008en enl Department had two successful back to back back to school orientation nights during meet the staff night parents came to learn about the program and requirements um they got to meet the teacher and the new coordinator uh Monica conteras and they also had the opportunity to ask questions they will also be having an annual pick a reading partner program in late October through November um they'll also have reading for the record a book swap an author assembly with uh darling club and uh Ron in the lobby um they will also be hosting Girls on the Run for the second year their coaches will be parissa um umy uh Sophia o Conor and Ashley meison from the PTA executive board um so this year the program so last year the program began with six participants

009and this year they're lucky to have 13 participants from third to fifth graders that's thank you very much Dr Roman yes let's continue the high par priz and then there's some pictures sorry there's some pictures her for that do you want to highlight anything in particular um yes so that's just that's what they were just talking about at Violet Avenue these are just some like Pride things that they did at Violet app to kick off their school year so we're going to continue with the High Park Pride so we are very excited to share that Joseph shodo class of 2013 who also participated in the uh Bose CTI program the communications uh technology and video he received an Emmy Award for his outstanding special visual effects I think this is amazing um I I think

010this is a a tribute to all the work um from our district uh in and supporting our students to participate in CTI we have over 160 students participating that's the highest in this area and this is this is just um a tribute to the fact that students have have different Pathways that they can pursue their their talents um and so this is a testament to that uh the next is we want to um highlight the class of 1974 I had the opportunity to see the Champions the football champions um on the field uh last Friday uh had a chance to meet some of them I learned that one of the the players on that team is actually one of our bus drivers um so we want to just celebrate the 50th class reunion um and

011they they sure did show their uh president Pride um so we want to recognize the class of 1974 that concludes my items for for Pride all right if you want to continue right on with the superintendent for sure um so each of our our cabinet members will be sharing uh a few updates um I I first want to start off by sharing um that this um uh this past week I had the opportunity to participate in the New York State uh school superintendent conference and one of the biggest topics that the commissioner was speaking to was the regionalization uh that's that's taking place um part of that is it's grounded in making sure that we identify what are the local strengths and needs um to kind of tackle some of the challenges new and old

012to ensure that all students have access to the best resources uh possible so more discussion will be taking place there is a A A needs assessment tool um that each district will be uh completing and so we're going to be working with our our local bosies to continue to unpack that um I have a meeting tomorrow with all the Chiefs um to be able to learn a little bit more um about that process um a lot of that has to do with ensuring that we meet the Vision that the state Ed department is laying out for ensuring that our students um are following the the New York State portrait of a graduate similar to what we have portrait of a learner it really aligns to the portrait of a graduate for the state Ed department

013and so we're really excited to hear what's to come uh in November regarding the Blue Ribbon commission um and the recommendations that they're laying out with regards to graduation measures um so that we can ensure that we're supporting uh that work to ensure all students have access and opportunity um that concludes my items I'm going to pass it over to our new Deputy good um so I had the opportunity to attend many of the events that uh Dr Roman attended I was present at the New York State uh nisus conference I was a presenter so that was a highlight of the week presenting to other superintendents the importance of literacy instruction and what our students need so they can be successful to move on to careers that they want to pursue or life uh life

014venues that they want to pursue I attended the uh Blue Ribbon commission to learn about the graduation requirements that the state is um putting out but also to provide feedback and questions The Forum allowed us to engage in a thought exchange where we could put in okay so this is what's coming down how is the state thinking about this how's the state thinking about that um and then really just continuing the process of learning the district and getting getting to know everyone and listening and learning to what we value here in he High parle okay good evening everyone just a reminder we are underway with planning our go home early drill which will happen on October 11th this is a Time where we practice evacuating a building and dismissing from an alternate location um so

015we're underway with planning that and notes should go home soon to families with specific information we do encourage all students to ride the bus on that day because we want to make sure that this experience is Real World Experience so um we encourage families to put their children on the bus that day practice the drill um in addition I've met with um our directors Melinda Deo and Beth Fletcher to um plan out crowd management um we are required to have crowd Management training and crowd managers on site when our events are large enough to Warrant that so for indoor events you have to have a crowd manager who oversees the safety of the event um for anything that's greater than 500 people for outdoor events it's anything greater than a thousand people so we have

016provided crowd Management training for our security staff and all of our administrators and we have established some protocols uh that will be put forward um for any of our events coming up so um um you can look for one person to be dedicated to floating around making sure that exits are clear and um would be the the go-to person if there was an emergency and also on the agenda tonight is a contract with Jennifer bashant and we are Contracting with her to provide a webinar series for families and any staff that are interested and we'll be sending out information about these webinar events um but they are designed to provide strategies to families to support their children and the first three topics that are coming up are strategies for addressing School avoidance and refusal which

017is really important because we've started a chronic absenteeism initiative in our district the next one is strengthening early literacy skills at home um and the third one is about vaping and why parents should be concerned about that so they're all really relevant topics to support families and talking with their children and um this initiative came through the stronger connections Grant so there's no cost to our our community for this event and that's it thank you um so I just have one thing that I want to mention it's something I talked about at the last meeting of regarding our community eligibility provision um I just think it's really important to uh talk about that again um last week we did send out a parent Square uh to All Families uh to inform them or remind them

018that all students do uh receive free school Meals one breakfast and one lunch a day um they do not need to fill out an application to be eligible for that however New York state does use a household income eligibility form in order to determine uh state aid that the district would receive and we also use that form to determine which students are eligible for certain benefits that the District offers so it's really important that families fill out that form there's a link in the parent square that um brings would bring the person to a form and there's a very it's a very short form um detailed about Inc details about income is not necessary like on the old paper forms um the form just asked for an income range for a family and the family

019size so um anyone that hasn't filled that form out yet we ask that they do uh we will be sending out reminders about both C and the household income eligibility form again over the next couple of weeks and then I just would like to say one more thing for the board to know on tonight's agenda is a change order under new business and with us tonight is Tom Chester from the pumber group he came in case the board has any questions about the change order thank you president can I just add one uh so just want to share with with our community that we are looking to enhance our safety measures at our um evening football games uh so uh beginning this this upcoming um uh Friday um and moving forward we're going to ensure

020that all uh attendees um we're asking them to please make sure that um purses uh bags book bags camera camera bags um any kind of large items in terms of luggage or grocery bags like those items will not be allowed into the stadium we want to ensure that um we we we are able to keep that uh space safe uh we have High attendance um at those events we have individuals that come visit us from different parts um of of the the town townships and cities uh from around and we just want to make sure that we can continue to um keep everyone safe um we do understand that this may cause somewhat of an inconvenience to folks uh that's why we want to make sure that we get this word out uh information has

021been shared via parent Square um as well as um other communication methods to our families students and families um that concludes my items thank you thank you thank you so I guess we're ready to move on to item 7.2 a presentation by L Steinberg on the grant for electric buses so uh good evening everyone so um tonight I'm presenting on the EPA grant for the 17 electric buses uh the board did have a workshop about this last week the presentation is very similar there's only a few changes um there is a resolution on the agenda tonight um so we thought it would be a really good idea to present the information again not just for the board to hear it but in case anyone from the public hasn't heard it yet either um I'll point

022out again that the bus that you see in the photo here is hiy Parks bus that is currently scheduled for delivery next week it's our first electric bus that we purchased last year we're very excited so uh the reason that we applied for the EPA Grant is because there is a zero emission uh School Bus mandate um in April 2022 New York State enacted uh in their budget they enacted a a law that requires that by 2035 all student transportation be done with zero emission uh buses or Vehicles so under the school law or under that law um all school districts by uh July 1st 2027 must purchase only zero emission so we have to convert our entire Fleet to zero emission by 2035 but after July 1st 2027 we can no longer purchase any

023buses that are gasoline powered diesel powered or uh propane powered um also we learned just recently that New York state had uh said that they will not provide state aid for buses purchased after July 1st 2027 that are not zero emission so uh those gasoline Diesel and propane powered buses would not be eligible for state aid uh for pip Park currently we receive about 59% or actually 59.2% of the cost of the buses back in state aid that money would only be available to us if we buy zero emission buses after July 1st 2027 so um I have a few slides that just describe the uh various uh funding uh funding sources that we would use for this purchase and then at the end there's some calculations showing what would cost if we were to

024move forward with the purchase so the most significant award that we received is the award from the EPA this is a a Federal grant uh we applied to receive a grant for 17 buses $200,000 a bus um High Park was awarded that grant for the full amount so it's $3.4 million uh we can't apply any more than $200,000 a bus so if we were uh decided to only buy one bus we just get 200,000 we couldn't apply uh the full amount of the cost of that bus I think it's really important to point out that the EPA did uh prioritize certain school districts um to get this award they prioritize districts that they classify as high need uh rural remote or tribal uh High Park is not within those categories but we still received the

025funding that we applied for there are only four other school districts in New York state that received a higher Grant award than we did and all four of those school districts are classified as prioritized by the EPA so of the nonprioritized districts in New York state we received the highest award uh we are able to stack our grant with other grants to bring the cost down so we also applied for some nisip grants that's the New York school bus incentive program through nerta uh nerta offers vouchers for bus purchases and they also offer vouch for the charger purchases so uh Hy Park is eligible to receive 10 nisip grants for $257,200 each uh that's on the high end of the nisp grants the reason that we qualify for so much is because we are trading

026in buses in order to uh take advantage of these grants so we're taking uh Diesel power buses off the road also we've um had uh by nerta standards were prioritized so we uh were able to receive a little bit extra money from that and also we did have the uh Fleet electrification study done so that is included in the calculation for the grants that we can receive so we are eligible to receive 10 of those grants we're already applying one of the grants to the bus that's coming next week which leaves nine available for the uh purchase that we're seeking to make uh this year um in addition to the bus purchase grants uh nerta through nisb also offers charger grants H Park is eligible to re receive $65,000 a grant or a charger we

027can use the grant to buy the Chargers but also for certain installation costs uh you'll see later on that our chargers cost about 11,700 uh we are eligible for the full 65,000 so uh we'll be able to use the additional funding to actually uh install those Chargers too another funding source for the buses is the inflation reduction Act of 2022 this is actually uh provides a tax credit of up to $40,000 per bus um High Park would qualify for the full $40,000 per bus just because of the cost differential between a diesel bus and an electric bus um even though we don't pay taxes we're eligible to receive a direct payment for these credits uh this is something that we would have to apply for after we made the purchase so we wouldn't be able

028to apply it um up front but would come back to us afterwards now this chart here shows uh the total cost of all the buses and the Chargers with the grants so you can see our total upfront cost and then also what the net cost would be after we apply all of the grants and the state aid and also the tax credit so the total cost for those uh 17 buses is $7.9 million that's the gross cost we buy our buses from Leonard Bus Sales um they're a state they're on state contract and they've already issued a quote to us they would deduct the amount of the grants the EPA Grant and then n Biff grant for the buses right off their invoices is so that uh Grant would actually be given to Leonard Bus

029Sales if we were to move forward with the purchase so our upfront cost um in order to buy those 17 buses would be 2,270 250 we would have to either borrow that money or use monies that we have on hand to pay for it we do have a capital reserve of $10 million and that capital reserve we're allowed to use it for either Capital Construction or bus purchases so our recommendation is that we would not borrow for these buses but we would use the capital reserve in order to pay The Upfront costs then after uh purchasing the buses actually uh issuing the purchase order we could then apply for the charger grants with nerta uh nerta would pay us directly uh they would give us originally just the amount for the uh Chargers themselves the

030$1,708 a charger and then when we show to them what the cost would be for the installation we could get reimburse for that too uh we would also uh submit to New York state to receive state aid um as I said at the last meeting that's doesn't come back to us Allin one year that would actually be spread out over 12 years at the current rate of 59.2% and then we would also have to file a tax return and uh request the tax credit for the 3228 $54 and once that's approved we would get that all at once so even though our upfront cost for these buses would be 2.2 million the net cost at the end would be $522,500 um this side is a little different I didn't have it last time but we

031talked a lot last time about the cost per bus so I thought I should show the breakdown here um even though the nerta grants are not applied to all of the buses if you look at it as a whole the ending cost the net cost per bus is $3,719 um I did review this presentation with some staff in the business office just to get their opinion and one of the people said oh my car do didn't cost or my car costs more than that and I realized that in 2015 I bought my car for $30,000 and by the time we buy these buses it'll be 10 years after that purchase and in this chart here we have a visual representation there's 17 buses there that's so we could be looking to purchase um again the

032uh total cost upfront cost that we have to pay out at the time of the purchase would be the 2,270 250 we would take the those funds directly from our capital reserve um and then after we received the tax credit and the state aid the total cost the net cost would be the $522,500 and again that's uh $3,717 per bus it's uh six 6.54% of the total cost original cost of the bus and we also put together a little summary just to get to some of the key points um we did have to apply for these grants the EPA grants and the nerta grants um they may or may not be available to us in the future uh both grants are competitive so even if they are available and we apply for grants in the

033future there's no guarantee that we would be awarded them um so I think it's really important to keep that in mind um in order to use the EPA grants we have to uh commit to making the purchase by November 29th 2024 uh which means we would have to issue a purchase order and that's why we're seeking to have a vote in November because uh we wouldn't be able to meet this deadline if we push this off to our next budget vote um with stacking the EPA grants the nerta grants the state aid and the tax credits again allows us to have a a total cost at 6.5% 6.54% of the total which is over a 93% discount the total cost of all the B per bus is 3,717 um and again New York state will

034not provide state aid to uh buses that aren't zero emission that are purchased after July 1st 2027 so it's a really good idea for us to start uh thinking ahead so that we can not only meet that deadline but also the 2035 deadline where we need to be fully transition to a zero emission bus fleet um we do have the money saved in the capital reserve so we wouldn't borrow for it for it and this would not affect the tax levy we wouldn't um assess this to the taxpayers and because we are using capital reserve um because we didn't have this money in our budget for this year we are required to have a public vote so we would plan to have the vote on November 19th it would be at havin Middle School just

035where we have every vote from 6:00 am to um that's all I have for that but I'd be happy to answer any questions I have just one point I want to make and that is that the reason we're having a November 19th vote is that we didn't get the grant until after the previous vote it's not that we held off on this simp we did not have this money or this option during our normal voting time that's why we have to have a special vote and it has to be before November 29th that's the reason the November 19th vote not anything else right yeah thank you yeah we were notified it was before technically it was before the vote but it was after the board adapted the budget so we couldn't change the budget at

036that time so just want to make a mention um during the last presentation Linda shared that we have the infrastructure to support these buses that's usually one of the questions that most folks have do we have the capacity to support 17 buses we actually have the capacity to support to 22 buses um and and the charging station so that that information uh was shared but I I do want to highlight that for Community yeah thank you and we are also pursuing other grants um not just through nerta but through Central Hudson to complete the upgrades that would be necessary at the bus garage um which not only includes the electrification but also the paving we need to um probably repave some of our parking lots some people have concerns about maintenance and warranty can you

037the I believe the warranty was three years with maintenance yeah I'm sorry I don't know exactly what the that war would be you get that out before the with the information in in in line with that one of the questions that people might have has to do with operating costs which would include both the difference between electricity and Diesel but also the maintenance cost now it's my understanding it's quite a bit cheaper to run an electric bus but it would be nice to have and I'm sure I get the name of our bus coming we have uh we Leonard bues purchas I'm sure they have some of those figures that it'd be nice to be able to share with the public as well to give them a sense for for that that that it's not

038as though we're paying less but we're going to end up paying a lot more in terms of Maintenance you know why I'm seeing is there just so many fewer moving parts that they're a lot cheaper but I I'm not an expert in be nice have members we're also working with Highland fleets uh there's no uh we don't have any commitment to them but they are going to provide a presentation uh to the board about their services but the presentation includes an analysis that they're doing regarding the savings uh between the uh Fuel and the electricity the questions comments thank you thank you right now we're going to move on to item eight public participation sorry um let's do the is there a motion to open public participation second got it any discussion all those in

039favor I I all right just as a reminder as a general rule public participation is limited to three minutes per speaker with the first public participation segment limited to 21 minutes the segment of time may be modified by the board is deemed appropriate the board request that remarks the courteous and respectful of all is there anyone who would like to address the board all right then I think we'll close public participation right now moving on to item nine uh board subcommittee reports professional development were there any uh subcommittees that met that would like to the the internal audit committee met last week uh bottom line we're we're in good shape in most categories got few things we're going to look at and tweak but uh the overall very well' got an external audit next week

040so I'll have more to report next I also notes on the consent agenda we have first consideration of some policies are there any uh policies that members of that committee would like to highlight I think that was Carl and Christine Carl and Margaret on the policy committee no not yet that's the first considerations maybe that's old maybe it's maybe it's old stuff I think it's from it's a a lot of safety stuff that might have been from when I was on it's all awesome we should say yes to thank committee I don't have anything necessarily to all right and yeah we had Safety Committee this morning so um everything that I was gonna mention Dr Roman and Miss laon already mentioned no bags at the sporting events and I increased security crowd control typ things

041we talk about putting signs up yes but because I mean every outdoor facility now has signs so that you know before you get up there exactly you know this isn't absolutely great all right then we will move on to item 9.2 board discussion now the New York State School Board Association in a in addition to providing services to districts also essentially acts as a lobbying group for the districts and every year they solicit resolutions from the member districts that uh we then vote on at the annual meeting which is on October 10th now this year uh Mr Spence will be representing us every one of the 62 62 uh school districts in the state can send one member of their board to be uh to vote in this uh this year Mr Spence will be

042doing it uh which means we have to give him guidance on how we would like him to vote at this and so what we have uh in front of us are resolutions I don't make the rules in the last year if I recall we chose a handful that that were our priorities we did not send someone to vote last year I think this is the first year in a number of years that we've actually had someone to vote and since all of these resolutions will be on that agenda um unless we and even if we decide we don't want to vote on some them we still have to give Ed guidance on what we want does that make sense yeah so um I think we're have to go through this Bobby do you want to

043record the vote or show I you can do you have the list you I have the list you need it I have to read it I do not all right do this I'd like to suggest that we also say if we get to one that we think is really important that we want to send right what what what we support what we oppose but these are the ones that we really feel we want them to focus on so the way thought I would run this and tell me if you'd like something different is that I would read each resolution then give members of the board an opt an opportunity to say something about that resolution and then take the vote by just hands yeses and Nos and I'll count that is that okay with everyone

044okay and I can it's just okay good resolution one that the new New York State School boards Association support the full rest restoration of state and local tax deductibility any conversations all right yeses one two three four five yeses zero NOS for resolution one resolution two that new that the New York State School boards Association support legislative action in the regulation of Vapor Products including consumption manufacturing distribution and advertisement yes oh resolution three this one's longer that the New York State School boards Association take a leadership role in encouraging school boards to develop successful strategies for integrating respect for differences into the educational experience in carrying out this Mission nisba shall encourage School boards to one ensure that the importance of acceptance of others who are unique and different because of racial ethnic gender sexual

045orientation gender identity disability status or religious differences is part of the curriculum to invite discussion among students parents staff and the community about how hatred and boratory based on race ethnicity gender sexual orientation gender identity disability status and religion endanger the pluralistic and diversity uh principles for which this stands and finally involve students parents staff and the community in developing and supporting educational practices which invite understanding and acceptance of other differences and others differences and which aim to eradicate hatred and bigotry yeses yes 5 or that the New York State School boards Association work with the New York State educational conference board and its supportive members to call on the New York leg legislature to approve tier six in the current retirement system for School Employees and that we seek support in legislation to establish

046tier equity for tiers five and six in to be more aligned with tiers one through four so a little bit of do you want to talk about what this means I can a little bit if you want to I think briefly if we want to keep teachers in the profession and we want people to come into the profession we need to we need they need to seriously do something about tier five and as As I understood it tier five is people who have been in it for 30 years or so and if you stay in at 30 years or more your benefits actually drop dramatically because there's an there's a there's an inconsistency there so they're trying to remedy that was my interment is that fair Margaret yeah if you look at the numbers um

047it's significant significant L people staying Yeah the more loyal you are the more it cost you is basically B so I I would support that strongly and star that all new teachers are coming in on tier six right it's for new teachers yeah yes yes is yes is yes and I have a request to star that this is something where it's important yeah yes okay I'm going to Pi a little asterisk which is kind of like a star five that the student New York City School boards Association legislation that would increase the B's Career and Technical aidable salary cap by connecting Aid more closely with the actual cost of providing such services and I think this really reflects costs to us rather than so we pay a certain amount to bosies the question is how

048much do we get back and there's a cap at the moment and it seems to be fairly big discrepancy because it hasn't changed in some number of years did I get that right Mr s yes thank you yes yes yes all right 5 six that the New York State School boards Association support legislation to eliminate the limit on Bose's district superintendent compensation so comments questions when we going to vote I think there is a cap right now yes and it's just to eliminate that but maybe not necessary but I think I think what this would do would allow uh bosis to pay more higher higher salaries and maybe attract stronger I think that would be the argument in favor yeses you can also have extensions too by the way I haven't asked for abstentions yes

049isain one we're not really interested in this one found that one what was that two yeses and three abstains so clearly not getting do that probably only s in the Educational Systems it's capped isn't it I don't know that's the only position so number seven that the New York State School boards Association supports legislation to amend the current civil service system to modernize exam material and increase the frequency of AD exam Administration yeses yeah questions conversation good Margaret are you uh think so they're amending just when you read it I had a different Sor take of no when I of what I had so my understanding was it would the idea is to streamline the process uh to make it easier for us to have more civil servant people to choose from but also there

050was some component that the exams would better reflect the actual nature of the job right that so back again yeses yeses yes is Christine yes thank you 5 for that that the New York State School Board this is we got 30 more to go folks number eight that the New York State School boards Association support legislation of the state that would provide for sufficient funding through building aid for the construction of a new school that would replace one or more outdated and Antiquated schools this is getting Aid to actually build a brandy new school yes is no exensions Z whatever I'm G kind whatever no close yeah that one the choices yes yeah yeah one yes one no and two extensions to what yeah need one I'm I'm I was abstaining too I'm sorry I

051miscounted thank you uh resolved that the New York State School boards Association shall advocate for timely decisions on school aid no I'm totally opposed to that that would be that would be an aster 5 asterisk got it uh number 10 that the New York State School boards Association support hybrid electric buses as an alternative option to the New York State 100% zero emission electric school bus fleet mandated by 2035 yeses I thought yes but I do see that there's a zero emission po um requirement so hybrids have emissions that's that so the what they're saying is they'd like to change current mandate to allow hybrids I would say yes so got yes yes I don't think they're gonna be able to meet yes yes I'm a no so that would be four yeses and one

052no uh 11 uh that nisba urged the governor of New York State the New York State Legislature and the New York State education department to prioritize the human resources processes and programs that will ensure school districts can receive necessary building permit within 6 months of submission of capital Improvement plans this one was confusing to me Lindon why is why is human resources I'm assuming they mean like Staffing at facilities the facilities Department of NAD okay we have to oh give them I'll give them enough staff so they can so they can get things done on time yes you find do you find that there's Linda if you don't mind me asking that there's longer submissions there's longer there's long wait periods yes um I don't know if you remember when we had the last project

053the the science labs and hbac work we had the option then for paying for like an expedit review but I don't think it really got expedit we paid for it and so it it's really hard to do the budgets too and the planning because we know if we're going to submit something at a certain time um sometimes we've gotten when we've done the bids you know six seven eight months later the cost is much higher than the anticipate yes is yes and as risk yes yes five oh Asis uh number 12 that the New York State School boards Association support funding for technology and related expenses for smartphone regulation policies whether pursued by districts voluntarily or mandated by the state B for me no wasn't clear to me I mean it sounds to me like

054they're they're that they want to take a technological view to keeping smartphones out of the classroom or kids from using smartphones and reimburse school districts that do that that was my take did I misunderstand that yeah sport funding for school districts that want to take a technology approach to dealing with smartphones in the class I think that's what I think that's what this is is there's something on the governor's desk night right now to eliminate smartphones in in schools it don't it's been a discussion it's been a discussion I I voted yes on that just because I think it's important but I don't know what Avenue it's gonna go through either the governor like you said or I'm way you're a no okay so got one yes how many yeses Margaret you a yes or

055no I'm a no because of the way it's worded I mean obviously we we want to limit cell phone use in schools but to attach um you know Financial reimbursement for that that's where I'm not clear that's a one yes and four Nos and no askers uh that the New York this is number item 13 that the New York State School boards Association support legislation at the state level that would allow school districts whose pre kindergarten programs are over subscribed to show enrollment preference to students who are economically disadvantaged or are English language Learners until such time as programs become truly Universal yeses oh actually I should ask for comments first comments first I'll say I support that because the wording in here is that the goal is always to have enough seats for everyone

056but if there aren't the priority has to be for students from certain backgrounds because research shows that those students really need the upk experience it's an it's an equity issue yeah so that I support that yeses yeses yes that be 5 Asis or no Asis I would but that's just one one asteris is supposed to five Asis that the New York State School boards Association shall advocate for Direct direct funding assistance to school districts for any students who enter a Bose Career and Technical education program or any Affiliated Career Training Program resulting in a postgraduate license or certificate that doesn't happen now this one was confusing to meate or direct funding assistance to school districts we we don't receive EXT funding for students that so we I get we we receive a certain amount of

057funding and then we cover and so this is suggesting that the more students of district has and CTI the greater their funding would be it would be some any calculation to like so school districts could could allow or afford to send more stud stud right right yes one two yes oh that the New York State School boards Association shall advocate for the New York swims initiative to be extended and expanded to include additional enhanced and targeted State funding specifically dedicated to constructing pools in K through 12 schools and for increased aid for operating maintenance and Staffing costs associated with these facilities this isan funding should be built into the building formulas to promote Equitable and yearround access to swimming instruction for all students yeses I said no just because it seems tremendously expensive no all

058right I feel like saying yes just to be contrary 16 item 16 that the New York State School boards Association supports legislation at the state level to allow districts to provide an optout SL declination to transportation services my understanding is that there are some families who simply are not going to use buses and they know that right from the beginning they're always going to drop the child off or that inste this simply allows them to say don't worry about me on the route is that fair Linda uh yes and it would allow school districts to plan the routes better yes plan assuming that pay yes yes yes yes that's a five 17 that the New York State School boards Association advocate for the State education department to review and revise the nyss s l a

059t say it again nice little slot no I say Ny Sam criteria to ensure a realistic fair and accurate annual assessment of each student's English language proficiency and service needs limiting double testing to and ensure exam Administration causes minimal disruption to delivery delivery of services do you know more about this do you want to say something about it no I just heard limit limit testing and uh minimal disruptions to delivery of services and I mean I say support what I was reading suggested that there were multiple exams and multiple days that disrupted by this now and they want to sort of minimize that that yeses yes yes two three four five yeses Z not uh 18 that the New York State School boards Association Advocate that the State education department refrain from administrating the nysit

060nice and nice slat exams in the computer based form format until those tests have been properly vetted in field tested support that the computer-based format is appropriate beneficial valid and reliable apparently it is an untested system an invalidated system uh yes yes yes yes 5 uh we're halfway through well halfway through when we're halfway through this one that the New York State School boards Association will advocate for any publicly funded study of the foundation Aid formula performed by an organization to be required to be performed with transparency meaningful public education apparently right now the the Rockefeller group is doing some sort of an evaluation of this and there's some concern that it's being rushed and not as open and transparent that was my understanding yeah so so they are they are slowing down the process

061to come up with some recommendations but it's not going to be taking the entire Foundation a formula and revamping it they're going to make some modifications to it now um while at the same time continuing to evalate or but this resolution is suggesting that we want to push for it to include plenty of time for public comment and other things as well but but it sounds like they're slowing on so yeses yes fiveo 20 that the New York Cate School boards Association will advocate for additional State and or federal funding for the education of English language learner students in a manner that meaning reflects the increased cost associated with the instructional needs of these students and includes the regional cost index in its analysis of funding anybody want to comment as we know this is

062a this is's an increasing demand for this and this is I think asking that we make sure we fund it y yeses yes Christine was that a yes thank you item 21 that the New York State School boards Association shall advocate for the upward modification of the inflexible restrictive per pup expenditure limits for the state Universal pre kind pre kindergarten program currently set $5,400 to mirror the same Provisions level for the use of Statewide Universal full day pre kindergarten us apparently there are two things there's the upk and the suf dpk and depending which one the district uses there's a different rate is that what I'm what what I think I understand from this I think there's a few different programs and we actually receive both so one of one of the programs the Statewide

063Universal 3K program we receive $10,000 per student per year that's what we pay to the community of based providers and we just received a new Grant to add more students this year but it's only for 68 so this is suggesting that if you were doing just the state Universal prek you would only get $5,400 per student do we know what the rationale the difference is oh I think they were just pointing out that the differences it does mentioned that the Statewide is up to 10,000 right I'm just wanting the state has a rationale for why it would give more for one and not the other I think the state bind was um one that was for school districts based on need okay we first received it in 2013 I okay or school districts now are

064receiving prek funding but not necessarily the state bik it sounds like this this updating current St sounds like there are two yeah there are but there are two tiers for this and I don't understand that but that's all right so uh yeses yes that would be a 50 uh it 22 that the New York State School boards Association oppose proposed amendments to sections 135.4 135.4 and 135.5 of the commissioner of Education regulations related to mixed competition and extraclass athletic activities may want to comment on this so when they say mixed competition they mean competitions that that are essentially co-ed yes cor and there are current there's current language in there that has to do with um potential risk I believe significant adverse effect right safety yeah and and the state wants to remove that I

065believe and that this is saying we would oppose that that we would like that to be a component of any decisions made about these Sports we want to keep well I want to keep significant adverse effects in there so that so A yes would mean we want to keep that in there just so everyone's clear all right yeses I know the Dei opposed it yes because I would right I would want to keep it safe so I think coed Sports can be unsafe I think I want to post I don't which which means you're a yes here because this is asking it to to oppose the proposed amendment right so double yes yes yes all right 5 yes I not yes I don't so item 23 that the New York State School boards Association opposes

066efforts to establish additional School closure holidays without commensurate commensurate adjustments to the school calendar opposing eff efforts to establish additional School closure days without adjustments to the school calendar and this talks about the addition of more sort of religious holidays for different groups um and I think what this is suggesting is not that they shouldn't allow that but that if they do we have to extend the school year at some we have to add dates back and so this is this is saying uh opposes that opposes um requiring adjustments to the school calendar that's my understanding that's right can you say that again so my understanding of this is what this resolution is saying the nisba would oppose requiring additional days to be added on if days are taken off for new observances does that

067does that track with you what you're reading but there's a requirement for the school year correct like 180 some days so I don't know how you could not add days if you took days off because of the law I don't know I opposed it because it seems you need to add days if you take days off I think opposing means we're suggesting that days needed to be to be added if if they're being taken off right yeses yes well oh yes yes yes don't want them so you're a no addition days off without adding right so you're no do that so you're a no on this proposal right that's I'm I thought I was a no on them because I want them to keep the number of days let's just make sure this is really

068clear right yeah so this opposes efforts to establish additional School closure days without commentate adjustments right so we want to oppose that opposition because we want commencer it the opposition yes I think no noos efforts to establish the opposite opposes Oh no you're right you're right I had it backwards you're right thank you Carl so so right now so right now there's a so right now there are efforts so let's get this way there are efforts to establish additional closures without adjustments right this would oppose that yes right okay yes so so since Ed is going to be representing us can you just put that the that we thought the wording was confusing and that we are advocating for any additional school days off should be added to the calendar for comment yeah yes right

069and then this way he can yeah you can ask them to CL go want anyway because we're not gonna we don't want to reduce the number of Education days for students right all right item 24 that the New York State School boards associate say it twice advocates for the minimization of field testing and School District decisionmaking rights to refuse to participate in field testing without penalty from New York so this one I really don't understand I'm going to WR try reading it again that nisba advocates for the minimization of field testing in school district decisionmaking rights to refuse to participate in field testing without penalty from New York St i i i i let's be honest I don't know what help me on this one right it says field testing can place unnecessary stress on

070students I I remember that and but I but I don't understand I don't the wording here I don't understand what it's actually even find field testing it's they're fa they're practice test so every once in a while they'll say oh you've been picked to pratice take these practice tests so in addition to students taking the mandatory tests some classrooms will have to take extra tests because they're field testing test questions so they're like basically this class is the guinea pigs and we're going to have you take these test questions and and then we're going to use them and decide if we're going to put them on the real test right so I I understood all that what I don't understand is the wording here and what it actually it's advocating for yeah I just so

071the minimization of field testing I get that's fine we we would but then it says and School District decision-making rights to refuse to participate in field are we advocating for District's rights to refuse to participate yes they should a district should be allowed without penalty in other words can refuse to participate without penalties advocating for and we're advocating for minimizing that I agree okay that that makes sense to me no yeses yes yes yes yes all right that's item 25 uh that the New York State School boards Association supports and upholds the mission of the conference of big five school districts promoting a more Equitable and adequate funding system in the delivery of high quality ation to all children Central to this mission is the belief that all children succe can succeed and should be

072afforded appropriate support in education opportunities throughout their lives nisba shall promote and advocate for fiscal and programmatic priorities that are aligned with this mission to be clear we are not among the five the big five school districts it does not relate to us but it doesn't mean we don't think it's a good idea right so we could still say yes yes all right so that's 5 right that's New York City uh item 26 the New York State School boards Association supports legislation to elimin to eliminate region exam testing at the high school level in favor of State final exams that comply with every student succeeds act regulations in 10th through 11th grade for ela1 uh math in science so replacing regions getting rid of regions and using this uh other State final exams that that

073I can't tell you so the Regents exams are designed by the Board of Regents the Essa is is devised by some federal group I imagine Dr Roman do you I'm reading it right now yeah it sounds like they just want do away the regions and do a final exam that complies with the on the type problem in the every student succeeds I don't I don't know the details about those exams I just know that Theo funding in order for the state to get the funding for every student seed act you have to have an accountability system align with State assessments New York state uses the regions this is saying that we will get rid of the regions in the state would just put in another assessment to meet the the national requirement and is that

074Federal requirement so the federal requirement does but but the federal requirement doesn't lay out guidelines for what the exams should include they do a little bit but it doesn't say you have to have a regions like so we use understand that part that's instead of having regions but if we use regions we still get the funding because it regions this is saying that they would get rid of the regions and they will put in another assessment in place of it so I don't know what they're coming out with the RS they're going to share more of that guidance Around The Graduate of a port The Graduate portrait of a graduate but you can hear them taking away this assessment system and putting more of the different Pathways in so I could see that they're trying

075to start move toward moving towards that but I can't say for in definite because they haven't put out the regulations yet so I understand the movement to have alternative Pathways which I think is terrific right but this really is about replacing one test with another as far as I can see here right this particular placing the the a state specific test which is one that would be aligned more with the federal guidance yes the universal yes I mean how many states have regions is anymore two three I think they said four like five so yeah it would make to me it makes sense to go more Universal Sam I'm I'm agnos about this I'm going to abstain from this because I I don't well can I point out too that these are resolutions that they're

076not they're not recommending so I don't even I don't know how much we should and I didn't understand that part of it who's not recommending it wasn't clear who who what what group was was resolutions committee resolutions committee right but ultimately this goes to the board of regions to right but they're they're not recommending it but we as a we as a as a district have our own vote we can we can have our vote but decided that they're not recommending it I don't know how much time we should spend on it we might oh but but but I but I think but I think if if 62 of the CC District say yes to this their recommendation won't matter right we're gonna we're we're got I think we're we're telling Nisa how how they

077need to act is am I misunderstanding that I think that diversity equity and inclusion committee is comprised of many school board members from across the state so they try to get a crosssection but I'm not sure in terms of your your question whether or not this is going to influence which way they're going to go in terms of making these recommendations to the there is the Dei committee recommendation which is oppos but also there's that paragraph where you say there's another committee that's not recommending it is that right isn't that right there was yeah the all of these so the next numbers 26 through 37 yeah they've said that the nisra resolutions committee has not been so there's two committees there's a nisra resolutions committee and there's the Dei so we see the oppos the

078nisba resolutions committee is a group of individuals who can recommend that but but if but if the district say we want this I think I think nisba has to move forward with that's why we have these votes yes y so um as I said I'm going to abstain I'm in favor of yes yes yes you're a no so one two three yeses one no one abstain uh item 27 that the New York State School boards Association shall advocate for a cap on Bose's budget increases commentary questions they under the percent cap it's not dear God according to the literature that we were given goly will you be mad me if I support this I would support that I all right I said no I don't know how much they need every year and if they

079do go up anyway I mean if we get more students going into that kind of program then they would need more money I think they get money per student oh okay y oh stay so I yes please I believe this is for the administrative portion of their budget when there's programs like they charge school districts through the coaster so that's not in this but I do know from my experience that Dutch poses does try to stay within a CH anyway because they are aware the districts of CH okay we've had a self-imposed cap in the past so advocate for a cap on Bose's budget increases even though it's it that's it's it's not the educational it's the coer component is that right oh it's like they're administering cost that they wouldn't build through a through

080program but okay it's the part of the budget that you vote on when you vote the votes the all right right right uh you were a no I'm a yes you're a yes Happ it yes I yes you can be with I don't know I'm gonna stain because I don't quite understand sounds like they cap themselves anyways correct so our we one only one of many Aros is very aare the C the school district yeah you're a yes Margaret no no so that's three yeses one no one obain so it's four yeses and one obain thought somebody was I know oh oh Mar was a not 311 thank you 311 I missed by 745 de New York state school board's Association shall advocate for the New Foundation Aid formula to be voted on by the

081New York State Legislature and not through regulatory actions of New York State education department so formulas to go through the legislature as opposed to just CD comments no no do know no yes yes all right uh so that's one4 last page but the New York State School boards Association advocate for the repeal of the 2019 law that removed the religious moral exemption to immunizations is that clear to everyone is it's advocating for a repal not removed the exception you so what they want there was a repeal that removed the res religious exemption right so so so we're advocating for the REM for the for the repeal of the removal in other words we want in other words if you're saying yes you would like there not to be an exemption to immunization that's how I

082read that does anybody else see it differ so we would like them to oppose they would like them to oppose a repeal right is oppose we would like them to oppose the law that removed the exemption right right so that means they would bring the law back so a yes would bring the exemption back is my read yes yes bring the exemption back exemption back yes I believe that's how I read it anybody else yes Margaret three Nos and two yeses that the New York State School boards Association shall advocate for local control of Education Administration to the county executive or school board when appropriate so moving the control of the education Administration from the state to the county is how I read that I was an oppos no NOS I'm a no three NOS

083okay four NOS one abstention item 31 that the New York State School boards Association shall oppose any legislation or Ned regulation mandating comprehensive K through2 gender and sexuality education so they're opposing mandating it they're not opposing its implementation they're opposing Manda to all districts yes no mandates if we say yes it means no mandates it means not m mated mean doesn't mean you doesn't mean District can't choose to have we're simply not going to require it of all districts I'm a yes I think I'm a yes three yeses I'm a no can abstain from you sure can 311 32 that the New York stat school boards Association oppose any legislation or net regulation that would allow biological males to participate in female Athletics this is directly about transgendered students so the idea is it would

084oppose legislation that would allow so so a yes would would would disallow uh transgender students to participate yeses um abstain confusing on all right one no four abstentions 33 that the New York State School boards Association shall oppose any legislation or Ned regulation that would mandate any recommendations from the Blue Ribbon commission including mandating the culturally responsive sustaining education framework oppos legislation that would mandate the Blue Ribbon commissions on uh culturally responsive sustaining education understand that so they're opposing the Mandate so yes opposing the Mandate about yes call yes yes yes three yeses Christine I'm a no I think I'm a no good all right 34 that the New York State School boards Association urges n said to resend the unnecessary early dismissal mandate Melissa do you want to tell us what the early dismissal

085mandate is about don't right isn't that the we coming up would have to look at the Oh I thought that's what you were just talking about the other the early distance what is it emergency CRI is that doing it on the 11th so just when students are released 15 minutes early just to practice the evacuation procedures to ensure in the real emergency students are able to get out builds and get home safely so a yes here would allow districts to decide for themselves where they wanted to but no would mean districts must yes yes so that's three yeses and two NOS 35 that the New York State School boards Association supports legislation that would Grant judges the ability to require bail in cases of violent threats against school districts Andor staff Andor students at school

086districts in response to the the no bail but it doesn't say I mean if these are students making threats or reiring requiring B is that I just want to make sure I'm understanding it so I say any this what I think what it says is any case of violent threats against school districts right that judges would be allowed to set bail because right now judges aren't allowed to set bail right my question was this includes students okay that I yes he um I said no okay yes um no three yeses two NOS 36 that the New York State School boards Association shall work to develop state law that requires school boards conduct at least three member trainings during each school year on topics determined by the board in other relevant stakeholders right develop a state

087law that requires school boards to spend more time in meetings I read it that way just paraphrase just paraphrase yeses no one no zero yes four five NOS and our final the New York State School boards Association advocates for 30 to 40 minutes per day of recess time being officially recognized as an alternative form of instructional time in elementary schools en counted towards mandated minutes schools then can all allocate adequate Time For Recess each day to ensure the social emotional well-being in the whole child development of their students my understanding is that this then changes the accounting for teachers what's instructional time and what's not so it would it would be accounted for in the instructional time yeah yes yes yes so counting it as instructional time perfect which is not the case got it

088how would that change what effect would that have is that s staffing issue well it it could be it could lead to potential Staffing long school day uh you know there's certain it may take up time from other instructional periods um to make it fit within our collective bargaining agreement that we have with our with our with our Educators now each day there's a prep time there's a lunch time and there's a duty time correct correct correct well for middle and high school second Elementary yeah there's also recommended times for to provide Ela instruction and math instruction at the state gives in elementary and middle school settings and their NP and their seat time required to give credits I mean this is recess so assuming it's only Elementary but it would cause a constraint on

089our ability to meet those times for ELA and math instruction I think the the the logistics is the the difficult part of some of these resolutions you know the the implementation of you know whether or not some of these are implement so let's Institute it and then we'll work out the details that's okay or we could just go back to the way it was before we crammed elementary kids full of instructional seat time I'm a no I'm a I'm a wait a minute we have yes is you want you want that to be recognized um I feel like I mean me like I has that long since I've been elementary school so it's like I as a kid I didn't want to be stuck in the classroom for such a long time even then they

090I mean I feel like even if you're stuck in the classroom for like now in high school like I I don't like sitting in a classroom and if anything I think I paid less attention because I'm so worried oh when is recess like I want to not be sitting down especially little kids little kids don't like sitting down and they have very little like listening time my opinion big you're here so just to be just to be clear this says nothing about whether you whether a school offers recess or not it just says if you do it has to be recognized as instructional time right it doesn't say You must it doesn't it doesn't mandate res Recess Recess May any but it doesn't so you would still have recess no matter either way right you

091still have the same number of minutes out out of seats either way it's just whether that time out of seats is recognized as well no because our students don't have to 3 40 minutes a day recess they can't fit it in right so um I mean not to get into it but I I support it because if this is developmentally appropriate practices for for young kids um maybe we would see there's a lot of research out right now that we're seeing more need foral programs because kids aren't allowed to be kids and they're not getting socialization thinking so I I support it no I think that that's good I just I just it doesn't say it's mandating 30 to 40 minutes per day it does not it is not saying ADV it advocates for it

092being a recognized as it doesn't say that one must do 30 40 minutes right does that what I'm saying yeah but we're not do right so it it almost would ENC encourage it more or not because if you do more then you have to then you have to account for it as sure instructional time right which may be problematic so it might actually shift things people away from doing recess because if I if I give recess now it's got to be instructional time and that causes other problems and this is this is opposed as opposed to physical education classes or t distinct from I think I think it's distinct addition over though maybe right Elementary I'm I'm going to abstain you're a you're a yes you're a yes yes I'm say no because I don't

093see enough three one priority this ourselves on the back take a deep cleansing breath gets all of thiso you all my all awesome thank you now you for indulging a lot and I have can say you know I I sort of dreaded that but I actually think it was actually useful and instructive for us to have these conversations and have those who are viewing at home know the kinds of things that nisba thinks about in that um are working right are there any conversations about or questions about the consent agenda before we do that can I just add that um I don't know if we I don't remember it being mentioned before that we have board um Community chat coming up o it was not on the October that's what I was worried about October

0947th at 6:30 at Violet Avenue and we are going to have interpreter there if our Spanish speaking families would like to come and we're going to try and advertise that in both English and Spanish thank Margaret for picking that up are there any questions or um comments about the consent agenda I had one this is why you should write things down so item uh 10.10 um it's it's the resolve that the Board of Education of the high Parks hereby accept the attached donation based information Bo placement find and it is a list of individuals who have received grants from The High Park Education fund and I simply want to congratulate these individuals that is Ashley Hastings Aaron Daniels and Carlin Armstrong Danielle freed Teresa AAS Patrick akley and Emma Haron colan Coburn Kimberly Laurens and

095I apologize if I butchered anybody's name and not a big deal in the future if we're going to do this I would love to know a line or two what the grant is for what awesome things they're doing with this money I think eventually we do get them I think this is the announcement who won and usually there's some type of a presentation that comes right excuse me if they won they probably won for some proposal would we love to love to know that that's up I I'd like to share just um being able to visit some of these classrooms some of the things that our teachers are applying for are um adaptable seating uh where they can actually move um seating arrangements and create more collaborative environments one one teacher uh in Kim Lauren's

096class and and Jessica had the opportunity to visit as well she has um students you know kind of there's no desk in the room um she's trying this new experiment in there to see whether or not students are more engaged they come in they actually take their shoes off in the classroom they sit down in different spaces um and it's so comfortable and welcoming um another teacher uh Teresa and her her group they're doing Kinder Gardens get it Kinder Gardens um so so yeah some of the some of the activities that they're doing just to expand some of the learning opportunities for for our students and again these are voluntary opportunities that they have to actually complete an application for um and they're doing that for our kids so talk to you just going above

097and beyond and absolutely we appreciate you and congratulate you any other questions or comments on the consent agenda just a comment I was I was going to congratulate the grant winner so I'm glad you did that um um 10.14 Melissa Lawson you talked about the um the webinars that are coming I would if there's any way for us to see how many people actually access that I love the topics yeah um if there's a way for us to just get a report back on on how successful they are and if there's a way if the feedback is positive then do we run them again to reach more people or is there a way to expand topics are really timely yeah and um they are throughout the school year and people can sign up and even

098if they can't attend the live webinar they get a recording of it if you signed up so you can watch it at a time that's convenient for you so that piece we could probably track how many people signed up but not how many people actually watch it but yeah I can look into that can we at least get a sense for what the interest is right that's great yeah maybe ideas on what other webinars might be um people might be interested in yeah there questions or C is there a motion for the consent agenda was Margaret you're welcome sorry say my name sorry I'm just I think I know everybody's voice I'm just being Punchy it's late uh any discussion oh those in favor I I that was unanimous yes motion carried all right uh

099new business item 11.1 Capital project change orders you waited all this time and now let's see what we got yeah is there a motion for 11.1 so any discussions discussion questions all those in favor I I motion carries item 11.2 first consideration of policies uh is there a motion for 11.3 11.2 is there a motion for 11.2 thank you all right uh any discussion all those in favor I Mo carries now 11.3 um and I believe the next three deal with the bus issue yes so 11.3 proposition one purchase of electric school buses so moved second any discussion all those I just think it's a great opportunity for the district get bu basically less than seven cents on the dollar I am just proud as punch at this district for getting this huge Grant this

100is this is really that's what I was gonna say is a lot people put a lot of work into this and this is a lot of money yes um so you know I know people have very strong feelings one way or another about about this topic but the fact that we can I mean these are going to be less expensive than the diesel buses and is huge so thank you to Linda and everybody else who who worked on getting these grants this is huge been here too because the you know I know the maintenance and and repairs is an issue but there's a very good warranty with them that the that the manufacturer is going to take control of basically and training of our mechanics and everything else so right now the thing believe we

101have a motion all the those in favor I haris item 11.4 legal notice calling for a special meeting of the district voters so this is to hold the vote some moov second any discussion all those in favor I I carries Capital vote development calendar so this lists out all the things that are going to happen and all the notices that are going to go out so move second any discussion all those in favor I carries uh this also actually deals I think with the the bus too that adds those extra meetings to our calendar to account for that so item 11.6 ad do Revis board meetings calendar for 2024 2025 is there a motion someone second discussion all those in favor ition carries item 12 is there a motion for our second public participation some

102second all those in favor uh that here we go as a general rule public participation is limited to three minutes per speaker uh the segment of time may be modified by board did he appropriate the board request that remarks be courteous and respectful of all anyone like to address the board I believe second this total time is limited to 14 minutes yeah I didn't I knew there was some other limit it wasn't written there so I couldn't shman trustees superintendent Gully Stanford 181 Marshall Road and also a trustee uh in your service at the Dutchess County bosies it's been uh far too long uh since I've been able to attend a meeting we've been a little busy at the bosies as some of you know uh but wonderful that I picked this evening to come

103back since I have to run exactly the same quiz uh next week at the Bose board so I have studied at the seed at the feed Master congratulations to miss Turner on her appointment um wonderful that you could come over to bosies the other evening for the for the Forum and um thank you for sharing Joseph codio um Emmy um I was not aware of it and I'll happily share that uh with the bosies up up the road so congratulations uh to him and to height Park and of course congratulations to you all on this tremend mendous Grant I think you are the Pace Setters as always miss Steinberg is the most thorough and responsible of researchers I thought that was a really brilliant presentation um and helps to tip the balance in favor I

104believe of implementing the zero emission in due course whenever that turns out to be but you're obviously the Pace Setters uh here um couple of things first of all item 14 I know you're all desperate to revisit uh the resolutions but I can clarify for item 14 of the resolutions the direct payment uh for students to complete uh their careers uh their uh certification at bosis that's what happens after they leave the school districts and so the request is that the state fund the adult learning costs for students of yours who have not completed their studies but continue to prepare for the workforce in the bo just as there are grants to go to the Community College into the fouryear colleges it's essentially to say that seeking certification uh in the trades is something that

105deserves uh State support uh just a couple of short things from uh the bosis as you know we are searching uh for a uh superintendent uh the uh window for application closes on the 30th uh of uh September so the date approaches and uh Innovation here um there will be stakeholder um uh interviews uh in due course that'll be in the new year but I think the superintendent and the board chairs have been notified of this uh and uh the board uh of um of of the Bose is very happy that we will have input uh from uh stakeholders just as the superintendent gave us early on um in in the search and then finally we were delighted um the superintendent Deputy super attendant were able to join us uh the bosies are hosting these

106forums uh on the Blue Ribbon commission uh recommendations for uh graduation measures um we've had two sessions um they really are very valuable uh we have Kim Fontana uh from poing and Dr rud de O'Neal uh from um from Beacon both of whom are ambassadors they served on the Blue Ribbon commission and I would include parents and anybody watching on this there are going to be two more public forums one for educators and one for uh members of the public uh they they they take place sequentially one at 4:30 the other at um 6:00 uh on the 16th uh of um October in Beacon and on the 23rd and I will send uh I'll send uh the this along to the clerk Miss Goodman um so that you can um circulate the flyer on that

10723rd of October in polling if you want to get BRC light you can uh tune in to The Duchess County School boards association meeting next Thursday which I think is the third uh Ed Spence is the um is the uh president there actually uh this year so thank you for his service but um all board members are welcome to join in and we're going to get a half hour version uh of that two-hour version uh from Miss Fontana and um Dr Dr um rinda O'Neal um if you like this is going to be a seismic change in how we determine that um our young people are ready uh they they're ready for postsecondary Success career uh college and citizenship and you touched on some of them in discussing the resolutions that are before nisba but

108the more our board members understand that um and the more parents are involved and others are involved um the better understood it will be uh because it's going to be a great change from the traditional uh five State Summits of tests of the regions but it's going to be a multiple uh ways to um achieve uh Readiness for postsecondary success the diplomas which you will be you will be awarding so um encourage you to learn all you can about this um it's going to be um uh colossal and I think school board members will be um uh very much involved uh in those decisions so probably exceeded my three minutes for which iiz but it's always good to be in the company and I want to close just by thanking you yes you are a

109number one customer at the Poes and we're very grateful uh for the support of the High Park schools anyone else like to address the board at this point we'll close public participation uh thank you goly for that and I just wanted to let people know in case they weren't keeping track uh item four4 we voted 5 uh in support of advocating for the director funding assistance just REM we make that a priority start Asis yeah Asis back we doing asterisk on that okay and do it all right uh item 13 other matters deemed necessary by the board I believe there are none there are being none we do not need a second executive session so is there a motion to adjourn mov second all those in favor I motion carries we are adjourned thank you

110all who your Pati I was thinking
