i'm all set now let us know when we're ready thank you very much good afternoon everyone and welcome to the regular schedule meeting of the akron public schools uh february 2021. uh we're happy to have you here and thank you for joining us we'll start off with roll call mr pendleton roll call please dr akbar here thank you mr alexander president miss autry here mr bravo here dr hall hi mrs mansfield here this is mckendrick here and welcome our student board member chandler forshee from kenmore garfield high school thank you welcome chandler we're excited to have you here today and can you start us off by leading us in the pledge of allegiance i can thank you very much i pledge allegiance to the flag of the united states of america and to the republic

for which it stands one nation under god indivisible with liberty and justice for all thank you very much chandler and in fact uh we're going to start with community and school reflections and we'll start by hearing uh chandler's uh community and school reflections so we're going to start with you thank you thank you very much so hello everyone my name is chandler forshee unfortunately this is my third and final year serving as a student board member because i am a senior at kenmore garfield high school i am a part of the information technology pathway i plan on attending the university of akron to explore my options to find my major i'm currently on track to earn the akron guarantee scholarship which will make my college experience less stressful speaking of less stress going back to

school is a huge step forward for many students we've been hoping something like this would happen i feel it's important to recognize that akron public schools did not allow us as a school system to come come to a halt and wait for next year coven 19 slowed us down for a while but we bounced back and started moving forward again many students would have suffered if all the extra extracurricular activities were shut down for the remainder of the year seniors would not get the next year treatment and would have to kiss that experience goodbye which nobody wants to have to do even though things aren't as grand as they once were at least we do get to experience life in a safe way the reason i feel it's important to acknowledge is because the people

in charge from all angles put forth a lot of hard work towards ensuring a safe environment for insta person learning from a personal standpoint i've heard from my little brother who goes to innis middle school that he's excited to go back to school to see his teachers to relearn his hallways even it's been so long he forgot what they look like about 70 of my friend group are planning on going back to school and we're all super pumped to get back it's been a long time coming many students haven't been able to see any of their friends since the lockdown started almost a whole year ago i personally have been fortunate enough to see my best friend three whole times since the lockdown started getting to go back will re-establish the mental boundaries that separate

home and school whereas the two had become one with online school the workload can seem very overwhelming because the assignments went from being schoolwork and homework to strictly homework even if it's something like a test that you study for for hours that's still your homework crazy to think about students are not going to be the only ones who i feel will benefit from a normal school setting i'm very happy for this change not only for the students but also for the teachers the teachers will no longer have to be driven crazy by teaching to a silent screen teachers will receive energy back from students teachers say right now that they even miss kids talking over them and cracking jokes kids will be kids when given the opportunity and returning to school will bring back that

flow to the classroom so as you can imagine everyone including teachers students and even the parents are chopping at the bits to see everyone together again in person as we all know seeing someone through a screen seeing that same person in front of you is a lot different on i'd like to say on behalf of the student board we cannot wait to see everyone in person i would like you all to please remain safe and healthy through this time and thank you all for your time thank you very much chandler that was a very well thought out um insight to what our students are feeling about this time that we have uh and this transition that we're going into so thank you thank you thank you uh for serving also for three years being one

of our inaugural student board members and you have done a very good job and we're all very proud of you thank you um including sure those who who have served uh previously uh with you so thank you thank you school um and community reflections uh and i see uh mr bravo as lined up everyone else can line up in the chat mr bravo sure just a couple of quick ones mr president thank you i just wanted to congratulate the akron canton regional food bank on their harvest for hunger kickoff last tuesday there's so many ways during this season this harvest for hunger campaign for individuals and organizations to give especially as we are still find ourselves in the midst of a pandemic and lots of people are in need so hopefully if individuals are interested

in finding out how they can give they'll make their way to the akron canton regional food bank website and check out harvest for hunger i know other folks will talk about this too as well so i just want to congratulate dr james on his final state of the schools address recently as always outstanding job i'm sad to think it's your last one but i know that we'll be counting on you heavily in the weeks to come as as you close out your tenure with akron public schools and thank you for everything that you do i want to give a quick personal shout out to um aaron victor who recently won the distinguished alumni award for torch bears at their recent anniversary event and also to linda dieffendorf for winning the uh reed family friend of

young leaders award it's been a busy couple of weeks but just wanted to say a quick congratulations to both of them for giving back to our community and to for all the work that they do we've had a couple of finance committee meetings which we'll talk about later i know someone will talk about the equity committee and we also had the communications ad hoc committee meeting and the lebron james family foundation follow-up conversation so lots of good things going on thank you very much mrs mckittrick thank you mr president i want to send a thank you out to dr katrina halasa and all the judges for the science expo and the congratulations to all the students who participated thank you thank you very much mrs mckittrick mr alexander thank you mr president uh i just

wanted to uh talk about just briefly two events uh love akron in conjunction with 100 black men uh had an uh a event the other night that was uh included our own superintendent dr james and our own president dr akbar uh they both did a great job representing akron public schools i was proud i i uh text mr mr dr akbar and gave him a high five because he was he did such a good job and uh dr james but there also were other individuals who were part of that event as well and that was uh uh publish public schools rich keller dr sandy womack from columbus city schools uh both of them participate as well and they discuss uh redlining and education challenges the school and school for school districts uh covert and learning

in it with education equity and redlining and education so they had a deep discussion it was very good very professional real well-run so i wanted to bring that to our attention to thank dr james and dr akbar for representing akron public schools in a great manner uh also tomorrow there's going to be a panel discussion on ohio school board association urban network and this is going to feature uh dr james again who's going to speak about our clcs uh and what what the process took and how akron public schools in the city of akron uh developed the relationship and and developed the clcs uh is also going to be mrs fo deborah falk who's going to take part of that panel discussion they'll be jim mullins from united way summit county medina uh marco somerville

from the city of akron i remember reverend curtis t walker and i was asked to be part of the panel which i thought i was getting those guys to be part but i got sucked in so i'll be listening and uh following their lead tomorrow so i want anyone who want who's willing to want to look at that uh go to ohio school board association urban network and they should have a link and you can uh log on for anyone who is interested in listening to the panel discussion thank you to dr mrs alexander next we have mrs mansfield audrey and dr hall thank you so much mr president um wanted to echo mrs mckittrick's uh shout out to our stem awards ceremony also expo known as also known as the science fair to those

of us who've been around for a long time um there were 126 judges that took part 26 coaches and all of our students who went that extra mile um one of my favorite awards this year was the newcomers group which were students where english is not their first um language and this was their first experience in science fair so they were able to participate as groups we had several of those out of jennings and that was really an inspirational um category this year i really enjoyed that missed seeing everyone in person of course but what a fantastic job katrina halasa did as always i love dr james new nickname for her he was calling her hip-hop palasa because she was dancing before the ceremony and her moves cannot be beat i guarantee um i wanted

to thank uh school board student school board member madison diese for the lunch that we got to have after last board meeting she's a really inspirational young lady and i enjoyed getting to know her better and hear some of her concerns as we're getting ready to go back to school and be able to have that conversation we did get to have our favorite sandwiches from subway so we enjoyed that very much um and it was it's it's fun getting to know her i'm looking forward to some softball games coming up here in the spring um shout out to carolyn hersich from miller south who came by the courthouse to take a look at some art that they're going to be featuring an artist for their sixth grade students this month so she got to come

and take a look at the artwork that he has hanging right now and then of course to dr james for the state of the schools and a huge thanks to my fellow board members for um allowing uh the lottery system so that i could get to attend in person it was a great honor to be able to be there for uh dr james last state of the schools because we've come a long way so i'm looking forward to hearing what else is going on and thanks everyone for all of the committee meetings i know there's a lot out there and we've all been a lot of places so thanks for all the hard work thank you mr president um i would like to congratulate and acknowledge our very own ryan pendleton for receiving the 2021

outstanding treasurer and cfo of the year by oasbo which is the ohio association of school business officials thank you very much ryan for your continued leadership and representing our district uh very well um i'd also like to acknowledge and congratulate uh the booktop girls and book the boys basketball teams both of whom uh are the city series champion so congratulations go book though i was actually able to attend the girls uh championship game uh against kenmore garfield it was a very exciting game uh it went into overtime um and the uh championship award is named after the the late great janami jones so that was a nice acknowledgement um so i just wanted to uh give them a special shout out to the coaching team for those uh students and then lastly as always i

have to continue to thank our teachers our students our families our support staff um everyone who has been keeping our district running you know sometimes uh our teachers are the heroes they're always heroes in my book and then sometimes uh they're on the other end of things and i think we forget sometimes uh that they're the ones keeping things going so i just want to acknowledge and appreciate them for what they continue to do um no matter you know what's going on around them they've adapted uh and navigated through this and i just wanted to also acknowledge you know all the team and committees who are behind that's helping keeping this district going and thank you thank you very much um mr hall yeah thanks dr akbar um so i think many of you um

have already stole my thunder to a certain degree um but um first of ms autry yeah that that booktube men's championship i think was against north um it was a real nil it was a real nail biter uh i didn't think but was gonna pull it out um but no i'm kidding booked up in that game very convincingly uh so uh like i say is a valiant effort you know uh from from from the north vikings um and uh you know and we'll get you guys next year i'm sure we'll get you yeah we'll get you next year but um uh but yes and then echo miss uh ms autry's uh other uh earlier conveyed sentiments around uh appreciating uh teachers um i just want to expound upon that just a bit um you know

and thanking the parents and and teachers that they have and folks like me as well um i think it's important to take a second to just thank them not just for reaching out but for reaching out and in a way in ways that are thoughtful um civil uh collegial and professional um we don't always get emails that fall in those categories uh you know and i'm a firm believer that civility is what paves the way for rational discourse um it allows for just you know just again you know um you know societal you know community is super poor so so i want to say a special thank you um to those of you that reached out in a way that continues to be thoughtful and respectful and professional and cordial um you know so thank

you for that please just know that i i don't think any of us take that for granted uh especially especially uh in these times uh so just want to thank you again you know for being so thoughtful and how you reach out to us um also uh you know i got to say that i spent a lot of time last week you know talking to parents that had questions about the survey um you know and so and again these were really thoughtful engaging questions you know and i know a lot of parents put a lot of thought into it so again just want to thank them for i mean there was a one parent i talked to was who was at work at children's hospital miss autry and you know stepped out on her you

know uh break you know to you know to call me back and talk to me about about her about about her child right the question she had about uh the survey and and back to school so again we have some incredibly you know engaged parents um and and teachers as well they have reached out with their with their thoughts about how things are unfolding um so again just really want to thank them uh for that as well um and then um finally you know wanna again you know um echo some earlier conveys about dr james's final state of the union i'm sorry i'm sorry state of the school someone says it felt like it had the gravity of the state of the union um you know so and there were even some some some pretty

funny jokes sprinkled in there as well so uh you know i'm gonna miss that sense of humor sir um but uh but but again yeah i mean so again you know congratulations um you know we're certainly you know sad to see you move on and um but but i don't know that this is the end i mean they say you know um it's just you know opportunity for another beginning um you know and so i know i speak for myself and i hope i think i suspect my boyfriend as well as that we look to look forward to following your future endeavors and um and and wishing you the best in in wherever life takes you um so uh that that that will conclude my comments mr president i'll see the floor back to you

thank you very much dr hall um so most people have taken the few uh uh things that aren't in my uh president's report so i'm gonna thank you for that i just wanted to add one additional thing uh which is the thank you to um dr ellen mcwilliams woods for her upcoming participation in the league of women voters anti-racism program i think it's on wednesday it might be on thursday but it's this week but okay on the 24th so if you can tune into that um and i think that would be an awesome program to tune into um i i did watch um much of the uh program that happened uh last week which was with the ohio school works association members i'm looking forward to seeing our very own dr mcwillian woods participate this

week with that that will conclude uh community and school reflections and we will move on to uh requests to address the board like we have known um and so we will move to the approval of the regular meeting minutes from february 8th 2021 it's been property moved by mrs uh mckittrick is there is it seconded by uh mr bravo call please dr hall hi mrs mansfield yes mrs mckittrick yes dr akbar yes mr alexander yes miss autry yes mr bravo yes thank you thank you very much uh next we'll move to mr superintendent with your personnel recommendations yes mr president i wish to recommend approval of the personnel recommendations presented in categories 5 through 16 and i'd like to turn it over to dr hall um for item 16.1 the death of a staff member

thank you dr james i appreciate it um i wanted to uh acknowledge the um the passing of mrs um nelson forbes mrs charlie nelson forbes uh and just to say some a few things about her um you know charlene nelson uh miss nelson forbes also known as my my aunt charlene attended the university of akron where she received her bachelor's degree in elementary education followed by a master's of arts degree in education she initially started with aps in 1989 as a substitute teacher and she worked as a sub for several years and then was hired on as a full-time music teacher which was a big love of hers she worked at various schools throughout the district she worked at smith crosby reimer in rankin elementary schools um and in she changed subject areas and began

teaching sixth grade at crosby in rank in elementary schools and in august of 2001 she moved to philly elementary school to teach fifth grade where she remained throughout the rest of her career [Music] over the years miss nelson survi served in various other roles such as teaching for summer school programs and she served as an av coordinator and technology coordinator as well and in 2014 she received the district shining apple award she was osu certified in rocket launches and she was excellent at building ecosystems columns she was the first to expose her students to new adventures from from zoo traveling to tar wars known for her kindness and concern forevers the others she was an outstanding teacher who will be greatly missed by her students and colleagues um it's here where i want to break

from the script a bit and just say um you know how thankful i am on behalf of my uncle mr scott forbes who teaches at jennings middle school for all of you who came out to her calling hours last thursday there was literally a line out the door you know and i i have to say that there were some social distancing guidelines that were disregarded um you know during that time you know a lot of tears a lot of hugs um you know and i think we can all forgive ourselves for that and um you know again want to thank you especially you know the staffs of jennings and the staffs of finley you know mrs bennington and miss harper from jennings were also there with their with their staffs and um it was just

really uh really uh heartwarming to see everyone come out and support and recognition of her life and career as well as to you know um really you know help to try to share my uncle who's going through a really tough time right now um you know we we live in a time where there's been at times a lot of questioning of the devotion of our teachers to our students and questioning of the devotion of them to their craft um you know but i but i think i it's important to share that you know while my aunt died from complications of brain cancer um she was diagnosed several years ago and still did everything she could to teach as much as she as much as she possibly could and you know and so literally the week

she passed you know on a thursday she literally talked monday and tuesday went back to the hospital wednesday and passed away on thursday morning you know so this is i think her her life and career and her dedication really exemplify type of devotion that we have in our you know amongst our teachers and our and our staff towards our our students and their families and so so again i wanted to again thank all of you and you know really just again wanted to take a moment and just recognize her um you know and thank her you know for her shining example um and her great devotion to her teachers her fellow teachers her students staff even as um she was moving towards that next phase in in in her in her existence as well so

uh having said that um dr james i want to thank you for the time and thank my my fellow board colleagues for allowing me to say a few words about my aunt charlene and again you know she she most definitely will be missed and we ask that you keep um our family in your prayers so um thank you dr james and i'll turn it back over to you thank you mr president thank you very much uh thank you dr hall for such beautiful words and tribute to um uh distinguished servant who toiled for our students with that being said um and presented and properly presented the uh superintendent's personnel recommendations for approval a motion to approve so moved second it's been properly moved by mrs mckittrick and seconded by mrs mansfield mr pendleton roll call

please mrs mansfield yes and first can i just say thank you dr hall for that beautiful tribute um i was moved by not just the tributes we saw online but thank you for putting a personal face on the life of one of our teachers thank you so much and yes this is mckittrick yes dr akbar yes mr alexander miss autry yes mr bravo yes dr hall aye thank you thank you very much mr pendleton uh mr superintendent uh and motions on the consent agenda yes uh mr president and i wish to recommend approval of the resolutions and motions presented in category 21. thank you very much mr superintendent is there a motion so moved the fact properly moved has been and seconded by mr alexander i believe all right so um mr pemberton roll call

please mrs mcketrick yes dr akbar yes mr alexander yes ms archery yes mr bravo yes dr hall hi mrs mansfield yes thank you thank you very much uh it looks like you have your hands up no okay sorry all right so um thank you very much uh we'll move back to mr superintendent business affairs uh recommendations yes mr president i wish to recommend approval of the business affairs recommendations presented in category 23. thank you very much it's been properly moved by mr bravo and uh seconded by mrs mckittrick uh are there any questions comments or concerns okay hearing that um mr pendleton roll call please dr akbar alexander yes this autry yes mr bravo yes dr hall hi mrs mansfield yes this is mckittrick yes thank you thank you very much uh next week we'll

move on to superintendent's report dr james yes mr president and board members as you're aware at the last board meeting um staff and i presented uh plans for a return um return to in-person learning um let me grab my calendar here so i don't mess up the dates um a return to learning on february 15 through the 22nd and we um talked about in a survey to our parents that i believe dr hall mentioned um the survey results have uh have come back that survey was completed uh late last week and um from the survey it's about uh 69 of our parents would like to have the full-time in-person instruction and about 31 percent want to continue with 100 remote um tonight uh based on you know input from staff i know uh pat shipe

and dr mcwilliams woods and their staffs have been working really hard and i thank them for that uh we've come up with an altar plan just moving the dates up by one week um so in under the current plan which would you know it basically keeps everything the same as we presented um at the last board meeting but moving up our uh kindergarten through second grade and our severe uh md and and uh other students with severe disabilities moving uh that data to march 8th and then for the balance of our students in grades uh 3 through 12 moving that date from march 22nd to march 15th i'm yeah march 15th um we'll have all of our second vaccine doses administered uh for those who started with the first 900 or so doses they'll get

their second dose this weekend and then the balance of our group will get their second doses next weekend um i know there have been some questions that uh uh you know i don't know what graduation and prom is going to look like there are supposed to be some guidelines from the governor's office about that in ohio department of education ohio department of health um in terms of the you know there's been a lot of chatter about is it three feet or six feet well you know when you look at all of our buildings and how parents responded at a minimum uh we'll have three feet uh distance between our kids and remember in terms of safety protocols which we've uh talked about before everyone is still wearing masks um they're still the sanitation process that

we're using the pathways through the building have been uh done to limit you know the backtracking of students so that they can go one way down a corridor and remain separate in some of our classrooms where um in some of our schools where we may have a higher amount of students who want to have that remote learning versus in person you know that distance between kids or just and it'll be more than three feet so it's just there are a lot of factors that go into that that we're just trying to address but the main issue is making sure that all those safety protocols um you know are being followed uh by the students and by all the staff and i don't know if any of my staff have anything to add to that or

if there are any questions thank you very much dr james any questions for dr james alexander yes uh i'd like to thank dr james dr mc williams woods uh pat shite and worked on the teams for uh preparing these uh different types of education that we have for our kids uh i i want to give you all credit and give you thanks because you guys did a great job and i don't care what anybody says uh and whoever may say it that that you didn't do it you got good job because you thought about uh our students you thought about our teachers you thought you thought about everyone in doing this so i wanted to make sure that i say thank you to all of you uh and thank you for the parents who had

the opportunity to say whether they who have the opportunity to say whether they want their kid to attend in person or uh remotely so uh thank everyone for the hard work thank uh uh those in the community who sent information to us as well so i want to say thank you thank you and we appreciate all of you regardless of uh what anyone may say we're we're aps proud we'll stay that way thank you thank you thank you very much uh miss alexander just wanted to point out that we also still have the reopening presentation a new business if your questions are about that let's save that for new business uh okay so miss audrey i'm sorry mrs mansfield you know what i'll wait um dr akbar because my question might be answered so i'll

wait thank you thank you are you any other questions for dr james and his report okay hearing none thank you very much dr james thank you okay and report now um so we go the president's report and so i have uh just two items uh for the president's report the first item is um um ryan's uh our treasure and cfo uh evaluation uh has been uh sent to you uh to everyone um and we have a due date of thursday so we can get your feedback back to um us today that will be uh greatly appreciated it goes to ruth solomon um and we will move forward from there uh with the evaluation happening um uh so just wanted to send out that reminder uh just an update on the superintendent's report i'm sorry superintendent

search the surveys have gone out to everybody now currently under waze surveys appearance we wanted to make sure that our parents were not surveyed multiple times in the same week and so we decided to delay the parent surveys until after they they selected their reopening plans for their families and so that uh concluded last week and this week we are um we have opened the parent surveys uh there just to go over um some small data for you uh we have so we have had a 8.5 percent response rate uh for participation for uh the first few weeks of uh february um and the breakdown is uh as follows for certified teachers and administrators we have 10 10.7 response rate for support staff 3.5 uh response rate uh for community uh members who are non-parents

uh a 7.4 percent response rate and administrative assistance clerical and secretaries we had almost a response rate uh from that group completely and parent surveys are out this week we'll hear back um by friday uh the response rate is for that so far as of this morning uh we had over 115 thing and it just went out this morning so that's a pretty good response rate thus far um we did uh about a way in which we can send out that survey uh better so thank you miss uh mrs mansfield for uh that information that was passed along and i believe uh a new uh survey link was sent out uh so that uh parents could uh receive it in a different way we also held six focus group last week um and those focus

groups were uh there were two focus groups with community leaders uh where there was a total of 19 participants seven participants all student board members participated in a focus group with our um our consultant and 16 building principals uh participated and 12 members of our pta participated in the focus groups last week so we should be expecting uh that report uh from our consultant on uh some of those uh big data points around what our community members um and staff are looking for in the net superintendent and some of the opportunities they see that we have as a district so i just wanted to put that out there and say that uh we want to thank each and every one of them for participating in both the surveys as well as the focus groups uh

i know that that took some time but uh we definitely appreciate it and it will inform our process so um i have gotten questions about what the next steps are so just wanted to briefly share those um we will be meeting as a board on march first uh to discuss um some final uh decisions around the uh the process so meet march 11th to discuss uh candidates and then after that we will have interviews later in the month move forward with the process from there uh more to come on that any questions uh that will actually complete my report [Music] uh mrs mansfield i kind of feel like i probably should ask you this offline first but i will go ahead um have we considered well sorry i don't usually ask questions like this and

i don't know the answer to um [Music] have we considered meeting a person for those some of those march meetings as a board or when we would consider taking a vote to move to in person i i just hadn't heard anything so i'm curious thank you thank you very much mrs mansfield that actually was supposed to be on my report and it wasn't so i appreciate that i'm so sorry yes so we have uh began looking into that um the thought is on march 1st when we meet that we will have a more detailed discussion around that as a board to make that decision hopefully at that meeting if possible but it no you're fine it is also it is something that we've talked about um one of the things that we want to consider

is um whether or not um all board members are at the point where they're comfortable coming back which is something that we have to consider um i i don't think it makes sense for us to be uh partially online and others in person so it would have to be a decision that the entire board became comfortable with uh and that we all would meet um in whatever fashion we met in together as an entire board so just wanted to put that out there that is um besides the process of our superintendent search which will um we'll go into executive session to make some conversations around uh that process and then we'll have um the conversation after that about meeting him in public uh i'm sorry in person or staying remote uh or virtual uh for

our meetings so it's right now we have the option i think until july uh to stay uh virtual we can decide um a few meetings where we want to have it in person and others who want to stay virtual i think we could decide that but again that conversation is going to come on monday next monday no questions about that i appreciate you bringing that up i meant to actually add that in my report um any other questions okay well that was three times so we're going to move on thank you very much everyone and that will conclude my report we're going to move over to the treasury and the cfo of the year thanks no report tonight however we do have a lot in finance and capital management having a couple meetings in the

last few weeks so i'll defer my comments today thank you no problem i feel like i should have done like a wwe type of introduction for that all right thank you very much we'll move on whoa whoa whoa that was that was pretty funny that was too funny like but doctor at morrow you said that i i'm sticking in my inner rick flair voice right you know uh so to be the man you got to beat the man you know i'm just thinking about like be the the best cfo you got to beat the best cfo okay am i being unprofessional i apologize yes no ric flair is congratulations from my generation too so i okay i was actually thinking of his theme song specifically his intro to play okay thank you very much uh

we're gonna move on to many reports we're gonna start off with legal contracts and board policy no report we have no report tonight in my ric flair voice all right thank you very much uh mr alexander moving on to finance and capital management bravo yeah just a fun fact uh i went to uh wrestlemania eight so just saying i was there um all right finance and capital management we had a great last couple of weeks due to some scheduling conflicts we had to reschedule uh one of our meetings we actually had two meetings back to back on the 10th and the 17th uh diana or ms hatre and i are going to split the report a little bit i'll kick it off just very quickly and say that um one of the things that we

chatted about uh that i hope maybe even in a very quickly in a board meeting maybe under presentations or something at some point we'll at least point out to folks where they can find some information on our advocacy and our advocacy page on our website so if you visit akronschools.com and you click on district and go to advocacy just two clicks you can be on our advocacy page where you can learn about some of the issues that affect k-12 education throughout the state some links to find your legislator and we're going to be continuously making improvements to that page and putting some information on there and shout out to miss autry that was something that she was uh championing and had asked for and uh we uh mr pendleton our cfo of the year was

able to implement that and so we thank him for that we thank uh miss solomon for her help on that as well and the other thing that i'm going to chat about real quickly before turning it over to miss autry is that we've been doing some strategic planning of our own in finance and capital management there are a lot of items on the table that we have talked about last year and this year that we are putting that into a strategic plan and action items for the finance committee that includes building a building level dashboard which we've actually been talking about for a number of years now but is getting closer and closer to actually being a reality uh where we can look from a finance perspective at a building level dashboard look at data

collected by building level on resources that are spent within each building that ties very closely but is different than the equity dashboard that we're also working on to create sort of a purple a per-pupil spending look from an equity perspective across our district at how we're allocating resources we're also looking and doing a review of esser funds i mentioned the advocacy page creating a framework for reporting on our investments in major i.t initiatives particularly around those that have popped up even since the pandemic we've been of course continuing our discussions on a plan for a potential levy and how we'll communicate that with the board the staff and the community big on our list of course is the review of the master facilities plan as we come to the end of our current master facilities

plan and the end of the state's involvement and their financial contribution in rebuilding or renovating our clc so that's something that's very important and of course as always our budget planning and budget planning document getting the board more involved in the budget planning process and our cfo's looking at creating a more community wide i think digestible and good-looking budget presentation for the community at large so lots of good things we started attaching responsibilities and target dates for each of these so we look forward to reporting out to you in future board meetings on our progress and with that i'll turn it over to miss autry uh for the balance of our report thank you mr bravo i think you covered just about everything so i'm just gonna again thank uh ryan and ruth so much

uh for getting that advocacy page up and going i want to encourage everybody listening to please visit that page a lot of good information um especially learn about house bill 920 because that's the foundational bill that explains why we need levies uh in the first place um it is all of our responsibility uh to be informed and aware of these different things so please um if there's any other items that you think will be helpful for that it will be ongoing uh updates to that site um including uh how do i get involved uh link on there as well as uh getting information about our state board of education um of which our tim miller currently sits on so um and then also exciting i think about that is there will be links in the

future when any of our members including our treasurer is testifying um which i believe he will be testifying upcoming uh on the fair school funding plan i guess his house bill one which is again really good news uh for us and then just kind of uh piggybacking on what mr bravo said about our budget planning process i think that is really really key for us um in aligning our priorities um and just kind of tying it into a recent meeting we had a follow-up meeting with the i promised school um and a lot of things best practices that we see that they are doing um you know it's important for us as a board uh to make sure that our priorities align uh with what we're trying to do in the district including you know

that is reflected in our our budget process so i just wanted to share that um we also had a very interesting article uh that we discussed um about school funding um and i just thought it was interesting that the national average is fourteen thousand dollars uh compared to our six thousand here in ohio and i'm looking forward to uh us using our advocacy uh to get that uh adjusted moving forward in the future so um i think that kind of sums up everything uh that we discussed thank you thank thank you very much uh mr bravo and mrs autry um financing uh man i'm sorry wow instructional policy and student achievement good evening we met uh miss autry um miss mckittrick and i met with um and i think a couple other members were in

attendance for instructional policy forgive me we were really taking a deep dive that day into the reopening calendar and the whys and wherefores of that that was the tuesday after the friday that the governor had held his press conference so we had a lot of questions concerning reopen so we did focus on that for most of our our meeting i would um point out that almost always there's an update that is also in the paperwork that the board gets that tells what our college and career academies are doing and we don't usually go over each and every one of those items because you all get them but please take a look when they come there's usually an i promise one too i'm sure there will be next month but please um just pointing out that

that is in your in your documents we don't necessarily go over those item by item i will allow miss mckittrick and miss autry to add any other comments to that update i think that covers it yeah i just i wanted to quickly acknowledge hatton clc for receiving an honor uh for their pbis uh program they received the bronze award so i just wanted to acknowledge that um mrs g dick and mrs mannion and also uh we did briefly talk about uh school improvement grant um that book though clc will be receiving in the amount of 73 000 um which is going to focus on teacher and principal leadership development so um and also north uh clc uh some of those uh administrators will be participating in a women in leadership programming sponsored by the university

of virginia thank you thank you ms audrey thank you very much uh for that report next we have the equity uh committee um dr hall yeah right yeah i think mr president um so uh so we met on february 11th and our meeting was attended was very well attended um by the following folks um miss felicia ferguson miss chapman miss altrey dr james mr rambler dr glover uh miss geejick dr rakbar miss mckittrick myself mr alexander mr pendleton apologies if i if i omit anybody that was there um and we so you know to jump right in you know we began our meeting by uh and recall this is you know this is a new board committee right so so that was very important to start off um our first equity committee meeting by discussing

uh the foundational supporting documents that establish the committee and its mission um so we so we did that you know it's really really the level set to make sure everyone should have understood why we were there uh and what it is that we aim to do um and then we also discussed several different approaches to the work um you know because you know equity uh can be very very broad um and there's a lot of different areas of opportunity you know within our our organization and so one of the things we didn't want to do was we didn't want to bowl the ocean uh and so it's been a a sizable part of me sort of talking about how do we first begin uh the work um we also um you know uh discussed um

you know next steps right so uh which which and again this is not an exhaustive list but you know but this is just sort of uh some examples of things that we talked about um you know we talked about reviewing um you know our our our dei uh board matrix um that ms chapman shared which was which was really consists of um each department's um equity initiatives right or equity related initiatives uh so really so really you know reviewing that that that that matrix um you know um providing feedback to those contributing departments and then establishing or creating a schedule to bring those departments in uh to present on the work that they are doing um you know as an aside i know that dr james talked about beginning work around equity audits as well

um you know and so so so again so really there's a there's a there's a lot more that that that we could talk about here in this space but again just want to get you know but i just want to get some highlights but just know at day's end what we're seeking to do is align the work that we're doing around equity we're seeking to ensure that it aligns both with our foundational documents as well as aligning in a very robust way with our aps um advanced um three-year agenda um so so i'll pause there and i'll defer to mr alexander dr james if you have a if you have other things you'd like to add to that um dr akbar again you know what i want to open the floor because again you know

equity is something that that we're all going to be involved in here um and so so as we move forward you know you know um you know i'll take the first stab at doing the committee report outs but i i just make it very clear that i'm always going to leave room for those of you that are also attending you know to share sort of what your thoughts are uh as well so so i'll pause there and defer to others that may want to add to that um i will i know um kathy mcveigh is uh on the call and you know we are putting in the we have to put in some positions regarding diversity equity and inclusion you know we have drafted a job description for like if you want however we're going

to call it the chief diversity officer or however and then also a curricular person around diversity equity and inclusion owlette cafe provide a quick update on that work yes if you recall a few board meetings ago we had we obtained approval for the family and community engagement manager position and also the learning specialist for diversity and inclusion so we posted uh both of those positions postings recently closed and we are in the process of reviewing the application for all the candidates that will be moving forward here um fairly shortly on scheduling those interviews and then as dr james was indicating the job description for the diversity equity chief diversity officer position our plan is to have that for you for your approval at the next board meeting we have that in a final draft form

um and then we'll have that ready for the next board meeting just want to add a couple things uh with this work that we're doing as far as equity we're talking about equity in all aspects of of the school district but we want to make we're focusing on that but we also want to make sure that what we're doing rolls right back down to our student and student achievement closing the student achievement gap and the opportunity gap for our students because that's what it's all about when we're talking about the equity and education we're we're talking about what is going to make have a positive impact uh so our students can be very successful so all the things that we're putting out as far as equity is going to have an effect on on the

the students i mean even when it comes to administration that has an effect on our students who who looks like them who they see and so forth so it's going to be uh some good work and i think it's going to be really good for our students but not just the students of the district as a whole thank you dr hall after that and i think mr president i think that concludes um our committee's report out so turn back over to you sir thank you very much um i see miss mrs mansfield has one additional item for instructional policy sorry i just got a note we neglected to mention that our elp our early learning program was also awarded a bronze award with um for their pbis so i wanted to make sure that we

didn't leave them out um that you know they worked very hard and uh wanted to make sure they got that shout out as well thanks so much for indulging that very much next we'll go to the communications ad hoc committee uh which met last friday um i will just give uh uh some brief uh updates and then turn it over to miss um the meeting was i think very uh good we we met um to discuss uh basically what communications uh you know processes and strategies we currently utilize and what opportunities we have around trying to figure out new ways to communicate to our families and community members who we're not reaching as successfully as we want to and i think it was a great discussion to learn about what's happening uh we learned uh

that from mr williamson um gonna forget the other two individuals names off the top of my head uh but we have someone there for the summit radio as well and for some reason i believe his name was jeff but that that might be a poor memory for uh very much nowhere near the names that i was thinking in my head so um thank you very much uh mr bravo so we we met we learned a lot um and we i think came up with a plan for uh what we'll do in our next meeting and we may be meeting i think in the next month to work on that and figure out who else we want to include in that conversation uh and i know mr bravo was there uh dr hall was there for

a little bit and uh miss altrey so i'll turn on miss altery to make any uh concluding remarks thank you mr president i also wanted to acknowledge um that uh carlos sibley was there um i'm sorry carl chapman was there in mark williamson and also joanne isaac a teaching and learning specialist is going to be working uh with mark um on some of our external communications and as uh dr agbar noted uh there was a lot of learning that took place it was nice to uh hear uh from the various folks um and one of the other often uh not really um acknowledged folks who help with our communications is ryan rittenhouse i just wanted to acknowledge him because he's responsible for a lot of the videos that you see uh that promote aps and

of course making sure you know we go live when we're supposed to um learn about some different important members of the communication team uh most notably the family liaisons um how they are going to play a vital role and how we move forward so we're looking forward to maybe hearing some perspectives from some of those folks uh we also talked about uh capitalizing on the passion of our sports and the role that coaches play in our communication and how can we engage them um as well and then we talked about you know essentially we're going to be aligning things to the advanced aps document and all that we do um and then i just wanted to mention too uh mark williamson mentioned hubspot which is a new um that we're going to be exploring um

that helps us better coordinate our messaging and metrics so that we have consistency across the board uh from the district to our our family so i'm looking forward to uh more uh learning and work with this committee i think we decided that we're gonna be meeting monthly so um if anyone has ideas or input please feel free to reach out to me thank you very much miss autry um mr bravo do you have anything the two of you were there you and ms archery covered it extremely well i thought it was a good meeting i thought uh mr williamson um and miss chapman did a great job um talking about what we are doing and i thought it was very good i i loved the the conversation and uh there's always room to to learn

more and learn something new um so it was good it was good to participate yeah i would echo that i have nothing to add thank you very much well thank you uh everyone um since that concludes our committee reports uh it looks like we have no unfinished business but we do have new business which is the return to in-person learning and then over to dr james oh you're uh you're pulling at me right i made fun of you at that one event and now i'm doing the same thing um so i have uh we have a um resolution to consider about the return which actually will set the you know set the dates um of march 8th again for our k-2 and our students with severe disabilities in grades k-12 and then on march 15th

for our students in grades 3-12 and i believe there were some questions or comments yes there were and if i have to order correctly it would be mrs mansfield mr bravo and then dr hall one of the questions i had and looking through the website i couldn't quite find the answer was i had a few folks ask about um the use of face coverings versus um masks the are used um sometimes it says face covering sometimes it says mask um so i'm wondering if you can clarify that whether um you know for example will they be able to wear like the gators or will they have to have a face mask that's given by the school or are we allowing for expression with those just i know it's a it seems like a mundane question

compared to the big really big decisions we're making but right yeah um so uh face coverings and face masks as far as i'm concerned are the same thing the only the issue that's different is a face shield which um you know for there might be an issue with some students but for the majority of them it would be mass and deborah fo can correct me if i'm wrong and we have quite a few uh mass that we have in stock we know that there may be kids who want to bring their own um uh there will be i'm sure some guidelines that we'll need to follow in terms of i know that self-expression and i think we can follow just our regular um uh board policy regarding you know as long as it's not an

offensive you know peace i'm not i'm more concerned that kids have a you know a mask on their face than you know what it says as long as it's appropriate messaging uh things like that uh dr james i can give you a little bit of an update a dr james is correct it a face mask and a face covering are very similar terms a properly fitted face mask or face covering covers your entire nose your mouth and your chin therefore it usually should be double thickness in order to properly secure the coved virus which is a droplet compared to what you breathe in in oxygen or exhale in carbon dioxide which are very tiny so you do not have any acidic issues with wearing a fast a a face mask or a face covering gold

is not considered an actual proper utility use because it does not cover your nose mouth or face however there will be students and staff members that for health reasons may be advised not to wear a properly fitted face mask or face covering we will look at each individual case for a safe safe a safe operational method for each student and staff member and determine what is appropriate so therefore gators have been one of those that are most materials are not a double thickness so therefore they do not tend to be appropriate face coverings if they're not of double thickness and gators tend to be a single piece of material so they haven't necessarily gotten the same grace and approval at the cdc or other levels of health department requirement because of the lack of material

thickness don't fit properly tight around your nose your mouth and your chin is that helpful mrs mansfield and ask answering your question yes thank you so much you're welcome thank you very much um move to uh dr hall roger that thanks mr president appreciate it um yeah i have several i have several questions as well i think these may be more for um at least this first one i think is a follow-up and maybe for miss spock um regarding um mask etiquette now i know i asked this question at the last board meeting and yeah so i'm getting questions about this so i was hoping that we could um just sort of take a moment and talk through this again um but twofold one you know how do we address students who do not wear

a mask um or maybe refuse to wear a mask uh would be kind of part a of the question uh because because that question is coming up quite a bit and then part two of that uh is um i'm assuming that we're gonna have mass on hands in a school because because i could because i can you know not that i'm have powers to predict the future but i could see this um at a number of schools you know kids showing up with with gators on you know right i mean and and you know you know so um and i just would want to make sure this is something that that we have something that's in writing that we're applying uniformly across the board and and not having some schools or teachers on how it

and others not and then we've got discipline issues around it there's inconsistency i could see this i mean i can see this very quickly becoming a concern and so so that's partying part b of the question and then my second question was um but it was in relation to a teacher made a question about about how are we going to handle um recognition so whether it's like elementary graduation or high school graduation have we got that far yet um you know and so i think the question is really i think the origin of the question is really nervousness about having visitors in our buildings and so those are my two questions and and at least miss book i think the first question probably is more for you so i'll defer to you dr hall we

have masks available and have provided them to not only the community since they've been donated to us through our meal service we probably at that point have done thirty thousand masks over since uh july when they started we currently have a large number of donated and purchase masks available in our warehouse and we have already supplied school offices with those starting just prior to the remote plus and we continue to ask as they asked to supply those so that is not a problem if a student would need a clean mask a student forgot a mask a student i needed an adjusted mask we will have those available for students and staff as well so with that i don't think is a concern that we have regarding what is appropriate for a student who refuses to

use a mask we are truly are wearing a mask as an example we are working on what is appropriate guidelines to help our teachers and our principals help reinforce because please remember that is a requirement of the state that students in k-12 must be masked unless there is a medical reason not to or an iep where it says they should not be worn and we're handling those on an individual case-by-case basis is that what the information you're looking for absolutely that's what i was looking for i appreciate it thank you kindly you're welcome and then i think on the second part of the second question regarding graduations those we're waiting for some guidelines from the state i think last week the governor mentioned that um they will be looking at you know those i think

today he said having people properly space so i don't think graduations this spring will look like um you know a normal graduation i think there will be some uh spacing that will have to take care of you know mask and we'll have to look at how we get those scheduled but we are waiting for those guidelines to come out thank you very much next we have miss autry thank you mr president i think mrs mansfield mentioned uh earlier during instructional policy committee meeting we we had quite a bit of conversation um and i think we discussed that during meals there was going to always be six feet and then in the instructional setting no less than three feet um so i was just hoping for some clarification because i've gotten lots of uh inquiries about

the three feet um i was told that's not a cdc national stance um so they wanted to make a decision based on guidelines they wanted to know you know where do we get the three feet uh metric from thank you right so cdc makes guidelines um the six feet came from if kids are unmasked to eat breakfast or lunch you know so that's from our ohio department of health um that they have to be at least six feet apart so that means we can't have all of our kids in the cafeteria yeah we're looking at whether we can use the gym or whether some of the buildings they have the instead of the stage being between the two the stages on the end so we might be able to get you know our typical lunch

period in uh in uh some of the cafeterias but not all so we're working through those but the three to six feet you know the um some earlier guidance and debra can help me that came out in january talked about three feet of social distancing as long as kids had masks on and we're following the sanitation procedures in our buildings because of um you know how many kids show up will depend on what we can do we know at a minimum we can have if it was a full classroom we can do three feet between the desks that's a typical standard in our situation it'll probably be more because we won't have all the kids 100 of the kids pretty much across the district aren't going to be in each of those uh school thank

you dr hall the the american academy of pediatrics i know we had a lot of discussion about that earlier so we're looking at in some of our classrooms it may be closer to the three feet but it'll be a range and we may have to make some adjustments with that range and it all depends on the staffing in the building how many kids are going to show up in each building i think if i remember from some of the survey data you know based on the different grade levels i think at uh elementary there's probably more closer to that 70 percent of people who want to have that in person but as we go further up in great level i think if i'm not mistaken it might have been the juniors may have had one

of the lowest percentages maybe closer to 50 percent wanting the in person so it's gonna be a number that'll float in in each of our buildings but you know there are other ways of ensuring safety besides the social distancing the more important ones are making sure that kids and students as dr hall referred in his question are wearing the you know proper mask keeping the mask on you know we're following the fogging system in terms of the sanitation for our buildings and also making sure that students are walking certain pathways and buildings and that they're properly spaced when they're in the hallways and in some of the multi-purpose spaces for instance in lunch thank you dr james uh you're welcome thank you very much uh next we have mrs mckittrick thank you dr akbar i

want to uh bring this sort of full circle and thank the hours and hours of work that went into bringing this plan to fruition and to gently remind people that our priority has always been to keep people safe and not just the people in the buildings but also to the families that they go home to and so i want to make sure that people uh keep that in mind because it that has always been the goal thank you thank you thank you very much mrs mckittrick any other comments or questions okay uh i'm sorry mr bravo yeah just if i might real quick echo uh the sentiments of my colleagues and just say thank you i don't think anyone thought when we began the journey through the pandemic last year that it would be quite

as extensive and prolonged and complicated and expensive and challenging as it has been but our staff our administration our teachers um our bus drivers our security personnel i mean everyone has really stepped up and it has been the most challenging year since i've been on the board and i am so proud to be part of akron public schools and our response to this pandemic and and the way that we have handled ourselves um and i'm really excited both as a board member and as a parent to see our kids going back um and as many have said probably before me i have a whole new appreciation uh even having subbed in buildings before um there's a whole different um there's a whole different spin on it when when it's every day all day and for

an entire year and it's it's been a learning experience for all of us and for the parents that have stuck uh by their kids and and stuck with us through all of this thank you um and to all of our teachers and and everyone who have pushed through uh this difficult time thank you because it's not been easy and um there's just so much appreciation that goes out i think from us and and certainly for me personally um so i just want to echo the sentiments of my colleagues and say thank you it's it's been quite a quite a journey and i'm glad to see it coming uh as someone said just a moment ago sort of full circle uh back to and getting our kids back in school getting everyone back to some semblance

of normalcy and i look forward to hearing what our plans are for the summer as well because i know that i've gotten some questions i have some questions and so i think there's a real opportunity for us to uh to do something innovative with our kids this year and i know the superintendent's working on that so an assistant superintendent so thank you so much for everything appreciate it thank you mr bravo um mrs mansfield just real quick i don't think anything encapsulates how we feel about it as well as watching chandler um when we first started today i i think that it if there's anything that put an exclamation point on how i feel with all the emails we've answered all the phone calls we've answered in the last few weeks answering to um the

state answering to each other or answering you know all those questions i think what brings it all full circle and wraps it all up in a and as much of a bow as we can during a global pandemic is seeing his excitement and watching um someone who's a senior and someone who's been on quite a journey with us and and in his own life with all the challenges and and that this has brought there's nothing that made me feel more excited than watching him so i i hope that others if they didn't watch that part go back and and and just watch that young man and see what he's looking forward to so thank you thank you very much before we vote i do have a few remarks that i've prepared um to share with

everyone the first thing is i want to take everyone back to march 9th 2020 which is the day many of us boarded a united airlines flight and i say that because many of us uh boarding that flight went there with the intentions of learning everything we can about middle school transformation as well as the college and career academy model from the ford next generation organization little did we know the world was unraveling uh before our eyes uh in a very quick fashion um with a coronavirus and would become uh the most probably tumultuous year of this district's life uh time as well as each every each and every one of us we all live this together parents community members board members teachers all of us we live this together and as we travel back um

one i think it was the 12th or 11th of march we uh began to talk about um i remember uh dr mcwilliams willis pulling us all together to begin talking about what was unraveling in the news about this virus and how it would impact us in the more immediate future little did i know less than a week later we would be convening as a board in person uh learning i think that was in my opinion the hardest but easiest decision that we've made because we know that safety is the perennial focus and concern for this district as well as this board and so it's easy in that way and the most difficult decision that we had to make because we know the reverberation that that will have across this community within our students in their

daily lives and the staff faculty administration the many hours that will be mounted upon them in ways that uh probably was not thought of before and in this whole thing there's been questions about our decision-making as a board at the end of the day safety the cornerstone of everything that we've done to make sure that all who are entrusted in our care not just our students but yes including our students our teachers our administrators and yes you in the community out in akron to you to do everything that we can to keep everyone safe and that's what we've done we believe that uh from the very beginning this board made a statement that we were comfortable being safe and being a little uh too cautious just enough and i believe we are at the pivotal

moment where we um come to where we have to return to in-person learning but at the end of the day i am proud the board has done and everything that we've stood for because safety has been first students have been first first administrators have been first and the city of akron has been first i've superseded that for us and because that priority has been a cornerstone of everything that we've done we have made some difficult decisions some that people have questioned like sports well all of this is about minimizing risk and for sports we decided as a as a board that that was minimal risk that we were going to allow parents to make that decision when it comes to in-person learning that affects a lot more than just personal choice i feel like that

risk was minimal and so i want to just think the countless of hours that our staff have made we've made countless thank yous to doc dr uh james to dr mick williams woods to pat ship and uh to michael householder and uh deb folk but we also want to thank everyone that we have not named so to everyone who's been on the committee to the staff the administrators to the teachers we thank you to our ed assistants for putting up yeoman's uh type hours and and and duties to our to our family liaisons who have gone above and beyond to connect our families to every uh resource that they needed in a time that has been unprecedented and uncertain in many in many cases so i want to just take this time to thank you

uh thank you thank you thank you to everybody uh who i can't name personally but everyone who's been a part of this district who's made this difficult year because we would we stuck in it together and i think that togetherness is what will continue to make us the shining school district uh in our area and one of the best in the nation and as uh chandler uh said it best uh this uh this uh earlier this afternoon people are ready to get back into the school buildings but we were thankful thankful and thankful that safety is always guided everything we do so thank you again uh to our staff for everything that you've done um and to our board for continuing to make safety uh that that that pivotal uh and most promising uh point

that we've done and we've kept our promise uh since we had that first conversation uh with dr mcwilliams woods uh what uh march 11th about what was to come i have done it so i just wanted to leave you with those words before you vote um i want to turn it over to mr uh pro call please on the resolution dr akbar do you want to take a motion in a second or did i miss that oh lord thank you uh it's been probably moved by uh mr bravo uh seconded by mrs mckittrick thank you very much uh mr pendleton now can you take the wrong call please mr alexander yes miss audrey yes mr bravo yes dr hall aye mrs mansfield yes this is mckittrick yes dr akbar thank you thank you very much
