Okay. All righty. Thanks again to our technicians. They always great and get everything up and running. We appreciate your hard work. Welcome to the Rules Committee. Good evening and welcome. Today is May 5th, 2026 of Rules Committee meeting. Uh this meeting uh this committee meets twice per month. I'm Barbara Sykes, president of board and chair of the committee. I'm joined by the co-chair, Vice President Molinar, and committee member Kelly. Superintendent Atley is also here as well as a number of her administrative staff. Uh may I have a motion to approve the meeting the last meeting on April 20th. So moved. Is there a second? Second. Thank you, member Kelly. All those in favor? Aye. Those opposed? I see no record that anyone has signed to speak before the committee. So we will go right into
the agenda. Uh instead of we're going to go to uh change it just a little bit and instead of doing the uh various administrative items first, we're going to start with new business resolutions. And I think we will go first with the resolution for CT Taylor best value for CMR. Good evening, President Sykes, Dr. Molnar, Ms. Kelly, Superintendent and Board Member Harrison. Good evening. And how are you today? Well, thank you. Thank you. This is item 25.4 on the agenda. And this is a recommend a motion to approve CT Taylor as the best value for CMR services for the new North High School Replacement Project. As you read the resolution that is part of this packet, it has a number of pieces of information including who were the districts representatives which were Deborah Folk, James
Jim Leonard, Wayne Bowers, Charles Morrison who is the principal, Andrea Atkins from facilities, Dr. Carla Chapman with community relations and Michelle Kerns high school leadership. And the district did receive the responses and qualifications from the short-listed four firms that were asked to do the presentations. And the district requested technical and pricing proposals for each of the short-listed firms which requested and included performance and pricing criteria approved by the district. Thank you. You know, did you go through >> Okay. Thank you. Thank you. questions or comments from the member of the committee. Hearing none and seeing none, is there any objection to placing this item on the regular agenda? Member Harrison. Thank you, Madam Chair. Madam President. Madam President, I would ask that this not be placed on the consent agenda. I would I did I
was unable to attend the special finance meeting. >> Member Member Harrison, I did say regular agenda. Oh, I'm >> We're asking it goes on agenda. Okay, I'm sorry. >> [snorts] >> Cuz somehow I knew you would say that. Okay. [laughter] All right. Now. Yes, remember Harrison. >> [laughter] >> So I'll just finish and say that I did send an email today based on um the finance meeting. There was some information that, you know, I am requesting um to make my decision on if they are the best value. Thank you. And uh the information that I received from the director, I did forward to all of the board members, but you indicated that there was no attachment. That's That's what you So that information as well as some additional information Is it the the information that
we received from the director, then I sent that to all of the board members. And you indicated that you did not There was no attachments. Correct. There was nothing attached to my >> nothing attached. So So we'll make sure that that we that if you could send that out to everyone again. >> And then were there any additional questions that you had? The The The major question I had for today is I wanted to um re- re- I wanted to visit Miller South Pyfer to find out exactly what the $3 million overrun was. To get a detailed description of what the $3 million um overrun was. That was the question that I sent today. Okay. So can we get that information to member Harrison before the next board meeting if at all possible? So okay.
So the motion is to place this item on the regular agenda of our next board meeting, which is Monday, the 11th. >> May 11th. Okay. All righty, our next item that we will go over is the uh budget resolution and transition expectations. Mr. Treasurer. Good evening. Good evening. Thanks. >> [clears throat] >> Uh we are requesting to uh increase general fund appropriations by $4 million with resolution 26-066. Okay, thank you. We also just went over We discussed this in the finance committee. Do you have any questions from the committee members? Any objections to placing this item on the consent agenda? Hearing and seeing none, we will request that this item goes on the consent agenda. Thank you. Thank you. >> [clears throat] >> Okay, the next item will be resolution appropriation uh for the year
0072027. Nope, that's not appropriation. That's uh budget uh Yeah, the resolution appropriation increase. We just did that. All right. Okay. So, now we will hear there is a the budget resolution reduction and transparency expectation. Uh Dr. Molina I has a resolution that she would like to introduce. And everyone should have received a copy of this to board docs. Okay, member Molinar. Thank you, Madam President. The budget reductions and transparency expectations resolution is a response to the um conversation about the budget reductions um and the um shared expectation for the type of information from the board um because it's not about necessarily quantity of information, but what what information is expected. So, this resolution is not intended to delay or prescribe operational decisions. It just is an attempt to establish a shared framework for how the
board receives and understands the information accompanying the decisions um as they're being made. And the purpose of this, too, is the scale of the reductions. It's not just this year. We do have large reductions this year, but also projected as we move forward, um do we have a shared uh framework to be able to clearly see um what changes are going across major functional areas, alternatives considered, and the net impact. So, that way when we vote on the reductions, we're doing it with a consistent understanding of system-wide impacts um across the years, not just an isolated component of the plan. And so, um this way, also, we are I It is an attempt to align um the point of decision-making so the board and administration are operating from the same expectations as we move forward.
So, um there are seven sections within the resolution. I don't know if you would like me to read the entire No, not the entire, but if you could give us [laughter] some highlights. Highlights, thank you. Um so, section one would be the reduction overview. Section two is operating and personnel transparency. So, the breakdown of the reductions, and I do believe we've gotten pieces of some of these, and I'm sure all of this exists, but this way it's an item that we can reference together cohesively. Section three is vacancy and resource utilization. Section four rationale tradeoffs and considerations. Uh section five anticipated impacts. Section six an overview of gross reductions, and section seven just asks for the information in a clear and organized manner, so we can readily locate and review all of these elements. So,
that way we can see what we're doing. So, that is the resolution that I would like to propose to the board. These are things that I thought I assumed that the board would receive, and I realized we had not had a detailed conversation in any of the other committee members to see if we all thought this is information that we all received, and so how do you start a conversation with the resolution? Thank you. Okay. Any questions? Remember Kelly, superintendent. I I know that you've recently received this, and I don't know if your staff have had an opportunity to go through to go through this. So, let me just ask Dr. Monanaso, what is your expectation of the committee today? What would you like to see happen to this today? Since the committee is three
members and not the full board, I would hope that the committee would move this to the full board and the for consideration and the full board could let ourselves and each other know if this is a shared expectation, if this is something that information that we all would like um as we um prepare to make these decisions. Okay, well, of course, the purpose of committees are to work through these types of things because this is this this is a pretty significant, so it's going to take time. So, um uh the idea the the would have been that we presented this at the finance committee, but due miscommunications, then it was not introduced, so that's why I want to make sure that it was introduced here at the rules committee so that we could get this
out as we could start work on this. So, I would ask uh the superintendent uh what what's your thoughts on this? >> [snorts] >> Thank you, Madam Chair. So, yes, our um my leadership team met today. We went through the document. Thank you, Member Molinar. Um and we assigned sections to each other to start delving into so we can prepare for a presentation if that's the desire of the board. Or otherwise, we could just prepare to give you the information and you can review it for yourselves. And thank you. Do you have any idea on a timeline? Did you have a request for a time? >> [laughter] >> Well, I believe I believe Member Member Molinar's resolution indicates that the information should come to the board at the next uh at the next board meeting
or at a special meeting that may be held by the board. Okay. Uh it may take a special meeting >> [laughter] >> but um most definitely the information was received by the administration today. And we are working on it to get it to you. So to say it'll be ready in advance because I do like know that you like some lead time and the board meeting being Monday when would you say is the latest you would like it before the board meeting on Monday? You asking that question of member Molinar? Yes, ma'am. I I would like enough time to be able to read it. You know I it depends on how many pages long it is being. Um I do >> It's not a one-pager. I do work so I think certainly before Monday I
would need time to to read it. All right. So I read that I yeah I read I read the resolution. I don't think it's reasonable to expect administration have this information by Monday. So uh what I can do is ask what is the desire of the committee. Uh my desire would be to let this uh remain in rules committee or or to refer back to the finance committee so that one of the committees and finance committee's the appropriate committee to actually work through all of this and to get the information. Uh but I I am sure that the administration will not have this information available by Monday. No, ma'am. So that would be my recommendation is to uh send this to the finance committee so that the finance committee can work through these various items
with the administration. And that would be my recommendation. I'm open to hear comments from other board members, other committee members. Is there any objection? Hearing no objection, so this item will go to the finance committee. And I would just encourage administration to provide the information as as soon as you can. Yes, Madam Chair. Okay, the next item so this item is referred back to referred to the finance committee. Next item is resolution appropriation increase fiscal year 2026. I'm sorry, that would be the budget that was the budget reduction for fiscal year 2027. A fund finance committee. Any questions? Who's going to Anyone from administration? Superintendent, do you be if there's any questions? Are there any additional questions on this item? Hearing none, so my recommendation would be if there's no objection to forward this to
the regular agenda for Monday May 11th. Any objections? Hearing none and seeing none, the item will be referred to the Monday's regular agenda. That is the budget reduction for fiscal year 2027. This is the item that was referred from the finance committee. All righty. We can go back to the regular agenda. >> And first item, 10.1. 017Any comments? Any objections to referring this to consent agenda? Member Harrison. Thank you, Madam President. I just have a question on the Dean of Students. Does this reduce What was this uh taken into account with the reductions disposition? Yes, Member Harrison. This is um one of the positions that would be absorbed. I I I I guess I'm I'm asking did did we count this position as one of the five or is this would this be six? No. No. No. No. No. This would have to be replaced. This is not part of that. No. Okay. >> No. No. One uh if if you would like me to explain, I could go into detail. So, if >> Madam Superintendent, yes. I'm sorry. Thank you, Madam Chair. Mhm. Um, if the board would move forward with a riff,
Mhm. the deans who were riffed would have a one-year re- right to recall. So, one could take this position. Okay. All righty, any other additional questions and comments? This is a single source provider. It is effective August 3rd of 26 through August 2nd of 27. Total cost not to exceed 749,250 to be charged to the general fund. And this was brought by the educational part of the house under Dr. Lash. It is the curriculum that we use. Okay. Member Molnar. Thank you, Madam President. Um, I believe this
was brought to the contracts committee. Is that Was this brought to the contracts committee? It's $749,000. I hope it came to a committee. Dr. Lash. Thank you, President Sykes. Um, Dr. Molnar, I actually was just asking Director Canfield the very same question if it came to legal and contracts. Um, I do not know. The I do not remember that it was on the agenda. And so if I had to question that, then I'm wondering if it did. All righty. Since most likely did not, the effective date is August 3rd. It appear that we have time. So we can take this back >> like it to go to May's? Back to contract. Take this to contracts committee. Okay. Thank you. 22.2 Uh, this is facilities management express. It is a service agreement renewal. It is to
recommend the service agreement for the renewal of the annual license and support services. And we are asking for that for consideration. Any questions? Any comments? Any uh objections to placing this on the consent agenda?
Oh. Member Harrison. I I just have a quick question. Did that go through a committee? It did not because it just arrived uh just prior to this, so the committee had already met. And the effective date is May 5th. >> And the May and the effective date was May 5th. All right, so we'll place it on the regular agenda in case there's some questions from another board member. Any objections? Hearing none, we'll place this on the regular agenda. Thank you. All right, item 22.3. >> 22.3 is INJ Ventures LLC. It is a service contract. This is to have PD for IB teachers, and it's titled differential instruction focusing on enrichment. And it is effective June 9th. Total not to exceed $2,000, and it is going to be used at KCCLC, and this was a selection
by the staff at the school. Okay. Any questions? Any comments? Any objections to consent agenda? Hearing none, seeing none. Item 22.4. 22.4 is the Ohio School Boards Association purchase and service agreement. And this is a service agreement which was brought up earlier by Mr. Runyon at the original presentation earlier under policy. Mhm. And we have one item which under consideration could This one is effective June 1st of '26 through June 30th of '27. Total cost not to exceed the $31,447.50. And there also is a second one under 22.5 should the board decide to go with the July 1st through June 30th of '27. So one could be eliminated depending on the will of the committee and the board. Uh Any questions or comments? But it's not a thing we understand that. Remember Who Who has
the question? Who's going to ask me? >> we have the same question. Okay, yeah. Remember Molnar. Thank you, Madam President. So am I hearing that there are two items, 22.4 and 22.5, and we only actually need one of them? >> That is correct. It is a Your desire is to which is the beginning effective date. Oh, the Okay. Yes, one is effective The first one, 22.4, means it would start June 1st per per the information, and the other one says it would start July 1st. And what is the recommendation administration, superintendent? This is um where we were asked that the sooner we could start the diligent, the better. And so that's why you have two options. We could start it June 1st, so we could start using that software earlier. Remember Molnar. Thank you. Um
in during the policy committee meeting, I believe Chair Harrison of that committee referred We thought it was only one at the time to the contracts committee. So, this might be a good discussion for the contracts committee. Mhm. Uh Yes. How is that going to affect starting June The contracts >> with it? The contract If the contract committee would meet May the 20th, the next time you could then bring it before the board would be the May 26th meeting. The rules committee would be for, but it's But it's here, you could still line it up for June 1st if you went ahead and approved it at the May 26th meeting. >> [laughter] >> I'm sorry. I'm trying to put the calendar in my head. Yeah, me too. Is there a committee Well, uh Yeah. Member Harrison,
did you want to add to this? Thank you, Madam President. Um we have talked about this. This is We talked about this in the policy committee. This 31,000 reflects um the the original cost that we had gotten for this service was 180,000. The board members asked that that be reconsidered because there were other things out there. And I'm glad to see that it was reconsidered um to the 31,000, but I referred this to the legal contracts in the last committee meeting. And I think this underscores again the ideal that you you really have to give us information in a timely manner so it can go through the proper committee. Um speaking with Mr. Ruyan, um he said we had time to send this through the committee. And I I would ask that it would go
through the legal committee still. Okay, so which one? Mr. Rouyan presented the 31,000 to us. Um I think they both are 31,000. It's just It's the dates. So which dates? >> So my understanding in listening to your policy committee is you would like it to start June 1st. So that would mean 22.4. If it went through the committee on the May 20th, could be approved on the 26th and start June 1st and we would eliminate the item 22.5. Any Any additional questions? Any comments? Okay, we're doing 22.4 to place this on the uh uh to Okay, so we're referring this back to uh the legal >> legal and contracts. >> Yes. All righty. And then eliminate 22.5. Yes. All righty. So 22.6. Okay. This is Paladin Protective Systems Incorporated. This is also a service agreement.
This one is grant-funded. It is the bidirectional amplifier system survey of ECLC, which provides the interior radio coverage we are trying to improve for communication with Akron police and fire departments. And this is just the survey. It is funded by a state grant that we wrote as a district for safety and this will allow us to determine what would be the next phase. Thank you. Any questions? Any comments? That's 1,006 680 dollars. Here, any objections to place it on the consent agenda? Hearing none. Item 22.7. Hearing none, request that it goes on the consent agenda, 22.10. 22.10 is Total Education Solutions Solutions Incorporated. This is a tuition agreement. It is to pay for the tuition for two special
ed students to include special educational services, one-on-one aids, earning meeting, data collection, IEP writing, progress reporting, and related services with this particular vendor. It is a serve single source provider and it is effective for the 26-27 school year. Total cost $183,752 and this is recommended by the sped department through the IEPs of this particular two students. Any questions, any comments? Any Member Molinar. Thank you, Madam President. I see that this is uh $183,752. Did this go through any committees? Uh tuition usually is a cost of doing business, but it did not go through any committees. >> As tuition. Okay, thank you. And I will bring to the members' attention rules is a committee. So, there are sometimes some items do not have to go through the other committees in these types of situations. Uh any
objections uh for consent agenda? Okay. Hearing none, seeing none, we will request that this goes to the consent agenda. Item 22.1. Uh this is Vista Higher Learning Purchase and it is a recommendation to purchase a Descubrir to extend the current adoption of 2 years of Spanish back into the adoption cycle that now aligns it with the Chinese and French curriculums. Thank you, Madam President. And I will say this did go through the instructional policy committee. This curriculum is used daily by students in 14 buildings. And I wonder if it's possible, something to consider, to show us on here if it went through
committee so I would not have to ask. Thank you. Thank you. Uh any uh objections to placing some on the consent agenda? Hearing none, seeing none, we request that this goes to the consent agenda. All righty, so we have uh I see no unfinished business. However, I do want to note that there were a number of items that was referred from rules committee. And what I've been trying to do is to bring at least one item each week through this committee. Uh so what we want to do is make sure that when the items are referred from rules committee, that they actually get to to the individual that's responsible for planning placing them on the agenda so that we would know that it is an agenda item. Is there a request for any particular one
that you had referred to go to to be on the agenda, the regular agenda this week, or is it okay to hold up until the next rules committee? Next rules uh Next rules committee, and then we'll make sure that from now on that we make sure that these are put on the agenda uh because we want to do at least one per rules uh to get these uh voted out. All righty, thank you. Mr. Chair, uh uh the new business we have conducted, we have gone through the new business. Uh is there any additional business to come before rules committees? Seeing no further business, uh is there a motion to adjourn? So moved. A second? Second. >> All right, our next uh we are adjourning. Our next Rules Committee will be held on Monday, May
th at 5:30 here in the Reverend Dr. Curtis T. Walker Boardroom. Committee's adjourned at 7:38 p.m.
