001Okay, good evening. I'm going to call the meeting to order. This is the November, sorry, May 21st, it is supposed to be 30 something degrees tonight. The the uh May 21st, 2026 regular business meeting of the Horsed Central School District Board of Education. We will start with the pledge of allegiance. If you'll please join me. Okay. The first order of business for the board is to uh adjourn to executive session for the purpose of discussing individual personnel matters of a legal nature. Is is there a motion? Any comments or questions? Okay, I'll call for a vote. All those in favor of adjourning to executive session say I. I. Any oppose? Nay. Abstensions. Okay. The board will adjourn to executive session. We will return to public session at approximately 6 pm. Thank you. Public session. The

002board was in executive session for the purpose of discussing several personnel matters of a legal nature. No action was taken. Apologize that we took a little bit longer than planned. And before we move forward with item two in the minutes, uh I'm going to have doc Dr. Douglas wants you speak briefly about an unfortunate loss that district suffered recently. >> Thank you, President Christmas. Um, I don't know how widely it's out there, but I know it's been going around that Horseheads lost a very longerving um, physical education teacher. And this physical education teacher, I think, retired in 2017. And this is Mr. Steve Monks, who passed very recently through a medical compensation. Steve was a person who was tireless in our sports programs, in our outside programs. He even woke me up sometimes in the

003middle of the night to help with the neighbor's dog and stuff. Uh, but he just had a loving and caring heart and he loved elementary physical education. Uh, I was fortunate enough that my son had him in our first year here when he was at Gardener Road, but you could regularly see Steve at our basketball games, at our track meets, at our cross country meets. If he knew somebody was doing something in one of our programs, whether it's our theater and so forth, he and his wife and their family always came out the support. So if it is with sad condolences that I extend to his family that we will miss a wonderful horse at Blue Raider and Steve Monks. And I would ask the board at this time for a moment of silence. >>

004Thank you. and board as we find out more information um in regards to any calling hours and so forth, we will have Terry pass that along. It probably won't be this weekend. Uh and also our update is very short, so we will only do as needed over the Memorial Day weekend. Thank you. >> Thank you, Dr. Douglas. So, returning to our agenda, item two is approval of the minutes. We have 2.01 and 2.02. two sets of minutes for approval. Is there a motion? Any comments or questions on the motion? Okay. Seeing none, I'll call for a vote. All those in favor of approval of 2.01 2.02 say I. I. Any oppose? Nay. Any abstensions? Okay. Motion carries. Item three is the time for community questions and comments for the board policy. We have a time

005period where individuals can address the board for up to five minutes uh and um cover the topics as laid out in the policy around public participation at board meetings. Is there anyone in the community that would like to address the board this evening? Okay, seeing none, we'll move on to item four, student representative report. So, Serenity, it's all yours. >> Is this on? Oh, yeah, it is. Okay. Sorry, can't tell. >> Hi, everyone. So, I just want to say there's been a lot of success with spring sports recently and a lot of coming to a closing senior um season. So, I just want to congratulate those athletes. Black football just had their last game. Track is still going strong. I think golf has their state finals today. Something like that. Yeah. So, we're going strong

006still with our sports and a lot of senior nights have concluded and come to an end. Um um the sports bing will be on June 10th. So, we'll be congratulating a bunch of athletes and just giving out awards to um represent their accomplishments. Um the excuse me the banquet for unified sports will be held on June 3rd and before that there will be the unified theater program that will take place and it's really special because it's the first year that we've had a unified theater program and it's largely ran by students. It's shout out to Lucy McKenzie for starting it and her mom for being an adviser. It has over 60 members and this is the first year that it's ever taken place. So that's a huge accomplishment to her and what she's done and

007what she's accomplished. And I've I'm also a part of it and I've been going to the meetings and they're every Wednesday and all the kids are enjoying it and it's I think it's something that she should be proud of. Um the student council recently um hosted a book drive in partnership with family reading partnership of Shimong Valley. They collected over 700 books which is way larger than they did last year. I think it was around 500. So, another huge accomplishment and they gave were able to give back to the community. Um, senior prom was a huge success at the Rison. The theme was midnight gala. It was beautiful. Junior prom was also a success success, excuse me. Um, it was held probably like a couple weeks before that. The juniors had a great time there.

008Um, seniors have received cap and gowns and this the end of the year festivities are going to take place. So, keep a lookout for senior parents and seniors in your email for important dates. Um, yeah. I think that's all I have. >> Thank you. It's a lot happening. Yes. Thanks, Serenity. Appreciate that update. We'll move to the superintendent report item five. So, Dr. Douglas, >> thank you, President Christmas. A couple things to build upon what Serenity had talked about. Uh, first of all, just so that the board I know is very appreciative. I know my administrative team is as well. We'd like to thank our community for coming out on May 19th uh and endorsing the 2627 budget and the bus vehicle purchase. Uh unfortunately, we didn't have additional state aid. Today, the state is

009finally moving on the education bill. So, I don't know the exact amount, but I believe we've got an additional about 150 and the prek increases also built in. So that will help build some of the use of the extra funds that we um use to address the final budget gap. But we do want to thank the communities for coming out. Uh we are really back to normal numbers uh in regards to the budget and those people that have regularly come out. Uh and this budget was approved with a supermajority vote. Uh I'm happy to say even though we had the one defeat at 51% all of our budgets no matter what that have been approved uh over the past 12 years have been approved with supermajority votes and we thank our community for seeing the

010value uh in what you as a board and our entire district tries to do for its students and the community. Uh recently, just so that everybody knows, we did have a part of the national cyber attack for cyber security with canvas. We are still waiting. We've done everything we're supposed to. I know Boseis has done everything they've supposed to at this point, but we're still waiting on final guidance from the state as well as information if our students or any accounts were actually impacted. it really did primarily target host secondary schools where everything's done by social security numbers. Um, and so I think that's where the emphasis has been. But this wasn't just like a horse's thing or a New York thing. This was a national and worldwide college breach for anybody that used the

011program that is housed by Instructure. So we are waiting and we will communicate and our fingers are still crossed that the less they tell us about individuals that means the more they did not impact into the our range. But until we know once we know we will communicate out according to the rules and regulations of New York. Uh just so that everyone knows our end of the seasons like Serenity said are winding down. We have some state championship uh runs that hopefully the teams are going to make after sectional weekend. I know the boys have sectionals for baseball. I know uh we are hosting boys and girls lacrosse sectionals here. And we're hoping that both of our teams will be in that and playing at home as well as many other students. I think Serenity

012mentioned our golf for our boys golf and the girls golf. They've been going at it over the past week. Even though boys golf is in the fall, girls golf is in the spring, they tend to culminate around the same time uh before the real golf season starts for the summer. Our field band as well as our marching band is completing its end of the year uh performances. I think you'll see them in the Memorial Day parade this weekend. And then they have one more where they go to Odessa Montour for a fun uh competition among other marching bands in the region. So if you have an opportunity, it will help support Odessa Montour's community, but also support the students in our marching music program. I hope Waverly would get an invite. Do you? Oh, okay.

013I'll talk to Eric about that. Sorry, I didn't mean to put you on the spot, Mr. Fineberg. Uh, but you know, it is a wonderful event and I think that's really what says everything about our school and our board is we are trying to provide different opportunities for kids to regular come out and participate. Uh, we have a lot of things going on, but none more important than the upcoming graduation. Uh, so please, this is my yearly notice about graduation. We start this year and I think it's the last year. Keep my fingers crossed that we will start with a graduation on the Wednesday, weather permitting, then move to Thursday, weather permitting, Friday, weather permitting, and no matter what, rain or shine, we are going to pick a time on Saturday to finalize graduation. But

014we have been good. We've never had to go past Wednesday or Thursday. And I'm hopeful that next year we will never have to do that again as we are setting the date for graduation on the Fridays at 7 6:30 7 o'clock. So with graduation comes major announcements for the horses high school. I gives me great pleasure to announce the validictorian of class of 2026 is Finn Van Buzzkerk. Our saludiatoran is Lucy McKenzie. Our third in class Laurette is Kayla Rathben. Our fourth in class with superintendence honors is Abby Sumner. And our fifth in class with principal honors is Erica Braftoft. These are our top five students and you'll see them at graduation as well, but they are also Mark Twain scholars because they're in the top 5% of the graduating class. The Mark Twain scholars

015in addition to these five also include McKenzie Bake, Alex Borick, Grace Cronin, Joseph Jwan, Dominic Marino, James McKe, and Jacob Na. And they will be celebrated. I'm not sure the exact night, but it will be down at Meyer College uh for our Mark Twain Scholars program that's sponsored by the school districts in this region. and was led for many years by Miss Sue Perzolo and now we are moving it to the high school principles so that they take an active role and we appreciate them stepping up to the plate and I know our new community person is also helping to get that sort of transition. So thank you Jason. So ladies and gentlemen, it's coming to the end of the year but please everybody be mindful these end of the years we still need to

016be safe. We don't want to be sorry and we move into the summer months and getting ready for a new school year. So, thank you. Thank you, Dr. Douglas. We'll move on to item six on the agenda, finance items for action. We have items 6.02 through 6.24 for vote. Is there a motion? Okay. Comments or questions from the board on any of the items in the motion? Katrina. >> Um, yes. I have questions on the district reserve plan 6.23. Um, I'm wondering about the debt service. It's going up. It looks like 1.3 million is what we're adding to it. It's hard because it's the PowerPoint instead of seating that right next to each other. Um, but the debt service, uh, here the recommendation is to put it up to 4,99,99 and then its current balance

017is 3,668201. So that's like 1.3 million. Um, I remember during the audit we talked about establishing a healthc care reserve and so I'm curious if it would be a better option to instead of putting this one a little over a million dollars 1.3 million into the debt service fund because ultimately that debt service fund all we can do is use that to lower the percentage. So I don't really know if that's the best place to put that money. Unfortunately, we don't have an option of what can go into debt service. If we get it in principal or refunds and stuff, it must go into the debt service fund. It can't be put into another reserve. We must transfer that back. Katie, >> but this is for what's coming. This is us allocating the money for

018the next year, isn't it? Where we want to put our res what our leftovers are into reserves. >> Service is prescribed. In other words, when it goes in there, we can't use it except for the reduction of >> right, but we're adding it right now. >> That's because it's from funds that are required to go into that service. You can't just build reserves off of loans and interest and so forth. >> Yes. >> So, yes, the the debt service reserve is funded for a very specific purpose. >> I don't think that mic is on. Sorry. slide. >> Hello. It's It's white. >> Bill's working. >> Hello. >> There you go. >> Hey. >> Um, yes. So, the debt service reserve is funded um through very specific mechanisms um types of types of funds that can

019go in there. The health insurance reserve um a different process that Dr. Douglas would have to work with the state legislature for um an exception to the law in order to form um and that would have to be through just general surplus funds that we would have to um appropriate to that reserve overtime similar to our ERS or a taxert reserve or something along that nature. So um it's a reserve that has a um a special process that has to be funded. We've talked about it. Um we haven't gone forward with it yet. Um because of the reserves we currently have on hand, but the debt service reserve does have um separate funding mechanisms that can only go into the debt service reserve. They can't go anywhere else. >> Can I I want to just

020ask for clarification because I think it's relevant to Katrina's question. So on page four, >> it states as of March 31st, debt service reserve 4.9 million. >> Yep. >> Okay. And then on page 11, it says debt service fund current amount 3.6. So are we I think Katrina was reading it as though we're adding, but it seems to me like we're saying currently here on May 21st, we're a million and some under where we were on March 31st. Is that the correct way to read that? >> So Anna's confirming for me all of these numbers should be of as of March 31st. So she is confirming which one of those numbers is >> okay. Okay. So they should be they should be equal >> the same. Yes. This is not a projection of where the

021year end is going to be. >> Okay. So that >> 49 is the correct number. It will increase by the time we close the books. But right now we for the debts for the reserve plan we do a snapshot in time. But there is debt service that we just said we would utilize in support of the budget, right? So that would come from >> or next year. Yes. So that will be a reduction next year once we utilize those funds. >> So I didn't mean to take the mic from you, Katrina. I just wanted So obviously feel free to follow up. >> So what's the current amount then? The 4.9 or the 3.6? >> The 49. >> Okay. Okay. So then when So then this report would be incorrect. I will amend it before it

022gets posted to the website. Okay. And Okay. Um and then I also wanted to ask about the change order logs. Oh um I'm sorry I have a couple more questions. The RFP the 6.19 the RFP for legal extensions. Have we searched? This is another extension. And I had mentioned this at the um year previous that we're doing an extension, but have we searched to see if there's another option that could be a better deal? >> So, this will be the fifth year with this firm. Next year, we will do a full canvas search for legal services. >> Okay. Um and then on the stop-loss renewal 6.20. >> Um can you just talk to me a little bit about that? Are we picking it? Because it says renewal option one, two or three. So which option

023are we taking when we approve this? >> Yeah, because it it's showing renewal option one, renewal option two, renewal option three. There's three different ones. So which so we're approving this but there's three options within the approval. So which what are we approving? Yes, there was supposed to be an X under one of them but I do not see we're doing we're remaining with the 400,000. So that renewal that select renewal option section there should be an X under the 400,000. We're going to remain at the current level. Okay. But so that's going to increase the monthly premium to 17.3%. Is that for the people who are um on the plan they're they will see an increase to their plans? >> That's an increase to the district for the cost of this insurance, right? This

024is a district cost. This is the insurance to protect the district for high claimments. anyone who exceeds um claims um in excess of $400,000, the district is reimbursed the amount of the claims over the $400,000. So, this is an insurance to the district. The $547,000 is the premium the district pays for that insurance and that dollar amount is in line with what we budgeted and anticipated. >> Okay. Um, okay. I guess I'm just curious as to because that one is the biggest increase, the 17, even though it's a chunk of money, the 400,000 to the 450. Is that kind of like risking whether or not we get it? Because the one is only increasing. Option three is 3.2%. >> So, the higher the threshold you go, the less reimbursement you get for the high claimments.

025Okay? >> So, that's something you have to keep in mind as well. >> Okay. Um, thank you. And then on the change order log, um, for the owner requests, could you talk about that with the Bridge Road? >> Bridge Road. >> Yes. All of the owner requests. It looks like we're doing a lot of extra work with the parking lot. Yeah, >> sorry forot. Um that is to address adding um sort of more parking about 20 extra I think it's 17 to 20 extra spots uh on the main line main drive. also adding in an in an in portion from the road separate from the exit portion of the road. So the cars go in one way come out the other. And then it also adds a drop off lane that is partially using the

026fire lane and moving the gate so that we can get all the cars preferably off the road. something that we had the opportunity now to do but we couldn't do at Gardener Road and Big Flats because we don't have the funds to do it. So if another project's approved, we've actually asked them to put in similar amount of fees to make sure that we could do that as well. >> Okay. Okay. So, if we don't approve that, what is um >> Well, it's already approved under my authorization and I have to because otherwise we were going to pay about three times that amount because they were going to leave. >> Um, >> yeah. >> Okay. I'm just confused about that. I guess I'm confused on why it would come to us for approval. Then >>

027it's a formality. I must have it. That's why the board has authorized me to make things anything under $35,000. I have that authorization. Anything under I think 15, Mike Coglin has that authorization. >> Oh, >> sure. >> So, that's an that's an individual line item under that amount. >> Yeah. >> Okay. Cuz that's like all of those lines are close to that. So, I think that's kind of >> Okay. Um, so then just for um the voting purposes, I'm going to vote no on 6.19, 6 um 20, 6.23, and 6.24 24 just because I think that it's important to make sure that the documents are already um what they should be ahead of time um to vote on. So, I appreciate that you guys are going to change those, but I they aren't at they

028aren't there now. So, that's why I'm voting now. >> Officially, just so that you know, because it's been mentioned here, it is amended as a typographical error and that will just be updated. But it is option one which was explained. Very good question. Uh and so forth. So whatever you're voting on is the actual work. >> Thank you. >> S. >> Um the money that you're talking about with the blacktop and stuff, it does it's in the capital project funds. >> Yeah. >> Okay. I didn't know if >> this is all money within the budget. It's not I mean we are doing really well with our budget. Uh otherwise we wouldn't be able to do this via a change order. So I think in facilities I think that was a wonderful thing that you brought

029up. Nothing we're doing is not additional funds. >> Yeah. >> Y Warren. So, I'd like to just dovetail on the parking lot conversation for one second. It does come out of the contingency fund. We talked about it at the buildings and grounds. Um, we are well well well within the contingency budget, so it's not doing anything that would um jeopardize other possibilities. And um the rationale for doing what they did was the district learned their lesson at Gardener Road and learn their lesson at Big Flats and decided this would be a much better way to deal with the traffic. And so they went ahead and did it. And the committee thought it was a a good use of the funds and had no problem with it. And then um I will abstain on 6.12 and

0306.13 and then uh oh HR reports a different time. Okay. You're welcome. Others did I make sure I look at both ends of the table? Anyone else want to be heard on the motion? Okay. So, we'll call for a vote. All those in favor of item 6.02 through 6.24 say I. I. Uh we in terms of the nays we've noted Katrina 6.19 6.20 6.23 6.24. Correct. Are there any other nays that anyone wants to cast? And in terms of abstensions, we've noted Warren 6.12 and 6.13. Are there any other abstensions that anyone wants to cast? Okay. Thank you very much. The motion carries. We will move to item seven, personnel items for action. We have one item 7.02, HR recommendations. Is there a motion? Okay. Any comments or questions on 7.02? Warren, >> I'll abstain

031on H1. Um, I know it the hire is within the district policies, but I just have a personal disagreement on the non-deree. Okay, thank you. Anyone else? Okay, call for vote on item 7.02. All those in favor say I. I any oppose? Nay. Any abstensions other than H1 by Warren? Okay. The motion carries. Dr. Fis, that little green light. With the passage of the HR agenda, I'd like the board to welcome our new intermediate school principal, who is no longer the interim as of July 1, Miss Kim Malone. I'm sure she's going to head into a wonderful holiday weekend. Congratulations. Thank you for your interim service to the school and welcome to the full-time position. Okay, we'll move to item eight, miscellaneous items for action. We have two items, 8.02 and 8.03 for action. Is

032there a motion? Any comments or questions on the items? Matt, uh, I was just curious, uh, that, uh, 8.03 03 that we're entering into an article 5 general municipal law intermunicipal arrangement for the purpose of improving vendor management and I was just looking for a little clarification that entering into this agreement is that just to help the district stay compliant within state ed law 2d that you know the risk operations center rock will keep us advised of what we're what we should be doing and kind of guide us in the right direction as because if we're dealing with the cyber security issue that you had brought up, is this kind of in the same vein and I was wondering if you could clarify a little bit more about it. Thank you. >> Go ahead. Yeah.

033So, um it's a actually advantageous for the district in that if there's a software that we would like to pursue that Boseies has already done the leg work for us and um got the 2D compliance. So basically it's usually we have to enter and bind it as a district and have them do our internal processes when we go through a software purchase. This is a cons a group of people that come together and say all these software is 2D compliant if you'd like to purchase usually through Boseies. Um you need not do all the rigomearroll of the the software compliance and paperwork. So it's just instead of every district acting on its own interest it's it's a large pool to pull from if we want soft software. Thanks. >> Thank you. Any other questions or

034comments on the motion? All right. Call for a vote. All those in favor of 8002 and 803 say I. I. Any post? Nay. Extensions. Okay. Motion carries. Move to item nine, board policies. We'll start with the policy committee report from >> All right. So, we reviewed policy uh 6640 copies of inventory and capitalization. We made some edits in the language and the section in pink was deleted because it was no longer the process followed. And then we made an addition of the green um which we currently do under policy 6830 copy of expense reimbursement. The pink was deleted because it was deemed by the committee to be a process issue and the process is on the expense voucher that the employee fills out. So we didn't see the need for the process to be there.

035And then if the process changed, it would be changed on the expense voucher rather than having to go through policy on policy 6840. Um, copy of meals and refreshments. Uh, the committee thought the green edition was a more concise explanation of what was required and deleted the pink language. And on policy 6900, disposal of district uh property, um we made some basic edits in the language. >> Thank you very much. The next item would be the action vote 9.02 on the policies that are before the board for second reading. These are found in the agenda from 9.03 through 9.09. Are there any Oh, sorry. Is there a motion uh for for action on 9.03 through 9.09? >> Okay. Any comments or questions on the motion? >> Katrina. >> Um I'm going to go ahead and

036I'm going to be voting no on 9.03, 9.04, 9.05, 9.06. 06 9.07 and 9.0 9. All right. Thank you. Anyone else? Okay. So, I'll call for a vote. All in favor of 9.03 through 9.09 09 say I. I. Any nays other than 9.03, 9.04, 9.05, 9.06, 9.07, and 9.09. Trina, any abstensions? Thank you. The motion carries. Item 10, board policies first reading. So the Warren just talked about these from the policy committee meeting, but now is an opportunity for anyone who has comments or questions about any of these proposed revisions to uh speak to the policy committee at this point or or air your thoughts. Anyone want to be heard on these? Katrina, >> um, what was your reasoning for increasing again from $500 to $1,000? The very first ones um in the first reading

0376640 because there's a lot of things that might not be that would be like close, you know, 67 $800 range that probably are still expensive enough. If you get 10 of them, that would be a good thing to have inventoried, I would think. Uh, so individual items that are up to $1,000, yes, are inventoried. Things in aggregate that exceed that amount are also inventoried. So, if you bought X number of chairs uh for a lesser price but exceed that one, that $1,000 threshold, those would be inventoried as well. Um, $500 is just too low for what the cost of equipment is actually these days. and it's cost an excessive amount of work. Um, and it just brings our accounting system and our inventory system more current and up to date for where we need it

038to be. So, anything that's So, when I read this, to me, that is saying um anything over in excess of $1,000. So, to me, that's saying anything that's under is not going to be inventoried. Correct? Yeah, I don't I don't like that idea. I think that um I like 500 and I think that's something that in I mean really I think in I know it's a tedious thing, but I think it's a good thing to do. Well, it's extremely tedious. It creates a lot of work and we're tagging and creating things as a trackable asset that really aren't a trackable asset. They're considered more of a supply item. Um so $1,000 given the current climate um is reasonable is supported by our auditors um and it's actually much lower than where we could raise it.

039Um but we feel this is a reasonable bump. Okay. Um so for just the next time when that comes for second reading, my preference is to at least um I I think it should be kept lower. And then on the expense report reimbursement. Um, so are they still going to be attaching receipts, itemized receipts? Because when that crosses it out, it says attach all receipts. We're getting rid of where where else does it say that they will be attaching their receipts? >> No, we don't do receipts anymore. uh that is an old procedure which is why it is the recommendation that we strike that language. Uh we use the um the GSA rates uh per the recommendation of the controller which are rates that are set for reimbursement per the location where somebody travels. Uh

040there's travel rates, there's full day rates. Uh there's rates set for breakfast, lunch and dinner. Uh so when one travels those those are the rates that they are given um is compensation for their meals. So we do not accept receipts anymore >> and that is a common standard practice. >> Okay. So you just give them like okay here's your $15 because you would have gotten a meal essentially is how we're reimbursing people. So for example, someone travels to city Y. The full day um meal aotment is $60 for their breakfast, lunch, and dinner. They are given $60 for their day. Okay. Now, my question is um uh would employees be purchasing alcoholic beverages or would they be able to be utilizing that in a different place? So that's where I go to with itemized receipts.

041You know that public funds aren't going to be spent in any other way. Do you know what I mean? That's that was my thought with making sure that we get receipts is that it's definitely that those funds are definitely being utilized for that because so hypothetically speaking, if somebody didn't re say somebody didn't spend all $60, then we wouldn't necessarily have to reimburse them for all $60, right? Hypothetically. So the process of using GSA rates um they are given the rate um as dictated per the um general services um and that is the rate they are allotted for their trip. Um this is again a standard practice um used across the state. It is recommended by the controller and is recommended by the auditor versus the collection of receipts. But to answer to answer your

042question, >> yeah, >> if they're going to be out and they have a meal aotment for the full day, they would get that full amount. Now, the reverse of that by receipt is if they're out and they order a $25 breakfast, a $30 lunch, and a $75 dinner, we have to reimburse that full cost. Now, we don't. We have a minimum maximum cost that we re we in how would you say we reimburse but with that comes you don't have to worry about receipts. The alcohol question is also a good thing. They should not be using the money for the purchase of any alcohol. However, that's not part of the issue. If they're working and they're purchasing alcohol on work time, doesn't matter whether they purchase it, they're drinking while on work time and we'll

043deal with that. >> And gratuitity is included in these figures as well. >> So, do we set the $60? Who sets the rate for the reimbursement? Does the district set the rate or does Office of General Services, the state entity? >> Okay. And it's based on location. It tends to be higher. Smaller towns tend to be less. So it's based on um the cost of of food in a given geographic. >> Okay. Um thank you. And then uh I had a question on the me I have a lot of questions on the on the policy ones. the meals and refreshments, the things that are stricken out. Um, so does this mean that we are still when I read this, I just want to make sure that we are still going to maybe provide it would

044be nice to provide refreshments for staff. I'm not sure if the green really is that will that definitely happen. But if uh that's how that happens, do we just generally purchase meals for everybody? No. So the green is language recommended um for the nearest state controller. So this was reviewed by our legal council and simplified to his recommendation. I also think the first sentence of the policy addresses your concern, Katrina. The board recognizes that from time to time it may be appropriate to provide meals and/or refreshments, which was your question, at district meetings or events which are being held for educational purposes. I think that sentence addresses your question. >> Okay. Yeah, I would just like to do that a little bit more. I know that PTO's definitely work to try to help provide um

045refreshments and things to the staff. I think that especially like that opening day, I think it'd be great if every opening day if we could find a way to help provide that'd be great. >> Just so that you know, we do >> for the districtwide we do. Yeah. >> Oh, there's no PTO at the high school. No. >> Yeah. But we we do try those special events take care of. >> Okay. Other questions or comments on the policies before the board for first reading? Okay. We'll move to item 11 which starts with the board president's report. Um, I'll be brief. I want to reiterate some of what Dr. Douglas already said. Kind of stole my thunder, but appreciate the support from the community who came out and voted in support of our budget. It was

046gratifying to see the hard work of uh the district passed by a super majority, both the uh budget itself and the bud bus proposition. appreciate the work of Terry and all the those who worked at the polls that day on a pretty warm day in the gym without air conditioning to uh to make sure that everyone had the opportunity to vote and uh I know that's a long day, but we appreciate it and we're thankful to the community for that support. I'd also like to personally congratulate the three individuals who were elected to the board of education to u reelection. So Erin Shioone and Karina Unvarski, thank you for your willingness to continue to serve on the board and we are excited to have you for another three-year term. And then also to uh a

047new member of the community joining the board, Angie Finen, thank you for your willingness to spend your time and energy and effort to work on behalf of the students of the district and join the board. I can say I think on behalf of the board, we look forward to having you joining us and anything we can do to help your transition to the board be successful, we're happy to do that. So, thank you and welcome. Uh, I'd like to mention briefly the ad hoc committee which uh we continue to post the updates about on the district website, but we had our last meeting on May 14th. So last a week ago tonight and we have our next meeting on May 28th, next Thursday. So about every two week cadence and we're the board the ad

048hoc committee is currently working on um trying to reach a consensus on short-term and long-term considerations that the board could consider in terms of addressing um more immediate opportunities to address start time and end time issues and then longer term uh opportunities to look at that more closely. So, we have a special meeting scheduled for June 3rd, at which time we would anticipate the facilitators assisting with the presentation of the report to the board and can provide more information about that as we get closer. But that's where we currently stand. And I know um a lot of people have put time and effort into supporting that committee and on top of everything else that they do on a daily basis. And so, I want to reiterate my thanks to those who are a part of

049it and who have been coming out to support it. Congrats to the students that Dr. Douglas named, the award-winning students uh that will be recognized at graduation. And also, as Dr. Douglas noted, um a very sad loss to the district in terms of the passing of Mr. Steve Monks and I just reiterate on behalf of the board, our condolences to his family and uh our deep gratitude for all the service he provided to Horses. All the board members need to see Terry and sign one of sign a document before you leave or else your Memorial Day weekend is canceled. And um I would just say thank you to um everyone as we work toward the end of the year trying to prepare for you know the end of the year celebrations whether it's concerts the

050sporting events extracurricular events culminating graduation there's a lot of work but it's also a joyous time. I do hope everyone has a safe and enjoyable Memorial Day weekend. Um, thankful for I guess we can thank the weather for giving us these extra days, but then be unhappy with the weather because it's supposed to rain. So, >> I tried you can't have you can't have it all, I guess. But >> okay. Uh, are there We'll move to item 1102, board member comments. Um, any board members like to be recognized? Speak. I would just like to say uh welcome to Angie and thank you Aaron and Katrina for running again and but I also would like to uh say my condolences to Steve Monks and his family. Um he was a great guy and um our children

051um played for him at times in basketball. So, um, I was sad to hear that news about him passing away. So, my condolences to the family. >> Thank you, Sue. Katrina, it looked like you wanted to speak. >> I do echo everybody's condolences for the Monks family. It's very, very sad. Uh, big loss for our district. Um, and I had some I had a couple questions. Where can you find on the website the updates from the ad hoc committee? >> Give me a second. I'll be able to tell you. >> It's the district website. You go to um board of education >> and then if you scroll down, >> there's a heading special ad hoc committee on school start time and end time evaluation. And then there's a click here for more details at the

052end of the paragraph. So if you click on that, it takes you to a page. >> Okay. And these are all of the public updates. I'm wondering um if it would be possible for board members to be able to review um have all the information that the ad hoc committee also had like the surveys that we were given those feedback forms um in advance of the June 3rd meeting because then maybe the board members might feel a little bit more educated on all the things that the committee was reviewing and then feel a little more versed in being able to understand and partake or form questions ahead of time. Um, I don't think it should be too difficult to get some of of that material. Um, but I think it would be helpful. I think

053it would also be helpful cuz I know like we've been given handouts, but to just make sure it's all in the same place and to review it, I think would be helpful for the June 3rd meeting to have that. um or maybe even links to the videos so that we could rewatch it or they could watch it to see what might be happening just for ideas. Um so those are my only thoughts. Thank you. >> Yeah, I'll just respond briefly that >> one one more thing. Very excited to be back here for the next three years. Thank you for the congratulations. Okay. Uh I will just respond briefly to u I think the you know we can talk to the facilitators and see what their thoughts might be. But I mean I think the whole

054purpose of the committee is basically to go off study all that in detail synthesize it and then come back to the board. The extent the board then I think wants more information. um you know that's something we could talk about but it sort of puts the cart before the horse to basically give the board all the information the committee was looking at and into you know prior to them actually sort of seeing the report which is the synthesis of that. So uh I think the idea of the board having information I understand where that comes from but I think that isn't the process we were anticipating following and typically hasn't been when we've had an ad hoc committee um for other subjects. So, are there any board members who else want to speak to board

055member comments? Aaron, >> I just have a quick question. You said June 3rd for the special meeting. What time? >> 6 6 PM >> here. >> Yes. >> Thank you. >> Warren. So, um, I just want to tell one Steve Monk story because at heart he was a grade school teacher or an elementary school teacher. I know he did a lot of coaching and um I traveled in circles with him quite frequently, but the last day before winter break every year, he would dress up in the parking lot um as different cartoon characters that the grade school students would recognize. When I retired, he wrote me into doing Santa Claus out there in the parking lot. But there were a bunch of people out in that parking lot and we just waved as the buses

056came in. And the numbers of students that when I was teaching high school, they were talking about, you know, the last day before winterbreak in high school. remember garden road when the they had greeted us and even as adults. So he was just that kind of person and he was always going out of his way um to do positive things for the community. >> Thank you very much for sharing that. Cara, >> I remember Steve Monks being a big figure growing up and being part of the Hored School District. So, yes, it's a big loss for our community. He was always always around. Um, I think the kids that went to the elementary school really enjoyed having him. He had a great vivacious personality. Um, so yes, that is a a loss for our district

057um at a young age. I also do want to congratulate Aaron, Katrina, and Angie on their board appointment for the next three years. And I think other school districts might do this, but I'm not sure. I think the impact teachers um at different events are really nice for the athletes. It's nice for the teachers to kind of see and support what the athletes do. And I think the senior nights are done so well and the um athletic director in their whole office does a nice job does a nice job with that. So thank you uh to them for that. And congratulations to Miss Malone for her appointment. My daughter Jordan was lucky enough to have her as a teacher and she's wonderful and I think she really does great work with our students. So congratulations

058to that. Thank you very much. Any other comments from board members? Matt? >> Yeah, just a quick comment to piggy back on to Cara. Uh Kim, my daughter has nothing but glowing respect and compliments for you and about you and it's just wonderful to to see you here and with us and we can't wait. So, I'm just I'm excited for you to stay and I'm excited for my other two children to come through and yeah, my daughter just absolutely loves you. So, yay. Yay for you. Uh and I'm looking forward to all the end of the year things wrapping up. Um there was a band concert uh last night. Um and it's just wonderful to to celebrate not just the academic success uh that our students are capable of, but everything else that just makes

059us a little more human. you know, the the athletics, the music, um everything that goes with it with the whole uh horses experience. It's just wonderful to see it and I'm excited to wrap up the school year. So, thank you. >> Yes. Thank you. >> Okay. If there no other comments, uh then there on the agenda you see there is an item 12 motion to adjourn to executive session, but it's notes if needed and there's no plan for an executive session. So, we're bypassing that. Uh, and we would go to motion to adjurnn at 1302. >> I thought you were trying to get my attention. >> Oh, no. >> Okay. So, um, is there a motion? All those in fa any comments or questions on the motion? All those in favor of 1302 adjourning say

060I. I. Any oppose? Nay. No abstensions. Okay, the meeting is objourned. Don't forget to see Terry and have a uh wonderful Memorial Day weekend. Thank you.
