[Music] Heat. Heat. [Music] [Applause] [Music] Good evening and welcome to today's uh meeting of the Akran public school board on October 20th, 2025. Meeting convened at 5:28 p.m. Mr. Bowers. Roll call, please. Mr. Alexander, present. Miss Autry, present. Miss Hall. Reverend Harrison, present. Dr. Jackson, present. Dr. Molinar, present. Mrs. Sykes, present. Mrs. Davis, present. Six present, one absent. Thank you. And Miss Hall um is out. She is ill in recovery. So, we're just keeping her lifted in our prayer and thoughts. Um Mr. Vice President Alexander, would you please um lead us in the pledge of allegiance? Thank you. I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Thank you, Vice President Alexander. I
do not see um M Officer Good. Were there any Okay, there were no um requests to address the board. We have no student recognitions, but we do have our scholar board member with us, Shayalia Davis, a 12th grader from Akran Early College, and we're happy to have you um with us. So, without further ado, Shayla. Hello and good evening, Madame President, superintendent, honorable board members, and guest. My name is Shaylia Davis, and I'm a senior at Akanurly College. I am a player on the Akran Early College flag football team and a member of the XC cross country club. I also participate in track and field at my home school, Firestone CLC. And while I find immense joy in being a player on my sports teams, I find joy in many other things as well. I
am a member of my school's Black Student Union, a future climber, a part of the Always Climbing nonprofit organization focused on making its climbers the better version of themselves through community engagement and determination. I also take pride in the part I play on my school step team because it took me a minute to get there. And in my free time, I enjoy reading books, going on runs, listening to music, and hanging out with my close friends. My favorite part about going to school at Akran Early College changes every year because the environment is constantly changing and growing. So, I would settle on our strong sense of community. I see it throughout our student body and staff and the kind support they build us to give and receive. Since our school is so small, it's extremely
intimate and our community has a more close-knit vibe like family. I am so grateful for this opportunity to speak on behalf of my school with their thoughts and opinions. And I am more excited to make a change for the better in my school and throughout our community. At AEC, we have great academic programs and an opportunity to gain college credits to graduate with an associates degree. Although we have many pros of attending Akan Early College, like every school, we have our problems. After conducting a survey and tallying up the results from the general student body and a few teachers, AEC's biggest problems consist of a lack of sporting event and more academic clubs. For example, even though we have a flag football team and were recently allowed a cross-country club, we still don't have other
sports like basketball, volleyball, or even track. And while it is still nice to have been given a team and the chance to compete, it is a little disheartening to athletes who are consistently spending time working on being better in their sport and then getting to a race and not getting a bib to run like the other kids. Although we love to support our athletes who play sports for their homes team, over 35% of the people who took my survey believe it would be nice to have a team of our own who can compete and be recognized for their accomplishments just as much as the next Akran public school. Another request I saw made frequently was a need for more academic clubs. While we have a debate team, there are no other schools in our district
to debate with, which limits the skill development of our club members. without having some kind of competition with other people who hold more diverse opinions from our own. It can eliminate the challenge that motivates our students. That being said, I have a couple recommendations for the board. For our sporting issue, I recommend trying to talk to the Ohio High School Athletic Association and administer AEC the rights to have sports teams that are able to compete and place in meets, games, districts, states, and national championships. Basketball, football, volleyball, track and field, and soccer are the sports that were most requested. As for the academic clubs, oop clubs, I propose more diverse academic clubs and funding for our debate team to have the opportunity to debate schools outside of our district. I also proposed the board look
at allowing AEC their own DECA team or even an HOSA team, which is the health occupation students of America, which is focused on preparing the students for health fields through community service projects and practical skills. For DECA, I think we should have an assigned adviser who will oversee the DECA program, including triyouts, holding schedule practices, and competing in city, state, and national competitions. Akan Early College, a two-time National Blue Ribbon Award winner, and has recently received a five-star rating on the Ohio State Report Card, has been ranked as the top high school for several years. I'm so grateful I chose to come to Akan Early College, and I've had the chance to experience what it's like to be a Walaroo. I would love to see some of these changes made in the future to enhance
the high school experience of the scholars who come after me. And I would now like to thank everyone for taking the time out of your day to come in and listen to me speak. Thank you and have a good one. Excellent job. Thank you Shaya um for those recommendations which we will take under consideration. Next um we will have we any board member reflections since we have no community reflections. Are there any board member reflections? Member Autry. Uh, thank you, Madam President. Um, thank you, Shaya, for your presentation. I continue to really appreciate your leadership and sharing with us on a regular basis and and hopefully some of those things can come to fruition for us for you. Um, my community reflection. Since we last met um on October the 9th, I had the opportunity
to attend the annual Reach Higher uh breakfast. Um in celebration of the Reach Opportunity Center at at Summit Lakes 11th anniversary. Um and for those of you not aware, um many of our students benefit from their programming including uh Head Start. They have an early learning program, spark program, swag, students with a goal, and they do home visits. They also have adult and family programming. Um, thank you to the lead partner, AMHA, um, on this uh, opportunity. Um also other partners are United Way, the city of Akran, um Child Guidance, Family Solutions, Akran Summit Community Action, Open M A Summit County Public Library, Summit Education Initiative, Project Learn, Goodwill, and Summit Metro Parks. Um it was a really nice event and a wonderful example of collaboration and I appreciate the support of our students. I'm
also got to get out and see some football uh the last uh few weekends since we last met. Um East vers Firestone over at Elllet and then Booked versus East just this past weekend. Um congratulations to East. Uh apparently they are the city series football champs. Congratulation to Coach Hayes and the team over there. Um and also just uh congratulations to the bands. No one ever gives props to the bands. They did a really good job um from what I could see. Um, so to those directors, congratulations. Also to the coaches and the players, congratulations. Um, and that concludes my community reflections. Thank you, member Altry. Member Molinar. Thank you, President Jackson. Well, if he's not going to talk about it, I guess I am because last week I attended Mmber Harrison's Firestone cluster meeting.
Um, and I did not attend it as a board member. I attended it as a parent because I am a Firestone Cluster parent. I have um my youngest is at ResNick. And at first, I'm going to be honest, I didn't know what to expect, but member Harrison explained it. And I will say as the former Firestone Cluster board member, I wish I would have thought of this. Um because he explained just like our council people have ward meetings, board members could have cluster meetings. And then as uh member Harrison also explained um really the communication process because uh we're hearing from a lot of parents and a lot of families about um people not sure who to ask what and when and who's responding. And so having that clarity was really helpful. And I I
really think that since COVID really is when communication has become part of our problems. um because you know we went in a lot of different directions. We came back in and then we came in at different grade levels and so um having parents know what's expected of them and also what they can expect from us is really really beneficial. Um we we also learned that we are losing some families because of communication and that is especially detrimental because as our our former treasurer reminded us over and over we don't make widgets. So, our revenue is our enrollment and as um and so increasing that in communication and um keeping our families here, bringing our families back. I think it was a really great opportunity. Um I know I want to repeat this with my cluster.
I think every cluster should do this. And I think it would also be really beneficial if as a district we had some sort of flyer or handout so we could come to these cluster meetings with this consistent communication of first talk to your teacher, then talk to your principal, then you know that the whole even when we were there I think we skipped a couple chain of commands. Um and then um what happens when it comes to the board? You know, every district has situations that become board issues, but hopefully we can prevent it. But then once it comes to the board, once we have our requests to address the award, when our student board members come here like Shayla did and have, you know, great questions and great recommendations, um, updates from that, you
know, where does that information come from and how does that entire, um, process of communication go? And that is an effort on all of us, the board, the administration, the families, all of us. And I look forward to participating in that more. and hopefully um something comes of this and we actually um make it actionable. So, Thank you uh member Muller. I think that's great. Um Vice President Alexander. Thank you, Madam President. I had the opportunity this past weekend to attend two events and one is the Akran public schools hall of fame uh for athletes and there are Akran has been rich for a number of years and still rich with all the athletes that come out of this area and so they've this is the third year that they've honored uh athletes from Akran
public schools to put into the the hall of fame and I'm not going to name all of them but there are some some great people who have gotten the Hall of Fame. They've done a lot of great things not just locally but statewide and nationally. So we see a lot of lot of history there. So I want to congratulate all the recipients who became inducted into the Akran public schools hall of fame. And then I also had an opportunity to attend the Tiretown uh lunchon scholarship lunchon and uh it was a good event and it's always nice when we go and see our students and our students were there. There were a number of our students from Akran public schools who received scholarships that day and I'm going to give their names in their schools
because I think it needs to be be stated. There was a Christopher Robot who attends Firestone CLC. There is a Anna Coti who attends Firestone CLC. There's a Lamaria Tal who attends BTO CLC. There was Kiara Dinkens who attends Elllet CLC and Sabrina Matthews who attends BTO CLC. And these kids did receive scholarships to go to college and as we know it is expensive to go to go to college and so we they can use all the money they can to get through school. So I want to thank Tire Town for uh hosting this event and thank all the recipients and congratulate all the recipients who received scholarships because this is what it's all about our students. Thank you Madam President. Thank you Vice President Alexander. Are there any more board reflections? All right, seeing
none, uh, next will be the president's report. No report, uh, and superintendent report updates. Superintendent. Thank you, President Jackson. On Wednesday, October 22nd at 6:00 p.m., I will be hosting the superintendent's parent advisory. This will be a virtual meeting. Agenda items will include uh concerns that are facing Akran public schools including our budget and how parents can get involved and we will also have a Q&A period. Also this week we will begin our showcases. Our first showcase will take place on October 23rd, 5 o'clock to 6:30 at Garfield CLC. This is going to be um October 23rd at Garfield. Good evening, President Jackson, Vice President Alexander, members of the board, and superintendent. Let's start with the Piper Miller South project. APS received eight vendors in response to the owner's representative position and seven were fully vetted and ranked last week with APS staff and legal counsel. A resolution for approval of the rankings will come before the board at the meeting of November the 3 regarding the Bookal CLC stadium. Uh the contract negotiations for the CMR have been completed and the contract is being finalized at this time and we we we will bring that for recommendation to the board to finalize the CMR who will handle the actual uh construction of the project at the November 3rd meeting and an update for the fieldhouse project as you remember that was destroyed in the fire that occurred earlier this year. Paul Davis Restoration will meet with the
athletic coaches during this week, October 20th, to review the equipment replacement options. October the 27th at 5:30 in this boardroom. Thank you, Madam President. Thank you, Vice President Alexander. Next, finance and capital management. Thank you, Madam President, and members of the board. The finance and capital management committee will also meet next Monday on October 27th at 4:30 in this
boardroom. Thank you. Next, instructional policy and student achievement. Thank you, Madam President. The instructional policy and student achievement committee met this past Monday, October the 13th. We received two presentations uh from Beth Winters and Marcy Ebrite. Uh the first was around our college and career academy partner and pathway engagement uh where we just reviewed the process for selecting and pairing high school partners for CCAA um which began in 2017 with the Ford Next Generation Learning and Kexus. Um, we reviewed how the pathways are created based on student interests, um, enrollment numbers, community workforce needs, future opportunities, budgets, and staffing. Um, we currently have 247 unique partners with 328 partnerships who provide time and talent. Um, as of June 2025, our partners have provided a grand total of 1,800 182,838 partner hours valued at just over
$21 million. Um, also we had a presentation on our career tech planning district report card. Um, APS is the largest career tech planning district in the state of Ohio. Um we grew from 300 students to five times that number currently. Um we reviewed the state reporting scale of 1 to five stars. Um our four-year graduation rate for CTA concentrate concentrator students was 91.4% in 2023 um increased to 93.3% in 2025. Concentrator students are students who've created who've completed at least two units of CTA work. Um, our five-year graduation rate increased by 0.6% with an overall graduation rate for CTA concentrators is four stars. That is something to be applauded. Um, our overall graduation rate for APS students is 88.9%. Um career and postsecary readiness is at 115.8%. Um it's over 100% because we receive bonus
points in other categories who for students who complete additional um items. Uh postprogram outcomes we increased from four to five stars. Reach 98% of graduated students to find out what they were currently doing. Overall, we moved from four stars to four and a half stars with a goal to be five stars by 2027. Rated by a federal report card, we met five out of nine indicators, made improvements across the board. And so again, we should be commended and proud of our CTA CTE uh program here at APS as we are leaders in the state. Um, also, um, in addition, we there was continued conversations around the teacher academy at BDO. Um, and I appreciate, uh, President Jackson's comments about just digging a little bit deeper as to why, uh, we're having some of the challenges
we're having with that program and the reluctance of, uh, people who might want to send their students uh, to book. So, I look forward to continued conversations around that. Um the next instructional policy meeting is November the 10th um at 4:30 in this room. Uh and we will be having a presentation I'm looking forward to from NFTT which is the network for teaching entrepreneurship. Thank you member Altry. Next we will have the student success celebration committee. Member Molar. Thank you President Jackson. Um the student success committee is our newest committee and um the whole point and the goal is to focus on the students and to bring people together and it was so wonderful to have parents, grandparents, neighbors, classmates coming together and celebrating together. Um and the student success committee is also our only
committee that is led by one of our student board members. Um, and so we have a rotating student board member come to the student success committee. And our student uh, the board member from our last student success committee is here, Mr. Jordan Leon. So, come on up and I'll have you give the report since you led the meeting. We have student board member and star baseball player here with our report out. Thank you. Uh, good evening everyone. I'm so excited to share a few highlights from our most recent student success celebration committee meeting. It took place on October 13th. It was an inspiring evening when we recognized and honored the incredible achievements of our Akan public schools students. First, we celebrated over 50 students who earned a perfect score on their Ohio State test. These
students demonstrated true mastery across subjects like math, English, language arts, science, and government. Their hard work set their hard work set such a high bar of excellence, and we're so proud of them. Akan Early College High School will be bringing their perfect score students to our next meeting in November. So we even have more achievements to celebrate. We are also honored to we are also honored student leaders from ECOC recognizing their contributes both on the field and in the classroom. In addition, we are inspired by the Akran Early College High School running club despite not having a formal budget or uh stim. These students have competed in invitationals across the region and even play six out of 600 teams in the Acramarathon Relay. Their grit and determination are simply outstanding. A special thank you goes
to Elliot COC for their hospitality students who provided wonderful refreshments for our event. And to all the families and community members who came out to support our students. The next student success celebration committee meeting will be held on Monday, November 10th at 5:30 p.m. with our guest student board member being Shayla Davis. actually um we'll continue our recognitions including some of our youngest scholars and we would love for more families, staff, community partners to join us. It's a joyful, uplifting way to celebrate the hard work and brilliance of Akran students. I encourage everyone here tonight to mark your calendars and come celebrate with us. You'll be inspired. Thank you. Thank you so much. We appreciate you. Thank you. I said after that meeting I said we may have to do RSVPs because it was so
crowded in here. Miss Koliver came in like what is the capacity of this room? We had to take people to the next level. But that's a that's a wonderful reason for the board me for the boardroom to be crowded when we're celebrating our young people. Um so again thank you wonderful committee. Wonderful job. Um there is currently no unfinished business. There is no uh is it? That's new business. Okay. Currently, um there is no um unfinished business. There is new business. A motion to approve the contract of Mr. Wayne Bowers as treasurer or c CFO of Akran public schools. Is there a motion? So move. It's been moved by member Sykes. Is there a second? Second. It's been second by Vice President Alexander. Any discussion? Thank you, Madam Thank you, Madam President. Madam President and
members of the board, uh this is a resolution that I wanted to speak on 25146 instead of 25147. And while I did not participate in the interviewing process of the uh uh Mr. Bowers. I do want to just stand and just uh make note that during the time that uh he has served as the interim treasurer that I have been uh it has been a a good experience working with the treasurer that had I been available I would have uh interviewed him and I would have voted uh as the board did to move his nomination on uh as treasurer for the school district. uh we are faced and will be facing some really tough tough tough difficult times uh this next school this time and next year and five years as we go through this
process. I would just simply say that I'm I am pleased that Mr. Ber will be at the helm and leading us from a treasurer standpoint. I look forward to working with you and I look forward to making sure that we are doing everything that we can to bring all the resources, all of the money and that we are spending it in a way that the voters expect us to and a way that will be uh a a positive a positive uh initiative uh for our children, for our school system, for this district, and for our community. So, I would simply say congratulations and I look forward to working with you. Thank you. I agree with everything that's been said. Uh it is a pleasure. It's been a pleasure to um interact with Mr. Bowers. He
clearly has um intestinal fortitude and the acumen for this job and to do it in the spirit of excellence. So I'm excited. It is so good to have able-bodied people at the helm, especially when you're dealing with something of such great importance. So again, I thank you for your service to the district. uh your years of service and your your continued service as we move forward. So congratulations Mr. Bowers. Yes, please. Member Harrison and then uh Mr. Bowers after member Harrison. Thank you. Madame Chair, uh I was part of the interview process as you and um member Alexander and member Autry was and um we had two um excellent candidates um throughout that interview process. But I will say that uh Mr. Bowers stood above in that interview process. um his knowledge um and not
just the knowledge that he brings but the ability to look at a situation and ask the question how can we do this more efficiently how can this be better if there was a problem he explained the process of looking at something and trying to figure out the problem um which I really appreciated um which I did not know at the time u Mr. Bowers has done things for the district before coming to the district that the district still uses today. Um so there are some um scenarios that he presented to us. There are some problems and some solutions he's presented to us. Um and the great thing we learned in the interview process is Mr. Bowers has a plus one who is in finance. So um that certainly can't hurt the district. So, uh, it
has been a pleasure to work with you, Mr. Bowers. Um, it has been a pleasure to hear less narrative and more numbers. I appreciate that. Um, and I look forward to working with you, um, throughout my time, Mr. Bowers. Well, thank you everyone for all the kind words. I'm honored and excited to be given this opportunity to work with the board, the superintendent, staff, and the community to provide sound financial management and um transparency. And my wife is here. She she came along for their tonight. So, we're we're both excited. Thank you very much. Excellent. Thank you and welcome. Thank you. All right. Um there is a need for us to recess into executive session. Um but before then we're going to uh vote on the contract. Mr. Bowers. Dr. Molar? Yes. Mrs. Sykes? Yes.
