all right can you call the roll mr mcclay here mrs gallagher here mrs miller here mr streeby here okay so everybody's had a chance to look at the agenda because i have a motion to adopt the agenda thank you roll call mrs gallagher yes mr streeby yeah mr mcclay yes mrs miller yes and um we've had a chance to look at the minutes from the regular board meeting of october 12th does anybody have any um additions or deletions to that hearing none can i have a motion to approve the minutes from the regular board meeting second roll call mr yes and next on the agenda we have special commendation um motion to approve the following donations with gratitude from knox public health to fredertown high school for the fifth quarter activities 350 dollars from gorman
rupp company to fredertown high school as c fit for student needs and three hundred dollars from the nate bellman family to the junior class can i have a motion to approve some move second all right roll call mrs miller yes mrs gallagher yes mr mcclay yes mr straby yes okay and now we have the treasurer's report and treasurer's consent agenda okay uh for the month of october expenses did see exceed revenue by 469 000. there were several large one-time expenditures and payment to advisors during the month of october the large expenditures were aep the gordon food services park national bank which is a bond payment huntington bank which is also another bond payment northern buckeye educational services that's for our voip services meta those are our core services that we that they provide for emas
and fiscal services the bose heart home repair and those are the shelving units down for the drama and musical down in the theater annex and then the k company and that was for the chiller the the control systems for that part so the chiller has been ordered the deposit has been placed down for that that is really everything for the month of october and i also have my five year forecast that i am going to present that's for the fiscal 22 all the way through fiscal 26. there are four sections that have really been affected by the new fair share school funding plan that was adopted at the dynamic of fiscal 22 the the main line items that have been affected will be line 1.035 which is your unrestricted your 1.04 restricted aid 1.06 that's
all other operating and then 3.03 which is your purchase service with the new funding plan all of open enrollment money now is no longer in your all other revenue it has been moved here unrestricted so they have taken the difference between your open enrollment in which was total right around 1.1 million and then we had about 300 000 going out for open enrollment out so that netted right around a 700 000 profit that we make from open enrollment so you will see that jump in line 1.035 due to open enrollment now being funded to that line category they moved it to the unrestricted and then on the other side you'll see on line 1.06 your all-weather revenue that has decreased due to open enrollment being moved out of that line item so all kids now
are funded where they are educated so what that means is that every kid that whether they attend if they attend here at fredericktown all money will flow to fredericktown if they if they're enrolled or they live in the mount vernon school district but they enroll here it used to be a bypass where the money would go to mount vernon then deducted and come to us where now we will get that full seven thousand three hundred thirty three dollars to fredericktown local and on the flip side all the community school deduction all the scholarship deduction all the open enrollment deduction will no longer be in that line 3.03 on the expenditure side so that has been removed out of the expenditure and is now completely we are funded for this for the students that we educate
what the difference is that's the hard part okay um i'm sorry no that um that when we were asked how we felt about the new funding plan i i agree with it that it's nice that we are receiving the full funding instead of a partial funding that would have went to mount vernon or would have went to clairefort we will receive that full seven thousand dollars but i'm really going to have to rely upon our emas to make sure that the kids are placed properly encoded correctly correct okay so when i was doing um kind of like a balance to see the report that i get from sonya every month and then when i pulled the fte report that is reported to emas for funding there was a difference of eight kids and it came
down to jvs students okay so we were able to get that balanced out we were off by 1.25 kids so if we can get that close i mean that could be a matter of a kid moving in or around the district within that time frame so what is the time frame that they're looking at now they are looking still at the october count okay and that was one of my other questions and another one will be i enjoyed seeing the difference when it came to community school because last year we had that humongous jump we had 20 kids that um enrolled into community school so our deduction for community school jumped by 300 000. it was nice to see those list of kids and to see that number of students that actually withdrew from our
district i won't see that anymore on any state funding so again i will have to rely upon the emas to make sure that everything is coded correctly and have that open line of communication between myself and the neighboring schools where they go okay that will be i will say that was my biggest beef so to save with the new fair share funding plan with the fair share funding plan we are heavily currently we are heavily dependent upon state money not so much the local and as long as currently our enrollment for the district we're at 1169 kids if we stay within that number give or take five we will not see deficit spending moving out to fiscal 2026. i [Music] i went in and i removed five kids to see what that would do if
we lost five kids out of that eleven hundred it would take us down to we would still be revenue still exceeding expenses but we would have a positive of five thousand dollars that's still again moving you know that the forecast is a moving piece and it's ever changing uh the highest that fredericktown has ever been for enrollment has been i believe one thousand one thousand three hundred eleven so we're not at the lowest but we're still not at the highest we've ever been but we do have some large classes moving through that the number again could change but those were the big the purchase service piece is the one that probably again i have the biggest dislike with the new funding plan because i can't see those kids moving in and out the other line
item for 1.04 the restricted you'll see an increase in that line item as well with that one where the student success and wellness funds were going into fund they are now flowing into the general fund so we will get at least 160 000 into the restricted for student wellness because that's what we received last year also flowing into that will be our gifted funding so gifted funding will also flow into restricted aid and were anticipated to receive right around 90 000 for gifted we we will have to submit to me it's like a final expenditure report how i do for grants that will have to be submitted to ode stating how we spent those funds we can use it for purchase service salary all benefits and then any kind of supply or professional development as
needed for that area but that will be one that will have to be submitted to prove that we spent those funds accordingly and if we didn't then we have to give those funds back to the to ode or is that also the wellness money just the 90 000. what requirements or restrictions are placed on the wellness models the wellness money will still have the same restrictions that it has now so currently we pay for our sro and we pay for our nurse and professional development pbis can also come out of wellness which will be um it'll be helpful to you matt that you'll have those funds available for pbis and we can also pay for counsel our guidance counselor through the student wellness and success funds as well not social worker we can pay for
social worker as well so you want no trouble spending well we'll have no trouble spending the student in success um really with the sro and with the nurse um and if you include some pbis and there that will that will take care of the wellness you know the wellness funds will meet the criteria for those line items to be spent out of those funds so you that's that's the big jump from fiscal 21 to fiscal 22 and moving forward on that line item under the restricted for the other areas of property tax um the property tax allocation we will go through another reappraisal in three years so that i've made minimal increases for the next two and then a slight increase when we go through the reappraisal and all other categories also have slight increases
moving forward but by the end of fiscal 2026 we are still revenue exceeding expenditures okay so question about esther monies yes how i know they all have to be spent by a certain timeline correct before the end of your five-year forecast here up to 2026 yes how does that impact or where is that um with reflected in your numbers okay i'm thinking with the s or money um where which number does that go in well everything that we're purchasing with the esser are items that will be one-time expenditures okay so um with the current esser that's the chiller we have curriculum we have the the tutoring that will that will take place with the sr3 we have the roof we have a bus and we have paving okay so that will take care of that
grant but with the supplies for moving forward it'll be in line 3.04 that's that's what i wanted yes supplies and materials and curriculum has been built into the forecast moving forward as well okay and there's still a bus is appropriated out of general fund for next year if everything still [Music] goes through when they've put off a couple of webinars of regarding state funding because now they're calling for another delay on how things are going to be because the new funding model is supposed to be available in december got notification today from ode that they've pushed out two of the funding webinars until february because of some of the changes but with one of the items that is going to be coming up will be that they're going to be giving back a bus purchase
program how we received last year so every school in ohio is supposed to get at least forty thousand dollars to purchase a bus so that will help offset some of the expenditures that could come out a general fund for a bus so technically next year kale could get two buses one out of the grant and one out a general fund okay because those are those are built in yeah around the ester grant yes we talked about um the tutors yes and so we're talking about when we talk with tutors we're not talking about just having people hiring people for a couple of hours or half a day we're talking about hiring tutors that are going to come in every day five days a week for the seven or four three three days a week three
days three days a week a week but for all day all day we're not looking to just hire part-time no okay three days a week from we were hoping to get them in october but would have been october to the end of the school year and that money will carry over to next year if we do not spend it this year okay correct yes and um is built in for nine tutors i believe okay but i i just think there was some confusion around yeah when we talked about tutors at the last board meeting thinking we were looking to have people roll in and out to tutor and that that is not no this will be all day from the whole entire school day three days a week uh tuesday wednesday thursday so they could
still technically sub on monday and friday if need be okay that that's that's been the hard part is trying to find people to tutor because there's such a shortage on subs right and so that's why we're waiting until december yes once we have a new allotment of graduates out of the college yeah possibly okay thank you um and then the other line item i have is the compliance officer for our purchasing cards and it has been the fiscal services lynnae for the past four years i believe and i would like to continue that as well and that is everything okay any more questions on the consent agenda okay hearing none may i have a motion to approve the treasurer's consent agenda so moved second we'll call please mrs gallagher yes mr straby yes mr mcclay
yes mrs miller yes thank you okay next we have the superintendent report and consent agenda and the consent agenda we have the resignation of bondage and jennifer mcneil we also have one yellow policy for a second reading on weapons we also have some student teachers and some students doing field experience from mount vernon nazarene as well as ohio wesleyan university we also have a service agreement with knox county esc for tutoring service at st vincent and the teacher mentor program we also are removing some items from the inventory for the past two years we also are approving our annual gifted program um through the knox county esc we also hired um an aide rachel dowd we also are in the process of approving our staff members to do some individual or small group intervention tutoring
before and after school and then we have some supplemental contracts on the agenda some highlights that i would like to share are the full play was boyfriend by blackmail and it was fabulous and jacqueline and other staff members who helped her lots of people working with our students on the fall play and it was really really good on this past weekend we had the varsity show our students are spectacular and it's just such an impressive show and that was a true joy we also have osba coming in for a boardmanship workshop on tuesday january 18th from 5 to 8 p.m for our new board members and our existing board members i'm going to be sending out a save the date um in the mail tomorrow um for that workmanship workshop um tomorrow we have the
spelling bee in grade five and then we also have the middle school spelling bee on thursday we also have thanksgiving lunches this week we also on our two hour delay our teachers did a review of their current curriculum they really looked at the gaps looked at their needs moving forward with the new learning standards and matt and brent and i will be looking over those teacher results on friday in a meeting to begin planning for um where we are and where we need to go we will also be sharing out at the december meeting our state report card as well as our plan for curriculum development as it relates to us using our esther money to give every teacher in every subject and all grade levels the opportunity to buy new materials for student learning
we also are going to do our annual calendar committee we work together on that to present to the board our calendar for next year so we are going to meet in early december to review that and we have the middle school and high school holiday abandoned choir on december 6th and that's all i have so december 6th is middle school in high school what time will that start okay any questions i have a couple hey susan can you talk a little bit about um the the agreement that we have for the tutoring services with st vincent and the mentor program and that's an annual um expense yeah the teacher mentor program so the first year teachers have a teacher mentor and they're paid um leave is 750 for the whole year and the esc pays
and then we reimburse them back because they manage they do all the reporting everything through the esc so the esc pretty much contracts with the teachers they pay them and then our teachers mentor the first year teachers that are part of the brexit at st vincent no that's just the teacher mentor program then as saint vincent we have to provide tutoring services or speech services for any non-public students so any student that attends either st vincent or mainesville christian the the esc provides the tutoring services and then we take that's paid out of title one funds and then we we have to set so much aside for non-pubs for that okay so i understand so the the mentoring program and the st vincent tutoring services are two different things okay thank you and then um
one other thing i wanted to know that i don't know that i can remember because i'm still here i'll think of it later it's all good any other questions hearing none can i have a motion to approve the superintendent's consent agenda second roll call yes mrs miller yes mr mcclay yes this is gallagher yes okay and now we're moving on to committee reports and first is patty on legislation and i will just hand that to candy because she was at the legislative business 23 bills are moving around out there right now between the house and the senate um a couple of them one in particular senate bill one is around the financial literacy class that's going to be required that we are in the process of putting back together again um there are multiple mass
vaccination bills out there let's see of course the one that we always have on our agendas also is one about to public and private schools to transmit students and student records within five days because sometimes when we get take in new students or students leave for every town it takes longer for their records to catch up with them so they're trying to put this bill through house bill 34 in particular that narrows that down to five days uh they're going to be house bill 151 is going to revise some ohio resident educator program like local mentorship is going to be developed locally and so that's that's a big change from what we have going on um house bill 290 is as we know it is the backpack scholarship bill and it it repeals ed choice
and we're looking at uh for k8 uh 5500 in vouchers and for nine through 12 about 7 500 in vouchers and um house bill 368 also is around districts can establish their own policies for weighted grades um in particular like ccp classes so um i'm going to keep it short and sweet since we have the five year forecast anything else you want to add that i must think of okay well there's just one thing what bill what part of the legislative platform went down the part of the legislative platform that went down um for was a foreign language for osba around um gender specific specificity you'd see that slowly you know around critical race theory and other pieces uh involved with all of that so it was voted now at the at the legislative meeting
i'm sorry that's all right is that all yes okay and finance committee we basically don't have too much because we have the five year forecast so and jim's not here for park and recreation um frederictown community development liaison was unable to attend that meeting okay and knox county career center i was unable to attend but i see jeff is here so if he wants to pinch it that'd be awesome and administrative reports [Laughter] walking through the building checking out writing samples going throughout the buildings this past time i just kind of highlighted four three different grade levels just to kind of outline a stair step of things from kindergarteners with their invented writing which they're really starting to push academics down to starting at the end of the second half of the year and beginning
of the third here pretty soon we'll start kicking that in and then the sophistication that we moved forward with our writing in second grade it's just really kind of nice to see the kids really at that stage in their reading development need to go more deeply instead of abroad with their reading so i'm really proud of how the kindergarten and second grade teachers are scaffolding that up through the grade levels and then the last one was i put in there in my report fourth grade which they took it to the next notch started to get some more critical thinking skills pieces in there some problem solving some actual kind of you're not just writing but you're writing for a purpose and you're ready to make sure you get a certain message across so i wanted
to highlight that and try to highlight certain grade levels at certain times it's keep everybody in the loop as far as what's happening with student achievement within the building other kind of big things we have of course right now last year went to a training for the evaluation system and we're in the middle of that process for teacher evaluation and that's quite busy with the first round of those as far as that process goes i wanted to highlight again i brought her up before at these meetings but melissa white is very quiet but she's like a glacier that's moving and taking over the place and she's doing a real nice job of trying to figure out how to assess the needs of kids she's getting ready to start small groups this spring and she's targeting
the several grade levels that she's identified through the teacher self as needing some additional supports in there and she's also doing classroom lessons so i was able to get in there and see some of her classroom lessons and for a person that is very mild-mannered and quiet she definitely has the authority in there in the classrooms which is what i'd like to see um i think across the district we have bret mentioned this also but we have a real nice committee working on the food for the hungry our drive is moving at the elementary at a pretty good pace right now compliments for leaving that up i have some new teachers that's an easy committee for some of my new teachers to get their feet wet and start participating in those things so i'm real
happy to have some new teachers on that committee helping out susan mentioned the curriculum so i won't mention that again and then tomorrow we have our reschedule our pbis committee meeting and that group is really moving forward really quickly as well we've got our calendar year set up tomorrow we'll be reviewing some of the designs for updating and making one developmentally appropriate our our pbis signage without throughout the building so um those designs are going to be kind of hopefully finalized we'll be able to move forward with that anybody on the board have any questions for me all right uh october and november uh been very busy we inducted 16 students into the national honor society pretty a high number for us at actually the 100 year anniversary of the national honor society so mrs
mccoy our national honor society advisor did a great job uh at that ceremony of both recognizing our students and just the you know historical aspect of the national honor society we also late october into no since late october mrs burton took a group of students to indianapolis for the ffa national convention which is a great opportunity for our ffa students to learn leadership skills they go to leadership sessions with other individuals throughout the country and learn a lot of skills that they bring back to fredericktown and matt talked about you know food for the hungry that's part of ffa's helping that at the high school and actually this thursday we're doing our thanksgiving lunch for the kids and the national honor society has decided to do a pie in the face for the teacher that
gets the most donations towards that and the one that gets the least amount of donations uh so that is also going for uh the food for the hungry october 22nd uh i think most people were there uh the first annual freddy bird uh game with the the trophy uh of course you know we won that which is awesome to see that that's been about three or four years in the making so cobin kind of messed that up but we finally got that off and just publicly i'd like to make a shout out to bob boss from park national bank they paid for and donated the trophies to the schools so right now we have one down to high school and actually one in park national bank right down the road in fredericktown so that's pretty
awesome matt talked a little bit about melissa white you know his school counselor of course mrs barta is a new school counselor this year at the middle school in high school uh on october 26 she did the ccp night where you know bring in anybody that's interested in college current plus seven through eleventh grade that was a packed night uh typically and that's been pretty low attendant night and we had it in the study hall room because of that and it was standing room only in there and then she also implemented on the 28th and this was a great idea our first annual financial aid night for seniors so they could come in we had a representative from mount vernon nazarene university that just came in discussed the admission process the colleges uh talked about
filling out the fafsa which is you know parents of seniors doing that now some of them for the first time and for applying for financial aid again we had about 20 seniors there with their parents so a very well attended night with that talked a little bit about the two hour delay and on that two hour delay i won't go over the curriculum but karen barter melissa white hannah art all got together and they started developing programs for small group sessions and counseling sessions just more that a group dynamics social emotional learning so they spent their time doing that and we also had choir members that participated in the omea district 10 honor choir so it has been busy um the next on the committee report says business advisory council all right i was at
the last meeting first date was really a meeting where we get together do we have any composing employees in here has anybody ever toured the cozying facility blew my mind i've been here since cacose was starting and finally got a tour that's where we went through if you get a chance you need to walk through that place it is incredible what they do in there they have gm certified mechanics they have cat certified mechanics they have certified mechanics for practically all their equipment they maintain everything they machine the parts they need if they can't buy them they put they build buckets from scratch excavators it's just incredible what they do with that facility you think it's okay they're construction people they go out and they build buildings wow they need to build buildings they're pretty
self-sufficient what they do and it is an incredible facility to go through and see what all they have if you've ever peaked inside your car dealer in the area where they do repairs or maintenance they've got their shop set up almost identical to what you would see there and one day you might be working on a pickup truck and the next day you're working on a truck that has a tire that's over six foot tall it's just and they were in the process of rebuilding an excavator it was like a 1.3 million dollar excavator is 25 years old so they either had to spend another 1.3 or rebuild that one he said they could rebuild it for three to four hundred thousand dollars and it's just to see that thing just laid out all over
the place like i said it's the mind has a hard time comprehending all those little parts laying there and somebody's going to put all that back together but it's just they are very interesting i saw somewhere that they're coming here or they've already been here they are coming next monday they are doing presentations to the uh freshmen sophomores and juniors uh different class meetings they were very informative of how their apprenticeship program works and you start out you might start out minimum wage stripping forms building wooden forms doing whatever if you stick with that program at the end of the four year period you can be making over thirty dollars an hour now they may have you trapped all over the place or you may be stuck here in fredericktown who knows but it's just
it's it's an incredible business to get in and just see how it works and what they do and if you ever get a chance get in there our meeting tomorrow morning is actually going to be at the facility that's on upper freighter town road that they have and unfortunately i can't make that one which i'm kind of sad because i've only been in that building once but it's it was a very nice day and it's something the gym we have here in front of town you just can't believe it unless you walk through it i would love to see if there's a connection our project lead the way teacher connect somehow with them have you had conversations actually uh project lead the way one of the things that i've been pushing again from the career
tech background is going to be doing that this year where she's reaching out to not just composing but area businesses and bringing them in to talk to kids but also to help her with curriculum oh that's great constantly hey thank you and next policy liaisons basically we uh had the second the first read for our weapons policy we adopted that tonight we'll be looking at stuff next month so you want to talk about that yeah so at our last board meeting we pulled one of our administrative guidelines and that was title procurement means you said injectable initially administered glucagon and so the reason that we hold it is we wanted to do a little bit more research because it requires a licensed health professional to prescribe that for us to keep in the nurse's room
and so that is really for anybody that's on school property that we will be able to administer that glucagon but we have a policy already in place a couple we have just the use of medications and that was last revised in 2017. but we also have a policy policy 536 which is for the care of students with diabetes and so we have a policy on making sure that we are treating those students as needed and providing emergency treatment as prescribed and that has the glucagon in that policy and so we have decided that we are not going to move forward with the administrative guideline since we do not have a licensed physician to prescribe that on a yearly basis we did reach out to knox public health to see if they could help us with
that and they were not able to and so we are just not going to add that to our policy and administrative guidelines because we're already covering our students but that that guideline i want to make sure i understand it it's because it's outside the scope of our students it's anybody that's on school property right okay thank you and then next month we are going to be reviewing our curriculum guidelines for textbook adoption curriculum and so if there are any revisions needed that will come in december as we prepare to work with our teachers on curriculum and textbook adoption this year next year okay thank you and next we have fea to recognize today was a shout out to higher education so and then we'll go they're always so glad you're here okay that moves us
to public participation and there was no forms turned in but we do thank the public for coming to the meeting and being a part of our meeting and the next is a motion to enter into executive session the purpose discussed personnel and matters required to be kept confidential by federal law or rules or state statutes no action to follow they have a motion to move into executive session so moved same roll call please mrs gallagher yes mr street yes miss mcclay yes yes 6 44.
