002a moment of silence for our two employees that we lost this summer thank you we have no business coming out of executive session um we do need to approve the minutes from the July 10th meeting second any discussion on those minutes all in favor of approving the minutes from July 10th any opposed so minutes are approved that brings us to public comment if we have anyone from the public who would like to address the board seeing none hearing none um we will move on to the superintendent report thank you Mr Anderson uh first thing in the superintendent's report is Dr Kathy STI who we first I want to congratulate she's recently received her doctorate oh she will talk to us about our equity and action toit hello everybody thank you um is this thing on

003good evening and thank you for having me here tonight um at your request I'm going to give a brief presentation on the work that the equity and action committee has done during this past school year all right so the committee was formed in January of 2024 via an application process the call for applications went out um in November and December of 2023 we tried to balance our desired membership to be representative of all interested parties but not get so big that it was unwieldy communication around the rationale and how to apply was through our typical channels meaning Text Blast email website it went out in English and it went out in Spanish and yet it was discussed over the course of our meetings as as the equity committee that this still wasn't enough as we

004couldn't even fill all the seats that we were looking for people filled out their applications either electronically or by snail mail they mailed them in to miss Siri who then redacted names that Dr patalino and I went through them so that we could choose membership um without bias we we didn't know whose application was but we still weren't able to get a full CAD of applicants we only had one student for example we were short on instructional staff and non-instructional staff as well as building admin we did have Representatives but we didn't have as many representatives as we had hoped for the rationale and the goal for the committee was to quote build a district in which all students feel they belong regardless of actual or perceived race color body type national origin ethnic group

005socioeconomic status religion religious practice disability sex sexual orientation or gender including identity and expression and that wording comes directly from the board's Dei uh policy it was additionally suggested during one of the equity and action meetings that we include immigration status to that to those um that list and I think that's that's not a bad idea at all members agreed to be part of the committee for the remainder of the school year and they were advised that the application would have these three initial priorities professional development School climate culture and then curriculum and access we held five meetings um initially from February to June the January meeting was actually snowed out but we had the two in February to make up for it the meeting notes had been up on the old website I have

006to get I don't believe they migrated to the new website so I need to get those the meeting notes back up on the new website for each of the five meetings that we held um we spent some time in the first meeting just getting to know one another um and we wanted to discuss what the group wanted to learn um what they decided what we all decided as a group was they wanted to learn how to better actualize this work the equity and belonging work how to get people who don't experience marginal marginalization excuse me to understand it to believe it and to feel it so that everyone gets to be fully seen and recognized with dignity at our school all right um I I'm not going to lie I was surprised at how many

007folks in the committee were saying we still working on getting people to believe that these things happen to people so show that there's some importance for the work to continue in subsequent meetings the group um sort of honed in on a desire for consistent professional development to help the district to actualize that work like they were saying of getting to belonging and digity dignity excuse me so I'll have a little bit of History first while we have offered and continue offering PD in the areas of cultural responsiveness and belonging and dignity every year there's been little in the way of establishing mandated training for all staff and I'll speak more to that in a little bit um in the 2223 school year we featured a one- hour training on microaggressions that all staff went to

008um it was given in the September superintendent's conference day um Elementary staff got another one and I believe it was the November conference day that year um Miss Armstrong and I put together that second one um we knew that that still wasn't going to be enough it's not going to be perfect one hour on the study of microaggressions is definitely not enough work um not enough time for it and the other thing was Pres to about 100 people at one time is also it's not ideal it's what we had to do it's way better than nothing but we we realize more work needs to be done the 23 24 school year we offered more training on culturally responsive framework and critical inquiry projects which is related to equity and belonging and when it's done with

009complete Fidelity it ensures equity and fosters a sense of dignity and belonging for our students and for everyone within the district but again these um meetings were not mandated um as the group discussed instances and experiences from wherever they were situated whether they were parents students teachers Administration Etc that reinforced the need for more explicit training in the areas of equity inclusion and cultural responsiveness and anti-racism it became clear that a mandated regular training for all staff was necessary and we were clear that this needs to include explicit work on all types of biases including uh race ethnicity ability disability status language body type body size lgbtq plus status immigration status Etc the group said that we should constantly be asking ourselves if our practices are inclusive if they widen that circle of people who

010are are allowed inside or do they serve to push people out or have groups go away or are they more exclusive so the group tied the desire for this mandated PD to go right into the school climate and culture to uh make that clear connection between the PD that we are looking for to help create a climate of culture climate and culture excuse me that ensures also students feel like they belong so we discussed what would be the best method for this training um I think we're all in agreement that the training is necessary how do we do it so that it's effective um we discussed pluses and minuses of various methods and we as a group we settled on recommending something like a video library something that works similarly to the other state and

011federal mandated trainings that we have the bloodborne pathogens the the mandated reporter sexual harassment that that kind of a thing even though staff already has have a lot of these trainings um what appealed to the group about this kind of thing was again it could be mandated it could be mandated by the district it can be tracked so we know that every single person takes it we know who does and who doesn't we can respond accordingly we can tailor it to specific populations so for teachers for example it can have more classroom um expectations more lesson planning that type of thing for our monitors it can just be more about how to create that inclusive communication with students um we can have it happen regularly so that there's no excuses if someone continues to behave

012in ways that uh go against building inclusive environments for all um we can say you should have taken this training you will have taken this training you're going to be taking it again um time is the issue of course and then it's uh the other piece the other con is how do we know if the work is internalized with the group we decided that we we won't really know if the work is internalized but behaviors will change before beliefs will change um so we settled on the videotape libraries as being the best place to start uh what happened after that was I looked into several platforms um and I landed on Hover research which I then discussed with Dr patalino they have a very robust educator Learning Center Library um and we're going to be

013working through the professional practices committee to decide the best way to roll out that training we all just met with the Handover representatives to see some of what they have to offer we will decide what pieces we want from that um and we will decide how to roll that out the group wanted to know of course excuse me how will they know that the PD is working so another question came from the equity committee was this one excuse me they recommended that we can have some specific surveys you know before and after having regular and prescribed onboarding processes that include explicit equity and anti-bias work and to regularly review data um the group was curious about a lot of different areas of data to look at and the big categories are the discipline academics and

014attendance um another wondering from the group was um how can we get better at telling the stories understanding the lived experiences and what data do we need in order to tell these stories without putting more work or more harm onto the people our students our our staff members who are already living in those marginalized communities so those were some things that that the committee wanted to make sure happened um and that's pretty much the work that they did that we did I should say and I think that it's huge just even the implementation of mandated training can have huge implications um for the future we talked about um you know I recognize we're doing this equity and action work there's a whole District leadership team that's creating the goals and the mission for the district

015having them work separately didn't make as much sense so what we decided we wanted to do is um combine those efforts so that we have the DLT members from the equity and action committee who will be looking with that Equity lens and helping to come up with the equity lens tool that we use for that um rather than having these things happen differently and in silos and that it's not really you know that again not that we're working against each other but that a lot of energy will end up going to entropy if we're doing things parallel as opposed to joining forces and being efficient um this way we have a better chance that the district commitment has that Equity Focus because um those of us who don't live within a marginalized identity it's easy

016for us in those cases to miss how we can be working towards these commitments instead still miss those places where bias comes in where exclusion comes in where it's built in without us even noticing it um as a district we're working on it and I know that and I know that we're well ahead of many other places but we like every other place in this world have more work to do on this um so we want to help continue working building that path towards that District where all students feel like they belong they're all welcomed and affirmed and we can all bring our full selves into the buildings every day that's it questions questions or comments we'll start with Mrs whoever I am Jord I I really appreciate the work that you've done and um

017I appreciate the update it just clarifies a lot for me I love the idea that you are integrating into the DLT I just think it's so important that we not create these stos and when you say all students I think that sometimes we don't recogniz that kids may be feeling marginalized even though they might not be recognized as part of any other marginalized group and so I think that um as much as we can do for the individual and the sense of belonging for everybody I think that's great so thank you for the work I actually was just going to uh picky back a little bit of what Miss St said thank you for the work I really do applaud you combining everything because one of the things we don't have want to do not

018only work in silos but one work smar and one thing we need to do is keep everything focused together so thank you for that recommendation Mr Ryder I guess I'll just add that thank you to the work that this committee has done up until this point I think I feel slightly different than few of the other board members is that I'm still in a wait and see how it's going to work with it with it blending in I mean I think we could go down a path to where I think we're required to have maybe two or three committees as a board and we could say everything else could roll into the the you know the DT which I don't think is always helpful I think the DT should always have an equity lens so

019I appreciate having members of this committee be active in the DL te I think we have to see if it's effective and whether there should still be a Dei or an equity type committee formed um that's a conversation we can have as a board committee or or or a schoolwide um but I want to see it be successful in the DLT but we saying that I think it's a great idea but I do want to appla the work that the committee has done up until this point and I I don't disagree with you I it gets if if it rolls into the DLT and there is no more equity and action committee there should be measurable Equity goals within that DLT so we can see that we are still doing the DLC should always be

020doing work of equity but that it's such a large task of that committee I worry that that other work is going to fall one of the things we've learned from the past are things that people believe are things that stand out over here on their own let's say character education where we spend five minutes every day in the class teaching character education if it's not Blended in the character education isn't Blended in it's part of the everyday curriculum and part of our our really our DNA it it it becomes this oh yeah we'll do we'll do that carrot red thing at the end of the day you know we don't we don't want to say we're doing that Dei thing at the end of the day it's not a separate and and you know something

021that's over here it's something that needs to be blended into how we teach who what books we choose you know what language we use use who's standing in front of the classroom all those things and if we when we separate away from our core Mission which is education curricul instruction when we separate from that it gives people sometimes the out to say oh yeah I'll do that over here but I'm not changing anything I do in here and I think to pick back on that um to blend it into because really we are building a culture we're building a culture of full inclusion for all students truly blend it into the culture um I believe we need to marry those and keep them again you may still have a subcommittee or a committee that's going

022to do intense Focus work but I think it's critical to come into a district um into the district committee I have I agree with both of you sometimes if it's off there in siloed that gives people out sometimes when it's married in that gets people out oh we're doing it it's baked right in there and it's really not right so we always have to keep that Dr I would just like to Echo that Mr wrer statement a little bit in that this you know this presentation is really nice thank you for the work and thank you for the presentation and the fact that there was a very tangible outcome there is the training that is now going to hopefully be offered across the district and that sort of outcome could potentially get lost if it's

023folded into you know again we're looking through the lens within our DT plan but at the same time um that focused work really ask people to think very specifically about it on and so I I want to lose that I just want to highlight it's nice to have with me and this is what came inside meeting and Mr spacer good evening Dr cetti and congratulations on your PhD thank you we are an extremely PhD District very very enjoyable to have top knot Talent as M of your committee I'm grateful because the work was impressive in depth and comprehensive and uh but when the work of the committee was done the committee was not able to do five things one the committee was not able to lead the school board to compile agendas and arrange listening

024sessions between Schoolboard trustees and Community stakeholders like the Interfaith Council harambe or Kingston radio station to share the board de andb goals our District's de andb programs and progress and listen to their goals and concerns for their children as well we weren't able to do that two we weren't able to leave a school board committee or School Board member even one to request annual employment data reports from the superintendent disaggregating every employment area by race informing the school board of the number of people of color hired or never hired in each position position this committee can't do that four lead the school board to identify specific informational Dei andb training needs for the Schoolboard trustees themselves and then provide the supported data to the superintendent to help him recruit such professionals and schedule these trainings

025and five this committee was not able to leave the school board to identify research based Deb goals and then write these goals into proposed annual School Board goals it was a great committee it just wasn't able to do these five things and I enjoyed being on the committee and the conversations and the relationships that we created which will be forever if you remember the name of the Death woman I do I I don't okay I give it to you there I'm sorry but she was profound and let us all to understand there are a lot of groups that are not being included that we have to go she demanded that we all face her when we talk and we all we all took it to heart to mean um no matter no matter what your

026point of view is or where you're coming from you don't always see everything and you don't always see everybody she was she was wonderful like I said all the relationships we formed on that committee we we'll have we'll have forever and and I hope to see those people again uh as as the district continues uh this work thank you other comments or questions for Dr cetti I just want to thank Dr cetti for the the work that she did this year I think that and I know when you hear online training you go uh you think about the trainings that you all had to do and that we have to do for bloodb pathogens and you know sexual arrestment this this is not like that this is there is accountability there are there are knowledge

027checks there is you know it's they're engaging they're very it's a very different and they and they work different for different groups so you could have certain stuff for administrators certain stuff for teachers certain stuff for the things that Cath already said so I think this isn't this is not that that type of you know we talked about it's like the vector but it's not that's not what the quality um and and the the kind of curriculum around it is so I think we'll be positive are there any that would be appropriate for the board to they probably are yeah yeah and the library the library that will subscribe to not only has work around our Dei initiatives but also has other things that we could look at to if there were other areas um

028that we wanted to but I thought but this this portion of their catalog I thought was extremely well done is that the Handover are you referring to the Handover and I not hand Handover and and like I one of the reasons was interesting that the group came up this is the conversation I had with Dr STI before I was like I only have one copy you so so this gives us the opportunity to also to be clear this is not going to be the Panacea this is not like oh we have a cc Library we're good we don't need to do anything else no no no no like this work this is real Paradigm changing getting us to see all those things like Mr Spicer was just alluding to that we don't see so that

029all of our kids will feel welcome just one more tool towards our goal yeah and a way to make sure everybody does it you know I've spoken here before about my Coalition of the willing and that's great but we also we as the committee we learned we heard we that we need everybody to start getting on board Mr lamb will we be able to preview all of the sections like what each of the groups are doing because I I find it beneficial to know what person is get yeah we can give access to the board members as well I was I really was impressed with the comment that we can change behaviors before we change beliefs and I don't remember who said that in the committee but it wasn't me yeah but so our goal

030is to change beliefs our goal change beliefs right but but again if I'm a kid and I can get that teacher to stop mic progressing me right I'm happy yeah right any other questions or comments thank you very oh I just want to say that I just love the fact that this Library being that is mandated gives everybody a common starting point so I would imagine there would be conversations that are based at least you know it'd be nice to see people talking about that in the facy right there are ways again that's what we have to the professional practices committee decide how we're going to roll this out and um and again I heard video library and I was like but again it was the committee it was the the work of the folks

031in the committee Who convinced um me and all of us that this is the best wait for to move forward than thank you Dr thank you okay next Super we have just a quick report on the special ed audit with Dr felo and Dr Williams greetings to The Honorable Board of Education president Mrs Anderson uh vice president Mrs Jordan and all of the Boe trustees as well as our superintendent Dr patalino our Deputy superintendent Mr Reinhardt and all of our community members here and at home I'm Dr rette Williams assistant Su for special education and secondary and Dr f is our assistant Su for elementary and so the purpose of this audit um the primary purpose was to conduct a quality review of The District's delivery of special education programs and services and identify any

032areas of non-compliance oric inefficiency within the committee on education or CSE processes and procedures it's important to note um a few items regarding the audit before we died in one is that this audit was voluntary which I think speaks volumes to of our district to be transparent reflective and responsive to our commitment to Excellence and to providing the optimal education that our students so right and deserve and secondly the Auditors really couldn't stress enough and underscore that on each occasion any feedback and key findings were not indicative of any shortcomings of our outgoing faculty staff or Administration um the goal of this audit was to lift up areas where can existing strengths or explore challenges that may exist in any District our size so Additionally the the Auditors also noted that much of what they

033saw could be coined as Exemplar work and U they even refer to our high school as a conne the timeline for the audit weie um we we um established a contract with with cson River School Solutions um they were a company that had done an audit with our neighboring District sties and they were very impressed with them um I met with the Auditors who are calor Sumer and she was assisted by her colleague Puchi um we brought them on in February and they conducted most of the audit in March April and May um and it was was great process to you so tonight we will take you through six key components of the audit and to also reiterate this is a zoomed out view of the findings that our Auditors um gave us it was

034a very comprehensive process so first we will provide a summary of what the outcomes were we will focus on six key areas of focus and a recommendation that came out of those areas of focus our multi-tiered systems of supports integrated from here on it will be referred to as mssi as also our plan for restructuring and organization we will review our current or most current previous um organizational structure and then what the recommendations were hence our reorganization structure and then we will give a very uh broad overview of our professional development plans for the year and then our means for Department communication so that we are all aligned vertically as well as horizontally throughout the district so our special education audit process summary um as part of the audit process the Auditors conducted interviews engaged

035in document review uh review of student records and conduced building visitations of special education programs and services um I think it's very important to note that out of uh 224 staff members who could have been interviewed uh 212 were so they they interviewed 95% of our staff and again that is inclusive of central building central office building level administrators special education administrators teachers related service providers support and clerical staff um the only 12 interview individuals were not interviewed and that was due to either student testing scheduling comple or so again there were six main areas of focus and the recommendations that came out of the audit and we will give a very high level overview of each of those areas of focus and the recommendations that came out of each first was the sustainability of

036administrative structure and we will go into a little bit more detail about what our organization and reorganization structure looks like but the goal there was to build the capacity of special education administrator and um what our Auditors noted is that for a district our size and for the scope of responsibilities that rest within the special education department that there were additional levels of authority that are needed and that we need to increase our responsibility and support to provide effective leadership throughout our district with regard to the challenges that districts like our size tend to face they also noted that with more than 200 students that are currently in out of District dist placements that we needed to have a more laser-like focus on our students that are out of district and with that recommendation came

037the uh director of special programs and we'll talk a little bit more about that in just a moment and also additional C cheer persons which you'll see in a reorganizational structure as well the second area of focus or key finding was to review our CSC processes and procedures and our IEP developments and compliance and so what they noted is that it would be helpful um in this time after Co and um you know our restructuring to review our training and to provide training across the board for all of our faculty and staff clerical with regard to our CSD processes compliances any updated regulations as it relates to special education and also to think of creative and new innovative ways of getting consent especially you know post pandemic whether that is allowing parents to take a

038snapshot or certain signature forms and sending those in but just being creative and reaching out to other communities to see how they do it um the third area Focus was to look at our special education programs and services and to review the Continuum of programs that we offer throughout our district and also to explore the potential for therapeutic programs that would be a long-term goal for us um our Auditors really marveled like Dr fell said at some of our Flagship schools as they doned us and noted that we really have exceptional Educators and that in some instances we may be able to educate our own students here at home um quite frankly maybe even better you know in some cases because of the love and the level of instruction that they saw so to explore

039therapeutic support for programs um the fourth recommendation was to review our social emotional learning support for students we have a plethora of supports here um Dr Fel will talk about our uh collaboration with deoro and Aster but they also urge us to look at programs that emphasize social emotional learning supports and mindfulness and to see where we can enhance and really amplify the supports that we already have within the district and to provide related training for our staff fifth was professional development and training and we'll give a very zoomed out uh approach to how we would like to roll out our professional development plan for the year and how we want to make sure that all of our partners are on board and aligned with the vision for professional development and the last recommendation was

040with regard to Department communication and with that and we'll talk about it in just a moment here too just talking about the way that we visit our our our outou of District students at the sites that they are in off campus the way that we are rolling out this implementation plan starting with um making sure that everyone here understands the process and we had multiple opportunities to speak with our Auditors to communicate and get additional feedback them and so that was the sixth kind of high leverage point of from the audit so moving into Dr Williams spoke about um multi-tiered our multi-tiered systems of support that's integrated um moving into the uh winter months the New York state has a pilot currently uh for mtsi in the district we were not able to be a

041part of that pilot we were not as a district we weren't selected to be a part of that pilot however looking at the work with our teaching and learning team um we felt this is something that we really wanted to replicate since we were not able to be a part of this pilot work um so what we are doing um in preparation and now we will incorporate some of the findings from this audit um is we are working with Deo they're going to they've mapped out some of the trainings uh we have a full year training the difference between um multi-tiered systems of support which is really both looking at the whole child the educational academic side and the social emotional side um the difference of adding the I which is the integrated now this

042um model looks at also the CRS framework it looks at our uh goals for our enl students um and really takes into account and embeds them into the process in ways that that they haven't been pinpointed or highlighted before so that we are pay attention to the different needs of our students um so this is inclusive of that and um I believe that partnering with Debra will really help some of the highlights that we've now put into the the pro process we had a meeting with them recently and as a response from the audit we realized that we maybe need to refresh our response to intervention support teams their trainings that we have with our staffs staff at each of the buildings um those building teams we've done annual Refreshers uh we need to do

043more again um there's very specific meeting protocols that we would like to to revisit and also train and work with our RTI providers on the academic side of response to intervention our academic providers um to work and see how they can also service our students who are identified as students with disabilities so now we'll go right into our organizational structure or restructure and first we'll talk about what the structure was and as you can see here um we started off with the director of special education we had two assistant directors of special education one for elementary and one for secondary and then we had a total of four chairpersons one for cpsc one for elementary one for middle school and one for Kingston high school after the a again we viewed tons of documents and

044did a plethora of interviews and looked at our processes um they said that the scope of the services that we provide are so vast and so they recommended a restructuring hence the current organizational structure in this structure there are two directors of special education one focusing strictly on our special programs and services our CPS that is our committee for school education also our out of District here the acronyms are o and our Universal pre kindergarten Etc so these are our specialized programs that our Auditors felt deserve a lot of special and Laser likee attention to make sure that we have someone that is communicating with our OU of District networks going to visit our students seeing the conditions that they're in and really making sure that they're getting the high leverage education that they like

045Dr fell said so rightly deserve and in instances when they can come back to us they are able to see what's being offered in our community and also what's being offered in the scope of our programs here to see what we can uh leverage support for our students in house and then the other director of um special education would focus on K through2 and under his or her leadership there would be two assistant directors one focused on Elementary and the other focused on special education and then we would have an additional CSE chairperson again focus on our OU of District placements our homeschooling our um unfortunate um case if we have students that are in ucj or um also County Jail um they would focus on home schooling home instruction and just making sure students

046that not are not under our direct uh purview are getting the support and attention that they need um we are proud to announce that we have hired most of the recomend Ed uh Personnel within this restructure we are still looking for one more cfd chairperson but um we we have some really qualified folk that are coming on board that we are excited to talk about how we can restructure with great intentionality and um strategic planning with their ass one of the other as um Dr Williams mentioned was a professional develop developing a professional development plan uh we do offer a lot of Prof profal development services but really looking at a shortterm and a long-term goal for the entire special education department and all of its related service providers so this professional development plan um

047is inclusive of what's listed on on your slide but not limited to uh revising the mtsi structure and continuing to provide training um on tier one tier two and tier two instruction as well as differentiation classroom um increasing our behavioral supports and um the supports that we have for both our teaching staff and for our students um also training related to our special our related service providers um was identified as a need um they really want specialized training um to be able to support the curriculum and the stud and our students in their classrooms um we recognize that there's a need for IEP Development Goal writing and amendment process again revisiting the CSE processes and procedures uh the the recommendation was on additional OPM research um we do have two autism classes right now at

048the elementary level um but additional research is definitely needed and how best to service our students with autism um a return to our trauma informed practice um we were we are a trauma informed district and we did a tremendous amount of training prior to covid um which actually helped us quite a bit during that the pandemic um but now it's time to revisit our trauma informed training and make sure again that our staff are responsive to the needs of our students um from trauma backgrounds um also increasing and continuing to to work on Mental Health supports uh we do have the partnership with Aster with the six clinicians in that serve 10 of all 10 of our schools right now and their families um there was also a request that came out of the uh

049professional development out of the audit uh for teacher-led workshops so um our teachers really feel that again and that was highlighted by Dr Williams uh we have a lot of strength within so we do need to explore what's out there um and definitely have our staff trained um by by outside professionals but we also have really amazing people inous um and we need to really highlight those those practices and um lastly the uh professional development Focus uh would be on ta training our our teaching assistants um who spoke very loudly and clearly that they want more trading uh so we currently we do have a partnership with bosies and we'll be looking at our superintendent conference days as well and what can we do to help our teaching assistants support our classrooms and those are

050just some um one of the other um recommendations that came out of uh the audit was Department communication U one of their recommendations was to increase the visibility of our special education administrative team um Dr Williams also mentioned that um in our existing structure um the workload really um ended up confining our our administrative team um to a lot of meetings and office work and recognizing this we are in the process of putting our assistant directors in our buildings uh we're making some moves to the department so that we can decentralize the um CSC process a lot of what held it here was the was the maintenance of records that are here that they need access to um we did just receive a grant to start digitizing those records that we're able to um we're

051going to continue to pursue other grants to continue moving in that direction um but putting our assist and our C chairs in the buildings where they're working with students and seeing what's going on in the classroom um we think we'll definitely assist in just our overall program visibility uh some of the other suggestions that we'll be working with the team are um to focus on scheduled scheduling visits um for those of you who know you're if you don't schedule it sometimes it doesn't happen so scheduling our building visits with both our teachers and our administrators um maybe having open Office hours um also looking at the department meeting structure and how we can include more overlap in our transitional years um particularly prek or cpse into csse and then our four to five transition and

052our of course our 8 to9 transition of the high school and also our transition plan for our students who are exiting into the workforce um also increasing parental engagement um we do have several means where we um have worked with our parents we have ques on the parent group that um is led by one of our social workers um and that that has been attend very well attended over the years but how can we increase that and continue to build that momentum so that we can partner with um with our parents and also the last recommendation for communication is in within our special education we would like to clearly outline the services that we currently do offer in District and also really highlight if we do need to look at an out of District placement

053what are what are the the pieces or components of those programs that we aren't able to provide here and can better better provide in another setting so finally here's just an overview for a recap of the timeline as it stands now in our first phase of the implementation plan in June the audit was complete it was the three Monon process and in July we had the opportunity to hire directors and assistant directors according to the recommendations we are providing an overview of the plan to you here tonight and we will begin in September to roll out this plan to our admin who will be on boarding some as early as next week and also to our faculty and staff the implementation plan will be ongoing as we review our in progress monitor our goals and

054our movement toward the commitments that we've made within our plan recommended by our auds that concludes our report question questions and comments for our special ed presenters Mrs Jordan thank you sir so much I mean this is really a lot to slog through I appreciate it um there's so much in it I really can't comment right now on any one thing but I'm really pleased to see the professional development Target every component all the groups of individuals that are responsible for the kids and um the services so I think to to make things as um uniform as possible for instance for all the CC chairs that everybody understands what we can provide and what we can't provide and how we can go about making sure that the services are consistent through the district and I

055love the idea of decentralizing some of the administrators so that they're more accessible I think that's great there's just so much you know I I look forward to maybe you know maybe in January update or something that would be great to see if you need more support from the board or if you you know things are going well thank you Mr Ryder yeah again thank you for the the kind of comprehensive presentation a couple of things C my here um where I on on the PowerPoint so they had brought up trying to shrink down weight times between the times that that children needing Services get services and we all know that when there's a delay any kind of student getting help that they need to to bring them up to speed not great but even

056like it's even worse with a lot of a lot of these students and so I'm just wondering what the plan is to kind of help do that s like there was some maybe training some of the CSC and other things that would help reduce that weight time we can both Chim in on this great question thank you for asking that so um part of what Dr fell did a great job of reporting on our our mtss or multi- systems of supports um integrated and part of our focus and working with Deo and really making sure that we have high leverage training for all of our partners it's exactly for that reason it comes out of you know one of the findings so part of what happens is that if there um is a student who

057say may not be performing as well academically as we would like them they go through this process of ensuring that our tier one supports us now tier two tier three so making sure that we all have a sound understanding of what those tier supports look like um so that if there is a student who ultimately needs to be referred for the committee of special education that we're doing those processes with expediency that's what some of the holdup was is that um what the Auditors found was that students were getting kind of caught up in that cycle of mtsi sometimes um looking at the supports that we're giving them are they effective let's go through six weeks let's look at the plan progress okay let's try something differently so helping us to have a more targeted

058training on how to make sure that those supports are focused and understood at ready so that was part of the hold up and then the other thing was the recommendation again I'm getting consents back from parents so sometimes our parents um may be a little bit difficult to get in contact with depending on the circumstance our Educators do an amazing job of doing home visits they're calling home they're documenting but um they suggested perhaps taking pictures of the consent so that we're not waiting for you know that H so those kind of little nuances were what they will reference yeah that's great I appreciate it you have a followup just one one quick other question so I think they they did a comprehensive like interviews with a lot of people in the process I'm sorry

059I miss so I saw staff and a lot of like the administrators did they they talk to parents of children receiving services and roughly like do we know was there a large number of those parents that have participated in the audit so the report itself is actually pages I took a long time to try to cond as much as we could but um they they gave a very detailed um report in their appendices okay of who they spoke with they didn't disclose what remarks each person had but they did speak with parents and out of that recommendation was that feedback loop of making sure that our parents have the opportunity to give us feedback on their processes within the CSD great thank you Mr Spicer I I'm an educational walk so I'm busting right now

060I'm busting I I'm so proud to be on a school board of a district that has the courage riger and expertise to volunteer for its own comprehensive education special education order and the district with the leadership Talent like Dr patalino Dr Williams and Dr fell to see this order through as a former special ed teacher and principal I wish my former districts engaged in a study like this and The Ordering of our trauma informed Intervention Program and trainings and its connections to increased attendance rates reduce suspension and behavioral uh referral rates and increased graduation rates I can only say thank you thank you thank you I'm I'm I'm I'm proud of you all and you should all be very proud very proud the district that ords itself that's why when we go on conferences other

061districts approach us as a as a district leading in areas of Education very proud thank you so much Dr Collins thank you so much for that really comprehensive but not it's not the 76 pages but I'm sure a lot of our questions would be answered Mr Ryder stole my first question again but um it was really helpful to know how on the ground it actually parents who were watching would want to know how this this translate to me and my child so that was a really helpful answer thank you um I mostly just wanted a reminder of um we not I appreciate the restructuring I think it's going to make a lot of sense to have these two different directors one for out of district and then all the special services and on District there's

062around 200 students out of District can you just just give us a reminder of approximately how many students in District are served by our special approximately 1700 and then if you add the 200 out of District plus the upk and the other special services there is that approaching I'm just looking at sort of the division of labor between these two different directors St conit Andis and make if I could just just jump in for saying that and some of these situations if you look at the you know division of labor that the special programs direct what we deal with are more intensive you're looking at our homeless students you're looking at um you know we have 300 homeless students right now just the most we've ever had so I mean some of some of that

063work is just a little B about the numbers of students fewer there's um there's more indepth work that needs to be done and I think that's one of the areas even before the audit we knew we need help in the homeless with our homeless students with our out of district with our um students who were being homeschooled with our students who were on home tutoring so those are things that we really need to get our hands around so homeschool and home tutor events we're going to get them back and if we're not monitoring them usually what we see in our home school is probably whether the sixth or ninth grade we we get them back and monitoring what's going on there effectively we end up with a student who is not ready to come back

064into the buildings those kind of things so I think the work is much more is some of it can be more intensive even though it's not the volume that it would be for the industry just speaks to what our specializ department has been working toward in these last few years and probably um stressed to meet all of those needs so I'm just really happy to hear that this attention well now I mean so divided now between two people so one person isn't having to be divided that way um and then the person who's doing the special programs that is also the person in charge of the as support services and those Partnerships is that also what I understood from the flowchart a little bit more yeah that's the recommendation um so part of this process

065will be reflected the opportunity to feedb in January about how going but um part of the thought and thinking which was the snapshot although it was very comprehensive aors have that Focus all you know and to your point their expertise won't only be in our out District programs but we also need to be on the services with of anything CP well thank you thank you for hosting the and making this happen seems really transformative other questions or comments I would just like to add that um I am very proud of the work that has been done and we lost three um important people to retirement so kudos to them and thank you but I'm excited about the restructure I think that will be good for the district and good for our kids so thank you

066I just have a few last second just a few not last second reminders but a few reminders that will only take me a few seconds to go through I did want to um introduce or whatever that we have our new website so miss Bondville and her team have been working on this for about a year about a year huh sure um the new website is up and as you turn it on you'll see a very clear statement there little patience this is why we did it in August now I in December or January or even September um you know we're still migrating some things over we're still making some some tweaks that you can't do unless you put it up there so I think we've been getting a lot of good feedback made a lot

067of changes um I think it's a from a user standpoint from a visual standpoint from a um just everything to the kind is just so much better than where we were so I think um we're we're excited when but again a little bit of time little bit of patience we'll we'll get everything straight know where it needs to be but I think you know we're really excited about I think it's going to provide a lot more information and a lot more of a enjoyable user uh experience for our families um and and our faculty and staff and our whole community so so we got patience we be ready about the first High School um summer school is winding down uh last last week next week couple we they're kind of staggered out they're all they're

068winding down so we're really really happy with um the the success we've had I'll have summer school reports all for you on the 21st um except for maybe the high school because we won't have necessarily have our readings all that data back yet uh but we're really excited and though had a great program um kids were great it was just eight um so we we had a really really nice turnout and when we see the reports back going to see a lot of success summer school graduation 26 Kingston high school when they share Memorial Auditorium and it's at 5 o' as Miss bville and this a seral um um de Stadium uh again we're pushing really close to that deadline uh you know they're working right up to it uh we know we know there's

069certain parts that won't be ready been there The Field's down the the track is down um we're you know we're hoping to get in there our first game is September 20th I think you're very comfortable with that date as far as being able to play our first game there you know getting on that field for practices prior to that that's where we're we're kind of working and talk to the mayor today um and I know that our athletic director talked to the the um the manager the project manager over there so we're we're seeing um if we're going to get on that field prior to the 20th but we feel really comfortable above the 20th and and still knowing that our um that are locker rooms and some of the under some of the inside

070areas won't be ready up but we'll meet again with the mayor and the project manager a week from Tuesday a week from next Tuesday but I did take a tour and I know there's another tour scheduled coming up um next Wednesday another tour schedule's coming up for some of our some of our athletic coaches so um it's a big project and and I mean it's it's getting right up to the right up to the edge so we're hoping that they'll push it over the Finish Line no pun intended and we will be ready to roll lastly for me playgrounds um in our second summer of playground renovation uh I think we're we're in pretty good shape around the elementaries and I think we we have some punch list items going on a few other things

071going on but I think we're pretty good shap with Elementary still got like 3 weeks hopefully we'll be ready our Middle School playgrounds will not be ready for the beginning of school um but we kind of knew that they started much later than this so we're keeping our eye on our playground I know Dylan is keeping an eye on our playground contractors and and their parent company but um I've been on a couple of them over the summer that are that are mostly done they look great they're a lot of they're a lot of fun um but yeah so we're still we're still walking through mud a little bit with this but I'm hoping that on September 4th when our students get to school have can I ask question about so Bailey won't be done

072and I know last year a lot of the classes because of PD and other things SP like their recess IND because but I wouldn't anticipate that the students would be able to right I think they'll be to September 20th also that's what we and when you say first game is that first of any of the sports that's our first home football game that would be the first sport sporting event that like soccer beer but then once we're over at back it just so happens that that week they want that week and then Friday night sorry any other questions or comments for Dr pedalino okay thank you um all we do have one uh committee report teaching and learning Dr Collins sure thank you um okay so teaching and learning met on July 22 and the

073major order of business was really to here um four principles report on their set plans or the comprehensive education plans so um those are in your board Library and um I'm just going to really sh I'll share the goals and some brief highlights about what makes each plan a little bit unique because um many of you were actually at that meeting thank you for being there and um and also our schools worked with um some Consultants Angela Prince and Aaron Wills from edli and and as a consequence these steps in general very streamlined and and it had some similar qualities so I'll try not to eliminate my redund to share the highlights of those reports with you now um so again the Civil overall commitments for the schools but the specific strategies for each school

074really varied with what each school was very specific to that school population um so m l Bianco first presented for GW Elementary with the first commitment being um engaging students in meaningful learning that's hold onor um that's relevant and reflecting their unique experiences so one of the unique strategies that really fits with gw's population is to implement a language lab for their elll students providing additional um language learning opportunities and support for them this would be integrated into their master schedule um and also to support BS or that population of students you plans to look at class scheduling and class composition with a goal of strategically regrouping students in classes to mix their language um levels so that students learn from one another so that strategy really around um engaged learning was um focused on

075the El population they also really talked about a strategy toward targeted professional development so providing support for teachers to deliver effective tier one um instruction which could benefit all students but particularly our Els and IEP students um and also um per usual at DW the professional development um that seems relevant right now is to crosswalks between monor and District standards and curriculum so encouraging teachers to continue to find ways to meet both of those um teaching approaches and curricular goals um and then the third strategy mentioned under that first commitment is really to explore the structure or the age bands of the Blended classroom model for the upk3 and upk 4 which is their children's house so no changes are being made right now but there's a conversation happen to just explore um what will

076be what is the best model to maximize learning for that particular AG second commitment of that step was ensuring every student feels safe respected and supported so um as with all schools surveys were administered to stakeholders and at GW revealed that there was an increase in behavioral incidents at recess and so one of the strategy or several strategies to reduce those incidents and maximize the benefits of resource recess includ increasing supervision um by more adults and um adults that have more support and and potentially training to to manage um incidents that may occur structured activities at recess with targeted skills and activities potentially in different recess zones um working with the they've been working with the wellness committee to get games and activities for kids to help out during recess and then continuing the partnership

077with wild Earth which is a wonderful partner for our district um but with potential particular attention toward consistent language and expectations for students so that they're shared among our Partnerships and our school personnel and students um Miss Fitzgerald presented this set for for the middle school and for J for Bailey and um again the two commitments were engaged in meaningful learning and insurance ensuring students feel safe um um Miss really highlighted the targeted professional development that they intend to include at Daily um so they're hiring an enhanced instructional coach with this particular person has a background as an enl teacher so we really help support that population um Bailey will be adding lead teachers for core subjects um with the idea of helping teachers be consistent with one another and Le lead teachers are not

078meant to do evaluations or observations but really just serve as a common resource among the teachers and a sort of a unifying standardizing um resource they're offering book studies for teachers um at Daily and Reviving data meetings so that teachers are analyzing and using data to guide their instruction this was something they did before Co and they're now bringing back um and then they're performing a schoolwide assessment audit to examine if the calendar might be adjusted to for example conduct State ass assessments at the same time as region exams so they're really looking School y systemically to make some shifts um in order uh to meet their commitment for student belonging and feeling safe they'll be continuing the training and refining the use of their stora of practices it's ongoing the goal in 24 and

07925 is to increase the number of staff that are involved in those restor practice trainings and implementation um they're working towards standardizing schoolwide procedur so that all teachers are setting clear expectations for students using similar methods um and at this point no formal social emotional learning curriculum exists middle schools are investigating possibilities around that and the third commitment at failure is to enhance student leadership and all continuing student Le conferences and establishing a junior BLT um these themes and actual goals were mirrored at Miller's set plan so similar overall commitments meaningful learning experiences building social emotional cognitive skills and safety and belonging um with their strategies being focused on again targeted professional development schoolwide assessments um instructional walkthroughs that idea of unifying um the teaching approaches across teachers by sharing teaching practices um they there

080was a real um articulated expression of commitment toward more proactive restorative approaches implementing those earlier in the discipline process and uring is infused in all aspects of the education and shifting from classroom gr specific social emotional learning to a more intentional standardized curriculum as I mentioned that daily finally the last one was JFK Elementary Miss Jamon presented um with the goal the commitments of meaningful learning belonging and building community and Miss Jameson highlighted um incorporating student goal setting schoolwide attendance tracking this came um in part in response to surveys of their stakeholders where attendance was um something that that teachers were noticing um and parents are struggling with so um to support that they're expanding the very successful walking School Bus more outdoor and nature-based learning and field trips throughout the year instead of just

081back to the end identifying and using a social emot learning curriculum continuing their community events and family workshops and expanding the care cart that's been really successful they're also sort of systemically across the school looking to delegate leadership responsibilities among School staff so responsibilities are not falling on a single person and expanding their parent communication which I think is already fairly successful in that environment um so those four presentations comprise the bulk of the meeting we didn't get to our last agenda item which was our key cor data um but we did talk just a little bit in summary I do want to highlight that all of these um plans involve stakeholders via surveys and the planning process um they all emphasized um similar commitments but school specific strategies it was really um rewarding to

082see those highlighted in these plans this year uh we discussed as a committee the importance of midyear benchmarks so the principles know if they're staying on track with those commitments and um also just mentioned that while explicit academic goals in terms of test scores are not part of these steps the strategies are laid out by the plans hopefully will result in learning successes as indicated by assessment data in the coming years um so we'll be seeing steps come to the board for approval at the August 21st meeting and we do not yet have our schedule date for the next meeting stay tuned TV question or comments for Dr Collins I I would just and and Dr patalino probably can answer this we've heard from four schools with their SE presentations but all of our schools

083are doing seps correct correct can you for the sake of the public maybe clarify the four that we heard from and what follows yeah so given certain um identification certain schools are required to to do the set plans we have since as long as I've been here we've always made the decision that we were going to do those plans in every school building so it's not as if our other schools are required to do this it's this you know very structured plan with structured input um but we thought it was a good practice that it that it's effective and it's a good exercise for our faculty staff and administration in goal setting following through doing their checkups making their making their changes or making their adjustments as they go through the year and then the

084accountability at the end of the year this is what you said you're going to do where are we so so I think that there's uh we think value in that process Beyond just a uh you know a regulatory exercise that it would be if it were just our tet our CSR TSS schols thank you I think that's important for the for the public to know that all of our schools are going through that process thank you and I'll just add that in the presentations many of the principles actually did talk about what their successes were from last year and how this year's plan related to last year's plan and so those are all on the website anyone is interested last year plans are and once these are completed they will also be on the website

087is 99.9% and that there are specific areas of employment that as far as we know do not have or may never have had any people of color the statistical data of this report is not a goal for any New York State School Board and I know these numbers are not an actual goal of this board but as a statistical Baseline this data is promising because we can only go up from here this is an outstanding School Board I know we all believe we can do better than this in fact I'm confident we are doing better than this right now but we don't know we don't actually know how much progress we've made because this is unreliable because it's a year old the most upto-date data would provide us the best view into this area and

090at it but we can provide a report that is I believe would be more representative of the work that we're doing and the positions that are being filled and because it gives it gives the impression that it's up to us who takes civil service exams it gives the impression that it's up to us who is certified in chemistry in New York state it gives the impression that it's up to us with how many people in color enter teacher prepator uh programs that's not up to us now how we manage our hiring that is up to us so but I I I will we will have something in place for the 2th I think we'll answer questions and give a true um view of the progress that we've made and that we are making and in

091comment I'm sorry well I have Dr Collins and then Dr Collins I was just going to say um M Armstrong actually presented some data last spring that was a little bit more recent because had some extreme statistics about What proportion of vacancies we then hired um sort of a diversity of of people into and so those sorts of data might I'm sure that's what you're thinking but I think that that would be very helpful and I look forward to seeing those kind of data I know it's hard I could twist her arm Mr Spicer I wanted to support what Dr Pino just said um you put out data our district puts out data as to uh uh its employment history yes but suppose you um put out a position for hiring and no person of

092color applied or it was from a civil service list and there's no person of color up on on the Civil Service list so um I want to support what Dr Pino said because where we are may be the best place we can be at the moment because I know Dr pelino and uh uh Andel Armstrong and the whole uh diversity recruitment apparatus our district is trying very hard and I attended everyone of their Recruitment and other events that they're doing our district is doing a lot let's uh uh and and like um um um that like like like Mark Ryder uh just just said I'm sorry I blank out of names like like Mark Ryder just said having the most upto-date information and then an understanding about where we are will make us all feel

093much better but I can't second out motion well we have a second oh oh I'm sorry well thank you so we we're in discussion any I um so he's going to gu the information this we keep track of it Angela Armstrong has been keeping track of it for since she's been in her position and we all right we do have to report it through the through the um yeah CC Rd CRC where does this come from like where does this break out is this a report that you did or did this report come directly um back in March of last a year ago March actually Mr SP gave him a template around that and I worked with M Armstrong and M Reinhardt and we we we fixed some of the titles and just put this

094the raw you know these raw data in there cuz I I mean I have a little bit of an issue with like language that says 10 employment categories zero people of color when you have an athletic director who is a person of one zero that counts as one of those categories so I do think that that no it doesn't that's not one of the employment no that's not one of if there's only one person uh in there the 10 are the zero zero but I think the motion on the floor is is about is about making that better and that's what we'll do okay so the updated version will show us in a much better position a much Dr palino and and his uh and his administrative team worked very hard to um to bring

095um to bring up these numbers and and also to help the board understand why and Angela Armstrong has also done a great job of helping the board to understand why some areas are very difficult uh to move through good question so um my understanding is that that Dr patalino will give us updated information it may not look exactly like this and we're going to respect the fact that he knows best how to provide us with that information he provided us this so yes I just I just wouldn't want anybody to expect that we're going to see a this format with just different numbers because we're not no okay to V I know I know so given that we have a motion and a second all in favor of updated diversity information by the September 21st

09621st 25th 25th 11th and any any opposed okay I guess another job for you Dr P and I had one other thing for old business okay I just wanted to take a minute to thank the members of the districtwide leadership team every year this group of Educators Community leaders and parents donate their time to create an overarching uh and overarching District comprehensive education plan uh which is a road map for our entire District coming into the ball all our schools will base their school Improvement plans on the goals laid out in this document and our superintendent and his administration will also look to this document for their goals this is why I asked Karen to put this document in our board Library as we prepare to write our own 2020 20 2425 board goals I

097want us to be familiar with what our community's goals are for us and write them into our own own goals the document has many goals but tonight I wanted to highlight our community's de and B goals for us as you can uh uh as as stated in the document Priority One it it discusses adopting culturally relevant curriculum I I'm just naming these things for us to be for us as the school board to be mindful of some things we can put in our own goals the document uh discusses adopting culturally relevant Cur curriculum in priority two it discusses creating climate and culture that values a sense of belonging and the physical social emotional well-being of everyone even including expanding cultural food offerings in our cafeteria that's wonderful in priority three the DP states that our

098curriculum must be culture responsible inclusive of Staff trainings and learning with continuous emphasis on developing a District staff who reflect our student and Community demographics it also includes District programming and resources that are to be allocated and accessible to all students without regulatory barriers and throughout the year annual reviews of the Kingston City School District culture and climate survey I'm hoping as we begin to write our own board goals we take the these deib uh initiatives as a section of the de set into the meeting into our meeting and try to write some goals to support their work and the goals they wrote for the whole District thank you thank you I I just want to remind us all old business is our board goals are still outstanding so we do have to to tackle

099that and it's really important that we stay focused on the fact that the board goals should be about the functioning of the board the district goals really come from the superintendent so so we have to be mindful of that distinction our goal should be about how we function as a board and how we support the goals of the district so that probably will be well we have a subcommittee or a um TR session I don't think we have I think Mrs Siri is still still waiting for responses on availability and that includes our board retreat as well the board retreat so if you haven't we really would like to get that Retreat date set because that is about the functioning of the board how we function as a group um and how we we kind

100of follow the rules and remember to stay in our own lane can you send that out again to somebody in the transition some of us lost yeah okay it took me an hour to find the email um so I will send out the both dates for both the goal setting and the retreat would we will do the goal setting in public at a board meeting but it's just the preliminary you know hashing out of the of the wording that that's helpful because then it doesn't become a crazy session in the board but the final approval of our goals will be done in public at a meeting any other old business Mr lamb just a quick question maybe two years ago we talked about having elementary students go to the um High School for the pool

101experience with the need of learning to swim Etc are we're still yeah we're still working towards that we had we had some pool difficulties last year so we're trying to to we W really didn't want to make a big transition like that then turn around have to tell all our elementary principles oh by the way the pool is not ready for September and we can't do this so no we are still moving in that direction we would like to see our youngest students learn to learn to swim first um nth grade is a little late to learn to swim great thank you any other old business any new business hearing none that moves us to the uh second public comment session if there's anyone who would like to address the board at this point seeing

102or hearing none we come to board member announcements Mr Riner have one I don't remember if this was my district email but it came across one of my emails Community foundations does their their Kings City School District committee grants and so I want to make sure that like there's advis do we put this out to all of our extracurricular groups and how to apply all that does this come from us or or is it it comes with them okay but but they're all aware if anybody's a president of an extracurricular okay but you can go to community foundations.org to buy if you are a advisor or anything of a Miss Coes um just to let everyone know um since Foundation Aid and has been on the table for a very long time um the um

103governor and the um State education department um actually have asked the Rockefeller Institute to have Foundation a discussions across the state there's one tomorrow on Warren which is in central New York however there is one on August 14th in Guilderland for anyone who wants to go thank you and representatives from small City schools have been speaking any for those any other announcements I I I you might want to I know you're not a board member announcement but we did get a compliment from um Dr Shanker regarding the um Forum that was held in our district so Dylan's to be thanked for his work and uh all of the support um that was given it was it was a really good turnout for our uh dln deeper learning New York people from across the the state

104really were here uh and yes Dylan and his team were unbelievable and you know Dr shank was very very happy and actually Gary Tomic and his team were very helpful as well and I think so I I uh think it was great event and we're going to look to do it again next year and make some improvements this first year so we got to peel out some of the things that went right went wrong and Dr Shanker is interest in it again next year so think we'd be happy to host just a quick question do we have a sense of how many kicks in City School District employees were particip well we were in and a lot of us were in and out because we were host we were hosting so we got to do
