to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible liy and justice for all okay welcome to the Wednesday October 2024 Bo of Education meeting can I get a motion to accept the agenda second mik all in favor iOS motion for the consent agenda Joe second n discussion those in favor iosa uh we are at that public Commerce would anyone like uh to speak from the audience thank you very much Financial reports um the budget status report and budgetary transfer report is Saed on the share drive like always um this week we have a few transfers but they're all kind of U realigning for field trips and or um Athletics nothing major the largest one is um for football helmets and there questions
any questions on this okay so what we need is um a motion for resolution 050 2024 approving the current budgetary transfer report as presented by the school business executive second Z any discussion those favor I any opposed it is approved that okay so just want to say the we warrant okay is that it that brings us to new business item a policy update our code of conduct review so our policy committee will get together we seem we seem to be a bit scattered um but we we have time to meet and then we're unable to meet so we're going to regroup once Tori is back in town but one of the things I would like to begin to work on uh is the code of conduct in your folder you will find a student Support
Services uh Legal Information one of you should have it I apologize Sam I think do you have it Mona doesn't I'm very sorry sorry you'll have to share there'll be no quiz on it afterwards so if you look on the back of that um three says that the code of conduct should be developed in collaboration with student teacher administrator and parent organizations school safety personnel and other school personnel and shall be approved by the Board of Education we actually already have a code of conduct in place but it would be a good idea to update it it has not been updated in my time here and that's fine it says uh the Board of Education shall annually review and update the district's code of conduct if necessary uh each school district is authorized to establish
a committee and to F facilitate the review of the code of conduct and the district's response to code of conduct and the committee will be comprised of all those things that we all those groups that we just read so I I don't think it needs a vote I just um am looking for your blessing to being a committee we have talked about using our diversity equity and inclusion committee as the final clearing uh space for the work that these other groups do in order to use a Dei L before it comes to the board for approval so it isn't the dei's work to be done it would be done by groups of parents as as was listed but all that work that was done we would then filter it through the Dei before coming here
for board discussion and hopefully approval one of the I guess maybe this is mostly for newer board members but the in the Dei policy it says um to apply an equity lens to school policies and so I think that committee reviewing this is appropriate in addition to all of the other people cor so agree I have one other thing I'd like to talk about our policies are a little behind um we didn't really work on them much during Co we have kept up with our legally required policies but all we have a very thick policy manual so I bring forward for some consideration as as we regroup and our policy committee gets together there is a list from the New York State School boards asso ation of the legally required policies that a district must
have and I would like to suggest that we consider paing our policy manual down to just the list of legally required policies and this is the group we start with to make sure that this group is all up to date because we know what gets us sometimes we have a policy that the last time we looked at was 2014 and and there's been a state of law change someplace and our policy doesn't match what the law is and that is what trips us up nine and a half times out of 10 so a place rather than trying to do 75 policies if we could start with this list which are the required policies make sure that this list is up to date and our policies are up to date then we could work on the
other policies and decide if that's a policy we need to continue if it's fine that we don't have it and if we decide we want to continue it then we would update those as we go so how do you want to do that are there dates when these were last updated bya yes so what we would do Nancy is just clear we'd leave these and then we would get all of these from niso with their newest updates and we'd work our way through them okay yes some of them we have updated correct correct we really tried to keep this list of legally required policies up can't but again I can't tell you that every single one is but we have worked on them as the updates have come out that's really all that we've worked
on so those Nuance policies that you know we have because we want it not because we need it those are the ones that are not up to dat right so so are those policies not in enforced right now they are and that's the thing I've got some I think again we haven't touched them in a long time time but I think we would have some policies that are local policies that are not aligned with State Ed law right now but my question is Do we wipe those out and before we renew them are those policies not AV void correct correct so we could find ourselves in a situation where one of those policies needs to be applied a local policy per se but we can't enforce because we don't have depends on the LA time
from this to working for the El so H it's only for discussion tonight and that's a good discussion I would be happy to bring back our policy list so you could see what all of our policies are which ones are the legally required and if there were things that you felt were particularly important that we local that we have we could certainly expand that yeah my view on this would be that uh um I'm okay with this process I just don't want a lot of lag time between when we erase them and re them right because then you're in a situation where something could occur and we have no policy and we did have it but we got rid of it and eventually when we look at it we want it so it would make
sense to not have a lot of La time between the the scaling down and the scale backup of the SE but I also agree there's a lot this where there's policies have never been addressed and they're way outdated yet legally we're beholden to them so we want to clean that up I think that's the intention correct so is this going to happen in the committee I'll take it back for committee um and then we'll we'll go from there I'll bring it back in two weeks I just tonight I just wanted to have a discussion whether or not that was something You' be interested in a way to address we have a lot of policies and policy work takes time so it's just looking at a way in which we could address the policy in sort
of a systematic way based on legal requirements you might be able to maybe prioritize some of the local policies as yeah we know we got to have this correct do those first because we can adopt them on every meeting right correct you know add as we go at least five are ready to go correct there may be some ones in there because you're right it's it's unmanageable right now and I bet when you dig through it B you be conflicted with other polies in there so as long as the most critical ones most important ones particularly safety Etc prioritize those get right on those L critical on what's the process for removing Poli we can we can simply make a same as we update the policies it would be uh a vote and we would
do it two meetings in a row for the removal of the following policies yeah I think we need to get our heads around what this looks like because there are a number of policies that aren't listed here the Dei policy is a good one right it's not required I know it's not required but like pressing pause on all the things that are not on this I just think I think we can probably do it in a step fashion so I wonder I wonder if heing those conversations if the reverse would be true leave it as is and then start then you don't have a gap right but I I'm possibly I would be possibly carrying outdated policies since 2014 correct correct what you know I'm happy what of course commit chooses just don't want to
see this a lot of Gap get ourselves jamed up uh some gaps yeah because you have the problem of having policies that are useless but but also you don't want to just eliminate ones that you might need right you don't want you don't want to like carve too far away too soon so I think we just need to get our heads on process and you brought up the Dei policy that is very recent right so we know our Dei policy is of today so one of the I I wonder if there's a way within that software to look at the time stamps this is like a data analytics problem I was envisioning a giant spreadsheet in my head we were talking which don't have the capacity to build the um we have three ring binders
I but all of those have like when they were last up corre at the bottom every single one of those policies may may I may I ask you to call school boards to see if they might be able to help us with that yeah okay it would be interesting to we could at least sort yeah sort by AG Tor has them all printed out I she's got the three ring it's it's a heavy LIF but is just could correct yeah okay set all set so item be on a new business is the yearly for Education goals discussion you have um our goals from last year that we spent a lot of time on um and you look this over I think you'll see that some we did pretty good on some we didn't get to
what I'm G to ask you to do is take this document review it between now the next meeting um let's mark up what you think we did a good job or accomplished and then Mark up the things that uh we should make as as priorities for the upcoming year and like we were just discussing some of these may not be um current enough so um I think that we've set a good blueprint for this it's just something that we got to make sure annually we didn't pay attention to it because otherwise we'll get behind because it's easy to do it right better policy maker it's just when you go day to day it's it can it can boil up on you so please take some time to look at that and uh we'll look at
We'll add this again on the agenda and we a discussion on hey thought this was good this was good this was good idea maybe it's not workable in this format or and then we can discuss also come with you there's anything you want to add to this um we tried to uh the ones that are down here dated those are ones we have to do every year and we tried to do a better job of making sure we meet those deadlines we don't always meet them but we try to so it's a blueprint for us to work out so if you do that i' agree any objections no perfect okay thank you uh now going to Old business Capital project update TJ fako was here doing some of those final Closeouts of our project and
there was a summer project that they did for us with some concrete work and moving of the storage buildings out here at the track the storage building the pads are all done um the storage bu building is supposed to be here either this week or next week um and I think we're down to the uh covers for the pits are ordered they're coming and there's a drain issue down here that they've been working on they were here addressing it today so uh we are almost closed out and some very good news our turf field project is in review so they did open up the third party review um I had already talked with Melissa Rose who is our architect liaison and I said when they open that Melissa get your TCH you need to be
first in line for the tickets right say as long as you need and so the day the letter came out she sent them on notice that we were interested in third party review um thanks to Nikki uh she had to figure out how to set up a capital project uh budget uh so she was a fast learner and set up the project for the new project the the accounting for the new project and it is under review so that is very good news so attended that meeting as well and I'll just update you some of the things that are not real glamorous but they were important outcomes I think one is through a good discussion we're going to do uh from the park lot nearest the track to the student lot at this end by
the gate we're going to cut through that so buses can drop off they're GNA create a drop off Zone and then go out they don't have to back out so that'll be useful for the visit Gams um we're going to add some lights to the back of the Press Box to to light that area because the stadium lights will not light the way we want it um right because those are made up to the curtain of light correct not bleed out um Diane brought up a good point about sound at the stadium now they they pump it from the scoreboard apparently it's quite good you probably a lot of stadiums have been out there hang light PS they don't generally do that but we often times have events there during our school day that need
some sound but not blasting sound so Dian asked if we could just put some audio off the Press Box it would be a little more localized um we talked about the Gate entrance over here that's where the contractors are going to enter and exit to do the work um we want to make that a paved area it's quite wet probably after the construction inside but they have to gravel down to get their equipment in and they discuss the bridge how you get over the track it's not a bridge per se but how they protect the track and then we'll pave that and that's where we're going to park the uh Rescue Squad the MTS right there and so they'll have quick in and out access to theb um Diane mentioned about game day that gate
that bus Circle will be closed because people are going to have to access the school for for restrooms Etc we don't want them dodging traffic um we got you you had left you had meting we got into talk about graphics and U oh I think you were there for the SL part were you so the logo on the back of a press box which by the way they're going to add appropriate AV to it and uh Power for all things and I didn't notice down on the field there'll be uh boxes where uh sometime in the future your track could be integrated timing with the scoreboard we don't have that right now but that could be a future upgrade but it's all going to be there there to go um so the SL will be
actually lit the L on the back so when you come in at night games it'll be lit U we talked about graphic I said she was giving away the farm got a i let's be honest I wanted the sound system and there was some phrase baned about about project creep and the next thing I know we're having signs it's not C I just wanted a couple speakers and a microphone I did get communication from someone that said let's take care of the little things now not that is true so with the graphics one of the things that came up often um before the vote was how to handle uh the naming and I said to the people we do not they're two different people Ken Wilson John Raymond and when it says Wilson Raymond field
that's confusing for many people that don't know it often reades one person and so I ask them when they do the graphics if they could please do that in such a way that we distinguish this is these are two people are you making this Wilson Raymond field are we moving it the field the naming rights will move it I didn't know that I did we I thought we had aary discussion this it's the fox Stadium Fox it's at thank you so we want that to be dis so they're going to work on some of that for us to look at and make sure that um that's done we also talked about as uh athletes come off the field that's in the same area as where the bleaches will empty on that side and so what
we don't want is all the moms and dads and girlfriends and boyfriends right there at that gate clogging it up so no one could get out so we're probably gon to put a small half fence just to push that congregation into the open space and it takes quite a bit of lead time for the steel for the bleachers and to the Press box is done uh independently of the bleachers they just crane it in Bolt it down that takes quite a bit of lead time as well especially because we have some things in there like speakers and stuff that we want to add and we did talk about security cameras for that area so they they are gonna start the process of getting that moving so that we get in line so that we're not
sitting here waiting for steel okay so that's kind of the update of that Mark was there any discussion of the actual Turf product itself in compliance with that new law that with that new regulation that DC has has that has that discussion happened at all you mean when you when you take it out it no so there's when you know when this was all when we had the deliberations about this there was a lot of concerns about the environmental impact of bir right and New York state has new regulations on that that I think are coming into in like the next year or so and I guess my question is have has there been discussion with the Turk companies themselves about whether their products are going to be in compliance with this new regulation I'm
trying to remember that not this last meeting was discuss but before that there was discussion about about I remember the disposal so tur companies now have a program of T when they replace they T your all the clients yeah I just want to make sure that we're in compliance with that so that we don't leave no last we talked about that there was different kind of crumb Rubber and we were awaiting a decision on whether we go the Recycled or the Virgin rubber so I I don't know where that stands we could check on that but they see you know these folks seem pretty aware that you know they got to meet the mandates of various organizations in our our realm yeah I just think it would be smart for us to meet the future
regulatory environment because it's instead of the exis find out our our first meeting was with the uh electrical contractor the majority of that meeting was really around sound power um security all those pieces that that's who the table with us so we just have it moved on the others but we'll keep that in mind Joe but I think the list I gave you tonight's a lot of little things but in day-to-day operation it's not oh we gotta do this we remember or you know we had kids St cast there's an elementary field day you know that sound see is overwhelming us we can tell that stuff down all those were just little things and there was you know a lot of good contribution by people in the room Flor brought up a good point I
I have been troubled by you know particularly in football when you bring a team in you got to provide a lot more locker room facilities than you would for a soccer team that usually rolls in dress plays it's on the bus of go and I you know we don't have a lot of space for that so for said it's really simple many schools we go to we dress at the school and we shuttle to the field we do it at Mariah we used to do it at Bailey a for both Sean and platsburg so that's a common thing we just never thought we will likely keep our visitors at patrova where they have the full gym and they got a field right outside and then they'll bust take advantage that's how we got into the
turnaround and the drop off so that's a and then they'll return there depart from there the good part about that is we're not mixing people in one gym with so a lot of lot of good ideas I was happy to be there there's a lot of excitement in the room um and a lot of excitement in the community that people had stop me keeps asking you know when when do you start fact we asked that question he said the day after if everything goes through we want to be there the day after your last event so for that see l wasn't my idea but I like this opposition pass close though the pass and brought I mean the election is at the same time I don't think the numbers out as much for the board
members as much think the tur brought out to vote a lot of folks care about this and so I think things you know the community in the village break breaks ground on some thing there's the public officials are there with the golden shovels doing their thing it's a good press off to like keep people in the community update on what's going on and keep the positivity I think something like that when we do start breaking ground because this was a lot I mean this has been going on way before I was on the board of education this conversation it was tried in the past didn't happen I think there is a lot of excitement but also people have questions too so I think the more we can set up like you know let are the
Enterprise here we're doing this thing we're going to we're break ground today get out here talking about it keep that positive message up and up to what's actually happening I think so being proactive getting the message out like you said people are I'm sure asking you me but I definitely get folks who ask about it I don't really know much to say um I think throughout this process the next year as many times we going to have the story out there around what's happening the time line is positive around this I think it's going to be better so if we can just be proactive and organized was that a girl soccer game my daughter's uh team got adopted from 2005 was and you know trying to stay in the corner away from things but I
did have people come to me soccer people that were very excited that they were going to be able to their children were use this facility even said that's that's a good point even people most more than half of the folks have asked about they assuming it's just a football team I'm like no this is this is football this is Girls by football this is soccer this is lacrosse like this is a this is for a lot of people Beyond just a football team so I think again it's a minor detail people don't know this stuff the more we can have positive stories out there I think the better keep an aired and like hey get out here they were doing this get your golden shovels presid and superintendent and break that mascot can come I
[Music] can't so I was talk about my S since it's on day went I let you know all the little things you know it does seem like it one was approv now's a lot behind the scenes deal work going on I appli Diane and her her contacts in the group like Melissa was great get right on that that can make a difference um so we're good on C update upate that's it for now okay thank you next is black five property update so we are proud owners of The Black Fly softball and Recreation Club property um it transferred couple of weeks ago I think just after our last meeting so I want to thank the they still had a group with Travis rabido and Jac dears Randy Sher Shrader and Adam Reynolds for their board
um and wondered if you might like to do a little recognition um at a later board Mee it's hard it's hard to get that group together they're all busy working but I'd love the opportunity to thank them it's a it's a wonderful donation so I know it's a wonderful donation when Vern is excited about it and he knows it's like is I don't know if he's here still but Vern's excited about it and it's extra work for his guys so he felt it was a really nice property and in the future uh you know we we do our next Capital project we can do some work out there it's just a a nice piece of property well and valuable for a practice space which right now is so diff called to come by it's the
first athletic property Edition that I can ever recall we've had what we had so it's right now it's it's rough but in the future it could be very very useful for us all right I'm going to invite them for a few I'm going to see what their schedu like and invite them we do would that be so that brings us to District facilties study committee I was asked to create a uh a letter to give us all a starting point and so that's in the drive I also gave you a printed copy it's got a lot of questions I don't anticipate that you'll want quite as many questions but I just left them and you can sort them or leave them or I brought my computer so if you'd like to do some editing right
at the table I'm happy to do that so we're not looking to do like the qual Trex we we would send it out through qual Trex but but but I mean the answers are they a box okay yes qure AKA Erica is a lot of work so I this we would work into a call Che for um first I think overall the inro to this needs to I think we need to limit um the response like to questions we're going to have to review all these and I don't we don't want to be trying to sit through if somebody wres a page for each one of these bullets I think just some way like know and being succinct is an important skill so being able to articulate your response in a succinct manner that doesn't
make us read how many applications are pages and pages and pages and if we do EV an impossible task to decid who should be on the committee something like that limiting it's a qual survey though yeah you have options for each box you can live how many words something like that yes um my biggest thing I let is so the idea of this being a multi-year process and we discussed that before I I would personally prefer the language of yearlong process not to say that this doesn't take more than a year it could um this a bigger discussion for for us as a board but we waited for the studyy for quite a while um and just thinking down the road of the timing of if this is a multi-year process of this committee even
meeting and making a recommendation tiny wise of something like like I I personally would like this whatever we decide to do as a result of this study I like that decision to be made before you are no longer superintendent um because I think bringing on a new superintendent and if something comes out of this like fing D change whatever it is like that's a that's a lot um not to say that I think that's the only reason I also don't think we need multiple years of this process I think that a year-long committee sounds reasonable um I think there's important things to to discuss but if we set it up at the beginning of this is going to take multiple years if that's the expectation we set there might be a whole new board here
in four years discussing this if we don't want this I think setting the tone of multiple years is a dangerous precedent set I think trying to em as side if there is a pressing matter because somebody yeah I could over mul I could be involved in this but like hey no the next year of your life beginning whatever month you decide to convene this committee you got to be ready to go you got to be available committed this is just my thought I anybody else's different opinion but I don't like the idea of of acting take multiple years for this committee to make a recommendation to the board if they make a recommendation then we have for to discuss it so and and again let's say that uh someone's on the subcommittee that's on the
board of education and they don't run again step off or remove whatever it is that also then you're moving staff in and out the longer we draw it out I think more complicated and already complicated issue becomes to I agree with you about the time frame I agree that but I don't think we should limit it to a year either I think the wording should be change so it just says that this Comm is are you are you prepared to commit for the length of the the committee you know what I mean like I don't know what the best wording is but I just feel like putting a time frame on it puts a time frame on it you know whether you're either multi-year or doing a single year and I don't think there should
be a time frame and then the only other thing that I see is divisions and goals I have a hard time with some of those questions only because uh you know the first one what do you hope to achieve through your involvement in the subcommittee and I feel like that's asking uh what side are you on you know and I don't think that that should be on there I don't think that should be part of our decision making of where you're at you know what I mean of whether or not you should be on the committee so I think that's getting too much information from them as far as their their where they want to be you know because I mean somebody can answer that to say Bloomdale school you know what I mean like
I don't I don't think that information should be in this for us making a decision on who's going to be on the committee just want clear my I wasn't clear I'm not saying that we should decide what to do in less than a year I'm saying because the committee is the subcommittee is going to make a recommendation we might then discuss that recommendation for a year I don't know so I'm just saying I'm not saying we have to decide what to do because of this report in less than a year but I don't know why the subcommittee would more than a year to to discuss the report it's not that complicated of a report it's pretty there's a lot of data and there's context needed but we talked about the subcommittee meeting like multiple times
a month so in one year you me mulp you have 25 meetings like do do we need 50 meetings to discuss this report um I think there'll be more than just the report sure there'll be once once the report be digested there are other factors that go with you know the Ripple affect of anything you do sure I think I don't have do memory let's say we went the year from today digesting that puts us in the next school year certainly by the end of that year we ought to have a plan for 're fallowing here we're going to do it we farther back than that seems like a long time trying to get it done before next fall seems like too little yeah that's what I'm saying I don't there's no part of me
saying we should make make a decision of what to do with our buildings by next school year definitely not saying that it's more the subcommittees work again we are all very clear the subcommittee is going to meet and make a recommendation the subcommittee is the right way to go Community hearings are the right way to go but at the end of the day this is a board of education decision and so I just don't want us to be I don't think drawing this out for two three years of a subcommittee meeting is necessary so if we if if we could generally as a Time I have this subcommittee's work and presented to the board um between the end of the school year and the start of next school year somewhere in that time frame that
would give our school a full year to start mobilizing whatever changes need to be done that's what I'm saying that's one year Well makes sense to me I mean I think a couple of points for consideration I I think having something like that is going to be just as important to the people that are interested in potentially being a part of the subcommittee because they're going to need they're going to need to know more than multi-year and possibly multiple a month you know like there there's a commitment here that we're asking for so I think if we frame up some time frames that might be helpful for them to be able to say yeah I can commit to that or no I can't right the other side is you could you know we could say
we're gonna um solicit for subcommittee members and say we're asking you to to the next X period of time and then we'll reassess or something like that so at least people that are signing up too have an idea of like what they're what's the duration of what they're signing up for in that regard I like the time frame with the reassessment scenario just you know I mean it's just wording this so so the goal for the committee was to have its recommendations ready for the full board um before the start of next school year be that June or July what have you um then the board would have time to you know I don't think the board's going take a year to review everything but that would give almost a full school year for review
and begin to make implementations for the next school year which is I think what they targeted right my offer year 2728 I believe off the top of my head yeah so clear goal and time frame I think would strengthen this a lot I also agree with you Mike about I think the the vision and goals is just really subjective needs to be as objective as possible so I think I don't want people to I don't I don't want the the general public to be like oh well they picked the committee based on what their opinion was of you know and what their Viewpoint was not necessarily you know the collaboration you know so I'm just going to throw it on the table and we'll see where it goes um I hear what everybody's saying I
think multi-year does limit the people who would be interested in serving but I can tell you the outcome of the committee if it's by June and the outcome of the committee by June is that we can't do it that we we our numbers do not allow for Bloomingdale students to fold into Petrova the part of this is a long-term reduction in the number of students in the district that would allow this to happen and so that's why the 2728 school year was the target is because their projections were that by the 2728 school year there would be room to fold the students from Bloomingdale yes there'd be capacity in the building so are we a year early in establishing a committee because we are going to need a couple of years of data to decide
whether or not the data that was presented by the the facility study people is actually coming true and we need somebody to watch that data and there was a lot of questioning in the community about whether that data was accurate so I think you Joe were someone who suggested we look for somebody who I'd never heard of before demographer a demographer yes my friends my friends the demographers and it's so interesting because Erica just sent me some uh information from New York state that had projections in it also so I do see that is the work of the committee is validating the research and the data that was presented but we're almost too early because we really would the first step we see this year we're actually up a little bit from where they suggested
so will that Trend continue having an answer for June really we need to know what the trend looks like next fall are we up again or are we going to drop down so we our trend line does follow their prediction predictions so I'm just I hear what you're saying and I wouldn't want to serve on a multie committee either it would limit the number of people really interested but I'm I'm concerned with if we're going to limit it maybe it's a committee that we put together next summer for next year I you could still have a committee though making recommendations to the board by the end of this school year and one of those recommendations could be don't do anything continue to monitor the trends or there may some be some other idea that comes
out of it that says we can use it in a different way instead of you know who knows so one thing that I would like to see and data that I don't put fully grasp um is so and I'm not advocating that we close boen deal I think that was narrative that's out there that some want close Bo I'm not advoca I want to be data informed decision making I like to see hard numbers on like okay so hypothetically speaking uh the numbers Trend as they say they do in two years and Bloomingdale is closed like what what is the financial hit we're taking by having Bloomingdale open for the next four or five years how how much financially is that cost in the district um and I'm interested in that because I wanted I
don't understand that data I don't know if it's if it's financially I don't know what that hit is so that I want to know and then I've heard you use this word these words a lot and it's been printed in the P patroa at capacity I we are a district Joe used the term Equity lens um I think our current situation P trova blooming Deale is not Equitable for what's happening for those students um right now yeah right now right now so I'm not saying it's bad my my child goes to P trova has a fantastic experience I'm thrilled out her there she loves going to school so I'm not knocking P trol um but you got one school at capacity and then you've got 90 some on kids in Bloomingdale so I just struggle
with waiting three four 5 years and we know there's an equity issue right now and I know this more complicated we can't just go oh well you kids are go to Bloomingdale but there's there are real life consequences to kids in patrova right now because we're at capacity that making these kids wait three four years to make a decision so that date would be interesting to me around like you know what at capacity means um when I went to school here we graduated my class was 130 kids so the high school at that time was holding about 600 students say we're not holding anywhere near that right now so all these moving around the actual capacity capacities are interesting to me so I kind of like the report I didn't see them there in terms
of what actual capacity means and then um what the financial implications are with blooming deal if I had those two pieces of Daya I think I could I could think more clearly about the timing of this committee's work and I'll say it again I'm not advocating to close Bloomingdale it's a fantastic School my wife works in Bloomingdale she likes it there it's great um but I just this report was very clear in it recommendations there's there's a discussion out there in the community I would like to see that data if I could I think that would help me think about what process we should go forward with this committee and maybe that data exist I just haven't seen it or I missed it somewhere but I just don't feel like I have a good understanding
of it call comfortable our goal right now is to just get the survey out so we can build a committee so as far as it seems like we you know we we we're unclear of how long we want to can have people commit to because I hear year long I hear maybe a year plus long and then you know multi-year I mean these are down but um but we wouldn't want to uh form a committee if the work if the timeline is pushed back because of the sacrifice we don't want to have a committee do a committee work if we're not going to move forward we decide that the decision in June doesn't help us right well maybe it's just a good idea to have a subcommittee that talks about you know I mean general
not just for this for this scenario allar right I don't know just I think it's important that we get on this I think it's important that we have a discussion you know even if even if at the end of the discussion discussion is s we really don't have an answer you don't have a recommendation still think discussion needs to Happ and we need to have the sube to add that discussion we need to vote on because this is a district subcommitte do we do we do that with ad hoc or only do we only vot standing subcommitte to form it what you yeah to form a subcommittee of the board there's there are processes for that that's a very good question I don't know the answer I'm going to admire it for a minute and
see if I can help you with that I believe the policy is silent on how they're formed but I'm going to go take a look now is that a local policy or St so I mean I guess for me I guess for me the only thing on here is is the wording you know as far as setting this out for a sub committee the only thing for me is I feel like we could change the wording somehow for for the the time frame and then I also think that the visions and goals questions will give us too much telling information to make a impartial choice of of the of people well I guess question so we we we commissioned the study this year and that was that you know your request and we suggest go
go forward with it was your I guess it goes back and I just don't know how on fire this issue is so maybe it is not as on fire as I was interpreting it the last year maybe with your vision the whole time like you need to do this study now so we can live three four to five years down the road I was I was surprised that my uh data did not match theirs and that I felt we could do this earlier okay that's what me at some I feel like at some point you felt like this I did this needed to move faster right and that feel like not as much well because I really felt we were on course for not next year but the year after sure and that would have
all the work done while I was here and so it it wouldn't start until I was gone but the work would be done while I was here but that's why we needed a study was because obviously what I thought and what the data showed the people doing the study were two different things so the report to you take away was that this wasn't as pressing as you would thought before the study was commiss still maybe necessary but not as soon well the problems are adding the solution well the yeah corre so that's why I say i' just like to see more data on the current state of the field I guess that Mak sense sure I think it's really important too for just the people I've spoken to there's you know I was kind of
surprised this misconception and maybe it was what isn't that many people that were taking it but there W I was surprised that at least one individual didn't understand that it's not Bloomingdale paying for Bloomingdale school kids to go to Bloomingdale school like no it's everybody I mean if the district decides that that we want to spend extra money to keep another building open when we could put all the kids in one B school that's a decision of the district but then that person was like well if Bloomingdale can afford it I'm like no it's not Bloomingdale it's the entire district is paying for and and I don't know how many people have that misconception but it really is a a decision by by everybody what so the the money is big is a part of
it and and what it takes to keep an additional building with I see Erica smiling because we have people who sign their children up for kindergarten who go to who tell us that they're in the Bloomingdale District yeah so you know if you don't live this life it doesn't make sense to you you know it's not so you're right and that people do sometimes assume that Bloomingdale is its own SCH District tell me which is a good consideration of who's on the committee right because you want people who broadly reflect the district the interest of the district yeah what what do you need Diane so that we can get this or really Erica do I guess my one member I don't know that I know that it makes sense to have a subcommittee yet in
until we have more data like like the like so your example of somebody thinking blooming Dale is its own thing and what are the what are the financials like um I don't know I just feel like I don't fully understand I guess I was I've completely failed the test I didn't understand the report and I don't it seems like if this isn't as pressing of an issue asking people to sign up for a multi-year I don't know what they would be discussing like if we don't know if the demographic Trends are going to carry as the report says they might and already initially the initial data point is off it's higher than we thought what are they discussing what recommendation are they going to make we don't want to waste people's time yeah so I
mean like so if I on a committee for two years and with a vague purpose and then we make a recommendation the board goes well it doesn't really matter because this number didn't matter like we we also don't want to wait till it happens but at the same time I don't know you said a little while ago maybe we're you early on this maybe we are what about what about um third potential option and that's like some form of um open Community involvement in the sense of asking questions or asking these Clarity clarifying points and things like like we don't need to go so far as a subcommittee but we can you know we C the the Fe the study itself that's public information right correct so I mean maybe that's something to think about
is just like do you have questions about it do you are there things you want us to take into consideration as we move forward through this like we could ask those kind of questions see if people are are willing to give us some input without going so far as to get in a group together yet you know and that might allow the community to express some stuff that's important for us to take into consideration step one could be a public hearing and on and maybe in that public hearing we we say we're going to do this at some point and we're we're prepping this so that we can get that out as well right in another opportunity to kind of populate or see that but then at least the community is not sitting there with
baited breath of when when can we get engaged in are you you're holding us off on purpose or not you know like that's of course I don't think that's our motive right so I think if we did maybe entertain something like that that would be a win-win and we might gain a lot of insight into what the community that members are thinking and where they're at with it it might help us to be able to prepare for the subcommittee and also be able to maybe even do some FAQs or something so that we can educate the community as we go through this so they understand a little bit more globally Mark you mentioned when the when I think you said it when it was late clear was closed and there was a committee then like
when people on that committee people were all and they saw the data and it was like oh this is Illuminating and give them a different lens so maybe having a databased short presentation of like here's the numbers and these are the numbers despite what some people might think you tell the numbers and here's the financial numbers around the operation of the schools and all that if people see that data and then that public hearing and discussion is okay what are your questions now what are your thoughts now around this as opposed to there's no reason we can't share that data the report can be shared numbers the finances link online report yes yes it's AV so know here's the numbers here's the data and that that way it's not a uh why are you thinking
of doing this it's like here are the numbers and our job as a board of education is to be fiscally responsible with your tax dollars and we're thinking about what's the best thing to do for the future the the only drawback to that I like the idea of starting May with a public hearing is I I know as part of the committee I'm not knowledgeable enough about all those numbers to answer those questions that that that won't be me so I actually am going back to Joe's I'm going to write it down so I don't have to keep asking you the title demra demographer because one of the things we have heard steadily is that well I don't think those numbers are right so one of things if we were going to run a committee
this year I I do think there could be some value in having a shortterm committee before we do any kind of a public hearing to look at data there is a lot of data from a lot of different sources that a committee could look at to determine if the fundamentals of this facility study that the data is is accurate or relative you know data is always interpreted but is it is it reasonably interpreted um to base the to base the the study on I do think that might at least put to bed those people who are concerned that the where did the data come from is the data accurate we wouldn't really be discussing what the next step would but we could certainly discuss whether not the data is reflective of all the data points
that are available about the community and I do think that would be valuable for the committee and for the community well I think the other valuable part of it is that it's not all about the data either you know it's about student happiness and students being successful and you know what I mean like and the Dynamics of the schools you know and and the experiences they're getting in the different schools even even you know if it's not equitable if it is equable whatever but I think that having that committee to discuss the data as well as the other portions so when we are going to public hearing we're covering all our bases in that scenario so what you're it sounds like what you're asking for is more information that goes beyond that report the report
provided us some information there's additional fiscal information there's Equity information that we should be requesting right um there's also there are all sorts of people who study world areas and population Dynamics and like I would love to hear from some of them including at New York State you know hok last year in her State of the State address talked about out migration and there are numbers on that interestingly this data comes from moving companies because they actually have good data on that it's one of the places that it makes sense so like it would be interesting to know protect the adex has put out reports on stuff like this about tourism economies and the graying of our communities and there's all sorts of diversity issues as well who's who's here who's not here things like
that I think I think we need more information before we do anything so maybe that's maybe that's what we do is collecting more information right but do we look at that information as a board of these meetings or do we have new subcommittee so that we have you know select board members and community members looking at all that data together and so I think that this additional data is at par with the study in terms of how we manage it so if we're going to request couple more points of information it would be nice to know what what our operating costs are fairly inaccurate right probably can't be 100% or something like that we got a lot of shared guys um but we get that kind of information I think that would be something as
a board we to adjust that first just like we did the study you that will guide us towards the creation of the committee I think all those kinds of things need to be brought to us so we see them so we understand what they say before we bring in um other people in a committee situation I just don't know what the process would be to get that information so so you see Joe to know these things but I think you know we have to give D of direction as to this is the stuff we need and then we got you know have faith that we can get some semm to that and an answer and then once we've had a discussion we understand it then you go to the next step that's I me you
could do what what the majority wants but that would be my view I mean not to go around and around on this but this is where a pretty carefully a careful composition of the subcommittee actually would be useful because if you had someone like you know I'm just throwing out a name here but like Jeremy Evans right who understands Economic Development data and Franklin County demographics at a really high level having people on the committee who know what questions to even ask I think it's like a really important thing and and so we only know what we know we don't know what we don't know right Donald everybody but like there's wisdom in that it's hard to know what you don't know and so that is where a subcommittee is really useful in terms of
having a diversity of people who can ask different kinds of questions about information I mean I agree with both you know I me like I agree that we should be seeing the information as well as the sub but still doing the subcommittee too to spend more time in desity than that we are going to be able to do here at these and that's what I was asking about like the creation and and like function of the subcommittee because like the Dei subcommittee makes recommendations to the board reports to the board on a yearly basis and so could it could it just be could it be that like maybe the first step is we need to create find get more information it's just information gathering at first and is more well even the deit does more
because the minutes are public so the minutes are made available for the board every every month as as they are to the the public so that could still be the same case just thinking about the model that's but that's a standing subcommittee that's why that's my question uh it just talks about the board forming I would think if you were going to form you'd want to do it with a a resolution I think uh what I'm hearing is each of us would like to see a little more additional data information until this point but in order to charge di that we gotta got specify this is what we want two pieces of data that i' like to see would be and I know it like Mark said I can't be I'm sure it's not going
to be a definite number or down to last dollar but like that defining in some way that operational cost of blooming deal like what is that what we talking about here um financially that again our charge is fiscal responsibility so within that purview what is the operational cost of lingale were operating or not um and then I would be interested too like in some way looking back maybe whatever just 25 I like when we think about the capacity of our schools what is possible for our schools to handle student number size uh while still delivering a quality education like we don't want to just pack in a building that's no point that so what have our capacities been in the past 25 years what what has has something changed in the past 25 years that
changed the capacity of our buildings like what does capacity mean I guess what I'm asking like not just how many people can you jam an auditorium but what's actual capacity that still delivers high quality education what have we what have we done what are we currently doing in terms of our numbers across the buildings let me just while thinkig so a couple things come to mind in the past 25 years we've greatly expanded our suit programming and the physical space is different than it was when it was much smaller um so that that's a consideration additionally we do have some contractual agreements with class sizes right yeah so that's I'm saying I'm sure well now you got 35 kids and and the report does touch on some of that and how it's changed how we
just because this building was built for so many students whatever originally built for it cannot accommodate that now because special special ed and all the various ways of classrooms are use differently so some of that is in there but well and with your the cost of you know what building what buing cost currently like what would what does it look like if those little kids were go toova as far as what's the cost of that that you know adding that population to petrol what's the cost of what carry over of of teachers and administrators and stuff like that so any potential savings is important to know right but what we're asking for is what will be at cost of continuing for x amount of years right because we have to fund it right any ripple
effect that goes to the other buildings and the only thing I'll say is at least from my perspective from administrative perspective this stuff is bandwidth sucking like these are rabbit holes that are going to take a lot of time to do and do well so I think some parameters as well for D in the sense of like you said like at what point are we saying this is good enough information to be able to go and do something with or to be able to share and help make a decision and then what is just we're just asking you to chase down scenario after scenario after scenario because that's analysis paralysis and I am sure our Administration does not have time and energy Del I mean yeah we want specific as we get we don't need
right so I that's the only thing I'm saying is like I I mean scenario planning all day long totally agreed but then there's another element of it where it's gota get business done want you why don't you read back what you put down and then we'll see there addition for the the ask all three pages no I actually only have a couple of I have three bullet points defining the operational cost of Bloomingdale capacity of schools and what does capacity really mean and the cost of continuing to keep the building open anyone think there's anything else they need I think we need to double check the the demographies yeah well that's on on the page before was um to uh look over our own data point well I think that's something I mean we could
I mean you could say no but I mean Jeremy used Jeremy is an example I think Jeremy I can't think a better person that would could speak to that Jeremy was a board member he's involved in this he's got kids in the district he cares I think that that could be a simple I don't know if we some we reach out to Jeremy and say hey we're collecting data could you if there's a specific question Jeremy could answer we could ask that question go back to how I started I stop talking about this is a committee a subcommittee that goes on for multiple years with multiple meetings per month that's a board of education member that's what we do we meet couple times a month for multiple years that's a huge ask without a very
clearly defined purpose that's going to lead to a tangible result so Jeremy might be able to point us in the right direction with us too yeah his world right I think Jeremy's a great person to to ask you know give them some context and this some specific data or your take on this J whatever whatever it might be you know Jeremy loves data I'm sure he's read this report or if he hasn't he would so so I mean the feeling I get is that that we're we're putting the sub right until we have some more information ourselves to move forward we want to gain more insight with these requests and then based on that we get those officer conversation and then we'll re-evaluate you know the timeline and formation of the committee so I don't
quite get that sorry why are we why are we putting it off I I I lost track of I think that the logic Nancy is that if the committee begins and has done in a year we're not going to implement for three years yeah but it but we still need to have decision making I mean I would think thinking of Diane's role like if we're going to be working towards combining the schools if that's the decision that's made that takes a couple of years to plan for hires you know or people who are when people are attrition you know CH changing the you know who's working I I I can't just happen like I I guess it could happen over the summer you know but I I would think you'd want to have a little
planning in there no um I actually have done this um and really more than a year is ugly okay um it is it is painful to the adults so so if I'm the third grader I probably love whether where ever I go to school but as long as my friends are going with me and are going to sit next to me in the other building and my teacher I'm going to see in the other building I'm pretty good it really is the adults who have such an attachment I went there my mother went there my aunt worked there the whole time I was there she was at lunch with me every day it really is a true grieving process for the adults and a year is a good opport and it's more than enough time
for the district to work to put it in place for the following year one year okay well and you're saying again it's also it's also that the the the report said X but now we're saying maybe X isn't going to come to B so we don't know you're saying in data points already it's deviated so that's why I'm questiones the committee because it sounds like you're suggesting we we watch a little bit longer and see does this report actually hold water or maybe it isn't because of whatever reason um not that I don't trust the report but that if numbers were shifting so we charge a committee for a couple years to do something but then numbers go way up and then we go oh forget that like so so it sounds like we need
to collect this other data that we're asking you for but then watch those numbers still so are we talking about what waiting till next September to to re to look whether starting a committee next September because then we'll have you know the next year of at least starting out enrollment well that's the thing so close to capacity right now that we get to you know a couple years from now we switch over and then the numbers deviate again and go up you got to jump in the that's I know I mean it's like a that's what I want to know what I think the numbers are important deviation numb the scenario so why don't we uh table the formation of the committee currently and give di a little time to see if she can't Source
out where we can get this and it requires us to you know you hire a demographer then that'll be able to discuss that time Jeremy might be able to we ask him if he knows anyone in that capacity or what have you yeah I can ask him the um I mean essentially maintaining the status quo is also a form of action right so that's sounds like it's just more data we need it's not that much more data but there's more data that would give a way better context to what exactly we should do arm with that we could make a very at the very least knowing operating costs and potential savings versus operating cost for that's important anything else on that this is why we discussed um District [Music] safety no uh so um mon
ago we were talking about school safety stuff and so I was uh had a good conversation with suzan around some of the things in my professional life that I do is around school safety and so I was curious to learn more about our district safety plans and uh keep it brief but yeah I had a good conversation with around some of the things that we do around student screening meaning schools good schools that are thinking proactively about student Behavior mental health do a practice called systematic screening which is what it's kind of what it sounds like where you give students uh a measure to self-report on their feelings and emotions and also teachers are reporting on the students as well so you have multiple data points to be proactive and maybe having to intervene and
support students and so I was curious what screening tools are we using how's that data Ed um any plans for the future around different tools we may use and uh so just discuss that uh I'm very glad that we are doing systematic screening again it's what the best schools do so it's great that we're doing that and then using that data to make decisions around support for students uh and I just have a few suggestions or we discussed possibly different screening tools we could use in the future um because it is really important to get students self-report data as young of an age as possible a lot of screening tools will be teacher report only until about middle or high school and then they'll start doing student self-report but there are great tools where students
can self-report from a young age as well as like kindergarten and that data is reliable it's been shown and research so talked about some of those options for the future that the district is considering and a suggestion for a measure that I've created that I've done psychometrics on that I think is a good measure as well that is captures mental health characteristics that other screening tools don't um so yeah overall I was very happy to learn more about what we're doing in that realm and feel like we are uh in a good place with the screening that we're doing and maintain that screening and using that data is is super important it's a great way to if you're doing a tier one like we use the middle school for example if you're doing the positivity
project as ancl program is that having an effect or not well if you look at your systematic screening data across multiple data points kind of fall winter spring if you're looking at how's that data changing if it's going in the right direction meaning fewer kids are showing up in that risk range that's a good indication your tier one programming is doing what it's designed to do if it's going the opposite direction maybe time for a shift so overall yeah happy to see the data being collected and the data being used thank a related question around this um during Co we used some money to increase mental health supports in the district do we have enough capacity for that maybe we have enough mental health supports we we have a robust I we if you compare
us to just about any other District in New York state we have a robust mental health Team both inhouse uh psychologist counselors and social worker and we partner with outside agencies so we have the SSA Grant which has a full-time counselor here paid for through the Grant and we work with citizen ADV citizens Advocates where we also have another full-time counselor available for our students so um Never Enough the the the easy answer is never enough we'd be happy to take five more but we are staffed well what New York State uh suggests are your Staffing guidelines for uh mental health personnel in the district well well our our student to staff ratio is significantly lower than the student to staff ratio that is the recommended and just the most of my work is around
rural issues and yeah I would say that based on what has happening across the country even in rural districts we're doing pretty darn good with the the whole support we can offer so yeah is limited outside resources and we all know how difficult hiring is for these positions so you had mentioned that Joe you stated that that it was funding that we' received through Co so that disar we hired a dis we hired one additional counselor through Co really because we knew we were going to have a retirement so we really hired just to keep um certainly certainly used that person well but the intention at that time was never to actually staff up it was it was we had the opportunity we were going to take advantage of it knowing there was a retirement
ho to fill there were a lot of other supports that were available during Co that are no longer so I know we sunsetted some of those things as well like what joke wasn't wasn't some of the some of the after school programs were funded Co money and we kind of wound some of those down or at least the funding streams changed yes just think we had to roll back some of those Co supports we we have rolled back some U we've been really lucky that 21st century can pick up some of those supports um just require money money from outside sources requires additional Hoops uh rather than the district uh funding but we have been Amy is a great example of that she's running her you're calling it a plus is that so so one
of the things that rolled back was homework Haven and learning lab but A's building is running the A+ program which is tutoring through 21st century so where there's a will there is there is an option but it is not it is not as easy as it was what it was Co funding to put those programs together and we're always looking for money for our family field trips thank you Joe um now item eight reports do you have any additional things I do noong I I do want to acknowledge Dr Cook's recent passing um all of us we've been around for a while we're really saddened by the passing of Dr Cook he was a longtime School physician here and was the school physician when I first started he was really dedicated uh a supporter of
our District's extracurricular programs or wasn't a music program or I remember when his grandkids moved back and I saw him the first Cress country meet he was so excited to be here cheering them on um but he cheered on all of our students and was here for a lot he was steadfast in his commitment to the health and overall well-being of our students uh sometimes the nursing staff would pull their hair out because it's scheduling time for student physicals and they'd have their schedule all set and they have their passes handed out and they were ready to go and uh despite that usually Dr was off schedule by the time the first student uh was finished because he didn't care how many kidss were in line he was going to know who you were how
you were what you needed he spent the time that he needed with each and every student um and actually made a personal connection the last time I talked to Dr Cook was at our June uh Coral concert here in the high school and he came over and chatted for a long time about what we did in this district for kids and what a wonderful thing that was to the point where his wife pulled him away and I just I said when when I think about how what a supporter he was his last conversation with me was about all the great things we do for kids and how proud he was to be here so I just thank him for his genuine care and interest in every student and for many of the staff members um
