Everyone, we are going the meeting to order. It is 6 o'clock. Thank you. All board members are in attendance tonight. We are missing Miss McKay. I believe she's out there in a softball game. Uh please stand and join us for the pledge. I pledge allegiance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. >> Were there any additions to the agenda? >> Yeah, we had a few. Um, we have our new four-year probationary appointment of our Spanish teacher. It's so big. >> And then um the approval of a certified substitute teacher. >> Okay. >> And then the approval of the MOA of the UK long-term substitute. And then um the appointment of Kyle Keller House as

our purchasing agent. >> You want to have a signature thing, huh? Okay. >> Makes sense. >> You want to buy stuff? >> Me? No. Yep. Except for debate at this point. >> Anyone we have any questions on the agenda? >> No questions. Do >> we have a motion to approve it? Please move it. >> I will second it. >> Thank you. All in favor? >> Opposed? Abstain. Motion passes. We have anyone who in the community for comments this evening. Okay, moving right past that. This is the fun part. Our personnel agenda items. We are going to go through these one at a time. Correct. >> Yes. So, um we will start with some of our new staff members. So, I'm really thrilled to have four brand new Black Knights with us tonight who we're going

to be appointing. So, three of them are going to be working in our junior senior high. I'll let Mr. and share a little bit about each person. So, first, Marissa Galley who will be joining us in special ed. >> Yeah. So, Marissa >> is excited to be here. >> She is excited to be here. She's uh actually going to be in some ways replacing Mr. House because he's now sitting amongst all of you. Uh so, she'll be doing a combination of special education and math. Um, and we've, as we create the master schedule, we're finding a lot of great ways to use Marissa's strength. Um, we actually met with the math department today, and they're so excited to have Marissa join us. Um, and just throughout the process, we were really impressed with Marissa's ability

to connect with students, uh, her flexibility as far as what she's excited to teach, and, uh, her genuine excitement and passion for the curriculum and content. So I am thrilled to recommend Marissa Galley. >> Thank you everyone. Come on up and welcome one at a time. >> Did I do that wrong? >> No, you're good. >> You're fine. >> Welcome. >> Can't say no. You can't say no to any. >> Next up, we have Camille Smith. She's going to be joining us as a school counselor in the junior junior high. Mr. Dean, do you have anything you want to share? >> Absolutely. >> Uh, so we're thrilled to have Camille join us. Um, as as the board probably knows, we've been without a counselor for a little while this year since Emily Johnson decided to

take that opportunity at the elementary school. And um, you know, it's it's been tough and we've we've really valued the the collective agency of the group, but man, when we interviewed Camille, she just she was everything we were looking for. attention to detail, passion for the work, energy, uh local roots, and just really like that question, why Marion, she just really nailed it. You know, she wants to know every student. She understands a small school. She's excited about being a small school. And so, we're really thrilled at what Camille's going to bring to our counseling. >> Thank you. >> Yeah. So, Camille Smith So nice to meet you. Thank you. Nice to >> meet you. >> Oh, thank you. So nice to meet you. >> Nice. >> So >> nice to meet you. >> Starting

the we are chairs that part of the train. >> She's from Penn Street. So we are >> we are. Next we have Amanda Darling. So she will be joining us at the elementary school. Mrs. hair couldn't be here tonight, but I can tell you from participating in the hiring process for Amanda that she rose to the top with the interview committee and especially in her demonstration lesson, the committee was really impressed with her ability to make connections with kids to make sure that every student was included and supported and challenged throughout her demonstration lesson. Um, and felt like she'll be a great fit for Marian. So, we're so glad to have you join us, Amanda. >> Congratulations, >> Welcome to the team. >> Welcome. >> Thank you. >> And last but not least, we have

Marissa Ter. Is that the right pronunciation? She is joining us as our new Spanish teacher at the junior senior high, Mr. De. >> Yeah. Uh we were so so excited when Marissa's uh paperwork came through because really it was very impressive. Um for someone just coming out of college and their student teaching experience, Marissa has really accomplished a lot. Uh she's a published children's author and both in English and in Spanish. She's a fluent bilingual English and Spanish. And um that was tested during the interview process. Mrs. Duffy and Marissa passed applying for Mrs. Duffy may have been a little bit surprised. Uh but then she worked with some of our students and we got to see her with some of our eighth grade Spanish students which um you know eighth grade can be a

challenging bunch and she handled it with grace and so we are really excited about what she's going to bring to our already thriving world language program. >> Marissa congratulations. >> Thank you. I speak English. Sorry. >> Congratulations. Welcome. >> Best friend high school. >> Very important. >> Other pieces of personnel just like we have, you know, new people coming, we have people who are ready to wrap up their careers. So, we have some people we want to congratulate tonight and thank them for their service to Marion. Uh, including Mr. George George Hayes, a bus driver in transportation. Same with Lisa Spencer in transportation and also Shannon Mitchell from the elementary school. So all people who have put in years and years of service at Marian with very dedicated uh like dedication to our students and

our community and really uh people that keep the best interests of kids in the heart of everything they do. So congratulations to them. >> So we approve all of those. We haven't done all of them yet though. We have to approve Mr. George is coming back as a substitute is also listed and hurt Pence as a substitute >> but we have to officially vote on all of them. >> We we are going to vote on >> Yeah, >> we are going to I just wanted to make sure I mentioned the other two before we went. I said we have a >> motion to approve the consent. >> I'll move it. >> Thank you. I'll second. >> Thank you. All in favor? >> I opposed. Abstained. Motion passes. We won't make everyone stay for the entire

meeting. We do realize there's more important things and fun things to do than this. Um, if you're eager to get some orange and black, I am going to let you know that Halloween stuff comes out right about the time we come back to school. So, you should be all set. But we are very happy to have everyone join us as Black Knights and sad to have the others leaving. >> Thank you. Congratulations. >> It was so nice to meet you all. >> Congratulations. >> Thank you for being here. reports and discussion votes for the three free three vacant seats. They are okay. So, we have four candidates for the three vacant seats. Was there anyone that rose to the top for anybody on this. >> Uh, yes. >> Or didn't I should say that would

be easier. >> Yeah, I'm not sure. >> I I I for me it was Deborah Corsner rose to the top to the top. >> They're right in that section. 2020. >> I know. I >> one of those. >> Have the agenda up. >> Yeah. She's opened though. >> She's switch. Okay. >> Because every time you click on it, it opens it again. >> Yeah. They all say >> go back to the tab you already open. >> All right. So, we're looking at Linda Ignore from North Rose Wil Morgan from Romulus. >> Okay. Deborah Corsner from Senica Falls and Phil Rose from Sodus. Do you work with him at all when you were at Sodas? >> Uh, yes. Okay. I think it was Phil that I was impressed with. I think there was only one that

I went, Am I supposed to be saying this right now? >> Yeah, that's what this is. Yeah, don't worry. >> Um, what was it? >> There was one that I just went, "Oh, I just maybe just not yet." Um, >> I do agree though. I think definitely it out for me as well. >> Yeah. So, we have that one as one. I would say three of us just >> we out voted you on that one. So maybe if we >> I think Oh, I'm so sorry. Go ahead. >> No, no, no. You were talking first. >> I would say Linda. >> I like Linda. >> I I don't not like any of them. Let me rephrase that. >> She was one. >> Excellent. >> Good, too. Yeah. There was just one, like I said, that

I was just kind of like, >> yeah, maybe it just isn't time. >> I'm going to guess. >> So, >> Bill is four years sodas and did 15 years at Romulus. Did either just because you said it's not time. I'm wondering if it's the one with the four years. >> And Morgan Romulus, >> but he also has been on the Wayne Fingerlakes board before, >> right? >> Yes. >> Just going off her comment of not time yet. I didn't know if that helped you figure out what >> so he's got a lot of experience as a board member has experience on the Bosey's boat board. I kind of like the fact he's also a fellow Wayne County representative. >> That was a good point. That is a good point. >> He he sees life similar

to the way we see life. And >> it's not always bad to have >> not always a bad not always a bad thing to have a neighborhood district on Bosy's board. So you were good with him working with it. >> Okay. >> So Deb, Linda, Phil, >> I'm okay. Sounds good to me. >> Okay. Can we have Do we need a motion on this? We do. It's the whole reason we have it on here. >> Can we have a motion to approve those? Phil, Deborah, and Linda. >> Linda. Thank you. Because her first name was I don't want to butcher that. Um, as our three votes for the three vacant seats, >> I'll move it. >> Thank you. Second. >> Second. Thank you. >> Favor. Opposed. Abstained. Motion passes. Next up is the Boseies budget

vote. Does anyone have questions on that? I don't know that I could answer them, but I will ask if you have questions. >> No questions. All right. Yeah, I did have questions. >> Is there a motion to approve the or to cast or vote as approved? You want to that? >> I'll move it. >> Thank you. >> Second. Thank you. >> All in favor? >> I opposed. Motion passes. Didn't even open yet. It was so taking so long. And then the next up is the four county schools and there is I'm reading this correctly. There is one. It's either yes or no. It's not there's not options. >> It's just yeses or nos. So, I'm going to move that we vote yes on these unless somebody has something they want to discuss. Voting a no

on >> awesome. >> Yeah, I would strongly suggest yes. >> Yep. >> Good. Okay, then I'm going to move that we vote yes on all lines of the 4ount ballot. >> Is there a second? >> Second. >> Thank you. All in favor? I >> opposed. Abstained. Motion passes. We do not have student representative record. Did anyone else have anything they wanted to discuss at this time before I jump over that? >> I think Okay. Then on to Dr. Okay. I'm gonna have Mr. Keller House come up too. Since Mr. Walker is officially retired, Mr. Color House and I are on deck for tonight. >> That's right. This is day one, right? >> Yes. >> Kind of if you're watching. >> Yeah, I'm sure. >> Definitely one of >> I bet you he is. He's gonna

he's going to send critiques. >> Let me know if I'm right. >> So, a few things that we're going to go through. Um the first three are all uh related to finance and budget. So Kyle is going to talk through those. That's the bus purchase proposition, the establishment of a new capital reserve fund, and then our official 2627 budget proposal and property tax report card. Once Kyle goes through those, um I'm going to walk through just a couple of other things. the rural summit to for crater to career success, our bsentennial celebration, and our upcoming wellness fest. I'll click for you. >> So, um, one of the things that our attorney has recommended is that all of the propositions that are either creation of reserves or spending from reserves are board approved before we send

them to the ballot. So, this is a new thing this year at the urgence of our attorneys. So, uh, we've already talked about this, but we're looking to spend 800 or up to $850,000 to purchase five gasoline diesel buses. Um, and this is what will appear on the ballot. So, we just need a motion and a vote so that that can appear on here on the ballot. >> I'll move. Thank you. Is there a second? Second. >> All in favor? I post same. >> Thank you. So, the other thing we want to do is we just um moved all of the money out of the old capital reserve to a um fund that we can use for the new capital project that's coming up in 2027. What we want to do is establish a new

capital reserve that will last for 10 years that we can fund the next capital project that will probably be around 2030 from. Um there's one big difference between this and the capital reserves we set up before. We wanted to word it to make sure that it's up to $5 million that we can put in it, not counting the interest that accumulates on it. So, we can put actually $5 million in there and then the interest on top of it is okay. The last one we didn't have it worded correctly, so the interest counted against us, so we have to keep moving it out. >> Um, and this will also appear on the ballot. >> All right. Do we have a motion? Move it. >> Second. >> I'll second. >> Thank you. >> All in favor?

I opposed abstained. Got that one too. >> Thank you. >> Um so the property tax report card need to go over so that we can submit that. >> All right. >> Okay. Better. Uh so the percent change from this year's proposed budget to last year's is 5.34%. Uh the tax levy we're going out at cap at 2.48. >> So we only need a majority to pass that. >> Does the name need to be changed at the top? >> Uh no because he's still technically the one that filled it out. >> Okay. >> Um the computer consumer index price came out at 2.63%. 63% for the rate of inflation. Um the big thing is in this section here we're going to have just under a million 9991,000. That's our unappropriated fund balance which keeps us in

the 4% um range so that we are within legal limits to carry that cash flow over at the end of the year to pay for our summer expenses and stuff like mentioned. And then we're also appropriating 438,000 of our fund balance to balance out the budget, which is about what we appropriated this past year. And then we have the use of reserves. So we have in there that we would be setting up the capital reserve um or we anticipate setting up a new capital reserve and putting some of our um fund balance at the end of this year in to get it started so we can start building up for that. We're also looking at uh moving some money into the bus reserves to help replenish some of the money we got back in aid

from transportation. Putting that back in there to keep our bus fund at a reasonable level so we can continue to purchase buses in the future. All the rest of the reserves, the only uh change is the interest accumulated on the accounts. >> Yeah, she just >> I know. That's all the rest of the >> And that is it for the property tax report card. >> All right. Would you like us to pass that one for you, too? >> Uh, we can probably pass that one at the same time as long as we approve with the budget as well. >> I think it's listed as one, isn't it? >> Yeah. >> Okay. Um, so for our budget, uh, we've been over this the last couple of meetings. Just a quick refresher. So, we're looking at, uh,

a 5.34% increase in total budget. A lot of that is because of our Boseley's line going up significantly and that's because the loss of grant funding. We moved a lot of things to coasters which is just to make it so that we can get some aid back on it in the future and make these things more sustainable. Um that's the big thing there. And then on the next slide, uh this is how we plan on using reserves. We're going to use about 315 for the ERS reserve to help cover some of those expenditures. Workforce Comp Reserve, we're looking at using $65,000. The TRS is $120,000. Uh the debt service offset, we're using $100,000 to keep the property taxes lower at the 2.48% as opposed to being closer to three. Um and then we're going to

appropriate funds from our fund balance at the end of the year of about 438, which is almost the exact same amount we appropriated last year. What >> else? And then uh just moving forward, May 5th, we'll have the budget hearing that will be here um before the board of ed meeting. Uh then we will have the budget vote from 12 to 8 at MEES on May 9th. And we are because there's been some regulation changes with what we bring to report to the state. We are going to be using a bold system for voting. It doesn't change the voting. It's how they sign in. So now what happens is they sign in on an iPad instead of signing in on paper because the new regulations state that you can't upload PDFs to the portal anymore.

They won't accept it. So this system will monitor all of those things and keep track and make sure nobody gets extra votes or all of that stuff. So they sign in there, but then they do all of the state reporting. They make it all really easy. We just click a button and send it over. >> And we have lots of it left over from previous year. They provide all of the materials and they train the voting staff on them ahead of time. >> That's great. >> So, it's your first training tomorrow. >> Yeah, for for me. Yeah. And then I'll train the election workers on the 30th. >> And we can use this for capital votes and all budget votes moving forward. >> Okay. >> Canon. We'll have to >> Well, yeah. Or some similar

type of system. >> Yes, we have to find some way of uploading the information correctly. Cool. >> All right. Can we get a motion to approve the budget proposal and the property tax report card? >> I'll move it. >> Thank you. Second. Thank you. All in favor? >> I oppose. >> Motions pass. >> Oh, no. I'm Thank you. Um, so I just have three quick things. Uh, first I attended at the end of last week the rural summit for cradle to career success in Buffalo. So um I was able to attend because of grant funding. So, uh, multiple people within Wayne County Community Schools were able to attend and this was a national level, um, conference and it was just like a great chance to connect with other rural schools, um, and rural partnerships from

across the United States. So there was representation from Alaska, from Oregon, from Wyoming, from New Nebraska, from Mississippi, like all over the United States. So it was a great chance to connect with people who also like come from rural communities all over. Um, and I think too it was like a nice pride point because you know we Casey attended with me and you know as you go through and like talk with people they'd be like, "Oh, you're from Wayne County Community Schools. We've heard great things about you." Like that feels great to be like at a national level conference and have people like recognize you. I feel like sometimes you feel like when you're doing this you're a little bit like forgotten, you know what I mean? Like you're working hard um but people you

feel like people don't know. So, it was really kind of awesome to be at this and have people be like, "Oh, you guys are doing great work." Um, so shout out to all of us who do that work together. And then I went to a couple of really great actually every session I went to I took something away from. So, I just listed up there um some of the sessions that I went to. So really some a lot of interesting ideas around especially workforce development like how are rural communities like tapping into the industries that are already there to like be mutually beneficial that like students have opportunities for workforce skill development and also like some of those students may go on to be like employees in those employment pathways. Um also a great se

uh session from the Smithsonian Institution. They have created a new um rural institute where they focus on working with rural communities and you can apply to partner with them to have them come do work in your community. So they have like traveling exhibits that would like come and partner with the town and the district to do um you know like a historical exhibit. They have other like leadership opportunities that students and adults can tap into to uh attend in Washington DC. A lot of unique opportunities. Um, and then also some good ideas of from other places of how they're supporting teacher recruitment and development like unique pathways of recognizing that like not everyone might come to the teaching profession through a traditional pathway. So how are we supporting people who like for example might have

expertise in the agriculture industry to then like have a pathway to becoming an agriculture teacher. So just some great learning. So, I appreciate the board supporting like me being able to do these things. I learn a lot and I feel like it's great to bring pieces back to our work here. Uh, also just I know I talked last time that we were going to have the bicesentennial celebration. We held it uh on the 15th and it was just like super heartwarming for me to see all of us together celebrating as a whole school in partnership with the town. Um, so we did do the mural dedication on the side. The mural panels are up on the side of the elementary. The Pomeroy marker is in front of the elementary. Um, it was a great collaboration

with the town of Marian, the Marian Historic Association, Mural Mania did the mural pieces of it. Um, at this ceremony, uh, Mr. Kramer spoke, Teresa spoke, we had representatives from Senator Helming's office and Assembly Magdalo's office. They both brought proclamations recognizing the bicesentennial and then Nikki wrapped it up for us at the end. And I just wanted to like do some quick thank yous and shout outs. Um, one to Mrs. Guck and the students from the Marian Symphonic Band who came down and were our like musical entertainment. Also to uh Mrs. Jones and Mrs. Williamson and the students who helped run the night's cafe. They made all of the treats. So we had cake pops for everyone. Um so 800 cake pops is a big lift right but they like made it happen. Uh similarly

Mrs. Luca and the students who participate in steady work got everything together. We had you know bags by home room so every student could have a bsentennial newspaper and their cake pop. So they helped with all the sorting and delivery of those. So big thank yous. And I think just really a special recognition to Teresa who like this started off as her brainchild and she like made all of this happen. So I appreciate her and the dedication that she brings like to our whole community, not just our school community, but the greater Marian community. This was just such a great celebration and without her it just wouldn't have happened. So >> and it looks amazing. >> It looks like those windows were put in there just to hold those. Yeah, it turned out really well

and the colors are so vibrant. >> It was a great It was a great celebration. >> It really was. >> Yeah. >> Um and then lastly, just a quick plug for our next community schools event. It's actually this weekend. So, um they're having a wellness fest. So, it's an opportunity for students and families to come in on a Saturday and participate in some wellness activities. So, the gym will be open, the weight room will be open. There's going to be multiple activities happening. Um, some workshops, some we've had a night's quest about, it's been called smoothie labs where students are designing their own smoothie flavors. So, there'll be samples for people to try along with smoothie recipes. Um, different workshops, there'll be uh parent and family resources. So, if people are looking for something to

do, this is just uh a nice opportunity to drop in, do some wellness related activities, uh and hopefully walk away with some resources. >> All right. Thank you. Thank you. >> You have anything else to have listed? >> Okay. Alrighty then. Consent agenda items. Anyone have any questions on the consent agenda items? If not, can we get a motion to approve? >> Move it. Thank you. Second. >> Thank you. All in favor? >> Opposed? Motion passes. Next up, I need a motion to move into executive session for the specific purpose of discussing personal matters in the superintendent's evaluation. >> One second. >> Oh, >> did you sign up to speak? >> No, >> you got here late. I just wanted to make sure. >> Oh, >> sorry. It was up to you last time I

looked. Thank you. >> I got lost. >> That's okay. I just wanted to make sure you hadn't signed up to speak before we go into the session. You'll get a chance. >> Perfect. Thank you for catching that because now we can keep going. Sorry. >> So what I said, do we have a motion? >> I'll move it. Thank you. >> Second. >> Thank you. All in favor? >> I opposed. Abstain. Motion passes. We have no students. We need to sign anything.
