The November 19, 2025 regular meeting of the Chardon Local Schools Board of Education is called to order. This meeting is being held in accordance with section 3313.15 of the Higher Advice Code. Deb, would you please call the roll? Mrs. Blankenship? Here. Mrs. Clark? Here. Mr. Albright? Here. Welcome to the November 19, 2025 regular meeting of the Chardon Local Schools Board of Education. Prior to this meeting, each board member received further review and consideration of the agenda and materials associated with each agenda item for the board's consideration via the Electronic Board of Education Agenda System Board Docs. The public can access the agenda through the school district's website one day prior to the board meeting. Pursuant to Board of Education Policy 0165, this meeting is a meeting of the Board of Education and public for the

purpose of conducting the school district's business and is not to be considered a public community meeting. There are two opportunities for public participation during the meeting as indicated in agenda items designated as public participation. Board members have the opportunity to call the superintendent and chief financial officer for information concerning agenda items and to request, if needed, additional information. Upon request of the superintendent, the district shall make reasonable accommodation for a disabled person to be able to participate in this activity. This meeting may also be replayed for later viewing on the GTV network and video on demand site. The Chardon Local School District is not responsible for the video and or audio quality or future availability of such recording. Okay, so the next is the adoption of the agenda. Do we have a motion and a

second to adopt the agenda as presented? So moved. Seconded. Any questions or comments on the agenda? Hearing none, would you please call the roll? Mrs. Clark? Yes. Mr. Albright? Yes. And Mrs. Buckinship? Yes. Okay, now we're going to be led by a pledge of allegiance by our first grade Park Elementary student, Jackson Rosales. Jackson, would you please join us up front here? Yes. The flag is over there in the corner. Whenever you're ready. You can stay right there. That's perfect. Put your hand on your heart. Look at the flag. There you go. Deep breaths. I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Okay, Jackson. I'll come around here. We'll go around here

to the middle. Be careful. He's got a little sidekick here. You have somebody coming with you. Yeah. We'll have you next month. How's that? Okay, in recognition of first grade Park Elementary school student, Jackson Rosales, for your contribution and commitment in serving as the Board of Education's pledge of allegiance on this 19th day of November 2025. So, Jackson, I want to say thank you for coming out and joining us. You did a great job. So, if you turn around here, Mr. Cole would like to get a picture. Do you want to get Mason over there? All right. Ready? One, two, three. I've been out of hall for so long. What pup is that? Do you know what pup it is? Who is it? I don't remember. I'm impressed if you do, Mr. Cole. It's not

Chase. All I know is Chase. Oh, okay. The teachers have to help me out here. Marshall, right? Marshall's the fire dog. That's not Marshall either. Right. Juma's the newer one. Thank you, Jackson. We commit to high achievement for all students. Hearing the public for agenda items only. There are none. And present members of the Board on tonight's consent agenda, we have several items. First is approval of minutes for the October 13th special and November 1st special meeting. And then item 3.2, approval of warrantless check pay report is detailed in the enclosure. Item 3.3, approval of administrative certified license, classified supplemental, and non-contractual personnel and compensation related items is detailed in the enclosure. Item 3.4, approval of the enclosed adjustment to the Chardon High School fee schedule. Excuse me. Item 3.5 is approval of the student

breakfast and lunch price rates for the 25-26 school year. Item 3.6, approval of the interagency agreement between Painesville local school district and Notre Dame elementary schools is detailed in the enclosure. Item 3.7, approval of the adenum, pause on that one and think for a minute if we had that right. Item 3.7, approval of the adenum to the 25-26 nonprofit service agreement between ND East and the ESC, the western reserve is detailed in the enclosure. Item 3.8, approval of proactive behavior services agreement for student placement is detailed in the enclosure. Approval of an agreement with the Menor Cardinal Autism Cares Center for placement of student. Item 3.10, approval of a contract for Great Lakes Theater school residency program visit is detailed in the enclosure. I am recommending your approval of these items. Do we have a

motion and a second? I'll move. Second. Any questions or comments about the consent agenda? Do we know if the lunches went up or if they're the same? I should know that but I don't. Lunches are the same. They just have to be approved every year per audit. Okay, perfect. Thank you. That's a pretty high value price range. Yeah, just as a by way of reminder, the board didn't reduce those based on balance in the fund account for food service. So we'll continue to monitor that balance in relation to prices moving forward. So those prices would be less than the cost of the food so it will continue to drive that balance down? It depends on the reimbursement rate but generally yes. Okay, again with the good value, yep. My daughter was very mad we missed.

I did not let her buy Thanksgiving dinner by the way. That got raid reviews from her friends. Any more questions or comments concerning the consent agenda? Nope. Would you please call the roll? Mr. Albright? Yeah. Mrs. Blankenship? Yes. And Mrs. Clark? Yes. Next we have our student liaison report and we have Hayden Bunker and Aubrey Fetchick with us this evening. Hi, I'm Aubrey Fetchick. I'm Hayden Bunker. I know we possibly missed last month's meeting so we kind of got a whole fall in review slideshow here for you guys a little for just today. So Homecoming in September was a huge, huge success. I know we got some raging, raging reviews. Super awesome. Huge shout out to the whole student council especially Ms. Sterk up in the high school for they coordinated everything and truly it

was such an easy and I know a lot of people had a lot. We also had our care closet open up in the high school. So this was led by Mrs. Decato, one of our math teachers. Kind of created like a safe environment for all students and even staff in the case that they may need a little something during the day, right? Maybe that's toothpaste they need to take home, right? Maybe a hair brush. Yeah, tissues. Any and all things that someone may need, it's in there and it's a great, great piece of advice for everybody. Fly On was presented this fall by Chardonnay Drama Club and it was amazing. I really enjoyed it. It's just special to see like the makeup and costume, the cast, the stage crew. Everybody comes together and creates such

a great performance and it's all super pleasant. It was a really great production. And then this was our fall sports wrap up. So girls volleyball we won or we got to districts. We were runner up. Girls cross country. They had a great season. They made it to stage for the first time in 10 years and they were WRC. Boys cross country made it all the way to the region. Our football team qualified for place and our boys team even made history this year winning the WRC for the first time in school history. So props to our boys soccer team and our girls soccer team had a great year making it to district semis. Our boys golf team finished second in the WRC and Ty Roediger had a season he made it all the way to

districts. Girls golf finished fourth in their conference with a record of six and eight. At CHS we took Halloween very very seriously. So that Friday of Halloween we had a lot of school spirit in the house. Here's some pictures. Our senior class officer is here handing out some candy grams we did for on that Friday and then our band dressed up as per usual. You guys don't have any pictures of Slimer and Ghostbuster over here. Oh you do! You jumped ahead. Just kidding I jumped ahead. Shout out to Dr. Hanlon and Mr. Tonko. I love that you guys joined it on our festivities. This is a great time. And then next we have our senior versus staff volleyball game and we're hoping that Dr. Hanlon will come out play a little ball against us. We'll

see next Tuesday and really okay when is it? It's at 9 50 a.m. on Tuesday. Okay I will check. Thank you and we hope you enjoy your Thanksgiving break as much as we plan to enjoy ours. Thank you guys. Thank you. Thank you. Actually unfortunately I'm not here on Tuesday. Oh man. I'm not making that up. Are you guys gonna make Mr. Tonko play? We asked him. He said no. I think he's just scared. He knows we're just too good. Thank you ladies. Thank you so much. Thank you. Okay superintendents report recommendations. A couple of items in our superintendent report or my superintendent report I should say. Washington street business affairs transportation construction continues on. Punch list items were identified at the city of Chardon. Those have been completed. Steve and crew are doing a

great job of transitioning into the front building. Steve on December 1st right after Thanksgiving break we'll see a transportation area of building A really in full operation at that point. As a reminder we have the ribbon cutting plan for December 15th which would be the board meeting at and ribbon cutting at 4 30 with some tours of the facility. Mason is going to be pushing out a kind of a general invite to them to the community and so on. The board meeting will be at 5 30 and we'll be at that location for that meeting. Tennis courts were final or the latest pre-con meeting was held with the city of Chardon today. That went well. Construction's underway. If you go by the site on the out can you'll see they're moving dirt and we are

really pressing right up against asphalt plants closing. You're going to get that paved? Really? The goal is to get asphalt down before the plants close. They were asphalting in their development today. They're still doing it. They usually don't close until the week after Thanksgiving. And that's right in the wheelhouse. So we are right against it. We attended administrative team and some of our board members attended capital conference on the 16th and 17th. A lot of great presentations on a variety of topics from AI to school funding to keynote speakers and so on. I presented another session on fair school funding plan. It was pretty well attended so please put that. Big news which I reported to the board yesterday is that I attended along with Deb the Geo County Commissioner's meeting. The main agenda item

of interest was the property tax piggyback provision authorized under House Bill 96. Charles County Auditor Walder presented a great overview of the impact of the piggyback implementation. If it were to move forward following that, superintendents, treasurers from area school districts spoke to the commissioners on the impact of the piggyback provision and ultimately the commissioners decided to vote not to implement that provision. They did so by unanimous vote and I just again we've expressed on behalf of the board and our school community our appreciation to them in terms of a letter that was sent to them yesterday but I do want to take a moment to publicly acknowledge them as well for evaluating this carefully and understanding the impact that it would have had on programs and services. Deb did a great job of representing our

school district and Deb I don't know if you just want to recap very quickly what the impacts would have been. Yeah basically I just reviewed the Chardon story and as I've communicated with all of you this would have been a loss of future revenue 772,000 annually. It definitely would have pushed us to a levy a year sooner than anticipated so this is it's really awesome and we really appreciate the commissioners giving this careful thought and for all of the entities there were many more. There were a lot of inattentive and I just want to say both Mike and Deb did a great job in representing the district. There was a lot of school districts there there was a lot there was township trustees, Chardon city manager, health department was there, MRTD, department of aging, department

of disabilities it was it was very full house. Yeah a lot yeah so it was very well attended so they was the room was so full they had to bring in extra chairs so but it was a good a good meeting to go to let's just put it that way and I don't think we can repeat often or say often enough that through the actions of our board we have returned to taxpayers in our school district 1.8 million dollars and counting right now through fee reductions and other things that we have that this board has authorized so it's not like the school district is not doing its part in terms of responding to that and this this was a very important decision by the commissioners but I again we Deb and I both realized that

while this is not an even across the board property tax reduction the board has taken very significant steps to return money to our taxpayers in the form of other reductions and things that you've you've done over the last several years so with that that is my superintendent's report we now have our teacher's spotlight presentation we started this last month and tonight we have Jen Kreutz, Kaye Montaña who are going to be highlighting heart day activities okay sorry I wasn't I wasn't sure who was presenting so that was those were the names I was given so I didn't mean to slight I just wasn't sure. I'm Jen Kreutz. Can you turn Michael the hold down the button please tilt the green there we go great thank you thank you I'm so used to teacher voice so

not you know I don't need a microphone but I'm Jen Kreutz this is Katie Montaña and Kathleen Haverly we are the fourth grade ELA team at CMS and we wanted to talk to you about an annual event that we host for our fourth graders called heart day we spend the first part of the year learning about a figurative and literal heart our students read about historical figures that represent the great hearted attributes and then we also learn about the circulatory system and the actual heart in our body we just ended reading a novel called love that dog and with that we celebrate with heart day on Friday one of the activities that we do is a fundraiser called stall the teacher where the students bring in loose change and the teachers have to count the

money before they're allowed to start teaching and today was stall the teacher we raised a little over a thousand dollars and that money is going to be donated to the children heart foundation which provides money for research for congenital heart defects in children for heart day which is coming up on Friday we do a lot of activities that relate to a figurative and literal great heart one of the things that we do is invite community members in who have jobs that relate to the heart so they get to speak with our fourth graders and tell them all about their jobs that are related to the heart and then katie's going to talk a little bit more about that so having fifth graders i still don't think i have changed in my house after saw the

teacher last year we do have all the sneaky spots to go look they cleaned us out completely it is fun so this year we start in the morning with the craft that they do and some art activities that they do we try to teach them about how lowering stress is really good for your heart and any type of art activity is really good for that and then in the afternoon we have presentations we have somebody coming in that was a nurse in an icu unit focusing on heart failure from uh we have somebody coming in that was a cardiac icu nurse and a transplant nurse and he is going to talk about different careers involving the heart we have somebody coming in from the jaga county department on aging and she's going to talk to

kids of the kids about keeping active even as you're growing older and then we have somebody coming in that worked in a cardiac cath lab we have somebody coming in that is a nurse midwife and then we have some another activity that is somebody that is works in art therapy that's going to do a specialized activity with them to also lower stress we have some physical activities they're going to do today as we teach them about staying active and i think that about wraps up our day it'll be a full day of fun for them also learning about just how to stay fit and healthy and then next week they are going to practice having a great heart and be thankful for all of these people and they're going to write thank you cards to

all of them that we will send home before thanksgiving so that is our wrap heart thank you so your stall the teacher events is going to they're not going to last as long with the pennies gone away that didn't actually come up yeah right yeah or but maybe you'll get more because everybody was bringing in lots of nickels yes how much how much change would you have to have to be stopped the whole day i don't know usually for the time we have a time limit yeah we do have stuff to do we do have nhs members coming to finish rolling and cappuccino i would like to point out your shirt today was also the 67th it was six seven days so how many how many nights a week should you read six seven that's

all they do is you say six seven and they go like this it has no meaning whatsoever there it's everywhere but my middle school is people very excited about finding the principal's pictures there were 67 of them hung around the building to get a prize well we're just here till like nine o'clock last night yeah yeah pto put up a balloon arch and it was a lot of fun thank you ladies appreciate it sounds like a great day so thank you for all your great heart essays now well read your hearts out thank you item 5.3 is approval of the omni and stacg contract documents and plain documents as detailed in the enclosures dub these are related to savings plans right um i don't mean to throw oh yeah yes yes yes 403b and 457

yes yes i'm sorry are these for like employee employees of the district yes okay yes it was through oasbo and oasbo is now doing it through it's the same plan that we already have it's just done through a different funder so i had to report do we have a motion in a second so moved a second any questions or comments no then would you please call the roll mrs clark yes mr peternetti yes mrs blankenship yes and mr albright yes thank you madam president members of board next item is 5.4 this is a memorandum of understanding between chardon local schools board of education cace and cea related to payment of hsa annual contribution to specific employees as detailed in the associate associated enclosure i'll have just a brief comment following motion and second do we

have a motion in a second so moved second cj can take it thank you madam president support what we discovered was as excuse me the board is aware first off we are making transition to all employees on that our health benefit eligible onto our hsa program beginning january 1 we also found and as the board knows we provide as per our negotiated agreement seed money into those hsa accounts for the employees and there are certain employees based on medicare participation that run into a conflict with the medicare regulations for receiving a stipend payment or i'm sorry a deposit into seed money into an hsa account what this mou does is create some mechanism for those employees that were or are eligible to receive that hsa seed money in a different way that does not create

a tax liability for that individual any other questions or comments about this this mou is good for a year this is a one year and what we've indicated is that this will give time for our insurance committee to study the issue also our consultant to study the issue and see if there might be a more effective or efficient way of doing it than what this mou proposes so so they'll still get their allotted hsa contribution just so they're just getting it in a different way the iraq or the medicare medicare rules whatever it is okay any other questions or comments then would you please come roll mrs clark yes mr peternetti yes mrs blankenship yes and mr albright yes thank you madam president members of board item 5.5 this approval of the millstone management group

change order for the tennis court project is detailed in the enclosure essentially this uh change order dealing with stormwater management and the retaining wall design i am recommending your approval so move do we have a second second any questions or comments will this be covered in his the anonymous donors costs yes the donor is is involved in regular construction meetings is is aware of the changes okay thank you can i ask a question okay go ahead i'm wondering if any of those neighbors or the tennis court is were they contacted or did they respond or anything just curious would you like me to respond sure yep the school district needs to comply with all planning commission requirements there was public notice and a planning commission hearing on the proposed improvement and there were adjustments in

the plan based on resident feedback and so on thank you then would you please call the roll mrs blankenship yes mr albright yes mrs clark yes and mr peternetti yes thank you madam president members of board next item is item 5.6 approval of the chardon school's participation in the varsity impact program as detailed in the associated enclosure i am recommending your approval do we have a motion and a second so moved second any questions or comments i just i quickly read over this because i'm involved in the athletic boosters now and i asked mr doctor sorry hamlin before this when we called doug hyam and he was saying that this does not make us exclusive to bsn just that they are preferred we have to quote with them so we don't we aren't locked completely

into them because i know sometimes our teams want to get uniforms from elsewhere or local sources so that was good to hear thank you for checking any other questions or comments then would you please call the roll mr albright yes mrs clark yes mr peternetti yes and mrs buckinshaw yes thank you madam president members of board item 5.7 is a recommendation to approve chardon high school girls flag football as a club sport or in 2026 i will have a brief comment following motion and second i am recommending your approval so moved oh go ahead all right i'm second no no you can we'll do cj first and i'll second okay thank you madam president members of board so flight football is girls flight football is a growing sport mr hyam approached me on starting this

he had surveyed for interest we have a large number of students that are interested in participation in flag football as you can see there is a partnership with the cleveland browns and other funding sources for this as is typical with a club sport this will be self-sufficient they'll be permitted to use the chardon name chardon colors we will facilitate scheduling and things like that with them so that's essentially the background on it is that with chardon youth rec league and all that are they going to be associated with that it'll be run they'll be an independent club but kind of affiliated to the to the high school so i don't think they're having any connection to the recreation program the reason why i was asking is when we were doing soccer this year we were

interacting on the same field generally like time conflicts and schedules with flag football i'm wondering if there's any way our fields and different areas could be utilized by them because they're solid responsible and yeah um that's possible all of our facility use and our big our empty fields our facilities that keep steve pretty busy in terms of group scheduling so you know we we work with all groups that want to utilize those fields for practices and things like that clearly the tennis courts will have an impact on some of field availability and you know there's a give and take with any kind of an improvement like that so yes a qualified yes with the fact that our school programs and so on have first priority for the use of our fields both in season then

out of season school programs and then we go to affiliated programs like club sports and things like that then we go to purely independent groups that want to use our fields and and they are last in the priority but that's as it as it has to be so you know again we'll cooperate to the extent that we can and we want to be good partners and make our facilities available as we can yeah i say i know unless it changed the one flag football is giaga they mainly play not practice but play out in cardinal and then the other one is northeast ohio flag football they play and mentor my sons had friends in both those areas so i think they just practice out here but they're separate then from youth football and then when

i was talking about this we talked about this at the boosters meeting this is only ninth through 12th grade girls that won't even get to the middle school girls so and this is spring which is different than fall for the boys so it shouldn't have as much of a conflict there either you would just get into a conflict with potentially softball if they want to play softball too do we foresee this becoming a varsity sport i think there's a you know it is happening in other schools and i think there's right now strong interest as we have done with any kind of a club sport we look for stability and enrollment in that you know participation in that club sport sustained over a few years so yes again qualified yes could be this is from

what they were saying joining the cvc this is one of the cvc's large right i can't not priorities but one of their push initiatives initiatives that's what i'm looking for with in conjunction with the cleveland browns and the haslam so i know i have parents in other districts wickliffe for one that their daughters play on a team already and it seems to be very popular the girls i know the the powder puff game was always a popular thing with the juniors and seniors so i think in the athletic boosters meeting they said they had more interest than they would have room on the team right now so my girls play okay i'm kind of excited and so i think it's an olympic sport now too oh really that'd be cool okay just need more fields

any other questions or comments maybe you won't be here dammit excuse me i think you're started it's on you guys now okay would you all call the roll mr pattern eddie yes this is blank and ship yes mr albright yes and mrs clerk yes thank you madam president members of board item 5.8 this is approval of course of study for english language arts at the high school the art of fear stories of suspense is detailed in the enclosure uh have just a brief second a comment following motion second do we have a motion and a second so moved seconded thank you madam president members of board as you recall we presented this initially to the board's superintendent appointed committee there were some questions that came out of the review of this those issues have been

addressed and that brings us to this recommendation this evening so um mr mediat had expressed some questions about it and he and i have spoken and he's comfortable with where the course study is at any questions or comments concerning this appreciate how quickly and responsibly you guys handled that how's well done he's not here but thank you to him for diving into it he caught it before i did anyone else then would you please call them all mrs clark yes mr pattern eddie yes this is by kinship yes and mr albert yes thank you madam president on this board final item is item 5.9 board policies on first reading our standard disclaimer these policies are on first reading this evening so no action will be taken by the board we'll offer an opportunity for comment

on these and then bring them for reading at the next regular meeting all of these policies deal with drug and alcohol testing for cdl license holders and those without cdl licenses that operate vehicles in the district all of these changes are simply to comply with the current state of the law related to drug and alcohol testing requirements so nothing out of the ordinary and simply to comply with law if there are no questions that concludes my section thanks mike deb thank you madam president members of the board first item my agenda is the treasurer cfl reports we're going to look at the financial summary reports from october 2025 and there is an ai summary video link in here first report we always look at is the back bank reconciliation we ended october with 27 million

five hundred thousand five twenty seven in the bank we did balance book to bank we had three pays in october so there was a lot of carryover from payroll items that hadn't cleared so that's what all these uh in the you know adjustments are right here we always look at the cash summary report third column from the right we do have some negatives we've been talking about them all year we're you know steve's busy over there spending the permanent improvement money we'll come back out of the red uh in march when we get our taxes then we look at the 022 which is workers comp and as you can see this is dwindling because we're posting after every payroll to bring this out of the red auxiliary services we true up in february so we'll

get that money then and then of course grants we use first and then are reimbursed we are now comparing to our new october forecast with our spending plan so we've collected 53,000 more than anticipated up to this point and we've spent 880 a little more than we budgeted which that's pretty close and that's good so it's still a 52,000 positive impact on our cash balance and you see down here our forecast had a cash balance of roughly 16 million 400 and we're still trending right there which is awesome so our monthly revenue was 830,000 most of it was from state and then some interest and then our monthly expenditures much higher than usual at 4 million 109 again it's because this was a three pay month year to date we've collected 17 million 986 654

almost half of the year's revenue and we've spent 12 million 642 291 we are trending a little bit high on salaries and benefits but a little bit low on all of their expenses in comparison to last year that's what this is and we're going to be low on other expenses because of the capital outlay that we spent last year we're not spending as much this year our salaries we've completed nine to 26 pays we've spent seven million two hundred sixty two thousand seven dollars the three pay months stand out like a sore thumb we just had one in october this is an actual we'll go back to two pay months until may two days of cash that is coming down as we said it's going to we are right here in october it's going to

keep going down until january and we're actually approving the tax advance letters a little bit and that's the dates we'll be getting the advances for next year so our average daily spending 172,000 and after opening commerce is about 112 days of three days of cash food service was deficit 29,875 still has a very good strong balance 566,339 again we're shooting for i think i kept it in here a balance of 300,000 by the end of the year so we are in deficit spending we plan on deficit spending that's why we're not picking up the lunch prices once we get to 300,000 a year like dr hanlon said earlier we're going to have to take look at lunch prices for next year and start evening it out pi as you saw on the cash summary we

are negative so we are right here we have a lot of open purchasers we're going to go further negative and then again when we get our tax settlement we'll come out in march i hate when this does this it does this every once in a while my revenue chart's not showing up but as you can see we collected very little revenue 3474 dollars a 1.18 million in total but more importantly what did we spend our money on we spent on only 24,988 in the pi fund on some picnic tables for the middle school building inspections and a site survey for the tennis courts where did the picnic tables go just that curiosity oh okay can the kids eat outside at all ever is that a thing there i know that i do that at months

and i was just curious if they they chose it to be an alternative oh okay okay i bet you probably one of my kids sits there that it recess got it okay thank you so the last fund we look at is the self-insurance fund the self-insurance fund did have a positive of 42,000 in october which is great so we are still hovering you know above the reserve total but keep in mind come january the reserve total is going to go up to 2.1 million which we are still above that at this point so you know we're running it tight but we're running it you know right where it should be are there any questions on the financials i'm just going to do a quick presentation on house bill 920 if you all recall i put

this in an update a couple of weeks ago and mr albright thought this might be a good idea to to do something like this for chardon so house bill 920 we always talk about it when we have our property valuations done so we had that you know complete reappraisal in 2023 we have an update coming in 2026 the county auditor appraises the property every six years and then the updates every three joga county had a full reappraisal and i just said it and it was 26 percent in 23 and the next update is 2026 and in the forecast that i presented last month i had 11.54 percent estimate um it may be higher than that and we're hearing that it may be higher than that but because our taxpayers are protected by house bill 920

that's not going to make a big difference in their taxes and this presentation will show why do you get that 11.54 from like the county or is that it's it's actually it's uh well what i do is i do analysis on what's happening in our community right what commercial properties are coming what tax abatements are falling off and i put it in the calculation to figure out you know what i think the increases in valuations are going to be based on you know conversation with the city manager you know with the new developments and that type of stuff okay isn't there legislation right now that like it's got like the acronym like cap or something like that to hopefully flatten that out that one to 11 percent one i don't know i believe there is

because there's a lot of there's a lot of yeah but i'm pretty sure there's one that like it's supposed to hopefully kind of take the teeth off of that thing yeah that could happen um the property tax growth so the only property tax growth that chardon sees is from inside mill uh we have 4.5 percent of inside mill three and half is in the general fund one we moved over the pi that's where we got the extra revenue for the pi and we get a little bit on new construction um for one year just the year of the new construction provides some revenue growth this is how it works and i always i'm italian talk with my hands i'm always talking about how valuations go up right and and tax rates go down well that's

what this slide is saying so in 1976 this bill was passed to prevent growth on voted levies by reducing millage rates as values increase so as you can see from the last as property values go up tax rates go down and revenues remain relatively unchanged and i say relatively because we're going to take a look at some samples the next several slides are just sample houses nobody's house in in particular in different neighborhoods because if you recall from the last update different neighborhoods yield the different increases right munson might have had uh 23 and hampton might have had 30 so but they are all within our district so i took a look at different home values with different percentage increases i know a lot of numbers but as you can see this this first chart

here there's two houses in each neighborhood in the middle it shows the same two houses these two had a 30 increase these out of 27 these had a 25 these had 24 and these had 22 so here is what our millage rate was that's what our tax rate was and it's important to know that tax rate is set by the state so when these values all increase it went back to the state and they adjusted our tax rate down and to 28.33 so when you refigure the new tax amount based on the higher value right and the lower tax rate in these houses this is actually less it came out of 262 dollars less okay from from the way that that all worked out and this is not uncommon now some of them came out

more if you look some of the the houses that increased a higher percentage they did pay a little bit more but a lot of homes ended up paying less again this is a sample data so then i took and i looked at inside mill right inside mill does not adjust you know how i said that's where we get our our little bit of revenue so if you look at the same homes our inside mill is 4.5 percent that's all the way here to the left and if you look at the middle i've got the same increase 30 percent 27 percent 25 percent and and they're still at four or five because that doesn't adjust and here's the new tax amount so on these same homes for inside mill the district would get 1500 more so

that of course what i did is i put it all together right so these are the same homes here's how much their taxes adjusted for the voted increase here's how much their taxes adjusted for the inside mill increase um and then this is the percent of change so on this sample set the district only received 2.67 percent and you saw the percentages they were 30 27 it was the average i averaged them at about 26 percent because that's what we saw as an increase but when you take all the residents in our district our average increase on the 26 percent was 1.9 percent that was our revenue and this is why because again the simple term as values go up tax rates come down so we pay roughly the same amount of taxes because we're

under that 20 mil yeah because we're above above yeah we are 28.31 we're way above the 20 mil floor it would take a lot of increases for us to ever get there i don't think we ever will so for the districts that were below they saw more yes money with this increase we did not yes they're see the increase on valuation i'm sorry yeah no they see the increase on the valuation change on the voted knowledge side and the inside inside knowledge so on this screen where we saw our our tax rate change from 35 to 72 if we were under the 20 mil floor those could possibly stay the same and then you would have a much larger number so when that revenue goes to the state and they assess hospital 920 do they

get a revenue increase at the state level that you just don't get to see how does that actually work did you say like when they're they they what they do is adjust our tax rates they just adjust yeah they don't actually they don't see any revenue they adjust our tax rates so they took a they took a look at our whole area and how much everybody's values went up and they adjust the tax rates so that we get roughly the same amount that we got yeah thank you okay that was fun if there are no further questions we'll move on to 6.2 long story short we don't get a windfall people need to not say that after going to capital conference i heard that a lot section 6.2 is generous donations as detailed in the

associate employers i am recommending for your approval do we have a motion and a second motion sorry so i'll second who motioned tad okay okay any questions or comments concerning donations no just a big thank you yeah yeah our tennis anonymous donor is is out here and that's awesome yes well i thank you to all the community members for their donations but yes we do have the anonymous donor with the tennis courts good nice one up there for the target club too yes so thank you to everyone um any other questions or comments about donations then would you please call roll mr albright yes mrs clark yes mr paternini yes and mrs blanket yes thank you madam president members of the board next side of my agenda is the equipment disposal as detailed associated closure

i am recommending for your approval so moved do we have a second second any questions or comments about equipment disposal nope then would you please call roll mrs blankenship yes mr albright yes mrs clark yes and mr paternity yes thank you madam president members of the board next side of my agenda is a then and now certificate as detailed and associated closures i am recommending your approval do we have a motion and a second second any questions or comments nope then would you please cover all mr albright yes mrs clark yes mr paternity yes and mrs blankenship yes uh thank you madam president members of the board next set of my agenda is 6.5 tax advance request for the 26-27 school year um i am recommending your approval do we have a motion and a

second so moved second any questions or comments and which is a yearly thing right then yep yearly thing would you please come roll mr albright yes mrs clark yes mr paternity yes and mrs blankenship yes um i don't know if this got changed at the bottom the roll call thing i had last year's oh yeah i don't i use my own okay so you might want to check the okay um last item of my agenda 6.6 is the final appropriation measure amendment number three as detailed in the associated enclosures i just have a brief comment after first and second please do we have a motion and a second so moved second uh i just want to explain uh that this the biggest part of this amendment is the donation for the new tennis courts uh

there's also an adjustment we always start st mary's out very low until we see what the state's going to come through with their funding so there's adjustment for um funding uh we did get uh the estimate on our workers comp our workers comp did go up a little bit so there's an increase in that fund um and then uh there's some grant adjustments there's an adjustment in the permanent improvement for increased taxes too so that's just what it's for any questions or comments deb would you please call the roll mr albright yes mrs clark yes mr paternity yes and mrs blankenship yes uh that concludes my section thank you thanks deb that brings us to the board reports um andrea do you have anything for sharon schools foundation i believe they sent out the grants

um at the last meeting he said they would be due back like right before winter break so if you have a teacher in the district or well they're not even here anymore but if you have something you want uh do ask and i was just looking for it um again mr dr klein's not here either we had one of the districts one of the career teachers and i'm not going to pronounce her title right um that's what i was looking for in the email had asked how much would the foundation be willing to support to develop her program um and dave had emailed that to all the foundation members and we said you know we'd like to hear more about what she wanted to do but i didn't know if it was something she had

approached dr klein about as well um because definitely supporting career options is important so i didn't i'll have to follow up with dr klein on that if they ever have any requests okay i will have to make sure they connect and then like i said the grants are due before winter break um and then there was another discussion on if the foundation would collect money for a potential bathroom project and the only question that came up with that was how do we return the money if not enough is raised and can we put a timeline on it so dave was supposed to go back and talk to someone about that so they seem to be very bored right now so hopefully grants come in and we have something to look at okay thanks andrea uh

tod so i got three different reports to make here this evening so let's just start with the osba legislative report um you guys touched on the presentation you made but i want to thank you both for your advocacy really for the people of ohio because i know you you call it the fair school funding act but really it's a directive to get closer to something that resembles constitutional and beneficial to everybody so i want to thank you for that because you're like going just non-stop in that um and especially for the way you guys get treated about that like that's not your job to be advocating for the people which is kind of a silly standpoint because i would go to those kind of meetings but i can't because the time they're held at so

like you guys are kind of standing alone in that essentially unless people who are retired or have flexible schedules and things like that could actually stand up so thank you but i also wanted specifically uh to thank the county commissioners for agreeing with you guys on that and specifically chuck walter i see that as a victory and something positive so i don't know if he's gonna hear this or not if someone's gonna write about it but thank you jack walter i appreciate that so the there's a lot of different bills there's like over 20 actually since last time i looked but and i could probably just press everybody here really if you listed them all but some of them actually i wanted to list a couple just because the words on them like hospital 129

yeah which would include this as it includes certain property tax levies in the calculation of a school district's effective millage floor and allows school districts a one-time renewal of current emergency levies that were outlawed in the last month's override of budget veto item 66 and it seems like this is kind of an indicator that people are running so fast in this direction that they're actually having to catch up and like do radical things now it's really strange so i wanted to point that out but hospital 309 also allows the county budget commission to reduce millage on voter approved tax levies aside from debt levies it finds necessary or prudent to do so and that necessary or prudent to do so is why i want to thank chuck walder because hopefully you guys can see eye

to eye because it looks like they're kind of like making that really almost totally discretionary with some of these which is unusual um hospital 186 you probably know about that one yeah that's no good which would cap tax growth for districts on the 20th floor which would probably possibly be good for taxpayers not good for education but again if the fair school funding plan was actually implemented i don't think we'd be having a lot of these discussions the in the the uh and then the senate though i wanted to ask you about this dr handlin it's uh hospital 33 which expands the grade bands and it seemed interesting to me because it maybe gives you flexibility on filling gaps and if it's harder to get teachers is that accurate the one that allows teachers to

have more seems like more territory that they can teach in with less experience will that be beneficial to you uh thank you for the question idea 33 uh does allow individuals to have a little more flexibility in terms of areas that they teach so it can benefit the district in terms of hiring practices yes okay all right that is really all i want to say for legislators a lot more in there but just decided not to cut that short piggyback off you quickly yeah i sat in the osba business meeting as our alternate delegate um and a lot of osba's legislative platform that they moved to approve was um not only advocating for fair funding but now advocating to update the inputs in that fair school funding um because it seems to be the press

is yeah we've already funded it we did phase one and two oh just kidding we're not updating it for phase three and pushing forward um so there was a lot passed in that legislative platform in the business meeting to not only continue fair school funding but make sure they're updating it for inflation and all of that and the strongest message is if they're properly funding schools they don't need to be focused so focused on property taxes so your state legislator needs to do something and they're just trying to throw it back on property taxes continually well there's there's so much dialogue about this like people that are for public education opposed to public education or whatever like there's different camps of people but you if you don't have consistent funding there is no way that

you can give any guaranteed outcome to any student and that's the that's the mystery here like if we're talking about wanting kids to be able to get into high tech careers and things like that which will actually support the tax base you would think education would be the last place anybody would touch or at least with great prudence and it does not seem to be that that is the case which is really strange to me because i think i mentioned at one of the last meetings like auburn career center is going to be lacking a million dollars a year going forward like we're expanding the schools we're going to actually have access to and with less resources how are you supposed to do these things how are you supposed to make a three-year plan when

commissioners budget commissions can discretionarily tell you i decided no i don't want you to do that like so i hope your plan like what your group can actually accomplish that because if we can't get to something that resembles constitutional then there is no equality for the citizens of ohio and i would only add to what you said and statement that i've made i testified on 186 and have been speaking on this topic in a variety of settings but fully funding the funding model is property tax relief yeah the the general assembly is shifting responsibility local property taxpayer just is plain and simple is it possible though like has the constitutional aspect of this really been hammered home like maybe change the name like this is like you're out of bounds um yeah it's still the

i mean the voucher piece is still up for litigation there's not a direct constitutionality question right now of the funding formula but but the voucher piece is is up and i think it's also important to point out that at the time of derolf the seminal four court cases that found ohio's funding model back in the 90s to be unconstitutional the level of state support for public education was at about 46 give or take we are at 36 percent today and by 27 will be at 32 percent of the cost to to fund public education being supported by the state yeah so we're we've dipped significantly below levels that were previously found to be unconstitutional okay do we know where the lawsuit stands that they update that capital conference on that i didn't hear anything it's

my understanding is it's still in process and and there was i believe it's into 26 now for the appeal on the columbus court ruling it's so straightforward though like it's shockingly straightforward i don't understand why this is taking so long for people to agree with that it's a great question i'm afraid it's going to get worse before it gets better well i mean if you can't separate special interests and people trying to do whatever and just look at this for kids like i personally don't care how you're educated just that you get educated but everybody should be for these kids right period i agree state house is confused on that apparently but yeah no anyways auburn sorry so yeah the osba is continuing to push not only to fund but to properly update inputs now

maybe that'll be successful can hope yeah so for the auburn report um it's interesting i think uh dr bontempo built an awesome foundation for uh dr blavin his leadership style is really substantially different though he's like you just can't slow this guy down so unusual it's fun watching um so he's all about information there's a lot more communications and data and things like that and what he's pointed out here is that over the past two years auburn career center has experienced its two highest enrollment years in history in their history and he was quick to point out specific ways that staff and administrators and innovations have led to those things which was cool um they've had a 36 growth in five years but the interesting thing is is that he has pointed out that there

are 240 seats across the junior and senior programs that are unoccupied and instead of getting like depressed or sad about that he's actively looking for opportunities to fill those and one of the ways that they've come up with is what's called senior only programs which used to be pretty limited um which will allow people who didn't start their career path in their junior year to have an opportunity and a really short intense period of time to get into a career and he anticipates there will be i think they have two currently but by next year he's looking at seven which is pretty sweet um okay for a second i thought that used to be one of those like you couldn't get a seat like it was in demand is there certain programs that are not

being filled do you know or well there's actually a breakdown i could send you the breakdown of the things that are the seats that aren't being filled and stuff like that um it's about the capacity of the classes so they've been doing reconfiguration number one uh and basically what he discovered is the buildings aren't being fully utilized okay so you count the actual potential rather than like if like if you counted the physical number of seats in here right now you could say well this is what this room holds but if you change the configuration you can hold more people or have more of an impact the other thing is is they looked at uh specifically programs that basically flop by the end of the uh to your to your uh window and they're cutting

those out and they're going to reconfigure them but the specific focus on investing in in uh medical specifically and manufacturing secondarily to that it's awesome like if you go into their new wing right now it's like walking into the clinic it's really cool so they're definitely breaking ground in a lot of awesome ways right there so they're probably making more spots so they have to fill those in some of that yeah okay yeah and they're already they're gonna he's gonna do that because there's 12 member districts that support this but we actually work with 34 schools okay in the area and he's actively great uh making um and then the words can escape me but basically like instead of auburn working on this specifically for welding or whatever while this school in the school and

this school is doing the same thing let's all work together in the same direction so we're not all reinventing the wheel in different areas like a collaboration yeah it's really awesome that's the word i was looking for so let's see here but i thought it was interesting because my daughter argued with me because she's going there for the fire mt program that these schools aren't involved because i said there's some cleveland schools in there she said no there's not so i just wanted to read the list of schools that participate with auburn because it's pretty big there's riverside harvey madison chardon berkshire kentston perry cardinal fairport kirtland istem there's a group of a variety of homeschoolers agape ohio connections academy oh ba variety of private schools trekka which i've never heard of i gotta ask

that guy about them gateway ace aurora beechwood chagrin falls mayfield orange richmond heights solon south euclid west georgia will be eastlake cleveland heights shaker heights maple heights and warrenville warrensville heights um that interesting because mayfield has a program in and of themselves they do so so yeah the willoughby willoughby tech program is a big deal too so like bringing all of bringing that all together is going to really greatly enrich yeah what they're doing there um the other i think most interesting change that was made and made rapidly is it used to be for internships for students they could only happen on thursday morning and that did not suit most businesses so now the individual student and what whoever is their business liaison can make a custom schedule that suits the business and the student

best to accommodate whatever it is specifically they're looking to accomplish which is definitely going to result in more job offers to students hired right out the door in graduation the other thing that was cool is chardon is uh number four in the top four for amount of students there which is cool and they're they do really well generally seems like to me so they're looking obviously to connect all the all the more students with the open seats they have and they want to expand access and specifically exposure of the school to a variety of different sources in terms of media and what they're looking to do and he's definitely going after corporate sponsors in a really aggressive way which is cool it's going to result in a lot of higher technology available at auburn so

there's that that's all i gotta give james's report all right how does this work is this just this arrow here to go forward all right yeah all right okay so this is the student staff liaison report and that's actually pretty exciting too all these students this is a list of students that are on here that all earn five thousand dollars per year for full-time education at public private or non-profit college or university of our universities in ohio and i actually know some of the kids on there which is makes it even more exciting one of them presented to us yeah yeah yeah the sweet place yeah yeah yeah it's really it's good to see this kind of thing so you know they write a congratulations here on on this but like some of these kids

for four years now i've seen some of them and that's been that kind of makes this a more unique experience too there's a notice here about veterans day which should be on there that's sweet so the chardon school is honored or was honored to host family members and friends of our students who have served in the united states military on their november 11th recognition of veterans day did we i didn't mean to ask you did we get the seat in the stadium that's awesome okay sorry for the east the pow that's the powc right it's awesome see this is always cool munson was really big on this when we were there and they invite the veterans of the actual kids so grandma mom dad and you can see the other picture park picks it up

and does it now too so both elementary schools get that same learning about veterans so that's pretty cool to see both elementary schools kind of collaborating doing the same thing too yeah absolutely yeah so that's those are the assemblies that they held in recognition of veterans and family members and it's this there were specifically done to provide students the opportunity to learn about the different military branches as well as ask questions of our veterans about the unique roles they each held during their time in the service i was recently talking to veterans of the air force and it was interesting one of them uh worked on the base primarily and their job was to uh be a bowling alley attendant coexisted so i thought it was kind of funny because every time i picture veterans

in the army i picture people doing dangerous things but there's it's way broader than that so i think this is good for kids to see so he says thank you i say thank you probably everybody here to the veterans that served this nation so we can do these sorts of things thank you uh the next slide is cross country which was mentioned i believe earlier congratulations to the chardon high school girls cross country team who earlier this month placed 18th at the oh saa state championship meet and fortress obets which is a big deal at 18th there's all how many schools participate in that do you know dr and then i don't know i mean offhand is that most every one of them pretty much now they well they have to play down or race

down to qualify so certain teams don't make it all the way to the state so getting there is uh i want to say there's probably about 50 teams but i think i would be guessing there okay that actually participate in the state okay well i think that's a big deal so you know he said they had these athletes put in hours of hard work all throughout the year and it was great to see their efforts i actually have seen them running around town and it didn't seem to matter what the weather was so including the coaches they're usually right behind the runners which is also impressive because it's always hills everywhere you go up the hill and down the hill yeah yeah all hills all the time so i think maybe that's probably why they

do so good because they got the hardest terrain to run on there is pretty much um then the next one's model un there we go chardon's model united nations team got off to a great start as 37 delegates representing chardon high school attended the cleveland council on world affairs autumn conference at case western reserve university november 11 and 12 these bright hard-working students represented countries and committees of the united nations and prepared by doing research and writing papers to resolve current issues facing the world today the next forum is in february at the cleveland international model un conference that seems like that's very beneficial especially in terms of learning how people relate with each other so i think these students have bright futures personally i believe yep that's it thank you todd mm-hmm that takes

us to um 7.2 which is the approval of board of education member elect gordon landis to attend the conference he attended uh the osba conference um this earlier this week um so we need a motion and a second to approve it so moved second any questions or comments then would you please call the roll mr albright yes mrs clark yes mr peternetti yes and mrs blankenship yes 7.3 is the approval of board of education member elect um ash gahotra to attend the conference he also uh was there this um earlier this week um so we need a motion and a second to approve so moved second any questions or comments i don't know if we want to wait till their full board members or whatnot but i had talked to deb about doing a uh

like review of what all of us learned because i know deb went to a session i could go to and vice versa so i don't know when if that's a board meeting thing we could talk about or whatnot where we could do that but that would be something that would interest me what we all saw so um yeah when they're in attendance yeah maybe add it to a board report in january yeah not sure where we would put it but yeah for sure yeah all right then would you please call the roll mr albright yes mrs clark yes mr peternetti yes and mrs blankenship yes uh new business um i don't believe we have any new business tonight i don't know if everybody's shaking their head no here you know the public for non-agenda items

all right none we have done okay the board has reason to recess to executive session for the compensation of an employee or official do we have a motion and a second so moved second okay any questions or comments there'll be no action taken as a result of exec session then would you please call the roll mr albright yes mrs clark yes mr peternetti yes and mrs blankenship yes time and right no action yeah no action so well no i just want to say thank you to everybody here our next meeting will be december 15th as mike said we'll be at the transportation department starting at 4 30 with the ribbon cutting and the board meeting will begin at 5 30
