001I'd like to call the meeting to order. >> This is the December 18th, 2025 regular business meeting of the Corset School District Board of Education. Would you please join me with the pledge of allegiance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. >> Thank you. >> First item on the agenda for the board this evening is to adjourn to executive session for the purpose of discussing individual tenure reviews. There's no action intended to be taken at executive session. Is there a motion? >> So moved. >> Second. Any comments or questions? I'll call for a vote. All those in favor say I. I. >> Any opposed? Nay. Abstensions. Okay. So, the board will adjourn to executive
002session and we expect to reconvene to public session by approximately 6 p.m. Thank you. >> Okay. The board is returning from executive session >> where no action was taken. >> We're going to reconvene to public session. >> The first item on the agenda reconvening to public session is the approval of the minutes from the November 20th, 2025 board meeting. Item 2.01. Is there a motion? >> Second. >> Any comments or questions? Uh the minutes it one feel like you're far away. >> Oh, I just voted. >> Okay, so I'll call for a vote. All those in favor of item 2.01 say I. >> I. >> Any oppose? >> Katrina. >> I'm voting no. Yes. >> Any abstensions? >> Okay. Motion carries. Next item on the agenda uh is the time we have reserved for community
003questions and comments. Item 3.01 and uh our policy is available to folks as to how that goes. But basically you've come the podium's over here name and address you can identify yourself and then we have a 5m minute time limit where uh we'll give you a warning when you come close to it any board uh it's intended to be a receiving information session. So we don't typically engage in any kind of back and forth and there shouldn't be any discussion of individual personnel matters. So is there anyone from the community that would like to address the board this evening? If so, please feel free to head to the podium. Okay. All right. Well, then we will keep moving. Um, Serenity is unable to join us this evening. So, I believe we will bypass item 4.01
004and we are ready to go right to our presentations. Item five on the agenda. You want to >> I'm just checking to see who's first. Okay, we can flip a coin or >> Oh, no. Katie's already told me I'm last. >> Okay. So, before you hit that blue, okay, if you hit that blue, you're the master control. You take over for everybody. Nobody's >> Yes, I know. So, >> okay, ladies and gentlemen of the board, thank you for members of the community and staff that have come out. Uh, tonight is a discussion not about a project but about our past projects. In addition, what are some thoughts from the board about anything to consider from our BCS and beyond? And that's what Hunt is here for. So, they'll take you through our current project in
005phase two. They will also end up taking you through several of the things that have been identified and ultimately later today we will need the board to have sort of a discussion at the very 40 50,000 foot level of what things that you think that they should kind of consider or prioritize as things you'd like them to sort of research because they would come back around I think it was end of February uh to try to refine that a little because it takes several meetings like this to try to refine before we can even start looking at any potential estimate or uh financial. So, that's one piece. And then once they're done, uh Katie and Ann will be up here to talk about our project one debt service as well as what's going on currently
006with our uh financial funds for project two. And then there's obviously they'll talk to you about project three, but until we get funds, there's nothing you can do there. But it is something that we wanted to present and I think it was a go go goal of the board as well. So we're meeting that. Uh so we will go through that. We do ask no questions until the presentations are over. Otherwise it's I think you all of a sudden he only was given 24 slides. He's got 48 I think. >> Yeah. >> 41 and he's got to go quick but you have it in front of you. Once we get through with this tonight we will put that under the public view as well. Uh but it's so that you can think. So please write
007down your questions as you go through. You've had the opportunity to see the draft. It has been refined since then on both presentations so that at the end we can do go through the board uh parameters through Dan leading us through questions. So once you turn it on, nobody can talk. >> Okay. Not even me. >> Just good evening. Hi everybody. Good to see everybody again. So, um, yes, I do have 41 slides, but I will say that the beginning of this, we it's really kind of a recap of what we've been doing here in referendum 2. Um, so there's a little bit of update there. Um, but now not really much new information there. So, quick agenda of what we're going to cover. We're going to talk about, like I said, those referendum 2
008items and then as Tom mentioned, looking forward to the future and the things that we we've identified through that BCS of things that the board should be aware of. Oops, not that fast. So first phase of this project if you recall was the the the next stage of the of this the stadium which included the locker rooms as well as the music storage. Um so just again some photographs I think I showed these at the last presentation. So completed stadium at this point um from that perspective but still a little bit more work that we can talk about in the in the next phase. Reminder of the middle school intermediate school. We improved those parking the parking lots as well as the traffic flow and we did get quite a bit of roof replacement done
009at that building as well. The the majority of the roof left is just the the main core of the building that still needs to be addressed. So this was kind of a a scaled down project, but we did get that accomplished. Um, in the big flats, just a reminder again, we had the classroom edition with the gymnasium/ auditorium that's shown in the green, the music suite in the kind of light brown off to the right of that, the music room and and social worker, as well as then you get down into the blue, we had the cafeteria and kitchen renovation for the expansion and then ultimately the gray out at the front with the library renovation along with some office suite down there as well. This did have site work associated with it as well
010and new playground and um fire lane that was provided, but for the most part that was the the building portion. Again, just some photographs of the completed work there. The cafeteria on the top right, the gymnasium top left, and then an example of the the additional storage. This is only one wall of storage actually in the classrooms for those that haven't been in a classroom. Um just off to the right of that picture is even more storage. So I think the the storage needs have been improved significantly in those classrooms. Indarter road again starting at the top of the page we had the green edition with the classroom. So that was a classroom addition as well as the improve the circulation along with that down into the center wing or the B-wing as we call
011it. The uh renovations there included psychologist office and different office suite as well as a new uh faculty conference room and a faculty learning area that was attached to that. That faculty learning area came from a displacement within the library. So if you recall with this project, the library had some work done in it. Um in the kind of that gray area, I don't know if this pointer will work for me, but I don't think it will. in that gray area that's down in the bottom. There's a couple of offices as well as the gray kind of goes into the library a little bit. That was where that old teachers um resource center I suppose was located. That was taken out of there which in increased the square footage and it gave that additional learning
012space within the library. The purple is the cafeteria and audit the cafeteria/ auditorium renovation as well as the kitchen and slight expansion. And then in the blue is the gymnasium renovations and locker room mix um expansions associated with that. This again had outside work done as well. The uh fire lane provided around the back as well as um the playground improvements and then uh some photographs from within those spaces. So again, a classroom on the far right there, the picture of the stage in the new auditorium/ cafeteria, and then an entrance into that space. Ridge Road, we've got some photographs here. Obviously, that one's still in construction. For anyone that's driven by it out on Ridge Road, you can see that that's moving along quite nicely. At this point, we've pretty much 95% enclosed. We've
013got windows on site, but they're starting to get those installed. Some portions of the addition have actually started having tile work done in it. Paint starting primer coats are starting to go on. So we've got temporary heat back there. So that's moving along very well um in that in that area. The gymnasium is finally enclosed. That's the front part of the building as you can see the really tall part. So that's now at this point enclosed as well. We're doing quite a bit of work inside the renovation portion as well where the library and the cafeteria is. And I've got some photographs of that as well. and that is still um completely on schedule if not doing a little better in some areas of the project. So that's going that project's going very well. Reminder
014of the site improvements, building improvements. So the blue is the the cyan blue that's there is the addition that was put on the existing building. The gray is the existing and then the site plan with the additional parking as well as a added fire lane down along that addition. Oh, right. Thank you. And then the bus the added the enlarged added bus loop out at the on this it's the bottom of the pave but that's um right out on uh Ridge Ridge Road itself >> in the building. Just as a reminder starting on the far left in kind of the brown area that's the new exterior plaza. So that kind of gives a space for the students to get in and out of cover quickly into the main office turning down into the yellow area.
015The green edi large green edition again is the kindergart this this actually has kindergarten, first grade and some second grade classrooms um throughout that addition, gymnasium and auditorium. The yellow on the left directly underneath the gymnasium is some storage space that separates between the gym and a new music suite. And then the yellow on the the right of the page that is um a new art room and then a smaller instrumental music. Below that in the dark green is the library renovation and then ultimately the cyin is the cafeteria and kitchen renovations. So some photographs of what's going on out there. I think um there's even a tour scheduled here in the next couple of months. So some things some updates going on there. On the bottom is the actually a photograph of the library
016just from this week. So you can see we've got ceilings going in there. We've got sophets going in there. That's the the dark blue and the different we call those sophets. And um so that that space is starting to take shape. You can see we're at this point we've put some grid some ceiling grid in. Um a lot of the above that ceiling work has already been completed. So ceilings will start going in. On the left is actually the corridor um that connects from the library out to the new classrooms. So it's looking down through that where that kindergarten hallway will be. So that's headed out to the addition. And then the top right is in the cafeteria. Again, those white kind of look like um organic shapes going through the ceiling. Those are sockets
017as well. So ultimately once we get all that above ceiling work done, then those layers of ceiling will come in. So it's very active out there on that site. Moving to the high school, we completed the demolition of the existing building. As you can see, foundations are moving along very well, if not almost complete. And as everyone can see, the steel has um begun to be erected out there. So you can see the steel going on. Again, very much on schedule for that project. Um and trying to better those states as we always are with all of these, but very much on schedule, if not again ahead in certain areas. Reminder of the high school site, we've got the improved bus loop down on the right hand side, which is already in place. We're using
018it temporarily. Um, so we were able to accomplish that in that first summer, which was really helpful, I think, to be able to get that in place. Um, so Edge Construction did a really good job there keeping us on schedule so that busing could be maintained. Um, ultimately, we know we've got the the road around the building closed right now. Um, but ultimately that will be the the parent pickup and drop off and and ultimately that goal from a site perspective is being able to try and keep those two activities separated um, as much as possible. Again, the cyan is the large gymnasium area and then we're talking about creating some plaza area outside of that. Going inside the building, um again, the large gymna gymnasium edition with the locker rooms is pretty much primarily
019what's on the first floor. Gymnasium, locker rooms, um officials rooms. There's uh very large amount of bathrooms that have to be provided for a space this big. So, and then we do have a couple of classrooms down in the bottom right that are yellow that kind of that yellow um that works for some of those displaced classrooms. Moving to the second floor, we've got it's almost a 200 meter um track running track. It's not quite. It's maybe 180 m or something like that all the way around. So, we got the running track up there. Also up there is the weight room and an auxiliary gym. Um, so that's that auxiliary gym that's really intended for a lot of PE activities as well as it it was designed um with some wrestling mats in mind. Those
020have some pretty um strict dimensions to adhere to. Um so being able to meet those then allows it to also be a multi-functional space. And then again, we've got a couple of classrooms for displacement that were added in the yellow in the bottom right corner. So to wrap that up, um an update on the budget where we're at the this essentially has not what has changed in this from the last presentation is the biggest changes are Gartner Road and Big Flats have essentially are essentially complete at this point. We are within a couple of months of those close out. So we've essentially been able to identify whatever monies were left over at those projects. Um so we were able to reduce the amount that was spent on those buildings by those contingencies that didn't get
021spent. So if you see a difference between um it would be the total cost project column on big flats and gardener row from a pre previous presentation that's that deduction. So that's why those numbers have been reduced because that money wasn't that contingency was not expended. Um, and then the big flat or I'm sorry, excuse me, the ridge road and high school projects. The previous presentation were still based on estimates. So, this has been updated to include those bids and the award of those actual contracts. The bottom right corner, which is um the remaining funds in the project, this is if all of the funds in the contingencies were expended, which we have not had a history of doing that on any project, not once in the two referendums have done that. So, um, there
022is likely to be monies left over with the contingencies. Um, so that number will only get better from that, but that number is to protect us. Basically, what that's saying is if we would had to spend all of our contingency money, we would still be to the good by about $350,000. Okay. All right. So, that is the quick wrap on referendum two and where we stand with that. So rolling into the next portion of this, this is really um developed from that BCS presentation that I did um I don't remember maybe a year ago or something like somewhere in that ballpark earlier this year. Um and this is really a development from those findings that we had as we did that BCS. So we're going to kind of run through this. We'll run through this
023elementary schools first. So it's organized by the three elementaryaries. Then we'll hit the middle school, high school, and then we'll actually um conclude with this building that we're standing in here now. So, big flats. Um what I try to do here is hit the big bullet items from that BCS. Um so, there may be some things here that um contain a couple of items from that itemized BCS, but these are really the big items that we've um in the multiple meetings we've had, these are the things we've heard. So, running through these quickly, classroom improvements, climate control, um, circulation on the site with parking lots and drives. Um, we've got some paging system. You'll see that pretty consistent throughout the building. The paging systems are becoming outdated. We've done a lot of renovations in the
024existing portion of the building, but we haven't done a lot with the existing um, student toilet rooms, the ones that don't that are not housed inside the classroom. So those are those um those uh larger uh toilet rooms, lobby and main office that is pretty consistent across the elementary schools. You know, we've done um obviously the high schools had good improvements. Um but here we've we've kind we did create a number of years ago. It's getting to be maybe almost 10 years ago that I worked with the district to create secure entrances. So, we do have secure entrances at these buildings, but I think what we're talking about here is more about the organization of the main office and how some of those functions have changed over the over the decades at some point. We've
025identified exterior signage throughout um each of the buildings, some masonry restoration and loading dock improvements. So, just to kind of point that out on a map, if you were to look at Bay Flats, the pink here in the center obviously is the core of the building that we've been doing a lot of work that we just got done with the work on. The orange, the blue, and the green are really those classroom spaces. Those classroom spaces, those spaces in this building are currently not climate controlled as well. So those are your spaces that don't have air conditioning, they don't have the climate control, and they also haven't had renovations done within them. Right? So that's that big classroom line item and the climate control line item. The key here is the chiller plant which provides
026the cold water in the previous projects that's already been sized appropriately for all of this work. So what we're talking about here is not ne it doesn't have anything to do with the chiller plant. It's only the terminal units and the piping that we need to add to get to those terminal units. It's going to be a little different at the middle school, but for the elementary schools, that's true here. Okay, the purple that I've identified here, if you don't know the building, is the main office. Here, we're just kind of looking at the aerial. You know, I I think the big message here is we talk about parking lots and we talk about traffic patterns and and um I think seeing it in this view, you get even a even stronger understanding of some
027of the the challenges with what um being landlocked at these buildings, you know. So, expansion of parking. Um we'll have to get pretty creative with that if that's a priority that the board identifies. Um but, you know, it's something that if we want to pursue that, this is kind of the thing we're going to have to look at. Okay. So, switching over to Gardener Road would be a little bit um repetitive here. I suppose the the big difference with Gardener Road is this is your one elementary building that is completely climate controlled at this point. Every because in a previous project um we had already we were already upgrading the mechanical system there. So at the time as a cost savings measure ultimately the decision was made to put the proper terminal unit in that
028would be able to receive that cooling. So when we put the chiller plant in in the referendum 2 project the system was ready to go. So you had already built that base. So terminal units all of the piping this is the one building where you've got all of that infrastructure in place and you have the chiller plant to provide the cold water. So this is that's the one uniqueness about this building. The other unique thing here, if you recall, is the library. So, this is the one elementary school we we did not do the library. And just a quick bird walk there. Um, as a reminder, you'll recall I came maybe it's a year and a half ago or something. And I talked about some code issues with travel distances and we had some real
029issues with being able to exit people out of that building that was going to drive a lot of cost. And we were going to put a corridor right next to the back of the um it might help me to we were going to have to add a corridor basically through the library. So you can see the big Was it that long ago, Tom? Long time. >> Goodness. So maybe more than a year and a half ago. Okay. Time flies when you're having fun. So the purple the far right, we would have had to add a corridor which would have actually reduced the square footage in your library. So at that time we couldn't come into the main office because the scope and the finances didn't allow us to renovate the main office as part of
030this project. So the reality was you could have gotten a renovated library but it actually would have been less square footage than what you have today. So the decision made at that time was instead of having to add this corridor for this exiting we would be able to postpone this work provide the additional learning space. So you essentially functionally the library functions very similar to big class and it functions the way that li um ridge road will where you can fit two classrooms inside of that library. But ultimately the the goal here is to flip that main office in that library. The goal here is to get the main office to the core of the building so that when kids come parents anyone that come into the building they come into the core rather than
031all the way offset down next to the kindergarten and the prek classrooms. So you enter to the center of the building that gives us our corridor that meets the code for when any additions have to go on. So that's long story short, that's where we landed with this library. So this is one of the one of the one of the only elementaryaries that didn't have a previous library improvement. So um the pink again is the work that we did previously. So classroom renovations, classroom right sizing that could occur here primarily down in the orange where your kindergarten and prek are. the square footage of those classrooms in uh that are going on up at Rididge Road because this is the only place where we've built kindergarten and first grade classrooms are around 1,000 square ft.
032Um and you've got a few here that are that, but not all of your classrooms that you put that program in are at that thousand square ft. So there could be some rework to do there. Um but again, climate control has been completed in this building. The yellow is the toilet rooms that I talked about previously. So again, looking at the site, we've got the gardener roads kind of the top right of the the road that's top right in this map. Um so you can see again, we've got the entrance there um with the parking lots. And I know we were able to accomplish some relief from getting cars off of Gardener Road, but again, if we identify a priority here that we need to find more parking and we need to find more drive
033space, that's something we can look at. Um, and again, much like Big Flats, we're kind of landlocked here again. So, it'll be it'll be interesting to dive through that that problem if that's something we identify as a priority. All right, Bridge Road. So, Ridge Road. Um, this one is probably very similar to Big Flats in terms of the only thing that's climate controlled here again is the areas that we've touched, the addition and the renovations. Um, so what we call the A-wing and the C-wing, I think that's what they're called, um, are still still require new terminal devices and new piping to be able to get climate control out to those buildings. Besides that, it's again pretty similar um pretty similar scope from the other elementary, meaning the classrooms, furthering the climate control and those
034types of things, paging, masonry. So again, um Bridge Road pink is what we've renovated. The blue, that's what I call the sea wing. Um that is not currently climate controlled. The green, again, also not currently climate controlled. The purple is the main office and nurse area that could be identified as a need. Um, but you can see the pink here being a pretty large square footage. Um, that is all climate controlled. So again, a a right size chiller plant has been installed as part of this project. Okay. Ridge Road a little less landlocked than Big Flats and Gardener Road. So, in terms of solving parking lot or or drive issues, we're actually evaluating this as we speak um to try and get ahead of this one before we open this school. So, this is actually
035an active discussion in terms of how much parking we can add, if we can add some more parking spaces or if we need to add a better drive lane. Um that's being evaluated currently as we speak. Okay. So, middle school. So middle school unfortunately I've got two slides here. Um the first slide here focuses on the building. The big thing here is um climate control. So climate control currently in this building there is a small chiller plant that basically services the fieldhouse. Correct me if the cafeteria right and the library. Does it serve the library too? >> Library has its own 400. You do have one >> 400. Thank you. So it's a pretty it's a small chiller plant. is not intended to service that whole building. So the first thing to be able to
036get climate control to that whole building is that chiller plant's going to have to be expanded, upgraded and expanded, right? So you got to build the chiller plant and then the the the spaces we just named do have that capability for chilled water, but that means all of the classroom every classroom needs its terminal unit, their unit ventilator replaced and piping provided to that. So this this climate control in this building is probably one of the largest undertakings. And then we've got the spaces um the gymnasium, the library um and and classroom renovations. We've got a pretty large I know I mentioned we did a lot of roof there. There's a lot of roof at that building in general. So there's actually a pretty large portion of square footage of roof that's still got to
037be replaced there. Um even though we've been able to do a decent amount. Mechanical upgrades. The mechanical upgrades I'm listing are even beyond the chilled water. So there are boiler plant replacement that needs to be done there and and the terminal unit. So it's not just climate control there. There's mechanical work that still needs to be done. And then ultimately looking at that LGI and some of the corridor lockers. So, moving to the outside of that building, some of the things we've identified as possible considerations would be this is this goes back probably to the concept of um varsity and JV sports being hosted at the high school and modified sports being able to be hosted at the middle school, reducing the amount of busing that has to happen between those four um activities. So,
038some of those considerations would be baseball um baseball field at this particular site. Um, and then potentially adding softball lights. And again, still the asphalt is very small. The only thing that's left that we didn't do here is if you're familiar with that site is on the I consider it kind of the backs of the fieldhouse side of the building. There's a loading dock that goes down in there. That's the only piece of asphalt that we haven't touched at this building. So that's beginning to age out as well. Um, and then playground improvements. So, just kind of going around the building um to identify again the cooling is all in that gray that's up in the right hand corner of this plan. And then all of the gray plus the kind of pink um cafeteria
039that's in the top center of the building. The yellow is the gymnasium that we talked about. The green is the library which does have climate um climate control in it but could certainly use some um improvement in terms of circulation and finishes within that space. We did do classroom renovations. As a reminder, this goes back to referendum one actually. Um and that is the science rooms that are shown in the pink on the plan on the right on the sec it's on the second floor of the middle school. So those were all renovated. um they don't have climate control but they were renovated and then on the ground floor we did that whole tech suite and the art rooms that are there in that ramp. So there was done work done in this building um
040back in referendum one. So classroom renovations as I talked about that's the cyan in the purple middle school site. Um, I think the biggest thing to talk about here would certainly be that baseball field. If there was a consideration or an interest to be able to bring a field here, obviously we'd have to have a a conversation about where that space comes from and where it goes. So, that really probably is the biggest site consideration here. And to the high school. So, the high school big things that I think we've all identified is um pool. I'll back up a second. This building is one of your buildings that also is nearly completely climate controlled. The only thing that's left and I'll I'll be able to show it better on a slide is there's a few
041classrooms um which I believe is um not foreign language language other than English >> whatever the acronym. >> Yep. So it's on that second floor um essentially south of the link if anybody knows the old link right of the link. So it's just as you come out of the link and it's above the art room. So second floor above the art room. So that area has not currently been climate controlled. So I think there's five or six classrooms that are right there. So there's a little bit of climate control, but that really would come with the renovation of those classrooms. So obviously the chill client's good good to go in that space. Um it would just be the renovate and replace the terminal units. So then when you get into the spaces we've talked about,
042we talked about the pool. Obviously there's a lot of issues at the pool um and considerations that need to be made there. got an auditorium that's having maybe some issues identified within the um equipment that's in that auditorium that may need to be considered. Um and then we've got the LGI that has been displaced as part of this project. One of the things we talked about is relocating that somewhere in that north gym weight room old wrestling room space. You know, once we get to the point where if we identify that as a priority, there'd be a process to go through to figure out, you know, what's the best location for that. But currently relocating that LGI could be a consideration. We've got the music suite. So really these projects have kind of um excluded
043the music suite to date. U so we've got that whole music suite with the band room and the choir room. Um and then the mirror room or the round room. So all of those rooms that really need to be considered and then ultimately does some of that scope creep into the north gym. Right? So it's the discussion of what h what what happens with that space within the north gym. We still got a little bit of roof to do here, specifically over that space that I'm talking about right now. So before we do any of those renovations, like you were going to convert the weight room into the LGI, you wouldn't want to do that until you replace that roof. So that area over the old wrestling room, the the weight room over the um
044auditorium lobby, that whole area still is for requ um still needs roof replacement. And then this is one of those ones where we did a lot of renovations. and then you go into the stair tower, right? So, if you've been through those buildings, you walk through the hall hallways, the hallways all have that new feel. The stair towers were excluded in that first project, again, just for budget reasons. So, something to consider. Um, and then there are a number of toilet rooms that did not get renovated as part of the the referendum one and two projects. Moving to the outside, um, some things to keep in mind, those generators, you've got two generators at that building right now that are beginning to age out. So, we'll want to take that in consideration. Um the the
045lighting of the marching band/warmup field, if you recall, that's the um that's where Wover currently sits in that staging area. Ultimately, when that staging area goes away, the idea was that that green space that's behind basically behind the visitors bleachers that that would be able to be graded and set up so that you could have another field there theoretically that would have either could be warm-up, practice, marching band. So there was a number of things that would be put there. The idea was what are you going to do with that empty green space once the projects are complete and that was one of the considerations. Um tennis courts I think one of the first projects I did here with Mike Mr. Coglin was the tennis court improvements and that's that's going on 10 years now.
046So those tennis courts are definitely um need improvement and are haven't are struggling. Um, moving around that site out there, we've got the baseball field that we really haven't done anything with. Um, and then there again, back to that idea of JV and varsity, the softball field is currently lacking from this site. So, there'd have to be considerations there if that was identified as a priority. Um, pretty simple. All of the gray that's here, anything that's gray on this map was part of referendum one. So, um, all of the gray here was renovated previously. We've got on the far left is the gym. That little cyan blue there, that's that tech suite art room, not climate controlled. So, it's that area. And then when we get to the second floor, it'll be the area directly
047above that. We talked about um a STEM suite or some type of technology suite that's in that yellow area. That yellow area really had two long-term goals. One was the potential moving of the wood shop and creating a tech stem like suite. Um but as important maybe was ultimately the connection that you can almost see happening between the um science wing to the cafeteria. So you can almost draw a line. I wish I had a a pointer here where you can draw that angle that takes you right across the back of the pool. And ultimately the the the the pedestrian flow image of this was that ultimately this space could turn into a figure 8. And for those of us that went here in the '9s, um, that that's pretty cool idea. So instead of
048cutting through the quad or ultimately not cutting through the quad. So So that's that's that yellow space technology and ultimately completing that circulation within the building. Second floor, again, the blue area, that's the unconditioned space. Rest of the second floor, all conditioned. Um again the site here really what we're going to be talking about if if it's made a priority is how the the organization essentially the organization of the um fizzed fields the the athletic fields on the other side of the railroad tracks you know really what happens over there what happens with the old stadium what happens with baseball field you know I think if that's identified as a priority that that that whole side's going to require evaluation and lastly here So here a lot of nuts and bolts. You know, I met
049with um the staff here as well as Mike and went through some of the big things. Obviously, some of the things that have been kind of the um the buzz discussions I suppose is the electrical bus charging and that type that that stuff, right? But we've also identified and we're currently working on the second bullet um with the electrical service within this building. So that's something we're actively working on, but it's definitely something we want to not lose track of. The roof here, I think, might be the original metal roof, which it's not surprising, but it's definitely aging out at this point. Um, bus wash, fuel tank. Um, I know that that probably is something that's pretty I think the fuel tank itself not long ago, but there's definitely work to be done there. And
050then lighting upgrades, mechanical, um, fencing and windows. So, so there's there's quite a list to even be considered here as a bus maintenance facility. And just a reminder, the the the um the fuel island is across the way there for those that don't know, just outside of the triangle. All right. So, the next slide here, we have two slides left, and this one is really uh for you guys to have a conversation about what you heard, and we try to summarize it into district-wide initiatives first. So the first section here is things that are consistent across the district. All buildings have some aspect of benefit for this scope. So you might say, well, the pool's on this, that's at the high school, right? But all students benefit from the pool and utilize the pool at
051some point in their schooling besides just when they're at the high school for lessons and activities and things like that. That's why it's on the list. Um, so you can see I'll just go through them. We got the climate control which is throughout the district wherever whatever is remaining. Uh we have the pool parking and site circulation shows up at at multiple sites and locations. Classroom improvements again that's there's some amount of that everywhere. Um the lobby, main office, SRO, nurses office, some of that back entrance uh support spaces. Um and then we lumped all the kind of what we call BCS or building condition survey items kind of your your um building sustainability items you know your roof masonry restoration windows things like that that just to you know help maintain your facilities for
052the long term. So we kind of want to focus conversation around those types of things. And then the last bullet there you see is specific building uh items or needs. And those are some of the things that are very specific to an individual building that may want to be considered as a priority. And just to set the stage, it's the resources aren't there to do everything at one time. We've had those conversations previously. I'd like to start with that is you know we try to align projects for when state aid is available and to align the scope to be as aidable as possible. So that makes these projects affordable for the community and you know really doable. So the goal is to continue to take advantage of the aid resets that happen every 5 years
053and that's how you can kind of keep on track and keep on up on your building maintenance and keep your facilities in good shape. So we've been playing catch-up over the years and this third project would kind of get you in a good spot where you'd have retiring debt after that and things like that. But for us to kind of take the next step, we need the sense of priority, what the board feels are are the the highest priority. And then we would look at things in that order and how we could kind of knock things off the list and bring some options back to you. Um that would just help us kind of formulate the next presentation for you. >> With that said, >> do I need to turn something off? >> No, you
054need to turn that button off blue >> a little. It's all you. >> So, do you We're going to have >> do this one before. >> Okay. >> All right. Well, thank you very much for the presentation. Um, so we can open it up now for board member comments, questions, and discussion. >> Can I just >> Yeah, please ask questions. >> Yeah. >> Okay. >> Thank you very much. Um, just a couple questions. So you mentioned most of the buildings the chiller um climate control I guess we'll call it right chiller climate control. So, for the buildings that have already had construction done, and I'm just going to use the high school for example, because there's that small area that isn't climate controlled, is there a reason with all the renovations that have happened because
055that that one wall has not been like built into the previous >> Well, the the overall goal going along the way is to provide climate control when we're renovating a space. Okay. and when we're already working in the space. That's been the primary goal and and it's the most affordable to do. So that's was the last area to that hasn't undergone renovation and didn't have climate control already. So that's why it's kind of stuck there. >> So but that does butt up to where there's currently construction happening. Correct. >> Y >> So is there a reason that it wasn't put in? And I wasn't I apologize because I wasn't part of the discussions for that. I'm just wondering if there reason there wasn't kind of built into >> what we currently are doing with that
056gym to kind of finish up that entire side of >> So the other factor is um that program that's a tech se tech center and art room and we were there was always talk about a STEM center being added when we did the pool work. >> Okay. So the challenge is if you put climate control in it the way it is now and then you renovated the space into something else and maybe divided it up into smaller spaces or reconfigured it, the money you put into that climate control would beast >> pretty much wasted, thrown away. So we were we were sensitive to it um and wanted to take that kind of slowly for that reason. >> Thank you. >> Was there anything else on that? Okay, >> others questions. >> I have another question
057if I can. Yeah. >> Okay. Um, parking. We know parking is a hot topic, especially at our elementary buildings. Um, I you did a great job of the aerial views, but do you have recommendations on what we would where parking could go at any of our elementary schools? >> Uh, yes. And some of it needs further evaluation. >> Okay. >> Um, and some of it may need to have property considerations. >> Uh, right. Is there an option without property purchasing >> at one building? Most likely no. >> Okay. >> That's paid less, >> right? >> Yeah. Yeah. >> Okay. >> We're using almost every inch already. >> Okay. >> You know, we had subjective access to >> Thank you. >> Y So, if you're giving us um feed like if you're looking for ideas for
058what we think um I do think that with the way that the classrooms look when you go through the new buildings, you can see what is old and what is new and it's a very stark contrast. So, aesthetically having everything look more streamlined. Is it would you like rip out the old tile or is that tile just always going to be there? If you're talking about renovations like so the hallways would they how would they look aesthetically? >> Yeah. Well, a lot of times again we're trying not to go into spaces two times or to undo something we've done. So it's it really is a consideration for each building um what makes sense depending on some of the other scope. For instance, if you're right-sizing some classrooms, likely the doorways to the hallway would change
059or be reconfigured. So, you wouldn't you wouldn't want to go in and renovate the hallway, replace tile, and then go back 5 years later and move a door. So, it it's nice to kind of do a wing at a time. And if you're going to do the wing, do everything in the wing. Now, we also understand there might be a higher priority that we just got to get the climate control completed and do whatever renovations we can. Maybe we can't renovate the whole building and do every classroom, but maybe there's some classrooms that make sense if the climate control is the highest priority. If the priority is to renovate the classrooms and get a refresh on everything, then other things would have to take a back seat most likely. So, yeah, it's not a perfect
060answer there yet. >> Okay. So, if you're looking for the highest um priorities, I know you guys were talking about like uh baseball fields and things like that up the middle school. Um what else could we do up there? Could we add uh tennis courts in the middle school instead? Expand those. add pickle ball courts, you know, like life sports because you have fifth, sixth, seventh, eighth grade kids up there with looking for new activities. Could you add um I don't know what are what what other options would be for and I mean not necessarily sports. Could you add a separate STEM building? I don't know. Obviously, you want to have things attached and then you know maybe you do it separately, but I um I guess so. Okay. Sorry. My priorities would probably be
061climate control, the necessities like roof things that are absolutely necessary. Um, and a pool. But to me, thoughts about the pool would be if we're going to invest in something like that, how can we make it so that it can be utilized and potentially a source of revenue? So, anything that is built or created, how could we create that to be a source of revenue within the district like for outside community members utilizing that that same shared space? Sure. And and a lot of that comes down to, you know, district policy on use and whatnot. From a building infrastructure, we would certainly look at access and make sure there's there's good access from the outside of the building. You don't have to walk through the whole building to get to it. Things like that. So
062that if there's a community group using it, you can isolate their um use of the facility to just that. because somebody was telling me um there was I don't know exactly where the school is, but it's part of their school district and they have like multiple pools. They have like an aquatic center and that it's beautiful and they host like Special Olympics and it's like drawing a lot of people to that area. So when I think okay if we're going to if we're going to invest into something how much is this bigger to if to where we're going to get a return on investment where you know right now the way that our pool functions it's not necessarily return on like we have it it's good for the community but you go a little bit
063more you'll be able to create that return on investment. Yeah, that's a great consideration and um some of that's been discussed. You know that the challenge with a pool is that it doesn't generate any more aid than a classroom for new square footage, but if we fit it within your existing square footage, it can take advantage of the aid that your whole building has. So that's why we would be very strategic about that design. And you know like you wouldn't want to I wouldn't I don't want to say you wouldn't want to it would be challenging to build a separate pool building like you know somewhere on your somewhere >> what's that >> like right because it unless you because it would be treated like building one classroom and you can imagine building a pool
064is going to cost way more than building one classroom. So, you know, being attached to a building generates a lot more state aid for you and makes it affordable. But within that, there's the ability to expand the footprint within your footprint, if you will, because of what's been done at the south wing with the gymnasium and fitness center and wrestling rooms and all of that being moved out of that north wing area. So, there's the potential to do what you've described within their footprint. Um, so yeah, I feel like, you know, being able to see what that option would be by comparison with, you know, a a more of a bare minimum type option. But to go back to my priorities would be, the climate control, the absolute necessities, and then possibly looking at that.
065I mean, I I I like the idea of renovating the music suites and doing those things. being a choir person, there's also a lot of nostalgia to the way that space feels and going back to visit it. So, I feel like that would have to be done with careful consideration from that department. >> Um, and then, you know, it's I I honestly don't know how quickly any of this can really come to fruition, you know, but this is that's why I think the necess one thing. What about are you kind of including classroom with the climate control? >> No, I think um I that was just something that I noticed. I don't see that as a top pri top top priority. I don't feel like we can go back and revisit it at this point.
066I think that's too much. No, the reason the reason why I asked is because when you touch climate control, you're plastic. >> So, it's going to have sort of I think what Jeff was trying to say is we may have to like say we've got six 25 classrooms to have to touch with climate control. The financials may not support us doing all 25. It may say, "Hey, we can renovate 10 and get climate control in 10." Right? Those are some of the things that we're not there yet, but it helps to understand that if we're doing climate control, we're going to have to cut the classrooms that we cut because we are going to open up walls. >> And ceilings. Yeah. >> I would have to look at I mean, >> yeah, I think the
067biggest concern if I could um is back to what Jeff said earlier. So, if you have a classroom that's say 700 square ft right now, which is not an appropriately sized classroom for today's education, you're going to put a unit ventilator in that classroom that's sized appropriately for that current classroom size. So, in the future, if you do decide to renovate that classroom and resize it to be inappropriately sized, that unit that you've spent money on is no longer useful for that space. So, you're kind of throwing that money away to get climate control today in a space that it won't necessarily work in tomorrow. >> And I think our our goal with that would be is kind of a hybrid here. Like there's some classrooms that are appropriately sized that wouldn't need to be
068right sized. You could probably do some climate control, do some work you need to to get it in and not renovate the whole room. And then there's other rooms that really, like Chad said, it it makes sense when you're doing the climate control to renovate the room. So, it might be a hybrid there, but if climate control is the priority of the board, that would be the first thing we'd look at. And then see if we could sprinkle in some right sizing where it made sense, you know, is is what I think we're thinking. But >> I do think that but then I think that the challenge with that too is every if you don't get it all complete then you have people who are in the new spaces and people who are in the
069old spaces >> and that's kind of you know from the p like who gets what space and >> yeah so and and we can look at those options there's time to kind of consider what it would all look like with with that in mind with climate control being the goal. I'm gonna others want to offer uh their perspective on priorities. Erin, >> I did have a question about some of the parking. Um would you be able to flip through to slide um 22, I believe it is, for Big Plats Elementary, the aerial view. So, it's a lot more noticeable on my laptop because I can kind of zoom in, but it looks like there's kind of an access road, if you will, on the right hand side of the building. >> Yep. >> That enabled
070you folks to be able to put resources and things that you needed in the back for building. Have we ever considered or talked about utilizing some of the space back there for more parking? Um >> or is there a reason why we can't utilize that space? >> Are you talking right hand? That's the cemetery. >> We have to be care Well, >> so that's a fire lane here. >> Okay. So we have to be real careful. >> Okay. That's what I was asking. >> So you're talking here. >> Yeah. So that's a fire truck access. >> That is a fire line. >> Okay. >> But with that said, okay, you could you could expand it technically to to use it as drive. You can't park in the fire lane, but you can drive out to
071get somewhere. >> The challenge is is students cross that to get to the playground and get to um the playing fields. So the safety consideration of that is what kind of holds us back from giving that as a recommendation. Um, and right now it's gated. Like that fire lane is gated. So, you know, if a fire truck came, they could get through it, but no daily traffic would go there because kids are going back and forth for recess and things. So, yeah. >> Thanks. That answered my question on that. I just was wondering why we couldn't utilize that that land. >> Um, and then I think I had a similar question when we're looking at Gardener Road. the aerial view there and taking a look at still the uh the back area, >> right? >>
072Are we able to develop that at all? >> Potentially. Yep. >> Okay. the, you know, again, the challenge is is how much green space do you want to give up for parking and balancing that out too because there is a there is a a field out there that can be utilized for PE and and some wreck league kind of stuff. So, it's finding that balance. Well, I think the playgrounds are all like right there, too. So, there's a little bit of that same situation with big flats where you have kids crossing. We might be able to swing the lane around the playground so that the parking lot, but then you're getting into that soccer field, >> right? I just know that we've had such a significant issue with with parking and and busing. >> Yeah.
073>> You know, accessing that area. So, just thinking, but >> thank you for clarifying that. >> Yeah, sure. Lori. >> All right. Um, I don't know if you remember, Jeff, but the very first meeting we had in the student um, what was that old built room called? Student services. >> Sorry. >> South Wing of the High School. >> Student service center. The little conference room. >> Yeah, the conference room. That's where you made the first presentation to the board. And I said at the time climate control was my priority. That was from day one. So I think that has to be the priority. And I think for people that are not in the system, any non I'm most familiar with the teaching, but any non- high school teacher, non- high school staff has the belief
074that the board of education only cares about the high school and the project. Where did we start? In the high school. Who has air conditioning? The high school. And now we're kind of well, should we? Shouldn't we? And we're only going to reinforce the view that the board only cares about the high school if we don't do the climate control. Now, you may have to be a great salesperson to those grade school people and explain why it has to be delayed because of the construction issues you relayed and things like that. But I don't think we can walk away from the climate control uh as the major priority because if we do, >> it's going to just reinforce the the view plus the law now in place where >> you have uh when it reaches
07589 we 88 you either send them home or do >> other say that relocate >> I know but >> relocate so >> that's just going to be disruption yeah and I and I think we could be creative on how we achieve it right and and if knowing that that's if if that is deemed the highest priority we would figure it app. We find a way to figure this out and and not have to undo work. You know, maybe we can find a way in a system that's scalable. Like we have this small room that could be a bigger room, maybe we can have a scaled system that we could come in, you know, so we would we would give that some design consideration. If if that's deemed the highest priority to make sure every classroom
076has it, that's what we would show you how we would do that. Then secondly, I would say the pool, however you determine that, and may and then roofs. I mean, if things are leaking into things we just constructed, then >> Yeah. Yeah, >> that makes no sense to me. >> Sounds good. Thank you. >> Yeah, I should probably Can I just finish real quick? >> Yeah. >> I was reminded that I didn't say what my preferences were. So, I would like to take a look obviously at at climate for the same reasons that that Warren had stated. Um, equity is really important for all of our teachers and all of our staff. Um, and then we I mean our pool is at a crisis point. It really is at a crisis point. I'm surprised it's
077been able to live along this long. So, those would be my my priority. And then music suite only because my husband would kill me if I don't say that. Okay, thank you >> Christine. >> Um, so 100% agree with Lauren. You know, we've been talking about this for a really, really long time and I remember that first presentation as well. Um, you know, and that kind of goes around I feel like the climate control also goes handinhand with the classroom improvements. I mean, right now we have a lot of inequity across the district. Um, and thinking about, you know, the kids, they're only in a classroom for a year and then they move on, right? We have staff that are in the same classroom year after year after year after year. So, thinking about those
078staff that are currently in classrooms that are not renovated or plan to be renovated, you know, I I I feel bad about that, right? I mean, because there is a huge inequity. So, you know, how can we get creative to provide if we can't renovate everything, can we can we do some level of renovations so everybody gets touched um as we're trying to do the climate control. So, I think those are kind of tied in my in my priority list as the top two. Um and then obviously the pool. I mean, we've been talking about this for a long time and you know, and let's just hope that the pool lasts until we get to the point where we can renovate it, right? >> Um, so that's that's where I would be. >> Thank you.
079>> Back to you, uh, speak to your priorities. I mean, just to echo what Christine and Warren were saying, um, climate control laws, the pools falling apart, as we already said a few times. I don't want to keep saying the same thing over and over again, but I would agree with that. Um, there's not much more to it, but I I I just was wondering if anybody had made a recommendation. This isn't necessarily a priority, but I am curious about uh the space on the other side of the railroad tracks at the high school. Has anybody ever ever made any recommendation on what to use with that space? We're also excited about the new stadium, but it seems as though, not that we forget to mow the grass on the other side of the railroad
080tracks, but um that it just kind of was left to its own to use the way we have been using it over these past few years. If anybody has come up with some any innovative ideas to do with it, perhaps you know like turf and light the baseball field to help with revenue perhaps or a cost maintenance analysis on what we could do with a space like that that's completely grasped and has been that way for for very long. Has anybody mentioned any ideas or asked you to make any recommendations? Originally, when we when we looked at the new stadium, there were some ideas floated out there and we wanted to, you know, be able to communicate what it could be used for so we could dust some of that off. But there hasn't been
081a whole lot of recent conversation about what the priority would be. And I think part of that comes down to if a softball field at the campus is a priority. And you know, I think, you know, just knowing what's going on there, you'd want I would think you would want a full-size field for lacrosse or soccer or football. Also, besides your your turf field, you know, so, you know, looking at what that could look like in that area to fit in a softball field and still maintain a full-size field and upgrade your tennis courts, that's about as far as it's gone. Um, >> Yeah. I'm not saying that it's at the top of my list of priorities. I was just curious to ask about it because it haven't been brought up yet. >> Um, but
082I mean everything, you know, we've all been saying as the priorities have been, the communities have been echoing the same exact thing. You know, we figured out uh, you know, traffic loops and circles as when school began just to figure it all out and that that's that's definitely high priority on the list for all of us and the community at large. So, >> thank you for all this information. >> Uh, Julian. Yes. Sorry. Your priorities. >> Thank you. I had to ask questions and not hear my priorities. No, you're okay. >> So, I agree with the >> Okay. Well, I agree with the private control as long as we're not um I think you referenced like if we put something in but then we have to go back through and make modifications, it's a waste
083of money. >> So, I'm not okay with that. Like I think um climate control where it makes sense and where we can do it where we won't have to tear it out in another two years, three years and we money. Um pool definitely and then for myself um parking is right up there as a priority because we continually hear it and it's not going to go away. So we really need to suggestions and solutions for that. Thank you. going around the table. >> Um, thank you for your presentation. Uh, my priority would be pool um parking and um how we dropped the children off and how we pick them up. Um, I agree with what Julie is saying about climate control and what you've said. If you can't do it and we're gonna make sure
084we're not going to come back in five years and have to undo it, then yes. So really climate control and classroom improvements kind of go together. So I mean we do have to obviously make everything climate control but the pool is in dire need. So to me the pool would be my number my number one choice if we're going by choices. >> Thank you. parking and places to drive for the people to drop off their kids and pick them up safely and climate control. >> Um, so after Erin made that comment, I went back to look. So that fire lane, is that just a single lane? Is can that only be driven on one lane at a time? Are there any lines? >> It it it it could be a fire lane is required to
085be depending on the exact 20 to 24 foot wide which could be a two lane. Um but both lanes would be considered the fire lane because when they you know if they have fire uh apparatus out there that has outriggers and things, they require us to have it be that big. But it could be turned into two lanes. So my question is could we make that um I don't know where the I mean it's not the main access point but what if that was like the busing drop off area >> you know where the buses go and then it's not being utilized by parents and people with traffic so you wouldn't have to worry about the crossing or if you just made it like a circular drop off loop so that people drove one way
086circled around and then They were drop off loop and then maybe it would be like a long pickup line loop that went out that way and it was only utilized maybe in designated times when children wouldn't be leaving the building in the afternoon. Does that make sense? >> It does. And I think I think that is our next goal is once we hear what these priorities are and we've heard, you know, parking and drop off is is one of those top priorities, we would look at design ideas and considerations and bring back to you. Yeah. Thank you. >> So, I'll offer my input uh briefly and it really echoes my fellow board members that I think the for equity reasons and to create a you know consistent educational experience across the district. I would prioritize
087the climate control and in conjunction the classroom renovations recognizing we're unl unlikely to be able to do all that at once but maybe looking at different ways we can creatively kind of slice it the pool is at the top of the list for me and uh and I think the the site related considerations we just talked about is important as well. Um all the ideas are good ones and I commend you for the presentation. It was it was well done. Thank you. And would love to be able to do everything we talked about, but in terms of having to prioritize, I would put those educational related uh aspects first and then the site piece to the extent there's, you know, the site aid that we can utilize, I think it'd be good to consider that.
088>> That's good. >> So, >> all right. And then we we just had if if you're we done with that part. So, um Whoops. Am I going the right way? >> No. Thanks. just go to the end here. Um so next steps so you know hearing these priorities we'll we'll make sure we hear it right and get summarized with Tom is to develop these priorities further kind of what we talked about look at design ideas look at how we can achieve some of these goals and um develop budgets and a financing plan and just what you know there's multiple steps here next to kind of you know take the next development of those priorities that's what we would work on and we'd like to come in February and kind of talk about it further at
089that point. So, >> make sense. >> Ju just from a timing standpoint. So, that then puts us on track if we move forward then we would have then we could have a referendum vote in 2026. Yeah, I think that this timeline if if you choose to keep going and keep the steps moving, you'd be on target for a fall December vote. Um, you know, it all comes down to how quickly we finalize the decisions, but typically to hit hit that timeline, you have to finalize the decisions in the summer. Just so the board knows in my update, I'll put in a little document that you can this will be a word document because I know you're kind of with the priorities right now and I think you did a very nice job, but for our
090discussion, if you could on the sheet that I give you, I'm just going to put 10 spots and try to don't get too detailed, but just say those areas one through 10. if you only want six or you only think of six, but we really need to know what are general thoughts out there because when we get to start working between now and that February, that will sort of help guide some of their presentation and discussion and they might be able to say, "Hey, we could do this, but we've got to pull in some of these other things from the B VCS, but we couldn't do this." It's just like with the field consideration. We may not have the ability to do a lot of contingent items or incidental items outside the building with this
091last project uh before we recycle the aid. But it might be I'd like to see what that design concept might be if you were to do it because we also have to challenge um Hunt especially on zero emission busing. Where would what would happen because we would have to use that space in case we are forced to do zero admission buses because currently our bus garage will not house in its footprint the ability to do all of that. It will need more land. The only land we have is right where the baseball field is. Knowing that, what would their potential concept be to try to address this? not necessarily in this project, but down the road. So, we sort of have a plan. Does that make sense? But if you could, we will put that
092in tomorrow's update. Just a listing. Give us one, two, three. Try to be clear, concise, and detailed about the major part. And if you want, tell us anything else. But those will be things we'll transfer over and use as sort of guidelines and just notes at this point. >> You have a question. >> Yeah. I don't really know how comfortable I necessarily feel about doing that. Like saying, "Okay, now what's your 10 priorities if you're making a list and then having us do it?" I feel like that should be a discussion or like a work session that we talk about and we do it more in the public. I kind of feel like that's a little bit >> too much behind closed doors things happening and people can't really see what's happening in front. I
093so I would rather like have that discussion here. >> Well, Katrina, please understand February 26th, >> you're going to have that discussion. This is just about us. We're we're not talking to just these three areas. So, we don't want anybody coming back and saying, "Well, you did this." We want to kind of know everybody's thoughts. And I know having 10 to 15 minutes to talk about it, other people may have more. It doesn't If you only want three, just put down three. If other people want more, but they're going to talk about it at February 26, so you can because nothing's going forward. This is just a brainstorm. And I think that helps us give a clearer picture and try to make sure you have a discussion as well as potential options that you say,
094"Hey, as a board, we don't want to go down that road. As a board, we want to go down this road, but we don't want to get to February 26 and all of a sudden have four or five different other things come up." And that is something I need as the superintendent to work with them. So it's not except I'm asking you to send it to me so I can at least work with them. >> You will still have a discussion because we deal with openness and transparency all the time and this is how we do it. >> So are they making plans though based off of the feedback to be presenting like here you know like how you have these scopes and you have these drawings and >> No. Well, we we would just
095do enough to be able to uh put a budget to some options for you because the next step I feel is we need to look at how we could climate control the rest of the buildings and what the system might look like and how we we just need to do enough to be able to get a budget for it so that we can, you know, present it to you the next step. >> Yeah. So, I feel like we all said what we thought was the next steps. we all kind of agreed upon the same three things and I feel like well when you put that email out there then you're adding more to it but then we're not discussing it. So I just personally am saying I don't feel the best about that scenario. >>
096Yeah I app so let me just make sure it's clear but appreciate you're sharing your view. I think we we we all spoke to it here in public session tonight what our priorities are and Hunt um heard that and what I expect is in February 20 on February 26 we'll talk about those options I think what Dr. Douglas is saying if next, you know, you go home tonight and think, well, you know, I really wish I had mentioned X, add that in and then that can be something else that comes on February 26th where we will in public session talk about it and have the benefit of other board members being able to comment on it. So we will not you know nothing will be decided determined or uh in any way acted upon other
097than in this not this room but in a public session >> ultimately augment augment anything you didn't think of tonight when you talked about your priorities >> okay thank you very much I think you got to go to the town >> I'm Okay. >> Thank you very much. >> Kevin Anna wished for me to let Chad go early and I said we already had it. >> So we'll move to our second. >> Thank you. What has been human this way? Okay, good evening everyone. Um, I was asked to give a uh brief uh overview of the capital project financials um to date um and my Christmas gift to you if you should accept it. I will keep this brief for you if you so choose. Um so um just a reminder for our capital projects
098the um the main plan is we always start with short-term borrowings. We look at what cash we need um one year at a time. We work with Hunt. We work with Wiver. Look out a year ahead. How much cash do we need to do the work we're going to do that particular year and that's what we borrow. We do that through the course of the project until the project is done. then we convert to a long-term fully advertising note. So for referendum one, which is a complete project, we did exactly that. Uh we always start with our cash from the capital reserve first. We delay the borrowing for as long as we can to avoid any interest cost. We started our short-term borrowings in 1819. Uh we did that um over the course of six
099years. Uh so you'll see what we borrowed in principal and interest over those six years $18 million. We received state aid um of 20 million over those six years. Um we did uh early aid starts on three projects to get the most aid flowing as quickly as we could. Uh so the local share portion was actually to the positive. We received more aid during that time period than we were paying out in debt. Then in 2020 24-25 we converted to a long-term note through um the dormatory authority. Um so we do have an actual debt schedule which we'll see on the next slide. Um so our long-term debt through that note will be $93 million. Principal and interest. Anticipated state aid will be 68 million. Local share will be uh $25 million. Um we talked
100at length as we uh propose these projects to the community that they are not fully funded by state aid and that there is a local share component um that the community did support through the vote. So total debt both short and long-term for referendum one total is $101 million. Keep in mind that is principal and interest offset by the 10 million in cash that we used up front. Total aid was $89 million anticipated to be received. local share of $22 million. Just a reminder, we talked through this um when we converted to the uh the DASE borrowing. This is just an option that many schools go to when they convert to a long-term bond. Um it's a um an avenue for public entities in New York State. We participated um in this borrowing. We're part
101of a New York school pool fund um that consists of many schools. The total borrowing it's about a million a billion dollars total with all the schools that are in it. Uh the benefit of this is um the blended interest rate of the building aid. There's special legislation between DSNE and state ed that calculates building aid a little bit differently which gets us more building aid. So it's more advantageous uh for districts to go this route. Um, and this bonds are callable. So, in 8 to 10 years, if the interest rate market changes, um, we could say we want to refinance. The pool could choose to refinance or we could go out on our own and refinance and and get some better rates. Uh, there was request to see the full amortization schedule. So, this
102um is what we received from DAME now that the the note is set. This is the debt service schedule that we will see built into our budget. First column is the principal and interest in total. Second column is the building aid. Last column is the local share. And I just want to remind everybody that um the district has historically in the past used our that service reserve. Um so we have used our own fund to help smooth out the local share portion to assist our community. Referendum two um still fairly uh fresh. Um we're not ready to do any long-term borrowings at this point. Um but again, we use cash first, our $10 million from the capital reserve. We've done a couple short-term borrowings um to fund the project to date totaling $10 million. Um
103we've received $4 million in aid to date. Um, so net local share currently is $6 million, but again very early in the project. Um, uh, excuse me, uh, Big Plaz Garden Road, as uh, Jeff and Chad said, are wrapping up, but Bridge Road and High School still have a lot of work left to do. Um, so long-term debt, I can't really speak to that right now. Um, until we get through our final short-term borrowings, see how the project finally lands, and that's when we'll convert to the long-term bond, and we'll get that fully amortized schedule. >> That will be roughly around 20 the end of 2027 or 2028 because it's got to come after all projects are complete. >> Yes. So 28 29 is probably where you're looking to ask me your bond. >> Um
104I have not shown yet what our debt service payments will be um for the upcoming budget year. That process is actually just beginning. Um I will work with Huntton Welliver again on the cash flow expectations for the upcoming fiscal year and that's when I'll get with fiscal advisors. we'll get with an and we'll work out what um the best plan will be for principal and interest payments to to build into our budget referendum three. Um to date in our capital reserve we have $3.3 million that we could put towards that project that would be built into the proposition if we opted to put that money towards the project. we follow the same process. Um, if we had a project that we wanted to put forth to the community, we do the short-term debt, we do
105the long-term debt process would be the same. Um, and just a reminder, we talked about this at prior budget presentations. um that a lot of work goes into um the development of these projects, the analysis of the aid, um the constructibility of the projects, um the timing of the projects. Um so building aid ratios, yes, you can see are historical. um building aid ratios, they tend to hover around the 80 81%, but there's a whole host of rules that uh state um obviously imparts um on districts as far as um building a goes. There's different rules regarding how long aid is received as far as renovations, um additions of a new building. Um I'm not going to read this to you, but there's, you know, building a units that are calculated maximum cost allowance that
106has to be considered um do additions um outweigh renovations that that can impact the timing of your aid? Jeff brought up a few good points when he was speaking about, you know, looking at that 5-year reset. The pool generates the same aid as the classroom. So once we get the information from the board of what we want the scope of the work to be investigated um it's a lot of complex conversations regarding um the aidability of the project how to best maximize that aidability um how to best phase in the work of the project to maximize that aid um it's it's a very complex process that we worked with wellver the district team um pond fiscal advisors, very long complex conversations um go into this to um maximize everything the best we can. Um Jeff
107has had many conversations over the years with our project manager at state ed. Um if we don't quite agree with what they're saying our age should be, he goes to bat for us and says, you know, that's not quite right. this is what we think our aid should be um to try to get every dollar we can for these projects that we're doing. >> That is, if I may, that is going to be very important if we go forward with a project, especially if it comes to the pool and any potential need to speed up because of the fact of the fragile nature of the pool. Jeff has a wonderful relationship and between him and I, we would have to try to see what we could do and if the state would allow certain things.
108>> So to the conversation tonight, we appreciate your feedback and the the priorities that you put forth to us. Um but this is the work we're going to look at at next. um you know what um Jeff and Chad have a lot of work as they said of you know kind of starting to put some thought into design into this what it means moneywise the timing of the money the timing of the aid and how to best put the best package together to present to you for further discussion um and what we can afford over the an appropriate time frame. So, I kind of beat myself to the punch. Um, that's exactly what we're going to do next. A lot of a lot of time will go into this. Thank you for the presentation. Do
109we have time for questions from the board? Have questions? Great. you were talking about how we um received aid ahead of time and how it was a little bit more. So, does that mean that we're going to receive that same dollar amount of aid for the remaining portion or does the aid go down a little bit because we received more up front? We applied for the early aid. So, does that mean that it's going to stop through while we're still making payments? Does that make sense or is that not so when we apply for the early aid start is to support to support the debt that we have to borrow upfront because debt always has to come first to to fund the project. So, we try to get the aid going as quickly as we
110can, but you will see towards the end of that schedule that the the aid does kind of fade off more at the end um than the debt. >> Okay? So, we're going to be receiving less aid at the end. So, then our >> but that's the schedule. So, if we owe say 35 20 36 our debt service requirement would be 5.2 2 mill >> right >> 3.1 will come from a 2.1 will be your local share now >> well right so you see the debt services going down as well the local share stays you know within the range that it's been but anytime where where there's es and flows in the aid that's also where we rely on our debt service reserve to to kind of offset those es and flows and try to keep
111things consistent >> right so what we see is that from 234 35 to 35 36 six will be receiving um you know $2.7 million less than aid. Is that right? Yep. 5,853,000 minus that. So we'll be so that's like $2 million less in aid and then our local share is upticking by a million dollars. So that's like a $3 million swing that year for the budget. Is that right? That's just looking at looking at those numbers. How does how does that look budget-wise? >> The debt service goes down too. See the first part goes down, >> right? So the debt service, right? So the debt service is also going down. The aid is going down. So the local share is the difference of what would be the impact to the budget. >> Oh, okay. We'll
112get two, but we're still paying. >> So that's the net impact. >> Okay. So we're Okay. And that's the part you would see in the tax cap calculation. That's part of that capital exclusion >> piece. And that's where we look at when we look at our levy increase. And when we have our discussions about cuz it's just one component of the whole tax gap calculation. And when we talk about is that a palable amount that we want to put out to our community, do we want to use some debt services to bring it to bring it down? >> Right? Because it's not going against the project itself. is going down against the levy to change the percentage. Is it >> correct? >> Yes. Yes. >> Okay. So, but each year with that local share, you
113know, so it's going to go up a little bit in this upcoming year about 400 or no 600,000. A little bit, but then next year it stays relatively the same. >> Mhm. Um, so it's not like each year we're putting an additional 2 million into it's this is 2 million and every year it's staying at 2 million. So it's not like we're adding 2 million next year 2 million next year. >> But that's just for the first referendum. We don't have this yet for the second referendum. And we don't anticipate that we're going to have it for another two years. You said >> two to three years depending on when we close out the entire work of referendum two. >> Okay. But so if we're not get this information, do we have to make payments
114or are we just not have we don't have to make payments at all? >> So referendum 2 is going to be continue to be funded with short-term notes. So, we're going to look at what the cash is we're going to need for the upcoming 2627 fiscal year to fund whatever anticipated work is going to need to be done. We're going to take that amount. We're going to get with fiscal advisors. They're going to incorporate that into a debt schedule, projected interest rate, come up with a debt service schedule. And the the most one of the most important things we talked to about them is that we don't want any big spikes in local share if we can help it. We like to develop a schedule with the cash to get the cash that we need,
115but try to develop a schedule that keeps that local share as smooth as we can to avoid any big spikes as best as we can. There is a lot of work to be done in referendum, too. So, we'll have to see how the numbers look. Um, but we do try our very best to minimize those spikes. But again, that's where we have that debt service reserve to try to offset those those oneoff spike spikes, excuse me. >> But the debt service reserve is just used again for that percentage to bring down the overall levy. >> Correct. Yeah. Okay. Um, so if are are you allowed to take guesses and say that because this is, you know, like 111 million, we had $122 million that it could be similar schedulewise. I would not even want to
116hazard a guess. It's too far in the future. Interest rates could be whatever. I don't know where the project likely could end. Um there's things um like premiums that we get when we convert to DASME. There's a whole host of things that go into financing. Um I can throw a number out that would just be to throw a number out, but I don't really think that would be a necessary a prudent thing to do to add value to a conversation. So then just to be as transparent as I can about all these things and the priorities without really having that information and I understand that you can't get it until you can get it. um but without knowing what 27 28 is going to look like as far as adding to the local share you
117know so if it's another million for referendum 2 or another 2 million that is eventually going to be the local share and added into the budget and you know then having that scheduled without really knowing what that is and how the budget ends up settling out with everything at that point in time it's really hard to pass a referendum um with to this level magnitude like you know we had the like this the first referendum 96 million or somewhere close to that 95 million and then the second one was 122 million. So for me personally, when we look at those like the priorities, I feel like we should look at something that's as um minimal as possible with expenditures. I know that that's not really I understand everybody has what they do, but my first
118year on the board was when we had all those cuts and that really scarred me. So, I really am always thinking about what a million dollars in cuts looks like and what a million dollars in ads looks like. So, that's why I don't want to have to relive that experience and I know nobody else does, but that's what I always think about. So, it's very difficult for me to say, "Yep, I'm going to go with this third referendum if I can't definitely see exactly what it is that the what exactly the money could look like." Well, I guess one to be clear, we all still think about those cuts as well. They're not they're not forgotten by us by any means. >> Um, and I guess for, you know, context for yourself. So, referendum one
119was a $94 million project. This is net or excuse me, principal and interest. 93 million is what we is our debt service. and you have with the principal amount is handy for me. Referendum two was $122 million project. So conceivably the debt service will be a little bit higher, but it is what the community voted on. We did convey the local share when we communicated it. Fiscal advisors prepared a whole estimated schedule at the time that did convey what that local share would look like. Um, so there was a very transparent conversation of what that would look like at the time, but to guesstimate a schedule like this right now is truly just a guesstimate. >> Yes. >> Right. >> 63. Oh, of that 93, 68 million is principal on the 94 million referendum because
120we make principal payments along the way as we do those short-term borrowings. So, we don't bond the full 94 million. >> Other board members have questions. So just so everybody's clear, um you know, we talk about being able to go to the state to expedite, right? So the pool would fail, but that's only if we voted yes on the third referendum. Correct. So if we had put a referendum out and or if we did put it out and it was voted down, we don't have a leg to stand on with the state to bring in aid >> quicker to be able to rebuild the pool. Correct. >> Okay. Just wanted to just >> hypothetically if something happened to the pool between now and whenever a decision is made, we are either sending our swimming or
121the pool units to the shelf and our swimming will have to either go to another pool which is going to be very difficult um or I hate to say it, you're going to have to as a board end the programs. Okay. One >> just to piggy back on that the pool comment. Um, so the referendum could just be the pool by itself though, correct? And what the cost of the pool is just simply >> depending on the board. Yes. >> Okay. So, you know, it doesn't have to be multiple items. It can be this is this item. this is how much it costs. That's all we're going to be able to do. Okay. >> Board's ultimately going to make that decision. That's always been the case. >> And I mean, >> thank you. >> Katie
122asked if there's anything I want to add. The one thing I would say is that um the financial plan that was uh considered at the time of the vote, the end result is actually better than what was what was um presented. So, that's a good thing, right? like we've been able to get more aid than we originally thought. Um the financing came in better. So, um I know every there's other factors that go into your budget and whatnot, but the goal is always to do better than what was communicated to your voters at the time of >> And thank you, Jeff. I I was remiss in not mentioning that. So the when we went out with referendum one and we were um conveying our estimates at the point we had um a projected state aid
123number to be received around 69%. Um we actually have 80%. So even with all the changes that we made and the any hurdles we came across or any any things like that we we did come out better. Other questions? I I have a question and this is just to kind of I think I'm going to try to make it as simple as possible but so everybody understands and I understand the so looking at say the 2526 line there right our budget which we're now operating under we had to include a debt service payment of $7.94 million >> which then we receive on and right as we look to our budget for 26 27 we are we will have a $7.9 million payment >> correct >> but essentially that will just slide into the place of
124>> the old one right so it's not like it's >> compounding or cumulative so our budget already has a line item in it >> from this year of $7.9 million. >> So theoretically, it's not, you know, increasing the budget by having it next year, right? Recognizing there's some little variation in local share, etc. So it's a >> that's when we talk about the sort of >> Yes. each year. >> Each year, now in fairness though, with referendum 2, and the short-term borrowing, >> there's a debt payment for referendum one. There's a debt payment for referendum two, >> but we already have something in this year's budget for referendum two. >> Yep. So there will be a replacement payment for that not a compounding. >> Right? Just to want to make sure that it was everyone
125understood it was these are these are replacement and not you know ultimately you could add them all together but it's not additive in a given year. So just the right way to think of it. >> Yes. >> Okay. >> Yeah. And there will be growth for referendum two because we will be borrowing more cash. So as you borrow more obviously your payments will go up more where this is more static. We have the schedule. Um but referendum two you will see changes as we continue to borrow up to what we're allowed to borrow. >> Right. >> But yes, >> you actually build to your debt schedule when it's finally put in. >> Correct. >> Okay. Thank you. Anyone have any last questions or Okay. Well, thank you very much for the presentation. We will keep
126moving. The next item on our agenda is the superintendent report. So, Dr. Douglas for yours. Thank you, President Christmas. I'm going to try to make up a little time because the recess that we're going to head into Saturday for students and as well as all the board members here. First of all, I want to thank the community for coming out for our capital project open house on December 3rd. It was in our opinion a huge success. Normally we get two or three people over the past four or five years uh coming out for our open houses to show off the return on investment to our our local uh residents. This year we had roughly 39 people and it wasn't just administrators or people in the district that came out just from 5:30 to 6 and
127between them and people could report to the buildings. We ended up at the end of the night being somewhere over 50 plus people coming out. So, we do want to say thank you and I also want to thank Haley for doing a very big PR push. She was very proud that night and that is what I think the board and us are trying to look for and getting people out. Uh, and so, thank you for everybody that is coming out. Reminder for the board, February 5th is our board tour from 8 to 12. More information will come out after the new year, but that will be going specifically through the high school. Uh by that time all the iron should be up is what I'm being told at this point and there will be some
128internal spaces that we can start to look at. And Ridge Road if you've driven by recently is almost 100% enclosed. Windows are going in so heat will be there and we should at least be generally somewhat comfortable when we tour that building in February. Uh in addition, the board should remember that January 20th is the retreat from 4 to 8 library classrooms. I think uh we are focusing on helping the board understand a a little bit of curriculum in addition our scheduling and educational opportunities and why the schedules are the way that they are at this point within special services our curriculum and our special areas as well as our instructional format as sort of a guideline but we'll refine that over the winter break. Uh, I want to thank the middle school and high
129school music staff and the volunteers that took the kids on a return trip to Boston. That was a huge success this past weekend. They had wonderful weather and had a wonderful time. And some of the pictures I think I've shared with the board. Um, updates so that you know as we go into the holiday recess will be only sent out as needed as something's going on just because of people's travel plans. Uh Ernie Davis award was administered today and Damian, are you heading that committee at this point? >> I am. >> I know Charles was and I think he passed that on to you. >> Well, Jack Boyd was >> Oh, Jack was >> well but Damian did a wonderful job and he has no say in who the winner is. >> Nope. >> But
130Ernie Davis award was selected today and the winner is of course Mr. Patrick Laney for all of his hard work on the field and off the field uh that he performs for the community, the community of Elmyra in honor of the memory of Ernie Davis. In addition, ladies and gentlemen, we've had several music programs and concert. Last night was the major coral concert to lights and and you know, it's just one of those feelgoods. If I can get people to come out just for a good night, come out especially for that one. And that's not one program over the other. It just it starts off. We don't say welcome. The kids come in, the teachers ready, and they just start singing. They proceed right through and it's just a festive event that culminates with everybody
131who is an alumni coming back for the hallelujah chorus. So, accommodations to the students. Uh this is really a heavy music, but we also had the Dallas brass. This is what our music program has been known for and they are trying to rebuild the numbers. So, we highly encourage people become interested, become a participant. I do want to thank all of our staff, our families for making it through for the most part the first half of the year. Uh, as well as for those individuals that did uh select for the early drop off through our transition, we had roughly 28 to 30 at the beginning. And I think we're down to in the mid to low 20s that people are trying to adjust and to assist like we had talked about. We have put out
132to the community that we are extending into the April break asking everybody that's in the program to work very hard to make the adjustments. I know some people are starting to access a little open slots in kids world as well as also reach out to the bus garage as routes have changed and we will do a review for each of those parents on that and see if we can provide them busing as well. Please understand that in the 26 27 school year this will no longer be offered as uh we were doing this as a transition to help. So right now up until April, we review it as we get close to that. But we appreciate everybody and we hope this helps as well in their adjustment. At that time, ladies and gentlemen, I just
133want to thank everybody. Mike, heating, air, construction, bus, garage, athletics, full swing, we got tournaments. Please come out. If you have questions, please get them back to me and we'll try to help you. So thank you. wish everybody a happy new year, a wonderful holiday season, merry Christmas, happy Hanukkah, happy Quanza. And if I missed anything, please help me understand what I missed and I will make sure we include it, not only in the district, but at all of our schools. Thank you all. >> Thank you, Dr. Douglas. We will move on to item seven on the agenda, finance items for action. We have an action vote for item 7.03. 7.12. Is there a motion? So move second. >> Any comments or questions on any of the items depending on the motion? >> I have
134a question. >> Okay. >> Um for 7.05, 7.06, and 7.07, where does the interest from those accounts go and how is that divided into those accounts? You have a blue dot yet? >> Okay. No. Okay. The interest is held in um one GL account through the whole year and then at the end of the year I look at all the activity for all student accounts and I allocate the interest by um the cash in for each club. So is the when you allocate is it based upon their inter their balance at the end of the account or throughout the year because those accounts can obviously fluctuate right. So >> I don't have one in front of me but like you know if one has $5,000 in it at one time throughout the year but then
135they use that are you allocating based upon the now they only have $1,000 in their account or just >> all the activity. >> Thank you. >> You're welcome. No, he had to turn off that one. Got it. Okay. >> So, my question is pertaining to the SR agreement. Um, and Tom, if you can speak to that a little bit. Is there anything that we weren't anticipating or anything that was because I know you were we were in negotiations with them for a while. >> Yeah, there really isn't nothing that we didn't have in there except we'd love for the cost to be a little less. But in general, Katie has done most of the work uh with the sheriff's, our attorney. It was just a delay usually on the county's part getting back to our
136attorney to clean up the language so that everybody was happy. >> Okay. So, does this agreement just pertain like does it is it retroactive for this year >> through the end of this year? >> So, we will be looking at a new agreement for 2627. >> Yes. But hopefully it should not take as long because there shouldn't be many changes unless we get something given to us after the budget like we did this year. But we weren't expect >> Yeah, just Yeah, we'd like that sooner, Mr. Sheriff's Department. >> I would say just as a good thing in case the sheriff's office is watching because I don't want to be pulled over. The sheriff was absolutely amanable throughout all of this. Beautiful. >> I think he was being how would you say responsive to higher
137authority than what he could make a final decision. >> You said that very nicely. >> I'm trying to be >> Thank you. >> Can I just add one? >> I turned mine on. Thanks. Um, and as far as the timing goes, um, just from the structure of the contract, um, there was not there was some new language added that we both both parties agreed to. Um, there was a a hiccup in the beginning as far as um, changing the um, I guess the mechanism of the contract. Um, going from a intermunicipal agreement to a more traditional agreement. We wanted it back to to the way it was because it suited our our purpose better. So, we had to work um with the county attorney to convert it back to the way it was. Make sure
138we had the language back in the way we wanted it. Um agree back to um the duties um and the expectations of the officers were back in there the way they we wanted them. um language was added that was in our favor just to point out that um if an officer is out for an extended period of time um it was solidified in language that the the fee for that officer will be prrated so we'll get a credit on our bill. So while it did take a little bit longer there were some some good things that ended up in the bill um or in the contract. So, um, just a unexpected little hiccup in the creation of this agreement, but I think there's we now have clarity with both sides about how we want this
139contract to look. So, it should be a quick and easy update next year. >> Awesome. Thank you. >> Despite the contract not being done, services have been provided with no interruption and all has been good. >> Awesome. Thank you. >> Okay. Thank you. Other questions? So any paying items for training? >> Um yeah, I just wanted to make a comment about this. Um and I brought this up the financing that is a finance committee that it's an increase of $90,000, right? 90,000. So when we come and move into it, I know it's been brought up a I don't know what that is. the door. >> Um, >> you know, it's been brought up multiple times about security and each year this is a budget line that has increased significantly larger than a lot of our
140other budget lines and some it may boil down to do we have an officer in every school building? Are we able to continue to afford this? What is what are the real priorities? you know, um, and having a community conversation about that to see what the community feedback is on the affordability of it. Um, and then I I had asked this in the meeting and I wasn't you you did clarify, I don't know if I asked the question fully when you were talking about the bus drivers salaries and I you were saying that the $89,000 was from the extra runs the anticipated last year. Did you increase that line initially by a certain amount to try to make up for that? And what was that initial um jump that you made for the transportation? Yeah,
141I without looking back at our worksheets of what we >> calculated and >> yeah, I think we'll have to get that get get that number but um just for context that additional is because we went from our hour and a half runs down to an hour >> which we have done very well except for about 12 runs for the intermediate to middle school to high school delay, but everything's under an hour. So, $89,000 for the ad runs, whatever that thing >> and it was done before, you know, roots were complete. They were rebid to, you know, got the runs and >> there was a lot of unknowns at the time that we >> did our best estimate. >> Now that we have a better handle on it, it'll be cleaned up for that next budget.
142>> Right. Well, I know that you guys I I knew that that was over. I just wasn't sure if you had plugged in something initially for that purpose, like if you had initially appropriated like an additional 90,000 or 50,000 or whatever it might have been. So, I was looking for the whole number of what the increased cost of this model for the busing ended up costing the district. That's what I was curious about. It's going to have to be something. >> Yeah. Don't you know we want to keep moving so we can get back to Is anyone out there questions for the pending motion or comments? >> Okay. Seeing none, I'm going to call for a vote. All those in favor of 7.03 through 7.12 say I. I. >> I. Any oppose say nay. Any
143abstensions? Okay. Okay, the motion carries. We'll move to item eight, personnel items for action. We have an action vote on 8.02, the HR recommendations. Is there a motion? >> Second. >> Comments, questions. The motion go first. >> S can go first. Okay. Thank you. >> And then Julie, >> thank you. >> I'm just getting ready. I just want to recognize all of the retirements we have in our district this time. Um, Carl Russell was an electrician. And then we have instructional ones. Rebecca, Colleen Hass, I'm sure I messed up her name. >> Oh, you did. >> Lisa Okonnell, April Cook, and Amy Clark. I would just like to thank all these people for the time and uh service that they gave to our students and to our district and uh you will be missed. There's
144a lot I didn't add up how many years but there's a lot of years a lot of years of service here and thank you very much and um on K2 I would just like to say that I was sad to see this recognation resignation come in um as a person that I've known for many many years. I was uh felt bad to see that this resation came. >> That's it. >> Julie. >> Okay. Um I just have a question. I know that last month we accepted a resignation of our aquatics director and I see that we do not have an appointment of an aquatics director. So, um just kind of wanted to question that and make sure we're having an aquatics director and then I have something else that I'll let you respond. >> Unfortunately,
145there was a person that high school were uh tendered and offered to but they turned it down for the position that they currently have. Uh Dana is still working on it. We've had some internal interest. If we do not have finalized internal interest, we will be looking at the contract uh and Caitlyn will be talking with the HTA for people who are in that area and control that area. >> Will that affect our um external programs like swim lessons and that so forth because the aquatic director ran those? No. >> Okay. Thank you for that. Um >> we got it. >> Okay. I just thank you. Just wanted to make sure if the public had any questions about it, I addressed it. >> Please contact us if they have any. >> Okay. Thanks. Um, additionally,
146um, I also, um, I want to, um, I'm wanted to speak on K2. Um, I have concerns about that uh, resation. It's an educator who did grow up in the district, had strong community connections, and ties to our students. I believe it's important to reflect on this uh situation and um I think it's important for the board to think about if it does have implication implementation implementation sorry on um any morale or anything else throughout the district. Um thank you. >> Okay. Thank you. Any other questions or comments? >> Yes. I also would like to speak on the K2 resignation. I was very um it was very stunned and sad to see this has happened. Um, I think that we need to take some time to reflect on why this has happened and what we
147can do to preserve the greater nation and treating people, you know, keeping a family and community and and reflect on relationships. Um, because for to me this is a huge loss for our district. Um, and I'm very very sad that this is happening. >> Okay, I'm going to call for a vote on item 8.02. All those in favor say I. >> I. Any oppose? Nay. Abstensions. Okay. Motion carries. We'll move to item nine, miscellaneous items for action. We have three items. 9.02, 9.03, 03 and 9.04. Is there a motion? >> Some move. >> There a second. >> Second. >> Okay. Any comments or questions on these items? >> Christine, >> um I will abstain from 9.02 because of my affiliation with the wrestling booster club and the booster club pays for the hotel. >> Okay.
148Thank you. Any others? Okay, seeing none, call for a vote. All those in favor of 9.02 through 9.04 say I. I. Any goes nay. Any abstensions other than um the dails which has been noted Julie. >> Okay. Motion carries. We will move to item 10 in our agenda board policies. And we can start with policy committee report from the policy committee chairperson Mr. Warren C. >> All right. So we discussed policy 2343 which is a new policy and um this policy came about because the uh board requested that uh individual bargaining units be allowed to speak in front of the board. So Mr. Christmas asked uh legal council to draft um a sample policy and that was forwarded then to the policy committee. I'd like to make a couple of comments uh about what we
149discussed in the uh policy committee. So, first of all, um if you look at the area where it's bulleted, um the introductory language to that bulleted area and the second bullet while deleted. >> I'm confused. Are we on 10? Are we on 10 or are we on 11? >> He's giving his the report and it it's in it's containing both of these. Okay. because I was getting I didn't I thought we were waiting. Okay. >> So, um we took the uh introductory language of the bulleted section and the second bullet and we incorporated those into the first paragraph. And then the uh first bullet itself was deleted in its entirety. And the rationale for that was the bullet contained language that said personally uh identifiable information would not be allowed and the view of the
150committee was that the board enjoyed Mr. Finity's report and there were positive comments that were easily identifiable to who it was. So if we say you can't have personally identifiable information then Mr. Finney can't speak it about what's going on. So, we just said delete it and then they we can hear all the positive things which we think is what the board wants to hear and we can hear the good things that um unit members in all of the units are doing across uh the district. On the other hand, personally identifiable information could be negative, but we have a board policy that says you can't speak uh negatively against uh employees within the district. But I guess if that were to happen, that would be on the president to shut those comments down, whether it's
151you, Mr. Christmas, or some or somebody else. And then we deleted the language that indicated units would lose the right to their grievance process. A question was asked, can a board policy take away a contractually negotiated uh provision in the contract that was negotiated in good faith by both sides. And the thought was that um it couldn't. So, we deleted that particular language. And then the last sentence was deleted because the board always has the right to abolish or amend a policy or change policy as they see fit. And we thought that would be just redundant to include it within the policy. >> I'm on. >> Thank you. So uh so that was the report item 10.01. We now have an action vote pending for the policies coming before us for a second reading. So
152those are the ones found at 10.03 through 10.09. So now that would be the time on the agenda if there are any questions or comments. I'm sorry. That's right. We're all just here. We have items 10.03 through 10.09 pending on the agenda and for a second reading and approval. Is there a motion for that? >> Second. >> Okay. So, now the motion's pending. Are there questions or comments uh from any of the board members on these pending second reading policies? 10.03 through 10.09. No, >> I have a question on the report, but I it's not on those numbers. So, >> right. >> Okay. Well, let's vote and >> that's fine. Thank you. >> Okay. All those in favor of 10.03 to 10.09 say I. >> I. Any opposed? Nay. >> I am opposing excuse me.
153>> I say no to 10.08 10.09. Uh, I'm just trying to review the other ones. Uh, yep. 10. Which one did I just click on? >> Any of the ones that are completely deleted in their entirety are the ones that I'm voting no too. >> I think you'd have to identify. >> Okay. 10. That was 10.05. 10.4 10.8 109. 10. 3. Those are all my notes. Okay. Any extensions? Okay. So, uh the votes recorded and the motion carries. So, before we move, Julie, you want to ask your question? I'm sorry I didn't get a chance to ask that about the report. >> Thank you. Um Mr. Can you tell you mentioned the first reading of 9270.1 and you referenced it based upon um the email um that came from >> um reviewing that as I
154believe as a response to the email >> is that >> the substitute teacher policy sorry um in the email that we received from the um on the board of education um from Mr. Infinity, it did reference that this was of urgency due to flu season. So, I was wondering if there was any way that the board could do something that would um be able to kind of until that reading because that first reading is going to take place next month. Then there'll be a second reading the following month and by the time we kind of approve it, we might be out of flu season. So I was wondering if there might be any sense of urgency that we could put in place to help out with substitute teachers and what they're asking >> substitute teacher
155>> if I can for Mr. Conlin there is a workaround but it's not as a certified teacher or uncertified teacher is coming on as a teaching assistant. Isn't that correct for most of them >> as a teaching assistant? Sure. >> Yes. And then they can also fill in. So there is James to clarify for first reading. >> It was discussed, >> right? >> Yeah. It wasn't in discussion. >> Oh, okay. >> Well, we could do the first and second reading. We could wave that next. >> You can make that comment. >> Yeah. Just for the record, uh what the question is in regard to policy 9270.1 substitute teachers, which was discussed by the policy committee at its meeting on December 4th, but was not put forward for first reading tonight because of some questions that
156I understand the committee wanted to um look into before finalizing the language. But it would be possible if if that were to come to the next board meeting in January, we can we can vote to wave the second reading and approve it all that night. So that would be the way to expedite it. >> Okay. Thank you. >> Yes. Wouldn't we be able to make a motion to just temporarily change it until it's reviewed? Like Julia was saying, like make a motion that temporarily allows the suggested change to go into effect for the first couple of weeks of in January if necessary to be able to help fill in with those positions and then we can shift back or until the until all the changes go through. Wouldn't we be able to do that as
157a expedited process? >> It's theoretically possible. It would subvert our normal policy development process and uh I certainly wouldn't be in favor of it. I think there's also the issue of to the extent we open a new category of individuals. They'd still have to go through the process of being uh vetted, hired, background checked and all those things. So the practical reality of it is that group wouldn't be able to come on board for some period of time regardless. Is that fair? >> Yes, it's fair. We still would have to review their applications, get their applications, bring get them approved. >> So it's possible, but I think it's best to let the policy committee do its work considering they've already talked about it once and must have something that they think needs to be considered
158and then we could look at it in January. But >> that's my view. >> Okay. >> Can I make comments about the the other one the 11? >> Yeah. Let me just So, we're going to move on the agenda now to item 11, which is our first reading. So, not for action, but this is the first time the board is seeing draft policy 2343. So, now we can u take our time. Unless you talk about that. So, you want to start? >> Yep. Um, I don't like the language that the board of education will set aside one hour time period four times per year as determined by the board at its annual meeting. I don't feel like it needs to be determined at the annual meeting. I think that it should be available at any
159time prior to a meeting. If there's any unit who wants to bring something to the board, then that agenda time slot is available to them to be able to utilize. Um, I don't think we should put limitations on it and I don't think that we have to decide which meetings those are because then they can come at any they can come at any meeting. So, I don't like that sentence at all. I would get rid of that and not put limitations. Um the other language that I don't like is um the by requesting such time and speaking to the board the units agree that they will not discuss right the contract issues and labor negotiations. That's fine. It says for the other issues of the district that must follow the chain of command structure or
160options um operations excuse me. Um so that to me and then it talks about the submission of a paper prior to um so that to me the review process like when they want to come to speak that review process can be pushed down anytime they say well you didn't follow the chain of command or you know they could come and speak and then it's you know they'll say oh that was chain of command. So, I feel like that language limits the communication that could be happening between um the units. So, I don't like that either. Um that being said, this was something we voted on now two months ago to put into place. So, here we are to first reading. It'll go back to policy committee. They'll review it again. Then the next time we
161might see it, it would be January. So it with if there's more changes they'll say okay here's the next first reading then it'll go back again or maybe it'll be the second reading and then it's still the process is too long to make something like this happen. So that's my feedback on this whole process. It's been disappointing to see how this has taken so long to come to fruition. >> Okay. Thank you. Anyone else? Um, I there are a lot of things I like about this policy. I'm glad we're adding a lot of weight and legitimacy uh to this to be a standing item in the agenda. Um, there's a lot of things that I do agree with here. The request being 7 days prior, the length of time speaking, making sure that whoever is
162speaking needs to remember that they are speaking on behalf of the bargaining unit, not as themselves as an individual. I I think it's very important that this is stated uh in this policy. Um the explicit instructions to violate, you know, to make sure we don't violate legal and confidential things. All of that is I I enjoy it. I'm glad it's in here. Um and that we're adding legitimacy to it. But there is one part of this policy that I just I have reservations about and it's the very first sentence we'll uh the that includes the four times per year is determined by the board. Um when as I read that sentence over and over again and all I kept feeling was that and and sensing was that we were hamstring this policy before it could
163even get approved or even to the second meeting. The whole idea behind this is that we're asking and legitimizing and giving respect to the bargaining units to give them any bargaining unit, no matter how many there are in the district, to come and present materials and information to the board of education and to the community at large and to only be able and to be limited by only four times per year. Um, I I feel as though it was put in there just because we don't want every single meeting that we ever have to last 6, seven, 8, 12, 100 hours. And and I can understand that sentiment, but I wholeheartedly disagree with it because that's not why we're here. Um, I don't feel like we any bargaining unit unit should be limited to only
164four times per year. It should be at any point. And I don't know if any bargaining unit will ever come to speak to us. But just to have the opportunity to do it at any board meeting whenever they wish to do so adds that kind of respect and the transparency that we keep talking about over and over again at every meeting and every chance we get. Um, and I feel as though by putting that four times per year, whether it's four times per academic year or four times per calendar year, um, it is irrelevant, but it, like I said, it feels as though we're hamstringing this policy before we even get the moss, you know, get get the ball rolling down the hill with it. And, uh, I I just needed to to voice my
165disagreement with that very first sentence. Everything else is very straightforward and matter of fact and and I like I like the fact that we're doing this. Um, but the four times per year just doesn't it doesn't sit well with me. It just doesn't. So, thank you. >> Thank you, Aaron. >> I'm on the policy committee and unfortunately um I missed this last meeting. and I was absent. Um, I agree with you. Um, and I think it's something that we can talk about further at the next policy meeting. Um, but I definitely agree with you. I am not um comfortable with four times a year. I would like to see the opportunity in opening at every board meeting. Um, I do agree with the protocols stated below in the policy. Um, and that we do have
166a a form that is submitted prior to when we're creating agenda. Um and a and again I I don't think every single you know group is going to come forward every single time and take ours but you know I think that's part of the reason why we have the ability to go and amend the policy if we need to further on. But I I agree with you, Matt. And I think, you know, that's something that we can bring back to policy committee. And that's one of the reasons why we have first readings is so that we can voice our opinion and um have conversation about it. >> Julie, thank >> I agree with my viewers um that I would like to see that change to um any board meeting that they'd like to come speak
167and remove that first sentence. Um, I would also question where we say that all requests must be submitted to the district clerk's office. Um, I would possibly question if that should go to the board president. The board president's always part of the agenda making, I believe. So, um, just a thought there. Thank you. >> And Christine, >> I'm sorry. >> I just wanted to piggy back off of you. I think That was part of my original suggestion earlier just so that it could be a conduit to Dan so that during those agenda meetings seven days prior he then had the information to create the agenda. So, what's weird to me um is that any unit president or anybody from any unit can come and speak during community comments anytime anyway without having to submit a
168form ahead of time. So, like what is different between this versus community comments, right? So, it's just that I and I don't know what's going to be on the forum. I don't know if you guys talked about that. Um, so that's just a little weird to me that there's this extra step in the process for these special agenda items because that can be circumvented at any board meeting during community comments, right? So that that's a that just seems weird to me. Um, I mean, I know the difference is is the community comments is a 30 minute period versus this is an hour, right? So, you know, I think that's that's that's good. But, um, so I don't know. I that's just weird to me. >> And I don't disagree with your point. I think it
169is however this is a step in bridging any kind of a gap that there may have been and putting a handout to our staff that may feel certain ways at this time. So I see it as an olive branch and as an extension of wanting to communicate and collaborate and and hear. So, while I recognize and absolutely agree with you that you're a thousand% right, they could come at any time and stand up. I think it's the olive branch gesture that is most important to me from this policy, >> right? And I agree about that. I just I just think having to submit a form ahead of time for this part of the agenda, but not having to submit anything when they're just going to come and talk during community comments, that's a disconnect for
170me. So I I just don't I don't see the need unless it's because we want to be able to more appropriately plan the agenda and know how many people are coming. So again, it was more that I didn't know what's going to be on the forum versus you know, >> right? And I think that was my my thought process too because if we do if we are you know in a great way inundated with 34 requests, you know, are we able to, you know, come back to each unit and say what is priority for you during this next agenda and what can hold off maybe for later. It may be splitting hairs here, but it's a request to speak, not what are you going to be speaking about for >> Thank you. Sue, do you
171want to be recognized? >> I recommend you. >> Thanks. >> Sure. Um the first sentence I agree I don't think we need to have that first sentence having them come four times a year because they could be meeting if they wanted to and I think that's kind of putting up a wall saying okay you can come in July then you can come in October I I if you want them to come and speak with us they should be able to come at any time and I think giving them an hour is a long time So, I think our comments at the beginning are like 30 minutes. I don't know if we need a time frame in there because I don't even know if they'll actually come or they'll just wait how they come now. Um,
172and having to submit a request like Christine said seven days in advance, I I don't think we need to do that either, but that's just my or So hearing everybody's comments, it kind of reflects my opinion which is I believe going to be in the minority for sure. And that is that I don't think we need this policy. I think we did a knee-jerk reaction at a time like we felt we needed to put a hand out or an olive branch, but we have never stopped the unit member from speaking. So now we're adding a whole bunch of um hoops and things that weren't in existence before. They can always come and speak. So, I don't really see the need at all for the policy because prior to this policy be being in existence, we've
173had unit members speak to us. We've had unit presidents speak to us. We haven't said no. So, I know I'm probably in the minority on this, but I don't see the need for this policy at all. I'll do the work as chairman, but >> I don't see the need. >> No, that's admirable. And >> right >> I uh I'll just add my comments because I think all the other board members have spoken to it and as a former policy committee member I can't help myself but I I um actually the way I see it as has been said a member could always come and speak during community comment period but we wouldn't necessarily want to fill community comment period with association comments right because that could crowd out the So that exists. The way I
174see this, it was an opportunity to create a devoted period of time to allow for that free flow of information with the associations. And I in fact would be in favor of not having that on the agenda at every meeting because theoretically we could be adding an agenda an an hour or more at every meeting just for this. And the way I see it, if if the agenda, I'm sorry, if the association had something so pressing, they could come use five minutes of the but then whether it's every other month, every third month, right? Uh then you have a devoted set aside opportunity that they know will be available to them. Um so to me it's it's a balancing across the two and I I see the form as purely for planning purposes because um
175if you know what do we have 12 earning units >> 13 bargaining units so if everybody comes for their five minutes um you know that's >> I would have got there that's 65 minutes um of so so and that's okay But I think we don't want that at every meeting because I think that just might then unduly um impact the other work we're trying to do as a board. So periodically we enable that other in the on the uh off months we have the opportunity to speak if there's something pressing to do through what already exists. So ultimately I'm in favor of the policy but I'm also in favor of some kind of limitation on it. um as is written. I wouldn't write it exactly this way, but uh the concept I agree with. So
176any other comments before we send it the pause committee back to do their work. Okay, it >> by having a policy like this, you are making a statement that they are part of this process every month. If we can have a report from a student representative as a standing item every month, then why can't we have this too, >> right? >> That's it. >> No, I'm not talking about requirements. I'm talking why can't why why can't we have it too? That's all. >> If I may, Mr. Fiser, the student requirement has nothing to do with the unit requirement. a student is a policy and now a law by New York State that that person has a seat at the table. This is for the ability to discuss or bring something primarily of a positive nature
177is what it's supposed to be. Uh just so that you know I I did get some concepts from the lawyer but he still hasn't finished the review. It wasn't meant to be once four times a year. It was meant to be everybody would have at least four times a year. Sort of like what Dan was saying that every meeting would have a portion, but it might be in January there's three that are assigned for that. In February there's four and in March there's four. And then they start that cycle over and over again. But we'll bring this to the the committee as well. He did also state we have to be very careful because he saw the review and he briefly talked. He is concerned about positive statements versus negative statements and we'll talk about
178that. But that is once you go down allowing positives, you got to be very careful in our world because if somebody comes in, whether it's the unit or not, they're entitled to make a negative statement. And if the board shuts down that negative statement per the other policy, we've got to be very careful because it can bring potential legal claims against the district. So I will probably line up that person for the next policy so that he can talk about it because that's a concern. But the one last thing is that very last line in the policy uh that's stricken out about the board has a right to do this at any time. I know I wasn't there, but I asked him about that. He he is requiring that must be in there. The reason
179being is not because of the policy. It is because of the fact that if the policyy's in place and the board wishes to change it later without that statement in there, you have may have already given a tailor law violation and it becomes a natural part of their contract and therefore that statement minimizes or eliminates that opportunity because it clearly states you can and that is from past president. That is something that's unique to public education law. Is that I state that correctly? >> You did pretty good. >> Okay. So, that's what I know right now, but we'll try to get more clarity for everybody uh as we go. Other than that, we'll do what the board requests. My job is to make sure I look out for the district as well as the board.
180>> Okay. Last call for comments. So that just when Tommy you were speaking and you said uh not allowing negative comments. Um I I don't think that we should have that word positive. I think constructive comments are constructive. I think that the board should be allowed to hear the good, the bad, and the ugly. I think the board should be allowed to hear multiple perspectives. And I think the reason that this policy is important to make sure that it's in place, um, throughout my 2 and a half years that I've served on the board now, we've had people, various people come and speak at the podium. Um, I've been one of them. And I can maybe think of one person that came to address the board where the board actually did something to address the
181concern of that person who came and spoke to the board. Um so and that was with the whole a process. Um anybody else who has come to speak that includes teachers the teacher Bill By who spoke when people come to that podium they when they get ignored they may come back a second time but then they stop coming back because they don't see us acting on their behalf or trying to make something happen. And so I think that the reason this is so important now is because there's people whom I've talked to, there's a lot of people that I talked to in the in the district and they are afraid to come and speak at the podium. They're afraid to. So this is telling them come, don't be afraid. You have a seat at the
182table. We want you here. I think that's what this is doing. You know, yes, anybody can come and show up, but people say you come, you speak, it falls on deaf ears, and I agree with that. So, this is very important at this time. >> Okay. Okay. Thank you. I just want to clarify. I think you must mean that figuratively terms of seat at the table because there's nothing in this or what we voted on that we literally put somewhere at the table. So, just to be clear. So, I'm going to move us along to item 12 for the president's report. And uh briefly, I first just want to thank the transportation team for hosting us this evening for um you know, showcasing your your facility here and um for all you do for our
183students. uh particularly this time of year when it's dark in the morning and the roads can be icy and uh we all have such great confidence in what our bus drivers do and what our transportation organization does to keep our students safe and so we thank you and thank you for hosting us here this evening. Um you folks may have seen the communications from the district about the ad hoc committee. So, as you know, we voted on the formation of an ad hoc committee uh related to looking at start times, and I'm paraphrasing that language. Uh the district put out a survey or an application form for community members to submit if they would like to be a part of it, and that closes tomorrow at the end of the day. So, if anyone is
184still interested and they haven't submitted it, go to the district's website and it's available there. I think we've had about 50 responses. Yeah, a lot just because the extra notice sort of brought in about 17 more people just past day. >> So, we appreciate all that interest. >> What we'll do after tomorrow is look at the applications that have been submitted and try to select a representative group. You know, we're trying to make sure we have representation from each of the schools and and you know, grades. We're looking for a representative group so we can have uh diversity of of views and um that slate along with working with the district on the other category. So we had district educators, district staff, we had administration. We will put that slate together and then be able
185to share that out at the next meeting and get that committee underway. So we're moving along. We appreciate the interest that everyone has shown. I wish wish you could have everyone, but you know, it's just impossible to have a functioning committee with with that many people. The second item I wanted to mention is on January 20th, we have our board retreat scheduled. And as Dr. Douglas noted earlier, I'm proposing that we spend the time to learn in more detail um what the district has done in terms of the schedule changes and the way that interacts with our uh MTSS and our curriculum so that we can really understand it, ask questions and clarify just because it's something we've heard about in different uh meetings and context and I think it would be really useful to
186know that um better and so that's what I would propose. as a topic. Um, if other if board members have any input on that as we go through board member comments, feel free to, you know, chime in, but otherwise we can work toward that as a the item for the agenda of the uh retreat. So, and then I'll just close to say wishing everyone a happy, healthy, restful winter break, happy holidays, and best wishes for the new year. Thank you to everyone in the district for all that they've done through uh I guess the sort of first half of the year and enjoy the well-earned winter break and u stay healthy and we'll look forward to seeing him in January. So with that I will move to item 12.02 board member comments and uh happy
187to recognize anyone like to speak Christine. >> Um so I have two things. So, first of all, um I just saw on Facebook the other day that Ridge Road fourth graders did a desk decorating um activity. I thought that was really cool and maybe maybe that's happened before and I just missed it. But I thought it was really awesome and the pictures were really creative and and so uh kudos to whoever came up with that idea because that was pretty cool. Um and then second of all, I just want to thank um several people. Uh we had I'm you know I'm still connected to to wrestling even though my kids are all all out of the program but we had the Mark and for the first time ever uh B Stevens tournament a couple weekends
188ago. Um and it was the 16th annual Mark Stevens tournament for the boys and the inaugural tournament uh B Stevens for the girls. And um it was flawless. And it was flawless because of um Mike and his staff. Um his staff is just phenomenal and was there and just was just constantly on top of things and it was just great. Um and then shout out to Damian who was there continuously um you know speeding around from from from mat to mat, table to table, making sure everything was was going appropriately. and then also to Bill and his team as well um getting everything set up for streaming and all the computers and everything. So, thank you very much um to to those three individuals that are here and your teams. Um but then also to
189the coaches and wrestlers. Um you know, it's it's really neat to see, you know, how how hands-on all the coaches are, but then our wrestlers. And I think, you know, we've always talked to Mike and his staff. I mean, we don't leave until I mean, the wrestlers help walk through the stands and are cleaning up and picking up. So, it's a really great group of kids, both boys and girls. Um, and it was a great tournament. And then a special shout out to Zach Shraggy, who was awarded um the most outstanding wrestler uh for boys. Um, this tournament, if you haven't seen it, most outstanding wrestler, they get a gladiator helmet. Um, and the boys love it. It is it is the coolest thing. And but, you know, nobody will ever like, you know, they
190know they can't try it on until they actually earn it and win it. Um, so Zach, um, I think is only the May fourth wrestler that Horseheads has had who has won that helmet. I'm not 100% sure. Um, but it was it was really cool. And the girls, Horseheads didn't win most outstanding wrestler for the girls, but they had kind of neat gladiator like metal flower pet pieces and armbands and it was kind of cool. Just just along along those same themes. But um great job to Zach and and the entire team and to all the staff that helped make that a successful tournament. So thank you. >> Thank you Christie. Yeah, >> your microphone. >> Yep. It's still on focus. >> There we go. Thanks. Um thank you. Uh I wanted to uh echo
191a whole lot of what Dr. Douglas was talking about in his superintendence report. Uh the Dallas brass collaboration uh was just absolutely amazing. Uh students from my school out in Waverly came out and they said it was just the most flawless thing they had ever seen just to see something so effortless and so unbelievably amazing at the same time. They were in awe of the performance of the horse head students and Dallas brass. So kudos to that. Um, I also wanted to, um, throw a great big old compliment to Colin Smith and Tab Tracy for running that Boston field trip with the middle school band members. Uh, it takes a lot of knowhow, a lot of organization, and a lot of courage to take a group of students that age across state lines in Massachusetts,
192and they did an amazing job. I love the pictures that came back from it, and everybody um, came back just as healthy as when they left, just maybe a little bit more tired. So, that's a success to me uh when it comes to an overnight field trip. Well done, Colin and Tab. I wanted to also give a huge shout out to the horse representative student uh at the Allstate Conference this year. I believe it was Mr. Jacob Finlay on the bass trombone. Uh he represented horse up in Rochester the first weekend of December. Um and we are super proud of him. Well done, Mr. Fin L. Um concerts, there's concerts and more concerts and more concerts. So well done all of the music staff, um, band, orchestra, and chorus. You, the work you do, uh,
193is unimaginable. Um, I've heard some people say, "How do you, uh, as a teacher walk into a room with a hundred students and make something happen?" Well, they make it happen. So, well done to all those music teachers. Um, thank you so much for hosting that open house. Uh, I know a lot of community members really were were happy to have it and happy to see everything going on. Uh, and also to extending the early drop off to the spring. I know that um the community at large really appreciates everything that you guys do for them. So, thank you Dr. Douglas and thank you team. Thanks. >> Thanks, Matt. Julie, >> thank you. Um I want to Oh, it's still on. I want to um give a shout out to the middle school intermediate staff.
194Um they are out there. If anyone has kids in that building or those buildings, they are out there in the morning and um they stand there with their stop sign and they're directing traffic and everyone abides by them. But they're out there on the coldest days, they're out there on the crappiest weather days. It's just and they're smiling and they're pleasant and you know that's the first thing the kids see when they get dropped off. And um as a parent who goes through the line, it's moving great and so kudos to everyone who's worked on that transportation as well. But really wanted to make sure I give a shout out to them because um they're out there every morning regardless of the temperatures and it's appreciated. Um I also want to make sure that I
195recognize uh Patrick Laney winning that Ernie Davis award today. Really um big shout out to him and the entire athletic department and the football team um who made that possible. But I also want to recognize any of our fall athletes. We had a lot of them that received um state and section recognition afterwards and I think that's an accomplishment as well. Um really appreciate that. Additionally, um we have some kids playing modified sports and some of the sports are a little brutal to watch. Um girls basketball is a little one of them. and I have um someone on that team and they are giving it their all and I just want to give a shout out to their coaches because and the girls um their first game they lost 73 to three that's brutal for
196seventh and eighth graders. It's brutal for parents to watch but those girls gave it their all for the entire game and never gave up and walked out of there smiling and looking at what they did to improve. and that's a testament to our athletic department, our coaches, and just overall that Raider nation that we talk about. So, um, their win's going to come eventually, but they're getting better every game, but it's really it's big shout out to them. Finally, um, the swim team, varsity boys swim team, they have a really cool fundraiser. It's on the 27th of this month. It's more in house and it's, um, called their laps for ALS and it's actually laps for a legendary swimmer in memory of Brenda McCarthy. Um, and it's a fundraiser that, uh, they do a pledge
197for each lap they swim with the idea that they're going to swim 10,000 yards in three three hours, which for those of you who don't know how far 10,000 yards is, imagine being at the front door of the high school and swimming to Big Plats Elementary. So, that's quite an impressive feat. And those kids do it, but they also raise money for ALS and then turn around and give a donation to a local family affected by ALS. So, if any of you around are around on the 27th, stop in the pool. Um, you can look at what needs renovations as well and um, stop in, but it's really cool just to cheer them on because they go at their own pace, but they all finish and it's really impressive. So, >> I can't swim and
198say smile. >> It's a long ways for sure. So, and then finally, uh, thank you to Rich and your staff for having us tonight. The room looks great and, um, it's a great setup. So, thank you. >> Hope everyone has a great holiday. >> Thank you, Julie. Sue. >> Um, yes. I wasn't going to say anything, but Julie did remind me. I drop off every day at this ro staff is always out there. They're always present. They're always, you know, smiling to the kids. They dance to music. They have different things going on. So, it is a um I don't want to be out there. I said, "Can you go inside soon? I have those really cold mornings. It's cold. Um, so thank you very much. It's uh it's it's fun to watch and the
199kids drop them off and move on. But thank you very much and um I hope everybody has a happy holiday and stay safe and thanks for having us here tonight. The only thing I would request is that you turn up the heat. >> I think we could do that. If you could show me where the thing is here. >> It's an energy savings, right? >> I know. >> I looked at it. >> Where the windows? >> Um, yeah. So, I have um my comments are about the retreat and digging in more into uh what you were saying. You were saying with the scheduling and how that works. I think that we've been given a lot of presentations on that. I think that it should be specifically focused on what exactly the curriculum is that we
200are providing to students. I'd like to understand how much time is educational material being taught on tablets and Prometheium boards. Do we have books? What do those books look like? Do we have workbooks? What do those workbooks look like? What are the worksheets? Where's the continuum between materials as it flows up through the grades? I'd like to have a a deeper understanding of how all that works. Um, and then I feel like, well, I don't feel like there is there's discrepancies between what's happening with both perspectives. And I think that it's important to make sure that there's multiple perspectives at the table to hear the the various sides of what's going on. And I just would like to address there's times many times when I speak at board meetings and I'm speaking about my child,
201children, or my experiences. I only bring that up not because I'm trying to have any benefit whatsoever for me or using my words in that manner. I can't speak about what other parents say in their kids, what they're saying. That's I'm not allowed to. So, I'm saying from my perspective because I do see a lot of different things I have questions about. And I don't think that asking questions and trying to get information is a bad thing. I think we really need to have all of that available so we can make um educated decisions. And then I'd also like to understand the finances that are going behind each of the different pieces within that curriculum. How much are we spending on the books? How much are we spending on the worksheets? How much are we
202spending on the programs? How much are we spending on the salaries? So, I really would like to take a very deep dive into that. Um, and I don't know if we can call it a retreat or if we have to make it a work session so that minutes are recorded because I think retreats are for things that we're not um that we're not talking about anything that's district related. Talking about curriculum is very much district related. So I think it would have to be a work session. That way we do have um a a record of things discussed and that the public can have information on it. Obviously, no public comments. And then um yes, shout out to the staff. They are always working hard everywhere. Specifically Patty Satero dressing up in all of her
203costumes at Dark Road. I don't know if she's warming those things, but she's really doing a great job. And everybody there all this everybody's working hard. So, I hope everybody has a wonderful holiday break. enjoy the time off and let's have a great new year. >> Okay, thank you. I appreciate the input on the retreat and uh we will look to see what we can include from that and then also I know there is a designation retreat versus work session. We can look those up and make sure we fall into the right category. So, thank you All right. Um, so last night my wife and I went to see the Trans Siberian Orchestra. And I only say that because Jeff played a horse heads graduate is the drummer there. And if you've never seen them,
204look up a video or if you're as fortunate as we were to see a live performance. It's a great show and they really do an outstanding job. So, um, Jeff and all of the people with him are fantastic musicians and it was very enjoyable. And then on a very sad note, on October 24th, uh, Dan Flatt passed away. And uh some of you may remember the name, but I only bring it up because during CO his company supplied all of the posters that were put on the fences for graduation for all of the graduates. Um and I'll just say he passed away from a very very terrible disease, PSP. Um so go look that up. It's a very bad um disease. But and on a happier note, happy holidays to all and um happy new
205year. >> Thank you. I think Aaron, did you you're the last. If you don't have any comments, that's okay, but I didn't want to overlook you. >> I'm good. Everybody said everything I was going to say. >> Okay. All right. Well, with that, then we'll move to item 1301. A motion to adjurnn. Is there a motion? >> So moved. >> Is there a second? >> All those in favor say I. >> I. Okay. >> Meeting is adjourned. See you in 2026. Thank you.
