001Mhm. >> Mhm. >> Good evening. And welcome to the Akron School Board meeting of March 23rd. I am Barbara Sykes, president of the board. I Uh roll call, please, Mr. Bauer. >> Ms. Hall? >> Present. >> Reverend Harrison? >> Present. >> Mr. Gerose? >> Present. >> Ms. Kelly? >> Present. >> Dr. Molnar? >> Present. >> Mr. Montgomery? >> Here. >> Ms. Sykes? >> Present. >> And our student board member is Andre Thomas. So, all are present. >> Thank you. Please, everyone, stand with us for the pledge pledge of allegiance. >> I pledge allegiance to the flag of the United States of America, and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. >> Is there a motion to approve the regular board meeting minutes of March
0029th, 2026? >> So moved. >> Hearing the motion by member Hall, is there a second? >> Second by member Gerose. Is there any discussion? Hearing no discussion, Treasurer, would you please call the roll? >> Mr. Montgomery? >> Yes. >> Ms. Sykes? >> Yes. >> Ms. Hall? >> Yes. >> Reverend Harrison? >> Yes. >> Mr. Gerose? >> Yes. >> Ms. Kelly? >> Yes. >> Dr. Molnar? >> Yes. >> 7-0. >> Thank you. Recognition. >> Thank you, President Sykes. This evening, we are excited to have some of our school leaders with us who recently received a very special recognition from Governor Mike DeWine. Ohio Governor Mike DeWine, in coordination with the Department of Education and Workforce, developed the Governor's Science of Reading Champion Awards to recognize schools that are demonstrating strong implementation of evidence-based instructional practices aligned
003to the science of reading and where students are making significant progress. Schools that are selected as awardees will receive a school building banner and may be contacted for a site visit to receive their award and recognition. So, this evening we would like to congratulate our 2026 Governors of Science of Reading Award recipients. These represent four of 109 schools that were recognized across the state of Ohio. So, if the principals are here, we would like them to please stand. Representing the I Promise School, we have Principal Stephanie Davis. Representing Mickey Bright CLC, Patricia Stauffer. Voris CLC, Amber Steel. And Windemere CLC, Megan Lee Wilfong. These schools are joining the group of schools that were recognized last year and they are also part of this recognition for 2026. And that is Helen Arnold CLC under the leadership
004of LaMonica Davis, Reimer CLC under the leadership of Anthony Lane and Shoemaker CLC principal Shelby Thank you. I had a brain freeze all of a sudden. I'm so sorry. Shelby Morgan. We congratulate all of you because we know that there was an application process that you had to go through and you were selected based on that application and the results of your students. So you should all be very proud of yourselves. Congratulations. President Sykes, that does conclude recognitions. >> Okay. Thank you, Madam Superintendent, and congratulations to all of you. To all of you. We know that it was not it is this is not an easy process and we appreciate the extra effort that we all put in. So there seems to be a request. There are individuals that are requesting to speak before the
005board. Uh so member Kelly, would you call the first individual, please? >> Our first community member that we will call forward as Jessica Higginbottom. Her topic to be discussed is secondary LRC tech cuts. >> Thank you, Miss Higginbottom. As you come, let me just remind all all individuals that have signed to speak that uh uh we want to keep this within 3 minutes. However, if you if I find that you're in the middle of a conversation, I won't interrupt you. Uh but uh what I said we would try to keep the keep the conversation within 3 minutes. Uh that the board would not respond, but will assign through the superintendent the appropriate person to follow up if there's a need to do so. Uh we would ask that that we will keep our comments um
006odd to uh um I'm trying to decide what I'm going to say and what I'm not going to say. That's all I'm going to say. >> Okay. >> Yeah. So, no, we are not going to do the timer. >> All right. My name >> we're going to eliminate the timer. Uh what will happen is that if the as we get close to the 3 minutes, the treasurer or member Molina will give you a signal. I want you to be relaxed and calm. And we don't need the numbers there. >> Okay. Um my name is Jessica Higginbotham, and I am the secondary LRC technician for ECLC. I work in both the middle school and high school LRCs. This is my fifth year working for Akron Public Schools. I have worked and volunteered in libraries for 22
007years. I'm here today because I am deeply concerned about the proposal to cut LRC technicians from our high schools. This plan aims to remove four LRC techs completely from the cluster middle school and high school. I assume the plan would be to have the remaining three techs cover only the middle schools in each cluster. My school, ECLC, is unique. The middle school LRC and high school LRC share a back workroom. The LRCs are right next to each other. If I am working on one side and the librarian from the other side needs myself or the other librarian to cover momentarily, we were able to do so because there are three of us. This means both LRCs can remain open. Without an LRC tech, high school libraries would be forced to close whenever the librarian has
008to leave the LRC. This includes PLCs, district meetings, and conferences, or for a basic personal break. Closing down the LRC will remove a safe space for our students. Our LRCs are more than just rooms for books. They are safe havens for students who need a quiet, supervised environment during the day. Closing the doors because of staffing cuts leaves our most vulnerable students without a place to go. Just last week a student told me I'm her safe space. The proposed cuts will sever relationships by removing LRC techs you are taking away staff members our students have known for years. As a LRC tech I see these kids grow from middle school through high school. Replacing four middle school LRC techs and completely removing high school LRC techs is going to eliminate established trust which undermines the
009stability of our students needs. My role is essential to the education process. Every day I'm promoting literacy and managing innovation. Over the past five years at ECLC I've helped hundreds of students find the right books for their reading level and interests whether through our physical collection or through our digital library. I provide hands-on technical guidance for our 3D printers, cricket machines, heat presses, sewing machines, and embroidery machines. I am also the go-to person to make posters for our entire school. LRC technicians are just as vital to the high school experience as they are to middle school. We are the engine that keeps these learning hubs running safely and efficiently. I urge you to reconsider the cuts to high school LRC staff and keep our libraries open, staffed, safe, and technologically advanced hubs that our students
010deserve. Thank you. >> Thank you. Member Kelly. >> Our next community member is Carolyn Lee. >> I don't know if they could hear you. Is your Okay. >> Thank you, Madam President. Our next community member is Carolyn Lee. The topic to be discussed is a paraprofessionals. >> Thank you. Welcome, Ms. Lee. >> Hi. >> first of all, I want to say thank you for allowing me to speak. Um I am a paraprofessional at East CLC. Um, although our job description outlines our duties for this position, my job calls for so much more. For example, a lot of scholars have IEPs or individual learning uh plans to help them succeed in the classroom. And they do vary among our scholars. Some call for a small classroom setting, which means you need to take them aside so
011that they can concentrate on a task at hand. Some call for motivational words and tactics. Some calls for clarification of assignments by repeating directions several times and allowing the time more time to complete the work. Not to mention a lot of our students cannot read or comprehend what they are reading. That's why their grades are very low. Um, without the extra help, I'm afraid that our graduation rates will decrease. Uh, when a reading task is assigned, I allow each student to tell me the answer and why they chose it. After collecting the tests and they're finished, I go back over the material by allowing the students to repeat the same process. That way, I am sure that they know the material. Surprisingly, the students are smiling and get a boost of ego. The teachers understand
012my process and appreciate the help that is given uh to the students and the time because they do not have the time needed to address all the IEP issues. Thank you. >> Thank you. Member Kelly. Our next community member that has requested to speak is Shawn Cecil? Cecil. My apologies. Thank you. The topic to be addressed is a paraprofessional. >> Thank you all for your time today. I I just wanted to follow up on an email I sent a little bit ago about the paraprofessional position and how I view it. I'm a first-year. This is my very first year in Akron Public Schools teaching here. I spent the majority of my career wandering the country and the world, I would say, previously at HUD as a professional analyst, retired Air Force, spent time in a
013lot of different organizations seeing a lot of different things. Um, our parapros do more than just the title that it states. It's a logistics and a um just mechanics of a CTE program. A CTE program requires a lot of extra work. It While typical academics have very robust curriculum built in, CTE programs you have to build as you go. As you're teaching technical knowledge and information that is given. Um, to spend the time to do the to build that curriculum, we need to be able to focus on that curriculum as opposed to focusing on going to the store to get the the jerseys that we're going to we're going to my my my colleagues would be stamping to put EAST material on. We do um we're going to GFS to pick up groceries for our
014um hospitality program. So, I just wanted to make sure that we understand that the parapro position, while it sounds as if it is a all-encompassing across-the-board um can do everything, they are specialized into help specific groups of people. Um, I do also wanted to after I heard Miss Higginbotham about them speak. I've watched that first hand for her in her classroom having walked in to the students literally saying that to her and telling her that they are the safe space. She and Mr. Lamp have created an LRC that is one of the reasons she she is one of the reasons that he was elected I believe voted on as the teacher of the year I believe correct coming soon I think. >> Maybe not. >> Or he's been elected to that from our from our
015school. So I just wanted to make sure that we can I conveyed the idea that is what we do is not what they do is not catch all. Some of those other classrooms require a lot more clinical support. Am I in my three minutes? Okay. Some of those other those other positions require a lot more clinical support. They would they could be considered more along the lines of a residential nurse and not a residential nurse but a nurse's aide doing some of the work with some of those the handicap students who aren't able to do basic functions on their own. And then some of the other other positions that are out there if I'm not mistaken are now positions which are seem to be centered around people who students who need that really special attention
016for them for their specific case. Uh I see our CTE parapros as there for the teacher and the other positions are there for the students. It requires all of those capacities to really really continue to function because these CTE programs are nationally recognized and I want to make sure that we all do that. >> Thank you. We appreciate your comments. Member Gavin. Our next community member is Clarissa Cornell. Topic to be discussed budget cuts. And Deans did it say Deans? >> Budget cuts in the deans, yes. >> Thank you. Welcome. >> Thank you. Thank you all for allowing me the opportunity to speak. That's something I really value and appreciate about our school board. So, thank you. Um my name is Clarissa Cornell. Um I'm coming today as a parent of an elementary school student
017at King ELC, where I'm also the PTA president. Um so, also speaking today on behalf of um our PTA. Um so, I sent an email, but um I'm going to recap that. Um I am coming today to ask you to not approve the elimination of the five assistant dean positions um that has been proposed for next year's budget. Um echoing what we've heard from our paraprofessionals, um what we heard so beautifully explained um by Mrs. Higginbottom, um I ask that you, as a board, please take more time to do your due diligence, to seek alternative options for reducing funding in ways that do not directly impact the day-to-day learning in our school buildings. While I am extremely sensitive to the difficult position that you and all of APS leadership are in to find the cuts
018that are needed this year, and acutely aware of the cuts around the corner, thanks to our state legislature, um I am confident that alternative cuts can still be found, um particularly with further outreach to building leadership and staff in our school buildings, um to gain more perspective about programs and functions that do not directly on a day-to-day basis impact the learning and functioning of our school buildings, especially at the elementary level. The Dean role, which is essentially an assistant principal, um is crucial to our elementary schools leadership's ability to meet the many needs and requirements and expectations of our elementary schools across the EPS. In addition to managing all of the 504 plans within a school building, the Dean expands the building leadership's capacity to address behavior issues, monitor, address, and promote academic progress, and
019importantly to effectively engage and support our teachers and staff so that they can do their best. I have had the opportunity to work with two different assistant deans, um while my sons have attended King. I have seen first hand how their capacity contributes directly to the creation of a culture and structure that successfully supports teachers and engages students, yielding improvement academically, improvement in attendance, increased family engagement, and overall improvement in morale. Our current Dean has been recognized in her role, um for leadership that she has shown, creativity that she has shown, um around programs like PBS, um increasing um kind of initiatives to integrate math and reading, um in all areas of the learning experience, um and um has also increased engagement with families and with staff. Um all of this directly contributes to the
020school's ability to successfully meet the requirements and expectations that they are held to. And I do think there sometimes is a perception of a school like King that maybe it is different than other elementary schools in APS because of where it's located and the tax base and but King is a title one school. King is 50% open enrollment. So our teachers and staff face the challenges and opportunities that teachers and staff are, you know, working with at across APS. So I just ask for your continued time and effort to look for alternative cuts that are not within our school buildings. And while I'm here from a parent perspective, if you could just maybe get rid of Chromebooks for every elementary school student and go back to having a computer lab and maybe get rid of
021I-Ready. That would be my two cents. So thank you. >> it. So that concludes all the individuals who have signed up to speak today. So board members, we do have our scholar board member voice here that we're here to listen to today. This is Mr. Andre Thomas from ECLC. What say you? Welcome. >> Uh Madam >> I'm President, Superintendent, honorable board members and guests. My name is Andre Thomas, an 11th grade student at ECLC in the Bridgestone pathway for welding. I am a two-sport athlete participating in baseball where I received first team all-city and on the East bowling team where we finished second in the city. After graduation, I would like to attend college and play baseball while studying finance and business. I became a student board member to be a great representation of the
022East student body and be a voice for the needs and wants of the students. I like that I like that at East uh I like at it I like that at East a student is free to be yourself and build connections with your teachers, principals, coaches, and even the security guards. Uh the teachers care and under and are very understanding. If you miss an assignment, they'll give you time to finish it. The principals and staff take time out of their day to promote school spirit and uh and host prep rallies and student versus staff events to have fun with the students. My appeal to the board is to address the facilities at East CLC. Most of the Most of the other high schools in our district have better baseball facilities than East. For instance, a
023batting cage. I like I feel like having a batting cage like the other schools would help us with the fundamental skills of baseball. Hand-eye Hand-eye contact, hitting, bat speed, and give us a better chance of competing against other schools. Having an Having a updated practice field and a updated weight room with gen greatly benefit not just baseball, but all the students student athletes. Providing a safe and inviting place for us to participate. Updated practice facilities would be more inviting to students to want to come back to our school and participate in sports. It would give us something to be proud about. There There needs to be equal equity when it comes to facilities our schools have. We've noticed how other schools have better basketball gyms, football fields, weight rooms, and equipment. I like I feel
024like it would be better if it was all equal so we all all have the same opportunities and equipment to succeed and get better in the future, especially for students that love their sport and are trying to get an offer in the future. Thank everybody for listening. >> Thank you. Member Hall. I try not to give you eye contact. Thank you, um, President Sykes. I just want to commend you for coming up and speaking, speaking your truth. Um, you know, sometimes people want to just hear the good things going on, but it's up to the students to tell us what's really going on in the schools. And I totally agree with you, equal opportunity for every student. Every I I wish we could go back to when I was in high school where every school
025had a football field, you know, well, there was one school that didn't have one, but majority of all the schools have football fields and they're able to play baseball and all of that at their fields and I feel like nowadays our students don't get that fair shot. You know, and then especially if you want to go to college and play, you know, baseball, football, or things like that, you have to go elsewhere to learn those skills. The college recruiters can't actually come to your school and see you. They have to find you. Um, so one day I hope that we can get better at that and bring this back into our communities where our senior citizens and residents can come and view the sports. And, you know, keep doing what you're doing because you're on
026you're on the right path. We talked about college and what you want to be and you got a finance guy right there. Maybe he's giving some internships in the summer. Um, but, um, just keep up the good work. >> Yes, ma'am. Thank you. >> Thank you, Member Hall. Any additional comments from any board members? Thank you and welcome, Mr. Thompson. So, we will just hope that you can stay uh for the board meeting. It it it won't be that long. We'll be all right. And from time to time, we will I will ask if there is any comments that you would like to make about anything that you may hear going on today. So, please just sit back, relax, and enjoy. And welcome. Uh superintendent's report. >> Thank you, President Sykes. Just a couple items
027for this evening. I would like to bring the board's attention to item number 6.1, the resolution of the adoption of student assignment adjustment, Jennings Relief, and to notify the board that this is the second reading. The third and final reading will be at the next board meeting on April 13th. I would like to invite everyone to Ward 2, the North Cluster, to join me at the Ward 2 meeting on Wednesday, March 25th at 6:00. We will meet at Park Patterson Park Community Center, located at 800 Patterson Park Avenue. And also, please join us for our next virtual parent ambassador committee meeting to discuss our upcoming initiatives and school community updates. All parents are invited to join us. It's a virtual link. We'll make sure that it's available on a pop-up on our APS website. Again,
028the date is Thursday, March 26th at 6:00. This year, we also started a new initiative called parent ambassadors, where we want to empower our parents to be APS ambassadors, to learn about what's going on in APS, and how you can also share information with other parents to keep them informed. So, all parents are invited. And then on a final note, I would just like to remind our parents of incoming kindergarteners, the law has changed due to House Bill 114, that which requires students to be 5 years old on or before a district's first day of school in order to enroll. So, our previous policy was as long as you were 5 years old by September 30th, the law has changed. So, our students coming to APS in the fall must be five by August 31st,
0292026. So, right now we are in kindergarten open enrollment. Um I'm sorry, our regular kindergarten enrollment period. So, we encourage all incoming kindergarteners to please uh parents, please get them enrolled. We have some um items for you to take that you can use over the summer to help get your student ready for kindergarten, and we look forward to having them. That concludes my report. >> Thank you, Madam Superintendent. Any questions or comments for the superintendent? Member Hall. >> Thank you, Madam President. Just a quick question, um regarding the have to be 5 years old now. Can a child test up? Like, so for instance, if they're supposed to turn five in say September 15th, but school starts August 23rd or something like that. Can a student test and jump ahead to kindergarten at still at
030four-year cut? >> Yes, we still have our um testing where students can come in and be assessed during the summer. So, they just need to come in or call and we can get that set up for them. Thank you, that's an excellent question. Yes, we still offer that. >> Okay, thank you. >> You're welcome. >> Thank you, member Hall. Any other additional questions? Hearing none, uh Madam Superintendent, so what ramifications do you see this for our school system? >> Um really, I see this as yet another attack on public education because our charter schools will be able to enroll students as normal uh through the 30th, whereas our students have to be five earlier. So, again, this is one of the reasons why we are encouraging our public to understand what's going on at our
031state capital, and we want to empower you to help us to stand against these attacks. And we are going to have a education forum coming up, more information to come. Um Madam President, I don't know if we would like uh our my co-chair uh Pat Shipe to say anything about our upcoming education forum, the date, the location, and encouraging everybody to come. If she's doesn't want to come forth, I can say it, it's up to her and you. >> No, that's fine. Yes, please let us know. >> Thank you, Madam President, board members. So, uh we are currently working with uh the mayor, uh the superintendent, and myself, um and uh school districts around Summit County uh to get those uh folks turned out, and that is going to be It is scheduled for save
032the date uh with more information to come, uh April 21st. And that's a Tuesday, I think. >> Yes. >> Yeah, Tuesday, April 21st, uh Firestone High School. Uh doors will open at 5:00, and uh uh forum will begin at uh 6:00, and I just highly encourage the community to come because you will be getting accurate information and very concerning information as to what the state is imposing on public schools and we think it's it's very critical that we um we save public education in the state. Quite frankly, that's what's being under attack and so we will have a lot of information to share with the community. >> Thank you. Thank you. Thank you. We appreciate that. Thank you, Madam Superintendent. Hearing no other questions for the Superintendent, we'll move on to the Treasurer's report. >>
033Thank you, Madam President, members of the board. I'm trying to get my report to pop up there for us. I'm supposed to push this button and it pops up there, but >> We will pause just a second to see if we can get this up and running. >> I don't know what's giving you issues. >> Member Hall, while we're pausing, you going to fill in this time? >> I am. I am. So, I just had another quick question. Um if okay for Superintendent. So, because we know this information out about students not being able to start kindergarten at four about to turn five, do we have any plans for uh kind of like a 5.0 preschool for those kids that will be five, but still have to be in preschool? Do we have a a
034plan to um have some type of program to advance those students that may be ready for kindergarten, but can't go to kindergarten? >> There's been a change in our pre-K program. If you don't mind, I would like to have Melissa Freimark come forward. This would probably be disturbing news as well, but we want to keep everybody up-to-date. >> Okay, we'll do we'll allow this simply because we're still trying to get the treasures report up and running. Yes, go ahead. >> So, it's pretty simple. They will still be eligible for our preschool program, for our ELP program. So, whatever that first day of school is that they start, if they're not five by that date, they'll still be eligible for ELP. >> Okay. >> Is there something else you want to >> No, that's it. Is
035that Are you okay? >> I'll check with you offline. >> Okay. >> Thank you. >> Okay. All right, Mr. Treasurer, are we ready? >> I'm still having trouble >> No, well, you want to just use your We all have unfortunately, the public won't be able to see it, but we all have the printed copies. So, Mr. Treasurer, let's let us proceed, please. >> Okay. >> All right. >> So, I am referring to the one-page summary that has the blue, green, orange, and purple columns for the members of the board that have the have the report. This is our newest one-page financial summary for each month. This is prepared in the forecasts format. It's the same look as we submit our forecasts to the state in. Um the columns, the first column is our actual data
036for the month of February. The second column is what we estimate for the remaining five months of this school year. The third blue column is the total of those first two columns, representing our projection. >> Excuse me, Ms. Treasurer, since they cannot see this, let's at least say those numbers out loud. >> Okay, I will I will be getting into the numbers. I was just explaining the structure >> Okay. >> of the document. Um So, down in um So far revenue, um we are now uh 67% through this fiscal year. Uh year-to-date revenue is So far, we've collected $249 million, which is just slightly off pace for the year. We're at about 65.9% of the of the full year forecast. Um Total forecasted revenue for the entire year is 378.4 million. Uh this month's variance
037of 726,000 less than our forecasted revenue represents about 0.2%. So, we're pretty dead on still there. Um On the expenditure side, uh we ended the the month of February at 244,355. It's slightly lower than forecasted, so that's good. We've spent about 63.31% of the budget so far. Our total projected expense for the year is 385.9 million, and that is slightly below our forecast by 888,000, which we just submitted in uh February, which is only 0.23%, but we're also We've made up a little bit of ground there, so that's good news. Uh the key drivers this month, and sometimes these flesh out differently over time, but this month uh we saw retirement and insurance benefits lower than we have in the past February. So, just a variance that I thought I'd note. Um Our month's net
038position, adding the change in revenue to the change in expenses for the month is about a $160,000 gain, which is very small for us, but it's still it's slightly positive. Um at the conclusion of February, we're projecting that we'll realize a net cash flow of negative 7.9 million for the year. You can see that down in the bottom down here. Um which is a small improvement because this changes our fiscal year and projected cash balance for June 30th to 81 028 562 by adding that 161,000 to the total. So, very uneventful month to say the least, but slight gain for us. >> That's a good thing. >> I have. >> That's a good thing. >> Are there any questions for our treasurer? Any questions? Any comments? All right. Um so, Mr. Thomas. >> Yes, ma'am.
039>> So, we see what happens when things don't always go as we planned. So, we're just going to have to be able to pivot and move it on. So, even though we still rely on technology, we also have the copies. Uh and I I for one like copies. So, did you hear anything of any interest there? Those are a lot of big numbers, I know. That's That's our school system. >> Yeah, I was a little lost. >> You were a little lost. You were a little lost. Well, well, but uh it's necessary that we we know where we are. So, let me just ask you. So, uh let me just ask the treasurer. So, we see that negative 7 million. So, that was projected. We expected to see the number. Actually, you're saying it's a
040little lower than what we had expected. >> So, for the year, at the beginning of the school year back in August, we actually projected over 10 million dollars. >> Yes, I see. Yeah. >> And now we've made up some ground. We've made up about 2.3 million dollars so far this year. Those are the cuts from last year coming out. >> Mhm. So, we're we're seeing we're we're recognizing that now and I think that most of this will stick at this point. I'm hopeful. You know, we you never know for sure, but that is that's what I see happening. >> Mhm. Thank you, Mr. Treasurer. All right, seeing no other questions, no other comments, uh so the question is uh is there a motion to approve the resolution for the February 2026 financial reports. >> So
041moved by Mr. Montgomery. Is there a second? >> Seconded by member Hall. Any discussion? Seeing and hearing no discussion, all those in favor? I'm sorry, I'm taking your job, Mr. Treasurer. The question is whether or not the February 2026 uh finance reports shall be be approved. Uh the Treasurer will call the roll. >> Mrs. Sykes? >> Yes. >> Mrs. Hall? >> Yes. >> Reverend Harrison? >> Yes. >> Mr. Giros? >> Yes. >> Ms. Kelly? >> Yes. >> Dr. Molnar? >> Yes. >> Mr. Montgomery? >> Yes. >> Motion carries 7-0. >> Thank you, Mr. Treasurer. All right, we'll get into committee reports. Finance and Capital Management Committee Report, Chair Montgomery. >> Thank you, Madam President. The Finance and Capital Management Committee met on March the 18th. We had several agenda items to review, some of which
042were referred to us from the Rules Committee, and the committee's report is that we don't need to make any modifications to the consent agenda. The Finance Committee was fine leaving them where the Rules Committee assigned them. Our next meeting will be April the 15th at 6:30 in this boardroom. >> Thank you, Mr. Montgomery. Instructional Policies and Student Achievement Committee, member Molnar. >> Thank you, Madam President. The Instructional Policy Student Achievement Committee has not met since our last meeting. Our next meeting will be April 6th at 4:30 p.m. right here in the Reverend Dr. Curtis T. Walker Board Room. Um the agenda will be in BoardDocs by the end of the week and uh there will be a focus on student discipline, positive behavior intervention supports, and possibly I've heard some new business brought by our
043own students and student board members. >> Okay. All right, great. Any questions, comments from Ramona and I here and none. Legal and Contracts Committee, uh Chair Gerald. >> Yes, the Legal and Contracts Committee met on March 18th. We had several items that we discussed. There are two that will be presented for a with a motion for tonight. Just to go over the meeting, we did did have the discussion topic of the IDEA Part B non-public position. We also had the completion of the 12-month contract renewal expiration report. I want to just give an you know a lot our general counsel, David Saposnik, as well as our superintendent, Mary Outley, for organizing that document. Essentially, what it does is allow us to see which month requires a board action on a specific contract, and that is
044for 12 months out to allow us to ensure that contracts don't creep up on us and then all of a sudden we have to make a quick decision. It gives us time to be able to assess what is coming up and what kind of board action do we need to take. We also discussed the contracts that renew or expire in April. We'll get more detailed as the months progress. We will have an update about the van driver contract resolution. We also discussed briefly the renewal of administrative contracts, which needs to be decided by the board by June 1st. We discussed briefly the purchase and service agreement for vendor client and Caval Mechanical Contractors to address a Jennings School Coil replacement, and that has been placed on the consent agenda. So, the very first item that
045of the two that is coming out of this committee is the legal is the professional staff personnel recommendation transfers and reclassification. This is the IDEA uh special education consultant position. I did get my questions answered, but if any of our colleagues on the board have any questions, we do have Director Freimeyer here to address those. >> Well, thank you, Mr. President. Uh so, let me just go back and let's see. Is there a motion? >> Yes, I move for item 8.3 to be approved. >> Is there a second? >> Second. >> Is there Seeing that there's a motion and there has been uh properly second, is there discussion? Hearing a motion and a properly second uh of the motion, hearing no discussion, so the question is whether or not uh the resolution for the professional
046staff's transfer, reclassification of the non-public students with disabilities consultant position shall pass. The chair will call the roll. >> Mr. Gerace? >> Yes. >> Ms. Kelly? >> Yes. >> Dr. Molnar? >> Yes. >> Mr. Montgomery? >> Yes. >> Ms. Sykes? >> Yes. >> Ms. Hall? >> Yes. >> Reverend Harrison? >> No. >> Motion carries 6-1. >> Member Gerace, do you have a second motion? >> I do, yes. So, this involves the van driver contracts. And just to give sort of a preface on this, I just want to start off by saying that by addressing these contracts and we are >> Ms. Zeros, what is the motion? >> The motion is to approve the draft resolution on 8.4. >> Is there a second? >> Second. >> There the motion has been made and properly second. Is
047there a discussion? >> Yes, Madam President. >> Madam President. So, I wanted to start off tonight just by saying that the premise of this resolution is order to solve a problem. And so, my recommendation along with this is that the district should not renew the current transportation agreements because they lack the performance accountability, operational safeguards, and risk protections necessary to ensure consistent, safe, and reliable transport student transportation. And the main problem is that we are estimated to be over budget by three to four million dollars. And we need to make sure that we are being fiscally responsible with our taxpayer dollars. Thus, the resolution as stated intends not not to renew the contracts, but this does not mean a clear separation from the vendor, but of these contracts specifically. And so, this is seen as
048a business decision business matter. And where I find fault in the contracts as they are is that there is vagueness on what defines a route. So, if routing is inefficient, the vendor still get paid no matter what the route looks like. There is no minimum occupancy requirements. Also in this contract, there is no clear dispute resolution process, which means there's no mediation, no arbitration, no litigation, and the risk is that any dispute would immediately escalate to going to court. And there is no step ladder like an internal resolution or process. Next, there is no discipline structure in place for drivers, and this is for their safety because it is only immediate termination or removal. There is There's process in a disciplinary process in this contract. Additionally, there are no enforceable metrics or performance standards. So,
049measures like on-time pickup or drop-off percentages, missed route thresholds, response time expectations, we have no way of truly assessing the effectiveness of either contract. Thus, no vendor performance review, which means problems could go undocumented or uncorrected. Even including in the contract in the future, a mid-year evaluation or check-in should be included for both parties. Also, legal and financial exposure does exist where, although indemnification exists in section 19, the contract fails to clearly define insurance thresholds, does not guarantee vendor financial capacity, and so this makes the district liable. So, the conclusion of these remarks is that this is not about dissatisfaction with any one provider, but rather this is contract does not align with the best practices, does not adequately protect the district nor the vendor, and is fiscally irresponsible with taxpayer dollars. And I think
050we can do better with this with these finances. >> Thank you. Member Harrison. >> Thank you, Madam Chair. Madam Chair, the Well, first let me apologize. I usually wear a suit jacket and I spilled something on my suit jacket and this is all I could find today. So, I apologize, okay? I want to just briefly address some of the issues that were brought forth with this contract. Some of the issues are not issues that the board even considers because when you hire a contractor, we build a school, we build something, the contractor is responsible for a lot of that. But, that being said, a lot of the things in this contract, as we discussed in committee, if we're going to renegotiate a contract, Um and that's what came out of committee that we were going
051to renegotiate. Um and so to come to the meeting now and to say this is about dollars and cents. This contract was voted on 7-0. This is not new math. No one is bringing a new solution to a problem here today and to terminate these contracts, you still have the same people in the same places. There still is not a solution. The solution is to fix what we have in place now. That would be the solution and that's what I would offer and I would ask my colleagues to vote no. >> Member Hall. >> Thank you, Madam President. Um we've been doing this for 3 years now since I came to the board. Um and we still don't have a plan or a solution. Um we talked about uh performance issues, route process, discipline process.
052That's not for the vendors to do. That's for our administration to do. So we need to do better at making sure that the contracts are what they need to be before we put it out. Um I think we're toying with this. Um we need to we as a district need to look at how we're paying the vendors. When we voted last year, um we talked about we were going to exhaust Buckeye's um their drivers first and then move on to Templeton. But it seems like we didn't do that. We did what we wanted to do. We used Buckeye and then we also brought Templeton in without utilizing all of Buckeye. Um and I said in our committee meeting that I know there was an incident I think at one of the schools where Buckeye was
053there, picked up three students, Templeton was there and picked up one student. Why? That's $400 we just wasted when we could have just kept one fee with one vendor. So, we need to look at the numbers instead of putting these contractors through all of this um RFPs every year. The same exact thing, the same exact process. Um what Buckeye was the CSO, I'm sorry, the ICOs for 50 what what is this? 55 years now? They've been supporting our students. And we keep toying with it. We wanted them to um create a business because we didn't have the manpower to um pay everybody individually or have their complaints individually. They did that. Now it's okay, well, we need to figure out something different. So, what we agreed, such as member Harrison stated in our meeting that
054um we would allow um the administration to renegotiate, to talk to these or these companies and just give them an opportunity to renegotiate. Has that been done? If that hasn't been done, I think we need to remove this and vote no so that they can do what we said we were going to do in our committee meeting. Thank you. >> Member Jarrells. So, I do understand that many of our members do not want to go through this process again. But, one thing I was mentioned was with the same people. It has not been the same people. We have had three different superintendents the last 4 years. Uh last year around this time, it was Superintendent Outley had been on the job for less than a month. And since then, we have a new treasurer. We
055have a new legal counsel. We have a new director of human resources. We have new staff members who might have a new approach to handling this issue. And of course, when we have such instability over the past several years, that makes consistency and stability unlikely. Now, if we have to do an RFP process every single year in order to get it right for the taxpayers, then that should be the process we do. This is not personal. This is not about favoritism. It's not about any of that. It's about making sure that we are better with our dollars for the taxpayers. Because if we're able to get this right, if we can say it's not like this is over $1 million, $50,000 over budget. It's $3 to $4 million over budget. If we can save a
056million dollars or two million million dollars on this item, those are going to be millions of dollars we don't have to reduce in next year's reductions. Those are jobs. Those are programs that relate to our students, positions, counselors. And so if we can be more efficient, we better be more efficient. Because again, my commitment here is that we're not against the vendor. We are welcoming the vendor to come back and have an RFP if that is the process or to renegotiate. But we need to make sure that the victim here is the taxpayer and we need to be more effective with our dollars. >> Member Molinar. >> Thank you, Madam President. Um I will start by saying there is one thing that I agree with Member Giros about, which is that the current contracts don't
057have that list of information. But I don't think any of our current contracts have that list of information. And so unless our plan is to non-renew all of the contracts that don't have that information, then I don't really understand what we're doing here. I'm you know, you say that we could go through this RFP year after year after year, but what hasn't been stated is what's different about it. What's better about it, how how are we going to guarantee these things? We're removing something and we have nothing to to replace it with. And that is very dangerous, especially after the history we've had. Now, I agree with one more thing that you said, which is we are grossly over budget and this is a fiscal decision. And I believe, it is my opinion, that all
058of those problems are true and they are a result of internal processes. And so, without reviewing our internal processes in relation to these contracts, I don't see how changing the contract is going to do anything if if it's on our end that we could make a change. And so, I believe, as member Hall stated, on our end internally, we have some things that we need to review before we make these types of changes and therefore I agree most of all with member Harrison and I encourage my colleagues to vote no. >> Member Kelly. >> Uh thank you, Superintendent Sykes. I mean, Superintendent President Sykes, excuse me. It I guess this is a rhetorical question, but I'm hearing this is this is our third year going through this. This is our third month on the board.
059This is my third month on the board. If it has taken the previous board members 3 years I've been on the board 3 months. How much longer how much more time do we need? If it's an internal issue, how much more time do we need? >> Member Kelly, are you directing your question to anyone? >> a rhetorical question. >> Okay. >> Thank you, President Sykes. >> Thank you. Thank you, member Kelly. So, let me just ask the committee, member Montgomery. >> Thank you, Madam President. So, I know in the committee meeting last week, I I asked these questions and I'm going to ask them again because I didn't really get a clear answer as to what happens when we vote to renew or not renew. What are our options? We talked about negotiating. We talked
060about I don't know if doing a new RFP is the right answer, but there Something's got to get answered and something's got to get fixed. We cannot continue to operate this way. There are mixed signals, mixed messages coming from the vendors, coming from the administration, coming from this dais, and I think that we need to go back and say what's in the contracts. What are we allowed to change? How are the routes being optimized? Like No None of us knows the answer to any of those questions, but have we done all of that due diligence to say with what we have in place today, can we fix it first? But I don't have the answers to that. So, I It's just been this one's been a little rough in terms of the information we're provided
061and who's right. Have we looked at what's in the contract being implemented properly? Are the routes designed the way they're spelled out in this contract? Are all of them happening? So, we might need a I asked Superintendent Ali, I'm like, we need a little bit more time, but we are up against a renewal notice with one of the vendors, and so I I get the need for pushing this forward. I don't believe the resolution says once we decide to renew or not renew, what's the next step. And I don't feel comfortable until we know what what that next step is. I mean, the motion's before us and we'll have to vote, but it's just very unclear once we take action, what is the next step? And if we take no action, what is the next
062step? So, I don't know if someone can answer that question, but what happens once we vote today? Thank you. >> Thank Thank you, member Montgomery. My question as the president of the board having to assign three members to legal and contract committees is why are you bringing this to this board without those questions being answered? >> Well, the reason why we brought up tonight is because the deadline to choose to renew with one of the vendors is due on March 30th. So, a time constraint was the main reason why it's being brought up tonight. >> And And are you familiar with the process and that that should come to rules before it comes to this full board? >> To my knowledge, I thought after something was from the committee, it could go on to the
063agenda through the committee. Am I wrong in that process? >> Did it come to rules? >> It did not It did not. >> Thank you. So, this is this is what this is is the opinion of the chair. That this item should be sent back to legal and contract committees to get the answers for those questions. So, I would ask you, member Jerod, if you would withdraw your motion. >> Sure. I will withdraw the motion. >> Thank you. So, uh we will just have that the report of the committee is that this item is still in committee and that the committee will continue to try to work to get the answers to those to those questions. Hearing no objection, that is the rule of the chair. Member Jerod. >> That is all from the legal
064and contracts committee. >> Thank you. Policy committee? >> Thank you, Madam Chair. Madam Chair, the policy committee has not met since our last meeting. Our next meeting will be April 6th at 5:30 p.m. here in the river. Dr. C uh Dr. Curtis T. Walker uh senior board room. Um the agenda will be posted um on this Friday of the April 6th meeting. Thank you. >> Thank you, member Harrison. Rules? >> Thank you, President Sykes. Uh the Rules Committee met on March 16th where we went over a series of discussion topics um related to the Treasurer's recommendation, personnel recommendations, and also um tax complaint, excuse me. Um I also would like to highlight that there was a memorandum under a memo memorandum, excuse me. Memorandum understanding uh for safety landing that was asked of us if
065we could remove that off this current um this occurrent this current agenda, excuse me so much. Um we needed more time to go through that. Dr. Carla Chapman did say that we didn't have enough information to include that in tonight's meeting, so that was removed. Also, as we just heard, there were other items that were after the Rules Committee asked to be added to this agenda item. Um the adjournment The meeting ended at 7:23 um and the next Rules Committee meeting is scheduled for Monday, April 6th, 2026 um in this location at 6:30 p.m. I do I want to say this that these meetings are held public for many reasons, and one of them is to encourage the committee not the committee but the community to sit in on these meetings with us. So, as
066we're discussing big decisions that we're making for this district, you too are included in that conversation. So, not only the rules committee but every other committee that this this board host, we welcome you. We invite you into this space with us because this is not just our board room. This space is shared with the community. So, please feel free to not only come to those committee meetings but also um if you have something you would like to say, also know that you are able to speak in these meetings as well. Thank you. >> Thank you, member Kelly. Student Success Celebration Committee, member Harris. Member Hall. >> Thank you, Madam President. We had an exciting exciting day, March 18th. Um It was my birthday, so it was amazing. Um we had for the student success celebration,
067we had students that talked about the There were soapbox honorees. And we have four talented amazing students come and talk to us. One young lady spoke about mental health. She talked about suicide. And our children are crying out for help. We have to be able to read those signs to help our children. Um she was able to push through but she talked about it. She spoke about it. She said it out loud. I don't know what we need to do, but we we have to do something. And I know things are already being done, but these these children are crying out. Um another young man talked about another young lady talked about immigration. Um a gentleman talked about ICE raids. And someone else talked about teen killing each other, gun violence. And it's affecting our
068youth, and they they just want answers. They want help. They want a solution to try to stop all of this so they can continue to be children. Um we also celebrated our elementary hockey teams, sportsmanship and leadership um from Mickey Bright and David Hill. Um we had our student board member Aziza Makumba who also joined us in our student success meeting. Um I think that was Dennis Hill. Let's go. Okay. And then um it's it's funny. I'll just tell a little story. Uh we had what a fifth a fifth item on the agenda, and Dr. Molinar said, "Wait, these kids are doing a vocal performance." And so I turned to Miss Angela, and I said, "Hey, we missed something." And then all the kids turned around and sang happy birthday. So that was such a
069beautiful beautiful um thing that they did. So if they're listening, their parents listening, thank you so much. Um our next meeting will be on April 15th at 5:30. Parents, teachers, educators, family members, if your student um has done something that you want to celebrate, please reach out to us and let us know so that we can um put them in our agenda. And achievement is not always good grades. Achievement can be a child pushing through because they may have had all F's, and they got a C. That's an achievement. That's an accomplishment. Um so we want to just make sure that we're celebrating our children through this committee. Thank you. >> Thank you member Hall and happy belated birthday. >> Thank you. >> Okay, the consent agenda. Is there a motion to remove any item
070from the consent agenda? Member Molinar. >> Thank you, Madam President. I move to remove item 11.1 from the consent agenda. >> Thank you member Molinar. You want to just real quickly just talk a little bit of I will place this under new business. You can talk about it now or under new business. We can talk about it now. >> Okay. Um, so item 11.1 it was brought to my attention that we should re-examine the funding or not the funding code, I'm sorry, the job code for uh teacher special project. Um, I'm not sure which special project this is and so um, as these are replacement and we're moving the funding source for this, um, if we could put it back to rules and just get confirmation at rules committee, um, on the job code, that
071would be um, my motion. Thank you. >> Thank you. So the request, it doesn't have to be a motion actually, the request to move an item from a board member uh to the off of consent agenda to the regular agenda uh is just automatically done and so that's 11.1. Uh, so that would be moved under new business. Okay, uh so the question is uh is there a motion to approve the consent agenda? >> So moved. >> The motion has been moved. Is there a second? >> Second. >> Uh, so this is a second by member Kelly. Uh, so the question is uh shall the consent agenda be approved? The treasurer will call the roll. >> Ms. Hall. >> Yes. >> Reverend Harrison? >> Yes. >> Mr. Gerose? >> Yes. >> Ms. Kelly? >> Yes. >>
072Dr. Pollenor? >> Yes. >> Mr. Montgomery? >> Yes. >> Mrs. Sykes? >> Yes. >> 7-0, motion carries. >> Thank you. So, item 24.1 is a tax complaint, tax year 2025. The treasurer. >> Thank you, Madam President. Uh tonight we're going to um approve 13 tax filings uh called tax complaints. When commercial property sells for much higher than the current market value between uh countywide reappraisal cycles, school boards of education in Summit County, Ohio can initiate these tax complaint filings. Now, the purpose is to increase the property's value to market value in order to generate the full amount of tax revenue for the school districts. Uh the property itself must have sold prior to this this set of complaints must have sold prior to January 1st of '25 in an arm's length in arm's length transaction
073that exceeded the current auditor's valuation by at least 10% and by more than $500,000. Now, this year we've got 13 complaints for tax year 2025 meeting those requirements of House Bill 126. Uh we have a report that identify each property, the use of the property, the value of the auditor, the sales price, the tax mailing address, and the potential gain of revenue to the school board, which is about $608,000 if we're successful in these complaints. Um we also followed House Bill 126's requirement uh to send a notice to each of the tax complaints uh filers uh 1 week in advance of this meeting. Uh that's all I have on the text. >> So, I think Mr. Treasurer purse say loud that we need to recognize each one of those 13 complaints. >> Yes, we have
074to we have to we can vote all at once, but we have to each in I I don't know what to do. >> what I need you to do. If you would recognize each one of those uh those complaints and then we'll ask questions after you do you do that. >> Let me get there. Are you there? Thank you. >> So, number one. >> So, we have resolution 26-041. >> Mhm. >> Property located at 1750 East Waterloo Road. Uh, resolution number 26-042. The property is located at 9996 Escort Drive. Uh property number 26-043. Property is located at 2025 Agree Central. Uh, 26-044. I'm not exactly sure what this list this is not I'm assuming that this is supposed to be the list of property owners. Um Some of these are addresses and some of these
075are not. So, I I I I can't >> Whatever you have there will be sufficient, but you just need to >> Okay. >> acknowledge them. >> So, 26-045 is the the property owner is American Tower Asset Sub LLC. Number 26-046 is Collision Preservation Associates LLC. >> Mhm. >> 26-047 JW Dedato Electric LLC. 26-048 Ohio Pocket Industrial Parkway LLC. 26-049 Presley Investments LLC. 26-050 RL Akron Home LLC >> Mhm. 26-051 Vandevere Cadillac LLC 26-052 Veteranix Capital LLC and 26-0533 Waste Management of Ohio LLC. >> Thank you, Mr. Jurich. So, the motion is to approve the the um tax complaints for the tax year of 2025. Is there a second? >> Second. >> So, the second is made by member Jurich. Is there a discussion? Member Hall. >> Thank you, Madam President. So, quick question. I see
076that, like you said, there are names and there's some addresses. So, I guess I don't I'm not understanding exactly what we're going to be voting on. Are these tax dollars that they owe APS or are these vacant properties? Um what exactly is a tax complaint? >> So, in Summit County, we have reappraisal cycles every 6 years. And every third year, there's a a triennial update, they call it. So, when a when a property's value changes on a year that isn't a reappraisal or a triennial update, so '24 or '25 in this case, um the property value isn't automatically updated by the Summit County Auditor. So, we then can file a complaint that this property's value has gone way up. We should receive the difference between the current value and the the new sale value. So,
077that's what these represent. >> Just a quick follow-up. So, when you do this, thank you. Um you'll be having You'll have addresses to this, right? Cuz some of these companies have different locations. They have multiple properties. So, when we look at this, you just have names, no addresses. So, do we need to be specific when we try to go after them to get that money or >> Yes, so this list should be just the names of the companies listed there. The first couple are their addresses instead, which is what confused me as I was reading through it. So, we will update that, make sure the minutes are up to date, and have the correct information. >> Thank you. >> Are there any additional questions that you want to add anything, Ms. Member Montgomery? >> I
078Thank you, Madam President. I just wanted to point out that the individual 13 resolutions are attached, and the addresses are on those. They're on the resolutions. Thanks. >> Hearing no other questions, no other comments to be made, so the question is shall the board approve the 13 resolutions for the tax complaints tax year 2025? Board members are prepared to vote. Treasury will call the roll. >> Reverend Harrison? >> Yes. >> Mr. Giros? >> Yes. >> Ms. Kelly? >> Yes. >> Dr. Balmer? >> Yes. >> Mr. Montgomery? >> Yes. >> Ms. Sykes? >> Yes. >> Ms. Hall? >> Yes. >> Motion carries 7-0. >> All right, there's no unfinished business under new business. So, we will now take up the 11.1 item that uh uh member Molinar member Molinar had removed. Uh is there So, the
079motion has been made. Or do you want to make Let's make the motion again. >> Thank you, Madam President. As we've had discussion on job code, funding code, and things like that, I make a motion to please send item 11.1 back to rules for clarification. Thank you. >> Second. >> Motion has been made and been properly second. Any discussion? Hearing no discussion, the treasurer will call the roll. >> Miss Hall? >> Yes. >> Reverend Harrison? >> Yes. >> Mr. Gerace? >> Yes. >> Miss Kelly? >> Yes. >> Dr. Molinar? >> Yes. >> Mr. Montgomery? >> Yes. >> Mrs. Sykes? >> Yes. >> 7-0. >> Thank you. On item new business, 26.1, is there a motion to approve the MOU for multiple vendors college credit plus? >> So moved. >> Motion has been made by member
080Harrison. Is there a second? >> Second. >> And second has been made by member Hall. Any discussion? Hearing none and seeing none, the treasurer will call the roll. >> Mr. Gerace? >> Yes. >> Miss Kelly? >> Yes. >> Dr. Molinar? >> Abstain. >> Mr. Montgomery? >> Yes. >> Mrs. Sykes? >> Yes. >> Miss Hall? >> Yes. >> Reverend Harrison? >> Yes. >> Motion carries 6-0-1. >> Thank you. There seems to be a reason to go into executive session. Item 26.1, 26.2, 26.3, and 26.4 will be discussed in executive session. Member Molinar? >> Yes. >> The motion to to >> Motion to recess into executive session pursuant to Ohio Revised Code 121.22G1 to consider the appointment, employment, dismissal, discipline, promotion, demotion, or compensation of a public employee or official, 121.22G3, conferences with an attorney for the
081public body concerning disputes involving the public body that are the subject of pending or imminent court action, and 121.22G4, preparing for, conducting, or reviewing negotiations or bargaining sessions with public employees concerning their compensation or other terms and conditions of their employment. >> So, there's a motion to go into executive session. Is there a >> Someone >> Second. >> So moved, member Hall. Any discussion? Seeing none and hearing none, the treasurer will call the roll. >> Who made the motion? >> Molnar. >> Thank you. Mrs. Sykes? >> Yes. >> Ms. Hall? >> Yes. >> Reverend Harrison? >> Yes. >> Mr. Gerose? >> Yes. >> Ms. Kelly? >> Yes. >> Dr. Molnar? >> Yes. >> Mr. Montgomery? >> Yes. >> 7-0. >> We are in executive session as of 6:49 p.m. If we are still in executive

So, is there a motion to approve the tentative agreement between the Akron Board of Education and and the Akron Association of classified personnel? >> So moved by member Jim
083Rowles. Is there a second? >> Second by member Kelly. Is there any discussion? Seeing none and hearing none, we're prepared to vote. The treasurer will take the vote. >> Ms. Hall? >> Yes. >> Reverend Harrison? >> Yes. >> Mr. Jurus? >> Yes. >> Ms. Kelly? >> Yes. >> Dr. Molnar? >> Yes. >> Mr. Montgomery? >> Yes. >> Mrs. Sykes? >> Yes. >> Motion carries 7-0. >> Okay, it's the next meeting will be Monday, April 13th, 2026.
