two regular board of education meeting would everyone please stand for the pledge to the flag mrs blumenau will you to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all please remain standing um mr perino has some moments of silence let me put my mic on it's been a while since we met so if you're more comfortable sitting down that's fine the first moment of sounds this evening is for dr william schreyer dr schreyer taught science at middletown high school for 34 years he was also the department chair very focused very studious i served on committees with bill and it got to be six i remember this it got to be 6 p.m one evening on a curriculum
committee and it was in february it was snowing so i said bill don't you think we should end the meeting and oh yeah yeah it's no i see it snowing now but he would have gone on another couple of hours that's kind of guy was very very dedicated um the second moment of silence this evening is for mr p and kona pete was in the district for well over 30 years he started as an elementary teacher after that he became an administrator he was at one time director of technology director of personnel and uh superintendent of buildings and grounds which he held for a short time and actually he held those positions at one time at this at the same time so he pete was perhaps the most the person most responsible for introducing computer
technology to the district the individual pc in the classrooms and in the media centers pete liked the family he loved to be with the family and he liked photography he liked spending time at wolf lake in his grandfather's house and i got to i i knew pete very well and again a little um about pete i remember i was meeting with him and uh one of the guys from buildings and grounds came in and this is when he was held three positions and he said mr ancona there's a we have a leak at mechanics town it was mechanics down at the time what do you want me to do pete said fix it that's what he said really a very remarkable individual the next moment of science this evening is patricia gass patricia actually graduated
from middletown high school and she was a exchange student at one time we used to have in holland one time we used to have exchange students with various countries came back to middletown taught for again over 30 years the staff members liked her very well respected by staff and students um the next moment of silence this evening is for dorothy and gracia and although not a member of the district she did assist the district greatly the ingrassi family one of the first families of the area dorothy served as a the court clerk in the town of walk hill she developed the walk hill museum and she served as the director of the middletown walk hill historical society on east avenue and this is how where she helped the students of the district the most we
used to bring students to the historical society at one time groups of students she she along with jerry kleiner and the late marv cohen toured gave them a tour of the society and also assisted them with projects she was very good about sending materials to the building about coming in to speak with students and the final moment of silence this evening is for mike tuttle's father who passed away i don't know too much about that he was in florida so we'll have to wait on that but please remember all these people in your thoughts and prayers and as i said before it's the least we can do to remember people at a board meeting who have served so long and with such distinction in the middletown school district thank you very much miss houston would
you read the mission of the enlarged city school district of middletown certainly we strive to provide fiscally sound educational opportunities in a safe environment that continuously supports our diverse student population we will enable all students to graduate to reach their full potential to become lifelong learners and to be competitive productive members of society thank you moving on to the personnel action items i need a motion to appoint mike tuttle as a backup clerk of the board i need a motion for that please move by john perrino second in bipolar any discussion hearing none all in favor aye i need a motion for the backup clerk for jillian crawford i need i need the motion motion by paula seconded by freddie williams any discussion hearing none all in favor aye at this time then i would

have a motion to accept the nomination vince seconded by freddie any discussion hearing none yes john the discussion i i tell you i work with crystal on the ieps and she she picked this up very very quickly and she had the ieps ready for me unfortunately the day i came in i came in at 6 00 6 15 in the morning to do when julian came in after me i was looking for a green folder and a small green fallet and i didn't realize it was my fault that i haven't done them in a month so it turned out to be a large duplicating box so we got that all straightened around but thank you for the help with that and i'm sure we'll be working together uh during the year i have a discussion
um but i don't know if this is the appropriate time or not um first of all i had a great pleasure in getting to know ms moncheri this afternoon and before the meeting and she's an absolutely lovely person and i know she's going to fulfill the position with confidentiality discretion and she knows the position reports to the board president and the board of education not the superintendent of schools i will have a criticism but i'll say that for later with regard to the process but none of that is directed at you and i'm so happy to welcome you aboard thank you any other comments hearing none all in favor aye any opposed motion passes unanimously [Applause] our backup clerk of the board i do solemnly swear i do solemnly swear that i will support that

here pastor john williams thank you i need an approval of the minutes for july 7th 2022 the regular meeting moved by vincent's second by mitch any discussion yes um for all of these this this comment goes for the minutes for all of them but i'm not going to repeat myself and waste the public's time however as i was sharing with someone earlier we have several laws that are written to encourage new yorkers to be informed about the work government does for them every day but we have to make it easier for them to get that information and that is a quote from our governor hochel and an unabridged meeting recording should stand as a form of minutes in october of last year governor hochul signed legislation proposed by new york senator amy pollen and one
other senator who i failed to remember the name on that stated that public participation in open meetings is a cornerstone of our democracy and a vital opportunity for citizens to have their concerns heard and addressed by their representatives and that the unabridged video in s 539 to stream and post videos and s 470 4a 704a i'm sorry yeah that's correct uh for unedited undeleted unabridged audio or video um and unabridged full written transcripts for new york state senate bill 7305 those are all proposed legislations that should make our board want to do better and they will eventually be signed into law some of them already have so i would i would love to make our new district clerk's job a lot easier and not have to see her type the full meeting minutes rather use
the fully unedited unabridged meeting recordings to be our minutes and i think that would be a great thing so i'll be voting no for the minutes until that happens thank you i think our district can do better thank you very much any other discussion hearing none all in favor aye aye all opposed passes uh 6-1 moving on i need approval of the minutes for july 7th 2022 the reorganizational meeting may i have a motion don't move move by mr perrino seconded by mr freddie williams any discussion hearing none in favor discussion um for the july 7th meetings both of them some of my feed was cut so i would like to know if that will be reinstated for the public any other discussion i'm asking a question i do not believe that i think there
was an answer to that i do not believe that your feed was cut so you directed it it was twice on the video you actually ordered it cut twice any other discussion hearing none all in favor aye any opposed oppose thank you i need an approval of the minutes for the july 21st 2022 meeting do i have a motion bipolar seconded by john perrino any discussion hearing none all in favor any opposed oppose thank you five i need an approval of the agenda i need a motion so move moved by mr perrino seconded by mrs blumenau any discussion yes i requested ahead of the meeting that the curriculum writers be moved into a second separate action item under the instructional action items for personal memorandum 3b and i didn't get a response so unless you
can unbundle it now i would like i'm gonna have to vote no on all of them and that would be a shame i know it's still gonna pass but any other discussion hearing none all in favor any opposed oppose thank you personnel action item a administrative move by mr perino any he just second second by mrs blumenau any discussion hearing none all in favor any opposed pose thank you motion passes i need an approval of personnel memorandum 3 b moved by mr perrino mr williams oh mr williams second advice a second about mrs blumenthal any discussion on the instructional uh agenda for the personnel memorandum yes i've been proposing that we have a curriculum committee and we're hiring a lot of curriculum writers and then i heard during our memoriams that mr uh perino brought
up earlier that in fact one of the gentleman was on the curriculum committee with you which tells me we already have a curriculum committee so maybe we can reinstate that thank you thank you for your discussion any other discussion hearing none all in favor any opposed oppose thank you approval of personnel memorandum 3 c none instructional i need a motion moved by mr crisenza seconded by mr freddie williams any discussion hearing none all in favor aye passes unanimously moving on the approval of the annual appointments so move i need a second second any discussion yes the process for the hiring of a district clerk was very shady and not brought to light that has nothing to do with the individual who was hired i think she's great but i had asked to be a part
of that and as a member of this board i was denied that and i'm very disappointed thank you thank you for your discussion any other discussion mr perino thank you mr myerson we have some new people in the audience tonight and perhaps you should let everyone know that we have this information we're not overstamping things we have this information beforehand it's available thank you for the clarification mr purina as far as the comment about the committee the committee was made up of the past presidents and vice presidents of the board of education who worked very closely with our district clerk also on the administrative team was our superintendent of schools and the assistant superintendent for business mr mike tuttle any other discussion hearing none all in favor any opposed it is now time for recognitions

appearance by elroy the elk and ellie the elk is a drug-free mascot and talks about that there will also be a shootout a ymca soccer shootout at the athletic field for children four to fifteen at the at the event so please consider coming you're going to get free school supplies and also pancake breakfast also i still have a little time left i want to give a nice shout out to a member of our two members of our board uh mr fred williams who was named the um the citizen of the month orange county citizen of the month he was awarded a certificate at his place of business by the orange county executive and there were a number of dignitaries attending that and it's very well deserved fred you do a lot for the students in
the community congratulations and also to the right of me uh mr mitch williams he's a full-fledged member of the ontario's hose company brother fireman now so congratulations mitch and mrs williams if you'll be if uh lynette if you're listening expect him to get up at one or two o'clock sometimes in the morning because that's just the way it goes so congratulations on that and i'm running out of time here so that's fine any other comments first of all i want to announce to the community that christiano centro nuevo vita is having free food giveaways every friday we are providing food to any families who need it that includes fresh produce as well as non-perishables i also want to complement the because it matters 24 7 community group whose motto is community is a verb all
over the city we have math problems done in the format of sidewalk chalk and they're all over the place and i believe they are also collecting items i believe up until august 14th for college-bound students who are excited to receive some little goodie bags that might help them adjust to their college freshman year a little better and i believe that is all being collected at sadie's bookstore downtown middletown thank you thank you any other comments for announcements all right i'm going to put two board members on the spot would freddie or williams or mitch williams kind of share with us your very successful activities with the basketball or is it on so i know i came here to the parking lot on tuesday night to hear about the cell phone and i thought boy we
have a big turnout but i think the turnout was more for your program yeah no and and it wasn't it was actually um jim kelly um he had the uh basketball league we did it um him with uh kevin gleeson and dave coats well he certainly looks very successful sir oh yeah they deserve to credit all the credit for it um it's the lead that they usually do sometimes they'll do it at oc each year but they decided to do it at mount hagen since we have the new courts out there so it's usually outside in the evening but since it was so hot and it was a threat of rain they had it here at the high school but it's it's really great it's really nice that's their thing but i i make sure
i go to it because i love it okay beautiful thing so yeah i took my son over there to uh witness he's big in the basketball so he just loves the environment and jim kelly's doing a great job with it we all sat months ago myself mitch uh kevin gleason dave coats john merchant raylynn right and this all ties in this has been the busiest summer i've ever seen for youth the whole entire time i live in the middle town all my 43 years with the parks and rec with uh you know middletown eu sports we have a league actually down on the field on wednesdays and workouts at twin towers uh mitch has the boxing he's he's signing up a whole bunch i mean his schedule is insane uh he's great at what he
does um and we're going to broaden the horizon with uh like i said before we're going to start doing hiking trips and museum trips through meal time sports and just but this summer was amazing uh you go to von hagen you see that you come here you go to most of the district schools and you see a lot uh put forth for the kids and we're just you know it's a great thing we're going to try to keep it going and also we definitely got to mention the ymca that ymca camp is always just great you know they did a great job should have been on it too because i worked for the ymca show i should have thought about that one i might take a little take a little heat for that one thank
you i got you i just want you to share with the community what what is i mean we are so honored to have both of you so deeply involved and what goes on into this community thank you any other comments i would be remiss if i didn't mention tots for tuesday our town of wall kill supervisor george serrano was reading to our youngest members of the community this past tuesday and i got to see the pictures and he's invited me to come along and do it the next time which i'm very excited about but um just to see him and the expressions on his face um lit up my day so thank you any other comments hearing none we now have the opportunity to address the board just want to remind every board that it
is a four minute time limit the time you can be seen here or up on the screen anyone that would wish to address the board okay we shall move on approval of financial memorandum number three i need a motion move moved by john perrino second second by freddie williams any discussion hearing none all in favor aye any opposed motion passes unanimously i need an approval of the special services memorandum number two so move move by vincent cresenzo i need a second second by john perrino any discussion hearing none all in favor aye passes unanimous uh any dissensions passes unanimously i need an approval of the shift of the board of education retreat date from august 18th to september 8th 2022. so moved second on that second discussion hearing none all in favor aye any opposed
motion passes unanimously committee reports do we have any committee reports mr crisenzo could you share with us or did you want to wait mr tuttle's an important part of this process and um he should be here when i give this report so we'll save it for when we reschedule the boces people and you'll introduce the boces that's um superintendent heck and the committee will be coming to the next board meeting on uh august 25th okay is that correct oh very sorry date has not been confirmed the assistant superintendent uh debbie happis will be there also okay so we will let folks know any other committee reports as far as like with the committee's um because of there's um various people in the community who are interested in being involved with with committees and uh that's
what we usually do at the retreat just to give clarity on that that's where those things kind of um where we come i want to thank you mitch williams because i was going to bring a list of the committees and so that we could have it and we could discuss it yeah i apologize no and i just want to learn you'll you'll get me trained yet i hope and i just want to commend like as far as people in the community as as well as uh educators in uh in the district that want to get involved they want to put their hat in the ring just to you know just to make our community better you know make our district better one middletown mr perino did you have something you wanted to add health safety
and security committee uh about uh two weeks ago i think uh we uh when i say we uh our health safety and security the uh chair of the committee lenny zabka myself and mr williams and mitch mitch williams and al valente two members of the boces staff dwayne lopez and joe russo we toured the buildings a two-day tour of the buildings and looking for ways to actually improve the security of the buildings we have a a lot of good things happening on the security front in the buildings much of which i can't discuss but uh dwayne lopez joe russo very very up on things and very good they have various backgrounds law enforcement backgrounds as lenny does and they noticed everything they took photos of everything so a report is expected when in a couple
of weeks a couple of weeks lenny about how we can further improve the buildings can i guarantee there won't be an incident no you can't guarantee that but i tell you we do everything we can we've hired more security and uh and you know the we've had meetings with parents to listen and learn meetings and they're very concerned about security i have not heard one parent saying we have too much security in the buildings and i have to say that the security staff in the buildings they try to build they do build relationships with the students sometimes a student will go to a member of the security staff who are also members of the community and inform them of and inform them of items that may be taking place in the building so i can't
say enough good things about our security staff and uh lenny zapko-hoozi who manages that our director of securities uh but there's a lot of things happening a lot of things to make the buildings even more safe so thank you any other committee reports paula thank you i'm i'm not sure um we we have a policy for we don't have a policy for uh credit card usage and we were asked to approve a policy for the for the use of a credit card um unfortunately over the past week we have not been able to get together as a committee to uh to approve this as a committee i was wondering if it's possible within the committee reports to be able to approve this um because we all got copies of the of yeah the policy of
the policy the only our only issue is is that we only have two members we have three we have three members of the committee because you act as a professional member you are a member right the last right john uh williams was the last member and mr gomez so can we approve this policy during the regular meeting now so that we can move this along i mean we're in the midst of a poly policy or don't we really have to buckle down on it but this was something that was requested are you making the recommendation as a committee report that we adopt the policy for credit cards use of the district credit card yes before we do that can you explain how this credit card will be used yes i can read the policy actually
right like i get a motion first sir and then a discussion would it say a motion to approve the credit card policies that use of the district credit card good that's my motion okay do i have a second to his motion a second second any discussion um when you said that everyone received a copy were you referring to the members of your committee yes okay because i knew nothing about this right right thank you just the members of the committee received it because we were going we were supposed to review it in committee and then vote on it at the meeting but everyone has a copy of it and it was re it was sent out twice already um and it was rewritten so that it met our needs how many of the members of
your committee are present this evening three so it's mr gomez who's not here yes i see yes but he was in the original read-through and then we went through the um this is the second copy that is more um [Music] specific so i'll read through it just for everyone's benefit and then we can do it on it okay great thank you i just would like to be able to allow mr tuttle to move ahead with the business of the district so the use of the district credit card the school district will issue a credit card in its name to the purchasing agent for the use of its officers and designated employees for authorized expenses however authorized personnel must submit purchase orders for those related expenses prior to the use of the credit card one the
maximum limit on each card shall be twenty thousand dollars number two credit card usage must be in accordance with your purchasing travel and conference policies three there shall be no personal use of such credit cards under any circumstances for the claims auditor shall periodically but no less than twice a year monitor the use of each credit card and report any serious problems and or discrepancies directly to the superintendent and the board number five expenses incurred on each credit card shall be paid in such a manner as to avoid interest charges the credit card shall be locked in a secure place in the purchasing office number six let's scroll any individual who makes an unauthorized purchase with a school district credit card shall be required to reimburse the school district for the purchase purchases that are
unauthorized illegal represented conflict of interest are personal in nature or violate the intent of this policy may result in credit card revocation and discipline of the employee seven the credit card will only be used for those purchases of goods and services that require a credit card and do not accept other payment methods any other reason for credit card use must be approved by the assistant superintendent assistant superintendent for administration prior to use and eight the user must submit detailed documentation including itemized receipts for commodities services travel and or any other and or other actual and necessary expenses which have been incurred in connection with school related business for which the credit card has been used so that is the policy can i have a can i have you need a motion we have the motion
we've had to discuss we had the second is there any further discussion i'm not a member of the committee am i allowed to propose discussion you can but i don't but you're not voting okay the alternative to this would be that the members of the board or the employees would simply pay it for it themselves and then submit a request to be refunded okay i'm more in favor of that thank you okay thank you and and having done that for a very long time for conferences and things like that it can get quite pricey so when when a school when the school district can make reservations for us or register us for um you know register us for certain things without it coming out of our pockets at times it it has been challenging so
this is uh you know in addition to allowing our uh purchasing agent to do what she can do without do what they can do without um when they can't write a check for something because there are now just unfortunately situations where that is the case i was wondering will there be specific criteria to the maximum amount of dollars a meal would cost at a convention there is already there are okay yes there are limitations um okay so all in favor of adopting the members of the committee thank you all right passes and we have a new policy all right doesn't the board have to approve that policy so that's that's what i was asking if the board has to approve the pilot the the i think in the past the board has um approved the
policy okay so now i just said the members of the committee have given you the go ahead we'll go back within the same space we're doing that okay great thank you it's been a while since we've adopted a new policy so so now i'm going to ask for a board motion to accept the policy on credit cards by mitch seconded by the agenda thank you do we okay okay well to be on the safe side okay i moved to amend the agenda we have a motion to amend the agenda moved by john seconded by mitch williams any discussion for the purposes or the purpose i just i realized i said it i moved to amend the agenda for the purposes of approving a policy credit card policy card policy and we had the any discussion
now hearing none all in favor aye any opposed go move on any other committee reports oh no i was yeah i was voting to allow you to vote on it you'll all bear with me right it's what the second meeting mrs creek we're doing fine all right so now we need to vote on the policy the board policy for credit card use i need to make a motion to approve the credit card policy i have a motion by mr cresenza i need a second bye mr perrino now i need a discussion okay um although i understand the convenience of it and i respect that this is taxpayer money and i just don't feel comfortable with it so i'm gonna have to vote now i apologize that i don't want to make anybody's life more difficult
but i just feel like this is as one of my pre-k students would have said many years ago a recipe for disaster is how he would have said it so i don't know i'm just not in favor of it thank you any other discussion hearing none all board members in favor aye aye any opposed oppose okay opposed thank you any other committee reports all right so now i'm really going to deviate i see lenny sitting over there ahead of security and i know i probably shouldn't be doing this but would you um share with the community your assistant director of community security i believe he's here sure come on up since neither one of us was uh thinking that we'll be doing this tonight and of course he's not dressed uh like he normally would
be well i said i was going to deviate i don't know what will happen definitely but i definitely did do that um i'm proud to announce my assistant mr byron kobo he came for a long list of uh 26 years in the federal corrections bureau corrections and he's worked for the school district for over six years at the high school of security he is been my right-hand person pretty much since i've been hired here and i'm proud to have him as my assistant thank you thank you very much um i'm not big on this but i just want to say thank you very much to the community to the public and uh to the school district and i'm looking forward to work with everybody in this building and also in the school district as well
and all the schools as well thank you very much [Applause] again i apologize for putting you on the spot but i saw both of you here and i thought this was a good opportunity to share with the community and i know as has been brought up security is a concern it's been brought out in um talk about tuesdays it's been brought out in our strategic planning committee so we certainly welcome you and just thank you round table again i'm going to remind everyone four minutes board members gonna start and i'll go back and forth as we have i'll start with mitch williams i don't have much uh just encourage everybody to take advantage of the opportunities for the what's the conversations that we've been having as far as with listen and learn the listen and
learn is the opportunity to conversate with the superintendent as well as board members um it's a great dialogue that we've been having been getting a lot of great feedback it's very exciting so i just encourage everybody to use your forums and let's keep the open line of communication thank you for that comment i i agree with you 100 miss houston um i would like to congratulate miss mon sherry and um just wish wish you great success in your new position i see you have your beautiful family here and that's a blessing as well and um that's all i have other than i have to apologize to the administration and fellow board members i have to be on my way it is an important um evening for my husband and i in addition to the board
meeting so leaving a few minutes early thank you mr perrino thank you uh mr biasing um just a couple of things in the time i have left a very interesting article in our board paper on board they there was an article on a the seal of civic readiness which we currently don't offer we have the seal of bi-literacy which appeared to be very popular there were 46 students who graduated with the cobar literacy and they wore that seal at graduation and very impressive now the sea off the civic readiness was piloted last year by a number of districts i think 117 districts last year it's open to anyone this year very students earn points applied to graduation for participating in the program they have to demonstrate a knowledge of government they also engage in debates
and they also um have field trips it seems like a worthwhile program at least to investigate for this district so maybe you've already done this i bet you see amy's ahead of the game so that's good it looks good and i hope it has as much success or even more than the uh um then the buy seal by literacy the other item in the time we have left mitch williams and i attended a law conference last week and very interesting there were a number of general sessions a number of pull-out sessions one of the sessions involved the districts getting out of covet and after covid and what was acceptable and not acceptable as far as the school districts go school districts must make accommodation for both students and and staff members but it's not unlimited
accommodations that was pointed out the other another general in session involved called not just boston and issues actually relating to removing books from a school library the board of education has the right to do this but it's not an unfettered right there are various court decisions which limit limit this power based on the first first amendment so the attorneys recommended if something comes up having a committee composed of educators members of the public and members of the administration central administration school administration and board to discuss this and then the board votes on this another interesting session which mitch and i attended interestingly enough there's a movement to compensate college athletes for their performance now the question is is this going to come down to high school athletes are they going to ask for a type
of special recognition of compensation that's something that's not determined yet but i'm sure i'm out of time in the near future this will be an issue i'm done i don't want to go over my time thank you thank you mr cazenza excuse me uh tomorrow and saturday i'll be in albany attending a new york state school boards association conference it's called let's connect leadership and education event they do it every year and it's a really well developed workshop because it addresses the issues of veteran board members and new board members so for example i'll give you some of the itinerary running an effective and civil meeting that's for a veteran session state mandating testing training rather essential for school board governance uh building unity for successful governance that's a veteran section also and and so
on and so forth um in just the last six years i've attended at least 12 of these workshops and that allowed me to develop a new superintendent's evaluation instrument our board norms other things workshops in curriculum policy and what have you so i feel very comfortable sitting here because you know it's a corny expression but you don't know what you don't know and these workshops and seminars and what have you are very very available and if you do them virtually they're relatively inexpensive so what i would like to suggest for our board retreat is that some i can't say required but it should be encouraged that every board member take at least two workshops of some sort um and if you can do more than that that would be even better uh also uh we
get this flyer from nisba at least twice a month and there's one in here that vice president williams might be interested in it's it's training for new uh leadership and you can do it virtually it's it's um it's a four-hour virtual thing um and you probably got this thing in the mail uh so yeah so i i highly encourage people to take these workshops they're very well done we've had a couple here you see how well they're put together so on another note it's a little bit frightening and 14 southern states including florida actually started it to handle the teacher shortage if you have a military background you only need 60 credits you don't even have to have a bachelor's degree to teach and i hopefully that doesn't you know that's not going to be
trying to doubt that will ever happen here in new york but you know in my opinion it's just the condition of education in this country if you don't have a strong education you don't have a strong country so i hope they can work through this and and fix that and encourage more people to go into education that's what i have thank you thank you ms blumenov mr freddie williams yes i'm glad uh i had to circle back on the uh event on september 10th i wanted to thank give a special thanks to um mayor jose stefano uh chief middletown police chief awanchu uh raylynn berthold the head of parks and rec and nicole um my partner movement over there mr mitch williams um and superintendent of schools ms amy creedon all of us together are
