005approved a public participation we have one letter the citizen action education committee is very excited about the over 20 million dollars in additional federal pandemic funding coming to our school district given that the process requires community participation before the district posts its plan on july 1st and it is a significant sum of money we understand that it is imperative to include the input of the full kcsd community to that purpose we seek to support you in ensuring the authentic and inclusive community contribution as so mandated we believe that our goals are closely aligned with yours and the federal government's intention to have a support a variety of needs including but not limited to safely returning students to in-person instruction addressing the impacts of covid19 on students and implementing strategies to meet students social emotional mental
006health and academic needs our group has the resources necessary to solicit input from members of the community who may often be hard to reach by regular measures and we will be gathering community members to actively participate in the process in what we hope will be a series of listening sessions in short we intend to dedicate ourselves to that community input and supporting the kcsd's efforts in that process thank you citizen action education committee looks forward to working closely with you on this matter thank you thank you mr um that's all the public comment that we've received uh so we can go to the superintendent's report dr patelino thank you mr soros uh first on our superintendent's president we have our uh our capital project presentation was as well as our high school second century project
007presentation and we have guests tonight uh our mike quadrini from ksq and mike delino from bbl okay thank you they will now put up their presentations updates right now we are in certain areas of the building uh we've had ksq go through and create a conscious to get our correct items to the contractor to go back to address and touch our paint uh maybe we re-waxing some flooring items uh those kind of events that's on the second and first floors of the building over in the music wing we are finishing with finishes on the inside mechanical items uh footman ceiling tile more painting more wood restoration we are we have finished the two bathrooms that uh had a metal deck replacement that took place um contractors are in there from tile work in uh cinnamon
008toilet fixtures flooring um hanging balance of doors and emblazoned without the throughout the building um thank you next slide uh music be straight to be completed again in the next uh uh four to six weeks um and that will be inclusive of conscious work again by the time we get in the part of june uh those wins should be turned over for us waxed punches did you lose oh mike is uh you know he's there but we can't hear him mr delimo we can't hear you phase two wall tile being erected metal panel installation just really terrific to see the exterior wall being closed in and finished off uh the last metal panel and mike if you're ready to come back i can drop off sorry yeah yeah you lost your your a lot of
009music uh the panel systems are going in uh here flooring uh if they go um flooring systems are going in along the bridges there into the wings uh they're just going to glue down and then the vct fire take place next slide please uh that was the concrete uh the metal deck that was replaced on the right-hand side prior to the concrete being forward on the left are areas were existing uh the mechanical equipment was removed those are getting passed back into the tile um that painted over to master existing areas in that slide those were the bathrooms in which the concrete was being poured in progress to the left weight mecure on the right outside of the building some safety bottles were installed that's along the corridor between the new wings and the high
010school and down to the right of the in the acoustical uh in the music wing there's some red acoustical sound panels in the room uh to create a sound acoustic sound when the kids are in there practicing and playing and keep an introduction with their school colors uh this is the facts classroom which is a cool example of pretty pretty complete at this point again music wing uh the wall panels being installed finishing touches taking place over the next week here carpet tile being installed spare treads on the right hand side from going over the existing surfaces there more bct flooring throughout the building in progress and near completion on the right hand side that's the current high schools coming together very nicely and sorry for not technical difficulties over at the jfk essence projects
011um you'll get a before and after photo there uh over at the miller the auditorium work was completed for some punches work uh up in the control room some girls were recently installed along the tech wing corridors placing replacing was completed over the break at jfk the elevator lobby area the terrazzo work was completed some additional heating modifications are completed over the break uh we did that over the break because the system had to be taken down so it would have gotten a little bit chilly there to do that with uh students in the building and obviously we're in holding patterns but we're waiting for the school to be out we're planning and importing items for bulgarian materials some of the big items this summer will really be the window print wall replacements at the
012school window shades some more cosmetic work throughout each of the buildings at jfk mode this is the auditorium with the panels on the right hand side and a little bit of a close-up there on the panels on the left going up the center and on the right a little bit of close up tap wing the glazing replacement to place a little break another view of the work recently completed at the tackling uh control room grill installations are some final finishing touches uh the of the sad loop there in the back of the auditorium and jfk uh the heating modifications have upgrades a couple in private photos there to control that about what they have to take place and this is the elevator lobby area where the terrestrial work was completed over the break there in
013the two four levels of the first floor and second floor that's another progress photo it is uh it's just that steps of procedures about how the grid lines get placed uh in the uh terrazzo formation that's sent a little bit of the work in progress still there but we'll just kind of give a reflection of what the final product is starting to look like that's an installation of a heater in the elevator lobby area as well that was completed alongside a new uh terrazzo farm that's a jfk in uh thank you mr dilemma thank you and now we'll move to the five years five-year facility report with mr thanks so much uh it's a pleasure to share with the community and the school board the school district's long-range facilities plan to cover the next five
014years uh this is the 20-25-year capital plan for the kingston city school district um on the next slide just our agenda within this pop-up presentation is to give a summary of all of the scopes of work that were identified as part of the five-year plan we're also going to touch on the initiative that have secured vestibules and the remaining nine schools in the school district we were also retained to digitize historical floor plans that were on file at 9 18 holster i'll talk about that we were also commissioned to you know finalize district-wide campus site surveys berniers is working on those and then a note from the state education department about gender neutral happening facilities so of every school district nbr state is mandated to complete its five-year capital plan it is a roof to
015basement uh conditions analysis where we're super proud of all of the investment that kingston city administrators principals custodians and a lot of people worked with us very closely including bbl to really um create the content and to derive the overall product that we're presenting here a mead is created by uh generally in these five bubbles aging infrastructure far and away is the biggest driver of cost for schools in school districts and we'll talk most of our report about that um student security and safety is super important and that's resulted in the proposal for the secure vestibules each of the schools changing enrollment can be an issue we don't have that at the moment it takes in student social and emotional health and program has been has been a big driver of that so how we
016manage uh students and families and make sure that they feel safe and look more in a healthy educational environment and then emerging education programs so curriculum can drive the architecture of the schools in some instances funding sources for capital projects um on the upper left annual budget is very common to pick up small projects each year operations and maintenance the district does have a history of doing bond referendum when that's required the smart schools bond act is a grant of about four to five million dollars it's going to enable us to fund the uh man traps or the secure vestibules each of the schools and then at uh capital athletic projects not to exceed 100 000 project or also a funding mechanism provided through the state the lens that we use to evaluate whether or
017not a potential project is worthy of becoming part of the five year capital plan is making sure that all elements or all items within the proposed scope are mission critical needs of the school this year and and these uh five buckets uh you know really work hard to sort of uh identify those five needs so security and schools fortification in the upper left emerging curriculum needs in the center uh above and then aging infrastructure so you know that again far away is the biggest driver of of course uh wellness and athletics lower right and then green buildings and you know we work really hard with mr clapper and administration to make sure that any green initiative has a payback so led lighting is a great example these are really common sense improvements to our schools
018better for the environment better for the children and reduce our carbon footprint so um for for the uh the need of brevity for this evening we we picked uh graves elementary school and to make it into a case study so what i'm going to do is share with you an example of the type of work that the team produced as part of the five-year capital plan and really drill down in some detail on grades and i'll just share with you that there are i think are 150 pages of reports tables and spreadsheets from an analysis that comprise the overall five-year capital plan and so to consolidate uh this into about 20 slides we're we're taking some steps to make it more efficient so um a really terrific local partner in kingston and they led all
019the civil upright planning from the environmental analysis grace has a couple of particular issues that you want to alleviate as part of the five year plan its buses do not have enough space to queue along the main loop and so sort of in the center inside the loop is a proper bus queuing and stacking area that allows during pickup and dismissal for students to safely make the rip and the bus into the school likewise at the top of the plane you see the introduction of a new driveway loop that's to separate parent drop walk and pickup traffic from the buses and so a number of our other elementary schools already have those accommodations and we thought it was important to bring that forward for for craves um there's a little courtyard in the center it
020has improvements in terms of drainage and also for security fencing there's a proposal for playground upgrades at grades and you start to see that there's a pattern for these types of improvements that are proposed on our campuses so again we're using um the grades elementary school as our example for our case study um today khs is the only of our schools that has a secure vestibule and the guiding design principles behind a secure vestibule was to provide a separate and distinct visitor's entrance so a separate door that allows access into the secure rest of you and then once you're in there for one second mahar also absolutely so our district office also um follows these same design principles and in the remaining nine schools are two middle schools and seven elementary schools um the planning
021has been completed to provide these secure vestibules um throughout the district it's dr p thanks for jumping in and please do so we are administrative but we also have a free case enter here which is the you know the student portion of the heart our youngest tool right so for the most part actually in all instances these secure vestibules are planned through renovation within the general office space of the school in this case um range is pretty typical in terms of being designed in the 60s when very large open general offices were designed with a with a floating sort of circulation desk or reception desk there's room there to reclaim space for the secure vestibule um and then those secure vestibules are fortified so there's a bullet resistant panel that's behind the sheetrock all the
022way up to the structure there's a teller window so that the greeter or the administrative assistant can conduct business with the visitor give them a badge and if appropriate plugs them into this pool property so so this program again is being uh funded through a grant that we're pursuing uh up in albany called the smart schools bond act we've had a number of meetings with the administrative team up in albany we've groomed our documents for right now working with um alan molson to prepare the plan that will be submitted and we hope over the summer to have this funding approved and again this is not taxpayer dollars but a grant that's been allocated for kingston city schools we'd like to see these designed in uh bid late in 2021 and then constructed and have them
023online for the end of the summer of 22. so now i'm just really getting to the guts of the conditions or building conditions survey uh on the upper left i talked about needing to make improvements to create a secure vestibule and the location of the secure vesicles is the image on the lower left americans with disabilities actually public schools throughout the state have made tremendous investment in updating their schools to make them accessible to all but there's always more to do and in this case um the stage has three three four steps up and there's a proposal to put a lift to get out of the stage um to continue to improve our restrooms so that they meet ada apartments is a common piece on the list graves is one of our schools that still
024has its original spline ceilings and these are ceilings where the fastener is concealed and when they deteriorate and break it's almost impossible to fix them because you can't get to the spline um so um you know you can see in this picture that these tunings are are needing replacement um there's also uh asbestos in the glue so you see act designation and then some ada modifications to improve the nurses office so again um we're using graves as a case study to to demonstrate the types of typical issues that are prevalent in a lot of our schools and and again all this data is available or will be available online for anybody who wants to drill down and look at all ten of the schools that we see there i'm moving out of mechanical electrical plumbing
025the existing boiler plant the heating unit in the cafeteria is scheduled for replacement electrical service upgrades center top interior lighting and so any lighting that we can convert and faculty and also reduces our energy costs there's an abandoned hot water tank on the upper right that's scheduled for abatement and then demolition and again toilet room calling fisher operates so what we've prepared is a pie chart for each of the buildings that the school district owns so the next dozen or so slides um demonstrate the total cost that's been allocated for each of the schools and so we're finishing the case study with grapes and you see that more than half of the pie is dedicated to mechanical electrical and plumbing upgrades the green piece of the pie in the upper right is for site work
026uh purplish or bluish color is for uh gripper pointing window replacement and other exterior envelope needs uh building interior is in is in red and then the health and safety orange piece of eye really covers a number of code americans with disabilities act and it includes asbestos containing materials replacement and it includes our secure vestibule so i want to just make a pause and make a real important point that our schools are completely safe this category that the state asks us to populate is called health and safety but um you know all of our systems um in their current form are compliant but they're but you know making these upgrades is important over the next uh five to ten years so i'm going to turn over michael from vdo i've just been a terrific partner
027for us in the school district bbl did all the budget estimating for all the projects and i'm glad to have mike talk about that thank you thank you armand so uh which is great it's got a total at the bottom of this page for grades and then on the subsequent schools we're going to state so as we do traditionally we create multiple zones in our estimate to easily identify the mechanical electrical upgrades the costs for site work the cost of building interiors renovation work health and safety so at any given time that parma has a question or even in the district we're able to really pinpoint what what are the cost drivers or what's the cost of a specific item we took the report that our minds team put together and generated our estimate off
028of that um we did it in real time and what that would mean is as we saw earlier this year right now with escalation and costs and material such as steel and wood those costs were adjusted within the estimate to reflect where the economy is headed there are built-in escalation factors contingencies for hazmat remediation design contingencies certain contingencies and some soft costs roll that all together we were able to collectively identify the needs and associated values at each of the school districts buildings karma just as we transition i'll just underscore that any values that you see in this report are total project values so they include escalation contingencies soft costs um the general contractors overhead and general conditions and so on so um you know as we as the sort of track record we've built
029together over the last 10 years the numbers are our you know allowances that cover our data so we're going to move now to chambers slightly less than graves on a set under six million dollars clear three quarters of the needs are driven by mechanical electrical plumbing chambers does have a health and safety forums that apply there and again there's just chambers has a lot of asbestos-contained flooring that's scheduled for replacement this also includes the new secure vestibule there are doors that are rated doors that are scheduled for replacement so the green software for site work and then interior building interiors in that red carpet at crosby and this is very typical to be in the seven to eight million dollar range for our elementary schools not quite three quarters for mechanical plumbing uh building interior
030health and safety about the same size of high that we're seeing and then um there is a playground replacement as well as um other site work for across slightly under 8 million i'm just going to pause for one minute these are big numbers and when you add them all together they're an even larger number the school district is not mandated to take on these projects or this this budget and what typically happens is these projects are prioritized and then the school district fights off incremental investments over time and that's how we've been been successful in kingston all these years at meyer again just just under 8 lane 7.65 about a third for mechanical plumbing there are some significant building envelope issues so brick requiring and window replacements site working and health and safety comprise that
031so gw is one of our two outlier elementary schools gw is is proposing is is the need actually of a new elevator to make all levels of the school accessible from one elevator there are some significant site improvements that are proposed and if you look at the illustration of the cyclone or the aerial image on the washington side of campus this is you know one of our two city elementary schools it would really be nice to have a proper green activity space that could also be a community space and that's going to propose for gw uh mechanical farming about half building interiors a full quarter and then the other complement of expenses that you you're used to seeing so again one of our outliers almost 12 million potential need at gw uh etsn falls right
032in that 8 million dollar range that i talked about earlier i'll just clarify that um part of that eight plan has already been allocated in terms of the bond that was uh approved a couple of years ago and so some of that cost is is existing bond allocation that can be used to fund a portion of this project specifically the window replacement um almost half mechanical electrical plumbing building envelope is the big piece and that's that's mostly the window project this a similar wedge of pie for both health and safety and voting material and then jfk is our other outlier it's actually has a smaller budget under formally and that's because it's just had a terrific investment um in the current five-year plan projects that mike presented a few minutes ago so jfk has new
033windows and other you know just wonderful improvements so it still has remaining mechanical electrical plumbing health and safety and building interiors so pivoting now to the two middle schools you'll see that in a minute that bailey is about twice this value about 23 million because miller again has had a really terrific investment in terms of the real uh the bond program that's currently underway it has its good windows it's had improvements throughout the school the center image on the left is the new miller theater that we talked about earlier so again three quarters for mechanical plumbing health and safety is the bigger remaining wedge in that site working material so so valley um is is coming in at slightly over 23 million it has you know a host of improvements that could be reinvested in
034um exterior windows and and uh brick elements um the catalytic plumbing piece and the other pieces that are you're seeing are sort of common to voting conditions um khs is has benefited obviously from the second century capital plan we're really delighted to report that there's about 1.5 million of potential identified needs and these are really just a few systems on the mechanical electrical plumbing side that are not one that were not touched by the 2nd century capital plan just just a relatively small budget compared to the other schools as we would expect we did a survey mahar as you would expect has a very small budget um that building was substantially renovated to make it an old district office and an early childhood program and then in a divine this is a district-owned school that's
035rented out or east out to others and it has a need in the neighborhood of the other elementary schools in the district slightly over southern oregon so i'm going to pause here and just see if there's any any questions from the board or from dr patalino on the next few slides or i could just go ahead and finish up the next few slides touch on the other agenda items that i've mentioned earlier i don't have any questions does anybody have a question at this point well i just was wondering if um and this really isn't about the plan but just in paying for it if the federal it's a proposed uh infrastructure uh investment two trillion dollar infrastructure investment i believe that some of that will is is proposed to come to schools and some
036of the money that was put in the federal stimulus that we have has been we've been told we can use that towards certain projects um i do i know there's when we talk about federal money i was just thinking about the letter we had written earlier there's the 20 million dollars is not 20 million dollars a year it's 20 million dollars so you have four years to spend it right so if you look at 20 million dollars before you should spend it that's five million dollars a year in an almost 200 million dollar budget so you know that doesn't take a you know we want to look at that as far as looking programming and students uh needs and closing some gaps that we feel happen because of together this is um you know there's
037a lot of different resources because i also do want to state that you know there's there was some confusion around the um the smart super smart school bond act and you know it's used for there are several different options out there some are technology some are um safety one of the reasons we lean towards safety with the use of that money was because we we have so many other opportunities to have funding towards technology you know our e-rate funding and those kind of things that we use so this was a way for us to use this funding for that towards the safety because we use so many other uh funding sources towards our trans our technology so that's a little we're a little bit off uh off the topic but i think those are some
038things that we're going to spend some time spending some time communicating to the public about over the next few weeks thank you one of the uh assignments that we helped the school district with is was scanning or digitizing thousands of pages or sheets of historic blueprints that are on file at the ulster avenue place and we've scanned over 7 000 sheets they're all organized in a file tree much more easily accessible now by administration and top fivers too so glad to have checked that by another another housekeeping piece is to either update or create site surveys so these are topographic surveys of all of our campuses in the district this slide is about four weeks old when we presented this to the district's facility committee so you see the remaining mahara crosby and miller i
039believe all the work is complete at this point and again our partner uh bernier stantler has spearheaded this effort and we have current updated site surveys of all of our campus recent legislation from the state so this is actually from new york state not from the state education department is the is the prop prompter of this requirement but school districts have been required to uh create signage that labels all single-use toilet rooms uh as gender-neutral bathroom facilities so you know this kind of moves away from unisex and other designations and we went online and just found some different examples of gender-neutral uh graphics and language and and so you have it on the right that's our prepared uh presentation for this evening uh again um you know this is it's an honor to be part
040of the district long-range planning effort uh these are the you know the sort of guardrails that'll help us make decisions over the next five years and and be sure that when the school board decides to make investment in your schools that it's being invested wisely and it's allowing you up to a comprehensive master plan at the end of the day thank you questions any questions for mr padrini or mr de lima i think that it's i'm really excited uh and and proud to see this continue um you know i believe that um it was in 2008 that the ksq came on board for the carnegie library building and i believe that bbl came on uh even before that uh with the uh i don't even remember what it was called now but it was a
04120 million dollar project uh the excel funding project and i believe that started in 2007 uh and uh you know and it's just a continuing need on top of the money that we've spent over the last 10 years so i you know i appreciate the work that they've done and mrs sheer is absent tonight but i just want to point out that she has done an awful lot of work i know with ksq and bbl uh over the last several years uh in the previous five-year capital plan and i'm sure he had a lot of input into this one as well so um if she watches the recording she will be able to see a thank you to her mrs jordan you're muted yeah thank you i i had a couple of things that i
042was thinking about during that report going back to the beginning when we were looking at the capital plan and finishing up of the old main building i just want to thank all the board members who were serving back when we proposed that and all the board members that have supported it since how important it was to do the whole project and not leave maine as old may because it just by now would have just been devastating to the outcome of that project so i want to thank everybody involved in that of course along with our architects and all of those people from edl and everyone responsible for that but it just occurred to me how impressive it is and how important it is that we honor the entire campus and i think that we have
043done that the other thing i want to say when i was looking at the proposals for the next five-year plan i have to commend our current maintenance staff because despite all the needs i haven't been on facilities this year but in the past despite all the needs of those buildings it's amazing when you walk through how they do everything they can to sustain what they have and preserve what they have and um i don't want the public to think that these numbers are due to anybody's negligence because they're not it's just the opposite i just can't believe how they've been able to maintain these facilities uh under the circumstances that they have and my final point is we have to invest in maintenance because a lot of what we were left with for many years
044was the lack of maintenance and that was just devastating and we can never be back in that position so i think these five-year plans plans are so critical to the health and safety of our district and the well-being of our facility so thank everybody for for all of the things they have done i believe that you were on the you were not on the school board back in 2012 and 2013 when the second century capital plan uh was being developed but you were on the facilities committee yes and um i'm proud of that but but i know from that time how important it was to have the support of the board and the administration and i know it has been difficult for the people living through these the major events that we have been working
045and i also think that i was thinking as that was as we were going through that that the physical environment is a important contributor to the social emotional mental health and academic achievement of our students this is jordan your hand is still up i think i think you're done though any other comments or questions for bbl or ksq okay i would like to thank mr de lima and mr cuadrini for their presentations and all the work that went into them keep up the good work thank norman and mike thank you everyone have a great night thanks so much stay safe good night okay uh next on the streets we have just a brief update on our fourth quarter changes we've talked about this a lot but we've implemented it this week starting monday we have
046welcomed back the majority of our students on april 19th with our startups to give you an idea of secondary we have 70 percent of our students have returned to in-person learning four days a week at the elementary schools at the um entry level we have 82 percent of our students have returned to in-person learning for five days a week we are monitoring attendance daily we're monitoring our bus ridership we have put in place obviously our safety protocols remain in place and we've had some new enhanced safety protocols in place including barriers in classrooms tents for outdoor class and dining options at our elementary schools and um we are continuing to move forward we've had a really successful last three days the students are in they're happy teachers are happy administrators are happy they're always happy
047to see things starting to roll um i think only three days i don't have a lot of data for you other than just have statistics around what number of students are here but we're going to get a better handle on attendance and any changes looking at comparisons as far as performance through five weeks compared to how our students will perform when they're on remote and those kind of things so we're really excited and we're excited also to add another layer of enhanced uh let's say protection i guess we have safety for our students we're looking we've been working to get a testing protocol in place uh work with ktf and nysit at kings city school district we've been working with the united states department of health and human services in a program called icap which
048stands for increasing community access to testing we've had several meetings and we're down into small work groups to create a plan where they will come in and assist us in testing our students our in-person students at all of our buildings so again adding that next layer of enhanced enhanced safety to our already as we've seen effective protocols so that this is a very brief update and i'll have a lot more data for you was was we have more than three days under our belt dr jacob what's your question i i think this is about her hand up first and then yes i have a few questions okay so i have a question about the plexiglass around the desk is that who has those is that just elementary middle school everyone a high school awesome correct
049okay but uh my understanding is they're not secured down on the desk so they're falling over yeah this is this is an ongoing issue they should be secured to the desk i've been in schools i've literally walked up to them and pushed on and there's there's adhesive on the bottom that secures to the desks so we are going through i mean there's some miscommunication of this understanding but we're communicating with our principals about let them know they need to secure those to the desks all right i didn't think that high school happened or was required to have them now the high school is is actually the elementary is not required to have them um the secondary when you're not within six feet so if you have a classroom that is has to be spaced smaller
050than six feet we're putting up barriers all right thank you yes just several thoughts um i've also heard a lot about the plexiglas dividers between the desks um i i like what you said about tracking performance i thought that's an interesting point that you'll be looking at performance through the mid quarter um kind of comparing it back to the year and then kind of what are your thoughts about what you'll then do with that information well i think it will help us a couple things we'll do it it'll help us understand maybe as we as we move into our summer and into even in the next september of gap closing um what where we missed and where we missed it i think it will i think it's going to also i think it's going to
051inform what we do moving forward more than what we did going backwards obviously um yeah i i think it also will help us improve i don't think we're going to be away from remote learners having remote learners in the kingston city school district anytime in the near future i think we'll probably go into next year with some students remaining remote learners so i think it will also help us improve our program and instruction for remote learners yes yes i'm sure that's true and i think i can see it giving us the window into how to move forward i i also hope that we will use it to look backward though because i think that for some kids this has been a really difficult year and it's been very hard to engage online and so if
052there's a dramatic difference in the way that they're able to engage when they're in class especially consistently four days a week in the way that they were able to engage when they weren't i hope that that's something that we'll consider um and think about how to address you know for for high school kids i think the implications are a little bit well if you fail a class it's actually pretty significant and so i hope that we'll think about what that what that performance in the fourth quarter means for those students okay i do have a series of other questions that are instructional related but not necessarily to the reopening so i don't know if i should just continue with those or you have the floor all right well my colleagues should interrupt me if they
053something comes up um so today was our first day of testing for grades three through eight well zero our first ela test i'm wondering if you have an account of the opt-outs how many kids actually took the test how many kids opted out i don't have the exact number because they changed every day so when so we're testing that was the next part of my report our elementary ela or testing um obviously today and tomorrow um and then they're going to be testing math on may 4th and 5th um and then grade 4 only will do science on june 8th when we're going to do that's grade 4 only but they yeah we are you know i have some estimates on how many students took the tests but i wanted to get more solid data
054both from elementary and secondary because there are people who did not have walked in the door this morning and after that so i wanted to have a better handle on that data but we did i will say just generally speaking we have more students taking the test than i expected okay and then a related question to the test is about the regents exams which i know the new york state department of education is has to implement i think that they probably wouldn't if it was their own choice but same with the three through eight tests but they have to because of the federal requirement and so um it's unclear to me so i think that the scd has said that they won't count towards graduation for our high school students it's not clear to me
055whether students have to take them and how we will count them i'm assuming that's a local decision i'm wondering how we're thinking about that there will be a um a memo posted and sent out tomorrow along with a list of frequent and frequently asked questions for parents um about the region's examiner and many of these couple of things you just said are on that demo and we'll let everyone know exactly what what the situation is with regions exams how we'll be using them how we'll be using local exams what students can do about taking the test or not taking the test so that's that'll be out tomorrow or friday at the latest actually i just missed the series not in her head i just reviewed it to that okay all right great um and then
056recently we've got we've gotten to as parents um test blasts about summer school and summer school looks it looks to be um from the text that i've received so it's kind of if you want your child to go to summer school there's a spot for them is that correct that's correct and will there also be students who will have to go to summer school well there's never a such a thing as have to go to summer school we can't force students to go to school in the summer i mean there's there are students that have to go to summer school if they want to advance or if they want to uh pass a certain class as a secondary but um there's there's no you know have we summer school is not important so i guess
057i didn't work that question correctly i'm assuming that i guess i'm asking will we be directing some students to summer school yeah in the way that we always have done yes yes so there will be enough spots for those students and then anyone else who wants to right um and at a recent community meeting that we have with our community partners we talked a lot about having summer school opportunities available kind of in in summer programs so at the club at ccd and i didn't see that listed in the summer programming that you sent out and so i'm wondering if that's still a possibility that's still a possibility those are those are you know we what we control what we can control we can plan you know and what we don't control we can't but
058we're working we're going to reach out and see if we can we want to get this information out as quickly as possible so people can start planning but we will work with uh you know our community-based organizations who are doing summer initiatives and have a you know an opportunity for them i know that um ms bond bill and dr dawson fellows i'll have a meeting next week with some of those ceos okay because i um so it's my i i think it's a great option i think that that's a great opportunity and um i actually think it will get a lot of traction in that in those places i i i hope i kind of want parents to understand that there's that we're doing this in our own building summer school as we always have
059but then there will be this other option also um and i hope that gets communicated because i i mean as a parent who has been through this year it's exhausting like i'm exhausted i know we're all exhausted and the thought of using a community-based organization that my child is going to for the summer anyway and integrating education into that feels just much more it feels um it feels like something we could get our hands on something that we could do and so i'm hoping that parents can understand that that's a real option so is that something that the district will communicate or is that something that's the community-based organizations that's something i think jointly you know when we get to this point and we'll communicate it jointly and make sure people know that these are
060our partners you know how we've done with the community partners who've done things in our buildings or we've done them in the past so thanks for both of us are are communicating that information okay and i guess a kind of related question something else we talked about at the meeting was about um getting some of that program into those community based organizations now like for example having a credit recovery program at the club now for kids who need that and so are we moving forward with that we're working on that we were we were focused on getting students in the classrooms in our school now so we're expanding from there with those conversations i know dan did reach out stan from the whalen boycott they reached out to me the next guy and i know
061he's got um he and mrs fondo are going to connect and work on that okay um yes i think that'd be very very helpful for our kids as we move into the fourth quarter they're gonna need that um and if we can provide it to those students and that's that's helpful um and then the community engagement component of the new funding that we're getting which is as we talked about i'm just wondering what we're what our thoughts are about that and how we'll proceed with that we haven't even started that yet we still don't even have all of the you know guidance and regulations around that that's 20 million dollars so that is due by june 30th or july 1st so we uh again say we focus on getting school open this week we're focusing
062on our budget um and working how we'll map together how we're going to spend i would recommend that money be spent and also have to be able to have community input and forms between you know may and june in the in that between in may and june okay look forward to that and then my final question is about graduation i'm starting to get questions about graduation i know that new york state put out um guidelines around big parties and graduations and can you speak a little bit to where we are with it and what what we're thinking about it um we're thinking about several things but i mean we're really looking at a similar model to what we did last year i think right now is where we're leaning small smaller several smaller ceremonies that
063are that are obviously coping safe that that's really where we're leading there's no there are i mean the regulations really haven't changed that much i mean it's 150 we have 150 people in a in a you know large gathering for graduation under the graduation guide so that's that's really not much different last year so we're um we're still looking and planning around that hopefully there'll be some changes i had some hope when they changed the large venue numbers last week but i was told that that was not um applicable to graduations so i think we will probably use i thought it was different it's not i thought that we could have outside particularly especially in a place like deets that we could have more than 150 people we can't no we can't so we're we're
064working on it but i know there's been a lot of means and actually the the um last year we did infographic i know that's coming that that's going to print very soon with all the other things that we're doing class of 2020 but yeah graduation is still one of those we're working through but we're leaning towards something similar to last year but it will be at the end of june rather than if there will be a lot on graduation day maybe graduation weekend come back that weekend it will not be in the middle of july when it's 95 degrees out although at the end of june it's usually 95 degrees it's either raining or it's 95 degrees we were just lucky last year that they were too hot okay and then i imagine other things
065that for the senior class like prom and awards night and all these markers at the end of your high school career i think are being determined by me and as i said the infographic with all the events that we put out last year we're kind of duplicating the replicating that this year and that will be out in the next few days okay thank you why do you have a senior after that okay just a i many things i was going to say i think i just answered speaking with dr jacob with but i'll just run through we talked about the elementary and secondary ela testing in math and science testing um again the region's exams uh the english speakers exam will be june 17th the living environment in the 22nd algebra will be the 23rd
066neuroscience through so an updated calendar school calendar um and graduation dates will be out later next week so we are you know we're putting all together and getting ready to communicate all the things that we're going to be doing over the spring but we are the three three testing the region stands that is important um other than that like i said i think half my half of my uh report was part of it answering doctor's bills questions so i will leave it at that and ask if there are any other thank you thank you uh last thing on the superintendent's report is well it's not this elastic but one of the last things i should say um we have a fork recognition for mr herbert lamb who is giving receiving the board excellence award from
067the new york state school boards association for participating in leadership development opportunities so we have your certificate here and mr shawnee says he will find a way to get this to you so thank you uh for putting in the work and the professional development to reach this goal i know i've said this a lot of times every every time i give one of these to say you know it seems like i give more and more of these every year and that's just our board's commitment to professional development and learning and wanting to govern our school district and serve our taxpayers and students um effectively so thank you and mr uh says he'll get back to you thank you congratulations okay lastly i will be gonna hand over to mr perna the boces election and budget
068resolutions we have several items to be voted they're on the agenda so the first the first resolution is the only 47 election of boces board members this year there are five members five seats that are being will be filled by by this election tonight every school district in the county in the boces is voting on these tonight it's required that they have a board meeting on the same evening i'll point out that i am on uh this seat number four at large as a candidate for a three-year term and this will be my i look forward to i enjoy being on boces and i look forward to serving on it so i'll ask for a motion to approve resolution boe47 okay in a second second consecutive any comments or discussion thank you for sharing mr
069lucy um okay no other comments i'll ask uh i think we we don't need to do a roll call on this dude i was just a a voice uh all in favor of approving the resolution please say aye or raise your hand and he opposed i mean i'll say i as well any opposed so unanimously adopted the second boces resolution is the approval of the boces administrative budget for 2021 this was we had an annual meeting i forget what exactly what day it was uh maybe it was april 6 but it was around that time that every district in the uh in the boces district had an opportunity to participate in so i'll ask a uh have a motion to approve resolution voe 48. miss jordan and mr michael any discussion uh all in favor
070please say aye aye say may unanimously approve okay the and then there's one more resolution oh no that was it yeah so now we go on to the annual b-58 the annual school district budget this will be a budget of 195 million 984 and i have a motion to approve the resolution so mr spicer in the second second okay second and third and uh is there any uh discussion on this budget or comments or questions yes um at the beginning at the beginning of the year you know back in january when you first look at the budget we were looking about seven million dollars deficit and uh i'm excited today to say that thanks to the american recovery act and also governor andrew cuomo with the legislature they have been really generous this year will
071promise us to restore the foundation aid the next three years as i said they promised hopefully their actions are louder than their words extra transportation aid extra built-in egg so we managed to keep the touch leveling as the same as last year so that's very [Music] yeah so our tax levy will be exactly the same as last year's tax levy uh zero percent increase in the levy that doesn't mean that that everyone's tax individual tax bill uh is going to be the same as last year for some people will be lower for some people will be higher uh it's a complicated formula that takes into consideration changes in assessment uh relative changes in assessment between each of the 10 districts that are each of the 10 municipalities in our school district but we won't be
072getting we won't be putting any more money in the bank from the tax levy than we did last year all right see the important messages the tax levy increase is zero correct um so if there's no further questions um ask for a vote all in favor of adopting uh this budget for presentations of the voters on may 18th please say aye aye closed may unanimously adopted the next resolution is the property tax report card which is again will reflect that well it's in there it's in the agenda uh something we have to pass every year um and it this will be mailed out to every household in the district as part of our budget report card is that right we annually send this out and so i'll ask for a motion to adopt resolution b-59
073any discussion all in favor please say aye the complete budget will be available on the district website is that right so that budget has been approved for presentation and it will be available on the district website tomorrow okay the next item on the the next section of the agenda is board of education and the first committee report will be from the policy committee uh mrs jordan thank you i apologize for not being here last week and also for having to postpone our last policy committee meeting until next month but i joyously was celebrating the birth of my grandson so uh i think that's legitimate i think so and um i also wanted to just change the motion because uh dr collins brought to my attention something that we overlooked in our discussion on policy 4511
074selection and use of instructional materials so i'm not sure if we can address it in discussion and amend it during the meeting now or if we should eliminate that have the discussion and bring it back to committee so i asked my committee members what they think they would like to do or if mr virg is here if he has a suggestion or mr burnham um i would suggest that we take it back to policy committee and bring it back all right so so what i will do is i will read the motion without 45 11 and i'll ask mrs collins during discussion to give us her feedback which was right on target because we were so focused on a different part of that obviously that we neglected to correct this so i um will read
075the following if i can get my computer to cooperate jumping all over all right whereas the kingston city school district has contracted with nisba as consultants to the board of education for the review amendment and adoption of its policy manual and whereas a subcommittee for the board in consultation with nisba and the legal counsel that repaired the following policies for amendment and adoption now therefore be resolved that the board of education adopt the following amended policies zero zero five zero statements of vision mission and core values zero one zero one gender neutral single occupancy bathroom [Music] 45-13 library materials selection i think i just need a second instruction any discussion uh all in favor please say aye aye opposed may uh those three policies are unanimously adopted and uh would you like to uh ask
076dr collins would you like to just mention what you had mentioned to me oh sure it's thank you relatively minor actually but on um policy number 4511 the selection and use of instructional materials i just noticed in number two where materials which reflect the race ethnic group religion religious practice disability sex sexual orientation or gender um seemed to be missing a word or it's not clear what's being reflected there so i suggested potentially is it the materials which reflect the diversity of race color or are we talking about our community it just wasn't it might just be it doesn't it absolutely doesn't and i will explain why we were trying to match the introduction to that section with the beginning words and we got so focused on that and i think that we lost that
077in translation but we'll bring it back to committee and we will take your advice to heart and change it again so we'll have it for you next time i really appreciate you editing that for us because sometimes i think we become cross-like we're looking so carefully at every word so i appreciate a fresh set of lives thank you is it possible to follow up with the question i had about the gender neutral bathrooms yes it's not directly about the wording in the policy i i actually was just curious if all of our schools have single used and gender neutral bathrooms or is it only phs or no schools no there are single use bathrooms in every building yeah we haven't up until now we haven't labeled them gender-neutral bathrooms but there are single-use bathrooms in
078every domain great thank you thank you dr collins and the next meeting of the policy committee will be on the first friday in may we're not looking at matt well i think that's may 1st actually isn't it may 7th okay may 7. thank you okay um thank you to my committee again so we have facilities committee next on the agenda but um mrs cheer is not here so i think we'll just postpone that and i think um we had a lot of facilities you know a pretty good overview of what we did in facilities right okay uh audit and finance committee mr michael uh thank you mr schweinsteiger of the olympia finance committee at uh tuesday april 20th that was yesterday morning and uh the committee was in receive of the treasury screens you know
079the auditor's reports and also the fund reports for the month of march the committee accepted those reports and uh on the agenda to whatever tonight is boe 51 and boe 52 and i'd like to marshall to accept those reports simple okay any questions or discussion about those reports okay hearing that all in favor of accepting those reports so please say aye for the year 2021 2022 as you all know we already mentioned some facts about the new budget and uh this was the agenda to be approved tonight by the whole board and uh in may it's going to be a referral not just for the budget but also the election of new bond members and i'll take the opportunity now to announce that my good friends and colleagues dr jacovich mr charlsy and mr land
080we're running again and i will thank you for being on the board and doing extra work and i believe you continue to work towards the diversity equity and inclusion and also the fight against racism so you definitely help me both thank you mr michael uh i would like to say our next meeting is set for may 25th um okay i'd like everyone to know that uh the deadline for fouling uh uh petitions for the uh for being on the on the budget vote or on the uh board of election uh votes is uh april 28th is that right so that's next wednesday and anyone interested who hasn't done so may contact miss deperna okay health and wellness committee dr jacobowitz yes thank you um the health and wellness committee met on march 10th this is
081a committee that's formed around our wellness policy which is required for school districts that participate in the free release price lunch program as we do um at this meeting we review guidance about the about wellness policies um these must be focused on nutrition promotion education promoting physical education uh guidelines for food and beverages at schools which includes lunch and breakfast but also outside of that so snacks and even things like classroom parties and stuff like that um we talked these policies also have to contain uh guidelines about parent involvement and communication to parents and school communities about wellness programs that are happening in our schools and so we had a lot of conversation about whether the committee does this well enough and whether we communicate well enough to our community and to our schools and
082to our parents um we also thought that we want to hear more directly from schools what they are doing around wellness that there might be some activities and traditions that happen in schools that we are unaware of and that we might be able to promote so we decided to invite syria to our next meeting and she has agreed um to discuss ways that we can communicate with our community better um administrative guidelines to accompany the policy were completed in january of 2020 and we're still waiting for those to be signed so i think they're in process somewhere um the triennial review of the wellness policy is set for june of 2021. mr silverstein and mr corelli had already completed their sections of this kind of triennial review and the committee was unsure what the next
083steps were so mr silverstein is going to reach out to nysid to inquire about that our next meeting is may 19th at 3 00 pm thank you any questions for dr jacobus okay the next um it's not on uganda but i know that mr spicer has uh an announcement or a report to make on the sro advisory committee yes thank you and my and i needed to notify you you're okay uh good evening everyone at our sro meeting yesterday the committee agreed to host another public forum this one will be held at the kingston high school on monday may 24th and starting at 5 pm everyone please visit the kingsman city school district webpage to sign up and also read the speaker requirements if you want to speak lastly i want to thank the sro
084committee the committee medicines for their hard work and attention to an issue of such intensity and concern to a good many members of our school district family thank you thank you mr spicer any questions for mr spicer um i believe this will be this will be a hybrid meeting as uh we'll have a vert we'll have a in person and and virtual participation karen is working on that okay that will be announced yes okay um there's no other reports uh for the board of education uh so we'll move on to the consent agenda uh dr collins has her hand raised oh i'm sorry about the columns thank you yeah just on the um the server committee i wondered if there were in what ways other than this particular board member will or board meeting i'm
085sorry will the announcement for the next public meeting be made so if where will it be the information be advertised where can people find it i'm gonna have to get back to that because i know [Music] we're looking for um lot of more ways to get in touch with community organizations to let them know about the upcoming meetings so um i can tell you this the uh the uh the information about the meeting and the invitation to the community is gonna be much wider than it was last time so i i understand your concern great thanks so much and we also have two board meetings on may 7th and may 21st uh that it will be the announcement will be given at those meetings as well okay now to move on on to the consent
086agenda are there any resolutions that a any board member would like to have removed from the consent agenda for individual consideration pe 62 and p63 p62 p63 um okay any others okay can i have a motion to approve the consent agenda uh without resolutions p62 and p63 so okay suzanne okay thank you um are there any questions about any uh items in the consent agenda okay all in favor please say aye opposed may unanimously adopted and uh we will hear now from dr collins because there are two donations no as d16 and d17 are donations no oh yeah yeah we'll do that after the donations okay um yes we have two donations the first is to meyer elementary school and it's a donation for 250 from the irish cultural center um hudson valley and it's
087um in honor of the 2020 shamrock run award so we thank them very much for that generous donation we also have a donation to bailey and miller middle schools this is from the city of kingston tree commission and they are donating two trees to eastern city school district as part of an annual arbor day celebration so they have in collaboration with the district designed or organized a poetry writing contest for all the students with a theme that will celebrate the sugar maple new york state treaty so the winners of each grade from each middle school will get to participate in a tree planting at the school campus on april 30th so we thank the city of peace and tree commission for that lovely long lasting donation thank you sounds like fun uh so now we'll
088go back to uh resolution p62 i have a motion for to consider uh p62 professional personnel teaching assistants okay so we'll combine p62 and 363 motion to adopt the resolutions mr graham and the second and we'll open the discussion uh mr lam i suppose that you have comments as i look at these i look at a lot of names on a lot of experience that is taking retirement at this time in our district and i'd like to thank those people for their service to our children to our uh families and to our community it's it's years of excellence that will never be able to be made up and thank you for your service and we will just do that so everyone knows we will be honoring our although we put them on this board agenda
089for your for your approval um we do we will be honoring our retirees our first meeting in june um so we do have a special meeting every year like they're on this week's at this month this week's agenda but we do that recognition at the end of the year thank you and so that'll be our annual retirement and uh tenure meeting maybe we'll be able to have that in person i don't know we'll see okay um so any other discussion or comments on those resolutions okay all in favor adopting p62 mp63 please say aye hearing none is unanimously adopted next item is old business is there any old business to consider dr collins thank you forgive me for sounding a little like a broken record but i'm wondering if um we might be able to
090hear a little bit more at some point about the communication plan that dr patelino and his colleagues have been working on um i'm thinking about this now this moment because of the community we had where we talked about some really potentially effective ways that we can be communicating with each of our schools and the families um that are often some of the harder to reach so i'm just curious if there's anything coming on racing yes we'll have an update for you probably next within the next two meetings thank you okay any other old business is there any new business let's begin a new business if not we'll move on to board meet board member announcements it's hard to find anything to announce we've had a very robust meeting there's no need for a second executive
091session so i'll entertain a motion for adjournment move to second it all in favor say aye please all right opposed hearing none uh thank you for your participation uh thank you for the community for waiting for us to start a little bit late and uh stay healthy everyone thank you say one everyone have a good night good night everyone
