we putting that on the agenda for so we actually take action whether it's the action requested or not the action requested but that we can actually take action and give answers back to those who requested that so during that meeting I can't remember the exact timeline but we discussed having meetings that we would advertise to the public in the early fall so the people well in advance of that March deadline could come and um and hear the board discussion about that and provide public comment
111so those are things that we will definitely put on the calendar because we did tell the public at those meetings that we would have those meetings regarding the tax exemptions in the early fall that would allow plenty of time for us to have discussion and input from the public and we can get information out via community relations Etc before we need to make a decision on that again we don't have to wait till March well I think but I just my personal View is we shouldn't be waiting until anywhere near March it was early fall because you know we have other votes that take place in the spring that are very important to this District I would not be in favor of moving a decision to them that's something that needs to be resolved one
112way or the other this fall and then Marissa I don't know when it drops but we had on here for the longest time um revisiting the homework policy or looking into the creation of a homework policy and I know the last update we had on it was Craig is I think that Ray and his team in the administrative group was looking at a report out possibly is this summer at some point is that still tracked or where I have to connect with Dr Kilmer I know the high school has been busy I think one of my last reports to the board was they've had other challenges on their plate but I know that's been part of their discussion so best laid plans but I can see where they are well and I would assume it
113would also flow into the student culture survey and climate survey results that we'll start to see also thank you Moving On future meetings calendar I will be adding things to that now that we've approved the upcoming year dates to remember June 13th is the athletic awards ceremony at the high school at seven and then of course graduation on the 16th at SRC Arena make sure you're there by 5 45. is there a motion to approve the consent agenda thank you Dan second from Daryl all those in favor please indicate I I and no one's opposed are abstaining all right so next um her pose executive session so we have three student discipline Appeals collective bargaining matter relating to the employment of an individual and perhaps the superintendency evaluation if we get to that but I
114don't think we will but I'll say it anyway just in case we do that's a hefty loafer executive session so is there a motion to move to Executive session for those items thank you Cindy and a second from Jason any discussion all those in favor please in the kid I I and no one's opposed abstaining so we're going to move to Executive session and we'll adjourn from right after that with no further public meeting thank you foreign
