001i've got to take my mask off otherwise it doesn't wrap it fine all these companies use the same facial recognition software doesn't matter if you have glasses on or not but if you have a mask on it doesn't okay so we are requiring the public session to order at 7 10. um uh we are going to call the royal first so call it please dr collins indivisible okay i just want to announce to the public that we convened our executive session at six o'clock um and uh we did the we're doing the raw cal and the pledge of allegiance at the beginning of public session um the first item on the agenda there's no business coming out of executive session and the first item on the agenda is the approval of minutes of october 6
0022021. now i have a motion to accept those minutes are there any corrections or changes additions okay hearing none all in favor of approving the menace please say aye aye opposed may unanimously adopted nine to zero um we've reached the portion of the meeting for public participation mrs bowers would you like to every semester it really just looks really good thank you um superintendents reports dr catalina but first of all if you want to recognize that this is school board recognition week and we would like to take this opportunity to thank our board of education and then for their service commitment and dedication to our students faculty staff and community of the kingston school district the last two years have been challenging for school districts and this board has remained focused on our mission providing
003for providing for all of our students foreign education members are unpaid volunteers who dedicate hours of their time each week to ensure our students get the education they deserve while feeling safe and nurtured in our school in addition this board is highly active in state and local organizations and they work to further the class of education beyond kingston city school district for all students in new york state they are educators researchers business owners their parents grandparents and members of our community as a board they have a shared vision for the future of education and they align our district resources to continually improve what we do with our students one thing they hear very frequently is thank you i want to say thank you for all you do for the kansas city school district and happy
004school board recognition thank you this is for all that everyone else i'm clapping for thank you okay okay um just a few other things i'm going to do a quick five-week answer this is really using a five-week update we don't have all of our data at this point obviously just after five weeks but just to give you some pieces of information as always starting with our copic data currently we have 13 positive student cases in the city school district we have three staff cases we've got a total of 69 student cases since the first day of school we're continuing our testing with all employees and opening up our student testing program running by november 1st i'd like to encourage all parents to complete the online questionnaire so we can determine the scope of this effort
005with students with how many things we need that he will be testing that's still up online on our website covered portion of our website has been updated and will continue to be updated but we've made some changes so it's easier to navigate and add some new information um attendance so far for the first five weeks that the elementary school has been 94 our elementary school and our middle school's been 94 also and the case of high school has been 92 so that's really not down very far at all it's very close to normal our full athletics are coming to a close we have close to about 1 000 students participating in varsity jv and modified levels we were really excited to have our students back out on the field for coming in this winter season
006238 new challenges so we're working on a protocol for that uh as we move through the year we're trying to keep life as normal as possible for our students in our arrangements for safe events with our directors and our administrators for concerts plays things like trunk or trees which are coming up next week so we continue to try to work through to give our students these things for students safely transportation continues to be a challenge but it has stabilized for the moment but we are experiencing staffing shortages in many areas monitors teachers subs sub nurses um we have an issue um with several specific certification areas one in particular uh jay watkins bailey were having trouble finding a certified spanish teacher to cover a spanish class we did have a teacher in the classroom he
007decided to resign a job elsewhere and we are struggling to find a replacement or doing work on looking for replacement as well as other strategies that we could possibly use to get these through the standardization that they need our department of equity has inclusion we've received more than 10 applicants and we will begin our interviewing for this at the end of next week our director of recruitment retention and equity is gathering needed data assisting with hiring making community connections working with our civil with the city civil service department um and our eoc network through our educators and college network which is kicking off this week with a welcome reception hosted by ms armstrong as of today all the one position that i've recommended for our planning has been built so we're really excited about task
008even the shortage is being found some other places so we're really excited that those 25 petitions to provide that support um are filmed and this is money out of the aarp plans so it seems like five family workers social workers guidance counselor for ell students uh so we've really done a little time staff we've been very lucky with these positions but nicely i think the last bilingual social worker i think i've just approved i just sent through today so that's the one that we were in um our before and after care is available in every building we could accept jfk and gfw right now where our providers are having some um struggling with staffing issues we do believe that they will be up and running by next week they have found some people because they'll
009be um starting up in jfk and gw um at least at least gw i would say maybe a little bit behind but uh soon after ww came in but um like everyone else and everywhere else in here they're struggling to get help within their within their programs more pre-k has 80 students there's both before and after they're available so if you want to stop by here at my partners and you can see our pre-k programs um of course these running in the woods over here on the other side here our new curriculum is being adopted at every level but we're experiencing some challenges getting materials and shipping so we're working with you know we're working with our teachers um to talk to them about where we are and what we need to do but we
010are we are experiencing some shipping issues and material issues with some of this curriculum that we that we've adopted so to start working um that um thanks to mr silverstein that bonneville the ymca and the ymca our swimming lessons will begin in november so we're really excited to make that happen if you remember that was one of the things that we wanted to do to be using the art money um and we're continuing to to look for an instructor for our driver's ed program that we were able to have this summer so we have nothing to offer yet this year because we just don't have an instructor starting this form of education meetings we will be bringing back the principal need of the principal presentation so we're excited it's been a year and a half
011since we've had principal uh presentations so we're really excited to see our principal and let them know what's going on in the building definitely add a new dimension to that lastly i want to thank everyone who's involved in our homecoming events last weekend the homecoming parade was great um really well-attended and a lot of people on the streets a lot of students participating our marching band was there it was excellent to see them again um we had more than 3 000 people in deep stadium and unfortunately we didn't come away with the victory but i think everyone had a really uh enjoyable and safe evening so thanks to justino mr parker mr silverstein um and all the people who volunteered to work in our chaperones or for creating that safe environment over the stadium for
012that event it was great it was nice at home coming back and that is that for now um and then move on to kf2 and bpl or top of the project unless anyone has a question about anything like set or something additional just about i have a question about a comment about 3k i had to come down to mahara this afternoon to sign a paper for beth winter and as i pulled in the driveway it was a nice sunny day and there were pre-k students out in the playground and i parked and i went over and i watched them for five minutes it was a real joy it's fun to watch them when they're over there in the nature trails they've created overlap when they stop the building they're back there and all kinds of
013different things actually they do their did better of those students who were with us last year graduate into the language program that's now in texas so how is that going um um we don't have many teachers hardly any teachers than the requirements um email you okay most of those younger kids are older it really is i mean right now i don't know i don't know what they have to do with anything but right now it's the middle and elementary a month ago high school so i don't know if there's any science fundamentals but um yeah we have mostly a high school issue and now we're looking at middle and elementary i think there were four new cases maybe yesterday these two were built to work on it and how are we managing the instruction i
014mean we talked we've talked about this so i understand what it is i'm just asking like how's it going how are teachers managing working with those kids is kind of you know yeah it's challenging it's challenging meeting ktf um monday when we discuss some of these challenges and kind of try to work together with what to troubleshoot whatever issues our teachers are having working in that um um you mentioned um in the original plan for the erp money having um these community input sessions and gatherings and welcome center or welcome event at geek stadium can you just update us on that we postponed the deed stadium for a little bit because we were kind of in flux around the from the um community spread so we wanted to completely push that off until this until
015later i'm going to do a town hall on 28 when the weather turned so i don't know if we're going to be able to replicate that big event that'd be the way we wanted to but we're going we're going to keep moving towards that maybe create a bigger event maybe in the spring for maybe the final or do you have a theme or a particular group that you're interested in trying to draw to that town hall or is that no really i just wanted anybody who wants to be you know who wants to be in um we're looking to give kind of a first quarter update on where we are with the art money obviously because the uh the spending plan has to be submitted for this news case performance by the 30th so you
016know 29th visually this week this year but um so it's a good opportunity for this just to lay out look what we're spending the money on talk about where we are you know create that kind of what we did in 12 last weeks when i presented two weeks ago let me know what are the things we've accomplished and what we're looking to accomplish with our next um you know our next kind of checkpoint and here we go it's going to be versatile and hear what people you know i'd like to tell people's experience from summer school and um that was kind of our first shot in the art party with our summer programming and our and our day there are africa um and our actual programming workflow program and things other things you know my
017boss is late we really like to focus on our foundation what we're doing and what and how we're using it to help people you know with the questions or experiences okay so i have a question about our public forums uh the public forums so they're done with teams is that right yeah uh so it just occurred to me is it possible that we could um stream it on our youtube channel at the same time says no why not it's a different kind of team's event so the only way for the public is to click that link and get in i mean i could be wrong but i don't think that there's a way to move that stream to um and that event's open to anybody you don't need to have teams to get into it
018you need to have anything to expect is it okay can we put that can we put that recording on our youtube channel okay so we're moving on to our second century project and our projects at miller which i'm very happy to say are you'll see are pretty much complete so kingston high school again i won't read all this to you but the construction updates you know pretty much everything is is at its place where these predictions were pretty much at the end um finishing up a couple of things like the sanding of the floor the logos and so on keeping our eyes on the grass a couple of small items here and there but for the most part we're we're at a place where we're at substantial completion current work areas these are the places
019you're still working the tiger logo is in today was supposed to be the grinding in the first floor which should complete the the throttle floor to make sure they're nice and shiny our music wing the poster panels arrive those were received by the contractor so they're going to look after this week should be the time that those are going to go in into the music department and the memorial which you'll see in a few minutes um they're just patching up similarities putting it up in the ground and that is when you see that you'll see if you come here put some new soil around there and re-seed so there's our lettering out front i know there was a lot of concern that the bushes were gone but there they are new bushes um the old
020ones were well past welcome expected light so there's the transition from the old lobby to now and there's our tiger uh in the appearance in front of the in front of the auditorium and that main entrance new walk-in see if they're the old man that used to be a new management you know a walk-on back here's our bridge work this is what it used to look like this is what it looks like now again with the new sills a window silk there new paint um the gliding in the ceilings we found in the first part of the project so those those bridges look much different than they did three years ago and here is the wisconsin memorial if you know most of you know these letters came right off the building they were they were
021over the old main door uh of the whiston building and now they are part of uh the christian tournament memorial and reflecting garden over where the building used to be can you go back for a second okay all right go backwards um but yeah that's that it looks great over there that's what um how they've turned that is that it's kind of reflecting park is really nice so we whizzed past the old lawn which wasn't great and here we are the new lawn which again is looks better we're still looking at a few bare patches working with the contractor to find out why we're not seeing the results we want to see um in that long so we're going to continue to revise them and like i said we're pretty we're pretty close to being
022done uh contractors are starting to pack up and get out and completed the punch list and you'll see much the same here at bailly and jfk and i'll fail i'm sorry miller injects that the flex list is complete at jfk questions is complete at miller um again some lawns are being receded reseeded but other than that you know the operation of uh the maintenance says existing that should say cast so this is before and this is after but again so it just looks like a different building really really nice to become again with all the other work we did around jfk and the and the site work we did there that campus is really in great shape miller existing all the time again not existing with the old ocean miller existing curtain walls not a
023good thing that's not saying that the old curtain wall that we used to look like and this is where we are now the big difference those persons made the changes and then the efficiency in the building so while we're i won't have too many more of those presentations because we're pretty much done i think they have one final one in a couple weeks but it's really exciting with the exception of a couple small issues that we're working on we've completed three projects i last thursday the 14th was it that i accompanied mrs shearer on building inspection at crosby and and miller and when i went into the miller auditorium i almost fell on the floor just out of it's just so beautiful it looks like a hollywood set um and i was just thinking when
024we went past the uh the memorial garden the manual training center um that's the precursor to career and technical education uh in ulster county which is now done by boces thank you miss siri i'm getting i'm getting information that we're having a good full-time hearing at home at home no i'm home with at home i'm hoping that movement helps okay thank you okay that concludes the superintendent's report okay are there any uh other questions from dr paulino okay we'll move on to the board of education um we have a report from the facilities committee mr shia we do the facilities meeting was held on wednesday october 13th it was a hybrid meeting seven in person some on teams after the approval of the minutes of the september 15th meeting to begin with a presentation entitled
025initial discussions solar power and geothermal ground source heat pumps prepare for the committee by john edwards a principle of sage engineering and i have electronic versions i can send to the furniture for the next library three options for the location of solar rays were discussed roof arrays ground arrays and carport arrays rooftops are not ideal some rooms are definitely not built to support the areas ground arrays are easier to clean but involve long runs of copper which is very expensive cardboard arrays are built over parking lots and the required infrastructure must be built so they only involve an investment also discuss the options for paying for solar energy equipment such as leasing and power purchase agreements leasing through a third party customarily involves purchasing the equipment at the end of the lease the removal of
026old solar arrays of the unbeliefs can be cost prohibited if you decide not to continue with the solar program and ultimately a school district has to look closely at cross-versus benefits so back and forth in between each one of the points and mr edwards stopped frequently for questions a discussion is sued and a number of issues we touched upon ground arrays require four acres of space per two kilowatts carport arrays involved building the structures and installing the arrays remote metering involves leasing the land and building the solar arrays and this option has some potential pitfalls i.e land over cells around the wood has been negotiated that was just some things that were touched both then and when we discussed it with the board a couple years back geothermal ground source heat pumps uh land is
027needed for the rounds the wells required are very deep i think 220 feet which is what they said and large rock deposits might be encountered enjoying the west retrofitting an existing structure involves replacing high school plant and terminal unit equipment so the full heating plan air conditioning eventually torn out and a very expensive first customization this option seems much more suitable for new construction and for renovations mr platform informed us that the district does monitor energy usage rightfully and that we have invited solar companies to present to the board on at least two occasions in the past several years additionally only a few of our sites are currently suitable for solar roof arrays we don't have a lot of opening for these ground rays we obviously don't have the carport structures yet if we decide
028to go in that direction geothermal heating and cooling requires a field of wells for mr clapper and would involve tearing out all existing heating infrastructure the school district needs to examine cost versus benefits retrofitting for geothermal seems cost prohibitive we thank mr edwards for a very informative presentation and moved on to the remainder of the agenda we've given an update on phase two khan's second century project with the status of the ongoing punchlist items some shelving that had been back ordered has arrived and was scheduled to be installed as soon as possible uh and there were also some there was also some long-awaited views on across the board air conditioning many collections you know main building that were not the original scope of the project and have you reported that its project is fun and
029under budget it looks like those classrooms can be set up for air conditioning and it costs substantially well revolutionary costs as for the money remaining in the five-year capital improvement plan of 2018 a summer 2022 project was presented for the edson elementary school which involves pavement and painting ceilings and classrooms hallways stairwells the gymnasium and cafeteria annual building inspections have begun and will continue until mid-november members of the board of education accompanied by representatives from ksq and ddm our director of facilities tom platformer rexella and the custodian beach building um tour of reviewing concerns that the principal limited estonian filed with us a report will be made to the board when every building has been inspected and generally that happens the tour in the celebration of completion the khs second century project has been phoned
030dr kendall and this is there will be no facilities meeting in november as we're still doing inspections and our next video is scheduled for december 15th 2021 at 3 30 then you should be announced that's all i have any questions yes um so when we saw the picture of the tiger logo in the auditorium it reminded me that i think it was in the 2019-2020 school year just as the pandemic was starting mr olsen identified the students who designed that logo back in 1978 or 1979 one of them is still i know in the area ryan gupper was one of the students so i'm just wondering if when we do the opening ceremony if we can invite him and if the other student who was involved can be invited i think that would be appropriate
031for those who don't know the tiger stripes that was a competition and there were several submissions there were a lot of very intense designers i know well people when you tell them that they're amazed took me several years to learn it okay uh the next uh board report is the policy policy committee mrs jordan thank you tonight we're only going to vote on the adoption of two of the policies that we submitted for first readings and we're going to return the threat assessment teams because there was some concern about that language and we're going to return that up to that at our next policy committee and clean it up and bring that back so tonight um we are proposing adoption of pandemic planning policy 8131 and policy 5460 child abuse now treatment so i will
032just give you that resolution whereas the kingston city school district has contracted with nisba as consultants to the board of education for the review amendment and adoption of its policies policy manual and whereas the subcommittee of the board in consultation with miss benton legal counsel has repaired following policies for amendment and or adoption now therefore be resolved that the board of education adopts the following amended policy 8131 pandemic planning and 546 zero child abuse non-treatment one direct in a domestic setting that's a new policy replacing policy california moved and seconded any any further discussion on the policies hope you're hearing all the favor adopting those two policies please stay on opposed to may unanimously adopted our next meeting is november 5th friday at 9 30 and it will be in person and thank you mr
033stewart i'd also like to thank you for being our representative to the nisba business meeting on monday afternoon yes how did you get back here so soon okay next time on the board of education agenda is super eval it's a a software product that the district of the board can use for its superintendent evaluation and board self-evaluation uh i was informed that so we had a discussion about this a couple of meetings ago and dr patelino and i was informed that we have purchased it through a coaster uh with um i guess nisba's opera and this is the opposite but the coaster comes through ulster boces uh and the cost of the district uh after our uh rebate from uh a refund from the the nissa or the closest coaster will be about thirteen hundred
034dollars for the two evaluations uh that we are and we if we if the district wants to perch wants to use it for other evaluations it can do so at an additional cost which is also the voices part of the vote is closer so that's in place and uh it will be a tool for we establish dr patalino and the board establish the goals and this is just a tool for keeping track of the evaluations as we go along uh and i think it will save certainly mr turner a lot of time and and all of the work by board members will be online and that should save a lot of time and well she said maybe she wouldn't be doing it i don't know what that means but she hasn't withdrawn her retirement papers
035yet anyway uh the next item on the agendas on the board of education agenda the 2021-2022 board of education goals that was distributed to board members uh in the library the final draft um i just have to admit we didn't do a very good job with our audience with our visual presentation of that so how many people are in the uh are viewing the six people so i guess i could read the goals the draft goals so it would be documented on the on the video the moving video but i can always add those to it tomorrow so plans and uh outcomes first of all the the drafting committee was mr michael mr lamb dr collins and myself we had we each submitted a minimum of four goals to the committee before we had our
036first convening we had three meetings in mr lamb's backyard refreshments provided and uh i think we did we had three drafts and actually sort of a fourth draft because there was a minor a minor change to the last draft so the first goal involves educational plans and outcomes provide resources and support for the district comprehensive improvement plan which is known as the decent dcip the school comprehensive education plans which are known as sep scep the superintendent's goals and the new dei department which is the diversity equity and inclusion department facilitate communications to the board and the public about status and progress towards decip sep and dei goals that's the first proposed goal can i have a motion to so i would require to make a motion i would like to maybe amend it to also
037include what the dei and compartment is okay in the goal itself right we could we could re-tool this i mean after this and spell out with each of those uh diversity equity and inclusion uh any discussion about this goal well i think that as long as we start all of those um you know i think in the past this goal has really focused on the description effect which makes sense but i appreciate the inclusion of the dei in this because that's the central um part of our work for this year so i think that that's appropriate and i appreciate that including that yeah actually i think the sub plan was was was an addition this year too i think before it was the i could be wrong about it it was the superintendent's goals and
038the district comprehensive improvement plan uh and we also added um the last sentence about facilitate communications of the word about progress status and progress um especially towards the adhesive and the sep goals which we haven't i don't require that we've done that on a regular basis before so hopefully we can do that this coming well so a few things about that um maybe when we're going back to principal presentations yeah that might be a good place for principals to choose one or two step goals to bring forward because i'm not sure how we could do that otherwise right um and also i just want to note it says this last sentence is still say communicating to the board and the public so i think that's an important reason yeah so and these these reports would
039be during a board meeting so that would be public uh i believe unless there were anything in it that would be executive session topic but i don't think so and in the past and presented okay is there any other discussion on goal one uh all in favor adopting that goal please say aye aye opposed nay okay goal one is unanimously adopted um goal two is uh equity promote equity in academic opportunity extracurricular participation social emotional learning and discipline practices in kcsd by monitoring and supporting the implementation of equity object objectives through superintendents regular reports to the boe as per the annotated calendar clause a continue to identify and support ways to overcome structural barriers to equity that exists in our district clause b develop policies that advance equity by diversifying the hiring community standardizing the
040hiring process and making the hiring process transparent i have a motion to consider this goal a second discussion okay i think so the second goal also was modeled after one that we've had for several years uh in our board goals i think it expanded a little bit uh any without if there's no further discussion all in favor of adopting this goal we say i i proposed to may uh be adopted uh goal three boe development board of education development that's professional development conduct two board retreats and two book studies for board of education professional development consider doing at least one book study with faculty and or staff members and i have a motion to consider that goal so there's movement second is discussion mr sheer i believe you had a comment that you made to
041me about that yeah i i asked why the specificity i know that this year we're probably likely to be able to have two but we could do more for fewer and and maybe is just enough to say conduct 43 simple studies to report and consider doing one of the book studies with declaring staff members and then we could do more okay so there's a motion a move to amend by removing the word before board retreats and before book studies well we've already had one board retreat correct yes i mean i prefer to say conduct at least so that we make sure we do do at least two of each i think i i think that's important so i think that would be my technology with the faculty of deaf although if we have retreats and
042studies both plural that indicates more than one or at least they're fine i don't think if we did more it would meet gold so i think having a minimum yeah this is probably unlikely to happen well why don't we strike two and we have plurals and we'll do as many as we can without understanding i guess you're assuming that plural sets it at a minimum of two is that setting a minimum is important just to ensure that we can exceed it as much as we want right i think we should really aim to have at least two instead of having that i support that amendment on this problem oh well no i mean if we have we take two out in which plural then we do at least two and we do more so if
043we adopt that amendment so um call the question on the amendment all in favor of that retraction of the word two from the goal say aye aye closed may okay uh it pat the amendment passed by a vote of eight to one i believe uh so now we'll consider the amended goal any further discussion so now maybe in the center but then i assume that now we took the two for at least two we put that in suggested amendment at this point um well it depends on how we interpret it i guess i mean if you want to i mean we can strike out too if we can also potentially put in or set a minimum then we have then we have to have a number i said i would draw my objection oh okay
044okay so let's let's fold on the glow as this what do you want to put in at least and we we add add at least so we have it read conduct at least two board retreats and and do we only need at least one or do we need it in in each phrase okay conduct at least two board retreats and at least two book studies for board of education professional development consider doing at least one book study with faculty and or staff members adopt the amendment or adopt a goal as stated all in favor on opposed nay okay that's been amended and adopted um the fourth row fiscal responsibility pass an attainable and fiscally responsible budget with both taxpayers and dei in mind support and retain programs that maximize equity in every building and throughout
045the year parentheses including new extended summer program and close parentheses period subtitles a closely monitor capital projects in the district b have the district representative report monthly on the progress of capital projects with the building administrator and head custodian c development plan for using smart schools board bond act funds so let's just uh move the the goal was stated september the second and now it's open for discussion or amendment all right um i would propose consolidating uh a and b first of all we passed a charter last year that indicated you know how the building inspections would be done and so i revised that my suggested revision is um closely monitor and support capital projects in the district to regular monthly progression questioning facilities the architectural design firm and construction management consistent with charter language
046and take out the principal and the survey they weigh in on their concerns that would be prior to building inspections and that becomes part of the inspection and the report overall on the facilities and then certain projects are developed that usually bundle things you could end up with a whole bunch of principles and heck custodians sitting in here in an evening every single month when that's really not necessary i think i think we trust our director facilities and certainly our deputy superintendent you know who's been on all those discussions to report back to the board and and the facilities committee chair also reports back to which you get a lot of speeding okay okay is there a second to that motion or so that amendment okay any for any discussion mr michael yeah i would
047like to bring up again these acronyms e.i started out when it stands for diversity equity inclusion right a common important piece okay well let's concentrate on the amendment combined the combination of a and b as as mrs suggested um [Music] the amendment closely monitor and support capital projects in the district through regular monthly progress reports from the director facilities the architectural design firm and ksq and the construction management firm bvl consistent with chartered language um could i propose an amendment to the amendment removing ksq and bbl in case we well no that's that's what happened this year right okay you're right but we're not talking about policy we're talking about board goals for 2122 okay so i withdraw that any further discussion on that on that amendment i think part of the part of the
048reason and i don't disagree with what you're saying was that some of the stuff that we had to address after the fact would have been known if they had custodians in the building had had a chance to say this is a problem you know as they were putting stuff in like the windows at miller that you haven't separated no they they had to give that to us and those projects were being bundled and i know it takes a lot longer than anybody wants it to take but it does by the time we go through the whole process of creating this project bundling this stuff maximizing this data getting you know the visa but we were aware of those things some things have been reported to us a few years but despite its case all of
049the health and safety issues should get addressed first um you know before presidential i know i keep making that pain you know which i think is important i think it's important to have attractive and bright clean surroundings but the reality is it's costly to get painters in to do there's so many rooms you know you take one school and try and paint those holes it might take all year because you only paint when you're not there so i i know what you're saying but and it is the building this custodian's job to report that to the mr platform to work with our architects and building contractors to do that also to bring it to the facilities convenience idea but that's i think that that's already built in um i just would miss that on top
050of like this on the water in the auditorium which they say happens every year and no one seemed to know anything about that except the custodians say that it happens every year and we and we've just finished doing that and i know that we just corrected that i hope corrected that with what we did with the cameras and stuff but well i don't think that we need a monthly report from the building administrator and custodian to fix those though and isn't that part of the scoping session for every project and really not necessary i understand what you're saying but um necessarily because it is being addressed you know they purchased the cameras they've done all that they had four different strategies from navigating and then there was some residual damage on the stage it's not
051their fault i mean it's nobody's fault well sometimes you don't know a problem until until it uh appears right well we'll vote on the amendment unless uh any further discussion all in favor of the amendment as proposed by mr shear please say aye aye opposed resolution is adopted eight to one eight to zero or eight to one actually an abstention is a is a um there should be just a typographical uh correction on what is now um class b develop a plan for using smart schools bond action not board act that's just i don't think that's no and that was in the original as well yeah so that's really just a technical correction doesn't need a um an amendment so so now we can vote on the amended goal stephen who did the amendment but
052nothing no because no one's worked that up immediately okay so can i do the reduction of the any further discussion on favorite i oppose community relations and communications conduct well publicized forms at a variety of venues to enhance dialogue between trustees and stakeholders these may focus on a particular theme to attract attendees for example social emotional support for students that was in parentheses and to offer one public public community sponsored forms and two forums or survey efforts for staff at each elementary middle and high school level i have a motion to consider moved and seconded to consider i have a motion that i would like to propose which is to shorten the last sentence to read aim to offer public community sponsored forums which strikes forms for survey efforts for staff at each the elementary
053middle and high school level how about if it was community sponsored forums or surveys well that's okay i mean i'll accept that as a as an amendment yeah if i accept it and i made the amendment you second it with that edition okay can we have a discussion right there's another there's another uh amendment that's that may be proposed but let's just talk about this amendment first any discussion um communication or kind of community relations about communication with staff um so one thing that i was thinking about when i read this is um you know we have that thought exchange function that we've been using and i thought that we could maybe put something together a few specific questions around curriculum around some new initiatives and just get some feedback about how things are going
054or you know we could shape it so that it's targeted and specific but that so we would get some kind of community and feedback from from staff so i would i would be in favor of something like that would stakeholders include staffing well but i think i would imagine that questions that you would target to parents would be different from customers that you might ask them oh i agree but wouldn't that be enable us to do both do we want to include the thought exchange in this is that what you're suggesting or if well i'm afraid that think that thought of seeing the food 2016 is a great tool and um it's kind of a fun thing so i wouldn't be opposed to using that also for community sponsored meetings but i do think we
055should have some kind of i guess my question to you is do you think that where it says between trustees and stakeholders is enough to include faculty and staff or do you want to spell out faculty and stakeholders or you know what i'm saying yeah to ensure that because it seems to me i'm feeling that you want to ensure that we reach out i just want to make sure we do it we're afraid that so if we said trustees faculty staff and other stakeholders would that be specific enough well my thought on that is that we already have at least two mechanisms to hear from staff one of them is the we have actually three mechanisms we have a district leadership team which develops the district comprehensive improvement plan each building has a building leadership
056team which includes faculty staff parents and other community members and they developed the comprehensive of the school comprehensive education plan and those are both those both the dcip and the sep are approved by the board of education in addition there's supposed to be a monthly faculty meeting at each school and that seems to me to offer the opportunity for faculty members to bring their ideas to the um to the school to the district to the school administration and upward to the to the district administration um and the and we go back to what the function of the board of education is is to hire the superintendent approve policy develop an approved policy and approve a budget to present to the voters hello mr michael uh what i'd like to say the fact that when we
057wrote this our payment like in america i was saying we're spending more money than any county in the world and we still have like 85 graduation rates and that's where i want to see if i miss you something or maybe you know as you say the exchange of ideas you know what i mean from everybody that would make us better than support that will make the supreme look better so that was the reason we wrote that goal so we have the mission statements that's here on the board we inspire we educate we graduate all students all the time so we see that in front of us every time we convene in the board of education room and um well we still have the so the amendment on the floor is that the last sentence reads
058aim to offer community sponsored forums and surveys i think just any further discussion on that uh amendment doctor i have another amendment that i put forward do i do that now well you are amending the amendment or you're amending after we after we if we approve that amendment then we then we have a goal as amended to consider and if you'd like to offer a further amendment uh to that goal you can do so okay yes and if the vote if the amendment is not accepted we go back to the original goal as as i read at the beginning of the discussion well then then the original girl was on the floor for discussion and she can amendment or you can amend it or whatever so let's vote on the amendment that uh that mrs
059jordan and i proposed moved and seconded uh all in favor please say aye or you want to do a roku welcome dr collins no mr michael no mr yes this year no okay no okay so the amendment the amendment failed so we're back to considering the the goal as originally stated open for discussion uh doctor jacobowitz this is the way it works okay so i would um then suggest that maybe we changed number two so it would still say aim to offer public community sponsored forms and and then instead of what it says now say um thought exchange opportunities for staff at east elementary middle and high school but mr shaughnessy so if so now that i suppose that language can we play with that a little bit if people want to we don't have
060to like vote on each for discussion and it can be amen that that amendment can be amended so i'm happy with an exchange of ideas or conversations about these things well this what i meant here was like the thought exchange i just made conversations okay so it doesn't have to i'm not i'm not wedded to that food it doesn't have to be bad maybe the way to do it it's anonymous uh it's something that that the administration could initiate on its own yeah i think that um this tool is maybe less important in my mind as the spirit of making sure we're hearing all the voices in our community so i support that change so i'm the the way that um if we were to open it up to something about um more general about
061exchange of ideas as long as there's a mechanism by which we plan to do it i don't know that the tool is the focus that is in my mind i feel like the reaching out to that audience which is the total so i support that change if thought exchange is the most likely way in which we might accomplish that but um i'd also support if there was more general language that someone wanted dr palino would you comment would be careful you're a member was said before the you know i think any if we're looking at using one exchange or having some sort of exchange of ideas to be very specific of what we're talking about but we're talking about the programmatic things we're not looking at things that would that would um wander into you
062know improper practices as far as you know hard working conditions and you know we have to really be sure that whatever we are looking to speak to about that whether the fact is that is very inputting and specific and if that's the conversation that the one good thing about using a tool it doesn't wander right you know and that way it's very difficult okay you know very open-ended question about dei in our buildings and and that doesn't find change you can get feedback that make that said that's that's a good way to use that tool to get exchange you know a good idea as far as creating an opportunity for the board to hear especially about specific initiatives that we are um that we're spending time money effort on and you know go ahead i
063know this very difficult to write survey questions and and so i think maybe we want to steer away from that and use the products out of surveys because it's so hard to write the survey questions to get the kind of creative and all things responses that you're trying to get you know and the good thing about exchange if you wanted however the board wanted to use it we get a certain amount of support you know and they ask for open sentences really they're looking for an open-ended question about a specific thing it doesn't have to be so survey questions can be seen to tilt one way or another when we're open and we're just asking for those kind of ideas and we can also get support from thought exchange to assist us if we wanted
064the system so if if something if something is proposed on on that exchange that's outside the parameter of what the topic is can that be suppressed suppressed it will be heated out or we do not need it out in the analysis that does the announcement it will be leading down this part again we'll see what the things that aren't necessarily part of the you know the topic of the question so it will be over here being outlier when we dismiss it right i mean we'll still see if we can still i'm sure that we would have all that data you know the start exchange brings the common things together but it doesn't get rid of those other things such as it can get rid of i mean thought exchange can get rid of you can
065program fun exchange get rid of improper or critical or you know you can program to do that if someone's you know and karen knows how to do all that stuff really but you can put in there um you know don't show or don't accept certain things and they'll reject certain things that are there and conclude them as part of that if they are not like with foul language you know things we always kind of click on um or names of students i don't know if this is proper at this time it just seems to me and i i wasn't in the meeting and i appreciate the work of the committee i just wondered if the focus is not we're talking about the end of this goal and i just think the first sentence is really
066the goal and maybe we just need to make sure we're including all of those stakeholders because the thought exchange is a is a venue or an effort maybe we need a variety of venues or techniques or you know whatever tools but we don't really need to name all of these things it seems like we're almost trapping ourselves in and tripping up ourselves trying to find which way we're going to ask these questions i think what the committee from what i'm wrong really wanted was good communication between the board and all of the constituencies and ways of finding that uh i mean is that was that really the goal it was i also think that we were trying to find ways that we could assess whether we met the goal i see and so without having
067some actionable item it became um well some people think we communicated a lot with the public and others didn't but whereas i think that's where some of the specifics arose if we were just trying to be measurable well i think uh i mean i like i like community sponsored forums because i felt that in the past years the the instances where we we have participated in community sponsored packing conversations or forums were more effective than than board initiated copying conversations you know sitting in a cafe with three people three parents show up i don't think that's a very effective use of board time or having a table at the farmer's market and spending four hours there and having two people come up and talk to you that's not those are board initiated forums or opportunities
068and it's not it's it's not productive use of our time and we're also in a timely program so we can't set up ourselves to be in places that wouldn't be safe for us then or for so i think that that you know you know going back to conversations can be had in those meetings that dr catalina leads and people can put questions in i mean there are a variety of things and i understand that you want measurable actionable things and maybe right now the thought of the exchange is the best tool you have you know because it doesn't put anyone in any place and um you know for us to even say well each uh constituency we will target with some thought exchange that would be measurable i i'm just throwing it back because it
069seems we're getting hung up on all of this okay well i think in early 2019 we had a very successful event down at the mouth academy that was sponsored by the by the greerhof communities mr fern used to send out invitations to the community and those were people who responded i um you know we were really soliciting venues it wasn't you know they just got a proof of respect we were them 2019 in we also soliciting december of 2019 we had an event that was initiated by citizen action at the hodge community center it wasn't a result of an invitation that we sent out they requested a meeting and mr spicer and mrs lav and i attended that and there were probably 35 people there and i thought it was a very successful forum and
070it was community sponsored that's what i intended that's what i think of as a community-sponsored quorum so we were actually soliciting vendors then it wasn't well i think either way i mean when when a community organization undertakes to sponsor an event rather than just say you know come to quick check i think we did have some quick checker i think it's more i think it's more effective and although there were some times when we had when we had church-oriented church church locations where we didn't have anyone show probably up think this particular step into the past too so this isn't unprecedented um this particular goal needs a little more thought and work so we can you know approve the goals that we have agreed upon and work on on this one maybe until the next
071meeting um we're already late getting started goals so i don't think another two weeks is to make a tremendous amount of difference but i think it's important to get this right well i you know i i i last year we didn't we didn't approve our goals last year until november 18th so we're not we're not necessarily late um but uh we can do that or but we do have a suggestion on the floor that that's what i thought was made about um yeah so let's call that process out i mean we'll we'll vote on that amendment so can i just have to part-time questions so what you were just talking about being like two separate things so one is a conversation that you traditionally had where we went and asked you know can we come
072to you and come to your venue and the other is what you described as a community sponsor forum where we can invite it correct right and then now we have a kind of a third which is like a thought exchange for lack of a better word because that's what we want but it's also a thing right right so um is that right we're looking at three separate kind of dementors of community outreach yeah i mean i guess conduct well-publicized forums i mean that would be our copying conversation and then and then the last one is the aim to offer public sponsored forms that aim to engage in community because we're not offering them people are asking us to come okay so who seconded your amendment by having something to draw people in instead of just
073having open you can walk in and say whatever you want because that's not what what we were looking for we were looking for you know are we doing this right you know are things are what what what needs to be addressed for our kids you know so it was the themes was a very important part of that [Music] convenient way has to say and that's the part of life is that one way or another we have to let the community know that we are willing to listen and that's our job listen to the community listen to always order to make us take over poor we have to listen and that's what i believe so how we do is sometimes it's rather you have to put it out we are here to listen to you well
074if we conduct it i mean we can we can state what the theme is if it's a community-sponsored event they can state what the team is if it's a spot exchange we can set the parameter for it can i just ask you to repeat the change that you're making here okay so i'm going to want me to read the whole thing no just the last sentence it's the last sentence okay so the last sentence aim to engage one public community sponsored forums and two thought exchange opportunities for staff at each the elementary middle and high school level okay so herbert's called the question on that amendment so we could do a welcome okay yeah dr collins yes i'm sorry yes dr jacob jordan yes loud yes this year one is in previous goals was adopted
075so now we have an amended goal um do we need to read it again or call the question on the amended day well there's so let's vote on let's vote on the amended goal um yeah so just taking up the numbers the next thing okay any objection for them [Music] of roll call all in favor say aye aye opposed name okay we have five polls and we only have consent agenda to go right next item on the agenda is consent are there any votes or any resolutions that any board member would like to have pulled from the consent agenda twice p35 is a long one okay volunteer people okay any other resolutions to pull okay have a motion on consent agenda unless resolution p37 movement seconded just any questions about any resolution this is our
076modified consent generally practice all in favor please say aye aye opposed nay now it's the adopted we have resolution p 37 to consider would you like to move that mr jordan ii is there a second this is shear okay discussion on t-37 mr stewart thank you um first of all i want to thank all the volunteers throughout the district that put in their time for the betterment of our programs and to our students my concern is that we have started um a lot of our our faculty and staff have been vaccinated and if not they are tested regularly and they are mandated either that's their role and responsibility and we did have some you know discussions but informal discussions about the um whether or not it is safe to let anybody come into the building
077without knowing their vaccinations better and work closely with our students so i guess i just want to know what the consensus of the board is regarding that and if we should think about what our may be referring as policy or what we're going to do about it i don't think we can turn it around immediately uh but i do think with looking at even semesters if we have this open door policy for the first semester i just wonder what the um whether that's really fulfilling our obligation to make sure we're maintaining the highest health and safety status that we can so i i'm just not totally comfortable with just having a part going to where people can just come in not knowing that because we're still in a crisis so i just think we need
078to discuss it it's nice to um the volunteers but you're sure yeah i think you know this is jordan um we have an obligation and it is within our program to make that a requirement for volunteers and i don't think it's unreasonable and you know requiring them just keeping track of your testing and vaccinations and i appreciate the hours that we put in it's wonderful and volunteers we already have a requirement that anybody in the school building not eating be wearing a mask is that right and so that can continue to be enforced what i would suggest is that we approve these volunteers and we assign to the policy committee for their next meeting on november 5th to consider a policy to present to the board in december or late i mean we have two
079meetings one in the second meeting in november and the second meeting and another meeting in december we could we could have a policy and adopt it by by january 1st um for your concerns which i which i share i would support that as well thank you for bringing that up okay so we can vote on this and i think that's just a uh a an assignment to the policy committee to work on that policy and present it to us by by the second meeting or the december board meeting or for adoption thank you is that okay with you dr pauline yes okay so all foreign we don't have any donations or business uh new business there's one item of new business that i'd like to bring up uh mr spicer presented to us uh recently
080uh on a dei inventory of staff which require would require work by the by the administration in order to provide the data that type of request for information requires board approval so i would move that we authorize the administration to provide that information as requested by mr spicer moved in second in further discussion governor copeland can you so i so i i looked at it and i think that's a really important work and i'm confused a little bit about how it interacts with and overlaps with what mrs armstrong is doing well okay so to begin this kansas city school district diversity inventory lists every employment we all know this too but you got this in your in your library list every employment opportunity out different office from groundskeep and asks what is that percentage of
081people in those positions who are people of color how many of those physicians have never had a person of color i asked us to adopt a school because i believe our efforts at diversity and inclusion hiring are vigorous and achievable but the best way and this gives to your question the best way to know where you are going is first to know where you are this tool will tell us our areas of diversity employment that need the most attention for example our inventory results could show us 15 of our elementary teachers are people of color but we may have never had a latino black or asian science art or math teacher at the kingston high school that gives us a clue as to where our recruitment energies are needed lastly the kingston city school district
082already has a diversity hiring history and legacy this tool will help the board the administration to know exactly what it is and it would also support our efforts in meeting our equity uh board goals so um basically the answer to the question is all of this data and this thing it's a lot of data but it becomes one data point will help our whole diversity program to really be focused on on what we need now if we're talking about uh if we're talking about we for example just for example i don't know if we've never had an earth science teacher a person of color earth science teacher at the high school it may take us and in early discussion we were talking about how difficult teaching positions not to feel right now it may take
083us years to fill that position but unless we know we've never had this person of color in certain positions we don't know to start early to focus all that energy behind that so if we for example if we have a retirement coming up in a physics teaching and we know that your time is coming up maybe three or four years from now that gives us time to attend parties um recruiting opportunities to find a person of color but we only know that we need this particular person or a person of color to fill any of these positions and that will help to solve the problem mr armstrong's already doing some of this yeah i would imagine she is me with her frequently met her last week and she's already created part not not as in-depth
084as some of the things that mr spicer was saying but she already has a really good handle on every one of our positions from top to bottom currently where we are um and what our what our staff looks like in these positions so and she may have some holes here and there to plug in it but she she's got a spreadsheet that's what's kind of the first thing she started working on for the same reason that mr spicer is asking for so she so i see this you know having this information available to the board is obviously important and i think that'll be part of what what angela's role in that department's role will be overall so um i think more when i saw what this response was this is a this is a report
085that's really come out of the department of equity and so you know we'll extrapolate exactly what business questions i think one of the boards do that's what that's what angela is on like dual efforts and i wasn't quite sure how they intercepted and i wasn't sure how we would use it separate from the way that ends up it's not because i'm gonna make an appointment with armstrong i think it's a positive message that the board is asking for this information it's too consistent with what we're looking for and it shows the importance that the board is putting on this on the system this is it seems complementary to me rather than you know propositional i think that no i don't mean opposite enough that was a bad word or even at cost purposes but i
086don't know i think it's really complimentary and i agree that it would send a message from us that this is important to us because we keep saying it's important and we keep saying data is important to us and i think it would be do nothing but help both of us both you know that department and mrs armstrong and the board and i think it's really important to recognize at least what you just said miss jordan but you know i always say that you need to tell what people what people are but they spend money on kind of creating a position while you'll see around the state many districts are creating directors of equity inclusion you don't see anything creating directors of retention recruitment and you know equity so we've created a whole nother position solely
087to focus on this i think this board is how we decided to allocate our funding what is important to us and these displaced questions in the board's questions now whatever we'll get those answers for you but we'll also you can expect to hear a lot more about that from our from the depart from ms armstrong really as we move forward in this process i was i was more concerned that it was executive and a little bit concerned that you feel that we were stepping on our toes however i think that your point about um kind of board priorities and i think that is important and i hear that i think that's that's a big point and so um if we can think about it as something that's in tandem happening and then we'll just drive
088her to you know we'll get to see it too okay i think she'll be pleased that the board wants to see i just didn't want her i understand my feeling about it is the same as all of this data basically sharpens the pencil of the person coming in to fill that coming into the next slot gives you something to look at you know and also if opportunities arise for example um i know we have um bilingual councils and such but if there are certain positions where there's no um bi-label there's no person of color or bilingual person who's never been it a more racist conversation that is not what you're talking about as she said we're gonna find a place's teacher choosing someone which means i will advertise that need the teacher then you must
089be black so no whites need to play you know asian we still play no priest do not apply i mean that's what you say you have to get a certain person and you describe them black if that means he's becoming racist because he demands the most of his life i don't understand i have said i hope to hire the best educators around doesn't matter when he's black for his money it's white he doesn't like his nation it doesn't matter he's great but he's going to pick up the best teachers now that's what you want then i'll give you a personal experience we were hiring a first grade teacher at my last elementary school we had outstanding candidates that applied including one candidate who was a student teacher in our school and the other and another
090candidate was also a student teacher we had one candidate who was african-american women she also spoke spanish both candidates were outstanding the extra um talents that the person of color brought to the position made her a better choice at the time so we're not looking for a black or a19 or anybody to build the sponges of color you want the best you want the most qualified and if the person happens to be a person of color that adds to our mosaic that's all you're saying you want the best first of course we are so we're not going to establish we are not establishing quotas or and we are not establishing disqualifications on on on basis of personal characteristics that's not even what this inventory does if we're still talking about that that's not even close
091to what this does it basically tells us where we are well right but but when you suggested that that we have a we have a position coming up in two years we it's i mean every position that's open is an opportunity to hire a person of color or ethnicity or orientation right i mean that's the first thing you look for is and that's mrs armstrong's charter and job description to to make sure that we are getting um a poor candidate that's excellent in in qualification um without regards to how anyone might describe them okay so uh the question is on the floor to authorize this um survey or this collection effort all in favor please say opposed name unanimously adopted there's no time limit on this uh dr paulino and the administration will try to
092do it uh it's in their interest to do it as quickly as possible and get back to it um any other new business do you remember comment uh victorian sunday at 12 30 at deep stadium there's a fanfare uh fall fanfare fans will be here performing don't miss it um 12 30 because they're early days but um it means so much to these kids i mean because it's finally something normal for them and it'll be a great a great day it took an hour to get from one to five it's sped up a little bit but 17 resolutions were adopted and i will not go into a report on them because the on board that's coming up will have a full report and you can also go to the website and they have a full
093report there as well but i did the only thing that i spoke to were were um they were discussing what our ulster rose had put forward in terms of asking them to speak out inoculation for adults that children are expected to get as well there was some debate about that whether um and not just we're not talking about the culver vaccine but we're talking about all vaccinations and there was some disagreement about that i did speak in support of that and it was interesting in the resolutions that were not recommended by the committee the kinds of things that came up in the discussion of those things some of it was troubling because it was very political and i was disappointed to see how political it was but for the most part i was i was
094happy to see that they voted down the idea that war justices would be paid i think that's a bad idea and but there was a lot of support for that unless it's a million dollars but it was interesting it was a long night but i think at the end of the evening 240 people were still logged on so i was really impressed by the commitment of all the delegates throughout the state to stay with us some people were out on those randoms which i'm sure but um it was a long night and i have to give jayla rewards kudos he was he is so tactful and he was he kept everything going as well as he could um but i thought he did a wonderful job facilitating thank you mr michael i heard some good
095news today which i'm sure hello dr p i attended the ordinance and the public wonders committee meeting today and i was really glad to hear from mr silverstein that he was awarded a grant from the usda for front to table uh you know for educational degrees and also for you know after school activity you know gardening and all that so so we're using this funding to work on school gardens possibly school greenhouses and educational programming for all of our schools to have around the school garden classroom kind of thing so richard silverstein and dave dunn um working together toward getting this coming greenhouse over some of the bare spots on i just wanted to say i was sitting in the crowd during homecoming and i i really do want to take the opportunity to say
096how wonderful our children were full of full of spirit and and racing around and enjoying the events and the evening and hope coming was warm and wonderful it and uh principals security team and they did a great job and i saw the security team constantly moving up and down the stairs of the of the stadium in case any small thing any small arguments and when i was living i thought i was never going to get past the line of kvt kpd vehicles i didn't know they had that man anyway it was it was a nice event uh any other board comments i'll entertain a motion to adjourn thank you very much the next board meeting is on november 3rd i'm sure it will be the same format i certainly hope it is
