Welcome to the Thursday, May 7th, 2026 public hearing of the on the 27 2627 budget for the Horstead Central School District Board of Education. I'm open the public meeting here at 6 p.m. We'll start with the pledge of allegiance. If you please join me to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. >> All right. Thank you. So, the first item on the agenda is the presentation of the U. Horse's Board of Education approved budget for voter consideration. So, Dr. Douglas, I'll turn it over to you for the presentation. Thank you. >> Thank you, President Chris. This is no longer the proposed budget. This is the budget for the hearing, but I have it up here.
I do believe I've watched and seen everybody in the audience that has been here throughout and they've probably seen this ad nauseium. So, just for the purpose of at home, I know the board's seen it from the eight presentations. Our first one is the proposed budget. This will all be on the website. Our second slide, your Oops. Please just whack that. Our second uh is the projected state aid. I'm happy to inform you that the governor announced that there's a budget deal today, but then the speaker came out and said no deal. So, it's the same as last year. There's still no budget deal. So, we've done our best. This is the projected aid that we have right now. And once a budget's done, that will help us in the future to replenish some of
the reserves that we've used. In addition, we've had our tax cap calculation that we've talked about ad nauseium, which ultimately ended up with a tax levy uh limit of roughly 4.91%. But the district used uh a certain amount of debt service reserve to bring that down to 3.41, which is you see here, about $750,000. The tax rate will is estimated at a negative 1.99% or roughly negative 32 cents per thousand or $32 per $100,000 value of home on the full value assuming no increase by an assessor. And this is the similar uh table that we've used in past. Summary of budget revenue equals uh our aid coming in. And so we've got revenue and expend sorry revenue and expenditures of 6.9% and we balance that out and you can see on the expense budget that
remains staff strong maintains all current educational programs in academic arts athletics based on the current needs and enrollment. It does add two floating monitors to help provide additional support on our transportation run bringing that to three. It does also provide three assistant principles for the elementary schools to assist. Something that the board heard very unanimously from teachers, staff, and administrators throughout. Uh as well as we have to make continual annual increases to our health health uh care budget line because we have to keep up with rising rising inflation. This does that. It also maintains a technology replacement cycle that we can utilize and it replaces some of our vehicles that are out of use or out of service time at this point or well beyond that. Summary of budget again it's 6.95 was the expenses.
So we balanced the budget and then ultimately the budget summary we said is 112,19,890 and the revenue matches. There is no gap at this point and we've used uh a tax levy of about 3.41% which is not what you pay. It is just what we've increased from year-over-year of 1.7 million. And the district has utilized $750,000 of the tax basis funds in our reserves to even lower that from 4.91 down to 3.41. We've utilized a share of our employee retirement reserve of 750, our employee benefit and liability reserve of 200 similar to what we've done as well as inter fund transfer and our fund balance. Again, don't know where state budget is but whatever we get we will apply it in and make the best afterwards. We can't add to the budget but we can
offset what we've done with the budget to make a better picture. Overall, the district has a vote coming up in May on Proposition One, the adoption of the budget, which requires only a 50% plus one approval to be approved. As well as Proposition two, the purchase of buses not to exceed 1.9 million. This year, we actually had the same resolution and we only expended 1.6 out of the 1.9 and we expect something similar going next year, but that would be the two authorizations. Uh that also requires 50% plus one. And then we have a board of education vote with three seats open and three candidates running. Here they are listed. Aaron in the order on the ballot. Aaron Shioone, Angie Pin, Katrina Varski. Uh these individuals, unless there's a significant right income claim, would be
the seats filled for next year's board after July. Future budget meetings, there are none. just the election. It will be at the high school north gym. We'll be doing a lot of communication out in regards to that just because of parking traveling. We will also have communication out to Ridge Road to make sure that they coordinate that they're not holding up S Street or the parking area, but we will take care of all that. And those communications are already planned to go out. Uh and the principles will be working with their staff for drop off and pickup. Hopefully see everybody out. At least come out and participate. Vote. Tuesday, May 19th, 7:00 am to 900 pm. Same place as last year. High School North Gym. Parking is right outside the North Gym Office Center Street.
Ladies and gentlemen, this is no longer the board's budget is the public. That's why the public hearing. I turn it over to Mr. Chris. Thank you, Dr. Douglas, for that presentation. The next item on the agenda would be the period for any community comments on the 2627 board approved budget that Dr. Douglas just summarized. These would be done in conjun in uh compliance with our policy for public participation at board meetings which is uh available to folks if they're interested in what it says. So is there anyone from the community that would like to speak to the board this evening related to the budget? All right, last call. Okay, seeing none, I'll move to item four in the agenda, which is uh motion to adjurnn. So, is there a motion to adjurnn the public hearing?
Any comments, questions on the motion? Okay, I'll call for a vote. All those in favor of the motion to adjurnn say I. I. Any post? Nay. abstensions. Okay, the public hearing is adjourned. Thank you very much.
