[Music] good evening everyone and welcome to the regularly scheduled board meeting on 27 june 2022 uh we are really excited to see everyone here today and the energy in the room today um we appreciate you all being here uh we will now start the meeting with a roll call mr pendleton dr akbar here mr alexander president miss autry here dr hall aye ms jackson yes mrs mckittrick here mr perry i'm here thank you thank you very much we will now um stand if you can uh for the pledge of allegiance and mr peardy my leading us i pledge allegiance thank you very much we now move to community and school reflections any reflections from the board amy miss autry thank you mr president um i just wanted to uh share that since we last met
um i had the opportunity to participate i'm in the west akron parade which is one of the oldest traditions in in west akron and a lot of our students partake in that and it was just a wonderful showcase as the parade collaborated with the holiday juneteenth and so it was a really nice event a lot of different um vendors and participants and student groups and i also was able to hand out a lot of our kindergarten registration cards so hopefully we'll get an influx of those interested and just wanted to share that community activity that i've attended since we last met thank you very much ms autry anyone else miss jackson thank you mr president um since our last meeting i had the pleasure to attend two scholarship award presentations one at st paul african
methodist episcopal church where those who received awards from the hero k stubbs scholarship fund were presented with their award amounts with scholars from different schools within the akron public school system and others we had scholars from buchtel clc receiving scholarship awards also east high school and the full full-ride scholarship recipient actually attended stem her name was jayla truett and she received the four-year scholarship so that was definitely something to celebrate especially to see where community faith-based communities and people from you know just all around the akron area were able to come and support the young people on their future endeavors as they pursue higher education additionally this past sunday i also attended united baptist church where they presented community scholarships and the name of the ministry i think is the community scholarship ministry where the
founder founder excuse me and the chairperson is tawanda mullins and they did a phenomenal job just presenting the young people with scholarships and we had students again from brookdale clc actually one of the young ladies who was here at the last meeting i think her name was charnae chapman who has been doing very well there in your book though cluster she i think she graduated fourth in her class and she's also attending the ohio state university majoring in engineering but she received the scholarship um it was also a student i can't remember i think he's from firestone who received the scholarship but it was just wonderful to to be in the presence with such a wonderful energy of people who really are loving on the young people encouraging them but not only encouraging them with
words but with their pocket books as well so um and they ensure that they will continue to lift the students up in prayer as both churches stated and also try to continue to be a resource within this community to help our young people so i definitely want to shout out united baptist church and saint paul miami church for all that they're doing to ensure that our students are able to thrive academically thank you miss jackson anyone else all right hearing seeing none we will now move to the request to address the board section and we do have mr gifford here is he here thank you so we will go to the podium here i just wanted to say thank you for being willing to come speak before the board today we're eager to hear what
you have to say you'll have three minutes a maximum of three minutes to present to us and we typically do not respond back to those requests but we may refer you to someone within the district so mr gifford thank you yeah thank you um hi my name is ben gifford i'm the finance chair of akron dsa and i wanted to ask the board if they are familiar with the vouchers hurt ohio coalition and if so why they haven't signed on for those who aren't familiar vouchers heard ohio is a collection of school districts joining together to sue the state over its harmful private school voucher program that it continues to push and expand school vouchers funnel public taxpayer money away from public schools and into private coffers sending children to schools that they have less
public oversight in their curriculum and maybe profit driven and even fraudulent governor dewine also recently signed a law allowing wealthier families to receive the same scholarship amounts for school vouchers as poorer families it is clear that school kids in akron and throughout the state throughout the state of ohio stand to lose much through the voucher system we are worsening our children's education elevating the disparity between school systems sliding our current taxpayers and our future generation so that ohio's political machine and its allies can extract profit from schools and this cannot stand more than 120 school districts in ohio have joined vouchers heard ohio and i urge akron public schools to do the same i would also like to briefly mention ohio house bills 322 327 and 616 so-called don't say gay and anti-crt bills which
i'm sure you are aware pose vaguely worded but serious threats to teachers for presenting quote unquote divisive material in the classroom i would ask that the board remains strongly opposed to these measures as to impede their passing and even to refrain from forcing them should they be signed into law thank you thank you very much mr gifford we definitely appreciate hearing from you um also we encourage you to feel free to have a conversation in contact with any board member um about the first issue around vouchers hurt ohio we have had a few discussions about that at the board as well as uh we passed a resolution um opposing those all three of those bills that you mentioned but we're happy to have more conversations with you with that being said that is the only
request to address the board uh before us and so we appreciate uh at any time when uh our public would like to uh participate in our meetings and share their thoughts and so we'll move next with two recognitions where we have uh outstanding opportunity to recognize our book though clc girl griffins in front of the girls track team for taking second place in division two so turn it over to madame superintendent thank you dr akbar members of the board we're really excited to have uh our scholar athletes here with us today and to talk more about their accomplishments mr vasiletti is actually going to do that presentation okay [Music] hi everyone we greatly appreciate the opportunity tonight to honor some of our student athletes particularly vocal girls track i did want to take a brief
minute to recognize our spring sports champions from our other sports in in the city series not a city series sport officially but soon will be his boys volleyball and our only teams at firestone for the past two years now as a club but they've advanced they advanced all the way to regionals this year as a young team so it was very exciting in boys tennis firestone captured the championship on the softball side we had a breakthrough firestone won our championship game first time in 22 years a team other than ellet actually juan uh ellen and firestone tied for the regular season title but then firestone won the championship game and uh in baseball elliott won regular season in the championship game in track firestone swept boys and girls at our city meet as a team
and our all sports trophy for the year goes to firestone that's a combination of boys and girls sports throughout the whole school year so we started it in and it's alternated between firestone and brookdale since then so i guess griff's it's your turn next year but maybe the other four schools have something to say about that too so so we'll see uh but we do want to honor brookdale girls track in detail tonight for their fantastic season again i'll read you a brief summary of their state meet accomplishments led by demaya barker's individual titles in both hurdle events the book deal griffins finished as the division two runners-up for the second year in a row they finished uh head of third place woodridge nice that's a local school good job ladies and gents away from
state champion dayton oakwood in addition to demaio's performance the griffins got a third place finish from senior leona whitaker and booktale's relay teams were also elite at the state meet the 4 by 400 team finished as the runner-up and that team was comprised of sandra king tayana whitaker zoe sanders and demaya barker and the 4x200 team also placed that state a fourth place finish and that team consisted of tiana burton tayana whitaker zoe sanders and demaya barker and we do have certificates of recognition for the girls who participated went to the state meet and head coach orlando green so we'd like to call you up um student athletes and we'll form a line maybe right here we'll eventually get a picture and we'll start with and by the way there are only two seniors among
this group so a lot of returnees for next year we'll save the seniors for last we'll start with tiana burton tiana is she here come on up [Applause] [Music] sandra king [Applause] [Music] zoe sanders [Applause] jada [Applause] tavares congratulations kayla white [Applause] congratulations [Music] i i would also at this time we'll save the two seniors but i want to call up head coach orlando green coach come on up a long time excellent coach for book the girls track and recently named the cleveland plain dealer girls track coach of the year and for our seniors first tiana whitaker [Music] tayana tells me she's currently undecided where to attend school next year but wherever she goes she'll take a great work ethic with her and be fantastic and finally senior demaya barker demaya come on up i'm
going to read a lot about you so damaya this uh you might have heard her name or seen it in the papers but this year she actually set a city meet record for the hundred hurdles 14.24 correct correct at our city meet which is awesome because that city meets been around for a long time [Music] demaya's also as of last friday night a two-time greater akron female traffic track athlete of the year congratulations and she has earned and won not one not two not three but four state titles individually both both last year and this year she swept the hurdles at the state meet in the hundreds in the three hundred so i'll let mrs fowler mark my congratulations [Applause] we're going to get a group picture here one two three [Music] [Laughter] one two
three [Applause] um is uh i can follow and lastly i just want to add that demaya will continue as a student athlete at bowling green state university so she's going to transition from being a griffin to a falcon which is a little ironic but but you'll be wearing orange so it'd be different but congratulations to all the all the student athletes coach green and and the family members who are here providing that support they need so thank you for the time thank you thank you very much thank you very much and congratulations again to our outstanding athletic scholars scholar athletes as well as that coach green we now will move to our next section which is communication and we have a presentation for the path to high school success miss follow matt yes excuse me
we're very excited to share what our students have been learning and how that's culminating in a project so i'm going to invite our team here to the side table we also have students here today to participate in that presentation as well don't be nervous we're a friendly group all right good evening everyone my name is allison strickland and i am a coordinator of our path to high school success program so essentially the program first began because we wanted to provide students with resources rising ninth graders to be successful not only as they matriculate through high school but also sustainable resources networking partnerships as they graduate as well and so we were grateful enough this year to have a 100 graduation rate and so then along with the ccaa middle school transition we expanded and we
now provide that support to rising sixth graders and so the first step is an onboarding summer camp and during the summer camp the students get a glance of the things that we do throughout the school year and you'll see some of that on the powerpoint as well they will be well they have gone on college trips they've done community service and they have an essential question which is what you'll hear from them in a moment and the essential question is how can the next next generation work to eradicate hunger in summit county area but more specifically akron and aps so i am going to go ahead and turn it over to diamante farmer and he will read his what he uh what he wrote come on [Music] my name hello my name is diamante farmer

hearing and seeing none we'll do a roll call vote mr pendleton miss jackson yes mrs mckittrick yes dr akbar yes mr alexander yes ms autry yes mr perry yes dr hall aye thank you thank you very much we now move to our superintendent's report madam superintendent sure wanted to start off today by giving the board a very high level update on how our summer experience our mystery camps are going because we're in full swing in servicing our students and as you saw even today with the youngest learners who are learning about hunger and actively out trying to do something about it there is some very interesting programming that is occurring our students had the choice to choose from over 140 different opportunities and our summer clubs activities opportunities are being staffed by over 500 staff
members we are pleased to say that we do have over 9 000 registrations in the system and those are moving so we are starting to get our students activated but we still want to stress that there is still room so if there are young people out there whose families still haven't gotten them engaged for the summer we still have room for you within our summer programming and or if we know of any young people in our neighborhoods things of that nature families may still call the registration services here at 330-760 for one-on-one support if they are finding it difficult to enroll and engage through our online services daily attendance is being kept for all of the programs and as the different programs close we'll be able to evaluate those programs that most met the needs
and interests of our students and families so that as we continue to offer even going into next year we can be sure to make sure that we put high on the list those things that are resonating with our students and families some of the initial feedback that we're getting from students because we have begun to ask them for that feedback is that they are feeling safe and comfortable in their programs students feel like adults are there for them to help them learn and that we're interested in their ideas and them having a good time 97 percent of the students surveyed said that they would recommend their respective camps to their friends so that's a high level of endorsement so just wanted to remind the board the community at large that the summer experience our mystery
camps are one of the big bets that we are making to really ensure that students engage in the summer and we continue to not have that summer slide in their learning occurring secondly i would like to just update the board you recall a few meetings back the board did pass a resolution and requested of the cfo pendleton and myself that we prepare a feasibility study about kenmore garfield that facility and against the miller south programming and so within that resolution it had there to be that presentation and discussion to occur on july the 11th and in speaking with board leadership we we did cross-check the fact that i will be on vacation i haven't been on vacation in several years but will be on a vacation with my family on july 11th and will not
be available at that meeting so we're going to modify that discussion to occur on the july 25th board meeting so that discussion would occur at that point in time but i just wanted to make that known and our board vice president had reminded me that we want to make sure that the community is aware when we're having those those discussions okay lastly uh is some ongoing good news and so pleased to share that our partnership and support from the cleveland browns organization continues to deepen and grow so we were approached about the opportunity to host the browns organization to be a site where they would give back for their organization-wide volunteer day and so they are planning that to be the week of july 18th and in that week the cleveland browns would shut down
their regular operations and encourage their staff and their families that wish to participate to come work on projects some way of giving back to an organization and they have selected our district the plans are still shaping up but it looks like we're going to be able to uh since east clc is the place for the location of the stay in the game room the browns foundation would like to use east cell c as a place where some enhancements are made for our students and in an incentive way we want to continue to incentivize their engagement and their attendance and so we're working on them to be able to do some painting and some sprucing up of different areas there at east and even investing in an incentive room there at the school so more to
come about that but that will be the week of july 18th and it will also be an opportunity for any faculty staff any persons on our end that also want to join in on those projects we're able to do that along with the cleveland browns organization so that will take place at east and we also put another school on the table for consideration and they said yes as well so we will also be able to do something special at innis middle school and so at ennis we're going to be also outfitting an incentive area within the school there so again the plans are shaping up but we're really proud to be in partnership with an organization that's interested in ways in which we might continue to encourage and inspire our young people to engage at
even higher levels and really to show up each and every day so more to come but good good news all around that concludes my report thank you very much any questions or discussion for madam superintendent miss altre thank you mr president my question is are regarding the the summer programming um the 9 000 registrations is that actual students or is that students registering for different so is that cancer i believe those are individual students and not students uh registering for multiple camps i believe those are instances but i will confirm that and make sure i correct that if i am incorrect thank you very much any any other questions all right hearing none we will now move to president's report it is i will start by saying um thank you to this board uh for
uh continuing to press on and doing some amazing work while i was gone and also allowing me uh that time away i appreciate that um and with that being said uh i did end up missing uh the board's opportunity to go see the new garfield clc building because you know i was on my honeymoon and everything and so with that being said i did get opportunity to go visit it on monday last monday and i am just blown away i appreciate mrs folk for taking time on her day off to give me the tour i really appreciate that as well as and for some reason i'm blanking on the name from hammond uh the the the gentleman from hammond kyle thank you i don't know why i blanked on his name i've talked to him
so many times uh so uh kyle also uh uh helped as well and it's really good one of the things that i i did notice is that i think our students will get a great opportunity to see a lot of light and we all know that you know more light in our buildings flowing in our buildings does spark more learning and curiosity as well as people just wanting to be happy to be in a building so i was happy pretty much the entire time i was in that building and so that was good to get to know um also uh i did make mention to miss folken i also emailed the madam superintendent about uh figuring out how do we continue to preserve the legacy around the old the former building and there were different
pieces from the former building put into the new building which was really nice to see one of the things that this board will likely need to take up is in the former building the gymnasium was named after martin old chapman and whether or not we want to continue and bring that over based off the history that he brought to the district and that's something i think we need we should do before the school before we do the opening to make that decision so that's something that i want us to look at but really impressed uh by that building i hope the community will be too and that they come out to the community uh opening when that happens in august um so yeah that was a great thing uh also um you probably don't believe
this but maybe you do uh so even though i did miss the last meeting i did catch the uh live footage or not the live footage but the video post uh afterwards and tried to do my best to when i came back i was caught up one of the things that was to note that had me thinking was around the conversation around the esser funds and um you know 92 of the funding being encumbered already or spent and i would like for us as a board to really uh take a step back together and look at the fact that we haven't really been given a formal opportunity to adopt the priorities and move those force i think in the next two meetings we should do that and work to ensure that the way in which
we're spending the money which the public is asking us and holding us accountable for these historic funds are aligned well so in the next two meetings i want us to have that discussion and and take some formal action um before we get into august on uh those priorities um so that the district can move forward to ensure that all the spending and everything aligns well now we'll of course still need to approve different expenditures moving forward but at least that gives us an opportunity to have a formal say and act in that process i want to open up to the board for any discussion on that there's any questions concerns or unreadiness all right so hearing none so we'll be prepared to get that started and start those conversations in the next two meetings with
that being said that will conclude my report any any further questions all right we will now move to the treasures report mr pendleton i have a handout for tonight we have completed our fiscal 21 annual audit and while many of you in the audience and our listeners hear the word audit may a little bit cringe and carry some negative connotations it's really a much needed and useful process this process gives the district an opportunity to correct any deficiencies or internal procedure controls it allows us to keep up with current laws federal regulations knowing that our financial information is accurate also allows us to focus on our district goals and leads to better decisions being made for students with the annual review being completed by the state of ohio auditor's office we can be sure that
the district spending and procedures meet compliance requirements as well as those laws and federal guidelines that we've outlined and meets the state standards i'm happy to report tonight that the district received the highest possible rating of an unmodified opinion thanks to those board members who were in attendance to the post audit meeting and the handout if i could highlight a few in the three paragraphs on the front remember our annual budget just in general fund alone is over 350 million dollars but he add in esser funds and all other federal funds the appropriation resolution that we approve tonight for last year's spending was 650 million on akron's front looking back in the last two decades this is the cleanest audit for the last 20 years or more for the district and special thanks goes to
all the staff members all the support staff members from the buildings through central office to making that happen it's pretty extraordinary when i even look at the management level report in the management level part of the guidance is just verbal recommendations and there was one comment from the audit and that's highly it it's exceptionally clean um in my career that's the cleanest in my professional career that i've seen on the back of the handout is this schedule this um albeit it's it's loaded with state auditor reporting words i am going to read it down because it does highlight the areas of the audit that are really important for weaknesses so there were no material weaknesses there were no significant deficiencies or material non-compliance the list of major programs it is an unmodified opinion so it's
the highest opinion again additional programs that they did detail review were both sr1 and sr2 and then the bottom says that we are a low risk oddity so for a number of years now we have met a highest standard possible and so that actually carries some financial benefit to the district because we're at the highest standard for a number of years they actually test less costing local taxpayers less in our annual audit on top of that i think it's also important to note that this year we just were lucky enough to have an on-site federal review with both in-person and virtual i think 30 members of the state of ohio and their supporting networks were on site and they had no material weaknesses or significant deficiencies so i'm very proud to issue that post-auto report
thank you thank you very much mr pendleton uh i first want to just say thank you for your work in helping lead the district you and mr atkins and the rest of your team has done a phenomenal job so i personally um hope the board will join me in just really giving you a round of applause to you and your team to the staff thank you and and obviously we know you don't do it alone and so i don't know the names of every staff member you have but i do think that at some point i think we did this before we can also uh bring them to a board meeting so we can recognize them um because this really helps uh i believe as we continue to share with the public that we're doing
you know the best job possible to be the fiduciaries of the funds that are given to us this really helps provide that that statewide proof so thank you very much for that um any other questions or discussion for mr pendleton hearing and seeing none we will go to committee reports we're shaking it up a little bit and starting with finance and capital management ms autry no report all right we will now move to instructional policy and student achievement ms mckittrick no report mrs mckittrick yeah that that kind of hurt [Laughter] equity committee dr hall the report we meet again on july 16. thank you very much and legal contracts and board policy mr alexander wow phil only um policy committee met on june the 16th and those were present were president akbar miss mckendrick mr
perry superintendent follower mac and mr pendleton and there was a lot of discussion that went on it was a good meeting we talked about the retention of legal services for the of the board in 2022 and 2023 school year mr pendleton discussed these went over these different uh law firms that we use and explain what they did for us and dr agbar expressed his interest in meeting with uh principals of some of these law firms so we can get to know them uh we also discussed hb 99 we had a guest attorney david hurt he discussed hbo 99 and issues discussed included aps can choose a number of required hours for training prior to training by ccw holders and retired retired police officers will likely count aps plans to revise its weapon policies after a
new law takes effect and we'll have a little bit on that later we had a resolution for aps prepared joint statements with the community in order to show our unity against weapons in our school uh they talked about liability uh for uh the the school and board and we they talked about insurance issues that were discussed such as circumstances insurance that would not extend and aps would not be defended on some litigation there uh we uh with some updates on neola uh superintendent father mack went over those and she provided a presentation spent time with us uh talking about the updates uh we also looked at looking at our policies we were behind and updating and looking at our policies so we're going to be doing that and there was a uh it is also
acknowledged that aps is behind in this policy process and that was really basic so everyone knows it was due to covet because there was so much going on and we had to make sure we stay ahead of the game make sure our kids and staff were safe so we that was one of the reasons we're behind we had the second reading for policy uh zero one six five four live streaming of meetings there was a lot of discussion that went on there uh in reference to live streaming or committee meetings or not should we shall we or shouldn't we or how we should word that we also had the second reading for policy 5120 assigned within the dis assignment within the district which is our boundaries and our boundaries within our district for the boundaries

place of refuge curiosity curiosity exploration and learning the intricacies of the world that we live in and each of our scholars their parents and our staff should expect an environment that enriches their lives promotes the greatest platform for lifelong thriving this can only occur i believe in a space where all feel safe and secure and so with so much vulnerability surrounding us that we know about this is not a time to cause more harm to our students or staff that are depending upon us to curate healing and growth unfortunately we cannot control all the external elements that our scholars and staff may experience outside the school building that may contribute to some vulnerabilities but this underscores the critical nature of the action that this board just took because of this we must emphasize educational spaces
should be free of guns army our staff will not solve the gun epidemic that we see in this country which is magnified by the ease to which people can access life-threatening deadly weapons no amount of training matters our schools are not the place for this risky experiment so we need our school buildings to remain gun and drug free zones and this new law is disappointing and we desire to remain ever vigilant at protecting the peace safety and security of all who assemble on our school campuses so we see our scholars and staff as highly skilled and unique individuals who deserve our greatest attention to ensure our schools remain and become more of a place that centers on learning growth dreams and thriving this board's action of refraining from army art staff and maintaining gun-free school
zones today comes from that philosophy so i want to thank everyone involved we also are working with our union presidents and superintendent to jointly put out a statement that really promotes a common sense approach to an educational environment that we want for everyone in our community so thank you very much with that being said any discussion or comments further hearing and seeing none we do have a need to recess into executive session pursuant to ohio revised code 121.22 g1 for the purpose of considering the compensation of a public employee or official of the school district and g4 preparing for negotiations any uh is there a motion on the table so move it's been properly moved by mr perry it's their second resolution it's been seconded by mr alexander any discussion hearing cena roll call vote
