001e e e to approve the revise October 8 2024 Board of Education meeting agenda as presented I'll make a motion any discussion all in favor any oppose motion carries you're I'm so the most amazing thing it's like all of you came out for Tate I really appreciate that um thank you for being here do do appreciate it um we're doing these Gander Spotlight Awards and um it's kind of tricky as principal sometimes because you're looking at faculty staff students and trying to pick just one and it's easy to pick one it's hard to pick just one um because I'm very blessed to work with folks who are fantastic um but thankfully I got some input from staff and um got some great ones here tonight very very proud to share some of these sheld brown
002one of the things I'm so proud of is the way our faculty and staff really go out of their way in the mornings to greet kids coming through the door and saying goodbye at the end of the day it's done with intention and it's part of our effort to create a community of belonging you Brown sets tone for the day she is a teaching assistant at Marvel toown she works kindergarten and first grade life skills program but she really helps everywhere else in the building she's one of the first people students see in the morning because she runs the bus Lo she say uh that's not an easy job she greets all the students with a smile and her words Mak our students feel welcome and cared for in the afternoon that's the tricky part
003you see her and she is the center of an elaborate wheel taking information from the office the teacher to bus driver transportation reir and sometimes her needy principal she orchestrates the whole thing flawlessly while posing for moments to speak with the student sometimes they aren even our student students from another school he treats him with kindness we're blessed to have Sheil at Marvel toown you never have to worry about things that she's involved he handles things appropriately she goes above and beyond she works at all of our different events TR treat dances what have you and when she's not working at Marvel toown she worked for the Rochester youth commission after school and during the summertime this year one of the teaching assistants who helped Sheila in the Bus Loop for the last few years
004kind of her partner in crime was absent at the beginning of the year Sheil Never B her T ey she stepped right in took control did so at an extremely high level she always does so with a smile and a twinkle in her eye one of the best pieces of advice I ever gotten was it's just to remember your best employees are your are volunteer by that they can get jobs elsewhere because they're so good um we often get so busy in our lives with these jobs in education one thing after another after another after another and I really don't want to forget to say thank you I don't want that to go unexpressed so this is a nice opportunity to express it to at least a few of the folks folks although I do
005welcome my faulty and staff so in choosing a member for this recognition there were so many awesome people to choose from but I kept coming back to the person who quietly stepped into a difficult spot this year did bang up job and has done so for a lot of years and I cannot think it's a better way for our kids to begin and end their day than with the tone Sheila Brown set for congratulations Gila just said her speech says all true all right the next ver again very difficult to choose just one um but I want to recognize we thank for contribution at Marvel town uh O's love of reading is absolutely infectious and if you don't believe me I hope you have the opportunity to come down and watch a library class once
006in a while he invites the students into a just a wonderful uh setting and she reads the kids a book to to start off but her enthusiasm she brings it to life she's performing she brings those books to life but it's not just about performing it's also the question that she has in her mind that she wants to ask the kids make sure they're getting something uh meaty and something that's going to challenge their brains while they're having so much fun thoughtful question library is just straight fun for students and we are fortunate to have her after reading the book Mrs SP engaged students in an activity and help students find books of interest and I've been in there enough have seen this we have almost 300 students this year at at marble and when
007it gets time for students to come choose books she knows what that student interests are and is able to match them up like that that's pretty amazing always seems to have knowledge of M SP goes out of a way to create these wonderful displays in the library to make the library fun and interesting for the students and adults he always makes is always about 10 steps ahead of me as well so she has kind of had to endure this conversation a number of times where I walk down and I said thing you know that fill in the blank is coming upic parage and I was hoping you could make a display and I didn't even finish the sentence quietly walks me over she goes you me like this she's always ahead of me great job
008mixed library look fantastic and she's fortunate also to work with Gina Summers who is a wonderful assistant there um this year in addition to Leading the library classes she's teaching Li Li Library um she also has taken on keyboarding we teaching third graders keyboarding this semester second grade next semester trying to get them ready for Life computer based testing in the year at the end of this year um what's amazing is it's something that could be pretty darn mundane she brings the life and the kids are having lots of fun one of the other things I really admire about m b is she does so much nor than she she does things like this she'll be the person who'll set up exchange the breakfast all these different things and on a whole another level she's
009constantly looking for stuff to help our kids in our school and she's like the queen of coupons and findy free stuff and all this all this and she puts it work for our school so I'm going to just share a couple of them with you couple years ago she applied to have these authors Matthew swans and his wife who's an illustrator Robbie bear visit Marvel toown elementary school they had this big decorated bus those vi of my age like Arch family but even cooler and uh they were going from state to state to state visiting school one state one title one school in each state Miss V had our school be the the one that was chosen so they came to our school they did assemblies they talked about their books they in front of
010the the classes um yeah can we just go ahead one one take that's the bu of of books and there below there is is the author talking to our our students getting them excited about reading they he very quickly with his wife who's the illustrator got some ideas going for a a book called think he came up with a story called super carot in the potato doom and our students enjoyed the assemblies and all of our kids went home with books by these offers grus was a wonderful thing this year um her work has to do with children's book Council and she will have to explain this better than I will can but children's book Council picks 80 libraries not 80 School libraries 80 libraries from Across the Nation they pick Marvel so what's going
011on here is uh we've got free over 500 hard copy children's books and our Mr think is working with our students to read the books critique the books and evaluate them and their input is going to help her determine which books are U are the highest grad for this program so she's been having these ongoing conversations with students helping develop a critical lens the side of the book is one to others would like to read so very exciting so whether it's bringing a story up to life creating an awesome display matching a student with the high interest book challenging students in life Library teaching keyboarding dressing like a cat and hat writing a grant or dancing to Golden Noodle video this is goes above and beyond to engage her students and helps our school in
012so many ways I cannot thank her enough she's a treasure we're lucky to have her congratulations she the picture all right last not leases our our students so last Thursday we had a faculty meeting I went in said hey I kind a student for support big deal and we had a great conversation the teachers were talking about different stories the different kids and the great things that they were doing and it was really really not it's so awesome to have those conversations where we're talking about good stuff that that's happened and so what ended up happening in that conversation Piper Jackson was nominated and then a little bit later G was nominated or ver byy and as I as I listen I'm listen to the words that the teachers and folks were saying about them
013I thought that's exactly what I see those kids as well but Marvel toown we trying to instill these different characteristics in our students things like responsibility safety grit Integrity empathy kindness respect for others and Piper and Gabriel embody so many of those qualities every morning they arrive at school with big smile on her face kind hello or hug for a big poopy principal in the classroom they look to help their classmates they're polite to all they're helpful and hardworking and the quality that stands out most for these two is grit that's one of my favorite things it's grit grits when you give a good effort and you persevere even though the things are difficult nap academics can be difficult for these students but they keep at it and they are growing over the summer so
014many of our students experience what's known as the summer slide for all the stuff that we've talked them kind of goes away as they don't exercise your brain during the summertime and gave red and red and red and red and red and then what I learned today when I was talking to the two two of them is that there was a stack of books that Gabe red the pipe over the summer and so Gabe very proud to say he comes back to school no loss over over the summer time and he's continuing to grow proud of you both you're completely awesome and you're an inspiration very nice all right here we go um thank you folks thanks for coming I appreciate it um okay so Marv toown Spotlight I'll try and keep this brief uh
015superintendent V assistant super and director of curriculum Natalie har spent last Monday at SCH and they comment about how things so clean and environment and every happy and everything well and uh I think myself yeah out this time I know that um but what goes on is this in order to make it look calm and and easy there are people in the building everybody working so hard we're like the ducks on the pond who are C at the top that little uh feet are cooking underneath there moving around really hard and that's what's going on in our school and I cannot thank our staff enough for that short story of this whole thing is this uh enrollment at Marvel toown continues to go up we're almost at 300 this year we are implementing the new
016writing program the writing Revolution the new math curriculum and visions and continuing to create stool environment that is warm and nurturing it is the old notion of teaching the whole child so here we go few strategic PL highlights uh number one is uh is the priority one is around social emotional learning restorative practices so zones of Regulation is one of the uh areas that we're focusing on at Marvel toown basically zones regulation is a curriculum a social emotional curriculum to teach about self-regulation and emotional control you can see it's very kid friendly it's colorcoded Etc so we're trying to get everyone to speak this language at the school where we're trying to get kids is to identify their emotions figure out what zone They are in and then provide them with strategies to get to
017the optimal zone for learning which is the green s so our school psychologist at presentation for faculty on that in September and we go to the next all right another thing that we're focusing on this year is restorative practices and so uh our teachers are doing one to two uh restive circles per week many of them do that every single day so just recently we've been doing this for the last few years but we did some refresher PB thanks to our school counselor and our uh School social worker uh just at our faculty meeting for October around restorative questions effective statements and restorative Circle um the other one is about monthly themes and so we created a monthly uh social emotional uh learning themes and so we're part of our effort to create a community
018of belonging um so we're choosing these different different themes September our theme was community so at the beginning of the year kids come in some of them never been in school you got to start of teaching what it is like to be a student what are the rules what are the routines all that kind of stuff and what are the expectations for Behavior so we do we do that um we had an nice assembly you can see the photo at the bottom is our assembly with full school assembly Mr chamblin Mr Mahoney got us all singing m d read a book called school is more than than a building which was totally On Target and we describe the rules as well as the way that we uh recognize students so we want to make sure
019we're trying to catch to doing the right thing so there the next couple slides kind of go to that that was the book we read these are some expectations PBI expectations you try and phrase them positively rather than kind of don't do this don't do that we try and do it in a way that is positive and then some of different things oh these were our third grade students modeling proper hallway behavior and then the next slide we had a little fun and this is modeling not proper allall behavior they had fun with that and then think the next few slides so we talked about the different things that we trying to do we compliment student we've taught them what a compliment is the different teachers have things like this The Bucket Fillers the warm
020fuzzies in their classrooms these things are called compliment cards where we're looking for kids to do the right thing we give them a little card we say thank you we try to be specific about what we're thanking them for and we do drawings at the end of the week the next slide is golden ganders these are at the end of the month and we are making an effort to tie um our monthly theme to The recognitions that we do there so I've been announcing the September home beginners and a lot of them has tied back to this theme of community the next one is just quarterly we did quarterly last year trying to recognize students for positive academic attend different types of positive contributions all right second priority is around uh data driven decision making
021and I think this uh little visual is is all about the the whole thing and so we collect data for example we've been doing the fast gr data it's just about done we're going to be looking at that data analyzing it we make decisions a lot of the decisions coming up for us now is kind of what who's going to stay in as who's going to move um how are we going to do the different groupings then we give uh teachers time to plan and Implement and then they reflect again so that's what we're doing at the school through our IST process uh culturally responsive education is priority number three and so one of the things that we have as our goals is to do the nopl activities so we did International Peace Day that's
022nurse Glory with a couple of our students we read a book to all of our students called we disagree which is a good book says that you can disagree and disagree civil what a concept really like it we should try and see if we can Implement that Across the Nation um thanks to uh the help of our art teacher so so we did that we Mrs I got M chamblin leading Us in song during that event as well so it was a a lovely event priority for oh there's one other thing I just wanted to say Miss bramar RT was super helpful she made these pin wheels that we used outside for that that event students wrote their wishes and decorated them out was lovely um so priority number four is around curriculum instruction really
023the two big lifts here this year the heavy ones are the envisions map and the writing Revolution this is a photo of police Deo who's kind of our writing Revolution Guru working with a grade level team and helping them kind of uh get that uh program we started doing writing Revolution a little bit last spring and now we're uh continuing with that TD and implementation this fall the other one is around the envisions curriculum and so I put a bunch of different slides here and one of the things you'll notice if we go to the next slide or two these are all students doing math and Visions math and what I wanted to demonstrate is that it's done differently the curriculum is the same there's the there's one of the books right in front of
024these kids but you'll see in small groups you'll see teachers up in front doing the whole group lesson using the Smartboard some teachers don't want to use the Smartboard they rather do it kind of P of paper we're figuring this out it's a pretty darn good math curriculum we like it um it has a ton of possibilities for differentiation but at this point in time we're really kind of getting used to it anytime you do a curriculum for the first time you're learning every single day and we're working out those things we're also trying at the second and third grade level to do math assessments end of unit assessments online um that's kind of uh coming into a few little roadws but nothing we won't be able to kind of overcome and look forward with
025so that's um our oh and then we got all this other stuff I want to the fire department was down there and Matt cot who was deputy chief in Kingston was out here at fire safety house we got this our PTA doing like a thousand different after school activities and that's uh field hockey up top that's one of our steem uh clubs we've got uh crafting theme clubs painting clubs Field Hockey Club first uh K1 and two3 Garden Club we also got a Rondo Valley Parent Jed Tucker who's running Lena soccer after school um we've got the we had a dance last Friday thanks to our PTA um curriculum night went well it's been a great start a few quickies we have a teacher kayin blue who is a absolutely phenomenal second and third grade
026151 teacher who is leaving later in the week to go to Peru um she is uh going to be part of something called the global autism project and she is going to be working in Brew helping families and ser in uh and service providers there and she'll be back on the 24th uh we've got parent teacher conferences coming up and Miss O'Neal first grade teacher has gotten almost every kid at marble toown a run a Stoneridge library card and she's going to be at the library on Saturday 11 to noon handing those out last little plug Public Service Announcement if any of you are interested now or in the future of being a substitute teacher please give me a call we some extra substitute teacher our right next agenda like recognize our Board of Education
027recognition October 14th through the 18th the school board recognition week so I like to present to you have a little want to give you a little round out swags from the back of your chair you have a round out police with your name on it recognize all the hard work done and we also have a thank you card all of the support that you bring our community made by students and signed by students we wanted to recognize you for school board appreciation week which is October 14th through the 18 so thank you for all your service for board members and next on the agenda is and our audit presentation good evening everyone with the district's audit fir house I'm here tonight to notify you that we have completed the finan statement audit for the year
028ended June 3024 included in the packet um I think it was emailed to everybody we have the um audit report included in this document you have three separate audits you have the audit of the district's financial statements the audit of the federal WS under the uniform guidance standards and the audit of the extra classroom activity funds um regarding the audit of the financial statements um please to say did into an unmodified or clean opinion on that audit did not have any um material weaknesses or significant deficiencies identified during our audit I'm to give you a few highlights on the district's general fund we're in good financial position um this year as a result of operations the district was able to add funds to the capital reserve and the TRS sub fund Reserve um regarding the
029audit of the federal Wars under the uniform guidance standards this year we did audit the education stabilization funds as the major programs again we issued an unmodified or clean opinion on that audit with no material weaknesses or significant deficiencies identified and last but not least is the extra classroom activity fund again a clean or unmodified opinion was issued on those financial statements with no material so it was an excellent audit I want to publicly um recommend the you Nicole the business official and the um treasurer for all their hard work and getting us here and ensuring we had a timely audit this year and everything's going to be submitted on time and all is in good shape thank you very much I'm Da as budget chair I know you all met before this meeting to
030review this report and in any in finer detail any comments from on behalf of the budg committee um I think that um we're very pleased with the work that Nicole has done um we Carolyn was saying earlier we're in a really good spot this year for everything being the way it should be um and we're we're will to start the school year thank you Nicole uh next on the agenda is CPL architecture uh presentation by David H thank you my name is Dave hunsberger from C architect engineer than to be here tonight to talk to you about share some of the hard work that's G on with facilities committee the administration and some of your consult to start off with why we're doing this CPL is part of the project team along with the Columbo
031groups over there worked on your previous Bond project remember it was four phases was in all the school building and the district office and it also involved the fields outside um although there's a lot of work in the Flor phases there's still work that needs to be done in the district buildings facilities components boilers groups um because of good fiscal management you Disturbed from the Auditors the district has been able to put money into Capital reserves and because of good Aid environment they're able to offer a bond right now that will be able to be passed with no tax impa so that's really important to be able to do all this work that we're going to show you tonight with no taxing all those bubbles and all those words are really just fancy way to
032say this is about the kids about the students I think uh the presentation to the two kids over here kind of makes it all clear that um you know everything we're doing here is really focused on making good environment safety healthy um and fun environment for the kid these Bond projects are a result of a a lot of planning and um consideration by many people um the administration the facilities department and stakeholders at the schools and students their input was also considered in this um it sometimes it seems like it takes forever to get from planning to actually a to vote December 3rd let's revie a little where we've been what this process has been like the items I'm going to you tonight can really be thought of as falling into three buckets health and
033safety the Arts and Recreation um health and safety is really going to Encompass not only improving the buildings but the environment in the buildings um you know HVAC upgrades for clean air you know keeping water out of the buildings and you know secure buildings with secure entries and uh glass that's intrusion resistant the Arts I think you're going to see some commitment to the music program and Recreation there are improvements to playgrounds the weight room and some pretty exciting uh stem improvements and also uh East fls we've been going down this road map through the bo which is December 3D um we started with the facilities committee Consulting with them going through this list of items that generated on our 5year plan uh the state requires every District to put together this kind of long
034range planning document that shows that they've assessed all the parts and pieces of the district really taking a look at the um components the roofs the boilers um and the district has gone the the steps to understand what it means for them financially and for the future to be able to run this facility and keep things in good repair um once this list has been made the 5year plan your construction man manager has created a cost estimate whether we're we're repairing these items or replacing them there's a cost every homeowner in here knows there's cost the next step three your fiscal your financial advisor has come in and looked at the overall cost and figured out a way to present this to the public and to get the work done with no tax um I
035think that's a real Testament to Nicole on some of the hard work here the facilities committee to take that list of priorities and really get a good package that you can you know keep your facilities in great shape and still do a project with no tax impact um part of our job is to prepare the SE resolution which is something the board is going to be acting on tonight Seer is an environmental impact assessment um that is on board business tonight to approve that um secret resolution um once that's passed then vote to call for the um an action to call for the vote the capital project will have once we've established that with the board for Dr sparo and the rest of the administration to really get out there spread the good news about
036this Bond project and the opportunities being presented you so break down to some of the costs you can see the overall total is 214 um it's important to note that 4 million of that is coming from the use of capital reserves from the district and that's really it's great budgeting by the district put away that money GE Market your facilities improvements and to be able to get the educational enhancements that you're looking for this is a kind of a brief summary of some of the projects at k um you'll see some similar themes throughout all the schools security vestig and main office renovation it's really providing statement is into the school unfortunately that's the reality of where we are these days is have to check and bought in in a safe and secure manner that's
037goal for this project UPA systems intrusion alarms and detection systems are going in all the buildings um K Hanson Will replacing windows and there's thir film being applied to all the first four Windows you know there's a soccer and recreational field in the back some black top improvements some building maintenance on the exterior and new dishwashing system is going in um that's something that I think we're going to see at B school and it's really highlighting a commitment by the administration and the district to reducing waste being a little bit environmentally conscious picture of the best in main office I'm sure everyone who's been over there is familiar with it uh it's going to be a secure entry same situation that you have here in the district office we have some windows in the two
038three wing that are being replaced uh other windows in that school will replace in phas three of the previous project but because of budget reasons these windows weren't able to be addressed and finally they're going to be able to uh be replaced and be brought into good shape security film is going to be applied to all windows new we have some existing playgrounds some safety surfaces that are going in and then a paved area for new basketball you can see the location behind the uh cafeteria u is's a recreation field where the playground was it's kind of a wet area that needed some drainage by providing drainage we're able to get a nice kind of direct field in there it's not really big enough for an official soccer field but it would be great for
039you know recess and after school sports and then there's play area in the back it's going to provide some basketball and some hard service for some some other Marvel Town similar committing to Safety and Security intrusion alarm protection system EA System we have a replacement of all the windows at Marble Town and security all windows and doors a lot of recreation work going on at marbletown New multisport Field New basketball replacement of playground equipment and B protection so the safety surface underneath there's a black top area for sta parking um some UV replacement and again dishwashers and C some of the windows you know whether the windows are hard to open or sometimes they and just fall on their own replacing the windows really is not only energy efficient but it's a safety concern as
040well pictures of the existing playground if you go to the next slide yeah so you can see the soccer field in the back the uh multi-purpose field for softball baseball and kickball down in the uh the middle there two playground surfaces with different play structures and safety Services there's a paved areas that gray box down right so the middle school got a lot of work in phase three of course there's still more work to be done entry security security film PA system intrusion system on the exterior there's some new playground equipment uh new scoreboard for the baseball and softball fields new dugouts at the baseball field cafeteria furniture and quick tour through the middle school entry vested if anyone's ever stuck in there some exciting pictures of interior doors which I know everyone's going to
041be sad to see replac in some of the existing flrs but um you know that the important thing there is the safety surface and replacement of some of the but it's it's really going to be great to see those and the S you can see where the playground is um dugouts and the importance of getting a crosswalk to be able to get over to that right the high school is where the commitment to the Arts really shines some of the improvements to the music program I think are are fantastic here the auditorium is getting a full upgrade in the previous Bond project there was some improvements to the house lighting that's underway right now but it's going to be new seating new rigging sound system with aor is going to be fantastic it's going to
042be new uh practice areas and storage space for music and on top of that you go to the next one is going to be a vocal room Edition so you can see here uh the auditorium the B room some of the existing conditions but this is a rendering of the new band room so this is going to be an actual addition to the high school it's going to be new instructional space and a new performance space uh you know right adjacent to that Wing so it's really creating music area and a music wing and it's going to be a great addition not only for instruction but for performance and practice great space some of the renderings you can see so you have risers in the back instructional space in the front of the room it's
043going to be a higher space acoustically ready for performance in music it's going to really improve the music program and really give everybody a chance to get their fiance or their Mars development some of the other uh additions at the high school include renovations to the waiting room uh I should say fitness center because it's not just weights it's a lifelong commitment to Fitness and Wellness um and anyone who's been in there would realize Wellness is not a real high priority right now so the finishes are being upgraded uh ceiling foring uh it's going to be a beautiful bright clean space when this is all done and the team rooms again renovated the lockers side now one of the spaces that's being created at the high school stem lab um it's an exciting program to
044be able to create a space give them the proper equipment and lay out the furniture really opens up a range of program that and offerings that the high school can bring and really get kids engaged in you know in the sciences and some of the technology all right Esports uh Esports for those who are not familiar is actually being offered in many colleges we're getting Scholarships in some places for Esports uh an Esports lab is you know for gaming online gaming competitive online gaming it's probably one of the most popular rooms in the high school and this is all over and may have to lock the door make sure everyone's gone at night and finally the district office one of the improvements is a generator new windows guarantee that work get can be done talk
045about the next steps so this kind of squiggly road map shows you know where we've been we've assessed phasing we talked about the scon budget talk about the tax impact and now here we are U we're talking about secra adoption of the secra which is the environmental impact statement it's the goal of tonight and then to get the board motion to for the vote after this of course it's going to be public presentations and preparation for the vote and finally December 3rd questions you anything to add as chair of facilities no good I just want to say thank you to C Columbo and Cole and the past and present uh committee facilities committee it's been a long couple couple years to get this through but I think it's a good good project it's an uous
046process so I was on facilities for the last project along with Dawn and I understand the tedious amount of work that goes into so thank you all for know secure heading through and coming here with with um with a proposal appreciate yeah and for those of us who don't go to committee meetings presentation I just to thank you a really good um I have to say I'm a bit surprised to see that we're going to be investing in [Music] facility not sure how to feel about that you a sense investing in it is and you know people will talk about the skills that are are are generated from the the gaming but I think one of theit that need to and it's an area that's going to get kids together and give them an outlet
047and somewhere to go with you know there's not every kid wants to be on the field or in music class that's the nice option so you know it's it's where we are now it's definitely becoming more common we've seen it in high schools we' seen inges it seems me and my generation yes definitely so normally during during board meetings we don't have comments from the public or questions however please feel free to send an email to the board or Dr SPO um and and obviously the facility committee will'll be looking at any questions and then and also public comment feel free to express anything during public comment as well it's coming up later any other questions coming from the board no just great job to Dean um he did a good job with great thank

049addressed next on the agenda super update we have uh Alex ston we'll go over our state testing data good evening everybody thanks for coming um sure you're all here to see so we're going to go over some of our state testing data from from last year um I'd like to start every data presentation just by saying that the state tests are are one snapshot um it's one data piece it's not indicative of all the great work that goes on in our school but it's a data piece that we use to drive instruction and make decisions it's something that we look at um to start off we're going over our theme um is to become a world premier School District where our students will become future ready and productive citizens um we'll create a culture that
050Fosters collaboration and Innovation um and the definition of Premier is first and importance order position or leading um to do that we think it's important to be open and transparent and honest about where we are currently that's we're BR to go right now in terms of think testing data so uh looking first at our 3 through eight Ela data um this is a report from the state that breaks it down by grade grade three four five six 7 eight um over here is our total proficiency I did that math for you so you didn't have to add it up on your own um and then the state average um overall so uh our Elementry buildings are doing a really fantastic job marvl toown has been uh above the state average I believe for the last
051couple years um and K Hansen made amazing increases which you'll see in the next couple slides last year uh it's put us at 58% stay after 43 uh so they did a really fantastic job um we do see a dip um in you know fourth fifth and sixth grade and then it starts to come back up a little bit 7 and we'll go over that um in math it's pretty pretty similar it's actually the same exact proficiency rate for the elementary 58% again above the state average um and then we do again see the dip through four five and six and then an increase again instead then we go by grade so now we're looking at just eer honsen Elementry like I said they had an amazing uh increase they went up 24% from what
052our percentage was in 2023 be at 63% they did a really fantastic job over there um you know they're getting our students really prepared and now our job is to make sure that we're keeping them there and growing them as they go to that's for ELA math up 19% in 2023 to be at 54% again above State average um just some really great things going on over at Hansen some really great jumps looking at marbletown like I said they've already been at a really high level they're doing a great job of maintaining that year after year 54% um again above State average for them for ELA as well and then 61% for math um and then I should have went over this earlier but there's four performance levels that the state have has one two
053three and four they're color coded here so you can see where we're at level one level two level three and level four um but that'll stay consistent looking at some historical Trends uh in 2023 we're 48% we're up to 58% um for third grade overall we saw a 10% increase in proficiency as a district so again Marvel toown maintained where they were and K Hansen made that great jump so we saw a 10% increase overall Matthew saw a similar increase 8% we've been pretty consistent at 50% the last two two three three years ago and two years ago jumped up 1550 yeah some really great work from the elementary buildings um fourth grade uh at the intermediate level four five and six here's where our proficiency rates are 24 33 and 11 um obviously not
054where we want to be soad of being very open and honest about where we're at right now focus of the district well improving tours fourth grade Trends um keep in mind here you're not really comparing Apples to Apples here because it's a different group of kids right so these third graders or these fourth graders here are now fifth graders um so it's a different group of kids here we'll compare apples to apples slides when get but um you know we were at 27% went up the 50% drop 24% obviously something we need to work on um we've been doing a lot of work analyzing the State Testing reports to see what areas we're struggling in um as as hard just as working with our building um to come up with plans and instructional practices that
055will so that's fifth grade now for ELA we were at 17% for the two previous years jumped up to 33% a 16% increase U last year great and then sixth grade seen a pretty steady decline there the last couple years um again this is obviously one of our major areas of concern we have to figure out and we're working on that um looking at math fourth grade fifth grade sixth grade 34% 28% 24% fourth grade here's the trends here right 22% up to 42 down to 34 so it's been a little up and down um this is where our hope we're we're looking for our new math curriculum to really uh make some big improvements fifth grade here we saw a 14% increase year over- year so here we've seen the opposite Trend right 8%
05614% 28% um so we're hoping we can continue that Trend keep increasing double digits every year uh sixth grade 29% 32% 24% um not a whole lot the numbers are the numb so keep the moving uh then we hit the junior high Ela seventh grade was 30% 8th grade was 43% the ELA Trends uh went from 32% to 29% 8ighth grade went up 4% from 39 to 43 then we get to the math uh we've done a better job in math that we have in reading so we're at 38% and 43% proficiency for math you know stayed pretty consistent year-over-year here only 1% difference in seventh grade math and then eighth grade math we saw an 18% increase here uh the one thing to keep in mind with the eighth grade math is that this
057does not include our algebra students our Advanced students who take the read exam they don't take the three grade testing um so our our highest students don't actually take so but a good increase so that was comparing apples to oranges because they were different kids this chart shows us the Apples to Apples comparison right so this was our our third grade class last year for ELA we were at 58% when we take the test this year it'll go here right so this was fourth grade here's where they were in third grade so you can see when when these classes were in third grade this is where our percentages are right theyve stayed pretty consistent like I said our elementary buildings have done a pretty good job um of getting our students ready and then we
058hit the Intermediate School fourth grade we start to see a little bit of dip and then uh the trend continues and then for the most part we see an increase again as we hit any questions on this chart just looking at this clearly there seems to be a CO impact right I mean you see that the the score is pretty much cring as soon as Co hits yeah yeah and as soon soon as as soon as we come back from covid the first year back not as many kids tested which might be another factor into that but um overall as a district our our refusal rate is is very low compar to other districts in the area so um the the data we tend to have is more more valid than a lot of other
059places um again it's a trend it's something that we've identified and and we're working to fix and then here's the same Trend report for the math um overall as a district we do tend to do better in math than we have in in ela so far um but a pretty similar Trend right our third grade groups are doing pretty well when we hit fourth grade and we start to slide a little bit and then we start to increase again um you know as we hit seventh and eighth grade you can see it as you move along so we'll continue to update this chart every year as the information comes in the blocks is that are read were Old State tests it doesn't recommend we compare to that that's math and then we go to Rance
060exams so uh the first set of read exam scores are only from the June uh testing window um and only for our high school students so it doesn't include round out students who could educated at B's or in out of District placement um it's just our high school students um those are the ones that we actually have the most impact on um so it's the most valid information on how we're doing the district uh algebra uh 37% proficient 110 students were tested the newer readence exams have five levels one two three four five some of the older ones that haven't been updated yet only still have four so you'll see that at the top of each chart algebra has been identified obviously as an area of concern for us M Toro has been working with
061her uh building leadership team and with her her math department on identifying any issues um and working to couple hand sh does that 110 include the eighth graders that does not the there's a slide later that Sil guard District that my question yeah the the eth grade was 100% um Algebra 2 93% proficient 43% 43 students tested so you can see here 21% of our students scored at a level five which is fantastic U so our Algebra 2 did a really good job geometry 63% e72 Alex for the Regions exam provision is 65 yes does it count to 55 if their student has the ability to get just is not it's not it's all living envirment at 70 chemistry was 70 good signs to 66 and we do have a chart that shows year over
062year our Trends there as well physics 13% um that's obviously another area of concern for us um you're working to identify issues and solutions Global 72% one all right so here's the trend this chart is as it says up top it includes the August January and June administrations and out of District students so those students that I said before um that are res residents of Rond out and our responsibility educationally but go to other placements they're all included in this report because that's what the state for our state report card data um so here's the trends you know the number of students tested the proficiency rate all the way through to this current year so when you include the eighth graders we're at 4 all the district um and that it's got two stars uh
063because that's the first administration of the new Algebra test so you can see um know no I'm sorry because this was a new administration of a test this is the the old exam Administration in January from January and August um Algebra 2 we went from 87% to 93 saw a drop in Geometry from 84 to 63 um 73 to 69 for English English um Global went from 84 to 69 US History went up from 76 80 earth science went from 68 to 63 living environment stayed pretty consistent 69 to 70 chemistry went from 82 to 71 and then physics 32 to 13 so again just like uh some of the other scores there are obviously some areas of concern there that we've identified and that Miss toak missuso um have all been working to um
064identify what happened looking at the state reports to identify gaps and the item analysis and all those fun reports but working looking at our chronic absenteeism and discipline data our chronic absenteeism Trends have gone down they've basically gone down every year since we returned from covid so chronic absenteeism is being absent 10% for more of enrolled days generally if a student's been here for the entire year it means they've missed at least 18 days or more of school um so 24% is our district chronic absenteeism rate um our high school went from 32 to 27% which is great um our Junior High went from 26 to 23 intermediate school did see a slight uptick from 20 to 24 um for hongon made a a good drop and mobile toown made a drop from 22 25
065to 22% so these are just the number of all the students in the building um and these only don't include the kindergarten we ask our question Mr D pleas um the number of students that are cly absent we've made good progress reducing our absenteeism rates obviously we're always working on that um because being in schools obviously very important to being successful our suspension Trends so this is our enrollment the number of ISS number of students who had ISS the number of ISS days the number of OSS students and the number of OSS days um again for the most part we've seen a decrease in in a lot of areas um over the last couple years which is good working on our restorative practices has helped with that uh some of these numbers do get inflated
066if you have a suspension earlier in the year it's the long-term suspension I just can't read it so can you see what the columns are again so what is700 it's right there total enrollment for the district total enrollment for the district right so the top column is the district total enrollment the number of students had ISS so 51 students were given ISS throughout the school year yeah y of those 51 students they set an ISS for 74 days total 81 students were given out of school suspension uh for a total of 413 days questions about that the out of school suspension keeps going down right so it's am I reading that correctly for the most part yeah in a lot of in a lot of the buildings add of school suspension numbers have and again
067those that's one of those ones like I was saying it does get a little tricky if you get a kid who gets suspended you know for a long-term suspension early on in the year that's 180 days or so 160 days whatever it is you know you make your numbers go up quite a bit for once all right uh we have a slide here from the national student C Clearing House the national student clearing house partners with educational institutions throughout the country track college and Workforce data so they send us a report every year on where our students um who graduated from the year before where they are um so this information is from 2023 the graduating class of 2023 it's just one slide all right so the top line here is telling us um that
06860% of our students have gone on the college and then it's just a breakdown of fouryear schools and two-year schools there are other slides that we can share with you um but we wanted to keep this as brief as possible after multiple presentations so um but so 60% of the the 2023 class did go on to college um and there's the breakdown of foure schoolers and 60% went on to College correct do they count um prade schools or is it just to year four this is this is just two-e and four we do have other information on trade school Workforce um in state and out of state so they do provide a bunch of different slides military and things like that correct we wanted to include a slide from our senior exit survey from last
069year so this is the class of 2024 this is where they identified they self-identified what their plans are moving forward um this is not the whole class it's just the students who did respond to the survey so 46% said they were going on to a four-year College 20% said they were going to a two-year college and then here's the breakdown of vocational at tech school joining the military working full or part-time appren the ships and unsure so we are tracking that data we are working to uh you know highlight and promote a lot of Trades and and other Workforce opportunities for students along with all the work we do with our college career but there was only five responses for those for the work full time yeah there were 70 responses total um yeah five
070five five and five were going for work 7 any questions for Alex before we move into the next item under superintendent update with superintendent gos I just have unless there's other so I have a comment from a personal perspective I really appreciate the transparen so thank you right bringing the data to the table um I think using these data now as kind of a guide of where we need to go is the reason why this needs to be visible right we don't want this to be hidden I think as a district this is going to help us um also I think it it conveys the reason Paul why you're here right what we loved about you when we hired you was your ability to imp change in your prior District um push for academic gains
071academic improvements um so I'm personally first of all like I said happy to see this but also very confident in you to help us get to where we need to and I don't know if anyone else and this will be available for Community to to look at view we put on our website I mean all these data are publicly available anyway if you just se you know search for Ronda Valley School District but yeah we're streaming them right and recording yeah yeah yeah so it should be available to watch at anytime you can watch the full presentation um it's also available on you or York St thank you and you know with with data we want to make day driven decisions and that's why our my superintendent goal is is focused on data but the
072first thing kids have to feel safe in the classroom if kids feel safe and secure we feel like they're going to perform in the classroom so the first goal uh that I present to the board is is safety Implement our comprehensive safety plan that we already have and just implemented with Fidelity uh we are adding an additional SRO that has been added to our contract and that that person that that additional SRO will be starting in November we put an RFP for addition of armed security guards so we anticipate to having two armed security guards in our two elementary schools that RFP has is going to be sent out next week uh we are creating channels for reporting safety concerns uh through programs like stop it and and gagle and we're going to improve the
073physical security of all of our school buildings to prevent unauthorized access through our Capital Improvement project so our first goal is going to be focus on safety and then we're going to focus on you know high quality teaching and learning we're gonna we're going to focus on academics and right now our reality is that 33% of our students are meeting proficiency uh in grades three through eight according to the ELA State assessment or our goal this year we want some growth so we're going to shoot for 40% of our students in grades 3 to8 to meet proficiency on the 25 Ela State assessment we have a math goal too our reality is 37% of our students uh in grades 3 through eight are meeting proficiency according to the 24 math State assessment where our goal
074this year is going to be 42% of our students grades 3 through eight when we proficiency on the 25 um State assessment how are we going to get there you know what's our action plan you know we're going to analyze our fast bridge data that's up predictive it's a formative assessment it's going to tell us uh what student strengths and weaknesses are and from those strengths and weaknesses we're going to put students in intervention programs uh like our AIS interventions we have a uh Universal Design for Learning it's our school and uh framework how our 21st century classroom should look like sound like and feel like we've had professional development on that during our superintendent conference day so we have high quality teaching and learning going on each and every day through a a a
075systemwide framework we have the writing Revolution going on with with ongoing pdu through our instru coaches again we we've been talking about this endlessly with a new math program in K through 6 with Envision PD's been going on and being roll roll out with Fidelity and then focusing on Ela um getting a 21st century materials that are aligned to our state standards we have created a collaborative literacy committee a team of stakeholders at a meeting monthly again the F we got the new math materials this year our committee is going to be focused on getting the new Ela instru materials for the following year that the rig you know standards based and aligned to the 21st century Lear and then the third goal is to be FIS responsible you know financial management and res allocation
076is is pertinent imperative when you're dealing with uh public funds so we're going to oversee the development and execution of the District budget we're going to identify and secure alternative funding sources such as grants and Partnerships and then again we're going we have a big Capital project coming up we're going to show the capital project and a balanced budget uh is passed each year those are our my superintendent goals uh for this year any questions comments um can I ask um about the safety thing what stop it I can speak to stop it is a an anonymous kind of tip line hotline for uh students and to have access to after our support and assistance and uh Gaggle is a program that's going to be utilizing the Chromebooks to monitor uh student searches to look
077for searches of potential violence or self har um to alert us to try and help students prior to them committing an act that might preventable thank you I didn't know that so thank you for asking I think they look great it's I'm excited to have goals to look back on to progress monitor ourselves as a district see how we're doing and that will move you forward and the next update is a cell phone discussion so uh I guess we've seen out there that there's a lot of districts uh Banning cell phones and you know making it a priority that know we we all see the research and how cell phone usage uh could potentially be harmful to child's education not not only in that aspect but also socially and emotionally as well uh we started
078the year with cell phones implementing our code of conduct where we have in the code of conduct at page 23 and 39 about what we do with inappropriate use of Technology the high school we've been implementing the high school student agenda about their cell phone uh policy and you know after speaking with with some ad administrators and looking at at the data you know we find right now our stance of R out is right now we what what we're doing is working um we're implementing the code conduct with Fidelity there's only been one documented uh referral uh with a cell phone violation out of all four campuses um we've done our learning walks uh with board members with the ad administrative team uh we we're in there we're in the trenches we're in classrooms we're
079in the hallways we're in the cafeteria and we're not seeing it as a deterrent as a as of right now from our perspective are we having is so um I think I'm not at rondou and I'm not in the classrooms um I am a parent though and who does you know hear about the social media influence our kids are having whether or not it's happening in school or out of school I I can't speak to it I do think overall cell phones have a negative impact and as a par I do try to limit my own children's use of cell phones my kids back there right on it right now I told her look up pay attention um so I you know we do try as Parents try to monitor our students using cell phones
080um it does I think make it harder when other kids have access to cell phones and there they're out on the playground and and not always able to be monitored and they do have access to inappropriate content that's one of my big concerns I don't think we're able to police cell phones all day long I I'm just an education and I think it's very difficult for teachers to monitor it we've had a couple of inst that we that we do know of where teachers were unable to successfully monitor them I'm not blaming teachers I think it's very challenging as a teacher today to try to monitor the use of our cell phon the kids using and accessing their cell phones in in appropriate and inappropriate ways um so I would really really encourage the board
081to consider creating a districtwide cell phone policy we currently do not have one specifically it's building by building it's implemented um I can't speak to the implementation of it you I obviously I'm on the building like you were just saying it is you're saying being enforced I I don't know to what extent because really as a district we don't have a Coliseum so I think it fluctuates from building to building the the ability to use one cell phone if you're a student or access it and how it's being written up if it is being written up into referrals I don't know because that seems like it could be an exhausting task for a teacher TOS I don't know I just something to consider I I think that as a parent I would like the board
082to consider um having a conversation about a districtwide cell phone and banning it note I'd love to see us ban any other comments from board no I'm in agreement with you I know it's a big disruptor class has been in the past for a long time I maybe the policy at it we've been talking about it and I think it's Al any thoughts is this something that you think we should bring to policy or we bring to policy certainly other polies out there and it is in the code of conduct some type of cell phone um I don't remember what it I don't know what it says yeah but I remember there was there's points of it language just to your point so I hear what you're saying right but I do think we should
083not be pigeoning our our age groups of students all under the same right so I guess I'm worried if there's kind of a blanket rule across the board does that really make sense for like the high right where we have these young adults who eventually going to be out there they need to be taught how to ra the use certainty but I'm worried about it ban my person so just just to respond to that I think we should look at the schools that are doing it and instead of instead of just kind of making an assumption that older kids should have access to it because they're older and should be more responsible um I think we look to the teachers and schools that are Banning it because now we have a few examples of how
084it's going so we don't have to be the first one out there you see what our teachers in those in those instances they're saying is it having a positive impact on kids is it having a like let's look at the data is it having a positive impact on their grades um I I don't know that it will or that it won't but I think that there's enough schools out there that are doing it we we can look to them as a case study to see if it is having a positive impact and we can look at the different grade levels certainly there's no reason we couldn't do that so I I assume Al during the process right of of kind of looking into a policy that the policy committee will that any other comments thank
085you recommend motion be resolved that the Board of Education approves the consent agenda items 1 through 18 as presented I have a question uh question on number 14 discussion I'll make the motion I'll second any discussion discussion discussion on number 14 I wasn't sure what that was in regards to the Consultation Services agreement I didn't look I couldn't find the uh B um this is with wested which is the agency that we work with for the behavioral threat assessment to do tabletop trainings with each of the buildings with okay and the other one was number seven which I had respons and that's the agreement with New York University uh this program is regarding the cultural response of sustaining education and even though it is not a direct byproduct of critical race Theory while both approaches
086aim to address in equities and education they will overlap sometime in practice so where does this overlap occur one question I have uh I'm going to continue then I'll read address this this is a pilot program that we are spending nearly $20,000 to continue and New York University hopes to embed themselves in our district based on goal number three uh that Dr sparo talked about to be fiscally responsible for our community this does not include the amount of money that we are using to have substitutes in for teaching trainings therefore our students are losing valuable class Time by not having their regular teacher in class even though our district is somewhat diverse we do not have a high percentage of racial integration and this pilot program is designed to help districts that have a higher
087racial integration a better character characterization of this program should be a more diverse District presently we have uh based on information I found uh 83% white uh 8.2% Hispanic Latino 2.9% black and 2.3% Asian as board members we should determine the the direction of our district the shape of our district and the content area of our curriculum we should hold the key to determine how these various issues are addressed and not some University that has overtures of a political agenda attached to it plus the irony to all of this is that New York University was allowing anti-Semitism bias discrimination and they've just recently settled a lawsuit owe this anti-Semitism for an undisclosed amount of money also we should be very careful in how we present this material and how we treat students in this manner
088because it could violate title six of the Civil Rights Act of 1964 and the 14th Amendment so I'm asking the board members that we table this agreement so that we can evaluate and research this further or cut ties from this program all together my questions are so where and how does this program this uh overlap uh CR hyphen SE overlap with CRT where are we where are we being culturally irresponsive last year we cut a position I know was due to budget process so if we cut that position why is it so important what are the evaluations or reviews from last year's program um I'd like to address a lot of these things when we don't have an evaluation or a review from previous year I would like to see the reviews and hear from
089all the staff members that went through this program and diversity is not always just about race those are my questions uh table it right now to you guys and whenever we you know thought you looking for a response to any those questions well you know I don't want to put anybody under the rest but I mean if we're going to uh table L and I will certainly probably get those questions answered you would like to make a motion if there's anyone second that table it you make that I would like to make a motion to table us to forther uh evaluation research we have a second I'll second any discussion well I so I do I I think uh board members have the right to ask all of these questions but while we're asking these
090questions I also want to know um why it why it got started um because I I thought we were cited by New York state for something I can't remember exactly what it was I'm sorry right so um and that's why this started to try and um work through that so you know I think we need to also like look at it through that lens it didn't start for no reason but we also just learned that our suspension it's down it's going down so just to clarify don't I think we first need to address if we're going to table it right if there's a majority of board who wants to table it for further information if not the direction would be if if it sounds like J you may not vote for this in favor of

094to clarify that the contract is slightly different than what we've done in the past so this specific contract is not for the CRC training that we have been providing over the last few years this contract is specific to a training on a curriculum walkthrough tool that we would be able to use as part of our walkthroughs to look for representation in our resources and materials and so on for for our classrooms our schools what it looks like so it's a it's a training on a specific walkthrough tool it's not for the um the crsc training that we have a different but we're still taking teachers out of the class of rly training um and putting substitutes in the classroom the training is substantially less so the previous trainings have been six days this one is
095for a half day for each building for a small team of teachers it's it's just specific to this tool for a small team within each building to do a walk through through the buildings it's a it's a much um is this program associated with New York University yes it's a contract with that's I'm that because we had we had talked about this in the past about moving beyond the trainings and actually um doing something with our curriculum to ensure all of our students feel represented in the curriculum that we um are delivering um so I didn't know that I'm I'm actually excited to learn that I I respect your we're going to bring a university in here that's that's discriminated and biased against I'm more excited about the the process that's all I'm saying right

098identify you a teacher a student and that could include talking about specific scenario just be clear right we talking about an incident that happened with a class room that could end up pointing out something about another student so please use big uh language so that we're not in pointing or identifying any um individual so and I also would ask to um if you do give public comment to say your name clearly so that we can just write it down so with that is there any public comment tonight um hi I've never been to a meeting before so it's nice to meet you my name is Leah I'm also a former high school teacher in New York City years master in education I'm coming to this issue that I'm bringing up from a couple of angles
099um I am representing a group of parents who's become increasingly concerned about cell phone use in school um in this district and I think is wanting a clearer policy and a clearer approach that's based that includes at least and and communicates to us that it's taken into account the kinds of research that is out there including the effect on on test scores there is research showing that when students have cell phones in class they take fewer notes they retain less affects test scores so you know as a former teacher and someone who cares a lot about data I am sobered by these numbers in certain ways ESP the middle schoolers um and when I think about children in middle school with phones having the ability to both have their phone in their back pocket take
100notes retain information get a text from a friend that's about something personal I know on a gut level and I think a lot of us do that they probably can't handle all about it um as a teacher I know that former teacher I'm now in education in other ways I know it's very very hard to control students cell phone behaviors in class you cannot do it you're you're responsible for five million things and teachers know that it's a very very hard so to take one of these things off of their plates and be able to just make the assumption that every student is there without a device that actually all of us cannot resist adults included seems to be a support to learning a support to test scores a support to Social Development um I'm
101terrified of sending my child in this to to a school district that doesn't have a stronger s on this um personally I'm I really am you know we'll see if we can even do it on some level I I feel like kind of disappointed um in what I'm hearing today um so I just wanted to say that and for you all to know that there's a lot of parents who are free with me and that will will probably continue bringing this people and we'll really hope that we listen to and heard um and that that um we'll keep our children safe in this way um I think safety is not just locking the doors and having good Windows safety is um recognizing the emotional development of a particular age of a child and not assuming

103big part of how we live in this world and I completely agree Chris you said before about in are able to know how to use these tools when they get out in the good world but I think that we need to recognize that the amount of the amersy cell phones are doing just generally intense I also a comment about being in a class and trying to control it um it's impossible and you know I was looking at some I wasn't planning coming research and there was this quote that kept coming up in a number of the articles that I found and it said I wrote it down but essentially it said that get the kid cell phone and giving them a gram of cocaine and we hear this expression all the time that these phones
104are life and addiction and as an English teacher I love sys but I think that pulling a word light out of that is not really that over much that much of over cell phones are they give the kids an endorphin brush and when they're sitting in that classroom that phone vibrates in their pocket I don't care what kind of cellone policy you have they're going to get out work they want to see what's on that phone I've caught so many kids and I don't see I don't see 10 I don't see 90% I keep so many kids after I just got done tell thr away reaching for that pH because I want that rush and I really just think that if we're not going to consider a full out ban on this at least consider
105I think we're making a huge mistake at the expense of our students I'm quite frankly the fact that I feel like I'm fighting Upstream if we're going to be using my tax dollars to fund a uh an e Sports and I'm sorry that that just kind of concern I about cell phones and then the idea that we're potentially going to be using tax dollars to build such a facilities that's obviously a separate discussion but I would really encourage to at least start looking at data I'm really excited by fact other districts in the region are doing this because it's really hard to to be the first do so you know we've got other schools that are being with any pigs on this I we need to watch what they're doing but I really want to
106encourage um and one other comment I I just think with all due respect to to the idea that you know at the high school perhaps we need to start leing them back on our C to prepare them for life you know beyond school um I really do struggle with that I don't think that having those kids without a cell phone for 7 and half hours a day isend being able to use effectively once they get college and I could be but um I just don't see that as as good I just think it's such a distraction they can come focus without that s half hours I think this massive I really do so in some I really just appreciate I appreciate the opportunity to talk to you guys about it and I really would encourage
107the look really seriously I consider thank you for coming my name is Alicia Palmer and I'd like to preface this comment by saying that I believe that I'm in the minority of parents who do not allow their 12y old have keeping it that way for as long as I possibly 10 and I know that my circumstances what okay um I know that my circumstances are a little bit different than everybody else do but my concern is by proposing a full out ban there are a lot of people who could be in support of this however I think that we are not taking into account the population of parents who are adamant about their child having a cell phone in their pocket I think that it will cause a lot of conflict between parents and the
108district and the administration SCH buildings I think I canly on the fact that we want to limit or eliminate students using their cell phones during the school day and there are policies in place in different buildings which I think is necessary because taking the age of our consideration is a huge deal I believe that what's going on right now at least within the Middle School building is that cell phones are not permitted to be used and there are also processes like the smart pass which is now being implemented where it's limiting the amount of time that a student and the number of students to be out of the classroom to potentially be using their cell phones so before putting forth a pullout ban or considering what other districts are doing in terms of purchasing pouches
109and other things that would be signicant L costing our district I would like to see more of an understanding of what is actually going on within each of our buildings what our current policies actually are and whether or not they are working and what can be done to hold Administration teachers and parents accountable for the use of cell phones inside the building and outside this is a different issue um my name is Iris Marie Mo and I was here in August with several other community members including graduate s Lama who is a student here um and recycling coordinator Marvel toown and it's my understanding that I can thank the board for putting in the dishwashers for all the school so I just wanted to give a big thank you and for anyone that didn't hear
110why that's so important I won't say as much as we all did last time around but basically all the students currently can go from kindergarten high school graduate without ever seeing a reusable spoon and now that's going to change and we provided some information about how to get the reusable Cutlery trays and other items for free through BR so it's just the dishwashers and the design that has to happen um and we just really think it's great that it's a positive environmental step it's positive educational step and by reducing all that plastic uh the cutlery you're preventing some of these conditions that are linked with plastic using plastic consumption and plastic constru uh production including fertility issues early puberty low birth way obesity diabetes immune system impacts cardiovascular respiratory Pro uh problems certain cancers and
111neurological and behavioral issues I don't know if any of you have seen the film class people but it shows the scientists that are looking at tissue in our brains and other parts of our bodies and actual plastic particles are in our brains are in our blood I mean it's very disturbing to see that so by reduc there be a massive reduction of the plastic trash that's created in the school system and it's also a climate plus because 4% of the climate costs in your in alter county is from transporting all this heavy stuff hundreds of miles by truck to the landfill so it's going to reduce that and it'll save money you using to your years hopefully and music to my ears as a taxpayer um year after year those savings will in us so
112I'm correct I can thank you for that right so clarify our so it is in the capital project referendum that obviously needs to be approvement before it's official that we can go ahead and purpose but yes we are planning for it and looking forward hopefully that and just in case you didn't see it I couldn't send it to the board members FL but there was reusables at schools um and Sid also go to love the ERS so there's a lot of enthusiasm and appreciation I like that's what I'm talking about that's what convinced us will be some job opening all right thank you very thank you uh any other public comment uh my name is I'd like to offer a student perspective on cell phone usage we have seen through clinical study that cell phones
113are addictive for everyone children of all ages that includes you Mr um so and I wasn't online was I been here and from uh at least from Apple's screen time which many people have ONN we can see that the average screen time of adults over 20 per week is about 10 hours a day especially for younger children they're going imprint off that behavior if they have a cell phone so they're going to spend as much time they see their parents doing it if not more uh but once we get to the high school level uh students uh sorry once we get to the high school level students uh begin to see a cell phone as a regular aspect of their daily life uh and because they are addictive it means that if you're going to
114remove fully you have to as you would with any addiction treatment or counseling supplemented with a separate stimuli that provides growth and change whether that's a knowledge of how to properly use the cell phone in the future or just a an initiative to find other things that students can do if they need to pass time or if they need to have a stimulus you cannot simply remove everything we see in Kingston with the uh with the Yugo pouches that they're using students within a day of receiving theirs found a way to open them and a way to use their phone during school hours uh as somebody who has friends in Kingston I know that cell phone usage is not necessarily down because many students just bring the tools that they need to open these pouches
115into school without damaging them and use their cell phones whenever they think there aren't they aren't being wered and so if we were to fully ban cell phones we would see students doing the same and because they would have these dissenting feelings they would end up spending a portion of the time that they would on their cell phones to finding alternate ways to at be on thank you um Margaret uh I'm a parent I've had three students come through this school district one is now 34 one is 23 and one will be graduating this year I hope that's not much the oldest one your own children identify your own children so the oldest one was the first to had a cell phone and got it at 16 and texted to let us know locations Post
116sports returning home and we had to pay for every single letter that he texted so things have changed quite a bit since that process began and both my husband and I are very strong Advocates of communication with our children and role model modeling appropriate behavior that said each child has had different climates in school the oldest never had a lock down drill and unfortunately the youngest has many and also most kids these days have that fear we know that anxiety is growing with or without cell phones because of the climate of the country so there are pieces of this that's really important particularly in high school when you have kids who were in middle school when Co hit and they went from having no technology generally to relying on technology for education so the current
117program that exists here in the high school that's in the handbook is in my opinion having been an educated for 25 years I think is probably one of the best compromises very well researched when it was implemented that there's a portion of the class that it it's allowed for beginning or Transitions and then not and that does give teachers a little bit more responsibility but it in my perspective it also gives the kids who went from all to you know from nothing to all the opportunity to learn from the adults how to properly use that so that when they do get out there in the real world which they're in now that can accommodate th those needs I personally cell phone because I forget things and that happens and it helps me track things I
118also know that a safety issue when kids have health issues or you know something happens and they need to be in touch and there are a lot of kids who have anxieties who you know in between classes might need to share something get it off their chest clear their head move off that is important it's not the way I lived but this is not the world I grew up in either and I think we have have to respect the fact that it is part of unfortunately I agree with you Doug it's most of them have in the back pocket used to be other things in the back pocket but it it is important age appropriate I heard someone say and I heard one of the board members say it that's imperative and I think that
119that's where the the disconnect may be happening I understand not having a kindergartener have a phone I agree my kids didn't have them until they were uh teenagers driving is really when it happened because we needed to know where they were and communicating the event of an accident it does reduce paper the kids use them sometimes in various clubs and activities so that they can play I forget there's a few different things not just games but you know communicate or you know respond to a teacher so that the teacher knows they all had the information that doesn't always happen on a Chromebook there's certain program certain clubs that they're able to use that for it it there is a lot of research that's been done I think you stated it I won't restate it you
120did a great job and I think as parents it's our responsibility the school can set parameters within the school but we are the ones who have to role model appropriate cell phone usage and communication I can tell you also with the older two had I not had a cell phone currently I I wouldn't have the same communication that I do so you know it's it's easier for them to test and send me some confirmation of what's going on than picking up the phone it's a world change it's a life change but it it's here it's not coming it's here so just like we allow the littles to do certain things and they grow into it I agree that the and I I heard you reflect that too so I think that there's an opportunity for

124I became involved in the district last year as the Director of Middle School play I'm bringing the Arts back to that age group um and for me um I think that it's very important that we think about cell phone and technology and our mve toward um a hyper technological world uh when even a lot of the learning is happening in Chromebooks on Google Classroom um that you know we had cars for a long time before we all got used to having seat belts and when I think about the school environment I think about it as a safe space where we need to protect learning at all costs and create a distraction free environment and putting that in the hands of each student to be responsible for putting it in the hands of each teacher to
125be responsible for is shering our responsibility as a community to create the safe space that kids need to show up and learn and if we look at the numbers I mean I didn't know that I was going to see these proficiency numbers tonight that were just shocking to me I mean I did not have any idea that so many of the students in the Middle School are not proficient in in English and math and you know my daughter who's in the sixth grade has told me that she's one of very few of her classmates who doesn't have a cell phone you know so what I do to protect my daughter from social media is that she doesn't have a cell phone but when all of her friends have a cell phone and they're texting and
126you know the the um the police were called to the Middle School this year because there was an incident which is part of the reason why some of us are here because when I heard that the police were called because of a Snapchat group chat that was going around that a school shooter was going to come next to R out oh it's just a joke it's just from you know that went around the school my daughter came home off the bus that day and said somebody told me that there was going to be a shooter coming for school today you know and she doesn't have social media she doesn't have a cell phone but she was impacted because the students around her had access to their cell phones so when I hear that the policy
127is working I feel like you're not really seeing the way that it's impacting the kids especially at the middle school level and I understand that things change as students get older that there needs to be personal responsibility for use of Technology however what I hear when you look at like a district like scoary New York where they baned cell phones in 2022 um the superintendent of that District spoke about how the board was hesitant the parents didn't think it would work the students didn't want it to happen but he felt coming from a psycholog he had a background as a school psychologist a superintendent that it was vital for the mental health of those students so they enacted the ban two years ago and now he has glowing reviews about the culture in the school
128so yes there's going to be a problem adjusting there's going to be difficulty in implementing anything as drastic as a band but we all need to get used to wearing the sea you know we have to adjust to change we can't just accept the world as it is if it's taking our students to 18% 11% you know if they're have you seen what they're texting they don't even use complete sentences everything is like threel this is not helping them learn they need to be writing with their hand on a piece of paper to learn how to form thoughts I mean there is research about what happens when you put pen to paper it's very different than when you type in and so you know as a district we need to address that our youth are

130about anti-Semitism that's happening on that campus I think we should worry about the anti happen on our campus thank you any other coms U Peter Nelson I'm the deputy District chief of the acro bar District um and uh here because I wanted to talk about the 466 real property tax law and I'm not going to say very much about it because I have spoken at the board before about this and I did meet with the budget committee and so I I first and foremost want to thank them for very um productive meeting I felt about understanding the importance of this law and the importance of adopting this law to be a fire service in this community that responds to this District um and and you volunteer ambulance to the firefighter to respond to this district
131and I just want to reinforce that we are entirely dependent on the uh the volunteer firefighters at volunteer ambulance EMS in this in this District to respond to calls here and throughout the district and so I just wanted to um I believe this is going to come up and so I'm not going to say much more about it but I just wanted to thank you for the consideration this and just stress how important it is to uh to recruit and retain uh the the members that we have because unfortunately there are a lot of them that look like me with white hair and U to come here the middle of the night which we did a couple week to B Up on the Roof uh to look for something is um I just want to

137the walkthroughs and I know I know everyone's really busy but maybe just you know try to carve one out maybe in a semester or a quarter and just kind of like see what's really going on SCH love to have as many board members there as possible great thank you P I'm going to jump over to Dawn now so we can speak about the designations Nel wants to leave um so so um Mr Nelson came to our budget committee and um uh item 466 real property tax law is a law that gives um volunteer firefighters first aers um that whole group of people a discount on their school tax um this discount on their school taxes it would be approximately a hundred volunteers give or take we're hoping that they get so many from this that
138you know we have to talk about how many people they have but um it's just another tool for them to have um to get volunteers there is a a criteria to it you have to be an active member and and they have to submit that each year um so with that being said um Nicole uh crunched some numbers and for if your home is valued at $331,000 it would be an increase of about $5 on your taxes if we allowed um the firefighting team the first aid squads those volunteers that are so vital to our community um the ability to get a discount on their school taxes so I would like to ask the board if they would be willing to um pass a motion because we would need to set up a I'm going
139to forget what it's called Debbie public a public hearing um and we need to do it um um 30 days prior to the next board meeting so then we can vote and then it can be in place by the first of the year so our volunteers would get this ability for this reduction or discount on their school taxes for um I think it's the it's the 2026 2026 school year 2026 so yeah so it wouldn't happen this may it would happen the following year isn't it also you did explain that uh each EMS each fire would come and present award you already have right with the people that that will be getting yeah is okay to speak please there there's um the fire department would have to create their own standard of what an active
140member is um it would be different for Accord than it would be for crypto because we have more calls more members um and we don't do first aid calls for other departments do so they have a so we couldn't do so in AC we have established member criteria that people will have to meet by the end of the year in order to be qualified to that list of people would be submitted to aler Emergency Management and then it go through management to the real property office and then back to the Assessor is the way it would work thank you thank you so I think what we need now it's not a formal goote we just need um some kind of concept if the board is is in agreement with this with this um it would

14824 year what that basically means is that over 75% of our teams um were scholar athletes which means that the majority of them had over a 90% GP so that was so that's the pl um the second thing uh is I I'm glad that Al is looking at policies for the cell phones and everything and we know that it's always been a struggle but it doesn't have to be an allout fan put it and with this an expense of a of the the pock and stuff um as the one student said it it students find a way um I'm in a district where we did not ban them but they are not there're we have very very tight specific policies that are now have happened and I have had zero issues I am in a
149high school none of the teachers have had any issues because it's also about that just you know you set the tone and and it's about the culture in the classroom so where I know it can be difficult it can also be easy so I think to label it that teachers that it's impossible for teachers I you know I don't think that that's an accurate um piece of information if we're going to look at schools that have banned it for research I think we need to also look at schools that didn't ban them but have the type policies that don't have the issues great thanks um so I actually I only had this one update um because I think a lot of you kind of covered some of the others in the community did as well
150when they were speaking um last night our coach the semone hit her 300th win yay so really impressive he has done an amazing job program that's a huge amount of time not just on the pop right being paid but she puts a lot of volunteer hours in developing the athletes from as young as kindergarten well supposed to be first grade but she allowed my kindergarten to Jo um really just is dedicated committed to our program and I think you all see how successful the field Bing program is they went to States I think three years ago um they always win section nine um make it to Regionals they have a really good chance Bas as on the team I do think you all have a really good chance of making HS this year um but
