IP so it is 710 and we are returning to public session for our regular board meeting Mrs if you could please call the roller Dr jaob here miss Lao here miss Jordan here Mr Spicer here Dr Collins here miss Anderson here Mr Ryder here miss Fitzgerald here miss dandis bord and if we could rise for the pledge of Alle to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible withy and justice for all we have no action uh pertaining to Executive session so we move to the approval of our minutes we have the minutes from January 10th to approve if I could get a motion Fitzgerald and a second all in favor any discussion on those minutes all in favor any opposed so

those motion those minutes are approved and then we have the minutes from the January 24th meeting a motion to approve those and a second any discussion all in favor of the January 24th minute any opposed and those are approved we are at our public comment session I think we do have a couple people for public comment we are about to enter the portion of the meeting where we welcome public comments although state law does not required that we hold a public comment period we feel it is crucial that we hear from our community about their concerns the board is here to listen because we do take your concerns seriously we want to have time to process research issues your concerns and questions may be addressed at a future meeting of the board or you may

be contacted by the appropriate staff member or administrator if you have prepared a written statement and do not have the opportunity to present it please leave it with the clerk of the board who will see that the trustees receive it please note that state and federal privacy laws and collective bargaining agreements prevent us from discussing certain Topics in this venue the guidelines are posted on the board room walls thank you for your respectful adherence to the rules and your interest in the continuous Improvement of our district and our first Speaker uh Maria I'm Maran so uh I'm here tonight because I am a taxpayer I pay a lot of school taxes iner County and I'm also a school bus driver and I'm fuming tonight I usually don't I've been here once before just to listen

to see what's going on well this week I work with first student this week Lo we lost six runs six runs that we did not need to lose because we were covering Those runs I have no idea who made the decision to pass those runs to Orange County transportation there's other companies right here here in AA County why would my money go to Orange County I have no idea why that happened one thing I do have to say and um all of my co-workers agree with me of course they're not all here I wish they were we have a new Transportation manager Mrs Shonda and ever since she's been here everything has gone straight down from all of us you guys should Sor we can't talk about Personnel yeah Personnel matters we can't you can

just check into that things have changed since the new management drastically there was no reason why we lost we lose pay now in Kingston right down the street from here and it's going down to to Orange County transportation why we covered all the runs the kids are going home pretty much the same time with these guys that were here late on Monday and late today they're 45 to an hour minute an hour away from here if that bus is coming up here breaks down what happens then they call us and oh can you cover this run where are we going to be then how are we going to do that changes that you have no idea you guys ought to ride with us sometime so you can see how things are on the bus right

now we have some of the worst runs we don't have any help when we need it you ride somebody up I don't know it goes to De ear come on the buses if you don't believe me come on the bus call me I'm on a bus every single day from Kingston to Yonkers and back five days a week I was only out sick last week CU I had Co I have 30 seconds left M okay the other thing that she did which I did not like for myself I have a run that I pick up a young girl who is deaf mute and blind and take her to Perkins Massachusetts once every month and a half whatever I have six strips a year we used to have two drivers so that anything should happen the

other driver could drive something should happen to me me it's 200 miles away that's changed now it's not cost effective to have two drivers so I have a monitor you know what that saves 60 bucks a trick if it was your child why would you think if something happened to me this kid has to sit here and you know what happens to her when she sits here for a half an hour she's ready to jump somewhere and I have no control over her I don't know how to care for her I don't read brail she doesn't she can't hear me nothing it's ridiculous I have so much more to say but I will write it down that's okay thank you I'm sorry but it it's horrible how we're treated horrible thank you cost us so

uh I'm here uh after uh many months waiting uh there seem to be some movement on the uh many months waiting and uh long Awkward s felt like a long awkward silence ignored emails uh no communication to offer a comment on the playgrounds it may irk some of you uh here's a guy resurrecting the issue of the playgrounds uh but uh in all honesty uh as a concerned parent as a member of community we can only really resurrect something that's dead and this is not a dead issue for for us um so unless I was hallucinating it seemed like uh unanimous vote was cast in favor of opening the playgrounds uh after Michael workor and Michael Nim and Dr Woodley presented their you know lab reports uh findings opinions offer their opinions uh but if

I'm not mistaken the testing was incomplete or could not be accomplished so how you all came collectively to cast a unanimous vote in favor of the playgrounds is just uh inexplicable so uh you know uh some of you uh offered some POS some intelligent questions to speakers and asked about you know what was left off the list Etc and you know it's like it seemed like um the worst offenders that would find themselves on that list were not even named so how you came to cast such a vote is just you know does doesn't make sense you know and uh I think it's uh reprehensible and I think you're falling short of your duties under the law okay to protect the the children to maybe even uh core values like falling short of them uh

safety wise okay um I don't think uh Dr Woodley uh so n said reminds you occasionally via letter of the duties of a medical director and I think that in what he offered to you uh he fall short of that so he has a a duty that includes to survey and make necessary recommendations concerning the health and safety aspects of school facilities and the provision of health information and uh he he offered nothing he offered nothing he mentioned uh obesity and uh 90% which was a madeup number you know uh uh children engage in handt mouth Behavior Uh they're always on the floor and uh you know this is not a this is not a an issue that's uh that we're just going to let go okay thank you that's all I find out anyone

else to speak that moves us into the superintendent report thank you Mr um a few things on the superintendent report we we have no presentations tonight so we're just going to go into District updates um first I want to to thank Mrs Quinn and her second grade class and L for inviting me for um to read to their class today I think several board members also went over to Ed to read um and I really was just a great opportunity and it was excellent talking to the students I was even told by one of the second graders that they like they like the way I use my inflection very interesting that he said that but uh yeah so thank you thank you to them and it was a great day over there I spent some

time you know looking around walking around um just the students and and what was going on the buildings and and our faculty and staff there was just it was was really nice experience and glad I was I was able to go over there and spend a little time and like I said I know several of you did as well and several of the administration did and it was very it was a great day um secondly just to give update uh on Deets the most recent update uh currently on time and on budget we are um scheduling so I'm working with the mayor and with Jack um to Jack schoemaker to create an opportunity to go over there um remember we missed out on last because they we have blood or something going on um but

so they one of the things and I know many of you want to go we're planning on going this time it's going to be at 3:30 in the afternoon so whatever date we can pick it's going be 3:30 so that's when the workers stop working and that way we can go on to the site and not you know get in the way or um so I will let you all know when when that dat is coming but it's going to be you know the next three weeks or so um Mrs are you still meeting monthly or how we did miss that one meeting it was going to be all of us together um but yeah we still have our schedule our next is to be on the 19th of February but we're probably going to

try to bump that one and do the do the site visit instead probably not on that day that's cuz that's that's pres pres St yeah so we're probably going to try to work around that um again as as you heard tonight Transportation I know there's a lot of talk about the transportation just a few things um we do have a new contract with with another busing company we did not have coverage of all of our of Our Roots and um many of the issues brought forward are the issues with first student not with the school district we don't control many of the things that were said there um but that be that being said you know we made this move because we did not have coverage any of you who have the who have the

app and get the the text messages about buses that couldn't run or the students who had to take a late bus or the buses that didn't show up or the buses that were late or the buses that had to be double you all know there's a reason for that um we we made this decision based on our need for more bus Lots so we did we did go with Orange County um we have our emergency contract right now for the next 30 days uh which during that during that 30 days we will create another RFP and put it out and if another bus company like first student wants to respond to that RFB and can prove they can fill that need we will be we will be open to listening to that so that's a

that's where we are with that um it's unfortunate I understand that that it does affect some people in some ways but we didn't we can't work without having enough buses to bring our students to school and it's a monthly extension the the extension by bling only for one month and during that time we will RFP we will put out a request for proposals for someone to fill that now if we don't have that if no one if no one comes forward that or no one comes forward with that and can show they actually have the capacity to complete that or to fill that need then we can do like we do like we just did with an emergency contract for another vendor whether it's Orange County or or someone else um you know first student

is not a Kingston company an olster County company it's a national bus company and know so it's not this this is a it's a large it's a very large company um but we you know that's our responsibility is to make sure we have enough buses to get our kids at school and that's that's what we did with this emergency contract um I promis the calendar I I I'm breaking that promise we're not we're not quite done um but I know one of the biggest concerns for people as what's the first day of school going to be so I I can say with a great deal of confidence that September 5th will be the first day of school September 4th will be the first day for our teachers September 5 will be the first day for

our students we have an interesting calendar this year where we start labor day is early and reg exams end late so we start on the we start on the 5th and we don't end till June 27th so we have a we have a very stretched out school year but that's also about when the holidays fall and those kind of things that create other longer breaks um but like I said most the calls I get to my office are with the first day of school so the first day of school is going to be September 5th for students 4 for faculty is there um budget uh we just had a meeting with the legislative action committee thank you for your time and effort around that committee but I just want to let everyone the board is

whole now Governor Governor's executive budget is out the school aid runs are are in we are again like I said last time we met evaluating especially our expense based AIDS but the real issue we're looking at is foundation Aid which we have seen an increase in Foundation Aid and that's something that a lot of school districts have not seen due to the new calculations put in for the Governor's executive budget um while we have seen an increase it's not the increase that we should be seeing according to the foundation formula um there are two areas where we're really concerned and and I think this is where we'll focus our advocacy uh first would be around the reduction in the foundation Aid formula amount that we're supposed to get which is a reduction of about 2.1%

and then around the calculation of the CPI or the the um inflation calculation which under the current law is supposed to be at 4.1 but the governor took and her team took an average of the last 10 years throughout the lowest and the highest and came up with 2.6 so that's also a significant loss in Foundation kingon City School District I won't deny that we end up in better places than a lot the better plac than a lot of other districts but that still doesn't make those reductions to our our Aid under the current law um acceptable so we're going to start I know our legislative action is going to start advocating New York State Council school superintendence and the New York State scho small City School uh um Council has been working on it

as well so we did have a meeting with Senator mayor um I know there's a lot of talk assembly in assembly in the St still have to weigh in here so we're early but it's I'm not ringing the alarm Bell or saying the sky is falling but I'm saying we need to be aware and be ready to to move if necessary um this month we installed we started u with the Raptor visitor um program overall been very successful haven't had had very little issue with it a couple of glitches here and there but even today um we did get a a flag on someone that came in to to the building um and we were able to you know have that person wait while we looked through it it ended up being a good story

because it wasn't him um some the same name in a different place but but but able to pull up the picture and and compare the way we did we were able to make sure that this person got to do what they need to do but um yeah it's been going pretty smoothly so we're happy with it and we'll continue to try to improve our processing and procedures around that can you talk a little bit about the type of ID that's used and how and what's needed yeah so so right now you know a driver's license or the non-driver's license ID you know so we we you can get through the city uh and the county and actually get the DMV other the non driver L DMV um but what we're we're hoping to do is

to work closely with the municipalities to to help to assist in getting people those IDs so they'll so they'll be there you know there there's a thought that maybe you know and I know Mr reinhardt's working on this that maybe we could issue those IDs so parents come register their students and if we could issue those IDs right here at the school building then I think people would be more likely to want to come here when they register their students to get it than maybe necess make that other trip um you know somewhere else so we're going to work on that is it possible I don't know we have to have those ation but I think it's an idea and I think it would be in everyone's best interest even beyond the Raptor program being

able to get people those IDs so that's so we're working on that I think that something could um would help not only with this but said just in general also thinking about individuals who are you know undocumented to really consider a campaign eled moment just for the school purchases and not for anything else yeah and I think you know would even even people in our who are undocumented they are coming to register for their students so if they're here we could give them that that opportunity um lastly we've had a lot of discussion around metal detectors uh we are last week we we've been doing a lot of research last week we met with uh I did Mr Parker and Mr corba met with a company that kind of gave us a a quick run

through and proposal we're looking at the newer technology we're not looking at TSA uh of things we're looking at small um for the most part mobile um and really um it's just a very different technology um lower lower Manpower needed um less intrusive and it's kind of um once we get a little further along I'll bring some some um literature or even some something to show you more specifically but we've been I think that one of the issues we've had was being concerned about the look and feel and I think the look and feel through um evolve is the name of the company U through evolve is a is a little different it's not quite as it doesn't feel quite as intrusive and also with the mobile opportunities here the Fieldhouse or beat Stadium those

should be some opportunities for us to be able to move these around um early in early in the process but we're we're looking at it so what are you looking at for the high school yes that's the only one right now yes and these are the same kind of systems that were set up at the school board conference that a few of us attended and you just walk through they you know you don't have to empty your pockets you don't empty your backpacks to identify something the only thing that I would request you ask them about is that my understanding is that it doesn't necessarily stop like a big pen that may not be identified I don't know that's one of the things that they you know they are they're geared to look for a

weapon you know that's they create a small box in the area where they so someone has something in their shoe there the person who's working sees that person I mean then you don't have to W on the whole person there's something in your shoe um but yeah so that's and you know they're using these in a lot of different places and I think it's just it's a little less intrusive a little less you know it doesn't look quite as bad I should say you know doesn't really affect that as much but we're early in the process since they're using them in so many places is there some data that you could bring to the table about their efficacy and what they're finding and yeah I can ask because I know um a couple of school

districts are using them locally so I we'll do some investigation and find out what what they've what they it might be anecdotal but that might be where we have to go for right now I would I I would trust talking not trust but I would rather talk to the school who's using it than get that company um but I can ask both so they're actually portable is that they work on a plug just like in that wall too there not a it's not it's not quite the giant situation I appreciate the fact that you're looking for something that does not make a cultural change I think that's important we don't want by our students you know we just want to have safety the other thing I wondered is the whole Safety Committee involved in looking

at this they haven't been yet will we want to be able to bring options and more information so but I know this was one of the things that was talked about last two weeks ago and we talked about budget priorities so we we kind of jump right on it and this this was one of the vendors that again talk to a couple other school districts they're similar to ours that that's what they're using um they get about stud through one lane in 40 minutes so if we had several Lanes throughout the building 40 no a thousand students through one lane we're going to have more than one lane so um I'll get I'll have more I just want to know that we did we followed up on it from there like regular detect well kind

of ones you signed into an airport yeah they would you know if you're going through the airport and you have a bit pen in your pocket that's the M detector going to find going to see it um it's also going to see your belt buckle your car keys your earrings um you know all those things this is a this a little more um focused on like I guess the word was was heavy metal objects you know not necessary like metal object that's all I have okay any other questions or comments from the board for the superintendent okay that moves us into the um Board of Education committee reports starting with policy Mrs Jordan thank you the policy committee met on Friday February 2nd amendments were read and accepted with one numbering correction the committee reviewed

Nisa sample policies number 3 21.12 which is Timeout and fiscal restraint for all students and um we also compare that to the existing District policy uh which is 5300 which is our code of conduct and um attempts to corporal punishment and 5353 I'm sorry 5335 corporal punishment physical restraint from the code of conduct so ours is embedded in the code of conduct and that's why it sounds so confusing the state regulations now apply to all students not just those identified with disabilities so that's a big change it was the committee's consensus to have building leaders critically review those documents and provide the policy committee with recommendations before we went on and changed them again Dr patalino and miss miss bville will bring suggestions back to the policy committee to inform our final policy which we

will then bring to the F Board of Education we also disc creating a district policy for faculty staff Standard address representatives from ktf ESP cfp will be invited and given an opportunity to make recommendations to the policy committee by March 15th and then to be invited to join the policy committee on April 5th to have a conversation and work towards a new policy the committee reviewed the recommendation to finalize the policy addressing preferred names and impact diplomas and transcripts as well as on financial aid eligibility and the need to include regulation I'm sorry and eligibility period the need to include regulation um this policy will be Rewritten to include regulation and specific language so students are well informed and aware of their options because what can happen is if a child DET determines that they

would rather use their preferred name in school and they change um on the record then their parents will also be notified and they may not want to um the other thing is the big concern is in terms of their their ability to um their financial so if that has to match exactly to the student name and if theyve changed it for their they often will miss out on an opportunity so we just want to make sure that the guidance people and people involved in making those decisions with students are really aware of the impact and students can choose still to use whatever name they want to be called but if they change it in echool and it doesn't match that can be a problem so we want to make sure that we get it all

covered um we hope to bring that policy to you by next month for review and finalization we discussed the required policy that's in your library for adoption on workplace violence and Mr Reinhardt reviewed the actions currently in progress and the timeline going forward to ensure the district is in compliance by the deadline of M there seems to be a desire for the by the state to have everything done now even though the deadline is made so they are trying to do their best to um make sure that we're in compliance and so far we are Dr Pino Bonville will be bringing suggestions to the policy committee reflecting the Board of Education values and the practices around evaluations and see if there's some way we can incorporate our values into our policy language even though we

don't have any real um control over the AP we have in our library a policy that has a very convoluted title so I'm going to ask Dr patalino to do his very eloquent job of explaining what it really means he's much better at than I am so Dr P let's see it is called conditional conditional appoint yes that one the conditional appointment students safety but it's of the whole policy is an emergency conditional appointment yes so here it is conditional appointment an emergency conditional appointment D St sa so a conditional appointment is usually come comes around when there is a need for something to be filled but I don't have time between then and the next board meeting to do it so it gives me the authority to provide an emergency conditional appointment I've never

done it here in 12 years I don't think I've ever had to do it we meet twice a month so it's quite as different as some districts would be once a month um but yeah so we have to have a policy around that it could happen I mean we could have a student especially a student with special needs who the teacher is not able to come to work for a while and it's tomorrow and I won't have you all of you in front of me for the next two weeks I can then appoint you know an emergency appointment you know appointment at that time to make sure that students's needs are met again it hasn't happened haven't done it um I I've done it in the past but never in Kingston so it's a but

we have to have a policy around it it's it's very rarely used I we try to BU women and it's and it it's rare occasions that it would happen it would have to happen we do it that way the only um change I would like to recommend now because um in paragraph seven we had talked about changing the age of 21 to 22 because that's going forward with the way the new regulations are going to read so if if you will accept that change um then I would move that we accept that isn't that just a first read oh is this just a first reading I think it's a first read feels like we've done I know okay never mind so it's the first reading so for the first reading just know that we should

it's going to be 22 okay and I'm good then we have violence work prevention which basically is Law and that's what this policy reflects just the the current law um and everybody will be given the appropriate training I know that Mr Minard's working really hard to roll that out as fast as possible so um it would be in our best interest to pass this tonight unless anybody has some concerns or questions about it as I said it's law so I'm sorry Jen yeah the only um question and has more to do with cross referencing policy becausee conduct policy and student safety I went through those and they perhaps it's not vital for this particular policy I read all the laws too but to Crosser them in our other policies because those policies don't have this

okay so we should do that yeah there's a good amount that a lot the same talking about violence in our district over and over it's not so much and this particular policy is I think extrapolated exactly from right like righton can you make that yeah I just want to clarify you're saying the the policies were cross referencing in this policy need to be CR cross to this policy Crosser yeah we can the other suggestion I have and this is just for my crazy uh the way I read it I wondered if we could break it after that ABCDE e f and move the rest in developing the workplace violence to the next page because it's just one of my things that when I read the top and then I have to go to the next

page I might forget what I was looking for but then I noticed if we do that it won't break so the in developing is what you're talking about yes if we if we add like four lines to that or spaces rather I think it'll push everything down and make it more readable although I don't know when you put it in the policy packet if it bont is the same if it it is okay so then I think it'll push that if after the matter has been brought back to that paragraph you know what I mean it'll just make everything kind of I just noticed that sure just I guess for administration for um employ convention training program at the time of initial assignment and annually after is that during orientation or right because that's I

just want to by May and then it'll be part of all of our need to know and everything else so then someone so if someone attired tomorrow we're not waiting till May 3d are we doing we have the training done yet that two we did yesterday we had the colle all the colletive bargaining the next phase is theal walk through of all the buildings andd said our next job is to go through all of our policies and make sure references and then the next step is to create the training and make sure all of our staff are TR are trained prior toer okay so I was just saying like right within here at least we should indicate when the trainings would be happening generally at initial probably at orientation and then annually that's regulation that's

added on as well the everyone knows this here in my heart for Str reasons so um a couple of things that I wrote really this is I guess in my mind I'm really toggling with like in our district safety plan it goes over having a threat assessment and I don't know if it can be cross refence here like that it's a threat risk assessment because it seems like they're very similar are they kind of yeah we shared the checklist yesterday with he as you know him and Chris Corin did the shell training we did a risk assess all of our building and it was a lot of crosswalk which is kind of nice so if you look at this believe it or not the state actually did a nice job a very for this and

their checklist almost matches everything we've done you have your alarms you have cameras what's your entry program how do you sign kids out how do you sign do you escort visitors so yeah you're right exactly what we do when we evaluate our buildings very much masch what the state told us we need to do when we our walk we feel really good because we just all of ours when we brought off P yeah I mean I would be happy to adopt this but I would like to have open like like even like in my in my wildness I was looking up you know some of the regulations and the laws a lot of extra laws for us really that's that's my I think that's perfectly fine and we can just notify the board that we're

adding those and it doesn't change the policy so I think we can still feel comfortable passing that tonight if you're comfortable thatt yeah because as I said this is really law it's not something that we can not and I really appreciate the district they are to make sure that we're up in money and compliance and I think Al Paris came up perfect time for us so that helped a lot wait one more thing yeah in our district in our district state if we add cross referencing in there have to go over that again everybody you go over your District y c plan every summer 30 days and part of this roll out is we have to go to our district plan our risk assessment all our policies over the next 90 days as well and

then every summer we're supposed to build a plan in for how we're going to re-evaluate our workplace violence reporting acknowledging and risk assessment so we're hoping that we'll be able to add that as an appendix to our district places perfect thank you okay thank you do we need to pass we do need to vote on this so this is the move to adopt tonight and that is policy 81301 workplace violence prevention do we have a second any additional discussion all in favor any opposed so policy 83 813 0.1 has been passed anything else Mrs Jordan no I just want to thank the members of the committee because they're always very viant about looking at every word even after no it's a wonderful committee and the administration is always thank you for the report that moves

us to um teaching and learning okay so the teaching and learning committee met two days ago on February 5th and um the meeting was really focused on discipline social emotional learning and mental health um all the slides are in the board packet so if you want to have a closer look at some of the information that I more generally speak to tonight um it we started by looking at the discipline reports for secondary education Miss Bon presented the semester one secondary disciplinary report and this report reflects recent efforts as in over the last year um made to standardize data collection within and across the school so that clear categories for discipline are used um and the data suggests that both ins suspensions and out of school suspensions have decreased at all three secondary schools relative

to last year at this time um there didn't appear to be strong evidence for dramatic um disproportionality in disciplinary actions that are applied to students in different demographic groups and also restorative responses such as circles mediation conferences these two largely appear to mirror the demographics of our school um we discussed how this could reflect these data in general could reflect a shift to better Behavior or um less severe infractions and disciplinary responses um either positive change um discussions then also revolved around the disciplined culture um that's changing hopefully for the positive in middle and high schools in the last three years proactive measures like checkin and checkout were not included in these data but are being used frequently um we discussed the continued need for professional development around discipline restorative practices and particularly with new

administrators being hired we want to continue efforts to standardize our data collection so that um both behaviors and the responses to those behaviors are categorized similarly both across administrators and across schools um Dr pello presented the semester one discipline data for elementary schools um these data um or the data collection at elementary level is much less complete in part because we're just now starting to standardize um how those data are collected um efforts are being made to address um that right now um and so that we can collect reliable consistent discipline and restorative responses across the schools we did discuss in in the course of the elementary data um the value of recording how many um disciplinary and restored responses involve referrals to and engagement with our Community Partners um we also talked about the

importance of not assuming that all supportive responses to kids are restorative but rather specifying and encouraging particular practices and so we can collect data on those um and make sure that um the restorative practices are happening such as conferences and circles um we then segwayed into um social emotional learning and mental health supports so the idea is that if we're investing in curricula and other resources to support social emotional learning that we would um we want to know what's being used in the school and on the ground and if it's working so the resources that currently include these were highlighted for us and I think they're worth sharing because there's things quite an effort to um to offer robust re resources so the aster clinics at JFK GW Edson provide an average of nearly 46

hours of service per month at each school I'm at our middle schools the aster clinics are providing an average of 25 hours of service per month and 30 hours of service at KHS so there are some students and families still hoping to be served but cannot because of their limited number of clinicians but um we'll make a Headway the service are offered at the um it's a gr supported program that's offered to middle schools and support 16 of our middle school students um PBIS or positive behavioral interventions and supports exists at all of our schools or elementary and middle schools life um two members at each school have crisis training trauma and grief at elementary schools um there's former curricula the Sanford Harmon Harmony um curriculum is for emotional learning and at the middle school

there's The Sassy classes s a c I think it's pronounced sassy um from the past so there's sort of formal curricula to offer these skills for students as well um there's registered Behavior technicians um at most of the elementary schools and we have social workers and psychologists that are seeing between 40 and 45 students per week at each of our schools um there's also been some Outreach efforts such as parent training for students um uh parents of students with autism so at this time there's no formal assessments of these programs um or measures of some student competencies and we talked a bit about that um but teachers at both primary and secondary levels were survey to find out what tools and strategies they're actually using um most teachers there's a variety of survey results but

generally speaking most teachers are drawing on a number of strategies they're um with PBIS and restorative practices reported as the most frequent um and they're also using a wide variety of interventions in general um some report integrating these into academic curriculum and others are devoting time explicitly to social emotional learning um on it standing on its own so we just we discussed as a group the importance of how this sort of survey is a good first step in understanding um where we should Target professional development moving forward we ended our meetings talking about the regent exams so over the last few years the practice of using regions exams as a final assessment has really shifted um the state has discouraged the use of regions as a final exam and we are moving toward all classes

having a locally developed final um when surveyed um more than three qus of our teacher actually prefer this approach and now the administration and teachers are working toward determining what local finals will look like and for example whether they be exam or Project based um and they're discussing and we also discussed as a committee the value of Project based work but um the need to maintain rigor and flexibility while providing consistent assessment across all of the classes so teachers have idea lots of ideas for different types of final assessments and now requesting um and hopefully receiving professional development and time to develop meaningful rubrics to help them move forward with those ideas so our next meeting will be Monday March 11th at 9:30 questions or comments for Dr Collins I just have question just looking

through the data earlier um I think there was part in the disciplinary report of the things and I I guess my question was how many like how was the day together like how many people were so for instance but the suspension data that last last is our enrollment last I'm just so feel free to step in so those raw numbers that 142 decrease um that may reflect some enrollment differences but the everything else was in percentages of the you know that added up to 100% so um so I suppose it's possible that enrollment dropped a little and then correct oh that's right okay so so there could be a student students could be repeated in that data set so that's number of incidents right okay so it wouldn't actually matter if but just generalizing the

answer to the question is we we haven't fluctuated more than like hundred students in either direction probably in eight years we we kind of you know there was this that's I'm sorry let me let me say that again right after Co for some reason we had a we had a significant drop but we rebounded over 20 during 2021 so we did have a strange phenomena there but that it rebounded to where we we're really we've been around the same number um give or take 100 students for for a long time across all those four grades right and that's unique right now right was seeing a spectrum news report where like below and some of the other places were large decreas yeah we we actually you know our population I think you know the areas where

are seeing the decreases aren't seeing the immigration that we're seeing you know from other parts of the state right now so not that we're we're not necessarily getting them from those places a lot of our IM migrations coming from down state but um yeah so that's level that's kind of leveled us off obviously we had our big our big drop 30 years ago when we went from 10,000 to about you know 65 and we've stayed pretty close to that throughout time question on the local um the local exam so when there's still regions in that area they're still taking the regions but they're just not using that as their local final because the discussion was around keeping up with riger as opposed to using an exam based versus a Project based and so I would

think there's a region for the class there' be less I don't know concern about the riger because they're still taking a reg them was that discussed at all no% of final you want main got it so because of the percent okay understood so it's not about like making sure they know it's more about got and I think some comments some discussion about the riger was if You' shift to from an exam to a project how do you also um standardize how much they're learning and what they're learning and measure that with a rubric that c different teachers who might have slightly different projects different approaches are so that's where the discussion of R was reallying any other questions comments one I saw very end of it um research project or something like that which just

would love us to be on the map with some research project are you talking about the the ideas by teachers yeah I think they were just sharing the administration was just sharing with us ideas that they were um collecting from teachers and trying to find ways forward and make sure that we create rubric for them it's exciting some of the Crea as they were giving examples Wonder thank you Dr Collins Rose meeting the community community engagement event and how we could probably get some data from them for any of the discipline of social Wellness to see how their engagement and how that impacts the students ultimately so I think that was one of request that I did have because they have been a lot of referrals and a lot of partnership Community Partnership and especially

in the high school is a whole you know plan with Tina J and the rest of the team and the County Youth so some of those um programs to see how well that's help with the restorative and the wellness of the behavior you know they' supported with fions and doing work and uring that they get back in there I actually think we'll be having a presentation from one of the one of our partners who doing that at our Middle School level good are we sorry this reminds me are we still doing brighter Futures initiative and it's changed its focus um the county executive was worked with changed it Focus it's not with the youth youth Bureau anymore okay so there's they're doing something a little different than they were in the past got it thank

you Dr Collins our next um committee is um the parent group I don't know Dr pedalino are you I'm not sure who's going to report on this okay okay um I so we just again we had our first parent obviously not a board committee but we do want to prove to uh board out so really one of the goals that I always the goal of this Committee in general it's not really the committee it's parent group um is for presidents and representatives from each PTA in each building to be able to bring issues from the PTA to me and for me to bring information from myself to the PTA so there's kind of serve as that two-way communication for us or not two-way but through communication for us um we did unfortunately we only had

five schools represented but we we did have a pretty large group um and one of the things I want to do was introduce the new positions so uh Miss Bonville and Dr aletto both both uh presented told a little about themselves their goals and their new and what their roles were in the in the new um you know administrative setup so that was that was a good opportunity for just I think that's one of the things that a lot of people in the buildings don't know and I think I tried to do this a little bit last year as most to get people to know who we are up here too you know who's that person that I see once in a while walking through the high school or whatever um so that was a

good opportun for that we also uh talked about the shareed decision- making uh plan and what we were doing for that so we asked one of my requests was to ask for all the members to go back to their ptas and choose one member from each PTA so we' have 10 her people to add to that uh to add to that that work group I guess is kind of what I'm calling it and um yeah that was most of our conversation we did have some a few questions but it was um a lot of good questions were to um Miss Bonville and to Dr Alto and I'll let Rose do any this was our second meeting and I wanted to share with the board too our first meeting were you know we did Focus heavily

on the registration and reaching out to people who do not really know what the registration process is new immigrants and migrants and dealing with the age Gap and you know all and learning so we did have radio KS and different Representatives that are willing to support if we in ucation campaigns to really help to highlight and to educate what registration and the importance of registration for the students um before the school year open up that'll just give us the clear idea of who we're serving and how to serve and how to serve those families so that was the our first meeting and aside from the Dei presentation um that was really one of the key Focus that the team probably know the work on so we do have R Kingston Mariel and a few others

that were that are willing to so when we're ready for registration to really put in a campaign to really share the information that we are available in the school registration how are we going to get the other schools to be present you know it's hit and miss sometimes you know sometimes we have all 10 uh you know and again I think it's um we're I'm going to work with with M Bonville and M Cay to to get out the get out the information and kind of get a better and maybe put off three or four dates and see where we can getal M step say this is when we're doing it kind of thing um maybe over the next two months do it so we the the the group in the past had been like

well let's just do it as you know as we can and let us know we'll do step set because many of people they again they're in the PTA they're they're chaperoning things students are this so it's it's hard to always catch people and I have found that that the team's format does tend to lend itself to more people coming than having here than having people come here so we've been trying to doing that completely yeah does it eliminate though so hard to hard to say we did talk about at one point probably doing you know one team back and forth It's just getting back in the momentum because haven't had the commit okay thank you thank you that brings us to our consent agenda are there any board members that would like items pulled from

the consent agenda hearing none can I have a motion to accept the consent agenda second any discussion all in favor of accepting the consent agenda any opposed so the consent agenda is approved we do have a few donations the Board of Education of kity school district hereby accepts The Grateful appreciation to the following generous donation mayor major Universal qk from the fund for excellence in education gr received a donation of $2,000 for winter snowsuits the Meer Elementary School from box to for Education a check in the amount of $482 and from update images a check for $ 63344 and from Carnell Cooperative Extension non-cash donations valued at $3,151 to Kingston's School District athletes Department from timely signs a banner to be hung at the kingon Kingston High School Kel B donated to the John F

Kennedy Elementary School from the John F Kennedy PTO a selection of fiction and non-fiction books thank you all for your donation thank you that brings us to new business old business I'm sorry Turn the page too quickly Mrs Jordan um I just want to revisit um the testing on the playgrounds my understanding was that Every chemical that was of concern was tested for or looked for am I wrong about that um I could get the list from from again but I don't have that I thought in the conversation that they looked at all the things that were of concern and that that's why I felt that we were the only he said he didn't for something that he couldn't there wasn't yeah so in a way it was they just couldn't extract it I just

want to be sure that you know I understood what we voted on and I was comfortable at that time that's the and I also remember talking about Z which I was he said that was something came back high and I was and did a you know name has nothing to do with anything but he said that came back high that that's not even something that's also to be worried about or like something that is toxic to hum or more of a concern inside right there that and I also believe that put me a little put me put me at ease is the um acceptability to what would be danger so at lower level and most be covered and La C so that it's not really acceptable for the children to to pull anything but to

put and eat because there are layers of coverage before any possible top can be reached behind the building this is the and it's not funny it isn't funny but it's not appropriate for you to speak out thank you we do have a public session at the end that you could speak again drov is there that that report yeah that report that we were referencing that was presented okay okay um I just I wanted to mention that the um legislative action committee met right before this meeting and Dr calina a little bit of our thund a little bit things that's going to be on the agenda which is State funding um but the two other issues that we will work on our um first pilot agreements and how we can work with the Ida to to

mitigate the impact of pilot agreements on the school districts um and then also we will be working with the period Power Group at some point um to advocate for um materials and things to be available to students so that they don't miss school for natural regularly occuring process yes have any questions that can you just we just like Define what pilot means p stand for payment and mo of taxes is um Economic Development most often used to bring economic development in but it has tax impacts um across municipalities and impact school districts differently than other municipalities and that's our main S I just wonder if um you could share drob what's that um mailing that you gave us on Pilots because I really think that you really were able to incorporate all the concerns that

we had with wonderful okay thatc I that whole I have a docent I'll send it to everyone descries Pilots what they are what the problem is and then some suggestions that we have for mitigating impact on SCH districts I would just well I I would just ask so with I know this is brought up because the um Ida just recently ended their moratorium on housing I will say that low income housing Pilots are of a right um through the state government often and it's a different mechanism than like even the local Ida so I understand that there might be a moratorium for them and they may be giving some too but like I'll give an example Golden Hill didn't go through when when that pilot happen that that is a state given pilot that's not

come through the county and not all Pilots come to us there quite a few that are on our books that we never approved and but some do have to come to us and even those that don't I do think that state Ida whoever making these decisions needs to be thinking about it holistically and looking at you know what are the pilots that we're under at any given moment and what's the impact for our district and so that's part of the conversation that we want to have okay and then is it going to be when we're advocating are we advocating that that's the stance of the board um whatever group is going to advate you I can send it to you I'll send you the paper and you can do yeah okay I I probably have

a different thought on on Pilots than others I don't think it's an anti- pilot um position I think it's more that we should be considered as a school district being different than municipality and uh County governments because we have different funding available to us than they do and so I think that uh drob did a fabulous job of of laying out exactly those differences so I think we can be po development and still Pro taxpayers so that they don't have more of the burden than um would be Pa I think that that's really have and we're really looking to have a conversation with the Ida around how how can we work together on this so I don't I'll send it to you can see if you feel like it's a real position but it's more

I mean some of it it's factual the impacts on our on School District Sy is different than it is on other municipalities and and then there are some suggestions for how we can work together yeah I I would just say I mean right now we are and not everybody knows this but we're in a housing crisis and in some ways the housing crisis impacts many of our students because the county is displacing them in Green County and other you're no fault of the counties but there's just not housing here to be built so we better make sure that when the housing is built here that those students are moved back here and students from other places aren't moved here and we're still in the same situation which is the case right which is going to

be the case if something doesn't change from what I'm being told so we need to make sure if that's how it happen we're building we're building housing here in the kingon city school district and we have 16 students living in Catskill those 16 students should be that should be an opportunity for them to move here not for someone from Ellenville to come here or someone from else to come here now that's not I mean that for us as a school district I'm say that that is a conversation that should and that's better for kids so that's that's a conversation I think needs to be had I know I know that it is being that conversation is happening um so we're we're hoping that would be the case we know there's new housing being developed over

in 28 well it's a good opportunity for us to take students we have in Wallkill in rondout in Ellenville in in Catskill outside of our County to bring them back into our County and now they're not on a bus from Catskill to here you know those kind of things they're right there any other old business items I don't know if it's old or new but I thought we offered drivers education at the high school we did last year we hav't offer this year we Haven been able to be instructors so we're having working on things we're working on possibly certifying some of our own teachers to become instructors we were working through um sunnier so we're still working on that so we did it two years ago but we Haven we recommended sunnier do they

have I don't know so but they brought us they brought they brought a instructor here you know on for us but we' kind of there's there's been some glitches Dr C two things one that may be new business so I maybe out of order if I talk about second but the first one was just a followup we had also at one point talked about there being um possibility for swimming lessons for elementary age and I wondered if anything had moveed forward in terms of you mean swim class swim classes yes so we're still talking about the L yes we're talking about I know um you we're going to get together with the PE Department as well as um Mr Silverstein to have that had conversation and and Dr Fel about the scheduling at the elementary

schools to get students to the pool so our vision I guess would be why are we teaching ninth graders to swim we should be teaching second grade as to swim you know so but that's obviously some Logistics around that but I think it's you know on the surface it is welcom by everyone that we brought to but we need to just hammer out some of those details is that sort of on the horizon for this coming year do you think um it could be okay could I'm not promising but I'm hoping we be partner possibly the no our teachers teach it right during the school day I have one more question just about Community engagement um and it's old business and it may have just fall into the like it doesn't doesn't maybe it does

but we had talked about the program we students that and came Jen can you just speak up just a little bit I guess the program that they had last year when they had the county had the different people in place there was a that's right I don't know executive about it maybe a month ago we're waiting till basketball season's over because right now a big part of that you know several different activities take place on that part of the high that side of the high school so a when the weather gets a little better we can use the we can use the practice field for soccer which was a big draw for everyone and the gym we've split into several different things for different for different um activities right now that gym is used every

night all night between basketball practice basketball games all those things so our our discussion was we would wait till after um and we talked a little bit about funding as well so we think that we're um in the spring I think that's going to come back thank you I had one item for old business okay we um haven't talked about this since October so I think this is old business it could be new but I would like to forward a motion that the school board and panel and ad hoc diversity equity and inclusion and belonging committee to begin in March to go to July with members appointed by the board president as is past practice I'll second in the motion for discussion okay I I have a okay so the motion is on the table

open for discussion can I ask through you or can I ask directly so there's within the last few months we've imp paneled the equity and action committee um I I did a lot of research on this today after um some emails so there are a lot of districts that have imp paneled CommunityWide stakeholder with student um committees that are similar to our equity in action committee um I would just ask what the role of the ad hoc committee that we would have at the board level how that would be different than the equity and action committee in your it's a good question I um the for goals of the committee could be uh to make Define and re refine our the board's Dei and uh belonging goals equity and action doesn't do that uh initiate

school school board Community engagement meetings on forums like um bo uh board member De Sanchez uh Wasing about earlier uh continue School Board monitoring of districtwide Dei progress equity in action doesn't do that and continue to seek School Board de Dei and B trainings equity and action doesn't do that we need to evaluate our own um trainings and and and seek out others if we need it as a board to talk about if we need Mr rer so just in my research and that I came across I I had actually started to write off this whole email today um but uh went back to our website and looked and when I realized what a cre action was doing um the board of regions really put out some guidance documents that talked about the wider stakeholder

boards I I'm not necessarily opposed to an ad hoc committee um I I just don't want to take away we already have administrators doing a lot of work so is your vision to have a lot of the administration involved in this committee like the professionals that we have doing it because they're already leading the equity and action committee so I look at that as similar to the Public Safety Committee and if we were to just impanel that committee a little bit more um I mean I think that there's there's definitely right now the charter of the teaching and learning committee has some um Dei involvement and I I know that that is important they talk about that in the guidance document that I was referencing with the board of region because they want to talk

about culturally responsible teaching and learning um so I think there is still a piece there and again I'm not I'm saying I'm not opposed to the ad hoc committee I just want to make sure that if we were to move forward with it would have very narrow goals or the goals that you had but also that were not using administration's times um and spreading them out more than that's a legitimate concern and I would and I would say I don't know because it's going to be three board members that's all you can have on any committee and they would begin by setting the agenda we don't have much time left before the end of the year they would set that agenda but that's a legitimate concern that we don't continue to bog down our administrators

who are already rowing this book vot to continually bring them uh into meetings to explain their work while they're trying to do it that's a legitimate concern and should be brought up uh among the board members to to say and we may already have that information we have a great deal of um Angela's information already that you come before the committee might not help anybody but I think um uh three board members would be able to say we don't need that or that's not going to help us move us forward it's a really good question M Mrs danders and then Mrs Jordan that goes to the point that I wanted to make that you know equity and action committee has yet to meet so that we can actually formulate I think it to meet since

there are three board members on the community um the action committee just to really broaden it and see what we can so that we're not overlapping and doing du service which then will pull away from the administration and pull away from the efficacy that we're all doubling so I would I would wait probably after um the equity and action has had committee has had several meetings and as the three board members that are on there we find a need to present that to have more um and I then I would I would say that then we can look it so it that to wait for the data and see what we have available in the action committee at the moment since we have yet to meet we're scheduled to meet on the 13th I'm excited

and ready Mr Jordan I was just I I um really kind appreciate the concerns that you're raising but I really um agree that we should allow that committee to move forward what I would really love to hear from that committee is a way to um integrate all of their concerns into all the Committees we currently have so that I know that when we started with policy years ago we were trying lens I think that it would be helpful for the equity and action committee to make suggestions to tnl or policy or or all of our even Finance for all of our committees so that we're not creating a silo because I don't think we can change our culture if we don't really expand the concerns to all the Committees so I really like the way

you have pinpointed concerns but I wonder if we can make it more efficient as you said to incorporate those concerns as kind of a um you know a constant reminder what we need to look for in addition to reviewing whatever it is we're reviewing I know that tnl has been really focused on making sure the culturally responsive learning is part of that and I think it's more beneficial to all of our teachers all of our Learners if we can make this contagion spread rather than talk to a a limited group you know my my I guess my view is that that's how we change the culture you know to make sure that everybody senses much so I I can appreciate your concern but I I like the idea of waiting and maybe some of the

concerns of that committee can come and um you know have an effect for all of us Dr to one of the things that I like about what you just suggested is that that um if we then use our committees in that way then that's um systemic that's sustained that's over time that's not going to end in July that's going to keep going um and if that becomes the charge in a new way then it's something that will be ongoing and we will um and will just be consistent over time which I think would be would be good I think that's our goal um Mr Ryder and then miss I just want a clarification because when I was looking on the website today it says the first meeting of equity in action was January 23rd so

did that meeting not that was a snow and so then it got push to the next whole month the 13th everyone was AV okay it's the 13th okay to this one okay Mrs F I agree with every that everyone has already said um in terms of like having an agenda or something like that I don't know if it can well I do believe that it should be pervasive just like our communication tactics should be pervasive like getting better communication has to be cross board this is the same kind of concept but like when I look at your particular goals like reviewing and actualizing Bo goals we do that as a board do we want to like evaluate that more critically as you know like board meetings and then because to me they're like standing items

on on a list they are very conrete pieces of information that we want to have um like reviewing and actualizing board fills that's something it's very concrete that we can look at as a standing item and I don't know if that's a possibility and maybe these are standing items for the equity and action committee um I would say as a board member to support action committee being effective if there's anything that we can do to help make it more robust or that like meetings are not like that you have enough participation I guess um because I think in terms of when you like you talk about this having another committee um it does pull on resources to do it again equity and action committee that has its own little task force for I don't like

I it's just something that I'm not sure that it needs to kind of be an official adoptee yet and I don't know if these are some things that you want to have an standing agenda for like you know when we talk about hiring we have we as a board were charged with kind of monitoring that so so how are we doing that as board like where is it being presented we want I don't think they sided on anything like that so maybe me that's a possibility um for that particular thing um I know they tnl presented student deal really very good um communication Outreach I think talk a lot about that which is really I think needed Connor can any Dr Collins um just to follow on in the charter for DNL right now it

is sitting that we talk about diversity among um hiring and kcsd faculty and staff um it's fair to say that it's a big goal and a big task for us and so um I've mentioned this before we might we could use this committee and our other committees along with the F action committee so you differently or more frequently if that's helpful um or find um yeah a more frequent reporting mechanism if it doesn't feel that that is effective so that's one other way to think about um just using the existing committee structure if if it turns out that an ad hog committee doesn't feel like the right direction um it currently sits in Chanel i' be happy to take feedback on ways in which we can expand it or embellish it or make it more

effective if that's any other comments I I appreciate Mrs desantis's comments because I think until the equity and action committee has a chance to meet and has some direction I I think to to do an ad hoc committee would be a little premature might be needed down the road but right now I think we need to trust in the Committees that have been set up and also trust the people that that are have been hired to do that work then I moveed the table my own motion until after that committee conv and it gets up running so we can make a better decision I'll okay so do we need to P second just need a second second any additional discussion all in favor of U Mr Spicer's amended motion motion to table any post okay

thank you is there any other new business Dr C um we are still technically on Old business yeah Oh I thought we moved out of old business but definitely new business like I'm waiting okay new business going to new business sorry fair enough well Dr penin know you mentioned at one point that um as we've been struggling with different transportation and busing issues that we are going to be spending some time researching the busing and maybe considering a three tier model or some different ways to accomplish our busing goals more efficiently um is this a moment where we could as a board consider also researching um school start times that might also go with that new busing model so we talked before in many districts across the state have and across the country have shifted

start times especially from the high schools a little bit later I think it's going to be necessary that we switch start times if we do we move from a three tier to a two-tier so we have we have Consultants inhouse basically right now who are working on um different configurations for our for our transportation department to see where we can go so I'm hoping they'll be done soon and we'll be able to come out and report to the board so yes the answer is yes okay there are ways to imagine a model of 32 that does not actually shift the high school later and that's kind of the goal I think that yeah I mean yes there's there's different people that could be switched to later right or yes but the the the element really

can't go very much later you know so there's a lot of different a lot of different things that we be looking at but yeah I'll bring it back but they could go earlier they could go earlier right so there's there's options and I mean we talked about this so yeah if we could just incorporate that into our discussion when we bring it to the board um I know you've been anxious Mrs just anyone else has new business off new business okay I'm wanted to share some new business and I think the board for um entering to we've added to our board goal for this year and part of that is Community Connection and engagement so we have an opportunity we have other opportunities to come so we have to community to please look out for
