Call this board meeting to order. Treasurer, please call the role. >> Mr. Sam >> here, >> Mr. Shut >> here. Mr. Gibson >> here. >> Mr. G here. >> Mr. Soul >> here. And stand and join me in the pledge of allegiance. >> I pledge algiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Before we move into the first item, just wanted to tell everybody we're trying to tape the meeting. We're going to broadcast it on. We'll see how it works. So, John's got it set up. We have a microphone. So, this is our trial period. See if it works. If it does, we'll keep going and post it on the website. Okay. Uh, first
item business moving to superintendent report. >> Okay. So just as a reminder on that front that when everybody here speaks, please raise the volume and project so that uh the speaker will pick up because we are going to battle uh the heating and cooling system and then we're going to battle the volume of noise out from the hallway. So just as a word of caution. Uh so the first uh thing with the cafeteria, Mrs. Deer, do you have anything you'd like to share with the board? >> No. Um, it was a pretty active month for short as it was with the snow days, but uh I think we had a good January. I got in some nutrition lessons with the kids and had some uh fun moments, but uh the claims were more like December
with the shorter month, but overall it was good. >> So, with our school cancellation claims will be done, which you'll see in the report. Uh the other thing is um you know, we are still undergoing an audit uh from the state. I mean, it seems to be they're not here every day, are they? >> No, they're actually here seems like less and less lately. >> Yeah. So, it looks like now based on the email I got from Mrs. Deer that they're now auditing cafeteria. This is a state, correct? >> Yeah. They're quite a sales system. >> Yeah. So, one of the one of the things that we'll be doing and and under going through NEMAN is what you call cyber security audit. And the cyber security audit costs $5,000. The omen's the contractor harnessing together
enough districts to participate in this. It's about an 18month process where they'll sit down and request records from us and work with Mr. Pan and myself, Mr. Cerwood, and they'll assess where we have vulnerabilities and, you know, help us map out how we address that. One of the things that we're dealing with in the cafeteria audit is that issue in in some regards cyber security because of the uh the pay systems that we use. So you know kind of will dovetail. So we'll talk about that later stop but I want to make another board aware. So uh in the area of finance tonight Mr. Panic is is giving you the revised five-year forecast. Just a reminder, this is new because we normally don't do it until May. But with House Bill 96, the new budget,
we now have to do that in August and May rather than November or excuse me, August and February rather than May and and November of each year. So, um I'll let him speak to that. Is there anything you wanted to offer about the 5-year forecast? Um yeah, since uh we're you know we have to approve it earlier than May, we don't have any uh um we don't really have much any information on our April uh collect settle uh collections for taxes. So really there's not a lot of changes throughout the forecast uh as opposed to uh uh the October submission. The changes really are just in the current fiscal year. That's why in that folder I created, I had this little document of kind of what I'm projecting through the remaining five months. So, you
know, we'll get our collections or our advances in March hopefully and our settlement in April on the top line. And then um I highlighted other um anomalies sort of of what uh is standard in the monthly amounts. So um we'll get our uh property tax um reimbursements from the state in May. And then in in other revenue uh we'll start collecting our excess cost in open enrollment out special ed um open in special ed that we the students this year that you know we submit for. Uh same with the in purchase services we have to pay those out to other districts later in the year as well. So all in all, we should be in the black about $25,000 for the current year. Any questions? Okay. Okay. One of the areas that you're going to
see impacted in the 5-year forecast going in the next fiscal year and beyond is a provision of House Bill 96 that allows county commissioners to double the homeowner occupancy credit of 2.5%. And there are a number of counties that are taking this under consideration. Some are not doing it. Um, our county is currently uh considering that. I know we have as superintendents and treasurers a meeting with our county commissioners tomorrow um to discuss this because um it looks like it's likely that they're going to vote this in. We're not sure yet, but we have to try to plan for that. The good news is we still have time. Um you know that because you're submitting a revised five-year forecast, you know, doesn't mean you can't go back and change it at some other time and
make another revision if it doesn't come to fruition. But we felt it would be prudent to add that in now, which doesn't really take effect until the first half of the next fiscal year. So it would impact the uh the August September collections. Uh for LER, it's it's roughly about $167,88 of lost revenue in a in a year. Um if this expanded credit would be passed by the county commissioners. Um, so when we meet with them tomorrow, what we're going to respectfully ask them to do is we understand the expediency of trying to um put into place property tax relief. Uh there are a number of other bills that did that in December though. And so there are so much property tax changes. For example, limit on the growth of the inside mills, limits on
the growth through valuation of the of the trienal updates. Uh, and then you've got some reform that doesn't impact us because we don't have emergency levies, but we are on the 21 floor. If we had emergency levies, we did have those, but absent of those, that particular bill does not. Uh, so there's a number of reforms that are occurring um that we want to respectfully ask them to uh move cautiously because across the county, this is around $6.68 68 million for public schools. And then when you throw in the townships and other taxing entities, it increases to eight uh.7 million as a whole. And so the difference is there's no state reimbursements for that. Now, you'll hear some of the county commissioners talking about we want more state. You might have heard some in the
news say we want to try to keep more of our sales tax revenue here in the county. um that's not really dovetailing with any kind of state reform that would roll dollars back to the taxing entities. So the current the current credits that people keep, everybody should have what they call a non business credit. If you're not a business, you have a house, you get non- business credit, and then you have the regular owner occupancy credit or 2 and a half%. So in total, you have 12% credits on our property tax bills. And what the state's doing over the next three years is they're getting rid of the non-b businessiness credit gradually and then they're expanding the homeowner occupancy credit to 15.38%. So the credits today are 12 a.5 and in 2029 they're going to
gradually go up to that final figure of 15.38%. So there is already relief on the way. It's gradual and we want to have a a conversation with the commissioners tomorrow uh to to share with them figures that we've got from the auditor's office uh to let them know of the impact that this would occur across the county. Now, surprisingly, the most aggressive county that is one of the reasons why the state of Ohio has moved in this direction, Chiaga County. You remember two years ago we talked about how GIA was having budget commission hearings and they were arbitrarily lowering millillage in their taxing entities across their jurisdiction because they felt like they had that authority to do it. They were the poster child for a lot of this legislation. Uh Giaga County has chosen not
to do this because their county auditor has said it's a circular argument. We could be out to give tax relief and when we cut all these funds through these enhanced credits, what we could be doing is increasing levy frequency and in the end we will not have solved tax reform. So they're they're a little cautious in rushing into that until they see how other these other tax reforms are going to take effect. So, we'll see what the Trumbo County commissioners uh have when we have that conversation tomorrow, but uh it is definitely worth a conversation to engage them and see what the impact might be not only for schools but across the county. >> Any questions on that? >> Yeah, >> I know that's a lot. >> Yeah. When you say you're going to talk
to them tomorrow, who's going? I don't know how many, but I I think when we met today, most superintendents, most treasurers are going, the county ESC superintendent going. Um I mean, I wouldn't say all 20 or whatever it is, 19 of them are going to be there, but I think we'll have most of them. >> Great. >> Yeah. >> Okay. Uh in the area facilities and transportation, just to let you know, we're waiting on the weather to break from Vanshall. That seems to be a never- ending story, but um they're not going to come out here and work under the conditions that we've had, but they have shared in our construction portal punch list. Uh we've codified everything in writing for the you know, eight or nine things that need to get finished. And u
you know, we're going to make sure that, you know, hopefully when the weather starts breaking here by the end of the month, we start uh seeing some. We've seen a couple small items that hit before the before the real cold weather hit. um electrical, but for the most part, some of the finishing metal work has not been done yet. Um the Ford Transit van is on the proposal for tonight, and I know that uh you know, once we're able to place that order, that's something that we're going to look at. And they said it shouldn't be any issue with getting it by May, May at the latest. So, as far as uh students are concerned, our roboike team just completed the first robotics competition. I think that was on Saturday, January 31st, and that was
at Kent State. Uh we've got band concerts this week, 7:00. Tomorrow is our middle school concert. Uh we also had the high school concert on Wednesday at 7:00. And then I don't have the date memorized, but I know in March we have our spaghetti dinner fundraiser that is on our district calendar. If you look at the calendar of events, um I think it's somewhere the week of the 19th maybe of March. Maybe it's a Wednesday. So, pull this around. >> What' you say? Th is it Thursday? Okay, >> that actually might be uh >> Yeah, I might have my date screwed up, but my apologies for that. Uh and then of course uh you know, we're getting into postseason play as we round out bowling season and our middle school basketball tournaments just happened this
past weekend. We got varsity tournaments being slated here for the next couple weeks. And then of course, we got a few more girls and boys games to finish. Uh couple miscellaneous items. We got parent teacher conferences this week uh 2 to 9 early release high school middle school out at noon. Elementary levels are out at 1. Uh and then of course that means no school Friday the 13th. No school president's day on the 16th and we're back in class on uh Tuesday. So that's all I've got and we'll turn over Mr. S for some student recognition. >> Okay. I'm going to present is the certificates for recognition recognition for students through the month. And these students were picked by the teachers, counselors, and their principles of each separate building. And they're just not what they've
done for themselves, but actually the help of their other classmates. And so we just want to recognize them, give them give them the credit for what they've done, and hopefully they'll keep continuing. Um, I'm going to announce your names. These are the ones that uh the the parents said they were going to show up. So, I'll announce if I mispronounce your name, please correct me, have you come up, get your certificate, and then we're going to as a group stand over there so we can get pictures, put it on the website. Okay. For kindergarten, I have Aurora Kayla. Next, I have first grade Maya Douglas. THIRD GRADE, Eli Ferry. I have fifth grade, Walter Whitmore. Sixth grade, Liam Natali. JACKSON STEEL parents if you want to go. >> Anybody I missed It's pretty good. After
the parents who came for your awards, um you're not required to stay for the whole meeting. If you want to stay, it's more than welcome to. We're not pushing you out, but if you have other stuff we want to do, you're free to go now. We appreciate you coming AND This is the show. >> Okay, we're good to move on. >> All right, we'll move on to our next item is it's a retire rehire public hearing. The board of education seeks input at this public meeting on the issue of reemployment of Anthony J. Cone, superintendent of schools. such reemployment to be acted on at the February 20 25th 2026 special board meeting. So any we will have public participation on other items but this is just for the retirement. If you have anything just please
stand state your name and address and your comments. Gary Morton 2953 Templeton Road. uh just wanted to get my input, my opinion on the retire rehire and that uh didn't want to go over my time limit so I wrote it down here. So I'll just read it off. I have no illusion that anything I'm about to say will change what you've already been told to do and I understand there is just probably going through the motions here today that may or may not be prescribed by law. Throughout the years, LER has had many teachers, administrators, counselors, and therapists who were willing to retire and be rehired. I'm sure all of the others who wanted to be rehired said the same things that you've been told about this superintendent's position. They will save the school system
money, and they already had the experience and knowledge to continue the job seamlessly. That was just as true for all of them that did not get rehired as it is today. magazine. >> But for some reason, this may seem different. I'm sure that just like today, they only had the best interests of LER at heart, who would have nothing to do with them acquiring two sources of income. Before this, unwritten board policy was to thank them for their service, wish them a long and happy retirement, allow someone new to take a step up in their career, and make a better living for their family. When Mr. Calderon first came to LER, we had a very capable high school principal, Mr. Oduchi. a man with considerable background in education whom the teachers and students loved. Rather
than keep this man on with his experience, we were told that we needed to bring in someone with fresh ideas. And so we went through a pretense of interviewing candidates. I find it somewhat ironic that the best candidate happened to be a fellow Mount Union University graduate who he knew would follow instructions well and would not question his authority. I would like to point out a couple things that I view that you should consider. One item that particularly comes to mind is that the superintendent shut down the schools in 2019 from Thanksgiving break through New Year's without any consultation with the board. I'm fairly certain that this directive would have been approved even if brought to the board. However, the elimination of hands-on learning is always a detriment to the education of our youth and
we were not in crisis or imminent threat when he did this. During his tenure, we lost an extremely talented science teacher due to what I can only call vindictiveness and his demotion to a lesser position. And the first year teacher that was hired to replace him only lasted a few years and is no longer with us now. Under this science teacher, we had a nationally recognized a rivon team that doesn't even exist anymore. Now, if we talk about saving money by rehiring, I'll point out a couple of things that I feel cost us money. Each year, the board pays money to a group against vouchers. And we yet must believe that our superintendent believes in a parent's choice of school since his own child used open enrollment, even if not to lab. We are led
into a court case concerning the hiring of a guidance counselor, which we lost, probably costing the school at least $10,000. We probably lost at least $25,000 per year for the last eight years by bringing back a language teacher who previously left us. And he gave her 16 years teaching credit instead of seeking out someone new. I doubt this would have happened if it hadn't been a personal friend. I believe this administration has demonstrated vindictiveness on a number of occasions. One in particular when a policy was contrived and railroaded in by members of the board that Lrau uh community situator was denied attending camp because his parents were openly vocal about not agreeing with superintendent policies. I could point out other examples of vindictiveness if your name was Sanderson or Frederick or anyone who questioned his
authority. Like I previously said, this is not going to change your opinion or decision because it was made for you long ago. In fact, I can with reasonable certainty say that for the 12 years that I was on the board, it never questioned or made a decision of their own. They only did what they were recommended to do. Your job has been easy. That's probably why you would want to keep this man on. I have often been told that we hire a superintendent to do a job, so we should let him do it. But I would also like to point out that the voters elected you onto the school board to do a job concerning checks and balances, not to be bobbleheads and just rubber stamp everything you were told. You have been played, my
friends, by a master manipulator who is able to convince you that they were your decisions, not his. In fact, you were set up, I believe, for this very day last year when you accepted the retirement of an elementary principal who, from what I understand, was not planning on retiring at that time until she was told that she could be rehired, thus hoping to set precedent. Thank you for the opportunity to speak my beliefs. Um, congratulations, Mr. Calderon. However, I will not be attending the ceremony when they erect the statue to you when you finally do retire. Anyone else? >> Uh, Patrick Whitmore, 1984 Barkley Master Le. I understand the uh, school system will save money with the rehire of Mr. Calderon. With that being said, our school has had a chance to go down two
paths with consideration the size of the student body. one, we could have consolidated facilities and staff and the other was an open enrollment which uh we deeply rely on. Now open enrollment is not a fix, it's a band-aid without uh excuse me um we are in the 50s or 60s per class without open enrollment students right now. So moving forward there's only one option and that is consolidation. No one wants to say it. No one wants to talk about it, but it's the truth. Our our student body population is going down. Um, it's going to continue to drop as a large Amish population is moving into Graceville. It will drive numbers down. If you need an example, go look at Southernington School District. The state is going to start eventually the state is going to
start forcing smaller districts to consolidate. >> They've recently brought this back up at the state level after being on the back burner during CO. If we are not proactive, I could see the state forcing consolidation with Warren Warren city with its proximity and open enrollment stu students from that district. I'm sure the board would feel a deep sense of regret if this happened under your watch. In the end, it's not always about money, but about vision. And that's why I'm asking the board to be thorough and thoughtful when considering who's going to steer the shoot. Thank you. >> Wait, can you guys hear? Yeah, >> come on up. Get you a certificate. Come here, boys. Everybody. Thank you. Okay, we'll move into the regular agenda items. This recommendation is to the board to approve the
minutes of the January 12th, organizational and regular board meetings. >> So move second motion by Mrs. Anel, second by Mr. Gibson. to note. There was a one uh little air that uh Mr. Gamblin uh >> Yeah, they had to list it as a standing. Yeah. >> So that's correct. Right. >> Yeah. And there was a you had me down for a no. >> Yeah. >> And so just just to be clear, how how does it happen when you you're taking notes and then what's you know what's the fix? I got to do a better job of reviewing uh the uh typed up minutes. >> Okay. >> So, can I ask a question? >> Yeah. So, instead of this resolution, I mean, are we okay? Yeah. We don't should we say something like corrected minutes because
the minutes that were the minutes that were submitted to the board because you know policy says you have to read the minutes, >> right? Let you forego the reading of the minutes >> if everybody has an advanced copy. >> Right. And then also I think I think what should happen is that we are able to say in this meeting that the minutes were not correct when you're asking if we have a vote versus correcting it behind the scenes and then being like yeah everything's fine. You know just for the record for the record. I mean isn't that the way it's supposed to go? We have to wait we we have to uh say you want to accept the minutes as >> as amended or as correct you can say you can do that as the
motion >> as corrected today at today's date at this meeting prior to the meeting. >> Yeah. >> Okay. >> All right. >> So I guess we should do is ask for a motion to accept correct motion. Yeah. Do we have to >> So I think what has to happen here is someone needs to make a motion. >> Okay. One of you needs to make a motion to revise the recommendation >> so that we accept the corrected minutes from the January 12th >> organizational and regular meeting. Mr. Sh, sounds like you want to make the motion. I'd like to make a motion to uh revise the the correct correct the minute the the motion because the minutes were revised and corrected today. >> Okay. Need a second. So, >> so we have a motion to revise
the resolution so that it reflects that the minutes submitted were corrected and revised today to reflect accuracy. Does that summarize? >> Yeah, I think so. >> And we have a second to revise that. >> Yes, >> we would got all that. Okay. >> Yep. I think so. Any discussion? Well, my only thing is does everybody here know what happened? Because if if they don't, then how can they vote? Yes, >> this would be the time to share that. >> Okay. >> Well, although I was I was just kind of I looked at the minutes before and I didn't see it and I was looking at it again today and I noticed that it had noted that I abstained on the vote for Mr. Gibson to be our board representative for TCTC's board. Whereas, as I
did not abstain, I voted yes. And it said that I voted no to have Mr. Gibson do that and I voted yes. So, it was just a I think a inter office typing >> reading errors. >> Yeah. >> Yep. So we're just correcting. >> So Mr. Panic will make the corrections postite. >> Okay. Yep. >> All right. Just call the vote. >> Mr. Shut. >> Yes. >> Mr. G. >> Yes. Mr. Gibson. >> Yes. >> Mr. Sam. >> Yes. >> Mr. S. >> Yes. Motion carries 50. Next item on the agenda is recommendation the board approve the January financial report as presented by the treasur. >> So moved >> second by Mr. Gibson. 036that the board approve the continuation of interd district open enrollment policy and guidelines for the LR local school district for the 2627 school year. And the decision is uh for all open enrollment students. It's not just adjacent districts. It's from any district in the state. >> So moved. >> Second by Mrs. Anel. Second by Mr. Gibson. 038>> Second motion by Mrs. Anel, second by Mr. Gibson. Any discussion? >> Just uh remember one of the benefits that we believe this is going to accomplish is that you don't have to have a CDL to drive it. So, we you can take an online course and get certified through the state of Ohio um to drive a passenger van for a school district. And then, you know, the goal is to this can alleviate some of our uh transportation problems when we have very small groups. Um, and then not to mention, you might be in a situation where we have a small group and a bus driver has the trip and a bus driver will be permitted to possibly just take the van as opposed to taking the bus. And you still save money from the
standpoint of even uh, you know, diesel fuel uh, and little mileage that a bus gets because they probably get we're lucky if they get 10 miles of gallon. So, we're going to be much more efficient for us. And the last thing I would remind you is remember this comes from uh the 070 fund. >> Treasurer, please call the role. >> Mrs. Anel, >> yes. >> Mr. Gibson, >> yes. >> Mr. Hamlin, >> yes. >> Mrs. Shut, >> no. >> Mr. S, >> yes. Motion carries. Four yeses, one no. >> Next item on agenda is a recommendation. Board of Education approve the following resolution. Uh and it's whereas the board wishes to support the efforts of other boards of education to obtain favorable judicial decisions and whereas the Ohio School Boards Association legal assistance fund has
been established for this purpose. Therefore, the board hereby resolves to participate uh in the Ohio School Boards Association legal assistance fund for the calendar year 2026 and authorizes the treasury legal assistance fund dues of $250. Okay, next item on the agenda is a recommendation of the board approve the following resolution which authorizes membership in the Ohio High School Athletic Association for the 2627 school year. Won't read through that resolution, but every year we have to pass a resolution by the board in order to participate in OSAA. The
Ohio High School Athletic Association is a private organization. It's not a government end. And so therefore, I mean, it's a nonprofit. Some people might not believe that. Uh, but we have to authorize membership every year. So, with your approval, we'll resubmit our membership card so that we can participate in all Ohio sanctioned uh games and tournaments. >> So, move second. >> Motion by Mr. Gamlin, second by Mrs. Anel. Any discussion? Treasurer, please call the role. >> Mr. Gamblin, >> yes. >> Mrs. Anel, >> yes. >> Mrs. Shut, >> yes. >> Mr. Gibson, >> yes. >> Mr. S, >> yes. Motion carries 5. 042that are willing to donate to our various uh initiatives from the playground to the athletic department and memoriam of Richard Gster and then of course um the band and and then just through Frederick's memoriam with the Frank Simmons commission. >> So moved second by Mrs. Anel second by Mr. Gibson. Any discussion? Treasurer, please call the role. >> Mr. Anel, >> yes. >> Mr. Gibson, >> yes. >> Mr. Hamlin, >> yes. >> Mr. Shut, >> yes. >> Mr. >> Yes. Motion carries by everybody for their contributions. >> And then the last uh significant resolution there is a recommendation to approve those facility use requests that have been submitted. Uh you can see the details before you some of them are rather routine. So we need your approval to authorize those appropriately. >> So move >> second
motion by Mr. Gamlin, second by Mrs. Shut. Any discussion just to that'll be you know Sunday August 9th. >> Yeah. Sixth grade >> the 25th instead of >> Yeah. 26 >> 26 2025. >> Thank you. >> Treasure, please call the role. Mr. Campbell. >> Yes. >> Mr. Shut. >> Yep. >> Mr. Gibson. >> Yes. >> Mansel. >> Yes. >> Mr. Soul. >> Yes. Motion carries 5 Z. Go to miscellaneous first. I think Sh has something she want discuss. >> Oh, concerns of the board. Yeah. Um, so I was just recalling uh thinking about last month when we had uh nominations for president and vice president and uh there were two two board members nominated for each position and I asked can we have discussion and um Mr. Soul said no we'll just go right to
a vote. So, I was just looking at what the protocols were for uh Roberts Roose and I I talked to uh Mr. Paul Ron about was there something uh with regard to Labra that that you know made that an impossibility and there there wasn't. So I I feel that it would have been an an awesome opportunity just to just to hear what other what our members thought just create some transparency. Um I know that I I nominated Brad and his family was all here and a county official was here and I thought it would have been really wonderful to hear him speak about some of the things some of his vision. Um certainly I'm not arguing uh the way of the vote went or anyone else's abilities um in their position, but I just feel
that uh if we can't as a board discuss important things like who's going to lead us and who wants to lead us, then we're not being transparent and um you I'd love to hear what anyone else thinks if I disagree. >> Well, according to uh Robert's rules and when I talked to OSBA that that wasn't it's not a motion. All it is is a nomination for officer nominate the officers and vote and that's it. They didn't mention if you want me to clarify that I I contact that attorney to get a legal opinion. That's the way it's since I've been on the board five, six years plus. I know I've researched this before. So unless something's changed, you when you have a motion, then you discuss it. That is not motion. It's a nomination. You
vote and proceed with the organization. So, do you want me to clarify that? >> I I just feel that I don't think it's healthy to not have discussion about about leadership positions and I whether I mean when I when I researched Robert's rules, it says that when you're you know nominating leadership, there should be a chance to discuss. I don't I don't see what the problem what the problem would be moving. just other than just following the legal precedent that they had and said you don't need to do this on I mean if you want to discuss it you could have discussed it in December then the organizational meeting has come up that was the time you're supposed to nominate in January when we set set that meeting you want to discuss that you were
going to nominate somebody we could have a discussion if you make a motion that you want to discuss it that's what we would do during that time period that's that's all your require hard to do is accommodate for if you want I can contact you trying to ask >> No, I don't I don't I mean I'm not trying to get you know to make it a legal battle. It's not I mean it to me it's it's it's sort of uh it's about us as a group being able to communicate. And I'll just tell you I don't like it. I don't like not being able to say what I think and or ask questions and or hear from someone that I'm interested in what their thoughts are, what their vision is. I think it's very important
for us to be able to do this. And I think we need more of it, not less of it. And I that I think that you know maybe maybe we need to make a motion to change that precedent uh so that in the future we have an opportunity to hear and when the community is sitting here they have an opportunity to hear from who they elected you know and I think it's just it's it's healthy >> our policy is to follow those rules right now we want to make a motion to change that look to see what other options you want. That's all that was, >> right? >> And you know, you can contact OSBA to see what else you can do, but you want to change that parameter. That's that's up to you. Again,
you have to make a motion. Again, the organizational meeting, that's all that's supposed to do. You appoint public nominations and then you appoint committees. So, we didn't we didn't make a motion to um >> No. >> To to vote? >> No. You just take the vote. That's what it was. >> May I interject? >> Yes. >> Uh I think what I hear you saying so that we're on the same page is that there should be discussion in the spirit of voting. There should always be discussion before vote. Yes, that's what I'm saying. >> What I think I hear Mr. S saying is that um it wasn't a typical resolution because when you go to take nominations, it's kind of like an open floor and it's they're like floor nominations like okay, who wants to nominate
somebody? It's not a typical resolution. So, as I've done some follow-up work on that, I guess I've been surprised to see that uh there's really no clear answer on nomination of officers, whether or not there's a mandatory discussion like a regular resolution. So, we we seem to be at a crossroads as to what the board wants to do whenever you're going to take a vote. >> Well, my thing was I said, "Can we have discussion?" You know, I asked, >> right? and and um I I got a no and I was like wait a minute >> so we can't talk we can't talk about this I mean I I don't I don't get it >> I just so one thing about I mean say something is that during the course of the year when we
were discussing different And I think we get a chance to see where people stand on different things in our votes in our discussions on different motions throughout the year. Uh which ought to help us a little bit get to know people on the board or other members. You understand what I'm trying to say? >> Not really. Okay. Good. Hold up. That's what I was getting at. The organization meeting. We all knew it was coming up in January. So, December, if you want to discuss that you're going to nominate somebody discussion about the organizational meeting is time to nominate and vote. I mean, that's the way I read Robert OBA's legal standpoint. I didn't want to violate any rule. That's why and our policy said we all that's that's all I was trying to do. I
didn't want to eliminate it. I just said that wasn't the time. That's the way we do it at TCTC2. It's just a nomination because that's my other experience for people for president. I think what Julia is saying, you know, we uh put these nominations forth and uh you know, there's a couple people running, you know, or are nominated for those two positions, what would their vision be for the for the year, say that they assume that position and and sharing that so that we as a board have make an informed decision. Nothing against what anybody is doing, you know, what's what anybody has done, but putting it out there like, okay, if I'm going to be the president of the board, this is what I'm going to how I'm going to approach things. This is
how this person's going to approach things. Right, Julie? >> Yeah. Well, yeah. I mean, it's all part of healthy discussion and and I for me putting a timeline on making a decision. Um I I feel as though um when those decisions are made that's a time to to you know or being made that's the time to really discuss it because how I felt back in November I might be feeling a lot different right now based on something that happened between November and now I you know I'm just not saying that I I do but I'm just you know it's like in in life things change and things come up And I think um I'd like to see more of an open forum discussion. I think this is a perfect example. Um as an example, I
would love to hear what Brad's vision is. And maybe it's something we could all benefit from and use um this year this this coming year. some of your thoughts, ideas, feelings, and you know, suggestions. Um, and if nothing else, it would really help me, Tim, as you were, I think, saying is that just through through the way we vote and the way we, you know, feel about certain subjects, there's nothing that would help me more than to hear that from Brad and to understand who Brad is. And I think for me, it's important. I want to know who these other board members are and what they think and what they what they desire in their ideas. I think it makes us all better than just not. So, um whether whether it was a violation of
Robert's rules or not, do we not have the ability to make adjustments to that as a board moving forward? >> Yeah. having you don't have to have Robert's rules of order to say we're always going to discuss things before we actually cast a ballot or vote sort of thing. So I I think for context where we got caught up is a a situation where and I don't know if we've ever had a contested nomination process. So, I think we were probably caught off guard as you and I had discussed uh because you asked for discussion and Mr. Soul said no and then we went right to the vote and I'm not sure that we had had any experience in terms of the nomination process being closed and not we never had discussion. >> Okay. Also,
I know that we sent um I know that I received a text that included all of us from Brad and I responded to it and then none of the other board members did. So I I found I mean I was a little you know shocked by that too because that was is that >> I mean that we don't really have a communication going but I thought that I was happy to receive that information from Brad and you know >> you can text if you want to some people want to post things on Facebook they think that's a good way of getting >> you mean Brad you mean Brad's I said some people grad and uh I I I personally don't don't think that but that's all right if you think I don't think that's the
best way to do I think it's in the open forum is the best way get our thoughts across to each other and my my point was that we can do that 12 meetings a year >> without restriction on pretty much we've got a lot of open uh motions come across here people get to voice their opinions on. >> Wouldn't you agree? >> Yeah. It's a public meeting, right? >> Yeah. So, >> and and it's a school it's a school board meeting. >> Help public. >> Yeah. >> It's not a public meeting, >> but but the doors open because it's anyone can walk in. >> Yeah. >> There's people aren't on the school board here. So, it is. And now we have now we have camera and sound. So, so it's it's definitely public. >> Well,
let's not split hairs. I think that's what we're doing. It's a school board meeting that's open to the public, but it's not a public forum. >> So, you're both you both are right talking around the same issue. >> Okay. >> Because it's a business meeting that the public is allowed to attend. Has to meet the sunshine laws, but it's not technically a public forum. That's why, for example, the board can put limitations on public participation and such. >> I see. Okay. Yeah. All right. Any other comments on that issue? >> So would we like OSBA to to weigh in on whether or not I mean we have a we have a general idea of how should we do business but we also have you know that's up to you guys to determine if you say
hey look we're always going to discuss before we make a vote but we also have to find out did we do the right thing. I mean do we not? Yeah, Julia, you can reach out to OSBA's legal counsel. Doesn't cost anything you personally reach out to them because I know Tim and I use those here. We use them a lot more. >> I mean, what I what I want to know is okay, that's a that definitely is a source and I could do that. But um what I want to know is can we have a discussion the next time there's a there's just a vote without a motion in real time. >> But in my being court president I read I don't think we don't want to violate any cooperate rules because that's our policy.
So to discuss that I'm I'm saying we know the organization meeting is January. So December would be a good time to discuss that. Just like now we have concerns of the board. It's open. You can say it and you can ask for at that time. If you planning on nominating somebody that's a good time to bring it up. I mean that's why we wouldn't follow violate any Roberts or any of our district policies. I guess I need to do more research on Robert's rules because what I was reading about it and the and the um you know evaluations of these things I was reading that it's common to have discussion >> on motions. This wasn't a motion >> on a vote for members. >> I have had that before. >> Yeah. votes for more than
>> it was contested and you nominated voted and then you moved on. So basing on what I've learned from Robert's rules and from the OSBA, you're more than welcome to reach out to them on your own. >> So I'm going to >> my recommendation would be to if you're going to nominate somebody in January and you want to discuss it, do it in December unless you at the last minute decide you want to do it. That's purpose of organizational meeting. >> So I hear you saying, "Well, this is Robert's rules of order. We don't want to we don't want to violate Robert's rules of order," which I'm not quite sure. You know, our policy is real real simple in saying we follow Robert's rules of order. Everybody. So, but I'm going to liken it to
the minimum wage analogy in the state of Ohio. I think what you're saying is we can go above and beyond in the spirit of what Robert's rules of order was suggesting. That's what you're saying. >> Yes. >> Right. >> Just like Ohio can go above and beyond the federal minimum wage and we do. >> So, >> right, >> I think we have a central question of are we in violation of Robert's rules of order? We probably need to figure that out. >> Yeah. >> Did we do the right thing when it was a open floor nomination process and we didn't entertain discussion? And you're saying even if it wasn't, shouldn't we be discussing? That's what I'm saying. >> Okay. So, we've we've captured we've captured the >> where did I put my ticket >> conundrum
if you will in a nutshell. Okay. >> Yeah. >> So, do you want me to get you a contact to reach out to OSB for that? >> Sure. >> Okay. >> And then you can share it back out. If you want me to do it, I'll do it or however you want to do it. >> Happy to do that. >> All right. >> Thanks. >> Okay. Since we're on the topic. Okay. I just am curious. How long have you served as president Rustin and you served as vice president Tim? Because you both have been vice president 12 years. >> I think Karen we we I think Karen was it a couple years in that last 12 that he's talked about and I was getting in the other vice president. prior. >> This is president. >>
Rusty was vice president for quite a few years >> and it goes >> on and on. >> Do we have a roster? We actually have a roster that we keep track of. >> Yeah, I tried to like go through old meeting minutes and I couldn't really >> We actually have a roster of every single year for the last whatever and then it lists all five members and who served in what office. We can make sure if you guys want a copy of that. >> I would like to see. >> Okay. Move on to concerns. >> Just wanted to I saw on the school website and stuff the debate team had four kids that went for a first drought, I think. Did it say Steve State? >> Yeah, we had five in districts and four of
them qualified for the state tournament. >> Yeah, I saw that today. And I also saw where the robotics is posting at halftime on Thursday's basketball game, they're going to throw out t-shirts or balls of some sort with the robot that got >> Yeah. >> You posted >> for t-shirts throughout the football. >> Yeah. So, I mean, I don't know if we're seeing coming in on Thursday's game, but I did see that um Robo Bikes posted that. So, that was kind of exciting to see a couple of things and very good for a first first try out, you know, mating voids for these kids. They've done a great job. Thank you. Julia >> I'd like to congratulate the speech in qualifier. Excellent approach and I thank Mr. Croy for adapting our board meeting so we can
see how the broadcast comes out and see how the public see what kind of comments we get forward. All right. Do we have anything for uh executive unless they have something? All right. I'll ask for a motion to adjourn. >> Second, excuse me, Mr. Gamlin. Second by Mr. Dell. All in favor? >> We are ajourned. Thank everybody for
