002082 2023 approving the current budgetary transfer report as presented by the school business executive can I get a motion for that like second any fa discussion those in favor I any opposed resolution is approve thank you a reminder that the weekly warrants are in Google Drive as well then we had two things under the budget development tonight one is the budget vote hours and one is budget vote propositions the hours sure so last year we kept track of voting by the hour and you have the vote time results in your packet and we also looked at what is happening in the districts all around us it really now that we have done the electronic voting for several years um you would think that would be easier but actually setting up making sure the machines are
003running this machine didn't fire up correctly we've got our Reet you know reset the machine to make it work we find starting at the 7 am time means that we are all here at the crack of dawn to make sure that we are ready to go for 7 am. so our question was how many people are really voting that early and what are the neighbors doing so when you see Zero at 7 AM that simply means the machines were zeroed out at 7 am so the 7 AM to 8 AM means that 20 people voted in that time slot between 7 a.m. and 8:00 a.m. so 89 means that 18 people voted in that particular hour um and sarenac Tupper and Malone all have voting from 12: to 8 and a keing lake plid are
004all 12 to9 we would like the board to consider uh a little later start time than the 7 AM time to give us a little breathing room in the morning to make sure that we're ready to go and people walk in the door um I would like to somewhat matage the recommendation we had a conversation about it and we would like to recommend 11 am to 800 PM but not for this year we have a lot of propositions and we would want the opportunity to tell people who are voting early this year that there will be a change next year so this is that we don't want to feel that we're taking away their typical time to vote without giving them plenty of opportunity to know that the vote time would be changing for next
005year so seems like this is a good time we we have multiple meetings to discuss it so really it's just for discussion tonight um and asking you to consider if if not the 11 to 8 at least pushing back the start time a bit to give some flexibility in those early morning hours is there any regulation about how many hours you have to be open or no people can get a early vote can you talk about that a little bit for us I'm sorry Gina I'm putting you on the spot can you give us a 30 second update on the early voter and then maybe at the next meeting you could give us a little more information on that because that is a big change for this year yeah so um early voting is essentially
006the same thing as absentee except you don't have to have um a reason for absentee so we're going to have we still have absentee voting which we get a list of those that have registered to be ongoing absentee voters and you can also mobility of people who are permanently ill they're out of um the area that kind of thing but early voting anybody can ask for early voting um but they do have to register with the district there's an application that you have to fill out and it has to be back to me on date um um but the applications I have already created so um in reality you know I'll give a date probably by the next meeting I'll have those available and the motion going um but early voting can take place you
007know so it really doesn't matter um but but it has to be in like seven days before the actual vote so um yeah there's a lot of different you know so if if you feel as though you love to come in at 7 a.m. and 7: a.m. is not going to happen next year and you can vote at 7: a.m. but you got to do at 7 prior as all um so it'll be beneficial for a lot of people I think and if we didn't do the reduction in hours I think those that typically those that come between the 7 AM and the 11:00 am are are um people that are running the vote so our co-workers as well as those that like to come for their morning coffee and Social Hour um but uh
008you know it it doesn't really matter it could be anybody to do the early moving so we'll we'll probably take a look at what the breakdown is this year and sometime before the summer make a determination is that what you're asking I would like to make determination before the may vote because that way we could put up we would put up signs to make sure everybody knew for 2025 correct for the next year yes I like that idea because we have this is across the state we have for T out for the school budget vote School Board votes um I like the early voting I think that's great and I think we need to promote that because there's a lot of senior citizens especially that um don't like to come out because it's the tail
009end of blue in po season um and I know especially out by us where you know the area is disproportionately older that's an issue for a lot of people my only concern is that the early voting is takes forethought you know you know we're having a hard time getting people to vote anyway and now we're telling them to think ahead and I just don't know if that's something that is feasible you know I agree with it you know you know 7: a.m. is pretty early but I think going 11 a.m. might be a little too late you know and if you just look at the voter turnout from you know 8 to there's 25% of our votes right there you know can we pull people those first hours to come this year who come before
01011 can you switch to either voting ler during the day or doing the early vo that really to find out how much hardship it is and I think moving to ad you know they should not get people can still hit it you know people can still hit it before they go work way over the other struggle that I have a little bit is that my PO workers are working 12 hour days so that's that's another reason why they're not getting any younger either that's another reason why we were looking to push it back a little bit well if the suggestion is 11 o' might be a little too late is there a compromise that we can suggest because I see the value I see the Practical side of this and and actually doing it um
011also understand that you know I I don't think the numbers in terms of the results that we have here I don't know this or not maybe you can help me but like is it so it's total 17 plus 296 so it's a total of like 420 something of how many people like what's the population of Sak Lake in the district of eligible voters 7,000 approximately yes like I think we have a responsibility to try and catch everybody we can you know so that to me seems like the pinch point that we want to try and figure out is is how how do we compromise without making this any smaller than what it already is and I don't know but early voting might dramatically increase this that's the case then maybe what we need to do
012is like an intentional some kind of intentional like push right and and even if that's like we'll help you or something well early voting is Statewide it's a new state law so I think that there'll be a lot of information out about that because you can do that in every District sure during Co we were not allowed to vote in person we sent out absentee ballots we had 1,00 votes yeah so I mean that that might V that might be the compromise of this is like we shorten the day but we're really intentional about trying to capture more individuals willing to vote if it's if it's becoming that I don't know EAS is the right way um accessible accessible thank you the application looks very easy it's a one page thing that just basically make
013sure that you're qualified to vote in the district and I don't know what about taking an hour off of each end you know take an hour off the beginning start at eight and end at seven instead of eight when that short your day and get still leaves opportunity to vote before work and after work and what about the possibility maybe of like a keas or something so after constituents vote if they want to sign up for the the early voting early voting we could have some kiosks or something they could do it before they even leave and if they need help it's not it's not that of like absentee I think you have to how I understand it is you have to do it every year um because they're just kind of rolling it out
014so I'm anticipating changes for the application year to year until they get it down I don't know they're going to have a per you early I'm out of ideas I asked ask I have asked before and I know everyone kind of disagreed with me um I do I personally believe that you know we want to get as many votes as possible and keep the community as informed as possible and the fact of the matter is there's a lot of people that don't realize that they can vote and if you happen to be a renter which a huge portion of our population is um you don't see property tax bills that say this is when the boote this is when the vote is this is how you vote um there's a lot of people that just
015see you know they pay their rent every month and maybe it is 10 20 years ago that they took Civics and they don't remember I would like to see us just do a general p on here's the early voting that's available this is who can vote you know this is if you live in the district and this is where the district boundaries are just as like a reminder FYI I think gets a chance to get more people involved in the school district yes maybe your grandkids go or maybe you know you know kids that go but if you're not kind of directly tied into the school with your kids are there or your you know you know uh teachers or staff I really think that it's important to remind everybody who I would like to
016see us do um either something with the paper or just a general reminder who can vote people usually has the list of who who's running they do but they don't talk about when you look at s s Lake School District SAR Lake School District covers Five Towns Three Counties is that about right seven Village so it's a lot larger like it's a lot larger and there are a lot of people that think will I have to live in sarac Lake well technically I live in Sak in um you you people that live in Vermontville and Black Brook and as the further you get out the less likely they are to realize and then what exactly the voting grits are you know you don't have to own property um and especially since so much of our
017district are renters um I would like to see us get as much participation as possible you know one of the things we used to do is uh encourage our students were eligible to please vote to get them started down that path exactly because if you make a habit of it and you start young are we 18 so you have the BS are you registered to vote I won't ask I'm not asking but I think so the answer should be yes if she wanted to because it's required high school early voter registration is requirement in all school I just remember the moment I turned 18 my grandmother dragging actually have to register at 16 you pre-register and get them in the so Dian would we need a resolution at some point at some tonight was just

019to run for school board um there's a window okay that so I just have to get those dates I'll have that information for the next be good to use that as a to feedback on that just remind people and we also send out a public budget notice to all the eligible voters the day after the public hearing okay good discussion what else you got for uh budget vote propositions there's a few of them that will be on the B this year I'll uh mention proposition one and proposition five and then probably jump on bit the transportation vehicles for this year next year would be two buses and one van or a similar vehicle and the would be authorized to up to $335,000 and once again we would have it come out and then the other
020one is the library that's proposition five and the library is asking for $ 51,8 195 for um their proposition and what was the do you know the number was last year it was 4 yeah it was the library will be coming to our next meeting yeah good yeah next so proposition two is the energy performance contract last year we took it out to voters asking um for them to approve that we do it um with voter approval we receive a 10% bump in our um money back from the state this year we've changed the numbers a little bit actually it's become a little larger uh just a reminder back a big piece of what we're doing with the energy performance contract is trying to do as much of the hbac work work that we had
021originally planned to do before Co hit and the cost of everything now is 10 times what it was in uh 2016 when we went out to the voters so one of the ways we can do that is using the energy performance contract when we went back and looked at it we want to fit as many of the univent that we can at P trova those are the Big Air Handlers that keep the room warm um under this contract and we were able to slip a couple more in and still keep it uh cost effective so we're going back out um this year we've got it into State ad and we're looking to borrow the money it is neutral to our tax cap because they guarantee savings on this end so we have to borrow the
022money but the guaranteed savings that comes in from Danforth covers the cost of our borrowing so there's no impact on the on taxes with this project and it helps us get um quite a bit of hbac work done at the Trove as well as some building wrap things and different things in other buildings um we do have money left from our initial 18.75 wrapping up from this year um my estimate and it is a wide ranging estimate is about a million dollars that's left in that Capital project and we're trying to make it go as far as we can to continue with the air handlers on the first and second floor of trot um it actually was in my report but I'll just add it here since we're talking about the energy performance contract it's
023the it's the um update that I had for the capital project a little later on we were hoping to be able to do this project this summer um so the state ad Department got very far behind in their review and they allowed you for a small cost it was a certain percentage of your project to jump the line so to speak and use is a an independent evaluator um they have gotten rid of that and now we're back to 22 to 26 weeks for them to review a project that does not have substantial questions attached to it you never know if there are substantial questions attached to it until they're looking at your project so it is not looking like this project would happen this summer it would happen next summer so just so that's
024what this proposition is the same thing we talked about last year volum has changed and this is actually asking to B the funds in order to do that but no tax impact on that one does that affect our borrowing does that affect anything from moving in from one year to the next or no no be because we that's a great question and it comes from our night together and I shouldn't say that we the night together talking budget that's budget but yes some times and we're going to talk about that with the bleacher impact here in a minute sometimes when you borrow money it it's because it's part of the tax C calculation that borrowing of money does affect what you can collect um from the local share from your local taxpayers but because of
025the way that this is structured it's going to cost us some money to borrow but that money comes back in guaranteed savings so it will not affect that the same with this proposition three which is for the ble not for the bleachers but for the lights for the turfield and for the scoreboard that's what proposition three is for I think the funding is a little um off on this because we've gone back and forth with our I never get them counil with our bond counsil and our financial advisors but you get the GIF and we're not voting on these tonight I just wanted you to have an opportunity to see what they would look like I I don't think that's quite right but the the gist is we have quite a bit of money in
026our Capital Improvement reserve and we would use $2.8 million of that for that project there would be some borrowing but the way that we would structure it is that we would actually leave that money earning interest as it plays out over 16 years this two would be net neutral on the taxes that people pay so proposition four is if proposition he has one but it really will be three as we put it on the agenda on the the budget vote is approved shall the Board of Education authorize the installation of bleachers and the construction of a 10 by 24 Press Box with roof area for filming uh all to include the improvements electrical blah blah blah so this is there's no tax impact on um our taxpayers for the field the lights and the scoreboard
027but if we wanted to put bleachers in there is um and so I gave you page number two of wrong not attached to Cindy's but separate in your folder we reached out to the financial advisers and said if we were to borrow one25 what what impact would that have on our community and so there aren many houses in our community valued at 100,000 when I first started this job we always used 100,000 but let's use 200,000 so if you have star which most if it's your primary residence at a $200,000 house borrowing to put the bleachers in is 58 cents a month so about $7 a year is the tax impact on that at the maximum number and that's important I want every know that that very well could be the tax impact but when
028we actually went out with our Capital project for 1875 we also did this and told people what the tax imp patience might be for approving that we actually came in significantly under that so this is a worst case scenario of we never we never want to tell you it's going to be seven months a year and it's 70 so at most we would be looking at $7 a year as a tax impact on your primary residence I have a question about the budgets I mean proposition yes they there's a lot of them right more than other years some years yes and they're long yes and there's a lot to read there so um I know I say Valley is doing yeah they did nice job with it did you see their videos I was like
029really impressed with those videos I went to watch them just to see how they were trying they already pass yes yeah they did vote at a different time we could vote we could vote on them at any time oh I just there's personal I mean this is really my my personal recommendation is because um I think there was no particular hurry on this this would be next summer work and I think sometimes voting when you're not voting on your if we have trouble getting people to come out and vote on our regular budget sometimes it has the feel of trying to slip it in only certain people know that the vote is happening it keep all happen the same I want it to be a bu board this is a this is a community decision
030I want the community weigh inle they just did a really ni J and I think maybe we because it's complex even though we're not asking to borrow you know many millions of dollars I think just explaining what they did and they got a good vote especally on the the EPC they did too they and they got you they just wanted to make it clear why we're voting on going to do it anyways but just to get more state aid and it was just so clear yes and we also did a flyer last year for the EPC project we did a flyer when we did our first capital project so I would anticipate um these propositions will need to be approved at a at the next meeting if if that's what you want to if we're
031going to go with these propositions the approval would be at the next meeting and then we would do advertising like we did before we can never say please vote for it but we can put all the information in a much more simplistic form than and our bond Council feels we need to write do you know how much it cost to do those kinds of videos I don't but I can chat yeah we used to have a video CL somebody knows all about that I mean we could produce a video and put it up on our Channel on YouTube for sure yeah but they were really well done I thought I'd reach out it'd be nice to have something I mean they're not just because that's a more accessible format it is more they did explain
032it very clearly they doing pictures of all so I think the obligation is we need people to know what they're voting on and kind of take the you know the legal ease out of plain language and let them decide what you don't want is someone to walk in and go well I'm not reading that yeah so you wanna on all the propositions some we see every year transportations every year that's on there and libraryies on there every year but the other ones we do have an obligation kind of plain language it for everyone EPC especially because that's you know at first it was really confusing and now that I understand it it's I think it's a fantastic idea it's just it's a lot to it's a lot to through and understand and yeah I wish
033I could convince Bon Council to remove a few words this so wordy the the 335 for the buses in the van that's 150 each for the buses and then 35 for the roughly roughly yes so when I took this job I was asked the question in the interview how much does the bus cost I always think that was the best question I've ever been asked in an interview as the superintendent so was a Community member and their committee said how much do the bus cost and thank goodness it had just been discussed at a board meeting in beakman town so I knew exactly how putting the radio in or not putting the radio but all bells and whistles in a bus was $110,000 including the radios like that was a well-appointed bus that I got
034here 11 years ago and our bus costs are crazy and we have to add the radio separate like those pieces are not they're they're in the total but the C of buzzing through the blue I could still answer that question but would be 110,000 radio and just for FYI the library is asking for $ 5,895 last year was $ 49,5 so that's an increase of $2,389 which is 25% and I think we'll we'll clear this up at the next meeting but it's all important for people can understand that is separate from our money we're just the vehicle that collects the money and gives it to the library so when you vote yes or no on that it doesn't change the money the school's getting or not getting it's independent of that is that accurate yes

036do require 25 signatures of those that live in the flows that are registered voters in s l s Lake School District so again that can include people of all sorts of different people across the board in terms of geographical location blackbrook uh whatever Tor said before um as long as they are within the S Lake School District uh and it's 25 people again this year that need to sign off on it and it's just some basic information that we need and then um after the 21st we will draw names to see who will appear first they our um candidates run at Large so I mean they're all three different seat or three of the same kind of um appointments this year so no big difference there but um when we draw names it will determine
037where they are placed on the ballot so if I draw one name first they will appear first on the ballot second third else in finan no moving on to new business uh item a I think we postponed that right we have postponed it uh they were back in the district today to gather some additional information and I've asked them if they could please present it in two pieces really the elementary part of the feasibility study is done and ready to share I've sent them back asking for additional information regarding the middle school and high school and options for that so um I they seem to feel that was no problem to bring Elementary forward on the 13th but we actually have somebody else coming back to The District in the next couple weeks to look
038at some other things so it'll be a little bit until the middle and high school comes forward we're ready to talk about elementary are they just seems like we've been isn't you it seems like we've been waiting for this for a long time and I just wanted on the record that my concern um my big concern with the the turfield and putting that up is we still don't have a SCH picture from the whole District do we have an estimate for when they think they might have a high school middle school done like a month so there's really no Capital Project work involved in this there's no Capital Project work involved in elementary recommendations it's not a building conditions correct it's just a feasibility we use I understand that right do we have a talk
039do they have enough the timeline when they think the high school middle school aspect might be done a month I I don't know because the next step is for the next person to come who will be here in the next two weeks so so we have no so I don't have a final on I want done right rather than fast and we definitely aren't fast not we are not fast said at the last meeting that what originally came back was not uh sufficient for our needs so they're they're doing a little reexamination of correct information we have recommendations that got returned but not the data behind the recommendations and the data is important because if the estimates do not pan out then we have to know what the what the recommendations are based on um
040otherwise we start again at Ground zero with another study and the idea is that we should be able to take this study and then adjust accordingly when when actual figures are available to us and we see what's really happening over time okay Item B um you want to speak on that name sure so there's a new law that has gone into place um for workplace violence prevention it does require a policy um as I shared with you I totally messed this up it came in over the holidays in early January and I saw a March date 30 days since then so I got all excited because I was going to have it to you starting tonight and we get our first read second read all set for March 3rd only it really was due February

047our whole setup it was truly spectacular uh we had 73 tip ups in the bay and I would like your drum roll please we caught zero fish not even zero fish sustainable fishing so Mr Wilson was there Bill Wilson was there and he said that's why it's called fishing not catching we're like oh okay but it was a beautiful day of sunshine so many kids had their ice skates on and just skated the bay all day long and every time a flag would go up some grown man would yell flag and you would see all of these children children and grown people go to the flag you'd see somebody pull it up false alarm You' see all the people go back and then 20 minutes later false alarm but but it was spectacular and if
048you aren't unparent square and don't receive all the trips uh we have some truly spectacular events happening for our students in their families and we are going to be sold out of all of them uh the next biggest one well Saturday we'll be going tubing at Titus and uh March 23rd 100 of us will be going skiing or snowboarding including a lesson if you wish at White Face Mountain at no cost for families and their children so I hope that all you take 100 people going to SK yeah so we got a deal of a lifetime it's $9 for the lesson $9 for the rental and $9 for the lift ticket and you can do any of that so if you only need a lift ticket or you only need a rental we can you
049know give you the menu of what you wish so I hope you'll join us awesome J well thanks Lissa um last week I spent um time with our team at the Beyond uh school hours uh conference my focus was going to the Dei workshops so I was just going to tell you a little bit about a couple of them that I went to um and is able to bring that back to our um curriculum meetings for all of our staff one was on social emotional and character development um and just the power of empathy and they had some really interesting stats about um the more children engage in or witness cruelty the lower their level of empathy um the good news was that all the power um the best way to combat that is a
050sustained um education that um that emphasizes the positive character traits um to to uh to mention to teach to model and those traits align very closely with the P2 project that we're already doing K12 um another Workshop was on combating bullying for a greater inclusive culture and uh it mostly focused on the common misconceptions versus the research around the cause impact and best prevention strategies um [Music] and um some strategies to really help our students learn how to um that empathy is supposed to be an action word basically so um to to build that muscle and then finally there are various workshops on um disrupting white centered policies and practices so we analyze uh racism on a macro level and on a micro level so in terms of um institutional and systemic racism as well

052Friday we have our second of three breakfast awards at petrovo we're going to be recognizing students for their academic achievement uh those students are nominated by their classroom teacher um we have certificates made up breakfast in the back of the audit orium and then that'll be followed by our monthly Friday morning meeting where we have all the students come into the auditorium and give about posum Awards slideshow and just talk about some things we need to improve on and what we're doing well perfect thank Brian okay student report uh oh um so we have the Musical coming up and this year is Kiss Me Cave and that's on March 14 I mean it starts Yeah March 14 and then um the oh the Alpine and Norther had a had their state meet this Tuesday and
053spring sports are starting well the sports meeting it's on March 4th as and we also have an engineering class and they just sent um a high altitude balloon up and it went about 85,000 ft up and it landed about five hours away on M Tremor I think they said um so they got some pretty cool photos from that and then our track state um in our track is this Saturday Staten Island um we have two kids going perfect thank you thanks go to committee the Aon reports let's start with Mike nothing report Cory um I sent all of you this morning a link um to an ad on da Enterprise article um tender Garden is uh sophomore um at our high school and two weeks ago he did a pretty amazing thing and I would
054like to um I would like to ask that the board recognize his actions he showed up on a scene of a car accident um who was ring with his stepfather and the car driver was unconscious and upside down and down a bank and he went down um before his stepfather could even get out of the car and got the got Anna awake and conscious um she did not know where she was she was very confused very lost very scared and Tanner managed to get her calmed down got her quiet so that um she didn't destabilize any potential injuries um and as uh a former EMT I will tell you that one of the most important things you can possibly do um is to form a connection with your patient and to get them calm and
055get them settled and uh at 15 years old I'm pretty impressed um he went above and beyond um and turned what could have been a really horrific sit situation and really traumatic situation into something that's actually turning into a good thing so I think we all know that kindness is one of those things that we don't see enough and um I would like to put forth Tyler for um recognition by the board of education for an extraordinary act to kindness I don't think we need a vote on that do we so we can do that at the next meeting resolution um GF you coordinate that J Etc and would it be okay Tor if uh you read the resolution and uh presented it since you're the one um moving forward I would be honored perfect
