tonight's revise December 13 2022 meeting agenda as presented any discussion all those in favor any opposed promotion counties Dr Morgan did you okay first on the agenda we have a representative of our audit very good thank you very much good evening my name is Thomas Kennedy I'm a partner with the CPA firm rpt CPAs I don't think I'm here to present the audit report we were able to file the audience report on November 15th timely so this way the school district did not experience any delays in the state aid which was what you were going for right but I have two documents that I've previously provided uh and I'll just call very high level about the audit has concluded uh again it was Cloud materials were award report and he wanted a financial statement he

audited financial statement is based on 70k page that's what it looks like a great read it audit opinion which I'll take this moment to say we've issued an unmodified opinion strange terminology it just means the Auditors create that the financial statements are in Conformity good yet in the financial statements they also import rates Management's discussion and Analysis many DNA kind of like the high level analysis of the year and there's something called government-wide financial statements includes all the assets things like Capital assets other post-employment benefits some of these are Big Numbers uh and then what we call the fund level of financial so these are the these are the funds that basically District management Personnel operate with and running the district throughout the year notes to the financial statements we also also issue something called

a single audit opinion and the single audit opinion is any particularly in this past year for the new Esser and the gear and all the article money that came in we're required to audit those funds to make sure that they were used in accordance with what they for the appropriate and we found that to be the case lastly uh there's um other reports on internal controls that's required by government auditing standards and we issue several comments or Improvement intense of that matter uh if I may I just speak briefly about the general fund the general fund of the district is basically the operating component of the district and budget versus actual and I'll just give you some high level numbers here this past year the district had budgeted for about 66.7 million this piece of

amount of funds um and what was actually received was 65.2 or negative variance with now poorly and again looking at actual to final budgeted expenditures were expected to approximately 67.6 million and the actual amount of expenditures with much less of 61 or 6.3 million less so that's more of a favorable event a favorable variance if you will and then that led to revenue greater than expenditures of about 4.9 million of which four and a half is used for Debt Service which is something that uh through the gorgeous to make sure it's people paid time the other thing that I'd like to talk about with respect to general fund happens to deal with the fund balances right because you take your Revenue less your expenditures buy fund and then you derive what your fund balance is

are so the district had ending fund balances 32 million which was restricted district and it was certainly sort of a significant number of projects other way five million was assigned primarily for Debt Service we simply too what was paid this year 4.5 and the remaining unassigned fund balance that with piece of assigned when you group them together the state requires the school districts in New York state should come under four percent uh they're the only school districts so the only ones subject to this meanwhile towns Villages counties all preferred to be somewhere between five and fifteen percent stated is very clear they want you to keep them under that four percent and it was it was approximately three and a half percent so those are the high level pieces that I wanted to share on

the financial statements again takeaways are unmodified opinion Auditor's clear opinion the federal funds and the single audit was conducted with no findings relating to question costs or anything like that so that's very assuring and then lastly we have if you have any questions okay so we issued something called the board report to report every year and we have certain required Communications that will only have the opportunity to speak like this uh I should share with you our responsibilities as Auditors are performing a lot of influences but it's professional audit standards and then audit report this year was expanded to three pages from two but at the end of the day it's really highlighting what those responsibilities are we'd have to inform you if there were any significant or unusual transactions and we noted nothing we

also evaluate the accounting policies of the district for conforming with gas standards for government accounting standards for the standards they're the ones that essentially paid for and we also provide a summary of audit adjustments to share it with Alyssa and Deb um we're not aware of any uncorrected misstatements and we encountered those disagreements we've had and I'd certainly like to thank the Alyssa and her team the courtesies extended to US during the night uh We've set separately communicated findings that are more of management suggestions which are included in this document at this point but I'm sure and I think that concludes what I wanted to share with you this evening uh certainly if there are any questions I'd be happier if you have any questions thank you very much I think it was a very

thorough and and pleasure where is that was a pleasurable experience right for as artists go thank you thank you very much yes very much have a great evening thank you so much oh yes foreign any discussion all those in favor any opposed motion carries uh next item uh MOA with the Rhonda Valley Federation of teachers School related professionals uh recommended emotion board approve the Moa buying between the Board of Education um and the Randolph Valley Federation and teachers uh School related professionals as presented comment promotion second any discussion always a favor any opposed motion countries uh next item is an MOA with the CSEA um we're recommended motions that the Board of Education proved the Moa buying community board of education um and around about those Central school district and the CSEA as presented promotion

feels like any discussion all those in favor any opposed motion carries and one more um MOA uh recommendation Board of Education improve the memorandum agreement by in between the Board of Education and the rent out uh Valley Central School District is presented um any opposed motion carries very good thank you okay so I have a second reading and Adoption of policy 1740 in relationships with non-public schools recommended motion at the Board of Education approved the second reading and Adoption of policy 1740 relationship with non-public schools as presented congratulations any discussion all those in favor any opposed Roshan carries recommended most of the Board of Education except warrants number 11 12 13 and 14 as presented any discussion all those in favor any opposed motion patterns recommend to motion the Board of Education accept the minutes

of the November 15 2022 board meeting as presented I'll make the motion any discussion all those in favor any opposed motion carries public comments does anyone have a comments yes please start coming up my name is education 50 years ago well of course what I've come here about is the power station [Music] s okay or is it a generation powered by gasoline or how how are we doing that um that's a great question but you're sure you can answer it yeah uh it's a combination where we're working with Central Hudson uh the tie-in to the grid uh but we're also working with our Architects and Engineers um to possibly do some uh self-generation of power either solar or some other mechanism but but the majority of it will be through Italian with on the on

the grid um correct yes it's going to be power storage on site wherever this is in the batteries the bus riders correct yeah I was just wondering about that because uh so many stations that they're putting together a Runway you know generators using uh so I just want to make sure and uh the other thing is it's pretty interesting in the price of buses okay [Music] that's more money than the average home experience in the district individual homes where there's a development down there they probably run around 250 000. thousand dollars a piece it's pretty expensive so you know I've just let you make the point of that you know I don't know is there anything you can do it seems like we're getting a good deal but my concern is like five years down

when these buses to turn back over to uh student one what happens at that point you know you get an increase in taxes you know what happened today anybody thought of what's going to happen at that time so we can definitely make sure that we have a presentation about the long-term plan on that but um we don't typically answer um questions during public comment okay well that would be a concern of mine five years from now what what's going to be together oh Monday five years ago but you know it's just seems like you should have more information on what's going on there is a state law requiring school districts to move to electric buses by 2027. a whole blessed purchase need to be electric by 2027 by 2035 um the entire fleet needs to

be elected so it's a it's a new state law it's amazing because you know if you use a propane that's probably insane none of them state laws but that's the main thing now for granted for but they're coming down okay the other thing I have is is something you retained to the president of the board and uh this was a couple meetings ago when we had the uh thing on the royalty elections okay and then now we had the queen we're thinking about it being a past president member of the board those members and things have changed but you know I wonder why you made that decision and not before the superintendent school as a principal or somebody like that you know it handles it day by day operations you know I realized you were

the president of the board but you know I just questioned that um and I would be happy to answer that what I stated was I take full responsibility for the decision that was made and that everyone should take it as my decision and that if they were going to be upset to be upset with me because I didn't want the students or the parents being upset with the staff with the students or with any people involved in the decision because all that they were doing was trying to do it was for our students and people were very upset and I wanted the anger appointed at me as opposed to um the people that work with our students and our staff day in and day you know what day that you made a decision well I

did recommend But ultimately it was um a decision that was made and I take full responsibility for the decision if anyone's upset if ever if you're happy about it it is everyone in the room that did a great job if you're unhappy blame me what we did thank you I just want to make sure that we're here for the staff the way I came across that you made the decision and you know I was wondering why you were getting involved in the day by day things yes well both the principal and the superintendent did their job yeah foreign okay student board members um High School our high school had our club Fair last week during lunch periods that were with student and advisor right here outside of the cafeteria to allow students to explore a

variety of extracurricular activities and offered in our high school our high school chapter of the National Honor Society is also having a Giving Tree in our building so it's possible please send your students into school with mittens School of scars and hats for the event all the donated items are going to be given to the family of Woodstock our NHS is also hosting a holiday gift wrapping event on Thursday December 27th we charge from 2 30 to 4 30 so if you need or want gifts to be wrapped please drop them off at high school welcome center and our high school human rights Club had a guest speaker of the week early on the last week to speak on for our discussions about Mental Health social justice um tomorrow after school I suppose building hosting

Wellness Wednesday but James lets students leave compress and relax or take a break from school last year's response they received a lot of great feedback so we hope to have the same time starting tomorrow to Thursday is our annual hallway decorating contest between the classes so if you get a chance to visit the high school the competition will be quite peers and then lastly next week is our holiday school spirit week and that is my important thank you yeah come check out the 500 right now tonight we've got some math fans the 400 way is going to look pretty great as well um towards our company channels students are across students yeah I love healthy competition administrator uh Chris friends Mr Francis you have um a report from us yeah hi everybody Freeman doesn't know

my name is frenza I'm director of technology I wanted to give an update on the technology department and some of the things that we've been doing I haven't spoken to you guys in about a year so just to update you and then also give you an update on some cyber security stuff um today uh board members were presented with their tokens um and the purpose of that is so that we can enact multi-factor authentication on their accounts um to to make it work uh when you are asked to be given to give a code you press the button on the token it'll present you with a six digit number you'll import input that into where it's asking you for the for the code and then um you'll be able to gain access to school um

materials so this will only be used when you're at home uh when you're in school on the school network that will not ask you for an authentication um and this is a second form of authenticating who you are that you're the rightful owner of the account to try and prevent uh the hacking of your account at this point about 99 of our employees are now on MFA on perhaps they were the first school uh in the county to have completed this project all the other schools are working on um but we jumped on it last year and are and starting in February and we've been working through it um you are actually my last group to get on is to go to bed if you have any problems with your multi-factor authentication please feel free

to contact me immediately and we will get you um on the right path so some of the things the last time I spoke to you we were working oh I'm sorry that's okay there's several board members who are out yeah we're going to make a plan with that to get to that we won't we won't turn them on until we do that I took care of my spirit this morning okay um so last time I spoke to you we were talking about uh smart schools bond that we were going for for the Emergency communication system which was the new phone system I just wanted to give you an update of where we are we were approved for the bond and we began purchasing um items however because of the shipping delays and uh the product

you know getting Cisco products in particular uh we're looking at a delivery uh are out of an install sometime in the spring and then a roll out to the staff after the school year we don't want to throw in another product so at some point there might be two phones on people's desks one will work and one won't and then we'll be able to turn them on take the old phones out and then the new phones will work by training for how those phones are going to go um so again we're we're waiting for uh product delivery um uh another uh initiative we took we installed uh ViewSonic touch screens in the elementary schools to replace old Smart Boards um these are the old gun smart boards that were just the the touch screen they

had been wearing out um and it was a need that was identified by the uh by both building administrators over at the Elementary's and we were able to replace replace those we finished a Wireless update throughout the district as part of a smart bond issue uh smart bond that was started prior to the pandemic again it was delayed over 18 months because of the pandemic and then because of shipping um delays uh our apartment has participated in the transition to Infinite Campus from school tool and provided technical support in the implementation of illuminate those products um played a role in getting those out we've completed the transition to the new school website I hope people have had a chance to take a look at it um it came out very nice we're really proud of

it and uh really proud of um the two people working in our department who completed that for us and did a fantastic job really proud of that we oversaw the writing of the science lab initiative grants three uh Grant three and four for their application on the work of the elementary schools to continue the work started in SLI one through three and that is the goal there was to create stem labs in the elementary schools we've worked on purchasing large amounts of furniture through these grants robots for the kids to use so that are K through three can work on programming and coding and all the functions of you know learning early digital fluency and digital citizenship uh we're currently working on a network refresh which is updating all of the network equipment and then

preparing to move to Windows 11 which is requiring an update of some of our Hardware like computers working on replacing our computers additionally we are working on the creation of a disaster recovery site so that way should something happen to our main server room we would have a backup we're taking small steps things that we can do to to prepare ourselves if something should happen the last thing I wanted to talk to you today about was uh cyber security um I'm going around to all the faculty meetings and talking to the staff about cyber security uh you um our weakest link in our protection of our system is our email system um and so uh we wanted to make you aware of several things that occur in our email system if you ever were to

so you're looking at our email system and you see an email that comes that has a red banner on it or a ping Banner that's a warning that that email is coming from out of network um and you should be very wary of all of those you should make sure that you know exactly who it's coming from and what it's stated what stated in it um if you don't know who it's coming from and you don't know what's dated in delete it um one of the things that we were asking all of our staff members to do is to not use their District email for personal use for the simple fact that if you use it for personal use and you get uh you know a bank statement in it you're gonna to look and

scrutinize your email a little a little bit further if you don't use it for your personal business then that email that comes that says someone has attacked your account please click here or you your package hasn't arrived please click here you know that's not an accurate or fair or um a legitimate email and you can automatically delete it we do do testing we send out testing uh testing emails to all the staff to check and we do have some clickers and you can have somebody who are not and so some buildings are better than others but we are trying to educate and get people just to know don't open any emails that you don't know where they're from a couple other tips that we're telling everybody um is hover over any links if you hover

your mouse over the links it'll give you where it's from I'm gonna give you some identity identifying information and then also just read the email before you open it when you have a a an attack that came from outside using Gmail using a administrator's name they use the email is from the administrator's last name dot firstname Gmail and it was sent to a teacher and it was asking for that teacher's cell phone number so um obviously it was it was it was an attack the teacher recognized it and realized that that was weird that the teacher that the admin was asking for their phone number because they knew that the admin had their phone number and they automatically reported it to us so those are the kinds of things we're asking people to be aware

of especially this the holiday season you might get that email that says your package came and you're like wait I didn't order a package so those are the things that we're asking people does anybody have any questions I have a question but I know that some of our newer newer members I've noticed of you on that list on my email I get one that says it's from Human Resources it's not Nancy that's a good one resources um [Music] and I mean I've gotten quite a few of those also and so yes that that happens in my fourth district and it looked it was posted so well what happened that it happens so uh a request was made to change the direct deposit the direct deposit was changed and the direct deposit was no longer going

to the employee's account it was going into the hackers account um then it took several weeks for that to get fixed what's the best way to report to forward to you or just yeah the best thing to do is just delete it if if you're if you have it if you are not sure but you can forward you can forward it to me just forwarded to me or Kyle and we'll usually we respond good job and we delete it we want you to believe it as well the other questions thank you for this is very good updates thank you everybody appreciate it thanks thank you let's start with Adam do you want to start I would love to start okay our next meeting will be Tuesday at 5 30 this year beautiful that's a great

update Carolyn I have very quick updates um my first one is I know right now both at the well the intermediate Junior High and their band concert last week I believe that correspondence released this week High Schools is tomorrow um band and of course go together right yeah there's this tomorrow so I know we're in that that Winter concert season so uh these concerts are always so much fun do you have a program that we have because we have amazing music teachers so um please come out and enjoy those concerts because they are a lot of fun um yeah I was going to say it's probably changed because of the other reasons [Music] um I know a couple of weeks ago um our PTSA at the intermediate junior high is doing outstanding work we went

from struggling to have it to they are doubling down on everything a couple weeks ago I attended the tip the teacher at five miles Cafe that was so much fun um and so well attended and I know this past weekend they had their Winter Dance um on Friday that they that they hosted and they're just doing such wonderful job and really fundraising for our students for all these programs and stuff like that so I encourage parents to to join and to help out because it's a lot of fun and they're working really really hard um so that's for that um under Athletics uh coach Panic very quickly sent me an update uh winter sports are underway uh the indoor track team is looking good the wrestling team did win last night the girls basketball team

earned to win at fallsport Fallsburg last week and the boys basketball after starting uh Owen two won the Saugerties tournament tournament this past week so uh we're well underway with all our Sports there um last week past couple of weeks of the educational delivery committee uh met um and we met with the principals and I promise I'm not reading this so Lisa did an amazing job at writing what all of this was we met with the principals who updated us on their goals um from the Strategic plan to see where they are we are on year two of that um and they are doing a phenomenal job goals are anywhere from social emotional to academic I mean it ranges building by building they each have their own goals that they're doing phenomenal work but I

do have a limited list here if they if that they have these if you can if you can forward that to the board in general or show just this so that everybody can see what the highlights are um that they have been working on so definitely need a recognition um and I will stop talking about it [Music] craft fair bus Saturday kids um position quite a safety Community was on November 21st and then the buildings for safety drills that we've done there's some other videos in each main office transportation for Lauren and that's where your friends upload some parent drop off and pick up response and this is for training on stress protect and assessment and intervention in terms of signature and you want to say sorry was very good First Community great so we

had our first um Dei board supplementing meeting tonight um really good kickoff it was you know nice to get everyone together and hear um you know all the work that established has been doing with um with Miss Baron I just had a really quick a few summary points and then uh Ms capsuvian I think had the slide share which highlights kind of one of the key points that we reviewed today um so um just really quick just looking back um we the district initiated a survey um the tail end of last year really kind of a culture survey to get a take on you know where things stood for those students to parents so and so forth and data came out of that showing that we mentally have an issue with bullying and um you

know how to get to creating others and not standing up for each other one of the stats that we went through today in the junior high school in particular um where it seems like we have a higher degree of bullying 70 percent have said experience or witness bullying which is pretty striking number on the flip side only 29 of those same students have stood up against it so you know it's really kind of shocking to hear those data and you know see what our kids are are going through day to day and I'm really you know pleased to see that um we've already taken initiatives to solve this um so we have a bullying curriculum those rolled out initially in the junior high school um in October actually this this happened and essentially the curriculum

it's it's two sessions 40 minutes each um where they meet with the entire um student body seventh grade seven and eight put them into groups and have them do various activities um uh and actually we ended up seeing some some images today of the work that they were doing it's really nice to see these kids working together around on this issue um the plan is to actually continue to roll this out so intermediate schools actually implementing it right now and then it'll roll out into other schools essentially the gist of the the curriculum and Miss Baron and this absolutely and he's trying to man if I get this wrong um but it really is is trying to get his power to stand up against bullying right and not to sit back and let this happen

and there's various strategies I've been used based on different scenarios and you know they went through some specific cases you know how do you handle this situation in that situation um anything Miss Pasadena was going to add to that did I summarize it okay good um so I'm happy to see that we took these data right from the survey and we're acting upon it um and you know the hope the intent is really we'll see the benefits of these kids learn how to interact and being kind to one another and setting up for one another um Chris can I ask a question the the point of us teaching the kids how to stand up for it stand up to this is that the peer on peer review um the peer-to-peer interaction is more impactful then

if an adult is coming in is that the premise yeah and to be clear we're training staff as well on how to intervene effectively because both are important but we do know that a number of things that happen with students happen now that your child of adults and so yeah research shows that when students intervene it creates a culture where it's it's not accepted it's not cool and it's not something to contributes to get a student attention awesome and what we went through tonight is there might be different scenarios that would require going with an adult students should not be taking it upon themselves but also there's in areas where they can and you know they can stand up so really great to see us moving ahead with with us um future meetings so we

will be having these meetings monthly um and and to recap so Lucy's on the committee um Christine is on the committee um Meg is leading it from an administrative perspective um and the Miss pasadine is also joining us with invited guest speakers coming in to talk about the various initiatives that are rolling out um so future meetings uh we'll be planning on to look to look at an overview of the work we're doing with NYU um and the staff training related to what NYU is bringing to us um and any other topics as well right if we hear things from the community um where there might be concern um you know Meg and I will discuss that and bring in others Dr Morgan and just hack and this Castle being and see if we should

be adding that to the agenda to have a more open discussion and dialogue in these meetings all forward um I will say we had no public I want them to see that um Dei is not a scary topic it's not an extreme topic um it really what we're doing is we're putting things in place that are going to benefit all of our students um and um I just want to get that message out there and start having communities see what we're doing the slides from tonight's meeting will be posted onto our keyboard so if people want to go into the board page on our website you can go into the meeting page is it called keyboards still simply um and you'll see the slides that we went through today so I think the public can

get a sense of you know what are we doing in terms of BBI um so I fast recruited to what we talked about the tail end we opened up the meeting with Ms capsu being kind of giving an overview of the Dawson regulations um you know in many cases what we're doing from an EDI perspective we are required to be doing her her the the state law and and requirements from a regular core perspective but then this Kathy Levine also gave a really good overview what is the uh and what does it mean to Rondo right how are we looking at this from a Roundup perspective and it was re there was one slide in particular like I said all the slides will be posted on e-boards but there's one slide in particular that I

really felt kind of came home because it it took away any of the um the misunderstandings of the EI you know it consistently went into what is the EI and what is yeah um so do we have that slide that we can share is that available sure so I was asked at the desf committee to share a little bit about how we Define diversity equity and inclusion and what what is it so I brought some quotes and definitions from rdei or policy which I encourage everyone to take a look at it's a really well written policy and I also just want to clarify and clear up some misconceptions that I think uh you know sometimes surround diversity equity and inclusion so as as Chris said it is in fact required by New York state by

New York State education department and in many ways by federal law as well it is not you know just something that school districts decide to take on or not we are we are really grounded in the laws and guidance from the state um Dei work is Central to ensuring academic success and access for all students it's not something extra over here that is separate from is about ensuring access for all students it's about ensuring that all students are able to develop a positive self-image with you know whatever identities they bring to school and it's not about absolutely not about making anyone feel bad about themselves or who they are it's in fact and it's really not divisive this is a word that's been used before um but it is about bringing to light the existing

divisiveness that exists the existing harms the divisions the injustices that our students are experiencing and our families are experiencing in order to repair and remedy those and to ensure they don't continue uh and it is based on an understanding that everyone benefits When barriers for students are removed it does not benefit one group to the detriment or exclusion of another group um you know an example of this is uh you know many many years ago when the Americans with Disabilities Act was passed uh State local governments had to put curb cuts into all of the existing sidewalks to ensure that people with disabilities who are in wheelchairs have the ability to navigate the streets but again this benefits all of us it benefits people with strollers and benefits people on bikes so there are so

many examples like that out there in the world that we can bring to light and share about how creating access from one group of people is to the benefit of everyone um and it is not based on any person's political or personal beliefs we are very data driven we know that there are existing disparities in disproportionality in our data that was what initiated our District's work in this area was uh based on the excited by the state we are required to report all of this federally and Statewide and we can look very clearly and see whether or not we are reviting those areas of disproportionality or not so we have very clear targets that are data informed not uh you know values based so I hope that is helpful for the board or for anyone

watching and um happy to clear up any of the misconceptions as they arise any questions thank you very much yeah thank you Mr Coffee but it would like to say it was really a great meeting and um you know we certainly invite the public to that we didn't set the date for our next meeting yet um they will be monthly and um they likely will fall on a board meeting Tuesday from five to six um uh they'll be held here but we'll we'll publish the next day when that comes I have a few more updates sure and so um moving over to budget um so tonight on the um the agenda you'll actually see an item for the senior tax exemption um we are we're moving to Racine so I voted on last at our

last meeting um Elisa had some discussion with um was it our lawyers or um but we we really should have had a public Hearing in advance we're not we weren't obligated to have a public hearing but it'll be the right thing for you to actually have a public hearing first before we actually do our formal oracles so just to be very clear even though you're going to see that we're sending on the agenda and I was voting on that we're slow very much committed to having that senior tax exemption um and um that will be voted on and very likely approved by the board following that public hearing I'm going to ask the question to that I know there was a timeline into this so will we still meet that timeline yeah as long as

we're doing it before March you said yeah so we already know the steps after it's voted on to where it needs to go so second week it'll be but okay perfect um so one of the things we talked about too is um we're starting to plan for our next next budget um and what does that look like um I'm not sure if all of you board members are aware of a phase three of our Capital project was our biggest phase which means that it's the period where you're actually financing the most um which means that there will be some of that shifting of that financing onto the pacifiers that are in this portion um what the committee is recommended to Dr Morgan and Ms Hasbro is what does immortization look like all this Capital project

so that we can get a picture of okay what will this look like for the average taxpayer right or you know some scenarios when they start looking at those data as a means to help us help guide us when we're looking at what tax levy we go out to um so as an example we might be able to go up to five and a half percent tax levy should we base on the amount of money that's actually going to be hitting taxpayers from this phase three portion of the top of the project so um again really just trying to make it data driven so that we're making decisions in a positive way so that we are keeping the taxpayers in mind as we move towards this next budget planning um facilities so um just very
