my light is on now. All right, there we go. Good evening and welcome to the March 2nd rules committee me meeting of the Akran public school board. I am Barbara Sykes, president of the board as well as chair of the committee. I am joined by vice chair and vice president Renee Molonari as well as committee member Kelly. In addition, we have two members of the board are present, member Harrison and member Montgomery as well as we are joined by our superintendent, superintendent and various members of the administration. So may I have we will start with approval of the previous minutes. Is there a uh motion? >> Yes. And for clarification, the meeting minutes are under the rules committee agenda, not the uh meeting agenda that we are preparing for rules today. So yes, I will

make a motion to approve the previous meeting minutes. >> Is there a second? >> Second. >> The minutes have been um there's been a motion and a second. All those in favor? I. Those opposed. Okay. So, the minutes of the previous meetings have been um have been approved and I also did read those minutes under the the previous uh under the ruse committee minutes. What we would would uh want to see in looking at those minutes if we want to have those in a bit more detail. As you look at those, those minutes are just basically saying that we approve items to go under the uh general uh meeting for our our formal board meeting that will take place on Monday. So, if you want to look at those and see if we want more

details in that uh as we go forward, we can can work on doing that. But the these minutes have been approved and so uh we will move forward this week with the with the minutes as they are and decide if we want more information because what we want to be able to do when a person read the minutes reasonable person to be able to read the minutes and figure out exactly what happened and these may be just a little bit too general. So uh public comments I don't see that anyone signed up uh to speak from the public. So we will move on and we will start with our first resolution that is resolution 3.01 accepting OFA fiscal year 26 appropriation modification. Does the administration do you want to make any comments on that? It

appears that we received a few extra dollars. So, we want to uh accept that. And I actually said 3.01. I don't know if that's that's your number here. I see another number for this resolution number 26334. >> Yes. >> Is that the one you're working off of? Okay. So, that's one we will work off of. That's a resolution accepting OFA fiscal year 26 appropriation modification. >> Yes, we originally received a uh an amount from OFA in the amount of and I'm sorry this is on a split page so if you'll give me a minute. Um I just don't want to read it incorrectly. >> $39,65845. >> That is correct. And this allows us then by your approval accepting that additional 39,000 to increase the total budget. >> Okay. >> Thank you. >> Are there any

questions from committee member? Uh is there a motion to accept this resolution on the consent agenda? Any objections? Hearing no objections, then we will uh place this item on the consent agenda. Again, that is the OFA fiscal year 26 appropriation modification in the amount of $39,6584 and that is from the Carl Perkins Secondary Fund. for the Carl D. Perkins Secondary Fund. All righty. We'll move on. Also, we um last week we read in the redistricting proposal plan. That was our first reading. So, you will see on the agenda that we will have the this will be the the second reading reading in to the redistricing proposal plan for Jennings. You may remember that we are required per rule to have three readings before we approve any redistricting even if it's just dealing with one or

two schools. So, uh that's the second reading. So, is there any objections in placing this on the consent agenda? >> Um, member Kelly. Madame President, I do have a question for Superintendent Utley, if I may. >> Yes, Superintendent Utley. >> During the last school board meeting, the administration did um include an attachment with a QR code that would assist parents with in information informing them about the meetings that would be had discussing this project. at this moment have can we confirm if there's been an update to that QR code where I did request a hyperlink for our community members that might not have access to accessing the Google file. Oh no, the Google questionnaire that was attached to it. While I'm sitting here, member uh Kelly, I can look that up to see if it

has been done for you. >> Thank you. You're welcome. >> Thank you, Madame President. >> Okay. Thank you, member Kelly. So, we'll just come back to that once the superintendent can give us the answer to that and keep working on that. So, next on the agenda would be the uh treasures report, acceptance of tax rates. Treasurer Bower. >> Good evening, President Sykes. >> Good evening. >> Members of the committee. >> This is an annual requirement from the state of Ohio that requires us to accept and confirm that we do wish to continue with the tax rates that have been approved by the voter. >> Could you speak into the microphone? >> Yeah, sorry about that. Okay. >> Should I go again? So, this this is an annual um requirement from the state of Ohio requiring

us to accept and approve the confirm the rates that we wish to continue with um um in accordance with 570534. So, we just certify that yes, those are the correct rates and we confirm that we want to continue to pull the full millage for our tax dollars. Are there any questions from the committee? Are there any objections to to placing this on the consent agenda? Is is this just one? >> That is a summary of our entire millage amount. >> So there's an inside millage box and an outside millage box. >> Okay. Madam President, >> uh, so I met with Treasurer Bowers earlier and we did validate these rates against the Summit County fiscal officers tax certificate and they do all tie out. This is also an item that's on the draft agenda for the

finance committee meeting on Wednesday. >> Okay. Yeah, because I think you want to talk about this a little bit more in detail with publicly. >> Oh, okay. >> Because it's pretty significant, >> right? Okay. I thought tonight we were I'm sorry. Okay. Okay. >> Yeah. No, I mean it should belong in finance. It's just the timing of rules committee, finance committee, but both are taking place before the actual board meeting on Monday. So that way we'll be able to just kind of talk about it a little bit more in detail so that the public can understand what we're doing here because it is pretty significant. Yeah. >> Okay. So, Member Montgomery, would you recommend that we put this on the consent agenda or do you you want to put this on the regular agenda so

that you publicly can say something about this? Just give a little bit more of an explanation or do you think your finance committee and going over it would uh satisfy? >> I think it can I think it can go on consent after referral to the finance committee meeting on Wednesday >> after you discuss it on Monday. >> Yeah. If something happens Wednesday, I would just pull it from consent. >> Okay. Yeah. Yeah, that's that would be my my thought process. All right. So, we will uh we will place this on the consent agenda unless something comes out of the finance committee meeting that would say that we uh would want to discuss this publicly. >> Okay. >> Member Kelly. Um, at this time I would like to ask the attachments that's included to with this

agenda item be provided uh not only for the board members and administration, but if we do have anyone in the community that's interested in finances, uh, that this attachment be printed out and available for them during that meeting as well so that they can properly and efficiently follow through the meeting in the items that's being spoken about as it relates to the taxing the tax rates. >> Okay. >> Thank you. >> Sure. >> All righty. So, if there's again, if there's no objection to tentively placing this on the consent agenda unless we get some additional information from the finance committee on from on Wednesday hearing. No objection. All right. Uh so we also have the the finance finance report which I know you will be reviewing that in the finance committee also member Montgomery. >>

Yes, thank you Madam President. Uh same as the last item I would request it go on the consent agenda but it will be discussed on Wednesday's finance committee as well. >> Okay hearing no objections. Okay will go on the finance u report. Now, one thing about this uh member Montgomery and Treasurer Bower, you know, Treasurer Bower does normally say something about the the uh finance report during the board meeting. So, if you say something during the board meeting about the finance report, then it really cannot should not go on the consent agenda. >> Yeah. to be consistent. That's I think that should be in my treasures report because that's what we've been doing. So I can present it at both finance and then the board meeting the following the same thing if if that's what

we want to do. >> Well, >> it doesn't take long to do that, you know. So >> that's true. It doesn't. So what what we could do keep the tax issue on the consent agenda, but you still do your finance report. >> Okay. Sure. So that would be on the regular agenda, the finance report. And we're finally catching up with this cycle. So that now the finance committee will hear >> the uh finance report before them now. Yes. >> Yeah. So we're on we're on on that schedule now. >> Great. So the finance report will be on the on the actual report and the treasur will give the finance report at the board meeting. I also would like to acknowledge there has been some things discussed regarding uh finances as it relates to how we

can support our students. So I do want to acknowledge that when we talk about finances that there are some things that we as a board including myself are aware that we can't talk publicly out of the um respect and privacy of our students. So I would like to publicly acknowledge that. So if there is something in this report such as uh monies that is given to our our families um I do want to respect that. Okay. Thank you, Treasurer Brow. All right. under staff and administration personnel recommendations item 10.1. >> Good evening, President Sykes and members of the committee. >> Start off with request for consent agenda consideration for 10.1 retirements resignations for administrators. We have an academy principal resigning. >> Okay. And that is effective uh 529. >> That's correct. >> Are there any

questions from the committee? Hearing no questions. So that is the U academy principal from Elllet CLC. >> Mhm. >> Is there any objections? Placing on the consent agenda. >> Question. >> Member Molar. >> Um sorry I'm digesting this for the first time because we just got access to it this afternoon. Um, so I see that this is an academy principle and I do know that recently at our last regular board me uh discussed some positions that were going to be um was this already considered in that does that change that plan at all even by one? >> Yes, this was was known and >> contemplated. Thank you. So the answer is yes. >> So it is not changing what we currently have up right. >> Thank you. Item 10.2 retirement resignation. Here we have three

resignation of teachers at Garfield, Krauss, and Miller South. We also are celebrating the retirement of Mr. Jeffrey York, a child psychologist who's been with the district for 28 years. >> Wonderful. Any questions from committee members or from any member of the of the board? Member Molina. >> Thank you, Madame President. In general, if you could let us know with if if any of these changes do affect the last presentation or if they don't, you you can just say it just proactively so we don't have to ask after each round. Thank I will do my best to convey that information. >> Superintendent Otley, >> thank you. I just wanted to go back to what uh member Bolanar said on the last presentation of reductions. This position was not listed as a reduction. The former one, I'm

sorry, the the academy it only listed deans at six deans. >> I'm sorry. I went back to I'm so sorry. I went out of order. There was a question that was asked that I had hit the buzzer and talked about. >> Oh, that's that's fine. So you So the question was whether or not this was considered when you brought in the reductions. You're saying that originally you thought it was, but you're saying now it was not. >> I'm saying originally it was on the recommendations. And when you received the final recommendation, this position was not listed as one of the potential reductions. >> Okay. So even though this person is retiring, you're still going to fill the position. Yes, ma'am. >> That's what you're saying. >> Okay. All righty. Member Harrison. >> Thank you, Madam

Chair. >> In on this um 10.2, we have the um resignations together with the retirements. Um for future reference, I I would like to see um in this example, Mr. York who is retiring. Um I would like to see that separate so we can at least say thank you for his service. Um not just in one item. >> Okay. So is there any objection to uh item 10.2 to resignation retirements. Hearing no objections, we will place this on the consent agenda. >> So, could he say if we refilling these positions? >> I didn't hear. Is there a question? >> Sorry. Yes, I have question. >> Thank you, Madam President. So um are these positions going to be refilled from these resignations? Is this you affected or was this part of the previous presentation of the

reductions? Are these positions being reduced or refilled? >> These positions will hopefully be refilled. >> Any additional questions? Okay. Again, is there any objections to placing the three resignations as long as well as the retirement of Jeffrey York after 28 years of service to the Aken public school system on the consent agenda? Hearing none, the items will be placed on the consent agenda. Item 10.3, leave of absence. Here we have two of our employees taking a leave of absence per their collective bargaining agreement. The first one is a psychologist. The second one is a STEM counselor, Mr. Granderson, who is being called up for military service in the Middle East uh hopefully back in November. And STEM is providing a celebration for his service. >> Yes. Wonderful. Are there any questions? Any comments of committee

members? Molina, >> I'm glad to hear that um they're having an event for this person or or but it's a surprise, so I'm not going to keep talking about it. Nobody heard anything. But um I want to also agree and say thank you for your service and we look forward to welcoming you home in November. >> I'm sure he's not listening. He's not listening. He's not listening. He's not >> It's not in the notes. >> He's not listening. >> Are there any objections placing these items on the consent agenda? Hearing no objections, the item 10.3, leave of absence shall be placed on the consent agenda. Requested to be placed on the consent agenda. 10.4 transfer and reclassification. >> Yes, this is a reclassification of our professional staff. the substitute teacher who was prov or who

gained the appropriate certification and will now be an intervention specialist with us a location to be determined. >> Are there any questions or any um objections to placing on the consent agenda? You do note here that this is a replacement. >> That's correct. >> Okay. So hearing no objections, the item will be placed on the consent agenda 10.5 funding revision. Uh >> this is in the ESL refugee program manager position. This is a change of funding. As you can see, it looks a little complicated. In the initial the 2554 early learning refugee grant until exhausted, then moves to the refugee grant and currently then to title three. Uh currently the 2659 the refugee grant the middle grant is a federal grant um that is being cut. No new awards are being provided for this position.

Um so therefore the change is moving from starting off with the early learning refugee grant to 554 and then once exhausted moving to title three. That is the change. We're removing 2659. The additionally the we are informed that from Dr. Lloyd Deng that she inquired as to why the award was being cut and there was report from the federal government that the number of immigrants coming to APS has decreased. >> Okay. Any questions from the members of the committee or member of the board? Member Kelly. >> Thank you, Madame President. Um, Chase, if if we have access to it, I am interested in knowing where that data, excuse me, that data came from as it relates to the decrease in that specific student population. Is this something that we have access to now? >> I'm

sure Dr. Lloyd Deng um has access to that information. >> Okay. Thank you. Um, so member Kelly, so I suppose you want to know is there a significant in decrease or you know a small reduction? >> Yes. Thank you, Madam President. To be specific, I would like to know >> Yeah. >> if there's a significant amount of those students that we're seeing no longer uh being enrolled in our school district. So if there if there are um >> if there has been I this is my question excuse me >> if we can see that where that information has been gathered from where it was provided or how it was provided to us if that's something we're keeping track of >> and anything that has numbers or percentages on it where we're keeping track of that

student population. Yeah. Thank you, >> superintendent. >> Thank you, Madam President. I believe we would also like to know if there's a course of action to refute this >> because we believe we should have access to these funds and we were just recently notified that they were um going to stop uh payment for further use of the funds. And so that's why we had to do this shift. We already knew we weren't going to have enough and that's why we had three line items set up to cover the cost, but we did not expect for the grant to be uh eliminated. >> Right. >> Member Montgomery. >> Thank you, Madam President. Just a real quick follow-up question. Is there >> Yeah. >> evidence that they're going to reimburse what's already been expended? They're just not

going to accept any more expenditures. >> All right. Thank you. >> So, the question the answer was yes. reimbursement. >> There's no more moving forward. That's why we had to bring it here to shift to another funding source, but they're not asking us to pay back anything. They're just not giving us any additional moving forward. >> Yeah. Yeah. Thank you, Superintendent. We would Yes. appreciate knowing is if it's if that's just an a reason we've been given or if it's actual factual that there's been a re we're happy to see that you're on top of that. We appreciate that. Thank you. Right. So, is there an objection to placing this on the consent agenda 10.5 hearing? None. This would not prevent the the administration from continuing to follow up on this and to investigate this.

This is just making sure you have enough funds there to take care of what we the students that we have now. >> Understood. >> Yeah, that's that's my understanding. >> Okay. So, we'll place this item 10.5 on the consent agenda. 10.6. >> 10.6 revision of our professional staff annual rates or contract status. Um these are two of our teachers that have their degrees verified and have increased um in their staff annual rate. A math a teacher, Mr. Miller is a math teacher at Jennings and Mr. Rosado is a phys health teacher at BDL. >> Okay. Any questions from any member of the committee? Uh any member of the board? Any objection to placing this item on the consent agenda? Hearing no objections. So we will place item 10.6 on the consent agenda of professional staff

annual rates and or contract status. 11.1 funding change ESL teacher special projects. >> Yes. In the same vein that um refugee school impact grant 2659 obviously being eliminated um moving the funding to title three for these two individuals. Any questions from committee members? Member Mona. >> Thank you, Madame President. Um, I want to expand on what the uh members of the committee um have already said about um it might be worth hearing more information about the change in enrollment and or the change in funding. um and looking at that from a forward perspective to see um are we reducing the funding because we have a reduced amount of students or are we receiving reduced funding and still maintaining um the same amount of resources for the same amount of students or is there even possibly

an increase of students and we are receiving reduced funding because our reactions to all of those three scenarios might be very different and so I see Dr. lashes here. If this is something that might make its way into a future instructional policy committee meeting, um I'm welcome to opening up a a space for that. And I'm sure uh member Harrison wouldn't mind us taking five more minutes. >> All right. Is there objection, Member Harrison? You take as much as you want. Just don't go past 5:30. Um, I I I am curious. I see a couple places where we moved or we changed funding from the source it was funded from to title three. So, I'm curious as to what this does to title 3's budget. Are we losing services that would be paid for out

of title three by switching funding? This is the um we can um use title three to support our e population. What had happened is Dr. um Wyn had actually wrote grants that helped to supplement her title three funding. And so she's saying since I earned this grant, let's use the grant first and then use title three funding that member Harrison. All right. Okay. Uh so we will place this item on the consent agenda 11.1. But I think we all are just noticing. We're all on Yeah, it's it's Yeah. Yet something else. All right. Uh so that was 11.1, correct? So now we're on 12.1. >> These are limited supplemental contracts for the remainder 2025 and 2026 school year. As you see here, listing of all limited supplemental contracts, uh, including student teacher mentors and spring

and uh, spring coaches. Um, the student teacher mentors um, are payments from our partnered universities and colleges um, who pay the district to pass through the teachers or the Yeah, the teachers. >> Any questions from the members of the committee? Member Mullinar. Thank you, Madame President. Um, yes, there are a number of student teacher mentors, which leads me to believe we have a lot of student teachers. Do we have any idea if any of those student teachers might be uh APS teachers once they graduate? Because one of the reasons I want to highlight um the positions that we are filling um is to remind people that we are still uh a healthy district. Um so do you know if any of those teachers are going to stay with us? >> We're engaging all student teachers

that that we know of in APS and I I believe we have convinced a few of them. So, we plan on whining and dining um within reason. Um kind of keeping communication live with them the entire time so that way we can um make sure that they they come with us. >> Thank you, Director Canfield. When you say wine and dine, you mean uh some soda >> very fig very very figuratively there. Loosely >> and McDonald's. >> Yeah. >> Yes, we got it. All right. Member Harrison. >> Thank you, Madam Chair. >> On uh these limited contracts, I notice we're using rate, >> and I'm assuming, but I don't want to assume that that's not to exceed amount. >> Yeah, that I believe that that that the percentages are the percentage of the minimum bachelor's

degree rate. >> Okay. Yeah, but we we've we've lumped them together. So I I guess what I'm asking um we use rate in different areas. We use rate for daily, we use rate for hourly, but this is a fixed cost for these limited contracts. This is a not to exceed amount, I I guess is what I'm asking. >> I think it's the agreed amount and the contract paid out twice is my understanding. I don't know that it's a not to exceed amount unless they don't fulfill their end of the contract. >> I mean, of course, it's a I'm sorry. It's a not to exceed amount because that is the contract. >> Right. And and so I guess looking at rate because we use rate so interchangeably. If this is the not to exceed amount, then

then I kind of would like to see that there. as opposed to rate >> or another column that's like what type of rate is it >> Montgomery did you do you have a comment >> I was just adding to member Harrison um that the type of rate whether it's a daily rate or annual rate or because I had the same question and then on here it says percentages but it doesn't tell me what percentage of what some of them are zero Yes, that's the it's it's the step, but I Okay, >> we'll clarify that moving forward on the on the charts, >> superintendent. >> So, these are part of our um collective bargaining agreement. And so the amount is what's currently has been negotiated for their step, >> a percentage of their step increase. And

so the rate is what they're going to be paid for doing that supplemental contract. So like you were saying, that's that would be their max that they would be paid for doing that supplemental contract. >> Uh thank you. I I I thank you, pass um member Harrison. I I think we understand that, but some are $3 $322.72 and some are $6,336.92 and and and all in between. So they all are saying rates. So I think that the members would like to see if this is a a a hourly rate, a monthly rate, a final contract rate, >> or a daily rate. So which type of rate is this? Because they all are in we we would hope that it's not $6,336.82 82 is not a daily rate >> or a monthly rate. Uh because we

have $32,22.72. So is that an hourly rate or is that a daily rate or a monthly rate? Because as Pastor Harrison said, there it's all mixed in. So it's not clear. We understand that it's a contractual rate, but as member Montgomery indicated, what type of rate? Hourly, daily, monthly, yearly, >> quarterly. >> Happy to clarify that for you. >> Yes. Yeah. Member Kelly. >> Thank you, Madam President. In total, there are 30 um of the supplemental contracts that are listed. And the rates are there's various rates. The percentages aren't all the same. So, I do think it would be helpful maybe if of of member if member Montgomery um I would like to include him in my question because this is a contract and there are 30 of them with different prices. If we if

a a um if an explanation if we could view the contract would be helpful for us to understand. No, >> no, madam. No, member Kelly, I don't I don't think that would be helpful. >> Okay. >> Uh, but I I do think that if they would just indicate if there and I'm I'm answering this on behalf of the administration this time because I think, you know, if they provide the information, then we would have to take the time to go through each one of these. And I don't know if we want to take that responsibility away from the administration. But I think if they would just indicate hourly, monthly, daily. >> Absolutely. We can take care of that for you. >> Yeah, that answer that. Remember Montgomery >> to kind of build on all of

that and and maybe it's just kind of a memo comes out or something, but as an example, you've got the varsity track coach girls at 12%, varsity track coach boys at 6%, same person. Sounds like the same job. And then, you know, the track coach at 12% is at 5760 84, but the varsity volleyball coach for the boys is at 12% and is at 6,000. Like, it just seems a little sporadic. Is it based on sport? Is it based on gender? Is it based on like why are there discrepancies? >> Why are there different amounts? >> Yeah. So, I think maybe just a follow-up memo explaining those differences would be helpful for everybody. >> Yeah. Or or do the rates really mean anything? Is it actually 12% of the $633682 for the varsity volleyball coach?

We'll be happy to clarify all that for you. >> Okay? Because I wouldn't want member Kelly to spend all her time trying to figure that out. That's not her job. All right. So, uh, so is the request the administration is asking that this put on place on a on the consent agenda? Uh, does the committee have an objection to placing this on the consent agenda? That's the question. Or would you like this placed on the regular agenda? Member Molina, >> I have no objection placing it on the consent agenda with the understanding that better communication will follow before this comes again and continue as this is something that we have we receive frequently. And so I hope that improved communication um new new agenda tables uh are forthcoming. >> All right. So this item will

be placed on the consent agenda and that is item uh 12.1.1 employment limited supplemental contracts. Okay. 13.1 Resignations retirement substitute teachers. >> These are resignations of two substitute teachers that float daily. Any questions from committee members? Any questions from any member of the board? Hearing none. If there are any objections to placement on the consent agenda hearing none, item will be requested to go on the consent agenda. 13.2 employment substitute teachers. >> Employment of 11 substitute teachers/substitute tutors floating dayto-day. depending on their assignment, they will be paid at the substitute teacher rate stated there or the substitute tutor rate depending on what their assignment is. >> Okay. Are there any questions from the members of the committee or any member Molina? >> Thank you, Madam President. Um I'm glad to see that we're bringing in

more than we're losing. Substitute teachers is something that I know we're always looking for. I do have one question about the recruitment of substitutes. Are we currently using any uh program or group to help us recruit substitutes or what? >> We are not primary not constant or not cons currently using a third party recruiter for subs if that's what you're asking. >> Member Montgomery. >> Thank you, Madam President. Just a quick question, and I'm not encouraging anything, but when we have structures like this where we say we've got a list of folks and we have a daily rate, is there an annual cap for any of these positions, or can they pick up an unlimited amount of days in a school year? It's more of a curiosity question than a standard. We have all these

daily rates, but do we have an annual not to exceed for any of these positions? >> I'm not aware if we do, but I can clarify that for you. >> Thanks. Uh thank you uh member Montgomery. So you you're talking that 202526 school year at the established rate of $145.30 per day or $7828 per half day, $27 per day and $111.50 per half day after five consecutive days in the same assignment effective March 24th, 2026. And so your question is whether or not there is an ex not to exceed an amount >> for the school year. Yes. >> For this school years. Yeah. Okay. Additionally uh there is u a recommendation uh as needed at the hourly rate of $34.88 88 cent effective March 24th, 2026 unless otherwise noted based on the district need to

provide student support and instruction contingent upon holding proper licenses for those teachers. So this is we're voting on all of this. So the question is do you want this to go in the consent agenda? Uh, Superintendent Odney, >> I just wanted to add a little bit more clarification. So, with our substitute teachers, >> um, the reason why the breakdown is there so that you can see that they may actually start out as a dayto-day, but if there's a teacher who needs a long-term absence, that shows you the payment structure that would allow them to cover the full year for that teacher. So, it's not a capped amount, but this is the amount that tells us how much to pay them according to our CBA. Does that make sense? It's not a cap amount, but we

do it depends on how many days the sub needs to be used. >> Member Montgomery. >> Thank you, Madam President. So, I mean, I I get that in terms of if you're going to be in a longer term situation, in this case, more than five consecutive days, you get paid at a higher rate. That's fine. Mhm. >> And if you're assigned to finish a teacher school year, yeah, we can understand what that rate is. But if I'm just one of these substitutes and I'm picking up every day and it's not a long-term assignment, can I work every school day of the year and is there a cap at that or is there just a number? It's again more curio. I'm not saying we need to set that, but it's are and if we if we

got an awesome substitute teacher and they want to work every day, great. Let's put them to work. I just don't know if we should if there is one in place >> that we're if there is that we're monitoring that someone isn't going over that annual amount or do those annual amounts need to be addressed too. It's again just moreformational for me. >> Thank you, Madam President. >> Thank you, member Montgomery. I agree. Absolutely. So question is shall we place this on the consent agenda? Hearing no objections. Um the item shall be will be requested to be placed on the consent agenda. 14.1 employment tutors title one. >> These are two tutors uh employed. We're funded throughout out out of title one for our non-public schools. You'll see the second one is stated general fundou. Uh

my understanding is that this is an agreement that we pay out of general fund but we were reimbursed through their title one money. >> Okay. Are there any questions from the committee member? Member Montgomery. >> Thank you Madam President. Just curious in the previous agenda item we're setting the substitute tutor rate at 34.88. This has the tutor rate at 35.88. Is that discrepancy because one's a substitute and one's permanent or why is there a dollar difference between the two? >> I'm not sure. That may be the non-public schools decision to state that rate, but I'm not clear on that. >> Okay. So, you will will let us know that. >> Yes. >> Yeah. Member Kelly, did you have Oh, there any objections to placing this item on the consent agenda? Hearing no objections. Right. Are

we at item uh 15.1? >> Oh, we're on um 14.2 revision. Substitute to >> funding. Okay, that means I'm off my time schedule. Okay, so we got to catch up. Any questions from the committee members? Any com questions from members of the board hearing? Hearing none. Any objections to placing this on the consent agenda hearing? None. Item 16.3 will be requested to go to consent agenda. Funding assignment ESL interpreters 17.1 resignation child nutrition. >> So these are two members of our child nutrition staff, one at Cyberling and one at Sam Salem who are resigning effective 529 330 respectively. >> Any questions from the committee members? Any

questions from members of the board? Any objections to placing this item on the consent agenda? Hearing none, the request will be the 17.1 resignation. Child nutrition be placed on the consent agenda. Item 18.1 resignation retirement custodial staff. 17.2 >> 17.2 employment of a temporary worker and child nutrition staff. >> Any questions from the committee members? 050placed on the consent agenda. 18.3 >> 18.12 >> 182 I don't like this. >> 182 is resignations from our maintenance staff. >> Okay. >> This is a carpenter that is resigning. All righty. Um, any questions from the committee members and any questions from members of the board? Any objections to placing on the consent agenda? Hearing no objections, the item will be placed will be requested to be placed on the consent agenda. Okay. And we're at 18.3. >> 18.3. We have a retirement >> of Mr. Lynn Stovville. Uh, one of our bus drivers has been with us for 22 years. He is 80 years old. >> Fabulous. >> He is leaving us. >> Any questions from the committee members? Any questions from members of the board? Any objections to place an item on consent agenda? Member

Kelly. >> Madame President, um, Director Canfield, can you tell us how long he's been with us? I didn't catch. >> 22 years. >> Thank you. >> All right. Yes. Hearing no objections, the item will be requested to go on the consent agenda. And again, please give him our congratulations. >> Yes. >> Uh 18.4. >> 18.4. Any objections are placed on the consent agenda? Hearing none, the request will be place item 18.4 on the consent agenda. 18.5, employment facility services. >> Here's an employment of a plumber for replacement position. >> Any questions from the committee members? Any questions from the members of the board?

Member Mon Montgomery. Just quick um the this position does it require a journeyman or a master's plumbing license? Are they licensed? >> Um they are licensed within a union. Yes. >> Okay. >> Any objections to placing this item on the consent agenda? Hearing none. The request would be to place the item on the consent agenda. 18.6 appointment reinstatement custodial service. This is a reinstatement from a leave of absence per their collective bargaining agreement for a custodial 8 hour. >> Hear no questions, no objections. The request will be to this item go to the consent agenda. Uh consent agenda security personnel recommendation security team resignation. >> We have we have a resignation um of a part-time uh security officer. Any questions from committee members? Any questions from the members of the committee? Any objections to play

in this placing this item on the consent agenda? Hearing no objection, the request would be to place the item on the consent agenda and that is 19.1 resignation security team. Okay. So, we have item 21.1. Thank you, Director Canfield. Item 21.1, motions, acceptance of donations. Director vote. >> Good evening again. >> Good evening. >> Um, I am happy to report we currently have 16 various types of donations for a number of our schools, including cash donations ranging from $40 up to 500. And then we have a number of actual items including items for the laundromats that are located in some of our schools and assortment of detergents. Obviously, we are helping keeping our students clothing and stuff clean for them. And we also have items that are very important to support the various programs that

we have and we are always very grateful for the donations that we have. >> Yes. Thank you. Any questions from members of the board, members of the committee? Member Mulanar. >> Thank you, Madame President. I just want to highlight say thank you again to everyone who's donating to us. I want to uh mention um item 13 here about the calculators that are donate that were donated to us through donor's choose and and that process. So, if anyone wants to donate to our schools and they're not sure how to get started, that might be an easy way to get started because the teachers are able to explain what they need for their classroom. So even if you don't have a student in a building, in a classroom, you don't have a connection to a student and

you just want to donate to us, we would love to receive. Thank you. >> Thank you, member Molar. Any objections to pay to placing this item 21.1, acceptance of donations on the consent agenda? Hearing none, the item will be requested to go on the consent agenda. 21.2, two resolution accepting the celebrations celebrating Ohio book awards and authors. >> In this particular case, this resolution is to receive funds awarded to two of our high schools, Firestone CLC and Elllet CLC. Firestone will receive $1412 and Elllet will receive $1,860. If and when you approve these, these will go into the correct fund which is 5992638. Total being given to the district is $3,272. And they will uh allow them to be used to purchase books and authors for their individual school library collections. Thank you. Any questions

from the committee? Any questions from the members of the com of the board? Any objections to placing this item on the consent agenda? Hearing none, the request will be that 21.2 resolution accepting celebrating Ohio book awards and authors, library services and technology on the consent agenda. TW 21.3 >> 21.3 is a resolution asking to have approval and acceptance of what is called the AGO formulabased SSTG26 which basically is the Ohio Attorney General FY26 formulabased school safety grant. In this case, this one was written in such a way that it was awarded to ECLC and it will improve some safety items at the school once it is accepted to enhance the security and safety of that particular location. One of which is going to be security cameras. So, we're hoping that the approval will come forward

and we can move through that process to in increase that security. >> Any questions from committee members? Any question from a member of the board? Member Harrison. >> Thank you, Madam Chair. The $88,81862 cent, will all that be used for security cameras or are there other items? >> There are other items, most of which are security cameras and their support locations with inside of them because ECLC was a Renault ad. So, we have some areas we would like to cover. I I I guess my question is simply all of that grant will be used for camera equipment. >> That's my understanding. That's what it was written for. And if that is the case, that will be designated appropriately. But you do have support items just to get cameras such as cash uh applications and servers.

So it will support them. >> Member Montgomery, did you have no followup, Mr. Paris? Is there a any objections to placing this item on the consent agenda? Hearing no objections, the item will be placed will be requested to go on the consent agenda. That's 21.2 21.3. Um 21.4 resolution Akran Community Foundation. >> Uh this is a resolution accepting the Akran Community Foundation grant for Ignite the Classroom. The amount of the grant being awarded is $24,000 and these funds will be used to send teachers to the Ron Clark Academy for Ignite the Classroom and the fund if approved by the board will be placed in the 0192682 fund and those staff members will be selected on who should attend through the superintendent and Dr. Lash. >> Any questions from the committee members? Any questions from the

members of the board? Any objections to place an item on the consent agenda? >> Oh, Superintendent Ali, did you have something you want to add? >> President Sykes, I did just want to add one thing that we do have three seats reserved by Huntington Bank for board members. So, if the board would like to just let us know which three members, we'll get started on that paperwork. But that is courtesy of Huntington Bank. >> I don't understand. three seats to serve on the Akran Community Foundation or three seats to serve on which >> we have an additional funding from Huntington Bank and they are also paying for teachers to attend and three board members. So I just wanted you to know courtesy of Huntington Bank they would like to extend this opportunity to three board

members as well. >> Okay. Uh so but the question now is uh okay so we'll work on that one and appointing board members to sit on that but the question now is uh there any objections to placing this item on the consent agenda accepting the funds from the Akran Community Foundation member modar >> thank you madam president would we possibly since there are three members that could be selected for this leave this on the regular agenda since it's in a week and maybe know who would be interested within a week or do you think we will need more than a week to name those members? >> I don't think this has anything to do with it. >> No. Okay. >> I think these are two different subjects and she just wanted to say it while

it was a top of mind. I know that >> support the Huntington effort. This is what they're donating to. >> Member Montgomery. If I could just help clarify, this is for three board members to attend the Ron Clark Academy with the teachers that are going and I think it's in September. >> It's Oh, it's in over the summer. >> Yes. >> So, I I went to the Ignite the Classroom kickoff events. These teachers have already been selected and notified. So, this is just Akran Community Foundation's funding towards this initiative which is sparked by Huntington, but Huntington is giving money for three board members to attend the academy with the teachers. Uh no. So the question is should just go to on the consent agenda? >> Yes. >> All right. And we will appoint the three

board members. Absolutely. Hearing no objections item. Let's see. 21.4 AC community foundation will be requested to give on the consent agendas. And I promise we will point the three board members. Okay. A 21.5 resolution. Approval of 21.5 resolution. >> 21.5 is requesting approval of a contract with CTOR Incorporated for the guaranteed maximum price or otherwise known as GMP for the Piper Miller South K12 early site work package. And as the resolution indicates, we have already engaged CTO to be the construction manager at risk. And this is the first of several that will come for the board uh it to appropriate the funds from the budget which is currently at about 76 million to do the early site work through their services at $3.6 million and we would like approval to this. I did discuss this

with uh chair Montgomery this afternoon as I planned on having it presented also at the finance committee on the 18th. um that it was just the timing at this point, but we have indicated in our Friday notes that this is also coming and we're would be hoping that the finance committee would have it moved to the agenda for the 23rd for final approval. >> Any questions from the committee members? Any questions from members of the board? Member Harrison. >> Thank you, Madam Chair. I was just um asked that on Wednesday at the committee that um a um description um not um everything but a detailed description of what site work entails be provided. >> Thank you. >> Okay. So, uh, any objections to placing this on the consent agenda contingent upon, uh, any conversations or

hesitations that may take place in the, uh, finance committee meeting on Wednesday. Any objections under those conditions? Hearing none, then uh the request will be to place it on the consent agenda if all goes well on the finance committee. Uh 21.6 resolution. >> Uh the 21.6 resolution is authorizing the use of urgent necessity which is allowed by the rei Ohio revised code for an emergency air cooled chiller replacement at leot. I am sorry to report that it was vandalized on the 9th and all the copper was taken out of it. We were able to get vendors on site to look at this particular unit. It is damaged beyond repair. We have gone out to work with a very specific vendor that we have relation uh ships with through the Ohio school council. We're very fortunate

they actually have a unit in stock. So, we're hoping that to uh present this to the finance committee meeting on the 18th with requests to seek approval on the 23rd, which if approved would allow us to get this replacement done in a relatively short time. This is a 140 ton unit and it helps keep the school not only cool in the summer, but it also mitigates your heat and balances your air. It is a 2009 unit and if approved and installed, it has a very friendly environmental uh friendly um Freon in it which will also not only be better for the environment, but it will reduce your energy cost estimated between 15 and 20% from the original in 2009. But it is rare to have one of these units available. >> Thank you. Any questions

from committee members? Any questions from members of the committee? Member Montgomery. >> Thank you, Madam Chair. The only thing I would add is that uh in talking to Director Folk earlier today, we are filing an insurance claim on this, so we'll have a deductible, but we will get reimbursed for some portion of it. >> Member Harrison. >> Thank you, Madam Chair. Um it's good to see this on the agenda. Um I did receive a couple of emails um with the heat um at le um I think um replacing the unit as quick as possible is a good thing if we can communicate that to the staff um not just the administration but to the staff that it will be replaced as well as looking at um a some protective measures. Um it's difficult when you

have units on the ground. Um my experience with our building is once they are um tampered with. They they seem to be easy um prey and so um if possible we can look at maybe fencing these things in. They're quite expensive to replace and uh if we can just look at that for protective measures but mostly if we can communicate this to the staff at Leot that these are being replaced. U uh I can advise that >> director >> I'm so sorry I apologize. I can advise that principal Blanheim has been advised that this is moving forward and that we are looking to your point of securing this as an on ground item once it is replaced. >> All right. Any objections to placing on the consent agenda contingent upon if if any information should

come out of the finance committee that would cause us not to place it on the consent agenda. Hearing no objections, we will request that the item be placed on the consent agenda. 21.7 resolution auxiliary services program. >> Uh 21.7 auxiliary program services 2526 budget revisions. And if you would so kindly go through that, it is said that on August 25th, the board accepted the funds in the amount of $1,255,2720 from the state of Ohio in a very specific fund to provide funds for the non-public schools located within the attendance zone. interest was earned from the 2425 school year in the amount of $2,45510 for now the total being 1,257,48230. However, whereas on the 19th of February 26, APS was we received the final allocation for the 2526 school year in the amount of 1,2 I'm

sorry 1,21,846.80 from what the state had provided earlier in that interest. And this is a total less of $34,000 8682.91. So the total receiving now to the is 1,169,618.99. And we need to go ahead and accept the decrease in the amount of $87,000 uh 86331. I cannot report out as to why we received less. Maybe Mr. uh Treasurer Bowers can advise us on that particular amount or in this case Mr. Liki could u any questions from the committees members? I think that would probably be the question that you just asked. Uh member member Molinard, did you have a question? Do I have to? >> My question was has this gone through the finance committee and I saw the finance chair also raised his hand so I I I will pause. >> Suspect it had not.

>> Member Montgomery. >> Thank you madam president. It has not gone to the finance committee. >> Uh but my question is is it says here it's to provide funds for the non-public schools located. So is this just pass through funding? >> Yes it is. >> So it's a reduction for them. >> Yes. >> Okay. Thank you. Uh all right. Uh is there any uh objections to placing this on the consent agenda? Hearing no objections, we will request that this item be placed. Resolution 21.7 be placed on the consent agenda. Resolution 21.8. Uh this one is a resolution for the Corporation of Public Broadcasting Community Service Grant. And what this basically is is our radio station WAPS FM 91.3 is a non-commercial public radio station licensed to and operated by the school board and the public

school and has served us for a number of years including uh working with the Corporation for Public Broadcasting and that a grant that represented approximately 10% of the station's annual operating budget. Whereas in 2025, Congress defunded the Corporation for a Public Broadcasting Community Service Grant, eliminating $130,000 in the annual support for WAPS FM and ending a decadesl long federal investment. We are now to be in compliance with the CP windown. It is authorized a final equal distribution of the remaining interconnection grant funds to all 539 eligible stations one of which is APS online and in the dispersement for us was 22,300 to be used for the interconnection distribution and dist digital infrastructure as defined on the public broadcasting act. So we are approving this appropriation of 22,300 to be deposited into the 0192601 account. >>

Any questions from committee members or members of the committee of the board? Hearing none, any objections to placing this item on the consent agenda? Hearing none, the request will be to place the item on the consent agenda. 21.8 8 21.9 resolution. >> This resolution is an early re refugee school impact grant increase. So as it is written whereas the appropriation for the early refugee grant came in must be increased. We were awarded an additional $7,47.50 50 cents from the Educational Service Center of Northeast Ohio to be spent in the current fiscal year. And your approval would allow that $7,47.50 to be placed into the 0192554 early refugee school impact grant. >> Thank you. Any questions from the committee members or members of the committee of the board? Any objections to place an item 21.9 on

the consent agenda? Hearing none, the request will be to place the item on the consent agenda. 21.10. Uh this is a repeat of the earlier one that we had discussed earlier which is the offa FY26 appropriations modification. >> And so therefore that FY26 appropriation for the Carl's D. Perkins secondary funds requires a modification as a result of the adjustment to the district's allocation by the Ohio Department of Education and Workforce and to modify the current fiscal year for the Carl D. Perkins Secondary Fund. The appropriation is being revised by $39,65845 and from 921,98445 to be increased to a total of 961,64290 and identified is the 5242627 account. >> Any questions for members of the committee? Any questions for members of the board? So uh my question would be why do we have the same resolution

is >> in two different places. I'm sorry I do not know why it should be in two places. I think it belongs here. >> Right. So we will make sure that we eliminate the resolution that was the very first one on the first page and just have it under uh uh the last >> Division section. Yeah. Yes. >> Okay. Because I looked this exactly the same. All right. Any objections to placing this resolution on the consent agenda, which we've already voted on before. So, hearing no objection the first time. So, we'll we'll request that it be placed on the consent agenda the second time, but only one time. All right. Resolution 21.11. This involves the Ohio K12 network subsidy funding for the FY26 school year. We have received this uh notification of approval on the

November 24th 25 meeting in the amount of $82,000. Uh we have been notified that the Ohio Education Computer Network and State of Ohio Department of Workforce has received an additional award of a of funding for $2,39048 which results in a new total for this grant award of $84,39048 and it will be also deposited into fund 4512637. Any questions from members of the committee, members of the board? Any objections to place an item 21.11 on the consent agenda? Uh hearing no objections, request will be to go on the consent agenda. 22.1U. >> Uh the 22.1U is multiple vendors and this is for the college credit plus program. We are entering into uh memorandans of of understanding to provide these services with Kent State, Stark State and the University of Akran following House Bill 404. It based

on an equal number of qualified eligible enrolled students in the program and this is to be charged to general fund. >> Any questions for members of the committee? Any questions for members of the board? hearing no objections to place on the consent agenda. Member Molinar. >> Thank you, Madame President. Um I'm not involved at all in my day job um with theou that was created here. However, um because of my day job, I would like to abstain from this item. So on the regular agenda, please. >> Okay. So the item um 22.1 will go on the uh general agenda. Item 22.2ou. >> This is safe landing. >> This is anou for safe landing and it is asking that we recommend entering into a memorandum of understanding for the purpose to establish roles responsibility schedule and

data sharing requirements to provide on-site tutoring for up to four hours per week at participating shelters. In this case, it is safe landing to improve educational outcomes for our shelter resident students and meet the applicable reporting obligations effective. It does say February 18th as it needed to get started uh until the funds are exhausted and we are working with Dr. Chapman and her office of project rise on this particular event. >> Any questions from members of the committee? Any questions from members of the board? And do we have in the packet someplace how much the funds are to be exhausted? >> Do we know that amount? >> I do not know the amount. >> Okay. >> Member Kelly. Madame President, um there is a administrative file attachment that is included to include it with this

agenda item. I tried to access it. Unfortunately, I wasn't able to. >> Can we confirm if anyone else is able to access this file attachment for agenda item 22.2? Member Molinar. >> Yes. Um I was able to access this um because I by going to the regular agenda. So not through rules but through the regular agenda. So I was able to click on the administrative content for this. However, um I was looking actually for the cost. I was not able to find that. But it is there's eight pages. Member Montgomery. >> Uh, thank you, Madam President. Dr. Chapman, do we know approximately how many students are in >> Safe Landing that are APS students? >> So far, we have identified,00 sheltered or homeless unstable students for the school year with Project RISE. But this particular

uh memorandum of understanding we requested to remove from the agenda for the 23rd because we have not yet hired the tutoring staff to support the shelter programs. So we we actually last week wanted to request, madame chair, that we remove this agenda item until we have actually hired the employees who are going to service the shelters. >> Thank you, Dr. Chapman. And uh Dr. Mullen I found that is 18 weeks at 20 not to exceed 20,000 >> the grant that is going to support this project but this particular was for one of the six shelters involved madam chair. >> Oh okay >> we we are not ready for theou because we don't have the >> clearly >> the folks. >> All right so uh so is there a motion to remove this item from the

agenda? Is that the request from the administration? So the motion is to remove the item from the admin from the agenda. Is there a motion? So we will remove this item from the agenda here. No objections to removing this item from the agenda. All righty. 22.3 Alco. Alco Chemical is a purchase and we're wishing to recommend that we purchase the gymnasium floor finish products for district-wide use during the summer as we go ahead to refinish our gym floors. Alco Chemical is a member of the consortium that we purchase our items from and the amount we're requesting to spend is $27,762. And this will do the high school and middle school gym surfaces that are wood. And it is an internal team that does this uh particular cleaning and application. >> Any questions from committee members?

Any questions from members of the board? Any objections to placing on the consent agenda? Hearing none, we request item 22.3 be placed on the consent agenda. 22.4 AT&T. >> AT&T. This is a service agreement and we are wishing to enter into a monthly service agreement for district-wide IP flex services >> that includes the voice over internet protocol services with managed router services for all district phone lines for 10 north Maine and our backup is at BlueBridge in Cleveland uh using the IP flex reach and IP toll-free services with AT&T Corporation which is a single source provider. This contract would be in effect July 1st of 26 through June 30th of 27, not to exceed a total of $70,000. This is the operating system that keeps the phone system operating. >> Any questions for members of

the committee? Any questions for members of the board? Hearing none. Any objections to playing this on placing this on the consent agenda? Okay. Okay. made a request for be that this item be placed on the consent agenda. That's 22.4 service agreement with AT&T. 22.5 Buckeye State Entertainment. >> Buckeye State Entertainment LLC. This is a service agreement to employ a disc jockey for his services at the CLC prom with Buckeye State Entertainment LLC. The effective date is May the 19th of 2026. total cost not to exceed $1,895 and this will come out of the class dues and fees for the class of 2026. >> Okay. Any questions from the committee members? Any questions from members of the board? Any objections to placing this item on the agenda? 22.5 Buckeye State Entertainment will be requested to go

on the consent agenda. 22.6 granite. >> Uh 22.6 Six is Granite Telecommunications LLC. This is also a service agreement. This was originally approved on the April 14, 2025 meeting to allow these services and they provide month-to-month services for measured business services as part of our telecommunications infrastructure districtwide that support all elevators and fire alarms monitoring for district-owned assets to be in compliance with the building codes and fire protection rules. and it was from July 1st of 20 uh 5 through June 30th to 26. At this time, due to moving fire alarms and elevator monitoring systems from hardwire installations to cell dialers, which is now the industry standard, there will be a reduction in the month-to-month cost for the required standard monitoring services agreement going into the next term of the service, which would reduce these

costs by $70,000 for FY27. So, the recommendation at this time is to enter into a month-to-month service agreement for these same services for the following three schools that still have not been converted. Krauss CLC, Glover CLC, and Legot CLC to allow time for the preparation and installation of these new replacement panels, which are on order effective July 1st of 26 through June 30th of 27. total cost not to exceed $7,200 from the general fund. Please be advised if we get this done prior to the starting of this contract, this contract will end and there will be no expense. We are just waiting for the panels to arrive. >> Any questions from the committee members? Any questions from members of the board? Okay, that's 7,200 each per school. >> No, it is 7,200 for all three

of them. each month. Month to month. >> It's month to month. Yes. >> Yes. But it should be very shortly taken away. >> Okay. No objections to placement on the consent agenda. The request will be placed on the consent agenda. 22.7 >> 22.7 is >> Great Lakes Science Center service agreement. And this one is a speaker for students at Leot CLC to increase their student engagement and attendance. And this particular will be on site on May 6 and May 7th, 2026. Total cost at $1600 to be charged to title one funds that are allocated to the school and they have elected to use their funds in this manner. >> Okay. Any questions from committee members? Any questions for the members of the board? Any objection to place 22.7 on the consent agenda? Hearing none, the

request will be placed on the consent agenda. 22.8 guys party senate. >> This is a rental agreement and we are requesting this agreement for the use of the facility for the 2026 Elllet CLC prom including catering and ancillary expenses with guys party center for an event that's being held on May 9th, 2026. total cost not to exceed $13,000. And again, this is coming from the class of 2026 dues and fees. >> Any questions from committee members? Any questions from the from the members of the board? Member Montgomery. >> Uh I just wanted to point out that the disc jockey services for the prom was May 19th and this is saying the prom's on May 9th. >> Thank you for that and we will make sure we correct that. >> Thank you. >> Okay. Uh, no

objections to planning on to place this item on the consent agenda. So, is it the 9th or the 19th? >> I need to confirm if I made a typo in one or the other. Miss Wanda, do you know >> the 19th? The 19th. >> Thank you. We will correct that one. >> Yes. Yes. All righty. Hearing no objections to placing this on the consent agenda for the 19th. uh we place on the consent agenda 22.9 Johnson control. >> This is a service agreement that we are recommending for the renewal of preventative maintenance services for the cooling tower at the NFT STEM middle school with Johnson Controls. They are a single uh source provider for this effective April 1st of 26 through March 31st of 27 total not to exceed for the entire time period of

$7,42. And this will be charged to 034 funds which is the building maintenance fund. >> Any questions from committee members? Any questions from members of the committee? Any objections to placing 22.9 Johnson's control service contract on the consent agenda? Hearing none, the request will be made. 22 one 22.10 >> 22.10 is Klein and Calvali mechanical contractors. This is a purchase and service agreement. We are recommending this purchase and service agreement for coil replacements for Jennings CLC which is includes a shutdown and drain and heating cooling coils. Cut and remove the piping as needed. Remove the old coils and haul away. Furnish and install two heating and two cooling direct replacement coils. Reinsulate the piping as needed and fill and test the lines with client and cabali who submitted the lowest most responsive responsible quote. And

the total cost is $47,418. And again, this would be 034 funds, which are the building maintenance funds. These were actually destroyed in the extremely cold weather that happened in January, and easy repair was not allowed to happen. >> Okay. Any questions from committee members? Member Mullenar. >> Thank you, Madame President. Um, there are number of contracts here. This one's 47,000. And there's another one 70,000 a lot of them. And it does not escape me that we have a contracts committee. I know that there are members of the finance committee here who for a lot of the financial items said that their items are going to be brought on Wednesday and put on consent. Are any of these items on the agenda for any of the contracts committee? >> I will be honest with you. This

one to us was a finance issue. It's it's a purchase and service because it's a purchase of a unit with the service to go. So, it would go before the finance committee, but this was a standard repair. So, it would have gone that route, not necessarily a service contract through the contract committee, but we're trying to certainly go through both if necessary. >> Yeah. Yeah. Just in general, as we are Oh, sorry. May I? And as we are uh creating our new systems and structures, it would be night I know we're all finding our footing to what's going through what committee. And so when I come here, it be nice to receive in advance that it's already been through a committee and not on its way to one. Um so wanted to say that. >>

Thank you, P Minar. Any additional comments, questions? Member Harrison. >> Thank you, Madam Chair. Madam Chair, I had um two 2210 and questions on 2212. Um I have no um >> we're not on 2212. >> I know. I just want to put those together. Um I have no um problem with either of them being on the um consent agenda pending um Wednesday's meeting. pending information. I'll email my information pending Wednesday meeting. >> Okay, member Montgomery. >> Thank you. Just to clarify which meeting, finance or legal and contracts because I don't think these are on the finance committee agenda. >> Uh the one 2212 is >> um not the 2210. >> Yep. >> Okay. So, member Harrison, are you saying you think 2210 should be on contracts committee or on finance committee >> on f on

contracts committee? >> Uh, well, I can answer the questions can be answered in either committee, but one of them and I'll send my questions prior to whichever committee is. Member Montgomery, >> since I'm here, I'll say I'll take it on finance and we'll add it to the capital management update. We'll add it to our agenda if you if that's acceptable. >> Well, does does uh contract meet when is contract? >> We we both meet on Wednesday. Carmea and I are both member Kelly and I are both on the legal and contracts committee, isn't it? You >> Oh, no. It's member hall. >> Well, and looking at managing the committees, which is important. Um um I'm not sure. I can't remember what's on the contract committee right now. How long is their committee? So, let's send

0932210 to contracts and to finance. I'll let me know. Okay. But the goal is to try and and bring as many items to contracts as opposed to before it gets to rules so that uh we feel comfortable that it has been vetted and discussed and rules committee is to just uh to hear from the committee members to hear that it has come through the committees and that you approve or that you disapprove. That's why we go a little faster because we don't have to spend as much time. Okay. So 2210 will be in uh the uh contracts and is there any objections pending anything that may come out of the contracts committee to placing this on the consent agenda? That is the question. Okay. Hearing no objections, we will plan on placing this on consent

agenda and having it on the contracts committee. uh 22.11 hospitality house street 30. >> Uh this is a uh rental agreement and this one is very unique. Um this is we're wishing to recommend the rental agreement for the 2026 NFT stem high school at Robinson CLC senior breakfast with the LJ FF hospitality LLC house 330 on April 30th of 2026. Total cost not to exceed is $492. This is for the refreshments only because they have an internal agreement that when they have an event, since Robinson does not have a general large area, they donate the space to the school for this type of event. And the cost for these refreshments will come from the National Honor Society funds. >> Wonderful. Any questions from the committee members? Any questions from members of the committee? Hearing no

objections to place it on the consent agenda. Item 22.11 will be requested to go on the consent agenda. So 22.12 which we've already discussed uh will uh 22.12. This one is the McGawan governmental underwriters builders risk and owners professional protective liability coverage which were is being put into place for the new build at Py of the Piper Miller South at Kenmore. Uh it is on the finance committee agenda for a presentation on the 18th. Uh this will give us coverage in these areas from the after the approval on the 24th of March through the end of the project. The cost is $328,331 and is to be charged to fund 049475 which is the construction cost. I will advise the committee that this is about $100,000 less than the last time we went on the market

to provide this similar insurance for segments four, five, and six when we did our offc uh presentation. >> Really? That's interesting. Uh any questions from the committee members? Any questions from the members of the committee? And so this item will be fer referred to finance committee with the understanding that if there's no issues coming out of finance committee, will there be any objections to placing this on the consent agenda? Okay. If we don't hear any objections to placing on the consent agenda, then that's what will happen unless otherwise notified by finance. 22.12. Okay. 22.13. This one is quality IPLC. It is a service agreement non-public. We are recommending entering into a service agreement for informationational technology services along with a very large description of what those services are and this has to do with a

non-public school and they have elected to use this particular um local funds for that and Mr. Liy has asked that we move this forward and it will be charged to uh in the amount of 10,134 for Arlington Christian Academy and the amount uh will be deposited in or used from 4012630 auxiliary services which is a pass through. >> Okay. Any questions from members of the committee? Any questions many members on the board? Hearing no objections to place on the consent agenda. Item 2214 >> 2214 is records imaging service incorporated is a service agreement. We are recommending entering into this agreement for the scanning and indexing services for the conversion of purchase orders and related documents to be in compliance with the federal record statutes for the office of school improvement from records imaging a single

source provider effective March 25th 26 through June 30th of 2026. Total cost not to exceed 6,500 which will come out of title one funds. Please be advised these records must be kept for excuse me for a minimum of 10 years. So we are trying to make sure that they're easily accessible by putting them into the digital format and by using records imaging they already have the format to get it to put it into our laser fish uh storage. >> Any questions for members of the committee? Any questions from members of the board? Any objections to placing 2214 on the consent agenda? Hearing none, the request will be that is placed on the consent agenda. 22:15 Renaissance reading learning. >> This is an agreement for Renaissance Learning Incorporated. This is a purchase agreement again for non-public

and in this case it is a purchase agreement to obtain the accelerator reader subscription software licenses for students at St. ary school with this particular vendor effective October 1 of 26 through September 30th of 27. Total cost not to exceed $2,570.25. And again, this will come from the auxiliary services uh funding. >> Any questions from members of the committee? Any questions? Member Molinar. >> Thank you, Madame President. Um I know that this item is not for our school, but I have a question. is does our school have accelerated reader software or something because I know we have the superintendent's book of the month club and lots of reading initiatives and do we have software that does this thing? >> We um thank you. We uh used to have it as a district-wide initiative and uh

we do not have it as a district-wide initiative when we moved forward with uh I Ready. Um so no, it's not a district-wide. >> Thank you, Madame President. And I always like the opportunity to highlight that this is $2,570 for software that we used to have and we used to use and it for our students that um they have to go somewhere else to get it because the money is funneling out of us for that product. Um and that's just it's sad. It breaks my heart and that's why I talk about it so much. So we have the three items in a row here. I'll talk about it just once of the non-public that we are authorizing uh the next item I'm skipping ahead but 32,000 so about $40,000 of of great things for students

in Akran who are no longer at Akran that we could have here in Akran um if if they stayed with us. So there thank you. >> Any objections to place an item on the consent agenda. Hearing no objections, we will request that the item be placed on the consent agenda. Uh 22.16. >> This particular item is Skyrocket Educational Incorporated. It is a service agreement again for non-public and this service agreement is for coaching and classroom analysis to improve instruction by the staff associated with St. Vincent St. Mary High School from this particular vendor effective March 23rd of 26 through April 30th of 26. Total cost not to exceed 32,900 and this fund is title 2 which is fund 5902625. >> Thank you. Uh any questions from members of the committee? Member Molina comments so noted.

Any uh questions from members of the board hearing? None. Is there any objections to placing this item on on the consent agenda 226? Hearing no objections. 22.17. >> 22.17 is Spock. It is a service agreement. It is a month-to-month telecommunication using pagers. Originally we did bring them in a years ago for the foreman but this time when we are using them they are given to the personnel that are associated with our ESL program it is uh from July 1 of 26 through June 30th of 27 total cost not to exceed $3,000 and this will be general fund and it allows us to dispatch our tutors in the ESL uh realm from building to building as necessary if they are assigned to building A, but we need their services at building B. >> Any questions from

members of the committee? Any questions for members of board? Member Montgomery. >> Thank you, Madam Chair. I normally wouldn't ask a question about a $3,000 contract. Um, but my question was originally, how is this a single source provider? But then you said the word pager and I'm wondering if we're back in 1997 when I But so what what what are we doing and why are we paying for this? >> Uh we are trying to make sure that we have an easy way to get hold of tutors for ESL programs that are assigned to various district buildings. There are times when we need their services. As an example, they could be assigned to Finley and this is a way to get a hold of them directly without going through all the phone systems etc. So calling

them single source is Spock the only company around that does this >> currently right now it is the only one that we can find. >> Okay. And it's is this like Captain Spock? Like it's that old and >> it it came out of that area. Originally -ate allowed you to do pagers as a service and -ated it. They no longer do. >> Okay. Thank you. >> Okay. Is there any objections to placing this item on the consent agenda? Hearing no objections, item 2217 will be requested to go on the consent agenda. All right. Item 24.1 tax complaint tax year 2025. Thank you, director. Treasurer, >> good evening again. Good evening again. I believe Spock was a science officer commander. Yeah. Um, so this item is going to finance committee on Wednesday. Annually, we can file

complaints for properties that have sold uh that are way higher than their original market value. So, uh, this year we have 13 potential filings to make. I don't like to use the word complaints. So that's what they call these but filings. Um so to meet the requirements of House Bill 126. Uh we are doing that in the next board meeting. Um the total potential gain of revenue to the school board is 68,000 if we were to be successful on all of these. An interesting wrinkle that House Bill 126 does with for us is that we have to adopt multiple resolutions outside of the consent agenda. There are 13, so we'll have 13 individual >> resolutions, but we can vote on them all at once. >> Um, we have to give those taxpayers 7 days notice

in advance of the meeting, which David Seed, our lawyer from uh Brinsa McIntyre and Seed, he does that work for us. Any questions for members of the committee? Any questions for members of the board? >> Okay. So, I trust that you will discuss this thoroughly in the finance committee. It's not really a wrinkle. It's just is a law. >> Yeah. And so we want to make sure that we go through each one of these and and uh give the uh individuals an opportunity to discuss these. All right. So we will uh any questions or will you hold your questions for the finance committee? Uh and uh in the event if there's any issues or problems well this will go on the regular agenda anyway. This will be the request will be to take this to

do these on the regular agenda. All righty. Okay. That I believe concludes all of the uh requests of the administration to place various items on the consent on the agenda consent agenda as well as the regular agenda. Any final comments from the superintendent? >> Um, I did go back and look um, member Kelly's question about the link. I see photos that have been uploaded to represent the materials, but not a link. So, we will update the link so that both are present. Assistant superintendent Also, we wanted to update that the Elllet prom is on May 9th. >> Oh, that's important. So, not May 19th, May 9th. Alrighty. May 9th. That's great. That means we want the music there on the 9th for sure. All righty. If there's nothing else to come before the committee, no

more comments from the committee members or members of the committee. Uh no more updates, no unfinished business, any new business? If not, seeing none, is there a motion to adjourn? >> I make a motion to adjurnn. >> Is there a second? >> Second. >> All those in favor say I. >> I. Our next rules committee meeting will be held on Monday, April 6, 2026 at 6:30 here in the Reverend Dr. Curtis T. Walker senior boardroom. All right, we will adjourn at 7:23 p.m.
