to the April 22nd regular meeting of the Levittown Board of Education. Before we begin the meeting, just a reminder for anyone who wishes to speak at publicly be heard, you must sign in prior to the start of the meeting. Uh, may I have a motion to reconvene the meeting? Maryanne, do I have a second? Phyllis. All in favor? All of us? Thank you. Okay. Uh, let's rise for the pledge of allegiance, please. May I please have a moment of silence for those serving our country at home and overseas.

>> Thank you. >> I guess Mandy didn't like saying he asked for that moment of silence. >> He wanted you to be silent. >> Please take a moment to enjoy the beautiful artwork on the walls of the room and in our hallways. We're so thankful to the students and faculty at Sulk Middle School for sharing their talents with us. Everybody, beautiful. Thank you. I guess I should have asked

first. So, thank you. Um, and congratulations to all our athletes. Uh, as always, we're so proud of all of the things um to celebrate in Levittown. Um, okay. We are going to move the um meeting over to Mr. Witch. Right. >> Thank you, President Lang. Um I just have a few uh brief uh comments to make. Uh the first thing is just about a property tax exemption or reduction uh opportunity that the state has uh adopted for local districts to be able to adopt. I know that uh council uh Sharon Berlin has already provided the board with information in our weekly report about those exemptions. So, I'm just we're not voting on this tonight. Um I just did want uh Mr. Berlin to be able to share publicly a little bit about the two exemptions,

I think it is, right? And that way then at a future meeting the board can vote about whether to um I think adopt one of them because I think another one has changed. So, why don't you uh explain a little bit further, Mr. Berlin? >> Sure. There there's two exemptions that uh the state passed um back in December and then amended uh more recently. The first is a an exemption for fully disabled veterans. It's a real property tax exemption. Originally, it was an exemption that the board would have to vote to opt into. It was recently amended so that it is now mandatory for school districts and there is no need for a board the board to make a decision whether or not to opt into it. The second exemption is for the surviving spouse

of a police officer and that exemption is one that it is up to the board whether it wishes to opt into. It allows the district to extend a real property tax exemption of up to 50% 50- uh and it's up to the board, you know, between 0 and 50 uh of the assessed value of the property. Um they can extend that to the primary residence of a surviving spouse of a police officer who has been killed in the line of duty. Um, as I said, that is an opt-in. Uh, I was told by a another school business official re that recently the county assessor's office asked if we would hold off temporarily while they seek some clarification as to whether it this exemption will also apply to uh police officers who died as a result

of exposure to um to ground zero. So they, you know, may have died years later. So they're trying to get a little bit of clarification on it, but the tax year um is doesn't start until January 2 of 2027. So you've got time to opt in and it's nothing that has to be done at this moment. >> Great. Thank you, Miss Berlin. Anybody have any questions in regards to that? Mr. Moran, do you have any questions on it? Yes, >> thank you uh Men for that information. Uh the second thing is just a little bit of confirmation or clarification in regards to the Bosey's budget vote. It's it's on our agenda tonight uh that we'll end up um really postponing till next week. We'll have a special meeting on Tuesday uh because I had information

that tonight was the vote for the budget vote for Boseies, but it is not. It is next week. But just to explain it, we'll be e adopting the administrative budget. Did you want to talk a little about it, Mr. Fabiano? >> Sure. Uh yeah, real briefly, uh we uh we're we're required, the component school districts of Nassau County, all 56 are required to um vote on the Boseies, the administrative portion of their budget. Uh and that's what we will be doing on the um next week on Tuesday. >> And so I'll need four board members just for a quorum to have a quick meeting, special meeting. It'll just be for um just to do that and also to uh vote for the candidates. There are three open positions and there are two incumbents that are

running. Uh and then there are two additional people that are running for the open seat. I shared all those resumes with you. Um the board can simply vote for the incumbents if they wish or can choose to um you know fill that empty line in with one of the other two that are running. Um, so if anybody has any particular opinions about that, um, you can kind of just share them now or we'll, in the past when we've had an open seat, we generally have, unless we knew the other candidates, we would generally vote for the two that we knew. Um, is that does that sound like a fair thing for next week or? >> Sure. >> Yes. >> Okay. >> What time is the meeting? >> We we we haven't established that yet. It's

about when people can get together. uh we'll try to have it as close as we can to normal time, but if it's got to be a little bit earlier, we will post that obviously. So, um and and just get that done. So, uh the third thing is just quick is just um you know, as you know, we've uh worked hard to um create a very inclusive district calendar in regards to recognizing various holidays in our community. Um and I do know I think we have representatives here from the Levittown Muslim organization. So, I know they they don't want to speak it public be heard, but I do believe that they wanted to just um just provide something or or present something to the board. Is this true? >> So, why don't you come on up

and why don't you do that now? >> I'm here. So we just we just celebrated Eid and it's all about gratitude and generosity and like uh we want to sincerely appreciate the leadership what you have taken and like you know amazing job doing uh bringing e holiday also adding halal food on the menu in cafeteria which is really appreciated by the limit Muslim community. So I just wanted to like you know uh it's all about gratitude so we wanted to thank and we got some sweet I know everyone is talking about some serious work but this is some sweet talk like um if we >> yeah sure you know so I just want to like you know introduce the people who are here because patiently and raise your hand please. >> Okay, >> thank you

for joining us. >> We do appreciate you you uh joining us for for this. So, Is it okay if we can come here and take a picture please? >> Oh, take a picture. Is that what you're saying? Sure. Yeah. Yeah. >> Thank you. Thank you so much. Thank you so much. This is wonderful. Thank you so much. And as always, we um are so grateful to partner with all members of the community and um thank you so much for joining us tonight. >> Yes, >> Mr. Winch. I think you are you still >> Yes, I am uh I am still on. Uh just comments and reports. I really don't have many comments or reports. Just to say that we had a very exciting week. There are things that we really were very proud of this

week that I would really defer to Dr. Z to talk about, but we've already talked to the board leaison about making sure they mention it, so I don't want to steal their thunder, so I'll say nothing. Um I do have one response to public be heard. Um this is to Mattie Bies, uh 1297 Shaw Place, Seford, New York. Dear Mr. Bies, thank you for attending the board of education meeting on March 11th, 2026 and sharing your thoughts during the public be heard session. We truly appreciate your comments regarding the importance of supporting all learners within our district. Ensuring that every student has the resources and environment they need to thrive is a core value of this board and administration. It is through the advocacy of community members like yourself that we can continue to refine

our efforts and stay accountable to that mission. We value your voice and look forward to your continued engagement and participation in our future meetings. Sincerely, Todd Winch, superintendent of schools. Uh other than that, I think uh there were some questions that Mr. Papis had asked in regards to some of the business reports that Mr. Fabiano is working on and we'll provide in the weekly report at the end of this week. Um other than that, I now turn the meeting over to President Lang. >> Okay. Well, thank you. Um, so we're up to the board of education comments and reports and several of our board of education members attended a conference in San Antonio. Correct. >> Fabulous. Um, and so it offered value uh valuable opportunities to engage in professional learning, explore innovative practices from school

districts across the country, and stay current on a wide range of important educational topics. So, we're going to hear a little bit about um some of the uh workshops that were attended tonight. A little bit about them and then um you know, so everybody can also know we >> Yeah, I'm just I'm just going to mention having having uh attended with the board, it was really powerful uh multi-day workshops uh conference that we went to. Um you know, some of the topics are um you know, pretty serious serious. You know, uh I don't know if you know, in regards to some of the children that are in the audience, I'm not sure if you necessarily Yeah. may want to just, you know, Yes. Yeah. just kind of warnings PG-13, but um so uh because there's

a lot of serious topics that unfortunately that occur in education. Uh so um I do believe we have board members that are looking to report out. So I don't know who you're going to call on first. >> You want to start, Marian? Thank you. >> Sure. Thank you so much. Um first of all, it was it really was a a great conference. Um we always bring back such um powerful information with us. Uh and beyond like even the sessions, just wanted to share like they they do have a lot of like vendors and stuff. Um which is really cool to go around and see the the different companies that offer the different services. And I think that you know of value is that we we do talk to them and and we do bring back

some things into our Levittown school district. So it really is um very fruitful to go. Um, one of the sessions, one of the many sessions I attended was uh an AI workshop and um, which is like the hot new topic for everybody because we all know about like chat GP. Um, and so this workshop really went through the basics of how do you use it, you know, what kind of prompts you can put in there and the more information you feed it, the better the information coming out of it is. Um, for me personally, like it, you know, you put in all of this information and it stores all of it. So, you don't want to get too personal when you do it. There was a lot to learn. I'm not going to get into

all of it, but they really did um guide us through the basics and the prompts and, you know, the the um more definitive the prompt, the better the information that comes out of it, how we as board members can use it. Um and there's also uh workshops that are available for board members to utilize to um be able to dive into it a little more. Uh so, so that was interesting. Thought I'd share it. That's all I got. I'm going to share out quickly on two different uh seminars that I attended. One it was on special ed and the staffing needs and it seems to be quite prevalent throughout the United States. I mean we're very lucky here in Levittown and seems in Nassau Long Island as a whole that we don't have this problem.

But I still think it's important for us to recognize. First of all, in all 50 states, there's reported special education shortages and significant amount of shortages. 12% of principles feel prepared to lead special education. Many principles do not feel prepared to lead education. Each year, 16,000 more special educ education teachers leave public schools and don't complete their preparation program. Uh the 2024-25 school year began the school year with four short 46,000 teaching positions that went unfilled or had to be filled by uncertified teachers. School districts spent 146.5 million on special education mediation, due progress, uh due process and litigation, which is a problem that we do face here too with the increase in lit litigation. The next one that uh both mi Maryanne, myself and Todd attended was the prevalence of grooming children for sexual

abuse. And this is the statistics. It was presented by an attorney, Patricia Dailyy Lewis, from the Bo Biden Foundation. One out of 10 will be a victim of sexual abuse by the age of 18. 90% of the students abused or children know the abuser. Certain children are more vulnerable. 35% of reported child abuse are victims by the age 11. The offenders, 90% are known to the victims or their families. And 88% of the offenders are male. There's a a grooming process that they went into a bit of detail with. I will only uh name some of the points. Grooming process. They talked about targeting, gaining trust of the student, filling a need for that particular student, uh isolation and then control. The filling a need for make filling a need is they get the attention

support creates an emo emotional dependence and builds resilience. So it was a difficult uh workshop for us to sit through but we felt it was very necessary to do that and um we've collected a lot of data and we'll be doing more work in this area and that's what I have Marian. >> Sure. And um I I know Miss Mangi mentioned that I attended as well as uh Superintendent Winch. it um it really was probably the most powerful session um and scary session that um I've sat through in a long time. So, it was really uh valuable information to bring back uh and you know, I'm grateful for the opportunity um to have experienced that. >> Uh Mr. Moran, do you want to talk about some of the workshops you attended? No. phone will stay

on. Just got to hold it. Same thing. I just held it. >> All right. Just a follow up on the electric buses again. Um, as I stated many many times, the uh, you know, there there was they never talked about funding the infrastructure, you know, the charging stations and what we need at our bus depot. Well, at this conference, there finally the federal government is talking about there is money available now all of a sudden. Um, so I I don't know if it's going forward or not, but uh there is grant money available. So that's something that we will look into um if we if we are still um forced into going into this uh this program. Um, I talked at length, uh, Miss Morangi and myself talked at length with one of the companies

that is, they run a program where they um, they lease services out to districts like um, they'll give you the a 10-year lease. They'll give you the buses, they'll give you they'll train your mechanics, they'll uh, they'll set up your infrastructure, but it's a 10-year lease. You know, it's uh, I mean, it's something to look at, but we have our own fleet, so we really don't need to lease buses. um we just need to have the infrastructure paid for if we're going to have to do this, which was going to be a problem if we did if uh if there was no money available. So, they did say there was money available coming down the pipe. So, we'll see. Um the other one I attended was um believe it or not, I had to go

all the way to San Antonio to hear from a guy from Comarmac, you know, but uh Comarmac School District created a program. We have something similar. um they created a program uh to help the students decide what path they want to follow after high school, whether it's college, the trades, uh another career. So, uh they actually had uh their architect came in and built a um an operating room and a mock courtroom. So they partner with the local hospital and some doctor's office and they do like an intern program for the high school kids to see if they want to pursue a a career in medicine. And uh and the same with the uh the mock courtroom that they bring the Suffach County DA came in a couple of times. They had uh court cases

that they tried. They built a courtroom and uh to see if they want to p pursue um something in law. So, I thought that was very interesting because I'm always thinking about what are our kids going to do when they get out of high if they don't go to college. What are they going to do? What's available to them? So, this is just something that uh I thought was really interesting. >> Thank you. Any final thoughts? Okay. Well, I appreciate everybody taking their own time to go and uh continue to find out what's going on out there to bring back the best information to our district. Now we are up to our board leaison. Bringing it back home. Should I pick or you got it? All right. All right, Sarah, you're up. Hi everyone. So,

there's been a lot going on since the last time we saw you. So, as we kind of mentioned by the awards on the weekend of March 14th, Antonia Bruno, Danny Smith, Robert Martinez, Kelvin Durant, and Lucas Aguilar along with Brian Sugberg competed at the National Championships for track. Um, so I just wanted to congratulate them. They worked really hard and Danny Smith even broke his own school record. So big congratulations to him on that. On March 18th, we held the second annual sisterhood suare. Positive and diversity club sold hair bows as a fundraiser to honor the memory of police officer Patricia Espinosa and to support her family. So many students and staff came out for this fun night of sisterhood. They braided each other's hair, did henna tattoos, made bracelets, earrings, and so much more.

Um, the clubs were honored to be able to help the worthy cause, and we're incredibly grateful to have five female police officers show up to the event. So, it was definitely a great time. Um, our science olympiad team competed at states held at Le Moine College in Syracuse on March 20th and 21st. They placed within the top 10% of science olympiad programs in New York State. So they've been working very hard. So glad to see that all their hard work finally paid off. Um division this year got to host NISMA that took place on Friday, March 27th and Saturday, March 28th. So our Triumph Music Honor Society students got to help assist Nisma. They got to be room monitors, hall monitors running the scores back and forth. Um, so the Triumph chapter was very excited

this year to not only just help at but get to host NISMA for once and it went very well. Um, last week on April 15th, the National Honor Society had their induction ceremony. So a total of 91 students were inducted and the senior national honor society members honored Miss Viskovich as teacher of the year and Mr. Fazio as staff member of the year. So big congrats to both of them and all of our new inductees. Additionally, yesterday guidance took some students on a trip to go visit Queens College. So, I heard it was a great time. A lot of students really love the campus getting to see it. So, it worked out very well. In terms of what's coming up next week, we have our night of honor where students are inducted into the National

Art Honor Society, Thespian Society, business um tri and world language. So, very excited for that. And over the course of the next few weeks, many AP teachers are holding review sessions in preparation for um the upcoming AP exams that are taking place during the first two weeks of May. And on May 1st, we are excited to say that these students will be proudly wearing their t-shirts to show off their university, college, or postsecary plans. So very excited for that next week. And that concludes my report. Thank you. All right. Thank you, Sarah. All right. Good evening. Since our last meeting and taking into consideration that we've had a week off our spring break, uh, and behalf on General Nation, we all hope that you all had a nice and enjoyable break with your family and

friends and we still had a lot of great happenings that took place. First, it is with great pleasure to report that our world language trip to Spain and Portugal was an enormous success. Students that attended spent just over a week in Madrid, Seville, and Lisbon where they visited iconic landmarks such as the Royal Palace, Plaza Mayor, the Prao, the Praau Museum, the historic CRA National Palace, and even participated in a lively flamingco lesson and performance, which truly embraced their appreciation for Spanish culture. A lot of my teammates were on this trip, and they could not stop sending pictures and just gushed about the great experience. And I myself last year had the priv privilege of going on the same trip. However, we went to Spain uh and Italy, but it definitely not only uh helped

us immerse us into the the cultures and I probably never spoken that much Spanish like ever. Um it was it there was so so many great memories were made and I'm sure for this group uh it was the same. Um, but we'd like to extend our deepest appreciation to Superintendent Wynch and all the board members of the board of education for allowing this amazing trip to happen. On April 1st, Mr. Farney, Mr. Ley, and Mr. Fazalari accompanied their business students to the well-known Smoking Barbecue Restaurant in Mass Peekqua, where all students received an in-depth and behind the scenes education on all the mandatory components that make up a successful business. The owner, Mr. educated our students on all that is entailed in running his day-to-day business, specifically operational leadership and hospitality. He also elaborated on

the importance of customer service, marketing his brand, and sustainability. Students commented on what an eye-opening experience they had as they learned things that they never thought of in order to run a successful business. On April 16th, we conducted an extremely successful and memorable National Honor Society induction ceremony. We inducted an astounding 156 new student members into our National Honor Society, which is an incredible accomplishment. We would also like to congratulate, as voted upon by the officers of our NHS, our community member of the year, main office clerical worker, Mrs. Mono, and of course to our teacher of the year, dynamic science teacher, Mrs. Downey. Congratulations to both Mrs. Downey and Mrs. Mono, as well as our new members inducted into the National Honor Society. Right before our spring break, Coach Mr. Donovan accompanied our AP

physics students to Sunni Farmingdale where they competed in the Long Island Physics Olympics where they captured first place awards in two categories, the physics bowl and bowling for glory events. And the team took an extremely impressive third place overall finish in the tournament. Congratulations, Coach Donovan, and the entire physics team. This past Monday night, we conducted our annual night of honors ceremony where a myriad of students were inducted into the art, business, math, world language, and triam music honor societies. Congratulations to all these deserving students and on their accomplishments. Some upcoming events include our spring musical performance by Alice of Alex by Heart will consist of two sure to be amazing performances with the first one taking place on Saturday, May 2nd at 5:00 p.m. and a second performance taking place on the following day

on Sunday, May 3rd with the curtains opening at 2:00. To purchase tickets, you can log on to the MacArthur homepage and click on the Alice by Heart image. Trust me, you don't want to miss this show. We will be administering our AP exams beginning on May 4th and will conclude on May 15th. Please join me in wishing all of our test takers the very best of luck. On May 21st, we will be conducting our annual general's breakfast where all senior students that have obtained a 95 or greater Gradeport average over their four years will be honored and recognized. And finally, as you heard earlier, I'd like to congratulate our unified bowling team coached by Mr. Cosman and Miss Ula. This is the inaugural season in Nassau County for this program. So, how did the Generals

finish in this first ever season? We went undefeated, beat the best teams in the entire county, and were crowned the 2026 Nassau County Unified Bowling Champions. Congratulations to the entire team, and way to go, Generals. This concludes my report. Um, so I feel really proud right now to be a Levittown community member, a member of the board of education. Um there's so many fabulous wonderful things that are happening in the classroom, beyond the classroom, the experiences that um all these fabulous people up here in central office provide for you and the teachers and administrators. So thank you for being there for our kids and I hope you all just continue to take advantage of all the fabulous things that are presented to you. So thank you. Uh we are now moving to our publicly heard

portion of the meeting. This is the opportunity for members of the community to or to speak. All questions are directed to the board of education president. Each speaker is limited to three minutes and expected to use their microphone uh microphone clearly and state your name and address. Uh thank you all for being here sharing your thoughts and insights with us today. >> That's after >> Oh, just kidding. I just wanted to say that. I got so excited. Okay, so we have one and we have Maddie. >> I was going to ask you to wave it, but unfortunately you have to read the rules for that. But anyway, um hey, how's everyone doing? Good. Yes. >> All right. Absolutely. Good. My name is Maddie Bies. I live at 1297 Shaw Place in Seafford in in the

Levittown School District. Um and and it's great to see everyone um being with this um with the with the children who have disabilities for their bowling team. I think that's really an an amazing accomplishment for these children with disabilities. almost 36 years ago when President Bush signed the Americans with Disabilities Act into law to prohibit disability discrimination. Um, that's really a big accomplishment, but unfortunately I still see cracks and amendments that need to be worked on. Well, one of the things I would like to request is a meeting with the new assistant superintendent and with the special education directors chairperson and the SAT or ACT people to discuss inclusivity because unfortunately for many students who do not take the SAT or ACT, their options are limited. Florida requires all students whether they have a disability

or not to take a college entry exam. In my view, no no no no no administrator, no no no chairperson and certainly no teacher shall have the right to deny a student with a disability to take a college entry exam or if they want to take an AP or an honors class if they choose not to do a restricted class. I think in my view it shall be unlawful. And the second thing I would mention is with graduation coming up, one of the things I would mention is if we can have that livereamed and maybe archived for people that can't make it. We're fortunately one of the few school districts that do not live stream our event. So I would appreciate if we can film it for for pe people that can't make it to

the event. And the third thing I would mention is we do need this district does need a chief of staff um for the superintendent for the administrators to be paid the same amount. So, and it's great that the Muslim community came for Eid and we're doing this voluntarily before the lawmakers decide whether or not to do it. But in my my view, I think it should also be the offices should be closed that day. Should not just be a student teacher holiday. It should be a holiday for all. That's the reason why I did oppose in the beginning cuz I didn't want to make it a burden on the on the administrators and have the um in 12 month staff and then have the student and the teachers get off. So I would appreciate if

we maybe when we adopt the calendar next year um to maybe make that a Dewali and even Eid if we're going to do that make that also a holiday for all rather than a student and teacher holiday. And congratulations to Abby Lane's um new principal designate. Andrea, where are you? Okay. Congratulations and all these ch whether you went to the district or not. You know, you really should be proud of continuing the next generation with the children that you work with. That's very important as they could be your role models and help you go career. But I'm hoping when I get the response back if I can request a meeting with the special ed administrators because I think there's some advocacy work that needs to be done including hiring a certain training widen. Thank you.

God bless. >> Thank you so much. Okay, we are now moving on to um Oh, I can I actually have a motion to postpone item 5.1 to a special meeting on April 28th? Maryann, do I have a second? Uh Jimmy, any discussion? Any interest in nominating a third candidate? All in favor? All of us. Okay. Um moving on to budget transfers. Do I have a motion to accept item 5.2 budget transfer? Peggy, do I have a second? Uh, Phyllis, do I have any discussion? All in favor? All of us? Against? None of us. Do I have a motion to accept items 5.3 schedules? Um, Peggy, do I have a second? Jen, any discussion? All in favor? Okay. Um, Miss Kadis, would you like to say something? >> Sure. Um, as uh on tonight's uh board

schedules, um the board did proudly um appoint Miss Andrea Ferrari as the new principal of Abby Lane Elementary School. Congratulations um to Miss Ferrari. Um Miss Ferrari has been uh an employee of our district, I believe, since 2019. uh when she started as an assistant director for elementary education. She quickly became an assistant principal split between East Broadway and Abbey Lane in 2020 and now she is full-time at Abby Lane as an assistant principal. Um and we are so excited to have her as the new principal as Dr. Mau begins his next chapter in his retirement. Um, we openly welcome Miss Ferrari into this role and look forward to the continued growth and success of Abby Lane. So, welcome, congratulations, and best of luck. >> Well, I've never had a cheering committee at any of

jobs that I've been appointed to. So, um, that speaks volumes. I'm a little jealous, but you know, >> I'm just saying that was amazing. So, >> um, we wish you all the best. >> Okay. >> Um, do I have a motion to accept item 6.2 to 6.12 or 12 on the consent agenda? Maryann, do I have a second? Phyllis, all in uh do I I did that. Any discussion? All in favor? We're going like this. May I have a motion to accept item 7.1 revised policies? Phyllis, do I have a second? Jen, any discussion? All in favor? Against? >> None. >> Okay. >> Yeah. >> Oh, >> good point. Yeah, that um so for those that don't know, we have a board committee that does policy review and uh while that seemed real simple in

regards to just adopting policies. Uh it's like months in the making. So aside from the committee working at night to revise policies uh and then come up with it and then send it off to our attorneys to review, the board then has to do a first read at a meeting, then a second read of a meeting, and then finally tonight um can adopt the policy. And so while it may not be exciting to anyone really out here, it is exciting to those of us on the policy committee uh because now we get to move on to the next batch. So >> yes, and they have spent countless hours uh doing that and I'm grateful for them and um I'm not doing it. >> Yep. Do April 28th, right? Special. >> Okay. So we are going

to have the upcoming meeting on Tuesday for the Boseies vote on April 28th. Um and that information will uh come out as far as the times. We have May 6th regular meeting and budget hearing. May 19th special meeting budget vote. June 10th regular meeting. May I have a motion to adjourn the meeting? Maryannne, do I have a second? Peggy. All in favor? Woohoo. There we go. >> All right. >> I just thank you for being here. Thanks for all you do for us.
