uh recognition community reports from our individual board members at this time mrs houston you you can go i just want to congratulate ms gordon from presidential park elementary she became the k she was um honored with the recognition of being a k-104 teacher of the month and i think that's really special and i don't know if she watches the meetings but if you're out there good job thank you for all you do for the children and and our scholars [Applause] thank you mr president first i want to begin and thank sorry i want to begin and congratulate our winter graduating class last week our we had the wonderful honor of attending our winter graduation held at the auditorium at middletown high school so congratulations for the first group of the class of uh 2022. okay

and then there's some other news on the grapevine uh they relay in part to fair funding but it's community news okay uh so i'll start with the following uh first uh we did receive good news from albany which is sometimes rare uh this as many of you might have known for years there's been a lawsuit concerning the funding of our schools funding of it's concerning what's called the foundation aid formula the state of new york announced to the office of the governor that the settlement has been reached and that the goal will be to withdraw to with respect to foundation aid to fully uh fund the under the foundation a formula by the year 2024 okay and the breakdown is as follows for the year 2022 statewide uh 19.8 billion covering 30 percent of existing

shortfalls for the year 2023 approximately 21.3 billion covering 50 of anticipated shortfalls for the year fiscal year 2024 approximately 23.2 billion eliminating the anticipated shortfalls and funding the full amount of foundation aid for all our school districts and let me just say this wouldn't have been possible without the persistence and dedication of parents educators throughout our state uh that making sure that our government puts the money where their mouth is and i hope that in the coming years this commitment will be genuine and will move in full effect our district has over the years been deprived of millions that we were old under state law and hopefully this should help bridge the gap there also we've um the new york the orange county school board associations have we've been participating in the online uh lobbying

a lobby meeting with different elected officials i know my colleagues houston and myself have been meeting and i'm not sure if anybody else have been there if i missed him mrs creed of course i had the opportunity to uh uh address uh state senator martusi mike martucci and i was able to erase before him again one of my ongoing concerns and that of unfunded mandates and also the need to change the foundation a formula when school aid is calculated for our districts we're going by the uh the population demographics of the year 2000 or 2001. and whether it's middletown or uh babylon or poughkeepsie a lot of our communities have changed many different needs new needs changing demographics so it'll be fair that we will go by more current numbers so uh and i also

have the opportunity to thank senator martucci who along with assemblywoman gunther eileen gunter made possible for our district to receive a significant increase of foundation aid the fact i'll say about the state senator right after he got elected he was at a function he came up to me very excited i wanted to make sure our district heard the good news and so i appreciate it uh his efforts along with assemblywoman gunter who's always been a very consistent and long time advocate for our school district and then um the other issue which in durham directly may affect school districts in the future there's a bill in the state senate s 4 5 4 7 which is a zoning law but the issue there is that it will do away with single-family residency uh to create more

multiple housing or apartments or multiple housing units by taking away in many ways the power from local governments and more exclusively laying it in albany and that could affect the composition of neighborhoods change suburban neighborhoods and rural neighborhoods to more urban and that in turn could lead to issues with concerning density water sewage congestion crime people leaving more flight from the state and long term could affect school districts as those issues tend to spill over so if anybody is interested in looking at the bill looking at the pros and cons is state senate bill 4547 and the issue is that uh changing this change is being presented through the budget so it's allowing little room for debate but there have been many citizens across the political spectrum meeting with uh state senator andrea stewart cousins

the majority leaders assemblyman assembly speaker hasties and also members of the of the uh minority uh party to hopefully work some kind of consensus and either change this or remove it again as senate state senator bill 4547 and anybody interested just look it up and come to your own conclusions thank you very much thank you mr gomez uh mr perino thank you i don't know if we have the four minute clock on but i don't want to go over four minutes because we expect the public to go four minutes and i think we should go four minutes so i just want to pick up with what uh mrs houston said about uh mrs gordon at uh i'm sorry a presidential park it was a great uh ceremony there and the nice thing about this is

that the apparent actually nominates uh the staff member it's done anonymously so i have no idea who the parent was but she did write a wonderful letter and this just demonstrates the strength of our instructional staff there are many jennifer gordons in this district so here it is i'm going to read just for a few sentences of it i want to or honor my daughter's math teacher mrs gordon you should because she goes above and beyond to make sure that my daughter is living up to her potential she encouraged her to take her time to work with her make her feel great when she answers correctly continuously makes her class the class fund to the point that my daughter looks forward to going to her class every day mrs gordon's dedication and love for her

student shows how much she cares and loves what she does so that's a math class even more impressive because a number of students including myself in school had a kind of a fear of mathematics anxiety i guess so congratulations to mrs gordon i want to thank matt kelly for facilitating the ceremony the next item i want to recognize coach tim stremfel he's our varsity football coach he was named the national federation of high school coach of the year award for new york state so he was recipient of this very prestigious honor and puts tim in context and contention for the organization's national coaches of the year award and that's going to be announced at a later date he does not only a remarkable job in football uh because uh we make it into the annual

championship usually on a yearly basis but you know he also stresses to the players the importance of being a good citizen of the building and completing their academic assignments he i've spoken to him a number of times on this and he's really committed to academic excellence the next thing and i'm going to stop at four minutes as i said many fine activities on black history going on this month and i i'm going to run into march on these because as i said before i believe that not only black history hispanic history or ethnic groups they should be included in each unit but when manhagen i covered the high school last time and hagen large display of books they featured black americans artists authors scientists educators civil rights leaders and they also did a number of

projects called cross-cultural projects with the staff mr sopran the media center uh initiated many of these projects another thing that happened was the uh the mr thomas set up a a bowl a jeopardy kind of bowl with uh that the students had to answer facts on uh black history and that was kind of good mr thomas if you don't know he does a remarkable job in the uh in the building so my time is up by uh five seconds and i want to quit now and i'll continue on the uh in the next segment when we have the opportunity thank you thank you mr purina um mr williams push this good evening um i don't have much i just wanted to wish the uh kids and families a safe winter uh break coming up next

week and that's pretty much it thank you thank you mr williams mrs bloomer now all right um i just i also wanted to um extend my congratulations to coach stenfeld but i also you know at the high school at the high school level but um you know these are players that come up the ranks right they start uh young in some of our um in our community programs move up through our modified programs and of course eventually come into our high school programs which is and can be and should be a resource and a tool for them to move on to the next level at the college level and professional and i just wanted to give a shout out um to coach marzigliano at our at twin towers our modified basketball coach who ended the

season with a record 11 and two very exciting for him and his team and know that this is you know this is what it's all about you know learning how to play the game and moving on to the next level so congratulations to the twin towers students our scholars who are scholar athletes um who also had a gpa of um an average gpa of over 86 percent total which is um a good it's a good good start we gotta bump that up a little bit to um to get onto the scholar athlete when they get to the high school level but congratulations um to that team and to coach marzigliano for a great season keep up the good work thank you uh mr cresenzo thank you i attended the mid-year high school graduation i i

believe it was last week the 9th and the 25 students graduated and it's just an awesome ceremony it's one of the it's just so small and intimate only 25 scholars and the parents are there guardians and relatives what have you and i say this every time i talk about this event but you hear a ruckus over here because their student name was mentioned over there is such excitement and it just shows how well our educational system works that these students 24 of them graduated early with uh college credit and uh they didn't do it by themselves they put in the hard work but family supported them staff administration supported them and now they're on their way so i wish them luck and congratulations um welcome back uh mr bison and uh and uh now your

turn pastor if i may i would like to express my sincerest and grateful thanks to the entire middletown community the help to me during my recent tragedy was overwhelming from the city of middletown police who officers who stayed with me the entire time to the emts to this board of education to taryn our district clerk and to the administrators and staff your words of comfort and aid during my very difficult time has helped me to face the days ahead the cards the support the food the floral tributes and the messages of sympathy that have been shown to me that this is a very caring middletown community and for that i say thank you thank you mr bison uh i don't really have much tonight everyone kind of hit on it on some of the things

and the points uh i'll say this uh mrs gordon uh was a teacher for two of my children in the in the accelerated program and a stellar teacher and so we congratulate her as well as all of those that have been mentioned tonight i also want to congratulate the winter graduates of the class of 2022 that graduated uh this last week it was last week and uh such a stellar group 25 as was mentioned the majority of that group graduated early and so while we celebrate we celebrate those we also celebrate those that persevered that persevered uh and and their hard work in the midst of it all i want to i want to congratulate the staff the teachers the teachers everyone that's on staff here in this high school and in this district um

this is everybody's success most of all it's their success it's the scholars success it's the parents success it's the guardian's success and so we celebrate them i i i shared some things that night with uh with the scholars and uh the last thing that i said the last thing that i said as uh as i was closing my speech was uh may your may your high places be brought low your quicker places be made straight and your high places be brought low and that is my that is my uh sentiments for all of us uh that we that we uh bring down the high places and that we uh we bring down the high places and that we begin to make the crooked places straight so that we can continue into a better tomorrow together

together so with that being said um let's move on uh uh it's now our opportunity to address the board uh i'll remind you that you have four minutes uh you can come to the podium and you can sign a sign on the paper and uh and we go from there it's important for you to sign the paper so that way we'll have have a name a name and a place to contact if need be so thank you sir [Music] good evening board i'm david cusick school psychologist in the district and tonight i'm here to proudly read a letter from an individual um i had a privilege to work with dear board and middletown high school my name is raymond alicia i used to attend this school which provided me an opportunity for success as alumni

i wanted to share something important regarding the future of students who require special education or additional assistance i heard some schools have eliminated special education programs such as the ones i used to attend and students who could use these supports aren't getting the help they need these students have the potential to become great scholars and live successful lives in the future however programs such as the one i attended are no longer being offered to them which makes it difficult to progress from somebody who learned through the support of a special education program i can't stress enough how much of a positive impact it has had on my life beyond the appropriate accommodations i was also given the opportunity to meet with a counselor in order to analyze my academic progress and behavior in order to

to suggest how i could improve within the learning setting today students are able to see counselors about their needs but the counselors have been constantly changing to where it practically defeats the purpose of getting to know the student from a psychological standpoint understanding someone the best comes from knowing them well enough changing counselors breaks the feeling of comfort and development sometimes these students are stressed out because they don't know what's going on with their life and they need someone to rely on i'm not ashamed to admit that i had the mhs staff teachers and my counselor assist me the reason why i'm comfortable expressing and communicating is that these are people i've grown to know miss piscella and mr cusick actively worked with me as guidance counselors to better shape my future education is about

providing knowledge and skills necessary for the future unfortunately some students have a more difficult time fitting in with the traditional class setting for years i was placed in smaller classrooms to alleviate anxiety and work with my learning strengths in a recent lesson in college we discussed learning styles and how schools are embracing these styles to accommodate these students especially special education isn't meant to discourage anybody nor is it a label for inferior inferior development we should look at special education as a learning style to provide these students with everything they need to succeed in life students on the autistic spectrum don't simply fit in with a larger group it worked out for me eventually because it was a slow and steady procedure of of leaving my comfort zone learning as a whole can be a

challenge but asd students face a greater difficulty when expected to seamlessly blend in with the traditional class when i was a student my classmates were selected for a special education classroom crafted to meet our needs eventually everyone in the program passed because it was a comfortable setting it's important to remember that a 100 success rate like this should have been a clear benchmark for keeping a program like this going the point is placing students that could benefit from special education programs in larger classrooms equals fewer rates of passing students like this shouldn't be expected to perfectly fit into a setting they are uncomfortable with as i mentioned before it should be a process of learning how the student performs in a smaller setting then slowly and gradually offering the chance to integrate into larger classes

say you suggest a course or two with a larger capacity while the rest are smaller the next year suggest a few more than come junior or senior year these students should feel prepared and comfortable this brings me to the final point i'd like to address special education programs and getting the help you need doesn't make you any less of a person i'm proud to say i've learned under special education programs from somebody who's given another chance to succeed i don't want to see students with similar aspirations have their dreams crushed they each have difficult barriers to overcome but it's important they get assistance to give them confidence everybody is human with their own paths in life opportunity is available to everybody so why not give these students a chance these students have bright futures ahead

of them but only if they can reach the neces with the necessary supports thank you sir welcome hi okay how's everybody my name is adrian and my son is a fifth grader at maple hill elementary i think it's safe to say the toughest part of the two weeks to slow the spread is the first 700 days the past few years haven't been easy on any of us but it's been hardest on our children they stripped away everything good and fun about school and then left them nothing but fear and face masks let me tell you about my son he's a beautiful spirit with an old soul and a giving heart he's the type of kid who in preschool would go around hugging kids crying because they miss their mamas he plays violin loves minecraft struggles

in dual language but he doesn't quit he drinks water out of wine glasses because he likes to be fancy and if you've ever seen any of my videos posted he is quite the character sometimes he says things that are so wise that i'm simply in awe of him these mandates are not based on science they're pushed by tyrannical power hungry politicians these masks are breaking our children's spirits and for what a false sense of safety no smiles to be seen no hugs to be shared facial recognition impossible just a bunch of mask holes bullying children so when our kids are being yelled at to put their masks up their anxiety is up their depression is up suicide amongst teens is up and mental health and emotional health across the board is down these masks contrary

to popular belief doctors nurses and scientists on television are not the experts in ppe they provide protection from viral particles the same way a chain-link fence prevents sand from passing through in every state that has enforced strict masking and lockdowns the cases are higher than those that didn't the state of new york has made breathing without a mask on seem criminal but only for our children and only in school it's absurd our children are best suited to handle this virus with a survival rate of over 99 percent the elderly and people with serious health condition should absolutely do everything to protect themselves get all the vaccines wear all the masks if you feel that that's what you should do but my son should not have to walk around massed up to make anybody else feel

better it saddens me that so many of you think it's okay to place the burden of a community on the backs of children these mandates might have seemed necessary in the beginning but again were over 700 days into this and if you haven't started to question the policies restrictions lockdowns testing case numbers and mandates all i can do is pray and when i say that i'm not being sarcastic i have prayed for every single family in our school district because none of this is normal and the past two years have been extremely heavy on my heart i'm not here to convince anyone of anything or preach about science you don't need a degree or a doctorate to tell you things don't add up politics and protocols are responsible for a lot of the deaths and

this is not political for me i'm not a leftist and i don't claim to be right-wing i'm a mother and i'm a veteran of the united states marine corps i love my country but i'm ashamed of our government and it's agencies who are blatantly corrupt i cannot be bullied silenced manipulated or gaslit and i most certainly am not going to let anyone do it to my child i do not want to hear that the board in the district cannot do anything about it because you can there are over 29 districts in new york state that are mask optional why can't we be hotel keeps moving the carrot two weeks to slow this well that wasn't hotel it was cuomo two weeks before the spread and then it was the vaccines and then it's the masks

and now the she's gonna hold on to it for the kids so when she decides that masks are not gonna be taken away for the kids what are you going to do about it i'm going to end with a quote from nelson mandela there can be no keener revelation of a society soul than the way it treats its children thank you [Music] all right so my name's andre de rosa and i want to discuss straightening the crooked places all right i'm compelled to make a statement tonight i wasn't going to say anything but i want to know what's happening here because the well-being of teachers our employees and students are being pushed aside and we're now putting kara marconi in the limelight it is disgusting a point of order and a slap in the this

is a lack of respect mr derose empathy please and concern for one minute for one second for me please i've always treated you with great respect haven't i treated me with respect as well i am i am i'm i i i've always treated you with respect we've already established that we're going to keep the names out of this and i wouldn't say it the second time it's fine got it um it is disgusting and a slap in the face to all employees parents and students that have been negatively affected this is a lack of respect empathy and concern from the part of the board of education towards those negatively affected by this person question number one how is it possible that the board stated that they want to be neutral not biased with this investigation

when more than enough evidence has been presented to the board in person and she has not even been put on suspension with pay which was something that was actually suggested by one of the board members the fact that the board of education has not gotten directly involved with this situation is sad question number two why is there an investigation being done on this woman when she's not even tenured i've never heard of an investigation being done on somebody that's not tenured never the board administration they can fire rid of anyone they want with reasonable cause why is the board scared to take action this person must have some serious is the only reason that i can come up with with common sense i'm an educated man just like all of you this person must have

some serious incriminating information on upper administration or on some board members for the process to be so complicated to rid of a toxic incompetent employee question number three how much has this investigation cost the public taxpayers this person worked for new york state education for the new york state education department to investigate middletown school district's special service department shortly after that she was hired by the middletown school district that does not set well at all once again i ask that the right thing is done please check your conscious consciousness reflect and take care god bless everybody thank you [Applause] hello my name is fran glickman i am a middletown alumnus i graduated from middletown went through all uh school here in middletown um so it you know that was my student jaylen roberts up here

today and um those were my words that were read those are the words i i i wrote um about jalen and i have to say um good people good students good scholars like that it starts at the home starts with the parents so um i really you know i i told his mom on the way out this you know that it reflects his being such an awesome young man reflects back on the parents and that goes with all our students um you know when they graduate they not only represent themselves but they represent their parents and then furthermore they represent us middletown the middletown staff teachers administrators so um you know i i'm sure he's going to do well no matter what he does because he has that work ethic ethics like we described i

also i want to make sure that you know people are aware that it was mentioned up here earlier but i don't know if many people know that mr perrino john perrino was named the distinguished citizenship award for the elks lodge and he is the citizen of the year congratulations mr purino i felt it was worthy for me to come up and say something because he is always honoring everyone else very much like my jalen that came up here today um always good words always as a person that you can approach and and uh and speak to feel comfortable speaking to you my relationship back with uh mr perino stems back from twin towers back then it was called junior high and there had some a couple of young men who were harassing me and he

doesn't remember this but he pulled them in the cop by the collar you know back then you could do that and and spoke to them and i didn't have to worry about them harassing me i used to lay bed at night thinking of alternate pat you know ways to go around the building where i didn't run into them and i was so afraid to say anything to anyone but he was my uh my savior there so um he's at every funeral all the you know the the moments of silence always all the recognition so um that was fitting that uh that you were recognized too all right that's it thank you [Applause] thank you anybody else [Music] hey my name is jason lepore i want to start by saying miss creed and thank you for

always having an open door policy being able to reach out to you have meetings with us and as i found out last night talking to our kids as well open door policy for them too i sent out an email to everybody on the board uh thank you to the ones that did respond to the ones that didn't [Music] i don't know what to say but i really don't have much to say because i agree with adrian pretty much everything she said was what i was going to say about the masks um i will say though you mr gomez just said that to get the funding we put the pressure on with the parents with the board with this with that and everything else so if you guys can put the pressure on for certain things

you should be able to put the pressure on for everything that's all we're asking is people to stand up for the ones that one choice i'm not i'm not against masks you want to wear a mask wear a mask all i want is to have the choice for my son that's when she wants to have a choice for her son so many other parents out there want to have the choice so if you could put the pressure on for one i expect the pressure for everything that's all i'm asking for three people up here on the uh are up for re-election show us that you want to be here or it's time for change thanks thank you jason anybody else there mr mcelroy [Music] all right uh good evening everyone daryl mcelroy um i wanted

to you know start out by saying that i have a long history and career in public education i've been a union member since i started in monterey woodbury in 1999-2000 i've been a building rep executive vice president of my local the president now of my local i stood in the rain with workers who were furloughed last year in my district during you know the height of of all this mess and so i wanted to you know come here with with that preamble because there was uh some discussion in a community forum on social media and that's you know an interesting place social media and when i get accused of you know being someone who does not care about workers or thinks that they are expendable that for me is very personal because i have a

long track record of supporting labor when i was on the school board in support of project labor agreements and uh and the like um i did i think you know in a quip um i don't even save these things because i don't have the time or energy or mental head space to keep screenshots from the fall of 2020 but you know everybody's different i suppose um you know i used a word that was i think looking back on it a little bit regrettable and i want to steal a pastor's thunder you know he who has not sinned you know should cast the first stone right um so but to give it context the debate was in the fall of 2020 over whether or not teachers should be allowed to have remote work accommodations and i

certainly you know spoke very strongly in favor of that and i also spoke very strongly in favor of anybody who had a position where their job could be done remotely should be able to do it remotely some jobs are not possible because of the nature of what that job is so it was stated that i felt the cafeteria workers for example were expendable that is not true i did use the quote myself from a screenshot right most cafeteria workers would not be able if at all to work remotely because of the nature of the job but someone who slings the food could perhaps be moved to food prep so is there so there is less interaction with kids and other people i regret using the word sling because i think it was a demeaning uh

you know term that was not what i intended certainly if i had used the word serves instead we wouldn't i wouldn't be here right now um it was a tongue-in-cheek comment but it doesn't matter if i thought it was that or not if people were upset i certainly apologize to any of the school uh food service workers who were doing above and beyond throughout the pandemic coming in when no one when few had to in the beginning when everything was chaotic and nobody knew what was going on being out there in the cold over the last couple of winters providing food for our families they're terrific and to suggest in some way that i would think that they were not or that they were expendable that i take issue with because that's a mischaracterization of

those remarks but i do regret having used that one word um i do apologize to those cafeteria workers to the staff because that would never never ever be my intent um i would also say i think i have 20 something seconds left i have a fifth grader also in the dual language program um and this hasn't been easy for her either and i i respect very much you know the parents who have a different feeling on masks and mandates and this will all be over soon oh boy i hope everything's over fire yeah not here right in the fire department um and that this will be over soon and we've had conversations with her that you know we're going to be respectful of people's choices right that it's important and i appreciate also you know

the civility we don't see that in every community and it's really i think a testament to the people of middletown that there's been much more civility in this discussion and that's appreciated because that model is good behavior for our kids so thank you thank you sir if there's nobody else um well i was just about just about to call mr estrada um who is also uh sits on the board of boces and um i held this to the end mr stratton i need your permission to show a video i already gave my thumbs up so okay i gave my thumbs up to obsess wherever you are before i get that uh to that my um as my job as a liaison from orange ulster boces to the district i bring back information from your meetings

back to boces and my job is to bring back as much information to you guys regarding boces so um last time i was here i had invited all of you to make a trip out to boces we've had cornwall and there's four other districts now who have signed up for all their board members to go uh one morning maybe from like 8 30 to 1 to take a look at all the programs and what a lot of your students are doing at boces each and every day so hopefully pastor williams if you can have someone maybe perhaps coordinate that uh with our superintendent bill hecht let's get the board members out there so they can take a look as the boces budget vote comes up not only in april but mr cresenzo is representing the

school district on the facilities committee because they're getting ready to do a major capital project as well and before we get to the video because that's my way of kind of bringing you some information about boces this evening and it's a four minute video so i'm fitting it in within the public uh perception i do want to mention something mrs glickman you are freaking awesome you have been here for such a long period of time i've known you for many years i coached your son in little league and um what you give back to these students is immeasurable so god bless you with that being said besh if you could take it away and that's all i got to say tonight so thank you sir can we turn the volume up fast it is exactly

letters tonight no letters uh district reports and presentations our budget presentation uh capital my glasses are are not working uh capital benefits component uh turning in the hands of mrs creden and mr tuttle at this time [Music] hello good evening pastor williams members of the board this is our interim superintendent miss creighton um tonight we're doing our second night of um budget presentations as we do normally every year we usually have a four four week cycle of presentations tonight is capital and benefits uh the last meeting we did administrative um the next one we'll do program and the last one we'll do revenue and discussion uh so for tonight the um what we're going to talk about first is the capital that's roughly about 15 of our overall budget so it's pretty significant amount of

money and a lot of operational things happen inside this budget from snow plowing to tree removal cleaning windows floors making sure health and safety is our number one priority under this budget so as we do every year and every meeting we go over our assumptions so the things we take into consideration before we start looking at the numbers one is the consumer price index averaging three percent our health insurance premiums every year rise between five to six percent uh our tax cap maximum will be two percent estimated teacher retirement system estimated at 10.29 in our employee retirement system at 16.2 percent and some more assumptions uh one of our vote for boce services we estimate five percent uh and that's for all the services both these has that's with the career and technical that's with

special education uh the capital um and rent that we must pay every year uh the other thing that we're looking at uh for assumptions is the big one for us this year is the foundation aid which we saw an increase over 21 percent in foundation aid this year mr gomez talked about that the fair funding and the government has actually come through with a significant amount of foundation aid increase and we'll talk about that in a couple more presentations um and our contractual salaries every year estimated roughly increase five percent based on collective bargaining agreements so we take all those into consideration and we try to formulate a budget based on this one component so what we'll combine is operations and maintenance better known as buildings and grounds for us what the state refers to

as operations and maintenance so inside there we have salaries for directors cleaners custodians utilities we have for director of security anything that would do with building operations and maintenance of a district we also have equipment that could be snowplowed trucks that could be lawn mowers it could be scrubbers for the buildings anything that has to do with equipment forklifts backhoes things like that and then we have a line for supplies which is paper towels toilet paper things cleaning supplies that they need for to clean the buildings and then we have utilities which would be our gas our electric our phone and our water bills the one thing we also have under this operation of maintenance is our school resource officers which we started quite a few years ago have been very successful for us right

now you see an asterisk up there right now we currently have seven resource officers but we're asking the board for an additional budget request this year to add an additional middle one at the high school so that's an additional budget request for this year so they'll give us eight sros for the district um and one of the things that we're seeing with covid19 in last year's budget just in operations and maintenance we had budgeted 1.3 million uh that was for extra cleaners for extra supplies for masks shields for desks anything that had to do with cover related health and safety for students and staff so right now we're looking at forecasting based on what we're seeing uh and the numbers looking at scaling back those um those budget lines uh obviously keeping a close eye

on before we get to actual adoption you know what's going to happen with colby cleaning and stuff like that so our debt service a couple things that we have there every year we have uh our principal and interest that we owe and that's for capital projects that we have um and when we get to the revenue portion we'll see where state aid actually helps pay a majority of of our debt service and that can come in form of a ban which is a bond anticipation note so if we go out so we just did twin towers approval and what we do before we start we need to do a bond anticipation note and then we go out and borrow money and then we so we can pay the contractors and all the services to build

the infrastructure and renovations and then when the job is actually complete then we go to bonding right so we actually sell bonds to investors whoever whoever is looking to buy them and then we actually will have to pay those bonds back so and then we also have an energy performance contract um so typically what happens is a company like say like siemens will come in and say we can go through a building and replace all your lights and we're gonna save you x amount of dollars and so the state has said that as an approval of a performance contract and they can they'll pay us aid on that and the company is guaranteed to save us that much money that they estimated we would save and it could be anywhere from hvac lighting anything that's

or window replacement anything that's going to help save money and performance so those are the three debt service categories that we will deal with this year so looking at our overall budget it's actually decreased about 2.5 million from last year um and that's due to the covid uh 19 decrease and also our debt service has decreased and there's some other significant things um that we're able to get to 2.5 decrease in our overall budget so this year we're looking at 226 million 598 000 is our overall proposed budget and the one thing i want to keep emphasizing with a proposal is that things keep changing for us as we get closer to actually presenting the final budget to the board for their adoption and some of that could be state aid funding will change when

the budget passes in april some of it could be we've identified we need some more mandates that the state is imposed or we just feel that we want to change some programs and we need some different funding in those areas so that being this is quite a significant change for us here which is kind of kind of to the board's credit we've been really able to do a lot and we're trying to do a lot more with less and we're looking at each budget line you know even more carefully these days trying to get a really to balance the budget and get a positive vote so with that 2.5 million decrease that'll be an 8.69 percent decrease in the overall capital maintenance budget and again that's only the 15 of the overall budget so when

you do the three components um you won't you'll you won't see a total decrease of 8.6 when we start adding and combining them all together and then we'll finally get a final number and we'll kind of see that over the next two meetings and what that number will actually look like so inside this capital budget we also we have um the school resource officers and we talked about the debt service we do a transfer to capital and we usually do a hundred thousand dollars and that's for a um outlay capital outlay project that the state allows us to do every year where we can do some small significant repairs um and then they just automatically will give us aid back on that hundred thousand dollars so that's it for the budget um for maintenance and

operations and what i'll do is ask if anyone has any questions about that or we can go through benefits and ask questions at the end so that was the operations and maintenance does anyone has any questions regarding that mr gomez yeah thank you mr brethren first i want to say i'm very pleased with the commitment to our public safety increasing the number of sros there's no right to strike against public safety anywhere anytime and that our district is proactive we're making sure that we will not put our guard down okay and that we don't have to wait for some news of something that happened in some other place to respond we are taking proper preventive steps addressing the need that many parents have raised about security issues in the high school given the large population

and i think our our sro program has worked it's one that also teaches the children to develop respect and trust for law enforcement inspire them maybe to go into law enforcement and has kept our child our community not just the kids but our teaching staff safe so i'm very happy with that and they have a question on the uh on the reduction and i'm happy to move that we're being very fiscally responsible within our district's trademark but with respect to the english judgments and claims going from 100 or 90 000 down to 10 000. right could you maybe explain to more the rationale and coming to that number yeah so what we've that that's um a line that the state has given us to actually budget if there's people have a judgment or any type

of insurance claim or a lawsuit or something against the district or tax um social area or anything of those things so what we've seen over the past it used to be at um i think it was that five hundred thousand dollars so we've dwindled it down over there because we're not we haven't been using that account so you know going through the budgeting you feel like we don't need to keep carrying all that money if we're not being if we're not using the account that's kind of what we're doing with all the account codes going through if we haven't used them and we're seeing like a minimal use and then we'll just start we're starting to reduce those account codes um just to get to where we need to be that's independent of the law

firms that our district retains for other issues yeah so we have um we have a different in the first last presentation we have a line for uh the legal fees so that's that line is separate then the judgment claims right so this would be like something or an ordinary that we don't normally have anyone else any other questions for my on this one no yes mr real thank you nice job uh mike and i agree with mr gomez another sro at the high school because of the size of the building and this and the structure of the building is is very necessary um just a a question here uh and this is very very difficult for you it's assumptions for budgeting the three percent consumer price index the way inflation has taken off with doesn't

seem to be an end in sight right now um how accurate do you think this really is uh as again i put it as estimated uh if you look at the past year's history it's gone up and down and it keeps spiking um i'm using it as a benchmark a benchmark and obviously things will escalate but the one the one thing that's important is when we have um collective bargaining agreements and things like that in place those things are static and they remain where they are the things that we always have to worry about is gas electricity all the utilities you know the gas for buses gas for all the trucks that drive around in the district anything that we're buying consumables you know those things are skyrocketing in price as well you know i

don't know what a year brings his heart that's why we're trying to present something in forecasting based on what we know um obviously we're doing it for a year from now and and uh we're locked in with the contractual price as i remember i didn't quite look at this in detail right at this moment uh we're locked in uh on electricity and gas correct yep so on so that's a big benefit to us i believe we belong to the consortium um there's three counties um in rockland county boces actually manages uh the bid process for us and then when they do all that we were able to lock in um gas and electrical prices yeah so it's good and it's a three-year lock-in so it's it's pretty good for us right now thank you mike

you've answered that question you've answered both my questions thank you anybody else no paul you mentioned the consortiums can you tell us how many consortiums we're part of with boces um as far as what's all the services that they have um i don't know the exact number of estimate uh it's got to be hundreds like with all the different special ed programs a career in tech yeah and we send students to multiple boces and residentials and um the big one that i was talking about that consortium is all the a lot of dish all the majority of the districts um are on that one consortium for the bidding process and i wish they actually had more of that for supplies and equipment and things like that would be much more helpful to us thank you

appreciate that so what i'm learning what i'm learning more and more every year every year is especially when it comes time for budget season is how many how many different wheel houses there are how many different how many different balls are in the air at the same time and um and to and the development of budget i think for anybody that doesn't understand it and i'm i'm grateful because our super our our interim superintendent has been putting in the time with meeting with different individuals in the public uh explaining budget processes and i'll say this i say this and i think most everyone here has heard me say this before but my first year ever looking at a budget i felt like i was a deer caught in headlights and and it took it literally

took a good three years to even really fully understand it and for me i'm a rocket science guy if i'm going to do it i want to know all the ins and outs so um you know this is a this is this is a lot but for us to be coming in where we're at now with the hard work of fair funding which which mr which mr gomez has has done such a fantastic job at carrying on that was started by andy warren and others and uh and with your hard work and it's been it's you know it's been a couple tough years if you guys remember the times of budgets of like what 8.8 8.8.0 tax levies and things of that nature it was it's scary and look where we're coming in now i

think that um this is this is good work this is good work we still got a long way to go because of the uncertainties of society right now but we'll keep going so all right i'm sorry mike i just think um as you talk about things are scary so a year ago right now i was just looking back at some notes from last year um we were actually anticipating um a 20 cut and aid if you remember at this time last year and that was um you know laying off stuff in a dramatic layoff of staff in this district so yeah we know we've gone from that to you know getting 24 percent of funding so it's it's a pretty big swing yeah um in that regard so the turnaround the difference a year makes

yeah so it's good for us um all right so let's move on uh so we're going to talk about benefits now and there's a little bit more about 21 of the overall budget is with benefits and so when you [Music] when you talk about school district budgets usually the common thread is that 75 of your overall budget is salaries benefits uh for staff okay so this is where although the benefits here is 24 this is just the medical the social security fica and things like that health benefits um as i was just talking about so we have our employment benefits we have a teacher retirement system the employee and retirement system and even though individuals up for 10 years will contribute a certain amount the district pays the other half of that amount regardless of

whatever stage you're in and once they reach 10 years then the district takes over the full amount of their uh contribution um so as i was explaining the last meeting it's like owning um you know having a house and car payments you owe money before you start work that day or that month right so that's this is this is where we owe money as a district um is the benefit side so we have the teacher retirement system employee retirement system we have a social social security tax that we pay on everyone's salary they pay some and we pay some uh fica tax is the same we also pay workers compensation unemployment insurance and then our big budget line is our health benefits and that's you know we went self-funded uh four or five years ago

and the plan uh has been very positive for us uh we have not raised rates for employees all but one time um so we've been kind of steady and the district has been able to maintain a pretty healthy health benefit line for staff so if we look at the overall benefit expenditure for next year it's actually going up about 804 000 or 1.9 percent um this is primarily putting money into the medical and dental insurance line um and why we do that is uh this year we experience a lot of catastrophic uh surgeries and things of that nature and what covad expenses too so um that's the one thing that's very volatile for us is the medical costs the good thing with the district has been able to do is get the 5 million reserve

that we have so that can help us offset any um additional above and beyond cost that we budget for so we're very good in that environment there so everything is either going up and down just very minimally as you can see the employee retirement system is actually going down about 9.28 uh we're just trying to use some more reserves and and some other ways to fund some of those lines that's why we're seeing a little bit of a decrease in those areas and then also if we have retirements and it also depends on what tier the employee is in so we look at all those factors when we do the budget so the other thing we have is disability insurance we also provide life insurance for in some contracts for employees uh we also have

a union welfare benefit um and these are all contractual obligations that we have under this uh expenditures so 804 000 increase here um with about almost a little bit less than two percent overall increase in the employee benefits so one of the things we'll be doing again before we have the board adopt is reviewing each line carefully making sure we have all our information on how many employees we have making sure the rates haven't changed for any of the retirement systems and then we can actually put our hard numbers down and and get your approval on them one of the things i want to talk about is our budget calendar and yes i have the dates right this time i checked them a couple of times um the next uh meeting will be march 3rd

we'll be talking about our instructional programming uh the big one for us is at the bottom and that's the um the vote is may 17th um one of the milestones for the board will be the budget adoption on april 21st so a meeting before the 21st um we'll will present the final numbers to you and then you'll have a couple weeks to review them ask questions we'll have a public hearing um and then we can do the vote in may um so i wanted to bring ms creedon in to talk about our community engagement in the school budget so as we talked about at the last budget presentation at last board meeting we've done things slightly different this year in terms of gaining community input as we both developed the budget and continue to push

information out there in terms of what would the budget look like and so we're really you know taking the lens of a variety of different community members and so to date we've held eight really small group sessions mr shuttle myself and one on one with community members from a variety of different areas we've chosen some community members who have scholars who attend our schools some who are not in our schools some who own businesses locally and live in the city of middletown the town of wall hill are new to middletown or who are alumni of middletown for quite some time and these conversations have been opportunities for us to share information from previous years so that when we get ready for each of these budget presentations as well as getting ready to share information with

the community at large we are really honing the craft so that the information that we share out is the information the community is seeking so that when they come before the budget proposition and vote on super tuesday may 17th they're really feeling that they've had an opportunity to both add voice to the budget development process and are also really confident that no matter what way they cast their vote they they were informed and so those eight meetings that we've held to date and we have additional ones scheduled in the coming weeks have been really helpful to us in seeing how the community is consuming information and what they're hoping to see each time we present and then the information that'll go out to the community in both print and in various forms of media and

so one of the other pieces that we've added um and this will actually get iterated just a tiny bit um tomorrow probably as well because one of our meetings today resulted in some really important feedback from a community member that said i love all these engagement sessions and they're great but the weekday and weeknight is really hard for me so i'd love for you guys to do a session on a weekend morning so that you know i'm not feeling rushed to get back from commuting and many families might share that as well so be sure to add an additional session on a weekend up here but so the first session that we're going to do on march 7th is just really a deep dive into how the school district approaches the budget development process and

we hope that through this people will again feel really comfortable that they have a better understanding of the components that are included in the budget um the different buckets that things fall into how a district like middletown generates revenue and how we utilize that revenue to support our scholars programs the second offering that we're going to have in mid-march is a talk about a tuesday session where we'll really talk more about fiscal planning we'll talk about how we forecast we're going to touch on some of the topics that were touched on at the fair funding event in early december and we'll spend some time diving into foundation aid and how we utilize that to support our programs and then on march 31st as we're kind of rounding out the months of march we're going to

um rely on the community to drive the contents of that session so we don't have a set agenda yet we want to hear from the community over the course of the next month and you know we will focus our session it'll be largely driven by the questions that the community is asking what do they want to know more about and so what we have done is set up a budget email and so this budget email will be monitored by mr tuttle and i and it's a place where folks can just email any question that they have related to the budget if you can't see it up there i know mr whitt is putting information out on our social media platform and on our website but it's just simply budget at ecsdm.org so please feel free

to put questions there and as we get questions and begin to answer them we'll curate a frequently asked questions document that'll be available on the website so folks can go back and you know rely on that to see what others are asking and then we'll finish out our community engagement process with a coffee and conversation which will be at that point the board will have adopted a budget and presented it to the community and this will be the opportunity to not really hear about how a district develops a budget and where the different funding streams and expenses come from but it'll be a time for you to dive in on the actual budget that we are presenting to the community so we'll be available um to really kind of tease it out and pick apart

specific questions that individuals have and then like i said we are excited at the idea that we learned today from a new community member um gave us tons of great feedback and um we'll be adding a weekend session so that these are accessible to um you know the entire community and each of the sessions will take place um the ones that are scheduled here so far from 6 to 7 30 pm right here in the media center okay thank you um so what amy oh amy is there any sort of having is there any thought to having any of these videotaped and so they could be put onto midi tv yeah i think we're going to feel them out a little bit because some of the feedback that we've heard to this point is that

some folks want to have a little bit more of an intimate discussion and don't feel like they're standing up here you know on midi tv asking questions they want to feel comfortable to ask a question and you know have a more natural dialogue but i so i think we're going to feel it out a little bit but we do know that the information that we discuss at those sessions and the questions that are asked we're going to continue to curate that in a document so that it gets shared out with the community at large and we will we were um invited um by both the city of middletown and the town of wall hill to present the budget for the first time this year at their meetings so we're still working out the fine deals

he's all scheduling that but it'll be a good opportunity because there's a certain audience that participates and engages in these meetings and watches these meetings and there's a separate audience that you know engages differently in the town of walk hill and then also in the city of middletown so we're excited to be able to um you know be able to have this as the first opportunity to do those this year too thank you sure oh sure mr susan i liked mrs tobias and suggestion of videotaping perhaps in putting it on midi tv i know that was very successful for the fair funding community forum i was thinking maybe if we had an alternate option for those who aren't comfortable coming to the microphone at that meeting then they could still be televised but no one

would feel uncomfortable yeah that's a really good idea and similar thoughts today in our one-to-one discussion with the community member and so i think that one of our in addition to adding the saturday session we'll be doing um a virtual option as well because some folks may want to just you know be cooking dinner or doing things at home and tune on and listen in and add a question so i think you'll see that we're going to continue to refine and iterate our approach as we kind of go along and the community shares out with us what they're really looking for so thank you thank you okay so we have a lot coming up in our budget calendar which is very exciting just as a no and i know everyone knows so we have roughly

over 20 000 registered voters right in the community and we usually get less than 600 voters actually voting so we want to make sure everyone is being heard and that's this is a really good opportunity for that um so what's up next for us is the march 3rd meeting which will be our next meeting our first meeting in march and there we'll be talking about the instructional program uh roughly 57 overall budget about 120 million dollars in that budget line so um that's why we moved that to the third presentation because there's a lot of moving parts in that budget line any questions regarding benefits go around anyway no anybody no i think you're pretty clear okay all right yeah thanks thank you thank you yes thank you very much moving on to our action

items need a motion for the approval of financial memorandum number 16 please still moved can i get a second moved and seconded is there any discussion all in favor aye opposed it so passes um now uh action item b approval of special services memorandum number 16 please moving and seconded any discussion all in favor aye aye all right opposed so passes now i need a motion for the approval of orange ulster boces nominations for um this is for their board this is for their board um william william m boss edwin a estrada and david eaton they have a motion please don't move moved and seconded any discussion all in favor all right opposed the surpasses thank you approval of the creation of the athletic hall of fame number one second moved and seconded is there

any discussion can anybody talk about that a little bit certainly thank you you want to go ahead me amy go for it no okay midi sports has been has a midi athletics has had a long uh history of amazing athletes and we are planning to honor those athletes with a midi hall of fame and it will be um it will be a there will be a nomination process and a recognition ceremony as well as a an ongoing interactive display which is planned for the events lobby um down in the in the events lobby um it's a it's really exciting because you know to think about all of the athletes that have come through uh middletown and have um you know just what their impact has been here but also maybe what their impact has been

post middletown so we're really looking forward to there'll be a class every year and that's uh i think it's something that has been in the works for a long time and i'm excited to be a part of that mr williams you have anything to say about it too because you're you were you were part of that as well yeah i think it's a great idea um to acknowledge the uh a lot lots of great athletes that have come through the district um i'm looking forward to uh see how that that pans out and um as i had mentioned before i think academically we should do the same thing because there's been a lot of bright spots academically that came through the district so i'm excited for the program i'm interested in seeing how it uh

seeing it all come together thank you you know and so i i'll just add this real quick uh uh this this particular project offers the opportunity for us to be able to also recognize those academic successes down through down through the ages as well as you know and i'm i'm excited for this um as a former middletown athlete uh with a couple trophies downstairs you just want to be on that wall of fame a couple of trophies downstairs it's not self-serving don't worry um i i there's so many people over the over the years you got to remember i'm i'm third generation so you know over the years there's been so many great athletes that have come through middletown and i think it's high time that we recognize them as well as so many others

that have contributed over the years and so um i want to applaud uh the athletic department mr coats and all those that worked with him in um in putting this together and so i'm looking forward to the coming years the coming years of continued recognition of uh those that have contributed to athletics here in middletown as well as academics as well so we we've had discussion um all in favor all right opposed so passes thank you need a motion for the approval of revision to the 2021-2022 instructional calendar please don't move moved and we'll take roses as second john as if john as the first rose is the second um discussion uh could you explain what the change is for the public please yeah so this was um the shift on the calendar now is

that we inadvertently scheduled middle school conferences on march 2nd which is ash wednesday and they in the spring include a single day for evening conferences as well which would enable employees and staff and families to um you know practice religious observations so we are going to shift those conferences from march 2nd to march 1st which is the tuesday the day right before all right we've had the discussion all in favor opposed it so passes uh now a motion for the approval of the 2022 2023 instructional calendar so move moved and seconded uh discussion on this one yeah for that one this is just oh this is just this is just the instructional calendar okay right yes i did and i and i looked at it i looked at that yes for next year okay uh

all in favor all right opposed it so passes thank you any committee reports tonight i just wanted to add to what mr roma said that we have been enjoying meeting with the lawmakers for fair funding and tomorrow we have two more tomorrow will be assemblyman colin schmidt and assemblywoman eileen gunther so we'll conclude our lawmaker meetings yes thank you any other committee foods yes mr senzo yeah last week i attended a webinar a nisba new york state school boards association webinar about curriculum and the role of the board of education in curriculum development and i sent tonight this afternoon i sent out one of the powerpoint stacks but this one only defines terms and you know the foundational underpinnings of what curriculum committee would look like but um this it's actually very very interesting um

they talk about the learning standards and what that means to curriculum to two different things but they unite together um the role of the board of education and any type of curriculum development we don't directly get involved with it but we're an integral part of it in the long run let's see learning standards how they apply to the curriculum what role do parents play in the development of the new york state learning standards so you know look this over and when i get the other two um powerpoint decks they'll make more sense they go into a lot more detail and give further examples also today it was my first day on the teacher center policy board i was there for 20 minutes it started at 4 15 and i had to be here at five

but i'm really really very very excited about being on that committee uh mr crescenzo may i ask you a question about that was there an announcement made about that because i'm supposed to be on that committee this is the policy committee are you you're the your center you're on the no this is different you're you're you're with the teacher's center this is a policy uh isn't there always an announcement made for every committee meeting so the public can join i don't know i don't think the public will vote we'll get clarification on that i'll get back to you i'm not sure yeah i'd like to let the public know as well so they can get involved if they'd like to thank you and what else so also i volunteered to do the community uh connector

and the purpose of that are the volunteers that are here in the morning as the students arrived and we'd be like ambassadors to set a tone greet them anybody needs help getting into the building what have you we're not counselors but we're just a friendly face and um with a good presentation so i i don't know the full depth of it we have our training um let's see the next week of the week probably a week after next week be the week after right we'll have our training with that and uh i'm really very much looking forward to that all right thank you thank you mr christensen um i i will prepare a um a report uh you most of you know most of you know that i i sit on the the nisba the

nisba new york state school board association's uh committee for diversity equity and inclusion i represent area area nine and uh so i will i will be preparing a report on uh the work that the committee is doing uh in new york state surrounding diversity equity and inclusion i'll prepare that for the next meeting uh there's been some good stuff coming on there's some there's some wonderful trainings and uh professional developments uh that have been prepared and so uh the next meeting i'll share i'll share out uh some some of that information with you are there any other reports tonight a couple more comments um i'm looking at our our committee list and i see my name on that curriculum our teacher center i um had mentioned having a curriculum committee earlier in the year and

i was told by the board that it wasn't in the purview of the board totally different we'll probably interesting but um in the future could i please be invited to the committee meetings mr crescenzo i'd really appreciate that thank you so much it's all right we'll we'll talk about it thank you it's inappropriate right now yeah no that's all right we'll get we'll get clarity i'll we'll sit down get clarity i want to we'll get clarity on it that's all right uh thank you um president williams just there will be a policy committee meeting we will be looking at some of our policy as it relates to the use of technology in our district so i just wanted to um just let those members of the policy committee know that we will be meeting so

i'll be doing that pretty quickly thank you thank you thank you very much no other committee reports uh tonight let's move on to our round table and uh uh we'll we'll be brief tonight four minutes if we can if we can stay within the four minutes uh everybody and we'll be brief tonight and move on i'd like to go last tonight please and i do have a little extra time for mine i prepared something so i went i went short on my community announcements so i could go a little over then i'll start i'll start i'll start with mr gomez tonight okay thank you i just wanted to uh follow up on a proposal that my staying colleague mr uh perino had made at a prior board meeting like it's something a waxy administration to

consider as they're preparing our budget the possibility of a tax rebate i think our our taxpayers our homeowners have been very faithful very loyal to our district our children's future i think that will be a economically good appreciated given that we are the highest one of the highest tax states where people are leaving one of the attracting incentives particularly to the city of middletown for people who moved up here from the city and other areas it's among the more affordable communities within a oasis of rural and suburban neighborhoods i think that it will go hand-in-hand with our other efforts such as our annual tours we give to realtors to show that this is a district that only delivers fiscally but also academically and as well takes into consideration our taxpayers input so it's an idea

and uh again uh that's not for me to decide or for any of my colleagues here but i do ask the board as they prepare and go to the numbers to see if something that's feasible and they deserve it so we know the saying is that there are two things to earn in life death and taxes but we're going to change it for military what we're going to say is life and tax relief that's it thank you sir mr perino yes it was definitely mr gomez it's a goal i don't know if we can do it but it would be nice but you know i was going to start and continue reporting on black history month with twin i have a lot to say on that they've done a good job i think i'll save

that until the next beating i just wanted to say that since mrs creeden has been the superintendent i've seen so many innovations in this district so much moving forward just look at the community involvement we've always had the opportunity for anyone to come to the mic during the budget process or even before the budget process or after the budget process and express an opinion however this is a designated period of time for designated times when people can come and ask questions and comment on the uh on the budget and i think that's really a good idea the other idea that was put forward uh this week one of the other ideas was a community ambassador program and again as mr cresenzo was saying that is also uh something new and uh and i think that

once it gets going uh there are great possibilities with it so and i know uh mrs creedon you can reach her at seven o'clock in the morning or ten o'clock in the evening it's it's a good team that we have in place and i could say the same thing about camille adamo and i'm sure she was probably at walk hill tonight or participating in other activities so that's all i wanted to say right now i i'll give my other couple minutes mrs tobias and his next on the line and we'll start with twin next week which is doing a wonderful job thank you thank you mr purino mr williams i don't have much um i do want to mention that i like the direction that the district is going in there's been a lot of

new hires of really good uh credible people to the district that i've seen and i think there'll be great assets to the district and um i just like the direction and the energy and the vibe that the district is going in i just like to mention that so thank you thank you sir uh this is blooming now i would just like to echo the um positive feeling that we have in this district at this time and moving forward and thank the administration for their um their leadership their strength and and definitely creativity and in new ways of doing things so thank you for just taking the ball in the past couple of months it's been a tumultuous six months but we are moving forward and i believe that that is um for all of us

the most important thing that's what we want that's what we as board members it's not just about the numbers and we want to make sure that our voters come out they know that we're doing the good work it's the fiscal we it's the combination of fiscal responsibility but it's really the connection to the students and the staff and i think that we're showing that that is what is important thank you mr cresenzo black history um this this has been an eye-opener for me i think i said this the last time that there's so many little pieces of information out there um and it's fascinating so what i want to talk about tonight it's a really short article is madam cj walker was an african-american entrepreneur who became america's first female self-made millionaire who knew that

she was born in 1867 to to former slaves on a louisiana cotton plantation madam walker rose in power to become america's first female self-made millionaire she did so through the creation of madame cj walker's company headquartered in indianapolis indiana her company was a cosmetic manufacturer that specialized in beauty and hair products for african-american women walker's business prowess was matched only by her philanthropy and activism she helped establish a ymca in the black community of indianapolis and contributed funds to the tuskegee institute upon moving to new york she joined the naacp donated generously to the naact double n double a c p anti-lynching fund and commissioned the first black architect in new york city to build villa loiro her home on the hudson where great minds such as w e b du bois and booker t

washington gathered to discuss social matters important to the african-american community by the time of her death in 1919 she was not only as a remarkable successful african-american business owner but one of america's most successful entrepreneurs of all time fascinating thank you mr christensen now mrs houston thank you at the last board of education meeting i brought our community's attention to an article put out by the children's health defense new york chapter that raised a red flag about the tyrannical health regulations that our governor has proposed for amending and adding language to that would give dictatorial authority to use hospitals doctors and labs for surveillance data which could then be used to forcibly isolate or quarantine any individuals for any contagious against their will for any contagious communicable diseases that a high-ranking new york governing official

perceives as a health threat the language in this proposed regulation is concerning because it is extremely vague and was put through quietly and circumvented proposed assembly bill a416 that has been temporarily withdrawn due to its large public outcry and unfavorability my colleague mr crescenzo who named me named me by name spoke a few moments after i did saying that i was giving misinformation he asked me if i really believe hoechul is going to have prison camps i would hope not mr crescenzo however these regulations are very concerning to our civil liberties because they centralize power of authority within one regulatory body concerning an individual citizen's freedoms and liberties this regulation is 28 pages long so i'm unable to read it aloud or we'd be here all night but i'll give you the name so that

all of you can go to the new york state website and find it yourself so i would like to encourage anyone who is interested to read the amendment of part 2 section 405.3 and the added section of section um added edition of section 58-1.14 to title 10 of the new york state codes rules and regulations as well as the withdrawn for the time being assembly bill a416 and current assembly bills a 279 a 8 a 3 7 a h 3 7 8 as well as senate bill s 75 a these bills will allow for mandatory experimental inoculations for covid19 for all of our school children as well as providing a major database for every person in new york state okay this will allow our community to educate themselves researching and do their own research as

mr crescenzo suggested which i say at every meeting that to the topics i spoke about some of the members of the public have learned about the proposed impending laws and regulations and have shared concern as to who would determine and dictate what is the decision pathway to define highly communicable what defines isolation or quarantine what contagious diseases would give just cause where would the isolation facilities be located for how long would someone be isolated and what forcible and unwelcomed treatments would be imposed upon citizens against their will and who would the enforcement officers to name a few who would be the enforcement officers to name just a few questions would families be separated from one another the list of questions surrounding this topic goes on the heels of covid which has been very politically divisive

these regulations need to be scrutinized my integrity was questioned at last meeting so i am going to finish this during the meeting mr crescenzo referred to my sharing of these facts as dystopian and right out of the book 1984. orwell's novel is frightening fiction and the proposed health regulations i just mentioned come straight from the new york state website 10 or 20 years ago we would never have imagined these types of facilities but they have already been instituted in australia and are being instituted in other countries how long will it be before the orwellian concept of these camps or facilities becomes a reality here in new york if i have anything to say about it never as an elected board of education member our job is to do three things one to hire evaluate and

sadly in some cases fire the superintendent of schools two to set and see that a sound and solid budget is established three to establish policy i would like to speak to number three our policies are developed and based on regulations laws and issues facing our community i choose to use my time at these meetings to bring awareness to district families as these issues and regulations may impact policies and the direct health safety and happiness of your children who are our esteemed scholars i will not inappropriately waste precious meeting time by touting all of my accomplishments over the last decade to the community by way of a campaign speech as i have said at just about every meeting when i speak at the community roundtable i encourage each family to do your own research and to

be well informed before giving consent i have said that because medical tyranny and censorship by the mainstream media and online fact checkers makes the job of parents and caregivers challenging to navigate issues such as medical tyranny and the censorship of brilliant nobel peace prize-winning scientists and doctors such as dr malone and others should be concerning to all of us we are either free or we are not as i have said before in this day and age those who do not like opposing viewpoints or inconvenient facts will characterize the person providing the viewpoint as misinformed or dangerous conspiracy theorists yadda yadda my my colleague at the last board meeting said that we should rely upon sources such as yale or harvard so i have done just that to provide it for you here's an example harvard

doctor of epidemiology and statistics and one of the most highly respected public health pandemic experts who is responsible for writing a lot of the fda guidelines dr martin koldorf says science and health are broken and he see he is now seen as a pariah for telling the truth he was let go by harvard after speaking truth on the pandemic he admits in the article in the epic times that for some reason a public official narrative was established and you were not allowed to question it which is detrimental as to how you deal with a pandemic his efforts were to publish his work in the u.s but it was a censored according to an article he was also quoted as saying we should not blame people for listening to anthony fauci and the cdc that was

the natural thing to do we just now have to help them realize that those measures were misguided so this never will happen again dr kaldorf is now part of hillsdale college's new academy for science and freedom which he says will promote and defend the importance of free unscientific uncensored scientific discourse this is a perfect example of cancel culture which is the true plague of this pandemic call someone a name make them feel uncomfortable and they'll shut up not me let us look at a few additional examples the fact checker companies sidecheck and factcheck.org are partially funded by a former cdc director who owns about two billion dollars of corporate stock according to lifesite news sidecheck has now become wholly devoted to debunking criticisms of vaccines masks and other covid related concerns the facts do not

cooperate with the narrative and the latest guidelines are arbitrary and conflicting in fact u.s representative thomas massey of kentucky recently said bless your heart if you think factchat.org is an unbiased source buzzfeed recently released an article that the co-founder of the fact checker snopes david mickelson was writing plagiarized articles under a fake name 54 of them in total mr crescenzo the author of the ohio time article wrote about fact checkers an attempt i'm almost done in an attempt to disgrace and promote the fear of being dishonored to our members of united states military service who refuse to accept an experimental inoculation some of the names of individuals and corporations who fund the fact checking organizations and websites include first draft and factcheck.org which are funded by google twitter facebook and open society a george soros

foundation yet my colleague claims i'm political sadly the news sources america have just always trusted in have sold out this truth seldom comes out or it comes out later in microscopic print with corrections and edits when the public has already moved on or an important decision has already been made without proper informed consent so yes i do as a board member have a responsibility here making families in our community aware of proposed and pending legislation and regulations that may impact their children is being responsible as for religion there is absolutely nothing wrong with me sharing with the community that i spend my evenings at home reading my bible or for sharing with all of you what my personal beliefs are i want to emphasize that i have the deepest respect for people of all faiths

but i am going to call out the hypocrisy here my colleague did not have a problem with our board presidents beautiful by the way pastor williams prayer event in our high school parking lot which was a wonderful and well attended event he did not have a problem with other board members sharing scripture during their four minutes and i am not the only board of ed member who carries a bible or prayer book along with them when they come to board meetings i have never heard my colleague discredit other members for sharing their diverse faith holiday celebrations which by the way i warmly embrace value and accept because i love diverse diversity of thought freedom and expression everybody says it takes a village and by saying that i emphasize though excuse me i emphasize through parental

support not taking choice and freedom away from individual families at the end of the day u.s parents and guardians are the decision makers for your child's health and well-being this is not about politics this is about ensuring that all of you are well informed and empowered to make the decisions for your family as a board member i swore an oath to uphold the constitution of the state of new york and the united states of america the supremacy clause says that the u.s constitution supersedes any state authority that violates the u.s constitution and yes our court systems will eventually hash it all out i would also like to point out the case marbury versus madison which upheld i'm like two sentences two sentences left no i'm gonna thank you let me i'm gonna i'm gonna let

her finish i literally have five sentences left i have five sentences left i think we can all take it this i think you just don't like my message some of you the supremacy clause says that the u.s constitution supersedes any state authority that violates the u.s constitution i would also like to point out that the mar of the court case marbury versus madison which upheld that any law regulation or mandate that violates the u.s constitution as null and void i am keeping my oath to speak out against tyrannical measures which will impact our district policies tyranny takes many forms and in closing i will share with you two quotes the first is a quote from thomas jefferson all tyranny needs to gain a foothold is for people of good conscience to remain silent the second

is my husband's daily bible verse for today which was a complete coincidence galatians 5 1 stand fast therefore in liberty wherewith our savior has made us free and be not entangled again with the yoke of bondage i cannot and will not be silent no matter who tries to discredit me words do matter and while i am not perfect i will continue to speak for truth because the truth has no agenda i will hold to the truth speak without fear and question with boldness and acknowledge and apologize when i have made a mistake but i have done nothing wrong here thank you thank you uh pastor thank you no no no no no no i'm that i'm here jason jason jason please we're out of order please please my friend please please this is not the

place this is not the time all right i i it's not the time we're going to move on we're in we're in this point i have i have given mrs houston the opportunity to speak she spoke it was her right to speak so we're going to move on i will say my statement at the end and we will go out of here and we will leave you pastor william thank the board for allowing me to go past my time this evening thank you let's let's let's continue pastor williams i just had to make one the problem with her first statement was that she didn't read the entire article where that prison camp thing whatever you want to call it came from was the ebola epidemic of 1980 and a whoever was uh put this bill

forth in the comments that was 8416. not the health regulations you didn't read the whole thing at your factory final order you didn't let me respond to him so it's done point of order you didn't let him point of order [Music] point of order ridiculous already it is now mrs bison's turn to speak thank you now it's my turn to speak [Music] there's round tables see here's the problem this was not this does not have to happen because uh the reality the reality is the reality is is that i i always want to end these meetings on a positive note so here's here's here's the reality it is it is your right is anybody's right at this table during these four minutes that we have at the end of this meeting to speak on whatever

subject you have it's your right i will not hold that back you you have the right to speak to to your truth you have the right to speak to whatever it is uh that you feel uh that is necessary to speak to at that moment uh i afforded you the extra opportunity to the extra time in order to in order to speak i did not stop you although it was my right to have done so because you blew that you blew you blew the the extra respect that i gave out the water here's the problem that i'm having and and and i'm gonna say this because uh let me get put three minutes up for me put three minutes because i'm gonna say it real quick i'm gonna stay respectful in my time here's the

problem that i'm having everything does not have to be a confrontation this is the problem that we have right now in society is that we have made any difference of opinions into a major confrontation we have become victims we have become we have become agitated about every little thing social media has turned turned into the the complaint center everyone has a right to complain everyone has a right to be upset everyone has a right to be concerned but when we continue to disrespect one another i'm tired of refereeing between grown adults i'm tired i have three children i refereed between i don't need to referee to between grown adults i've asked the reason i ran for this board is because i saw the great disrespect that this this a board some years ago showed to

one another and and and while i might only be here a little while longer or maybe longer than that i will not tolerate disrespect i've shown it to everybody yet that's not been showing toward me or toward each other we can disagree all day long and it's fine to disagree but if we cannot have civil discourse if we cannot sit down because what's going to happen is we're not going to solve the problems of the world at this table now if you see if i seem frustrated i'm frustrated because i've had a family emergency beforehand i've been to seven funerals in the last two weeks and i'm frustrated i'm frustrated that we have to come here and when we can have a good time i can't even talk to a good friend i can't talk

to a good friend mr rosa you came in the room tonight and i respect you greatly i don't want you to ever feel that you can't come and shake my hand and say hello to me never please whatever our differences of opinions are we've always had a good relationship and a good friendship we might disagree on some things these are the things that i i want to be able to speak to my neighbors whether we disagree or don't disagree because we are all one family in middletown and until we get past all of this petty arguing and petty stuff we are never going to achieve anything so i know i sound like a like like a father talking to his children maybe maybe maybe that's how i feel but i i respect each and every

one of you that sits here at this table that sits here in this community i respect you i don't go on facebook to to argue back with anybody the reason why is because i don't use facebook for that i use facebook to try to encourage people and uplift people i don't want to fight with people on facebook if we need to argue we need to talk or we need to talk about the issues my door has always been open my phone number has been the same for 25 years my address is right i did five houses from twin towers you can come and sit in my porch and we can have a a a conversation whether we agree or we don't disagree or we disagree but whatever the case is we've got to move forward
