001[Music] i guess i can use up the nomination for vice president i'll second that okay anyone else interested all in favor aye opposed congratulations now we have to do some issues with that now i need your signature i'm trying to use the same time thank you so foreign here thank you it says i enjoyed that thank you all right looks like we have some appointments so we need miss ellen are they all yours i believe they are all my employees so yeah we have uh three uh recommended probationary appointments at the elementary school tonight um as dr lloyd will share with you that very strong candidate pools very strong candidate pools and i know they've been interviewing non-stop for about six months down the elementary at this point um but we're really pleased to bring

002four or three candidates i'll let um go through one by one and i'll let dr lloyd give a little bit of background on them and make the recommendation sure so our first candidate is catherine lubomirski i am really proud that i learned how to pronounce her last name um but she comes to us after doing um some long-term subbing in other districts um we were so impressed with her throughout the interview process and especially her demonstration lesson she comes to us with a lot of experience in musical theater and is excited to bring some of that to the elementary level through hopefully some after school clubs and activities besides joining us in our general music program so we're excited to have you join us so we do need an action on that so i'm recommending

003to the board that we um provide katya loubourmerski for the probationary appointment as a music teacher at elementary school with a motion hello thank you for the second i'll second thank you all in favor aye aye opposed motion passes all right next up is renee engelbert so she is coming to us from the warsaw central school district um where she's done about 20 years and worked in multiple grade levels most recently kindergarten um we're very excited to have her join us in a split role so half time upk teaching upk in the morning so it's exciting for us that we'll have three sections of upk next year love it that that program is growing um and then in the afternoon she will provide intervention most likely math intervention in our k2 grades um so we're

004excited to have her join us and she has a really deep skill set um that she can bring to the elementary level from her range of experience and especially um having a great knowledge of the standards so we're glad to have her join us at the elementary school so i'd like to recommend the board a probationary appointment for renee engelberg motion homework thank you thank you all in favor all right ocean passes last but not least okay last but not least is jacob cows who's here with us tonight um so jacob comes to us from soda central schools he's been there the past two years as a building sub and this year working in fifth grade um so we're very excited to have him join us in fifth grade working as our ela teacher uh

005he has already come in and seen his room and will have a chance to connect with his team but definitely jacob i think brings the enthusiasm that we're looking for in fifth grade and at the elementary definitely very committed to wayne county jacob grew up in wayne county he's a wayne county resident very committed to wayne county students um and we think he's going to be a fabulous fit at the elementary school excellent so with that i'd like to recommend jacob for probationary appointment support we have a motion i'll move it thank you there's a second thank you a second thank you all in favor aye aye motion passes mr house if you would like to come up we have a tradition absolutely you can pick which side you're starting clockwise nice to meet you

006thank you um thank you congratulations thank you very much appreciate it and with that we won't make you safe for the rest if you would like to get on with your life so we have several consent agenda items does anyone have any questions on the large group d we have to set up our year are we good with the date and date i know nadine had asked us if we wanted to push it back to 6 30. how does everyone feel about that right you'd send an email about us pushing it back a little bit you guys like it there is some some feedback i got as for president that a later start time could make it easier for some of the community members to attend but now that we're streaming do you think that's

007the same because if we work if they're working it's still kind of hard also we want to provide them an opportunity to provide comments they have to come here so streaming it allows people to watch but doesn't allow people to have comments so could we start at 6 30 and move our executive back to six o'clock if we need one meeting would have to start meeting would officially have to start at six okay you can choose to do exactly the first say that if we're having an executive we won't start the body of the meeting until 6 30. i don't see anything wrong with putting that time on the agenda i'm not i don't found anything wrong with it um i'm just my concern is if we push our meeting to 6 30 and we

008then have to meet afterwards now we're keeping everyone here until much later i like that idea if we need an executive we'll meet at six and then we don't still be 6 30. and then we'll wait to start the body of it yes the majority of it until 6 30. i'm okay with that and if you know you're going to be doing a five-minute executive right we'll make it 6 15 is part of the meeting so we would just have the meeting start time if there's executive six o'clock um you'd start the meeting you would go directly into executive community comment wouldn't be we wouldn't do any of the other stuff i mean we could do roll call in the pledge yeah in the agenda and then go to executive so we come back out

009yeah yeah so you come back out at community commerce i'm okay with that so when the email comes out that you've posted the agenda can you tell us what time we're going to be yes the more we see it the better chance of this all being retired and then a word something on the web page that has the schedule just so that people are aware that that's what we're going to be trying and i mean if it doesn't work if it doesn't work we make a change right but it's worth it and we're still good with mondays other than the tuesdays where we need to do them in may or due to vacation and our holiday holiday another good mondays yeah yeah how about the retreat i agree that i don't know that we want

010if we've already done the goals do we need one isn't this where we would normally do we do things like uh board self reflection okay a lot of the goal side's already been done because we did that yeah treat earlier this summer so we have our goals i think it'd be more about talking about your expectations for me as well as your expectations as a board itself do you think though we need a full evening for a retreat for that or could that just be an executive i think that's following the board meeting already oh is that yeah yeah november 15th november yep but not normally in august we had them didn't we right now that was the conversation was instead to move it later because of our income pieces accepting his rules in november

011he needs to know going into the school year schools are he has three months to try and figure them all out and it may be great board goals that you work on or i mean it doesn't have to be november but i was thinking we didn't have to do it in august because the big thing that you do is district gold goals and you don't have to do that the reason we always did it and you did it in august too was because you're trying to do it before the administrators do their retreat so that they know what to talk about at so if i mean we can put it wherever you want it we could put it after the august 16th meeting well how long are you are you here for that i actually

012was just about to say could we push it to september one of the september meetings because i will be gone until the 20th of august i will not be here on the 16th the clerk will be okay not that that would she can handle what i need we say after the september 27th it gets us a little bit past the status quo and you also don't have administrator reports so that's a shorter meeting let's also make sure we don't have like a presentation that night yeah you wouldn't have one let me see the twenty-something treaty's you're deciding how to do that this is what you're proving so if you want to move something right now we move it and then we approve the schedule that's robot everything's underneath these reminders we do all of you

013personally right right all right so oc's border last year is there anybody who feels strongly about any of these please maybe that's an easier way to go about this policy i'm good with policy in four counties okay i don't mind staying in the same way something that's fine number five even pertinent you know because we all meet on it yeah so we write all the workshops yeah right so that would be all of us thank you all right let me start this again [Music] not jason what do you do with the facilities are you on the district board safety did you meet once i was important who was [Music] i wouldn't mind [Music] discuss whether or not what those are the things that are kind of near and dear to me yeah i know i

014know so i will keep both them you still need to put somebody on the schoolwide safety team so last time rob was just on facility jason your safety budget and facility okay doesn't mean you have to do it now does anybody want it i can take the safety since i only have one amber i'm gonna stay with you on port county all right so here's what i have i have for boces me the safety team jason audit team is john and jason budget committee is all of us four counties amber and me facilities is robin jason with a sub occasionally of john right is that what you're talking about can't have three of you but if one of you can't make it he'll jump in that's possible it's just hard to steal yeah all right

015don't don't worry about that though how's your review was amber john yeah the only thing is that [Music] rob said he would think safety okay she's had that attention no question rob for the safety you know yeah everyone reviewed everything i just said okay then can we have a motion to approve those i would move that thank you a second thank you all in favor aye aye opposed motion passes really i jumped for review does anyone have questions on either the code of conduct or the annual review of policy 3410 5220 or 50 5410 or 56.81 did we have anyone sign up for public comments or questions yes we have two people jennifer williams and summer o'brien okay good evening ladies i'm gonna have to step out after i do because i run into town

016meetings um i'm jennifer williams um and i'm here to address the culture that exists um with the boe um which does seem to be a one voice mindset and to be fair that's not limited to marion in um discussing other board of educations we do see that there's like a one voice one spokesman type situation um and that is normal behavior by the majority of the board of education across the country but we as parents we need this to change and that is now my mission um this is an elected board each member of the board of education campaigns and is elected separately but that individual voice soon disappears and then one voice one spokesman is heard the way it appears um this is often up the appointed superintendent of the school and that is

017not democracy that is not a representative government because you are elected and because you have the power to raise our taxes and then the power to decide how our money is spent and because your decisions dictate our public education this is a political body and it should behave as such so i would ask that you would accept the role as a politician and speak individually and publicly to your constituents that as we put you in those chairs um please answer us individually by email by phone calls or face-to-face meetings if we reach out we just ask that you reach out back to us um we're asking you to represent us and if you can't commit to that then we will actively work to get a board that does obviously this will take considerable time years

018even but make no mistake we are going nowhere we are awake we are knowledgeable we are vocal and we are unafraid this past election we had just under 300 people vote that vote included one board seat and the budget currently there's over four thousand residents in the town who are eligible to vote that means only seven to eight percent of marion voted in this election that isn't just sad that's outrageous and again to be fair that is within that five to ten percent national average but why should we settle on being average um what you have as a what what have you done as a boe to promote or encourage more community participation what campaigns have you invested in to ensure that the majority of the community is represented while we as a community have

019to take responsibility for not participating we might we also ask that you take responsibility that you have not worked toward it either during kovid we keep hearing that mandates work are in effect and we must obey to be honest as a parent and a constituent i cannot reconcile the fact that as a board you follow policies that hurt our kids and never once spoke out publicly against them we asked you numerous times and each time we were given excuses um our strategy is never to get caught unaware again so we are notifying you as a community as constituents and as parents that we are here we are active and we are doing our part to educate and accuse and include the community and our mission although it would be nice that we could all be

020friends and we could all like each other that is not my main my main focus i am truly fighting for the heart and soul of our community and country and like it or not that starts at our local board of education and i look forward to speaking to each one of you very soon thank you and i have to run so um a little different than what jen went off with but kind of knew her about um our community and how important it is to us and how much we treasure it in our children my daughter's here with me today to kind of start taking uh participate in the civics along with me um i have a little handout i'll hand out after i'm done um i today i'm here to talk to start again

021to begin to talk about the implementation of any kind of critical theory teachings um i'm leaving race out of it because it is the critical theories in general that come from marxist germany and the way to form a society around critical theories is more involved than any student this district could possibly wrap their head around um you know i've been researching for weeks now and i'm going to continue to research i've talked to phd holders i have gotten books that they use themselves this one's a good one pedigree of the oppressed this one is the epicenter of how to implement educational based marxism and it is used by founders and creators of critical race theory it is named exactly as it says um this author um was a revolutionary brazilian educational theorist heavily influenced by

022hegel as well as marxists and anti-colonist thinkers ferry promoted the liberation of working class through a cooperative teaching student educated model um this is scary i bought this book because i wanted to know where we were going and i'm for education even if i don't approve of it but unfortunately what we're seeing now is um race being used as a disguise is a vehicle of socialist and marxist teaching ideologies in our education system and i'm going to continue to show up to board of education meetings i'm going to continue to pass out handouts i'm going to continue to provide links i'm going to continue to research and i'm going to continue to provide you all with information regarding the latest updates on where we stand and where this is on opening up our students minds

023to any kind of socialistic marketing um it's a little scary but again i'm here for my daughter um and i'm here for all the other children in the community too i'm a friendly soul i'm an american i'm a patriot and you know there's a line to be crossed and if it crosses you know my daughter my student one now school she will not be going to public school anymore and i will influence others to follow suits over and over and over again so this handout just in case there's any misinformation about um you know you hear well marxism isn't kept or isn't communism yeah uh just a little comparison there's a link where it links the author of the book i just mentioned in his influential studies in the education system here in the united

024states started in the 1960s and so with that that's really going to continue to show up i'm going to continue to read i'm going to continue to process that information and carry it in spread it through the community um you know i think a lot of us are old enough to remember the days of red terror in the 60s and you know it's just a bit more subtle now and we always have to be vigilant over our country and our freedoms and our rights as americans domestic are foreign thank you any other comments so moving on to board of education reports um i attended graduation and there are some people who are not i guess happy with the way that i conducted myself at graduation so i'm going to speak to that for a moment

025um it's not the first graduation i've done and if a parent in years past is come down to the front and ask like when i've shaken the graduates and handed a diploma if they're down front i will stop that graduate till that mom gets that picture because it's their 30 seconds during practice i tell them it's their 30 seconds several times uh if their family flags me down waves at me i will stop them and turn the graduate they will get their picture it is not that i am choosing favorites if someone catches my eye i will stop them if there were ants there were uncles there were students who stopped me and said can we turn again i have told them it's their 30 seconds you've worked 13 years for this do what you

026want to do some chose to hug me i didn't hook them all others come across a parent a friend of mine may have waved that kid's sweating bullets white as a ghost that kid's just gonna keep going so if anyone is offended and think i played favorites i do apologize for that but any parent who flags me down or came to a railing or i would stop and turn and give you a chance to get that picture of yourself i think any of us would it was different in the in the auditorium because they all came to one place right in front of me spread out across the entire soccer stadium was a bit much to try and scan but i didn't try to scan it as the kids were coming across harder to scan

027behind so i do apologize if anyone was offended that certainly was not my intention any other board of education requests i just think that i've seen that happen before multiple times in graduations i don't think it comes from a place where you're showing any favoritism and just i understand what you're saying though but i just i it was gonna be conversation i needed it to stop and that is exactly what happened i do think it's worthy of a conversation or a practice or rehearsal of it to let people know that just to make sure everyone hears the same message at the same time so that's what you want or maybe mr dean can send something out from his newsletter [Music] and you know obviously there was a mix-up in the brochure so i apologize to

028amber an old board member's name is on there um we putting that out in our summer newsletter to let people know that there was a mistake it was not meant to be i mean he was also in graduation he sent it to me he's like oh to all the hard work that goes in to a certain project so no harm no volume and there is so much work that goes into it absolutely they did a great job i attended sixth grade graduation i'd come to shake all of their hands excellent sounds good again there were some kids that try as we might and couldn't even get them stopped for the photographer but it was it was good you can see them coming too they are white as a ghost eyes are not moving they are

029coming at you it's always it's always nice to to listen to what the seniors have for messages for the the sixth graders are leaving sixth grade going up to the junior high school so that was a good experience i always enjoy that one any other reports is that upk graduation as a parent and it was absolutely adorable and the kids sang their song and got balloons and treats and it was just it was a great time it was great afternoon now both of those were outside this year it was yeah good beautiful weather oh it was yeah yeah we had balloons flying which was a very big thrill for all of the pre-k graduates those days were nice it hasn't stopped raining since yeah right okay well there's a storm there there was a storm

030that came through like within an hour of the elementary school but but cleared up and it was good so we've all been waiting can we have a covet 19 update yeah yeah you're on the edge of your seats so after a very strong streak of uh no new cases um we are not in session so it's well we are in session for summer school but there were two positive marion students or two married students dustin positive over the last week one of those students attends our summer school which we do over in williamson which led to eight other students being quarantined i was notified by the department of health as well that the delta variant has been identified in the rochester region so keep eyes open for that um we did see uh we were

031given guidance for summer school and summer camps um we shouldn't look too deep into them as far as what's going to happen in the fall but for summer school and summer camps the requirements especially regarding mass is that mass are required on the buses so our students are bused over they must wear a vaccine or a mask unvaccinated staff where working that summer school that's our summer camp are also required to wear a mask but it's done on an honor system we are not checking for special cards or tattoos or anything and unvaccinated students it is the term they use it's strongly recommended that they wear a mask but it is not a requirement i've been told that the fall guidance will be coming soon um my honest belief is they're watching to see what's

032going to happen with the infection rate um as well as the vaccination rates and they'll make their decisions i don't know if they'll follow cdc sometimes they follow cdc sometimes they don't follow cc but you know the cdc uh emphasizes that you should be doing a multiple tiered approach to it which includes the cleaning and sanitation protocols the morning screenings and to the greatest extent possible social distancing the difference this time as they said but you should not stop in school instruction because you can't accomplish social distancing um there's a they're talking about which i don't know that would ever fly here in new york state um that the unvaccinated must wear mass but the obvious issue for us is how do we know who's been vaccinated who's not been vaccinated and only we know

033is her one under 12 hasn't been vaccinated so again so wait and see what's going to happen with that like i said i think that's what they're doing they're waiting to see what happens with the new variant and the vaccination rates but um you know obviously we're required to follow the department of health new york state department of health guidelines and that's what we'll have to do so as we sit here without mass we should enjoy it let's see what happens um so any questions on my favorite topic ever covered so uh the newspaper conference is going back to in person yes it is for now um october 24th to 26th it is in new york city again uh the registration would begin on the 816 and i think there's an enclosure there's something there

034for them so anyone wants to go that should contact um the name we do have a special budget line item for professional development board numbers questions on that are you still interested in going to those yeah okay all right my kids are always busy at that time and i've never gone or it's on my birthday i i enjoy going and being able to meet with other board members of other districts you also place on votes so there is a rumor and that they are going to allow [Music] they were looking at doing a virtual meeting this year still as a virtual business virtual business meeting um so that's my only my only hesitation in going is if the big going to new york city is expensive and the big reasons why i've always pushed that

035we have somebody there is to have a vote at that business meeting so if they're doing a virtual business meeting does it make sense this year to have the expense of going to new york especially since we don't know in previous years for new york four counties has done a bus that's been free to us we've been able to reduce the cost of it to basically a hotel and the the convention itself um but we don't know how that transportation cost is going to go this year are they going to be able to do a bus are they going to so i guess if we know for certain i don't know i don't have they said for certain if they're doing a virtual board i have a decision now okay so if they we have

036until august 16th so we have a month so hopefully we can get more directive do they do the virtual business meeting but i would be i would look at not going down to new york this year but anyone else want to attend the virtual business you're our guide and that is all for me mr locker okay so um the first thing on the um is the substitute teacher pay so i'm recommending that we raise the non-certified certified and retiree paying by five dollars so it would go currently it's 95 105 115 and i'm recommending that it goes to 100 110 120 and the reason why i'm recommending that we raise it is um every year minimum wage has been raised 70 cents for the past six or so years this is the first year where

037they're going to come out in october and tell us what's going to happen with the minimum wage so this is like the first year and six years we don't know what minimum wage is going to be until october and also um canvassing the other school districts were at the low end in terms of slope pay i honestly thought we would be raising this more because we have talked about being at the low end of subpay i thought we all had discussed this before that we thought this was going up more than five dollars did anyone else remember that i mean i remember because i i don't remember the dollar value you know this i know we're along in lots of positions because of availability and the fact that i know when the subservice calls which

038seems to be multiple times every day because my wife is on the subways it just you can't find people it just doesn't you know and it's not just our district so so if this you know if it's a couple bucks to make an enticement to help us keep operations going in the educational process going because i don't want to be the last choice for ourselves if our students need a sub i want someone to want to come here first or at least be competitive right yeah i'm not going to drive here that much further if i can make the same money where does this put us in relation to other districts on the lower side so even with the raise we're still on the other side yes but we're competitive um i can bring up

039all the numbers but um we can if you want to push this off to the next meeting and i can shoot an email to you with the information and then you can decide you want to go five ten based on the area yeah i mean you part of it is like uh the districts more to the um east generally have to pay more because people have to drive further more desolate you know districts to the west or closer to monroe county so they have to pay more work kind of right in the middle not last year because there weren't as many subs but we were having a hard time right well yeah last year which people would sub not because of the moneys because i think we only had two or three subs of people

040that would come in certified subs anyway yeah i don't know if it's the payment is is the big factor um some student teachers tend to sub where they feel comfortable and where they want to go to so if they're from marion you know they'll probably take five dollars less to south mary versus williams yeah but again when you're talking about the duration over a year that five dollars less doesn't impact us financially you know you're not putting a thousand dollars on the overall annual budget aren't you no i'm not i'm not opposed to racism that's what i'm saying i mean i mean we're not rocking our overall budget no if we can make a slight you know a higher adjustment to entice someone to stay local and not go to wings and to we definitely

041definitely didn't do that this past year so do you want again do you want me to bring the information out to you and come back let's just table this and okay if you would the other numbers what jason alluded to that i think would be interesting to know is what does it do to our average year for sub costs sure okay are we are we are we talking a thousand dollars are we talking ten thousand dollars what are we what is this dollar amount that we're talking and i really think it would be closer to the thousands well yeah but yeah i'll get to that but get the number get the numbers like 200 days worth of i think somebody at a five dollar range yeah so yeah so yeah where where does it put

042us in comparison to other local schools and what's that total dollar we don't have to see local county but i think just again let's stick with the geographics here wayne they might be a anomaly i'm just i'm just like yeah you know hey it's a 20 minute drive from my house um okay um was there a part i thought i had seen something where if you was here for so many days you got actually yeah i'm not fighting with the item 20. um because it's an agenda is that where i'm seeing myself yes okay i'll ask my questions you're going to table you're going to actually have to pull that okay but i do have a question on it but i'll do that when we get to that okay uh so the next item on

043the agenda is our annual um okay our next item is the annual services contract with boces which is enclosed and uh requires board action for approval does anyone have any questions on it can i get a motion please i'll move it thank you right now just look at me thank you oh there all right all right passes and then the last thing is the financial report um which is for the you know the end of may currently we are wrapping up the books trying to get the appeals closed down um you know the first three weeks of july is kind of devoted to that so there's not anything significant from last time anyone have any questions on the financial reports nope all right i get a motion please thank you thank you all in favor

044all right right yes excuse me it passes so my question before we take it out on number 20. i knew i hadn't seen it as it were when they hit is this like at the end of the year you get this or is this at 20 days or no that's your daily rate after 20 days your daily rate now there's a bonus there's a bonus after 50 days so at 50 days do you get that and then at 75 another 400 or do you wait to the end of the year and we've seen you've done 100 days you'll get 500. at the end of the year but we haven't had that too much lately yeah it's those are thresholds so when they hit for the year if they hit 75 days they would get a

045400 bonus yeah they don't get it they don't get a 300 bonuses and a floor right because the way i read that is it was like hey 50 days here's your 300. 75 years yes anyone have any questions on the other 23 items and all i need to do to pull it out just say we pull it all right we may get a motion to approve our consent agenda thank you thank you all in favor all right community do you have any comments on the agenda topics would you like to come run the gamut by the way you are in consent agenda keep that on here miss nancy brown [Laughter] okay congratulations thank you thank you very much [Laughter] thank you very much any other community members have comments on things we discussed on today's

046agenda yeah so about graduation i just wanted to say i thought it was wonderful high school graduation great tearing up just thinking about it my oldest graduated so um i thought it was a great night it was it was well done um atmosphere was great lots of room you know easy in and out um the school even offered my dad had surgery and they even offered to have a gator forum of course pride took over and he um signs were great fireworks were phenomenal i think that was most popular i mean everybody just loved the fireworks that was that was a good touch um so we had a good night he had a good night it was very nice and well done um so thank you for that and uh and then i know mr

047dean's not here but um him mr dean mr mike ronella and this uh this is karen livingston um you know i just want to let you guys know what a phenomenal job they did all year to get him through and um you know daily emails daily almost like two three a day we were like on it um and they all supported him and got him through and you know never lost confidence in him never gave up so i appreciate it let them know so our next meeting will be on august 16th at six o'clock if we have executive session and it's 6 30 if we do not so that more people can attend today that was a plea dude thank you very much youtube all right anyone want to move us on out of here

048um all right we're out of here thank you very much
