To the flag of the United States of America and to the republic for it stands. One nation under God, indivisible, liberty and justice for all. >> Okay. The first uh order of business is the acceptance of the agenda. If I could have a motion, please. >> A second. Any discussion? >> Those in favor? I. >> Any opposed? The agenda is accepted. Next order of business is the consent agenda, which is resolution 03045. The items on the consent agenda. Motion. >> Second. >> Any discussion on the consent? >> All in favor? I. >> Any opposed? [clears throat] consent agenda is >> approved. Did that include resolutions? 031 say thank you Mr. C. >> Yeah. >> All right. So that brings us down to public comments. Any member of the public wish to address the board? >>
Being none, that'll take us to the financial report with our name. Um everything is saved on the share drive. There were only a few transfers and none of them are over $10,000 but so that's uh resolution 0325 approving the current budgetary transfer report as presented by the school business executive. Can I get a motion please? So second >> any further discussion on the resolution? All those in favor? I any opposed? Resolution is approved. >> Thank you. The next resolution that I have is for the new levy of school taxes to counties. Um it's broken down by county by township in the U chart below. And we did collect more than what we collected in previous years. We collected about half a percent more than the last 10 year average person without having to resolution. >>
Yes. >> Resolution number 033 2025 including the revy school taxes counties no later than 11425. Motion >> second. >> Any further discussion on the resolution? All those in favor? >> I. >> Any opposed? >> The resolution is approved. >> Thank you. >> Now we're bringing us to uh old business and any capital project updates. >> Uh and everything is continuing to go towards close out time list items. We have run out of time to finish up with the retaining and sidewalk work out here. So that's on hold till the spring but otherwise that's good to go. We still have some funds available in our 18.75 capital project and I brought to you tonight a resolution approving the awarding of a contract for the installation of backflow preventors um to K&L plumbing and heating. They were
our low bidder and we've actually worked with them before so are comfortable with them for a total bid price at a total price of $94,773. >> All right, let's get that on the floor here. Resolution number 034 2025 approving the awarding of the contract the installation of backflow preventers. Motion, please move. >> Second. >> Any further discussion on the resolution? Any questions? Are these buried or are they in the building? >> They're in the buildings. >> We don't actually have them in >> correct. >> So, is it only at main entrance or is it going from like are they putting back flows in between the heating system? >> I believe it is at main entrance. >> Only at main. >> So, this is water coming into this village water coming into each of each building.
>> Correct. All of it. And we need a backflow pretor. It's a a requirement in case there is any >> We've never had black. >> Yeah. >> In case there's any anything that happened that the water would flow from the building back into the water supply, we can contaminate it. So, we need that flow. Okay. >> Anything else? All those in favor? >> I opposed. [clears throat] The resolution is approved. Item B, district facilities planning committee update. >> I don't think we met. >> Well, other than our tours. >> Thank you. >> Uh, so we toured uh Bloomingdale and the bus garage and the high school >> and they were they were fantastic tours. Um, I think that people got good information about layout of the buildings and what building spaces are being used and
how great some spaces are and how great the spaces are not, right? Like so, but it was uh it was great. The administrators were great giving us a tour and, you know, even went into some of the places that were the the the the deep dark secrets of of of the buildings, right? So, which was great. So, >> anything you want to add? >> Not really. They were It was valuable, >> especially for several of the community members who haven't really been to all the buildings or really around any of the buildings. As much as >> I'll echo what Mike said. Uh I thought that our principal staff and Diane did a tremendous job on the tours answering every questions. One of the really interesting things that that came up on the tour is we
were constantly talking about well this used to be this. Before that it was that and this was that in all our buildings. And what I think that is indicative of is moving forward um we've shown in this district the ability to adapt our physical plans to our needs. So should we need to make some changes in assignments or usage spaces, we've done that plenty of time over the years with these buildings. um lots of changes been made and maybe needed going forward. But I thought that was interesting [laughter] that could kind of some historical of what used to be and what it is now. >> Yeah, it was just a natural thing that people were like, oh, you know, because people who had gone to school here 50 get 50 years earlier. Oh, it used
to be such and it it did show the point that we can change. We always will. >> I think it also really showed by us walking through there and talking about the building itself. doesn't really show that is there's no doubt in that that's something that we need to look at you know as a district really look at you know how we're going to use that space updated >> I [laughter] think I I think the thing that when you say that Mike that comes to my mind is >> you know there's no doubt the bones are 100 years old but the district has put at least in my memory at least a half a dozen major renovations there. I can remember three window projects. We replaced heating. I mean we've done the things around the
bones that we can do in the last 30 40 years. Um, we've updated, you know, all all the technology, wiring and those things, but the bones are the bones. They're not changing, right? We've added space to that. The uh cafeteria was added in the early 70s, I believe. Um, then the science wing to that was added after that. We've added to the auditorium a little bit that regresses. The auditorium were renovated at least twice that I can remember. the stage lights in there at least twice that I can remember. So, the district has tried to put money into it, but to replace the bones of a building like that is colossal. And I think you're exactly right. Once we decide how we're going to um reshuffle the cards for going forward, you know, we may
have to look at what can we do there. I think a lot of it modernization inside now it's making the outside and and the spaces look like they should be you know for students and and for our learning >> but I would say >> so >> going back there's been a lot of outside work done I'd like to see the stairs redone or at least the fourth time that I can it's the salt kills just kills them but Diane can talk to you about this the last project there was a huge discussion on the entrance and egress from the bus circle, right? We make it rampard and ultimately we can really change that, but parking has changed over time there. We tried to address that. Um, I guess what I'm saying is we've worked around
the edges of a lot of things because the major thing, the bones is almost cost prohibitive. I think it was interesting. you walk, there's been a lot of printing up of the insides, but when you walk into the boiler room and see the old brick and mortar, that's saying to you, hey, we're 100 years old and some of those very low ceilings on the on the basement level, we've replaced those tiles a couple times. We put drop ceilings in. I think Diana will attest to the fact that we've found vermiculite in places that we didn't know, had to deal with that. So I I grant it's an old building and it certainly should need we shouldn't just wait every 15 or 20 years to do something and I think that's Dian's plan as a whole
to constantly pick up pick at it rather than this big huge thing every decade. Um but I I don't know what more we can do beyond that. >> But it was great. It was great information. You know, I think it really, you know, part of the whole part of the whole point of our clinic is to get this part. >> If we're going to restructure, >> you know, our usage, we may have to restructure structures. So, we have to look at that, right? So, fair enough. Okay, moving on. Uh, we're going to do uh item C, which is electric busing updates. We'll let Nancy and or Diane address that. It's kind of been on the back burner. Um, we feel pretty strongly that we should uh not let that fall out of sight if there's
any new information or things like that. That did come up in some of our uh district facility planning, especially at the bus drive. We talked about that a little bit and that kind of spurred this on. So, um, I'll let Nancy kick that out if you want. >> Sure. I mean, not not that much has not I don't have that much to report. Diane and I are meeting with um a new customer representative. I don't know what his full title is. Um a national grid. The his he replaced someone who had done our initial um kind of look at the bus garage before we done the transportation study for electric busing. >> [clears throat] >> They looked at the garage, you know, they looked at the amount of electricity, you know, on the wires going
by and and, you know, looked at just our number of fle, you know, buses in the fleet, vehicles in the fleet, and we're like, well, you know, it's low capacity. And that's and they said, but but get back to us when you have a full study. And they um then there was a change of of uh you know, individuals. And so, um, I reached out to National Grid and and was like, you know, we'd like to talk to you and see where where we're at and what's the next step for upgrading the, you know, the service to the to the building. And so, we're meeting on Monday, but >> and so we'll see what he what what has to say there. You know, they know now that they have the full study. I was able
to send them the completed study, the final version, final report, and uh you know, they'll be able to really look at what the needs are, what what it will take to to upgrade it. And hopefully this gentleman was all will also have a full um sense of what funding is out there, assistance is out there to help us get there. So it'll, you know, it's just like a first step to talk talk to about, you know, we I don't know Diane if you want to mention anything about um kind of talking with CPL again, but just just working on a quote from CPL to um reook at our transportation study that they did for us with the uh one route in mind and what that would look like, >> right? is significantly different which would
you know mean the amount of power we need to to to uh charge all those buses will be different which you know impacts the cost for getting you know national grid to operate so so it should be good and then I do I've I've been meaning to get a call into uh NAERTA and ask them about some updates on what what it's when should we anticipate the um um you being able to file for extension and you know when when is that going to come out because you know 2026 is pretty soon or it's 2027 but still we got one year and then we're we're there. So, I'm just want to hear from them what what uh what the guidelines are. And you know, I'm kind of curious like will we uh you know, what
if what if the district wants to start out with one or two buses but then wants to kind of slow it down and and not you know keep purchasing them every year? Will we then be able to do an extension then you know or or um once you start you're kind of committed do the extensions before we start because we might want to give it a try. We you know we don't have electricity to be able to charge you know one or two buses but just not the whole fleet. So we're looking at upgrading when we upgrade the service we got to upgrade for the final like where we're going. Anyways, we'll see that questions. [clears throat] >> I think when we did the tour the bus garage, Dave Woodson did an incredible job explaining
the operation and some of the community members did ask about, you know, would it service our electrically as well? And, you know, I asked a question about the lifts and the lifts will allow capacity of those. you know, there's a learning curve for for those folks at the bus tracks as well. So, we want to be in a parts room and you go to an ebus and some of those parts just be obsolete, others may be needed. Um, so he did a good job of that. Um, we did have a robust discussion about the need to totally rebuild a bus garage or can that be adapted? That's to be determined. So, we'll keep giving you updates as we can. So if this thing just doesn't sneak up on us, you know, it's it's there on
the horizon for sure. I did see in one of the trade magazines, it was a Canadian electric bus company that has just canceled all their warranties on their buses and it doesn't it's an Ontario company. I don't see that. >> Lion Electric. >> Lion. Yes. >> Yeah. And they only make electric buses. They're not a very old company. It's very different than, you know, going with a letter, you know, through Leonard bus and buy by the same bus chassis that we had before. Lion is kind of a, you know, a new upstart >> that is, you know, they're having trouble keeping them. >> Well, they I think they I think the story is they changed ownership, I think, >> possibly. Yeah. But uh you know that was disappointing to see that it's mostly Canadian schools
but there are a few northern schools that have some of those buses. >> Yeah, there's some in Vermont >> and basically the buses are just parked. So what that says is we got to pay attention to what's going on and at some point be a lot of people that want to take our money and we got to be very careful [clears throat] how we do that so that >> we don't end up in a situation like that. That was disappointing see. Okay, moving on to new business. Item A, uh, shared space staffing agreements with Boseies. Uh, uh, let's get the resolution. We'll let Diane speak on it. Resolution 035 2025 approving an intermunicipal cooperation agreement for shared educational services. Speak to that, Diane? >> Sure. So, we've uh had our instructors providing CTE instructional services.
Caroline has done that for the past few years. Uh this year we have rather than one we have three with Kelly Ruddy and also with Josh Marwell. So it was we've had a gentleman's handshake for the past few years and it was time to put it now that now that we're expanding that work it was time to put it in writing. So this agreement and the next one 037 both been uh vetted by the school attorney and are good to go. really is simply putting in place something that we've just had a gentleman's agreement with for the last couple years. Nothing nothing new in any of this. >> Perfect. So, resolution 035 2025. Motion, please. >> So, move second. >> Go ahead. >> Any further discussion? All in favor? I. Any opposed? The resolution is
approved. Resolution 036 1.5 approving a facility lease rental agreement by and between uh FPH Boseies. Can we get a motion? >> So move. >> Second. >> Any further discussion on that? Questions? >> Again, we charge the Boseies a flat rate of $3,000 per teaching space. So it's a $9,000 contract. Light heat electric custodial. >> All in favor? I any opposed? Resolution is approved. Moving on to reports to start with superintendent report. >> Nikki, I'm putting you on the spot, but I'm going to give you some time. >> Could you Oh, I'm sorry. Just closed your computer. But NY's conversation about u busing and the electric buses and perhaps the waiter for for two years. Um, we actually had some additional funds from the close out of the school year and um, through conversation we act
we took them into our transportation reserve. So, would you be able to tell us what that looks like and I'll keep talking so you have some time and not when I'm >> we tucked um 250,000 into the transportation reserve. We maxed it out. Yes, >> that was the maximum that was approved at the June um board meeting last June >> for all the closing entries. So, we maxed out the transportation. >> Um so 250,000 is the difference between a gas bus and an electric bus. So we we've tucked in but but there's there's enough money to help the district make the transition as we kind of work our way through it. So that would just be that's an important conversation too is when it when it comes to pass uh you got to put the
money up front and then they pay it back to you for 15 years. So so we've got to have some upfront money available as we begin this. So we we've been planning for that. The other place can take some money is in the maintenance reserve [clears throat] maintenance because yeah did you because that could cover for the actual charge stations and that there's really two different things. So we need money in the in the maintenance that's not quite the right title of it and money in the transportation because two different things. So we we are conscientious of making sure that we're in a reasonably good spot when it comes time for us to have to make some decisions and move forward. So there's so there are some funds available that aren't in the general budget
for that. And I would point out the wisdom of however many years ago of creating these separate funds and and slowly putting money in them as these huge dividends over wide variety of projects and purchases as opposed to the lump sum of just grabbing out of the big pot. So that long-term financial planning has been real asset. Dian, I know you were instrumental. Thank you. So also my my only superintendent report is that our facilities meeting will consist primarily of answering the the question of where does our money come from and where does it go? And I think that's a great opportunity for us to have that same conversation. Some of you will hear it twice and I apologize, but um the things that we're discussing at the facilities table are important things that you
as board members should also know. I met with Carol Lee today and she said, "Thanks so much because I try to give the administrators and supervisors also the handouts." She's like, "That was so interesting from the last meeting all those pieces because many of us only see the pieces that are in front of us. The rest of it we don't have time for. we're we're swimming in our own stream. And so these are opportunities for a wider group to see the bigger picture. So I'm going to actually uh do that presentation with Nikki for all of you at our next meeting because she's done a lot of work. We actually will go we made a change in 1718. We moved to Windcap after being in frontline. So it gets wrong and envision or whatever it
was. But we changed our accounting software. So we can go back to 1718 and come up to today. It really gives you some interesting historical looks at not only where our money is coming from, but also where our money is going. The change in the budget. We'll talk [snorts] about the tax cap, the philosophy behind that. U we could take a look at the grants. Nancy asked if that money for the title grant for the presentation had been received and yes, our grants have all been approved. So that money has started flowing. Um but if you'll remember, we did not actually budget for that. We pulled all that into our into our general budget. Um, so the hope we also in my opinion overused our our funds, our unreserved account with the hope that that
money would flow so that we would move some of those costs into the title monies and keep us from having to use as much of the uh the money that we have put aside from the unreserved funds uh to meet the budget. So actually that money was even though it looks like that spone money, it was part of the plan. So we're really glad. >> Yes. And have a have a plan for making all that work. So uh I look forward to that. It was interesting. We had our first Well, Vicki's been doing all the work, but I had my first glance at it today. And um even for me, I look at it every year. So it's compared to the year before. And it was interesting to look at it from 1718 to today
in the different grants that we have, what started, what's ended, all sorts of stuff. So, it will be a valuable conversation. Don't miss it. You're going to want to be here. It fun and exciting to talk about. [clears throat] All right. It was um so we tucked 220,000 into repair reserve, 250,000 into transportation, and 6812 capital. >> So would you be able to tell us what those figures look like? What what we have in those? >> Yes. >> Because all three of those could be used in different ways for electric busing upgrades and purchases. Correct. Correct. >> The audit should be done in a day. >> Yes. >> Yeah. It's um he's got everything. He's just finishing it up, but it's not so far. >> Um Okay. So the capital improvement reserve [clears throat] has
uh 2,781,000. The transportation is uh 2,215,000 and the repair reserve is 1,752,000. >> And how do those stand versus the cap on those? >> Um none of them are near the cap. What where are the capital [laughter] >> like the I think the capital >> I don't have that I checked ition >> one of them is I think capital is 10 million >> silver that's more than I thought we had >> but we have enough that when it when it's time that we have to start spending the money we we have enough tucked in that it will carry us for a few years as we figure out the difference in the aid starts flowing. >> Yeah. And a lot of the with the there are different funding opportunities for the buses and for the charging
stations. They are as far as I know most of them are reimbursement. >> Maybe not all of them for the buses. Some of them might actually be through the manufacturer, but nonetheless, >> you have to it's not necessarily over 15 years, but correct not immediately. >> Correct, Nancy. We need some We need some holdover. We need to be able to pay so we can remember we're old enough to remember when you had to submit your receipt along with the slip and then they'd send it back to you. >> Yes. >> Kind of do it. >> What does that look like in terms of a budget? Would people still be voting on >> we we budget out two three buses every year anyway. >> Correct. >> So would they be voting on that plus pulling money
total reserve? So actually this year our busing did in fact come from the reserve. >> Okay. >> So we did use some reser reserve funds for our our buses this year. >> So voters have to authorize >> the bus they have to authorize capital the capital reserve and the bus reserve. They do not have to authorize the repair reserve. >> So if we needed some repairs to our bus garage, we'd have to be careful to make sure they were true repairs. But um there's enough wrong with our bus garage that I think [laughter] I think you could umbrella some work under that and that is just a vote of the board. >> Do you think that you could use that charging station? >> I don't I don't I don't know that answer. Well, the repair
reserve is not just the bus garage. It's a district repair reserve. >> Yes. So, perhaps we have an a low electric and we need some additional electric work out at the field right now since we're going by where we'd put the electric buses. Could we could we have the electric out to where the electric buses are covered under the repair reserve and then only have to pay for the actual installation? We might need to repair our parking lot lights. >> They're repaired. >> OH, WRONG. [laughter] SORRY. I thought you were just mentioning that they weren't working. They're They're repaired. So So that's what we have all sorts of people that we pay for to help us with some creative solutions to that, Mike. So yes. >> Okay. And and that's my report. >> Perfect. Thank
you. Uh Josh, go ahead of course. >> Uh I don't want to steal any of Sierra's uh report, but um I did attend the volleyball sectional final just came up short. Attended the uh football game, just came up short. And then our cross country teams did very well in Elizabeth Town. I just wanted to give all those kids and teams a shout out cuz we didn't win a banner, but I feel like all of our kids did a nice job this season and it was nice to be there to to see their success. So that's all I got. Suzanne. >> Um you can see that is another physical therapist on the agenda tonight and we got some more hours with the occupational therapist so that we can begin servicing more preschool students um where the
county is not being able to fill some um services. So that should be starting this week which our families are very happy about. Um and then looking forward to tomorrow and Friday we're attending the um women's initiative leadership conference. >> Story board. Okay, so we have NHS induction on Thursday, tomorrow and then [clears throat] first quarter breakfast tomorrow morning. First quarter ended last Friday and then Cadence Kennedy, Asa Bruno, Nora Dailyaly, EMTT Van Busker are all going to cross country states and then volleyball is playing tonight in a playoff game. And then there's musical auditions next Tuesday for Mamma Mia. And then we start square dancing in gym next week. There's a blood drive on the 19th of November. And then the area all state is the 21st to 22nd of November. So nothing really
>> going. [laughter] >> Okay. >> Nancy, >> let's see. Uh Katie Lava sent me a report for Bloomingdale. She said uh Halloween was very exciting at Bloomingdale. We had approximately 20 families volunteer to help run center activities and we ended [snorts] with a parade. Last Friday was our monthly assembly and student of the month and effort awards. We're also focusing on education with the big red matrix and each month we are focusing on teaching students on the letter of the matrix. Next week we have our second round of data meetings, a family movie night on Thursday, and family academic conferences. Our goal is 100% attendance of at least one family member, which is pretty awesome. Um, other than that, um, I know we have our DEI committee meeting, which I cannot be at tomorrow. Let
you guys know, but, uh, I don't have anything else to add. >> Thanks, Justin. >> Okay. >> Tomorrow, >> we're all busy checking our schedule, Nancy. I think we're not until January. >> I don't think it was on the schedule. >> Really? >> Wellness is tomorrow. I >> I may have put it in my own calendar, but >> I was like, I don't have that on my calendar. >> I have DEI committee meeting. I'm glad. I'm not going to miss it then. >> No, I think our next >> strike that for the record, [clears throat] >> Joe. >> Yeah. Um I have a couple things. Um the first one is from Amy Spicer who sent an update from the middle school. She said the eighth graders uh took a field trip to Sunni Platburg for
I've been admitted to college day. Um got to tour the campus, explore the dining hall, visit several academic departments. My daughter reported that they looked at minerals under microscopes. Um, highlights included fingerprints in the criminal justice department, green screen, teleprompter, work in the communications department. They get to meet with education majors, find out what what it's like to be part of college. Um, each student was awarded a certificate that promises Sunni Platburg admission on meeting general application and admissions requirement. Um, she said, "We understand college is just one option. work exposed students to lots of different careers high school. Special thanks from her to Miss Jackson for us on this trip. Um I was able to attend with some of you the alumni event this weekend um where we honored my neighbor Rick Meyer which
was really fun. Um and it was just a good event to to get to meet some people that I don't normally get. So it's just a nice evening. So that was really fun. Um, also you'll like me likely see me in the next on board issue. I was just interviewed by a report about New York City educational requirements. I've been working on that. >> TBD. They asked what we were doing in the district and I said some things coming soon. >> Thank you, Mike. Love the report, >> Zach. Nothing to report, sir. >> Okay, we are in the uh executive session. >> I'm sorry. [laughter] >> Did I skip you? >> No, you did not. >> That's what I thought. I appreciate [laughter] >> um for the medical financial credit or appointment of a particular
person or corporation for matters leading to the appointment employment promotion demotion business suspension dispens of a particular person or corporation. Did I get a motion to move for session? >> Second, >> Zack. [laughter] >> All in favor? >> I >> Okay, we'll take about a five minute break. Uh, and then we'll come back. >> I'm glad that you're here. I'm sorry, Dr. You know, I should know better. But >> how are you? >> Good to see you.
