001all right good evening everyone i think jp tournament we should be on yeah i like to call this september 21st 2020 regular board meeting to order robert you please call roll mr butler here kruger present mr metzler here this is tally hannah mr yanati here you're all present for ben rice for the pledge of allegiance please pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all jim are there any additions or deletions to the agenda as presented we do not have any any additions or deletions mr krueger all right we need a motion to approve the agenda as presented so move mr yanati second mr butler mr roberts you please call roll mr inaudible yes
002mr butler yes mr kruger yes yes this is tally yes motion passes 5-0 we'll go on to presentations leave mr henderson who has presentations from the high school this evening good evening how's everybody doing all three oh 13 of you i guess 14 um so tonight i've got uh mrs byers and mr king with me here we put in a school store as some of you know but it looks amazing they've done an awesome job getting it all set up but more importantly than just a school store they're going to talk about how that fits in with what they're doing with our students how they're getting students involved and getting them some work experience so i'm gonna have them come up here and uh explain to you and talk to you about how they're using
003that school store all right as mr henderson said we just opened the school store today and i brought a few pictures up here if you want to look at the slideshow some things are still in the works as cobit brought a slow to a lot of things toward the end of the year we had students vote and canal corner is what they came up with as a name so that will be the name of the store this will be the signage that we're waiting on right now everything else we have so hopefully we'll get that in the next couple weeks these are some things that we're offering in there we again took a survey to ask students what they are interested in and so we have some bags and pennants and hats and school supplies
004and uh just a lot of trinkets and things that that they said they wanted we also have a corner set up for brock strong foundation so that they're able to sell some of their merchandise in there and they're on the way to bring new stuff so just a nice tie into the community i guess and we talk about philanthropy a lot with our students and i think it's a good way to exhibit it right in the in the school store again there's a list of some things we have we had cabinets put in i also have uh on the right picture there's going to be a lot of silhouettes of sports figures so every sport that we have including band and um the commander and all that stuff out there they're going to have one
005up there too so we should have about 30 of those on the way so we're still working but we're getting there is this what it looks like or is that a mock this is it this is the store yep yeah the signage was the mock everything else is what it looks like right now okay yep so um like i said we opened it today during lunches students are still a little quiet and not getting out of their shell yet which is understandable so we had some some students come in and uh we sold about 150 worth of stuff today on day one so um you know the the money that we earned we're going to put back into business professionals of america is where it's starting now and then we'll use that profit to help
006where we need to in the school you know but if you go to the next slide these are some applications i teach seven different business classes and obviously there are tons of things that we can implement with our students that they can bring in real life experience so market research we did a lot of that last year actually the last two years you know we knew we're coming up with a store what should we have in it what should it look like how should we do things we're just now going through human resources and business foundations so i had them all fill out applications and talk about resumes and we talked about what the departments are and how we're going to run the store and so you know they're applying this stuff and they're excited
007to do it which is the goal we want it to be all student-led at some point so inventory accounting promotions you can read the rest of the things there but there's just a lot of real life application stuff that we can roll in with these students which is a big plus and they're not just learning it from my past experiences but you know from from real numbers and real information that we're we're putting in there mrs byers is another part of this i'll turn it over to her to talk about hers okay so i'm mrs byers and i work with seniors in the building in the work based learning program and also students who are at risk for graduation on an alternative pathway so if you look at the pictures of the machines that we
008have through a grant that was fun that was funding this portion of the school store we were able to get a wide format printer it prints vinyl posters banners and a vinyl cutter which will cut your you know vinyl decals we will be able to make custom shirts and other cw items along with that the next picture is a heat press that's what will allow us to make the custom shirts our goal our long-term goal is to be able to train the students to run the machines giving them real workforce experience that they can go out to a sign shop and have basic entry-level experience if that's something that they're interested in we're in talks with adobe to try to get some credentials potentially in place that they could come out with a 12-point credential
009which is one of the requirements for an alternative pathway to graduation through learning to use these machines so there's a huge tie-in with our senior class that we're hoping to as we get the machines up and running we're still waiting on some of the things with construction we still need the internet connection to be able to run the machines but once that happens we'll be able to put students into this this is housed in room 119 of the high school so it's right there if they don't have transportation to a job they can come down in the room and get some real work experience within the school day in my classroom so those are the three machines that we have purchased and hopefully with some of the money that is made through the school store
010we'll be able to purchase additional equipment to make the store bigger the production piece bigger again with this if you go to the next slide the applications they're going to be learning to attend to detail using creativity learning the software operating those three machines and hopefully some other machines down the way critical thinking and teamwork accountability they'll have to fulfill orders that come in and then the big vision is that we will eventually be able to break out of the high school open it up to the community and make partnerships within the community where we can supply shirts and signage for companies within the community we've already reached out to the cwjrd and they are very interested in partnering with the school store to do the team gear we're starting potentially with volleyball if we
011get that up and running this month so we we're reaching out and trying to get those connections and so it's a really exciting time for the school store and the production piece of that anyone have any questions i was just curious as far as like the people running the store i know for you got a lot of teachers involved but are a lot of our students involved in actually running the store from period of period or is it more teacher-led right now so we do have students that are running it um students that are in business professionals of america which starting last year every student that i have in business or mrs thomas check has in her classes are part of bpa um so any of those students especially the ones that i knew from
012last year that are in school this year and not home i've trained them already and they started today opening the store and so i was in there but i had my class outside we went back and forth and they really didn't need me so that's my goal i want them to do things and then uh you know the cash handling and stuff like that will be me still but i want them to to do inventory and everything so awesome right now student students are all the way i think that'd be a good opportunity especially dealing with the business advisory council i know they're looking for a lot of students who kind of have those skills and even some of those skills like showing up on time you know being respectful dealing with customer service and
013i know some of those soft skills are what they always are looking for so it sounds like this is a good opportunity to build up some of those and one of my assignments this week is soft skills so they have to look at the soft skills and businesses can teach you all that other stuff you know they can teach you how to do a b and c but if you can't be polite to people and handle yourself that way you're not going to last long so that's ironic we're just we're doing that this week and they're evaluating themselves like how do i look on this scale good so awesome sounds good a good evening um i have a quick question sure first of all i just would like to commend you because what you're doing
014is providing such a valuable learning tool for the students and myself in particular have a certain affinity for school stores because my senior year i was also a part of our school store in my high school in akron but i wanted to say uh with my experience i was actually uh designated as one of the student store managers and that i think was the beginning of me learning about what i really wanted to do because in my full-time job now i'm a manager but i wanted to say are you offering like balloon sales as a component of your school store because with my experience that was a very big part of our store and it was very profitable um our school store employees would go around to different classrooms like for people's birthdays and surprise
015them with a bouquet of balloons and just the students really love that so i was just curious if you have something like that as a component we don't have anything like that yet as um you know i think of those things as fundraisers normally um but it's definitely something we could get into so the goal is for the students to reach out to the other students because that's one i want to be part of that i don't want to make everything and come up with ideas i want them to reach out to their classmates and say what would you like to see in the store you know what could we offer that you really want to come down and buy and i've taught business for 15 years and and i've done uh fundraisers and school
016store kind of stuff like that before with entrepreneurship and we came up with uh sometimes students would say let's sell this and i'm like oh that's never gonna work and it was their best sale you know what i mean so i just let them see and if we fail we fail and they learn from that and if we succeed they leave but um we're open to suggestions so definitely um i think i don't know if my email's in there but david king if you guys have any suggestions or anything you want to see in there please yeah let us know but we really want student input right now thank you i have a real quick question yeah can you hear me yeah you know being a quiet type like i am what are your plans
017for marketing outside of the this general area or this school community well long term we want to communicate to the community and have them be able to order online or come in if they are interested and i've been in retail before i started teaching so i know too big too fast causes too many problems um and so by opening small we're just open during lunch periods right now and we're having 10 customers at the max com and so it was very slow today very easy going and everyone kind of got their feet wet so eventually that is our goal to be in outreach and and have uh things open you know online and have items delivered just big picture who knows where we'll be in five years but good thank you yep so on the
018production end our initial goal is to reach out to coaches within the high school just to try to get the business for their shirts and their you know specialty items and then branch out by word of mouth once we have more student staffing the production end so again our goal too on the production side is to branch out to the community as well and hopefully to have seniors buying banners from seniors so by graduation hopefully we'll be able to market to the senior class as well when i was a football coach here they bill ray and his group made all of our camp t-shirts and shorts so that would be a great idea keep it in-house we love it the students can do it because we're both full-time teachers as well kind of doing this
019on the side so they're involved you don't plan on coming in to fill an order at midnight uh for the next day i mean i could i've done retail but whatever it takes right yeah whatever it is there you go if it benefits the students then yes you could probably even get the art department uh involved i know when i was in school we used to design a different shirt for every game that we played and uh it was a big hit i mean everybody in the stands would have that particular shirt on um so you could have almost like an art contest of yeah i like it comes up with the best design it's funny i went to um probably five different school stores last year and the year before to see what they're
020all about and everyone has their own unique thing and like dublin sciota has one and i was like i will never fly here you know what i mean but maybe it would i don't know but uh like their big sale would be the jerseys and just the school year but i don't know so again send me your feedback i'm getting older and i forget things thanks for your questions i appreciate that a lot so thank you good luck with that thank you yep so i just want to thank them they were in a lot this summer coming in and i know both of them were setting up the store and had a ton of boxes in storage that they brought up and they unfolded them and put them in there so thanks for everything you
021guys have done it looks amazing as you saw on the pictures if you guys want to come over sometime please do because it's i mean the pictures look nice but doesn't do it justice until you see it you know up close and personal so it was good seeing the kids in there working today so that was that was good too so thank you guys for everything i appreciate you being here thank you thank you mr kruger before we hold on just go on just for the board you don't have to hold your button down today so you're good but just pull it close to you to you closer to you so that it picks up your voice thank you mr henderson appreciate that uh next uh presentation it's gonna be uh amanda conley good evening
022do i take it out wonderful good evening hello it's really good to see everybody in person mask wearing tonight so i just want to give you a little bit of an update on what we've been doing with the school district um i'm the president of enhanced collaboration consulting a human relations consulting company with a focus especially this summer on diversity equity and inclusion and so i wanted to give you a little bit of background about myself too my family's connected to canal winchester school district so my younger brother graduated from canal some years back and he's been doing wonderful really enjoyed it here actually right across the street is where i passed my ordination papers at david's ucc right down here and so we've just always loved this community and so part of this initiative
023has really been finding a way to give back so that's what this first level that we've completed has really been about has been our our connection to this place and to the people um how do i make it go kevin you're just just ask kevin thumbs up for the next one um so level one uh consulting that's really what that was all about was a way for me to give back to the community that was born out of my my dad and my brother came for the rally this summer they met at the school the high school and alumni and students and folks had gathered to address those issues of race that came up this year and just the support that they received from the school district was wonderful not everybody has been doing that
024um and so mr sotler reached out said there was more maybe that he wanted to do and so level one the communication support summer resources for the the teachers for staff and our two-hour webinar which i'll give you the updates on how that went and then we'll get to level two a little bit later my hope was after level one if there's more that you all needed we would be able to proceed with that vision for how to better support the community overall my my heart's desire really has just been to walk with people in kindness and in positivity through all of this because this is such a stressful time to be humans in general so the fact that covet has been going on and then on top of that we've had racial tension and
025so much angst and emotion it really requires a very gentle i think gentle touch and so my hope has really been to work with you all and anyone else to go through this just to make this both productive educational and also really helpful in just a more positive way and so just to give you an idea where we started i met with mr sotler and other staff to really get a handle on the communications piece so what do you all believe as a school district so we were able to really nail down and this encapsulates that in one sort of vision that canal winchester schools believe in your mission to empower all students and therefore your vision is to promote a culture that celebrates equity inclusion and diversity for your students staff families and your
026wider community so we've been working on nailing down the details of you know if people are sending emails and want to know where the school district really stands that these are the things that you all care about and that your actions and the school itself really uh embodies that in more than just a topical fashion so we'll get into the education that i provided this summer so i provided this two hour webinar it was held august 28th we did have over 260 participants it was recorded for uh for watching and that's available to any of you who would like that and then i also have the survey results from that education that i did with the with the team so overall these are the outcomes we were really hoping for that for your teachers especially
027to for them to walk away being able to name ways to increase their resilience because like i said right now is a really challenging time just to be a person in the world and then i wanted them to walk away being able to name the ways to engage with empathy with their students students of color and especially in times like this how to identify positive ways to navigate conversations about race having those tools are so important identify ways to create a safe environment in their classrooms and then outside of the classroom just in how we communicate with one another and then identifying symptoms of trauma because again right now is a traumatic time with covid and everything else going on the students may be embodying certain symptoms so wait things to look out for and
028then giving them some tools for diffusing conflict because it's going to be all around us because like i said emotions are really high um and so i was hopeful just that this is what they'd walk away with so at the end we sent out the survey via surveymonkey i really enjoy that website makes things very easy um and so i asked folks how they rated the webinar overall overwhelmingly folks thought it was good or excellent we had some folks in the middle there and i asked for feedback that we'll get to in a little bit for those who it didn't fit so the content of because again a webinar so technology so just the content slides visual aids and videos that i used overwhelmingly i think it was over 200 folks that excellent over 50
029said it was good and then i'm going to work out some kinks because i had a couple videos that wouldn't start but overall pretty good um i had them rate me as an educator for my own just knowledge so 237 folks said excellent which is always wonderful 22 said good one said fair my presentation skills 235 excellent 26 said good and zero for the other two which was great uh and then just to get a sense of did i prepare folks for what i was going to do because i had sent out some emails with resources and with things for people to look over before they came for the webinar so i really wanted to make sure that once i got to the webinar it was what they expected it to be so uh again
03077 said it really did meet their expectations or sort of went above their expectations um and 21 said good and 2 said fair and zero for poor which is good so just to give you an idea i got oh i got hundreds of comments so i just included a few for you to get a sense of the kind of feedback i got because as an educator and as a consultant it's really important for me to know how to continue to serve you better and so folks said things like this that it would be nice to have it in person which you know go over it again uh more time to discuss um and folks you know overwhelmingly said really positive things like great job thank you for providing this to canal winchester teachers um and
031then you know some input about questions not feeling comfortable asking certain questions in a big group like that so i've been meditating about ways to make it a little bit more intimate so if you if you have an uncomfortable question you feel a bit more comfortable asking it and then we also had folks who just yeah overwhelmingly positive folks want to continue this work and that's what i wanted to underline and the last one there that folks really want to continue forward um which is wonderful and so folks did give some insight about the kinds of things they would like to see so we're going to get into more of the specifics for teachers like certain scenarios and certain examples to really help bolster them when they're engaging race in the classroom okay so we
032will think about these next steps i'll be working with mr sotler on bringing a vision that he's had to life of getting feedback from the community so uh we will be working on a virtual town hall uh that will be we'll be hosting in october so i do have the format and everything included in this so i can show you exactly what that's going to look like it's a format that's worked really well for other school districts as well i'm a part of a central ohio diversity equity inclusion group of professionals and other folks at big schools small schools have used the format that's similar to what we're going to use for you guys so to give you an idea what that will look like we'll welcome well after we send an invitation out to
033folks we're going to encourage people to sign up ahead of time to have a five-minute slot where they can share as an alumni a student a teacher or a staff person or a parent to share maybe some feedback or some kind of positive change they would like to see and so my hope is that we will get folks on the agenda ahead of time we'll know exactly who's speaking we'll give them their five-minute slot i'll reach out to them ahead of time and make sure that they have all the information they need to enter into the virtual forum and participate and so when they do and as many onlookers are welcome as wants to participate uh everyone will have this sort of agenda so we're gonna do a welcome and we're going to actually go
034over the portrait of a graduate which i'm so impressed with actually and goes so well with diversity race issues inclusion and so we're going to talk about that i'm going to give a little update on what we've been up to and we're going to talk a little bit about you know visioning for the future what that looks like and then we'll let people know what the purpose is of the town hall so we're going to let them know that our goals are to really promote equity and inclusion and to provide a safe space where people can voice their story and there will um be a lot of sort of ground rules which i'll get to so we have that it's people safe space they can have their camera on or off microphones are to be
035muted to keep it quiet and again people who've signed up have five minutes so this is all going to be about respect so our i'm gonna be moderating um if anybody has any written or spoken attacks or profanity they'll be booted out of the virtual session and so you know you can't threaten the safety of the community we will be engaging with others by communicating on the topic and just remaining in a professional manner challenge ideas not people and listen with empathy which is something i talked about in my education my two hour webinar with teachers as well all right if there's any leftover time at the end i will field questions at the virtual town hall as well and i will actually be cataloging everything that's talked about and will pull out all themes
036that are reoccurring and anything that really sticks out that are actionable items for the district and we'll use that to sort of further propel us towards some achievable goals this year or the year after and then we'll close out of our virtual town hall after i sort of affirm all the things that folks have said so post town hall my hope is to really review those themes and feedback uh select items that the school district can you know reasonably work into our plan for further development and then work with leadership to determine the next steps so we'll be looking at professional development again based off of feedback from teachers and then start looking at a more sustainable plan for how this work can continue to happen in the school district that's most everything i think
037also i left out that i did meet with leaders this summer as well to go over the portrait of a graduate and some ways to positively use race and diversity in the midst of this encouraging positive imagery people of color leaders in the community and it was a really wonderful time with the staff and so yeah i just want to throw that in as well do you all have any questions for me well i did want to say i appreciate you coming out this evening i know that you've been working with mr sotler and working with the district trying to plan for the future and trying to fit that into our our mission statement which is empower students for success and the one thing i know that you know obviously and hopefully you guys can
038hear me as we move forward i know that one of the things that we're looking for and i know for me in particular i can't speak for everyone is i want to make sure that we put something in place whether it be this year or next year that's sustainable but it's also concrete because the fear a lot of times is is that when issues like this pop up we have conversations and that's great and that's a good place to start but when the election is over with when these things get pushed out of front headlines do these issues kind of get pushed to the back i know as we try to move towards opening up schools we're dealing with the whole pandemic right now and the fear is a lot of times is that we
039have conversations we kind of give ourselves a pat on the back that we sat down we had we talked about these issues but then we still deal with these issues years and years on down the line and if we don't put something in place this concrete to sustainable because you know i'm not naive enough to think that i won't be i'm not going to be around forever i know my son's in first grade so the plan is to be here for a while however when i'm gone i want to be able to say and look back and say we did something and we put something in place this concrete that's continued to empower our students for success so when my little first grader has graduated the kids that come after him will have something concrete
040and i know i talked to mr stotler about this and you know growing up there was a organization it was called score but it was student group on race relations and what i would encourage you to do is try and find something that we can go broad because we know that this this community is getting more diverse but i want to put something in place which will give everyone an opportunity to come in and be part of the conversation and have that conversation be something that's continuing and ongoing so i really do appreciate your input and like i said i'm really excited to see what you guys are going to do but i just would encourage you that as we move forward that it'd be something that like i said whether we're here obviously when
041your work is done with this district that is something that will continue in the game momentum and continue to truly empower our students and that would be something that will give you his feedback and encourage you to do absolutely yeah that's wonderful and sustainability is something we've been talking about and so in the midst of all this of gathering information and sort of laying the groundwork that's the vision the vision is really having something that will not just die off if one person leaves and i think right and a lot of times to get true buy-in from all the people in the community they have to feel like this is something that's actually going to help me in my day-to-day life to help my students as they come in here and it's not just something
042that we're just going to do feel good about ourselves and it goes away it's got to be something that people really can feel like they're committed to and know that the district's committed to this long term so that would be my input for you absolutely yes thank you kevin is there any way we can uh not have it virtual but have it in person because i find these conversations are so much um more meaningful when you can look at somebody and and be with folks yeah is there any way i mean to get social distancing and only speaks or something i just think it's i'm zoomed out man yeah i don't know if there's a way to do that yeah i'm not putting anybody on a spot i'm just saying i just think it's it's
043much more of a meaningful conversation and it becomes more of a conversation rather than a one-sided output yeah yeah you have the interaction so i don't know if there's a way to do that i'd like to see if we could because i think it would take your your situation and actually elevate that and make it better in person's always better i'm all about in person i think we're gonna be in the midst of this whole balance of safety and you know and dot dot dot and you know if it's possible i'm i mean i am open to that um i think it would just be a matter of looking at it coordinating it yeah yeah i'm not putting a great spot i'm just saying it'd be nice if we could try to coordinate that i
044mean yeah it's a really it's too valuable of a conversation to have i think as a as just an onlooker rather than being part of that that conversation in the same room so yeah it definitely has it definitely has a different feel if you're on zoom i mean zoom we're all probably a little screened out right now yeah and i think the texture of a conversation is equally simple well it adds to the message and you know this is a passionate emotional topic we need to get to rational and move forward and i think it's easier one-on-one our in-person kind of face-to-face that's good feedback yeah any other thoughts just look forward to seeing where it goes oh yeah excited about that and the energy and i i i know you have the full support
045of the community here so uh wonderful um yeah thank you well thank you thank you so much for just being that support and we're i definitely value just being able to walk this with you and be in it with you if we brainstorm ideas can we sort of contact you in the meantime yes you absolutely can yeah can we absolutely yeah send out my email it's a very strange email um yeah so we'll make sure that you get that thank you mrs i really look forward to having those conversations thank you i just wanted to say i'm so excited uh for this virtual town hall meeting and i am more of a proponent for keeping it virtual because with that i don't want to limit any participants or participation right and i want to encourage
046it to be like you were saying safe but also physically safe you know place for people to be able to join and participate at least for the first time and then we would like to definitely continue having conversations so maybe in the future perhaps move to in person yeah and also you know you never know we could get an overwhelming number of people responding to the invitation and we may not have time to squeeze everyone into that two two hours that that evening and so we may need to schedule you know another time and in the format could change and we'll we'll definitely talk about that absolutely yeah thank you all so much thank you oh have a wonderful evening thank you amanda [Music] uh next presentation is going to be teacher of the year
047finalist sandy thomas check i know jim probably has this one yes i have this one sandy could not be here tonight she had a prior commitment but i still wanted to recognize her for the outstanding achievement she was actually the state board district 9 teacher of the year and she was a state finalist unfortunately she didn't make it to for the state teacher of the year which i believe she should have but that's just my own bias there but she has been recognized and i would like to recognize her tonight from the board of education and then she does have one from the state board of education and just real quick this is coming from the review board i read this back in july but i'm going to read it again because it was very
048good those of us reviewing the applications were impressed by the work you are doing and the positive impact you are making in your classroom and in the lives of your students we were impressed by your desire to continue your own lifelong learning and your ability to lead by example and prepare your students for post-secondary education and future careers is one that will have a lasting impact on their lives and the communities that they live in and that was from the review board that reviewed all the finalists just to kind of review just so you know sandy sandy herself completed over 70 hours of coursework and she has earned her cisco certified network associates license she has gone above and beyond to make this program what it is today and and mostly she she did it
049for her kids and her program continues to grow because she's built a reputation that she cares and she does what it takes to help her students be successful so today i would like to honor sandy with with a certificate from the board of education for outstanding 2019 outstanding ohio teacher of the year state board uh nine district five state finalists and then we have from the state board of education the ohio teacher of the year state board district finalists and recognition of exemplary service to students and teachers the state board of education of ohio presents the certificate to stanley thomas check so sandy congratulations and well done on wednesday there is a fall bassa meeting and she'll also be recognized it's a virtual meeting so we'll she'll be present for that one and i i
050think there's a few of us that will be watching that too for that so she'll be recognized during that time too but absolutely deserving of sandy's thomas check so very proud of her yep yep she's a keeper right yes she is yeah she's an excellent teacher she put her with my son she deserves it for that okay next presentation cwea hi we are going to celebrate all the wonderful things that are happening in our different buildings at indian trail our kindergarten friends are learning their letters and sounds at abc boot camp right now they are exploring math with manipulatives and really getting that hands-on learning meanwhile our first grade friends are learning their new routines and structures you know they're transitioning from half day kindergarten to full day first grade so they're getting used to
051that new routine and expectation and our counselors and social skills teachers at indian trail are adding a social and emotional learning webpage to their website that will give students and parents resources they can access at home for those social and emotional skills that their kids are working on so they're really excited about that and they said it will be available for parents to view in about a week that's what's going on at indian trail at winchester trail we all want to give a big thank you to bob urban of urban images he volunteered to make little picture buttons for all of the teachers that have our faces without the mask so our kids can see what we look like when we're smiling without this in front of it and the kids absolutely love it it
052was very kind and thoughtful of him and our library learning commons is doing really fantastic things as well our librarian cassie dickenson took the grubhub model and came up with something called book hub and she's having students and teachers log into the library website and place orders for books that they would like to read then they are getting those books together and arranging for curbside pickup for our koala kids so that they still have access to the library and then they're bringing the books to the classrooms for our kids who are in person so this is a fantastic resource that she came up with the llc is also sharing literacy online through instructional videos read-alouds and even a gulf club on wednesday mornings so we have some really great things happening at our elementary schools
053hold on just a second um i just received word that something happened to the microphone set you put all that stuff all over here you cleaned it that's the problem thank you i apologize set this right here if that's all right all right this is this is different at the middle school the eighth grade is working on a service project to support the organization my very own blanket this organization aims to provide all children in foster care in the state of ohio with their own blanket the blanket is something that these children get to carry with them and have as their very own to provide them with the feeling of comfort and security we are raising money to purchase the fleece for students to be able to make to each make their own blanket each
054blanket costs about ten dollars to make our students will be responsible for cutting the pattern tying the blanket and our craft year students will even be able to sew the tags onto the blankets our students will also learn from learn more about the organization and the foster care system in the state of ohio we also want to give a special shout out to the brock strong organization that's already donated 500 to our project as well uh speaking of brock strong the sixth graders do a huge community service as i'm sure most of you guys know the brock walk our students walk on routes in town and place special donation bags on the doors of homes and then return the next day to see if the resident filled their bag and left it outside for collection
055all of those items then get taken to the cw food pantry where students work to count sort and box all the donations this past year we could not do the brock walk in may due to the school being out but the brock strong foundation adopted the project for us and did it through their uh their organization instead this gave our students first dibs to volunteer and we had approximately 75 sixth graders volunteer for the the project this summer as well as then we had former sixth grade students who had done this in the past also volunteered to return and do it again due to the amount of excitement and how fulfilling it was for them uh our very first students to complete this project are now seniors and they collected six thousand and four items
056in 2016. since then our project has continued to grow we collected a record-breaking amount of items this summer nearly 24 000 items were collected this summer that is the largest single food donation contribution in the history of the cw food pantry in addition last year sixth graders donated four thousand dollars to the cw food pantry and a thousand dollars to brock strong through fundraisers that they completed during the school year we expect we will have to do this project in the same manner this year but it will still give our students a chance to participate with their family if they choose to do so they've already started raising money and as of today we have sold over 500 mums to help them have money to give back to our community the sixth grader teachers especially
057would like to recognize the senior class at cwhs for being the very first group to take on this project they were true change makers for our community they found a problem and they worked to solve it their initial campaign has grown into a project that our food pantry relies on to stock their shelves for the summer months when our students are not typically receiving breakfast and lunch from school we are very proud of them for being true leaders of change in our community over at the high school students in video 1 have learned the history of television advertising and they are now taking the same 30-second jingle created from shania twain's song life's about to get good and they're all finding different products to creatively advertise to that jingle many of our high school students
058are volunteering their time with the cwjrd rec sports programs and they are helping younger athletes to improve their skills by sharing their talents and love for their sports amy byers has had the privilege of working with the volunteers from the cwhs girls volleyball team and they are doing an amazing job it is wonderful that the high school is allowing the rec volleyball program to use the gym for practice and gyms and lastly mr harmon's environmental science students are going to start their plot studies next week they will and they will run that all year the students will go out near the covered bridge and plot out a 10 by 10 foot area that they will study and make observations of throughout the year they'll identify any plant and animal life they happen to see and
059they'll collect data growth weather soil samples etc throughout the year they'll take pictures as well every time that they go out to the plot the students will be entering all this information on an online journal all right thank you guys very much thank you any questions board thank you appreciate your input tonight we do not have any puzzles thank you so with that we are going to move into the executive reports and first up is treasurer nick roberts you mr kruger uh good evening i'll keep it uh fairly brief tonight uh so i don't echo what i said the last couple months if you go to the financial page right there mr watson that'd be great um we have received some of our property taxes uh but we're still waiting for the franklin county tax
060settlement uh to come in to get a clear picture of year over year so we're not going to have that just yet but we are starting to get a pretty good picture actually go to the next one i like the year of the year better we are starting to get a pretty good picture of things that i've discussed in the past especially with all of the revenues line 1.06 continues to trend downward down 282 000 from this point last year we've talked about reasons for that ernest interest earnings are going to be down we eliminated school fees we reduced pay to participate fees we limited open enrollment those type of things that will continue to be a concern of mine throughout the year that line item the line item income tax 1.03 we should know
061here in october and make up that that significant deficit there line 1.01 and 02. like i said we're still waiting for the franklin county final settlement so it looks like we're down almost 900 000 that's not going to be the case we have a pretty good indication through some values that we receive for the school district that's the the update in franklin county is going to see property increases uh upwards of 30 percent um so i wanted to at least update the board on that uh and repeat that please uh the it was the franklin county's uh triune update uh in 2020 um and we we got some uh values back uh it was it was a up 30 percent and i've talked to some other treasurers uh just try to get a feel if
062they're seeing something similar and they are um so franklin county residents could see uh upwards of 30 35 percent increase on their value of their property so you may start once they get some tax bills coming up in the near future they're going to probably get a notice first of what their old tax value was and what their new tax value is most of that goes to the county auditor but you guys may also hear some of that we don't obviously control that that's up to the franklin county auditor to set values not the school districts so that will have a direct impact next year on the on the district finances um we're not at the um 20 mil floor um we're about 23 mills right now on the general operating side but as our
063value continues to increase we're getting to the 20 mil floor much quicker what that will do is once we're to the 20 mil floor then any significant increase moving forward the taxpayers taxpayers no longer see a tax break so looking at the trends right now when do you and i know it's hard to predict that but do when do you foresee us kind of hitting that 20 mil floor getting close to it if we're kind of if you see the property values going up the way you're seeing it uh we were forecasting it around fiscal but i had in the forecast about 15 to 20 percent on the update because updates typically aren't as high as a true evaluation or a re-evaluation in the last reevaluation we were 30 35 so nobody was seeing a
06430 update uh because updates usually just don't bring that kind of increase and it's still debatable it may not be uh county-wide and may just been on our property here in canal but i'm getting the sense that it's probably county-wide uh i know fairfield county last year was looking at about 30 35 percent yes as you're well aware of mr united i think a big piece of that is counties they weren't updating the values according to what the market was at the time so i think they they had gotten behind on what the true value of the property should have been and it would have been the case again had the county auditor got his request to hold off on the update it would have just made the housing values fall behind the market value
065again because the value right now in the market as homes in franklin county aren't staying on the market for very long house goes up it sells so the market is there so the property values have to follow that or you're going to lose ground on what property should be valued at so i think they're playing some catch up the last couple updates and and reevaluations so hopefully we get to where the values should be so property tax not trending downward income tax should not be trending downward once we get our catch up from the refunds that were filed in june so really the the most threatening line item in that is 1.06 so yeah it looks like we're down year over year 1.7 million dollars in revenue we'll get a much clearer picture probably not
066next month but definitely october expenditure wise we're up 962 000. it's actually a little bit more than that when you compare our purchase services the 1.4 million last year had the least payoff in it so it's really actually up about 230 instead of being down 460. not too concerned with expenditures it's still falling in line with what we were forecasting overall we're still sitting with a nice cash balance 38.2 million dollars if you go down to the next page uh permanent improvement we haven't really had any activity but the big thing is we're expecting to have 5.6 million dollars at the end of this fiscal year this is the money that the board transfers over to ensure that we have capital fixed assets into the future we're doing a transfer tonight and that 5.6 includes
067uh that in the estimates already so it's not going to be in addition to i know we've got some some projects that we're going to have to do most of our buildings are coming up on 20 years old uh indian trail winchester trail i think uh middle school is our youngest building and it's still like 12 years old 11 years old so we're starting to get to a point to where things are going to need to be done whether it's paving parking lots new roofs and sections and those type of things in addition to some of these facilities that we have for the education center so that money is for that go to the next page go on down earnings on investment uh you can see 9.47 is what we had last year it trended
068pretty well this last month didn't it kevin uh we it's all timing on when we have maturities we did have a lot of investments that's why the the interest investments is going to lag behind what the actual market is right now if you used to go to your bank right now to invest you're not going to get much of an interest rate some of our investments have been sitting out there for three four or five years and now they're starting to mature uh so once we start losing those things off our portfolio we won't see the 947 any longer we're probably going to be looking at 650 700 000 this year next year we'll probably be looking at 500 000 or so then it's just going to keep getting lower and lower and lower as
069those maturities fall off our portfolio because right now we're reinvesting at a much much lower rate than we did three four five years ago so these these these things that are maturing now and making up that 124 were actually investments uh three five years ago so our new investments are going to be much less so that's that's going to be a nice cushion that we lose out of that other revenue line item so we'll have to get creative and maybe come up with something else other than fees so any questions on the uh the general revenue side and the permanent improvement side of things only question i have for you nick is i know we talked about the property tax value going up and you know and i might be wrong on this so i
070was that's why i asked the question i uh from my understanding is there a certain like rule in place or certain laws that kind of protect particularly our older folks in the community who already have like existing homes so they don't see a huge increase in their property values or is that 30 is that something that kind of hits everybody at the same rate because from my understanding i know that for people on fixed incomes older folks that's always something that's like there's always concern there that you don't want to price them out of their homes yeah that points to the 20 mil floor so there's a reduction factor okay so if your home goes up the millage collected goes down okay so we're still at a level to where if your value goes up
071the rate collected on that will go down so it ends up it's supposed to be a wash okay so we're moving closer to the to the 20 mil floor so that's why when i talk about that as when we get to the 20 mil floor and an increase happens you're going to lose that reduction factor because it's going to reduce down below 20 mils and state law says you can't drop below 20 mil so then it's going to come right back so it's going to be almost an inherent increase okay for taxpayers so so staying away from the 20 mil floor is a is a good thing for our taxpayers i mean it doesn't work for every homeowner that way because it's it's brought in as as an aggregate for this for the school district
072so let's say the average increase of is 70 000 and yours is only 40 000. well you yours may have went down more than your neighbor who whose home went up 80 000 for example so it's based on averages of home values so it doesn't work exactly that way and you said we still got a little time before we hit that floor so we got about a five four to five year window right now based on what you're looking at before that really corrected okay okay so and being at 20 mil floor is not a not a negative thing it just we have to educate our uh community of when property if if we were at the 20 mil floor we would probably be coming out with something to educate the community that they're going
073to be facing uh some some increased taxes because we're not i mean other people are also on the tax bill too so it's not not just the schools so but we have the biggest impact about 60 percent of their tax bill uh is due to the schools but there are other entities and their taxing situations can can impact the tax bill too but it will definitely have an impact greater impact once we get to the 20 mil floor and you see a 30 percent increase on your value then you are going to see a pretty substantial cash out of pocket on your tax bill but we're still protected to a certain extent right now with the reduction factors being in place awesome well thank you if you want to pull up the insurance real quick
074kevin we'll give a uh update on health insurance things are starting to slowly come back i think the dental program is already pretty well back to what it was and people going to the to their normal visits and things like that health isn't quite there yet but it's getting a lot closer if you look at year-over-year kevin let's go to the next one so last year's claims at this point was 944 thousand we're at 707 right now so it's down 236 now the 944 was up pretty significantly over last year's year over year so the 707 is probably more comparable to fiscal 19. hopefully that was more of our our threshold and 944 wasn't wasn't there as you can see the fixed costs we're still controlling very well revenues we've increased premiums so we're going
075to see a small increase there overall though we're sitting with 2.7 million dollars in the health insurance fund so it's it's very strong we're up 370 000 at this point with most of it coming from the lower claims so i mean this month was the first month we've even scrolled back up we've had we've had positive balances of 100 000 plus this was the first time we've we've actually came close to break even since march so it's been a nice run uh kovitz brought a lot of negativity but it's also been beneficial and kind of saved us and bailed us out because we were trending if you remember our claims were trending very high so covet helped to kind of settle those things so hopefully we don't just all of a sudden fall off the
076cliff once kobe goes away and we and we see the increased claims again if you scroll to dental dental is obviously not as significant i'll keep going but year over year it's pretty much the same as last year so this month i think we lost what just over eight thousand dollars we still have 230 230 000 cash balance so still a strong dental plan um but your risks in the dental plan aren't as great as health i mean there's only so many things that can go and you've got max pockets i think 1500 so the dental is a lot more protected than your health insurance so this is just more or less are we funding it the right way are dental rates uh where they need to be so any questions on the insurances i
077do nick um on the medical the category of other underneath claims other miscellaneous it looks like that there's a slight increase in there like what what would that entail i'd have to look at that but i but i would venture to say that was probably a coding error of that 8697 that we corrected from either the prior year or in that year but we can we can definitely look because there shouldn't be too many things posted to the other miscellaneous for dental you think of what those are off top of your head kevin i can't think of anything i think insurance carriers that's what i think i think something got posted to other miscellaneous and uh we we corrected it out so it looked like we were negative 86 97. we can definitely look at
078it and shoot you an email uh on what that exactly is because we really shouldn't have much in there the management uh the management piece of it there is um for our consultant and then the uh 101 and 113 is just being a part of the delta dental network for the most part for them to administer our claims oh shoot i'm in health insurance i'm right but that's for medical mutual to administer our claims on a big chunk of that stop-loss insurance so any other questions as far as personnel um are you like just consistent with um just are you still hiring for any position or are you just keeping staff at the number where you have it for this for personnel yeah for this year we had minimal hiring of staff most of it
079was replacement of positions uh with minimal staffing and that's something we are constantly looking at to make sure because we understand that's our biggest cost that's our biggest expense and so um that's something we will always look at whether it's this year and or next year covered we're non-coveted that's something that we're going to keep a close eye on to make sure we're doing our best job to maintain the proper educational system but also you know not to overspend on personnel if not needed okay and this year specifically with resignations that came in the summer late in the summer we we did not replace i i don't know the exact number but i want to say probably five positions um maybe a teacher and and then several para pros because of the fact that we
080only have kids in half the time um so there were less students so we were very aware of that and then um replacement you'll see there's some resignations coming up um specifically bus drivers there's some of those we're going to have to replace those are still rolling but those are not new positions those are yes so relatively speaking you're still going to be pretty conservative oh yes any other questions for nick thanks nick welcome nice and short yeah mr sottler dennis report well thank you mr krueger good evening everyone and welcome to all our viewers hard to believe that we're starting the third week of school already and for the most part i think we had a pretty good start to the year uh under the circumstances that we were dealing with it was kind
081of an unusual start only seen about a third of the kids in the building and about eight to ten kids per class maybe a little more here and there but it was great seeing the kids back and it was great having our staff back so that was a positive getting out to the buildings and just seeing the kids and uh just having school again so you know hopefully we're going to continue to do our best i just ask for everyone's continued patience and understanding as we try to work through the hybrid and or the koala you know we're trying to build a play in a flight at the same time and that's not always an easy task and that's what every school is going through right now you know one of our themes for the
082year is adaptability and and flexibility and each day our staff members are adapting to the new learning and our students are adapting to the new learning environments and we're all being flexible on how we operate and how we teach or how we learn and i just want to give a big thanks to all our administrators teachers and support staff for an outstanding job getting ready for the school year and for preparing the best learning environments and opportunities for our students whether you're in a hybrid and or the co or or the koala model we've got a great staff and uh you just can't thank them enough because you don't understand most of us this this is new to all of us and you know the preparation was starting in you know june and july and
083august and our teachers and our staff put in a lot of work to try to get ready for today we know it's not perfect we understand there there are some things that we have to do better but every day we're learning and every day we're making it better for our students so they're doing an outstanding job and i just want to say thank you to all of them and uh i'm very proud of them and i'm proud to be part of this organization and we're going we're going to continue to do our best to make sure we provide the best learning environments for our kids and so every day something new but we're going to make it better one of the things we talked about earlier in the school year is the theme of hope
084and one of the things that we want to make sure our kids know that their future will be better than their present today you know these are just challenging times to all of us we heard it earlier from amanda conley and we want to make sure that our kids understand this is not here to stay that things will get better because we all need that our staff needs to hear that we need to hear that we need to hear that our future in two three four five months a year is going to be better than our present today and i think that's good for everyone mentally emotionally to have that understanding is that the light at at the end and end of the tunnel is near it's there and so we want to find those
085silver linings and all those dark clouds and know that what's going to happen in the future is going to be better than now and that's something we want to try to instill in our kids so they have that hope for their future and that it will be better and our staff is doing an outstanding job trying to do that but we all need that i have to encourage that and instill that in our staff and everyone else so it starts from the board for me down to our administrators to our teachers to our kids and hopefully to our families out there i know the big question out there is if or when we're ever going to return to school five days a week you know i think all of us could sit here and say
086we want to be back in school five days a week that's what we want for our kids you know the answer right now it's hard to have that when we know that we have social distancing still in place even with a third word or about um a third of her kids were if we were if we actually would bring all back it's about 66 percent you know that's hard to manage three to six feet in the classrooms and in the hallway when you have 20 some kids in there so i'm not quite sure how would we do that all day five days a week and still manage the three to six feet of social distancing plus we still have the mask order out there and so you know putting that all together the best safe
087learning environments right now is to do the hybrid system you know if things change you know i'll be more you know happy to sit down and listen and and try to get our kids back but uh it's a it it's tight right now and you know i want to keep us going where we still have school for our kids whether it's hybrid or not but the kids need to be there and so we're going to do our best i'll you know i meet every wednesday virtually with the central house superintendents franklin county department of health the city department of health and ohio department ohio department of health so we have a virtual call every tuesday talking about these situations and when it is a safe turn if you recall dr patty matting patty manning who
088was a chief of staff of cincinnati's children's hospital said you have four strategies that every school needs to implement in order to stay in school one mask which we're all doing and be honest with you our kids are doing an outstanding job wearing the mask so kudos to them no one likes it but they're doing a great job number two was it three to six feet of social distancing three feet is good four to five feet is better and six feet is your best so we're trying to maintain that six feet uh hand hand hygiene wash would soak for 20 seconds or more sanitize all that good stuff and then cleaning and disinfecting our surfaces we talked about this early with prevent 24x we actually did our first deep cleaning on last wednesday and this
089saturday and so we'll do that every 30 days to make sure that our surfaces are clean and sanitized for our kids and disinfected how'd that go so i thought it went pretty good i've not talked about the time i have not talked to mike bridge i don't know mike nick i've not talked to mike today so i've not heard anything about it but it just happened okay yeah so yeah that just happened saturday it just happened on saturday so i didn't hear anything so no news must be good news hopefully and once again we'll we'll figure it out the first time through it you know we're meeting all those those strategies right now so that three to six feet of social distancing is really the big thing for us and so we'll continue to monitor
090that as we go forward uh just a quick update we currently have students enrolled um 2531 of them we're are in hybrid mode model and 1316 students where 34 percent are on the quality track now we're going to stay with this until the semester break sometime in november december we're going to open it back up again for second semester so people will have a chance if they want to go hybrid to or koala and or koala to hybrid they'll have the opportunity to make that change and what people have to understand we set schedules and class sizes and teach master schedules according to the information we got back in august so right now this is the track that we're on until second semester but we will open open it back up again for our parents
091so any questions so far no but i do want to make a comment uh uh a community person's asked me today just today if we're gonna they said hybrid's gonna be the way to go forever that's a permanent fixture and i told them i know no such plan but i just wanted to reiterate that that's not the plan for the future now my plan is get kids back in school five days a week so sooner rather than later but you know that's something we'll take day by day but i hope it's not the plan for the future now the you know the canal winchester online learning academy might be an option for some parents that that like that we we had kids doing that prior to covid but um hybrid is uh just something a
092phase that we're in right now and hopefully we'll go away any other questions or comments if you got any new information i know we were talking about the count franklin county board of health and they are giving us input and giving us guidance has they given us any i know it changes from day to day but have they given us any new information or any updates on at least what's going on in our community so then that can kind of help guide us moving forward uh they they actually have a new system out there that they're go that they're using for schools it was developed by ohio state and we're supposed to get that new route that new set of data uh this coming week okay so um really our our case rates and uh
093positivity rates haven't changed much over the last couple couple weeks we're still probably about five or six percent of franklin county in there so but no news the only thing they really told us was that they will not be making any more recommendations any other recommendations will be coming from the governor's office okay so hopefully we won't have any of those they're making recommendations that they're not going to make so they got a tough job too so yes they do and they're doing a good job i mean just meeting weekly with them and hearing from them and they send us a lot of good information so two more things one i just want to talk quickly about the broadband connectivity grant that we received we were awarded 151 466 dollars from the corona buyers relief
094funds called the broadband ohio connectivity grant i think it was a total of 50 million to ohio and ohio department of education kind of split that up and uh schools were able to apply for it and we received 151 466 dollars we're going to use that to purchase outside wireless access points to all our buildings so teachers will have the ability to go outside and teach and has still have access to the internet uh we'll have it out at both our stadiums that's probably my chain hitting my uh yeah it is sorry sorry about that and uh so we'll have access outside wireless points to all our buildings and including the stadiums for our kids and community members to wear and also we're going to purchase more uh hot spots mobile hot spots called khajiits
095i believe somewhere in the range of maybe 70 to 80. and that's for our students that maybe not have do do not have access to the internet at home that they could take home this mobile hotspot to make sure especially those that are either koala or one word hybrid mold mode model that they have access to the internet so um mr hoffman's working on all that right now to get that in place and hopefully we'll have it within the next couple months yeah this grant was very restrictive so there's only a very small amount of things that you could purchase you actually had to get real creative but the whole point of it was to help kids get online and to be educated and and because you couldn't put access points inside the outside ones
096kind of way if a kid didn't have home access at least they could come over to the parking lot perhaps and be able to grab the wi-fi from there instead of maybe having to go sit somewhere coffee shop which i don't even know if they're allowing that right now so it was really just a way to allow kids to get connected some way somehow yep any questions on that and the last thing i just want to show the high school construction video that uh mr nathan weiner pulled up with the with the new uh renovations i didn't think about that [Music] so that's pretty cool i like that [Music] so that's a brick wall now it used to be the entrance [Music] do [Music] so mr weidner our video production teacher put that together for
097us he was also the one that did our high school graduation so for our viewers if you weren't able to see that if it's not online right now we will have it on our website so you could take a look at that just talking a few of the kids this uh the last couple weeks and especially a few of our seniors are out there said wow why couldn't this happen a couple years ago where they could get full four years so they were very excited kids are very excited so i can't wait for everyone to be back at some time and we could utilize the full potential of the building now so that's all i have any questions remember make it a great day or not choice is yours jimmy talked about the broadband grant
098yes we're going to go into building reports uh do you want to talk about the the lunch grant uh that we have the lunch grant right now up nick and correct me if i'm wrong mr roberts it goes to the end of this calendar year yep december 31st uh december 31st and right now lunch is uh free of charge to all our students um and that's a breakfast and lunch that is correct breakfast and lunch for all our students up till till december 31st 2020. and so i'm not sure what's going to happen come january 1st if they're going to extend that or not but that's also we're also feeding our kids in the koala program so we're taking lunches out to them so all our students are being fed uh throughout the week yeah
099i feel very very good positive feedback from that program so um so i think it's fantastic it is very beneficial right now for us and so we'll see what happens come january 1st anything else i want to add to that now let's just thank you to the federal government it's a grant so for every lunch and breakfast served we get uh what is it five dollars kevin for lunch so we get that direct from the federal government we were already getting um a reimbursement for the free and reduced kids but this is uh district wide obviously where we're picking up that money for for every student until december 31st so it helps keep the food service department afloat a little bit with only having missing what 1200 kids in the district i mean that could
100help hurt students sell so being able to serve the lunch to the koala kids too will help get the numbers up and keep the food service uh department in the black so i know some districts are really struggling and having to supplement general fund for that we're not in that we're not in that territory thankfully and we don't look to be due to this anytime soon so food service is still a strong department right now absolutely and just excuse me uh just uh piggyback on the free and reduced lunch for our parents or families that that need that they still need to fill out the form because we don't know what's going to happen after december 1st so we're still wanting our parents we need our parents to go out and still fill out the
101form even though you're getting a free lunch right now and breakfast now we we uh we don't know we need to plan ahead i mean they need to plan ahead in case it's not there come january 1st so they still need to fill that form out yeah the last thing you want come january and the government takes the waiver away and you're sitting there with the you could have had free lunch and now you're having to hurry uh to get it or pay and you don't have the funds necessarily to to pay for the lunch so plan proactively to get the form complete just in case okay thank you board we're into district reports i know all the builders are just getting back in the swing of things that was a lot of the reports
102going on there i didn't know if anybody any specifics they want to pull out and put kaia on the spot and see if she can answer and if not we have individuals on call oh that are that are right upstairs if you need it if you do have questions wow interesting or on demand what's yours anybody have any questions on any of that okay it's good to get them back to school that's not a comment yeah i know uh jp and the technology are we're a true one to one with i don't know if that's careful what you wish for um but i know that's been going very well so that's i'm happy to hear that okay i am going to need uh i need a motion for the consent agenda mr metzler second this
103is tally thank you very much um for number one there are two sets of minutes um minutes from the special meeting that was august 5th and then the minutes from the august 17th regular meeting number two we do have two donations we have a 400 donation from james and wendy shackleford to the high school boys basketball program and we have a 700 donation from legacy trucking llc to indian trail for kindergarten classrooms and teachers so we just want to thank them for their donation donations i should say number three administrative personnel we want to ask that you accept a resignation from roger mcgloney for purpose of retirement roger has been with the district for 10 years and as you all know he has done you know multiple great things for the district but the most
104recent was to oversee the high school construction project so he has stayed on with us so that he could see that through his last he will be retiring november november 1st so we just want to thank him for his years of service and you know specifically for the for overseeing the high school project most recently then under resignations you'll see a resignation of mike bridge don't worry mike is resigning from the assistant maintenance supervisor position that we had and he is moving or has moved into roger's role so that's just simply really an auditing thing that we need to make sure that we put on the agenda but he has taken over the this um supervisor rule number four for classified personnel you'll see that we have several resignations here from bus drivers and parapros
105and we are asking that you approve william spencer as a sub bus driver number five for certified personnel we do have one resignation from hannah koh as a first grade teacher and we are hiring in melanie miller as a first grade teacher to replace her and then the rest of the this part of the agenda under certified is extended days and the stipends that we would have for different different things so you'll see for career tech for special education district rep we generally do these positions and ask you to approve the extended days in may we did wait for these positions to ensure that we were going to need them knowing what the school year was going to look like first before we approve them so that's why they are a little late than usual
106i have a question for hannah yes says the effect of the end of 2019-20 so we received her resignation um the day before teachers were to start so she did not start with us for the 2021 school year so therefore we her resignation was official got it yep thank you that's a great question all right and you'll also notice then we have um i mentioned the stipends again we put those on late for purposes of ensuring that we were going to have the position near the bottom you'll see that we are hiring the winter faculty managers for the seasons and then the resident educator mentors are then in the in the table that you'll see at the bottom under certified and those are we talk about this each year that we hire on for first
107and second year teachers they have mentors and then if you're a third or a fourth year teacher you have a facilitator so that would be then the difference between those two and then supplemental positions you'll notice we're hiring the yearbook positions for this year and then the athletics supplementals for winter are also added in and then we follow with volunteers the majority of those are for winter there is one volunteer for volleyball stuck in the middle there with alice and jamie moving on to number seven at last month we approved overseeing the financials for the cwjrd we are hiring in misty swearingen as the manager of program and communication for the cwjrd and these funds will be paid using the rec fund and that's all i have for consent any questions for kaya on the
108consent agenda mr roberts please call roll mr matchler yes this is tally yes yes mr krieger yes mr united yes motion passes 5-0 for the consent agenda moving on to action items we have the first action item i need um a motion for the fun to fund transfers mr yanati i'll go ahead and second that uh we've had the same uh three transfers um the last three or four years we still have two debt payments that are not tax voted so general fund covers the debt but we have to move those to a bond retirement to actually pay the debt uh so we have the the house bill 264 uh project that was completed it's been some time ago and then bus bonds uh so those are two debt payments and then the 2.7 million
109as i talked about earlier the financials is to move uh that money into the pi for long-term capital needs of the district without us having a pi tax levy it's helpful to get that money over to a restricted purpose to only be able to use it for that reason and that's not the money that's being spent right at this moment that's her future correct correct some of it is some of it we budget we budget about 700 a year for for things that happen within that year two buses per year some paving and some roofing projects typically and then we hold back a little bit for any emergencies that might come along throughout the year so any question on the on the transfers mr roberts mr united yes mr krueger yes mr butler yes mr
110matchler yes this is tally yes yes pass is 5-0 for the action item number one action item number two i need a motion for the private tuition contract i'll move now second mr metzler mr butler this is a student that we don't have the staffing to meet their needs so we're sending them out to a private tuition facility that the contract was attached if you have any questions about that so we should be down to one or two of these i know things have been very strenuous on the special service department uh on some different things the cobot has really had an impact on on some of the kids so there's been some movement that they were not expecting so we might have one or two more of these coming typically they're they're done and
111their kids are in but i think kobe's throwing a wrench into some plans making it very difficult for some of the for some of the students any questions mr roberts mr matchler yes mr butler yes mr kruger yes this is tally yes yes martial passes 5-0 for action number two brings us to discussion items uh first reading of the 2021-2022 school calendar yes i know we're just starting our school year but yes we need to prepare for next school year if you recall a couple years ago we had to have two readings on this so the first reading and then we'll come back 30 days from now and if our community has any input they could uh send us an email on the calendar right now we'll look like our first day of school for
112kids is august 8 wednesday august 18th of 2021 and just real quick go through some of the main yeah the big ones that are out there we are going to have a little fall break on august 15th our christmas break or winter break will start december 23rd and go through january 4th we will also have a spring break of march 28th through april 1st and then we'll have a easter break of august excuse me april 15th through the and that monday of april 18th and then our students last day will be may 22nd one of the reasons why we're going to start a little earlier well earlier that's probably when we have been starting besides the last two years with the construction is we want to end semester at the winter break that's important especially
113at the high school classes because this year winter break doesn't end until two weeks after so they come back for a week and a half they study and and they prepare for their some extra exams so in order to do that we we have to start around that 16 17 18 19 date each year that ended at the um winter break so that in a nutshell this is out there uh it will be on our website for people to see if they want to take a look at it so we'll come back next month and if there's no questions uh we'll prove it with the second reading and we all know this is our this is the voted on calendar uh correct by the union by cw so they have their input in there so
114good um we're going to have another discussion item number two the first reading of board policy so mrs hunt is going to have this one i need a motion i think oh never mind oh see look at me look at you i'm usually waiting for the motion yes you are all right this is just discussion and i will be quick because i see eyes looking at me like come on um but the the policy changes here are actually pretty um they're they're not drastic changes so i'll be able to go through this pretty quick um 1530 is uh evaluation of principals and other administrators that policy had listed otez in there and we're removing the references to student growth measures because they are no longer available in otez um this year and then moving forward
115with otez 2.0 which we'll get to in the spring um the growth measures which are currently or were 50 of a teacher's evaluation they are now embedded into the performance rubric so that goes away 2270 and 8800 religion in the curriculum and religious patriotic ceremonies and observances this was revised because of changes enacted by house bill 164. the new law defines religious expression to include prayer religious gatherings such as prayer groups distribution of written materials or literature of a religious nature and any other activity of a religious nature including wearing symbolic clothing or expression of a religious viewpoint as long as that expression is not vulgar obscene indecent or offensively lewd our boards are no longer permitted to restrict student exercise of religion to lunch periods or other non-instructional time periods finally the law declares
116that a school district may not prohibit a student from engaging in religious expression when completing homework artwork or other type of classroom assignment rather the assignments must be graded or scored using ordinary academic standards and shall neither reward or penalize the student based on the religious content this reflects the current ohio law 3124 employment contract this removes references to employment of administrators which is covered in policy 1520 employment of administrators so the 3124 is where we get into professional staff teachers so it's a separate section so we've had to remove the administration out of there because it's already covered in 1520. 5610 and 5611 are revisions provided for the use of the preponderance of the evidence standard of evidence and determination of student discipline this standard is consistent with the standard of evidence that has
117been applied in the non-discrimination and anti-harassment policies in effect in addition retention of investigatory records has been added to both policies 6144 is investments this policy is revised to include the provisions of house bill 251 to increase from five to ten years the maturity period of other political subdivisions bonds and obligations eligible for investment of a district's interim monies this also reflects current ohio law 6152 and 6152 52.01 talk student fees fines and charges in waiver of school fees for instructional materials these policies are revised to provide the authorization to allow for online payment of fees fines and charges additionally the policies have been streamlined to identify fees to be charged and waivers that may be available 6325 is procurement federal grants funds this policy is re actually this is a new policy for us
118um actually no i'm sorry i got ahead of myself this policy is revised to reflect the statutory language of a high revised code 3313.843 that allows for the purchase of services by a district from an educational service center pursuant to the authority of the ohio department of education this one here is where i was getting ahead of myself 64 24 is procurement cards this is a new policy and has been um in place to reflect significant changes in the structure of this purchasing mechanism and to provide the appropriate structure and security for use of same i can't say that word today procurement cards differ notably from credit or debit cards and are not subject to the regulations of senate bill 312 however recent audits have found improper procurement card transactions and weak management controls in
119ohio school districts this um policy is recommended for adoption if the district makes use of the procurement card purchasing which canal winchester does and then so all of those that i just covered are neola recommendations um the next two are district request however 5517 anti-harassment is one that is a neola policy what happened was a few years ago our attorneys had recommended that we take the anti-harassment policy and tie it in with the other policies that fall underneath harassment bullying etc because they all follow the same procedure when you're doing an investigation and you're reporting however last month if you remember we did an emergency approval of the title ix policies because that policy is required we needed to then remove the anti-harassment policy and put it back into play because we needed to remove
120it from the policy that we had in place um and so this policy that you that we're approving to or actually that we're discussing tonight that we're looking at is actually a neola policy that's in place and then 8330 is student records uh changes were made to the directory information prior to the 1920 school year regarding directory information we remove student address telephone number and date in place of birth from falling under directory information so these changes are being made to update policy and make it reflect our student handbooks and our current practice any questions that's just the first reading ladies and gentlemen i'll be back next month keeps everybody coming back absolutely policy hey that's the best commission or committee in the whole it is the best committee ever i will take your word
121for it mr metzler thank you so much better recently uh any reason to move into executive session mr sattler no sir mr kruger need a motion to adjourn the meeting this evening mr butler second this is talley mr roberts butler yes this is tally yes mr kruger yes mr batchelor yes i yes meeting is adjourned at 8 45. thanks
