001Okay, my computer says 515. Okay, go with it. Can I see your gavel? This is my favorite part of the tax budget. Welcome to the January 14th, 2026 tax budget hearing for the 2027 tax budget. I have just a small presentation that kind of reviews the tax budget and the document is linked here and it's linked in the organizational meeting where I will ask for approval later. So the first thing I want to talk about a little bit was ORC 5705.28. The ORC kind of explains to us exactly what a tax budget is. So every district in the state prepares either a traditional or an alternative tax budget. We prepare an alternative tax budget. That's what's required by the Jogga County Budget Commission. It includes information covering from period of July 1 to 30 of
002the following year. So that's why it's 27. The budget must be filed with the county auditor by the 20th. So once approved, I have to turn around and submit it to the county auditor. It should include an estimate of revenues from all sources other than general property taxes, which it does, including any unencumbered balances from the prior year. It does include that as well. Anticipated operating expenses, buyer, buy fund, and classification. Thanks, Mike. I turned it off. So first we look at what happened to the valuations. Now, we had a reappraisal in 2023, and 2026 is an update year for our values. So in 2025, and that's where these values are from, there really wasn't much change. There was some new construction primarily, and you can see it right here in the middle, about 5.2
003million new construction in residential. And that's primarily from that development that's across from Cleats. And then there was 801,000 new construction in commercial. These figures you see here are right from the county auditor. One thing I want to point out, and I see this kind of behind the scenes, is our commercial actually dropped. So last year our commercial was 109 million. It dropped down to 107.6, and you know, I always like to find out the why. And the why is because the Jaga Hospital applied for tax exempt and were granted. So they actually went back to 2021 and refunded their taxes for tax exempt status. So I already said we increased 0.85 percent. Our total valuation is 968,417,847. We did take into consider House Bill 335, which is one of the bills that just passed
004and just signed by the governor. And what that does is it takes inside mill, and it can only increase no more than an average of three years. So if you look back to 2023 when we went up 26 percent, we had House Bill 920 bring it down, right? So our taxes were relatively the same with the exception of a little bit of that inside mill. That inside mill got to go up. Now that inside mill is regulated to a three-year average. So this includes that as well. For this tax budget, the residential tax rate is 28.31. Commercial is 40. We'll go look at that a little bit more in this next slide. So what this shows on the left in the black and red, and you can hardly see it, but it's a total of
00580.68, and I made it bigger up here. That is our total voted millage. So on the left is every single levy that has ever been passed and the amount of millage that it's passed for. So the total voted millage is 80.68. But because of House Bill 920 and as values go up, tax rates come down, our residential tax rate now is 28.31. And the commercial is 40, which you saw on the last slide. If you guys have any questions during this, stop me at any time. So now we look at our anticipated tax revenue. So for the general fund for 27, we anticipate $29,916,190. For the permanent improvement fund, $2,302,701, which is a total, and this is tax revenue only, of $32,218,891. We also look at resources for all funds, and that includes that $32
006million, but it also includes all the other revenue from every other fund on the books, along with the carryover cash balances. I did estimate this tax budget at a 98% collection rate, and you guys know we've averaged over 100% for the last five years. So it's conservative, and I always like to point out on the certificate of resources, and you're going to see one on the next board agenda because I'm going to ask for an appropriation adjustment, because I'm making some tweaks for the five-year forecast we're working on in February. On the resources, you'll see our total resources. So again, at the bottom, total resources, $73,286,907. Looks like a really big number, but you have to keep in mind, we already have expenditures budgeted for all funds at $56,317,510. So at the end of this
007fiscal year for all funds, we should be somewhere around $16.9 million. And this is $27 million, not this fiscal year, but next one. What do we have left over currently? That's a great question. I know the general fund for 26 is 16-2, and I want to say it's closer to 18 or 19 million, so I want to say it's going to decrease by 2 to 3 million. And the way you look at that is overall expenditures versus revenue projections, we are deficit spending, and that's how the levy cycle works, and we're spending down the money that you have in the bank, so from a household budget perspective. So the information you see on this slide is from our tax budget, and it's Schedule II, and I've linked it down here below, and I'm going to
008make it a little bigger, because it's really teeny-tiny and get rid of my AI. And what this shows is the estimated carryover. See, we're going to end this year, Andrea at 16.2. That's what's on the five-year forecast in the general fund. So this year, closer to 20. Okay. Okay. This is the estimate of revenue. This is the estimated of tax revenue. This is the estimate of expenditures, and all of these numbers add up on the bottom here to what you just saw on that last slide where the estimate is down to 16, 16.9, almost 17 million, honestly. This is from Schedule V from the tax budget, and we have to disclose any information on our debt or our loans, and as you know, we have the TAN loan that we took out for redoing all
009the roofs in the district or most of them anyways, and that payment kind of is reduced. It used to be 411. Last year it was 411.1. It is reduced to 405, and we have four years, including this tax budget, because the last payment is in 2030. So that's sneaking up. Once we complete the payment on that, it's important to know that that money comes out of the PI. So if you recall, the PI was at 2.3 million. Excuse me, it reduces the PI to 1.9 million. So once we pay it in full, that money will go back into the PI fund. That's fiscal year 2030, not 2030. Yeah. So this is the last slide, and this is just a link to all the different schedules that are part of the tax budget. The first one
010is, and we'll just take a quick peek at it, you know, we have instructions that we have to give. We have this, as you saw this in the slide, this shows the total, 80.68. I showed the schedule two. These are a couple schedules we don't use. This is the schedule that shows the tax anticipation, where we're asking for 405. And then we have to give two years of history to the Budget Commission. So like what Mike was mentioning before, how our deficit spending, we're spending more than we're receiving. You can see it very clear on this slide. Since 24, we've been spending more than we've been receiving, and that number is growing as inflation increases and our revenue is basically flatlined. And I just want to show that real quick, because you guys know how
011I'm a chart person. So see this chart right here? The gold line is our expenditures, and the blue line is our revenue. So especially with the new legislation that just happened, our revenue is flatlined. It is .06 percent is what I have the revenue increasing over the next five years. The expenditures at 3.9 percent, which accounts for inflation. Salary increases, we have to negotiate agreements in place to 2028. So we have to account for those. So this, you guys can read this later, this executive summary. It just shows where all our revenue comes from, where our expenditure break down. And it explains, this chart's really important to the Budget Commission. And if you recall, there was actually a bill in place that was, I think it was passed by the Senate and the House and
012then vetoed by the Governor, where a district couldn't have more than 40 percent of expenditures to cash. Now as you can see, this year we're at 38.9, and all the years we're under 40 percent. So we're in a really good spot. Do you want to go back to the expenditures chart? Sure. Just talk a little bit about the bump there. Oh yeah. So 2025, and this is really important. 2025 is when we finish the transportation compound. In fact, 23, 24, and 25 included capital outlay expenditures for this facility. So from 25 to 26, because we finished this facility, and we actually moved 1.4 million to an 070 to finish this facility this year, the expenditures dropped 12.41 percent. And it's really for two reasons. The largest one is this one, and we're no longer spending
013that kind of money in capital outlay. But the other thing that I found in doing some research that was really interesting is we had 17 retirements last year, but over the last three we've had over 30 retirements. So when you have teachers and staff at the high end retiring, and we don't know what we're bringing the new people in at, right? Well, we were very fortunate that we brought the new people in sort of towards the bottom of the scale, and we saved a lot of money in those 30 retirements. So that was another part of that 12.41 percent savings from 25 to 26. We always point out when we look at our expenditures that 80 percent, roughly 80 percent, it's a little under right now because we spent capital outlay money last year, is
014salaries and benefits. We are a service-oriented business. You know, we service to educate students. Very small, 11 percent purchase services, 7.4 supplies. And the 5.8 you see on here is other uses. That's basically technology. We do still have technology expenditures in our general fund. Is that what you were looking for, Mike? Yes, thanks. And the only thing I'd add is basically then what you're seeing is from 26 to 30 is a resumption of inflationary growth, the impact of inflation on expenditures. And honestly, that's where you can see the 3.9 percent increase. It's a gradual increase. And if we go back up here to revenue, see how they're flatlined? We always talk about 24, and I bet you guys could all tell me why 24 is higher, right? Because, like, I beat this, like, no, tomorrow.
015So that was the year that we had PUP money. We did not get paid PUP money in 23, so they shorted us, like, 1.2 million. And then we got it in 24, so it escalated 24. Yeah, it escalated 24. It looked like we received a lot more money. But we actually, you know, this should have been up a little bit. This should have been down a little bit. And then it would have been this standard increase. I'm really glad they got payback and the regular payments. That was really double. Yeah, right. Double in one year. Yes, but shorted in the previous year. So, yeah. And then because it was late, we had to pay a fee on it as well, because we had to pay a delinquent fee on all late payments. I believe it's
016time to start the regular meeting, Mike. Yes, it is. Are you doing the oath of office for the new members first? Start with the roll call. Oh. We have the oath first, but we can do the roll call. Okay. Well, I had the oath of office first and then the roll call after that. Are you okay with that, Mike? Yeah. Okay, so to pursue to the Board of Education policy 01421, the following oath of office will be administered for incoming board members, Mr. Galhocha and Mr. Landys. And I'll take one at a time. So whoever wishes to go first, would you please come on up? Mr. Landys, would you please raise your right hand? Do you solemnly affirm that you will support the Constitution of the United States and the Constitution of the State of
017Ohio and that you will faithfully and impartially discharge your duties as a member of the Board of Education of the Chardon Local School District, Geauga County, Ohio, to the best of your ability and in accordance with the laws now in effect and hereafter to be enacted during your continuance in said office and until your successor is elected and qualified. I do. I will. Congratulations. And if you could sign that for me. You could do that. Mr. Galhocha, thank you and congratulations. Mr. Galhocha, will you please raise your right hand? Thank you. Mr. Galhocha, do you solemnly affirm that you will support the Constitution of the United States of America and the Constitution of the State of Ohio and that you will faithfully and impartially discharge your duties as a member of the Board of Education
018of the Chardon Local School District, Geauga County, Ohio, to the best of your ability and in accordance with the laws now in effect and hereafter to be enacted during your continuance in said office and until your successor is elected and qualified. Great. You could sign that for me. Thank you. Congratulations. The organizational meeting of the Chardon Local School's Board of Education is called to order. The meeting is held in accordance with section 3313.14 of the ORC. The code requires that the Board of Education meet on a day of court occurring during the first 15 days of January of each year and organized by electing one of our members, president and other vice president, of whom shall serve for one year. Deb, roll call, please. Mrs. Blackinship. Here. Mrs. Clark. Here. Mr. Galhocha. Here. Mr. Landis.
019Here. And Mr. Majet. Here. I would like to welcome everyone to our organizational meeting. Prior to this evening, each member has received for their review and consideration the agenda and materials associated with each agenda item for the Board's approval via our electronic system. The public can access the agenda through the school district's website. The agenda is available through the district's website for public viewing one day prior to the meeting. Board members have the opportunity to call our superintendent and our CFO for information concerning agenda items and to request if needed additional information. The organizational meeting is required by statute for all public school districts in the state and establishes and approves certain organizational and procedural items related to the functioning of the Board of Education, including annual resolutions and the 2026 calendar. Will one of
020the members motion to adopt the agenda as presented? So moved. Second. Discussion? Deb, roll call please. Mrs. Blackinship. Yes. Mrs. Clark. Yes. Mr. Galhocha. Yes. Mr. Landis. Yes. And Mr. Majet. Yes. Pledge. Pledge. I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Mr. and Mrs. Chardonnay for school districts, we commit to high achievement for all students. And I'll move on to our next item, which is the election of our president. Nominations are now in order for the Office of the President of the Board for 2026. Are there nominations? I'd like to nominate Karen Blankenship. I'd like to nominate James Mediette. Mrs. Blankenship and myself have been nominated. Are there any other nominations? With
021that, I will close nominations. Each member should vote for their candidate of choice. And then Deb, please go ahead and call the roll. First, can I ask Mrs. Blankenship, do you accept the nomination? Yes. And Mr. Majet, do you accept the nomination? Yes. Thank you. As I say your name, give me which name of your vote on the roll call. Mrs. Blankenship? Karen Blankenship. Mrs. Clark? Karen Blankenship. Mr. Galhocha? Karen Blankenship. Mr. Landies? James Mediette. And Mr. Mediette? James Mediette. Karen Blankenship, three to two. Congratulations, Karen. Thank you, James. I know you did a great job this year. Do you want me to continue with VP and then the oath or do you want to go ahead? Yeah, just go ahead and say that and then we'll do the oath. Okay. So now we'll go
022ahead and open nominations for vice president of the board for 2026. Are there any nominations for vice president? I nominate Andrea Clark. Any other nominations? Nominations are closed. So we'll vote yes or no on Andrea to be VP. Correct. Andrea, do you accept the nomination? I do. Mrs. Blankenship? Yes. Mrs. Clark? Yes. Mr. Galhocha? Yes. Mr. Landies? Yes. And Mr. Mediette? Yes. Are these battery-based? Mine keeps turning off every time I turn them on. Do we know anything? We'll just give you this one up here because they're not batteries. We can share it. I'm saying I can share it too. I know you have to ... Once we do this, then ... That's totally fine. I just know you have to share it. I'm saying I can share it too. I know you have to
023... Once we do this, then ... That's totally fine. I just know they need it for the video. So I want to make sure. Mrs. Blankenship? Mrs. Blankenship, raise your right hand. Thank you. Do you solemnly affirm that you will support the Constitution of the United States and the Constitution of the State of Ohio and that you will faithfully and impartially discharge your duties as President of the Board of Education of the Chardonnay Local School District, Jogga County, Ohio, to the best of your ability and in accordance with the laws now in effect and hereafter to be enacted during the continuance in said office and until your successor is elected and qualified. Thank you. Congratulations. If you can sign that for me, please. Excellent. Thank you. Mrs. Clark, can you please raise your right hand?
024Thank you. Do you solemnly affirm that you will support the Constitution of the United States and the Constitution of the State of Ohio and that you will faithfully and impartially discharge your duties as Vice President of the Board of Education of the Chardonnay Local School District, Jogga County, Ohio, to the best of your ability and in accordance with the laws now in effect and hereafter to be enacted during your continuance in said office and until your successor is elected and qualified. Thank you. Awesome. Congratulations. Okay, that brings us to our organizational agenda. 3.1 is the appointment of delegate to the Ohio School Boards Association annual conference. For our new members, down at OSBA, they have a delegate meeting where they present some platforms or planks, I guess they call it, of legislation that they're looking
025into. And we appoint a delegate that's going to sit in on that meeting and vote on our behalf. So the floor is open for nominations to be the Ohio School Boards Association delegate. Do we have anybody that is interested in doing this at OSBA this year? I plan to go every year, so I'm always willing. I'll nominate Andrea then. Is there any other interest or any other nominations? Okay, so there are no other nominations, so would you please call the roll? You just answer with a yes. Mrs. Blankenship? Yes. Mrs. Clark? Yes. Mr. Galhotra? Yes. Mr. Bledis? Yes. And Mr. Maggott? Yes. Okay, 3.2 is the appointment of an alternate delegate. This is someone that can attend the meeting and vote on our behalf if Andrea can't make it. Do we have anyone that would
026like to be the alternate? When is capital conference this year? November? 14th, 15th, 16th of November. So do we have someone that would like to be alternate or a nomination for an alternate? I know it's a little hard to figure out everybody's calendars. Sure, I can be alternate for her. You want to be alternate? Okay. Sure. So I'll nominate Ash then. I already asked my boss off. Is there anyone else that would be interested in this? Okay, hearing none, then would you please call the roll? Again, just a yes or no. Mrs. Blankenship? Yes. Mrs. Clark? Yes. Mr. Gajotra? Yes. Mr. Landys? Yes. And Mr. Mijat? Yes. 3.3 is the appointment of the legislative liaison to the Ohio School Board Association. What this is, at our meetings, the legislative liaison has a section in our
027board reports to discuss or present any legislative actions being taken in Columbus that may affect us or things we might be interested in. You will get regular emails from OSBA. Mike and Deb can also help with information on any questions that you might have on legislative issues that's happening. Is there anyone that's interested in being our legislative liaison and doing a board report at our meetings? James, would you be interested in that? Probably not. No? Gordon, would you be interested in that? No. No? Andrew or Ash, anybody interested? I mean, I know we're lucky and that Mike is always in touch with that, so I'm willing to do it because I know that Mike's going to help. I was going to say, I would help whoever chooses to stay. Yeah, we usually talk there. Mike's
028good about keeping us updated on a lot of things. I'm willing to do it, yeah. We're going to nominate Andrew. I'll nominate Andrew then. So there's no one else that's interested? Hearing none, Deb, would you please call the roll? So yes or no vote? Mrs. Blankenship? Yes. Mrs. Clark? Yes. Mr. Geholtra? Yes. Mr. Landys? Yes. And Mr. Medjot? Yes. Okay, now we have an alternate legislative liaison. Is there anybody that would want to be an alternate in the event that Andrea isn't available? I'll serve as the alternate. Okay, so I'll nominate James as the alternate. Anyone else? Hearing none, Deb, would you please call the roll? Mrs. Blankenship? Yes. Mrs. Clark? Yes. Mr. Geholtra? Yes. Mr. Landys? Yes. And Mr. Medjot? Yes. Okay, 3.5 is appointment of a Board of Education representative to the City
029of Chardon Parks and Recreation Board. I know Andrea is currently, or has been doing it for the last, how many years you've been doing it, Andrea? I think it's been two. Two? Okay. So, basically, this is something that the city includes somebody from the school board to be part of. Is anyone interested in being on the parks and rec? I don't know, Andrea, do you want to continue with that? I'd say I'm willing to continue doing it. I found it was more interesting because my kids play sports and to have they hear about it then I didn't feel like there's a whole lot of overlap to the schools other than occasionally they use our gym, so I like doing it just to be nosy. How often do they meet? Once a quarter. Okay. I may
030be interested in that as well. Okay. So, we have two nominees then. Are you nominating both of them? I'll nominate Ash. Okay. Thank you. Okay. Okay. So, that's it. Okay. Any other nominees? Hearing none, I'll let you please call the roll. Okay. Either Mr. Gajotra or Mrs. Clark on your vote. Mrs. Blankenship. I'll vote for Mr. Gajotra. Mrs. Clark. I'll vote for Ash. Mr. Gajotra. Gajotra, I'm sorry. Yeah, that's fine. I'll vote for me. Mr. Landys. I vote for Ash. And Mr. Gajotra. Ash Gajotra. Okay. 3.6 is a, well, it's really, I guess, a discussion. We can make it a resolution. At our last meeting, we had the opportunity for the Auburn Career Center to have a second representative for a one-year term. At our last meeting, we did nominate CJ, but unfortunately, he cannot
031fulfill the requirement for this year. So, we have another opening to fill for, it's just a one-year term on the Auburn Career Center. So, the question is, is there anybody on the board that is interested in this, or do we want, or we can open it up to other members of the community also if nobody on the board wants to do it, but I guess the question is, is anyone interested in also representing Chardon on Auburn Career Center board? They also meet once a month. I don't know when their meetings are. Do you, Mike? No, I can't. But it's every school district that's represented by Auburn has a member there. And the reason why we have a second one is they have, I don't know if a school district dropped out or something, but anyway,
032they have an extra position, and so they rotate every year just a one-year term. It's the consolidation of Newberry to West G that it drops, so we have a regular appointment every three years, and then a one-year rotational term. We do have one member of the community that has expressed interest in this position. I would need direction from the board, and typically we've had a board member fill the position first if that is the board's desire, and if the board would like to appoint the individual or if you would like to open up a more formal process where we advertise and solicit. This was just one person who reached out, and we have not undertaken a process to solicit candidates for the seat from the outside, so it's really a matter of the board's pleasure
033on how you want to fill this role. Is anyone interested in being on the Auburn Career Center board in addition to our board? Once again, it's a one-year term. Todd Albright is our three-year member representing Sharded. I like that Todd and CJ were both kind of in the trades, like CJ's company hired from there. Todd knew it. I don't have that kind of background right now. I'm a non-profit. I'm willing to help out and do it if no one else wants to, but I don't want to steal it if anyone, especially anyone who has ties to companies or whatnot that would work with Auburn. Is there any, I mean, like Mike said, we're throwing it open to the board first. Is there any board member, I mean, so would you want to do it, Andrea,
034as a board member? I did a tour there twice now. It definitely interests me. I was just never sure how to get involved. I'll nominate Andrea. Is there anyone else? Okay, do we need a second? How do we want to do this one? Yeah, I think we need a second on this one. Okay, I'll second it. Any other comments or questions concerning this? Deb, would you please call the roll? Mr. Majap? Yes. Mrs. Blankenship? Yes. Mrs. Clark? Yes. Mr. Gajotra? Yes. And Mr. Landy? Yes. Okay, so this paperwork, is there something that needs to be done? We'll update the resolution to indicate Mrs. Clark and then sign off on that. Okay. Okay, the next is 3.7, which is the appointment of a student-staff liaison. Here again, this is a position where at the board meetings,
035you'll give a report on what's happening with the students and the staff throughout the district. Is there anyone that is interested in this position? I will tell you that we have Mason here. Oh, Mason left. Mason's a big help with getting things together. Yeah, he is. So, James, do you want to continue with this? I don't know if the newer guys wanted to do it either to dip their toe in, but I don't want to step on James either if he liked it. I've done it the past two years. I'd be willing to let somebody else do it. I would step aside if one of our new members wanted to do it for sure. Otherwise, I'm willing to take on the role again. Do we have an interest in this position, Ash or James? I'll
036nominate Ash then if you're interested. If you're good, we want to go to James. If you're doing it, it's good. I don't know enough about it. I would like to learn a little bit from you. Yeah, I'll nominate Ash. No. You showed interest, bro. I was saying I want to learn from you this year. Okay. Oh, you're going to nominate James? That's what I meant. He's going to pay attention this year and learn about it. Unless you're saying you want to do it. No, no. I'm saying I'm going to follow these rules. So Ash is nominating James. Got it. Okay. So are we retracting that other nomination? Yeah. Yes. Sorry. Okay. Gone. Is there any other nominations for student staff liaison? Hearing none, would you please call the roll? Just a yes or no vote.
037Mrs. Blankenship. Yes. Mrs. Clark. Yes. Mr. Gohotra. Yes. Mr. Landys. Yes. And Mr. Midgett. Yes. Okay. Next is the appointment of the Chardon School's Foundation Liaison. This is, I'm trying to think, why is my memory failing me? Who was? Me. Andrea. Andrea. Yeah. Yeah, you're right. Okay. Do you want to continue with this, Andrea? Or do you? I'm happy to continue with it. I also didn't know if Mr. Landys would have any interest because he had approached them about watching funding through the bathrooms for it. Yes. I'd have interest in that. Okay. I will nominate him then. Okay. Thank you. Is there any other, anyone else that would be interested in the school's foundation? Okay. Hearing none, would you please call the roll? Mrs. Blankenship. Yes. Mrs. Clark. Yes. Mr. Gohotra. Yes. Mr. Landys. Yes.
038And Mr. Midgett. Yes. Next is the appointment of a board member to the Tax Incentive Review Council. This is to want to meet once a year, right? Once a year, and it's February 11th, right, James? Yeah, February 11th at 1 o'clock. Mm-hmm. Would you like to continue with that, James? I would, again, I'd be willing to do it, but I'm more than happy to nominate one of our new members if they'd like to do it. I'm interested in that. I'll nominate Gordon. Okay. Any other nominations for the Tax Incentive? Okay. Hearing none, would you please call the roll? Mrs. Blankenship. Yes. Mrs. Clark. Yes. Mr. Gohotra. Yes. Mr. Landys. Yes. And Mr. Midgett. Yes. Okay, this is to establish a records commission meeting date and time location. I have some dates available, February 3rd, 10th,
039or 17th, we're open on my calendar. I didn't know when you were available, I didn't know who's going to be president, so. Yeah, this is between the superintendent and the... Yes, the three of us. Okay, what was the date you had? The 3rd, the 10th, and the 17th. I can do the 3rd or the 10th. Okay, let's do the 3rd, what time's good for you? Any time. I'm going to do afternoon. Mike. 2 o'clock. Sure. 2 o'clock. So, the motion will be for a record commission scheduled meeting on February 3rd at 2 p.m. at the Chardon administration building. Okay. Do we need a motion? Do we need a motion and a second? So moved. Second. Any questions or comments concerning the records commission? Hearing none, Deb, would you please call the roll? Mrs. Clark? Yes.
040Mr. Galhotra? Yes. Mr. Landis? Yes. Mr. Medjot? Yes. And Mrs. Blakenship? Yes. Okay. Or, yeah, if you want to do the consent agenda, you can read through it faster than I can. Okay. The remaining items, members of board, will all be acted on under one consent agenda motion. So, I'll go through those if there are any questions that you have. We can certainly stop and address those issues. Item 4.1 is appointment of school physician under Board Policy 0153 Part A. We're required to appoint a school physician. However, revised code indicates that this is optional. My recommendation to the board is that we consider not appointing at this time a school physician. This is how we've done it annually for many, many years at this time. But we can choose to do so at a later
041date. Item 4.2 is appointment of school dentist under the same policy. And again, the same recommendation to forego the appointment at this time with the ability to appoint at a later date should it become necessary. Item 4.3, designation of official news media. The recommendations that the board designate and acknowledge the news herald and the maple leaf as news media for purposes of official notification. Item 4.4, designation of district approved social media platforms. We have social media platforms on Facebook, X, and Instagram as noted in the agenda. Recommend that those continue to be the designations for the district. Item 4.5, designation of date, time, and location of regular meetings. Those are all listed in the agenda and have been communicated previously to the board. I've heard no need for adjustments on these. So we're sticking with
042the list that was recently circulated. Item 4.6, establish a reasonable method for the community to determine the time and place of all regular and special meetings of the board. The board in this action is establishing board docs, our online platform, as a reasonable method where any person may determine the time and place of all regularly scheduled meetings and the time and place of any proposed special meetings that were to occur. Item 4.7, establish the fee charged individuals for requesting copies of scheduled meetings, agendas, or notice of individual meetings. Board recommendation here is that no fee will be charged individuals requesting the schedule of meetings, agenda, or notice of individual meetings. And again, noting that this information is contained in board docs electronically. Item 4.8, readoption of continuing contracts and agreements that the board has entered
043into where continuation is not otherwise authorized by law. Item 4.9, approval of resolution 2026-01, which is the readoption of existing bylaws and policies of the Board of Education for the operation of the school district. We've done this annually at the organizational meeting. That's detailed in the enclosure. Item 4.10, recognition of the majority bargaining agents. Again, this is required by policy 0154H, and the board recognizes the Chardon Association of Classified Employees, or CASE, and also the Chardon Education Association, CEA, both of which are Ohio Education Association affiliate bargaining units. Item 4.11, this is a recommendation that the board join the Ohio School Board Association pursuant to revised code 3313.87, and this affirms action previously taken by the board. Item 4.12, this appointment of legal counsel policy again requires the board to approve the use of the
044following firms for general counsel. We specify the Geo-County Prosecutor's Office, Weston Herd, and Dinsmore and Soll LLP. They would only be used in the event that the, for bond counsel if the board were to issue bonded indebtedness. Item 4.13, authorization to establish the board's service fund. The board has the option to establish a board service fund annually under Ohio revised code. Excuse me, which pays expenses of the board and may do so either at a dollar amount based on the ADM of the district or the statutory amount of $20,000. Our recommendation is to set the board service fund at that $20,000 amount called for in the statute. Item 4.14, authorization to approve professional meeting attendance. This authorizes the superintendent to grant leave to Board of Education employees to attend school business, oriented functions otherwise held
045locally or in the county, state, or national level, and to allow me to authorize reimbursement of expenses associated with those at the approved rates. Item 4.15 is authorization to approve expense. Oh, did I do that? Oh, I'm sorry. Yes, correct. Confused myself there. Authorize the board president to approve the expenditure funds for reimbursements for the superintendent treasurer and approved leave requests for the superintendent treasurer. Item 4.16, designation of official purchasing agents. The board acts to designate the superintendent as the official purchasing agent of the district. And then the assistant superintendent's superintendent is unavailable. Then the business manager or assistant superintendent of business affairs to be accurate in the absence of the assistant superintendent to authorize expenditures. The superintendent then is authorized to by the board or as the board's representative for all federal and state
046programs. Item 4.17, this is approval of district advertising. The board authorizes the superintendent to act as its designee to approve district advertising. Item 4.18, authorization for the employment of personnel. Under policy, the board authorizes the superintendent to employ personnel, accept resignations, which include substitutes, new and replacement personnel. Any appointments will be presented to the board of education for authorization at the earliest possible regular meeting. Item 4.19, designation of the records officer and designee for public records training. Under policy, the board has the authority to designate the treasurer CFO as the records officer and designee of each of the elected officials for the purposes of the statutorily required public records training. Item 4.20, establish expense reimbursement rates. The board is acting tonight to establish the following expense reimbursement rates that will apply to district personnel and
047the board members themselves. Item 4.21, to declare a under policy, the board is approving or establishing for fiscal year 2027 blanket purchase order amount sum limit not to exceed $350,000. Per purchase order. And that concludes all of the consent agenda items. I am recommending your approval. Do we have a motion and a second? So moved. I'll second it. Do we have any questions or comments about this? There's a lot of different items there. The only thing I noticed is in the purchase order it says, in the recommended action it says $250,000 and in the text it says $350,000. It's $350,000. I was going to ask, is this different from last year or is this? It's up from last year. It's $350,000. I'll make that correction. Thank you. Okay. Anyone else have any questions or comments
048concerning this consent agenda? Okay. Would you please call the roll? Mr. Medjep? Yes. Mrs. Bankins? Yes. Mrs. Clark? Yes. Mr. Gallagher? Yes. And Mr. Landis? Yes. Thank you, Madam President, members of the board. The one and only item on my agenda is pursuit to board policy 0154, this is section 5.1 by the way. The board of education adopts the fiscal year 2027 tax budget as in the associated closures, I'm recommending your approval. Do we have a motion and a second? So moved. Second. Any questions or comments? Hearing none, Deb, would you please call the roll? Mrs. Clark? Yes. Mr. Gallagher? Yes. Mr. Landis? Yes. Mr. Medjep? Yes. And Mrs. Bankins? Yes. So, thanks, Deb.
