001okay it is 8 minutes past 7 we have um return from executive session to open the public session of this regular board meeting if we could please call the role Dr jacobo here miss La here miss Jordan here Mr Spicer here Dr Collins here miss Anderson here Mr Ryder is excused Miss Fitzgerald here miss coron here if we could stand for the pledge of allegiance to of the United States of America and to the which it stands one nation God indivisible withy and justice for all we have no official action coming out of executive session but I would like to take a minute to just introduce our newest Board member Miss coron has joined us tonight and an explanation of um how this came to be rosea sanes bort was appointed by the board um

002and her term expired as soon as we had an election so Mary Stephanie corones received the highest number of votes so she was sworn in tonight and we are happy to have you with us we also want to thank Rose uh D sanas Belfor for her time and her input into the board so our first order of business is to approve minutes from uh May 1st and May 8th if we'll do one at a time if I could have a motion to approve the minutes for May 1st so move all in favor and the minutes from May 8th and a second second any discussion on those minutes all in favor I so the minut from May 1st and May 8th are both approved we are at our public comment segment we do have a couple

003of individuals signed up we are about to enter the portion of the meeting where we welcome public comments although state law does not require that we hold a public comment period we feel it is crucial that we hear from our community about their concerns the board is here to listen because we do take your concerns seriously we want to have time to process and research issues your concerns and questions may be addressed at a future meeting of the board or you may be contacted by the appropriate staff member or administrator if you have prepared a written statement and do not have the opportunity to present it please leave it with the clerk of the board who will see that the trustees receive it please note that state and federal privacy laws and collective bargaining agreements

004prevent us from discussing certain topics in this venue the guidelines are posted on the boardroom wall thank you for your respectful adherence to the rules and your interest in the continuous Improvement of our district our first Speaker uh Mariel fiori so sorry but not sorry if there is a noise outside my kids are outside we have been asking for child care for this meeting so we parents can come and speak with you but that hasn't happened I want to mention that newk state the Department of Education regulation s 100.1 mandates that each district have a written plan that safeguards parents caregivers taxpaying student families rights to a democratic voice in important issues in our schools and districts the share decision making plan could bring democracy to our district where non compliance with this regulation has

005left us subject to sole Authority decision making for 30 years past other districts with many families suffering without recourse on important issues this shared decision making plan is what parents are calling a constitution you know that thanks to a lot of people parents talking about this in February this year the Kingston parents group comprising PTO heads or vice chairs such as myself were tasked to elect a parent representative to the share decisionmaking task force this idea we were told was to get all Representatives by the end of February so the meetings could take place once a month till June our school chose a representative as well as all the others the school district went silent on the issue for several months even after different parents reach out asking about what was happening finally by the

006end of a week just before the holiday weekend two weeks ago the district announced the first meeting of this group only giving five days of advanced notice this plan drafting process is a very R opportunity to redistribute some power to families who pay taxes and send our kids to school since these group meetings fall within the open meeting law I attended as a member of the public and a parent what I experienced was not a democratic process I saw gaslighting of parents condescending comments and a rush to give feedback on a document what that was previously drafted without the input of all interested parties luckily parents were vocal and were able to get hopefully more time to make this a real Democratic process please board members ensure this process is truly Democratic and not just

007another facade as the many we see Happening Here For example last week I attended a parent group meeting at George Washington with Consultants looking to provide feedback to schools in need of improvement despite claims to the contrary by the Consultants the meeting was not announced anywhere I learned about it through the gray band so I asked our principal about it and she confirmed the visit and invited me to attend if I hadn't emailed in the first place I wouldn't have learn about it nor would have been invited to it I also learned that there were interviews of teachers and students what was the process for selecting the children to be interviewed and did time not allow for parents to be informed prior to the interviews it was concerning to me that most people present present

008seem to correlate the school's current TSI status to the montesorri system was there any communication within the school about these meetings other than than to the selected parents who are the regularly vocal critics of the montesorri program I will I still have one minute right you got it oh okay okay so just please uh make sure do your work board members thank you next is BR Riley um my name is Vera Riley I am um a parent at GW and I am also um one of the members of the shared decision making um drafting committee uh that is that is working right now and I'm here with some good news I feel like we um you know for two years I have been coming to meetings here and listening to parents complain to all of

009you um you know about what's happening inside the schools and what I would love to see as a parent is some of this decision making and finding a way forward happening together in back in the school so pushing it back into the school so that we're not complaining to the board and there is a way of doing that it was introduced and required actually as of 1994 and it's called shared decision making um I am going to pass around for for all of you um these are selections from school websites um that have successfully implemented shared decision- making in their schools so this is a school um Elizabeth Baker Elementary where they have a web page along with the PTO web page they also have they they renamed their building leadership teams building shared leadership

010teams once this law was implemented in their district and so they have a page that explains what shared decision- making is and and and explains to in parents' terms you know how they can step up and take one of these positions to be somebody who is vocalizing things for other parents in their communities so one of the features that's different about how we have already been doing things is that parents get to choose who their own representatives are that is really critical especially considering we have a lot of families in this District who are have fear of speaking out to people in Authority they might for example be worried that they're not going to get their special permission transfer approved to another school that they need to their kid to go to so they can

011get to work they might be afraid of ice you know of of being recorded for being an immigrant so having a another parent they can speak to is really important and to to this point uh principles have been able to make the selection of who are sitting in these positions so one thing that's different is um parents getting to choose our own representation secondly these these committees usually have co-chairs so there's a representative of the administration and there's also a parent and together they decide what is going to be on the agenda and the agenda items are coming from parents in the community who are able to bring these things that might not come forward otherwise and finally you know a lot of times you have to address controversial issues and they do that with

012clear um vote uh balanced vote distribution and clear ways of resolving conflict do if you want to hand me what you have I'll make sure all the board thank you is there anyone else who would like to address the board okay that moves us um into the superintendent report um Mr Reinhardt is covering for Dr patalino this evening so I'll thank you our first presentation um Mr Rosa from Miller good evening everyone my name is s Rosa representing middle school tonight thanks for having me tonight appreciate it um I'm here to Miller and let you know what's going on over School according to our set plan we have three commitments we are tackling to make sure that M ACH our goals to strengthening our connections with our stakeholders which include our teachers our students parents

013Families Our second commitment we are commun to fostering positive student teacher relationships to achieve and enhanced academic performance we are committed commitment uh enhancing our instructional practices to better meet the needs of all students in regard to our first set commitment we are putting in place many activities many um assemblies programs protocols and strategies so you can meet our needs of our school some activities that we do every spring actually in the fall this is science night out I know some of you know about science night out uh it's a fantastic outdoor activity that we do in the fall it's held in September we have a lot of community members Community businesses teachers in our building students we all make and put on activities different stations in our parking lot of Miller the community comes

014in and we have a great night so for example some farmers will bring in some farm animals look at TCH view learn about we have with the Harvest art we have outdoor events we have um storytelling we have a lot of different events so that everyone gets a little bit of everything to experience and enjoy themselves for the night here are some pictures from this past science night out as you see the very top photo is how we set it up it's in the parking lot where the buses turn around and we have different stations around the area you see in the way back we have the older fire department that comes in in the middle here we have know on reserves that come in and do a station counselors teachers we have on the

015bottom right we have Oster PD that comes in and shows how who their car is with the you know computer quickness inside there we have the musical instruments and just many different stations and you see everyone comes in as a great time for a lot of families it's a good it's a great night uh another slide of pictures again you have other stations in the center we have um the unreserved brought in that gigantic car and truck that the kids wow how big that is and they enjoy that we have um you know person on the Bott home in a snake we have uh some musical groups that come in on the top right hand corner you have a picture of how how a toilet flushes and how it works which is interesting um but

016we have that and just main demonstration that everyone can get involved in in this picture right here in the bottom right hand corner you have our counselors uh for the middle middle school the top top right hand corner we have the service dog that came in I think it was a the bre was a b something like that really friendly really big really cool looking dog we got a planetarium that we set up in the auditorium and you know that was cool for them and yeah that's me right there um funny story about that I was passing that station I guess the wrong time the right sure yet so I was kind I saw some students say oh we're afraid to do this I said just do it you'll like it and said we'll do

017it if you do it like oh man so then I had to do it and that was my first time putting the steak on my wrist ever I was not scared just just making sure that things were going okay so that's what happened right uh but yeah that was that um also another way that we're reach Community to make sure that we have full engagement with our families and to communicate properly Facebook page I'm constantly putting on information uh about what's going on in school pictures of activities that we've done assemblies so I try to flood that a lot of positive information uh I'm mil ptso they have their Facebook page as well and we also stay in touch with them to make sure that when they're sharing our post we share their post we

018stay in line so like just make sure reaching the audience that you have to reach um wild Earth is a great that comes in and I'm not sure if you know what wild Earth is but they come in they work with our students during lunch periods and they do a lot of different activities with our children that they would never get a chance to do maybe somewhere else uh funny story about wild Earth our first first week working at Miller I was I go outside and do my recess time with the students I'm walking around I see a group of kids surrounding a person in in the middle and I was just walking outside like this I'm trying to see what's happening here and I see smoke coming up right I'm like oh my God

019so I'm running down there see what's going on and it was a person from Wild Earth just doing a demonstration and how with the spark of a rock with the stick and the camping technique I was like okay I is the first week of school and I was like this is not good already so that was that was a good experience right there but they they do a lot of good things with the kids and they enjoy it in regard to our second commitment foring a positive student relationship to I performance we have a lot of different things we're doing some of the things that we're doing right now I'm going show you um we have your story Justice team last year we started our restor Justice team this is our second year doing this

020the members are the people that you see up there we have a great team um now last year was the first year just implementing we're going to try to learn and you know how we instructure this our instructional coach was missar she she came several times to give us PD and trainings and then I'm the site coordinator for it my other FY members who are on my team five teachers one guidance counselor the five teachers and the staff members that you saw the previous picture Miss T is our art teacher Mr Thomas is a seventh grade teacher uh we have m c is a fifth grade teacher Mr nuo is our health teacher MN as our guance counselor and go our special a teacher have a nice little mix people on that team and they're

021a great team to work with our task for that team is that we're trying to instill in our school a positive common language we all can use to work on behavior that we want occur but we do it in the right so we all have an opportunity to all be respected and Elevate and just get to the next level we to get to steps you're taken this year and last year again we've had PD and trains from Mr garte we then helped train our faculty during our uh faculty meetings we had a designated time to practice restor practices during that times we always get a piece of that puzzle in our faculty so we're constantly practicing it this year we gotten a lot better with this program because now our my teammates are actually helping

022fa in the classrooms and teachers are starting to learn the language and sort of circle and what to do so they're getting better at it so we're moving along what the students want to need when you think about that is kind of what everyone wants to need to feel respected appreciated and still safe now the social safety emotional safety and when we think about that you know there's also a physical part of safety in the building too which I'm going to talk about in a second but the students this is what they want and this how we're trying to make sure we get those needs met the safety team I Miller this is the safety team now a few years ago it wasn't that large but every year it's gotten bigger and this group uh

023great another great group that I get to work with um lot of great ideas make sure that we trying to utilize the the needs of wants what teachers want and just make sure we put in motion you have um myself a site coordinator there 12 faculty members on this team uh eight are teachers two are teaching assistants one a school nurse and one speech and Lage pathologist um our extended safety group is our SRO security guards and our hor monitor all monitors so when we need to incorporate more safety protocol we make sure that they know what's going on as well so we can keep this moving because they're a big part of safety in our building even though not in the safety team they're part of our safety program and again we want to

024create an environment educational environment that's safe for kids and students it's our students sorry the students and the faculty in our building all right so that's our main goal what we do we have monthly meetings to make sure that we're making sure we're stay on top of what's needed in school we update our faculty all the time so let know what's going on with some changes save the drills uh there's a couple changes we did with drills this year with the fire drill so for example in the past we always just have the fire drill they have their exit and the entrance and they're good to go right so this year what I've done I've blocked off some entrances exits rather so that when that fire drill goes off the one I usually go out

025is blocked now now I got to do an alternative rout to get out so it makes it more realistic and uh that's they're doing they did a great job with those changes because they have to make it more realistic you know they did a great job with that in regards to the third commitment we have a lot of new practices we' Incorporated this year and I'll explain how that's matter well first off student like conf this is our second year doing the student Le conferences and um the first year year you know was a the introduction to IT staff had to get used to it students had to get used to it but now in the second year a lot better they're more with what's going on just like anything else takes time uh there's

026benefits for students there's benefits for the faculty benefits for the families with the students they get to show off to their parents what they're doing well what they're getting better at they get to pinpoint what they need to work on and they get to also build self-esteem what they're doing this you know get to build schem saying all right I'm doing this I'm taking care of that and explaining to my mother my father my family what's going on and they respect that so they're learning how to take and you know advocate for themselves is a good thing um for the families they get to see firstand what their children are doing from their View and what they're learning what their goals are what uh challenges they have all of those things they to work tell

027their families what's going on and then they have a mutual uh working environment now at home as well as in school during before student Le conf even happen a month before students are trying to get their information ready in their portfolio to show what's going to happen at the lead conference so that you say I'm going talk to my mom about this my father about this whatever it may be so they kind of get their their their agenda ready and when it comes time during the conferences they're going through their portfolio their families explaining what they're doing what their goals are again and how they going to know work on this they give a a little time frame of what they have to get done for their school year and also for their future for

028the next few years in school after student L conferences they have a chance to reflect the parents have a chance to reflect about how it went students also get a chance to do that and then they can say all right you know they have mutual dream about how they're going to reach that goal and again that just helps because you have the students the families and the faculty working together as a team to get his job done these are some of the fors some of the fors may look exactly like this some may look a little like this but just to give you an idea of what the form look like have the conference report not taking work samples goal setting everything they're going to put into paper so that people get to see what's

029going on that time and with them this is the confer report again may look a little bit like this or a lot like this depending on how they want to modify it but you have again the work habits the conduct math skills and you get to see what's going on is a visual guide for the families as well as the students there's good feedback for the teachers as well the self- evaluation this is great because you have right here I turned in my assignments on time they get to reflect and evaluate so that's a great thing to self evaluate and self-reflect on yourself on how you're doing because it's hard to say you know for adults we should be self-reflecting how we're doing and everything we do so for kids to learn that early is

030a great thing it's a great tool to have and again this page may look exactly or a little just to give you an idea again a reflection page the goals the strands the re goal one goal two questions they have as a student as well as the parents now we get into some data so I ready is the first this is the first year of I ready in our building all right so so I'm going to explain full 22 to 23 and you have winner 23 24 now as you look at it not much improvement but Improvement so this is the first year of it so while we get better and teachers get better at this to implement the plans students will get more used to this it's going to better every year so you

031have the fall 22 23 2% 4% that's good 7% to 12% that's good 32 32 is even all right you have the 18 17 went down at% 41 to 35 that's a 6% so when you add the seven and seven whatever it may be you took the red brought to Green okay so we're bring it over to the green so it's happening so again it's the first year it's going to take time but it is going in the right direction the I ready for this right here you'll see 8 to 15% okay 13 to 15 24 dropped to 22 and even in the red 15 to 13 39 to 35 so every spot here got better so everything's going in the right direction not as fast as we want not as fast as we hope

032but again this is the first year it's going to get better here's some discipline tra uh data even here uh things have gotten better we have 21 22 22 23 22 24 and on here just so you know when you see 400 something that's little skew that's not how many incidents has happened okay uh that is for example save a person unfortun guys says the 3 days that adds right there or longterm longterm suspension that adds up kind of quick for but as you can see each year has gone down each quarter has gone down so that's an improvement OSS same thing that's down that's down in every category the grade in this year you see each category is under what it was by a lot so that's going down potential Trend same thing those

033numbers are really low compared to what it was and when I got here a few years ago you know it was busier y on Middle School a lot of those kids they're going through some stuff here and there they're trying they're good kids and have a lot of things going on and it's still going to have stuff still going to have stuff but the as far and few between they're not as serious and it's getting better again you always stand against building and we did a lot of things anti-bullying this year we had Tate Fisher who was a ex harer came in he did a thing on cyber bullying and bullying not to do it and to be a good person a good friend that helped a lot that was a good uh presentation by

034T T we have our restor conferences that we're doing we do our assemblies for grade level School level our activities uh events everything we're just always GE into making sure that we're uh keeping everyone safe and being respectful to everyone and just moving along as a community inside the school add this slide right here just because when I was doing the slides with the discipline along with the I ready they're going in the right direction so Dr Williams a couple weeks ago did a presentation with Yonder and she explained how it'll raise grades and academics and a lower discipline so like Dr P also said a few weeks ago too that a lot of times I'm discipline you take care with that day for that night there's always a fortunate sharing of something and the

035weekend happens by Monday I have 25 new I deal with so I can see that yond their program also helping with the discipline and academics so really just push Miller forward so just as want to throw that in their place as intriguing to me that that can happen um thank you any questions or comments from the board start with Dr toobz thank you very much for that presentation and also thank you for all the work that you're doing over at Miller right now and helping cover for Andy and everything I know that there's a lot going on um so appreciate everyone com holding on the bo moving um I just I want to say first comment and then a question um I love the self-reflection for students in that conference I love those forms that

036you created that really help them think about um their progress and what they and in their goals for themselves and I agree adults should be thinking about those things too um but one of my questions is about the restorative justice team that you have and I'm curious um kind of how it works and how it's working um and how you see that impacting the discipline data that you just showed us yeah so right now Justice team so the thing is first is introducing the language and the common language that everyone can use at a time when something happen it's not just say if someone an example here example someone has a head on the classroom has more hey you have a head on why are you doing this what's going on they get that language

037going on in the classroom everywhere that right there is a lower an inant conflict so save us past that now s Justice team I've had so many convences in my office I had my teachers do it in the classroom some so bothering this person they have a conflict but in that classroom they're doing a circle to say how do you feel about this how do that make you feel then kind you know there's different types of circles too so it may involve just the two students and the teacher or may involve everyone depending on the incident so doing this and doing the practice they something learn to respect each other so kids are respect each other each other and now we you see a lot in school now I took care of that there was

038a video someone was in the hallway the kid fell okay I was looking for something else the kid fell one kid walked over picked him up his arm around and walk down to the nurse you know so that was good to see like so I said hey great job called his mom you know I saw this right now it was great that he did so like that's working you know it's kind of like is is beautiful to see and it takes time but it is happening great thank youy backing on that um it sounds like there's a lot more deescalation kind of going on which lovely my I also I think it's a great I every question that I was planning to write down to ask you you follow up that's um I like to

039see that you have a nurse on on your on your rer there um the one question I had about the data and the detection um ISS I just I was wondering if is that all used by like enrollment numbers like I don't know if our enrollment has gone down a little bit I don't I don't actually know that your R is pretty similar for the past few years 9 something it's been pretty similar yeah so yes definitely yeah so I mean there's been a good decrease culture culture take culture change takes time three to five years right so just you know busy you know and just a lot of um helping students learn the right direction you know that's what it takes repetitive repetitive work and you just can't stop in the FR lighter in

040the back a l easier everyone I student thank you Dr Collins did you have I don't okay Mrs Jordan I was wondering if I'm so happy to hear that you're still working with the storic practices and wondering if it is optional for people or is it part of the culture that you expect that all your classroom teachers so for example say if there was a commity community Circle and we're passing around an item to speak when you turn you you have the right to pass to the next person no I don't mean that I mean the the faculty is the oh no no we're trying to get everyone on board okay that's yeah we're getting everyone on board so that's why during our faculty meetings I set some time that they are going to different

041groups have different groups set up for each facilitator and we work on that great great and the I wanted to compliment um your faculty that was involved with the to to uh problem solve I don't know if they were eighth graders but they had an event and I think some of the board members were there where they came up with problems uh solutions to problems in our community around homelessness and I mean they were the the students were fully engaged they were fabulous and I kudos to all the faculty that worked with them they were great I really appreciate there thank you any other comments ments or questions nice job thank you for all your work out there we really appreciate what you're [Applause] doing District updates Mr Reinhard thank you Mr Rosen great job

042thank uh we had our final meeting on graduation there'll be a lot of communication going out this Friday anything you want to add Miss Bonville um we're just regrouping tomorrow after our meeting today just sure that we've got everything clear all of our stakeholders if they have the information that they that once again it's six tickets per in the seating area but it's not it's unlimited how many people you choose to bring so I just want to make sure that that gets out there um we did have our first year decision making this week we had a representative from every PTO from every building we also had representation from all of our collective bargaining um I think it was a good foundation night to lay down a foundation of what share decision making is um

043what what we can discuss what cannot be discussed and what we can do moving forward uh we ended the meeting with a survey of next steps best times to meet best days to meet and what agenda items the the committee would like to discuss next and what next steps going forward uh with that process a couple school events happening Robert Graves also did the Tay Fisher anti-bullying assembly that went really well some achievements uh Robert Graves did a youth conference presentations I heard that went really well our varsity baseball team lost in the section finals to Newberg but that's all right it happens um kids played great they had a great season they were a young team but it was Newberg um boys and girls across uh made F the section semis we had one

044uh one Varsity tennis play player finished fourth uh golfers we had two make it to the second day of finals and we have five athletes that made it to the states um for track and field and I think the states are next week or the weekend actually I can't remember next weekend playgrounds uh the soft surface was completed at Meyer and the concrete padding site work started at Miller anything else Dy is that about where we're at EXC thank you um I know that Dylan had a meeting with Deets myself and Mr Ryder were at Deets last week uh the track base has been paav the existing Turf is now being removed the site poles are up the site excavation if you've been up there it's amazing especially if you're used to seeing that Hill

045back behind the visiting side side um that's going to finish and be done the windows are going in the back of the grand stand it's kind of amazing if you're inside so it was dark so they're putting Windows across the top so there'll be natural light in the locker rooms um ceiling fans are going in Grand stand coating was done and what's pretty amazing is the outside structures there will be a visitors concession stand um and then it'll be a home concession stand which will be about three times a SI with the canopy there will also be an archway way in um with two doors um so that that went really well as far as smart schools um they're working on the intrusion in Crosby Valley and Miller and they're they're finishing up more of

046the cameras um most of the cameras are installed we the next three days we'll be getting an update on once they're installed the initialization of the cameras the training of our monitors and our staff and then also the numbering system so all that is there's kind of kind of a three-phase piece to get into cameras there's the physical the initiation and then the labeling um EPC there's still working on that the bond phase one documents um I think we at the last facilities we did get building permits so we'll know a little bit more on that going forward um they're finalizing those bids uh phase two um if you're at facilities the goal is to get our materials in sooner because I think now it's 12 to 16 weeks Dyan about that so but that's

047fine uh geothermal they did the test Wells over at Chambers um the test Wells have been drilled track one application was submitted to nerta and track two is is in progress um as far as the as you know last board meeting the board approved an outside consultant to go over all of our field Utilities in the district so myself Mr horola Mr kelder Mr Silverstein um Dylan and Dr Kino are going to meet with that consultant on June 12th prior to facilities and they're going to look over everything that's at Miller that in conjunction with obviously once DEET is up and running what that looks like as far as practice times competitive competition so we're really looking forward to that work so that meeting on June 12th and then the following week we're going to

048have a larger meeting with myself Mr Silverstein Matt orola Ron kelder and some of the coaches so the first meeting on the 12th is the smaller group and then on the 18th I believe it's the 18th with a larger group to go over the fields and facilities at Miller um Le testing samples were collected at half the school second half to be collected in the next upcoming weeks some upcoming events uh the K12 Art Exhibit um opens June 8th and that's 8 to four every day we'll get we'll get all this out to the board where was that um I forgot where Amy py said it was I'll find out I'll send it to you yeah okay do a great job with that that R Expo this Maj is this week if you get a

049chance and I was um heard you're going right um it's amazing I love going to with the nma majors did it start already started today today excellent so that's that's just amazing competition um and as you know we have a lot of senior events coming up May 10th is senior awards at KHS Thursday the 13th juneth June 10th May next year next year is going to be a month early Thursday June 13th is the athletic awards Tuesday the 25th is back La at the mount and graduation is June 28th at the athletic fields behind Crosby at 5:00 thank you any questions or comments for Mr Reinhard on District happenings I sorry I have a very quick clarification when you talked about lead testing you mean and drinking water I believe that's the ones right they

050do every year the Le testing de every three years in the drink in the water sorry about that okay that moves us into um Board of Education committee reports we have um policy committee has not met but we do have business for policy well we just have the first reading of three policies that were in your um Library and I think I mentioned the last time that there there are lots of changes indicated because we went to the m reforms they were more readable um and the laws changed so that there's additional information in there but um those are are pretty self-explanatory but hard to read I would say so um don't ask any questions um but we will be meeting Friday and we will be voting on these at our next meeting okay that's

051all the business and they're rolling the library those three okay an audit and finance Mrs La yes the audit and finance committee met on May 14th uh the committee approved the minutes from the April 2024 meeting the committee reviewed the March 2024 claims auditor treasure and fund reports and the third quarter ecaf report and and voted voted to accept these reports external Auditors updates uh dates are scheduled in May for the Auditors to begin the fieldwork they will return in July to perform the ecif audit the process is moving along most departments will be involved in the audit process the internal audit the committee discussed potential topics for the next internal internal audit suggestions include Ed laws 2D and special education department the conversations will continue at the next meeting 2024 25 meeting schedule after

054tonight Alexandre katron welcome aboard okay that brings us to um old business any items for old business Mr Spicer I wrote it down so I can say it quickly uh since August of this year I've been discussing our diversity hiring report and the need for a board level diversity inclusion and Equity committee as I have shared before there are four important things about a board level Dei committee that a board Dei level committee can accomplish up I need your little hand out for want okay so the fly through this the the the back of it back FR of it um uh um and and most of this stems from uh our last equity and action committee meeting what a school board diversity inclusion equity and belonging committee can do that no other District or Administration

055committee can do number one only the school board itself can initiate trustee stakeholder meetings and this is exciting the committee the the committee can host students like the um uh policy community that was a very exciting meeting the committee can host students parents and community group like our clergy or Civic leaders to ask do you feel like do you feel like you or your families feel like they're welcome and belonging here what do you think your teachers principles and other students are doing to make them feel welcome and what can you suggest we do to increase diversity equity and inclusion and belonging in our schools those can be Community meetings uh number two only a school board can access or request past par employment data for Dei hiring progress review three only the school board

056from its leadership position can compile and review all district Dei programs for Effectiveness and success as does our teaching and learning committee number four only the school board can make yearly recommendations based on the extensive allinclusive data that only the school board can obtain and compile for the board to oversee programmatic excellence and uh an advancement since we began these conversation the board did acknowledge the importance of these goals but thought they could be best accomplished folding into the work of the teaching and learning committee Although our intentions were good the considerable tnl responsibilities reviewing academic programs and data in a district with two to threee learning gaps and hats off to the TL community a great job this year I think it proved just too challenging and timec consuming for our tnl committee to

057begin this Dei oversight and complete the work of its original charter it was it was just too much we then decided to bring these goals to our newly form District equity and action committee I was proud to attend all but one eia committee meeting the agendas were enlightening and the dedicated collect colle collective of teachers ad ministrators community members trustees and students agreed at our last meeting that our districtwide Dei programs need greater oversight accountability and regular board stakeholder meetings and these could not be accomplished by the equity and action committee at the last meeting they unanimously voted to recommend to the board to create a board level Dei and B committee diversity Equity inclusion and belonging committee the diversity equity and inclusion and belonging work our district is Trail is is trailblazing is astounding

058it's huge almost every one of our principles who came to make a presentation talked about the enormous work we're doing with this and we were recognized by the by the school board um by the bosies board president but being a leader in our area in Dei that was that was a real proud moment what I glean from the equity and action equity and action committee meetings is that they want our District's efforts overseen from a more Global Perspective by a team of individuals that can support them and affect huge change to make their work more proficient efficient and known one of the key things at this meeting was all the things that Dr sledy was bringing up they were saying we didn't know we didn't know we didn't know they want all of our larger

059Dei programs known to the community because we're doing so much now we're here we hear we hear the presentations made by the principles so we're also very proud very proud of our superintendent but the laric community is not hearing all the wonderful things astounding things that we're doing this is all our this is all our community wants and what the equity and action committee voted 9 of 34 so I'm asking now does any board member object to any of this it's all like good stuff does anybody object well it's my opinion that it's good stuff I think it is does any board member object I I don't object I I have question but not objections I think the goals are I mean I think I think you're right in all of all of this um

060can I just give discussion oh sure because in in the procedure following this this talk I I say I would like to make a motion that we create this committee somebody second and then we go into discussion where then we ask all your questions so let me say it I would like to make a motion that we create uh as recommended by the equity and action committee that we create a board level diversity Equity inclusion and belonging committee you have to move it oh you Mo second second now discussion so and I'm not your I didn't feel that you were no I was asking the question about um okay so my question is um the I like it it was a lot for the eia committee to sort of me and it took a little

061bit for them to be able to have meetings regularly which I'm really glad that is happening now I'm proud of everything that's here and um I commend your commitment to this um these goals and bringing them up constantly so my question is how do you see this commit like it it's a board level Comm committee like a board level committee how do you see that different from the eia committee like what would you how would you see the part who would the participants like everyone or how do you see Envision that once we vote to create this committee the board president then in the coming year with in the coming year would assign three people three of us to be on it and then um uh either either the board of the committee would say

062well do we want any uh permanent um community members to be on it but then flows like any other committee you create your your your goals and your agenda and the whole board says that's a good idea and we go forward and the whole board says scale that back or add this or add that and then we go forward like any other like any other board committee create a charter first for the committee right yes and so then that happen can I still count on you even though you would you f in the eia into this committee work like would we I don't think I don't think we want I don't think we want to lose the eia committee but the eia committee and this is something um Dr sledy said at the meeting that

063all of those committees like we have tml and then we have all these um other organizations and reports that report to the tnl they would come and report to us now we have one Clearing House to present to the whole board and that was the the other issue too that we have all these things going on um districtwide and nobody looking at all at the same time and then also nobody with the great influence of school would has to say that program is working we need to spread it well that program is uh has has fallen a little bit this year we need to put our re other plac other places because that's what a school board can do that's what that's what that's what we do Mrs Jordan I had a similar question from

064that darl just articulated about the E eia committee and so I'm not that familiar with what their charge is and I would like to know so so you're saying that the eia committee is the one feeling that they need more oversight no that we need to do more oversight they know and Dr sledy told the committee from its first meeting uh the exact responsibilities and and um I would say um Power charges that that committee had and it is a recommending body it is only a recommending body would the board be because I mean we don't we don't in our other committees we don't really have the ability to determine things we just make we have recommendations so I that's my my question I think that we have to think carefully what would um what

065could be accomplished better by that committee than the eia committee because we you know I'm a little con my one concern that I see is like I I think it's really important to look at where we are and where we want to go um I don't want to unduly burden anybody else to go back back I don't know how far back you feel you need to go to look forward you know but my question is again that we we're not the um we're not in a position as board members to actually determine what programs are coming or going but just to we can give our opinions you know but we could do we could do wonderful things that the eia the E the eia committee cannot do for example I was you you know I

066was at the policy committee meeting when we call the students in and they did the presentation on body shaving the school board do that if we have this committee we can we cania can't do that no they can't they can't they can't okay call these people to meetings and and also what the school board can do is and only the school board can do it is if we want to hold stakeholder meetings if the board wants to hold stakeholder Community meetings with the community only the board can do that eia can't say to the board we need you to have stakeholder meetings but can we can't we do that as a whole board anyway it's a really good question and we I think we put our best look forward in trying that by putting it

067in in different committees and the point is we need and and the purpose of board committees period is it's uh another space still open to the public but it's another space where we discuss particular issues like a and finance like policy like now like facilities it's a separate space to discuss particular issues creating uh a Dei and belonging committee on the board creates that whole separate space for us to have these discussions we we tried it in a couple of other committees it's too large and and all those other committees are just that that it just been a busy year coming back from um Co learning and also all of the facilities challenges we've had it's very difficult to fit these conversations and and all of these goals into that's my feeling though but we

068haven't really heard from those committees I would I would like to hear from those committees which on well the E the equity and action committee and teaching and learning in terms of what what they have been able to address and what they have not been able to address I think we need to at least hear from the committees that we have asked to do that work before we jump ahead and do something on top of it I think yeah I would just take a little time to think about Envision how to marry these horses I don't feel that this is creating this committee is jumping on top of of anything kind of like saying creating a tnl committee is jumping on top of all of our academic initiatives throughout the whole District I don't feel

069like creating this committee is jumping on top of anything and and like I said having attended um all but one of the eia meetings and in particular the last one where um in attendance were me and and Mr Fitzgerald Fitzpatrick I'm sorry Mr ppatrick I keep doing that Mr ppatrick they did vote unanimously to make a recommendation so we we could call I don't know which members of that committee back here to say what they're doing but they voted unanimously that they wanted us to create this committee I think that it sounds almost like there's like an empowerment issue and how much empowerment that particular committee feels that they have um again I just I would love I would like to like what Miss Anderson said I would would like to know what has been

070accomplished or what goals were for the eia because when we're I mean people have finite resources right and one of those finite resources is time and I feel like this deserves time and space in every almost in every board me like Bo I don't know I'm just trying to figure out in my head like how it would look and if if it's feasible to ask us of us to do more work and would it be every month would it be quarterly I mean I'm not I I guess those are the kind of things I'm toing in my brain and once we create the committee all of those decisions can be made monthly quarterly as needed we can make those decisions but having attended the eia meetings I think I can share a couple of differences

071between us us and them one is that they their meetings took the form of information sharing meaning they discussed the definitions of Dei and the the definitions of uh of of different Equity programs and uh it was information sharing it was program sharing it was not anything like what a Schoolboard committee can do like calling Community stakeholder meetings uh like um uh being a and and uh being able to pull employment data only schoolb can do that and say where are we are we on track to where we wanted to be we've made spectacular strides I'm I'm I'm looking around our district and seeing all the new faces of of of people of color and it's astounding that we may not know about when I cover excuse me I didn't mean to interrupt you but

072I Tau that when um M Armstrong reported out to us that's one of the things that we want come is that kind of data um so I and I agree I I mean I don't think it's a bad idea I I'm just not sure if it requires a whole committee or is it maybe the board has to put on the agenda on a regular basis um you know that as if you're on the Dei or the um I'm sorry eia committee and that is part of what um also Mr Fitzpatrick is on it I would love to see if we can accommodate some of that within our board agenda because I think we've never done that you know and that I agree with I really agree that we have along with Wellness well yeah yeah

073yeah I think that we have to highlight that more intentionally and I do agree with that I just don't know if again if we have another committee and then the the um Charter is to meet as necessary that's not useful if it's would quarterly yeah if it was to be quarterly but there was a report attached to that to the board as the other committees do like it's I'm not familiar with the eia um structure and what they've been able to accomplish and so I would have loved to hear that and it should have probably we should have probably put that on the agenda you know what I mean so I feel like we're going from not doing any of that intentionally to creating a committee and I'm not opposed necessarily to it I just

074wonder if there's a way of attaching it to the whole board in a meaningful way and and and uh uh two things um what speaking about e made made one of my points because like I said they recommended the creation this of this committee and and second there's a lot of concern I'm hearing from board members about the formation of of the committee and how it will go forward and and I understand all that and I don't know all the answers to that but I would say you create your committee um our president would assign people onto onto the committee and then you begin to work out all the details of the committee and also say this um this conversation we're having like Miss rich darl said in kind of the beginning thank you for

075keep repeating and keep keep bringing it up because this conversation is not new to us right we began this conversation we tried to figure out different ways in order to um uh oversee our Dei um programs and and such and we haven't been successful so now it is May and we're back at the table again and I'm saying we with all of our best intentions we tried all these these other things and the last thing we said we're going to try is let's put this in our new equity and action committee and see what they can do surprisingly at the last meeting of the equity and action committee they voted unan unanimously for us to create this commit yes but but my question I guess in that particular recommendation is why would they recommend this

076and my feeling or my thought is that they don't feel that they have enough power to request these things um which is one how many board members are on that three no not the equity the equity C can't Mrs Dr STI as the chair of that committee she can request data can't she the same way that she can request data she can request data the same way can she the same way that we get reports at at tnl but they were clear at this meeting there's a couple of things they can't do one there's no way any way they can have board level stakeholder meetings they can't do it they can't even tell us you're going to hold board level stakeholder meetings they they can't do it that's number one they um they can't access

077current and past and funded data only School boards can do that action can yes what you mean the same way that are you when you say employment data are you talking about like when um Mrs Armstrong gave that presentation where she talked about the numbers of of um people in the district teachers of color in the district is that what you mean by employment data that more yes okay um the equity and action committee uh wanted us also to compile all of the data like when we have tnl meetings or policy meetings and different parts of our district come to us and make reports for a larger amount of of of data than than they can access and um well and more yeah I guess my point was actually just related to maybe what you

078just said um and it's really I'm thinking about the relationship of the data to the existing tnl committee and how we use it and um and how we've been thinking about it within the tnl context I think is that um all of our initiatives are so deeply embedded in our curriculum and our academic performance and our hiring because we know that that's so important um for our students so on October 2nd November 6th and February 5th we were able to look at some data that relates to one of those three things that was Dei driven so I just kind of want to be able to parse out how would we use those data differently it sounds like maybe your last name in is that you're thinking about comp in those data that are presented in

079tnl and meth which was then brought to the board by Angela Dr s um and and and and combine that with other data or from other committees is that what I'm hearing I just want to make sure I could Envision uh the committee compiling a very useful report for the board either yearly or B anually to say we've met with all the stakeholders including teachers even even wouldn't it be wonderful to sit down like the policy committee called students before to say do you feel like you belong in your school and what about your school makes you feel like you belong we can really drill down as to which programs are working which programs are the schools and the children and the parents and also our other community stakeholders like clergy or our um Civic

080leaders um programs that they think they like and then at the at the end of the year by anually this committee can make a report to the board to say here's what we've gleaned here's here's what's really working and also they they wanted a committee to be able to disseminate and communicate more of these programs to the community because we're doing so much that they didn't know that that we were doing that this committee that this committee could do and um I'm I'm entertaining as much of the conversation as we want but even if we have questions about some of these things I'm not hearing from the board anybody thinks these are not good that these that these are good things that should be happening I agree with that I just think the format and

081the forums for it are what I think I just think I need to kind of process it I like that you put it very clearly here because it helps me reorganize my own thinking around what kind of well but we are having like a new board reorganization board break we're doing that soon so maybe we could entertain and I would say Miss Fitzgerald when the President appoints you chair this committee I'll be glad to help you deposit on that we're not quite there yet you should table it until like July well I think well we we've tabled it all way from August till now have clear I we have there a few wishes Dr patalino is not here I think out of respect for him we he should be part of of the process um

082I think there are still a lot of questions that are I and you've reported but you're not the chair of that committee so it would be nice to have information from that from all of our commit committees so that we can truly assess whether or not we need we're not disagreeing with your points I think the question is do we need a board a board committee and I do think that on in school level and District level we are collecting data and we are able to ask those questions without the board having a committee to do it how many stakeholder Community meetings have we had I think there's been reasons why we but is this because there's no committee no I don't think that's true but I do know that like I specifically remember when

083um jwp presented and when MTI presented the the actions that they're taking in terms of the curriculum review and all of that these questions that you have here A and C are all part of that data and I think that it is important to know if this is already being done I don't want I don't want anyone to feel either that we're we're not appreciative of them already doing it you know what I mean that that's one concern I have but I do agree that we have not as a board focused on this in the agenda anyway and we haven't had a report from this committee on a regular basis and I would I would like to have that so Dr Jacob what's in just one I I you mentioned an annual report of the

084report I I kind of like that idea I do feel like we our di initiatives are so embedded in so many of our our efforts but there are so many and there spread out and there's so and there's so many dimensions to it there's the hiring Dimension but there's also the curriculum audit and then there's the focus on extracurricular and there's like there's so much going on that I don't think it's a bad idea to have an annual report you know that's not a great but kind of um about what our dii initiatives are and what and what they do and and what you know what the data show and stuff like that and I think um so then we're back to the question of what's the vehicle for that and what's the mechanism for

085how we do that and I mean I'm happy to help it's a little bit hard to figure out whether to do this without um maybe this a little bit chicken egg like what is the charter and how often would it meet and what is the actual charge of the committee and maybe it's worth thinking about that a little bit and I would do that with you if you're interested so that there's a little bit more of a concrete understanding about what this actually is before there's a real decision that's made I think it's the best of what what you're offering as a proposition and putting like the parameters in place I would feel more comfortable and the the last thing I want to share is is this before we take the vote because there is

086motion on the floor which requires calling question these four things haven't changed since August these four things haven't changed since August and if you look back at all your emails as many times as I've emailed you all these four things they're not new and we tried all year long to try to be able to resolve these issues and and put forth these goals and we haven't been uh successful and then we said as a as our last initiative take it to equity National Committee green AC committee said to the board we recommend you create this committee but we we'll take the vote so can I I just have one more comment I'm sorry oh I just had a question about the equity and action committee can I ask that so is there Charter that exists

087I feel like we have I don't know I mean it feels like some of this comes from I am not I think that Di has been a is a priority for us and if this is necessary to both signal and execute our priority then you know I'm I'm in favor of of ways to most um effectively move forward on actions in our district I just I don't feel like I'm informed on the work of the equity and action committee that it was just it's the eia right it's it's met a couple of times in this spring and it was relatively new is this true right so that's as much as I realiz I'm not on the committee and so I and it hasn't reported to the board and so I think it would be really

088helpful to understand at least for me better what the work of and the charter of that committee is and then we can relate it to how a board committee might um complement that I realize I hear what that that that that committee met and has charged the board or recommended to the board that we formate this committee but I don't know what else the group of people who's on it and what the scope of work that they see their group doing um and then how we as a board committee would complement that so I mean maybe I'm just restating a little bit of what Miss Jordan said earlier about and this is Gerald about getting a report from that committee so we understand what work is happening there um because I don't I um but

089it again is I think it yeah it's hard to talk about a new committee when I I'm not sure if this is a committee that is actively doing work um and we're not aware of that work it's really really challenging to figure out how to fit a new committee into so I mean who who's chairing Dr so so hearing from so maybe hearing a report Dr jaob I also feel like when I look at this list very carefully I think we have them a lot as a district on this maybe not as a board but I feel like what we have put in place in our buildings and within our curriculum and within our um you know honors program and and gaining access and our curriculum audit I think we are doing all of these

090things um and so I I don't think it has stood still since a I just think that it's not directed by the board necessarily but I think that that's why I'm I'm a little confused because I think that some of this has been presented to us but I am you know like some of my colleagues really interested in hearing from the equity and action committee because that would clarify for me what the need was I think at the board level at the one like and also they I guess also pulling this into the F of Miss Armstrong's position which we're GNA fill again what is that particular work job role charged with um I think she did a fantastic job um I her but I hope you just good but we we are having someone

091that Ro while right my my last concern is this all of these things are very good they're all very good and as a board committee the amount of effort and energy you would have to put into creating this committee and pushing it Forward why it's life and if you want to serve on the committee you serve we create the committee together the charter together and we decide it may only me twice a year we would decide my concern now is we see the good there's no negativity that can come from this the district will turn cartwheels because the board has decided Dei is a board level concern something we all support even though we do support all the Dei activities throughout the whole District this would send the message to our whole District about how

095am of the school district for its work in supporting diversity Equity inclusion and belonging this year our teachers and administrators participated in a bias reduction training program then our whole school board decided to begin the training as well the training has an initial group meeting session then a personal online inventory and and a meeting with Dr Crawford and then uh individual like I said individual group meetings with Dr Crawford and then a final group session I believe we've completed all three sessions up till now but we are having some challenges arranging our final meeting does anyone mind if I reach out to Dr Crawford to get some dates for that last that's already in progress I believe that's already in progress I have to say than any other you finish that I that was it

097I've never heard that spelled out and I mess it up every time oh on the diversity and so the because some of the information um that came I was um Incorrect and some of it and some really important information missing um I mean I don't know if that unanimous vote is all yeses with an extension because I didn't vote or say anything when they call this vote everyone's um you like yeah yeah sure I didn't say anything felt like a weird thing to do because I was about to be on the board um but the discussion of the vote itself came about because of um my questions to miss STI about um what she was proposing that the the eia become um she was um saying that it would it would get rolled up into

098um something else I think the um the BLT is yeah so and and in my questioning of if if um if doing that would give um you know the DI eia group um you know more or less what you know we have now as an advisory role to the board um was how um the the vote for for that came about um so you know it's definitely good to have information from Missy about her report as chair of that committee um but one one other thing I want to add um is that choosing members of the community to come and be on this board was a great idea um I want to point out that like if Rose isn't there there wouldn't be any other black people but Mr sper was would be the only

099one there that those people didn't um either didn't respond to a questionnaire um or they they weren't chosen they didn't show up so while um and one of the the most profound things to come out of um those those meetings because a lot of them were um presentations to us people who had understanding of um dni work or D work was the uh the first meeting that um the hearing the hearing impaired woman um the interpreters didn't show up so we got a very profound education and what it looks like to not be able to hear everything somebody says thank you Mrs bers Moren Bowers I just wanted to two things Stephen I so appreciate your passion for deib and I think the board made the right choice though to further the discussion of perhaps

100creating a charter so that the real mission of that committee is known and deeper discussion of what that committee might do with all due respect I disagree with some of these statements I think that there are other ways of creating stakeholder groups besides just the board having them and I also I mean several things but not to belabor it but number two on getting employment data I am not sure a long time since I was on the school board but my understanding I think was that the only employment that the board is concerned with his highing of evaluating superintendent and perhaps only if there was a grievance or a 302a would you be privy to other employment data so I would question a little of this so I think it's a really good idea that

102of being at high school today with some of my colleagues here and to dedicate and thank you to gr to dedicate a tree for Norah's nor she's um unbelievable dedication and Leadership during the capital campaign and now there's a beautiful red bug there and um it's my grandson's first he fed it an apple but um it was a lovely day and I was happy that there's something living there that um kind of commemorates the great dedication of this thank you for sharing that it was a nice morning and uh she was very we all know Nora she enjoyed every moment the photo ops the shoveling of the dirt she she was totally into her uh Memorial tree so um I have one reminder we are doing our self- evaluation on June 10th right 11th that's
