001All right, good evening. We will begin our public hearing right now. Um, we're just going over a quick uh district safety plan updates uh due to some mandates that were new from New York State from earlier this uh year. So, I'll turn things over to Mrs. Hooper. >> Thank you. >> Take it from here. >> And I'm going to turn things over to uh Mrs. Daroo, who's going to provide us with some details. >> Good evening. My name is Ann Daroo and I am interning with Kate in the business office this year. I am here this evening to talk about an update that had to be made to the district safety plan. Um, in August, a memo was sent out from state ed that required school districts to include a cardiac emergency response plan in
002their building level safety plans and the district's safety plan. So, this memo formalizes and embeds pre-existing emergency protocols into the building and the district plans. Uh because of the timing of this memo and the 30-day public commenting period required of districts safety plans, um districts were given until January 20th to update their safety plans. So while we have until January 20th to update the district plan, school building safety plans had to include the following by September 1st. um location of AEDs, an identified cardiac emergency response team, and a list of building staff who are CPR and AED certified. For the district plan, we added a new section that uh covers the requirements of the cardiac emergency response plan. This section includes a summary of the requirements for the building level teams, training requirements, AED placements,
003communication, practice drills, and continuous improvement. We also included a template for the building plans to use when they are updating their safety plans. In the appendix section, we added various templates and forms that are specific to the different parts of this updated plan. And other requirements of this update include proper maintenance and signage of the AED equipment that we have. A draft of this updated plan has been made available for public commenting on the district website and comments will be accepted until December 23rd. And that is the update. Are there any questions? >> All right. Thank you very much, Mrs. Duro. >> That's a good one. >> Thank you for your time. Have a wonderful Thanksgiving. >> Thank you. Thank you. >> This concludes the public hearing uh portion of our meeting. Thank you. >>
004We will have begin our regular meeting at 6:00. Good evening. I would like to call this meeting to order. Could somebody please move action 1.02 02 to approve the agenda. >> Move it. >> Second. >> All those in favor? >> I opposed abstaining. Passes 600. >> I'm sorry, Nick. Was that you that second? Yes. Okay. >> I left it blank. So, okay. >> In the event of an emergency this evening and we need to evacuate, we have two doors, two exit points out of the the room. Please go out the doors uh down the stairs and as far away from the building as possible. Would you please join me for the pledge of allegiance? >> I pledge allegiance to the flag of the United States of America and to the republic for which it stands,
005one nation under God, indivisible, with liberty and justice for all. There is nobody signed up for public forum this evening. So can I get somebody to please move action 1.06 to approve November 12th's regular minute meetings >> meeting. >> So Nick Tim all those in favor >> I opposed abstaining passes 600. >> Well happy Thanksgiving to everybody. It was a short week for everybody here in the school district and uh I can't believe that uh we are the end of November already. So I hope that all families and all of our staff have a wonderful Thanksgiving break enjoying your families. Uh we do have the December 3rd Asiggo County School Board meeting coming up that is in Mexico. That's the DASA event. If you have not had a chance to um RSVP, you can let
006Desiree know or you could reach out to city. Desiree would be a good person to let know. Um, she sent out an email the other day. Our DCC meeting is also coming up on December 8th. Um, I think we have three members going, Lori, Tim, and >> Fallon. Okay. All right. Uh, budget workshop December 9th. We will be doing that prior to our regular board meeting. So 5:00 we'll be doing a budget workshop. Uh on the 10th there is the uh Central New York school board's round table, the mental health awareness meeting. It's supposed to be virtual for those who are on the county school board. Still don't have a time yet. So we will get that uh hopefully soon. Uh health and safety meeting on the 16th, policy committee meeting on the 17th. Uh
007and then I can't believe we'll be at a Christmas break already. That's quite a nice little chunk of time we have December 22nd through the 2nd. Uh January 13th, we will be back for a regular board meeting. Um and of course we have our lobby day uh in February. Uh that should be a great time for us to get together, meet with our legislators, and uh you know, push for what we feel that you know, our school district needs. Uh we also have our junior in waiting who is joining us this evening. So Jolene St. Phillips, thank you for joining us and for stepping up and being part of our board. And uh >> absolutely. Thank you for the office. >> Yeah, absolutely. So, that's great to have you join us this evening. >> Uh,
008with that, I don't have anything else to add. So, if you would like to start your superintendent report. >> Yes, we have a couple of items this evening. So, um, our our first item is we have uh a few folks joining us this evening from uh, Blessings in a Backpack. uh they do a tremendous amount of work um to support our school age students and um we are happy to have them in this evening to hear a little bit more about what the work that they're doing but also to thank them for the work that they're doing for our students. So the uh podium is yours. >> Okay, I'm Stevens and this is our blessings team. We have Cindy who's the co- program coordinator. Julie's our media. Caroline on the end, she sends all of
009our thank you notes out, thank you notes out. And we have Sarah Fay, Jean Perry, and they're just kind of our brable browsers. Keep us moving along. >> So, we just wanted to tell you a little bit about the program. Um, so we are pot blessings in a backpack and up on the slide you can see it was uh uh coordinated with Craig and Susan Tro for the last several years and we just took over this fall. Um and I just introduced our team and that was us at our first planning meeting and our missions mission and blessings in a backpack mobilizes communities, individuals and resources to provide food on the weekends to school age children across America. We are a national program. We are just one part of it. fact that food security is
010present in 100% of the US counties affecting one in five children and a myth is childhood hunger doesn't exist in my community our vision every school age child in America has the nourishment needed to learn and grow as a leader in the movement to end childhood hunger blessings in a backpack thrives to ensure children do not go hungry on weekends by empowering individuals communities to take action. So it's for the kids. So blessings in a backpack provides food for weekends for school school age children across America who might otherwise go hungry. And there's a little blurb here that 75% of the children feel cared for by their community. 71% feel they are helping their families. 70% say their attendance at school is better. 69 say percent say it's easier to learn. 67% say the family
011is happier. 60% have fewer behavioral issues at school. It's yum yummy. Our menus are kid-friendly in both taste and ease of preparation helping to ensure the kids eat and enjoy the blessings in their backpacks. Because we do serve the elementary schools, everything is easy for the children themselves for the most part to open up to eat to um >> warm up. Um, and right now how the program works is every Friday we have a packing team come in and we're all volunteers. We come in and we pack up the food. On Tuesdays, Golden Sun bus comes and picks up. We are um working out at the Prince of Peace Church in Fulton and they pick up the all the bags. They go to the four elementary schools in Fulton and they go to the the
012school liaison and the bags are handed out every Friday and dismiss it for the kids to take home with them. Community focus. Thousands of dedicated volunteers nationwide feed their kids in their community by helping mobilize resources that become bags of food which they distribute to kids every weekend. So we are not federally funded or anything. All of our donations are by companies in the area, different organizations, individual donations. We have been working on a few fundraisers and hope to have a few more. And the next slide is just on every Saturday morning we have different organizations and different volunteers come in to pack all the bags. So Fridays we set all the food up for the people to come in and bag up on Saturday and they bag it all up and we put them
013in totes and we've been trying to get it out in the media of all the different volunteers that are coming in to do this. Um, it only takes us about an hour to pack it all up and about an hour to get it ready and um it's kind of fun actually. So, we're trying to get some of the kids involved. Um, >> this Friday we or Saturday we had the Cub Scouts coming in and they're going to pack and they're also bringing in some of the little donations to put in the bags for the kids. So right now our program, the snapshot, we're serving 280 students each week, which now is 281, I believe. I s of the other day. >> Yeah, we added another. >> So far this year, we've distributed 2,240 bags. We've
014had 35 plus volunteers supporting the program whether they're packing the bags, setting up um moving the bags. It takes about $5 per kid per weekend, which is about $150 for a full school year. And it's about $40,000 total to meet our annual goal. And the change begins with each of us. Every child should have access to nutritious meals over the weekend. The way the school board and district can help sustain the program awareness, which is kind of why we're here tonight to make sure that everyone knows that we are here. We do just serve the elementary schools at this time. Um encouraging the community and partnerships which we've been working on, but we have a pretty loyal following that has been established. So, it's been it's been pretty great so far and together we can
015keep this resource strong year after year and we thank you and anybody that wants more information. We have a mailing address, our email address on the national website and we have a Facebook page that's set up and maintained by Julie. Um, and thank you for your time. I have a question. >> Um, it's you were saying it's discreet. I I remember having people in in the past. So, in handing these out, uh, it seems like in the past they put them in the ch children's locker so other children don't see. Is that is that still >> I believe so. I have to be honest with you. We have not met any of the aons personally this year. I think Susan and Craig have. We haven't made it that far yet. We'd love to I was
016hoping someone would be here tonight um so we could meet them and see exactly how the logistics work, but that is my understanding. It's not like that or they're back putting it in there. >> And I think you're doing it when the kids are like are at lunch or a special so >> Yeah. So people aren't in the hallways. >> Right. >> Great. I think that's great. >> And all the all the students or children are selected by the leas in the schools, not by us personally. We don't know their names. We don't know who they are with this pack of the bags and put them on their bellies. I do have a question and this just it didn't cross my mind the last couple years but with the uh influx of food allergies going
017up. I'm looking at the list and maybe that's why I'm thinking of it right now because I'm seeing the list in front of us. um with our liaison they would know if we have students who have sensitivities they reach out to you guys so that you can specifically have something for those students cuz I I could see if there's a student who's got some allergies I can see on here that they wouldn't be able to eat but we still want to be able to help those families as well >> pack the bags special per child that's what you're asking but the products that we supply I mean the the list that I think you have is broad nationally. We are very specific and I'm sure you're talking about like peanut butter and >> peanut butter.
018Anything with gluten um >> all of our stuff dairy if that they're like mac and cheese type things, you know. >> Yeah. Yeah. I think the teacher >> the school Yeah. The nurse school nurse has the list. >> Okay. Yes. The school nurse has the list. >> Okay. Perfect. and have and they have to um make sure >> and they actually took a poll at the end of the last school years what the kids like, what they didn't like because >> um we have guidelines we have to follow to make sure there's enough protein and you know all that kind of stuff. Um >> but again make it easy enough so a six or seven year old can just >> open a bowl of cereal even if they don't have milk just you know eat
019the Cheerios or whatever. Yeah. No, that's that's great. I think this is a wonderful program. I actually had community member um ask me what we could do in our school district for uh helping with our nutrition for our kids and this was the one that came off the top of my head right at the moment to have them look into your organization. Um I I think it's a wonderful thing that you guys are doing for our kids. Thank you. >> We enjoy it and it's um between all of us and all the volunteers, I tell you, the volunteers are great. They come in and they help and it's it's actually kind of fun especially when you get some kids in there and stuff. Um pretty rewarding. >> Yeah, that I have a quick story. Today
020I was sitting at Save a Lot because Save Aot has a sign on their cash register and if you if you give them a dollar it'll go toward blessings in a backpack. So he's sitting at a blessings in a backpack table and a little girl with no front teeth. to about first grade. She said, "My papa has hair your color." Her mother said, "We um are we received this, my daughter gets this at school." And she gave her daughter a dollar. And she said, "When we check out, you can give back." And I thought that was a really sweet one. >> Yes. >> That's wonderful. >> Thank you for sharing that story with us. That's great. Thank you for having us. >> Thank you. >> All right. So, our second item, and of course, Mrs.
021Hooper always has someone, you know, a really great group to follow. Um, so she's going to wow us with our monthly operations and finance report. >> You got to start letting her go first. >> I know. >> I kind of like going second after a really positive presentation. The good news is um I have good news. It'll be a positive uh presentation after that too. So uh we'll be looking at the October financials um through the end of the month of October here. Uh the first slide is always comparing where we are um as of the end of October for the current year compared to the prior year. again in a similar space. Um a little uh higher on the revenue end, a little lower on the expenditure end, which is uh good to see.
022The revenue breakdown um again uh about 38% of our expected revenue for the year. Um uh as I mentioned in the written report, things slowed in the month of October. our tax collection window is closed. Um, we won't get another large state aid payment until December and then the federal amount is fairly small anyway. That's mostly our Medicaid reimbursements, but we've received small amounts in each of the three categories. So, we're looking forward to that next state aid payment in December. On the expenditure side, um again, you know, the end of October marked about a third of the way through the fiscal year. So, none of the percentages are out of line. If you think about being at that point in the budget cycle, um I put an asterisk next to benefits. That was at
02327%. We were at 35% at this point of time, at this point last year, which, you know, that was an area of concern. So, I just thought I'd point out that we're on a better trajectory at this point at this fiscal year. Um, so, you know, none of the percentages of our spending are out of line for a third of the way through the fiscal year. um equipment's at 40% but that's mostly uh purchases in the area of like musical instruments and then state aided hardware which is for the most part technology equipment and the state aid funds are dollars that we want to spend and it's a finite amount so it won't be overspent and then some of the other percentages that are very low are debt service principle and interest um that will
024increase. We um I saw a couple of debt payments come in in November. There are a couple in December. So, we'll see those percentages go up a little bit probably the next time I report out. But I think overall we're in a we're in a good place. The lines look good, Tim. >> Good to hear questions. >> All right. Thank you. So, uh, that wraps it up on our end. Just want to say happy Thanksgiving to everyone and, uh, everyone, especially district-wide, our staff and students. Enjoy a few days of rest and relaxation and time with family and friends. >> All right. Thank you. Uh, action 5.01 to accept the financials. Could somebody move that? >> Move it. >> Second. >> All those in favor? I opposed abstaining passes 6 0 action 5.02 to accept
025disposal of surplus property. >> Move it. >> Second. >> All those in favor? >> I opposed abstaining. Passes 600. Action 6.01 to approve committee on special education. >> Move it. >> Second. All those in favor? I >> I opposed abstaining passes 600 could I have one of my colleagues batch our personnel 7.01 to 7.08 08. >> Second. >> All those in favor? >> I opposed abstaining. Passes 6 0. All right. That will move us into our board forum. Miss Mainville, would you like to start us off tonight? >> Sure. Um, just want to say thank you again for um the leadership team coming in for um their presentation. about the blessings in the backpack. Such a great um such a great service that we do um for our students. Almost 300 of 300 of our
026students every week. Um so it's really it's great seeing the community outreach and the Cub Scouts are um participating and hopefully we can get like our honor societies and I know some of our sports teams go in and help. So, it's just a great community effort for our students and thank you Mrs. Hooper for your part and quick financial. I'm thankful for that. >> Mr. Dorm, >> uh I just want to welcome Miss Phillips. Welcome to the uh happy Thanksgiving to the staff, teachers, aids, custodians, grounds, buildings. I miss anybody. >> Bus drivers. >> Anybody else? >> Administrators. >> Okay. Um, thank you to Blessings in the Backpack. I think it's a fantastic program. Um, is there something in the summer months? It seems like there was something in the summer. Somebody else does it,
027right? >> So, they keep the kids. All right. Good. Who are they? You know, >> Mr. Bradick has a program too over at the war memorial. They serve two meals a day over there. I know for sure. >> And we have an open site as well. >> The district has two or three open sites. >> Okay. Well, thank you to them as well. Uh and I think that's all I got. Thank you. >> You're welcome, >> M. Cooper, for your financials. >> Always a plus when I see you smile one day. >> I know. It's I'm thankful that they're positive, >> Mr. Connors, >> quick question, Rene. Did all the schools at the elementary level do a gratitude awards ceremony or >> um I did I believe so. I usually do my end of the
028month. >> I that was going to be my focus, so I'm going with it anyway. >> I usually >> Yeah, gratitude this month I think really is a strong theme. I think it ties into blessings. Everything they do and provide our students. I think it's everybody, you know, coming to these meetings to make sure we can provide the most we can for our kids with what we're allocated. And I think we go above and beyond to make sure that people are feeling welcome, that their voices are heard, and that what we do is meaningful. And I think that it's important that we sometimes bring it back to that because we can get caught up in so many different things. But I think gratitude at the end of the day is remembering, you know what, if
029we have family, we have food in our stomachs, we have a roof over our head, we don't need much more than that to be happy, to be successful, and always remembering that and keeping that in our hearts. And I think that's the message I want to leave with tonight. >> Thank you, Mr. Connors. Mrs. Hutchinson, >> how do I follow that? >> Thanks, Mr. Connor. Now I know what Miss Cooper feels like. Um, I just want to say I concur with all my colleagues. Um, Miss St. Phillips, it's a pleasure to meet you. Welcome to the board. We're eagerly looking forward to all of your valuable feedback and information. Um, I just want to say I agree with everything my colleagues say and um, especially Miss Super, the financials look excellent. I'm very excited to
030see you know that news and thank you for all your hard work and then um, for blessing it in a backpack. We always look forward to that presentation every year. And I think right now with such our community, you know, social media and things like that really often have a negative, you know, people like to put negative out there in our community, but if you look at all the volunteers they had, all of the participation, I mean, we're blessed to have such a great community. You know, Thanksgiving, let's be thankful for such a strong community to support us, our students, our district. So, thank you um for everybody um that participates in that. And that's it. Have a great Thanksgiving, everyone. >> Thank you, Mrs. O'Brien. >> Yeah, I think everybody has been has like
031said a lot and said it all. Um but I do want to before I say my thank yous, do I want to know do Mrs. Hendrickson, do we have a name for the um dragon? >> No, we do not. >> We don't have a Okay. When? I'm excited to know. Alex Richmond was working on um come up with an idea of how to have the kids vote. >> Okay, cool. >> So, I think he's ended up talking with that with the librarian. >> Cool. I've been asking some kids in the community and they they really have enjoyed the book, enjoyed reading it with families and um I'm excited to follow it and see what the plan is. >> Good. Cool. Um, and I think my colleagues have all said it that that I'm very very
032proud to be part of a community that cares so much um and gives and really is dedicated to, you know, being part of the community giving back. Um we're really really blessed to have individuals um in the school district um at all levels um and and and in the community that really see a need and step up and give back. And I think that's beautiful. And yeah, um and I'm very very uh pleased to meet you, Miss uh St. Phillips. I'm excited to to work with you this year and next year and yeah. >> All right. Thank you. >> Thank you. >> Well, I hope that everybody has a wonderful Thanksgiving break. Not just Thanksgiving Day, but please to all our administrators and our faculty, take the time to be with your family. Um tomorrow,
033I hope that you're taking the time to be with your family. Um uh it's it's so wonderful to be able to have that time. Um I know there's some snow coming our way. Not looking forward to that. that I'm definitely not thankful for. But uh so be safe out there if uh the weather does hit. Um at least it's not on a school day. We don't have to worry about any snow days. >> So there is that. Um but I I appreciate blessings in the backpack and all they do. I I continue to to throw that out to uh community members um when they hear that they want to help um our students, specifically our students um here in Fulton. Um, so I I'm glad that it's still up and going and um one of
034these days I'm going to get out there and help. Um maybe next year when I have more free time, guys, I'll be out there helping Mrs. Perry and Mrs. Fay out there help doing the blessings in a backpack. So um with that, we move into our second public forum if there's anybody interesting to address us. Okay. Um, as always, if anyone is needing to reach out to uh board members, you can reach us at clerkfolton.cny um or right >> cn. Yep. cny.org. It's been a day. >> Sorry, I'm going to say it one more time. If you would like to meet to reach out to the board members, you can reach us at clerkpton.cny.org. And if it's more of a school related um issue or something you need help with, you can reach out to
035Mrs. Trude at dtrudefton.cny ric.org. With that, I think we're going to move into a brief executive session. It is resolved that Mr. Lawrence is asked to enter an executive session to discuss personal matters regarding a particular person or group as well as to discuss a contract negotiation with a particular bargaining unit. So, if I could get someone to move that, please move >> it. Second. All those in favor? >> I opposed abstaining. Passes 6 0. All right. Okay. >> All right. I'd like to ask somebody to move action 9.01 for adjournment. >> Second. >> All those in favor? >> I opposed. Abstaining. Passes 600. Everybody have a wonderful Thanksgiving. Great.
