001all right and everybody has had a chance to look through the agenda do i have a motion to adopt the agenda um todd i have a question before we do that sure on the president's agenda piece yes um 10a can you talk about what is that special meeting for yeah that i mean you want me to talk now or want to give the presentation well if we're going to amend the agenda and i pull it for roll call vote yes we need to talk now it's there's a meeting that the village um the frederictown board what is it the community board development foundation needs us to vote on an issue so they need to give us a presentation um and it's there's a timeline on this because they need to take it to the village
002council by november so so the regular meeting wouldn't work for them in august probably not no we needed a special meeting for it okay thank you okay so is there any um or do i have a motion to adopt the agenda second roll call please mr ranger yes mrs yes yes mrs yes mrs heller yes okay and then um if everybody has had a chance to look at the minutes from the special board meeting um i need a motion or does anybody have any corrections or anything without yes okay and now we have on some special commendations for our spring student accomplishments and we have a bunch of awards to give out to for girls track sydney wilson and casey brooke macy thorne sadie sanders ashley cockrell annie maglott aspen maggard kennedy fisher emily feeney
003elsa home emma scott bella spencer emma fowler summer weller and natalie van meter for boys track his billy woodring stephen tumbleson j.j grinnell jeremiah mckinley titus crable thomas caputo cademan platt joshua rashly xavier platt owen crable and justin woodring for softball is alyssa perkins taylor overholt sydney sampson miranda payne and for baseball is coach ryan hathaway ty hatfield caleb sheriff brady lester kade carpenter lincoln cunningham and evan rein so lots of different awards for all of those students so may i have a motion to approve all of those so moved second with congratulations absolutely roll powell please mrs gallagher yes yes christopher clay yeah okay next we'll move on to the treasurer's report and treasurer's consent agenda okay june with um exceeding revenue by 557 000. this was due to the payments of the supplemental
004contracts utility bills fuel for buses unpaid personal leave and sickly replacement doors and other small repairs that took place during the month of june the carryover encumbrance is for fy21 that will carry over into fiscal year 22 total 128 900 basically this means that expenses that were encumbered or meant to be paid in fiscal year 21 were not paid in 21 so they will carry over into fiscal 22 and they will be paid in this current fiscal year we did in fiscal year 21 with revenues exceeding um expenditures by 706 000 this is a 216 000 increase from fiscal year 20. so from the one year to the next uh revenue did increase from fiscal 20 to 21 by 422 000. there's two reasons really for this uh well we hit the 204 we got
005partial of our money that was cut in state aid was reinstated and we had several new grants um expenses did increase in fiscal year 21 by 794 000 that was largely due to the grants that we received uh and then the other item that i have on my agenda is the appropriations appropriations did increase from fiscal 21 to fiscal 22 close to 1.4 million that is really due to the esr and arc grants that we will receive in fiscal 22. the general fund appropriations for 21 to 22 there isn't much difference between them but the big the big one that will be for the grants that we receive in fiscal 22. another part that i would like to talk about is the fair share school funding plan that it passed i sent out a small
006email regarding some of the highlights that will take place the new budget does or did begin july 1st of this year so our first foundation payment that we received last friday represented the new budget for what we will be receiving they did deduct automatically right out so there is no exchange on um there's no deduction for a community school or open enrollment out all we get now is the complete net so the kids are actually wherever they're educated that's where the funding will go so if they go to a community school online school that money goes directly to that entity same way with scholarships that there's an autism scholarship or if there's a john peterson scholarship that money does not filter through us anymore it goes directly to that entity uh the six year phase-in
007has been removed from the bill the changes take effect immediately which we did see on the july 9th payment another new provision that they put in was for the gifted education the now gifted according to this bill or the new budget the district will be required to spend and get the funds on the identification of gifted students get the coordinator and the gifted intervention specialist in pd if we fail to comply then those funds will be removed for our from our district um we've never had a problem with this our gifted funds that we receive currently do go towards the esc gifted and for our gifted pd so that has never been an issue economic disadvantage is now dpia which patty if i remember right it used to be called dpia yeah so they're reverting
008back to way back in i mean i started yeah early in the early 90s and i remember being called dpia so we're reverting back to that this will be at a slower phasing so those funds will take place over the next two years for the dpia uh they are going to increase the state aid for bus transportation they are talking about bringing back the bus grants okay so this will make kale happy so um the budget how they've had it or how i read it was that all schools could be eligible to receive up to forty thousand dollars for a new bus which is fantastic and that should start immediately as well so that's exciting um student wellness and success funds which we have received for the last two years those funds have been at
009467 which they do not touch general fund at all it's completely separate fund and it was very restricted we paid the school nurse the sro and some of our psychologists and also some specialized services we paid out of school for this student wellness and success fund now these funds are going to be moved into general fund and they're not going to be as restrictive but we still have to put we have to prove how we spend money so how we're currently spending on the nurse sro we can continue to use those funds how we're currently do so we're within the guidelines but we should receive right around 161 000 for the student success and wellness funds that we received this year and i already mentioned that students will be funded in the district that they're
010educated in so how open enrollment did work is that the money would be taken out of say clear four because that's where the majority of our open enrollment kids come from so it would filter out a clear fork and come here and now the money will be directly coming here so clear for mount vernon or whatever school they're attending that school district will not see a deduction that money will filter directly to us which is to me it's very clean that way because those kids are actually educated here and they say that we will receive 100 of our open enrollment based on fy 20. but they have a little um like kind of like a catch-all in there if a district goes below the open enrollment of fy 20 or 20 they say either 10
011or 20 students then this then the district will start losing their open enrollment funds and i had a question i've submitted a question on that one based on how is that exactly going to work if i mean we have never really dropped below 350 kids for open enrollment in so if we lost 20 kids when they say that we would lose funding how much of that funding would we actually lose and when would it start would it start immediately so i've submitted a question on that how is that going to impact if we do by any chance lose either 10 or 20 kids as soon as i get that answer i'll let you guys know and the formula or the funding will be based on property taxes and the income for your district so they're
012taking the average of 18 19 and 20 and we just went through a rebound so they will take really the average of those three years and a portion of that will be based on the funding and then the median income of our district will be portion of the funding but as of right now the the state foundation that we received last friday was about 20 000 higher than what it was for fiscal year 21. i know that's a lot of information that i just threw out there questions okay with the student wellness monies being in the general fund is there still a plan required that has to be filed with ode yes is it filed through the ccip no it will be just a almost like an application of some sort that we would have
013to submit to ode along with how we are it's also going to have to go into effect with the gifted how we're going to you know plan on spending that as well i read the biggest portion that i read in the webinar that i had that i viewed a lot of this still has to have a lot of plans written even with the dpia how everything is going to be spent and we have to prove this is how we spend it this is what we spend it on to make sure that we're in line with our plan that we're you know going accordingly okay so they're not merging those monies and budgets with the ccip no so it's going to be a separate reporting system oh geez i know um okay and then with the
014open enrollment stuff they're basing it on what we filed in fiscal year 20 as our student count that or adm that's what i have the question on um because to me it should be based on current enrollment yeah so when they said that everything was going to be based on for open enrollment based on fy 20 and it could be because a cobit happened really in 21. okay that they're going to base it on fy20 so currently even our open aroma we ended fy21 at kids open and rolled in okay and we ended fy20 when i looked i think it was like 356. okay so we're okay there but my question to them was how how is that really going to take place if you're if we're basing it on fy20 but it and like
015i said it i'm in my mind it could be because of coped are we still doing the october student account we do but um since emas is submitted really monthly but they still base a lot of that still on the authority in october so we could possibly we don't know the answer to this yet but we could possibly expect after that october count is filed deductions if in open enrollment we go below the 10 or 20 kids okay yeah at least that's how that's how i read it until i get my final answer from from ode on really how is this going to take place okay that was my biggest question thank you you're welcome any other questions okay i have a motion to approve the treasurer's consent agenda report and consent on the district
016website our 2021-2022 in-person instruction and continuity plan as well as our rfsr fund planning and eventually the application and so we're still very early in the process because it's the application for our essa is not due until august 24th and so we are still in the planning stages so i did um post that on both of those documents under the student parent resource page on the district website but those will be changing as we um continue that process so those are pretty much just placeholders until we complete our application and so we've been working with the teachers union on one piece of that because we're required to spend 20 on learning loss and so we've been working and really trying to come up with a plan on what's best for our kids and supporting that
017learning loss um due to the pandemic and so we are still in that process of planning also on the board agenda is just some routine typical july items we do have um on the board agenda for the board to determine for the password association's annual conference who's going to be the delegate and the alternate so we're going to do that and also just routine contracts that we want to approve as well as some shepherds and volunteers for band camp we have a couple new hires we have hired a kindergarten teacher as well as a second shift custodian and that pretty much wraps up my consent agenda okay so as far as the osba's annual conference um who do you think with the delicate and alternate would you want to be the delicate candy i can
018tell again i have a feeling that was coming yes i can be the alternate so let's go ahead and do that so candy will be the delicate and all right yeah and todd will be the ultimate any uh other questions susan tell me again when the s are grants they're good until or when did the funds have to be expended by this is a different set right yeah so for sr2 it's two years and then for esser3 it's two years as well and then they did not release all of the sr3 money and so i predict we will have an our s or four that's what i mean they released two thirds yeah so they only released two thirds of the rfs or three and so they all go back to march of 20 21
01921 and then they just keep adding a year with each arp grant well each s are grant so right now we're looking at fiscal year 24. yeah okay and then we predict that the next one will go to the following year 25 yeah okay any other questions okay you have a motion to approve the superintendent's consent agenda so moved a through oh yes okay and next is the board president agenda and i have two things to bring before you the first one is a motion to set up a date and time in august for a special meeting the special meeting will be sam felken and some of the other people on the fredertown development foundation to give us a presentation of something they're proposing to the school so i was kind of wondering if people
020would be able to do like thursday august 5th around 4 30. we've got the agenda meeting for um two of the members of four and then maybe it everybody else could come to 4 30. i don't know if that would work but well you guys will be here so works for me that'll work for everybody works down here does that work for you yeah i'm on the international meeting so that's already going to be you're you're wanting us in by 5 30 or 4 30 4 30 yeah we're gonna try to have the agenda meeting at four yeah these end of meetings get four so if we continue yeah okay so we've got august 5th at 4 30. pm for the special meeting and then the second item is a motion to enter into a
021five-year extended contract for heather she does a really good job keeping us updated timely with fiscal information and keeping the school district fiscally responsible so it would be a term commencing on august 1st 2022 and ending on july 31st 2027 the base salary will increase by two percent for every year 22 23 23 24 and 24 25 years 25 26 and 26 27 will be negotiated no later than august 1st 2025 and the salary rate cannot be lower than the rate set for school year 2026. salary shall be paid in 24 equal installments in the same manner as other classified employees the board may increase the treasurer salary but as provided by ohio law the salary shall not be decreased during the term of the contract except pursuant to a uniform plan affecting all employees
022of the district so can i have a motion to approve the agenda president obama so moved second roll call please mr street yes mr blanchard yes mr clay yes mrs yes mrs miller yes thank you all right now we'll move on to committee reports and we have patty for our legislative liaison um heather already talked about house bill 110 thank you for giving us those details governor dewine also signed into law house bill 82 effective july 1 which essentially it's an opt-out for the 11th grade students from the requirement at the act or the sat modified though based on the senate bill provision but it also adjusts the report cards the way they're reported to the public and honestly i don't see a whole lot changing except they are still going to look at college
023career workforce and military readiness but that won't be ready until the year 24-25 so that there's a window of time for us to start to look at what data they're going to be using to collect there um and then they change the af rating to a five-star descriptor whatever um the other piece that i wanted to highlight there's a lot of things in the hopper introduced house bill 350 prohibited school districts and state agencies from requiring covid19 vaccination it prohibits school districts and state agencies among others requiring proof of id of covid vaccination it prohibits discrimination against individuals based on their covet vaccination status and it prohibits an employer and other health care entity practitioners from taking adverse action against employees employers based on an individual's vaccination status if that matters to you contact your
024legislators and ask them to support that if it doesn't we'll see how it rides um house bill 368 was introduced and it basically permits school districts and schools to establish their own policies for weighted grade averages of courses completed through the ccp program that's a new piece so i wanted to let you know about that that may have an impact on valsall conversations and all of that so that kind of takes care of that governor dewine has announced 10 million dollars for school security upgrades um it looks like it's going to be a grant status for qualifying school districts have you heard anything about this i've heard a little bit about it i don't know if we're one of those districts that would qualify but um it would be worth looking into the other connected
025to that the supreme court of ohio ruled that armed school staff must have weapons training but it actually goes beyond that they ruled on june 23 that school employees cannot carry firearms unless they have had peace officer training or 20 years of experience as a peace officer and it was a 4-3 decision in the supreme court for ohio the other bills that are have been introduced and have had committee meetings and hearings relate to um critical race theory house bill 327 prohibits teaching at uh advocating or promoting what they're calling divisive concepts and house bill 322 as introduced is a ban uh requiring critical race theory be taught in ohio schools so i thought i would look that up because that seems to be a a real a hot topic of conversation right now in
026our board policy we have policy 2240 which is titled controversial issues i would say this might be one of them and it basically states that they may have a legitimate place in instructional programs but we have the purpose of this policy is a topic on which opposing points of view have been promulgated by responsible opinion or are likely to arouse both support and opposition in the community so i would say that that may be a description of this critical race theory conversation the board will permit the introduction and and prop proper educational use of controversial issues provided that their use in the instructional program number one is related to the instructional goals in the course of study so it has to be aligned to our instructional course of study goals and to the level of
027maturity for the students it does not uh indoctrinate or persuade students to a particular point of view and it encourages open-mindedness as income and is conducted in the spirit of scholarly inquiry it goes on to talk about other specifics around when they're introduced what the board will permit in terms of instructional use only and in any in the discussion of any issue a teacher may express personal opinion but shall not identify as it as such and may not expect express such an opinion for the purpose of persuading students to his or her point of view so i i think we're pretty clear on all of those people all of those perspectives around controversial issues so in my research around where is ohio the ohio state board of education there's 11 elected and eight appointed officials
028to that state board of ed they adopted a resolution july 2020 and the resolution to condemn racism and to advance equity and opportunity for black students indigenous students and students of color there's a boatload of wherebys like we always have it's on the state board of ed webb if anybody's interested in looking it up but one of the things that their their resolution states is whereas separate but equal is no longer the law of the land but systemic inequity in education has relegated millions of children of color to under-resourced struggling schools and whereas significant gaps between the performance of black students compared to their white peers exist even in generously resourced schools basically what they're saying is the state board of education believes that public schools are fundamental are fundamental to our society and must
029be dedicated to equity and thoughtful teaching of future citizens that racism bigotry and hatred have no place we agree with that here that's not even a question however going on down through the resolution it requires training for all state employees and contractors so you need to understand what that word means and how they interpret the word contractors working with the department of education to identify their own implicit biases so that they can perform their duties to the citizens of ohio without unconscious racial bias and further they are requiring that the state board of education directs the ohio department of education to re-examine the academic content standards or the learn ohio's learning standards and model curriculums to make recommendations to the state board of education as necessary to eliminate bias and ensure that racism and the
030struggle for equality are accurately addressed and they further resolve and direct the ohio department of education to continue the practice of ensuring all state administered tests are free of racial bias they encourage all school districts to begin a reflection and internal examination of their own involving all members of their school community to examine all facets of the school's operation with special emphasis on curriculum hiring practices staff development and student discipline specifically related to suspulsion and suspension in terms of disproportionality for fredericktown equity issues would probably be considered our students with disabilities because racially we're not as diverse as many of the other districts in the state of ohio our state board of ed member is elected her name is antoinette miranda she represents knox county and she voted for the resolution um there also is
031a lawsuit against the state board of education in ohio that has been filed because the state board basically said we're not going to hear any more testimony from ohioans around this issue in public participation and you and i both know that's not a requirement in a board meeting because it's the business of the board of education i did do some research in terms of how do you define critical race theory what does the definition look like i looked at two sources encyclopedia britannica and also the purdue university and what they're talking about and how they describe it if you're interested in research one of the founders of critical race theory is richard delgado i would look him up and see what he's all about to find out what's true and what's what's hype because there's
032a lot of hype and then also jean stefan nick not quite her how to pronounce her last name but they give some very specific details in terms of what legal scholars are viewing as critical race theories and what their outcomes are it started in the 60s and 70s as a law and legal review in the interest of how wealthy and powerful people um are afforded benefits at the expense of what they're calling the poor and the marginalized um and so that's where some of the conversation comes in with the marxist language and those kinds of pieces but i'm feeling comfortable that at least in fredericktown we're not having that issue because we teach the ohio learning standards and i've not i don't want us to get misinformed or our community be misinformed by the national
033height and conversation particularly as it relates to this kind of topic and that is my report okay thank you finance committee is myself and charlie but we haven't met recently so uh park and recreation boarding tomorrow night a lot of the youth league and successful 4th of july little felt that it was as well or better attended than previous years pre-covered so pretty successful yeah and frederictown community development liaison we had a meeting on thursday night the magazine is out and it's awesome and i think our community is responding really well to that and very thankful that that is happening and great things are being shared in that magazine also the july 4th activities were really nice and they're planning all kinds of events for the upcoming future cool all right career center yeah i
034had the pleasure of that meeting that i i virtually attended via so they did awards for years of service they said the competitions were still held but they were limited of course they had 91 attendance um let's see um they had some they just did a sellable items uh sale there to put money back into the general fund of things that they no longer needed we've done some updates to the building the preschool is still a five-star rating which is exciting that's good and they serve 43 755 meals to students which i found amazing yeah and they said salary and french benefits are 75 of their budget so they were kind of sharing just some basic financial pieces 100 graduation it's on the website if anybody wants to see it uh jeff lavin thank you
035everybody for being in session all year and they've added a new um program to about necessarily a program but they've added the physical agility test at the knox county career center for firefighters so they can they can actually go there and do their physical agility tests instead of traveling to i know yeah delaware was one i know bowling green was once there's different they get to actually stay in the county if they're doing that wow that's good that is my report okay and we don't have administrative reports tonight business advisory council i did not make the last meeting i was entertaining myself at reagan international airport for five and a half hours not that i'm sore airlines canceling flights but [Laughter] i was really upset because that was the first one they've had in person
036for eons yeah i will be at this one at the last wednesday all right policy i'm hearing the updates are due to be released any day now possibly in august we'll have something okay good fea um some of our members attended the oe leadership academy sessions that they had in june we were using our grant funds to purchase snacks and refreshments for safety town that mrs bellman will be assisting with um so we're helping out in that way and getting ready for our back-to-school kickoff okay oopsy nothing nothing tonight okay that takes us to public participation and i don't think we have anything for that so the next one is adjournment so do i have a motion to adjourn the meeting patty i'll second it okay mrs miller yes mrs gallagher yes we're playing yeah
037yes
