001all right [Music] um give you a mic all right so my name is tim carley i have two kids in fifth grade here i am a uh president of the district um as i come tonight this is more for informational situations that happened i will not use names just situational at all i would also like to ahead start with the staff has been amazing on working with me on this issue and i'm very happy with it i don't want to sound as much as complaint as long as information will move forward um in the past 12 months there's been three separate situations in the school district where i feel an agenda has been pushed on my kids and bored towards us to give to our kids roughly 12 months ago there was a letter during
002the riots that went out from a teacher to parents basically explaining to us how to explain racism and white privilege to our kids um almost the letter you could go verbatim down the agenda of um all the new critical race theory that's out there i had talked to some of the staff administrators about it and assumed it was handled never heard anything else never seen another letter okay so i proved assumed that was handled properly a couple months ago picking up my kids here um they said oh hey there's mr so-and-so teacher so-and-so like yeah like he self-identifies as a feminist my kids are ten they don't know what the word feminist means and nor any point should they know that a teacher self-identifies as a feminist now again throughout all this i don't think
003the teachers mean any harm on my kids i think it's one of them things of a frog in water just slowly it keeps sprays and the bar keeps rising to where things are okay and things don't bother people my students my kids think highly of these teachers and they love them dearly so this isn't to get teachers in trouble um fast forward to two days ago my daughter comes home with this flag so where did you get that from oh my my teacher gave it to me okay what is it this is an lgbtq flag no i don't want a wrinkle flagged me so i googled it like any parent would and she says uh comes up as the bisexual pride flag i said well how many of you got this well me and one
004other student she said she had some stuff she could give us and she wanted us we wanted flags so we asked her i said so you didn't know what the flag meant when you took it she says no i said okay and then she said one more thing that bothered me she was well i i get that because she always wears pansexual earrings i said what does pansexual even mean i had to get on google like this isn't stuff i'm familiar with i don't feel these topics or things that my 10 year olds should be learning especially from school staff and educators i was actually giving you guys his policies um and and i understand the school board does also does not believe that these types of things should be happening in school so i
005just wanted to one make you guys aware of this so that it doesn't become a frog that all sudden were boiling because it just slowly kept getting worse um if it happened to me as a parent three times in the last 12 months it's happened to somebody else i i don't think that my two girls are the only ones experiencing this um secondly again to commend you guys commend the district i can't i can't say that enough my my email is attending to you right away my phone calls will be right away on both situations um right away policies sent to me so as a parent i think you guys are doing the right thing it's not to complain it's more just to heed the warning that this is in red creek this is happening
006here and we need to make sure that it doesn't happen because 10 year olds can't process that type of information yet um that'll be awesome thank you very much mr carlin for your for your insight to this um rest assured that yes that the district will certainly deal with it appropriately once once we get to the full story so thank you um if there's nobody else to address the board then we'll uh move on to item b1 approval of the minutes from may 19 2021. so you get a motion in a second jeff smith and mr dave any questions about this or any corrections anyone noticed i had nothing okay all those in favor aye aye aye any opposed any abstaining i am only abstaining because i missed part of that meeting okay i said
007you know second year to do but it was the best part of the meeting thank you all right 601 thank you okay we'll move on to the final financial reports we have uh three items under here c123 traders report and warrants from april and the extra classroom activity fund report uh i'll take a motion for all three together unless someone would like to separate them all three together or all three together okay we get a second from mr smith thank you any questions or any anything you need to explain or any questions i i had just one i had called bill on one question is we we set money aside for a bus fund um which is a great thing i'm glad we do the reserves and my question was to bill is i know
008on our we advertise that we're going to spend say up to 350 000 for buses it comes out of a reserve it doesn't come out of our taxes technically in a way right that way i think it's not taxed on that it comes out of a reserve and any excess money goes back into reserve before yes okay because that was the one question i had was you know i had seen that we have a reserve in for our buses and i just wanted to let people know that the money that we appropriate for that it's not it's not taxed that year it's just it's excess money that we put into the bus fund we're a separate reserve but am i saying that right yes yep we are not uh we're only taxing whatever the what
009we're going out at the levee for what we're asking for for the buses is not on top of that right however access fund balance typically goes to refurbished reserves working forward and if you remember this year we added we had to replenish our transportation our capital transportation reserve so we had maxed that out and pretty much completed the reserve that was in place last year we put a new place in moving forward and our we're anticipating moving funds into those reserves that you close out what i when i talk with bill and that's how so essentially that money is not coming from your taxes twice it's coming once but it's a year prior okay or a couple years any other questions from the board okay all in favor all right the opposed any abstaining all
010right seven zero zero thank you okay we have another number of uh uh items under e1 certified staff do we want to pull any of those separately or or does someone like to make a motion for all those together how about all together okay and the second from mr nodan thank you any questions on these positions it looks like most of them are appointments we do have one resignation yeah i guess i'm just curious about the resignation is she moving out to her or she's been here a little while yeah uh so she's actually accepted a position in oswego and has been voted for any other questions or anything is there anything you did your agendas okay any other questions from the board are you ready to vote all in favor all right any opposed
011and you're saying all right under classified staff item e2 we have uh four items um the motions are all together or someone wants to separate them let me know okay mrs goodwin and a second for mr smith thank you any questions from the board same thing jeff's been with us a while is he is he's going to be a substitute so uh mr mr van wye is uh officially retiring again okay for the second time um he is actually moving on to do a a later shift bus run in a neighboring district so he uh is looking forward to have his having his mornings to himself basically so i appreciate everything that mr van wye has done for us um thank you any other questions all in favor all right the opposed any understanding thank
012you 700 item e3 we have the cse recommendations of qcpsc uh recommendations if i get a motion in a second from the board to vote on this mr hughes and mr nodei thank you any questions um i guess maybe did you kind of edit your wrap-ups yeah pretty well concluded probably yeah thank you any other questions on the board or comments from you or okay all in favor all right mike any opposed any abstaining past seven thank you um any questions or anything explanation yeah just a quick explanation this is just the resolution to uh use our access our fund balance and put it into reserves at the end of the school year for our close-out um we anticipate staying at our four percent this year so that puts us in pretty good shape moving
013forward um the the reserves that we're currently looking at is again the capital reserve which is building projects moving forward uh bus reserves trs and work with workers comp um trs you as you know i think i think you remember that you put that in place about a year ago now so this will be the first part of funding that um trs reserve so we're moving in the right direction on our reserves and uh seem to be in pretty good shape with that the two major reserves that we're looking to fund is again that capital reserve and also rebuild that bus reserve so that we're in the same process that mr curtis was talking about you mentioned that four percent a minute ago i'm pretty sure the board understands that but if you wouldn't mind
014just explaining that yeah do you want to talk about the cap though sure the um the four percent is the amount of money that we are allowed to keep on after all the bills have been paid so we can keep basically four percent of our total budget in our savings account to carry over to the next year anything over that we legally can't keep so that's why we put it into the reserves so we talk about the four percent that's our our fund balance that we're allowed to carry over year over year over year so so there is one legal way to do that and that's if you do a board resolution to move it and i think we think we talked about that prior going possibly to six percent it's not um it's not
015the best practice it's it's basically if you're anticipating a major emergency um we had this conversation at the beginning of the pandemic because we did not know what kind of financial shape you're going to be in we're in pretty pretty decent financial shape at this point and looking pretty stable for the next few years so um we just anticipate not needing to put that right because the four percent is the default state correct yeah without a resolution [Music] as we look we've talked about strategic planning and one of which based on one of our goals is the financial stability and management stability this seems to as you've outlined this is a nice outline it helps us to best understand where we are financially what's happening but then i'm thinking i'm seeing this as part of
016a beginning set of a strategic plan for not just next year but yeah am i am i correct in that yeah so so brad i think you're talking about two things our strategic plan is the whole district-wide plan that's in multiple areas financial academics right all that stuff this is just one aspect this is one little example of that um so what this is this is really your long-term financial plan right and absolutely i do have some numbers that i can share with you guys later um just uh it's it's still it's still not we haven't worked out the details on it but um to show you where those reserves will be if we build them out or not so yes you're correct that's that's the long-term financial planning component of this strategic plan right
017right i mean it's your financial goal for the voters yeah tied into that financial goal and we talked about planning for all aspects and this is one of those aspects correct for doing that so it's it's just nice to see this as we start to put this into a working order yeah so so the vision moving forward or once we get our uh so you remember our strategic plan conversation we have some people that are going to come and work with our district they presented to you i think in november um that got pushed off because of covet in multiple schools so we're number three on the list they will be working with cindy and myself um on august 3rd i think the second half of august to start framing out some of those conversations
018and really teasing out how the beginning of the year will look so really a lot of the legwork will be september and october they'll be working with the board but they'll also be working with different stakeholder groups community members teachers students you know and all of those components to bring that plan that long-term plan together right yeah and certainly for this part they'd be working with our treasurer they'll be working with bill they would be working with me anybody in the business office and you know i think things are going pretty well in our business office you know we have a good relationship with our shared business office over at policies at this point lots of checks and balances in place and uh things things that we put in place over the course of the
019last year year and a half that really has helped us to kind of see that long-term planning in a different way well in the absence of being able to have that previous meeting that was playing the you know at a hiatus we're still doing the planning yes and you know that's that's what i'm seeing we're still forming the foundation thank you thank you i'd just like to add as i exit this to put in my two cents that when we're in a good financial position and maybe have some excess funds to really think about and take some time to think about enrichment opportunities for kids all along yeah from ubc on just so that that's a great point molly and you know something that we certainly have accommodated through the 21st century specifically at the
020uh sorry it's hard to see that at the at the primary areas with you know the yesterday younger students um we have recent conversations with our administrative team exactly on those things um and trying to figure out the ways to go above and beyond and include some of those enrichment activities back into some of the things that we're doing um the grant funds coming through the cursa allows us to do some gap closing pieces that you could you could certainly incorporate the enrichment piece into that you've had a lot of dialogue about that that's there's two grants right now the first grant is about 872 000 somewhere around there right um and we've kind of identified some things and i'll talk about that in a minute um we work with more of our supervisor staff
021and our administrative staff to identify those areas and the bigger piece is about 3.1 million dollars that's the piece that will start to accommodate some of those things right as we go forward um you know that that those conversations will start to happen very soon we just had re release guidance on that today actually um so i think 3 30 today i received that sed update uh kyle received it as well um we'll start to work through that document and plan on that as well but we've had the preliminary conversations behind the scenes of these are the things that we think we could provide start to provide for our students you know robotics is a conversation on coding is a conversation we've had you know certain conversations like this great appreciate it yeah good point
022thank you anything more from the board or anything more all right all in favor all right night any opposed any abstaining zero thank you um item e5 is the authorization authorization of end of year budget adjustments for the current year if i can get a motion in a second mr node and mr davis thank you let me just yeah yeah so so basically this is just allowing the treasurer to rectify the budget codes at the end of the year and close out um this is typical we do it every year um you you have the supporting uh backup for that we are about typical where we are uh at the end of end of the school year for the last well we only went back four years um so we're right about the same dollar
023amount and what we're doing is we're trying to bill and i as we as we develop our budgets is to to close some of that so you need le so we don't need as many transfers throughout the course of the year so um that'll be again and we've talked about this as a word that's a long-term process that usually takes about five years to kind of get them coded out how we want them coded and that's just basically a different style between previous administration and new administration um but it's certainly something that we need to need to consider yeah um just just i want you to understand that the supporting evidence behind it for transparency purposes but uh it's basically just rectifying uh the codes and making sure that we close them up or when
024you close them out and again that the onset money will be back into your your excess swim balance put it to your reserves do you find that they're getting we're getting closer on somebody on the zoning into transferring you know to that same one yeah a lot so i do larry or mr curtis um there there are a couple things that are different this year than typical just because of spending in certain codes have either been way more than we typically do because of circumstances or way less than we typically use so you know like for example we're spending more on transportation right now because we have six runs moving throughout the course of the day it means that most of our bus drivers are working in uh at least an hour to an hour
025and a half more than they typically do so um if you look at your salaries in transportation we've probably gone negative in that and actually moved money back to rectify that so that's not one that i could say yes we're closer on right now because this year is completely different than last year which was completely different than a typical year and the budget was created back in correct yeah before you knew what this school year would even look like right but but there are other things like um spending on uh equipment for example right so so equipment is a code that we typically have uh under budgeted for quite honestly in certain areas so what we've done is we've made those adjustments and started to to the budget a little bit more specific so for
026example uh you know if we know that we have have to have our generator on service you know we know that that's going to be a service contract with an outside organization we haven't set up a service contract in the past we just bring them in and we have them service we take it out of a contractual field now we know that that's going to be a reoccurring cost we're going to have it done every year because we'd rather have the you know the yearly maintenance instead of trying to deal with a 7 000 cost because it wasn't serviced for the last two years if that i hope that answered that question bill anything you want to add to that are you good no no that was good any other questions from the board all
027in favor all right thank you item e6 is the request for budgetary transfers uh dated june 9th today let we get a motion in a second uh mr dave's believe that was yeah second mr node thank you um mr corey can you explain how this is different or is it the same well i kind of just explained that's what i thought same thing exactly so um so so it's really essentially typical for us um it's it's approximately the same so why does this require a second how does the end of year i guess different from from any questions i have one question so when we sell a piece of equipment or we're donated or whatever we sell it hopefully as is yeah because if we sell a broken piece of equipment somebody hurts themselves on
028it correct if you're if you're bidding if you're going out in the bidding process you would you would indicate on there that it's as it's yeah if you're talking about a piece of equipment like a uh anything like the thing in the picture you know if we sell it and it's broken it's sold as is if somebody puts a dollar bid on it whatever they know it has it yeah i think you're on you're on the next slide yeah yes any other questions on item e6 okay all in favor any opposed any abstaining past 700. all right now on to the uh item e7 declaration of surplus property the broken fitness equipment and can i get a motion in a second please mr noted mr curtis okay i'll answer right yeah sorry about that mr
029corey so to answer that question yes um i did check into this piece of equipment uh when it when it came to our desk there there was actually a pin that was broken on it so it just was deemed unsafe at the time they removed it it was basically sitting back here for some time but they've done a great job cleaning our stage off um so so that actually that piece of equipment has actually been replaced in the community center since then so they're taking a piece of equipment that was basically taken out stored and just getting rid of it because it's just basically not safe for somebody to come back yeah otherwise it may have been auctioned off you know like you remember last time we auctioned off dumbbells right now so can i
030just get that when we get rid of it we're actually we're going to sell the metal for scratch we're going to just throw it at a dumpster yeah we actually have a scrap dumpster now that they actually mentioned how to talk about that which is working out well any other questions all in favor all right any opposed any of singing 7-0-0 thank you and that is our last action item so i'll turn it over yeah just just uh real quick i just wanted to talk about a few quick things um right now 2021 22 reopening plan we have a little bit of a transition piece here with summer school that we're working on as you know summer school and i'm just going to go through that real quick we have an in-person summer school for
031all of our students the elementary summer school is two sections we have the academic component which is from 8 o'clock till 11 30 and then we have the enrichment component which is from 11 30 to 3 o'clock and really what we wanted to do is this year specific because because we do feel like there is some some gap you know gap issues that we need to close our teachers have done a great job but we really did have a condensed state to some extent so we wanted to give those opportunities back for some of our struggling students um and we have approximately 90 students that are going to be participating in the academic portion of the summer school which is really fantastic so we have two deans of students that are working on that right
032now tammy curtis and andy rupert and they're really coordinating those efforts at this point looks like we'll have approximately four summer school runs for picking students up around the community for the elementary bringing them back to school they'll pick up middle school high school students and then run them over to clyde savannah for for their the uh the uh seven through twelve summer school so in-house we're we're kate k for six uh i'm at clyde savannah or middle school through high school still working out some of the details on that it's it's a challenging year um you know every school has done things slightly different so it's hard to identify some of those kids that will lead that summer school experiences elementary is a four-week program high school middle school is a six week program
033it's the elementary is a four day four day a week academic program and on the fifth day it's a full uh enrichment activity we have about 70 some odd kids 75 ish kids signed up for the enrichment piece which i think is fantastic so our kids our community our community students will have a really nice opportunity this summer to participate in those things um that goes back into the reopening plan so you know some of the some of the pieces that we'll be doing the transitioning in there hopefully we'll transition into uh how we're going to be operating in the school district at the beginning of the 21 22 school year so for example we will still be feeding our students we'll need to reallocate space for that we're looking at in elementary school specifically
034two areas for feeding sites the cafeteria of course and also the ape room so right now we're in the process of tearing out the floor in the ap room because it's not really a floor that we want to be serving food on and having to clean up after it's just old and it it's a rubberized trunk um so there's a lot of gas that food can get caught in just one sanitary um so we're looking into or working towards replacing that area also we've through our through our one grant that we talked about a little bit earlier um we're purchasing new new furniture for desks and chairs for students in the elementary school and there's two pieces of that one our furniture is getting fairly old um the grant helps us to to remedy that
035it's it's money that came in that was unexpected um we were working on establishing the rotation so the rotation required would six or seven years and then you're back at it again this gives us a one-shot deal to replace all the furniture for guests and chairs for students um it's about a seventy thousand dollar bill but it serves another purpose because what we have to do is we have to expand out and practice social distancing for feeding in those two sites and we just frankly wouldn't have enough space um to have some desks and tables um the way that we did previously so dennis's recommendation is to move to guests and chairs for each student in both areas in order to do that we are going to rotate out those old guests and chairs out
036of the classroom and rotate in new destinations so you're recycling the old ones out for a different purpose and the new ones in which will make it a lot more comfortable for our students and our teachers so um those are the types of things that we're pulling out of that that grant at this point some of the other things um merv 13 filters uh most most schools are using i think it's merc 9 um some somewhere around there uh that is compliant it's it's certainly uh certainly what i think brian you probably know better than i do um but it's certainly the recommendation in a normal normal time um in the media there was a lot of theater should go to a move number 13 jim should go to a nerve 13. i guess it's
037a higher quality filter takes more particles out of the air i know that sounds very limited but that's what i know about it um they're more costly so what we're doing is we're front loading the purchase of those for about five years so we're buying you know there are eleven thousand dollars a cycle for us and we have two cycles per year so we're looking at about five years worth of purchasing those filters so again back to what brad was talking about we have we have the funds available right now through the grants we're identifying them as a need and we're going to buckle up the purchase of those so that we're getting a long-term strategic plan to replace those and then you know then you're not buying five years of site where you're buying
038the next year you know or two years later you know we're working on things like that a couple other things the bottle fillers in the school we're updating so instead of using the uh we're all used to the water fountain piece everybody's mouth is on the water fountain we're going to the water bottle filters which has certainly been something that we've been trying to do very expensive to do that but we're certainly looking into amping that up around the building and also the community center just so you know um some of the other things that we're looking at with with this feeding issue we're a little bit concerned about dry storage and we're also uh for food and we're also concerned about our refrigerated truck we don't have a refrigerated truck so that it's called
039out it's refrigerated but it's not it's not um but we do drive our food over to cold storage in north roads um or at locate um so we do we do want to buy a box truck out of those funds as well that's going to help us transport on with cold cold storage uh and also a dry storage that allows us to to transport from our warehouse back up to here um we have some pretty old vehicles that we've been kind of just living along and that's helping us get out of that rotation as well really unanticipated until some of these funds came through and it was just something that we all said yeah we need to take care of that right now so a lot of work through our supervisors and our administrators on
040that and of course summer school is also one of those things out of that brand as well the enrichment is not it's coming out of the 21st century but it actually it actually helps the 21st century because that's a grant that you actually have to have student participation in order to sustain sustainer so we're in pretty good shape with that um i did want to just mention the ar arp funds which is the second part of the cursa piece that's the information that we received today there's been feedback and a little bit of guidance out there but we received the first on the first response from seb today that said this is how we need to go in and start to access your funds um so we'll work on that moving forward cindy and i
041schedule a meeting and we had a meeting last friday and i think we have another meeting next monday to really start teasing through some of those things and then we'll certainly work out towards uh towards the rest of the group that's the one that will have some community feedback so we'll have a community forum we'll put some options on the table and we'll have some open discussion about that as well um i talked a little bit about summer school and brad you brought up earlier strategic planning i just wanted to give you a little bit of an update on that again we talked about it earlier that it got a little bit delayed because of coven some of the people who are running it through the university of rochester um they their projects got bumped
042a little bit so we just got bumped however out of that um i'm working with uh bob kepley and lick earl which i think all of you remember they presented to us back in november um very very knowledgeable both former superintendents retired um and they both work for the university of rochester and there are four people first for the strategic plan but what i'd like to do is i'd like to enter into another agreement with the two of them is consultants and i have a proposal here i shared it with kyle earlier um it's it's pretty simple and straightforward but basically it's for leadership development in our in our district the leadership development piece will focus with our administrative team and it will focus on the direction that the strategic plan is taking us so
043there's a little bit of legwork ahead of time that we need to do um so august 3rd in the morning they're going to come work with us on our current board of education goals mission visions and direction of the district and then what they'll do is they'll they'll transfer that into um the work that we're going to do while we do strategic planning and and that that kind of goes into that that what brad was mentioning earlier so that was a uh perfect piece of that so um that's really what i have i i think the administrative team have updated you pretty well and the things that are going on um just please remember graduation is coming up it's the 25th friday the 25th rain gate is the 26th i think the start time is
0446 30 i can't remember i will send you an email with the time um i apologize i just just left my brain for a minute but um so that is friday night um please let me know if you plan on 10 attending all of you are welcome we're actually up to six of six um guests per per graduate um we have uh we have our grounds people are doing a fantastic job and planning everything out our administrative team and we have a lot of work going on for graduation in some of the other events um mr taylor has two events that are going to take place in here the fifth grade great moving off for the graduation and the upk graduation up on the stage here um so he is he has really uh done
045a lot of work with uh with pat davenport specifically i'm trying to organize that and make sure that we can socially distance and follow all the guidelines congratulations to 630 630 yeah perfect um middle school high school summer school start july 6th okay any other questions for public section from the board i guess uh something that you just mentioned that maybe we need to discuss and think about the board before that point in time i think we ought to start that actually shortly after our incoming board remember right join the group right perhaps not the reorganizational meeting but the meeting after that i think would be a good time and i think that fits with your timeline right you're starting in august yeah yeah so so that would work if we can work they need
046to know what our goals are as they exactly yeah we should review those probably our second july meeting and what they'll do is they'll try to tie those goals in that you develop um whether they're the same ones you have this year or completely new goals or a modification and they'll try to tie them into how that applies in this special ed department how that applies at kyler elementary how it applies at the middle school in high school how it applies with athletics and the business office in the superintendent office they'll also bring that out to the curriculum obviously um but they'll try to develop that out and work with our stakeholder groups to develop a clear expectation and understanding of that so yes a great idea we will get on top of those goals
047before that that all obviously also feeds into the superintendent's evaluation which should that process should start a new each school year so mr curtis i have one thing first of all i want to say thank you to mr goodwin and mr smith for their time they've spent on the board thank you very much absolutely absolutely i was going to do that before i closed public session but i think there's a thank you from all of us thank you to youtube um for your combined i don't know eight or ten years i think between the two of you or more so thank you for your service um if there's nothing else we have a personnel matter and a legal matter to discuss the executive if i could get a motion in a second we will close
048out public professional mr smith and mr youth all in favor aye opposed all right and thank you all for coming much appreciated and thank you to our two incoming board members we'll see you here at the next meeting
