001Result of the following consent agenda items to be approved: 8A, CSE and CPSE recommendations, 9A through J financial reports. I have a motion. So moved. Second. All in favor? I. Any questions? Thank you. Correspondence? Presentations. Brittany Europe. Two nights ago when this was told to me, I was like, "Yeah." So you go to the next one. So the update on the tax levy, so when it was first presented, the first draft back in the fall, we were looking at 3.68. We were still waiting for our closing for our capital project financing. We had pretty favorable closing. Um so with that and the capital exclusion, the levy will be 3.62%. Um and that is a total of $9,348,309, which is an increase from last year of $226,000, and that is within the allowable tax by formula.

002Uh this is the first draft of the expenditures for '26-'27. So just looking at um from Yeah, perfect. From last year to this year. Um so remembering that just for the categories, general support is district office administration, so the superintendent, the business office, uh the board of education, it supports our legal, it supports buildings and grounds, and the operation of plant. Instructional is our instructional program, it's our teachers, our administrators, special education, technology, athletics. Transportation is transportation, it's our all of our bus garage employees, as well as our um maintenance, insurance, things like that to support the garage program. Employee benefits is our obviously our health insurance, it's our retirement systems for both uh teachers and employees, social security, workers' comp, unemployment. Debt service is our out of our borrowing and borrowing for bus purchases

003and our capital project work. So, currently on that first draft, we're seeing an increase of about $1.1 million from last year. The increases and the additions that this budget supports includes an SRO, includes full-time speech teacher, a full-time elementary school teacher, a full-time aide, and a head bus driver. So, those are new additions to this or to next year's budget. Looking at the draft revenue so far at this point in the year, not a lot of changes from year to year. Where the state aid is the We haven't had any aid run since January, so hopefully within the next few weeks in April, we will get that last aid run and we'll get an on-time budget from the governor. We have a current plan to use um funds from our unemployment reserve, our TRS reserve,

004our ERS reserve, and our EBLA reserve, and then the rest will be fund balance. Our miscellaneous debt category is pretty broad, but it includes our room rentals from BOCES, and it includes the scrap that we sell, any donations, interest earnings. Um the interest earnings I'm keeping fairly level even though um interest rates are down, we have more money to invest because of the projects. I think it'll become pretty close to a wash. Um and as usual, our state aid and our levy are pretty much 94-95% of our budget, so that is a significant portion of our revenues that are largely out of our control. The next one is the vehicle proposition. So, the only change to this one that was presented in the fall is we are adding a buildings and grounds and district uh

005dump truck with plow to the vehicle proposition with the two the two school buses that we are on our replacement cycle. And they are two diesel buses. There will also be a reserve proposition on this year's budget ballot. So, it will be to establish a brand new capital reserve. It will be to fund it up to $2 million. It will be valid for 10 years, and it will also authorize the remaining funds from the '21 reserve. All that is is about 5,000, 5,500. It's just the interest that we can't pull out until the voters tell us we can pull it out. That's the other money here. So, that will will be three propositions on this year's budget ballot. So, just what we have left to do. We're still going to hopefully get that last aid

006run, finalize the expenditures, really look at our revenues, finalize the amount of fund balance that we plan on using, and the budget will be presented for adoption in April. So, the budget hearing will be here in the library on the 5th. It's a couple weeks ahead of the vote. The vote is the 19th in the community center, and there will be two open seats on the board of education. And anybody interested in that can get your applications Any questions from you? Yep. Well, why are we going with a 34-passenger bus and another wheelchair bus? Why are we not getting a big bus? That is the recommendation from the previous transportation supervisor looking at the fleet. >> So, I guess she said. Sorry. No. Can change. It was the recommendation, and we tried to and my

007understanding is it's the What? English, please. It's been built. So, what's built, Shayne? The bus is built. Recommendation. Yes. So, we weren't allowed to change it because we do have one too many wheelchair buses, to be perfectly honest, and we tried to intervene, and it was too late in the process. So, can we buy the wheelchair bus with chairs in it? So, we can use it as a regular bus. Right? There's supposed to be all the seats all in them, right? I don't know how many seats it has. I just know >> It hasn't been approved, Dara. It's going to Yeah, I guess I'm not fully aware. I don't. It's the process. I didn't know that even um we tried very early on as soon as I got notice that we had this concern. We

008called and we allegedly can't change what we Who says we can't change? Like I don't understand, Britney. The one the order for the buses signed a year ahead of time. And that's the contract for that bus says it's you're agreeing to buy this bus as long as your proposition passes in May. So, we're going to buy buses that we don't need? We're going to We don't need the huge buses, but we wouldn't prefer not to have as many wheelchair buses. We need the bus and we don't need because we have to replace these buses. But I thought when we bought the original wheelchair buses we were told we could always use them with regular seats in them if we didn't want the wheelchairs on. Can we not do that? I don't know how this things

009go. I couldn't answer that question for you. >> Can you follow up Jake spinal? So, like we can ask that question. I don't So, instead of buying a bus we don't need, do we then not want the proposition to pass? I mean Well, we need the bus, I'm going to tell you right now and quite frankly you need to replace your buses and you do use them and they do have seats in them. I don't know how many seats they have. I have to ask, but they have the wheelchair access. And we we don't need to be buying more wheelchair buses. I wasn't here. I don't know what to tell you. There was a replacement plan. This is what was decided. Like she said, it was signed off a year ago. As soon as we

010found out about it, we tried to go back. We we can't make the change. What I will try to find out for you is how many seats are in those buses or something to be okay. Well, we can heavily campaign to get this get rid of it and put a new proposition later and vote just for the two that we want them. Is that what you want us to do? We need help here people. I don't know that's the right move but I will look at it all tomorrow, okay? I I know that we caught it and we tried. That's all I can say to you and we'll try. I don't think my boss will do that. >> I'll see what I can do, okay? Sorry. I don't I wish I had an answer. I

011don't have it for you. Will you let us know before we I guess it's kind of funny that they you put in the order and you build it and then you go back. Like that's so I guess I didn't understand. And it's based on if your if your proposition passes. It's seems But it's don't I don't don't worry about it. I don't make those rules. Okay. Thank you. Thanks. I I understand it. Next is privilege of the floor. First slot. Kim Sokol. Hi. Happiness, leadership, hard work, dedication and passion. These are things we all want for our children as they grow up and get ready to lead responsible independent lives. During the last 2 years playing on the Holland girls basketball team, my daughter Michaela has had these character traits crushed and stifled due to

012the coach. We came to you last year with our concerns about the coach but it was decided to keep him. We were told that some things would change to make sure that this season would be different from last year. An assistant coach was added, captains would be rotated and a leadership council was going to meet with Matt weekly with different girls for each meeting. The assistant coach did nothing this year during the games. My parents questioned her role. We were told she is watching and observing until she feels comfortable with the game, team, and coaches' expectations. She did no coaching at all this season. We were told that each game different girls who had shown leadership and drive during practice would be picked as the captains for the upcoming game. Not once was Michaela chosen.

013By definition By definition, a team captain is a leader chosen by peers or coaches who acts as a liaison between players and coaches, fosters team culture, and leads by example, motivating teammates, ensuring accountability, and sometimes handling on-field strategy with dedication. Their role involved strong communication, building cohesion, and supporting the team's vision, serving as a role model for effort and attitude. Not only has Michaela shown these qualities during athletic seasons, but in the classroom and school environment as well. Teachers call her leader, a good communicator, someone who puts forth great effort, and is a role model to others. The leadership council that Matt had set up as a time to touch base with the girls was a one-time occurrence. Michaela was not even invited to that meeting. We were told that fundamentals would be done for

01430 minutes during each practice. It happened a handful of times. Nothing had changed. The coach still had his favorites, the ones he built up, the girls he took aside to talk to during practice, the players he wanted to give his attention to. At the end of the season, there was a basketball banquet in which the statistics of the players were shared and awards were given out. We knew Michaela had played the best season of her high school career. She led the team as a true leader with words and actions. Out of the six categories for which player stats were kept, Michaela had the highest numbers in five of them. Points for the season, average points per game, assists, rebounds, and blocks. You would have thought that that's what those would have earned her the MVP

015of the team. Because what is an MVP? A title awarded to a single athlete on a team who has made the most significant, highest impact contribution to their team's success. It recognizes superior performance, consistent excellence, and game-changing influence over a season. But Michaela did not receive the MVP because the coach doesn't like her or respect her. He wanted to make sure that he knew that he was the coach of who he wanted to be and that he held the power over her one last time. How do you think he looks now that she was chosen by other coaches in the Buffalo area on the ECIC first team as an all-star player and was voted the MVP this past weekend and she's on the best of Buffalo team. My daughter is a senior this year and

016we ending her basketball career at Holland. Unfortunately, due to the combined circumstances of poor coaching, the lack of communication, the loss of respect for players, and an absence of training of the players on a high school team, she's lost her passion for the game. She has decided not to continue playing at the collegiate level. Even though her time playing is over, the future of Holland's basketball program is important to her and to us. Through skills and fundamentals that poor players are lacking, this is the time we need to make changes. Consider hiring a coach who knows the game of basketball, understands the need of a practice plan including fundamentals, recognizes each girl's contribution to the team and their needs and their talents. Only then will the Holland girls basketball program return to the competitive sport

017that used to be. Thank you. Okay. Thank you. Michaela? Hi, I'm Michaela Wiscoff, a senior at Holland High School. I have been playing basketball since the first grade. I started my career at the Boys and Girls Club, then modified, a year of JV, and then the varsity in eighth grade. The past two years I have been playing on an elite national team. During this time, I trained with the intention to play at the college level. In my last two seasons of high school basketball, I played under Eric Reich. Under his coaching, the idea of going to college to play the sport I love was crushed. My junior year, I went into the season with an open mind despite everything I had heard about him as a JV coach. He also communicated to me that he

018would give me a fresh start start fresh start despite what he had heard about me as a player. At the first practice, he brought up to the JV and varsity team a basketball incident that occurred in my sophomore year and had already been resolved. By doing this, girls that looked up to me and girls I'd be playing with saw a part of me that was supposed to be left in the past. That was the first of many problems that would occur over the next two years. The beginning of my senior year, I was asked by Mr. Adams to give the coach another chance after countless times I was asked my junior year as well. For my senior year on the team, it was decided that it would be best not to have to have captains

019and have different players represent our team each game. In addition to that, we were supposed to have a leadership council that would meet weekly with the athletic director and talk about how things were going for the team. This council met one time during the first week of the season and never occurred again. After it was emphasized how important our feedback, feelings, and feedback were to Eric and Matt, we never had a chance to share them. In addition, the captains never alternated the team players. He picked his favorites and they went up for the majority of the game. During my years of basketball, I have worked to become a leader, role model, and a great player so that one day I could earn the captain's title. I was never chosen by Eric. Eric would also pull

020certain girls aside and have long conversations with them about their play and not do this for other girls. This made me feel like I didn't have a voice in anything. I was not given the same opportunity certain girls had. My family asked for a meeting to resolve ongoing issues after another negative post-game meeting. The coaches, AD, and my parents were present. During this meeting, I was told that I need to soften how I communicated on the court because players and coaches perceived me as bossy instead of being a passionate leader. As a center on the court, you can see everything and it is your job to help direct people, which is something Eric never did on the sidelines. The game after this conversation, Eric told me to let my team fail. Why would I let

021my team fail in a game that is just as important as the rest? I don't care if we were up by 20, down by 20, or if it was a one-point game. I I gave my everything in every single game I played. Him telling me this just so that he knew I made a difference on the court. He just never wanted to admit it. I'm not a player who would give up on my team and in Eric's words, let my team fail with the clear lack of leadership I provided. After this, I had a conversation with some of the girls and it was said that they appreciated and counted on my assistance and guidance. It was also reflected through gameplay that players needed help on the court, something that Eric never did. Another important factor

022to basketball is fundamental. During my club level through modified years, being able to shoot, pass, and dribble were skills highly focused on. The last two years of my career, everyone knows we needed to practice fundamentals. Multiple promises were made about how every practice we would have at least 30 minutes of this. Out of two years of this expectation, I think we had a good three or four practices where this actually occurred. Fundamentals are important no matter what level of basketball you are playing. I can say this because every single AAU practice we worked on them no matter what position you are. For me as a center, being able to dribble up the court was no problem. At the basketball banquet, I was given the coaches award, even though I led in five out of the

023six stat categories. He gave me this award because he said, "Michaela let me scream at her." Finally, I would like to speak out about how the future of Highland girls varsity program. I have grown up watching the Highland basketball program with my brothers and sister on winning teams and to see how it has failed hurts me. To know girls are not playing a sport that they enjoyed so much because of a coach not only hurts me but this program as well. If this type of coach continues at Highland, I can tell you wholeheartedly this program will no longer exist. Girls deserve to love playing a sport just like I did for so many years and not have it destroyed by someone who should have motivate, teach, and be there for you. Thank you. Thank you.

024Next is administrator and supervisor of athletics. Good evening, everybody. How are you today? Um couple things I want to share you. First is over the last 3 weeks, our middle school students, about 16 of them, um, have been going over to the elementary school acting as mentors, ambassadors, and assisting teachers at the elementary school on Wednesdays from 2:30 to 3:30. Um, students will decide classroom and then they were directed, um, by the teachers there to assist the students, um, in reading, um, this new students read and uh, working in small groups and helping in centers, um, and more things as well. Well, Kelly and I will go around, um, take some pictures and just see the kids in action. Um, we're piloting this program this year and we're actually going to have the opportunity, um,

025after the first 5 weeks to have another group for about 4 weeks and then another group after that. So, until mid-June we'll be able to have three different cohorts that will be able to cycle through the elementary level. Um, it's been really nice to see, um, our students in middle school, um, be able to go to Greenwich from the elementary school, um, teachers, um, be able to work with our youngest kids. Um, we have all different levels that are being represented, um, so it's been a joy to see. We're hoping to continue that and we can have next year as well. We're already beginning the whole school year. That's happening on Wednesdays um, from 2:30 to 3:30. Um, additionally we're beginning to prepare for New York State testing. That's going to be kids grades coming

026up fast and furious. Uh, we're looking at uh, the end of April and the beginning of May for the ELA assessments, um, the math assessments, and the science assessments. Um, so our staff will be trained as proctors once again during our April faculty meeting and then this past week I met with our testing coordinator to work out some logistics and and plans to move forward to be ready for them in April. Uh, another thing I'd like to share with you, uh, excitedly, um, we had three eighth graders who represented Holland over from the middle school over at the ECMEA's for junior high South Paul 20 festival on March 6th and 7th. Stella Gelbard, Kyra Kira James, and Cora Frazier were all selected to participate in that. That's quite an honor and congratulations to those students.

027Some additional highlights to share. Last week we had St. Patrick's Day spirit week, which was a lot of fun. A lot of participation by our students and staff as well. Out of the five days, two that really stuck out were twin days. There was tons of very creative ideas for twin days. We had one group of boys that had suspenders and ties. It was very interesting. And then a lot of kids who were on sports teams were wearing that same their same outfits. That was nice to see. And then obviously our team day as well. So students were wearing their favorite team's sporting team. So whether it was a local sporting team or a professional sporting team, they wore that to school. And a lot of people were matching as well, which was nice to

028see. And finally, this Friday is the middle school semi-formal dance. Tickets are $7 and the theme is masquerade. Any questions for me? Okay. Thank you. All right. Are you ready? Some updates here. Our post-prom coordinators, Angela Algora and Randy White, have begun to reach out to the community for donations for post-prom. We try to wait till after the PTO does their donations so we don't hit everybody all at once. But as a reminder, they made they had over $3,000 in cash donations last year, $500 in food donations, and $7,000 in prizes for the post-prom last year, which was awesome. One of our alumni, who shall remain nameless, donated $750 worth of prizes to themselves. So, it's a big community event or a big event for the seniors and juniors for both grounds. So, it's something

029we're going to keep going. Our music council is taking a trip to Boston this week. They leave on Thursday and come back on Sunday. They are taking about 50 kids. And the district vocal concert was last week. It was one of the best concerts we had here. Rebecca Roundtree did an amazing job for our elementary through high school students. And then our district band concert is tomorrow night at 6:30. And that will have the 5th grade through 12th The 5th grade through 12th grade they have different sections band. But that is tomorrow as well. And then just a big shout out to the building and grounds team for their help in the setup for wellness day and also helping get our rooms ready for our building grade placement cycle that started today. Traveling in groups.

030Any questions for me? Are they going to put a link up with the Amazon website for the concert? Yeah, they're just getting started. So, they are just getting ready to uh letters ready and stuff like that. And then they'll post that link for the people to donate. Any questions? All right. Perfect. Thanks. Hello. Um we had our superintendents conference day on March um 13th. And I think I spoke about last time how we were going to do the setup with uh professional learning in the morning and then wellness activities in the afternoon. So, it went really well. Um we had 13 um staff members volunteer to host their own wellness sessions, which was awesome to see. We sent out a survey um to gather some feedback and then also to ask for additional requests in

031the future. Um overall very positive and some highlights were that teachers enjoyed the flexibility of the schedule, the time to work with their departments, and of course the wellness activities. Um this spring we are continuing our of reading learning um by having Connie Stahler, uh instructional coach from Erie 2 BOCES come in and visit with some uh grade level teams and working on targeted workshops for the science of reading uh for a couple days in um March, April, and May. And then last, um our Questar Connections initiative is wrapping up this month. If you remember way back at the beginning of the year, I talked about this and how it's just a voluntary professional learning activity where teachers can go in and informally observe one of our other peers um for the purpose of stealing

032strategies uh to um learn and learn from the experts next door. Uh and I just wanted to share that we had 22 connections um since October. It was really great to see. Any questions for State budget is supposed to be passed April 1st, that hasn't happened. And as of 5:00 and 7:00 to 8:00 tonight, >> Yeah, so it is unlikely that that will happen this year. Um the biggest thing we will be waiting on from that budget is if there will be any additional increases to foundation aid. That's really the biggest thing, so we do what we can until we have that. Does anyone know the numbers for um UPK? How many we could fit in? Are you talking the How many first graders do you have on the waiting list? Let's say are you

033doing UPK for next year? Is it Is it open? They're signing up? Waiting list? Um they will both fit in. I don't know. I think we have 12 registered or something. 12? We have 12? I think it's 12. Okay. Yeah, I don't know. I haven't talked to Kelly Dawson today. Uh I'll try and get you the number in the office. Okay? Okay. Um I just have a few things. You've got this handout. I talked to you about the BOCES project that we're doing, right? So, we'll be voting on it at the next meeting, so you know. Um the um head bus driver will start on April 1st. Um he's very excited to be here. He went today, he got his training, came in this morning he didn't go back cuz he wasn't allowed to miss

034his run, you know, we gave him this time. Um but he came in to make sure he has everything done and he's ready to go. Um I think I told you he's going to come in um Jay will be here for a couple days with him and then Jay's gone for a week or more. Um but he's going to take the route sheets and he's going to take the school bus and he's going to start driving the district so he can start to familiarize himself and he's going to start building the run for next year because right about now that's what should be happening, right? So, they have a framework and then you can start to adjust and fix it. Um and he knows our system very well. They actually have a more advanced system

035but the same one as ours. So, hopefully um you know, he'll be able to be very familiar by the time the kids come back so they'll all have it during break so they'll have some time um to get that done. Um so far we've only had one new member, Mike Brett, but he picked up a packet so, you know, we welcome anybody to please um feel free to come uh and get one from the district office or business office. Um like um the wellness fair um was great. Gabby did a ton of work with her crew and I thank them for it. We are going to look at changing things up a bit for next year. Hopefully we can partner with PTO this year and do it in the middle school and draw more and

036more business, more of the community, and change the hours. Um we um the superintendent, Katherine Stay, and then her project very job, the administrators, um they did a lot of great activities for um the teachers and I think it was a great learning experience as well and I commend them for taking on the F connections piece because I think it's been very meaningful. They don't necessarily steal but they go and they they learn different techniques. It doesn't matter if you're teaching the same thing or not, right? Everybody has different places, management styles, different strategies of delivery, and that's the idea behind it to help, you know, with some of our professional development. And I think I've told you before, our hope is that we'll take it outside of these walls and you can start to

037look at other schools and maybe visit other places and, you know, get some ideas on what everybody else is doing as well. Shelly from the Advertiser is coming in Wednesday morning to meet with Britney and I so we can talk to her about the capital reserve and hopefully explain it in a very short, concise way so people understand that we're just asking them to vote on opening one, not fund it because we don't have the money to fund it at this current time. Anyway, it just saves about $5,000 in interest that will eventually be put over there. And then hopefully slowly down the line we can fund it because that is what helps us from not taxing our taxpayers more when the time comes for a project. And ideally we should be doing a project

038every 5 years so that we can keep up on the maintenance of our buildings. So we're going to talk to her about that. We'll talk to her about the budget if it's already handed to us. I gave her a couple little tidbits today and I told her, you know, I think I can share the details with her on Wednesday. Sarah the accountant didn't hear her list. We mentioned that she had to come in. So I I think it's good that, you know, we can give them the information to write. For the most part I think that's it. We'll obviously we'll talk more budget next week. I gave you some details in the update. I will look at the buses and put some information in the update as soon as I I understand better. And I

039will also look at the UPK and see where we're at and what we think is happening. As far as UPK our budget will tell you it's like money in money out right now. Even with the extra money, you know, a higher end is at least $100,000 back then. So, the chances of that happening in a meeting other room is probably not on the table. But, maybe we can provide a little bit of professional development, which would be nice. I mean, I don't know about materials if we can. So, we'll see. We'll keep you posted. And I think it's likely we're going to get the 2%. Um but again, what is it? $9,000 a year? So, I think that's all I have for you. Thank you. Um one question, can you write up what you would

040like the advertiser to put in the paper so that it's written that we can understand it? We'll do our best. You know what I'm saying? Like if you explain to her and she doesn't explain it well, then we lost the whole point of what we're trying to do. You know that like how we Yeah, we'll follow up. >> what our last reserve was, how we used it, what we spent it on, how it came in and came out so they understand that you know, they didn't we didn't just take the money and hire somebody. Let's write it down. Let's let us read it over so that we can understand it so that they can read it. How would you like that to be done? Okay, I'm going to go take my spheres. You guys please.
