001[Music] all right we will back in Scott you could have I told so I guess just real quick I Dr mentioned that you know Jeff and I were on stage at the National Convention which is is true and was very weird because we have been there quite a few times with students but I do want to mention that we were on stage once um Morgan Anderson who was our national officer this year there are over a million FFA members in the country there are six National officers so when we say here at amand cleek we had a student that was literally one in a million we did we had a one in a million and she was on stage every session all all week National Television RFD TV broadcast this every session live romanda CLE
002Creek jacket was on on the stage several times it was up on the screen several times so um that's a pretty special thing and I just I just you know what I don't know we just we do what we do but to have our kids up there doing that is is pretty amazing and like say to have one in a million we we literally had one in a million um and she just so just ended that to kind of come back to normal humanish stuff she how's it going she's like this is so weird um and then and then I and that's something that you know we've we've had many state officers which is also very rare um some great kids um but uh to have one National officer is something that we never you
003know you don't sit down 31 32 years ago and say we G have a national officer that's just you just don't even think about that because it's so rare and then to have one but then if if everything goes like it it might Hannah helped us at National Convention she helped my iom team while I was with Merson doing the job interview contest and I and and Luke U from phelicity Franklin was elected as a second in a row Ohio National officer and uh and I kind of you know I kind of sent something to Hannah at convention like well you know Hannah youd make a you make a heck of a national officer um and I think it it got her thinking I think she was already thinking about it anyway I do believe
004she has decided to run um and she's got a I mean as good a chance as any other I mean to the fact that we've had one and potentially might have another even even just the the not the candidate is something but to have a shot at two from one school is amazing so we have some tremendous kids I guess what I'm getting at and that's pretty exciting so with that kind of brief thank you all right again thank you all and congrats to appreciate all you do for our school and kids um public participation continued Peter it's hard to follow that um so yeah thank you for having me I am uh Peter Smith and I'm serving as this year's FF president since the last board meeting as a chapter we attended the national
005fa convention where we recognized for a national two Star Gold rated chapter we had two groups one an individual and one a team mine Anderson competed in employment skills where she finished in the first round Maddie cordal Haley Robinson Katherine Buckley and Emma strickler all competed in agricultural Communications where they placed ninth in the country with a gold rating Morgan Anderson a former alumni gave a retiring address as the eastern regional vice president of the national f chapter she and her fellow officers were just six people out of more than a million to be selected and we are extremely po of everything she has accomplished we also hosted the state officer leadership night event in the cafetorium we had 275 students in attendance at this event made up of 11 or 14 different schools our
006chapter had 32 of our own students who attended this sadly we had our last act breakfast at fres since they are closing in Lancaster this will not be the end of these breakfasts though next month we will be having it at McDonald's for our cdes we had five students participate in our job interview Ellie Moss MD cordal Emma strickler McKenna Singleton and Riley strickler in this contest they all placed in the top five individually in this in the future we are going to be volunteering and helping with AC PTO secret santa we're also going to be participating in our own holiday food drive where we all where we will SAR out bags around local towns and have them donate food items lastly we are going to have our fruit and snack pickup where students who
007sold items will come by the ACT shop and collect their items and deliver it to their customers um yeah so thank you guys very much for all of your guys support and without your guys support we would to be able to accomplish as much as we've done and have the things we have so thank you I'm Ellie Moss I'm your high school student lison for the 2024 25 school year and before I begin um I hope that the board has had a great month this uh thus far um there's been a lot of negativity in the air this month and I want to remind everyone to St in good spirits and to remember to love and accept each other even if you do disagree with them so to begin um the girls varsity and JB
008basketball teams both played a number of scrimmages this past month we also had a lock in for the younger girls on October 5th and this past Friday they had a meet the team night and last night they uh they hosted a tip off dinner come support the JB and varsity basketball teams at a home game against Minford this Saturday evening Additionally the boys JV and varsity basketball teams have also had a number of practices they've had two scrimmages one at GP and one at home and their meet the team night was the same as the girls night our National Honor Society chapter recently wrapped up their sponsored kindness week where they encouraged students to complete an active kindness after school take a picture of it and use the hash AC acts of kindness to be

010is hosting a member only event at Miss viron's room the event will take place during the H first half of the school day and members will get to watch a live stream kidney surgery and students will have the opportunity to speak with surgeons via microphone to ask them any questions they may have during uh regarding the surgery the concert in jazz band prepars for the annual Winter concert that will take place on December 11th with songs such as bells of Joy a grinch medley and classic sarahjo you won't want to miss it the drama club continues to narrow down choices for their spring play and they expect to hold auditions the next coming month towards the mid of December the Hope Squad hosted a Halloween costume contest last mon month where students wore their school
011appropriate costumes to compete for a gift card and this month each student received two uh paper leaves to put on the Gratitude Tree in The Glass House stop by to look at it on your way out the academic challenge team um had a brief sorry the academic challenge team is having a brief meeting tomorrow after school for new and returning members to get a grasp on what the Quiz Bow style tournament will look like in this upcoming year boys and girls wrestling has finally begun they had to meet the team night last Friday and their first practice will be um or was this past Monday that is all the recent news that I have from the student body to offer tonight and I want to thank you all for your time and support all right
012other public participation Brian thank you president Shar board members Dr Edwards and treasur of fair child I will be very respectful of your time because you have a lengthy meeting so I'm Brian ever I'm an attorney with Zager law in ler Ohio and we as a firm have been retained by um National brid Renewables with respect to their Carnation solar project I'm here tonight just to pass out the most recent newsletter which I see on some of your tables so this might be a little bit duplicative um but the idea being just to keep the board informed um I also want to pass out my business cards there are questions that the board has you can reach out to me via phone or email i' be happy to answer them or more likely put you
013in so thank you very much all J is it Spangler I got some information guys so I got uh not to long I sent a letter to Dr Edwards and mrsy and all today all I'm doing is seeking that from the board under paragraph one of my letter I sent to them to seek uh some time to to research instructional material based on the uh well the zones of Regulation and any any instructional material with that and relate to that so I'm just here to talk to the board to get that information so I think that um I I corresponded back with with Mr Spangler I believe that principal Frey had um reached out to him is that correct principal Frey you had connected with so um just in a brief conversation I think U
014my belief is you were you were saying that you thought that you needed to come to the board and request that information yeah well under State wall yeah yeah so I'm requesting to the board directly to get all this instructional material set down and review it myself so that's that's what I'm I'm requesting that information that's all I got down for public participation and Council update yes um curriculum Council prior to this meeting we um really just had a an update across across Departments of what's going on specifically around curriculum talk a lot especially in the preschool K through three foundations Whitten wisdom Bridges some of curriculum some of it new some of it um a learning curve both through the teachers but it sounds like the kids from their perspective are really into it
015um so a lot of exciting stuff there and then on from there three through fifth grade really building on those um curriculum that they're rolling out at the lower levels um everything building on each other and then at the 612 level updates from Ela math social studies science and the Arts um at the bottom line just a lot of exciting stuff and it sounds like the kids are really into it I think more than anything that uh there's an excitement especially among some of these newer curricula that are coming out was the main takeaway just I think just an overview um you know from my perspective a lot of times we ask you come to the board and you know ask you to buy curriculum and and support curricula and and to be able to
016have conversations about how you can see how that's uh being implemented how that's being um they're reaping the benefits of scaffolding and building on one another um a lot of lot of interesting conversations about you know some of the Wht and wisdom books and anywhere from survival in the mountain the um they said something about what was it um insects or something like that so and I thought was to see how everything Dove Tails together so prek builds de K builds to you know and on and on and on and you got to do one you gota you know talk before you run and so it's pretty pretty exciting stuff I think the kids are at least by the report certainly engaged so it's good and we were weren't able to dive into it as
017much but even the data that we're we're collecting along the way showing that you know they're making progress and we we're we're continuing to build so where a certain grade level was last year this year we and some of them we're starting higher than where we ended last year we contining to build with those percentages of students that are that are on level so how did we do the report card and the Evas how do we do on the report card are we improving on our report card are we so overall the the the the which component so so I'm just the [Music] agenda report card just so um we with that we ran out of time before we got to that component of the agenda okay Department okay so more to come what are
018you talking it was on there sounds like things are so a couple pieces I can speak to that really quickly though is um so we have been working um we started last year and we are officially working this year with the state support team um and working it's throughout an acadm Pig but it it is looking is working with our um administrative team and then working with our teacher teams to look at how we're providing instruction how we're monitoring instruction and how we're measuring that student growth um so that has been um some of the things they talked about was some restructuring of teams and looking at at student performance differently and that as a result of some of the conversations we've been having over the last this is p stock year probably at least
019um of of getting getting those things in line so um you know feedback from our state support team one um just the other day we had a meeting day before yesterday um they they had commented that it was they said you're our favorite District to come to she said because you guys are engaged in the work and you want to do the work um and you know they commented that we are um we're in a very good place compared to a lot of the other districts that that are also working along in that Grant as well so um good things good things moving and structures play in place anything else okay M you want to mention what student achievement um I for you guys to email there was is pretty uneventful the one thing that
020did catch my attention is that um the class 2024's average ACT score dropped um and as well as the SAT scores were down yeah they didn't really give a reason why but also they're having um record numbers taking the new um I guess local schools are offering it free instead of have and they seeing records record numbers that the kids taking with the tests with that program yeah all of our Juniors um take the ACT here so I think I saw one there was there something mentioned about was that something else it may have been in the text I saw I think I saw something I made a middle note to mention how much I enjoy hearing about the stuff that we do with the Veterans Day our kids in community and I to one
021day and then all these signs out front things about family members and stuff and I just think that's awesome so appreciate all you veter Day stuff um legislative um they are back and very active they have have sent one bill bill 104 is on the governor's desk now um it relates to CCC plus and they've added to protect all students part of that from house bill um so anyway that one has been approved by both houses and it's sitting on the governor's desk there's lots of other things that the Committees both in Senate and House are considering I have a laundry list but until they actually bubble up into becoming closer to a bill they did the governor sign that bathroom though not yet he hasn't signed it that's I knew was on his desk
022thought he was gonna sign it it's officially called protect all students but it's also known as the bathroom bill um still waiting yeah they're waiting for him to sign okay thank you and building principles all right at the primary building we are preparing for our literacy night tomorrow night um it's an event for our K5 students uh it will be held at the primary Cafe uh they come in we have free dinner from 5: to 5:30 I think we're doing spaghetti and garlic bread maybe uh then we'll have the book fair open and we'll do lots of activities BAS B around literacy that will be out of this world our theme this year is is space and out of this world so it should be a really good time um it's one of those nights
023where we like to have lots of community members and family members come in we do some interactive things that they can take home as well continue to work on things at home as well so should be a great time our teachers have been preparing lots of astronaut faces all over the building um overall our attendance at the primary continues to hover right around 96% we tend stay there pretty consistently um I know Mrs Bennett is working on some things to make it a little easier if um families are going to be going out of town that they kind of get those pre pre-s slips in so we're able to send them activities to do along the way uh we're looking forward to our our midye assessments and so that we can celebrate our growth make
024adjustments and continue to provide support to our students I think one of the most exciting things at the primary with our young kids they're a little sponges so to see them grow from the beginning year to the mid year and then on it's so exciting to watch so we're excited for that piece um our Aces way pdis we do midyear drawings with all of our um Aces Way Orange tickets so um actually I've got a couple student council members that will be coming over to help us put out some prizes in our showcases um right after Thanksgiving so the kids can kind of see the prizes that they're working towards and they have been all year so it should be exciting last but not least um teachers will be participating in a Wht and wisdom
025PD here in January um just continuing to build their knowledge and uh fill their backpacks with PD um new curriculums are hard uh and the more we can set them up for success and the district has a great job doing that the more comfortable they'll feel and successful our students will be so and it's hard to believe that I put something in January but when we think about Thanksgiving and then boom Christmas and then it really is January so let's so far it's been a great year now on to Mr brovich and here I am uh you guys have taken a lot by fire out of my sale here uh conversation that are growing up there but anyway uh thank you to many of our volunteers that uh that help out with all of our
026events through the elementary school um recently we just had our book fair in the elementary now that has been moved over to the other building uh for tomorrow's uh event uh Veterans Day assembly took place uh thank you to Stu to our students Taylor th funeral home and amand American Legion they helped raise and donate money um Mr Sharp was talking about the signs outside last year they were on wooden stakes and laminated paper and we were stapling them back on and just felt awward stapling a staple through a veteran and I just couldn't do it anymore so this year we came up with the new signs so those signs will be there for for a very long time the warranty on them is five years so and they're not out every day so it
027should be a lot longer if you have a veteran that's interested in being part of our walk of Honor we're always accepting more so just email the elementary and we'll get the information that we need to add them to our walk of Honor uh we're anticipating to receiving our third grade OST reading here at first part of December so we're looking forward to those results and see how our students did um overall our performance on a lot of our IND carriers we have some positive growth happening so we're really uh anticipating some good stuff uh as we get to the testing season um principles uh Dr Edwards talked about this the principles have been doing multiple professional developments looking at our state report card and analyzing the data to see where we can make growth
028at um so a lot of lot of eye opening opportunities where we can get some points that will uh make that report card look better uh teacher of the month is Mrs g m g is a dedicated art teacher not only in the classroom but also throughout our community not only does she bring her creativity to her lessons but also shares with the music department and any other staff that needs her Services um because we don't have any artistic people she grees and helps us all um no matter what's on her plate she can be stressed out to the gilds uh but she's always willing to help our students or our staff with anything they ask of her so uh teacher of the month Mrs go for November uh to Mrs C or Billy or
029whoever's doing it today okay so um I shared with the board members a two summary of our November data at the 612 so it is divided by the scho high school so the first chart that you're going to see there is the grade distribution high schools on the left middle schools on the right and this is for our recent interim reports so the last um report that you got in October that was based on the first nine weeks this is based on interims so what you'll see um at the high school um is a slight decrease from 83% % to 80% and that was in grades um students who have received grades a through c um so that a through C grade slightly went down um by 3% at the middle school it was a
030different effect um we actually increased um students who receive grades a through c um from 83% to 89% and again keep in mind this is this is inter so this halfway through the quarter The Benchmark that calls that hey get your stuff turn it in do this and then by the end that correct itself um and I don't know I do send the weekly announcements and email them to the board but if you ever see my note to the students oftentimes it's check progress book because that's what I hear from teachers a lot is that the amount of missing assignments that midle school students have and I think that that's similar maybe not as much in high school but I did I heard that from high school staff as well so that just we keep
031encouraging students and parents to get on PR book because they do have 24hour access to they gr um okay so if you go down a little bit further um discipline data for the halfway point to the quarter um so again high school's on the left Middle School's on the right pretty much um what we want to show is that little bar graph down to the right um and you'll see that discipline in the Middle School for sixth and seventh grade the office referrals decreased um in the at this point but again we're only halfway through the quarter so we've decreased um from the first nine weeks um and increase in the e8th grade um and then 9 10 11 and 12 there was a decrease on 9th grade and a slight increase for 10 11
032and 12 but again we'll do a comparison when we finish the second 90s in December um the next data point we had uh were was attendance um so for attendance at the middle school we are hovering right at 93% overall attendance um High School is at 92% um and from the first quarter to now for sixth grade we decreased by 1% so from 95% to 94% attendance rate um in seventh grade we went from 96% to 95% and then in 8th grade we decreased 93% to 91% so there has been a drop um in our student attendance um and then High School um they're pretty consistent OB the nth grade stay the same at 94% 10th grade went from 94 to 91% 11th 96 to 93 and then 12th grade 9089 seniors um exerting the
033early onset senior ittis was a challenge at this point so keep watching those folks just a quick recap we're atter like I said well we me not or we'll have some data but because it's a shorter month that a little B but in January when we have more when the quarters finalized we'll be able to present our second data then tomorrow one thing we we didn't mention yet is tomorrow we have Britney Hayes from United stat secret Services M be here to do Internet safety presentation with all of our students from 3 through 12 um at some different sessions throughout the day and then tomorrow evening um from 6: to 7 in gym one so she'll be bringing like a second half to what big mama did last year and her presentation it's a different
034take from a different agency so Britney is um I can't remember the exact title of her assistant special agent charge secret Services station children inter crimes against it's a long thing so she does an excellent job she's a l local local lad local young lady y she's on her way from Maryland currently so yeah so um please sh that if if you're hearing um parents talking about that we really encourage parents to comment last year there were several there was I saw a lot of positivity positivity online um and parents saying we couldn't come because of we wish we would have um um you know been able to come this is apparently very similar to that presentation just a different entity giving similar information did you say it's from 600 to 7 tomorrow in gym
035one gy one so if you have a crossover if you have a primary Elementary kid come over from 5 to six and then pop over this gym because you're not locked in you're doing different activities so you can pop over there for a little bit and then head over here this would be a little bit different perspective last year we had so last year um she was a for of a consultant who works with law enforcement this year it's actual law enforcement doing the investigations and charging and arresting tracking you down do things so different perspective same message don't do dum things all right thank you all [Applause] appreciate so we move on to agenda number one which includes accepting minutes from the previous meeting approving the November sub list from the county and County
036esc's and accepting donations which included the two ACS from the boosters athletic boosters books for literacy night couple different cash donations Thanksgiving meals are always very much appreciated is there any any discussion just appreciate the work that the uh boosters did in collaboration with the district um trading in the one ATV able they were able to end up with two um that is has been very useful um to the athletic department so appreciate their cooperation with that and work to make that happen Mrs joh yes Mrs pink yes dry yes Mrs S yes Mr sh yes all right treasure recommendations financial status reports okay so the financial report um starts on page 16 in your binder um we did receive um an income tax deposit um and also our roll back and HED um deposits
037in the month of October the total revenue was 2 mil 67390 um and we also received investment earnings um as always I um included the investor rep at the end as you know the Federal Reserve was moved the interest interest rates um so they have come down slightly but they're they're still high we're still still um collecting a lot interest month over month which is good the earnings for the month was $11 18,23 and that includes $52,000 55259 um that were for the investment um investment for the um construction project um as those um if you recall we have a diverse portfolio for those um monies and as we draw down on those different we'll see those earnings starting to drop um we are right now it's anywhere between a million to $2 million a
038month um is about what we're paying the um construction manager so um the projects are moving along um and we've continued to divide the interest with food service because they have kept a positive balance um so the um how roll back reimbursements and manufactured homes were um the increase that we saw over October 23 if you compare the total um on the page the next page which is 17 um the difference usually we would receive those um a month prior so those usually come in September so that's why it's increased this month um and you recall last month I you do this decrease because usually we receive those a little bit earlier um um let's see so we did I mentioned um um October number two Foundation payment we had some data issues um so
039they pull our data um so we had a it was reduced from October two so you'll see um November will go up a little bit too because we're correcting so the way the state gives us money they pull our information as that information changes they change what they're giving us so basically it goes up and down but because we have a significant issue of data it you'll see it jump in so it'll go back up so they'll um by the end of the year that will be where it should be um our expenditures for the month of October were uh 2,989 221 um that includes the debt payments for both the certificate of participation from 23 and 24 this was the first payment full payment that we made um total checks written was 5,560 $42
040um and again that checks written is not just the general fund which is what your five fiveyear board report that's checks written as for all funds that's all the checks we wrote um so that includes the payments made for um construction as well which are coming out of a different fund um expenditures are up um about $1.2 million um over October 2023 and this again is in the general fund and that is a combination of the hbac project um the 77 gym project and then um the debt payment so overall of general fund expenses exceeded our revenues by 315,000 um $291 for salary and benefits continue to be our larger expens expenditure um again I've been adding a percentage in there but that the percentage really doesn't make a whole lot of sense because if
041we spend a lot more that percentage is going to go down um if we have a normal month that's that's really where when I say all a month that there's no debt payments that there's no um onetime payments that we don't see month over month with our regular operating expenses so the current general fund balance is 11 m685 49 um we currently have incumbrances of 3,674 394 so our available cash balance is $8 mil 111,000 well $1,535 are there any questions on October's Financial um I will point out um to date we have collected um $848,000 in um interest um for the construction project so when we modeled the construction everything that we did we used $500,000 that's kind of our Benchmark so we have been able to um exceed that by quite a bit
042so that for the numbers we were using to make everything make sense um we we have exceeded what we had model that's a dirty four letter word he had to say did you hear him not repeating good question all right um I'll do a motion in second discussion about financial reports there motion to accept final report moves seconds any discussion any questions call Dr Bley yes Mrs joh yes Mrs pstar yes Mrs S yes Mr sh yes and then five year forecast a littleit that's it okay so behind the financial report is the fiveyear forecast um and I had sent that out with some notes earlier um I really want to take some time and actually go through this because this is the first forecast that um has not been quite as bright as the
043other forecasts have been prior to this and I want to go over why and what we can kind of expect moving forward um it isn't actually that different from the May forecast if you took out 24 because we were expecting um it is a second year bying budget so they have not updated law did not update the base cost so we knew that our state aid was going to drop um as a reflection of how the fair school funding plan formula works when it comes to State funding um so we did know that um the the bigger drop than expected in revenue is what is causing the difference um from what we've seen in the past and that is um due to enrollment so Dr Edwards and I have been diligently pouring over enrollment to
044make sense of what we can affect and where um that enrollment has gone um we are about 40 students less than last year which isn't catastrophic by any stretch um to what some school districts have seen but you know it's important that we know where they are and are they coming back and so on and so forth so we did have some as I indicated in the email um or the notes we did have some restriction in the lower levels because we are really at having space issues in the primary building so we were very careful to make sure that we weren't over taxing the space we already have so um there was some open enrollment um restriction um that as we get finished with the construction we won't have that so we won't have
045to you know even six or seven students affix that 40 so that's certainly um something that will improve um but the expense side so the reduction in the revenue is what really has caused the negative numbers not necessarily the expenses there hasn't been any new expenses or different expenses if anything and this is what's confusing about kind of how the forecast is worded um our expenses are actually going down because we have established the 070 account so our big ticket items like the H the 77 gy HBC the last big project you'll see coming out of the general fund and remember the forecast is a general fund those monies now will be paid out of the 070 Capital Improvement uh um fund which still has over8 million in it so that's one big reduction in
046expenditures even though we will still have them if we have big projects to do um but we won't they won't be coming out general fund the other thing is um I was briefly talking to Dr Buckley about it um we have a lot of things so in the last two years we've spent close to $50,000 just repairing a boiler in the 77 gym to keep the pipes from bursting and ruining the whole building so since we have put in a new HC system we're not going to have those expenses anymore so what for this particular um forecast I spent a lot of time going back and figuring out what expenses we actually onetime expenses or expenses we're not going to have anymore we're not going to have a $50,000 bill for the HVAC system in
04777 gym um you know we were we spent I want to say $112,000 repairing the dishwashers because we couldn't get them up to temperature for that Health Department requirements you know we have new dishwashers we won't have that expense anymore we have two buses which is 10% of our entire fleet that you change the windshield wiper fluid and put tires on them and that's all we do to them so we won't have maintenance expenses for those two buses on top of our Fleet now is pretty new so we were able talking to while Mr Campbell we were able to reduce we know we're going to have a reduction expenses coming out of the transportation department because our are they don't require as much work we're not going to be replacing Transmissions we're not going to
048be doing some of the things that we have done historically in the past um so that's why um when the forecast talks about the expenses going down the change and expenses going down um obviously salaries and benefits are our biggest expense and those aren't going to go down those are going to continue to go up as we continue to um as we talked about price our district get our programs back that we we need to offer our students um I thought it was so apropo that we had curriculum Council and talked about [Music] um what is happening in the classroom now we have we have put a lot of money in these programs wh and wisdom and they're expensive and there's a lot of things that we've had to purchase and it was exciting to
049see they're working and the teachers are excited and they feel like they have tools in their hands to move our kids from where they are now to where we we know they can be um to me you know this was the that money is well spent and if you were in curriculum Council you get that because you see what's going on the continuity from starting in kindergarten to get to 12th grade one of the teachers was just so excited she wants to get the kids that have been on this curriculum in her classroom because a lot of times she's having to go back and just talk about vocabulary words and what does it mean like everyday words where we've got stuff in place now where we're expanding our kids vocabulary we're getting them um in
050a better place to learn you know higher level things so we have there were three expenses and that leads me into um or three items that are budgeted that kind of put a spike in things um um Mrs Young picked up on it quickly um which was um our math and science curriculum we're going to purchase it it actually will be into place in Miss stroke during curriculum Council talked about that they're evaluating it now um typically if we buy it in the summer we will be we'll get a discount we buy it before the school year starts so instead of waiting and budgeting for fiscal year 26 which is when it'll begin so next July I went ahead and put it in this year which is what is making this year look B because
051it's $600,000 it's $300,000 a piece um the negative numbers they're not a lot I mean for this fiscal year we're negative 380 if you take that $600,000 out of there we're plus 300 so it's in a $22 million budget it's it's a relative issue um I don't expect May to look like this budget we still have some things um calculated in that historically have come in a little bit lower but I kept in the nose I kept saying it is it's conservative because we will always be conservative we have monies that will be coming in from our agreement with the city of Lancaster that is not in this forecast because I I honestly have I know what the attorney told us I don't know we don't have any historical information so we're respecting $150,000 in
052the ballpark it could be zero or it could be a million dollar it it really could be anything so instead of putting money in there that I know we're not going to have and counting on it I didn't put it in there at all when we get our first collection then we'll start from there going okay this is what we got we'll know what construction is going on on that site so we'll be able to kind of tell um you know is it going to remain the same is it going to change um so that is kind of what is going on um we have as in you know as I've been forecasting we have made the term historically our district has been more State money and less local we are now more local funds
053which means that our local taxpayers is paying more than the state share um a lot of that has to do with the fair school funding plan and not updating the base costs we'll see that kind of readjust next year if the legislators do um pass into the law updating those base costs um we used to be at 4852 so it's 52% um State and 48% local we are now I think 50 it's in the first couple pages I want to say I want to say 58 but I'm not sure that's correct but we're we're definitely more local um and less state so that that's kind of you know important to note too fiscal year 20 or I'm sorry calendar year 2025 is a reappraisal year so that means that they're going to be reappraising property
054values again they have not plateaued yet so we could see a pretty big increase in our property values again in the district being at the 20 mil floor that will mean that um for the formula we will be more even more locally funded um from that side now updating the base cost will help support the foundation of the state side so we'll that's factored into this as well we were conservative in um I think we factored in 11% I want to say increase in valuation um right now so people that are in the 2024 value um reappraisal they're still a lot of counties are at 30% so that means that there's probably going to be some legislation for property taxes something's going something will happen we don't have any predictions in the forecast because we
055have no idea what that's going to look like um you know will something happen in Lane duk over the next month could be I I think that'd be a huge change for a 30-day but it could be um but just know that none of that is really factored into this because we certainly don't know what will happen um from then on out did I I think I hit mostly what um Mrs John had sent me some questions and I want to make sure that I hit those and I think we got to most of those was there anything else that you saw that stuck out I'd like to um of course we have our current I want to call it open enrollment data with where if the kids that reside in the school district are
056not coming to school here where are they going we have that I'm working to get where did they go last year where did they go before I'm trying to get all the way back to 2019 so we can see how that's shifted um we don't it's not a traditional there are so many options for school now um we haven't seen a growth in the voucher that has not really affected us it's been online schools um it's been the biggest probably area that we've lost students um and there's a multitude of Reason Why students don't want to come to school it's not that they don't want to come here they don't want to go anywhere they want to try to do it online do it themselves typically that is cyclical and they will be right back
057in school because it's online school is hard to do um so that's something you know we're looking at as well of okay where are they going to online school when did they enter online school when are they so expecting they will come back um I prob I most likely will have an enrollment report for your next meeting too just said it out before too just so you can see where we are and then see if there's questions about where we've been um and where we're going to Dr Edwards and I even looked at um cohorts like the class of 24 how many how many kids were in the class of 24 in kindergarten how many kids were in the class of 24 senior year and then figuring out you know is there anything to glean
058from so we did that with 25 24 so next year's class 26 and then Look Backwards to see are we keeping these kids when they come into kindergarten are we keeping them is there a grade level that they're leaving is you know I can't I won't be able to tell if they're the same kids but in general gives us a number I mean we we have around 120 per class some are bigger some are smaller but that's kind of where we have um so anyway forecast for population down to over half a million I think over the next7 675,000 by 2050 the vast majority of that decline is along the river but that article you talking about the dispatch article it didn't break it down by ZIP code Per County but we technically are on
059the outskirts of brickville County so you could theoretically save we would see a decline in population hard to say the vast majority is the river and that's where the majority of the population decline is going to [Music] happen we're not seeing the increase in enrollment though that um has been forecasted through Pass boards because if you look at that that's pretty steady yeah in your 10 year we went from 1413 to 1426 and but if you look back 10 years past it's not significantly different we have more kids in the building because we have a preschool lot of otheres instructional classes but i' always thought that when the bypass went through that you know first it was Pickerington now it feels like Carol's becoming Pickerington a little bit not fully but you know there was
060canal and Pickerington then there was Carol and we're next in line but it doesn't feel like it has crept that way yet may I think it's a housing issue it's our number one thing we just we don't have any now this is good bir District because we don't have any transitional housing so we don't have any temporary housing we don't have Apartments we don't have we just we don't I think this is just my perception that's somewhat of an outsider not having grown up here but vast majority of the district is large tracks of land that are in large family farms and like Carol and some of those townships that have been broken up into you know two to three acres of Heaven for folks that are moving out of the city you don't see
061that as much in this District um and I think to your point about housing well there aren't large Farms that are being broke up into housing developments yet but it may and that's when we were at movies last year um that was a big part of the conversation is well since I've been here we've always forecasted some growth but it's been two to three students it's not like we're g to get you know because to Robin's Point that's exactly when we do a forecasting we look at the history and then we forecast it moving forward you don't exactly repe it but that's you know we know it's going to be very similar so you know yeah we think that this I I I think in May we'll have a little bit different picture because we
062have a lot of new vs and moves out and stuff in the middle of the Year too um but we've always been like okay we should be you know five kids we should increase this many um moving forward [Music] but there anything Dr Edwards was there anything else that you wanted to highlight or I don't believe so with the balances that we still have in the 070 account which are not restricted that could be moved by board res potion back to the Dr we still have good carryover balances um Miss Young and I have been talking about we have to and I this is on my 60-day window let get a cash policy in place um just for for guidance and for I think for the community to know that we're very cognizant of where
063we are and where we're going and where we want to be um to be good stewards and and you know for me personally it it helps with my day-to-day decision making of you know what we're trying to do and this that and the other so um but we will be working on that shortly when you say cash policy talking about to carry over having a like it's a cash policy I I passed out a white paper that basically talks about what does the board expect for us to keep in the treasury how much money should we should we keep and then if that amount is over under what does that trigger does it trigger conversation about you know do we move it into the 070 account knowing that we've got earmarked right projects coming down
064the road do we um you know what what are we going to do with those L if it goes low what do we do do we have conversations do we do start a different you know go down a different path so it just kind of gives an upper and a lower um limit for you know what we're trying to accomplish and what the expectation is I think to it's really important to point out the income tax being um such an integral part now of our funding and and blessing from our community that we're just now in full collections of that so the last two years has been we finally so in the forecast in in the notes it'll talk about it said $780,000 that our income tax isn't declining it's still going up as everybody's
065income is still going up but the jump year toe is smaller because you know we started at $50,000 and have ramped up now to you know a little over five million so that that Delta between those two years caused the historical average in change to be quite high so that's why it looks like oh this is sling off but that's what we expected that's what we were forecasted so we kind of would ramp up and then we'll just level off a plate to um with that so there's certainly no it kind of it reads alarming but it's it's really not that's what we expected I appreciate the extra explanation kind of First Look at that that come from that's a little aling so I am obviously we'll be curious to see how things shake out
066with some of those kind of unknowns the next few months it looks like else any questions comments me a motion to accept the fiveyear forecast move second seconds discussion call Mr yes Mrs joh yes Dr Buckley yes Mrs S yes Mr sh yes item D there is to approve that the time the merchandise service was purchased that the time the purchase order was executed to cover the purchase a sufficient sum was approve appropriated for the purpose of such contract in treasury or in process collection of the credit of an appropriated fund free from any previous number for fairf 33 amount and board and an amount which honestly I really don't know what that means so I'll discussion but is there a motion to accept that then we can discuss iter second second all right so
067this means that we received a bill and did not have a purchase order in so when it's over $3,000 it has to be reported to the board so um fa Fairfield 33 um is a contract and TR can tell you more what exactly that does um but we did not at the beginning of the year we just didn't put so we got to put a video in for it um it wouldn't have been anybody in particular been something that we probably should have done in accounts payable but honestly I didn't know about it um and tell them what the program is so it's it the fearful 33 program is they provide a career navigator that comes out and they work with our Juniors and seniors that may um not be sure it's they're they're not
068going to college they aren't going to P Center they're kind of in that limbo position so then you know they they take them out they get them engaged with the Workforce Development Center they um they they work towards th those things to finalize that step from high school to um work after high school so it's it's a program that we've had for a number of years was in place before I came here um but it's it's there are many students that benefit that for in their Junior and Senior year of high school thank you so I will take full responsibility for not putting that in because I think it's something that BR had done and I didn't catch it so got the vot for that um Fairfield Board of DD that one actually had a
069purchase order this is a bill from April of last year that they sent us the bill in September I think um we had closed the PO um because I wasn't anticipating getting another bill um they bill us directly for services for students we have at the um what's it called Force R facility um if they have a oneone A or they have something that's above and beyond they will build us directly so um we had this one actually had a PO but was closed with the fiscal year end and then we got the bill um so I apologize for that as well and I've had conversations with the board of DV I don't know doing that thank you any other questions discussion with that call Dr Buckley yes Mrs PTO yes Mrs S yes Mrs
070John yes Mr Shar yes item either there is to approve approve the receipt of $7,300 from Department of Education Workforce for the fresh fruit and vegetable program is there a [Music] motion mve seconds [Music] discussion this is a program that uh Mr Deerfield had applied for um and it will be starting to provide fresh fruits and vegetables for students in grades three through five um programed through through the state that we are permitted to buy commercially or we can also um find local sources of fresh froods and vegetables as well and she's working to develop some Partnerships with local Distributors but essentially we provide aftering stack for those elementary students any other discussion questions roll call Mrs pinkar yes Mrs Young yes Dr Beckley yes Mrs S yes Mr sh yes all right consent agenda
071number two for personnel includes uh approval of a resignation approving classified contracts or as listed approving classified substitute contracts for the people who are listed approving supplemental employee contracts for a variety of coaching positions and approving supplemental employment again for two additional coaches and then approving the volunteers our classroom volunteers which is a nice list and always appreciated the community and also six volunteers for athletic programs is there a motion two seconds discussion again thank you all volunteers and all way shapes and forms I always appreciated call Mrs S yes Mrs J yes Dr Beckley yes Mrs kingst yes Mr sh yes right new business approve the uh National H Society trip to Puerto Rico June 26 through July 3rd 2025 is there a motion moves miss seconds any discussion um the only thing that
072I would do on there is once they receive their final flight and everything those dates May adjust one day on one side or the other um but we'll be getting those final final details later but an enjoyable trip two years ago I heard Ray reviews so forward to that again discussion roll call Dr Beckley yes Mrs pink yes Mrs S yes Mrs John yes Mr Sharp yes Item B is to approve the 8th grade Washington DC trip May 125 there a motion seconds discussion one thing that I did note in the board packet was the importance for um parents and students to remember that there's a behavior contract that goes along with with this trip and then uh the sixth grade trip as well um those are put out in the weekly announcements and some
073guidelines of when those Behavior expectations start um that would disqualify them from each of those trips roll call Mrs P yes Mrs John yes Dr Buckley yes Mrs S yes Mr Shar yes MC approved his spring baseball trip to Dixon Tennessee April 17th through the 19th attachment eight is there a motion move Jeremy discussion um this is something that Coach Stone had come to uh Mr Justice and and discuss for a programmatic aspect um you know getting some momentum and excitement exposing students to some additional play uh also note that part of that falls under the spring break time period so they'll actually be missing one day of school the other days so be during our spring break I think Mr Justice is just as excited to be able to go as what coach is
074all right discussion roll call Mrs S yes Dr Buckley Mrs P yes Mrs yes Mr sh yes then item D approved sixth grade Camp trip to campus kingham May 7 through n is there a motion moves seconds discussion regular annual trip regular annual trip again gave your expectations um go into play and it was really neat to watch over the past two years um the excitement that the sixth grade teachers have and in getting to take the students on this trip it's it's fun they look forward to it as well a contract a travel agent true oh it's great though I always like to have an opportunities for kids any other discussion we call this SP yes Mrs Young yes Dr Buckley yes Mrs S yes Mr Shar yes ad is approve the FAA top
075Fall fundraiser trip to Louisville Kentucky February 14 through motion Rob M seconds discussion roll call Mr s yes Dr yes Mrs fto yes Mrs John yes Mr yes item F approve GMP number four district office in room 1100 renovation and resolution renovation resolution sorry attachment 10 page 6971 is there a motion moves second 6 seconds discussion um I was going to provide I said that I Prov some additional drawings u in the board packet as well just to give a a little better visual I'm chuckling because it's really small it it is really small but it can give you kind of a a general gist I can bring it up the screen to as well but so just highlighting the different areas there on the first page down below you can see essentially it's uh
076working in two areas the district office which is uh the primary work is that entryway uh entry four year area and then straight down the hall putting in the door that goes into the room next door um to create that meeting space part of this was um as a result of moving Emos up to uh where the previous conference room was um and I I feel like already that the communication and and the flow of information has improved by that move um room 1100 this room would be impacted by uh replacement of the carpet um which would be again the T the tiles like we have in the front office area and then painting carpet and painting in the district office area as well um on the third page there you can see where it
077says at the bottom right where it says a511 um that's just an idea of some of the signage um that would be updated and um the area in front of the reception area where Mrs carner says the next page that gives you an idea of kind of the signage on the outside um a little more Direction on way finding and and where where to go if you need to go to the district office this is two-sided starting there so on the back um an idea of what that Entry Way um would look like in kind of reception area um as we work to move more business through the district office um then that's more of a a point in contact and then we can provide direction from there um you can see where that Mrs
078carer's office would be Nar it would be moved back some that wall um to get that Reception Area out front Again by mov moving EMA or EMA up front Kina is also our enrollment coordinator um so new families coming into the district they would be coming up there kind of One Stop Shop to get everything done and then she can take them to whatever school they would be involved with or schools they would be involved with um little bit of an idea on the back of the next page you can see where Mrs carer's how that would be moved back um kind of redirection in that would be some Cabinetry change in that room um but she would be more straight on so whenever people come in through the door you kind of know where
079to go and be greeted um instead of trying to look around the corner and figure out where you're going there um on the final page on the front you can see where straight down the hall um that would be the entry into the um room next door so that would be um originally we had to had conversations about um some additional um things going on that we scaled back the scope um so essentially it's just putting the door in adding the signage and and getting access to that any questions comments discussion this is what I had last meeting I had um given the board the original GMP number so you kind of see what that number was for these pieces of upgrade um but this is just a little more detail what would actually be
080happening Mrs yes Mrs PTO yes yes Dr Beckley yes Mrs S yes Mr sh yes all right um item G approve student teacher field experience for 2425 for Jordan Dyan is there a motion moves second 0 seconds discussion just great opportunities for to get student teachers into our into our buildings and work up our great teachers is this an f one or is this a no any discussion roll call Dr Beckley yes Mrs ptock yes Mrs S yes Mrs Young yes Mr Shar yes item a is to approve an agreement with Asa attachment 11 discussion it is there a motion [Music] Rob mov Jeremy s discussion and roll call Mrs S yes Dr Bley yes Mrs pink yes Mrs Young yes Mr Sharp yes item item is policy updates first read for five different policies
081there as listed Testament 12 is there a motion M second second discussion so uh we will be continuing to make our way through policies um breaking them down into little smaller bits um again contining to clean up some language primarily specific to um state law and the impacts on various policy it's it's recommendation from osba um Mr carser actually goes through line by line um she was able to make it a cleaner version I appreciate her very much for her uh Tech expertise on that and uh going through word for word and comparing the two and providing the updates discussion call Mrs SP yes Mrs Young yes Dr buley yes Mrs S yes Mr sh yes I was glancing through it and I saw that but I like all right uh let's see back item
082J approve addendum to the treasur contract attachment 13 86 87 is there a motion moves seconds discussion Dr Buckley yes Mrs Young yes Mrs PTO yes Mr s yes Mr sh yes item K approve staff without pay for four folks as listed is there a motion moves second seconds discussion call Mrs P yes Mrs John yes Dr Bley yes uh Mr s yes Mr sh yes all right we discussion instruction you were faster than what I was take advantage of can um I can while that's coming up I real quickly um on letter C if I can move there real quick while we're waiting on the SP board U military recruitment incentive I just want to point out um there are two individuals that uh were able to benefit and the district was able to
083benefit um there was a program through the state where if you hire a military veteran um that the military veteran received a stien from the state and then the district also received um funds um for that hire too um so we had two individuals Mr Isles which is our information technology teacher in high school is a military veteran new hire had to be a new hire after a specific date you couldn't go back and and make retro unfortunately but um he was able to that and then Mr Bernard which is e8th grade social studies teacher um he was able to benefit from that as well so again I appreciate our military veterans and and coming in and and serving our students as well the second thing there go ahead and hit that the O DW
084HQ IIM high quality instructional materials committee so lots of lots of letters spread out there but essentially uh Mrs Davis who if you were here for the curriculum council meeting um you know a lot of the work the teacher will say that she has been a key asset in making sure that the professional development that is associated and and things that go into supporting um them in the classroom uh she is been a key component in that she was selected applied and selected to be set on the state committee to review high quality instructional materials the state puts out a list um they have an ongoing list of uh Ela English language arts curricular materials for core instruction regular materials and then also they provide a list of uh intervention materials so she now sits
085on that committee to review items to be added to that list so that gives Amanda Clear Creek kind of insight at the state level as to what the state's looking for what direction they're going and she's able to have the voice at that table believe she said she was one of 16 on the committee so pretty pretty nice to have a uh one of our Representatives at the state level um construction update uh the big picture right now um is the pre-cast planks those were being added onto the um I'll call it the portrait now of the uh Athletic Facility so after you have the main structure here the area that is now added these are the pre-cast planks that are going over top of this so remember this section is going to continue out
086so this will essentially be three stories all the way out to this point over here so that was added started this week um and a note that they had was the K2 opening into the syy building will happen over Christmas break so they will be cutting into the wall and then putting up a temporary wall that goes from essentially the cafeteria area over into the new addition area so I'm pretty excited that that's going to get started opening up and forward in the K2 primary Edition um this is the inside of the hallway so you can see that duck work and pipes are being uh being installed from the outside perspective Ro uh finished up and they have uh it is not there for a while it was blue on the outside uh the block
087wall it is not per permanently blue that is just a vapor barrier that they were able to essentially paint on uh prior to the insulation so progress there inside you can see a lot of the plumbing is in place and then you can see overhead plumbing and then HVAC is starting to be installed um piping in the corridor buildhouse like we said earlier low lower level that um pre-cast planks are going in place uh bearing walls are starting to to go up upcoming those planks and then the seal peers for the lower level that was as of yesterday athletic storage um we we are in the midst of the final inspections and turnover process so um we should be getting keys and turnover we anticipate sometime this week early next week um and that project
088is complete so there you can see get a glimpse of the inside um each section is divided off based upon um what we had planned use in those sections and they would only be able to get into their particular section um so each sport will be invited off for their store crer concession and batting cages um Plumbing is complete we just had a conversation yesterday uh finishing up some of the plumbing and um upcoming continue or adding on the roofing the veneer on the outside of the concession area and installing a track equipment is upcoming some progress on that and that's [Music] up I ran into two of the different Summit people in the trade show at Capital conference asking how we thought things were going seemed really good so far progress is being made
089and they were just very pleasant people they are as they usually are and were very you know you know spoke well about how they thought things were going and who they've been working with and everything so it was nice I did question if they were there who was working Larry Larry is always working Larry is always working question the fresh fruit B we kind of talk about during the Mee there anything else to add with that or uh no I just wanted to make sure that if we didn't get a chance to about it but um just a praise mfield one for she really trying to find local we talked to Steve she's talking to a couple people in bfield County see you know even if she can't Source all of it if she can
090integrate some locally grown Foods um and with this program it's a reimbursement program so it's not like they're going to ca a check $73,000 so it um kind of runs with the national school lunch so she'll submit um um an application because that's how they do it and then we'll get that money back but it doesn't come with all the restrictions um because obviously locally grown produce is going to be more than buying it from one of our providers um so the it doesn't have restrictions on it like she'll be able to purchase those Foods um so which would be nice one call to Mr Paul Solon I was able to get through a four ideas from him of of places so that was a good that was a good resource right [Music] there but
091he knows everybody he was able to Ratt off a list with phone numberers I could probably anybody other than myself all right any other yeah right is there any other discussion items additional if not then I will need a motion to go executive session uh to discuss complaint moves [Music] second uh Dr Buckley yes Mrs PTO yes Mrs S Mrs Young yes Mr [Music] yes yes you
