002organization typically a lot three minutes to speaker and speakers are conduct themselves in a s manner uh the board can up from public session discussion involing individual District Personnel for students persons wishing to discuss matters involving individual District Personnel should present their comment and concerns to the board for a written statement uh public session is typically not a question and answer perod The Board will not address specific questions respond to specific concerns from the public in tonight's meeting persons with specific questions should address those to Diane Fox prend schools and the board president shall have the right to discontinue any public comment which violates his policy you're up okay thank you um so my name is deina thirston I'm the town supervisor uh for St armad um where Bloomdale School is located um so I
003I first I just wanted to say that I did watch your last meeting on YouTube and I do have a suggestion for you and it might be something that you could consider I think that the camera is over here and perhaps the microphone as well so it does make it difficult to hear and and especially when folks on this side of the table speak you can't really understand what they're saying and um we have what's called an owl in our boardroom and it kind of sits in the middle and and focuses on who is speaking and I know you're having some technical difficulties uh so maybe it's time for a little upgrade but that might be helpful for folks that can't come in and want and are interested um in the meeting it might it
004might work for you just a suggestion um so a few months ago um I had sent a foil request um to the school and I was asking a lot of questions about enrollment and and data um I'm I actually not really thrilled that it I can't ask a question um but I would like to provide some documents to you if that's okay sure okay so um I this is some the spreadsheet that I created based on the information that was provided to me and I'm sure that there's a logical explanation um and that was kind of what I was hoping that someone could explain to me um so the way it's laid out there's different enrollment data and the numbers are different and I just wasn't sure why that was you know which what do
005each of these represent I guess is my question and why are they all so different to the you know the basic involment data so if you can't answer that tonight could you possibly email me Diane so please email me those questions email you those questions okay I can do that I can do that okay okay at the last meeting um sure when you folks were talking about um starting a committee forming a committee about um the blooming door school um enrollment study that was done uh there was some discussion um Mr farmer had stated you know we need to make sure that we have some folks from Bloomingdale on the committee and then it was talked about to make sure that those folks from Bloomingdale did not have children in Bloomingdale school or did not
006have grandkids in Bloomingdale school and the discussion seemed to suggest that um you weren't looking for anyone from Bloomingdale who had quote skin in the game and I just wondered why that would I don't think that Jacker I think there was a point in which uh one of the board members said so to the fact that we also want to include people that might not have children that might not have children we wanted to make sure that that group was represented because they are residents uhuh um but there was never my knowledge any attempt to exclude someone that would have children in there I would think that would be a good person exactly and it so again I think that maybe the microphone okay so um I did listen to it several times and I
007did try to you know piece out what exactly was being alluded to there well yes it's it's always good to try to clear up anything that is is unclear right um so I know and I'm I'm sure all of you have um you know dealt with this in your positions here um sometimes negative feedback you actually get the most from so some you might not want to hear it right it might come come across in a in a bad way but that information is what you can really use to move forward and and make sure that everybody is being represented and everyone is getting their opinions heard so um I would just ask that you make sure that you are including folks who do care about Bloomingdale school who do want to see Bloomingdale School
008survive if possible I think we were pretty clear that I I'm the one that actually said that about having people that don't okay have kids there okay and the reason being is because there's a lot of people that I wasn't excluding anyone else I was just saying that I want I want every group to be represent Presa you know and not necessarily somebody who doesn't have but somebody without better explanation somebody in an older age racket you know what I mean like I feel like you know that getting it more diverse not necessarily excluding any group I want people from lale there too okay that's great I agree with you though especially since that demographic that older demographic kids is growing right faster than any demographic let's be honest in the country I agree with
009you we'll talk later in the meting about how we want to compose this but one thing that we're pretty clear about is even if someone's not on the committee we want to hold enough hearings uh for the public to weigh in okay we don't we don't want to rush this along we don't want to drag it out we want to make sure anyone that has a voice can be heard and you know we we got a lot of stuff to sip through sure now I understand you know you have a a a cons about the bdale school specifically but this this reorganization in some form or another will impact everybody in our district right so you know we want to be mindful that the work we do is as representative as possible my guess is
010um no matter what decisions reach there'll be some that'll be unhappy on the committee and community at large and that is always we don't know where that's going to go right that is always the case um you may have heard me say I think this is the most um consequential action that we'll take for our communities and our students and staff to affect this for the next decade right and so it's it's important work and uh we just don't want to do it improper okay I I just also just want everyone to know I do not want to be argumentative I have never wanted to be argumentative we are all in this together I understand that 100% you know I'm a taxpaying citizen I pay my school taxes both of my boys are grown I
011don't have kids in school I'm happy to pay that I'm not gonna go over that top but I I you know I do contribute you know what I'm trying to say um but please know that I am not trying to be argumentative all I want to do is get to the facts of the matter what the truth of the matter is what the space requirements are and you know have a a hopefully a good idea of what our future looks like keeping in mind that there's outside influences that will affect that you know so please know have you had an opportunity to read through the the report oh yes yes so you know there's a lot of numbers right and so one of the jobs this committee will likely have to do is distill those
012numbers into something that meaningful for us without forgetting that there's a human element all this exactly and so exactly it's yeah it's a big lift for this committee it is it is absolutely so okay we're not opposed to people that have a different viewpoints good that is particular people that are most directly impacted right and one of the things that I've wrestled with is you know the the population we often Overlook are the students themselves right um I'm not you know I wrestle with you know what can the elementary students share with this other than their experience where they're at but that's something the committee will discuss and try to make sure that uh we we're looking at this from as many different angles as possible right we we know that the numbers are going
013to say something the budgets will say something the state decision of funding all schools that they're working now will be part of the decision um you know how it impacts people's lives uh there's all kinds of things daycare you name it it you know busing is a big consideration as well we'll volunteer the busing people to be on the committee so it's there's just a lot of people will have pieces and parts of it right committee will be charged with looking at all the pieces and parts overall so okay anything else for us I just wanted to say that and put that out there and I appreciate your time and so you come to every one of our meetings out right I would love to I actually wanted to be at the last meeting but
014I had another meeting that night know that right sure um but I certainly you know I I would love to be involved um you know I do feel like I have valuable information um that might be helpful to the committee um I know that at the last meeting you had discuss coming up with you know a list of questions um so I'm looking forward to that and uh you know hopefully we can we can work together yeah and no matter what we're GNA work together it's a right it's a situation where we we're really keen on if you're not a part of the committee through multiple public hearings you'll be able to give this input and virtually everybody will know somebody that's on a committee right sure so you know we'll take uh all the
015input we can because when we're done with this we want to make sure we've done a thorough accurate job on right absolutely thank you for that I appreciate that anyone else all right that brings us down to financial reports n uh so the budget status report is saved on the share Drive um and this week I have a budgetary transfer that is over the $10,000 limit so number one so I don't know if there's anything extra that need I know right it's uh we are sharing a teacher with Tupper Lake um for the usually impaired of this transfer was mve just from one budget code to another to cover that Shar one student that's in both so we have one student cover has a student is that they they have student or students yes but
016we have a student of services yeah ready for resolution resolution number 046 2024 approving the current budgetary transfer report as presented by the school business executive motion please second all in favor iOS the resolution is approved and then always the weekly warrants are safe to thank you whole business Capital project updates oh good news on our uh Turf SL door project whenever you do an outside project I think you asked Nancy what door it was it is actually the inside door at door number four that door does not latch correctly so when you come in to go to to the gym inside there's a door that stops you from coming to the district office Music Auditorium section so that's the door we're replacing so in order to get any state aid on projects outside of
017a building you must actually touch the building so that's our touch of the building is to fix and that door does need fixing it doesn't close well forever forever forever that that has needed fixing so that's that's the door that's part of that project so that project has been picked up by state it's been through the pre-review it's gotten a number but just yesterday State Ed set out their notification about third party review they've been telling you about it about the spring because of the backlog bringing back the third party review and so uh I got that from our our Architects just this morning and she said with your blessing I'll prepare the documents I said Ron get your tent we want to be the very first person in line spend months in line so
018they say that that's going to start on November 1st right because without the third party review we would be months before even getting approval now looking at the co-op situation yes which we may want to go anyways through the co-op situation but we would like the options we want to be have as many options as we can so it's over so that was good news and it was good news that that came out so that's where we are and we're just closing up shop on our last up Clos up shop on our Our Last Summer project track and stuff it's all closing up just a few punch list it's always that last half dozen that takes forever to get off the D list so we're working on that and um we're making good progress with
019our Petrova first and second floor that has just been approved that went through the process amazingly quickly actually so we are all set we've had our first pre meeting uh to get going with our energy performance contract and we were sort of waiting for the first and second floor approval and that came within days of that meeting so next summer is going to be a busy one at patal we'll use up the end of our 18.75 Capital project money um along with our EPC and I have a sweatshirt that says what if it all goes right and right now today it is all aligning to go right that the project can all be done hand in hand see what two weeks brings but as of this moment it's aligning as we hoped it way that's
020where we are did all the stuff get done with slabs and all that sheds yeah that is coming so that actually was done outside of the capital project just trying to set us up so that is happening and that's in the process I think we're waiting on our shed did it arrive I I don't think it has bur would told me because I call him all the time and say forgotten this right so I think he would have got me off his back and said look out your window it's here I was very happy that I'm still on the Mosaic email list because I got all the plans were sent to me and everything else already without perfect so you so are are you getting all of this when they approve our projects and yeah
021it'ses to me so that's great all right Mike you're still in know anybody at boast is a could build a shed nope that's where we are we build houses not shs okay uh Item B under old business the draft School building feasibility study uh committee discussion um we left last meeting talking about per putting together some sort of uh document for people to fill out who would like to be on the committee U maybe through qu tracks have we done anything with that we haven't done anything because were going to talk about questions today okay so when we say call tracks what we really mean is Erica just so you know she's she's our person so so as I can can I ask that so I really would love to have Joe and Zack and

024it would be nice if Justin were here tonight however I do not want him here when there's sickness raging through his family so I'm glad that he's not here but he was going to speak a little bit to this tonight um there was a request by the board to take a look at our safety plans and sort of our plans and procedures um and Justin has been in I gave him access so one of the things we started last year and are working towards um is as we've contracted with a company clps which actually builds I have that right clps uh which builds the templates for building safety plans built off of best practices so although a lot of work there was a lot of updated that was required by the state this year for
025safety plans um they really provide all the appropriate templates for us so you're not missing anything um and then they become a clearing house we actually just worked on it at our last administrative meeting because they also become a clearing house for threat assessments anything that you do with students to allow all that information to be in one place right now it is in one place it's in each administrator's drawer somewhere this allows it to travel over time uh and to travel with kids and also you might have heard um from Texas that they had the badge uh button this actually does come with an app you can put on your phone and your computer and can do the same thing so our hope is to be able to have that up and running um
026by our our November 1st superintendent conference day so that we can do a little training on that before we just hand it out but so so we actually um have been working on that like we say since since the end of last year we'd been as you know we Ed some other companies over time and just found that they were not responsive for what we wanted so went out and looked for a company and this has been um good and they've been great at helping us and I think they provide really what we want we want best practices we don't want people to tell us well you do it and we'll look at it we want you to tell us what best practices are and then we will adjust accordingly to meet best practi and
027we were we were finding that difficult to find but they have really come through easy to use and a nice package so uh Joe was also asking about whether or not we do uh student questions and we do the Sabers at some grade levels which is a student questionnaire about their overall mental health and Status um and Suzanne is actually here tonight with suzan I've had some conversation we use it because it's part of fast Bridge which is our three time times a year Benchmark testing so it was easy but it probably is not our favorite Suzanne has a favorite and I think I think um you'll hear from Justin that he has some too and we're we're certainly open to looking at some different ones so um he'll speak more it's always difficult we
028talk about our building level plans because we cannot share them in any way shape or form they're private but he has had access to all of them they also get stored in our in our CPS package so all in one place and easily um easily researchable and uh usable and I think he'll have more to say when he's here but he's on it when you say they're stored I mean they're not easily researchable by us no no but in housee for us and our staff who has access so our the the the heart so our plans our plans get submitted to the state in in the portal in a certain unuseful form um and then they get submitted to the state police but the counselors don't necessarily have access to the emergency plan and probably
029there are some who should have access to that what if what if you know Josh and Bruce are at a meeting someplace you know so we've never had we've always had a paper copy that's not very useful either like I yeah you know so so it allows all of us to know in an emergency where do we go and you know we can really control the access as to who has that so it's not really that in-house people can't have access is that we don't want they we don't want people outside of the district you this year's requirement was that you do an aerial photo you label all of your lines in all of your emergency spots like we do not want the public to know what our plan is but we certainly want whoever
030covering the building that day in a crisis to know exactly what our plan is and be able to pull it up quickly so that's what it does for us because everybody one one spot shopping where they know where to go rather than is it in my drawer somewhere where did I put that when I got it in September now it's March and yeah you need this resolution please resolution number 047 2024 approving 2425 Building Safety plans for Bloomingdale Padova and the high school a motion for that second those in favor iOS and then and then Justin can report yes Justus will report he back at the table yes okay Item B under new business the Nisa annual be business meeting uh the resolutions and we'll turn this over to so telling time of year again
031when for the ninza annual business meeting who they've assured me will not be eight plus hours this year um there are 10 less resolutions thank god um I will be in Florida but I will be attending the meeting um that way um but because of open meetings law and because we have decided as a district that um we want to make sure that we are above of open open uh meetings we're going to go through the resolutions although I sent out a sheet you'll see some of us have voted it was more just to see who has questions um or if there's any that we're finding um uh I needed some more documentation just to uh to clarify you know Tor to interrupt the the background document that you sent is most helpful the big
032whatever 30 pages what y it goes so um and it is available online just to give you an idea what it is is the every year uh nisba solicits all its members to submit proposals for Resolutions and the resolutions basically whatever the membership votes on uh gives nisba their uh marching orders um they lost three years I think so I think it's three years um before they Sunset and have to be voted on again um but that way it is representing um what they're doing on the ground um with State Legislature with Federal um legislature is uh what the actual members want and I have been pushing for us to participate in this since I've been on the board because you will see in these um the urban districts are really well represented um multiple
033times the rural District uh that make up 63% of the uh of the districts are not as well represented so it is the small voices that we really need to speak up for um so which is why I drag everybody through this um but you will see so on the left you'll see the resolutions um the first three nisb sets it up there's a resolutions committee that goes through all of the resolutions that are sent in um the first three the first section will be the ones that the the resolutions committee um they are recommending uh in the guide it gives the resolution as presented by the districts U they added this year that multiple districts can sign on to the same um at like we did last year with Saum um for healthy School
034meals for all the nisba Dei committee weighs in that started last year um and then some just kind of clarifies because once again there's even more acronyms than you can count um and then we are just kind of put in where we stood so if we go through these I think we can go through pretty quick um Mark just want me to go down is that the best way yeah I think so okay uh the first so the first three are the sun setting ones resolved be it resolved that the nisba support the full restoration of the state and local tax deductibility which is the salt tax um salt is the state and local tax cap of $10,000 um and it adversely affects High State taxpayers um and New York is a good example um
035but that across the board we were good so then what we're getting here is the vote that I will give at the business meeting um any questions so final vote will be yes okay resolved that nisba support legislative action in the regulation of Vapor Products including consumption manufacturing distribution and advertisement um we have the four yes so that it would be yes resolve that nisba take a leadership role in encouraging School boards to develop successful strategies for integrating respect for differences into the educational experience in carrying out this mission is B shall encourage school boards to and this has three parts ensure the importance of acceptance of others who are unique and different because of racial ethnic gender sexual orientation gender and identity disability status or religious differences is part of the curriculum invite discussion
036among students parents staff in the community about how hatred and bigotry based on race ethnicity gender sexual orientation gender identity disability status and religion endanger the pluralistic and diversity principles for which this nation stands and involve students parents staff and the community in developing and supporting educational practices which invite understanding and acceptance of others differences and which aim to eradicate hatred and bigotry and so we were yes so those were sunsetting resolutions um that they have been working on I know we've been working on um and then these are the new ones that are recommended uh resolve that the New York State School Board is Association work with New York State educational conference board and its legislative support members to call on New York state legislator to approve tier six in the current Retirement systems
037for School Employees and that we seek support and legislation to establish tier equity for tiers five and six to be more aligned with tiers one through four and we were all yes for that one resolve that nisba support legis ation that would increase the Bose's Career and Technical aidable salary cap by connecting Aid more closely with the actual cost of providing Services again we already asked all those resolved at the nisba support legislation to eliminate the limit on Bose's district superintendent comp superintendent compensation yes for that resolve that the nisba supports legislation to amend the current civil service system to modernize the exam and increase the frequency of exam Administration yes that's what we talked about over a year ago when trying to fill positions just how archaic and slow civil service was it really
038causing um municipalities to rely on that because the law say have to to have positions not failed so they could accomplish that that' be awesome and in the reasoning in the districts because there were multiple districts that um co-sponsored this one that across the board the current um job titles don't fit well with our district um especially us rural guys need to be updated exactly um so this is just one more group that is that is working on it uh number eight resolve that the nisus support legislation of the state that would provide for sufficient funding through building Aid for the construction of a new school that would replace one or more outdated or Antiquated schools four resolve that the nisba shall advocate for timely decisions on school Aid We're GNA need another vote there
039so Mike you you can chime in on that if you want have three votes yes thank you I must not have been on a working document or something when I well thing is that Zach is missing because I voted on everything but it must not be a if I miss something that you disagree with say something just because I kind of get under the roll because there's but I don't know if I was on a different may it wasn't working docum I was working I've done that right okay so number 10 resolve that nisus support hybrid electric buses as an alternative option to the school New York State 100% zero emission electric school bus or ESB Fleet mandate by 2035 Dei had no position on this and we were at so for that to pass
040you're going to need I I said yes so because I think the H is it is interestingly enough it is um when I spoke to some of the districts over in Vermont um Killington being one that has a similar kind of area and weather and those kinds of things they are using propane heaters in their buses and that bumps the um mileage back up um those are already allowed in the in the Mandate istill according to the nisba attorney that's not in writing yet so out of our that's out of our what I would say is um it would be nice to have a bridge solution if we're not if we can't get to zero admissions so this resolution is in the context of the resolutions from last year which were um fighting the current
041timeline of the transition because and and know I was actually quite surprised um how much support the rural districts had Long Island was supporting us and um some of the big five were supporting us in that they said what is going to happen to the little districts and somebody mentioned sarin Lake and I ended up speaking on the meeting saying this is the situation where the largest geographical School District just under 700 square miles and it's just a logistical issue and our our away gains are so far and those kinds of things so just looking for more options and just last year was the first year that there was money to set up an office to help guide us through this and that was one of the things that nisba has been fighting think we
042would all like to see the pollution of diesel buses go away absolutely we either some things got to happen for for us to be able to do that exactly with a realistic and that's and that's it I mean if you look at the building and that comes you'll see another one along here um well actually the very next one number 11 resolve that NBA urged the governor of New York State the New York State Legislature and the New York State education department to Prior ize the human resources processes and programs that will ensure school districts can receive necessary building permits within six months of sufficient of capital Improvement plans can you vote twice on that I will fight for that way but it's a perfect example though um and prices where prices are jumping up
043so fast that so many districts are running into the problem where they have estimates they add in contingencies but if it takes 9 months to get your building how much have you know the way supplies and have gone up it you can't keep up that's the issue yeah your your quotes don't hold no they don't then you're D so you know it's should come up on state head to to speed up that process yes yes okay uh number 12 resolve that nisma support funding for technology and related expenses for smartphone regulation policies whether pursued by districts voluntarily or mandated by the state um I looked into some of this more and some of their back documentation and I voted no just because it was very vague the ask is vague um it comes back down
044to the we already have a resolution in place um for unfunded fighting against un funded mandates so the state mandates we do X Y and Z and it's going to cost um x amount um that there be um a way to work with that into our budgets that's acceptable but I didn't like personally that it was as vague as it was that's where I was at as well um me we're hearing a lot of noise coming out of Albany about some regulation um um I think for for some districts they really want that to lean on I think other districts want to go their own way with with that issue so I was I'm still kind of not decided on that I was decided as well I don't I don't think that it's I agree
045with you that you know if it's mandated there should be funding the back you know and that that falls under we do have current policy pushing for no unfunded mandate just one thing to keep huh is it unfunded I mean is it what is the funding required to to well because it's not a mandate yet it is it should be falling under another po under the Mandate policy not follow falling under oh we already give you money but you're already voluntarily doing it like that you know I think that this is this is why I didn't like this particular resolution and why I voted against it is because there's not a very specific T um alisma training and and they always say what is your ask what are what are you asking for and they
046want money but I'm not sure for what money um if it is if the state does come down with mandates we're already working towards this um Justin is your our phone cell phone guy um um I'll be honest I'm anxious mom that when there's a lock down afterwards I I don't have to ask my kid shoots me a text that says I'm okay so I just don't like this particular resolution and that it's big and that's what I voted so if Mike is on the side Nancy you are a yes well I mean if it's a matter of pushing it back and having asking for a more clear resolution that's certainly that's we're past that we're past that option um well you're only past that option if it's approved uh to ask for if everybody
047else to yeah if they don't then needs Clarity the districts that I've talked to including from Long Island and Western New York all agreed on the vague they didn't like the vagueness of it so so when we're talking about this phone policy you know I would bet that every superintendent principal Dina students in the state um that has dealt with this isue for a decade would love for ALB to put their foot down on it because takes the pressure off them have to do it locally they get to say not my deal yeah because it is there's so many wonderful things these phones are doing for us but there's some detractions too so as a guy who dealt with that for the better part of six straight years it's it's complicated and it's very possible
048the governor is pushing for an outright ban on the schools personally I would like to see and I think this schoals teachers and staff and students these are going to be part of our lives for the for stable future and we all need to learn the need and responsibility and we need adults and teachers using them responsibility too so that the kids can learn to use them responsibility but this resolution is about the funding for it um that n support funding for whatever technology and whatever related expenses for smartphone regulation policies whether pursued individually by districts or mandated by the state and that sounds reasonable enough but we really want to have a resolution to ask for funding for every mandate or to want to cover under the blanket things you mandate it you fund
049it because otherwise this will be every item will we are we funding it we're not funding it the better approach is to you mandate it you fund it that's my that's why I put no is that I think it should be under the if you mandate it yeah you're not saying no we don't want the money if you mandate it no we just don't want to have to do this for every single item exactly exactly um so where do we stand I have an undecided remark you undecided I think we can't go forward for it so it either passes or it's no okay number 13 resolve that newa support legislation at the state level that would allow school districts whose pre kindergarten program programs are over subscribed to show enrollments pre enrollment preference to students
050who are economically disadvantaged and or English language Learners until such time as the programs become truly Universal um I mean this one seems pretty easy the one thing that I would like to present um offer as an amendment um which gets submitted at the time of the meeting is that um we add include special needs kids wasn't that the original Mission of prek yes to meet the needs of of that demographics turn yeah right that that was the original when it was originally created that was the mission so we're still fighting um we're still under policy to fight for Universal prek for every kid no more lotteries none of it this looks at specifically um that they would get rid of the lotteries and it would come down to who needs it the most I

052what is the difference I guess between oh we could be here for hours but I mean we're ultimately we're trying to achieve the same goal if we had a magic wand Erica would agree we' put all the money in the same pot and we'd have Universal pre there are some things that Head Start does very well Head Start has a a family Advocate connected to every Head Start program uh which is a wonderful way to spend the money um upk big difference is that there has to be someone who is certified leading the program and you do not need certification to to do Head Start as a head start teacher so there are definite differences um it's it's an ongoing problem that there's all these separate pots of money state money Federal money all with
053different lines but each program has its own strengths and areas that we wish we could smooth over and fix but those are those are two big differences I just can't believe we're still doing I just I'll doing my V yeah I mean given that that explanation I agree I don't think we need to put that in any are you okay with it I'm I'm still going to say as someone who um if they had realized that my if my daughter hadn't made the lottery or we had been in the position we were in um Bailey might not be in the 12th grade right now so so she wouldn't have gone to Head Start you don't think she would have qualify okay so maybe that's the amendment could qualify children with special needs that that wouldn't
054qualify for Head Start but that's obviously very important is that I'm not sure where the line is for the qualification that's I have no IDE just had to put my two sets in because I so if you didn't qualify for Head Start but you prioritized your economically disadvantaged kids and they chose because sometimes Head Start Head Start does have busing but it's easier if they get on the bus with their siblings so you could actually be decreasing the number of the gened student not really gened student but decreasing the number of slots available to and uh people who do not qualify as economically disant okay so sorry that's sorry tell me what you all want to do I'm good with right is yeah yes just yes just yes number 14 resolve that nisba shall advocate
055for direct funding assistance to school districts for any students who enter a Bose's Career and Technical education CTE program or any Affiliated career training program resulting in a postgraduation license or certificate across the board number 15 resolved that nisba shall advocate for the New York swims initiative to be extended and expanded to include additional enhanced and targeted State funding specifically dedicated to constructing pools and K through 12 schools and for increased aid for operating maintenance and Staffing costs associated with these facilities this enhan funding should be built into the building a formulas to promote uh to promote equality and and to promote equality and year round access to swimming instruction for all students yes across the board um number 16 resolved that nisba supports legislation at the state level to allow school districts and opt
056out or Des declination to transportation Services thank you everyone for that one it doesn't work for us um I was the number of school districts that were signed on to this resolution was shocking um number 17 resolve that nisba advocate for the State education department to review and revise the nin ni slap nice slap exam criteria to ensure a realistic fair and accurate annual assessment of each student's English language proficiency and service needs eliminate double testing and ensure exam Administration causes minimal disruption to delivery of services to students yes 18 resolvent nisba Advocate that the State education department refrained from administering the Nel Nel Nel wonderful job nlat exams in the computer based format until those tests have been properly vetted and field tested to support uh that the computer based format is appropriate beneficial
057and valid yes across the board uh 19 resolve that niso will advocate for any publicly funded study of the foundation Aid formula performed by any organization to be required to be performed with transparency and meaningful public engagement yeses uh 20 resolved that niso will advocate for additional State Andor Federal funding for the education of elll English language learner students in a manner that meaningfully reflects the increased costs associated with the instructional needs of those students and includes the regional cost index in its analysis of funding 21 resolve that nisba shall advocate for the upward modification of the inflexible restrictive peral expenditure limits for the state Universal pre kindergarten upk program currently sent at $5,400 to mirror the same Provisions allowable for the use of Statewide Universal full day pre kindergart how do they pronounce that
058one I did have one question on this when do you get to decide if you which one you follow or no you get to do both you get to do both uhuh and they don't really they don't really like each other well that was what the resolution said so I was yeah it's it's a mess resolve that Nisa opposed the proposed amendments to sections 135.4 135.4 and 135.5 of the commissioner of Education regulations related to mixed competition and extra class athletic activities um now their uh explanation said the proposed amendment seek to remove quote significant adverse effect from the regulations I actually pulled the um so this is the the actual um proposed amendment to sections 1351 135.4 135 um and that's not it it's actually a lot of changes and a lot of the
059changes I think are really for the good they're talking about getting rid of the Tanner method um for sexual maturity and actually using um they're going when it comes to participation actually looking at age kinematics biomechanics body composition previous injury grate of competition training load position play competition of practice strength player experience check in tackling body contact environmental factors as well as emotional development and students interest in sports so that's middle school students playing on high school teams it is well this is and female competition it seemed like in I read the proposal is really about guessing transgender the Tanner maybe the Tanner okay so the Tanner scale is about um I haven't even really been using that because there was always an exemption from so the Tanner scale is kind of brutal actually well
060we're going to go through each res each section that they're suggesting or or may well here's what I'm saying is it is not just removing this part of it is fantastic part of it is looking at um getting rid of panels to decide whether somebody can play or not um my concern personal is that um there's a lot of really good in here it doesn't address transgender students specifically um it talks about if there's boys teams and girls teams I want to make sure i' say this proba there's boys teams and girl teams then you should play on the boys teams or girl teams if there's if you're a small small District which we are one if you only have one team then everybody should get to try out if they meet the and there's
061very specific guidelines it's not a review panel and if a girl wants to play on the football team um the example here is in uh 2022 a girl that wanted to play a football team was asked to pass the Presidential Fitness Test pass an additional um what she had to go through were was ridiculous it was above and beyond and um it was above and beyond what could happen what anybody else had to go to they had to go through the Tanner sexuality maturity rating they had submitt a written statement of Interest they had to receive a determination of Eligibility to play on the team after the panel evaluation so they're trying to streamline that and make it which I think is good they don't this doesn't address specifically the transgender students it leaves it
062open and my one concern and this comes from my background in kinesiology is in some sports there is a difference between female female body mass and muscle composition and male muscle composition and that doesn't affect things and it doesn't address that I didn't like that they tried to push it under removing the significant adverse effects from regulations um okay so one thing that reason you know I put undecided is I'd like to know how the State athletic association is weighing in on these this is uh I can tell you exactly who was on this list because it was pretty expensive I believe it was the State athletic association the nurses associate oh here we go the department convened a series of meetings stakeholder groups included New York State Public High School Athletic Association the office
063of Children and Family Services the Department of Health the association for health physical education Recreation and dance uh Association of School nurses and the athletic administrators Association the department met with these groups as well as several students and their family members on fivey home meetings to discuss the current regulations and that's what they that's what this came up there um they talk they use students it's switching students and basically if you're going to play on a basketball team um or the example they use if you are going to be on the swim team it doesn't matter if you can run a mile and in C minutes that it should be appropriate everything should be appropriate to the sport that you're trying on for and It ultimately it doesn't matter if you're male or female if
064you're trying out for sport um so the standards used to be pretty General and as time has gone on they have now more customize them as you're indicating towards each sport so that you know evalu waiting appropriateness is designed by what the court requires exactly and not some overall test for everything now the Federal Regulations um allow outright bands girls for example girls can't try out for contact sport based on the protectionist rationale that is kind of falling out of favor and this is pushing more uh the state currently uses review panels and they're trying to get rid of the review panels and make it as clear from the GetGo if you want to play on a given team regardless of your gender or Identity or any of that that it's a straightforward thing it
065it takes some of the subjectiv yeah yeah the review panels if T of like it really is was more enough cover your back side than anything else that's how they operating we haven't done that very often in our district some you the vast majority of this is putting in gender neutral and inclusive language and it talks about students with disabilities um uses the appropriate language for if you have a a student um with a significant um the s health condition it it would change it so that the district's director of school health services or medical director and consultation with the student's primary care provider um that they could decide the student sever health condition is Sever participation in extra class um I mean are we going to is anybody interested in changing their vote because
066I mean I we can debate all long about what we think is right for athletics but it's really wheed or you staying unded your I I would vote Yes to oppose it why yes to the the this is it I go back and forth I I don't this is why I was undd it is and a lot it's missing details in there that you want the details to be in there well it's the details that everybody is fighting about is the part so yes it's a good they're good changes so no I don't want to fight them but at the same time you want to go farther the where it needs to go farther because that's what districts are actually dealing with well maybe maybe the way to look at it is that this is
067the first steps that instead of looking at it as missing details that maybe this is the first step towards getting those rules in there then I can go with that so so that put us a and I'm I'm a no too so that that well you but um I don't I don't know because Tor you just said you're a yes no I just said that I would you're a no you're noos okay if I said yes I want you to not beos phrased am I saying that right OPP forgive me because I have gone through these so many times that okay I begin to okay so that's number 22 so number 22 is uh no our final vote is no number 23 resolve that nisb opposes efforts to establish additional School closure days without commensurate
068adjust adjustments to the school calendar yes as well 24 resolved that the nisba advocates for the minimization of field testing and School District decisionmaking rights to refuse to participate in field testing without penalty from the New York State education department mik what were you on this no pressure I don't remember everything about the 15 times so I'll be know as well I would encourage all of you to come when we do field testing field testing requires all accommodations that we give for the regular testing it's outside of the already four or five days that students have to have for testing um and sometimes those test questions are actually more um anxiety ridden for kids than the actual test because they're field testing poor questions so any student who wants to do well they're sitting in
069front of poorly written or constructed field test so just I hear you but again I've been I've been doing really well really well but that and it's funny Amy spacer just said to me today is there a way we can opt out of field testing because it it blows us up it blows up our kids my child is one of the ones that would come home hysterical um i' get a call from future this is this is what happened we tested this and they're either you know they're not always they're trying to gauge the age and the level and but if you don't feel test these bad questions end up on the test right yeah that's the purpose they just say oh that's that's no good but should our kids be the guinea pits for
070that or should they hire some over the summer I don't have the answer that but you want a way to to not get poorly constructed questions on the exam that counts or something okay move on but number quiet number 25 misery number 25 resolve that that nisba supports and upholds the mission of the conference of big five school districts promoting a more Equitable and adequate funding system and the delivery of a high quality education to all children Central to this mission is the be belief that all children can succeed and should be afforded appropriate support and education opportunities throughout their lives thisa shall promote and advocate for fiscal and programmatic priorities aligned with this Mission um now I voted no on this one because the big five already carries a lot extra weight both in
071nisba and New York State there is um they get when New York state is broken down into the district the this the separate areas um Al the and New York City are already in a an area so we're area six um they get an extra the big five gets an extra vat um uh they have more backing them can I ask is this is this asking for more effort M to take more time to advocate for the I believe in the mission of what it's saying it's the mission of the conference of the big five school districts the mission of the conference of the big five school districts is to take care of the students of the big five school districts right and I'm not opposed to that I think that and I think should
072be advocating for all the children in the state I agree but I don't think that kid in the dist I don't think that the kids in the big five should get extra representation when we're fighting for representation if you look at these meetings and I will do it again this year and I will as I did last year what that give us the breakdown and if you look at the resolutions the resolutions are vastly from the vast majority are from District 5 schools or places in District Five territory so they are already getting they are more organized they uh their area boards where five or six school boards come together they meet once a month regularly and have paid people to help them organize and fight for their things what I don't like about this
073is it the very first line where it says supports and upholds the mission of the conference of big five school districts as far as I'm concerned nisba should support all of the students take that out yeah certainly yeah I voted no on that because I remember reading that about 17 times okay all right last stretch proposed resolutions these are not recommended by the resolutions committee um almost all of these are uh represented by Long Island School Districts resolve that the nisba supports reg legislation to eliminate Regions exam testing at the high school level in favor of State final exams that comply with Essa every student succeeds act regulation in 10th through 11th grade for ELA one exam math one exam and science one exam know 27 resolved that nisba shall advocate for a cap on
074Bose's budget increases gonna obain Mike I think so yeah well we if we're obain is that you don't have four votes to put the yes I mean I I know none of us like this District doesn't like paying a lot of money toes nobody just like nobody lik paying their school taxes but we all do it because we need to I I I don't see why we should advocate for a cat cat if both needs to well we have a cat is it we're talking about this is a just adding 2% tax cap I mean would it be the same well the way I read it is their budget could be almost anything we can't do that well we can but it just doesn't get we need to require a big you know approval my
075my my view is they had to operate under the same budget constraints that we do the same rules for for us should be for that because when they increase their budget you don't get to say no to it we got to pay it and so we vote for it we do but we our district hasn't really no sway in that boat but my feeling is you know they can say this is what you owe and we're CA by how much money we can Levy and therefore the higher their budget is the less we have for the students in our building h say both Bose is a wonderful place but they got to play by the same rules as us well I guess because it doesn't say it's not talking about the Bose's admin budget because
076that's really what you're talking about I mean the per student budget or you know the per pupil that is is attending I mean there're two different numbers right we pay per per pupil on the number you know for the instructional Vol budget but then the admin is something that we have no control they're talking about the whole shebang my concern with this is as we get into electric buses and other things that are really expensive that ultimately it is not that I don't both it's fantastic I agree I looking back I should not have gone College I should not have gone to prep school I should have gone B I'm a plumber now you know that's where I should have been what it is saying is that if suddenly they we get a board a
077Bose board that wants to drastically increase their uh their budget um when we are capped I have said all along that I will stay under the cap as much as I like it would have to be a very specific reason for me to vote to go over the cap that it's kind of leveling the playing field because if their budget keeps going up but we have the expensive bus garages and and that kind of stuff that is we still don't have a dollar to here for I think it's leveling the playing fields and I will say on here on previous ones when it talked about uh the superintendent of bothies I did say that we should that their pay and both's teachers their pay should be commensurate with their peers you shouldn't be capped really
078low at bis and a teacher here can make a certain number but a b teacher can only make $60,000 I don't think that's right and the superintendent I almost think please don't take this wrong some of these Bose District superintendant have a harder job than the school district superintendent just because there's so many you're not just dealing with one building you're dealing with five districts um but I don't think that I don't think our Poes is necessarily going to do this but I think that they should have to they should all be under the same kind of I think we should all be on the same 27 so where do we stay may I make a comment or is that not allowed no okay so it doesn't pass pass we only have three es we're
079not voting what I you tell me when you're okay uh number 28 resolv that the nisba shall advocate for the New Foundation Aid formula to be voted on by the New York State Legislature and not through regulatory actions of net and that school districts want that um 29 resolve that nisba shall advocate for the repeal of the 2019 law that remove religious moral exemption to immunization uh 30 resolve that nisba shall advocate for local control of Education Administration to the county executive or school board when appropriate no 31 resolve that n shall oppose any legislation or I said regulation mandating comprehensive quote K through 12 gender and sexuality education 32 resolve that nisb oppose any legislation or n regulation that would allow biological males to participate and female aths resolve that nisba shall oppose any
080legislation of n said regulation that would mandate any recommendations from the Blue Ribbon commission including mandating the culturally responsive sustaining framework uh resolve that nisba urges Ned to resend the unnecessary early dismissal mandate 35 resolve that the nisba supports legislation that would Grant judges the ability to require bail in cases of violent threat against school districts and or staff and or students at school districts 36 resolve that nisba shall work to develop state law that requires school boards conduct at least three member trainings during each school year on topics determined by the board and other relevant stakeholders and our last one number 37 resolve the nisba advocates for 30 40 minutes per day of recess time being officially recognized as an alternative form of instructional time in elementary schools en counter towards mandated minutes schools
081then can can allocate adequate Time For Recess each day to ensure the social and emotional well-being and the whole child development of their students um there is a question there is a question and answer session that will be on Monday of that week on the sth um and if anybody's interested um all of these will be hotly debated so we're shooting for under eight hours with my goal this year T once again thank you for all the work you do at the state level it's an area that we were very weak in previously and uh we got a better idea what's going on through your efforts so thank you thank you okay moving on the reports super just a very short one uh the State education department T unfunded mandates has a regionalization planning um
08210-year planning document out it all came out of the blue uh where we are to look at to do a district needs assessment look at all of our data that data gets submitted bosis bosis compiles It bosis Wide um it is I think one step closer to uh Foundation a changes and how we should all be using bosies more U effectively it's funny you had a little conversation at the table about bosies and how much it costs and I actually had a conversation on Friday at the Bose's meeting because we are a larger District so our our water which is the number of students sometimes bosis does things by arada so they charge you based on the number of students in your District but we are a district that receives very low state aid on
083what we do through bosies in AOS District that most of the majority of the district receive significant state aid so when there is a decision that's made that goes under the capital project um or the administrative budget that affects all of us our district pays a larger share because we have more kids but we also get much less state aid coming back the next year on that so a lot of things cross the table that the no votes are Long Lake Lake PL and sck Lake because we'll see a 20% return where the rest of the districts see 70 80 90% of the return of that cost so I'm a little I'm a little leer on where all this is going and the joy is it actually is asking us to take data that we
084have had to submit already through various levels and now nark and um state aid planning because it's st3 which is all of our state aid documents are now returning that data to the district so we can now go to the portal which is another state and resubmit this material and information through a portal so it's another one of those data entry uh let's let's do it so we and complicated the the aid formula is currently in debate and the aid formula is currently inate could be better could be worse could be the same not gonna be we don't know I would love to see it better I don't think it's going to be better for us so she's getting it done good T go for it so there'll be more discussions because there needs to
085be convenings at uh the BOS level there will be public convenings around the work that's being done on this regionalization and I know you already put in a lot of time but it would be good if we had some representation at those meetings the dates haven't been set yet but they will be coming I think it would be good to have at least somebody there who could come back I of course will go but be good for you to sort of see the the interplay what comes out of it I don't think it's a bad idea I'm just nervous about what the the end result is ultimately for and what that will look like what are those meetings would they look like what they I don't really know Nancy this is new yeah this is
086all new and just sort of appeared there they told us at rural schools conference because someone when I said was there to talk about regionalization the first night yeah and he said he gave examples of regionalization because everybody there was an audible Ro um and one of the things he said was uh you know ultimately they're looking at there's a couple of districts that are working together and um training for teachers that instead of having training at your school your school and your school can we meet at Bose's pay for that instructor once and get teachers from three schools they said some of that was what's working in your district and what's working and trying to get school districts to talk um and that made sense but then it was the kind of vagueness afterwards
087that because we already do that we're already using a point two teacher from toer Lake but I understood from the dinner that it's really putting it down on paper what you are doing yes but may it is we've doneal training days yeah just just wor about what the alterior motive here at the end of the day is going to look like and how much it's going to cost us because at the end of the day it's going to be money for somebody and I don't think it will be a savings for our district I would be interested so when it comes I'll put it all out but again I just think it would be good if we had some some attendance at that and the only other thing I have on the list is the

091have anything it's Sam talked all last time exactly okay uh the Dei committee met on the 12th of September um Joe is our new um chair of the committee but he's not here so he asked me to fill in well it was really just a chance to you know for everybody to introduce themselves again um we are going to be putting out a survey or actually maybe already gone out it was released it was released and this is survey for new members it's going to be something we do every September just kind of does anybody want to new want to join the the committee because you know there's General attrition um and uh and we've had some great folks on the committee now so we can always use a couple more um and then we
092are you know just in starting to talk about goals for the year on the committee including addressing the col of conduct which will be something that comes to the whole board as well but um I think that was kind of about it our next meeting is on the 10th perfect thank you Mike rep did I get you uh policy committee meeting on Friday morning um healthy School meals for all we're going to be getting a thing um that we are doing a push uh for letter to particularly the governor because we have support on both sides of the aisle but the governor is still fighting healthy School meals for all New York kids our district is very lucky I am grateful to all of you for making that a priority for our district um and
093one of the things that I would like to mention to you all that this is if this might be a possibility or this is something that anybody's even interested in um the uh I believe those St R is Falls uh in January is Lobby day in Albany where we go and meet with as many legislators as they can get us appointments with it's a great day um some of the districts had actually brought a few kids um and actually the kids got a lot of traction um but kids that spoke about you know what is it like to not have lunch and kids that um sometimes just hearing it from kids because it's hard enough for government officials to say no it's not feed kids what how do you tell a kid I can't afford
094it so um that's something I'd like to if we could talk about if that's something the rest of the board is even interested in considering um and then finally October is dyslexia awareness month and the fan family is going to be celebrating dyslexia awareness month as Billy is embarked on her senior year um it uh we're going to have something at the library uh there's going to be stuff going on all month I we will be away for u a week or so for the second week but um it's kind of exciting it's a day it's a month that looks at not only celebrating dyslexia but all the other langage based learning disabilities um and yes they are disabilities but they also come with some pretty cool strengths and celebrating those stengths that's all I
