thank you community of the Soviet School Board the emergency career to the right to the left would you call the road please tell Robert Tolman here Dave this morning President William wall here Jeffrey reality here Christine belarosa here Carol kelder here Raymond McCleary Scott fullston Timothy Wells here please and entertain a motion to approve the minutes of August 15th and August 29th some of sometime Mr Wilson II book of silver any discussion nonetheless and now Dr danners good evening everybody I just wanted to take a moment and recognize Miss uh Alex Gambino who's one of our amazing teachers at Canelo elementary school so over the past year Miss Gambino completed the Wilson Wilson level one certification program this is no small fee so Wilson is a multi-century approach to reading instruction she spent all last
year working with us working with several students but also recording herself and getting feedback on on her her approach for that so I want to give a big round of applause to miss Gambino foreign and then this year we are working with nine additional staff members to become certified as well so thank you to those individuals and hopefully we'll be here next year public recognition any member of the public donation to address the board on the items that we've designated news approaches and feel free to speak thank you all right thank you for having let me speak I would like to take this opportunity my name is Mike Tiano I live in Glasgow 155 Glasgow Turnpike post office box 236 I want to take this opportunity to thank the school board and administration of the
school district who let me talk I'm before you to speak this is a follow walk to Monica bellino who was here previously I would like you to consider in your next budget to address giving the volunteer firefighters of the school district at 10 tax rate on their school taxes the fire companies are struggling to keep people active and any incentive is a big help I have renewed the cost evaluation for 100 to 150 firefighters in the township I talked to Frank Orlando who's a town assessor on 9-8 2023 and there are only 47 firefighters receiving Town tax credit we are still active and struggling to keep our communities safe if you would like I could hear firefighters here from Walmart fire companies I will have them show up but I don't think that is necessary
if you need to contact me my email was here for the fire district I have a copy of everything I read the fiscal the financial fiscal impact statement is on page two there's only 47 active firefighters getting tax breaks it comes to about two dollars household for assessment of 250 000 and on the third page I have a legal notice from the Kingston school district and a format if the employer wanted to follow it they included the volunteer handling service I did not include that because Diaz ambulance is a paid service here so I can entertain any questions and I would like to give this to the clerk I don't know Clermont Center do you have any questions I don't know well I think the biggest thing with Luciano was we were looking for some
actual figures so that you provided for us so we'll review that and see well like I said I talked to Frank Orlando and he said he was only 47 the assessment was for 100 or 150. that's saying anything else thank you very much thank you thank you thank you anyone else it's not the superintense report Central School District starting here for the 23-24 school year some of our new employees are at a board meeting this evening I want to call your name please stand and remain standing until all new employees have been involved and we can honor them at the end so Jamie Churchill Jacqueline Greco Lee millerowski Michael Steger Andrew Schauer Paul Jordan Erica Warren we also have Kayla Lam who I think are some of the tennis shoes in the new role as
well as Chelsea defino will be in new role shortly then you do our news today and with that we'll turn over to Dr Quinlan orbeck thank you good evening so tonight I'm going to invite three other administrators to come up and join me who have helped with the summer programming so principal Molino Chelsea capino features so we had four oh okay great yeah we had several different programs this summer to engage students and also avoid summer loss so we had our traditional academic summer school 7 through 12. we had our academic summer school for K through six we continued for the second year in a row an enrichment program that went up kindergarten through the high school and then we continued with our title III and now program that was housed at Cahill and these
administered administrators and newly appointed administrators did a fantastic job this Summer that first slide right here is from our engagement program where they were learning pottery and some of the works of art they created could have been sold doing really well so we're going to kick it off with academic summer school 7 through 12. everybody my name is Chelsea defino and I was one of the summer school principals for 7th through 12th grade along with Mrs pippetone who will talk later um we can move to the next slide I'm sorry there we go I thought I broke it um what we're going to look at first is some of the courses that we offered for academic summer school and the name of the game here was really flexibility and giving students multiple different opportunities to
obtain credit that they were not able to obtain during the school year for whatever reason and this was both to help Foster their academic and emotional growth um for seventh and 8th grade we offered stem and Humanities and then for high school there were more course offerings which you can see on the list and one of the really exciting things we were able to do over the summer was our flexible Credit Recovery model through our apex program so students were able to take classes like science or math classes or business electives that we didn't necessarily have the faculty to teach over the summer so that was a great success so what we'll look at next is some of our idea for the credit recovery um as you can see we've reached almost 90 percent for
both the junior high and high school students who enrolled we had about 100 students total enrolled in our program and overall the students were really successful in our summer program we did have an attendance policy where students had to meet a minimum number of classes to obtain credit so on the data that you see over there some of the students who didn't obtain credit it was mostly due to attendance issues no I totally ruined it okay great here's our Regents exams data and a couple things I want to just talk about before we can head to the Regents data um New York state had a safety net recently that helped a lot of our students so we really didn't have many students need to take the Regents exam in August and many of them who
did take it but chose not to attend summer school for whatever reason so some of the courses where you see maybe one or two students took the test and did not pass those students chose not to enroll in summer school though we did Outreach um so that's just a little back story on the region data and then finally embedded through all of our classes 7 through 12. we did a lot of social emotional work um with our social worker who was full-time with us all summer as well as our SRO all classes participated in restorative circles with the social worker and SRO as well as support from Miss Pepito and myself and Max will talk about the Summer Academy for k6 this is what I'm most worried about so are we stand by good evening
everybody okay so key six summer academy and our enl Academy so as you can see you have some small pieces when I look at these pictures I see Hands-On intentional learning not only are the kids smiling but they're actually really happy to be there that I can attest to that and they're engaged and they're doing these different activities um and it was like that for the entire three weeks that we were there was really great this year was a little bit new being at ricardi so I did learn a new building I did have the pleasure of working with Mr Tryon um so that was really great also Okay so we're just I can't say okay what am I hitting there we go okay so we had 74 students 23 staff members uh we too
had a social worker on staff for the full time that we were there we had a full stamp of teaching assistants and then we had um our Eno Academy teacher was there within Eno Academy ta as well um learning took place was focused on Ela and math so our instructional coaches under the um under Mr I'm sorry Mrs Gwendolyn orback they created their priority standards and then that was what was shared out and what the teachers used as guidance to focus on throughout Summer Academy so we really packed in a lot of content in a short period of time next you'll see think maybe the results here so I give you the breakdown of each grade level so at ricardy was K5 sixth grade was actually at the junior high this year we'll talk about
that in a minute a number of students enrolled if I'm being truthful I'd like to see those numbers a little bit higher they were a little bit lower in the upper grades and I think we've talked about the stamp and I a little bit more about how to get me to some more kids involved in the higher grades attendance attendance I know we're focusing as a district as a whole it's one of our goals this year is to really focus on attendance even more so and I share both rates because of the students that were there with us they were attending and they were there day to day in and out Hands-On like I said before engaged and excited um I think the what I give you is the average of the pre and post
test so our our classroom teams are asked to create a pre-test and a post-test keep it as consistent as possible same we look at the results at the end and um each grade level actually had some some great results here and I just want to remind everybody it's a short period of time it's literally 12 half days or six full days if you think about it um so there's our data how do we go back that's a whole other ball game I'll let you guys look at that on here that last slide was um so that was our Eno Academy and our sixth grade at the junior high so before I talk about this I do want to highlight one of the benefits many of the benefits of having sixth grade at the junior high
so when I talk to students throughout Kitty Hill throughout the year and I asked the sixth graders what they're they're most worried about when they go to the junior high the number one thing that they say to me there's two the first one is the lock on the lockers and the second is are they going to find their classes right so I tell them all to find Mr Molino and he can help with whatever they need and then um so this year I actually was speaking with Mr Tiano he was one of the sixth grade teachers and I said you know I told them that and he said well why don't I figure out a way to work that in so he did so he actually created a lesson he made it you know there
was objectives everybody had locks they practiced their combination gave them different numbers they went out to the Lockers in addition to that Mr comb was the other sixth grade teacher and what she was able to do is make connections with teachers for the from the Junior so they went into the junior high Math teachers Mr omara second and um they actually participated in a lesson with seventh grade students so that I thought was very cool so the picture that I'm not going to go to is um that's what you'll see there so and they were not bashful they participated they were engaged and they were excited to be there so it was a huge benefit for us to have sixth grade up here at the junior high um this last slide here is you know
embedding of SEO into our day-to-day at the elementary level we used responsive classrooms so I think we have that built in and we do a very nice job of that we have morning meetings we don't close out meetings so we're consistently checking in and out with the students um you know beginning of the day the close of the day we also had our social worker push in and depending on the grade level she did different activities so the primary ingredient she focused on just Basics what are emotions how do we handle them how can we work out situations how can we make better decisions and then at the upper levels you know I thought it was interesting because she focused on gratitude so a lot of times our kids have so many things in front
of them that they don't always focus on maybe things that they are grateful for so I heard kids sharing different things and um that was just really great to focus on the positives um physical exercise we got that into we were outside at different times and then you know the social worker for Summer Academy there are still kids that do need that one-on-one counseling or even just the check-in so we were able to do that um we were able to find out maybe the students that needed the check-ins more so throughout the year and while they were partying with us this summer we were able to do that um thank you good evening so I first of all I'm really lucky and I feel really proud to have been a part of the amateur program
both last year and this year and teachers submit proposals for the things that they're passionate about that they want to share with students and our enrollment this year was 220 students but we had 22 classes offered by 16 teachers and three Tas so we had a lot to offer and even Mrs Jan Greco spent a week making fun messes and memories with a K-2 group and our own Sheila Melville had a group of kids that she was inviting to have discussions about school lunches and how to make them healthier and they were you know they were including some literature within their studies and um you know the food pyramid and so I had stepped in and watched that we had some really wonderful feedback too I won't read the whole thing but I'll just highlight
that this parent said summer enrichment offered buffing from the different areas of Saugerties pick up locations at Mount Marion Cahill and Morse um and all the children went home every day with a healthy lunch and we had a nurse um and that it was accessible by the community and it didn't go unnoticed by parents so that was really good feedback we also had some students give some feedback and this was really important and this one I wanted to make sure and highlight because this student enjoyed the video production and they learned in months they learned a month's worth of knowledge in three days and are considering pursuing this class throughout the remaining time at the high school so I thought that was great so these opportunities that these kids are given in enrichment are just
more exposure to things so that they can find what their interests are so um the enrichment program is really great for that we also had a student say how much they loved and expressing their emotions and learning about different emotions um the parents said that the program was a huge asset for their children and keeping them engaged during the summer was really valuable so the summer enrichment program is just going to get better we've just started the program it's in its second year so we have lots of plans to improve the participation for the program the community interest is there and so we will continue to improve it every year with what we can there are some really great pictures if anybody didn't get a chance to see it but there are lots of active
participants there and that's some of the artwork that they did anything thank you so as you can see and you've heard we're really working hard on building programming K-12 all year long and to do that we need a strong administrative staff that is continually learning all year long and collectively learning together so that was some Focus this summer as well we always have an administrative Retreat we always Kick It Off by going to the Mid-Hudson Leadership Institute hosted by Ulster Boces in the beginning of the summer and then at the end of the summer we do a large data dive this year we went down to the grade level then even more granular um and we will connect that to how we will give targeted feedback this year to all of our teachers and we're
continuing on the visioning and futuring and community building the community building in those pictures is through Dr ursic's attendance initiative he challenged us to go out into the community which ended up being a team building event for all of us as an admin team we took a tour around our all of the geographic area of Saugerties went into the community introduced ourselves asked them if they would help us and partner with us between this attendance initiative I don't think anybody said no and we had a great time while doing it and this year as part of our learning we don't have vendors we have learning partners um rethink is a company that is working with the administrative staff to really think deeply about diversity equity and inclusion also belonging and also social justice but the
difference is they're really challenging our thinking on the instructional level are we teaching on grade level what happens to students when we are not teaching at a great level are some of the more recent challenges they have given us and there we are in the community with our signs the other piece that happened this summer was asking our teachers might you come in to do some curriculum work pacing is calendaring and curriculum mapping is where you define a skills standards resources and um perhaps some methods for differentiation in a map so Elementary was really focused and they did a lot of incredible work in getting organized with our instructional coaches we want these materials to be public facing so hypothetically if a parent is moving to Socrates for the first time and they have to
discern am I going to live here is this District organized am I going to go to the west to the east to the north we want them to show publicly or organize we have a vision for your child we want you to come to us and additionally curriculum mapping is so important because we need a vertical alignment um K-12 we want teachers to be able to look the grade below and the grade above so they can see what's coming before and after and also sometimes teachers get moved around so where to now as you can see we're building a robust program we want to continue to build it we want to we have a lot more PR we know we need to do with enrichment we fully recognize that um eventually the safety net uh
for the regions is going to go away that's due to covid um so there will be more students coming in back to summer school and we need to continue to do orientation and PD days for the teachers and we're going to continue administrative learning these are things we know that work and we're really excited to continue this work so I'm happy to take any questions all right well thank you so much for your continued support we really appreciate it thank you thank you we'll move to board member remorse hello okay first I just want to say thank you so much to um all of our staff members administrators support staff custodial staff our bus drivers everybody for a really great opening of the new school year I was lucky enough that I got to participate
in the opening of school in a different way this year I was in the bus line at ricardi and um I was I'll just say that it was good though I dropped you know it was good it worked out really well so it was good for me to experience that I guess you could call it karma um I'd also like to congratulate um you know our new staff members welcome to sororities we're happy to have you this is one of the the greatest places to start your career and we're a great Community here and I'd really like to thank um Dr Brewer back and the administrators that just got up and and shared with us the uh great work that they did over the summer I know how hard that is to put that all
together and to make it successful and fun for students and I know a lot of hard work goes into that so thank you very much for doing that thank you sure I'd like to I'd like to just Echo some of those sentiments welcome back to everybody started school years very exciting time and I know that um you know a lot of the build up in August is really actually beginning in June you start doing all the work that you need to open a school in September and then the pitch and the fever and the intensity of that increases as you get through August I also know that you know with a building project you know there was a lot of focus and attention on on some of the activities that are taking place throughout the
district um having been a part of you know multi-year capital projects you know I also know that the punch list oftentimes comes together really quickly so it was it was fantastic news to hear that we were opening on time uh the the difficulties or challenges that they should be presented with were ones that we could work around or ones that simply contributed to you know our plan and how we're going to develop it and improve so I think overall it was very positive sentiment that I've I've been receiving and people have been sharing with me with regards to the building project you know I also know that there's a lot of public commentary we happen to work and I'm not sure many towns are are different than this but you know we happen to work
in a town where there's there's no shortage of of contractors people that are expertise in their areas um regardless of what area of construction that it may be so again you have projects of this nature you know you will tend to have a little bit of a heightened heightened sense of scrutiny and even if that's simply driving by okay and noticing something on a day to day to day-to-day basis um they're interested so I appreciate the fact that people are interested and I did pay attention to some comments on social media but I've stated before I don't mind social media at all but I would always say that you still should always go to the best First Source and that's going to be you know your school administration to get an idea of what's going
on there um so I appreciate the interest I appreciate the fact that people are paying attention and I appreciate the fact that at the end of the day when we talk about even some of the problems that are going on we can ultimately say that you know what's being done by the district it is paying very careful attention to you know how the tax dollars are being used and making sure that you know all the construction uh is being done in a timely professional fashion and that and that we're hoping people accountable and that's what I see happen so I wanted to share that sentiment thank you I want to thank everybody for a wonderful opening of the school year but things were so smooth my sixth grader had to run down the driveway to
catch the bus on time and then I got this is um I want to thank Dr warbach for relying on data as much as she does you can see in the presentation what came up but at the end of last school year she was presenting to us and she was pointing out the problem that we have with attendance and people coming to school and on September 5th the New York Times had an entire article about the Nationwide problem about attendance so I just want to thank you for being so on top of everything I presented it so much earlier than the time scene thank you anybody else all right uh the word prisons remarks last year we had a facilitated commit from the New York State School boards Association to do a kind of a
team building workshop of the board and one of the questions he asked us board member was were you proud of Sergeants in the district and being on the board and that really struck me as something that I tried to think of as we moved into this new school year I had an experience on Friday where I had to go into Manhattan to do some banking to clear up my mom's estate and I took the training to Grand Central took the shuttle over to Times Square to catch a train to go up to the Upper East Side and as I was walking through the Times Square subway station I saw a child and that Friday was a school day this child was about I guess eight or nine years old sitting on a cooler of water
selling bottles of water talking half English from half in Spanish and to see the site just broke my heart this kid should have been in school he had no control over what his Destiny was you know there was no parent or supervisor or a supervisor's child and it was it was really tough to see so relating that back to sardines I'm so happy and so proud to see that summer enrichment program take place where we're recognizing kids have needs I'm proud of the school store that's here my church was uh doing a collection last Sunday to bring items for the school store I know Cahill is starting up a school score and this is a community that really cares about kids and I think one of the things I'm proud about is in service we
don't let our kids fall through the cracks we lift up everyone regardless of the immigration status their economic status their family status we really hope kids is a valuable resource and you know going on through this here that's one thing Building Products that we're a caring Community with some of our kids and looks for their educational needs their economic needs of their social emotional needs not many school districts do that when I was in New York City I didn't see the city that we met for their kids but I see us doing that and I see it on a daily basis um you know there's always somebody willing to help if there's Anita that rises um so I'm just very pleased with the opening the school and you know the caring that I see from
school staff and a few guys that are new you know welcome to probably the best school district in New York state if you don't know that by now you soon as well so with that we'll take a short break and then we can be there in about five minutes there are Refreshments in the back thank you I'm going to uh Personnel I want to contain a motion titles one two three [Music] Mr postal is there a second second any discussion all right item four appointments container second was that a second any discussion remember congratulations get a cookie you get a certificate from Dr ursig and a dozen cookies today before school exit downstairs I like to change a motion for business office recommendations K one two three Mr Paul is here a second second by
Mr Yancey discussion board action discussion items unless we're saying the motion for item l1c cpsc 504 504 in conditions so Independence communities or a second second Mr Wells discussion none being heard of course say aye aye item L2 of policy 5630 I will entertain a motion to approve Mr ball um that was the one we're going to discuss right okay hit the resolution on the table and then once it's uh there's a sec if you want to you want to make the motion yep that's fine okay and then once there's a second we'll start discussions Respect by Mr Paulson discussion thank you I did ask for this particular policy to discussed um uh and I just want to outline as briefly as I can a couple a couple reasons um primarily this policy and just
for the folks that are out there that may be listening or following along is a policy 5630 facilities inspection operation and maintenance part of this policy refers to what's what's well the part of the policy is called the comprehensive Public School building safety program and one of the things that you do when you're reviewing policies and I know that this is something that happens in our committee it's reviewed by attorney is that there's adjustments that are made made by suggestions from the attorneys suggestions that might be from people in the policy committee because there's a lot of different ways that policies come into existence and you know you want to make sure that you're including feedback and in this particular instance the information that is stricken or has been struck from the policy by you
know our attorney and recommended is information really very simply that I I think should be included in our policy and I just want to kind of articulate why in in particular this policy had a language that referenced a five-year Capital facilities plan which will do including appraisal of the following the educational philosophy the district with resulting administrative organization program requirements present and projected student enrollments space use State Route rated student capacity of existing facilities the allocation of instructional space to meet the current and future educational programs Etc et cetera I'm not going to read the entire thing Ad nauseam but it also went into a great detail about the number of things that should be included in this plan such as our capacities the types of buildings the age of the buildings the size of
the buildings and it goes into a lot of great detail about the types of things that will be included in this plan part of the reasoning that we were provided is that I think the attorneys stated that they felt that this was a regurgitation the language that was being excluded was policy was a regurgitation there were not mine of commissioner's regulation and they're referring to commissioner's regulation 155 I think in this instance probably 0.1 into surrounding all right the plans that districts have to have in place all right specifically regarding their facilities um my point is simply this I won't use a regurgitation phrase I wouldn't use the illustrative language of a regurgitation of a commissioner's regulation but I don't see anything wrong with including a redundancy and a restatement of a commissioner's regulation surrounding
something like this in a policy because as a board there's very few things we do that have as much importance as creating policy and although that information already exists somewhere in a commissioner's regulation you know our policies exist for us they exist a little bit more close closer to home for our citizens for our families to take a look at and they are while they're not vision and Mission planning they do allow us to set a tone and I think that removing this language from this policy it doesn't gain us anything the games is absolutely nothing from from what I can tell it might clean it up but it also makes it less accessible because now there's some really clearly articulated language about what we should be doing when we're in these building projects and
when we have facilities issues going on that we've just removed and we've kind of said well it's in a commissioner's rank somewhere so we don't have to articulate that and I think that there are instances and this is one of them where we should be articulating in great detail for our community to make sure that they have access to the types of things that we want to do that we should be doing you know relative to to that kind of a plan so you know for those reasons one I don't think the language that's been stricken created any adverse effects for the District Two I think the language that was stricken provided a lot more clarity for the district and provide a greater detail and three I think that our policies are far more accessible
to individuals in our community that want to know what's going on and want to know what the board is thinking about what's important then simply saying go look at the commissioner's rank because I think your average person on the street right a pedestrian doesn't necessarily have the skill set to go look for that information put something a little closer to home something that's posted on our school website there's a greater likelihood so I don't agree with the recommendations to strike the language from that particular policy I want to make sure that I discussed that and those reasons publicly but I will not be voting to support this policy not because we do not need a policy but because I believe that many of the things that have been removed from this policy are necessary and
should be should be included and I'm open to conversation or questions but thank you any further discussion none being heard uh we'll do a real cold Hotel Robert Tobin yes James Mooney yes William Paul no Carol kelder no Christine belarosa no Jeffrey riazzi yes Raymond McClary yes Scott polston yes Timothy Wells no motion carried by fourth I'll entertain a motion to approve items L three four five six seven eight nine and ten eleven so we'll move movement for a second by Mr Paulson discussion Miss Kelly um I wanted to discuss or make an amendment to table item nine okay executive session okay does everybody good with that yes so do I need to make a motion sure foreign discussion on the tabling and being critical proposal fair to say aye so I will amend what
I was asking for to go to hell three four five six seven eight ten and eleven so I keep a little tie there is a second thank you any discussion on those items one being heard of corporate Willows and prayers committee reports audit committee yes so um he had an audit committee on a meeting on September 5th it was uh Joe hero from the bonadio group who is the external Auditors for the school district um myself up Pullman Mr scholbeck and that was it who's there um so they just presented a report to the audit Committee of discussing the scope of services for the external audit of the financial statements which are going on right now they did their preliminary work in April they are doing their field work on this week um actually that's
been yeah oh it's now been moved next week um the external audit is an audit of the financial statements and importance with the government auditing standards they're also going to perform an audit of the school district's extra classroom activity funds financial statements um and I think if I heard them write those financials those activity funds are actually going to be included in the um special Revenue fund um this year as well I don't think that that's been done in the past they look at the internal controls and they assess the risks in within the school district and uh used internal to look at the internal controls that we have in place in coming up with their testing they will be as we said doing an external audit for next week the financial statements are due
in sorry uh October 15th I believe is the deadline for the financial statements so I expect that we'll be having another audit committee meeting around then to have them present the actual audited financial statements thank you facilities we are a medium September 6th a lot of the work that happened happened here I don't know if you guys noticed on the way in um all the pavement was done the exterior installation and insulation and finishing system was all painted and colored the auditorium work is underway at Morse the fire curtain over there still has a long lead time we don't have an ETA on that yet so if any of your kids are talking about not getting the full gym in uh PE that's what that's about and then uh kahum we're giving the stairs and
ramps another go that they would have been done before school started but they're just not up to spec um that's everything on here the next facilities meeting is Wednesday October 4th at 5 pm thank you Halsey uh we're on the same schedule at our meeting the 5th of September 42 for their second reading a little bit of discussion on one of them this evening uh next meeting is scheduled for the third of October at 5 30 to fund their free please come thank you uh public recognition any member of the public wishing to address the board please approach to Podium well if not enjoy the refreshments uh we'd entertain a motion to go with the executive session so moved my personality is for a second second play Mr Wells discussion on the vertical for a
