001e e e go ahead and call the March 10th aan public school board meeting no order we'll begin with the pledge of allegiance aliance to of the United States of America and to the Republic for it stands one nation indivisible and justice for all please SCH here Mr Brad olon pres Mr Brian president Mr Dwayne here Dr Gail bort here Mr Kevin bickard here Mr Mark Murphy here all right next on the agenda is good news items Dr Gin thank you come we have a familiar face with us again this evening uh Kylie Clemens um is with us again she is part of our educator Rising group and Elizabeth Kling is the um adviser for that group they had their state event and they had some really great success and they're here to share that
002with us this evening hi hello um I competed to um in two events this year in interactive bulon board which is what you see in front I went and did um a math Bol and board it's called Rocket Math so just incorporating like a fun theme like space into math for kindergarten and then the other thing I did is I did a lesson plan which I haven't done before but I went into one of the kindergarten classrooms at Mike Miller and then did a lesson plan R it out um and then presented it in front of her students and then recorded it and then at State I reflected on how it went and it was just a lesson about math like tens frames which is very important for kindergarten ERS and a steppingstone for Math
003and then incorporating that we did cookies so like little cookie cereals and we put on the T frames and we did math like that and then at State I competed in both of those I won first in both of them and then qualified for Nationals in both of them too where are Nationals at Nationals is or in Orlando Florida in June at the end of you need a shaer on to go I switch places about melted um this year's new so we got a very cool Banner for any first through third places that our school gets to keep and we're planning on hanging them outside of my classroom like where the brick is and then this year new um we had to do certain things um to a be an outstanding chapter and our chapter
004was able to establish a gold rating which is the highest um and that's all due to all the things that our members do as well so this will hang outside of my classroom as well outstanding very nice kye you were an officer with the group this year can you just talk a little bit about that experience how you how that came about so there are four Cate officers for educar rising in South Dakota I was vice president of membership and so basically throughout the whole year we organized events like the leadership the state conference we went to the capital for umal organizations that day and then we did a bunch of other stuff we also got to go we were invited to go to the Texas state conference this year cuz their state conference is
005like 4,000 people and ours is like 300 so it was really cool to like see the difference in the different states of educat rising so yeah it's just planning out throughout the year and getting more people to join in South Dakota and getting more schools to get involved in education Rising has been wildly successful right the numbers of members has increased in schools exponentially since it's began absolutely our state conference had to be two days this year that's the first time and we did our competitions on Sunday and then breakouts and um the keynote speaker and on Monday so that way we had enough um Kylie and and some several of the other members did a breakout session as well at state conference tell them about that yeah so there was five of us um
006some seniors and juniors from Central from Med Care's rising from our chapter and we all picked a different grade level and and then we broke off into each corners of the room and then with people who came to the breakout we did activities surrounding um that grade level so I chose kindergarten and first grade so we worked on um writing letters and motor skills and so that way students could see like if they were teaching that grade what they would be doing with their students it was full it was a full house for them you know it's critical that you're doing this in a sense if I remember the statistics it was 60% of teachers will come from within a 50 mile radius of our community so I'm glad you're encouraging that is this your
007final year yep I'm a senior this year and so this is my third and final year of V ring but she can come back next year and judge so my daughter judged at the state conference as a a Collegiate member and so she can go back and judge and then um if she chooses to go to Nationals and judge as well there's um ways for her to still be involved as a a Collegiate member what are your future plans um my future plans are to actually go to NSU and then for elementary education so great get your Early Childhood remember us you have an elementary principal sitting right next to you taking notes right now awesome well I'm I'm so proud of this group because Mrs kene had us come well we just went over
008there she had a panel of retired teachers to just ask questions and we I think there were great questions on both sides but I just think of how how far along you are already in a career that you can get confidence already before you even go to college so awesome the good work congratulations write a book on multiple ways to use a pool noodle too by the way yes education all right we do have the agenda in front of us I'd ask for approval of the agenda move by Olson second by all those in favor of approval of the agenda signify by saying I I same sign your person's wishing to address the board board remarks Mr thank you um just a couple of comments from asbsd uh while the 100th legislative session is scheduled
009to end on this coming Thursday so there's three days left and then there'll be one more day called The veto day uh on the 30th or the 31st I believe it's the 30th this year where they'll come back and take a look at bills that the governor has signed and see if they want to veto any particular particular uh thing um I would like to say that our large group superintendant our school administrators South Dakota and the asbsd lobbyists have done a really neat job of lobbying this year and taking through us some real tough times this year and I think that uh is so significant uh they're a great team for lobbying and um I guess um you know we've have faced many challenging situ situations uh this particular year that would you know
010come against the local school boards and school districts as it is and U so I say thank you to this group um uh thanks for sending you various alerts that you have and we're finding over the state Statewide more school board members are contacting their legislators in their respective districts so um that's encouraging and um I just think uh you know we did make a difference just by sending the emails the contacts we've made U sometimes you might not hear back as you know and are probably experien but they know that there's a concern being expressed by the educational particular group um I also would just like to say uh thank you to Dr guffin for the great work that she does day in and day out during the legislative session working with uh the
011legislators and uh Dr guffin thank you so much for doing that for our school district it's greatly appreciated and it's noteworthy thank you um I guess uh the next three days just comment about three bills here Senate Bill 216 that would would cap uh the owner's uh tax on property taxes uh 3% over the previous assessed valuation whatever it was the previous year that would cover five years uh that was defeated uh about 430 I believe somewhere in that time by a 35 to 34 vote and uh I think the thinking is maybe going to put that in with the tax situation steady next year but there's still a bill out there the vehicle Bill where that could come up uh tomorrow morning or something and they're going to try to rerun that with a
0123534 vote so we'll see um H Bill 11:30 which sets the dates for school board election did pass the uh the house today and it's on its way to the governor so and that'll be a June or November election so that'll be the only choice that school districts have for Schoolboard elections or Municipal elections as are included in that also and uh just a comment the bathroom Bill 1259 was on the senate floor today and as of 4:30 there was no decision yet on the bathroom bill which could come later on it pass it just it passed on it way to the governor's desk okay what is the bathroom bu well that says that according to your birth certificate you'll have to use that particular bathroom you're a male registered or a female you'll use
013that bathroom um however there's a clause in there that says school districts can do what they're doing and I just refer to uh the unisex bathroom and uh so that can be an issue well if you're not you can use the unisex bathroom now some school districts may not provide the unisex bathroom and so you're a male a female using that bathroom no questions asked um so anyway it passed I guess and uh I guess um you know then there's um um House Bill 11:30 the conference committee um okay that was at the uh Governor's Des house bill or Senate Bill 71 is at the governor's desk that's where uh student Can U with parent permission uh be freed from school at the age of 17 that's one year back or there's something I think
014to the effect that at age 16 you could under parent supervision and uh if you want to take the GED examination so um I guess you know that's about where we're at uh I think we've had a good year I would say this uh I do think and predict that next year we're going to see some bills come back where there's some great irritation that they did not pass in the educational Circle and I would predict uh so and also I would like to comment I meant to our two lobing Cracker Barrel sessions were we had the teachers come uh we had about 250 uh people there at the the two cracker barrs we had one was cancelled and the teachers made up a large group of well over 125 to maybe 12 150 and
015they made an impact and that's something to remember I did have a uh another uh asbsd board director meeting call me and say I heard Aberdine really had a lot of teachers there hey that's a great idea I says why don't you try it so that was a tremendous asset and I'm just hoping and praying that they'll be back next year in January for the first Cracker Barrel and they know they will I think and uh those legislators were really looking and listening and responding with some kind of verbage message so I guess that concludes my remarks except for in a couple of weeks I will prepare a um a summary sheet of how our legislators voted yes and I I think uh you'll be very interested in watching the patterns of the vote uh
016so don't be surprised but take it all in so never surpr that's my story thank you very much all right thank you Mr Alman thank you for all you do as well keeping us up to date and um the the wonderful job that you do asbsd uh just feeding off of what you said there uh want to thank the general public that came up too for supporting public education at those tracks as well that was uh uh we had a number of staff there but also a number of general public folks that were very interested in what was going on in public education and we certainly appreciate that as well for comments Mr Olsson not a comment a question I with everything going on at the federal level there the discussion of eliminating the Department
017of Education I think I need some education so at some time down the road maybe Dr guffin could provide us which just her thoughts or what that means for us um they put it back on the state that change our responsibility I mean I just would like to kind of hear what your thoughts are and I I don't know that there's been a specific date establish to eliminate the department but just so we're better educated I'd like something if if we could do that that's not asking too much you know what I know right now how about that know was that smart yeah I would say we haven't discussed that topic yet at asbsd but I know it's going to be on our agenda and I'm not saying next next meeting I I'm just saying
018I'd like sometime down the road till at least even if it doesn't happen this year I think we should at least talk about it what it would mean if that happens he's president for four more years so to actually eliminate the department of Ed has to go through Congress they have to Congress has to vote to but you can take the guts out of it so to speak by firings and whatever you can you know dismantle should be prepared for whatever any further remarks from the board this evening all right see none we'll move on to agenda item 8 approval of the minutes from February 10th and February 24th as for a motion for approval Mo by Murphy second by Dr boram all those in favor of approval of the minut from February 10th and
01924th signifi by saying I I oppose same sign all right thank you very much and the next item is the consent agenda there's a number of items on the consent agenda does anyone want anything pulled for further discussion see none I'll ask for a motion for approval motion by Al second second by Olen further discussion regarding the consent agenda see none uh all those in favor of the consent by saying I I thank you reports to the superintendent Dr guffin thank you this evening we have principal Osborne here from CC Lee and he's going to share all the great things that are happening at C Lee this year hi thanks thanks for having me come in tonight and get to share all the things that we do up at CC um start the year we
020were given as principles a safety audit it was one of the first things that we did this was one of the biggest learning things that I had done for the year I got a couple other learning things that we had uh learned last spring but going through the safety audit that we were given I found a couple of switches and different things that I might not have been aware of so um we did our safety audit in the building like I said we it's something that I look forward to now every year just kind of reviewing and refreshing uh what we do there in the building to keep the kids safe um we do our tornado drills early on right away when the kids do come back just so that they're aware with the way
021the weather goes especially uh early fall and then again we'll start those back up Spring drills starting soon as you see on my bottom here our fire drills and our safe place drills I will be honest I hate running our safe place drills and I think every principal will say the exact same thing when we do have the police come in and if you've been in CC in the way that that's been constructed um that within a minute I would say our kids are where they need to be and the police don't know where they are even so it is very it is a very neat and the way we have trained the kids to get where they need to go as quickly as they do and quietly so that's always it still blows my
022mind how quickly and how how they can react to the way we have trained them so um safety in the building is is great things that we we'll discuss later maybe um School Improvement plan uh you may have heard some of the other principles talk about Scar's reading rope the the teachers have been going through a training this year um these are all of the areas of the science of reading the teachers are studying um it has been a learning experience for them as much as myself to learn how this all goes together each reading to our young students from kinder kindergarten up through our fifth grade so this is what we have been focused on a lot this year and we'll make more plans into next year to improve our reading so that has
023been one of our main improvements this year another thing that I've done in the building is done just a 10-minute reading intervention especially using my my EAS in the building um this little picture that I have shows that as kids are reading so if we just give the kids 10 minutes they're going to get this 8,000 words on the bottom if we get them to read 20 minutes they're reading about the second tiered shelf then if they're reading a little bit more they're going to fill this bookshelf up by the time they're in sixth grade so that is where the idea came of pulling kids for about 10 minutes minutes every day if they're struggling with letter recognition we'll work on it and they get it back to the classroom so they miss very little
024class time but they're getting something that will impact the foundation that we're trying to build so we have been doing that for the year and we are seeing great improvements with the kids um from right away we're when we do our assessment to the end where we're continual continually working on similar things with them but they might jump to another group and it's just or another skill that they're working on just to keep building um and we want to do this again next year but it might it's going to change just a little bit but a similar type plan for next year another thing that we've been working on is our attendance uh we do hand out little brag tags they're called for the kids every month um if they miss one day or less
025we're hoping that the kids aren't forcing their way to school even if they're sick but as you can kind of tell with our attendance here you know it starts off and then you can kind of tell when we hit January and that cold and flu season really hits hits the buildings hard but you can see now February it went kind of bounced right back up to where we're hoping to still see that steady climb back up into those 290 students so we have about 350 kids so we're getting pretty good attendance at this time with the number of kids only missing a day so we're really hoping that stays that way too um Community involvement we loved having visitors we had Educators Rising here already today but we have some of those kids coming Weekly
026right now Wednesdays um spending about an hour in some of the classrooms in the building helping um getting a little experience working with kids um Dakota prayer Museum we love having Dakota prayer Museum come into the building they work very closely with especially with our second and third grade our Junior Achievement groups fit come in third fourth and fifth grade supporting many different uh projects that they do we use dare and our PTA we run what we call meet and Munch this year what we did is we set tables up outside and we could have a little picnic during the fall we got all of our grade levels in probably right on time because I think about the third week of October it was starting to get a little chilly um but we got it
027all in this year weather was really good I think we only had one day where we had to be inside and I think it was just because of wind actually on that day so um and then if you'll notice here my last little project that we're doing is along with PTA is our public school pride so we are going to start uh painting people's sidewalks or their their driveway with our a we have a stencil it would probably take us about 2 and a half 3 hours for it to completely be dry on your driveway um PTA and we're going to work on on this we'll set it up for the weekend where we work um one stencil will come at about let's just say 9:00 we'll have a stencil there it'll take about an
028hour for that to dry that that group is then going to go to another place so about every hour there will be a new color of paint added and by that third hour or so we should have A's plastered hopefully all over abue that is our hope and goal do you ask you get there's a catch oh yes it will we're going to charge $25 put it on uh the the picture that's painted here this is my driveway I put this on to test um so this is lived through the winter so this I just took the picture yesterday too so um the colors are still bright and vibrant as can be um I was hoping maybe for a little bit more snow not enough to cancel school but a little more snow just to
029see how this would react um well dump on your driveway um but I did run over it a couple of times I think I did get the snowblower out but just to to check it out but that should you hopefully you'll start seeing and noticing some of these yes this is a PTA fundraiser for the first DC Le that uh we thought would be great if we can keep it going homecoming and we're hoping graduation this year that we can get some seniors to or parents to have us paint their driveway for the board members sure can do that so um then finally I always do something a little fun or try to uh this year's read Across America a couple of years ago I decided if the kids could reach their goal I would
030sleep on the roof and the kids did that that year um this year we tallied about 37,000 minutes from kindergarten through fifth grade tallying up their minutes for the week um the winning classes will give a little extra motivation they will get to dunk Mr Osborne so this year towards the end of the school year we'll set up a dunk tank it might be more like this little picture I have here I hope than the actual but we'll see U so we had the fifth grade class of Mrs Isaac won their minutes Challenge and then Mrs Miller's second grade classroom won theirs so there was a carnival theme a lot of Carnival things to do so they had blue tickets that they could pass in turn in every morning and then there was a duck
031pond there so kids could get to pick there was a classroom that want a treat every day they would pick out the duck would actually win the classroom so um that's what's going on at CC Lee if you want to stop up the day that they they dunk me if you want to take a throw go ahead comments from the board um I noticed you use Malcolm Gladwell in your reading and people that don't know M Malcolm Gladwell is a sociologist and he does extensive research and his first book you mention is the Tipping Point and his new one out is the Revenge of the Tipping Point 25 years later yet I have my list I I read it but it was interesting you know he wants to know when something becomes socially acceptable you
032know what's in like social movements when does it suddenly tip over and become everybody does it well you're looking at reading how many kids can I get get read reading before it tips over and everyone just accepts it and goes with it and he said it's somewhere I it's less than I thought somewhere around 20 to 25% I was thinking you had to get to 50% over to get it but they said that's what the goal is and like I said hopefully you'll get where you want to get with your reading I'm hoping I know we always have some factors that that you know that factor into reading and and kids in progress but I I think I think we can get there and I hope that's what you want out of us is always
033that hope that we can get there yep Mr R um Chris how about your Public School uh Pride are you going to have a plan to do that ongoing yes I mean we we figure we can keep this going we'll even have like a if we get that put on someone's we'd have like a hey we'll we'll come back and repaint it sometime for $10 or something just to to keep it going nice and bright so y we'd like to keep it up as a as a fundraiser for our PTA um I'm not a big candy bar seller type of a person U but if I can add our a driveways all over town give me that and I will do that when will that begin we're going to start it up as soon as
034the PTA kind gets this flyer out and uh I'm hoping the next couple of weeks cuz I think hopefully the weather can cooperate with us I know not this weekend but no I think just public school pride constantly presenting that in different ways uh it's a good reminder just a sign I think and U I think that's a great thing I just hope you get some good success out of that I'll let you know next time okay great any other comments thank you keep up the great work thank Mr so much okay uh the final item on our agenda this evening would be the approval of the second reading of policy KF and kf- uh this is our community use of buildings grounds and properties uh Mr Schnell gave a extensive overview on this last
035time so we're looking for second reading of KF and kf- R I move second reading of KF and kf- have a motion on the for by Mr Olsen do we have a second second by Mr burkard any further discussion regarding KF or kf- R seeing none all those in favor of the second reading please uh signify by saying I I I oppose same sign motion passed all we have left is adjournment so I'd ask for a motion for adjournment I'll move motion by Al second by Dr bam all those in favor signify by saying I I we are adjourned than
