001you're alive okay here foundation foreign okay um so i'm supposed to read this line public expression meetings is probably going to take three minutes to do that but we do have it too many times okay so i won't repeat it um good evening my name is anne mcgrew and i'm addressing the board tonight to express my profound disappointments in the failure of this school district to maintain transparency and open communication i have three children in this district and up until this year my experiences with my children's schools have been wonderful building level leadership and staff have been responsive communicative willing to engage in productive dialogue and everyone seems genuinely willing to operate with a sense of mutual respect unfortunately the thing cannot be said for what i've experienced at the district level and upper administration

002which is not only frustrating but disheartening on august 23rd i initiated communication with the district regarding concerns i had about my children's transportation in the ensuing 40 days since that initial contact i have been forced to leave countless voicemail messages and send emails to the district office i did not think i did this because i was being overly persistent nor because i particularly enjoy spending my days sending communications to school officials instead i felt forced into that position because of the vocally inadequate response or rather the non-response that i received from research administrators on september 8th i did receive an email response from mr shaughnessy which i was grateful for who was gracious enough to use his personal time to drive out and evaluate my concerns commenting that he would pass along his agreement of

003my assessment and still after that not a single phone call of mine was ever returned and the emails i sent requesting to speak with someone about what should have been a minor issue have resulted in nothing more than what i can only describe as being given the run around things escalated to the point where i felt that the only way i could be heard was by visiting the district offices in person and even then i was turned away twice the second time being told that someone from transportation would speak with me asked me to wait 20 minutes and then without actually speaking to me i was told to leave and call yet another phone number and set to pursue another dead end to see that i have felt insulted would be an understatement if he

004would ask me back in august i would have found it inconceivable that a concerned parent in the school community would be met with this level of avoidance inaction and disrespect in many ways it feels as if effort has been going into being unresponsive to my concerns rather than accepting those concerns you've reached your time limit thank you okay um superintendent mr doctor california who is here to talk to the board about the um capital project uh um a member of the board of important okay thank you [Laughter] [Music] okay great thank you thank you so much for taking the time out to meet with us uh tonight uh do you want to thank mr barrel uh who represents kingston on the bell stabosi board last night the old supposed board passed a movement uh our

005movement towards a capital improvement project which i'm going to talk a little bit about the other uh the other slideshow yes okay first i wanted to start off with you know any student that comes to ulster boces it's not our students they're your students our facilities our buildings are your buildings and so my title my quick presentation is i'll look back and look stop forward there we go okay just a quick history of ulster boces present facilities or the facilities that we're talking about the last time they did a capital improvement project was in 1989 and at that time also boces purchased the property that currently houses the cte center uh prior to that that property had been leased for 10 years starting in it was a 10 year lease with an option to buy

0062.5 million an option to buy that facility after which if bosey didn't execute the option to buy they would revert back to the original owner who would then uh have the facility ready to uh they called boces would have to vacate that facility but back in 1989 foster's made the decision to purchase that they made the decision to also expand the facility or build a new facility for our special education program prior to 1989 special education program was housed in a i guess a vacated grand union uh that was north of the fort euing campus uh from the newspaper articles that i read uh there were deplorable conditions in that facility and so at that point the boces board decided to also ask the community to appropriate 7.8 million dollars to build uh the new

007special ed facilities uh also they asked for 2.9 million dollars to upgrade the infrastructure at the cpe building the cte building prior to us being uh the tenant was a shirt factory and so that they needed some renovations there and they asked for just shy of two million dollars to build the administrative offices on the new falls campus and uh and a storage garage on the new falls campus that project total cost was 15.2 million dollars it passed a community vote counting white votes by a two to one margin but that was the last capital project that's been done by ulster boces uh major capital project that required outside uh critical uh you know so it's almost 31 years where any major improvements have taken place 15.2 million dollars in 1989 adjusted to inflation for

00833.6 million dollars today this is a complicated project because it involves the career technical education center different than a project in a component district where if you're going to close down a hallway or a wing of a building you have the action of relocating those classrooms to other sections of your building or other sections of your district if i close down auto shop i don't have another auto shop that i can put kids in to continue their education if i close down our culinary lab or cosmetology lab or any of our facilities so therefore it's going to take a longer period of time for us to complete the project and it has to be done at a time when students most of the construction and renovation has to be done at a time when students

009are not present therefore the life of the project we believe it will take up to four years to complete the total project which is a majority of it is hvac electrical and a variety of other site improvements windows flashings things like that all renovation that hasn't been done upgrades that haven't been done in over 30 years the expense estimated timeline as you can see last night the board the boces board approved the inter-municipal agreement and over the next two months my team and i will travel out to all eight component districts to do this presentation specified or specifically for each of the districts uh we'll i'll talk about a little bit about the background to the project and then our financial advisors will talk about the financial implications for each of the districts and we'd

010ask that sometime between now the presentation and mid-december each of the component districts uh approved the inter-municipal agreement uh and if the all eight of the districts uh would ask that they have to approve it if they if they don't we would be forced to do a county-wide vote um after assuming that we get the approval of eight districts then we would begin the construction of detailed plans our architects and engineers were doing detailed plans for all phases of the construction we are estimating that that could take upwards of the year it could take 10 months it's a very complicated project and so we've basically taken a worst case scenario this january 1 to december 2022 plan completion right now it takes anywhere between 10 and 12 months to get sed to approve plans once

011they're submitted so we'll let january to october 2023 for sed approval and then if we get approval in october by october we would go out to bid on the various component parts of the plan advertised and awarded in the construction would actually start in july 2024 four years of the project uh the project would be completed in june of 2028. that presents some complications uh as you start to look at the project uh over 54 of the project report i just saw a 21 million dollars would be at the cte center uh 28 for about 11 million dollars would be at the special ed center and 19 or about 7.3 million would be at the new falls campus the project spoke spoken what's involved hvmc replacement ceiling lighting fire alarm system all of our fire

012alarm systems need to be upgraded envelope repairs basically windows doors spatial reconfiguration particularly as we change and upgrade our programs at cte system spatial reconfiguration particularly at cte gathering repairs and upgrades and general site work at the new pass campus it's very similar lighting upgrades smart alarms bathrooms and so on as you can see here about 60 of the cost involves hvac electrical fire alarms finishes and site work but also on the far side you can see 34 of the cost deals with total fees for architects engineers construction managers total construction of escalating costs and inflation because we want to plan for purchasing materials paying for labor in the 24 to 28 2024 to 2028 we have to build an escalation cost and therefore we've estimated uh inflation costs and things like that if they

013come in lower there'll be less money that'll be needed but we'll know that as we go along but we have to build it into the initial budget and that's what we did just so that you get a sense of how many kids in ulster county go to cce and basically tasting has about a third of our cte population in any given year uh over the last 10 years the lowest percentage of juniors and seniors in the county was 23 and we typically hover between 27 and 28 of the counties juniors and seniors going through our cte program when i talk to my colleagues from around the state that's either the highest or the second highest in all 37 votes percentage of juniors and seniors who attend ct again our students are your students why now

014more simple has been over over almost 30 years considering major infrastructure upgrades have taken place at cte crtl for un the special ed campus in the new falls campus and each year we put band-aids on problems you know and you know eventually band-aids become inefficient and ineffective we just had to replace a chiller motor on a killer system that's over 30 years old there's only two replacement motors anywhere for that particular chiller anywhere in the country okay and they were used so we had to purchase a used chiller motor at the cost of forty five thousand dollars and that's one of our two chillers the other chiller is still working on its original motor uh that forty five thousand dollars is is a band-aid that's inefficient and ineffective today's capital dollars felt spent on boces

015capital projects three years ago or four years ago if bosey did a capital project it counted against the local district's tax cut it no longer does a legislation was passed a couple of years ago that now exempts any any spending that a boat that a component district does on a boces capital project is exempt from the tax cap calculation uh so that's why why now again our students are your students and our buildings are your buildings our time is now thank you uh it's my pleasure right now to introduce mr jason schwartz and the bernard donegan group who will review the estimated economic impact of the capital project on your budget thanks so much for your attention thank you dr clark good evening everybody um as dr corey mentioned my name is jason schwartz i'm

016with bernard donegan incorporated we're a financial advisor working with the boces on the project um so dr koi did a good job kind of going through you know what is involved in the project so that naturally kind of a next question you might have is you know how do we pay for the 39 million what does that mean for you at kingston so that's what we're going to run through tonight is a brief report we've done kind of a whole report for the boces and we've taken out just your piece to run through tonight so on the cover page there you can see we're talking about a 39 million dollar project overall but for kingston school district city school district that would equate to about 11.8 million is your share of that that we're going

017to talk about tonight we'll get into how that gets calculated what your share is so um uh basically what we're gonna do is we'll go through with the skype there's a couple kind of known pieces of information about the project that are right in the ima that was approved last night by the boces board and then will be rolled out to all the component districts and then there's a few illustrative examples we'll have at the end as to you know some options you might have as a local school district for how you might want to try to repay this um you know you could have any number of options but we'll just kind of give you a few things to you know illustrate potential impacts tonight so to start with how do we break down

018the 39 million amongst the eight components so basically what we do is we take the awata the resident weighted average daily attendance for each of the components from 2021 which is the most recent published information and we uh basically come up with a percentage or a program out of share uh for what each you know for the size of each component district is a part of the overall uh entire boces so you see we boxed in on the top there that your school district is about thirty percent of the entire uh boces so that is how we allocate that share to 39 million so that's where that 11.8 million dollars comes from that kingston city school district will be responsible for paying if this project were to move forward so then how do we pay

019that back what does that look like in terms of timing we've worked with the boces as well as their architect to come up with estimated cash flow based on the projected project schedule so that's what you see on this next slide is how do we end up paying that back if you look across the bottom there there's totals so that's basically dictated by what the architect anticipates needing cash flow wise to go through the project schedule so about three million the first year seven and a half the next year so on and so forth and again just like on the overall project cost that gets broken down on a pro rated share for each district so boxed in across the top there you can see kingston city school district's shares of each payment and those

020will be made july 15th of each year over a five-year period starting with july 15th of 22. so your first payment would be in the 22-23 school year for about 911 000 and so on and so forth over the next five years any questions on that piece to start that's kind of the known facts right now as they're laid out in the ima okay so then um in the backpack of the report what we have is a few options for you for how you might consider making these payments right so there's a couple different things we can do we borrow can them over you know a term up to 30 years we can pay cash we can roll notes so we'll kind of go through what that looks like so to start just kind of

021as a visual illustration then we'll get into the actual maturity schedules one option might be if you wanted to you know bond this over a length of time we've used 20 years as a just a benchmark to use for tonight so what we're showing here all those pink boxes would be uh short term financing or what we would call bond anticipation notes so you'd roll those for a few years to get through each of those initial payments and then once you've made all your payments to the boces you can lock that into a long-term bond and to kind of minimize the annual impact of what it would do to your budget so that that is one example just to kind of illustrate it another option would be if you don't want to have long term

022financing but you don't have the cash flow to necessarily make the payments right at the start of the year until you've collected your tax money gotten your boces aid back all those things that come in throughout the year as you put royal notes and just pay them off at the end of each year so basically take out notes so that you have an inflow of cash to make that payment on july 15th and then as you collect your money throughout the year from your various sources if you had enough to pay off the notes then you can just pay those off so you incur minimal interest costs um you're not paying for long-term financing and interest costs associated with that and then a third option is you know if you have the funds available on

023hand just pay cash and don't borrow anything and you have no interest cost so that that would be an option as well that some components look at sometimes when we do these versus projects so that kind of gives you the visual layout but then just to run some sample maturity schedules for you like i said this first option we did a 20-year schedule you know really you you as a district can decide what's best for you that's the nice thing about the intermediary municipal agreement option is that you maintain local flexibility to determine your schedule um so this option is 20 years but you could do 10 you could do 30 whatever you want and unlike your local projects boces aid on their projects is paid based on debt service so if you shorten your

024schedule to 10 years the aid will come back over 10 if you go out to 30 the 8 will be over 30. unlike when you do a project locally you're typically going to see a 15 year payback no matter what you bond for uh depending on what exactly your scope is so that helps you know a little bit but just talking about the overall impact so on this page here you can see going across the page in the first column you have the payback of the principal over 20 years so down at the bottom account you see there's your 11.8 million that you're paying back uh column b is the interest expense one thing to note you know much like dr corey was talking about in the construction in terms of figuring out the overall

025project budget there's you know inflation in there for cost escalation because they're trying to project out five or six years we've used conservative interest rates in these schedules as well because you may not be bonding for four or five years so we're assuming a five percent bond for this um you know if you were issuing bonds today you're probably looking at you know maybe two percent or under uh for a bond so that you know that's one way that this could improve but we wanted to be conservative not knowing where the bond market will be four or five years from now so um so we have the interest expense coming back so right in the middle in column c you can see overall debt service on average is about 850 000 a year and then

026you get building aid back on that based on your water and the bond percentage of the project so we're projecting that would be about 190 000 a year so the overall component share after uh aid would be about 680 000 a year once you're fully ramped up into that so that would be you know in this example if you did a 20-year bond then you'd be paying about 680 000 a year as a district for your share of the project one thing to point out as you consider the different options in the bottom right hand corner of that column you can see your total share would be 13.2 million so that's obviously going to be a little higher in this option your your annual impact is lower as you stretch out a bond but your

027overall type is higher because you're paying interest costs and the second option where we just roll notes each year we still have some interest costs but it's obviously significantly less since we're not doing long term financing we're just paying on those notes which are traditionally a lower rate and a shorter term so in that option you can see now we're not going to have as much in that bottom right hand corner our component shares only 9.6 million so we you know significantly reduce that by not finding long term but you can see that overall impact for each individual year is much higher because you're paying it back quicker so obviously it's great if you can afford to do that save some money in the long run but it all just comes down to what you

028can fit into your annual budget and with the last option the cash again very similar to rolling bands the only real difference is that interest on the band so you're still having a very similar you know much higher impact those first couple years but overall a low lower local share in total when you consider all the factors so that's kind of you know it's a lot of information i went through quickly but just like i said it's really just trying to give you a kind of an idea of the magnitude of the project it illustrates the different options you have happy to answer any questions if you have any on those uh choices or what what you know what other options you might have a pretty basic question so all those component districts make their

029own decisions about how they structure their their chiefs it's not like we all have to agree on if you sign the ima then we proceed on that route yes so if all the components agree to sign the ima then everybody has the flexibility to make their own choice for what's best for their district are these numbers um actual costs are they aidable numbers so like if we have our 30 um portion of this project do those aidable dollars kick in to you or to us or how does that work you would receive the data dollars as part of your boces aid and then giving you and it is factored in here so it's um column d in each of these schedules or i guess count e on this one column d on the two borrowings

030show you the eight amount that would come back to offset so that on the bond schedule the 600 000 that we were talking about that's after eight is received so that will be left is your local share right so whenever you're paying a debt service in that year you get the aid back at the end of that year okay it would be at the rate of 61 percent money 61 and also we have to multiply by the bond percentage which is 35 so you multiply by voltage you take your debt service multiplied by the bond percentage and then by your individual components here so that that bond percentages across everybody that's the same for all eight components and then each component has their own individual or water ratio that you'll get the eight back on

031your piece so could you explain that again that's not clear to me it's not clear to me exactly what what ratio do we get reimburse that is it our our crisis aid ratio or is it our building aid ratio it's your boces aid ratio and then we also take into account the bond percentage or another way to say that is what percentage of the overall project cost we expect to be aidable okay um but it's not it's not the same as your as your capital project ratio which would be higher because you get the extra 10 percent on your own projects that you vote okay um because yes um if we bond does this go against our our our bond limit yes this would count in your dilemma if you were to bond it and

032also it would be possible to to mix these methods uh according to uh yeah there's there's any number of options you can do if you have the ima route it's it's entirely up to you you could pay you know cash for the first payment and then finance future ones you could do you know a shorter term bond you can go to bonds right away if you want to you know we wouldn't typically recommend that because then you have a bunch of money sitting in the bank probably not making a lot of interest you know but also incurring interest expense for you but you can do any number of options that you want to do it's entirely up to you how long you bought for if you do cash proportion borrowing proportion and then what is

033the scenario if if the um if the eight component districts aren't unanimous in approving the uh inter-municipal agreement so if everybody does not approve the ima because it has to be unanimous that all the components sign it if that were not the case then the boces would need to consider whether they want to pursue a boces-wide vote and if that were to pass the project could move forward but at that point the boces would have to issue a dazzy bond and it would be the same for all eight components you would not have any choice in what your payback schedule would be at that point and so even if one component district didn't approve the you know municipal agreement um then it would be the district-wide vote that that prevailed not what their vote is

034or not what the vote in their component district is right the vote would be boces-wide so it doesn't have to pass in each of the eight components individually it's the entire bow season aggregate uh what the vote was is would dictate whether the project could move forward and then we wouldn't have the flexibility of our own way of paying life's share but our share would be the same uh your share would actually likely be higher for a number of reasons um you know there could be increased costs from conducting that voter referendum uh happened that the boces would have to issue through ghazni which is typically a much uh more costly form of cost of issuance for debt uh there's a lot more that goes into a dazy issuance so you probably have higher cost

035of issuance um and you also would probably have a higher bonding rate through dazny since it's a revenue bond instead of your local district doing a general obligation bond uh it also you know could lead to some increased cost in that regard you know you do get aided on your interest expense but at that you know multiplied by the building age if it's not 100 so likely your share would be larger if you if the boces had to pursue a vote and the dazzling financing versus the ima out but our rate here would be the same if we have to go that route even though we didn't want to that would count against our boundaries i don't if if it goes to death you know i don't believe that would count against your debt limit

036because it's the boces issuing the bond not the district so i don't believe it would count against your debt limit but you would still have to pay it it would still you know counting your you know still going to your tax cut formula excludable cost but still to go in there and likely higher costs overall okay well i don't know foreign from them now uh also i just want to note that uh a couple things with corey said about a third of our of the students at the cte come from kingston that are whatever that is one this year is only 30 so we have a higher proportion of students going to cte uh county wide than than other districts okay i do want to point out and then i'm doing this mostly because i

037want dr corey to advocate for us in the commissioner and in albany that we are a small city school district the only small city school district in ulster county and our example is lower than all the other school districts in the state of new york so we have a lot of borrowing on our books right now we have other capital plans and then we look at closely which adds to our government now i'm not saying that against the boces plan i'm saying that against the debt limit on small city schools which is archaic old it's been sitting on the books forever it doesn't belong there anymore and we've been we've been lobbying to have it removed for well for 16 years it has not happened so i'm just saying that to ensure everyone hears that

038and again it's not required to advocate for it and then the other thing that dr corey said he mentioned that it being a four year project but actually the four years doesn't start for another it wouldn't start for two and a half years because of it's a time for right right you likely won't get any aid in the first year you can see right there we don't have the aid showing in the first united schedules because we don't anticipate having sed approval and contracts awarded against on the project numbers which is the first step we need before we can put any submissions in for aids so but we did you know factor that into the planning to try to minimize that first payment as much as we could so you really can kind of step

039into the impact and not have you know a large payment due when there's no aid coming back on it and you do still receive the eight on that payment it just gets rolled into that second year once we can actually claim those expenses can you kind of see it on the um on this page right here where the cash payments are that aid in that second year is higher than the following years even though the payment is lower because you're getting the eight for that first year is kind of deferred into that second year of considering the ima at any time between now and mid-december uh so i guess the earliest that we could do it would be in early november because it would have to go to our audit and finance committee first for

040a recommendation to the to the uh to the board and that would be the fourth tuesday in october so something else i would like to say is uh the city council last night approved for the improvements of the stadium so i didn't know that seven and a half keep them healthy and fit uh when fury is with the most israelites big corporation the company is coming you know looking for school you know [Music] so i know we have to educate our kids to try to keep them healthy and cheap but because it's very costly so letting tax money go away from the school district to fund buildings and businesses is not acceptable to me okay um any other questions just if we expect our kids to have state-of-the-art facilities here and our teachers have stated

041they are facilities there because they are our kids they are educating our kids so i just i feel very strongly that we have to support this okay because the facilities telegraph to the community and the students what we feel about education and i think all the students not just tacklers have a right to being educated in a safe and healthy environment there hasn't been a major renovation in 31 years and things have changed a lot in 31 years and the cte program is an important program important pathway for success for 33 of our students did you have a question i thought i saw a hand up hopefully all right okay well thank you very much for the presentation thank you thank you very much tonight now thank you very much for letting me present tonight

042um i'm going to start just go through some of the you know technical stuff before you get to the numbers um look at your audit report yeah unmodified opinion uh which means financial statements of district represented fairly in all material respects requirements to generally accept the accounting principles again no material weaknesses identified no significant deficiencies and no areas of not compliance um a couple these are a couple items um kind of talked about the last couple years uh one was this gadget 75. you kind of look at the financials now and you see like we have a large negative net position um a lot of that is due to that you have uh an open number which is retirees uh retirement or use health insurance and that's over 668 million dollars so every year i

043kind of just kind of say when you see that we're a negan deposition does that mean you're in a financial position but what it is they take all the liability out there and in all your assets and that's the district right now and that um like i said a couple years ago they came on and that number pretty much gets larger every year you're actually yours actually went down this year for you know it hasn't gone down in years but actually went down a little bit went down from 683 to 668 million but that number will always be there there's no offset against this yo you always have your negative net position this year is 450 million but you're following you know the proper reporting so so if you ever get a question and you

044look at page one are we trouble you're not um the other thing was uh there was another gadget this year which was 84. that you won't really see in here that was a lot of behind the scenes and that would have to do with producer activities and that was moving however payroll was it used to be transferred out to another fund and they kept track was kept tracked you know all the deductions everything were out of there that went back into the general fund and all the transactions so a lot of the district office did all that work your report you really won't see the difference um the only was like with student activities we have to show the ins and outs even though you get a separate part that would go on there um

045so like i said we did have too much drastic on you on your what you see but for the district office they had you know reworked wherever all the deductions came through when the account's over so there was some work for the district office um this is how you spend money this is how he came up that he actually earned his financial condition what we like to see is that that you have um set aside reserves and you have fund balance that you know can cover these things that come up and assume that they all said you had a bunch of things coming at one time and you know you're talking about you have to stay in him and how you got the posties um this is what kind of way you plan for this

046is why you you know with proper planning you're able to provide these things and i know like you all are saying like you want to you know you have high school you know you want to be able to provide whatever the best educational programs to your students and by doing being fiscally improving you are doing that by able to you know keep doing these different projects um like i said you have a bunch of reserves and you have um a solid four percent from balance um your cash position remains you know strong and as impossible it's over almost 59 million dollars so you're in great shape there you look at your asset to liability ratio and it's over two to one um and then like we look at the budget each year and you have

047a structurally sound budget and you have a lot of fluctuations you know usually like this past year your spending was down but usually you're in the same range you know your revenues you know you very conservative revenues and you're spending uh you keep it consistent you don't have the big fluctuations and then as we like to see and then like looking at your reserves like i said you have you know reserves for employees and teachers retirement contributions maybe capital reserve property loss liability unemployment tax reduction liability and tax then on top of that you have your four percent which is seven point eight eight million uh the one thing looking at your let's say all your reserves that you do have and you'll see that the increases from year to year and that's good you

048have excess money that you're putting into the you know proper places that could be used in the future and it sounds like the future is coming quicker so you're probably could be using some of these sooner than um you anticipated so look at that the only the one thing that we that could be something concerning you see what you've been putting forward towards taxes each year too we're working 2 million now you're performing so that pretty much you got to make that up every year so it makes it harder harder so you were able to handle it this year because like i said expenses were down and your earnings came over but you got to take that consideration you know keep going forward that you'll be able to keep that four million dollars um and

049probably not because like the these uh federal funding only lasts like two years at the most so that's something to take in consideration when you look for you know you're doing next year's you know budget um how you ended up there yet over 186 million dollars in revenues and 183 million expenditures over three almost 3.2 million in excess this year that was the one positive like with your revenue sources you ended up over 3.5 million over what was budget and a lot of it we had was state sources and miscellaneous miscellaneous is which you cannot consider every year because it's three kind of prior years um expenses for you know your refund from both seas and there's some other you know whatever things that don't get classified in there okay so this year you ended

050up like i said over that was that's excellent when you're able to come over um you know what you're budgeted looking on the expense side this is a lot why you're able to usually you're uh last year you're 99 you look at this year you're only at 96. so that was a big thing while you were able to put money in the reserves still have you know your 4 and increase what you put back towards taxes um and a lot of help with you know you had the federal funding this year you know the cares came through um yeah you know you also save the central service pretty much allow your major code central services structural special education people searched and transportation but now like you're back all in so that does change how much

051you're going to be spending so you know you might not see as much savings as you did in the past year um and like i said the other thing i consider is these federal funds that are there they're only you know one-time funding so you can't rely on that you have to make sure whatever you're spending it on the stuff that you're not gonna have to put into your budget in the future so you gotta make you know make sure when you're doing it maybe some things but you gotta make sure that you're not you know something that you have to keep paying for for the future not having years ago when we had the aero funds we had the job studios everybody hired all these people but they only lasted two to three years

052and then you had to figure out how to either get a lane off or you know you had to bump up your budget so that was you always gotta take that into consideration um looking at your lunch program uh you had a larger loss this year it was almost before the transfer was almost five hundred thousand dollars and you had to transfer uh six hundred thousand dollars and then you just think a couple years ago i would say you're one of the few that was actually paying indirect costs your score one program was paying the general fund covering all the utilities and you know maintenance and ls stuff how quick you know things switch you know you were making you know so much every year and now you need to have a transfer to cover

053you know cover this cost a lot of it was like you had no signal sales and you know you're you're getting reimbursed at a higher rate during provide you didn't have you didn't have kids in so you had that you know they were didn't work in sales that way so it cut down even though the expenses were down it didn't offset that so you had that you had to make up the make up the deficit um which you did um instead of like you know i had something that kind of like passed on you took care of it right away when you had you know other funds and you covered you know what the loss would be um and like i said i was still having an impact this year um but it might be

054better if you have all the kids you know in session um so it will have a you know better it won't be as bad but also an impact on it because cost costs are going up as you know obviously um one of the positive you have money in your debt service um and you actually started using it this year you did transfer money into your into your general fund to help pay for principal and interest um and then you're actually going to be using that um the money that you have in there to help with a bond issue that would be coming up you have a short term coming off and in the in a couple of november so you're gonna be able to use funds to help lower what you actually have to borrow

055which is so smart is that you're able to you know lower how much you're borrowing so you're saving the taxpayers uh money by you know by using the money that's in this uh in this fund so like i said it's already been used um you can see what goes in there is interesting transfer and then you have premiums and obligations so this is a great use of it to help you know help out balance out the budget um looking at direct direct activity extracurricular activity funds on this cash basis like i always said in the past your district does a great job of actually helping the central treasures which you're one of the few that actually help them throughout the year not like wait till they feel at the end of the year like oh

056geez where's our how the record's going um your district office does go there you know closing the fall and it helps them if they're especially got new advisors you know new central treasures they come in and help um you know make sure they're doing everything right and helping so you're being proactive happy for the end of the year to see you know what happened did you do a good job with that and just a couple of things you know we thought like the total thing would be you know it'll be you know part of the year and then actually you know sit through a whole year and we're already into the next year it's still going to have an influence on your budgeting coming up like i said you have federal funds which is great

057right now everybody you're doing the right thing you put money into the reserves you know you set up your help and reduce the debt that you have to borrow but you do have to think about that you said when you're thinking about planning is in the future um just make sure the synchronized is you know one-time funding you're not going to keep getting you won't be keeping so just like to thank the district office throughout the process it's as you can see the document just keeps getting longer and longer there's a lot of information here but they do a great job so what happens when you guys have to make these financial decisions like it's perfect that you're you're you know here's what we have to spend more money on you have you know good

058numbers to figure out what can we do you know you know do we have to borrow okay having that you know having that um there it's great that um having those good numbers is great to have and i just take the fake footboard the audit committee which i met you know i think this last week we went over a lot of this information you know over an hour and something a little bit more detail but you know where you are right now so you said your district's in good shape but you have a lot of stuff coming up into the future so luckily you've planned so that will help mitigate some of your questions so so we have a clean opinion on both our financial statements but also the the extra classroom activity fund which

059is not very which is unusual but that we don't have any comments on in terms of what other districts uh have and so um you know our our treasurer our business office does a really fun job in in all aspects of managing our money and the students money as well i would like to say about this new lunch program for the last 10 years but this year we had not been the right days and why because we provided freelancers to every student during the time the school were closed and all summer long i would just like to thank i have worked on our experience in the past and don't currently but i would like to thank our business owners they do a tremendous job um and they're they're very thorough always very cooperative and our

060superintendent every year working so diligently on the budget and making sure that we have enough in the funds to cover eventualities as you said more will come down to play so thank you any other comments thank you mr president we appreciate it three so as for um the goals i submitted to the board as well as the uh our art goals i just want to today to present out to the board where i am um and i wanted to just quickly go through on the on the art funding the two goals that are due in september are the who protects the board with a facilities plan to address hvac issues including installation of air conditioning and all constant reliable building and by september of 2021 the superfan will establish department diversity equity and inclusion as

061we the summer report which i did in september so this is a documentary this is a screenshot you've all seen before our slide you've all seen before and this is the workload going to with ksq and vbl around our hvac systems as well as our total five-year facilities planning so what you see there is our facilities planning looking at our air conditioning only so dealing with only hvac systems our final plan without that and then our five-year plan with that so from here this is going to go to our facilities committee for a conversation uh before we come back to the board with the facilities recommendation but right now um looking at dealing with all of the issues that have been identified within the five year plan as well as considering air conditioning in our

062buildings we're looking at again as you can see the bottom a big around big numbers for construction and those kind of things but uh 107 107.1 million dollars now again this will be presented to the facilities committee and they'll make a recommendation for how we would like to phase this in or what the approach would be to make this and also looking at um different aspects within these plans to decide if we were going to are we going with the air conditioning option are we going with everything in the five-year plan in some places are we looking at air conditioning only obviously that would not be a recommendation from our architectural engineers given the other work that needs to be done around that so we will again go on back to the facilities committee with

063this at the next meeting to start this discussion to come back to the board hopefully before the new year with a conversation about what we think is the most feasible way to approach the hvac problem but also do it in a smart way that's not just looking at hvac and all the other issues that were brought up in our five-year facilities plan that just presented to you back in the summer time by uh so can we go back to that one plant that one so if you if you take the air conditioning separately and the five-year plan without air conditioning that's like 133 million dollars i believe doing it together is 107 million dollars right so that's a 26 million dollar difference by combining the two yes yeah i mean the efficiencies are definitely there

064and that is hundreds of million dollars the big number for the efficiency they're there to do both of those projects at the same time to just put the air conditioning alone is you know is like back before you talked about putting the new chiller on an old system putting a new air conditioning system and an old wiring system an electrical system yes it's not it doesn't make sense so yeah there's there's definitely efficiencies in doing that but again i think it's a conversation with the facilities coming to talk about do we want to chunk this out into three or four different phases of this project do we want to try to go all in um this kind of work in all of our buildings is a long term is a long-term project that will be

065um if we've just come through a long-term project and applied to something very similar to that you're looking at a seven six seven year project to take care of all of these things and in 107.1 million our taxpayer local taxpayers estimated cost of that will be what well let's say so just for bullpark there's 42 million we have average around 62 you know building a it goes up and down a little bit every year and actually within and in terms of the air conditioning it doesn't include the air conditioning at the at the uh high school is that right does not include any air conditioning in the main building in high school all the other parts of kingston high school are air conditioning except for me and and we do have we do have uh

066unexpected well we're looking at a plan ksq and vbl are putting together something for a presentation on what it would cost it's going to be in excess of what we have remaining for sure and we have to remember that wasn't in the initial plan and there are portions of the main building even that are air conditioned we're talking specifically of classroom space in maine the rest of the complex that's a separate conversation with um bbl and ksq but it may be something that and they're working with with the facilities and we do you know put all that together with this as well but that is that is another consideration the other goal was by 2022 by september of 2021 we'll have a department of diversity equity and inclusion we hired our director of recruitment retention

067and diversity ms armstrong back in august of 21. our executive director of diversity equity inclusion the and we will be starting the interview process there i won't go through and read but i didn't just give you a kind of an excerpt from the job description in the posting yeah this is a this is a cabinet level position that we are looking to have a you know a huge impact on our district position not building specific and it will work hand in hand with our director for curricular attention and diversity not not as not as that person's supervisor but as a person's partner the last of the goals that were of the superintendent's goal for 2021 the superintendent will ensure the newly created values and belief statements from the kansas city students of king city school

068district are communicated for faculty staff students and community i gave you a just a the website where we have posted our belief system release what they are and if you turn around on the wall here behind dr jacobic you can see that has been updated here in our boardroom with our mission vision and our core beliefs every school building has those posters in their buildings right now we are just waiting on our spanish translations that will be that we put on side by side with our mission visions and core beliefs in every building considering lastly just two things i wanted to add we do have a goal that is due in december of 2022 which i'm very pleased to say we are going to have that goal achieved in november of 2021 as we set

069the goal to have swimming lessons for our students and our family and our families in the kansas city school district for next year uh thanks to mr silverstein and miss espando working together with heidi kirschner at the ymca we are going to be starting those new lessons in november of this year in partnership we'll be using both tools to do this to do the swim lessons using the ymca's curriculum in march when our pool is going to be slowing down for a little while we will then just be using the ymca so we're grateful for that partnership and we're excited to get this started early the last thing i want to mention is in conjunction with this presentation our original intent was to have a event at stadium we have postponed that event temporarily but

070i will be doing in place of that for at least this portion of the report i will be doing town hall on the 28th of october to go to these calls and thank you very much for the presentation and for the updates i just want the community to not be confused about the air conditioning discussion with ventilation because i know there have been people who raised concerns about ventilation and my understanding is that we are at or above code in our buildings and i just want you to we are we you know speaking about that one second but yes yes we are i mean obviously adding a whole new air conditioning system into our abilities is going to change and upgrade and not you know improve our ventilation systems throughout the district but yes what

071you're saying is correct and i did want to usually i give part of my report a little bit of a profit of the phobic 19 and reopening updates so i just didn't want to give a brief update on that and one of the things i really wanted to do is outline it and just discuss a little bit our multi-tiered prevention approach for our soviet 19 and the mitigation of protein 19. i think it's important to understand that now no one no one strategy is going to stop the spread of profit 19. so we use a multi-tiered approach to start mass students faculty and staff vendors parents and visitors are required to map wear masks in our school ventilation all of our building ventilation systems meet requirements for proper air exchange our filters are changed regularly

072now someone asked you have the filters that were recommended we don't because our systems do not fit those filters do not fit our systems so so to make up for that we are changing our filters more frequently than we used to in the past i don't think there are there are chains all our dampers are open beyond the regulation for air exchange and all of our ventilation units all our roof vents and our fans are open and working any classroom with an air conditioning system in it has had that air consistency has to have an exhaust that blows that exhausted air out not just recirculated which circulates the air in the buildings um any of the any spaces in appropriate ventilation we've put air purifiers in those classrooms proper cleaning and disinfection another another layer

073of our mitigation efforts distancing the newest things we're doing are testing testing beyond our staff three weeks ago so we're testing our staff our student testing will begin in two weeks we put out a questionnaire to parents and i encourage parents to please go on and answer that question here so far we have about 900 responses from parents about 407 407 have given us the okay to go ahead and test their students so we're hoping to get more people to respond and more people to allow us to test the other thing the other part of our prevention model right now is vaccination had a clinic last saturday unfortunately when 23 students came to get vaccinated we do not have a really good number um hands on how many of our students are vaccinated we learn

074mostly about when we go through process and we speak to a parent ask if they tell them their student has been quarantined and then they'll let us know that their student is fascinating to give us proof so we don't really have a good mechanism for getting that but we do know 23 students were vaccinated last week vaccination 89.3 percent of our teaching staff is vaccinated and the rest of our employees staff and employees 83 are vaccinated so again testing vaccinations are kind of a new layer in this mitigation effort proper hand washing and availability against the amount of tpe is provided in every building and our coping legislation article are hopefully for all our symptomatic individuals to keep them isolated from other students so as i said no one strategy is going to it's going

075to fix everything a student's mask is going to fall down it's going to happen a bus window is not going to be open it's going to happen that's why we have these layers so each one if one of them fails we have other things in place to hopefully pick up for where the other issues are important um obviously cafeterias are an issue yeah to feed students at kingston high school within that within the time period we haven't been the building that we have with the structure we have our valley middle school middle middle school cafeterias are an issue we have we're working with the principals to come up with new and different ideas all the time and how we can kind of change that that process or work better in the process students are wearing

076this when not eating but there is you know we're increasing the ventilation in those areas but we we do have student uh you know cafeteria problems plus is our problem we know that it's a trouble area we have a shortage of bus drivers we have more students on boston than we would like and while we work a lot with our contractors with making sure our contractors get on the bus in the morning and lower every window there is you there are i've seen it you've seen it i drive by our buses there are buses where the windows are left is that because the bus driver didn't put the window down is that because few students got on and put the window up it was a rainy cool day like yesterday any of those things can

077happen those are things that we can do continue to emphasize you know wearing your mask on the bus keeping those windows open working with our concept just making sure that those windows open um but then there are there are issues in those key places i can't you know i think we all know that but that being said using our multi-tiered approach right now in kansas city school district we have 13 active classes cases and students that's point two percent of our student population we have three active cases in adults our total cases to date students we've had 48 cases that's 0.7 so less than 1 of our student population staff we've had 20 confirmed cases it also counted there are 297 asset cases in the percent of the positive 3.6 percent so while we do

078have areas where we are concerned where we know there are challenges we feel that our that our approaches at this point are working this is a this is not you know this is a fluid situation coveted hasn't obeyed any of our rules for the last two and a half years that doesn't mean that what we're doing is what we're going to stay with we are going we're not going to adjust we're not going to look to improve we're not going to make things better and what's a 2.2 percent infection rate today in december with windows close and cold weather coming it may be a different story so we need to continue to continue to look at what we can do and what we can do better to prevent them but at this point here on

079october 6th our after september has been successful and we're pleased to see that there are some questions there were some questions um that i had a few conversations i had with some parents about the art money and the allocation of art money towards the program 19 convention and while we're still working and we have an october 31st deadline to submit our final financials for the art money i do want to let you know we spent over six million dollars in profit 19 prevention including 5.2 million dollars in the reduction in class size reduction so we could have proper distancing half a million dollars in pde on top of the 650 000 we spent last year 50 000 on air purifiers and we spent 450 000 on increasing school nurses new clerical staff and rn as

080our program 19 director and isolate isolation new workers so we we have been spending money on profit 19 efforts and prevention efforts inside our schools using the art funding we are updating our profit 19 website so right now karen is who siri is working on updating our burger knife website to make it a little more user-friendly and a little more descriptive like some of the questions that we've received so all the last four weeks interesting questions sometimes about things that we think we need to post them together to know what the talk is and which conversations are out there here we just what people will be doing now you understand that certain areas need to be more and more descriptive and that's what we're going to do last thing really hoping we can get to

081the state department of health and accounting for help to take a look at test this day which is a program where our students were providing the advantage where students who are symptomatic or tested immediately and allowed to stay in school not quarantined on a regular basis one positive case creates between two and ten proteins so a test to stay program would allow students to work quarantine possibly quarantine to be able to stay in the building so we're excited about that at that i know the new york state council school superintendents has been pushing this with the state and hopefully that you do that as our staff is becoming eligible for the booster now we don't have it right on site so are we are we giving them release time or anything so that we know

082encouraging them to go get the booster so right now we're waiting on more guidance from the department of health as far as the users are concerned one of the things for us to remember there is no um there is no booster that's been approved for moderna and i would say most if not all of our faculty's death who were vaccinated had the majority shot that we all went to at the um steel's house and they had the vaccination clinics so i'm i'm waiting for more they had a pfizer booster shot on saturday along with the student shots so they did administer some visors but most people who work at the kingston school district four vaccinated received a majority vaccination doctor um i i know that so much effort is going into public prevention and everything

083at the school level because everywhere else gyms are supposed to be very massive you're distanced and even if you were within an exposure with someone you you wouldn't fall through the warranty so those are our hotspots so then i've got two one in a few weeks ago when school was just opening we've talked about um having tents and such at each of the buildings that there could be outdoor classes and outdoor lunch in particular and i'm wondering how that's is schools are doing different a few different things to mitigate the large situation and to be able to keep um to put up a tent with side we have to contribute as a building process because i think i look forward that's the board livestream have been seriously building building cars we have to have doors

084we have electricity we have the fires of fire alarms exit signs doors and cabin cars no size to the housing school day into the cafeteria fed out to a tent right back in so getting through the line and outside wherever there's different logistic getting through issues buildings right yeah i can see that i mean i can i know having been in the middle of the club we go to the cafeteria but then you can go outside and eat and then just recess for something i don't know if they still divide their kids well that's the thing the quarantines we're not getting to answers but we're not seeing we're not seeing transmission in those areas i don't have that number can we look at schedule for the second semester and lengthen the number of lunch periods

085i mean and i know it'll be like in lunchtime no i mean i i mean like add lunch we only offer lunch what is it fourth business like when i was in high school you would go to lunch first period tonight well we started once and take these that's the first one you lived after 10 10 20. okay so when you're starting at 10 and we're ending at you know um so there's the if you add time anywhere in a you know in the secondary schedule that time's gotta come from something so where's that value coming from because i'm just going to compute the structure from the classroom i just mentioned like you change the schedule so that some kids have lunch third period so you say you have an extra it's going to cost

086us the expense of having those cafeteria workers an extra period but it gives us an extra period in that room that you can spread when it comes to winter i'm more concerned about cafeteria [Music] it also comes at the expense of opportunities for courses because when you can't only change the schedule we change how teams get scheduled and then students are going to miss out on the things that we won't be able to offer because we've changed the schedule and i know it's hard to explain who hasn't done a high school schedule but it's a you know it's a rubik's cube you move one thing you have the orange yes a couple things one thing about the tents i know that people tried the test last spring but they tend to blow down almost well

087we have several problems we only have one we only have one slow down 10. that was a crazy weather day but we did but you know we also had a lot of complaints from our parents about the text we had concerns of ticks because you but the other thing i want to mention is that most of the concerns are around the middle school and high schools and those kids are all eligible for vaccines which would mitigate quarantine through 12 students are eligible for the vaccination no five and six on the program but i'm just saying that i know i the tens eyes will flow down at least in one of the buildings but i think that because if you find an open area very often if you just have a bad weather day it's it's

088difficult but i also have that concern about ticks and poison ivy and all of those other things so it there's just no one perfect answer and i think that we have to encourage parents to dress their kids in layers so that we can keep windows open as much as possible throughout the winter you know i think everybody's got a layer up on the buses and in class so that the teachers aren't you know having kids uncomfortable so that they can wear what they need to wear here to to date our networks have been have been successful last spring when most of our students get back to our efforts was successful so now we added a couple of things this the testing and the student testing which is coming up the faculty staff testing and again

089the availability of the vaccine and continue to work with the department of health to have more clinics i know every district in the in the county is having vaccinations for students so um adding a few more you know weapons to our arsenal in this in this fight this year from last year so we're and again we're going to continue to add more as we move um thing that would be so helpful many many students and some of you probably have had calls from parents who they have allergies or they have a symbol or they have their sneezes and in the past you know even speaking with now we're sending them home and telling their parents yeah quarantine or get tested and it's it's frustrating it's a test this day kind of can keep there are

090school districts around the country who are using them there are state departments that help people approve them in new york state okay i'm just i'm concerned about the kids to get quarantined because their stuff explores well they're home i know we give them um hardware which is great um you know they don't have the same kind of teacher contact which is troublesome i think and now if they're going to be out for a full week i mean that's a big deal so um i hope that we can get the testing or if this is going to be a problem if this is going to go on it's going to get worse in december i mean i think that we can find a way to provide some instructions for those kids that's more than just to

091um what we're doing as far as using our remote options with our teachers and students we do end up volunteering and most of our quarantine situations are happening very well and five six right here right it's just advanced however yeah you still i typically if it continues to persist and certainly because it works it will rethink how we work with kids on the quarantine and it may not be that they can work with their teachers maybe they have to communicate with some people i know there's a lot of effort a lot of time a lot of money is being put into this and they can just continue to point out you know our investor rate is extremely low our student effective rate is extremely low our faculty factor is extremely low our destination is extremely

092hot so we're doing a lot of the things that we need to do to keep our students safe and keep our food open the contact sport teams uh using the place guards this year that they did last year i don't know i don't know for sure the football team isn't mostly speeding up right because i mean i know the cross is until but i don't know for sure but there should be i think i will say you know one of my concerns in the beginning was i mean we've had very few contractions from sports sports very few we have um i think three occasions situation with sports since we've started and we have close to a thousand students participating in sports we're running 29 teams right now the places you would expect to see the

093infections or not yes and now we have probably maybe a lengthy board of education report so the first uh committee on the agenda is teaching and learning that would be dr jacobo is meeting and also our september meeting on discussions about how we were going to know whether we're leaving those goals and what event is going to look like um so the first so in august we focus on the first half of the objectives plans and then our meeting on the 23rd of september we focused on some of those for the second part at addressing the names of english science learners students with disabilities economically disadvantaged students um of course there's a lot of overlap there between those groups and some of the more general academic issues so we ended up talking mostly about some

094accountability measures and then also about some supports and then we have pretty quick discussion about what our population is looking like so for um accountability measures we talked again about the star we talked about discussions that are included in the literacy programs that we're going to be using particularly at the elementary level um we talked about common assessments particularly at the upper version of the secondary level um we talked about a new influx of students that we're seeing new ell students we have 47 new ell students at khas two-thirds of whom are psych students and spike stands for and those are some pretty large gaps in our formal education um we have eight new gll students in the middle level and 15 at the elementary level um so it's a loss it's a new population

095there's a lot of students with some a lot of needs that we need to look to support and so we talk a lot about that at the elementary level we'll be focusing on phonics and commitment awareness a lot of interest in reading we're excited about the dual language program at texan and it's potential both for ell students and also for general education students there's a focus on strengthening our response to intervention adding some support in there for teachers and for students there'll be a speech improvement program which will support students who are not necessarily identified as in need of support through a formal process but who do you need additional and extra support and classrooms um and then we have some news and strengthened curriculum which they should just you know rattle off in their

096heads like all the different ones but um the foundations worked their way in and they also have some others that work with with at the middle level we're looking at the development of a newcomer program on conjunctions and support from the regional bilingual education resource network who's working pretty closely with us the creation of that program um to push in tomorrow also stand on those classes and the curriculum that's really here to support our pll students um we will continue with literacy class and math class giving teachers more time to work in those areas and extra support blocks for students with ieps and also new programs to target reading and literacy difficulties for students in the middle grades at the high school we have an academic intervention services for students in need of that level

097of support there's a another program for the llc called the bridges program and we are also focusing on our night school program specific ell support in addition to the task program which is being utilized for our dll psych students students who are older and who are not able to participate in regular classes during the day to kind of help them move closer to graduation requirements um we talked a lot about additional personnel that's been added that was a really big and fundamental part of the plans of art and princesa additional reading teachers additional bilingual bisingle language from speech pathologists additional bll teachers at the elementary middle and high school level two additional bilingual family workers bring our total to six and a bilingual guidance counselor at khs to serve pls exclusively so it's a really

098big focus this year on that particular population um we also talked about technology there's a hope this is one of those um goals the hope is to get to a one-to-one model where all students will have access to their own individual technology but first we need to address issues with functionality so access to higher speed internet in the curriculum more tech support of the district and we're looking to hire a new tech person here at the district level and then also we talked a lot about professional development and programming that has to go into how to use the technology well so that it actually becomes a function and a tool of custom instruction and not just something that you work with it really has to be integrated and integrated well between teaching science and curriculum

099um i have a list of dates which i will send to everyone for next meeting days and i'll send them to you also now so you can put them on the web our next meeting will be october 29th at 9 30. so with my subjects there are 47 known eml students at the high school being that they did not attend kingston city school district last year they were new to the district okay any other questions thank you doctor goblets uh facilities committee this is okay um the facilities committee met on september 15th the day after our live board meeting updates from the khs 2nd century buttoning up project included a projected date for finishing the tractor tile in khs lobby it's now finished just needs to be polished i was to see it on monday

100and it is beautiful the tiger is humongous um and it just needed to be polished um the twelve and whistle memorial garden shrubberies were being installed and they are now in dr pillino said a photo around last week hydra seeing the lawn outside of the salesman edition was discussed because the breasts didn't seem to be coming in well and it will be reviewed um concerns were conveyed regarding air conditioning for high school sectors not currently air conditioned both ks2 architects and bdl construction management firm are working on projected costs and we'll be reporting back to the district shortly some punch list items are still to be completed among these are shelving units for van storage which have been back ordered several times our purchasing agent was asked to look into alternate vendors and shelves will

101be installed as soon as they are received at miller window concerns are being addressed windows in the stairwells do not open but one of the architects commented that glazing is usually fixed or stationary for stairwell windows safety issue the latch issue is being addressed uh and it was characterized as simple effects it should be done shortly a reported segment canopy is actually sag and a lintel that is not attached to canopy and mr clapper will seek other options for canopy as it was omitted from the original drawings decoded glasses arrived and will be done by the end of this week that was the week of the meeting so by the 17th a question raised regarding whether the windows and associated projects that miller were paid for before the incident abatement was proposed the answer was

102yes and that's when the invasion begins and some ceiling files have already been replaced mr clapper gave a report regarding in district 4 completed over the summer blacktopping was done at gw and chambers actually gw blacktop was taken away but it was new area put in as well and gw will receive new basketball backboards door replacements were done at bailey crosby engraved furniture was brought back from storage at tech city to accommodate the return to in-person instruction for all and all of the cleaning waxing and preparation done by our district maintenance workers in preparation for every school year i'll list a subsequent list that mr clifford sat was was sent to the siri to be archived along with the building report and city building report like that and i can make it available for the

103board in the next attack if you like a discussion of alternate energy sources took place with questions regarding solar and heat bumps being raised roof arrays for solar are not always appropriate because of roof structure and age in addition the district has considered solar power but current regulations requiring 18-year payback our payback for an initial investment will require 22. that's as it stands right now ground heat pumps require digging lots of polls and again payback for initial investments in question but they will continue to look into it also raised was the issue of paint our one and only painter retired and there's too much work to be done for a solitary painter to complete what needs to be addressed even the full span of a career some rooms have been painted by other staff but

104this is clearly an issue that needs some additional thought because painting is bigger than every building finally the topic of celebrating the completion of the khs second century project in a time during which large gatherings are ill-advised was briefly discussed and a plan is being constructed i know dr carolina and the next meeting the facilities committee will be held on october 13th at 3 30 the venue to be announced and i'd like to add one thing the last meeting i invited you all to a tour of the high school however and reconsidering it was thoughtless of me to offer that since it is the virtual open house for the 4k yesterday evening so i told um mr dicicco that we wouldn't descend on him on mass tomorrow but we would like to reschedule it maybe

105in conjunction with the celebration the plaque for the completion of the edition is up uh if you haven't had an opportunity to see the memorial garden fertilistic in person please go the shrubberies in the front are lovely the the floor in the lobby is wonderful we're now planning the um rehanging the plaques in the in the lobby section with new dedicated corridors for certain things history military academics etc so tomorrow there is a team going to the high school for the regular building instruction i know mrs jordan is signed up i haven't received emails from anybody else if anybody else wants to sign up after class the schedule around please return it to me you can sign up for please don't try for the 13th because that's one i'll do in person here it's it's

106a very uh day um because i've scheduled meetings so we're doing squeezing it in between things so but any of the other days please do so we'll know what you expect if our team is complete when we meet in the lobby and that's all i have to report the employer yet so i will have to do that um so i i'll stop that at that orientation ran into a lot of teachers so i was getting a lot of feedback and a lot of issues that people were finding and some probably not related to a building project but some were and i and i told everyone to talk to mr mr second assuming that those issues then came to you and came to this well i i have to say that um uh so i spoke

107to dr know about this and the fact that he was going to be encouraged to actually report to mr disico and you're correct and and assuming that some of the issues have nothing to do with the building project they're just issues that come up and they're not associated with the capital project but uh the punch lists their you know they've got a pretty extensive punch list and they're addressing it so that's how that came from yeah and and some of the teachers haven't approached the building administration to find out exactly what had been reported or what was part of the project writer so i just think that there's there needs to be an understanding what the punch list is and what people want you know after a project the comments all i really wish we

108had said that we had we had you know stakeholder meetings we had input meetings we could scope with the scope you know the punch list there are some things that people are saying hey this was something on the project that was supposed to be done but there are other things that people think should have been done but they weren't in the scope and those aren't going to get done they weren't part of did you say they're planning that long after this they're doing a third time uh i don't know as it's been recently when they talked about it being done but no one could it's been replanted again yeah okay it's part of this and it hasn't replaced again um yesterday when i was there i wasn't particularly impressed with you know with the condition

109of the lawn um there was a question about whether or not the additional topsoil that's provided it's very patchy um i was there on monday so it is going to be reviewed to find out yesterday my mom said he wouldn't do it yeah it's very odd jordan did you have a question i thought i saw another hand up no okay um but you're next mrs jordan with the policies thank you um the policy committee met on friday october 1st at 10 and as always had a very interesting and lengthy and critical discussion you will see that you have a number of policies for your first reading school safety plans and teams 8130 8131 pandemic planning 5460 child abuse male treatment and neglect in the domestic setting and that's a new policy replacing 5460. we didn't

110get to our full agenda we did postpone a conversation where mrs sheer is going to help us try to organize things around building safety and building team issues to try to make it more more understandable and we'll decide that at our next meeting which will be on friday november 5th at 9 30 and i expect it will be in person and once again i just want to thank mr olsen for being the representative administrator and uh all the members that came any questions yeah it's going to be 9 30. yes so can you talk about that a little bit like what what effect if we have a threat i mean it could be about a larger step but it's really a group of people who work together they've gone through the training the third assessment

111training to we've got a student so for example since we had a student who we heard on social media said you know i'm gonna i'm gonna bring them to school we will engage our pre-assessment team to take a look and see okay is this really you know is this a legitimate threat they've been using it for a couple of years and it's just just now being put in policy okay so it looks like it's got a huge membership i mean there's a lot of people on these teams and it's a single level team i assume yes um and it meets regularly yes and they i think is it related to the red flag no it's not it's not really the written legislation uh yeah and they can they go through annual training as well we

112we may be making some shifts to that if there is a new um program through both these branches but yeah that's pretty much where those things are okay i think all those people have to be trained well not all the people in i don't think all the people who are are in every category but a representative experience themselves yeah we're supposed to really be training all of our of our people in those processes but the legal counsel i can't speak but i don't think we do that so we need to look at that was i think it's a proactive approach to not waiting for an event okay so my understanding is that's what the intention is that it's proactive group that would be in place so that if something before something terrible happens somebody would

113have a place to go to assess it because it can't just be based on somebody's um just one person saying well i heard this you know so if somebody hears it there's a place to go and then it would have a fuller but it's proactive in that they're not waiting for an event right i just i just had this comment when you said proactively no i don't think they're looking for problems i think it's just a resource where people can be trained and prepared to deal with those things that might be perceived as a threat and to determine what level it is or if there needs to be intervention what is okay um i don't think we can project um anything other than the desire to stay ahead of any threat just conjures up well

114actually that's required by law i think it is isn't it um okay any other questions the only other thing i want to say is if you if other things occur to you while you're reading it please email me and i'll make sure that you look at it again okay and have those answers for you before it goes so i appreciate it thank you okay and then we have um the audience finance committee accepted the treasuries and became some reports of mother organs and also the final reports from the month of walkers 2021 uh we have also had mr scott person the external argument that he made the presentation tonight but for us he gave us a draft copy and as you all understand i would like to say that this overall condition reserves and the

115fund balances remain strong and i would like to thank dr office for creating a well-planned and physically physically responsible budget and i would say not from this year but for the last 10 years so since i've been serving on the finance committee and the community should be glad and thankful for having such a great team except in the district mr awesome the supporters and the supporting staff and i would like to thank you personally for doing such a great job thanks again uh mr sean say i would like to move for boe 20 the audience reported by the voters are there any is there any discussion um hearing them all in favor please say we happy um nine o'clock in the morning uh we're planning for the impersonal meeting unless something changes by then yes

116i forgot to mention at the beginning of the meeting that uh october we have two birthdays on the board mr michael and uh this is cher so happy birthday thank you agenda new york state school association proposed resolutions for their business meeting so the business meeting is virtual uh october 18th monday october 18th at 4 pm um and uh do we have a volunteer to do it and there's no there is no in-person conference this year it was cancelled and actually i read that the reason it was cancelled because the new york times couldn't guarantee that it would be open it wasn't the it wasn't the uh it wasn't this with it said they weren't going um anyway it's at 4pm your volunteering it started at 12 last year and it ended at like 8.

117[Laughter] now what we normally do is go through the proposed resolutions uh but only uh and and discuss those that anyone has a different opinion than the nisbet board of directors so there are 25 resolutions 17 of them are actually 25 resolutions and one bylaw by law amendment 17 are recommended by the board of directors and eight are denied or recommended against adoption most of those are about health insurance that they felt should be dealt with there were a couple that i thought we should ask mr olsen about in terms of impacts with control things about controller and what affected the budget um they were i didn't know if that's good or not it seemed like they want to um change the statutory guidelines rather than subjective standards and preferences to have like the statutory

118guidelines where the control controllers i think they want more people a more robust trusty delegation there to here so i you know they were well they also don't want it to be so subjective the other thing that i think we would all agree is to abolish the same school level expenditure reporting because that's just just more burden on the district and they haven't gone any more transparency or less it's just like somebody thought of it you know what again this the state school level expended true remember all of a sudden we had to go by building by building expenditure reporting to make sure that equity and what resolution is that again so that is the recommendation school board uh resolved the new york state schools association to support the proposed new york health act and

119any legislation at the state or federal level that provides single-payer health care i'm not questioning why they why their opinion is against it i think it's there's lots of people that are working for the new york health act um and i don't see any reason why nisba would not support it why not yeah so but i would say that i would if i were i would recommend voting for it impacts a lot of things medicaid you know aid to disabled seniors and it's more likely that we would get it through new york state before we get it through the federal government did you want that for all of the medical ones or just for um well particularly number 20 21 is another one for child health plus is there anyone that you're concerned about supporting

120that they supported well you know if if with past if we had new york health act passed then 21 would be automatically every child zero to 21 would automatically be covered i don't know if there's any disagreement with that do we want to vote on it so um so on proposed resolution 20 um who would do what there's a second with myself and mr shear um so any further discussion on twitter writing in favor of resolution 20. would you want me to also vote yes for 21. lesson 21 yes so it's yes to everything one through seventeen okay so that covers the education section of the agenda next is the consent agenda are there any resolutions that a member would like to have pulled from the consensus gender what is the one of our pesticides

121what number is [Music] okay any others so can i have a resolution to pass the consent agenda less cs06 than boe 39. are there any questions about any resolutions okay hearing none all in favor please say aye aye so those are unanimously adopted uh can i have a motion to approve cs06 discussion well i just couldn't let this retirement and uh so i just want to take this opportunity to congratulate him but also to thank her for her assistance to me personally as a board member and i thank all the board members and for answering every question for such patients and every question same question again with such questions and just always dealing with us in such a respectful and uh i agree um i know that dr collins had a question about the pesticide

122that's going to be used is there any the research i did on it says that it's not uh it's not carcinogenic in any way it doesn't harm people or fish so i have no objection to it being used dr kovalis well um currently obviously we're not in baseball season or softball season and we don't have any outside organizations because sometimes we have full wall or something like that using those we have no outside regulations using those fields so that generally the after speaking to the company and uh generally 72 hours is really the waiting period so we decided to do it just in case you know over over um this coming weekend if we could but also with what the contractors are saying is once it drives it really is there's no that's what it's

123really the base problems but we won't have any we won't have anybody on this field no one would be using them the next birthday on that field would be one of our facilities probably to cut it one last time before um it's not like it's not like some of our fields like at miller where you have open soccer fields where people can just go and play soccer those fields are fenced over and i'm just curious is this expected to be a one time only thing or is it we're hoping every year we're hoping it's gonna be a one time only event well this is the first time we've never tried this before we've tried all of the other you know measures that were that were approved without board that don't need support approval really the

124same problem over and over again just go to our baseball game see how it feels yellow you know and it's just crabs dandelions and clover it's not very much regular black grass we it every year we aerate it we do all the things we need to do but it just we don't know it's all coming back same thing okay any other questions discussion all in favor of resolution ble 19 crucial opposed may unanimously adopted we have some donations and i'd like to ask um mr lam if he would do his donations today i'd love to email you about i could do it that i have them right in front of me so let me go so we have we have full donations um accept the donation for area alex in elementary school um the primary

127that's the end of the donation we have old business next item on the agenda uh mr schiff oh yeah the question about where we were with the board goals because we really should have done a month ago yes um we have a committee that was met twice and we had one more meeting that was rained out we were meeting in mrlans.gov and that was to be on monday and then we had a scheduling we had scheduling problems so we're scheduled to meet again next monday and we will have recommended goals to you for the october 20th meeting will we get them in the board library before the meeting so we can yes and we'll actually we can send them to you as soon as we before the board library thank you uh also uh there's
