001I know, right? Using all of our resources tonight. >> Okay. So, um, welcome to our Freedom Local Schools regular board meeting here on Tuesday, February 10th, um, at 5:30. And if we could go ahead, that's our call to order. If we could call the role, please. >> Mr. Bowman, >> here. >> Mr. Paul, >> here. >> Mrs. Lindman, >> here. >> Mr. Napier, >> yes. >> Mrs. Winger, >> here. >> All right. Okay. And number three on our agenda is the adoption of the Gen agenda. If I could have a motion to approve. >> So move. Second. >> Mr. Navier. >> Yes. >> Mr. Cole. Yes. >> Mr. Bowman. >> Yes. >> Mrs. Linderman. Yes. >> Mrs. Winger. >> Yes. >> All right. Moving right along. Um item number four is the approval of the
002minutes from our organizational meeting that we had on January 13th that was followed by um our regular meeting on the 13th and then we also had um a work session. We had a full night on that night and I need a motion to approve the minutes for all three. >> So move second. >> Mr. Bman, >> yes. >> Mrs. Winger, yes. >> Mr. F. Yes. >> Mrs. Lindamman. Yes. >> Mr. Yes. >> Okay. Number five, public participation. It's my understanding we don't have any this evening. And moving into number six, special accommodations. We have several there under letter A. Um all from our PTO. Um which is not unusual to see in this category. So we just want to thank um our PTO for all the support. got all the amounts um listed there from
003things everywhere from gift cards to car Christmas cards. Um looks like an elementary field trip, family night, uh playground equipment, and a gingerbread steam activity. And no, I did not read those in order. I was all over the place there, but just again appreciate um our PTO there. Um item number B um is our we have all a whole page. Um, and then some these are um, we traveled up to I believe it was Mansfield Senior for solo and ensemble. Um, Mr. Holland Ball was um, super kind and reached out and kind of gave me some stats here that might look a little bit different than what's here. But I would like to read through our soloists um, names and then I'm going to list out the ensembles and how they did. Um, just a
004a highle kind of average of this. We had 15 superiors um six excellence and three goods. We had nearly um this is the important part nearly 50 students um participate um in this um event which is incredible. So and you'll see there um on the agenda we've got 9 through 12 a nice variety which is great. So, under the soloist, we had Shay Amstutz that um is a senior that received these are all I shouldn't say that these first ones are going to be vocal. Um she received a superior. Gracie Rice um sophomore and excellent. Drew Dunal a senior um superior and vocal. Will Pletcher sophomore um a good in vocal um Malaya Malia looking over there to you guys? Am I doing that right? Malaya Malia, help me because I want to make sure
005I pronounce it right. Russell. >> Malia. Okay. >> Um, sophomore, um, excellent invocal. Amaya Smith, a freshman, superior invocal. Um, Patrick McGucken, um, sophomore, received a superior invocal. Um, Alia Fry, freshman. >> What's that? >> Ayah. >> Aya. Oh, yeah. You can probably write. Sorry. Uh, superior. Uh, Patrick again, um, receiving an excellent for this is his saxophone. Um, Pillar Payne, superior in saxophone. Amea Smith, freshman, superior and saxophone. Gwen Lavin, freshman, a good with her. Oh, boy. Shelley, what's that instrument we have there? MMA. Addie Mikley, sophomore, superior in her with her trombone. Ruthie Walsh, um, junior, a superior with her tuba. Um, Harrison Kle, freshman, um, superior on the piano. And Patrick again, um, sophomore with his flute, a superior. Our ensembles, the select choir, class B, received a superior. Soprano alto um
006vocal ensemble class B received an excellent saxophone sext class C is superior trombone trio class B is superior trumpet quartet class C excellent clarinet trio class C superior horn quintet quintet class C good and clarinet quartet class C superior so again um Having over nearly 50 students participating will give that a superior rating. So I could have a Oh, we don't need to motion that. Actually, we do need to motion that. >> Okay, I'm going to keep going. Oh, maybe not then. All right, so a motion to approve special accommodations. >> Second, >> Mr. >> Yes. >> Mr. Bman, >> yes. >> Mr. Lindman. >> Yes. >> Mr. Napier. >> Yes. >> Mrs. Winger. >> Yes. >> Okay. Now you guys can hear from Heather for a little bit. Moving into item number seven with
007our treasures report. Uh for the financials for the month of January, uh expenses did exceed revenue by 170,000. This was partly due to large medical claims and large and some large expenditures during the month of January. The reoccurring one always will be the Knox County ESC for special education. Um we did have the FFA fruit and board and food services. And then we did purchase the bus which we ordered last year and it finally came last week. So, we're happy that we have the new school bus for um for Kale. Uh I was able to close out the year early. Um I worked on January 1 to get the month and year in close out and the W2s and 1099s were available for everybody at actually on the second. So, that was all done. Another
008item that I have on the agenda are the tax rates for fiscal 27. Um the tax rates as of right now they did not change. So um I have not got confirmation is if the tax rates will change once the property tax reform goes into play in March. But as of right now, these are the tax rates and amounts that um the county auditor and the budget commission has set for Frederick County. And again, they did not change from last year. Uh they changed by 04 mills, but that's not much. And that was mainly due from the bond retirement because that is expiring. Uh, and the other item that I have on my agenda is my financial forecast. Used to be the five-year forecast, but now it's called forecast. Uh, and this is now filed
009in February where it was filed in May and then I'll be filing again in August, which was I did file in November. So, I do have I've set down the presentation in front of you and I also have it I thought it might be easier for you to have it right in front of you as well. So, um, this forecast is it's still it's broken down into two categories, revenue and expenditures. All my estimates are um conservative and we will end fiscal year 26 with a revenue shortfall. This means that expenditures are expected to exceed revenue approximately by 360,000. By the last year of the forecast fiscal year 2030, the district is is expected to have a revenue shortfall with expenditures expected to exceed revenue by 2.2 million. The cash balance is positive at the
010end of fiscal 26 and is projected to worsen by fiscal 30 with a cash balance of 1.3 million. Um so my first slide here uh county local schools like I said is projected in the cash balance on a positive we're projecting to end with a 6.9 million balance. While this is a healthy reserve, it is decreasing by 360,000 from last year. We are officially entering a period of planned deficit spending where our annual expenditures are beginning to outpace our revenue. And my second slide is the expenditure piece. This is broken down. Um the total revenue for the district is property taxes that make up 40%. State funding is 53%. All other revenue which includes interest and tuition from other districts that makes up the remaining 7%. A major driver of this trend is a shift
011in state aid. Frederick County has officially transitioned to a guaranteed district. We we were formula district, but with all the changes and the loss of students, we will now go to a guarantee district. Effectively, the state now calculates that we deserve less funding due to our property values and leveling enrollment. The guarantee protects us from a deep drop, but it also creates a revenue ceiling for our district. We basically we are flatfunded from here moving out into at least 2030. The state funding is flat funded at this point. The most significant change we will face is House Bill 186. Because we are a 20 mil for district, the new statemandated inflation caps are stripping approximately 1.2 million from our local revenue over the forecast cycle. While the state offers some supplemental funding, it only covers
012a fraction, roughly maybe 30% of what we are losing locally. Um, this is a permanent compression on our funding base. So, this is the breakdown of the property taxes, the state funding, and then all other revenue. This slide is the expenditures. I'm sorry I got that backwards on the last one. This is a breakdown of total expenditures for the district personnel which consists of salary and benefits makes up 71% of all expenditures purchase services. This is utility all utilities ESC tuition to other districts make up 14% while technology supplies and textbooks makes up the remaining 14% of the budget. We will continue to see nondiscretionary growth. That's our virtue services. They are increasing as we meet the complex specialized needs of our students. Additionally, like every even our household, the district is feeling the sting
013of utility costs and that are rising that we we really have no control over at this point. We are locked in at some rates that we've set back um when we entered into agreements with Meta a couple years ago, but those will come up for renewal next year. And uh from what I'm gathering, we're going to see a large spike in utility costs for next year. Uh we are committed to maintaining our facilities. In fiscal 25, we remodeled the bus garage to ensure our stay safely on the road. And in 26, the forecast does include the necessary renovation of the track and field. These are targeted one-time investments that that um from our reserves that avoids long-term debt for the school district. This also ties into House Bill 309, that's the county budget commission, having
014expanded authority to review our balances so they can honestly see that our reserves are being spent on the facilities themselves and I feel it is vital to tell our story clearly. Um by linking our reserve to these specific projects they can see that the the funds are tied to specific projects and I will let you know that this is one of the pieces that I did send to the county budget commission when I sent in my tax budget. They did get all of this information as well. This is a projection of where we were to where we are now. By the end of the forecast, expenses do start to exceed revenue by 2.2 million. This is mainly attributed to the loss of 43 students that we lost over the years, moving to a guaranteed funding
015and property tax reform. Um Frederick County local schools will drop below the 20 mil floor in fiscal 27. This drop in millage in the cap on inflation growth will cause the district to lose 886,000 in tax year 26 27 28 and 939,000 in tax year 29 along with 109,000 per year with the homestead homestead takeback exemption. So that's where the $1.2 million comes into play. This is the average change. So both revenue and expenditures are are projected to decrease through 2030, reversing historical trends. Historically, revenue has seen an average increase of 5.37 growth, but now it's anticipated to decrease by 1.49% due to ongoing guarantee and a reduction of property tax revenue. expenditures have historically increased by 11.12%. They are now projected to decrease by 1.34. This is the anticipated decline in the result of
016the completion of the bus garage and the track and field. And we're making no more transfers out of the general fund. This one is the cash on hand. The district's financial position is currently above the cash reserve policy of 90 days until 2028. Beginning fiscal year 2029, the district will have a total of 81 days cash on hand and 29 days in the year fiscal 2030. This will bring attention to the Department of Education Workforce, which may require the district to write a corrective action plan. And this is our demographics. This is the loss of students that we have seen over the year. Um from 21 to 26, the district did experience a loss of 75 students. The most significant decline occurred between 24 and 25 accounting for 29 students. Over the 2-year period from
01723 to 25 and enrollment decreased by 3.3% and over the fiveyear we saw a loss of 7%. The loss of students has driven the district to be on the guarantee. I do have the increase of students moving out to 2030 and that is based on live birth data. So like even for this year the live birth data for Frederick town was 105 students and we have 70 I think 73 7 it's in the 70s right now in kindergarten but the majority of those are open enrol that's what I have built in there moving forward the cost per pupil the decrease in cost per pupil from 25 to 26 is attributed to a return to the standard purchasing cycle. So in 25 we purchased um a lot of curriculum for the elementary and for the some
018for the middle school and high school but mainly for the elementary and some of those are not expected to repeat in 26. Uh we have well I have worked with Adam to sit down and build out the next three years of where curriculum will be. Um and that we're trying to stagger some of that. um to because I think in two years in two years three years um we could see a curriculum cost of close to 250,000 because everything that was purchased during COVID is coming up for renewal which is all online curriculum. Uh despite this that uh the per pupil cost is projected to continue its upward trend to through 2030. And this is what it costs to educate the daily cost to educate a student in Frederick town. It costs Fredtown local school
019$76 a day to educate a student. Residents of Fredericktown contribute $23.56 and the state picks up the remaining $5244 to educate a child. And then here is my forecast. Um, again for 2026, expenditures are expected to exceed revenue in 2026 by 360,000 and moving forward with no changes as of yet with expenditures. The forecast shows deficit spending in 2030 by 2.2 million. Um again the forecast will I will be presenting the forecast again in August. Um hoping to have more information at least with property tax reform and with the state aid if they are going to be kicking in the 30% that they said that could change some of this and to have the budgets that we worked on to have them um submitted and put into the forecast for the August submission. Um, but
020that is that is my forecast. >> Okay. Um, so let's go ahead and do a motion to approve, then we can have some questions and discussion. >> Hang on a second. I just got a question. Not a question about this. >> Do you want to you want to Are you Sorry. >> Oh, wait. Did we want to go? Did you want to keep going? the rest your treasur item. I got excited. We need to amend appropriations for uh permanent improvement of $5,300. >> So, we can just include all of that. I'm sorry. So, let's re let's redo that >> uh for the treasures consent agenda. Motion to approve. >> Try again. So, move >> second. Okay. Questions, discussion, >> Mr. Ner, did you? >> Yes. >> Um, just a clarification. Slide three. No, wait. I
021lied. Slide two. >> Slide two. The revenue >> current fiscal year. >> Yep. >> The revenue, right? Yep. I've asked this before and I can't remember looking at this because I'm thinking like you this is where you talk about the the transition to the guarantee. I I understand what the guarantee is but we're going to transition to the guarantee in >> 27 which our projected enrollment We would need at least an additional close to 40 students to get off the guarant. >> Okay. So, we have to get at least 40 students. >> By 27. >> And our graduating class is right around 100, I think. >> How big is our graduating class >> this year? >> Yeah. So we have to make that up. >> So if kindergarten comes in the same as it did
022this year, if you have 119 is it 119? >> I was thinking it was 109, but either way >> 107. Okay. So you're losing 107, you bring in 70, there's an automatic loss of 30 kids. >> So that's on top of that. This clarification. >> Yeah. >> Thank you. And then um page three, you talked about a large spike in utilities with the meta. When I didn't get the year, >> that contract will expire at the end of this year. So I should be going into meeting with Tony this summer to set new rates for um electric and gas >> for next school year. >> We'll just talk >> and he's already kind of spit out emails warning everybody that he's seeing historical >> increases in utilities that he hasn't seen before. >> I'm just
023my my my angle my questioning is not an angle but my questioning is because of is the enrollment piece is like the is what is kind of driving not everything but a lot of this and if you look back historically especially there were some big classes that moved through there and we were was good. So I I just thank you for that information. Thank you. Thank you for all of this. >> Oh, you're welcome. The >> it it helps me. I don't >> good >> the the other that's driving state aid as well is that state aid is not only based on your enrollment but they also take your property value for the last three years. So they take that into consideration too. >> So if if your tax rates in the village is going
024down that then will turn it's a snowball effect onto my state aid. >> So that's bringing it down too. So and they're taking when they pay the guarantee. The guarantee is based on 2020. They were talking at one time taking it to 2022, but as of right now, it's staying at the 2020 levels, which is >> it's still it's right at the COVID level, I would say, which during CO they dropped everyone's state aid. Yep. So that's what they're taking us to is that lower portion >> and that's all stuff that gets determined in the bianual budget. >> Yes ma'am. >> Stuff. >> It seems like enrollment too has just been interesting. Like we had how many first graders have we had all of a sudden? Not all of a sudden but kind of all
025of a sudden pop in. And so there's like not a real great pattern to I don't know Mr. could probably speak to that, but like it just seems like we've had how many first graders join us since the beginning of the year? It's like if everybody's got cabin fever and they're like, "Can I come back to school or what?" But >> oh, first graders. >> Oh, okay. >> Okay. It's just interesting. Like it just doesn't seem >> like it's >> Yeah. >> Not 30 years ago. When I was in school, it didn't happen. But, you know, Other questions? >> Just to clarify, I think we're 20 mills. We're going to drop to what 18.2 are on the >> Now, correct me if I'm wrong. The state constitution says you have to be a 20 mil.
026Is that correct? In our state constitution, >> correct? It is basically they're breaking the our constitutional the law there because it is >> Yeah, that's a point I was trying to get across. So, reading the constitution specifically states 20 mills you have to do it get it in there to vote on every county voted on that >> correct >> to have that in it so taken but the state our legislators decided the constitution doesn't mean a whole lot but the rest of us have to follow it don't have to answer yes or no I'm just state I'm stating my opinion as a what I understand about school financing and the way things are structured it just >> by 20 I believe It's 2028 will be at 18 mills. >> Okay. >> Maybe they'll wake up.
027>> Yeah. Which is >> to me well below the 20 mil. >> Can you remind me in the forecast? Are you um expecting to receive any state payments to offset like the retroactive part of or House Bill 186? >> No. Okay. >> I keep reading it, but I Yeah, I just wasn't sure. >> They keep talking about it like I've attended, as Christine says, I'm the queen of webinars, which is kind of true. I was sitting on a 4hour one today. >> So, it's they keep talking about it, but I haven't seen anything like actually written that they're actually going to do this. So if we did get something, it would better >> they're saying it's going to come through almost like state aid. >> Yeah. >> Right. >> Now, right, >> I don't know
028if that's going to be part of the 30% that they're saying they're going to offset it, >> but it's going to be I No, no one knows. >> Okay. at least even when I was talking to my consultant last week when I did my final when I put everything together and I just had him look over um the forecast um I asked him about that and he said there's nothing out there that no one is saying exactly if that's going to happen when it's going to happen >> right >> or even how it's going to happen. >> You can't forecast it. >> No, I'm afraid I'm Oh, thank you. >> I'm afraid to put that if they're saying that we're supposed to get like 800,000 back for as a credit. >> If I if I
029forecasted that we were getting 800,000 in revenue when we didn't get >> that that would be a a big error on my part >> to explain to have to come back and say I put something in there that >> we'd rather be the other way plan to not get it than get it >> right. I would rather have that and then shut it in there and plan on it. >> Sure. No, that makes sense. I just wasn't sure if there had been any clarification. >> No. From nothing. >> Okay. >> I have two questions. >> Yes, ma'am. >> Okay. So, you talked about the 107,000 from the piggyback that our commissioners voted on in the forecast. I should have asked this previously. Yes. But the forecast is assuming that each year because they vote on
030that yearly. >> Yes. I put it in there each year. >> Okay. And this is my and you can tell me if I'm wrong, but this is the way that I thought about this is that once it's like any kind of language, once it's in there, how they going to take it away? >> Sure. >> And yes, they have to vote on it every year, but if you're giving senior citizens a discount, >> chances are property taxes, >> how you want to take that away the next year? And I don't know, you may not know this off the top of your head, and if you don't, that's okay. >> And again, if the date doesn't go through, then that's just money we're putting back into our into the revenue, >> but they have the opportunity
031to also add in the owner occupancy. They do. >> What would that do to us? Do you know how much money that is? >> Right now, the piggyback is 1.88%, which totals right around 107,000 a year. >> The owner residency is 2.88. So that would be double what we're doing with the piggyback, >> right? So if tax reform is not >> maybe being satisfied by the community, >> correct? >> Because like in Richland County, they did they didn't do the senior citizen. They did the owner occupancy. Each county can do it. >> They can either do one or the other or both or none. And so like Marorrow County, we were part just a tiny sliver in Mororrow County. Mororrow County didn't do anything, >> right? >> So at least, you know, there was some
032savings there, but um yeah, Knox County, which I again I I understand >> 100% >> understand completely, but um yeah, they the the piggyback is 107. So if they did the owner occupancy, that's going to be another 200,000 that would be taken away out of revenue. >> And Paul, I was actually surprised you didn't ask this question because we talked about it in board preview. My other question, I guess, or just clarification. So on page 10 under the capital outlay, just for everybody's information, you'll see that the that dip there. Can you just maybe explain to all of us that 1.2 dropping down to 237? >> Yes. So in 26 the 1.2 million for a capital outlay line 3.05 that is the track and field. So the track and field and the remainder of the
033bus garage that wasn't paid in fiscal 25 will be paid in 26 along with the track and field and then it drops off to go back to the normal funding or normal appropriated amount of 237,000 which is basically all technology. >> Awesome. Thank you. I just thought that was a great that was a great question during preview. So, >> and I have not made the final payment yet on the bus garage. There's one more payment that's being made um that hasn't gone through yet. So, I'm one >> just from a like a retainage payment >> just and that's because we're there's something that's not >> they're waiting for one more um One might want to call it >> pay application. >> Yeah, thank you. >> Blade of grass to grow. Oh, that's >> I get
034that. We're on the other end of that often. >> It's growing under >> It's growing. It's growing. >> Okay. Um Yeah. Any other question? A lot of numbers and all the things there. >> And if you have questions after in the meantime when you have the time to to look at it if you look at it because even on the other document is 30 pages long. >> Yeah. >> So, >> um if you look over that and you have questions, please let me know. Um >> yeah, I will say honestly, I've spent the last two months working on the forecast um to get it as right as possible and I'm still a little nervous just filing. when there's still four months left of the fiscal year. So, just makes me >> surprises do happen. >>
035Yep. >> Okay. Well, we have a first and a second motion, so I think we're ready for roll. >> Okay. Mr. Paul, >> yes. >> Mrs. Winger, >> yes. Mr. Bman, >> yes. >> Mrs. Lindman, yes. >> Mr. Nier, >> yes. >> Thank you again. >> Yes. >> Thank you very much. >> You're welcome. Um, okay. We're going to move into number nine and number 10. We're going to let Heather just keep a going. If you don't mind giving the superintendent, >> he didn't give me any kind of speech to prepare. So, he always says, "Thanks. Thank you everybody for attending." So, I'll say that, but I'm just going to go straight into the agenda. Um, the first one here is the retirement of uh Jessica Overhalt, general music teacher in the elementary effective at
036the end of this school year. The next one is the approval of the annual rental agreement for the senior activity center April 1 through March 31st, 2027. Rent is $600 a yearly cost 7,200. Motion to approve the resolution for the Ohio School Athletic Association for the annual membership for 2627 school year. Motion to approve the contract with a health Speech language pathologist for the 26 27 school year. Motion to approve the contract with new hop for experimental learning. This is for the fifth grade outdoor environmental education program. They are March 12th through and March 13 to 4 p.m. The cost did change a little bit. The cost is now 13,000 due to enrollment. They have We originally put it at 70 kids, but it's um at like 105 kids. So the change that the cost
037did change 13,000. Um motion to approve the memorand between county education association and board of education in regards to number of school closures the district has used. The view states that district should need to make up a day that it will be Monday, February 16th, President's Day will be the designated school day. Um, this will avoid using any days at the end of the school year. Motion to approve the following student interns with Mount Vernon University. and motion to approve the medical leave for Regina Sackman Elementary Principal February 20 through June 30, 2026. Motion to approve the following personnel recommendations. We have uh two contract adjustments. Uh Cindy Trux changed from 4 day a week to three day a week and Mary Pound went from a VA to a master's. Uh three-year contract for uh
038Mr. Ryan Shoemaker. Motion to approve the following classroom uh field trip and chaper volunteers for and motion to approve the two employees for dock days. There's two of them there. And then um we have one for supplemental contracts and then two coaches. Okay. Um we're then we're going to move into a different another one. But yeah, if we could have a motion to approve the superintendent's consent agenda. >> So moved. >> Second. >> Any questions >> on that not on that third or sorry line item B about the new hub? You had said >> um that's partly covered by >> uh 6800 is covered by a grant and the remainder will be um it's supposed to be split like the third But the grant will cover more than half of it. Then the remainder is
039picked up between the parents and PTO. I wrote that same thing down. Yeah, good clarification. >> Yep. >> That's another Thank you to PTO. >> Yep. >> For that as well. >> Any other questions in the >> We can't kick item A out. >> Want to kick item A out? >> Yeah, I do. Okay, >> I'm going to vote no on that. >> And that's recorded even. >> I'm with you. >> No, what I mean is over >> and we'll I'm sure recognize her, but just um >> yeah, Jess has been with the district for years or something. >> And I feel like Mr. Shoemaker's three years has gone fast. I don't know if it has for him, but I remember I remember being here the the board meeting he was um approved. So glad
040you're staying for another It says three. So guess what? No, really appreciate appreciate that. So any other questions, comments? Okay, >> Mrs. Winger. Yes. Mr. Ner, >> yes. >> Mr. Bman, yes. >> Mr. M. Okay. And then item to be voted on separately. Um motion to approve the following in student from intern from the Mount Vernon Nazarine College. Trevor Bellman volunteer 15 hours in the classroom tutoring elementary student with math and reading. >> So move second. >> Mr. Folk. >> Yes. >> Mr. Napier. >> Yes. >> Mr. Bman. >> Mrs. Lindon. Yes. Mrs. Winger. Yes, appreciate Trevor doing that, too. Okay. And item number 12 is um board president agenda, and this is a motion uh to approve a 5-year contract for our treasur, Miss Heather, Mrs. Heather Darnold, um commencing August 1st of 27
041through July 31st of 2032. So move >> second. >> Mr. F. >> Yes. >> Mr. Belman. >> Yes. >> Mrs. Lind. >> Yes. >> Mapier. >> Yes. >> Mrs. Winger. >> Yes. Thank you. >> Okay. Uh number 13 is our committee reports. Um always kicks off with myself. So career center. um nothing to report because I reported the last time and our the meeting for the career center is actually this Thursday. So I'll have something to report um next month. Um FCDF is the same. We're kind of on that same they're on those meetings are on the same day. One kicks off in the morning and one's in the evening. Um but I will mention so that we don't miss it that the FCDF annual dinner um is going to be held the uh Thursday,
042February 26th. Um that's exciting. That's this will be our um second annual dinner. And uh the 43019 um is in mailboxes. Um so that's just kind of a side note on those, but I'll I'll report out in full after both those meetings happen next month. Mr. Bellman. >> Okay. Work dev meeting um was January 28th. Um I've got probably four or five things here to report out on. Um Knox aspect is planning to run that. They're running that program again this April. So, they're working with manufacturers right now about participation. Um, Mr. Shoemaker might know this answer. I don't have a they didn't have a date. Um, but we are um Frederick Town and Mount Vernon are doing a healthcare expo this year. Is ours in the spring? Are we doing the fall? >> Do
043you know? >> I don't know yet. I actually received that as not too long ago. I have not had a chance to meet anybody. Okay. >> Right. Okay. >> On the list. >> Yep. Yep. Sounds good. Um the 2026 Knox Educator Manufacturing Boot Camp. So Shelley Lazlo shared some information about that. So it's the educator manufacturing boot camp program idea being worked on by KCCC and ADF. Uh, so the program is a three-day workshop to be held in June. It's for any educator in the county interested in learning more about manufacturing. There will be presentations about manufacturing and workforce in the mornings and tours of local manufacturing companies in the afternoon. Uh, teachers who participate will receive two college credits toward their continuing education requirements. Uh, ADF and KCCCC have submitted grants to the Ohio
044Department of Education. not sure if that's and workforce um and to the Knox County Foundation to cover the cost of the credits to ensure the program is free to educators. >> So that's something coming down the pike um here this June. Um, last thing, uh, Sean McCutchen reported out, um, and I'm not sure exactly how many we have from Fredericktown, but, um, Ariel normally has about 30 to 40 applicants for their internship program, and this year they're at 80, um, almost 80. So, um, almost over double uh, there. So, that's exciting news there. Um, and then our next meeting is, uh, February 25th, so couple weeks That's awesome. >> Yep. >> Probably results of all these different opportunities to learn more about what's happening in workforce locally. >> Yep. >> You know, like we're starting
045to see results from that, I would think. >> Yeah, >> that's awesome. >> Y >> but Ariel's thrilled. >> It's great. >> Okay. Um, next is policy liaison. Um, Paul and Mr. I'm sorry, Mr. Napier, Mr. Bul, I know you guys are >> just chomping at the bit to >> February 23rd. Can't wait. our meeting. >> Awesome. Do you guys have a lot of things on the table for policy updates? I know we had a lot last year, you know, yet. >> Have not seen any. >> Okay. Okay. Well, we will look forward to information in September or I mean September. March. >> Yes. >> Sorry, I went straight from March to September. >> Okay. This is Banger. Legislation and advocacy. >> Um not a lot again this month. Um, I think the snowtorm kind
046of slows things down at the state house. Um, does sound like they're back in session. Only thing I've really seen any movement on at all is Senate Bill 19. um some committee hearings there, but uh that's the uh bill um that would allow uh any public school student that um needs demonstrates that they need math uh help um if they're below proficient, they can obtain uh additional services uh for that at no cost. So um kind of moving I think through let's see I think it had >> yeah I think it was passed yeah it was passed in November in the Senate so it's it's working through the house now it's in the house education committee so um that's just one to watch otherwise um not a lot of movement maybe some rumors that maybe
047the property tax abolishment maybe lost a little bit of wind in the sales due to some of the property tax reform that's already happened. But um one still up in the air. >> I think that Senate Bill 19 also included something. Oh, I shouldn't say something along the lines of if you also test really high in math, you automatically get put into >> Yeah, I think there's something about enroll automatically enrolling seventh graders and >> algebra and then yeah, >> so it's math focused the science of math versus the science of reading. >> Just saying. >> Anything else there? >> That's it. Okay. Um, finance. I think we've had our fill tonight. Don, we >> had a great finance video. We did. >> Thank you, Heather, for taking care of us. >> Yeah, I do
048appreciate our work session last month. I'm glad you know that we're approaching finance that way this year as far as looking at having work sessions when there's a lot for all five of us to >> digest. I should say all seven and then some. Okay, board members, anything? >> I just personally just want to wish it's tournament time for all our kids, junior high school all the way through. Just wish all sports, everyone, best of luck. >> Yep, definitely. >> So, I went to the talent show a couple weeks ago. Mr. Brown and I hung out in the back and uh watched um got to talk to a few of the kids beforehand and u Mr. Kong's son and daughter participated. But it was really well done. Like I enjoyed it. That was my first
049one I had been to. So I thought that was pretty neat. So >> it was great. >> Yeah. >> Guess I don't want to step on Mr. Shoemakers. You might be in support, but uh end of end of the month little shop of right the last Thursday, Friday, Saturday. All right. Once again, >> take that off my list. >> Okay. I didn't know if you had a dollar. Get that off. All right. >> I have something, too. But since I get to transition over, I'll just wait and see. >> Okay. Okay. Um, yeah. Awesome. Okay. I think we'll move over to the left side of the room, Mr. Brown. >> Sure. >> So, middle school really is trying to get routine after January where we really weren't here. Um, so settling back in there. Uh,
050Ryan, I just want to make mention thank Mrs. Barta. Last week was National School Counseling Week. So, really just appreciate things that she does for us. Um, this week last week started looking at scheduling. She's been meeting with each grade level. I know she eighth graders yesterday and today get them ready for high school to show kind of what those pathways that built into the spir best we can uh work on the DC trip still obvious be here very quickly and then as far as testing two weeks. Uh we're doing the ACT test for the juniors. Uh so it'll be a little different this year. We're doing it online this year. Uh which we haven't done. So it'll be down at the school. So working out some logistics there uh to give them a good
051environment to test well. >> Awesome. >> Middle schoolaker. said we're moving into scheduling that process is beginning. Uh we're giving students each grade level. We still have a couple more to go. Um actually we have 10. That's it. February 18th. Uh we have our parent conference. Um last year we did parent conference and CCP night. Um we're not ready for the CCP yet. Uh we're just not there with applications. not ready. So, we're entering that into a scheduling night where uh K and I will be available in the commons. We'll have extra copies of sheets, course handbooks, um graduation requirements. Uh it'll be kind of on a drop in basis. Uh if they want to ask us questions about pathways, we'll have the different flyers out. Um just the options we have here to help
052build those up. They want to go right and there class. Um, a flyer will be going out soon on social media. But um, so that'll be going out uh soon. Um, and then we'll start uh K and I will start scheduling on the 19th and the day after we'll start calling kids in by groups and start putting the computer. Let's see. Uh, just I think I put this last report. I believe I put this in somewhere. AP seminar. We're going to offer that in place of 10th uh grade honors English. I'm I'm really I'm excited about that course. Uh the teacher be doing AP training session to showcase what that class for a long time. So pretty excited about that. Uh another just kind of update. I think they put this in this board report.
053Um we didn't we meet regularly as county principles. Um Krishna reached out informed us that we are allowed they're allowed they would like to count financial as a five math and then put students in consumer math other most of us didn't realize that was that was a thing you could do and we got confirmation back that is a thing that you can do and you'reowed to um having trouble We have a teacher who teach math who I'd really like to make a sustain sustainable way to teach one of our engineering courses um civil engineering architecture. I think that teacher would be excellent at it. But next year I think I can make it work in the schedule. But it's the with the numbers how they fluctuate that would be hard to make that sustainable but
054that would take a course out for that teacher that teacher probably make that basis. Um so uh so that is one update academically. Um and then we also we're gonna Adam and I worked on this. We're going to talk about um pros and cons, but we're going to allow freshman to come if they meet certain prerexs, which we're also I think those are getting finalized to come in as a freshman year and take biology um and not take physical science. And now we have the CT26, the biomedical pathway that will allow them to get more easily get the four courses in the biomedical pathway by the time they're senior. And we really need them to take biology and principal science concurrently. So they would come in and they would still get their physical science physics
055or chemistry that allow more electives technical center. Sure. >> So, CTE also helps us a little bit with our >> real quick on that. Is there any when you go to the guarantee does that get affected? That's not affected. That doesn't correct. >> But that also ties to like lure, right? So like we we have to have instructors that are >> licensed. And so then that's a higher ed all these layers of like higher ed. Right. >> Right. And Miss Alfrank is CTE licensed in our a department. So that those lensures. So you did mention two things that that okay, but I just Oh, no. Go ahead. Go just in case he does ago most high school last No, that's wonderful. No, it's good. And this is all stuff that we know, but I guess
056we'll just report out that um you know, our school district is up for an economic I call it an economic development award through the chamber. So, it's not really economic development, it's through the chamber, but um pretty cool through the manufacturing engineering um and we've talked a lot about that, but I think that's pretty cool to be recognized in the county um for that, you know, potentially to win that award. And then our ribbon cutting, you all saw got moved to now February 27th. So, we'll have all kinds of hopefully folks in our buildings celebrating and cutting a ribbon. Okay. Here we are. >> Yeah. Oh. Oh my goodness. I'm so sorry. >> No. I'm so sorry, Trace. I got excited. Like, oh, sorry. You were hoping I was >> I'm sorry. I missed you.
057>> No, that's fine. >> I got excited about the ribbon cutting. >> Yeah. >> Um, we'll stick with the principal report. Um, we do have turnover testing, which is coming up. This is going to be third week in February. Second grade and fourth grade are participating with that. This will be the second year we're doing online uh for fourth grade. Uh it's still not approved to do online for second grade. Gearing up for those and meeting with teachers here very soon. I think I got word out there 22nd and 23rd of April. We are at about 49 students right now. Um that's a little bit lower than what we typically have had at this point in time. Um kind of going along over I'll slip over to the student services side report. I did meet
058with the preschool what we typically do for students with disabilities coming into the district that might have extra needs. and we did meet on um a total of 12 students that are going to need some extra support coming into um those transition meetings for kids are going to be April 13th and 6th. Um had a staff meeting for the elementary today and that was good to get with staff and kind of see where we are with folks and get my rusty self out there. and in front of the staff. Um I do want to thank everybody for the um support with new um already asked for some adult support. So adult male figed that event be happy to have you join me again for Mr. Kn. I would not want to exclude any of you
059because I've already been recruited. Um, but thank you for support with that. Thank you for our PTO. I talked with Kle more than happy to support that as well. Um, the kids do shout outs and apparently we are in the middle of finishing up kindness week and they were I did not know this but apparently there's been a competition if they got so many shout outs. Um, Mrs. Taylor got this fancy thing on her head, some type of tiara, like a Valentine's Day thing. And I would like to thank Mrs. Taylor for nominating me to wear the same silly thing as well. >> Perfect. >> Also understanding it's the 100th day of school, so there'll be camera. >> She's ready. That's your camera charged. >> Get your camera ready. >> Thank goodness we let him
060report out. Get ready for all the old people. >> Um, student services wise, I do want to thank everybody. It was in Jerry's report. We did the Blitz Creek method this year and I think I shared out before I hit nine contract services to find a speech therapist and I'm gonna hope this one sticks until August and it should be a good one. Her name is Kaitlyn Baker. And I'm really excited. We have worked with a before. They've been excellent to work with. Um Heather and I have consulted with that. I'm excited to have her join us. Um have a professional development day tomorrow for our 612 staff for our ISS. So be talking about several things with them. our compiance, some new things coming out with our documentation and also some expectations that I'm
061going to have for them moving forward as we try to streamline some things in student services with our written notices to families. Um, we also are going to have an admin training including all the admin in including Mr. Chapman for um how to chair an properly so that we can start to build some capacity that way as well. And um couple shout outs that I'd like to share today. Um as far as my intervention specialist go the extra mile, but I do want to share that Sarah has just done a real good job all year keeping me up to date on issues with situations that we can get ahead of and solve before they become bigger problems. Done a great job with assessing kids and really just being very thorough at what she does on
062a daily basis. Shout out to her. Shout out to Mr. Shoemaker taking the lead on two students that had some kind of extraordinary needs and kind of going extra miles to kind of find some some extra supports and extra educational settings there. And then always Taylor's been a real nice job. I'm gonna stop there. If anybody had any questions, >> was the speech language pathologist is that in person or is that >> I won't accept anybody that's not in >> Okay. I just thought she was from Canton. So, at first >> they going to be relocating. >> Oh, gotcha. >> And when I when I ask for them, I kind of have a whole set of criteria. Here's my expectations of what I want and I won't have It's hard to get >> last year.
063They wanted hybrid or virtual. That's just not going to work. >> So, good question. It's going to be here and that's what I'm always going to expect. >> Yeah. Sorry, I almost missed you. Especially since Especially since there might be a photo op. >> I'm so glad we went back. >> I know. Me, too. a little quiet. >> I'm excited. >> Um, so FA did a event last week. We took a little break from the cold weather after school and went to brothers. They hosted us for a Valentine Day event. So we um took an opportunity to have good meals, some social time and various community. Um so a lot of fun And then coming up tomorrow, we have um presenter from STRS coming to present to our members that have 20 plus years of
064service. Um just an idea of what retirement may look like in the future to get to the point where they're ready. And we invited license. So that's tomorrow and we're going to do two sessions high school and the engineering room and then we'll be having district night on So um teams will formed questions will be created and prizes. So that'll be taking place on February 24th and then March the first week of March we will be happy and we would like to invite members to come. So that's the week of March. Monday through Friday. So if there are any of you interested out there will be a challenge where we would like an administrator to I think in referee. So that's the first week of March and then I'll stop there because then I'll see
065you again later. >> It's okay. So we >> Okay. All right. So item number um 14 is a motion to enter executive session. Um and there for the purpose of negotiations and matters to be kept confidential by federal law in or rules or state statutes and there is no action to follow executive session. Motion >> second. >> Mr. Bowman. >> Yes. Mr. >> Yes. >> Mrs. London. >> Yes. >> Mrs. Winger. >> Yes. >> Got it. >> Introduce myself. familiar to me and I should know.
