um okay okay uh i'd like to call the public session to order at 7.05 uh with the clerk call the roll please he's not here here mr michael hello mr lam says he can't get on okay so the public we're having we're having a technical difficulty with one board member joining us if we don't resolve it we'll continue and let him come in later so well i think that we should continue with needing rise to the pledge for us i pledge allegiance to the flag in the united states so we are continuing under the executive order eliminating certain provisions of the open meeting law we had an executive session uh for the purpose of employment history a particular individual matters leading to the employment of victory under individuals and to seek legal advice there's no
no action coming out of executive session the first item on the agenda is the budget and election results i printed this out at three o'clock and i don't have the results [Music] do i need to read this p63 okay so uh a call for a motion to adopt resolution v63 board of education election and budget budget results so the election results were uh james shaughnessy 1966 michelle milgram 1150 matthew branford 1022 herbert lamb 1780 robin jacobowicz 2239 um james shaun is the herbert lamb and robin jacobo it's an elected the budget result um votes in favor of proposition 1 was 2185 against proposition 1 was 670. uh is there any discussion the resolution has been moved and seconded uh dr jacobowitz um i would just like to thank the community for coming out and voting
and i'd like to thank our community in particular for supporting the budget yes thank you any other comments so i don't know what exactly the uh the ratio of votes in favor of the proposition is well over 70 percent i believe is that right i didn't do the calculation i think it's maybe the highest it's ever been 77 77 of voters approved the budget so thank you all it allows us to continue without an interruption um okay do we need to work out through this let's just touch a little bit i'll just talk about shelf hands or a's asian a's all in favor of the of b63 please say i opposed name unanimously adopted thank you approval minutes of the may 5th meeting and i have a motion to accept those notes any corruptions or
additions to the minutes all in favor accepting the minutes please say aye aye opposed name extensions anonymously adopted um public participation do we have any public participation no one submitted public participation so now we will go forward to the superintendent's report dr palino thank you a few things on the superintendent's term reveal the funding part of the really going to spend the majority of time talking about uh the new federal funding but just to go over some quick things fourth four things uh some data around attendance our attendance remains pretty much the same about 94 to 96 percent of our elementaries 78 to 80 in our secondaries uh just a quick review of um some of the things that are going on covid wise in the district i'm very pleased to say we currently have
zero positive in-person student cases and we have zero positive adults in the school district so um that's really uh it's been a long time since i've been able to report that to the board we do have one positive student it's a remote student so like in-person students we have no positives which means also the long conversation we had about quarantining last time it's not a conversation that happens we are in that situation now we have all these people who are not positive so we're very lucky and pleased with the progress um vaccinations as you all probably know vaccinations have now been approved for 12 and up we will be holding a vaccination pod which is a point of delivery for the pfizer vaccine at the bailly school friday from four to six and we can
go past six if the demand is there right now we don't have the demand so i'm going to for people watching please if you have a student who is between 12 and 18 and would like to get them vaccinated valley school between four and six we did send out an appointment link earlier today so we've only received just a few of a few appointments so far this is just a little reminder if people want to do that and there also be uh another clinic for 12 and up at the best buy on saturday so we're but we're trying to get pretty closer to our our students for having a family the the daily at friday afternoon uh that is for students only students are okay um so we are a few weeks ago i talked
to you about the testing about testing possibilities for our schools that we kind of got sidelined with that a little bit and we don't believe that that is going to be something we are participating in this year um to be a very i thought it was going to be a very simple program and very simple to implement but it ended up having a lot of complications that this time of year looking at our focus on vaccinations we are going to forego that opportunity at least for the rest of this year and look again over the summer just some you know just a few reminders we do have our moving up ceremonies are coming outside those days will be on the website soon um a little event about high school high school graduation it's a little
update about as we graduate the last time we spoke we were looking at the 25th and the 26th we have some new guidance we believe at this point we will be able to get to have two graduation ceremonies and we are aiming to have them both on friday june 25th hopefully between now and june 25th may we'll be able to change again and go to one but right now we are at two our spring athletics will end the first week of june as i mentioned last time we have 23 teams with more than 600 student athletes participating in no positive cases among our student athletes either monday the national honor society will be inducted at beef stadium outdoors on june 7th the senior awards will be virtual on june 9th the athletic awards will be
virtual and uh as i said we have the graduation i do want to make sure in all of the news and the cdc and new york state regulations and the may 19th reopening of new york i want to make sure people know our rules and regulations around masks have not changed masks at school activities regardless of your vaccination status are required maps in our school buildings regardless of your vaccination status are required masks at our sporting events regardless of your vaccination status are required same will be true of all the events that i mentioned same will be during graduation unless something changes so as of right now we have not been excluded or included in the take off your math schools are still aware of the assumptions and its school activities so this is used
to mean students that means parents that means family members that means any guests at any of our events on the school grounds are required to be wearing baskets and i just want to make that know give that reminder to everyone and really emphasize that to people um i know people are tireless and people feel certain ways of mass those are our rules in the athletics the new york state high school athletic association's rules we have not been given the okay to take off our masses and schools so we are going to continue um until told otherwise and i don't foresee that happening before the end of the school year so just a reminder i'm pleased another reminder to people who are attending our events um we don't we don't want to engage in arguments we
don't want to engage in you know debates uh about the masses this these are the rules and we're asking if you attend our program or any of our programs or any of our events that you wear and don't put yourself or us in a position where we have to stop a contest or stop a performance or ask you to leave and have steal the escort over a mask we've been doing this for at least 16 months we can do it for another few weeks while we while we're on school grounds and let the students enjoy the end of their school year and now i'm going to move into a quick conversation about our funding new federal funding has been a lot of conversation i know a lot of people want to know you know when
i'm in this when we're into that and we've been really working hard to decipher and to put together the daily updates we're getting around our requirements and guidelines and hoping to get it all consolidated so we could truly have public uh participation public input uh well we feel like we have a really good handle on things and i think we're getting that um that being said i put this presentation together at 3 45 we got new information that i had to add to this um to this presentation so i'm just gonna go quickly through uh i won't read every slide but uh please know also by the next time we meet there may be some new changes to this but this is what we know right now obviously we have our corona responsibility supplemental appropriations
act which was enacted in december and our allocation was about six and a half million dollars and then we had the merit rescue plan which was enacted in march which our allocation was just over 15 million dollars so the use of this funding the cares of the carers contact with chris as i always call it chrissa is a three is three years she made three years to spend that six million dollars that we talked about over a certain amount of time and scheduling that doesn't mean we have to spend it um you know do that we can spend it in one year if we chose to but we are we have three years to allocate that appropriately and we think we'll be you know most effective for our students the american recovery act we have
four years so as you look with both or with the americans they are as i call it the application deadline for that you have to get to the end of the program is september of 2025 so it's not really a full uh you know four years september of 2025. there is talk that that would be extended to june of 2026 but i'm not going to say that's necessarily going to happen we do have to apply to the crystal that's due on june 15th and the arc is due on june 30th so as you've been saying all along there's specifications and there's strings attached uh one of the most important ones i think one of the money must be spent on evidence-based programming to address learning loss so that's almost 3.6 million dollars that must be
spent on evidence-based programs addressing learning loss of that 3.6 million dollars at least a hundred thousand and two must be spent on evidence-based summer enrichment and at least one hundred and two of our hundred thousand and two must be spent on evidence-based comprehensive after-school programming so that's of the three point six million dollars now we may choose to spend more than that but that's the minimum that's how much at least we have to spend event that leaves all other allowable spending under the american recovery act to be about 11.6 million and under the current guidelines we have to spend a minimum of 12.5 per year or a maximum of 62.5 per year we definitely will not read this to you these are the federal guidelines around what we should be using the the art money
for and how they want to see us uh spend this and you look we there are some things that are underlined in that runway so that we did not understand these were underlying in the guidance themselves one of them first of all we have to have our plan put together we have to post it and post the plan over the four years so by the 30th of june we have to let people know what we're going to be doing in august of 2024 um so again i'm hearing there'll be flexibility i'm changing these plans but i have not received that in writing just yet one of the things i do want to focus on or at least before draw your attention to we are being encouraged by the state of space department and and the
us department of education to prioritize our spending on non-recurring expenses so we'll talk about the click the fiscal clip a little bit later but um so looking at priorities prioritize spending on non-returning expenses that doesn't mean we're going to have all non-returning expenses but we are looking to do our best to have things that when this money goes away we're not looking at cutting something cutting someone or inflating our budget um again the other issue is programs that we do put in place we extend expect to be long-term we do need to include in our plan how we intend to fund those programs term so that is part of the the nuance of a lot of this planning that's going on we do not have a template per se on how they want to have
this submitted so we're going to be kind of creating this on but you can see just a couple of bullets safely to turn the students in person instruction maximizing in-person instruction companies with instruction operating schools and meeting the needs of students that's pretty general purchasing educational technology addressing the impacts of providing 19 especially on our low-income students our children with disabilities our english language learns learners and our homeless students and looking at social emotional social emotional and mental health issues and looking at our own childhood education so it's pretty broad on what we can take look what we can use this funding for thank you this is the carissa so this is the funding around the carissa um there are a lot more um this is like three phases long so there are a lot
of things that are that are allowed here and fewer restrictions um again it doesn't have june 15th it doesn't have as much language to it as as the arc does this is a little more broad and a little less restrictive and i'll leave this to you to read at a later time to go just quickly to click through these scans we have three pages um just a couple of key points another reminder president and ark are not permanent and we talked a lot about the state and we're very grateful for the state and our state representatives for fully funding the foundation are clearly phasing in fully funded foundation aid and my statements in the past have been as the as the federal age goes down the state aid is coming up so that will assist
us to stay away from our fiscal cliff but they're not gonna it's not going to join it's not gonna they're not gonna become even that the foundation will not reach the level that we have uh coming to us through the federal money so again we're looking at be very careful how we plan this spending very carefully as we look at it and we talk about recurring expenses and how we can meet the needs of our students but also make sure that four years from now we aren't looking at this huge gap or pistol clip as you like to call it um the other issue is we've been promised both full please in a foundation aid before and while it's written in this budget it's only one pen stroke away from being taken out of another
the full foundation of the foundation is predicted on the increase of state revenues from various legislative actions as well as just the general economy in new york state looking at things like personal income taxes sportsback legalization of marijuana so a lot of what we're talking about to build up that foundation is based on new initiatives that are unproven as far as revenue sources for the district i want to again make sure that we know that uh state ed and u.s department emphasizes need to allocate funding in a way that does not drastically increase district regular budget spending so that's really something that we need to be careful of as we make this plan and be communicative about that with our um with our our community when we're talking to them about what you know how
we should be spending this money it's difficult to um describe that the school district budgeting does not really lend itself to windfalls of money uh it creates issues in the following years that follow so this is going to be you know financially we need to be very prudent and play carefully that being said we have made some we have made some commitments things that we are going to do and i think these are um you know obviously prior to our community engagement but we feel pretty strongly that these things would be supported by our community and some of them are timely and we need to make sure we can start this process obviously we won't be funding them right away but we want to start this process summer school i was december school i've been
focused on summer school since you know for months i've been telling you that we are going to increase our summer school offerings uh k through 12 to make sure that we can fully address the needs of our students whether they be economic economic academic or social emotional or even just social and physical so we are putting together a comprehensive program of many different things for our students including academics but also other uh they may be meeting or missing out on community partners involved in it i'm excited to know that we're looking at offering driver's education at the high school level this year so it'll be it obviously wouldn't offer at the elementary level but they we are pleased to be able to offer a whole host of things and really our goal is to make
summer school um attractive to our students so we can bring them in and help fill these the learning gaps and and the other guys that they have from program 19. the other things we're looking at creating our director of diversity equity and inclusion and really i would put this this would be moved into our under the umbrella of our teaching and learning department and within that within this group i would have a director of diversity inclusion and also an assistant looking at an assistant director for educators of color our eod director addressing two of the issues and these fit right into uh many of the requirements within the art and even marisa looking at diversity need for us to expand our careers in our faculty and staff as well as deal with the diversity within
our school district so those are two positions that i feel although they will be returning expenses again i said those those two lines will never be but they'll get they'll come closer and these are these are positions that we need and that we are going to be posting in the next several weeks public engagement so early next week early to be next week i'll be putting out a schedule of public engagement events we are going to do a series of different things through these virtual town halls their state ed is recommending a thought exchange which is a online exchange of ideas with the community so we're looking into having fraud exchange doing away with the kind of old-fashioned service i want the old-fashioned but the normal thing to do is surveying uh and really using
this thought exchange i know the statements use this in many other way i've used it and i think it is a valuable way to exchange ideas in large groups in person forums we're going to engage our district leadership teams many of which you board members are part of and those difficulties are administrative administrations faculty and staff there are parents committee members and community partners and most of you i think several of you are on smaller district leadership teams each one has their own focus but we're going to engage through that dlt as well to get to really get ideas and information and input on how we continue forward as we plan spending this money over the next three years for christmas and four years for the ark it's just in this is our 345 memo
while this doesn't seem it's just one of these things that keeps getting added on and i'm sure there'll be more added on in the next few days but all school districts will submit a new reopening plan within 30 days of submitting their art application uh regardless of whether they are back in school or not so you have this plan although it's a three-page memo i narrowed down just three bullets for you it must include how the district will maintain safety faculty safety student faculty and staff and help this will ensure continuity of services academic social emotional mental health and food services and their public appraisals must be held to this year the opening plan so we can't just resubmit our reopening plan that we put in when we reopen we have to have a new
plan and there are some different specifications in this memo that we have to make some changes obviously we have a we have a template when we're all planned but we do have to make adjustments for that and have that in 30 days after so by july 30th we need to have this into the education department in order to receive our company that is a pretty quick primer on funding and i'll probably be doing updates on this every every meeting now until we submit um and probably even after that if we're allowed to adjust but is there any questions on that quick once-over take them right here dr collins thank you so much for that dr pataleno that's a a lot of information and really helpful to get a sense of when you refer to there
being constraints kind of what those concerns are so i really appreciate you putting that out there um i had a couple of questions um one was really just a clarification the first about the director of dei and the assistant director for educators of color which i'm really pleased to see that you're prioritizing that i think that our district has long needed something like that and can only benefit from it in the future you mentioned that um it's that the funding is not for recurring expenses and then you sort of you kind of went back and mentioned these positions hoping that state funding and federal funding would eventually balance out um so is the plan if i understood correctly that to then offer these positions and imagine them being present in perpetuity or is it actually
a temporary position no you know what i'm our what our intention is to them to be permanent positions in our school district and as i said i don't keep saying the same thing the foundation age is going to come up so as the foundation needs comes up the federal money is going down but the foundation is coming so some things that we can fund now because the foundation age is still down here with federal money as as the state money comes up we'll be able to shift that expense over into that increased state money um so i think there i don't want to do a lot of it to be honest because i don't want there is going to be that gap but we are going i think these are where we see uh you
know high priorities where we need to have real discussions about okay these are things they're going to be here forever let's look at what our foundation is going to look like and look how close shut them down we can make it jump that gap into our into our regular budget um moving forward and there's other things that maybe we will choose not to be short-term you know it's spending uh you know the money that we're spending on summer school this year probably next year if that's that's probably going to come down you know as we as we go closer to the four years this won't be as necessary as we're filling the learning gap so that those will be non-recurring expenses but these are these are positions that i see is being determined between association
great thanks and just a follow-up to that question is that the timeline for hiring would then be this summer potentially for this person to be or people to be in place in the coming academic year or do you have any sense of that no i'm hoping to have a have the postings out within the next week or so and be able to uh you know i think it's going to be a really special person in both these positions that we're going to need to hire um so i think we'd like to get posting out start start looking at interviews you know late june early july and have someone in place hopefully you can find august the latest to start the school year okay so i kind of applied i have yet another follow-up question now
to that answer you know um so i'm just curious then about the the strategy for um recruiting such a person if you might just talk a little bit about how you can you mentioned it was a special person in a special position so how what is the strategy for for finding someone yeah my first strategy is reaching out to a couple of some of my colleagues out there who already have this position um you know i know that several of the school districts have put this in place and they've been able to recruit people out of places like nyu um even even dr peterson has several people that he's recommended in the past to do some work for us that may be people that are interested in surfing the resources that we're working with now
um is my first in fact my first shot is to start talking to people who are in this field and looking at the other people who are interested in getting into uh doing this in the educational setting so um that's kind of our first shot across the bow on it i see i wonder if it's just worth there there must be just there are other districts who have done this and so i imagine it might be useful to to to check in about strategy for a wide reach if we really want to absolutely and i know obviously i know i know i have colleagues in two other districts who have either put well three other things two who have this position and one that was just posted for it so i'm hoping to get a
little uh input on how they were able to successfully get candidates because i know that these two of them are very pleased with their with the program um do we do these positions uh require school leadership certification at this moment we're seeing that as administrators we could begin but i mean i think we can that can involve a conversation and what about our budget we saw it voters approved the budget yesterday these positions weren't in that budget um these this will be federal funds initially so the federal funds and the crisis funds sit outside of our budget like the title one party so that they're they're seen as you know grants in funding kind of on the side so we we will be paying these people out of those grants until that time when we
put them into the into the regular budget um and that may be a couple years before it goes into the regular budget then okay um dr global wish you had your hand up next i believe yes thank you i'm kind of sticking with this theme can you talk a little bit about what you see the responsibility of this director being and what kind of programs instructor would be responsible for well i think one of the things that we and we we're creating a job description there actually now so we have somebody who's got a pretty good handle on the job but one of the things i would like to see um obviously there's many things that this person doesn't want to do is taking taking hold of the multiple initiatives that we already have in
place in the district and organizing and aligning them for us and managing that so we are not um you know we're not replicating efforts we're not uh you know we're not stepping over each other with some things we have so many programs going um and whether it be uh communicate our community-based organizations we're working with or just programs we have or outside consultants getting their hands around that and helping us to effectively implement those and also to search for for new opportunities just today and again without this just today i i signed on to a grant that we're applying for with bard college to encourage um teachers of color to work to get beaches of color into our districts will be working hard now if i had some in that position and again camille will
tell you that's an email that i missed um you know if i have them in that position that email doesn't get missed and we don't miss opportunities and sometimes maybe we reach out and create those opportunities so i think this person will have there's going to be a lot of different things there but one of my folks is to better organize the efforts that we have that's great we we do have a lot going on and it's an um which i think is good because i think different things reach different people and i think that we need that but um it will be helpful to have someone get their hands around it as you say and to really help coordinate it and align and then deepen it i think that that's kind of where we
are now it needs to be deepened and institutionalized and this is a way to do that so the possibility of this person having the ability to provide some of that professional development as well right right exactly um so i then i have a bunch of questions about summer school um can you tell us what the numbers look like right now for summer school enrollment last time we talked they looked a little you said that they were kind of low to yeah calistello and miss bonneville i don't have those on the top i'm not sure they do but dr felicia elementary hi when we did the initial survey we had approximately 120 students but we recently just sent out the registration form uh we did a recent blast so we're waiting for that to come in
our principals have also been doing outreach so i i suspect that number will increase um so we're still we're still compiling that information and and what what would it be in a regular year for our elementary grades for elementary we split the program so k3 is typically about 150 to 180 students in a typical year we only ran that one year before covid before that it was a k-6 program so the numbers were closer to 200-220 and then last year of course we didn't run summer school so so we're we're in the ballpark of where we normally would be remember we do have the two sessions this time so parents have the option wait but 120 is the total is what you're telling me right now total response to the survey not the total number
of registers right registration just went out the formal registration so in response to the survey we had approximately 120 parents who said they were interested in either session one or session two okay and in a normal i don't mean to use the word normal you know kind of looking back over time we would expect to have about 200 to 220 kids in this program that would be case six that would encompass both programs we split the program elementary summer school used to be a case six program um ms bondville and i worked together last year and we felt that the transitions were very important into middle school and she can speak to the transitioning um that she built in for our fourth graders that was a need in the community so they we switched it
uh two years ago so we split the program so when you're talking right now you're only talking k3 i'm speaking k3 for 120 students now i have another question which is that and it looks like fourth graders actually left off of this so no fourth grade would be in in miss bob bill's program so it's in incoming you think of it as the incoming grade so when i say k3 it's our um i'm sorry think of it as the existing grade so when i say k3 it's our current kindergartners up to our current third graders so our current fourth graders would go to the middle school program in the appropriate middle school which would also build in that transition to middle school because they're incoming fifth graders right okay i'm just looking at this thing
and fourth grade's not on here and so what but what you're telling me is fourth grade is really fifth grade no the fourth yes fourth fourth grade is the four to six program okay so so then we have five i'm looking at the what the presentation that was just given and there's a five eight and there's a nine twelve so fourth grade is with the five eight yes okay and that so in this bonneville that's under your even though fourth grade and fifth grade are elementary that's still under secondary for summer school yes so how many what's what does our enrollment look like for that um we are also still compiling numbers uh both of the middle schools are working together with their support teams to work individually with students looking at coursework looking at
failures and such and so um we are at about um i had to give a projection we're anywhere from about 60 to 75 per grade level at that at that program is that kind of what you what we normally see well normally we only have um we don't usually have the seventh and eighth graders um eighth grade going into ninth grade goes into summer nine and seventh grade is usually with boces but we took boces program back this year so usually we only have the fifth and sixth graders right but we know how many kids would do summer school even if it's the fauces yes no we just normally because we don't really have that many we don't okay i just i just um i you know it's a it's a key summer we've had
a difficult year i know you all know this um and i just want to make sure that we're really reaching our really reaching our kids that's just that's why i'm asking kind of what it you know i'm trying to get your thoughts on how it looks given where we used what it used to look like and if we're going to be really reaching many more kids this summer than usual so i mean stacia and our team also um had with ms siri's help you know we also put out a survey to families um to determine you know what their interest level was um there was an infographic crafted for the secondary program that described all the things that would be going on and that was all done prior to at secondary level the guidance staff
and the other support staff and principals working with families and individual students and at the elementary level it goes home with the third quarter report card and then our parents our teachers also reach out individually and encourage our students to sign up for summer school typically in a typical year we would target our tier three academic students rti students this year we have opened the program to to any student who wants to attend and we are encouraging any student who wants to attend to to come okay and i'm sure that's an ongoing process that will just be ongoing and we just will we accept registrations kind of up until the day before and just to give you an idea we're very early i mean typically um those registrations don't come back until june 1st so
we actually sent it out earlier and gave parents a lot more information so they could plan their summer around programming yeah and one thing that we had talked about in our community meeting with our community groups was actually having some kinds of programming of community-based organizations and i'm wondering if that's still a possibility or what the thoughts are about that so i i met with our community providers that i did and what we are we looked at the need um i think she's doing some some more programming within the program with community providers we're looking at wrap around programming with our community providers they thought that was the best way that they could help meet our needs um so we're we're currently working on that plan for wrap around care for our k3 students who
typically need you know parents need child care and they can provide some some supplemental experiences in those wraparound programs so so for example a child is at um summer school for a certain number of hours and then there's a y program after that but what about what about um programs like located at the actual community-based organization like where kids go to summer camp or you know we we did meet with several of those providers um and at this time they didn't feel that they had the capacity to offer that for this summer but they are looking at working and planning with us in the in the fall into next year many of those programs are not up and running yet so they really felt that it was too much of a strain to on them
uh and their staffing abilities um but they are willing to they they felt wrap around was the best way that they could really support us right now looking at a long-term partnership okay all right thank you thank you questions about other stuff from earlier but i don't want to monopolize so i'm happy to kind of sit back for a little bit frankly um i know i'm sorry beth i know i know if you wanted to bring this up you were happy you were engaged with the boys and girls talk about credit recovery yeah so um i met with uh dan whalen a couple of different times and then we did get um justin mcdougall from khs involved he is as many of you know our credit recovery guru and expert um and also mr disico
was involved in some of those meetings and and so we are moving forward with that um justin is headed over he either went this week i just don't know if you're watching that either went this week or he's going next week over to the boys club to determine on you know what their exact needs are and and mr whalen was going to reach out to some of the um the kids that come to the boys and girls club and determine with you know working with the high school in that partnership to you know what kids need the credit recovery um and drilling down to those individualized needs so um that is going to move forward um and we'll also be continuing throughout the summer i think that's a good example of that being us being
able to it's hard for us with staffing with us being able to offer something at a different location um with that credit recovery being a software-based program with just the oversight of the student google so i think that's a that's kind of a model for us to look at as we try to embed ourselves into our community-based organization yeah i agree that's that is a great model and that's exactly how to um that's a great way to work that kind of support for those kids who need it in those programs i'm i'm thrilled to hear that that's happening and the other thing i just wanted to quickly mention is we also during summer programming we always have our credit recovery at the high school as well as an additional program do you have any goals
that you've developed based on assessment of learning losses that you've identified since we came back to in-person school and what was it april 19th that do you have do you have any estimate of how many how many students you would like to see in in in summer school not just those who've expressed interest so far well that's good to know i mean you know if the goal is to have that many students back in summer school um you know it's good to put it out um there i have a couple questions about the overall program from chris what is it chris chrisa and uh and arp so crystal we have to have it by uh june 15th we have to have it by june 30th what is the what is the process of publication of
a preliminary plan public public participation in goal setting and um does this happen do these plans have to be approved by the school by the board of education before they're submitted yeah to my so as far as i'm going to they do not have to be planned by the approved unification next week i'll start planning out our our public presentations we don't want to you know we right now our work is kind of around kind of our skeleton you know we're going to create creating a skeleton of one of the things that we can do while we while we go out to our community to hear what what the values are and the concerns are from from our community and get to the those inputs input sections uh you know obviously there's there's a lot
in here there's um and i think there's going to be a lot of conversation also around um the ideas of i mean when someone says that you have 15 million dollars to spend and i'm going to use the example of laptops i'll use an example of chromebooks and i know i saw some comments out over the last few days about you know how the district doesn't have money to buy laptops or chromebooks now outside of the of the pandemic find for going to a one-to-one device for students is a plan there needs to be a educational plan attached to handing out that chromebook outside of what we just went through obviously and you know just can students you know chromebooks our teacher our teacher's going to change the way they're teaching are we going to
go with the classroom in every classroom what's the purpose of giving out those chromebooks to each individual student is it does it fit into some long-range plan that we have a school district around how we're going to change delivery understanding structure so that's the part before the horse as far as i'm concerned so we need to we need to have the plan then we know how are we going to use the computers and that's not give out computers and then figure it out the other way around um furthermore one of the things that people don't don't know and i know is that it's not their jobs enough um is you know we receive a lot of key rate money we receive boces paid on on a lot of our technology so to use this money
in that way would be spending dollars a dollar for technology instead of spending 60 cents for other dollars for technology so we're balancing all of that as we're looking what we're spending uh spending things on um so and we're doing the same thing with title monies and with many of our with our school improvement grants so a lot of them focus on the same things so we're trying to balance this out so we spend this properly but um to go back to you really when i meet with the community they'll see a more of a shell of a plan or obviously the kind of the structure of a plan and we'll be putting up the walls and the floors and the stairs and the doors through those conversations and chromebooks are really a disposable item
is that correct yeah i mean if you're really lucky your chromebooks go for three years maybe four if you have gary and his team working on it all the time but uh yes they rotate out pretty quickly and you know we do that through our you know every year you approve this through our to our lease purchase agreements we focus so we get them we use them to learn we give them back and we get them we use them to give them back so usually we keep we don't want them back but um yeah and there are several different ways for us to leverage funding and leverage ease that we have to buy technology smarter than with our smart smart schools money or arc money or crystal money we can buy smarter ways i talked
about that a lot about construction as well you know why would we spend a dollar for dollar construction when we can get 62 cents on a dollar for construction so we always work to really maximize our aid on everything we you know whether it's services programs uh you know computers transportation we work to leverage the the aid that we get so make sure that we're good with those taxpayers um okay and two more two more questions for me so several people have asked me can i guarantee that there's going to be full in-person instruction in september and i say i hope so and they say why are you only hope so why can't you be definitive about it and i said because i don't know what the situation's going to be like in september i
hope i hope i hope it is that we can do that but there's no way to guarantee it right and i think that there's you know we didn't close the department of health and state closed schools so that will be the same way around and as far as um you know can we guarantee that no more that's what we're working towards all of our planning is around we're we are full in person right now basically at the elementary schools i think we are like i said our attendance is 85 to 90 percent but i think you know we have almost all of our elementary schools are back and our secondary numbers are actually end of high school brought 85 more students back two weeks ago who wanted to come back and we were able to
bring them back as well so um you know we're really in a position right there where just about anybody who wants to come back to school can come back to school so you know we're happy about that so um we're that's what we're planning for but i also wanted to address i know there's a lot of concerns that we talked about talked about this a while ago about remote learning continuing into next year um i was either a conference diploma beyond another conference call next week with the the commissioner and her team and their their answer was the fourth board of reasons we'll be discussing that in july so we don't know exactly um will we be required to offer a remote at that point and then we have to decide how we're going to
do that and actually that's one of the parts of this skeleton or this this frame you know of a building that where the structure that i'm putting together is one of the things we need we should really put in there because that's non-returning express most likely it meets the emergency that this type of funding federal funding is for so we need to figure out okay how many teachers will they need um what technology would we need to use those techniques to assist in students who are standing in the room if the city says that's what you need to do okay i think mrs jordan your hand was next thank you um i really appreciate all the work that dr felicello and um ms bundle are doing in terms of summer school and i'm trying to
get numbers up but i also understand if families feel so fatigued by this past year of intense home instruction and the kids feeling a little burned out as well so i just think that there has to be room for a balance for families to determine what they think will work best for them but i also think that this money um since it's temporary may be a real opportunity for us to reimagine intervention for things other than summer school particularly coming out of the time when it's been so intense for kids learning at home and some in school it's just been atypical and i'm just wondering if we could reimagine that so that let's say it's a five-week report when kids are identified as needing um help with certain skills if the last five weeks of
every semester before the report card came out if there could be money for intervention then whether it be before or after school to keep kids afloat and more um able to be successful throughout the year and see if that approach might be beneficial for students so that you could have kind of your summer school staff but they would be on fall for those weeks prior to the marking period ending and then maybe you start anew and then see if you need that again it's just something that i think i think we have been so accustomed to this idea of the school year and then determining who needs extra health it just would be interesting to me to see how beneficial it might be to offer that help not that teachers don't believe me i know
that they do but in addition to what the school day can afford um and i just hope that the money enables you to come up with some of that kind of creative thinking that may in fact change the system after we try it you know if it's if it's beneficial and if it's not maybe it will help bring those kids at least up from the uh deficits that they face because of coping but anyway that was just one of the things that came to mind thank you for indulging me uh dr collins you're still muted i believe thanks i had a thought following up on your comment or description of um computers as an example of something that may not be the best investment for a number of reasons and one of those being that
that they need to be accompanied by a pedagogical purpose and a plan and um it seems to me that one of the things that this pandemic revealed for us is that many of our students didn't have connectivity and didn't have devices and i do wonder if if it's possible that that in itself even before the pandemic was contributing to some inequities um just because people didn't have access to those things and if their um there are reasons to be addressing that apart from remote learning so i guess that's my first question and point um and then the second is i'm wondering if there's any efforts to survey teachers to find out the ways in which technology was useful and beneficial for students or subjects or certain age groups such that again it might actually argue
for a longer term reimagining of the role of technology in education yeah i think again because part of the part of the input that we'll get you know as we reach out obviously the union leadership that are going to be all part of our uh you know our outreach as well i think that things that will come through in our conversations with our district leadership keys to the elastic teachers that are on those teams will have you know what to be safe but we're uh you know we're i'm not saying we're not open to to giving going to a once one but i think it's more than just handing out a computer as i was saying and yes we did learn a lot about the inequities and luckily nicely i guess this did you know
shine a light on the inequities around connectivity and now we're seeing you know a lot of different legislation a lot of different initiatives around getting better connectivity to everyone so that's going to be a positive thing and that we're able to connect with students in their homes if we need to and and again it is part of our programming um you know what we said the pedagogical growth exactly that's what we're looking for but uh we have input from our teachers it's gonna be just the same as the input from our community we i believe that you know the number of students that don't have connectivity is that right we've been you know we feel pretty comfortable that we have a good handle on the connectivity issues within our community um you know we can
we can see every single laptop every single one that goes out to the students we know who has it we know where it is we know when it's turned on we know if it's connected so we have a pretty good handle if we know that we have you know all of our students who receive a chromebook we can look at and then obviously get monitored through teams who's who's coming on knowing that they have connectivity and the most in-depth i guess our most really personal approach this was back a couple of months ago when we had the connected um offer from the education department and we were able to really really that required us to be to go right down to the building level for the classroom level to determine who did not have so
we've been a lot of outreach and i know it was divergent because did a lot of work around this along with our building principles to do really i mean really granular reaching out to individual students and at the end of the day when we build out the forums we only have 53 who needed to use the connect ed you know the connected program to get them you know online so i think over 18 months between our efforts the spectrum efforts things like connected we were able to get a really good handbook and get access to uh and again the kidjits was one of the hot spots folks they're called kgs the hotspots going out for students as soon as having hot spots um also added to the connectivity and that was a that's something again
so we're going to continue to deploy those so that's approximately that's less than one percent of our students at that point yeah so i mean it took us to march march or people to get together so we feel we feel pretty comfortable in our knowledge of connectivity among our students okay uh dr jacobowicz you have your hand up yeah yes i i really appreciate the conversation about technology and um and connectivity it will all be important as we move forward um and just have a quick question about the public engagement because i'm looking at this and the first plan is due on june 12th june 15th you said the the chrisa plan does not require the the public engagement that the art requires and the parisian plan is a little more flexible we've actually our
you know cursive plans we've had since december so we weren't required to have that that um that piece pinned we've already we've already invested about two million two and a half million dollars of the prison money in our current budget to you know one of the one of the things you can um that chris allows us to do is to avoid layoffs we can or to create positions or to add positions to put that into our current budget so we already have about 2.6 million dollars in that budget allocated for next year's budget so this is really this public engagement is for the harp and what's left of the crystal you know i'm i'm putting it all together you know kind of but yes that's really about the 15 right okay um it's just a
lot to do in a short period of time and particularly i mean june it's not like june is in a busy month for school districts so everything was about to do in a very short period of but time all we have to do so we're gonna do it we were told we had to create remote schools with a four-day window and we did it well we did well we did it we did do it i think we're maybe more flexible than we thought we were um but i think that so i appreciate these different modalities and hopefully we'll get great good community participation and we'll get text blast karen can do expert test blocks so that people know where and when and how and all that kind of thing um so i i actually have
questions about graduation can i ask can i ask those they're actually kind of concrete questions um for kingston high school right now you're looking at two graduations even if you go to one are we still only thinking about two spectators yes okay so in either case it would be the only two spectators okay um and for the other graduations moving up ceremonies are those um in person or those what do those look like right now all our other ceremonies at this point are going to remain drive-in tight ceremonies and our and our our awards nights are still going to remain virtual um and that's a district decision not a school-based decision right um because i know that last year some schools did i mean there were cars involved but it wasn't necessarily a drive-through those
types of things yeah yes if someone wants to have you to drive you know i think grades last year did a drive game where you stood up and they had a big screen i mean that is those are yes they have flexibility within that but we're not doing the everyone gets in the cafeteria and you know okay you can walk up and get you know a certificate for moving out okay okay but there's flexibility within that oh yes yes yeah it doesn't have to be everyone's gonna have to have a car parade they can have like right different versions of that yes okay thank you congratulations for a second so you know looking at the six foot distance at the in the um at deep stadium is a huge place even even if you just
look at the home stand alone we can barely i don't think we can even get 500 people in there we may have to share parts of the of the other parts of the field um as we if we increase the students if we if we increase the spectators we have to decrease the number of students yeah no i understand so and then the students the students wishes were to have as many students as they could have that they wanted to graduate as much of their classes that they possibly could so that's how we feared and that's how we made our students yeah i i understand that i just wanted to um make it explicit that that's still part of the plan but i i appreciate that and um yes there's fewer graduation ceremonies we can
have so the more students being grouped together i agree with that uh mr michael your hand was up next i believe oh yes i'd like to make comment about the internet providers with this new year's budget it was a proof that it is the law that every internet provider should be able to provide a low-cost uh wi-fi to low-income people and i believe the price would be like 15 dollars with tax included and uh the law it should be in the fair summit i believe in july i'm not sure the day but i know it's in july so we can take this uh pandemic i learned that the virtual learning is here to stay and we should be looking in how we can provide some classes or some curriculum some programs to some students that
will take advantage of it yeah i think our role around that i agree mr michael that is that is coming in july and our role around that is going to make sure that that gets communicated to the people who need it um that we that we can play a role in helping people get signed up for that because sometimes the the hurdle is beyond just the money so you know our role is going to continue to you know monitor our connectivity and be able to help parents understand what they need to do around that to get that um gift that we think that we did when when we were able to work with spectrum to get free internet or it wasn't just about free internet it was about several other pieces within the process so
we're going to work to be support smart families to make that to you know help them get that that affordable internet access that is being offered is that is mr michael you have anything else no thank you okay mrs cheer you're next i i i'm very excited by this conversation and i know while you're planning on what we're going to do with the money in terms of compensating for learning loss i'm thinking that the teachers were thrown into this abruptly we all were and i had to go to remote instruction and probably it wouldn't have been done to this degree if that hadn't happened but i think in adversity there are opportunities and i'm very excited to hear that um with the plan there'll be an opportunity for teachers to continue to share what worked
because i know that some students responded very well to remote learning others did not and i would think that moving forward when you're talking about reopening plan and i heard you say earlier maybe um having a remote opportunity for some students might be something that would be in the mix but i think that having the teachers share what worked during this time is is an excellent idea to incorporate in a plan and make it an ongoing component of the plan and i'm happy to hear the community weigh in as well but i think that we probably have some teachers who absolutely excel with using the technology in this period with the remote learning and um i would love to hear as board member i would love to hear what some of them have done with
that i have to add that you know not necessarily exactly what you're talking about but i think the professional development and sharing of best practice is also an appropriate and appropriate way to spend money and spend this this year i think you know we need to invest in our in our faculty and staff as well so i think that opportunity you know identifying those people who were the superstars of the of the remote learning and having them conduct professional development bringing in people if we need to to help you know bolster that those abilities so professional development is definitely something that's on our list part of our our framework of our plan moving forward thank you uh mr lam i believe your hand was up next um i want to go back to graduation for
a minute i was asked a question about congratulations i couldn't answer it the parent asked me we're split we my child has four parents they share custody exactly in half now that child is going to have to choose one or the other because is there any way that we could go to a smaller number and have more parents able to we have a lot of families that there are more than two parents in them the request of the students was to have as many of their students on the field with them as they could have we we talked to them about in this discussion was about you know how many guests they could have and their the overall you know feeling on the students was the number of guests was acceptable if they could have
this number of students with them so we were just really in our planning we're just trying to you know like we did last year try to do our best to do what the students asked us to do and what we felt they wanted and graduating with as much of their class as possible seem to be their their highest priority okay can we have again can we have the threat of the uh graduation ceremonies broadcast simultaneously in some ways i can we can look into that everyone's looking at karen i mean that might be one way to satisfy this for sure or we could record it and make it available afterwards or okay i mean i think it would be worthwhile to do it we could uh mr share you had your hand up is that
right no okay i had it up but that was a mistake okay so i think that we are ready to move on to the next portion of the superintendent's report bridge particularly i know mr i don't want to steal the thunder she's got the facilities committee meeting report coming up but i do want to just quickly go through my best performance quadrini and mike delano impersonation and go through our two presentations for capital projects we will start with our miller jfk updates okay um really we're talking about we're really talking more about what's going to happen at these buildings so at jfk we are going to do the second phase of our new windows and turkey wall as they call it um so you know we get the front of the building and down from
the side now we're going around the back uh to get the yellow there is what we're doing this summer again more of what we're going to be doing with uh i'm sorry this is milk so miller also we did the curtain wall in the front now we're going around in the rest of the building with the new windows and new curtain while that will be done this summer jfk these are things that are this is what we've already done so really there's a little bit out of the floor first the so this is what we already did what you see when you pull off the new dirt wall so the rest of the building will look like that same thing at miller just what we've done this is what it looks like so this is
what the rest of jfk will look like i don't think he's driving by jim carrey's jfk lady but i would encourage you to do so the new walkway and the new entrance and your parking lot and the new front of the building it just looks it just looks like a different school than it did two years ago because if you can at the outpatient business you can see the new parking lot in the new new cafe at that afterlife miller it's been up to miller that's their new curtain wall and window replacement huge improvement no windows are falling out of the building and that is the the i like the accent of that exterior canopy on the side of the building and of course you know you should be in the countdown because we think
it's pretty exciting and that is it for those two buildings and just to give you this we leave not that we're finishing our second century project because we did just add some work but which i'll talk a little bit about here but we are really close to being done so it's pretty exciting to be over there i know most of you took the tour with us and got to see a lot of what's going on over there last week so um you know the construction updates i won't leave them all to you but really it's just a lot of punch list items uh and a lot of completing just finishing up things that will be ready by the end of this month music wave first the second floor of the west and balance uh the
functionalist items again there's just a little details they'll all be completed by the end of the spring for those who are on the walk you know most of you are pretty closely completed this is what we're looking at with the summer you know kind of our button-up projects is what we're calling it uh continuing into the music room to do some of the things that were included in the first project the bridges i know we all looked at the bridges some of you lived in bridges who were over there installation of a solid surface on the sills um stairwells the brick stairwells while they are very i think i think they're kind of nostalgic but i guess you can do some work in there to modernize those entry lobby in the main part of the
building so when you come into this this beautiful entranceway through those new stairs and you walk into that old attention to the artwork so we're going to update that with new terrazzo floors and you know redo the wood you can do doors on the auditorium so there's some things that are going to be you know adding accents to the work that we've done over the last four years and we're going to be first placing the grass back behind the new entrance a few pictures super bathrooms exterior column wraps along the windows i think you're looking at this it's cleaning out four rooms preparations for them but when we were in there you were all there so the voice already in this is a little bit older picture removing the old boilers parking stripping been done
for a while okay when we were over there you all saw the new grass areas that were being established over there um for the trail issues of it other things that we put in the infrastructure the the wide uh the new range we have protected this is just a quick drawing of the wisdom tobin memorial which goes over by where this in total were kind of where we just saw that picture of them watering the grass so the concept is there'll be a sitting area a reflective sitting area as we're told it will be just a nice cruising space with the memorial for listening new doors on the discovery drawing of the new doors that will put it on in front of the purdue tournament and the terrazzo 4 logo on the broadway entry will
be our mascot the kingston tiger and that is wrapping up pretty much um second century project i think maybe september uh september we'll have our final second century project report wow an accomplishment are there any questions to dr patelino on this okay we're going to move on to the board of education thank you thank you dr patelino um i'm fumbling around trying to figure out how my head got following the uh presentation am i am i okay but you just muted yourself you're muted i don't know how i did that but okay am i on now you're right now oh good well i just i just want to say i was not on the board when these construction projects began i think it's more fun to be on the board as we begin to finish
them up but observing the details of the project the oversight necessary to see it through i'm just so proud of dr paulino his team mr shea's leadership as chair of the facilities committee it really is exciting to see a project come to fruition and i know uh it didn't begin easy these things are very difficult and i think the whole community should be proud of the amount of work and dedication that goes into the details of getting projects like this through including planning the patterns of the rugs and and uh and uh new seating all of those details went through the facilities committee i just want to say thank you so much on behalf of the whole community it's a lot of work and it really came out beautiful thank you someone asked me during
the campaign if i was qualified to be a project manager of a construction project and i said no that's why we hired construction a lot better than i could ever do it okay uh board of education facilities committee this is chair hey wonderful um so to continue along the same line uh last wednesday may 12th facilities committee members of the board of education representatives from ksq architectural design bbl construction management um the khs principal um two other principles and this is a really bad thing out here we're getting a really bad thing out here uh hang on i don't is it just me i don't no i think it's my computer but i'm on my personal one oh oh uh it's it's family uh sorry they don't know that i'm in a meeting and i
tell them um i'm gonna stop um so let me go back um dr panellino uh mr musico and the tour focused on the west wing of the main building uh at khf because that is where the uh second century capital project is winding down um we went through uh what was done in phase two um last year we had the east wing return to us the west wing was under renovation this year um for the poor we did focus on the first and second floor in maine building and on the west side and also the music room um karen siri our district media specialist filmed as we toured and um she's now in the process of preparing uh the footage and organizing it into a film short so that all of you can enjoy the
highlights of the completed west wing renovations um a film short should be up by the school district website before the end of the week and the board recently approved additional finishes that were made possible by closely monitoring expenditures and bringing the project in under budget so the facilities team is looking forward to celebrating culmination of the buttoning up project recently approved by the board uh in late summer early fall and perhaps by then we can have an in-person celebration but don't forget to look for a virtual tour it should be up uh by the end of the week coming very soon and the next meeting of the facilities committee will be june 9th you missed one part of the tour that was incredible it's going out into that side parking lot and the money increased
the value of those houses next door it is beautiful right i'd have to say that the tour also uh incorporated the outside of the main building on the west side uh where the bridge has been removed and brickwork is seamless it's absolutely seamless but not only that every single bridge is transparent it is beautiful to see be able to see through the glass and every bridge the music wing has new header and a granite still at the bottom and it just looks beautiful where the memorial park will be you saw a little schematic during when dr lino was doing his report uh is outside it it's not a very large area but it's going to be lovely it's in between two expanded sets of parking spaces so i think we have actually added um in
the vicinity of three dozen parking spaces to the available parking slots and anybody who's tried to park up there in an event fully appreciate that so uh the staircases are gorgeous we know that the railings we saw that in a former report but the side staircases have all been reset and have new railings it's absolutely beautiful um any other questions that's the statement well done oh okay okay uh and actually you can just continue on i believe mr speicer because the srl advisory committee is the next item on the agenda okay here we go good evening everyone just a reminder that the sro committee is hosting another public hearing on the school district's sro program this coming monday may 24th at 5 pm at the high school if you are interested in making a statement
please read the event information and complete the sign up form on the district's webpage on behalf of the committee you really need to know what you think and any suggestions you have for the board are very much welcome but please remember this is not an open mic night you can only speak if you have previously signed up and we hope to hear from you lastly special thanks to all the sro committee members it's a good deal of work and review and an outstanding team seeing it through so thank you and will this be broadcast i believe um karen is working on that okay to the public you should be able to watch it as it happens uh any questions for mr spicer on the sro advisory committee okay that concludes the board of education agenda
and we now go to the consent agenda are there any resolutions that a member would like to have removed from the consent agenda well first of all i guess no that's yeah that's the first step a little confused here sorry any resolutions to pull from the consent agenda any resolutions okay hearing none might have a motion to accept the consent agenda [Music] mr spicer moved then mr seconded are there any questions about any item on the consent agenda um dr collins i actually don't have a question i just more had a comment around um the fact that we are adopting a social studies curriculum in k-4 and i'm very excited to see that so thank you to the tnl team who's been working hard to and with teachers to vet that so no question i'm
very excited okay uh there's no further questions or comments uh all in favor of accepting the consent agenda please say aye okay it's unanimous now move on to old business is there any old business dr collins you have to hand this out thank you i just had a question about um a few weeks ago we had letters from community members that were asking for changing the language in our forms to represent the diversity of families and different gender equity issues around our language on our forums and i'm wondering you said it was going to the attorneys can you just update us on the status yes actually um i know that uh we've been working with our attorneys and mr burge has kind of taken the lead on this one and we do have some examples
of this that we're working on right now i should have some things to show the policy comedian mrs jordan yes we had talked about um our legislative action committee i had contacted senator or state senator hinchey's office and got a call back from jesse meyer and he was also talking about the broadband access that dr jacob woods had asked about and so for now uh they are supporting um three kind of problems mapping broadband access throughout the states forming broadband districts and looking for lower rates for the public in general i think one of the things they're talking about is evaluating the hard infrastructure that would allow them to have that and also is service affordable so that has been legislated but then the question is do people have access to the hardware so even
if they have the availability of the conductivity will they have what they need to have a device to utilize it so those are the things that they are working on in terms of how we can help they um he said that it would be helpful if we could supply specific data that related to either the use of internet or like those 18 individuals who don't have it i guess still or devices and access within our own district and anything that we could that we see is a problem they would be interested in having that data okay is there any other whole business thank you mrs jordan i just wanted to if i could miss jordan mentioned the legislative activity committee i just wanted to make sure that everyone in that community i did not forget
about our our conversation mr olsen uh mr verge and mr sophie and i met today to uh kind of put together our thoughts around what we what we were thinking about how we can put together a better description a more user-friendly description of pilots and and school funding and so that that is still working progress and i'm probably sending out um an opportunity for us to meet maybe after memorial day for us to have a conversation and then move that forward wonderful thank you any other old business new business i have an item with new business this happened today mr lam and i met with council president andrea schatt and finance chair rennie scott childress at 4 15 this afternoon at their request they would like would like to appoint a a liaison person from
the common council to the district to the board of education she'd like to get that done as soon as possible and the reasons for that are better communications between the common council and the school district and uh they are discussing they want they want to move as quickly as possible if you can in the next two weeks on a moratorium on pilots granted by the city and discussion with the school board of the acre plan the kingston village former stony run apartment article 11 pilot that's been proposed they don't want to do that without they don't want to proceed with that without without input from the board from the school board and she asked that i would bring back an answer to her we are interested in this she'd like to do it by the
end to know by the end of next week if we are amenable to that and so i said that we that i would bring up a new business today uh i think as part of that if we were to do it we would appoint a liaison person back to the common council and that might well be mrs jordan as part of the legislative action committee i don't think we have to fully discuss it tonight except to do i go back to mrs shot or miss shot tomorrow and saying it's something that the board would like to proceed with and work out those details um i'm a little confused because are we speaking of them having a liaison on one of our committees no they want to they don't they want to have they want to
they want to have someone who follows the uh not attend that follows the me who is responsible for following the meet the board of education meetings on a regular basis i i just don't know if that's um permissible under you know our i think anybody in the community has full access to our public meetings and could follow and report back and i think that would be a wonderful thing i'm not trying to just i'm not trying to discourage it i just think it has to fall into current policy and legality and so no it would not be participation with the board of education meetings she just wants to appoint a particular person on the on common council who would be liaisons of the board of education they have they have elite she says she said
they have liaisons to other various committees and and public agencies and and since the uh the board of education is the largest outside agency in the city that she would like to appoint on her initiative a liaison to us mr schweinsteig yes mr michael as i said i would love to serve on that uh comedic liaison if uh the whole board agrees with that i'd be happy to do so okay well i think it's a little premature right now let's just see we're going to do it yeah i know uh mr spicer there are a number of organizations in our community citizen action rise of kingston they all on all of their organizations inside their own meetings they have liaisons to school districts and stuff but it's not for us to accept or promote or
join they just send their people to our meetings they take notes and then for example citizen action educational chair goes back to the citizen action meetings and discusses issues important to their organization that we discussed i don't think it's it's up to us to say yes or no they should have a liaison or who should be or or who or which of us should be meeting with them that's up to them and then our meetings like uh ms jordan just said are public meetings anybody well no i realize that but they want to appoint a she wants to appoint a liaison it's within her purview to do that she doesn't need permission from the mayor it's strictly a common council uh would be a common council appointment and on our side uh hearing that from
her i thought it would be good if there were if there is a a common council liaison with the school board that on our side we have someone that they could be a primary contact with to bring their concerns if they have any back to the board and see that's where suzanne's miss jordan's comment comes into play that's not in any policy i mean we have dozens of organizations outside the school board suppose they all want a special person at a board to meet with or i i don't know how that would work i don't know what policy would allow that to happen well there could be we could create a policy but common council i believe has a slightly different uh level of agency than citizen action or any other community organization i think
one of the just i'm sorry but i think we kind of already have this structure you know in place where under our policy the board president is the spokesman for the board and the superintendent was both smoking and scorpio over the district if there was someone a liaison from any of the organizations who wanted to communicate to the board um i think the board has agreed in the past that the former president is the person for that to communicate okay i mean no that's fine i just want you know i just want i want i want to be able to tell her that yes we we would or we not be receptive to having a particular member of common council appointed as a liaison to the board it's not something that we have to vote
on tonight necessarily but i just i would just like to get a feeling of the board as to whether we should proceed with that mrs sheer yeah i have the question is this something the common council has already discussed but something andrea wants to bring to them no decision to the common council or have they already had this discussion i don't know if they've had the discussion but it's her decision i think i think we're kind of getting that cart before the horse and i would like to know more about it um in the past when we have um selected people to represent the board to the common council has been about a specific issue if this is um a specific issue fine but you know as mrs jordan said any member of the public
can live stream the meetings can come to the meetings can certainly report back that's how the legal woman voters does that with with um you know different committees in the in the county legislature and they report back um to the you know to the board of directors as a whole um but it's like people who volunteer to go to meetings or you know um it's not a specific appointment uh i i'm not yeah okay uh okay mrs mrs lao yes i i think i'm a little confused by it also but i don't agree with it because if she can we can't hear you right now okay priscilla you need to repeat everything you should have you froze i froze okay i said i don't think my unknown yes okay my my computer keeps going out
like 10 times i don't believe we need to appoint somebody or say okay andre you can do this because she's allowed to do it herself so let her appoint somebody and let her follow our meetings or come to the meetings and if we want to go to the common council meeting we're allowed to do that i've watched female council meetings online i i don't know i just think we need more information on that i think okay well i mean i can ask that from what mr lam you participated so can you maybe uh make up any deficit that i have in explaining or they text it because we are they want they don't want a repeat um like when we're coming on this article 11 thing they don't want to repeat that they want us
to be involved they want they want open community they're asking for communication they're not asking for control they're not they want to be able to talk before something happens with and suzanne makes sense quite honestly as far as i was concerned but because she's the the political legislative action person but they they're trying to avoid the conflict and divisiveness that happened with the kingstonian and um i mean i don't i don't see where it's a problem but i don't know without policy whether it is or not so it'd be like mr michael being on the [Music] um parks and rec one for it for the he's there for our interest in that they would they would be communicating so that we know we don't we don't get taken by surprise and i think some of
the some of the meetings when we hear stuff about you know this is going to affect us this way it's going to be it's taken by surprise and i think they want they they want to smooth that over and that's the main thing they do want to do the moratorium because i mean that they feel lupus did it and she wants a pause so we can get something in place where all of the parties are communicating to each other and having open communication instead of captioning not and it may available that either mrs jordan or dr catalino could talk to miss shot about it and it could be that and could just be established that uh if they should if they do appoint a liaison that that person would uh interface with the board president
or with dr palino as as appropriate uh and maybe we don't need a policy change for it but just uh an acknowledgement to them that we are receptive to improved and increased communications between the school board and common council dr schmidt yes well i look at this a lot more positive in order to be part of this not only your communication but be part of the process going through the spirals or these other the is funny because and we all know we are the biggest stakeholders when it comes to the tax breaks and it's on our own benefit to be part of the process and you know day by day what you know is in life so i think it's the approach is to be very positive as you have said you know we must
get involved with the community and the community leaders for the benefit of their district and the community as a whole yeah i guess my comments are similar to how you ended mr shaughnessy which is that i'm really encouraged that the city that they reached out um and that they're interested in conversation and in a formalized relationship and in a way to continue or to begin conversations about the impacts of pilots and a way to work together better and more closely so i find that really encouraging however we're able to pull it off or make it work for both of our entities then i think we should pursue that a close collaborative relationship uh mrs jordan you use your hands up yes i i wanted to um say that mr lam's comments were are very encouraging
i think that we all want better communication and i think the fact that mr shaw has has uh reached out is wonderful i guess what i'm just trying to figure out is what the best way of of achieving that is and i think that dr pattolino is correct if it's a district concern he is the point person if it's board concern you're the point person but i could see since our legislative action committee is working on pilots right now that it may be helpful in our planning of the round table that's catalina that i mean that was one of the things that you talked about was bringing in people from local governments to educate them about what our process is and why we can't support pilots as they currently stand so i think it might
be more appropriate to perhaps extend that invitation when the committee is um meeting about that specific thing and not put a burden on the board or the common council to follow things that might not have anything to do with um the the other functionings that we we are obligated to do so i think that within as you said mr shawnee i think i agree with dr depublix your final thoughts were exactly what i'm thinking but i do want to i don't want her to think that we're not encouraged by the um her reaching out for better communication because that is special so i would say that it's already covered i think okay well then you know i think i can feel comfortable going back to her and saying uh yes definitely uh we want to
we want to improve communications between common council and the board of education uh if you would like to uh appoint a person a member of common council to be a liaison with us that's your prerogative and on our side uh you would meet with either the board president or whomever that may be or with dr palino or whomever may be superintendent schools at the time that goes on for 10 years or whatever you know it might be a different person who knows is that is that acceptable that i report back to her in that way any objection okay any other new business board member announcements uh yes i want to take the opportunity now and affect the community or the passenger budget and most of all giving confidence to our three incumbents for their re-election
and that now we'll say a confidence voter confidence for the three companies and it's a whole board that the community is still trust us now we're going to do everything is possible for the love of our children the love of education and our love for the community so i'm happy to say that i have one more year for my term and i'm looking forward to work with every one of you and continue our work okay thank you uh mr spicer i just wanted to say thank you to dr patalino and the entire school board for our participation in our book reading retreat back on may 12th the retreat was on our collective reading of the book how to be an anti-racist by ibrahim kenzie the retreat is another example of how this board takes issues
of equity respect and cultural diversity seriously and makes every effort to advance equity at all educational levels and in all appropriate programs and trainings toward building a school system responsive to all of our children and families thanks to you all and also thanks to dr petersday who moderated our retreat thank you all thank you mr spicer uh other comments okay so um i'd like to entertain a motion to adjourn to a convene to a second executive session purpose to discuss the employment history of a particular individual second is there a second second any discussion okay so there will be a five minute break uh and um okay thank you okay so the public feed is going to be ending there will be no action coming out of this executive session so we will not be
reconvening to public section other than to have a motion to adjourn the today's meeting of the board of education and a vote oh so so did we have a vote on we have a we have a motion and a second uh we need to vote on on adjourning to executive session under those circumstances all in favor please say aye aye opposed now
