hello i'm lethargis goggins ii the ed chair for the akron naacp and in light of some of the activities going on through the state and nationally we would like to submit this statement into the records the naacp is committed to advancing and supporting equitable local state federal policies that establish education standards allocated resources and practices for high quality education which include great teaching safe environments and experiences that maximize each student's potential the naacp akron believes that public education must be grounded in the principles of truth justice critical thinking social emotional well-being therefore naacp akron supports approaches to education that integrates diverse perspectives thoughtful analysis of facts and perspectives social justice root cause analysis and student agency additionally the naacp believes that these approaches must be done in authentic partnerships with families and communities the evidence

supports a strong commitment to diversity equity and inclusion and transformative social emotional learning is essential to creating conditions for learning that are safe nurturing academically rigorous and meaningful in which students develop a resilient sense of belonging and efficacy agency for their community in contrast inequity discrimination intolerance and exclusion perpetuates complex trauma toxic stress insecure and fragile identities and hinders academic achievement naacp acknowledged the primary function of education is to socialize students to the main to the maintenance and development of society therefore in american education and schools should teach american values and equip students to maintain and develop american society the naacp believes that the american values of all people are created equal and endowed by the creator by certain inalienable rights such as life liberty and pursuit of happiness are critical to high quality in

american education therefore the naacp believes that these sorry naacp believes that to create a more perfect union requires the critiquing of american practice policies and laws through the lens of those values it has been this critical examination and uncomfortable truths have been revealed that has led to hard and honest debates that have moved the american society towards a more perfect union therefore the naacp strongly condemns any efforts to impede and ban those principles such as the house bill 322 and the sub house bill 327 along with along with miseducation campaigns misrepresenting critical race theory then the naacp recognized the current efforts to limit and critique or sorry limit the critical examination of history as an assault to undermine civil rights and liberation gains the naacp supports akron public schools resolution to declare racism as a

public health crisis as a starting framework to build the diversity equity and inclusion capacity of staff and to integrate equity social emotional learning and critical thinking into students educational experiences and curriculum furthermore the naacp encourages background public schools to develop and to publish a comprehensive diversity equity and inclusion plan which should include a declarative statement of aps values definition of key terms diversity equity and inclusion a theory of action to move african public schools towards a more diverse equitable and inclusive organization a review and with necessary rewrite of african public public school policies to reflect akron public schools diversity equity and inclusion values and goals and a review and with necessary rewrite of all job descriptions and the corresponding evaluations to reflect african public schools diversities equity inclusion expectations for those positions and a plan

which will include a scope sequence and timeline to build the diversity equity and inclusion capacity of all current staff thank you thank you very much dr goggins and um i actually can't um leave this moment and actually say a lot of the things that you you share we've already started to work on and i'm going to encourage you if you haven't done this already i don't believe i saw it but if you can email us your statement in full that would be appreciated and i also encourage you to talk to dr hall who's our chair of equity committee around some of those items and then obviously we have our chief diversity officer and our superintendent so thank you thank you thank you very much dr goggins and the naacp of akron we will move now

thought maybe that might be something good to share a little bit about what happens there in that partnership good evening president akbar and the board members this particular service agreement with the akron public schools and the summit county juvenile detention center will allow for one math tutor one-on-one group tutoring services classroom supplies and equipment that we will supply to this particular location extended day and extended year tutoring services as well as transition and out prevention services that will begin on july 1st through the rest of the school year for those students that are assigned to that location thank you thank you very much any other discussion items uh dr hall i just had a quick question so and and pardon my part my ignorance on this but but prior to this arrangement um what what

did we do for students who were at the semi-county uh juvenile development center this actually dr hall is a continued service that we've had for a number of years we do an annual resolution and we update it annually to make adjustments all right fair enough okay thank you man thank you i appreciate it thank you very much any other discussion hearing none roll call vote mr pendleton mr alexander yes ms autry yes mr bravo yes dr hall aye mrs mansfield yes mrs mckittrick yes dr akbar yes thank you thank you very much uh nets on our docket is the superintendent report mr superintendent thank you so much what i'd like to do this evening is to really share just a few highlights and updates for our board i'm pleased to report first and foremost that

i experienced a very productive and full of four day week last week as my first week in the district and as we often do we try to cram much more into four days than than we should but it was a real opportunity to meet greet listen learn that sort of thing and i had the opportunity to interact with teachers teacher leadership principals partners and to be welcomed and also supported really wonderfully by the central office staff including senior team members who are here that you probably already know what a gym you have in the individuals who are sitting around this room but i just want to raise it and publicly thank you for your leadership and for your support so we're off to a great start so i'm looking forward in the very near future

to engaging with parents and students as we move towards the start of the year so by way of update doc mrs altrey already spoke to the fact that she was congratulating our staff on summer learning opportunities that are existing so i thought you might want to hear some kind of facts and figures to know what's been happening throughout the course of this summer so the team assisted me in gathering together the fact that we have over 7 000 students who are participating in over connected learning experiences throughout our city and an additional about 5 000 students who are working through self-directed choice boards with virtual learning experience hosted by akron after school so we have quite a number of students and then staff to support them engaged this summer our elementary mystery camps have lived

up to their reputation and being really exciting opportunities so within that area we have 975 first through fifth graders who participated in our first two week-long mystery camps and those students were focused on recovering accelerating key reading and math standards and also in learning in innovative ways the students used inquiry-based learning skills to solve mysteries in partnership with community partners such as art sparks and the akron police department hale farm the akron art museum the cleveland museum of natural history soapbox derby and stan hewitt our second graders then also they started today with about a thousand plus students around our final two weeks of camp so again the commitment continues to be strong by our students and family and great learning is occurring so if anyone is interested if you haven't had the opportunity to

kind of drop by and see any of the sites it might be something that board members might be interested in doing to really seeing our students and staff in action as well we have things that are occurring this summer the extended school year for students with significant disabilities we have fine arts camps our legacy leaders summer be ready again support for students in k-8 we have our college and career academies where there is are great things happening there our high school leadership camp was held at the john s knight center and camp uh wynoki is it did i pronounce it in waterkey you're right i'm going to make sure that's it right with 45 students in attendance there from all of our high schools and students will continue uh to use their leadership roles and

experiences throughout the years so the things that they experience we do anticipate carrying over when we really think about relevancy and real world application we also through our college and career academy initiative want to highlight the fact that we have aps student interns who have been activated so 10 interns are were hired in multiple departments to provide real world experiences such as including business in hr in marketing in i.t and in education so there also are ways in which students are being able to experience through this summer various opportunities that hopefully will lead them into the school year uh much more focused engaged and or energized we also have a robotics summer league camp located at eight schools and it has probably a hundred plus students even in just that camp alone there students built

and programmed robots to complete autonomous tasks and they also enjoyed a two-day competition which was held with students participating in head-to-head events so as you can see in a diverse set of ways many of which have real life applications our students are really enjoying a year in which like none other and so beyond thinking about the traditional summer learning experiences i think this year for lots of really strategic reasons but also taking advantage of even additional resources enabled us to activate our students and our staff and our families like none other so we're hopeful that we'll be able to assess what occurred this summer and really decide which of these things that we would continue to do over time so by way of highlight just wanted to share some of the things happening those highlights

do lead us into as i said the lessons learned and so much of what we're doing at this point too is beginning to think plan prepare for the fall and so i also felt like it might be appropriate to share with you at a very high level some updates because knowing that late last week actually on july 9th the cdc issued some guidance to k-12 schools for coved prevention and talked about the guidelines and so thought it might be appropriate today to share with you um some of the high-level insights and then know that the team and i we are going to be delving into that guidance at a more detailed level assessing our schools and our practices and deciding if there are any other recommendations we want to bring forth for through the board

to our community at large so tonight we're not announcing any firm plans but just i want to start by saying that the cdc has stated to us in that revised guidance last week that students benefit from in-person learning and can safely return to in-person instruction in the fall of 2021 which is considered a priority to ready then all of our school buildings and events for in-person instruction to open schools we will review the guidance for fully vaccinated people so that's one of the places where we want to be clear as to what it says and to understand what's happening in our schools so we will review that guidance more deeply as it relates to students and staff we will continue to perform all current cleaning and sanitation practices so irregardless we feel pretty strongly that

that's something we would continue to do but we'll be evaluating that as well we will review all guidance with regards to social distancing at all great levels with the understanding that adjustments may be made to assure in-person classes can be held so i will do that and then lastly one of the things we've already begun to receive some questions about is facial coverings and masks so we will also be reviewing the guidance around the use of facial coverings and masks to ensure that it aligns to the current guidance with the understanding that people do not need to wear a mask per the cdc when outdoors so when outdoors we know that there seems to be very clear very clear stance and guidance but they may be required to wear masks indoors and on transportation vehicles

so that's what we know thus far but please know that during the course of the coming weeks we will be delving into that at a more detailed level and will continue to monitor any changing guidelines and i think as you know deborah folk is our lead person on behalf of the district who monitors she and her team very very closely and is sure to keep us in good standing okay so for tonight those are the items just some highlights about summer and just to know that we are thinking planning preparing for fall thank you very much mr superintendent any questions or discussion from the board okay i think you hit every every mark thank you very much um next we'll move to the president's report and i just have i have three items to discuss

the board has been retreating like none other [Laughter] and not in a running away but doing some retreats to professionally develop our board and prepare for mrs fowler mack's arrival so i want to thank reverend walker for helping facilitate those multiple retreat sessions and and meetings for the board as we discuss boardmanship as well as board development and then thinking through how we onboard future members i want to thank mrs mansfield and dr hall for helping to lead us in that skeleton plan that will begin to develop just to make sure that as a board we're always ensuring a successful transition and onboarding of all of our new members whenever that is to happen [Music] also we we discuss leadership and vision casting as a board and i think a lot of that for us

got us in a place where we i believe have some set set path for the district that allowed us to have our leadership retreat today uh to team build with mrs fowler mack as well as our treasurer to focus on uh what this new team is and and how we operate and work together effectively and we talked mostly about communication so i want to thank steve from osba for helping facilitate that for us and also to thank uh ryan and the board and um christine for that very fruitful uh time i believe will help us set the foundation for our our our relationship so thank you everyone and uh the the other thing i wanted to share is this the board wants to try to be one of the things that came out of the

board retreat um a few weeks ago is we want to try to be more effective and so we we want to look at seeing if we can attempt to have all of our board meetings and committee meetings on mondays and so we're going to work with the district to try to have our committee meetings in two waves on monday evenings so we're going to try to see if we can make that work because i see that obviously as we all are trying to coordinate our schedules that probably will make the most sense and so we're going to try our hardest and so we want to thank our team for helping us do that as we embark on that process as long as a few others which is we're excited as a board to be getting

back to our community engagement in the way we were not exactly but closer to what we were doing pre-pandemic and so the board will begin to continue to engage our schools and our communities and so i want to put out there for all of our board members to think through each of the schools in their clusters and to begin working with their schedules and [Music] the superintendent to schedule our visits again to the schools in your cluster um i think that'll be important we want to also try to use our school and community reflections to share a fun fact or an interesting tidbit about the school about one of the students that you can highlight or even a community event so i wanted to put that out there so that we again can showcase our

engagement with the community and with the schools as a board we're really excited about being able to get back into the buildings and also connect more with our community in a more face-to-face way we've done a lot of emailing over the last 18 months and we want to see people so thank you very much for the board for being willing and eager to to do that and with that being said that is um my report are there any questions or discussion okay hearing none um we're going to move to our treasures report mr pendleton no report thank you very much uh i do actually want to just again i think uh this can't be uh underscored i think we it happened like right as we were meeting last time so i just wanted the entire

board and even administration to just thank mr pendleton for all of his work and advocate advocating for our district to receive fair funding that did pass and we are set to receive additional funding to support our kids so thank you very much mr pendleton [Applause] so thank you very much with that being said uh we want to move to our committee reports we'll start with legal contracts and board policy mr alexander we have no report but we are scheduled to meet on july 21st thank you thank you very much next we'll move to finance and capital management mr bravo yes thank you ms autry and i were just talking about that as part of our finance report so thank you for mentioning that and thank you mr pendleton for all of your work um our

last committee meeting was in june so we're kind of reporting since we held our committee reports from last time mr pendleton briefly shared with us information regarding the esser funds including our maintenance of effort which we all spoke about at length as well as a board he also talked about our health insurance rates and updates on that each year the district reviews our insurance rates with our consultant who is oswald companies to update our rates for our employees and those rates have slightly increased over the last year and so we talked a little bit about how those rates are determined and that sort of thing we also reviewed our brokerage service contract with oswald companies and and and so that was part of our last sport meeting as well one of the other things that

we talked about uh was scholarship as the district oversees the seal stoddler endowment fund and the schumacher scholarship and the cfo will be recommending moving these scholarships to the akron community foundation moving the funds to acf allows the community to donate to the scholarships therefore growing the funds more than our district could so that was the other thing that we talked about thank you anything else for finance okay moving on to our most fun group our instructional policy and student achievement thank you mr president we want to congratulate 11 of our aps teachers who were awarded gar educator initiative grants worth over 98 thousand dollars and despite working through a pandemic last year we still had a great showing of teachers submitting innovative grants to the gar foundation and in um item 20.1 today you

can see the textbook adoption of world languages we're introducing uh with an intent to adopt so take a look at that dr mick williams woods and karin giejick will send out a full board powerpoint presentations and video explaining the proposed world language adaptation for chinese 7-12 french k-12 and spanish k-8 additionally the materials are on display in the board office for the next two weeks for your review at our next board meeting we'll return with board resolution requesting adoption of the materials i also do want to make note that because i forgot to tell my committee members today that dr akbar asked why we didn't have some of our incredible documents that usually accompany our report and we told him that we just put those out once a month so just um comfort to our

committee and to all those who put those documents together for us they are being read and this month or this week we're missed so good to know also during our meetings we've been hearing updates regarding enhancements to our offerings through aps online for the 21-22 school year so we discussed about taking what we've learned during the pandemic to enhance aps online to provide high quality remote learning this fall so dr mcwilliams woods is going to give a little bit more information about that um so we have been talking about um and you all have actually mentioned this a few times about looking at the benefits that we learn through the pandemic and there were certainly things that we learned through this it was actually 166 days of remote learning that we did from march to

march and what we learned through that particularly reflecting on our previous program our aps online that we have been blessed to have in this district pre pandemic that now we have been reflecting since last spring in the summer on how we can take some of those learnings and kind of take that program to the next level we have the aps online for elementary middle and high just to remind you what previously we offered it was primarily self-directed learning middle school and high school similar you know looking taking the curriculum doing it at your own pace doing it at the hours that you wanted if you were struggling we had an aps staff member who could meet with them provide tutoring support social emotional support any kind of motivation working with the families if students were

starting to get behind so that's what we've traditionally done we have traditionally only had around seven to ten elementary students assigned or signing up for registering for aps online and when students would go there if you can imagine an elementary student trying to be completely self-directed it was very difficult for them a lot of our suburban counterparts experienced that when they tried to go remote and went with a vendor and tried to put a hundred percent of their students elementary students self-directed it it didn't go well during the pandemic so what we learned with our thousands of students that were online is that elementary students can be very successful in that remote environment with some live synchronous instruction and so we've worked with our vendor edmentum that you have already previously approved a contract our

traditional contract for aps online we've worked with them and they are willing to offer live instruction for elementary students in english reading math science and social studies so we're excited to announce that we'll be able to do that for the fall for any family who wants to continue remote it'll be you know they'll be able to be scheduled into live instruction at the middle school and high school level particularly middle school we they also are going to be offering live instruction on schedules that if students want to go in and watch a live instruction and be with the teacher they can do that we also could also if a student is really struggling we could work with the family and schedule them in for the live instruction for middle school in high school if needed

and that can be more you know if you're doing well self-directed that's great but if we're seeing you struggle we can take advantage or the family can take advantage but we can also schedule them in um as on more on an as needed basis for elementary we feel as though this really it we need to schedule from the beginning and not wait to see if they're failing and then bring them in for elementary i think we learned a lot during the pandemic that the live synchronous instruction is the way to go so we will be starting to communicate to families during the week of july 19th these enhancements will be reaching out individually to the families who indicated last spring that they were thinking about remote for the fall we'll do emails and calls to

them and then we'll post information on our website about these enhancements to aps online and then our next board meeting they'll be an addendum to the edmentum contract that you've already approved for next year our regular aps online there will be an addendum that will capture this elementary enhancement because we're anticipating more students than 7 to 10 students next year so that will come to you any questions any questions so i have one it's more a comment not really a question but i really want to thank your team for thinking through that i know there's been complications thinking through using our current teaching force to provide both a remote and in-person option and that being a little too much of a challenge to do but i know that we heard from a lot of parents

saying that remote learning worked for them and they wanted to still have that as an option but they didn't want it as where it was self-directed so i think that this provides really every or mostly everything that we've heard from our parents and families during this last however long it's been that's right and and really if we if we go back and think about the different models that we looked at over time it really did help us continue to home than aps online and i i have to give full credit to mr hatcher over here who leads provides the leadership for aps online he's been working really closely and kind of keeping this list of all the enhancements as we went through the last days of school remotely on how he wanted to make those
