[music] Good evening everyone and welcome to this Friday, November the 14th special meeting uh at the board. Uh roll call, please. >> Mr. Alexander, >> present. >> Miss Autri, >> present. >> Miss Hall, >> present. >> Reverend Harrison, >> present. >> Dr. Molinar, >> present. >> Mrs. Sykes, >> present. Six present, one absent. >> Okay. Can you uh Miss Sykes, would you mind leading us in the pledge of allegiance? >> I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, liberty and justice for all. >> Thank you. >> Okay. Okay, I don't see if we have any requests to address the board. Um, so at this time uh we will go into uh I guess executive session. Uh we have

uh a need to go in executive session. Uh it is to uh read there is a need to go in executive session pursuant to Ohio revised code 121.22 22G1 to discuss the employment dismissal discipline of a public employer or official or to investigate complaints against them. Uh, is there a motion to go in executive session? >> So move. >> It's been moved by Miss Hall. Is there a second? >> Second by Mrs. Autri. Roll call, please. I'm sorry. Discussion. Dr. Molar. >> Thank you. member Alexander. Um, in my discussion, I want to say I did email the board twice. Um, and thank you, Superintendent Outly for your reply and the information that you provided. I know that um, also I want to acknowledge during our campaign season there was a lot of conversation about the

board inserting themselves into administrative matters and um, the need to support our superintendent. Um, and so the questions that I asked the board, but I have not received any board replies are about the purpose of this executive session. So, if someone could let me know whether or not I agree to uh enter into an executive session, is the purpose to receive information or to provide uh feedback or instruction to our employees? >> That's a good question because I really don't know. Uh, madam superintendent, do you have any idea? >> It is my understanding that the purpose of this evening's executive session was to go over a letter that was received by the board regarding um an individual being placed on a leave. >> Okay. and so to give the board an opportunity to ask questions

in executive session. >> Okay, Dr. Molar, go ahead. >> Yes, thank you. And and thank you, Superintendent Outly, and thank you for your quick reply to the email. I really appreciate it. Um, however, at this point, if we're just receiving information, I don't see the need to enter into an executive session to receive information. Superintendent, thank you for replying to my email. Um, and I am sure if I have additional questions on a matter that you would be able to have this conversation with me and I don't believe the board needs to convene to have a conversation with our employee. Thank you, >> Miss Hall. >> To my understanding, we were meeting this executive session due to a letter, but due to also information provided in that letter, not just regarding one person. Um, so

that was my understanding of why we were meeting. >> Um, so, >> okay. Anyone else, >> Madam Superintendent? >> Um, the items that I could discuss um openly were addressed. The other items would have to be addressed in executive session. >> Thank you, Madame President. Uh, Madam Superintendent, is there any other discussion or comments? Miss Altry. >> Thank you, Vice President Alexander. And so the email you're referring to, I believe I did make an initial response. Um, but not only is it in pertaining to a letter received by the board, other items contained within that email that are worthy of discussion, um, that were quite perplexing for me to discover. Um and so that is the reason why I felt the need. >> Thank you, Miss Autri. Any other discussion, Dr. Mhola? >> Thank you

again for this and I I do believe that there were a lot of items and I did acknowledge in my email that there were a lot of items that are are worthy of discussion. Um but I do believe that our employee um is capable of having that discussion with us and administration can have that conversation. I I do not see the action that the board is taking yet and without the board taking action I don't understand why we we can have a private conversation without going entering into an executive session. >> Okay. Any other discussion? if there is something that the superintendent needs to discuss with us that is important to her uh and to for this board to know uh and maybe to go over in executive session because there could be some names

and so forth then we should probably go in executive session if it's just for information uh then that could you go either way but I think that we should go into executive session to at least go over what's going on. We if we don't need to be there long, which I'm hoping we're not, then we can go in, discuss it, and get out. Uh, and then we can move forward from there. Any other discussion? No discussion. So, we'll have a roll call for executive session. We have a I'm sorry. We had a We had a first and we had a second. Now, the vote. Mr. Bowers. >> Mrs. Sykes. >> No. >> Mr. Alexander. >> Yes. Miss Autri, >> yes. >> Miss Hall, >> yes. >> Reverend Harrison, >> no. >> Dr. Molinar, >> no.

>> Motion fails. Three, three to three. >> Okay, the motion failed and we have uh no one to break that tire. There's normally a seventh a seventh person or additional person. So therefore, I believe, if I'm uh right, uh uh Mr. Treasurer, that uh it stalled. So we cannot go into executive session. Is that correct? >> Correct. >> Okay. So if we can't go in executive session, there's no need to continue the meeting. So at this time we will Are there any questions first of all before we dismiss this meeting? Any questions? >> No question. >> Motion to adjourn. >> Okay, we have a motion to adjurnn. Is there a second? >> Second. >> All right, it's been moved and second. Uh roll call. >> Miss Audrey? >> Yes. Miss Hall, >> yes. >> Reverend

Harrison, >> yes. >> Dr. Molinar, >> yes. >> Mrs. Sykes, >> yes. >> Mr. Alexander, >> yes. >> Motion carries 6. >> Okay. Uh, at that at that point, we are adjourned at 5:38 p.m. Thank you everyone who tuned in, and sorry that we didn't get a chance to discuss what we may want to discuss. Everyone have a good good evening and a good weekend. >> [music] [music]
