003minutes the minutes from the regular Board of Education meeting held on March 18th 2024 uh have been included in your materials for this evening is there a motion to approve so moved second it's been moved and seconded any changes Corrections hearing none is all those in favor signify by saying I I any opposed and that carries and with that we move on to the superintendent report we'll turn it over to Mr schade thank you president Callahan vice president katzenberger distinguished board members it's my honor to present these three items uh with superintendent n's board report this evening um up first I would like to just take a moment to thank the department of teaching and learning um specifically departmental coordinator Miss Casey Squires for organizing the acquisition and distribution of the solar eclipse glasses and
004a little worksheet um these will have been distributed to each student later this week as well as staff members in the District to enable them to uh safely enjoy this historical event that's coming up on Monday afternoon that being of course the uh the solar eclipse um and of course I'd be remiss if I didn't remind and warn everyone that you should never look directly at the sun um without your special purpose solar filters such as these glasses so that's the first order of business I wanted to to just thank the the department of teaching and learning um next is a special recognition and a state of the building review from Miss Terry bornino lwell coordinator of the alternative education program at the Franklin School of opportunity so Terry thank you president Kahan vice president
005kettenberger distinguished board members Mr schlade treasure Zan thank you for having us here tonight tonight we have two resilient Rangers that we would like to acknowledge and present to you our first resilient Ranger is an fso online Middle School student Victor Lopez and our second res resident Ranger is an fso high school student Kayla Taylor we are extremely extremely proud of both Kayla and Victor and Mr maroo our guidance counselor is going to take a few minutes to share why these two students were selected by our fso team as our EPO resilient Rangers Mr Maro [Applause] uh good evening so tonight I have the privilege of presenting our two fso resilient Rangers Victor Lopez and Kayla Taylor uh Victor is a sixth grade student completing his third year in our online program and Kayla is
006an 11th grade student completing her first year at fso um so here is what our teachers and staff had to say about these two students uh first for Victor Victor is motivated kind empathetic and creative he navigates the challenges of self-paced learning by maintaining honest dialogue and trust with his fso online teacher Victor is a dedicated student and consistently completes all of his assignments he is an eager learner and strives to master the material in each class often times resubmitting work to earn higher scores Victor also displays his creative Talent bance by designing games for our online middle school students he designed an online game called connections that uh changes weekly uh for the Friday Zoom meetings with his teacher Miss tofton and with Mr Costello our library media specialist now for Kayla Kayla is
007dedicated kind helpful and eager to learn she has a strong work ethic and in her short time in our program has become a leader in the classroom participating in class discussions and contributing to group efforts her proactive approach to seeking additional help when necessary showcases her determination to excel academically Kayla helps other students stay on task con consistently adapts to challenges and serves as a positive role model for others including her sister Kamari who also attends fso both students have truly demonstrated the six Vision competencies uh we are so proud of their accomplishments and can't wait to see what the future holds for them congrats Victor and and Victor and Kayla on behalf of the board it's my pleasure to present to you these certificates I'll hand you yours congratulations again on behalf of the
008board before before we we won't let you get away too fast hang on do you have any are there any special folks in your lives that are here today you'd care to introduce yes my grand outstanding wonderful and you sir my family where are they over there and a teacher as well she says wonderful it's great to see so many of you here uh recognizing these students as well again congratulations hang so nice that so many of this sta have came yeah they're very devoted I should [Applause] say as you have heard from many of our other buildings already this year resilience has been the key theme for the 2324 school year together we have learned that resilience is all about being able to overcome the unexpected this past year fso has spent an incredible
009amount of time focusing on resilience and a vision of a lakid ranger in a few minutes you will hear from the fso staff and how collaboratively we have embraced the district's Vision while fostering an environment of positive change together fso has deepened our commit to diversity Equity inclusion and belonging while embracing the principles of positive interventions and supports otherwise known as PBIS we have embodied resilience standing by our mission to focus on the whole student socially emotionally and intellectually while prioritizing mental health and individual student needs together as lquid Educators we have equipped 30 21st century Learners with the skills and knowledge to embody the vision of a lakid graduate this June as a school Community we will witness the culmination of these young men men and women and the journey that will change their
010lives as they proudly received their Lakewood high school diploma at this time I invite my team to Showcase how through resilience and a collaborative effort we have achieved demonstrating the six core competencies and have developed critical and creative leaders committed to a lifelong learning invested in a diverse society and prepared to become lakewood's future the feature to feature the work that we have done up to this point hi everyone I am Emily depa I am the middle school math teacher and the high school forensics teacher so at fso we show critical and creative thinking in forensics we have created crime scene diaramas all of our students they get to show their critical and creative thinking by creating their own crime scene they create a story with it and they get to depict it through a
011diarama uh we also show this through our bi-weekly case studies they just write up a case study on any crime and how it shows forensics and how it was solved through forensics uh Mr yuso shows it through his game boards that when they finish reading a book the middle schoolers they make their own game boards and they play it in the room to show their understanding of the various topics and their understanding and Analysis of the book and then the high school they read they watched the movie and then they went to go see the play the murder on the orian express and they did a comparative analysis of the mood and how it was portrayed in all of the different modes um I'm Renee Hart school psychologist um the our next slide here focuses
012on empathy and there's lots of ways that we exhibit this at fso one of the big focuses right now is is uh Rex which is a 20we program for girls it stands for ruling our experiences and it focuses on evidence-based research a large scale nationally and we focus on um gaining healthy communication skills building relationships navigating social media um your future career planning and the goal is you know regardless of friendship status that we're going to support and uplift each other hello um good evening at fso we um for Global awareness we do some diversity equity and inclusion projects for October we had pride month and we made pennants and we hung them around the building in November we celebrated Native American History Month and we made dream catchers which was a big hit um
013in December and January we celebrated you and snowflakes we made snowflakes out of paper bags and each individual snowflake was different as we are all unique in our own ways and in February in March we celebrated Black History Month and we combined that with women's History Month coming into March and um students went through um social media and picked out somebody that they would like to do a biography on and so we have um a picture of that on our um on our slide on the right hand top corner of our um display that at fso hi I'm Brandon Beach I'm the high school English teacher at fso um for uh social studies and Global awareness at the middle middle school and high school level uh at the middle school we're doing uh current event
014articles um activities with Junior Scholastic and for the high school we're do class discussions on current events like in Ukraine Middle East uh the US Mexico border um Mr dinardo also does a lot of things with uh International Food days where he'll bring in foods from other countries for the kids to try um specifically uh various chocolates from different countries to show how much CAC in them um and international music highlights as well with uh various different uh music that uh accompanies the theme for those weeks so that's in Columbia I'm Dante dinardo I'm the high school social studies teacher uh I've been with the program for over a decade and and one of the big challenges we have is consistent attendance with the kids so it's a challenge for these Educators to come up
015with ways to get the kids to work collaboratively because a student who's there on a Wednesday might not be there for their group on a Thursday but these guys do a great job of prioritizing collaboration every classroom if you walk through our building has tables uh we also have desk seating for those who prefer more of a kind of uh solo area but you'll see that in every every room displayed encouraging that collaboration and then of course uh group projects with every time they they finish a story in uh language arts uh in my class we've really worked on using class time since we don't have homework at our school to teach study skills together and and model those and of course science is always a great place for collaboration with Labs uh most recently
016the period of a spring lab with Mr malus's class and even in in the math classroom you'll see see uh peer teaching uh they reteaching uh at table settings so yeah just a really collaborative uh effort from our students and staff thank you hello again uh Mr mug guidance counselor um so for communication um I think our a great example from this year is our annual career day um which this was our third year of our partnership with Junior achievement um and so the students were engaged in learning with community members and and active and engaged discussion um about various career topics from interest and goals and resume building applications and interviewing all that stuff um so I it again it's uh we love that partnership we have and uh we build and grow on
017that that day every year um and I feel like it keeps getting bigger every year too hello I'm Missy McCarthy I'm the math teacher and um we feature a lot of um activities that highlight growth mindset um because we're such a small school we're able to really meet the kids like where they're at in that present moment and work on allowing them to retake tests and quizzes if they need to or have um flexible deadlines on things and we really think that allows them to really gain that information um we do a lot of activities that really reach um you know into you know like Mr mamus featured a um Coral bleaching activity up there that allows them to look at you know the effects of global warming on you know the environment and um
018that's why I that is it so we have any questions but we are wanted to put a picture of that is our um annual uh holiday feast that we do the day before winter break every year so that's always a event the students look forward to and we decorate and we have food and all that stuff so we wanted to share that picture with everyone um perhaps I'll just thank start by thanking each of you for for being here it's great to to have so many um representing uh your your your team here tonight and miss uh lwell mentioned something that really struck with me how you all prioritize mental health and individual student needs and um that's clearly evident excuse me clearly evident from your the presentation but um uh certainly noted and appreciate
019it so anything from my colleagues yes thank you very much to the to the staff and Terry at at fso we appreciate that and congratulations again to the student resilient Rangers it was a pleasure recognizing you as well this [Applause] evening okay um back with us this evening is athletic director Rob Sloan he's here again to recognize a special group of our winter sport athletes a team accomplishment this evening so Mr Sloan hello again um thank you Mr schlade treasure Zan president cahan vice president katsen Berger and distinguished board members um I've been invited here tonight to recognize the efforts of some of our amazing student athletes again and the coaches that helped them achieve those goals this year um I continue to be amazed by the athletes in our district but the more I'm
020around the coaches and the Educators that are leading them the more I understand why they achieve so much before I recognize the coach and her staff I want to mention one player in particular um this young lady was the first athlete I met when I began hanging out in the athletic Wing prior to my first official day as the athletic director she carried herself like a leader that day the very first time I met her and every day since then she was voted the GLC East Player of the Year this past year was Northeast Ohio all district honorable mention was the president of the student athlete leadership team the last two years was a member of the National Honor Society currently has a 4578 cumulative GPA and just signed her letter of intent to continue
021her academic and athletic career at baldwi Wallace University if she could just stand and be recognized Miss Delany Garcia the team itself had a 3.88 GPA as a team so she led that battle as well so like I st it earlier it's no accident that our student athletes achieve so much um it takes countless hours in the personal practices film work time away from your family and dedication to the students that you lead coach work exemplifies what it means to be a Lakewood educator she teaches her athletes how to think not what to think she encourages them to be bold and to take advantage of the opportunities in front of them she provides them with the tools to become leaders and encourages them to take that that role it's no accident that she's been selected
022the GLC East coach of the year for the last three years in a row and was selected by her peers last year as the Lakewood coach of the year I'm proud to work with her on a daily basis and I look forward to many more years of her leadership in the program had basketball coach Miss Julie w so when Rob initially said that we were going to be honored I was like cool I'll say yes I don't have to speak and then he's like you have to speak I was like dang it um so I'll be quick it's less than three pages um thank you Bard we greatly appreciate us being here the parents that are here in the audience um The Journey we've been on it's been crazy right Co started this Freshman Class
023God love you all you stuck with it right you continue to stay with it for the past four years um you mentioned women's history month and as we reflect on that um just two days ago right it ended I found myself compelled to continue celebrating the remarkable young women that I have the Good Fortune to coach while basketball might be a significant part of their lives it is important to recognize that it does not define their entirety these young women are multifaceted individ idual each with their own unique identities and roles Beyond this sport they daughters granddaughters sisters aunts teammates and friends they bring with them a wealth of experiences perspectives and relationships that allow us to celebrate their strength resilience compassion both on and off the court in our program we stress how everyone
024has a duty to show up for one another how athletic performance doesn't dictate their worth and in the end the measures of success are not the statistics or win but rather the friendships lessons and growth that a result of their effort selfless commitment and dedication to the personal betterment of being their best self wearing the ranger uniform symbolizes more than just being part of a team it signifies a Shear commitment to a common goal throughout the highs and lows of inter Scholastic competition our athletes have experienced the true essence of sportsmanship and camaraderie beyond the physical challenges of the game the lessons learned and memories made extend far deeper teamwork commitment perseverance selflessness and all that are the cornerstones to A team's Success Through The Years each time our athletes Dawn the purple and gold
025they demonstrate a profound sense of Pride not only in themselves but also in representing our school and community of Lakewood as coaches our hope is that these experiences will resonate with our athletes long after the final buzzer sounds whether they're seasoned seniors or rookies we want them to reflect in their Journey and find personal fulfillment giving their all for something greater than themselves it's about embodying the character of our team and representing our school with honor and integrity year after year we aspire to cultivate a legacy of excellence and sportsmanship within the program our athletes are not just players we're in New Jersey they're ambassadors of Lakewood carrying with them the values and traditions that Define us as a community and it is through our our dedication and commitment that they leave an indelible mark
026on the fabric of our school and Inspire future generations of Rangers to come this is an exciting time for women's Athletics specifically women's basketball as the city of Cleveland is hosting what this weekend I hope everybody knows this geez the final four as NCA looks to Crown a champion in our sport on Sunday we had the Good Fortune of being crowned GLC East champions for the third straight season just a few short months ago earned staff of the year and had the conference player of the year on our team while the season was a journey with both challenges and triumphs I am incredibly proud and grateful to have the opportunity to work alongside such a dedicated group of coaches and student athletes the staff has been together for three straight years and when I say
027it isn't just about the head coach I truly mean that as a leader you recognize you can't do it all by yourself and the goal is to build a staff that complements your weaknesses that I have many of without the day-to-day interactions of Katie baglia please stand the varsity assistant coach uh Matt Coker our JV leader and Evan Cunningham who couldn't be here I would not be able to do what I do and the success of the past three years would not have been attainable so thank you the hours that these individuals put into this program on top of their day-to-day work are second to none and I am fortunate to not only call these individuals colleagues but most importantly friends without them this is not possible an athletic success is not always measured by
028the victories is it's about the values you embody like I mentioned before the sportsmanship the teamwork the resilience displayed in the face of adversity this Seasons our athletes exemplify these values in remarkable ways def fite despite finishing the season with slightly more losses than wins our team achieved significant milestones we clinched the third straight GLC East title Advanced to the ohsaa districts for the first time since 1617 our schedule was intentionally challenging with the majority of our opponents boasting winner winning records some of who advaned to the Elite 8 and State final four of the state playoffs giving up and giving in was never an option for the squad instead they demonstrated unwavering determination and resilience pushing through tough moments surprising I think even themselves at times one highlight was our thrilling win at Walsh
029uh a team that we uh in the final minutes thank you Elizabeth um advance to the ohsaa districts again a testament to the grit and result of our team the entire team contributed whether they were on the court or on the bench overall we had six All Conference players for us this year Ali Bookman Delany Garcia Charlie doxley Lucy Hendrickson Leila Smith and Sophia zarbo as Rob talked about earlier Delan was also named the East Player of the Year and with that earned all district honors along with Charlie and Lea in the classroom 24 of our girls were recognized at the winter sports scholar athlete honors including Ava kafari and Madison comr who have GPA higher than a 5.0 God love them I don't know how they do it um before recognizing each of our

034right shall we move on in the agenda um we next have items uh for discussion that will be acted on at the second uh meeting regular meeting of the month we are on uh item H here the finance report Mrs shanesy thank you very much we have four items to discuss um the First Investments purchased and matured for February 2024 included investment earnings for regular board funds for February total 285,000 um $51 bringing year-to-date investment earnings to 2,738 67 F uh for the month of February general fund receipts total 17 mil 286,00 $49 and expenditures 6,557 420 year-to date actual and projected revenues are tending um to be in line with the five-year forecast and investment income continues to exceed prior year results as far as expenditures go salary projections are trending slightly higher um
035and will be monitored and purchase service projections are trending slightly higher than forecast um this could be because of timing and also will be monitored uh overall the actual projected cash flow shows a positive variance compared to the November forecast and I believe we've mentioned this uh the last couple of months um this will be updated in the May forecast and cash reserves are sufficient through fiscal year and I okay um we also have will have a resolution accepting tax rates um this is a routine kind of a resolution approval is required annually by the kog County Fiscal office to indicate uh Board of Education acceptance of the amount and rates as determined by the budget commission and to authorize the assessment of tax levies um that voted on by the voters of Lakewood and
036the fourth item will be a uh three-year contract with ripco Studio photographic services for school years 24 25 25 26 and 26 27 for prek through 11th grade school programs there is no District no cost to the district for the services provided and that concludes my report thank you Mrs sha Mr zema did you have any anything to add there I'll just that you know uh previously in uh board meetings we had the board authorized the approval of the cops financing those dollars uh settled today so those funds have been received by the district ready for the fso uh project coming up um and you'll see later on the agenda as we move forward with that in building sites and major purchases great a great segue as we head into building sites and major purchases
037Mrs dman all right first we have rental agreement um first stral agreement between Lakewood Board of Education and the Lakewood Family YMCA the youth summer program this summer at Grant Elementary School was a resolution between the Lakewood Board and the Lakewood Family YMCA to use Grant Elementary School for the purpose of operating a youth summer camp the YMC operates the before and after school program during the school year and wishes to continue through the summer using this facility and this is an annual agreement there's also rental agreement between the Lakewood Board of Education and the Lakewood Family YMCA school year program 2425 at Grant Hayes and Roosevelt Roosevelt Elementary Schools it's a resolution between the board and the YMCA of great Greater Cleveland Lakewood for the use of those three buildings for the purpose of
038operating a before and after school program the YMCA of Greater Cleveland Lakewood has operated a before and after school program at Grant Hayes and Roosevelt for the past several years and this is just an annual agreement then there is a rental agreement between the Lakewood Board of Education and the Cleveland Metro Parks for 2024 uh the resolution is for the school district's use of memorial memorial and Tyler athletic fields for the purpose of playing adult and youth sports the community recreation and education department has been using the multi-purpose Sports field for over 60 years there is a yearly increase in cost of 15% with an added park ranger fee on Saturday mornings for soccer um I don't know if most of you know but that attendance has gone up there's a lot of participation so
039that is something that's been needed and this is an annual agreement and then the indemnification to the Cleveland metrop Park system the Cleveland metrop Parks requires permit holders to have liability insurance to name the Cleveland metrop Park system as an additional insured for bodily injury and property damage furthermore the Cleveland Metro Parks is to be held harmless for the board from the board or their employees for any liability that should occur in connection with the operation of recreational athletic programs on its property and then last a resolution to award a contract for construction Management Services in the agreement between Lakewood city school district and Regency Construction Services the district advertised for construction management uh at risk services for the relocation of fren School of opportunity to Lakewood High School and the West Shore expansion Grant
040pro project at Lakewood High School the district received five submittal and interviewed three firms in regards to the project Regency Construction Services was selected as the most responsive firm for the project administrative staff architectural firms legal council and representatives from Regency construction have reviewed all terms and conditions of the proposed contract it is a superintendent's recommendation that the contract be awarded as submitted than thank you um next we have the education report uh Mrs Clark said thank you I also have four items this evening um first is uh the agreement between the Lakewood Board of Education and the University of akan uh the Lakewood Board of Education will continue to parti participate with the University of akan to provide a clinical education experience in the Lakewood city schools for their students in their college of
041Health and Human Service program there will um item two agreement between the Lakewood Board of Education and you science limited liability Corp us science LLC is an online platform used to uncover student aptitudes then connect these aptitudes to career and educational Pathways that are designed to help students find relevance in school and confidence Beyond Franklin School of opportunity students will utilize the use U science bright path product U science bright path is an aptitude based guidance platform that leverages data to help individuals identify their aptitudes validate their skills and get matched with educational and career Pathways for students engaged in a work-based learning U science LLC also provides a tracking and verification system this is a three-year agreement for the 25 5 26 26 27 and 27 to 28 school years there is also a
042Career Technical education agreement between the West Shore Career Technical District partner districts so this is the um the partner districts of Bay Village City Schools Lakewood city schools Rocky River City schools and Westlake City schools have R reviewed the terms in the Career Technical education agreement for the purpose of maintaining the West Shore Career Technical District programs at Lakewood High School the Westshore program offers comprehensive Career Technical Training opportunities to students from all four partner districts this is a two-year agreement beginning on August 1st 2024 and ending on July 31st 2026 and then we have a couple of gifts to the Lakewood schools um in nutrition services on behalf of Kathy and Amanda Kuran Kuran sorry a bequest of $100 monetary donation was given to be used for our breakfast lunch program to benefit the
043students within the Lakewood city school district and um at Lakewood High School um and palami donated a B flat clarinet cornet and flute for the district instrumental rental within our Band program and Christopher M seoli donated a Selmer clarinet for the district instrumental rental program thank you next we move on to policy um we have a resolution to revise and adopt policies of the liid City Schools Board of Education uh pursuant to policy 91401 the superintendent has established a board policy Review Committee who has reviewed all suggested revisions contained uh in this report in addition these revisions have also been reviewed by the superintendent treasur cabinet members and the Neola consultant and I will um list the um policies and they name them and then to indicate whether they are being replaced or revised or
044if they're excuse me if they're new so we have a bylaw 01 41.2 conflict of interest that's a replacement we have policy 2623 student assessment and academic intervention services uh that is being revised we have policy 3120.4 20.08 with regard to employment of personnel for co-curricular extracurricular activities uh a revision uh there we have policy 8120 in regard to volunteers uh this is a new policy replacing policy 31209 we also have policy 511 3.01 intad District open enrollment and that's a there's a revision there policy 5310 Health Services a revision policy 5320 immunization revision policy 533 excuse me 5330 use of medication a revision we have a new policy 5330 5 Pro procurement and use of uh nxone or Narcan in emergency situations we have policy 8210 in regard to the school calendar a revision
045there we have policy 8330 regarding covering Student Records revision there uh policy 9160 public attendance at school events is being revised policy 9211 District support organizations is being revised policy 9270 equivalent education outside the schools and participation in extracurricular for students not enrolled in the district that policy uh will have a revision or revisions technology policies we have 75 40.020695 revised 7541 technology privacy uh revised and 75403 student technology acceptable use and safety we'll see a revision 75 4.04 staff technology acceptable use and safety again a revision uh policy 8300 continuity of organizational operations plan that is new um policy 8305 information security is also new policy 8315 information management we'll see revisions as will policy 97001 advertising and Commercial activities and I do believe that concludes uh the policy report again uh noting that
046those items will be voted on uh at our next meeting and moving on we go to Human Resources Miss katzenberger thank you we have a n uh uh 41 total certified actions including one unpaid leave of of absence three appointments and 37 special compensations we have three total actions in certified non-employees for athletic coaches advisors um we have three total actions for classified employ employees and U appointments uh we have eight appointments for classified non-employees uh for athletic coaches and advisers uh we have 121 total actions for community recreation and education including 94 in Aquatics four in athletics one in the fit fitness facility and 22 in programs um there's a classified classified lunch monitor pay rate change and a Civic Auditorium pay rate increases and that concludes the uh summary of uh human resources
047and Community Services oops thank you we now move to the communication portion of the meeting we'll begin with Board of educ ation comment so I'll turn it over to any of my colleagues that have a comment or communication this evening go ahead sure I'll start um so this is the nitty-gritty of being a board member um all the words in each of the individual policies and um so the lawyers were super helpful by giving us um the green highlights are the new language and and then Crossing out and putting in pink the the old language and one of the things that I found really interesting was all of the um technology changes um so in one of the policy old policies it lists the worldwide web um and um and we just now refer to
048it as the internet and technology and and so there were just um all of that trying to stay upto-date current um legal um and um and coherent so um I just that's what we do thank you um I just want to send a shout out to all the uh members of the Barnstormers group preparing for the upcoming uh production of Sweeney Todd I got a chance to see what the set looks like and it's looking pretty good um and I know that they're putting a lot of hours in for uh dress rehearsals and and costumes and sets and everything so by tickets it's going to be pretty amazing and uh a very big thank you to the parents and staff and kids and pit Orchestra and everybody putting in so much time for what's going
049to be amazing production so hope to see you there thank you um I would uh just wish uh everyone on on Eclipse day a safe and enjoyable day next Monday we appreciate the the glasses I'll I'll share a couple of things it's it's really unique to be in the in the path of of totality and there's uh certainly a lot to do around town of course we're all hoping for um fair weather and then the ability to see it but but I know that there are a lot of activities around town that kind of get into the science of it and are enjoyable for families so I hope people take the opportunity to enjoy some of that but please um plan with caution about potential traffic and and other um possible Hang-Ups so a quick
050story in 2017 my family went to the um path the center of the path of totality in a small town in Kentucky it was a beautiful and amazing really life-changing experience um however on the way out um we were we were pretty afraid considering how just how um challenging traffic was and how long we were we were kind of stuck in traffic so um I just a word of caution that it's certainly to be to be celebrated and and a learning um moment uh for for everybody but uh to plan accordingly um with that I'll turn it down the line here nothing here I just want to acknowledge all the science teachers too that are sending home extra activities for the eclipse or kids I know I got things at my house probably three different
051things that we will try to all do um and the purple and gold classic is Saturday our fifth graders I'm really looking forward to that I played it when I was in fifth grade and it was D basketball um and it's a real big deal in our house right now our kids are having their last practice tomorrow morning at 7:30 so I'll be looking forward to sleeping in on Wednesdays out understanding uh with that we'll move to the public comment portion of the meeting I do believe we have one individual indicated in interest in speaking before the board this evening um we ask that when we call your name come forward please uh state your name um your your street and city of residents and limit your comments to three minutes please uh Mr Higgins
052on December 4th I came to this public body to uh display or to acknowledge my disappointment with the c Commission on a ruling they had in September where an African-American Mel was called the worst racial shter he could be called not once but twice on one of our softball fields his actions led him to after he was called that his actions uh led him to be uh suspended in deply by the C commission the white male who called him that racial slur was only suspended by a only suspended a week uh by that same Commission when it was my turn to talk on after I heard that I said wow this is the same racism my son faced 6 months earlier in March over the Golden Purple Ranger game and I spoke out and I
053said Mark Walters Walter you're a racist you have to stop this little did I know me calling Mark a racist in September and at this board meeting when I spoke out at Hayes less than 120 days later I'd be called on the carpet for calling him RAC is exercising My Free Speech I've been a volunteer coach for 17 years in Lakewood YMCA C yo the Lakewood recreation department not one time have I ever received a complaint not once on March 5th of this year mark called me and said he received multiple complaints from an anonymous source Mark what is it he said I was saying unspeakable names to the officials to parents and to children I said Mark did you did you call any of my parents that I coached did you ask any of
054Spectators did you ask your own um education staff you have there you have Recreation employees he said he's not interested in having a debate he's telling me what was said some words were exchanged to where I called Mark a racist again I said I don't believe you can be impartial Mark put someone on the phone that can he said if you continue this I'm going to hang up end of call well the end of call Mark on March 7th Mark emailed me and said I was not only suspended from All District activities but I'm also trespassed from all district buildings he listed three reasons he said I violated policy 8105 that I threatened to have my kids sit in protest which was never said and the last reason which is really concerning to me is
055he stated because I called him in the recreation department racist on multiple occasions it is My First Amendment right to get up and criticize my government and my government officials I would like to know why I was suspended not only suspended but trespassed from lakew City school property Mark took away my right to come vote in the presidential primary in March from an anonymous complaint and because I ordered the word racist there's a lot more three minutes is not enough your C commission when to to to appeal my appeal I had evidence from the OSHA referees that referee the game their witness statements I had parent statements I had um spectator statements that that thing is a farce they didn't even take any of my they they didn't take any of my evidence before they
