[Music] questions or comments all those in favor opposed abstentions so i could please have a motion to move to approve uh minutes of our regular meeting 7 7 6. questions or comments all those in favor aye aye opposed abstentions i have no updates to tonight's agenda to share with the group and i have no correspondence to share the group uh superintendent turp yes i've got uh just three comments for you tonight folks uh the first is uh i know that uh we're seeing a lot in the uh on social media in the news any sort of media that you're tapped into these days about around school reopening plans and as we've been communicating we're continuing to monitor national state and local guidance as it relates to masking and social distancing and contact tracing and the

like and we have a meeting tomorrow with the county health department all of the superintendents in courtland county to talk about the latest cdc guidance which at least at this point in time seems to be the leading entity that's sharing recommendations the new york state education commissioner betsy rosa though did say today that she was going to be issuing something from from uh the nicest office later this week whether that'll look a lot different from the cdc we don't know that yet um up to this point she's been referencing that so um we'll obviously want to get out in front of that as much as we can but just like we've tried to do with all things covid related for the last 18 months i don't want to get out in front of it so

quickly that i don't have accurate information so um i did put out a communication a week and a half ago or so that let people know that it's on our mind and that we're talking about it but um you know we we will be planning my my goal is to have it out by the end of next week if possible so that people have it and can digest it ask questions about it but right now we just don't have the information that i feel comfortable with sharing it one thing i will share and i know that we've talked about this for a while now and that is that we're we're anxious to welcome all of our kids back in the fall we're excited about that um we've proven through the last few months that we

can do that safely and effectively um but what it will look like again we'll we'll provide more information about that as soon as we can so i'll stop there for a second and ask if you had any specific questions for me that you'd want me to address at this point in time okay um the second thing i'd like to to highlight for you is whenever we have an opportunity to bring something into the district that i consider to be really exciting i'd like to spend just a couple of minutes and let folks talk to you about it um and tonight i'm going to ask chris moore our director of special ed to talk to us about some new positions that you saw in your board document earlier uh for tonight's board meeting something that we

think we're being fairly creative but the bottom line is really be able to increase uh support and services for kids so chris welcome and uh thanks for sharing your thoughts tonight no worries uh so some of the different stimulus grants from that started to come about we started talking about ways that we thought we could get creative and also support our students from kind of the floor up of the ground up in our elementary building all the way through 12th grade and one of the things that we have been looking at for the last couple of years was as our pre-k has continued to expand how we could uh better support it as it relates to service provision and intervention uh which typically for those of you who haven't had any experience with it services

are identified and worked through documented by the school districts but then at the preschool level you work with the counties who have funding sources there and contract with outside providers to provide those services which sometimes works out great sometimes it can be a real challenge as there's uh shortages of providers in the area in general so when we looked at this we were able to identify that we could utilize some of these funds to support early learning and what we looked at there was some ways to best support this and so what we are looking at right now is we are in the process of adding a speech language pathologist an occupational therapist a school psychologist and a special education teacher the primary focus of these folks will be those pre-k classrooms and supporting the

students that we have who require the service we're also going to have the opportunity to look at those who maybe haven't uh formally qualify for some of these services but could use some additional intervention and support similar to some of the improvement services we offer at the school age level so we were able to identify some funds through this people to use to initiate the creation of these positions the initial funding of these positions um and what we also looked at though is we didn't want to create a system that was going to be something that wasn't sustainable for us the money is great but you know we don't want to just have support and a structure that only exists for this year next year or the year after right so one of the reasons

why we did this is we can connect this to some ways to help make it sustainable so similar to what i was talking about with how the county contracts with agencies to provide those services for folks what we will do is we will contract with each of our four counties to become an established or approved provider on their lists and the intention there is not to begin servicing other neighboring school districts but initially to service those students who we have so that we can make sure one that they get that support and two that we can really start to do it in a more deliberate way and more collaborative way with how we put those services together so by becoming a contractor provider for those services that we're able to identify in the individual plans

we'll then be able to build those counties which will provide some revenue back and help with the sustainability of paying for those positions in the future as opposed to just a couple year project so it's really exciting some of the things that i know that i'm most excited about are the providers that we get are great folks that come in but it's a challenge because we don't really have control over who those providers are so who are those folks that are working with our kids the scenario we will have some control we also don't have control over the when and the where necessarily of how those services occur and because there are billable services typically what you would get are my child qualifies for 30 minutes of speech that provider is going to come in

for that 30 minutes whenever they were available and then when that's over they're going to go away and uh you know as you all know some of the key components to intervention and working together is that and that makes that carryover very challenging when we can't have more collaborative conversation at work so by doing this we'll be able to more deliberately schedule where and when those services are happening for our kids and we'll also be able to do classroom consultation uh team problem solving and have those folks consistently around talking about again not only how do we help that but how do we best service you know our youngest learners and you guys know the best bang for our buck is we try to catch some of this stuff uh some of those things that

are more challenging for our students early we get a ton of bang for our buck out of those uh those services so it's really exciting uh i i think we're looking at the creation of what i would call one of the most comprehensive not the most comprehensive uh pre-k program around this area and it's pretty exciting [Music] questions for chris that's chris do you have a question so i i want to make sure i underst it won't necessarily have to be a child that um through lottery is enrolled in one of our pre-k classes it's a pre-k aged uh student that may be able to access services so we have options now right so the initial one is we want to make sure all of our students who are in-house are absolutely getting serviced what's

very cool about this is now we can talk about now what's the best way for us to utilize those folks above and beyond what we're required to provide on those documents so we can look at the in-house documents we can look at folks who are around who because we serve students who are both three and four years old so we can look at the ways that those things can happen as well we're also talking about you know it's really important part where um a big part of preschool services is working with parents so we can use these folks that um i don't want to use the word liaison of sorts but to help us work with families really from that early age on the importance of some of these interventions and supports that might be

accessible to them around schools so yes we can look in-house and we can look at other students that we have as well i just will share i'm i share your enthusiasm and excitement i think that's a great intervention what a great resource to have right here in our home district yeah and people are excited about it as we've been going through and i can tell you that we've we've had stronger pools than most districts are for school-age positions because people are excited about the opportunity to not only do this they understand how important it is but it's just not something that exists in many places around here so people are excited about creating something like this to support the kids around our community and i'll just echo thanks to chris and mike too for sitting

and putting this concept together but doug pasquerella and jeff uh took part in the interviews as well and really excited about the pool of candidates um and obviously excited about the prospect of putting this plan in place so there's also uh some new um potential for pre-pre-k um funding streams is there a chance that some of that funding stream will also take care of the um specialized services so as clearly we do evolve in the program um we added funding for two additional classes so through now through the upk funding of the state we're funded three out of the four classes our fourth class is being funded through the sr2 monies through the state as well so in looking at and growing the programs over the last five years our startup costs our supplies things

of that nature that you need to have specifically for the classrooms now we can slide those those big ticket costs that we no longer have but then support individual individuals working within the program as chris said being on the forefront of this there are additional grants in the state for pre-k this sets us up nicely to be able to apply for those grants in the future as well so one of the big concerns with the federal funding we've talked is not setting ourselves up to fall off the cliff in four years so that was in chris and i talking where can we start to move the monies in we can also start to look at idea or special education funding as well um because if we become in a situation where the individuals are working

with children past pre-k and to kindergarten through 12 or 3 k through 2 in that building then we can start to use some of the idea funds and start to redistribute i think it's powerful as chris had mentioned to look at when we're setting this up within the building that if we're catching things with early intervention we may see how we're funding our programs with that with that initial push at the bottom level where before we were addressing things that perhaps had progressed through through to you know two sets of grade levels absolutely thanks chris thank you any other questions for chris thank you chris very much appreciate it uh the last thing i had i just wanted to share with you we got a very nice thank you note from um uh one of

our recent retirees and i thought i would just share that with you it's always nice to hear from the folks that spent their career working with our kids and those are my comments i think that's going to bring us to our uh board presentation for this evening yes we have a couple of visitors with us jeff robbins and josh bezio from hunt um architects and engineers and surveyors are here and they've been working with us in our facilities committee as we've begun to plan our um anticipated capital project and so they're here tonight to give the full board an update on our um on our process so far thanks so um we're gonna walk you through some of that scope that was developed out of those committees and then to the um the budget that

would have to go along with that scope and then we can certainly open it up for conversation and if you have any questions along the way feel free to speak up josh is going to walk through some of that scope and i'll talk through some of the finances associated with it thank you guys for having us here um you've been working with the facilities group um basically hunt and the district have been working together pulling information from when we did the building condition survey which allowed us to do a full deep dive on everything throughout the district and these items are what have been put together as a potential project scope at the high school for the site work there's a lot of asphalt improvement plans in place uh sidewalk improvements there's issues with the

bus loops so a bus loop expansion um and also assisting with that the redesign of apparent drop off and parking throughout the building of the high school for architectural scope there's concrete masonry repair concrete based retrosol repair throughout the building and on the outside of the building full renovation of majority of the toilet rooms a lot of them haven't been updated in a long time so it's bringing new life to them fixing ada issues roof replacement there's a lot of roof replacement throughout the district updating ada issues throughout the building reconstructioning damage of your exterior canopies there's a few of them that you'll see peeling paint or some spawning of the concrete uh reconstruction of the the main entrance stairs um currently right now they're doing some temporary repair work but we would come through

it would be a full repair full replacement bus garage enhancements along with a press box replacement over at the intermediate and junior high site improvements again a lot of asphalt improvement redesigning the parent drop-off and parking sidewalks brewing and replacing where needed and work with throughout the athletic fields architectural work at the junior high intermediate again a lot of similar items so you have your concrete masonry terrazzo repairs bathroom fixtures again same issue a lot of them haven't been updating a long time roof replacement update of 88 the items that are unique there is the nurse's suite the junior high library and the junior high gymnasium renovations throughout the building exterior window and wall panel system replacements for reconstruction and corridor locker replacement slash repair as needed for their mvp and technology needs it's replacing

the boiler technology lab upgrades in the wood shop dust collector a new fire alarm system and gfci receptacles throughout the science labs at your elementary school site work asphalt improvement again with the parking lots and drives expansion of the parking lot the replacement of your perimeter fence and extending concrete sidewalks to access doors where needed your architectural items again concrete masonry and trouser flooring repairs uh bathroom renovations roof replacement along with ada upgrades and for your mep technology again boiler steam system replacement along with a new fire alarm system so then we'll see what that all that costs so the there's a few big ticket items in that scope um you know but this is how it breaks down by building so you see the bus garage is just some some minimal work really to

just keep things going there we've been doing some improvements to still keep that building in decent shape the high school you can see that summary is about 3 million of the total now this is what i want to say this is raw construction this isn't total project cost yet this is where we start it's basically today's dollars when we did our evaluation and then to get to a project number that'll be the next slide okay um so and i can walk through that intermediate school is uh is the biggest focus here and that's really because it hasn't had that focus over the last couple projects right and there's some significant work there and needs at that building that are just infrastructure related with the facade and the roofing and and some renovations inside the building

so that takes the biggest chunk of the the dollars and then the elementary school again you can see those items and that number is similar to the high school so that as well numbers 5.5 what that relates to is you can see from a planning perspective you know what we see districts need to do is is make sure the scope that you're talking about and bringing to your voters you can complete so there's certain protections you put in there and these are the contingencies so design contingencies basically we'll cover things when we get into design that you can't see like if we have to test for asbestos and make sure certain things aren't there or if they are and if they show up that we have some budget to be able to deal with that

inflation obviously everybody's kind of heard what's going on with materials we have to plan in for that because any project that's approved it's basically the earliest we're talking about is probably 18 months until we start construction and probably two to two and a half years till you're in the middle of construction so we want to plan two years out for these costs all right and and that gives you the total construction translates to about 20 million and then you have incidental costs incidental costs are going to be architectural engineering construction management testing inspections that you need financial advisors borrowing costs all that kind of stuff is is in that target and that's a placeholder if you don't spend it all it can it obviously doesn't have to be spent or it can be cycled into

another category into a little bit more scope so that translates to 24 million now i can tell you the committee started here wanting to get closer to 22 million and when we got there we had basically um a priority one and two kind of set of information where priority one was about 22 and party 2 was another 2 million that priory two items largely dealt with site work and some of these um drop off and and parking improvements that josh spoke about and trying to focus and make that better than all schools so a big chunk of that is to support that part and the committee felt that we should include it in this presentation and and see if it could work financially for the district now also along with this i'll go to one

more slide this is um two million of the scope is tagged out for the federal funding that the school's been allocated this would not have to be part of your referendum vote but we're basically planning that to go along with the other scope because it makes a lot of sense for efficiency if we're in a building doing some mechanical work that we can get additional funding to complete the mechanical work and you saw like when you that scope item of replacing your steam system that's a huge undertaking at that at the elementary building to take that on it's going to touch the whole building it's piping it's its units it's the um obviously the work in the boiler room so having this support also to come site alongside you is great to offset some of

those costs so i'll pause there for a minute that was a lot of financial information and um we'd like to hear your reaction to what you've heard so far so can i ask the question no i'm not the board member so i'm sorry thank you bob um is much of this on our five-year plan these were priority items on the plan they these were on your your last five-year plan so a lot of this scope is really been identified for years on the district and it's been carried over and you're building there's a survey you were able to buy some time with some of it but some of it like the roofs are a big ticket out of that i think five million of it is roofing and some of those roofs are in really

rough shape like they they absolutely need to be done the steam system replacement i mean just you know to still have systems that are running in steam this day and age is it's really antiquated and you're not getting full efficiency out of your operation costs or comfort level for that matter so and you know another big one that's been on that list a long time is the facade at the intermediate school you know the windows and some of that work so yes long-winded answer but yes all these items are in your five-year plan i can jump in jeff just to go along with the financials so part of the conversation with our facilities committee is looking at where we are now currently with our total debt service in the district uh where we would be

in 2425 um again with shovels in the dirt starting to to look at bonding with the project our debt service as a district will drop off two million dollars so in looking at this um in this stretch and that's why we started to look at this plan to put the project in place is that with two million dollars coming out of the uh off the debt service in really looking at and we figured out so i had our fiscal advisors price out a project for 24 million 23 million 22 million so you're looking at a debt service of at 22 million of about 1.8 million per year um over a 15-year span and then you're looking at going up to [Music] you're 24 million with a debt service of right around 2 million so with

that and talking about debt service there is a local share involved with that but the local share would fall in line with what we are currently experienced are currently paying for a nice piece of this is that we fell into and it would cover roughly the first 10 years of the project with the energy performance the energy performance project was a cost zero or cost neutral the savings from the project was guaranteed to equal the cost of the project however because we did our filing with the state we also will receive state aid on that project so we will receive state aid for 10 years on a project that was cost neutral and i don't work for new york state so please don't kill the messenger it's not how i would do things but again

for the first 10 years of this project it would allow us to maintain the local share at a very low level if you were to go out the highest amount again if you were to go down to 22 million that factor would change as well um you know just to give you a for instance as as we're looking at the the current debt service um our local impact if we are not to do a project at all our local impact in 2032 33 um would be negative 216 616 000 excuse me to the district so that would be again where we're starting to realize a savings by how we've set things up now with projects and financially um and looking at 20 20 32 33 um you have essentially gone from again your debt service

um and this is without the project you're dropping another um essentially 1.6 million off at that point so where we have that falling off point of the epc we actually have another project coming off it'll be up to folks past my time here in the district to figure that out um but essentially again we're setting ourselves up kind of at plateaus to hit to to be fiscally responsible and uh health and safety conscious in the in the in the planning that we're doing in our facilities in the district much of most of this also improves our energy efficiency so not only are you maintaining the liveliness of the buildings and the longevity of the buildings but you're improving with our environmental impact in the conditions within the building correct yeah and that's happening multiple ways

you know we talk about roof replacement but today's energy code has expanded greatly from what it was 20 years ago when the roofs were put on so part of meeting today's energy code is increasing that insulation layer and that's your biggest heat loss factor in these buildings you got a lot of flat roof right so by increasing that insulation it helps with the energy savings of the building too other questions for jeff or josh or further direction you wanted to give the facilities committee okay so my i have one more slide here um which is our schedule and this is the pre-referendum schedule so if this is you know the direction the board decides to go we would we would um further develop the financials but we're i think we have a pretty good handle

on it right now and bring it to you at your um september 14th board meeting and we would be asking the board at that time for basically a thumbs up to continue on with the process that's when you legally have to start your state environmental quality review of the project that's called the seeker process so that requires a minimum of 30 days so if you see that there um that's right oh sorry there we go um that's right here so that would begin on september 14th and would end on your following board meeting on the 26th of october and then from there if you choose to go forward you're for a referendum vote into in december december 14th that gives you the legal requirements to advertise so you need a minimum 45 days this allows

you 50 days to do that so this timeline keeps you on schedule for that december vote okay and you know really september i don't want to say it locks in the scope but we want to make sure that anything that we could potentially be doing in a project is identified in the secret process because you want to make sure you evaluate it all from a environmental perspective and then of course the october board meeting is when you would actually officially vote to go to you know the board would vote by the proposition any questions about that i kind of stumbled through that a little bit but it's pretty normal process for any vote that happens for a school district um and we'll just keep you on that target if that's what you choose to do

other thoughts questions we do have another board meeting this month where we could provide some additional information if somebody needed it i think that that makes a lot of sense because it gives important time to do some due diligence and digest what's been presented and uh follow through with additional questions or commentary that can be being been brought back by that that time that makes a lot of sense hey keith this isn't really a question per se for particularly for you but maybe for the facilities committee just to comment as far and and you probably have already thought of this but 24 million for the average person seems to be a lot for things like asphalt roof there are things that are necessary for our buildings in our welfare and building but at the same

time that's not as easy to understand for the average person now probably the easiest thing on that i think would be the drop off pick off for most parents who've ever done that before um but uh but all that says in other words when when we did the the major project here at the high school it was things that were also visible and usable for the community as well um this a little bit less so their thoughts as far as the necessity of the way to communicate this to our community yeah i mean obviously tonight that what what jeff and josh were sharing was a 30 000 foot view there's a lot more detail there that we certainly will want to highlight as we use our dr and marketing approach to this project because in

each of the buildings there are aspects of the work that will be done that will be very visible and very impactful and the people will want to know about and so that that's obviously part of that process for sure because you're right is needed as new driveways and parking lots are and pick up drop off it's not glamorous so you do want to identify those things like at the junior high school you know a brand new library right that's one of those things that that would jump out to me as somebody that spent a lot of time and their life there so there's plenty of those things we certainly want to highlight those and i think you're have a good point too keith for people who appreciate the catastrophic um events if we don't do

some of that room for repair or what's what's the possibility of losing a boiler yeah um and what that would do in the district if you lost that and wouldn't have children in buildings you know to understand the age and how and the current status of some of that i think the pictures uh room thing is very helpful to see exactly and infiltration so i think sony to your point for the facilities committee if there are questions that we can put together keith to your point as well there are things in the facilities we've had the ability to dive right down in and see that's what this looks like or that's what this looks like so i think the more questions that that folks have we can come back with a presentation and give give

that um you know we'll go from thirty thousand to ten thousand foot to to give that the next point it's gonna be it's important for marketing right we're gonna go out for a referendum right how are we gonna make sure people are informed yes about uh the necessity of what we're looking at and the timing list i mean you know as you describe it if you didn't hear that oh there's a purpose in doing it in this timeline as well yeah so i'm like speaking one thing to that is you know after you make it official for your resolution in october um we have um staff that specializes in this and can help you with your social media and presentation materials videos different whatever the district chooses to do to help communicate that story and

we can be prepared to release that right after you decide to go forward melanie yeah um i just noticed on one of the first couple of screens that the press box was um not included as part of the high school and i was just curious and i recognized that you know 300 000 in the grand scheme of 24 million isn't a lot but i was curious just to maybe know a little more detail about what the press box would need that would require three hundred thousand dollars to replace it it needs a total replacement it is what it needs all right but what does that i mean i'll be completely honest i've never even been there so what what does that look like so so we would take down what's existing and replace it with

a new structure one of the things though where we'd be really excited about is having the opportunity to then utilize that essentially as a classroom space to start to do some broadcasting things that we haven't been able to do up to this point that will actually be cabled into our school into this building where we can do some things with kids that quite honestly and selfishly i've always wanted to have in the background i have but that would allow us to do that but this would be a total replacement that thing is long we had we had engineers on site just last year taking a look at it and it came very close to being condemned at that point so a little background on that is that press box was there before the original turf

field was installed that was before our time even so it's about 20 years ago that original turf was put in and at that time the field was realigned and the press box is no longer at the 50 yard line for one thing so that that press box dates back before that and now the tour's been replaced a second time and the press box just really showing its age to the point that it needs a lot of work and if we're doing all that investment in it it makes sense to get it realigned to the 50-yard line too so a lot of history on that that structure so what i would suggest is that we compile uh questions from you folks that we can then entertain as a facilities committee and bring back with some further

information for you for next time so if you um if you are interested in asking those questions i will send out a communication i'll send you a doc that you can all add to and then we'll present that to the facilities other questions for jeff and josh thank you gentlemen thank you appreciate it thanks next we'll be moving on to uh new business i could please have a motion to approve the warrants and claims auditor's report questions or comments all those in favor aye opposed abstentions motion to approve the measures report removed questions or comments all those in favor hi opposed obsessions now for your information there's an investment summary and a budget status report if i could please have a motion to accept the reports from the committee on preschool special education questions or

comments on those reports all those in favor all right opposed abstentions can i please have a motion to accept the reports from the committee on special education second questions or comments all those in favor opposed abstentions i could please have a motion to approve the disposal of items questions or comments uh is scott here he's not the paper the was 11 by 14 and all that can that be donated down to the elementary school for them to use this scribble paper or coloring paper or anything like that i can check with him on the status of it i know we had a number you got 10 million sheets of it that you're not going to use at all yeah i would assume it's been damaged and that's why we're getting rid of it but i

can buy i can check yeah rather just get rid of it if there's somewhere they can use it yeah he's usually pretty uh he's good pretty reluctant to to get rid of things that we can actually use but but i'll verify that with him thank you thanks chuck additional questions all those in favor opposed abstentions if i could please have a motion to approve the tax cursorary reserve resolutions questions or comments all those in favor opposed abstentions i could have a motion to approve the tax warrant resolution second questions or comments all those in favor opposed extensions into signatures yeah so kelly kelly will pass around the tax warrant resolution requires each of your signatures so when it comes to if you just care uh sign it for us please uh next we're at the

portion of our meeting for community voices and we do have community voices wishing to be heard this evening i just want to make sure that everyone including our new board members are aware of our process and procedures for community voices we allow each speaker to two minutes typically it's not a give and take engagement with the board we'll take notes and if we have follow-up questions um uh we'll be in contact to do that so i don't want anybody to be offended if if it runs long and i have to um ask people to submit the rest of their commentary in writing and if you're addressing the board and the board doesn't um do a direct that's just not our practice that we we engage at that level so i i think i've covered the

the expectations around that and first i have um i think it's michael foster yeah yeah you can find right there michael okay go okay so if we're going fully back to everyone go back to school what would be the plans for quarantine because i know last year their people would be sent home and such but if there's going to be everyone in school and no online learning how would we handle that right so mike michael poser questions so those are things that we definitely will want to make sure nobody's going to answer that and as you heard superintendent turk say we're also looking for guidance from sed as it relates to will they continue to allow remote learning um what will the expectations be around quarantine i don't want you to be offended but i

know he's probably chomping at wanting to be able to work and so michael what we can do too if you have a copy you could leave with us then i can make sure we have the answers and i can call you tomorrow we can talk about it okay i have these questions written but when you first said the kova thing i just yeah no i understand yep but i'd be happy to i'd be happy to talk with you about it okay even if you want if you wanted to email or send an uh i think i have a phone message from them from from you today right yeah i can give you a call tomorrow we can talk through it did were there were there other questions you wanted the board to be thinking about

too no because they're they're more even more specific about copa than that so okay yeah i'll be happy to talk with you about it michael thank you okay um and then theresa foster i too um you know mine's all about the masks also i did bring something about 17 reasons why masks can cause harm and i just wanted to if i could leave them yes absolutely and then you guys can look at it or not and um my concerns are this okay so so and i wrote it down so i wouldn't forget great what makes the school year so different from last year okay so are people still contracting the virus and um is there still going to be contract contact tracing does a student have to stay home for two weeks if he or

she comes in contact with somebody or comes down as positive and so if the above will still be happening how are the students who are quarantined going to learn unless there is distance learning the second thing is is this if this is still happening then how are you going to keep the entire student body six feet apart in the hallway and then look at the lockers and in pe so if we're really concerned about this and this is still a thing we have to like make sure that we're acting like that and if it's really not then we don't need the theater i guess basically but um if they're going to be wearing masks all day will there be air conditioning and air purifiers put in each of the rooms as i can't imagine it

gets pretty hot especially on the west side um day like today yes yeah because there's not too many so it's like either we're in the midst of a dangerous virus or not and so i'm asking um that there'll be answers to some of the questions and that children not be mandated to wear masks all day i just think it's really dangerous but if it's that dangerous we shouldn't be sending everybody back to school then we should be acting like it's still dangerous those are my concerns thank you um the governor's office originally said this is going to be all on school school districts we're not going to provide guidance and the new york state department of health isn't going to provide guidance scd turned around and reciprocated that's irresponsible that is what new york health

department should be providing school districts so that we can do that and then we i think it was just today time actually superintendents were made aware that sed does plan to um distribute something to help us with our september planning i thought if you have some flexibility right think about those things right there needs to be a plan if someone's got a competition you know the original push out of the governance governor's office that this will be all on schools would have given superintendents much more um what um say in how that is because it will put it all on those shoulders um i mean it's not a reward you're not a reward but if someone's doing really well and there's a masked mandate and they don't feel comfortable yep and mask is there's 17

reasons thank you for coming out tonight thank you folks appreciate it and that's what i had signed up um wishing to be heard this evening were there any anyone else that wanted to be heard and didn't have a chance to sign up i'm sorry i didn't sign up i didn't know what the procedure it's a lot since i've been here uh i guess my concern is in the light of situations that we seem to see rising around the country as well would you like to introduce would you introduce yourself hi thank you my name is stephen blay thank you and i've lived in the district for 31 years we have a son who graduated from the school and i have a wife who graduated so our concern is that we hearing quite a bit about

the possible inclusion material in syllabus that might be related to uh critical race theory and some of those positions which may be not so much historical so much as thematic or opinion related and i wondered if the board has or is developing a position as to how they feel about that kind of material and how it applies to maintaining and improving our educational standards that's all thank you thank you i put that there if you just jot down because i want to make sure that as we have questions we're able to follow up with people quickly mr turk said at the beginning with the code virus situation you don't want to get ahead of your skis before you see the horizon exactly yeah thank you thank you thank you i believe we're at now personnel

and if i could please have a motion to approve personnel [Music] questions or comments regarding personnel all those in favor opposed abstentions aye [Music] uh we're now at uh informational updates superintendent turk yes i've got three for you this evening the first are some staff updates we have on new family counseling services provider at the intermediate junior high and we have a faculty advisor from suny cortland that helps support mrs falls as we host our mst students every year we have some fundraising updates we have our elementary uh ptos planning a craft fair for later this school year um given the ability to do so and um our high school music folks are going to be doing their annual food fundraiser lastly i talked at last meeting and had shared with you the 21 22

board committees and said that we would have a discussion tonight and i would entertain any volunteers for the various committees the first is the audit committee aaron bounds one of our board members obviously not here tonight he had emailed me and said he would be interested we need two members the last year's members were luke mourins and mike kilmer if any of you are interested in being involved with that committee if you would let me know now we won't necessarily decide tonight but i'll just take the list and then we can we can work on those final details so i'm smiling because i have a really fun text from luke who said i could volunteer him for any of the committees i wanted you think that man would have learned from t-ball days no doubt

i'm sure luke would love to continue his service there all right anyone else make it sound as though it's not a fun time yeah i happen to enjoy it i text it back more is anybody else interested in serving it's okay i'll be honest i'm not volunteering okay but you're interested no no oh i won't take it personally well no here's my my issue is like i haven't been through the training and whatnot so i don't know you know how imperative is that to volunteer for this well much you want to put the car before the horse i mean obviously the training is important right that's why everybody is is required to do it but this is certainly something that we could bring you up to speed on if it's something and you're gonna and

you're gonna do it so yeah so the rule with the committees are we can't have more than four board members on any committee because then you have a quorum right what i put it traditionally these are the numbers but we could have more if we want to i mean it's and it's a great place to learn to learn but if there are other committees that are like yeah this is more my favorite because you're really selling it you're definitely going to want to you're going to want to be on committees um i will add that most of the season board members are not jumping out of their skin have you noticed that but but anyway if you're interested to ask that question yeah or okay other ones okay all right so so i'll ask one

more time anybody else interested in being considered for the audit committee chuck all right thanks john i'm gonna jump in really quick and say that my first year it was recommended that i do policy committee because i was new and i had no idea what i was doing and to wrap my head around it and it was a really good place to stay that's helpful information i appreciate that excellent okay so let's move to budget and finance uh last year our members were luke marines mike kilmer who was no longer on the board and chuck tamino and so i had aaron had identified that as one of those that he would like to be considered for as well all right chuck i actually kind of want to try that this year okay julie great anyone

else want to be considered we typically we also have standing community members so there might be michael might continue to have some interest in participating at that level yep that also helps train up people that haven't absolutely okay next is policy committee um our last year members were uh keith foggerheim and shelley jacoby who's no longer on the board um anyone interested ideally we'd have at least two anybody else interested i'm gonna go back to policy that's been a few years for me too so i'll go back to it all right sonia i will emily as recommended thank you okay if you will industry again but if you're not funny that's fine too i would i like i said you're in the we're it's all being updated so you're in the midst of it you

should continue yeah i would love to have you you're interested if you're interested i'd love to have you stay all right anybody else that's three okay uh c tag last year we didn't have any members um and we've had one in the past see tag is that group obviously that works with our district technology department anybody interested why wouldn't that be important with all of the distance learning and whatnot or no am i is this that's all i'm a little partial i mean all of them are important but certainly technology play has played a pretty big role in our covet efforts over the last year and a half is that a yes emily i feel like an auctioneer i feel like i would like somebody else to jump on there with me we can always

play okay ac is not here so yeah opportunity oh yeah that's right all right so so we'll that's that's what i learned a long time ago never miss a meeting all right i'll put casey in there and i'll verify he wants to i won't yeah there you go casey and luke yeah right yeah so i put your name down okay let's go to community engagement this is obviously one of our strategic plan committees um we last year's members were aaron and shanice anybody interested in shanice yep anybody else did aaron want to not see that he did not mention it let's volunteer in for that one too okay okay anybody else all right facilities last year's members luke mourinho and chuck chuck anybody else okay um do you think that would be one case he

might he may i think so too i think he would really no i i just i agree like a minute junior are you going to make the calls well um okay instructional leadership council last year's member was shelley jacoby no longer on the board ideally we could have two of you that's that's obviously another important there you go julie anybody else i can do that one okay thank you shanice plc this group helps um form all of our staff development for the district aaron was on it last year we've had two on in the past and i have a standing slot on all of the committees anybody else okay safety committee last year's members sonya and aaron ideally we'd have two and again as you know safety committee obviously comes into play more so when

you have a capital project that's that's obviously going to be something that will become more important as we move forward with that so a lot to do there all right anybody interested sonia okay i'm gonna twist some arms but right now i won't uh social emotional learning that's another one of our strategic plan committees last year julie and shanice this year julie thank you niece is nodding over there yep okay great shanice thanks anybody else all right and lastly student engagement last year's members were sonya and keith this year's members are i would re-up for that again if needed hey thank you keith anybody else sure all right sonia thank you okay i appreciate that and i'll reach out and uh verify that the folks that we've volunteered without them being here are willing to

serve thank you all appreciate that and that's what i have okay [Music] no board committee reports and no and no yeah [Music] so board member activities [Music] i stopped by the girls basketball camp last week that was a lot of a lot of kids um my nieces had a great time they couldn't wait to go every day nice a little event awesome [Music] all righty uh upcoming events you'd like to highlight superintendent yes we will have some additional dates that aren't on here we're still finalizing plans we had talked about at the retreat about uh building welcoming activities to celebrate the beginning of the school year and our folks in the buildings are still working on those so those are not in there but as soon as we have those we'll be communicating obviously to

you but but to the community as well those are the big things those are the ones that are most exciting you can see that we have board member or board of education meetings which i know you all get excited about um and then before really before we know it we'll be back at school so there's a lot a lot of work to do if you walk around the
