Good evening everyone and welcome to the November 11th meeting of the 2025 I'm sorry 11 November 11th 2025 meeting of the Abington board of school directors. I note the attendance of board members uh with the exception of Miss Fraser who is excused and Mr. Muhammad who will be joining us shortly. Please stand for the pledge of allegiance. I pledge algiance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all for all. >> The Abington Board of School Directors has convened this evening's meeting at the administration building, and the public is welcome. Nice to see everyone here tonight. >> [clears throat] >> The meeting is also being broadcast live on the Abington School District YouTube channel. For those
members of the public who cannot participate this evening, this meeting is being recorded and will be available on the district's website and cable channel no later than Friday, November 14th, 2025. Comments from citizens will be conducted in person and by phone. Instructions for calling into each public comment section of the meeting will be displayed on the screen during each segment. The board thanks to the public in advance for its cooperation. This is a place where we hold dignity in high regard and everyone's voices are respected and welcomed in this place. Uh Dr. Fetcher, do we have any additional announcements or agenda items this evening? >> Yes, Dr. Malerie. Um first, I would like to start tonight with some great news. Just this just in. Our Abington Senior High School boys varsity soccer team won their
game against Senica Valley High School in Chambersburg this afternoon. [applause] >> Score of 4 to one. >> Oo. >> So, making it to the PIAA state semi-finals in soccer is an Abington first. So, I applaud our athletes uh for this historic milestone. And I also would like to thank our Abington Township Police Department for providing a police escort during their sendoff today and uh our elementary students who uh came out onto Saskuana and cheered them on as well. Um the next game is the state championship game and that is on Friday. >> Okay. >> All right. Next, I would like to congratulate our Abington Senior High School marching band who recently competed at the state championships and swept the caption awards for their class. As class 4A Pennsylvania state champions, Abington scored 88.8, earning best
music, best visual, best color guard, best percussion, and best overall effect. I applaud our students and thank our staff band directors as well as our Abington band boosters who I know place a lot of support for our students year round. >> Uh next I would like [applause] >> I always have to work on the pause. [laughter] So, next, I would like to extend our appreciation to Acme Markets, uh, who donated $1,000 worth of $25 gift cards to Abington School District as part of the Nourishing Neighbors program. The gift cards will be distributed by our student services department to families in need, which we know is especially critical right now in order to help put food on tables. Uh, thank you to our local Acme shoppers for generosity and helping our students and their families. Finally,
as we are now in our second week of our district-wide food drives, I would like to thank our staff, students, and their families for all you have donated so far to help stock our local food pantries and feed Abington and Rocklage uh families directly. Collection boxes have been stationed at all of our bu school buildings and the administration building has also been available for members of the general public who wish to donate. So far, more than 700 items have been collected, including canned goods, box foods, paper supplies, diapers, and personal care items. Some of our elementary school students have been sorting the items and or stuffing belly bags for children. While here at the administration building, we already brought one truckload of groceries to St. Paul's Church on Eastern Road in Glennside. Additionally, our student
services department has been working hard to compile food baskets to distribute grocery gift cards um to provide support to more than 150 Abington families. this month. In addition to the generosity of Acme Markets and Giant Food Stores, some of this gift card funding has come directly from our own community members. Again, we appreciate whatever our school community is able to contribute and are grateful to th to all who have donated in some fashion thus far. Uh we are also incredibly grateful for our area food pantries and nonprofit organizations who are working so hard to ensure that those who need food can access it. Thank you. >> Okay. Um I think when the uh suspension of SNAP benefits uh first broke, one of the observations we made at an earlier meeting is that this community has
an incredibly big heart and it has proved itself to have one again. Um so we're we're very proud of the work that the district is doing and grateful for the generosity of members of our community. Uh Mr. O'Donn you'll note or Mrs. Flanigan you note that Mr. Muhammad is here. Okay. All right. Uh with that we will move on to comments of board members. Mr. Allen. >> Um good evening everyone and uh today's Veterans Day. So uh appreciate all of the service and sacrifice that our veterans have given to our country. Um honor you today and and every day truthfully. Thank you. >> All right. Great. Mrs. Brown. Good evening everyone. I second that and I count it a privilege to be able to help to honor those who are here who have served. Thank
you so much for your service. >> Miss Eisenhart. Uh good evening everyone and welcome and um also congratulations to all of our staff and teachers and students and families and parents for getting through the first uh quarter of the academic term. Today is the day. Tomorrow starts a whole another one. So onward, >> Mr. Muhammad. >> Good evening everyone. >> Miss Folding. >> Good evening everybody. And uh I too um want to acknowledge Veterans Day. I think a member of my family has fought in every war going back to 1812. So you know it's it means something. Thank you. >> Thank you, Miss Hartman. >> Good evening everyone and happy Veterans Day. Um, I also appreciate all of the service of our service people over time and welcome tonight. Okay, Miss Fazy. Welcome everyone. Um,
happy to be here tonight and um, happy to honor members of um, our community um, for their service. Um, happy Veterans Day, >> Miss Lee. >> Um, again, I'd like to thank all the military service members and veterans today. I feel honored to be able to celebrate it with you all. >> Thank you. Happy Veterans Day to uh members of our community, those who've served in the past and those who are serving now. We're looking forward to honoring you today. Um and welcome to the meeting. >> Okay. Dr. Feter, can you please proceed with our student council representatives? >> Yes. I'd like Lana Brown from Abington Senior High School to come up. Good evening, Dr. Mauy, Dr. Fetcher, and members of the board of school directors. My name is Lana Brown, and I'm the student
council president of Abington Senior High School. First off, we have had many outstanding accomplishments at the senior high. Regarding athletics, the boys varsity soccer team has done amazing the past couple weeks and have just advanced to the final four of PI PIAA state championship with a convincing two win over Fox Chapel High School and tonight against Senica Valley. Additionally, Michaela Fitz Morris, an integ integral member of our cross country team, is our excellence in athletics recipient for the month of October. She represented Abington proudly at the PIAA state cross country championship in Hershey, Pennsylvania this past Saturday, finishing 62nd in the state with an impressive time of 2024. Her dedication, determination, and hard work throughout the season were outstanding. Congratulations to Michaela on an incredible accomplish accomplishment. Lastly, regarding athletics, the athletic department raised $5,000
during the Fred Beans MA Mazda Be Moved fundraiser. The senior high has also had many outstanding accomplishments in the band and corral department. As Dr. Fetcher touched on, a asshing ghost took first place and earned the recognition of US bands group IVA PA state champions with a score of 88.8. The marching ghost also competed in a class national national championships and took third place. They are the 2025 US bands group IVA bron bronze medalist. Additionally, the key club has been participating in community service with their November food drive that will go to First Baptist Church of Cresmont. Lastly, Abington Senior High has celebrated non-violent conflict resolution week. We have been promoting peace begins with us with our art department and our peace pledge table. On November 10th, ASHs took the time to acknowledge the 250th
birthday of the United States Marine Corps, founded in 1775. The faculty, staff, and scholars took a moment to thank the Marines for their service to our nation. Lastly, happy Veterans Day, and thank you for your time today, and I look forward to seeing you all again soon. Respectfully submitted, Lana Brown. >> Thank you. Great accomplishments. Thank you for sharing them and um we wish everyone good luck as they continue in the pursuits um both athletically and the arts as well. So thank you for sharing all that. Lot going on at Abington Senior High School. >> Thank you Lana. All right. From Abington Middle School, Jessica Jaglo. Good evening, Dr. Mary, Dr. Fletcher, and members of the board of student directors. I am Jessica Jaglau, and I'm on the executive board of the student council for
Abington Middle School. Student Council is sponsoring the annual AMS food drive, Thanksgiving food drive. The food drive is happening Monday, November 3rd through Wednesday, November 19th. The school community is encouraged to make donations of any non-p perishable food items appropriate for a Thanksgiving dinner. While students are welcome to bring in any donations, each team will be asked to focus on a particular item. In each team, the team that donates the most items will win a pretzel party as a reward. Last year, AMS was able to create 60 food baskets to donate to the community families, and they are hoping to be able to beat this number this year. I would like to recognize the outstanding amstanding achievements of our eighth grade girls soccer team. The team accomplished an exceptional season finishing undefeated. Their success reflect
not only their athletic talents but also their hard work, dedication, and teamwork throughout the year. TATA kicks off our new year by taking approximately 70 of our eighth grade members to the Valley of Fear at Phoenix Sports Club. The students had a great time and we also had our first all grades event in November, the TATA unique game show. Wing Olympics had their first meeting in October with 70 new excited members. The library cannot keep the books on the shelf with this avid group of readers. The next meeting was today where students will be be will be placed into six teams. Builder club will have their next meeting this week. We'll be collecting the last of our trick or treat for Ununice UNIF donations and making Thanksgiving place mats for the quinoa's uh Abington Action
Club annual banquet of thanks later this month. The crochet club has new and returning members to start off the 2025 2026 school year. Once again, students will continue to learn and share their creative projects with one another. This club has also offered a way to give back to the community by making squares for Project Chemo Crochet. This is an organization that makes blankets from donated squares to give to people undergoing chemotherapy. Our volleyball team wraps up a fun season with the pizza party on October 24th and a banquet on October 29th. The athletes played well all season and represented our school with positive attitudes and respect for their teammates and their opponents. Our families were extremely supportive all season and several of our young athletes are playing to continue their love of volleyball on club
teams until our next season. Math Olympia is having their first contest this Wednesday. The math leads will have have been solving different types of non-rine problems in small interactive groups in hopes of improving their mathematic thinking and building a stronger foundation of skills that can apply in their math classes. And it is important to know that every problem must be solved using mental math. Calculators, rulers, graph paper, and other aids or resources are not permitted. Chess club continues to have many attendees from nomad to advanced skills level. Some participant played time games while others played untime. We have those that play matches on their Chromebook while some may play on larger chess board pieces. A few have even challenged the sponsor Mr. Cusera and some have ended up winning the matches. Character Cafe, an afterchool
monthly book club, held their first meeting in October, which allowed us to get to know each other better. We are planning some fun activities like this year like creating a book talk type video and books review that they can share on the morning announcements. Our next meeting will be Thursday, November 20th, where we will attempt more members as the fall sports season has come to an end. The Going Green Club has learned many uh has learned about how to press leaves and make a nature journal and has spent a few meetings outside practicing both of these activities. Thank you. >> Thank you again. A lot of things going on and congratulations to all of our students. The activities sound like they're very fun and um and also very giving and I appreciate the theme of
our community and supporting our community and giving back to our community. So, thank you for sharing those wonderful sentiments with us this evening. >> I love to hear that there are 70 students signed up for reading Olympics. >> Yes, that's great. >> Uh okay, Dr. Feter, can you please present our board honors? >> Thank you, Dr. Mauy. Um, tonight we have the honor of recognizing the Abington School District employees who are also veterans who have courageously served our country. This morning I had the privilege of honoring our school district employees who are veterans at a brunch at the high school alongside our students in the military club and first responders club as well as well as students who intend to enlist upon graduation this school year. I'm grateful that our students can hear the history
and stories of our veterans which in many cases provide the foundation of where we where they are today. Joining us tonight uh are a few of these Abington School District veterans. Uh and I would like to ask them to stand. Um Mr. Paul Hislip is a custodian at Ryol Elementary School who served in the Navy. [applause] Miss Andrea Richards, an elementary curriculum, [applause] elementary curriculum specialist at Roslin who served in the Army and National Guard. Mr. David Walker, [applause] bus driver in the transportation department who served in the army. Thank you for not only serving the students of Abington School District, but our country as well. Next, I ask that if there are any other members of our community tonight who have also served to please stand. >> [applause] >> and that is Rob Katana.
Um, and Rob Rob works in our facilities department and HVAC. So, I thank you for your service as well and I apologize for missing that um on the first goound. So, I would like to uh introduce our Abington Senior High School Corral students under the direction of Miss Lori Wolf, who will sing America the Beautiful while our slideshow of district veterans plays. Beautiful [singing] skies for [singing] waves of grace. for purple [singing] mountain mesty [music] [singing] God shed his grace on thee and crown [singing] found thy good with brotherhood from [singing] sea to shining sea. [applause] And we thank you for that beautiful rendition of America the Beautiful. And most importantly, uh we thank you to our district veterans. Your selfless act of service matters and the sacrifice you and your families have made is never lost. Uh, please join me in one more applause of appreciation for the recognition of Veterans Day for all of our veterans. [applause] >> Thank you. >> That was an amazing amazingly moving rendition. >> Yes. >> Of that song. Thank you all very much um for coming out to help us celebrate our veterans here and our veterans everywhere. Thank you. Um anyone else want to say remark? Mrs. Brown, you look
like you want to say something. >> I my heart is just so full. Um hearing you sing with such beautiful pitch and harmony. Yeah, >> we can tell how much you practice and I hope that it honored um our veterans because I know I was blessed by it. So, thank thank you so much for your diligence and thank you for your leadership. >> Yeah. [sighs] Okay. Um with that, we will move on to our first section of comments from citizens. >> Give a minute. >> Yeah, >> we'll give you a second. >> Thank you guys for coming out. That was just so wonderful. >> Okay. Okay. Now we will move on to our first section [laughter] of comments from citizens. Uh as usual, comments from citizens are being conducted both in person and by phone.
The phone number to participate in public comments is 2677153717 is being displayed on the screen at this time. You'll be able to join the meeting by calling in on your mobile or landline phone. A citizen will be recognized once during this period of the meeting and each citizen's comments will be limited to a total of three minutes except at the discretion of the president. Time may not be yielded or otherwise transferred by one speaker to another for purposes of exp of extending a given speaker's time aotment. If there's anyone present who would like to make a comment, please use the microphone either to your left or to your right. I feel like we were all left speechless by that song. [laughter] [sighs] No. Okay. Mr. Cargus, can you confirm that we have no callers on
the line? >> We have no callers on the line, but we have about 10 seconds. Yeah. >> Okay. Thank you. You'll let me know. Confirm. No callers. >> Okay. All right. I think that's the shortest period of public comment we've had in years. [laughter] Uh with that, we will move on to our agenda items. >> [sighs] >> Miss Hartman, can you please read the recommendation to approve the October meeting minutes? >> Is that 5.1? >> Nope, that's six. >> Six. Sorry, there it is. Okay. That the board of school directors approves the minutes of the board meetings on October 14th and October 28th, 2025. >> Second. >> Dr. Fetcher, we have a second. Uh this is the approval of the minutes uh from the from the two meetings. >> Okay. This is a vote by
acclamation, Mrs. Flanigan. Yes. >> Okay. All right. All in favor say I. >> I. The eyes have it and the motion passes. >> Miss Hartman, can you please read the recommendation to approve the personnel agenda? that the board of school directors approves the changes in [snorts] personnel as reflected in personnel agenda number 7.1 and 7.1A and the confidential addendum number 7.1B. >> Second. >> We have a second. Dr. Fetcher. >> Thank you, Dr. Murray. The personal addendum begins with the change of status for one administrative staff member, appointment of one administrative employee, request for leave of absence for one professional employee, appointment of one professional staff member, compensation for IP meetings, interpreter translation services, and title one events. >> Okay. Questions or comments from the board? Okay. Mrs. Figan, please. >> Mr. Allen. >> I.
>> Mrs. Brown. >> I. >> Mr. Eisenhart. >> I. >> Mr. Mohammed. >> I. >> Miss. Balding. >> I. >> Miss. Hartman. >> I. >> Miss. >> Fezy. >> I. >> Dr. Malry. >> I. The eyes have it and the motion passes. Miss. Hartman. Can you please read the recommendation for permits uh for use of building and grounds? that the board of school directors approves the applications for permits for use of buildings and grounds as reflected in addendum number 8.1. >> Second. >> Dr. Fetcher. >> Thank you, Dr. Mauy. The permit addendum continues to reflect typical requests for buildings and grounds for meetings and other school events and activities for this time of year. >> Questions or comments from the board? Uh just a continued thank you for creating space for our students to have
fun events and congratulations to our National Honor Society students at the high school who will be honored on the 13th. Uh your hard work does not go unnoticed and I hope you feel celebrated and appreciated during that time. >> Okay. Anyone else? >> Uh I would also like to thank the hard work uh our PTO organizations for their hard work to support our students. I see a lot of events scheduled up there, so I want to note that as well. They're an important part of our community. >> Mrs. Flanigan, >> Mr. Allen, >> I, >> Mrs. Brown, >> I, >> Mr. Eisenhower, >> I, >> Mr. Muhammed, >> I, >> Miss Balding, >> I, >> Miss Hartman, >> I, >> Miss Basy, >> I, >> Dr. Mauy, >> I. The eyes have it and the
motion passes. Miss Hartman, can you please read the recommendation for awards of contracts? that the board of school directors approves the awards of contracts as reflected in addendum number 9.1. >> Second. >> We have a second. Dr. Fetcher. >> Thank you, Dr. Mauy. Uh tonight, for your consideration, we have one award of contract and one award of contract through the Montgomery County Consortium of Communities. Uh the first award of contract is for the panel reinstallation at the Abington Senior High School [clears throat and cough] and the Montgomery County Consortium of Communities is for bulk rock salt as uh temperature dropped this morning. Um we are preparing uh for colder weather in the future and possibly some icy conditions. So we need our rock salt. Okay. It was cold, but it wasn't that cold. [laughter] >>
It just kicked it into gear. >> All right. Uh, questions or comments from the board? >> Uh, yes. Can you remind me where the 54,7171 cent comes from for the installation of the the panels, >> Miss Danola? So these panels were um removed as part of the um incident that happened. Um there w was an insurance claim filed for that purpose and we expect to be reimbursed for the cost to have this done. >> Thank you so much. >> In prior to reimbursement though that would come from the um series A 2017 general obligation bonds. >> Other questions or comments? No. Okay. Um, so and it's uh so you filed a claim for this full amount and there's there's no deductible or anything. >> We have filed a claim for the full amount and we
hope that we'll receive it. >> Okay. All right. Great. Okay. Mrs. Flanigan, this is a roll call. Men >> I >> Mrs. Brown >> I sisart >> I >> Mr. Mhammed >> I >> Miss Balding >> I Hartman >> I >> Miss Fazy >> I >> Dr. Maui >> I the eyes have it and the motion passes. Miss Hartman, can you please read the recommendation for the rooted tree agreement >> that the board of school directors authorizes the administration to enter into an agreement with Rooted Tree Productions Incorporated to provide district space for the organization's summer theater program. >> Second. >> Dr. Fetcher. >> Thank you, Dr. Mauy. This resolution is for an agreement with Rooted Tree Productions, Inc. to provide district space for the organization's summer theater program from June 22nd through July 10th.
>> Okay. Questions or comments from the board? >> Uh just a thank you for Rooted Tree to for continuing to offer this space and opportunity for students to engage in fun theater um and to build bonds together. Anyone else? And this is um just so that members of the public are clear, this is the contract and the fees charged are just what it would cost us, right? >> Yeah. Yeah. It's a it's a a base rental fee of $5,700. Okay. >> And that are the that's reflective of the district costs uh for facilities um department support during the program. Okay. Okay. All right. >> This question uh it makes me think of the suggestion that Mr. Allen made a couple of months ago. >> Mhm. >> About potential ways of generating some revenue for the
district um through some fee of some sort um beyond us getting to neutral in and having these uh organizations uh use our space. Um, and I know that's a longer conversation, but I just wanted to uh lift it up again as uh something we may want to consider as we push forward. >> Okay, >> Miss Eisenhart, >> just to be clear on this. So then after they're granted use of space, then there are fees associated that are then passed on to the consumer participation >> for this agreement. Well, this agreement allows for an organization or um in this case a company to utilize the space, but then that company then passes on fees. There's fees associated to for the program. I'm guessing in this case, >> yeah, the >> I mean I think that that's
that would be for rooted tree to say >> that I the camps have [snorts] fees for student participation. >> So yes. >> Okay. I just think that applies to your your comment >> um Mr. Muhammad because if there's a difference between space that's used at no cost to participation versus space being used and then there [snorts] being a cost associated that's passed on to somewhere else someone else. >> Yeah. Especially if it's passed on to our students. >> Yeah. >> Anyone else? >> No. Okay. Mrs. Flanigan >> Mr. Allen >> I >> Mrs. Brown >> I >> Miss Eisenhart >> I >> Mr. Mamemed >> I >> Miss Balding >> I >> Miss Hartman >> I >> Miss Vezy >> I >> Dr. Mauy >> I the eyes have it and the motion passes. Miss
Hartman, can you please read the recommendation for the settlement stipulation for the fairway assessment appeal? that the board of school directors authorizes the settlement stipulation agreement regarding the assessment appeal for tax parcel number 30-0000-6644-00-7 known as the fairway as submitted to the board >> second. >> We have a second Dr. Fetcher. >> Thank you, Dr. Mauy. Uh keeping in mind confidentiality of litigation matters, Mr. Adonu is here this evening and can answer any questions that you may have. Okay. Questions from the board. >> Okay. Mrs. Flanigan, if >> I could just record that this was discussed with the board in executive s >> this was discussed with the board in executive session back in August and that executive session was announced. So I want to be clear. Okay. >> Okay. Thank you. So just for
the purposes of anyone listening at home um this agreement was discussed is am I correct during >> exe executive session. Do you remember the date? >> August 26. >> Okay. August 26. [clears throat] >> Okay. Any other questions or comments? Okay. Go ahead. Mrs. Flanigan. Thank you, >> Mr. Allen. >> I >> Mrs. Brown, >> I >> Miss Eisenhart, >> I >> Mr. Muhammad, >> I. >> Miss Balding, >> I. >> Miss Hartman, >> I. >> Miss Vasy, >> I. >> Dr. Mauy, >> I. The eyes have it and the motion passes. Miss Hartman, can you please read the recommendation for the lease agreement for 1220 Huntington Road? that the board of school directors authorizes a 5-year lease renewal agreement extension from December 1st, 2025 to December 1st, 2030 between Abington School District and Abington
Township for the rental of the property located at 1220 Huntington Road for $1 annually. >> Second. >> We have a second, Dr. Fetcher. >> Thank you, Dr. Mauy. Uh the parcel at 1220 Huntington Road is also known as the Pump Station property. It's adjacent to the school district bus garage. Since 2005, the school district has rented the property for the sole purposes of using the premises as a parking area for employees of the school district who are bus drivers or who work at this at the school district's bus facility. And once again, the annual rental fee for this is $1. >> So the rental fee is paid by the district to the township. >> Yes. >> Is that correct? Okay. Okay. questions or comments from the board. >> Okay. Mrs. Flanigan. >> Mr. Allen. >>
I. >> Mrs. Brown. >> I >> Mr. Mahamemed. >> I. >> Miss Balding. >> I. >> Miss. Hartman. >> I. >> Miss Fezy. >> I. >> Dr. Mauy. >> I. The eyes have it and the motion passes. Miss Hartman, can you please read the recommendation for the lease extension for the Ardsley School? >> That the board of school directors authorize the administration to work with the solicitor to develop and finalize and execute an amendment extension to the lease agreement with Abington Township for the Arsley School property through June 30th, 2026. >> Second. >> Dr. Fetcher. >> Thank you, Dr. Mallerie. Uh the district has leased the property to the township since 1980. Uh the least expired on September 27th, 2025. At the board meeting on September 9th, 2025, the board authorized the district administration to
execute a 60-day extension to the lease agreement. The administration requests authorization to finalize and execute an amended um extension of the lease through June 30th, 2026. I support this extension as child care is of paramount um importance to our community members and discontinuing the services for our community within 30 days uh in my opinion is not acceptable nor within our district mission >> questions and comments from the board. >> I wholeheartedly agree. Mhm. I second that as well. And also just want to recognize I know we did at uh the board meeting that was just um previously mentioned on I think it was September 9th, but um there's a plethora of activities that happen at that location. Arsley, it's all greatly subsidized activities and opportunities for the community to participate. So along with the child
care, I too um am in support of this. [snorts] It's another space that uh serves the community in so many ways. >> Um, >> not to mention the quality and affordable child care that's been delivered there for years now. Anyone else? No. Um, affordable quality child care is hard to come by >> and [laughter] and uh very much needed. So um I am happy excuse me happy to see this lease being continued. Uh Mrs. Flanigan >> Mr. Allen >> I >> Mrs. Brown >> I >> Miss Eisenhart >> I >> Mr. Bman >> I >> Miss Balding >> I >> Miss Hartman >> I >> Miss FZY >> I >> Dr. Mauy >> I the eyes have it and the motion passes. Miss Hartman, can you please read the recommendation for the professional services agreement
with ICS Consulting LLC? >> That the board of school directors authorizes the administration to enter into a professional services agreement with ICS Consulting LLC, including individual work order one for capital planning services and development of a 5-year plan and individual work order two for on call professional services. >> Second. >> Dr. Fetcher. Thank you, Dr. Murray. Uh, this resolution is for prof for one, a professional services agreement and two for a creation of a five-year capital plan. Um, first, uh, the professional service agreement as we do not have specific expertise on our district staff for more intricate facilities issues, particularly needs in such as engineering or spec development. It is necessary for us to seek external support. This structure has been used in the past through a different company. In order to run our facilities
effectively, this service is absolutely necessary in addressing specific issues. Financially, this model has proven to be uh proven to cost the district less than hiring a person with these skill sets if and if one individual would have all of the skill sets that are required. Uh next is the five-year capital plan. Uh starting in 2021, site logic completed a facilities condition assessment or FCA uh for the district which determined that the middle school had the greatest need. This assessment was followed by the feasibility study for the middle school completed by ICS in 2023 which focused on the options available to address the middle school needs. Most recently in 2024, CM3 completed an investment grade audit of elementary schools and administration building to determine the work being completed by our guaranteed energy savings act or Giza
projects. Not only do I believe that is important for these assessments to be updated based on current facilities conditions, but also is necessary to have one common plan to inform necessary budgeting over the next 5 years to address remaining facilities needs beyond the middle school and high school. My recommendation comes with the desire to improve our district's budget while presenting financial scenarios uh to the board for future facilities needs including long-term implications. I recommend the investment in such a plan at this time of budget constraints in an effort to ensure that the district is planning for upcoming needs and fiscally responsible and strategic plan of action and with next steps to address current issues and issues stated in previous assessments and audits. >> Thank you. Um, just so members of the public understand, what kinds
of information would you expect to gather from a new five-year plan that you had not already gathered from uh either the site logic facilities assessment or the Giza evaluations? >> Yeah. So I would say in two different areas. One the first being that we would expect to see any changes that have developed over from 2021 uh until now. Um and that would give us a more current uh look at our our facilities so we can plan ahead. Um the second component of that is what is the plan and um the facilities condition assessment spoke about um that was done in 2021-22 really captured what is what are issues um and went into when these issues would need to be addressed. But what will come out of this plan is uh not only by what point
when would we address them when we would we budget to address these needs >> and um that would also feed into uh work with our our budgetary plans for that 5-year period. So more of an action of this is what is noticed as being I'm gonna say wrong or troublesome and when and how would we address this issue? And this may sound like a dumb question, but um how often typically do districts undertake uh five-year um I guess studies for five-year planning purposes, >> right? So I I would say that you know of course it depends on every district and um would not match our history here in terms of doing uh five-year facilities plans. Um but typically I I think that most districts do a five-year facility plan um that correlates with a five-year
budgetary plan as well. >> Okay. So >> so every five years. >> Okay. that [laughter] >> if that answer >> No, it does. But if we did um I the reason I ask is because every year a different five years would be under consideration theoretically, right? Like correct. Okay. >> Yeah. So, at at the completion of a 5-year plan in 5 years, if this is approved this evening, 5 years from now, I would uh God willing, I'm here, uh say, you know, this is we would like to do the this again and get it most currently. >> Okay. All right. Other questions and comments from the board? Um I see um in the five-year plan the completion dates and milestones um and to present present plan to administration and board is TBD after March of
04626. Will we get an update in between that time or is or will we expect the update after the final um plan is created by the administration and ICS. >> So in when the final plan is created, you will you'll get that obviously and we'll do updates along the way. We will be doing, as the board has requested, a two-year financial plan that will include any of the immediate discoveries or needs that we find within that that plan um as soon as we, you know, develop that. Uh so in short, I'll keep you updated along the way, but we're also working on um that two-year financial plan that the board has requested um which will take immediate action with our budget versus um a long-term plan with our budget. We are also working on a
five-year plan with our budget as well. Okay. >> Thank you. >> Anyone else? No. Okay. All right. Mrs. Flanigan, would you do the roll call? >> Mr. Allen, >> I. >> Mrs. Brown, >> I. >> Miss Eisenhart, >> I. >> Mr. Muhammad, >> I. >> Miss Balding, >> I. >> Miss Hartman, >> I. >> Miss Fazy, >> I. >> Dr. Mer, >> I. The eyes have it. And the motion passes. [snorts] Uh, Dr. Dr. Fetcher, are there any additional reports and recommendations by the administration? >> Yes, Dr. Maria, I provide the conference attendance of professional leaves and the capital improvement projects report for your information. >> Okay. Questions or comments from the board? >> No. Okay. Uh with that, we will move. Oh, is there any other business that may appropriately be brought to the
attention of the board? Everybody's very quiet tonight. [sighs] Okay, seeing as there is none, uh we will move on to our final comments from citizens. Once again, uh, comments from citizens are being conducted both in person and by phone. The phone number to participate in public comments is being displayed on the screen and it is 2677153717. You'll be able to join the meeting by calling in on your mobile or landline phone. A citizen will be recognized only once during this period of the meeting and each citizen's comments will be limited to three minutes except at the discretion of the president. Time may not be yielded or otherwise transferred by one speaker to another for purposes of expend of extending a given speaker's time allotment. Uh we'll do comments in the room first. So if there's
anyone present who would like to make a comment, please use the microphone to the right or to the left. Hi, my name is Jen Pertell. I live in Glennside. Um, I wanted to just sort of uh comment that this meeting has sort of captured all the highlights of what I it feels like to me makes this school district and community so amazing. I mean, the honoring the the veterans with the and the kids, the coral performance was just amazing. the academic and the uh athletic achievements that were highlighted by the um student um representatives and and also the the food drive that the community is doing. It's um it's a testament to everything that you guys are doing, that you guys are doing, that the families are doing, the kids are doing, and it's just
it's really kind of impressive. So anyway, I just like that. Thanks. >> Thank you for your thoughts. Anyone else? >> Go ahead and and step up to the mic. >> Paul Hip, I just want to take the time to uh thank the school board and Dr. Fetcher for um honoring the veterans. Um the lunch was very delicious today and I appreciate you having us come out to the meeting tonight. Thank you. >> Thank you. Anyone else? No. Okay. Mr. Cargus, can you >> There are no callers. >> You took my line away. [laughter] [sighs and gasps] >> All right. Uh, with that, we will move on to closing comments from school directors. Mr. Allen, >> nothing. Thank you. >> Okay, Mrs. Brown, it continues to be a pleasure to serve. Thank you everyone for your
service if you have served in our military. Have a great night, everyone. >> Miss Eisenhart, >> good night and be well. Mr. Muhammad, >> good night everyone. >> Miss Balding, >> have a good evening everyone. >> Miss Hartman, >> good night everyone. >> Miss Fazy, >> take good care everyone. >> Miss Lee, >> good night everyone. So, I want to um conclude this meeting with my gratitude um both for our veterans um during the rendition of America the Beautiful. I found myself thinking about my grandfather who was one of 20,000 men wounded at the Battle of Emojima. Um a pivotal battle in World War II. So, I was grateful for the opportunity to remember him as well as to thank uh our veterans now for their service. And then, um I will not be in
attendance at Miss Fazy's final board meeting. Um I we my kids and I typically travel for Thanksgiving and then Tuesday is our travel day. Um, so I want to personally thank her for her service on this board and to the community. Um, her voice has always been one of wisdom and insight. Um, and she has been an integral and most valuable member of this board and I personally will miss you. I suspect many of your colleagues on this board will as well, but as I always say, don't go far. [laughter] Um, so thank you very much for your service to the community and to the district. >> Thank you. >> All right, with that, the meeting is adjourned. Thank you everyone. >> Thank you.
